Program Safety Safety is the top priority at Lynchburg Parks and Recreation as we continue to serve our community members with quality programs. We will continue to follow the recommendations of the Virginia Health Department regarding program safety. Please check with your instructor for any program-specific safety instructions. We also offer a variety of virtual options to enjoy recreational programs safely in the comfort of your own home. Look for the to indicate programs with a virtual option.

NEWS FROM OUR DIRECTOR UPDATE ON THE NEEDS ASSESSMENT AND COMPREHENSIVE PARK MASTER PLAN The Needs Assessment and Comprehensive Park Master Plan community engagement component is now complete. Almost 4000 individual Lynchburg residents participated in the survey, popups, stakeholder meetings, focus group interviews and website interactive queries. An example of this was “Where Do You Want It”–a unique function of the website that allowed citizens to place a “pin” where park amenities should be located and built. The initial findings from the public input will be presented to City Council on September 28, 2021 by the Lose Design and Barry Dunn consultants.

This study could not have come at a better time. Popularity and use of Lynchburg’s parks and trails is surging. The latest NRPA Pulse Survey found that 83% of U.S. Adults agree that visiting their local parks, trails, and open spaces has been essential for their mental and physical wellbeing during the pandemic. According to NRPA, more than 91% of U.S. residents say that parks and recreation is an important service. Though the positive impact and public support of parks, trails, facilities, and programs are well documented, the American Society of Civil Engineers (ASCE) released their 2021 report card with the assessment of national, state, and local parks scoring a D+. The reason the ASCE gave for this low score was public parks have a massive backlog, 6 times the backlog of national parks and state parks. This trend is consistent with the park project deferment here in Lynchburg, with some park and trail projects backlogged as much as 15 years. The local and nationwide backlog of park projects is due to an inconsistent funding stream.

The Needs Assessment and Comprehensive Park Master Plan consultants will look at this backlog, current needs, trends, park deserts, public input, and City Council goals to recommend a 10–15-year plan for park build out. Where funding has been a challenge in the past, there are new opportunities for growth, including the Great American Outdoors Act, American Jobs Plan, The Clean Water State Revolving Fund, and a proposed multi-trillion-dollar infrastructure package. By having City Council adopt the new Comprehensive Park Master Plan in November of 2021, your Lynchburg Parks and Recreation Department will have the necessary endorsement to apply for new federal and state funding from some of these funding sources. The timing of this new plan is opportune and your award-winning parks and recreation department will be ready to compete for funds to build parks and trails that advance the physical, social, and mental well-being of all Lynchburgers.

infrastructure project updates REPAIRS INVOLVING TRAILS We have several projects that we are coordinating with other City departments that involve repairs either directly adjacent to, or on the trails themselves. In addition to press releases and notices on social media, we utilize signage, barricades, and safety fencing to keep the public and construction workers and their equipment safe. We also have a map on our website that is kept current about the exact locations of trail closures–see the notices and link at www.lynchburgparksandrec.com/trails.

Please obey all signage, and do not remove or relocate barricades or signage, or go around the barricades for any reason. Breaching barricades can be very dangerous. In addition, if an accident occurs, it will cause delays that will keep the trails closed even longer. In some cases where we are working along creeks or in watersheds the permitting requirements dictate a narrow window during which the work can be done. Any work stoppage involving bank stabilization, for instance, could jeopardize these permits and cause the work to need to go through additional review or even be postponed for another year. We are working with the Public Safety Department and Lynchburg PD to continue to monitor activity along the trails in the interest of keeping all citizens and workers safe, and appreciate the public’s attention to all trail signage and directives when trails are closed.

IVY CREEK DAM SPILLWAY REPAIRS AT CLEMMONS LAKE In May, the water level at Clemmons Lake was carefully and systematically lowered in order that repairs could be made safely to the dam spillway. That work was scheduled to be completed by July 30th, but happily as of the first of July, the contractor has nearly completed the work. The repairs address the capacity of the spillway to carry lake overflow during and after a storm event, without erosion or damage to the structure and the waterway below. The water level will be allowed to return to normal in time for summer fishing, canoeing, and other fun activities!

TICK SIGNAGE Park and trail patrons may be noticing new signage alerting citizens to an increase in the number and incidence of ticks and tick-borne illness. The signage was installed in partnership w/ the University of Lynchburg’s Department of Public Health & Health Promotion Studies, which has been dragging various public areas for ticks to document numbers and species. The Department provided the signage in cooperation with Parks & Recreation’s Facilities Management, and was installed by our Maintenance Team. The signs give some basic information and contain a QR code to scan for more information on identifying ticks and what to do when bitten. We hope this will raise awareness of ticks and tick-borne illness and be helpful to trail users and our citizens, thereby preventing illness.

