SCREECHING HALT THE state government has refused to re-commit to the construction of an electric vehicle manufacturing facility promised for the Latrobe Valley.

In the lead-up to the 2018 election Premier Daniel Andrews unveiled plans to partner with company SEA Electric to create the plant, which was to be built

by 2021 and create 500 jobs.

At the time, Morwell was heralded as the new “national capital of electric vehicle manufacturing”, where up to 2400 delivery vans and mini buses would roll off the production line each year.

But tomorrow marks two years since the announcement, and the state government has this week confirmed the project is nowhere near shovel-ready

and would not confirm if it will proceed.

Responding to questions from Member for Morwell Russell Northe in parliament on Tuesday, Jobs Minister Martin Pakula pointed to a rift between the government and project partner SEA Electric.

“There has been some disagreement between the government and the company ... about whether or not milestones

have been reached by the company,” Mr Pakula said.

“The department’s view is certainly that some milestones in the grant agreement haven’t been reached.”

Mr Northe said the answers provided during Question Time on Tuesday suggested the future of the facility was “in dire jeopardy”.

THE border between regional Victoria and metropolitan Melbourne will soon be lifted after the state recorded back-to-back days of no new coronavirus infections.

Premier Daniel Andrews announced Melbourne would move to the much-anticipated next step of the roadmap out of COVID-19 on Monday, with no restrictions on the reasons to leave home for residents.

It now moves to the “stay safe” stage, with further restrictions set to be relaxed on on November 8, including the removal of the border between Melbourne and regional Victoria.

An emotional Mr Andrews applauded the efforts of Victorians during the landmark announcement on Monday afternoon.

TEAM members at the Morwell Neighbourhood House arrived to find a shattered glass door and ransacked headquarters yesterday.

Around 4am a person appears to have entered through the storage room on the left-hand-side of the House, taking a few small items and making a mess of the Beattie Crescent property.

Morwell Neighbourhood House manager Tracie Lund said the break-in was a “gut punch”.

“The really disappointing thing is that we give food away free for people in need ... it makes no sense and feels a bit destructive,” Ms Lund said.

“They took dog food, tins, toilet paper, but stuff that they can easily carry out and not worth much.”

Ms Lund said the team did a fantastic job cleaning up the House while still ensuring safe access for visitors utilising services.

“The team have had to spend their morning cleaning and we were unable to access the storage room until the police had a chance to catalouge it and do what they needed to do there,” she said.

“It has had a few disruptions in our usual service, but we remained open.

“The fact is cleaning up and fixing the door costs money to the House and that money has to be redirected from the support services that we provide. A break-in like this has much further reaching effects and impacts the community in a substantial way.”

The Morwell Neighbourhood House has handed CCTV footage of the break-in to local police.

Tour operators left baffled by ‘bizarre’ rules

WALHALLA tour operators are questioning “bizarre” COVID-19 rules as they prepare for further restrictions to ease and the Melbourne ring of steel to be lifted next week.

Walhalla Heritage and Development League guide Brian Brewer feared the new rules could adversely affect the viability of some of the town’s most popular attractions.

Mr Brewer said tour guide and group ratios were particularly affected, with the Walhalla Ghost Tour restricted to 10 guests - despite outdoor religious services capped at 50 and outdoor dining at 70.

This comes as the town is gearing up for a series of special Halloween Ghost Tours on Saturday night.

“Pre-COVID tours were capped at about 20 people. Now if we get 21 people on a night we need three guides,” Mr Brewer said.

“In the past, our four volunteer guides were rostered on about once a month and now everyone is on standby every weekend.

“The guides are overworked and tour groups made unnecessarily small and uneconomic by these regulations.”

Mr Brewer said similar “bizarre” rules also applied to school groups taking part in gold panning demonstrations and town walks.

“If the visiting group has 30 students and three teachers, or helpers, then four guides will be needed.Whereby, in the past only one was used,” he said.

“The group has now stopped offering this educational service.”

Cowwarr Ghost Tours operator Darryl Martin waded in and said the problem applied to similar businesses and groups in Gippsland.

“Like the Walhalla tours, my tours are completely outside with little risk to participants,” Mr Martin said.

“There would be more chance of catching COVID at an outside funeral of 50 people where social distancing is pretty questionable.”

The Minister for Tourism was contacted for comment but did not respond by the time of publication.

