A Letter from Jennifer Jones LYNCHBURG PARKS AND RECREATION DIRECTOR Greetings Happy and Healthy Lynchburgers: Cheers to being named in the “Top 10 Well-Being Communities” in the United States per the Gallup- Healthways State of America Well-Being 2016 Community Rankings. We were alerted to the honor by the Lynchburg City Manager. “Hi, Everyone!

This is pretty cool! Lynchburg has been rated #8 in the Gallup Community Well-Being Rankings! Thanks to each of you for making our City a place that people are happy and healthy!”

~ Bonnie Svrcek, City Manager Bonnie wasn’t the only one excited about this honor. I was also thrilled to receive this recognition, as health and wellness directly relates to our department’s stated mission: “The Lynchburg Parks & Recreation department contributes to a healthy, active, and educated community, providing stewardship and management of parklands, trails and civic facilities, and creating opportunities for all people to participate in a rich variety of recreational activities.” I do think our department greatly contributes to the health and happiness of our community by providing infrastructure for physical activity such as trails, playgrounds, sport fields, and courts. In addition, Lynchburg is blessed with over 900 acres of parkland and greenspaces inviting our community to conveniently connect with nature. This is well above the national benchmark for parklands for cities of our size and population. You may have also noticed that our recreation offerings have been greatly bolstered over the past two years. As of September 2016, we had 5,037 brand new participants entered into our customer data base (since we direct mailed the Activity Guide). I want to say thank you for making our new community recreation initiative a raging success. Speaking of success, we had an incredible response to our department survey – over 1,200 responses. The results have been analyzed and our programming will now reflect your stated desires - special events, arts and crafts classes, enrichment and nature programs, and health and fitness classes. You can learn more about the survey results by reading my latest blog, found at the link below! Showing initiative, two young people wrote letters to the Director (me) requesting more teen art programs and children’s summer programming. You will see that reflected in our various specialty camps and classes in this program guide. We have also heard from the men who want more athletics programming. Unfortunately, our athletic offerings are limited by a lack of built facilities to host various leagues. On page 16 of this guide, you’ll see some interesting information comparing our city to other U.S. cities. Campers will develop kitchen safety and baking techniques, while discovering new ingredients they may have never seen before. Create a new dish daily, with the help of the instructor. Camp will conclude with a homemade snack for family and friends. Register by 7/12.

Explore the world of art through five different mediums. Each day students will learn and experiment with a different media including charcoal, gouache, oils, air-dry clay, and mixed media. Urban Explorers Ages 12 to 16 In the heart of the city, College Hill Center serves as the basecamp for a summer of urban exploration and outdoor adventure. Teens will explore the great outdoors, culinary variety, and cultural arts in and around the central city. Don’t worry, there will be plenty of chill time, too. Grab your gear and let’s go! Musical Theatre Camp Ages 7 to 13

AT THE

Masterworx Community Theater Company presents the “Magic Tree House: Pirates Past Noon Kids.” If your child loves to sing and dance, this week-long musical theater camp is the perfect activity. Throughout the week, students will learn the music, choreography, and lines for “Pirates Past Noon Kids”. The week of rehearsals will culminate with two performances for family and friends on Saturday, July 29 at 10:00am and 1:00 pm. Tickets sold at the door for $5.00. Archery Mini-Camp Ages 8 to 17 Campers will learn about this age old sport as they practice skills and improve their form in this three-day mini camp. Participants will be introduced to parts of the bow and arrow, different types of bows, and will learn to how to safely handle and use the equipment. Bring toys to life through stop motion by combining different art skills to create a movie. Visit the Nature Zone on the lower level of the Miller Center, across from Miller Park. Come see the animals during afternoon feedings and learn a thing or two about viewing nature right in your backyard! The Nature Zone offers something for everyone in the family. Meet some of the “wild” animals including turtles, snakes, and rabbits, talk with a naturalist about the animals and their homes, experience the new “Let’s Go Camping” Activity Area, check out the Discovery Drawers and find antlers, rocks, insects, and other natural treasures! Bring your summer camp or pre-school group to visit the Nature Zone. Or a naturalist can bring the Nature Zone to you! Call for rates and scheduling.

Kayak Quickstart: Adults Ages 18+ Grab a paddle and start kayaking with this quick and easy introduction to one of today’s fastest growing water sports. Archery Instructor Certification Course

LET’S PARTY!

