Here at Lynchburg Parks and Recreation, our goal is to provide access to our recreation programs for all local citizens. If you’re a Lynchburg City resident in need of financial assistance to participate in Parks & Recreation programs, you and your family members may qualify for a scholarship. Applications are available on our website, at any of our community centers, or at our office at Miller Center. Applications must be submitted in-person, before you register, and 5 business days prior to a registration deadline.

A Letter from Jennifer Jones LYNCHBURG PARKS AND RECREATION DIRECTOR The Lynchburg Parks and Recreation Department is riding high following a thrilling fall season. In case you haven’t heard, we are now Lynchburg’s “award-winning” Parks and Recreation Department, with four awards from the Virginia Park and Recreation Society (VRPS). Out of 110 Parks and Recreation Department’s across the State with 39 total awards, it would have been remarkable enough for our department to win just one award, but we won four! •

Best New Renovation for the Miller Center. I know that somewhere in Nelson County, retired Parks and Recreation Director Kay Frazier is toasting her old department, proud to see her plan come to fruition.

Best New Environmentally Sustainable Program for the Neighborhood Centers’ Teaching Gardens, an effort born out of the Please Do Hug the Tree Campaign, spearheaded by Howard Covey and Lucy Hudson.

Best Promotional Effort for the Lynchburg is for Locavores Campaign, award accepted by an overwhelmed and emotional Lynchburg Community Market Manager, Jennifer Kennedy.

Distinguished Service Award to Benita Ripley, recently retired Recreation Service Manager, for 40 years of service with Lynchburg Parks and Recreation.

Other exciting news was announced in October by Virginia Amateur Sports, Liberty University, and the City of Lynchburg when Lynchburg was selected to host the 2019 State Games of America. The Olympic-style event features competition between medal winners from 33 State Games events throughout the country. 15,000 athletes are expected to participate in the 2019 event in Lynchburg. Previous State Games of America have had an economic impact of $25 million dollars on the regions where they are held, with as many as 10,000 room nights at area hotels. I was lucky enough to be one of the City’s agents to present to the State Games of America Board in Atlantic City along with Economic Development Director, Marjette Upshur and Lisa Merriweather with Tourism. Lynchburg City Stadium renovations were featured in the State Games of America sales pitch. The recent ribbon-cutting celebrated the completion of a project that sets a new standard for what a state- of-the-art high school football facility should look like. Take a peek at the photos on page 60. Communities around the State are already buzzing about our fully loaded Lexus known as Lynchburg City Stadium. We are also celebrating several recent successful initiatives and programs. The Fairview Neighborhood Meetings brought together the community to discuss action items in response to a tragic incident in Younger Park. Action items progress are highlighted on page 36. In support of the need to provide more positive places and programs for teens, a summer basketball league was created with over 100 participants. This culminated in an All-Star Game at Miller Park under the new basketball court lights. Thanks to Scott Brabrand, Superintendent of Lynchburg City Schools, and Raul Diaz, Lynchburg Chief of Police for partnering to build community. The Please Do Hug the Trees Campaign is off to a great start getting people outdoors and enjoying nature. The Family Camp out in Riverside Park hosted 24 families, complete with campfire music and s’mores. The Junior Naturalist Program is generating interest in environmental education. Neighborhood Center staff trained by Virginia Cooperative Extension will incorporate Project Learning Tree activities in their after-school programs and Teen Outdoor Adventure summer camp.

Archery is a sport for all ages and abilities. Learn the basic elements of archery including parts of the bow, shooting form, and the layout of the range. All equipment provided. Register by 3/2.

Tap the sap for a sweet treat! After the tree tapping demonstration, try a taste of the ‘sweet’ fruit of our labor! Hear the tale of Thomas Jefferson’s ‘maple sugar scheme’ and other sweet stories about maple syrup production in Virginia. Children must sign up with an adult participant. Register by 2/23.