Police investigate carjacking As police approached the vehicle the driver allegedly reversed and drove off.

The vehicle then sped westbound onto the Princes Freeway and was last seen at the United Service Station in Yarragon.

POLICE are investigating after a carjacking occurred in Morwell last week.

On Thursday, October 22 just after midnight police say a man drove to an address on Savige Street to meet an associate.

When he pulled up to the curb, two men approached the car and allegedly produced a knife and demanded the occupant exit the vehicle.

One of the men allegedly gained entry to the car and, when the owner attempted to drive away, the man pulled on the handbrake.

The owner of the car then left on foot as the two men fled the scene in the vehicle.

Motorbike fails to stop

POLICE spotted a male motorbike rider and female passenger without helmets on McDonalds Track, Hernes Oak at 6.40pm on Saturday, October 24.

Police made a U-turn on Yasmin Drive in attempts to intercept the vehicle but the driver allegedly sped off into the plantation between Maryvale and Latrobe Road.

Locals informed police the owner of the motorbike lived at a residence where it was then impounded and 17-year-old boy was interviewed.

Following the incident the owner phoned police to inform them was his friend was riding the motorbike at the time in question.

Further investigation confirmed the friend, a 17-year-old from Moe, was the driver.

THREE people were arrested after a lengthy aerial pursuit throughout the Latrobe Valley last week after allegedly stealing a vehicle.

At 9am on Friday, October 23 police observed a red Volkswagen Golf on the corner of Janette Street and Dunbar Road in Traralgon, where the car allegedly sped away.

Police attempted to intercept the vehicle, which failed to stop, and was allegedly driven away quickly and dangerously, prompting police to stop the pursuit.

Police received multiple calls about the same vehicle allegedly driving erratically through the Latrobe Valley and Baw Baw Shire and called for assistance from POLAIR. The POLAIR helicopter arrived in the Valley at 11.30am and spotted the Golf on Alexanders Road, Morwell.

The helicopter followed the vehicle through Morwell, Churchill, Yinnar, Boolarra and Mirboo North.

Police planted tyre deflation devices and stopped the car on Boolarra-Mirboo Road just west of the Boolarra township.

Three people allegedly jumped out of the vehicle and attempted to flee the scene but were apprehended by police.

A 21-year-old Morwell man, 26-year-old Morwell woman and another man were taken into custody.

Standoff in Morwell

AT 2.30am on Friday, October 23 police responded to a Triple Zero call for a dispute at a property in Morwell.

Police arrived at the address and attempted to engage with a man inside the house who allegedly locked the door and told officers his dog would attack them if they made entry.

Negotiations continued between police and the man who allegedly barricaded the front door and threatened police officers through the window while brandishing knives.

Police requested assistance from a Melbournebased negotiator and Criminal Incident Response Team who negotiated the successful release of the man.

The man peacefully surrendered at 6.30am and was charged with various offences.

He was released on bail and will face court at a later date.

Missing: Steven Van Eyk was last seen at Jeeralang West Road in Jeeralang Junction.

Dispute in Traralgon

POLICE were called to a dispute on McNairn Road in Traralgon last week after a man allegedly confronted a resident about an ongoing Facebook dispute.

The man allegedly began smashing the windows of the resident’s vehicle and the two men had a physical altercation.

During the altercation the resident allegedly grabbed a metal pole and hit him three times in the head.

The man was taken to Latrobe Regional Hospital for assessment and transported to the Alfred Hospital in Melbourne with non-life threatening injuries.

The resident assisted police and will face court at a later date.

Vehicle torched

A white Mercedes was engulfed in flames when police and CFA arrived at Derhams Lane at 11pm on Saturday, October 24.

The fire was quickly extinguished and jerry cans were allegedly found near the burning van.

Everything from the car was seized and police confirmed the van was allegedly stolen from a Sale home the night prior.

Stolen car pursuit

AT 11pm on Saturday, October 24 a red Toyota Corolla was stopped on Peterkin Street in Traralgon.

Police recognised the car as one that was allegedly stolen in an aggravated burglary earlier that day and was also wanted in relation to offences in Sale.

Low-speed car chase

ON Sunday, October 25 police on patrol spotted a dark Ford Falcon station wagon with no plates allegedly driving slowly yet erratically on Crinigan Road.

Due to the nature of the driving police pursued the vehicle through Morwell at an average speed of 40km/h. Police attempted to stop the car using tyre deflation devices but were ineffective.

