NEWS FROM OUR DIRECTOR LYNCHBURG TRAIL NEWS During the fall of 2020, a group of trail stakeholders met to discuss various trail issues. Numerous changes and upgrades are being made, they include: • New Trail Counters are being installed to generate data to secure grants for trail rehabilitation and construction. • Though all electric bikes (E-bikes) are permitted on the trail, with the blessing of the Lynchburg Police Department, we will institute a new 15 MPH Speed Limit on the bikeway. • As part of a new communications plan, new trail kiosks will be placed at trail heads with better information layout. • Funds to replace all swinging and suspension bridges along Creekside Trail have been secured. Bridge construction on Langhorne East will begin in June 2021.
FRIENDS OF LYNCHBURG PARKS & REC (FLPR) Friends of Lynchburg Parks and Recreation a non-profit 501(c)(3) organization comprised of citizens to support, promote, and enhance the parks and recreation programs in the city of Lynchburg. Join us on June 17 at 2:00pm in the Miller Center to hear the Director’s Report and Progress on the Needs Assessment. New members and observers are welcome.

infrastructure project updates AVIARY PARKING & SITE IMPROVEMENTS The historic Aviary project was substantially completed at the end of 2020, with beautiful new parking pavers installed, sidewalks, replacement curbing, and new landscaping around the building and along Grove Avenue. Final asphalt paving is scheduled to take place in late Spring. In addition, the Garden Club has erected a bronze marker on a stone pillar directly across from the front door of the building in Miller Park, denoting the history of their stewardship of the Aviary. Phase 1 of the waterproofing project is underway and should be completed by the end of the year. The HVAC systems are being reinstalled. The Aviary is available for rentals through end of 2021. Phase 2 of the waterproofing project will involve delicate repairs to the foundation areas and will be undertaken when funding is available in winter 2021–2022. In addition, two unobtrusive public wifi antennae have been approved under the Historic District Commission guidelines, and have been installed on the Aviary, which is providing safe and secure public wifi capability throughout this section of Miller Park.
BLACKWATER CREEK TRAIL IMPROVEMENTS The new trail extension connecting Ed Page and the Awareness Garden to the Linkhorne Middle School parking lot, which was substantially completed in October, features extensive native landscaping, a ten-foot wide paved asphalt surface, gently sloping grass shoulders, benches, and interpretive historic signage, and is already one of the most popular trail sections in the City. Improvements to the Trail are planned to continue and are being coordinated with Water Resources as they conduct some upgrades to sewer and utility lines in areas to the west and south of the Randolph parking lot. We expect to be able to improve trail access down to Beaver Trail from Blackwater Creek Trail with these planned improvements. Additional improvements include upgraded signage, which will consolidate and replace old signage, some of which is original to the Trail.
CREEKSIDE TRAIL RESTORATION AND BRIDGE REPLACEMENTS The trail has continued to incur substantial damage due to heavy rain events and frequent flooding over the past year. This will require continued maintenance and probable relocation of the most vulnerable segments of the trail to protect it from further damage and enable it to be re-opened. An interdepartmental working group has been working with Wetlands Studies and Solutions on evaluating real world conditions, priorities, and opportunities for the best replacement and restoration scenarios for the affected areas. We are focusing on the replacement of the four footbridges that were destroyed in the August 2018 flood, and construction of new trail segments to the new locations of two of these bridges. The final designs for the replacement bridges over Ivy Creek and the Downstream Swinging Bridge have been completed by Comprehensive Construction Services, and we have received their wetlands permits. Construction on the Downstream Swinging Bridge is expected to occur in the Spring of 2021. We are looking at a partnership with a local business to improve access and aesthetics with mutual benefit, and are working with Hill Studios on designs.

DEARINGTON | JEFFERSON PARK Short term improvements, which would be implemented as soon as funding is available, include new basketball courts, ADA accessibility from Kirby Street, new walking trails, outdoor fitness equipment and the beginnings of a “neighborhood patio” for outdoor activities where the tennis courts are presently. Fencing will be removed to open up that area and connect residents to an inviting outdoor space with a new pavilion, resurfacing for games and activity areas, tables and chairs, and shade structures. Wifi and charging stations will also be made available. Final plaza designs, planned for a 10-year timeline, provide more permanent finishes, including a fountain and splashpad and other water features, aimed at recapturing the joy of the swimming pool that was once in Jefferson Park and abruptly closed during desegregation. Infusing Jefferson Park with Dearington’s rich history is a key component of the plan. Public art, signage and other details that tell the history of the park and neighborhood will be incorporated throughout the park. To view the plan, provide comments, and find out more about these efforts, please visit www.lynchburgva.gov/dearington RIVERSIDE PARK Landscaping and electrical conduit is also being installed along the entrance drive that will enable the City to erect holiday lights as in the past. Repair and maintenance of the stonework in the entrance columns will ensure they continue to survive for years to come, and will also enable the installation of lighting at the top of the columns. An ADA-accessible route is being constructed down from the parking lot to the picnic area near the Gazebo. We will also be adding parking aprons near these picnic areas so that loading and unloading will be easier. Repairs at the Riverside Swimming Pool area to address drainage issues that were encroaching on the adjacent train display are nearly completed, and additional work is planned to make the area more attractive. This project includes removal of invasive vegetation, re-parging the visible remaining pool walls, and reconstruction of the stone sidewalk around a portion of the pool area.
TRAIL SAFETY PROGRAM We have implemented a Trail Safety Stakeholders Group in late 2020. By bringing together City Officials, longtime trail users, and local business owners, this synergy will generate many great ideas to improve not only safety, but better communication methods we can use to provide all trail users vital information. Most recently the decision has been made to add a new 15MPH speed limit on our paved trails. The City has installed traditional-style speed limit signs to all trail heads to communicate this new rule. We will also be adding new Thermoplastic signage throughout the paved trail system soon. In the future, we plan to continue to work with our Trail Safety Stakeholders to improve mapping, signage, and launch informational public relations campaigns related to our trail systems

For decades, Neighborhood centers have been hubs of community activity. While the people and programs may have changed over the years, the purpose remains the same–to cultivate neighborhoods which support the people who live there. We continue to find new ways to connect with neighborhood residents this summer. Please contact your neighborhood center staff to learn what has changed, and what is the same, about the programs and services available in your neighborhood. FACILITY RENEWAL PROJECTS Parks and Recreation completed facility renewal projects at the Fairview Heights and Yoder Neighborhood Centers, bringing the popular neighborhood hubs into the twenty-first century. These much-needed upgrades improve the quality of public space for Fairview Heights and Tinbridge Hill residents. The newly fashioned centers feature durable finishes, natural materials, and flexible spaces to meet the needs of the community. The projects were funded through federal Community Development Block Grants, with the support of neighborhood residents, the Community Development and Public Works departments, and City Council. The design for both projects was completed by Virginia A&E; it features flexible interior spaces as well as views of the adjoining parkland and neighborhood. MARSHALL EXPEDITION FILM SCREENING All Ages Over 200 years ago, Chief Justice John Marshall, along with a crew of boatmen, completed a river survey through Appalachia aimed at determining the feasibility of a canal that would connect Richmond with the Ohio River Valley. In tribute to Marshall’s vision and courage, a crew of lusty Lynchburg batteauxmen constructed a batteau replica and traveled 225 miles upstream on the James and Jackson Rivers, then descended 130 miles on the Greenbrier and New. View the documentary of a National Geographic expedition on the big screen in the Miller Center Theater and participate in a Q&A with the crewmen and local historians.