Let our Naturalist team help enrich your child’s homeschool learning experience! This sampler includes 3 mini nature lessons for you and your child to participate in, including a guided hike, a watershed activity, and an animal activity. Archery Mini-Camp Ages 8 to 17 Campers will learn about th age‑old sport of archery as they practice skills and improve their form in this three day mini‑camp. Cherry Blossom Guided Walk at Riverside Park

Tree are a long term investment that can increase the value of your home and property by making it more attractive and comfortable. In this 2‑hour class, we will consider how to choose the best tree for your special piece of the planet. We’ll discuss what to look for when purchasing trees, their growth habits, proper location, blooms and fruit, and how to help trees thrive in our urban environment. Interested in learning more? Become a Lynchburg Tree Steward! Participants will receive the Virginia Department of Forestry’s Native Tree ID book. Register by 2/16.

A Year in the Life of a Tree

Ages 18+ Trees are unique and complex organisms that play a critical role in our health and survival. In this 2‑hour class, we will learn about the life cycle of trees, how they grow, and how they reproduce. We will discuss trees’ requirements for growth and what they cannot tolerate. We hope this introductory class will encourage you to learn more about tree biology, identification, care, and maintenance through the Lynchburg Tree Steward Program. If so, then you might be interested in becoming a Virginia Master Gardener! Virginia Master Gardeners are volunteer educators who work within their communities to encourage and promote environmentally sound horticulture practices through sustainable landscape management education and training. As an educational program of Virginia Cooperative Extension, Virginia Master Gardeners bring the resources of Virginia’s land-grant universities, Virginia Tech and Virginia State University, to the people of the commonwealth.

Dedication of the Creekside Trail Extension & Family Hike with the Mayor All Ages The Dedication of the Creekside Trail Extension will be followed by a “Family Hike with Mayor Foster” on the new trail. The Creekside Trail Extension adds 1.5 miles to the Blackwater Creek Trail and connects the existing 5 miles of the Blackwater Creek Trail from the Blackwater Creek Athletic Area to the Lynchburg College campus across a boardwalk over Fox Creek, ending on Shirley Drive. Snow Tubing at Wintergreen Resort Ages 21+

Winter Gardening Trip to Lynchburg Grows Ages 18+ Come see the greenhouses in action at Lynchburg Grows. Lynchburg Grows will give a tour and host a walk‑and‑talk Q&A session about farming and gardening along the way. Tour attendees will also have the opportunity to purchase a winter veggie box with cool weather crops to take home. Make it a snow day and check out Virginia’s largest tubing park, The Plunge, at Wintergreen Mountain Resort. We will meet up and depart from Miller Center Parking lot at 11:00am and travel to Wintergreen on our bus. After a 90 minute tubing session, from 1:30pm‑3:00pm, we’ll get back on the bus and head to Devil’s Backbone Brewing Company for dinner and drinks. Price includes transportation. Supreme Court Justice Ginsburg to Speak at VMI

Travel with us to Lexington, VA, to hear U.S. Supreme Court Justice Ruth Bader Ginsburg give a seated interview. Appointed by President Bill Clinton in 1993, Ginsburg became the second female justice, after Sandra Day O’Connor, in the history of the Supreme Court. Along with Sonia Sotomayor and Elena Kagan, she is now one of just three women serving on the nation’s highest court. Price includes transportation but does not include lunch. There will be a lunch stop at Macados before heading back to Lynchburg. Register by 1/27.

Randolph College Tour and Lunch Ages 50+ Randolph College, founded in 1891 as Randolph‑Macon Woman’s College, is recognized for its academic excellence. The beautiful setting and the architecturally unique buildings make this a great location to visit and tour. Plan to meet at the cafeteria at 11:30am for lunch. At 1:00pm the group will begin a guided tour of the campus. Please note there will be a moderate amount of walking and stairs involved. At the conclusion of this campus tour, we will re‑group at the Maier Museum of Art for a 2:00pm tour. Tours are free. Lunch is on your own. Register by 2/21. Community Recreation Centers Miller Center Located in the heart of the Midtown neighborhood, Miller Center opened to the public again in 2015 after a two-year renovation process. Now one of the greenest, most energy-efficient buildings in the City of Lynchburg, Miller Center is also home to a new 186-seat theatre, beautifully renovated classrooms, commercial kitchen, and the Nature Zone Environmental Education Center. The historic building also houses the main administrative offices of Parks and Rec and is completely accessible with a new elevator, improved walkways and parking, as well as a new pedestrian crossing into historic Miller Park near the Aviary.