The vehicle then allegedly entered the left westbound lane of the Princes Freeway.

Police were successful in stopping the vehicle near the Miners Way overpass.

A 17-year-old and 16-year-old were taken into custody.

The driver was charged and released on bail.

Drugs, cash seized

ON Tuesday, October 27 the Morwell Divisional Response Unit executed three drug warrants at two properties in Morwell and one in Boolarra.

Police allegedly located large quantities of cannabis, heroin, MDMA, fire arms, stolen property and a substantial amount of cash.

Two Morwell men, both in their 30s, were arrested and charged with use and possession of a drug of dependence. Both men have been bailed and the investigation is ongoing.

Missing Jeeralang Junction man

POLICE are appealing for public assistance to help locate missing man Steven Van Eyk. The 30-year-old was last seen at Jeeralang West Road, Jeeralang Junction, about 11pm on October 25. Police and family have concerns for his welfare as his disappearance is out of character and requires medication.

Mr Van Eyk is described as Caucasian with short brown hair and brown eyes and is likely to be travelling in a 2013 dark grey Holden Captiva with registration 1OP3MD. Anyone with information about Steven’s whereabouts is asked to contact Morwell Police Station on 5131 5000.

NEW research from the Hazelwood Health Study has found spoke-impacted populations were at an increased risk of death from injury during the the first 30 days of the 2014 mine fire.

The study’s Hazelinks Stream uses population data to look at changes in the health of the community during and after the mine fire.

It was found that between February 9 and March 10 of 2014, when the smoke levels were the most intense, there was an increase in the risk of death from injuries, but not from other causes.

Across all smoke-impacted communities, there were approximately 11 extra deaths from injury during this 30-day period.

The greatest increases in risk of death from injury were observed in men and in residents aged 80 years and older.

It was also found that in the following six months there was an increased risk of death from conditions affecting the heart, such as ischemic heart disease, in the Latrobe Valley, particularly in Morwell.

There were approximately 26 extra deaths in Morwell from conditions affecting the heart during this six-month period.

Greatest risks were again observed in men and residents aged 80 years and older.

Professor Malcolm Sim, Hazelwood Health Study investigator and Head of Monash University’s Occupational and Environmental Health Sciences, said the findings highlighted the need for “close surveillance of the health of spoke-exposed populations”.

The new research also found no increase in risk of death from respiratory conditions.

“This does not mean that the mine fire smoke was safe for people with respiratory illnesses,” Prof Sim said.

“Previous Hazelwood Health Study research has shown increases in respiratory symptoms and conditions following the smoke event.

“However, it may be that vulnerable people with chronic respiratory illnesses also took preventive action including leaving the smoke impacted areas, wearing protective masks and/ or increasing their use of preventive medications or oxygen therapy.”

There were some important limitations to the findings.

The number of excess injury deaths was too small to be categorised into detailed types of injury and it was not possible to know what activities people were doing when they were injured.

But the injury deaths were predominantly categorised as unintentional, as opposed to cases of intentional self-harm.

The data also did not allow the researchers to identify which deaths in the six months after the mine fire might have been caused by the smoke.

The findings will be shared with relevant health and emergency services to help inform future responses to air pollution events.

SEA Electric, the company engaged by the state government to build a much-hyped electric vehicle manufacturing plant in Morwell, has declared it is â&#x20AC;&#x153;focusing its endeavours on the US marketâ&#x20AC;?.

The company has revealed itâ&#x20AC;&#x2122;s facing a raft of challenges, including raising capital within Australia and a breach notice hanging over its head, issued by Westpac for â&#x20AC;&#x153;non-compliant operationsâ&#x20AC;?. â&#x20AC;&#x153;This has resulted in the Victorian government being unable and unwilling to provide the committed funding to commence the Latrobe Valley development until the breach is cleared,â&#x20AC;? SEA Electric founder and president Tony Fairweather told The Express. â&#x20AC;&#x153;As much as this has been frustrating and disappointing, the reality is the issue is a direct result of the Westpac default and not a milestone issue, and required the USD $20 million investment in order to clear. â&#x20AC;&#x153;The product mix for assembly at the Latrobe Valley ... is an extremely exciting development and the first of its kind in Australia, however without trade finance support it makes it very difficult to scale.â&#x20AC;?

