Parks and Recreation is Trending in Lynchburg

The Lynchburg Parks and Recreation Department has been operating in turbo over the past 3 years! Since developing and implementing “The Plan” we’ve restructured, expanded programs and events, enhanced internal collaborations and implemented a new marketing strategy, with positive results.

What’s trending in Lynchburg?

Won GOVERNOR’S AWARD FOR ENVIRONMENTAL EXCELLENCE for the Please Do Hug the Trees Campaign

More programs and events: 3,102 PROGRAMS OFFERED, INCLUDING 870 NEW PROGRAMS in the 3 year period. One of the new events, Movies in the Park, is averaging 1,300 viewers per movie.

Awarded $300,000 VDOT TRANSPORTATION ALTERNATIVE PROGRAM GRANT in June for Langhorne Trestle Project extending the Blackwater Bike Trail from the Ed Page Entrance to Linkhorne Middle School.

Positive citizen response: 9% IMPROVEMENT SHOWN IN LYNCHBURG’S NATIONAL CITIZENS SURVEY across 14 measured parks and recreation criteria between 2015 and 2017.

Award winning: FIVE VIRGINIA RECREATION AND PARK SOCIETY AWARDS for 2017, more than any of the other 110 parks and recreation departments in the State.

At the recent Hollins Mill Canoe Landing Ribbon Cutting, Councilman Turner Perrow aptly stated, “There has been a renaissance of parks and recreation in Lynchburg!” A major shout out to our incredible parks and recreation staff who bought into the creative energy of “The Plan” and executed it with passion.

Now it’s time to take the department to the next level. Our new Find Your Fun 2020 Plan is a two-year plan incorporating our strategic plan, with an emphasis on social equity, partnerships, and “Play Healthy”. Page 11 is dedicated to our Find Your Fun 2020 Plan.

Our Find Your Fun 2020 Plan will concentrate on ensuring all people have safe access to quality parks and recreation facilities and programming, expanding access to meal programs for children, investing in park improvement projects for communities that need it most, and supporting programs and policies that protect our most vulnerable communities from environmental and health hazards. We will achieve these goals by focusing on three specific areas.

Our department engages in partnerships with youth sports organizers, colleges and universities, and many non-profit organizations to provide services, support and facilities where LPRD does not have the resources to meet our community’s leisure needs.

PLAY HEALTHY Play Healthy is a new twist on an old arm of Live Healthy Lynchburg whose mission is to achieve positive health outcomes for the Lynchburg region through community partnerships that develop policies, systems, and environmental strategies.

Play Healthy will focus on trails and walkability, playgrounds for all, fit and strong for seniors and recreation activities for the underserved.

Visit the Nature Zone on the lower level of the Miller Center, across from Miller Park. Come see the animals during afternoon feedings and learn a thing or two about viewing nature right in your backyard!

The Nature Zone offers something for everyone in the family. Meet some of the “wild” animals including turtles, snakes, and rabbits, talk with a naturalist about the animals and their homes, experience the new “Let’s Go Camping” Activity Area, check out the Discovery Drawers and find antlers, rocks, insects, and other natural treasures!

Your child will have a great time learning new skills and improving their knowledge of one of the most popular sports in the world. Each week they will spend time learning the fundamentals of the game, working on skills, and then playing no pressure scrimmages to get them ready for the next level. Disc Golf is a game that is very similar to traditional golf. However, instead of using golf balls and golf clubs, players throw a disc into a basket or at a target. Parks and Gathering Areas Proposed Projects

As progress continues on improvements introduced in the 2000 Downtown and Riverfront DOWNTOWN 2040 LYNCHBURG, VIRGINIA Plan, and downtown residential life flourishes, additional specific and purposeful open spaces are needed. Playing off the popularity of the newly renovated Riverfront Park and the new Bluffwalk, a linear park made of a series of staircases, walkways and overlooks that connect Jefferson Street up to Commerce Street, and carrying on the theme of connectivity and public spaces, Lynchburg stakeholders universally requested more parks and connectivity.

