A LETTER FROM OUR DIRECTOR Thank you to the many citizens who voiced their support for Lynchburg Parks & Recreation during these troublesome times. Thank you for realizing our value and acknowledging our department as it remained on the front line during COVID 19, serving daily meals and continued operation of parks and trail facilities. Below you will see just a few excerpts of letters written in support of your parks and recreation department.
Coming Soon...The City-Wide Parks and Recreation Needs Assessment The coronavirus pandemic (COVID 19) has put a spotlight on the essential nature of parks and recreation in Lynchburg. As many other public and private leisure services facilities closed, Lynchburg’s parks, trails, playgrounds, and natural areas were the remaining available recreation opportunity. As a result, our park and trail systems surged with folks seeking a place for physical activity to maintain or restore their mental and physical health. Because of the pandemic many citizens were introduced or re-introduced to the parks and trails and have started a new healthy habit that will continue long after the pandemic ends. The pandemic has also shown us that Lynchburg Parks and Recreation does not provide proximate access to high-quality, well-maintained parks and recreation options to every citizen. However, we already knew this and have written extensively about park deserts in the City of Lynchburg as well as the 10 Minute Walk Campaign. Now we (you the citizens and us the park and recreation professionals) will venture

into the action phase of solving this problem. Thanks to a citizen letter writing campaign, our Capital Improvement Program budget was fully funded this fiscal year. For the first time in 22 years the Lynchburg Parks and Recreation Department will embark upon a City-wide Needs Assessment and Park and Trail Master Planning process. This process will map the future of the Parks and Recreation Department in Lynchburg. The best part is the process calls for massive public engagement. These are your parks, trails and recreation facilities

infrastructure project updates LANGHORNE ROAD BRIDGE RENOVATION AND BLACKWATER CREEK TRAIL EXTENSION PROJECT The old railway trestle work is proceeding along. The old timbers on the trestle have been removed and the steel superstructure sealed. A new plywood base has been installed along with new timbers for the walking surface. The installation of the bridge railings and safety fencing will occur during the next few months. New landscaping including trees and bushes will enhance the beauty. New signage and trail markers will provide a history of the new route. The project is still on schedule and within budget with a completion date in mid-October. Upon completion, a groundbreaking ceremony will be held in late October. The new trail extension will accommodate pedestrians, runners and bicyclists and will allow them to go between Ed Page Trailhead and Linkhorne Middle School.
CREEKSIDE TRAIL RESTORATION AND BRIDGE REPLACEMENTS The trail has suffered much damage due to heavy rain events and flooding over the past several years, and this has become an issue that will required continued maintenance and possible relocation of certain segments of the trail to protect it from further damage. In FY 2020 we are focusing on the replacement of the four footbridges that were destroyed in the August 2018 flood, and construction of new trail segments to the new locations of two of these bridges. We are currently in the final design approval and wetlands permitting phase for the Ivy Creek Bridge and the Downstream Swinging Bridge along Blackwater Creek, working with Wetlands Studies and Solutions and Comprehensive Construction Services out of Roanoke. We expect to begin construction on these bridges in late fall.
AVIARY PARKING & SITE IMPROVEMENTS Construction on this project began on June 29, 2020 and is proceeding on schedule. The parking lot will be repaired and resurfaced along with new parking areas with pavers installed, sidewalks, and new landscaping around the building and along Grove Avenue.

RIVERSIDE PACKET BOAT SHED The shed that houses the Packet Boat, “Marshall,� which is in static display at Riverside Park, will be repaired and improved to better protect the boat from weathering and damage. The boat will be cleaned and any rust areas will be addressed. We are working with the State Dept. of Historic Resources (SHPO) on this project to ensure all preservation and protection standards are followed.
RIVERSIDE POOL REPAIRS The Dept. of Public Works is working on the Riverside Swimming Pool area to address drainage issues that are encroaching on the adjacent train display. We are also consulting with Mike Pulice of the SHPO Western Regional Office and local stakeholders on the Pool area, to include additional signage and improved interpretive installations. The project study will be to make the area more inclusive and honor those who fought during the Civil Rights era. More information will be forthcoming on this project and there will be opportunities for community input as we move forward.
COLLEGE PARK We will be working with Water Resources and GKY Consultants to update the Master Plan for this Park, as well as address drainage issues and maintenance for the stormwater ponds and stream. This process will include additional community involvement both with the neighborhood and the University of Lynchburg, with the goal of making the Park a more functional, inviting community treasure. Elements of these improvements will begin in the late fall/winter, with dredging and maintenance of the stormwater ponds and repair of some of the facilities.

FULL MOON PADDLE Ages 16+ Ladies, this evening under the stars is just for you. Join us for a ladiesonly evening paddle on Clemmons Lake at Ivy Creek Park. We’ll discuss basic strokes and maneuvers before getting out on the water and learning about animals of the night. Please wear clothes and shoes to get wet in and that are weather appropriate. ARCHERY Aim for a fun evening with friends and learn a new skill in this introductory course. Participants will learn the basic elements of archery including parts of the bow, shooting form, and the layout of the range from a USA Archery certified instructor. NEIGHBORHOOD CENTERS
FACILITY RENEWAL PROJECTS A WORK IN PROGRESS This summer Parks and Recreation began facility renewal projects at the Fairview Heights and Yoder Neighborhood Centers, with the goal of bringing the popular neighborhood hubs into the twenty-first century. Once completed, these much-needed upgrades will improve the quality of public space for Fairview Heights and Tinbridge Hill residents. The newly fashioned centers will feature durable finishes, natural materials, and flexible spaces to meet the needs of the community. The projects have been funded through federal Community Development Block Grants, with the support of neighborhood residents, the Community Development and Public Works departments, and City Council. The design for both projects was completed by Virginia A&E; it features flexible interior spaces as well as views of the adjoining parkland and neighborhood. FAIRVIEW HEIGHTS CENTER FACILITY RENEWAL PROJECT Project awarded to Coleman-Adams Construction Construction began in June. The project budget is $216,000. YODER CENTER FACILITY RENEWAL PROJECT Project awarded to Jamerson-Lewis Construction Construction began in July. The project budget is $216,000.

NEIGHBORHOOD SERVICES: KEEPING CONNECTED IN THE GREAT OUTDOORS Even though the City’s Neighborhood Center facilities were closed to the public this summer, due to the pandemic, staff devised ways to offer services and still maintain a healthy atmosphere for their neighbors by moving into the great outdoors! These services continued–all summer long–just another example of how neighborhood centers keep everyone connected!

Afro-Caribbean unites dance, rhythm, and live drumming creating an environment and dance community that nurtures, heals, renews, and inspires the body and spirit. Now one of the greenest, most energy-efficient buildings in the City of Lynchburg, Miller Center is also home to a new 186-seat theatre, beautifully renovated classrooms, commercial kitchen, and the Nature Zone Environmental Education Center. The historic building also houses the main administrative offices of Parks and Rec and is completely accessible with a new elevator, improved walkways and parking, as well as a new pedestrian crossing into historic Miller Park near the Aviary. Stained glass artists and pottery enthusiasts enjoy this quaint Art Studio, equipped with multiple potter’s wheels, slab roller table, extruder, clay, and a variety of glazes for making the most intricate of pottery projects. Stained Glass artists work diligently in classes or during the open studio time with the provided grinders and light boxes using tools to make the colorful stained glass pieces.