It comes after the state government conceded, under mounting pressure, it could not confirm if the facility slated for the Valley as part of a 2018 election promise would go ahead.

Mr Fairweather said the business had relocated its parent company to the United States, â&#x20AC;&#x153;to allow US trade finance to be obtained that can be used

by Australia to enable them to growâ&#x20AC;?. â&#x20AC;&#x153;(This is) another reason why our HQ had to move offshore and another indictment on Australiaâ&#x20AC;&#x2122;s financial institutionsâ&#x20AC;&#x2122; disinterest in supporting innovative start-up companies,â&#x20AC;? he said. â&#x20AC;&#x153;We have every intention to retain and expand operations in Australia, however without the ability to attract financial support locally, this may require SEA Electric to adopt a licensing model for scale assembly in order to reduce working capital requirements. â&#x20AC;&#x153;This may also determine where in Australia this could be performed.â&#x20AC;?

Mr Fairweather also stated the re-opening of Victoria would allow the company to â&#x20AC;&#x153;eventually have employee numbers greater than the preCOVID lockdownâ&#x20AC;?, but wouldnâ&#x20AC;&#x2122;t commit to a facility in the Latrobe Valley. â&#x20AC;&#x153;Although living in the US at present to exploit this EV supportive market and legislation, I am a proud Australian (and Victorian) and will continue to support our Australian subsidiary in growing its operations and employing Australians as required,â&#x20AC;? he said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ll have to see what the near-term future holds in relation to the Latrobe Valley opportunity.â&#x20AC;?

MODERN-DAY Old MacDonald, Dean Sutton has a whimsical story behind the purchase of every member of his farmyard menagerie.

Walking through the paddocks of his Glengarry North home one may meet China the cow and her best friend Eunice the ewe, Molly and Clancey the horses, a stunning white peacock, ferrets or crested ducks.

China is the newest addition to the family and like many others came to the property in an unconventional way.

“My brother, Jarrod, is a livestock agent and he was working with a herd of cattle and one cow came out of the herd and licked him out of nowhere,” Mr Sutton said.

“He told my mum about the cow and she mentioned that I had been looking for a quiet cow, so on my birthday they showed up at my house with a trailer and inside was this Jersey cow.

“Some of the others she was with were going to the sale yard, potentially for meat and there was a consignment going to China, she also looks a bit like a China doll with the pretty bits around her face so that’s where her name came from.”

Sweet and gentle, China became fast friends with black suffolk ewe, Eunice but Mr Sutton said the friendships ends “at food time”.

“China is really funny, our ensuite looks out onto her paddock and she waits there for her breakfast in the morning. She doesn’t like the dogs, which I understand, because the dogs like to chase her around,” he said.

“The day before the race I went to Wonthaggi and bought six ferrets.

“I had never even picked up a ferret before, we entered the race and won and then I was stuck with all of the six ferrets.

“These weird stories of me getting animals happen all the time, my partner Nick works for the council and there was a duck that had been handed into the pound.

“That duck had done its time there and there was nowhere else for him to go, so he is out in the pen now.”

This means that all regional businesses now face the threat of a $9913 fine if they â&#x20AC;&#x153;consciously fail to check their customers are not from metropolitan Melbourneâ&#x20AC;?.

And just how are they meant to do this? â&#x20AC;&#x153;This check could be achieved by asking customers to show their driversâ&#x20AC;&#x2122; license or keypass IDâ&#x20AC;?, the Premierâ&#x20AC;&#x2122;s statement says.

With slight modification, this could also read: â&#x20AC;&#x153;An innocent business in regional Victoria that is already battling to survive can be fined nearly $10,000 merely for failing to sufficiently interrogate clients so as to determine if they are on a day trip from

metropolitan Melbourne or have been living in the regional community since Marchâ&#x20AC;?.

And what of the many young people who may have a Melbourne address on their licence, but have gone back to live with their parents during the pandemic?

And where was this perverse approach from the Andrewsâ&#x20AC;&#x2122; government back in June when Police Minister Lisa Neville all but rolled out the red carpet for Black Lives Matter protesters when she guaranteed a bumper turnout of 10,000 by declaring before the illegal march that protesters would not be fined?

A quiet activist: Dan does it all without a fuss I HAVE always loved sport. I remember in the early 50s, our young family heading off to the MCG every other week to watch the Demons.

Mum’s brother, Uncle George (Lenne), had actually played a few games for the club before WW2 and I think that helped us get seats.