This Downtown 2040 Master plan currently includes plans for public gathering spaces. Improvements to the interior and exterior of the Community Market are critical to the efficient operation as well as the preservation of one of Lynchburg’s iconic community assets. A total of

seven parks are planned forAND major and CHAPTER 4: PUBLIC SPACE RECREATION minor improvements, as well as new trails and renovated trails. We are extremely excited about the Foundry Park Design, a brand new park located on Concorde Turnpike. The plans include zip lines to Percival Island, a River Boardwalk and boat access ramp. The enhanced trail designs, canal park designs, new dog park, and the ice rink at Clay Street Reservoir have electrified our department.

Even though the new Downtown 2040 Master Plan is scheduled to be complete by 2040, we can begin implementing these plans today.

The Kiwanis Club of Lynchburg is partnering with the City to build the playground at Riverfront Park as part of their 100 year celebration. That project is scheduled to begin in January 2019. Ages 18+ The feature documentary Forks over Knives examines the profound claim that most, if not all, of the degenerative diseases that afflict us can be controlled, or even reversed, by the types of food an individual eats. Ages 50+ A Matter of Balance is a 16 hour course that emphasizes practical strategies to reduce fear of falling and increase activity levels.

Participants learn to view falls and fear of falling as controllable, set realistic goals to increase activity, change their environment to reduce fall risk factors, and exercise to increase strength and balance. The group will meet twice weekly for 4 weeks. Register by 9/2.

Beau Wright We sat down with City Council Member Beau Wright to chat about his experiences with Lynchburg Parks and Recreation.

What is your first memory with Parks and Recreation?

Why do you think parks and recreation is essential to a community?

Are Lynchburg parks a place where you spend a lot of time with your family?

Lynchburg’s parks have been a part of my life for as long as I can remember. Some of my first memories include racing down the long, sloping (and now gone) slides in Peaksview Park and jogging in the John A. Stephenson Memorial Run in Riverside Park.

Parks are the heart and soul of a community. They provide space for recreation, for family gatherings, for peaceful walks, for reflection. They offer a necessary habitat for native plants, trees, and animals. And, we also know that being in and around green space has a positive effect on mental health.

Our Parks and Recreation department is also a testament to who we are as a community.

It shows that we care, not just in the landscape of our city, but in the health and well being of our neighbors. Lynchburg wouldn’t be Lynchburg without this department.

One hundred percent. A walk on the Blackwater Creek trail on Thanksgiving is a family tradition.

What are your favorite parks or trails in the city?

I grew up just on the edge of the Blackwater Creek Trail, and I have hiked the Freer Loop trail more times than I can count. In the fall, when it’s lit up in oranges, yellows, and reds, that trail is my favorite place in the city.

Located in the heart of the Midtown neighborhood, Miller Center opened to the public again in 2015 after a two-year renovation process. Now one of the greenest, most energy-efficient buildings in the City of Lynchburg, Miller Center is also home to a new 186-seat theatre, beautifully renovated classrooms, commercial kitchen, and the Nature Zone Environmental Education Center. The historic building also houses the main administrative offices of Parks and Rec and is completely accessible with a new elevator, improved walkways and parking, as well as a new pedestrian crossing into historic Miller Park near the Aviary.

Many recreation programs are offered at Miller Center, including arts, dance, theatre, fitness, cooking, nature and outdoor, enrichment, and more. Neighborhood Center staff have made a priority of teaching summer camp kids to stay safe in, on, and around water. After all, campers regularly rank pool-time as their favorite part of camp.

So, in the spring of 2018, three Neighborhood Center staff members earned the American Red Cross Water Safety Instructor certification, which prepared them to teach basic safety and swimming skills to help children gain water competency.

A Community Update

T

aking on the issue of poverty in Lynchburg is a task that requires the entire community’s support. Thankfully, the citizens, organizations and businesses of Lynchburg are ready for action! The From Poverty to Progress (P2P) movement continues to steam ahead with projects focused on reducing the City’s poverty rate. City Council carved out $25,000 for P2P action plans and recently approved the Community Development Advisory Committee’s (CDAC) recommendation for P2P workgroup mini-grants.