Ages 18+ Successful completion of the Archery Instructor Certification course will result in a Level 1 instructor certification through USA Archery. The Archery Instructor Certification course is the official training course for USA Archery and the National Field Archery Association. Participants will gain the tools necessary to instruct short term recreational archery programs. This course includes range set up, steps of shooting, equipment knowledge, how to repair equipment and much more. All equipment is provided. Fifty Plus Fishing Fun at Ivy Creek Park

Ages 8+

Enjoy learning to catch the big trout and catfish that are stocked in Clemmons Lake (or have a good fishing story about the one that got away). Learn basic knot tying, casting, and practice catch and release fishing off the pier. Gear and bait supplied. Fishing license is not required for this event during Virginia’s “Free Fishing” days. Register by 5/31. $5.00

Thanks to the Virginia Department of Game and Inland Fisheries, the stream between the bridges at Peaks View Park will now be stocked with trout! Kids, ages 15 and younger, can visit the stream from midApril to mid-May, and fish for free under the new “Youth Fishing Program”! There is a limit of three trout, with no lure restrictions. All other fish are catch and release. For more information on the program and trout stocking schedule, visit www.dgif.virginia.gov/fishing/trout/ youth-only-stocked-trout-program/. Catfish and Trout Fishing

The lake at Ivy Creek Park is now stocked with catfish and trout through the Virginia DGIF Urban Fishing Program. For additional information visit www.dgif.virginia.gov/fishing/.

Canoe and kayak rentals

Canoes and kayaks are rented May- September, on Saturdays (10:30am - 4:30pm) and Sundays (1:30pm - 4:30pm). Canoes are rented at $8/hour and kayaks are rented at $6/hour. Call to schedule group canoe rentals, group canoe and kayak instruction, birthday parties, and adventure programs.

Junior Naturalist Booklets can be picked up for free at Miller Center or the Nature Zone, both located at 301 Grove St., during operational hours, or at any Lynchburg Parks and Recreation class, activity, or event.

With over 1,200 respondents of the LPRD survey which 85% were women, an interesting take-away is that Adult Athletics scored in the top 10 choices. Why is this interesting? Only 15% of survey respondents were men. Most of the men rated athletics as a top interest. Imagine if 50% of respondents were men, would Adult Athletics have rated overall #1? Our ability to offer adult athletics is limited by our facility inventory. Bad news for healthy active living for men, especially since our adult athletics programs pay for themselves.

NEW NATIONAL CITIZEN’S SURVEY COMING THIS SUMMER Every two years, the City of Lynchburg participates in the National Citizens Survey. Below is a snapshot of Lynchburg’s responses to the National Citizen’s Survey from 2 years ago. Our goal back then was to put recreation on the Lynchburg collective map. We wanted to move the ratings related to recreation by 20 points and ratings related to our parks by 10 points over a two year period. Our plan was a trade secret (it’s working!) We can’t wait to see the results of the summer 2017 National Citizen Survey. NATIONAL SURVEYS: LOCAL GOVERNMENT SERVICES AND SPENDING

YES NO MAYBE Why is this good news? National researching and consulting experts from LERN have shown that 30-40% of taxpayers are not interested in participating in parks in recreation programming no matter what is offered. This diagram indicates that only 10% of the Lynchburg population would not be interested in recreation participation. This means if we offer the right program or amenity, our department could engage 90% of the Lynchburg population in recreation programming. This is well above the national average.

DATA ANALYSIS Lynchburg Parks and Recreation administration undertakes a detailed analysis of all relevant data. The subsequent findings impact the strategic implementation of programs, special events, and Capital Improvement requests.

CITY COUNCIL SPOTLIGHT:

Jeff helgeson We sat down with Council Member Jeff Helgeson to chat about his experiences with Lynchburg Parks and Recreation. Q. What is your first memory with Parks and Recreation? A. The first memory I have of Parks and Recreation in Lynchburg is when I came here as a student. I wasn’t familiar at the time with Parks and Recreation as a component of government or anything like that, but it did provide a place for me to escape from the hustle and bustle as a student at Liberty University. I would take the opportunity to get off campus and into the green space at Peaks View Park. That was fabulous. Q. Was Peaks View Park the main park you visited while you were a student at Liberty University? 18

A. Yes, [I visited Peaks View Park] because most of my experience at Liberty University was selfcontained and I was very busy as a student.

I would have time on a Sunday afternoon to take a blanket and go over to Peaks View Park. I’d just throw my blanket down and lay in the grass all afternoon. It was a great place to get away from it all.

A. The different levels of Parks and Rec are important. I think one of the more important components is having green space, a place for people to get away from the hustle and bustle and think. That’s very important to a community. It doesn’t always have to be merry-go-rounds, glitz and glamour, or even basketball courts. Just having green space where people can grab a blanket and lay outside. That’s good.

Q. What are your favorite parks and/ or trails in Lynchburg? A. I like the Blackwater Creek Trail. I’ve walked different sections of it at different times. I particularly enjoy Percival’s Island and the Ed Page entrance of the Blackwater Creek Trail. The Ed Page entrance has The Awareness Garden right there. My mom passed away from cancer, so seeing that at the trail entrance is a really nice memorial to people like her. In general, the Blackwater Creek Trail is nice because it’s flat

Q. Why do you think Parks and Recreation is essential to our community?

Q. Can you tell me about a time you’ve spent time with family in our parks? A. My wife and I take walks on the Blackwater Creek Trail. Every time we go it’s a different experience. On Sunday, we’ll go and there are fewer people out. Sometimes I’ll go alone and try to get some steps in.