Dad would settle us with George’s family in the Lady’s stand, then go off to meet his beloved brother Howell in the Members, where they would spend the day together having beers and smokes and watching the footy.

Dad would come back after each quarter to check on us.

I remember the constant low drone of men’s voices coming from the Members, together with the somehow comforting aroma of stale beer mixed with cigarette and cigar smoke which would waft over us.

I remember after one game, we somehow ended up in the victorious Melbourne changing rooms, meeting some of the players and me going home with a pair of big Bob Johnson’s footy socks.

After moving to the Valley in 1974 with my own young family, it was often too hard to go to matches in Melbourne, but my love of sport was undiminished, and over time I became immersed in local sport, getting to as many games of cricket and footy as possible with son Mark.

It was through this that I first knew about Dan Musil.

I heard his name mentioned many times during radio 3TR broadcasts of Morwell games, and I gathered Dan was a ruckman and one of Morwell’s best players.

Sometimes the commentators would add “Meta” before his surname, then laugh like naughty schoolboys - an act of typical, Footy Show-standard Australian buffoonery.

Dan was Vice Captain of Morwell in 2019, and is hanging out for the resumption of footy in 2021.

I didn’t actually meet him until a few years later, at a school kids climate strike march and rally, in which hundreds of people marched through Traralgon and assembled in Victory Park.

People were invited to speak and one who did so was Dan Musil.

I had heard that Dan was outspoken about climate change, and was keen to meet him, so when he sat down after a very coherent, calmly delivered speech, I introduced myself.

I understand that in telling you this I need to explain my own position - what was I doing at that march?

It is time for me to say I share many of Dan’s views, and I care deeply about our dear little earth, often called the blue marble, as it spins all on its own through the cosmos.

Everything that has ever happened to us, in fact the whole history of life, has happened here.

We are entirely dependent on it, it is our only home, and it has been extremely kind to us.

But we are not kind in return.

We fight amongst ourselves and are always coming up with new ways to destroy everything.

We treat the air/atmosphere, the land, and all our beautiful waterways as if they are a free sewer, and expect no consequences.

Surely this is madness, and at the very least, extremely bad manners.

Dan is far more courageous than me though.

While all I do is talk (and write), he has actually started a business in Morwell, manufacturing highly energy efficient hot water services and employing local people.

Earthworker Energy Manufacturing Cooperative, set up in Swan Road Morwell in 2017, is growing and shows that a manufacturing business that puts the environment first can succeed.

Dan’s dad is a native Czechoslovakian, who was uprooted to England as a boy after Russian tanks rolled through in the Prague spring.

He met Dan’s mum, an Australian of Irish heritage, who was backpacking and working through Europe in the mid-80s.

They came back to Australia, married, and eventually settled in the small town of Gisborne, northwest of Melbourne.

Dan is the eldest of their three children, and they all started school at New Gisborne Primary School.

The family was raised mainly by their mother, who from a very early age instilled a strong sense of social justice in her children.

This was to bear fruit in all three of them in adulthood.

Dan was a good student, but he also loved playing Aussie rules football, in which he showed great early promise.

As a junior he won numerous club and league best and fairest awards, and was noticed by talent scouts from the Calder Cannons, a youth feeder team for the AFL. He also wanted to attend university, and loved playing music, but a slow healing wrist injury from footy plus the two-hour commute back and forth to Melbourne for Calder Cannons training made it difficult to pursue all three of these things.

Something had to go, and sadly, it was footy.

He stopped playing for almost a decade, from the age of 17 to 25, but study and music were prioritised.

His Year 12 exam results were good enough to earn him a place at Melbourne Univeristy, and in 2006 he enrolled in Bachelor of Arts specialising in geography and economics.

After a student exchange in Indonesia and some years away from study, the degree was completed with honours in 2013, and he is now finishing off his PhD, in economic change and justice.

All the while, Dan continued to develop his talent as a performing musician.

Both his parents were music lovers, and Santa brought Dan a guitar for Christmas when he was 12.

He has never put it down. He got lessons and practised constantly, however the wrist injury from footy prevented him from holding the instrument properly for several years.

The only way he could play was to lay it across his lap, in the style called lap-slide or lapsteel.

He liked the sound so much he stuck with it even after his wrist healed, and is now good enough to join professional bands and also regularly perform solo.