Turner Perrow We sat down with City Council Member Turner Perrow to chat about his experiences with Lynchburg Parks and Recreation. Q. What is your first memory with Parks and Recreation? A. My first memory was playing soccer at Peaks View Park in the little league soccer league. Even before that, I was playing baseball at Peaks View Park. I remember going to the fields and watching the big kids play in their cool uniforms while we just wore whatever color shirt we had that matched our team! Peaks View Park has always been a neat place to me, from my very first memory, continuing on as I played soccer in middle and high school. I also have early memories of Miller Park, especially being there for Day in the Park. My mother would take me there and we would visit the Aviary and see the stamp collectors in what was once a barn but is now Miller Park pool.

Q. What are your favorite parks or trails in the city? A. My favorite park has to be Riverside Park. I just love the terrain of the park, the history behind it, and I especially love the trains. Being an engineer, I appreciate the old type of truss bridge that is found in Riverside Park because it is the

last example of that type of truss bridge. It’s a very unique design that is no longer used, but the last one exists in Riverside Park!

We have active adult programs at Miller Center like Bubble Soccer, Kickball, and the Nature Zone. There’s something for everyone.

There’s also the bluff walk portion of the Alpine Trail where you can walk and look down at the James River. I know the water park and the playground area are a huge hit with the kids as well.

Q. Are Lynchburg Parks a place where you spend a lot of time with your family?

I also like how Riverside Park has evolved over time. It used to be on the unsafe side, but as Parks and Rec integrated items that facilitated proper use of the park it eliminated the improper usage. Features like the spray ground and the playground have changed the dynamic of the park entirely. People are using the park now for the right reasons, whether it’s for community gatherings or playing tennis or just bringing the kids to play. I’d say Riverside Park is my children’s favorite park as well.

Q. Why do you think Parks and Recreation is essential to a community? I think that it’s really important to have the wide variety of activities that Parks and Recreation offers because it gives people an outlet while improving the overall culture of Lynchburg. Over time, the demographics of Lynchburg have shifted from an older population to a younger one because of students remaining in Lynchburg after graduation. Parks and Recreation has done a great job addressing this with their activity offerings.

A. Being in the parks and riding the trails are activities I do with my family in the parks. I think it provides access to time with family for the entire community of Lynchburg. There are so many different ways to do this, from Ivy Creek Park to the dog park at Blackwater Creek Recreation Area. In fact, the dog park has been a huge catalyst for positive change in that area as well.

Q. Is there anything you’d like to add about Parks and Recreation? A. I see so much opportunity in Parks and Recreation. When I look at current opportunities, I see Jefferson Park and what a great resource that is for the Dearington Neighborhood. It has some challenges ahead, but it’s really an underutilized park area. Thinking ahead, I imagine what we can do there to balance it. I also love the fact that Miller Center has evolved. It now has an auditorium, adult education classes, what a great opportunity that is. I think Parks and Recreation does a great job offering something for all of the citizens in Lynchburg. Not just specific parts of the population, it’s really well-balanced to serve everyone.

The Women’s Sports Foundation tells us five amazing reasons why girls should play sports:

Girls who play sports do better in school. Research shows that girls who play sports do better in school than those who don’t. Exercise improves learning, memory, and concentration, which can give active girls an advantage in the classroom. Sports teach teamwork and goal-setting skills. When working with coaches, trainers, and teammates to win games and achieve goals, girls are learning successful life skills.

Sports are good for a girl’s health. In addition to being fit and maintaining a healthy weight, girls who play sports are also less likely to smoke. In addition, girls who exercise more are less likely to get breast cancer or osteoporosis. Playing sports boosts self-confidence. Sports help girls build confidence as they practice, improve, and achieve their goals. Sports are also a feel-good activity because they help make new friends.