COLLEGE PARK Updates to the Master Plan that will address the stream issues in a joint project with Water Resources are underway. GKY Engineering and Skeo Solutions are spearheading the Walkable Watershed Planning effort, which will involve the neighborhood and result in a much better Plan on which to base realistic improvements to the Park. We will be meeting with the neighborhood soon to present an improved design for the facilities in the Park that will handle up to a ten-year storm. Additional improvements include one or more overlooks, ADA accessible pathways, a walking loop, and natural play areas. We look forward to sharing our progress and receiving feedback on the Park Plan.

RIVERSIDE PARK Repairs at the Riverside Swimming Pool area to address drainage issues are nearly completed, and additional work is planned to make the area more attractive. This includes removal of invasive vegetation, re-parging the visible remaining pool walls, and reconstruction of the stone sidewalk around a portion of the pool area. We are also consulting with the SHPO Western Regional Office and local stakeholders on enhancements to the pool area, to include additional signage, seating and shade, landscaping, and improved interpretive installations.

The project study will be to make the area more inclusive and honor those who fought during the Civil Rights era. The use of the area may include local theatrical productions that can support increased visibility and understanding of the underlying issues. More information will be forthcoming on this project and there will be opportunities for community input as we move forward.

DEARINGTON | JEFFERSON PARK Jefferson Park has been the focus of planning efforts since 2019. The draft plan is currently out for public comment and may be accessed at this link: www.lynchburgva.gov/dearington Short term improvements include new basketball courts, ADA accessibility from Kirby Street, new walking trails, outdoor fitness equipment, and a “neighborhood patio” for outdoor activities. Final designs, planned for a 10-year timeline, provide more permanent finishes, including a fountain and splashpad, and other water features. That plan also includes a new multi-purpose gymnasium building with classrooms and structured parking; playground enhancements, including slides and climbing features, and a zipline; and additional trail connections.

City Council, with the Community Development Advisory Committee’s (CDAC) unanimous recommendation, dedicated initial funding through the City’s Community Development Block Grant (CDBG) program in March. The funds become available later in 2021 and will lead to over $500k being invested in Jefferson Park in the next two years to begin the short-term work.

ARE YOU OVER 50 AND WANT TO BE MORE PHYSICALLY ACTIVE? University of Lynchburg and Lynchburg Parks and Recreation Community Centers are offering an Active Aging Program to city residents over 50 years of age that aims to health and physical fitness. Residents can meet with University of Lynchburg Exercise Physiology faculty and students at select Lynchburg Community Centers for exercise and physical activity education and prescription and physical fitness tests. The program exercises are geared toward older adults and targets improvement in endurance, strength, balance and flexibility and can be completed in the privacy of your home. Bring your little one to play and participate in a peer support network for parents–all in the comfort of a neighborhood setting. Story-time, play-time, snack, outdoor play, and socialization are all part of the mix. For children, ages birth to five, with their responsible adult caregiver.

Learn & Play Ages 6–18 FREE Learn and Play is an indoor/outdoor, neighborhood program designed for students grades K-12. This program is provided Monday-Friday; 2:00pm–6:00pm during the LCS school year at College Hill, Daniel’s Hill, Diamond Hill, Fairview, Jefferson Park and Yoder Neighborhood Centers. Ages 18+ Letters to Santa is a new intergenerational program promoting kindness and holiday cheer to the children of Lynchburg. From December 1st to December 15th, children may drop off their letters to Santa in any of the North Pole mailboxes located in multiple city parks. The letters will then be collected and brought to the Templeton Center where eager community members will become Santa’s elves and write back to the children. All Ages Care for those in need this holiday season by creating a Blessing Bag. All donated items should fit into a watertight, gallon-size, zipper lock bag and must contain the following essential items: gloves, socks, snacks, hygiene items, tissues, hand warmers, and Band-Aids, with a choice of optional items that are detailed online. Cases of bottled water and new blankets may be donated separately. Drop off locations are located at the Miller Center and the Templeton Center. All bags are being donated to Miriam’s House street outreach program. Collection dates below.

In addition, we provide modifications upon request for individuals with disabilities in our general recreation programs.

LIVE ANIMAL MEET AND GREET Ages 5+ Parks and Recreation Naturalist staff are offering an opportunity to get up close with our educational animals of the Nature Zone. The Nature Zone is home to reptiles, amphibians, arachnids, and more. A trained staff member will safely introduce the animals and educate about their habitat and lifestyle. Feeling brave? THERAPEUTIC DRUMMING CIRCLE Ages 5+ Experience the healing benefits of drumming! Learn African drumming techniques on the djembe drum and how to play in a drumming circle from Sheron White of Kuumba Dance Ensemble. Drums or drumming surfaces will be provided. Register by 9/9 at noon.