I have heard him play and he has a sumptuous, melodic sound, reminiscent of the band Dire Straits, particularly in their song ‘Romeo and Juliet’.

So, Dan Musil is a man of many talents ... a gifted sportsman, academic and musician, but this is far from a complete picture.

Dan is first and foremost a passionate

warrior for a sustainable, healthy planet and justice for all the plants and animals which live upon it.

These beliefs, formed in childhood, underlie everything he does and says, but he is not a flag waving, conflict-prone activist.

He knows you don’t get very far by shouting at people, and in any case this would not suit his persona.

Dan is a softly spoken, polite man who listens to what you say.

He has a longstanding family attachment to Gippsland.

His grandfather, Tom McGrath, was a long term principle at Warragul High School, and also later at Drouin and Trafalgar High Schools.

His grandmother still lives in Warragul, in the house where his mum was raised.

He loves the Valley for the beauty and diversity of its landscape and its people.

He actually moved to Morwell in 2015, because he could see the world was moving away from coal-fired power stations, and that big change was coming for the Valley.

He wanted to be there, to help the people deal with what was coming.

His instincts were proven right when in 2017, with only six months notice, the 1600-megawatt Hazelwood Power Station was closed down, putting hundreds of people out of work.

Dan was already there, with Earthworker, hoping to dampen the pain, and offer hope.

For him, being an ‘activist’ is more than turning up at a protest march, it’s about living out your beliefs in every aspect of your daily life.

His full-time employment is at a successful business which puts the environment first and employs local people.

His PhD, when finished, will add to the fund of human wisdom on how our economy could be changed to a more justice-focused model.

I ask Dan, what is it that inspires you? What drives you?

“I’m inspired by the capacity of people to cooperate and care for each other, the environment, and all the living things we share it with.

“We are all interconnected and I believe we are all better off when our weakest and most vulnerable are well looked after.

“The world has many troubles, and the horrific reality of climate change is wreaking havoc here and around the world”.

“But I believe we can make the world a more equal, sustainable place. We really have no choice but to do this.

“This vision, and the inspiring work of others here and around the globe, motivates me.”

There are many people who say they want to change the world for the better. I am one of them.

I’ll gladly rail in conversation against all the injustice across the globe, the lack of action on climate change, the lack of leadership for a cleaner, fairer, more peaceful world.

I’ll even attend a protest rally, shout a slogan ... but not too loudly.

Dan Musil has channelled his beliefs into action, and has rearranged his life so that for most of his waking hours he is actually doing something to make the world better.

He does it all without a fuss or any hint of ego, and he hasn’t forgotten to smell the roses, which he does every time he runs out for Morwell Footy Club, or picks up his lapsteel guitar.

That’s what I call an activist.

Doubts cast over bushfire policy

THE Auditor-General has cast doubts on the Andrews Government’s ‘Safer Together’ bushfire policy, citing insufficient information to judge its effectiveness, while the amount of prescribed burns is well below target.

The Auditor-Generals’ ‘Reducing Bushfire risk’ report, tabled in Parliament on October 14, found that there was insufficient information available to understand the effectiveness and impacts of the government agencies’ risk-reduction activities.

Agencies examined were Department of Environment, Land,Water and Planning (DELWP), Parks Victoria, the Country Fire Authority (CFA), Emergency Management Victoria, Energy Safe Victoria and three local councils - East Gippsland, Murrindindi and Whittlesea.

The report’s key conclusions were: *Over the past four years, DELWP has prescribed burnt only 86,744 hectares rather than the 200,000 to 275,000 ha required to achieve the 70 per cent residual risk target, with the target only achieved by including areas burn by large bushfires. ‘Safer Together’ aims to reduce the state’s bushfire risk to or below 70 per cent of what it would be without risk-reduction treatment. *In 2019-20, DELWP delivered only 43 per cent of the ‘priority’ burns and only 30 per cent of ‘normal ranked’ burns. *Reducing risk across the state also requires a strong focus on treating private land to complement action on public land. *Modelling limitations and lack of reporting on non-burn action (planning and building controls) and on private land constrain government and DELWP’s ability to make informed decisions to further reduce risk. DELWP says it will be able to measure the impact of non-burn treatments by late 2021. *DELWP does too few fuel hazard assessments after planned burns and bushfires, reducing its ability to validate how quickly fuel re-accumulates to hazardous levels. *DELWP advised government that it could reduce Victoria’s bushfire risk by 30 per cent with the $50 million in annual funding allotted to it but did not point out it could achieve greater risk reduction with more investment. *The program to make powerline safer has had successes, but the legislative requirement to bury bare-wire powerlines will take 30-50 years to complete, still leaving bushfire risk.