Exercise from sports cuts the pressure. Playing sports can lessen stress and help girls feel a little happier. How? The brain chemicals released during exercise improve a person’s mood. In addition, being on a team creates tight bonds between friends. It’s good to know your teammates will support you — both on and off the field!

“Every year, more than 36 million children play in at least one recreational sport, but far too few are young women.” Because we believe at Lynchburg Parks and Recreation that young female players should be offered the same experiences as our young men, we will focus heavily on offering sports teams, leagues, and clinics for young female players in 2017. Our Athletics team will kick off the spring season with a free softball clinic in partnership with Lynchburg College and a season of Dixie Youth Softball! We will also continue to offer a variety of opportunities

that include: Soccer, Lacrosse, Volleyball, Cheerleading, Running, and Basketball. In addition, we are also organizing a Youth Co-Ed Flag Rugby League. Now that Rugby is an Olympic sport, many colleges and universities have moved from hosting Rugby “club sports” to official varsity sport teams. Rugby is an emerging sport with scholarships becoming more widely available to exceptional high school athletes. There are currently 24 College and University Varsity Rugby teams in existence today! Our goal is to use Washington DC’s highly successful Youth Rugby model for youth development and promotion of physical fitness through team sport. Ultimately, we want to develop skills, beginning with youth, in our Intramural Flag Rugby League to the level that the high school studentathletes are positioned to be awarded college scholarships. If we start now, our athletes will be in a great position to compete for rugby scholarships.

Make it to the Market: A Quick Guide to Projects and Parking This Winter Where’s the “Parking Deck” I’ve been hearing about?

rely heavily on that area for customer parking. Therefore, the project has been scheduled for the winter of 2017 in order to have the least impact on the citizens, market patrons and businesses. Look for the project to be completed by May 2017.

The Lot H Parking Lot, more commonly known as the Lynchburg Community Market Parking Lot, was built by the City of Lynchburg in the early 1930’s and currently rests atop a subterranean void – the “Parking Deck.” Over the years, the structure has gone through various evaluations resulting in several structural repairs. The City of Lynchburg has continued to closely monitor the structure to ensure safe use of the facility due to concern about the ongoing deterioration and a design that only allowed for a 3 ton weight limit. The most recent structure evaluation advised the City that drastic repairs would need to be made for the “Parking Deck” to remain functional.

What do I do in the meantime?

While we recognize that any change to Downtown parking impacts everyone, this project is very important to the health and safety of the community.

We hope that you will bear with us during these renovations by USING THE MAP BELOW to plan for alternative parking.

Why don’t we make that space more useable?

In its current state, the subterranean void has been unusable for decades due to the changes in building codes, health and safety standards. While the evaluation investigated the possibility of an overhaul of the void, the study showed that the deck’s concrete and supporting elements are so severely deteriorated that making repairs would not be economically feasible. So, in 2016 the City developed a plan to remove and fill the Lot H subterranean void.

We also recognize that these parking alternatives could result in a longer walk back to the car with all your market goodies and we want to help lighten that load. Beginning in January, volunteers will be available on Saturdays from 8am-12pm to provide free assistance with your bags. Just look for their volunteer badges and the bag courier station on 12th and Main in front of the market. Keep in mind that street parking is free on Saturdays and individuals with valid handicap credentials can park in any legal non-permit parking spot. Let’s look forward to some great changes to come!

In 2015, the City’s Communications & Marketing Department presented the results of the National Citizen Survey; a community-wide survey polling Lynchburg Citizens about their perception of various city services.

The results of that survey showed that the City received a low score on “preservation of natural areas.” That finding didn’t sit well with us, especially since conservation/preservation is one of the three pillars of parks and recreation. So, we began efforts towards our “Please Do Hug the Trees” campaign this past fall to educate, inform, and inspire Lynchburg Citizens to take action towards conservation and preservation of the natural world around them.