FROM POVERTY TO PROGRESS WORKGROUPS:

The TechHire initiative [info.opportunitylynchburg.com/techhire-0] has seen local graduates excel in employment and training, while the Getting Ahead program provides participants with crucial soft skills such as financial management, improving self-esteem and building social equity. These efforts are funded primarily through a Community Wealth Building grant.

Workforce

On June 28, former Mayor Joan Foster and current Mayor (then Vice Mayor) Treney Tweedy led the community engagement charge with a Community Gathering event held in Council Chamber. The P2P workgroups reported on planned projects, Bridges of Central Virginia spoke about their accomplishments and the web portal Empower Lynchburg [www.empowerlynchburg.com] was introduced. Attendees and those watching on LTV submitted questions during the Q&A session and a community reception followed!

Enjoy a peaceful afternoon of plein air painting at the beautiful, historic Avoca Manor. Local artist Sherry Pope will help guide artists towards creating a beautiful, country landscape scene. FALL FOLIAGE HORSE BACK TRAIL RIDES

VIRGINIA CLAY FESTIVAL

Travel into the foothills of the Blue Ridge Mountains to the Virginia Clay Festival located in Stanardsville, Va. Over thirty-five unique clay artists will be show casing and selling their work, with sixteen different demonstrations throughout the day. Demonstrations include sculpting clay jewelry, Raku, throwing coffee pots, and large vessel construction with torches. Also enjoy live Irish music and a selection of local food trucks. Travel to Spring Valley Farm and enjoy a scenic trail ride on horseback led by experienced riding instructors. Each participant will choose their own horse; have a brief group riding and safety lesson, followed by a 90 minute ride on the trails. Fort Avenue and Memorial Avenue.

Once the building was completed, the FHWC utilized it for various activities, including club functions and rental space for meetings, and social events, such as weddings and other special occasions. Fort Early is listed on the National Register of Historic Places and the Virginia Landmark Register. It was in the best interest of the COL and the FHWC to establish a relationship by which the assets of both groups were utilized to preserve and protect Fort Early for generations to come. Today that relationship continues undiminished in spirit, if reduced in scale due to declining Fort Hill membership and shifting priorities.

However, the City stands ready to step forward and assume the mantle of care for this historic site by adding it to roles of its parks and facilities within the Parks & Recreation Department.

This will allow the facility to be utilized for various rental activities as well as innovative programs for all age groups. Parks are great places to share and Fort Early might be the perfect place for your next business meeting or birthday party. And, what you may ask about the Fort Hill Ladies? Well, after all the FHWC Ladies have been in existence for over 100 years, so they know a thing or two about Leisure Services and Rental Services. here are many hidden treasures in Lynchburg—Historic Fort Early is one such rare gem! Located at 3511 Memorial Ave, Fort Early is an excellent example of Civil War breastworks. The City of Lynchburg (COL) and the Fort Hill Woman’s Club (FHWC) have been working cooperatively over the last six months to transition to City ownership and management of this site for the benefit of the community. However, none of this would have been possible without the interim support of the Ladies of Fort Hill; and they want you to know, they’re not done with Fort Early just yet.

Situated in Midtown, Fort Early is approximately 1.29 acres in size. The actual square earthen fort was constructed in June 1864 by troops under the command of Lt. Gen. Jubal Early and was attacked by the Union Army of West Virginia, under Maj. Gen. David Hunter. The earthen walls are 12 to 15 feet in height.

In 1922, a one-story brick structure was added inside the fort and was deeded to the Fort Hill Woman's Club in 1927 by the United Daughters of the Confederacy (UDC). An entrance drive composed of brick pavers surrounded by large oak trees with a 15foot high iron arch erected in 1924, with the words "Fort Early", cut through the eastern portion of the breastworks and formed the entrance to the site. A 17-foot high granite obelisk erected in 1919 honoring General Early, is located by the intersection of