“We did not examine frontline bushfire response or emergency management,” the report said.

The report said the hectare-based fuel reduction target arising from the 2009 Black Saturday bushfires was replaced in 2015 by the Inspector-General for Emergency Management’s risk reduction target.

This prioritises burns in areas that will reduce the most risk and led to the ‘Safer Together’ policy.

A Latrobe Valley consultant and forestry expert, John Cameron, said the fact that 70 per cent residual risk level target was only reached by including large bushfires was “a nonsense”.

“Large bushfires are the outcome the policy was meant to avoid. Further it has been shown that wildfire is not as effective as low intensity prescribed burning in reducing risks from subsequent bushfires,” he said.

Mr Cameron, from Traralgon and a former general manager of Australian Paper Plantations, said fire behaviour experts believe 70 per cent residual risk is way too high.

“Excessive fuel contributed substantially to last summer’s bushfire losses along with delayed initial attack and poor suppression under favourable weather in the two weeks after ignition,” he said.

Mr Cameron said Victoria’s 2019-20 mega bushfire could have been prevented if south-west Western Australia’s best practice fire mitigation policy had been in place.

Victoria ignored the recommendation and introduced ‘Safer Together’.

“The resulting prescribed burning was 2 per cent, well below the (Royal Commission) target. Last summer about 1.6 million ha was burnt, 396 houses destroyed, businesses irreparably damaged and five lives lost,” he said. “’Safer together’ was not safer, or more effective, not what local rural communities wanted.”

The Auditor-General said power lines had started many of Victoria’s major bushfires.

“Based on their current replacement rate, DELWP and Energy Safe Victoria estimate that will take approximately 30 to 50 years to complete, which they consider too slow to reduce the remaining risk.”

The report said NAP’s REFCL technology, was operating at 19 zone substations on 17 total fire ban days in 2019-20.

The technology was activated 49 times by electrical faults.

“Twenty-four of these would have likely started a bushfire,” the report said.

“Despite these faults, no fires started on REFCLprotected networks. The REFCLs potentially prevented ignitions at a time when Victoria was enduring catastrophic bushfire activity.”

When NAP is completed, all high-voltage power lines in the 33 highest risk areas would be protected, reducing the risk level by 58.6 per cent.

Traralgon GymbaROO owner Sallie Gibson was thrilled to learn she was a finalist in the Single Unit Franchisee of the year category.

Ms Gibson had to close at the end of Term 1 this year due to coronavirus restrictions and decided to take GymbaROO online for her clients in Term 2.

GymbaROO head office provided pre-recorded sessions that her customers could access, but Ms Gibson decided to do her own additional sessions. â&#x20AC;&#x153;I supplemented this offering with Zoom classes three days a week to keep my face in front of the

children, offer them further exercises and advice as well as some fun in these tough times,â&#x20AC;? she said. â&#x20AC;&#x153;These sessions were 25 minutes of actual activity, with another 15 minutes of the sessions allowing parents to also interact, ask questions and gain communal advice on the problems they were all facing. â&#x20AC;&#x153;More time was devoted to encouraging the children to â&#x20AC;&#x2DC;show and share,â&#x20AC;&#x2122; helping them connect with others while improving their language.â&#x20AC;?

Free hearing tests at Traralgon Amcal FINDLAY & Weymouth’s Amcal Pharmacy in Traralgon is one of many stores across the country offering free hearing checks to the public.

Amcal and Guardian Pharmacies across the country will be offering free hearing checks to the public throughout October and November, empowering Australians to take control of their aural health.

The consults will be available as either inpharmacy appointments or via tele-screening, dependent on the local Amcal.

For either formats, the Hearing Clinic service will offer free hearing checks along with hearing aid maintenance checks.

For those pharmacies offering in-store screening checks, the clinics will be operated with stringent COVID-19 safety measures to ensure the health and safety of all customers.

All appointments will be undertaken by a hearing advisor from Hearing Australia and, based on the results, patients will be advised whether they need to be referred to a Hearing Australia centre for a more in-depth assessment.