What have we accomplished so far? We planted 15 new trees in Riverside Park as part of the Plant 7.5 Million Tree Challenge after hosting a Family Campout in the park in September, which was a raging success. We also identified areas in the park system to plant new butterfly and pollinator habitats, which is an effort to help save our insect friends from extinction. We’ve also made accomplishments in our neighborhood centers by training our staff in Project Learning Tree initiatives to incorporate the knowledge into our youth and teen programs. Finally, we’ve been planning our Guinness World Record Attempt event in April, and have picked up event sponsors and partners including WYYD iHeart Radio, Bikes Unlimited, Yoga Goodness Studio, the Central Virginia Master Gardeners, Amazement Square, and many more!

HEY, KIDS! Learn how to become a Junior Naturalist!

We encourage you to join us and participate in our Please Do Hug the Trees efforts by taking our Please Do Hug the Trees-themed classes (identified with the PDHTT logo or in the list to the right) building gardens, supporting the ribbon-cutting at our new trail and boardwalk across College Lake, helping us break the Guinness World Record in April, or by purchasing and attaching our Please Do Hug The Trees signs to your trees at home. These signs can be purchased for $30.00 at Miller Center, 301 Grove St. Leave no doubt that Lynchburg is truly for nature lovers!

The new Junior naturalist program The Junior Naturalist program is just one part of the Please Do Hug the Trees campaign, and encourages children to get outside and connect with nature. They will enjoy exploring nature as they complete the activities in the free Junior Naturalist Booklet, then earn the Junior Naturalist patch by signing-up and participating in programs led by the Naturalist staff. to learn more through fun, hands-on activities and adventures designed to promote caring for the natural world.

Where do I pickup a FREE booklet? Pick up a Junior Naturalist Booklet for your child (or for you!) from Miller Center, 301 Grove St., 8:30am - 5:00pm, Monday through Friday, or at the Nature Zone, located on the bottom floor of Miller Center, Friday and Saturday from 12:00pm to 4:00pm. Once you’ve completed the booklet, return it to Parks and Rec to complete your certificate.

Lights on Miller Park Basketball Courts Introduced at All-Star Game

Rising to the Occasion Public meetings were held in the spring and summer of 2016 regarding citizens’ concerns over the Fairview Heights Neighborhood Park and the Younger Park shooting that involved two teens. Over the course of these meetings, City departments and citizens began to explore possible strategies for improving the safety of these neighborhood parks and fostering better communication.

Action Items Five action items were identified out of conversations at the public meetings. Read more about these action items and the progress that has been made towards them below.

1 Neighborhood Watch Reinstatement & Informant Training

Ages 3 to 6 with Adult Caregiver Spend time in the ceramics studio making memories with your little one. Design with simple ceramics media and create keepsakes to gift or to cherish. All supplies are provided. Registration includes supplies for one child and one adult participant. Register by the Monday before each class. Space is limited. Early registration recommended.

3 Landlord Rental Issues

In order to create more positive programs and places for teens, Lynchburg Parks and Recreation implemented a summer 3-on-3 basketball league and a 5-on-5 basketball league. Lights were also installed at Miller Park basketball courts and renovations were made to the Fairview courts. In addition, a summer chess club was created and a recreation center was designated as the new Teen Center with activities and trips happening five days a week.

Coordinate with Fairview Neighborhood Churches and Stakeholder Groups to Pool Resources

Lynchburg Parks and Recreation conducted the Fairview Neighborhood Coffee Chat with Churches, Businesses, and Neighborhood stakeholders on July 11, 2016. Discussions topics include better communication, adding positive youth activities, and allowing young people to become involved and develop ownership of the neighborhood in a positive way, and using peers to influence each other to make changes.

The Community Code Compliance Team Implemented a Fairview Avenue Walk-Through on June 15, 2016. The team found several City code violations that have been addressed.

Development of Neighborhood Resource Group

Now Open | Located at Fairview Center, 3621 Campbell Avenue

The Fairview neighborhood watch group was reinstated. The next meeting will be held on January 18, 2017 at 6:30pm in the Fairview Christian Church Fellowship Hall. In addition, The Community Action Team (CAT) is now working with community members to assist the LPD and the Commonwealth Attorney’s Office to spot criminal activity in the neighborhood.