Located in the heart of the Midtown neighborhood, Miller Center opened to the public again in 2015 after a two-year renovation process. Now one of the greenest, most energy-efficient buildings in the City of Lynchburg, Miller Center is also home to a new 186-seat theatre, beautifully renovated classrooms, commercial kitchen, and the Nature Zone Environmental Education Center. The historic building also houses the main administrative offices of Parks and Rec and is completely accessible with a new elevator, improved walkways and parking, as well as a new pedestrian crossing into historic Miller Park near the Aviary. Many recreation programs are offered at Miller Center, including arts, dance, theatre, fitness, cooking, nature and outdoor, enrichment, and more. Help your child improve their swimming skills while bonding with other children in our American Red Cross Learn-to-Swim Program. Review course descriptions and choose the class that suits your needs. Pre-School 1 No pre-requisite skills needed. This class orients pre-school age children to the aquatic environment and helps them acquire rudimentary levels of basic aquatic skills.

Pre-School 2 Designed for younger children who can submerge their mouth and blow bubbles for three seconds, can glide on their front and back for two body lengths, and can float on both their front and back for three seconds. All skills can be done with support.

Level 2 - Shallow Water Fundamental Aquatic Skills - class for younger Level 2 students who are more comfortable in shallower water, can fully submerge their face and float on both their front and back with assistance.

Level 3 - Intermediate Stroke Development – for the child who can fully submerge for at least 10 seconds, float unsupported on their front for at least 15 seconds and on their back for at least 30 seconds, can tread water for at least 30 seconds, can swim front crawl at least 10 yards, can do elementary backstroke at least five yards, and is comfortable with deep water.

Level 4 Stroke Improvement – this class is designed for the child who can swim both front crawl for 25 yards, elementary backstroke for 15 yards, and can tread water for at least one minute. This level develops the swimmers confidence in the skills learned and improves other aquatic skills.

Adults Overcome your fear of the water in this class intended for those 16 years and up! Learn the basic skills you need to be able to swim, be safe around water, and improve your health and fitness. Class sizes are limited for individual attention. Swimmers of all levels are welcome.

Firefighting in the Hill City It Was My Privilege and My Duty: Lynchburg in World War I Seven Hills of History JANUARY 13 - DECEMBER 31, 2017 | LYNCHBURG MUSEUM

College Hill Old City Cemetery was founded in 1806 on land donated by John Lynch. More than 20,000 people are buried here and it is one of the oldest cemeteries in continuous use in the United States.

John Warwick Daniel Statue, erected 1915: Daniel served in the US Senate from 1885 until his death in 1910. His family provided the name for Daniel’s Hill.

Also within the neighborhood is the Anne Spencer House, home of the African American poet who entertained notables including George Washington Carver, W.E.B. Dubois, and Langston Hughes. Lynchburg’s oldest African American church, Jackson Street United Methodist, and an early Lynchburg high school, now an apartment building, are within the hill’s boundaries.

The first Lynchburg College was located between 10th, 11th, Wise, and Floyd Streets.

ollege Hill has no college today. Named for the first Lynchburg College (no connection to the current one) which only lasted from 1855-1861, this military college stood near 11th and Wise Streets. When the Civil War erupted in 1861, most of the faculty and students joined the Confederate army and the school closed. Known as White House Hill before the college was built, the general boundaries of College Hill are the Expressway, Kemper Street Railroad Station, and Old City Cemetery. It adjoins Federal and Diamond Hills, making it the largest neighborhood of the seven hills.

A number of fine homes were built here between 1816 and 1845 including the home of Confederate General Robert Rodes. Christopher Lynch, son of city founder John Lynch, operated a brickyard at 7th and Jackson Streets, and his brick was almost surely used to build many of the early houses on the hill.

When Lynchburg was threatened by a Union army under General David Hunter in 1864, the Confederates built a line of trenches along the crest of College Hill known as the “Inner Defenses.”

Anne Spencer was a poet during the Harlem Renaissance and her works are included in The Norton Anthology of Modern Poetry.

College Hill Baptist Church, built 1897

Jackson Street United Methodist Church, built 1866: The oldest African American church in Lynchburg, the buff brick front was added in the 1920s.

1018 Wise Street, built 1850: While the brick structure dates to 1850, the Mansard roof was added in the 1870s.

The Anne Spencer Home was built in 1903 at 1313 Pierce Street. The house is listed on the National Register of Historic Places and is preserved as an historic home.

College Hill is also home to one of the few examples of public art in the city. John Warwick Daniel suffered a major leg wound during the Civil War and was known as the “Lame Lion of Lynchburg” when he served in the Virginia and US Senates. The triangle of land bounded by Park Avenue, Floyd Street, and 9th Street where his bronze statue was erected was the highest point in the city in 1870. The College Hill Water Plant was built nearby to take advantage of the high ground which allowed water to flow via gravity to homes and businesses.

Beginning Bridge Lessons