A park CPTED (Crime Prevention Through Environmental Design) was conducted by the Lynchburg Police Department and Public Works on May 16, 2016. Since then, security cameras have been installed and other work has been completed to support a safe park.

Lynchburg City Stadium Renovations

Lynchburg City Stadium Ribbon Cutting At Lynchburg Parks & Recreation, we understand just how important our facilities, parks, and trails are to the Lynchburg community. As a reflection of that, we work to consistently develop improvement projects that satisfy the needs and wants of our community. This year, we were able to complete Phases I and II of our Lynchburg City Stadium renovations project with a ribbon cutting held on October 28, 2016. Continue reading below to learn about all of the updates and improvements completed.

Lynchburg City Stadium was built in 1939 to provide combined football and baseball facilities to the city. The stadium complex is home to both the Lynchburg Hillcats and to EC Glass and Heritage High Schools’ varsity football, soccer, and lacrosse teams. The complex is a wonderful venue for businesses, sports teams, and event planners looking for a centrally located, large space in Lynchburg.

Also in the entry plaza area are three (3) monuments that memorialize five gentlemen (Dan Ray Justice, Edley Craighill Jr., Robert Emory Jones, John White Acree, and William Suhling III.) who played football in city stadium but who lost their lives serving their country in World War II. The plaza area also includes new entry ticket gates that can be opened and closed as needed.

The work on this project began in 2014 when the city’s Parks & Recreation Department hired VMDO Architects to perform an assessment of the football stadium after the integrity of the facility was compromised, with at least one building being demolished and others becoming obsolete. After serving the community well for 75 years, the facility was in dire need of a face lift.

In addition to the entry plaza area, two (2) new entry buildings were completed. The first building accommodates new ticket booth windows, and a concession area along with men and women’s restrooms. This was completed in mid-August, in time for new football season.

VMDO prepared a master plan with a total of seven phases of improvements identified for the football facility. The various phases were prioritized and funding was sought by staff and approved by City Council for construction of phases I and II. Phases I & II of the stadium renovations (totaling $9.1 million) included: • • • •

the installation of artificial turf, new scoreboard and public address (PA) system new football field lighting construction of a new front entry plaza the construction of several new buildings housing the home, visitor and referee locker rooms, ticket booths, concessions, bathrooms, and accessibility and site amenities

Phase I renovations included the installation of an artificial turf playing field along with underground utility upgrades and enhancement to the walking track. These renovations were completed in July 2014 by Sports Construction Management from Lexington, NC. This work was performed in between the spring and summer high school sports seasons while the contractor worked seven days a week to complete the project.

The second new building is a maintenance building housing the electrical equipment and staff facilities, which also was completed prior to the start of the football season in August.

Site work around the football stadium began at the same time. This included new electrical, water, sewer, and storm water facilities for both Baseball and Football Stadiums. This work took approximately sixteen (16) months to complete.

The third building, and by far the largest, houses the home, visitor and referee locker rooms, plus a facility maintenance area on the ground level. The building also includes the football stadium’s main concession area on the upper level (concourse level), along with men’s and women’s restrooms. New ADA seating areas along with a new ADA walkway were installed to ensure access to the football stadium for people with disabilities. This building will be completed in early November.

Phase II renovations, completed by Jamerson-Lewis and VMDO architects, included the remaining updates and construction projects and began in June 2015 with the installation of new football field lighting, scoreboard, video board, and PA system.

Chase the Chill - Knitting for Public Purpose!

Styx and String, a local knitting and crocheting collaborative invites you to pick up your needles and hooks to create a scarf or hat or cowl or mittens that will be used to “yarn bomb” the fence at the Human Services Building, 99 Ninth Street, as part of the City’s efforts to “chase the chill” for our neighbors that may be homeless or lacking warm clothing. The hand-knit and crocheted products will be on display and available for the taking to anyone who needs a scarf, hat, mittens, or cowl to keep warm. Anyone in need of warmth is welcome to take a beautiful hand-knit article free of charge and without judgement and wrap themselves up in it! Any articles left at the end of the evening will be donated to various homeless shelters in the City. Hand-made articles should be knitted or crocheted with machine washable ﬁber.