Alternatively, some pharmacies may also be able to access Amcal Pharmacy’s newly enabled tele-screening service where in-pharmacy physical appointments may not be possible.

Although St. Mary’s had to turn to a ‘virtual’ parade to keep in line with COVID-19 guidelines, the costumes and excitement was still paramount.

Children dressed to impress with notable ‘Curious Creatures’ including Fantastic Mr Fox, Thelma the Unicorn, Old Brown the Owl and Dog Man to name a few.

Dancers’ big donation EVEN during this bizarre year with COVID-19 putting us all into isolation, the Line Dancers still saw it in their hearts to come together in a different way to give support to Lifeline Gippsland.

During September they ran a get fit campaign to not only encourage students to get back into some form of fitness, but to also focus on depression and suicide awareness This is the third year the Line Dancers have supported Lifeline Gippsland, but during this time they hoped that even little funding would help an extremely worthy cause.

Never in their wildest dreams did they imagine that with the support of students, friends, some amazing donations and lots of sewing by one extremely industrious member, they would reach $8040.

The Line Dancers would like to thank everyone who was able to help this year and are proud they could hand over another cheque to Lifeline Gippsland.

Fire safety in the spotlight

YOU may have seen smoke billowing from St Joseph’s Primary School Trafalgar last week due to wonderful CFA volunteers, Danny Mynard and Glen Goodin answering the call to train local staff on fire safety procedures.

Bins were set alight outside in the playground and staff were able to view and participate in fire blanket training and

extinguisher usage.

Thanks to the carefully run demonstrations, staff were able to ask questions and extend upon their prior knowledge.

It certainly was a great opportunity to link the school with such experienced firefighters and St Joseph’s thank our local volunteers for their time and efforts.

AFL Grand Final fever catches on at Lumen Christi FOOTY fever was the order of the day last week at Lumen Christi Primary School in Churchill.

The AFL Grand Final not being held in Victoria didn’t stop the buzz and excitement of the students at Lumen Christi.

Almost every team was represented at the school’s annual footy day.

Classes logged onto Google Classroom and had a virtual parade and sang their favourite team songs.

Outdoor footy drills were also conducted and led by the Year 6 cohort of students.

A footy survey was conducted during the day and the data collected showed the Bombers were the most popular team in the school, followed closely by Richmond.

Principal David Cooper, an avid Richmond supporter, was hopeful that a Tigers premiership might sway a few students to jump on the Richmond bandwagon.

Year 4 student Reed, also a Tigers supporter, was hopeful his team would win.

“Tigers will beat the Cats for sure and Mr Cooper will be really happy,” Reed said.

Watson, along with the Year 6 students, was proud of all the enthusiasm shown by the whole school community.

They celebrated being outdoors and participating in physical activities rather than being indoors, as they have been during remote learning.

“The personal health and wellbeing is vital to the overall health and mindset of the children, so days like this are wonderful for them to remember to be active and get outside when you can,” Mr Watson said.

Students learn from sporting greats RESTRICTIONS due to the COVID-19 pandemic have certainly changed the lives of everyone in today’s world, including young athletes with hopes and dreams to take their sport to the next level.

The Elite Sports Performers (ESP) Program at St Paul’s Anglican Grammar School has been assisting their 50 ESP students by providing inspirational videos from Olympic and professional athletes and coaches to help motivate them to continue balancing training regimes with their schoolwork and family time.

The possibility that motivation levels of students could decline as the length of the lockdown progressed was the driving force behind Scott Armour (Coordinator of the ESP Program) and his ESP team for reaching out to some of Australia’s leading athletes and coaches for assistance.

“Without access to the students I wanted a way to get brief messages of support and encouragement to our young athletes. In the first lockdown, the videos focused on getting athletes to show how they had adapted their training to home-based sessions during the lockdown,” Armour said.

“In the second lockdown, we centred the videos around strategies to get the ESP student athletes to remain positive and focus on their training.”

Former Olympians, elite athletes, Australian coaches and industry professionals recorded videos just for the students about how they are moving forward with their training despite the pandemic putting a hold on their sport.

They have also provided valuable tips and advice to help the students be mentally and physically prepared to step straight back into their sport when it returns.

The group of Australian athletes, coaches and industry leaders included: Dean Vickerman, Melbourne United Head Coach, Anabelle Smith, Olympic bronze medallist and Australian diving team member, Kate Smyth, Australian Commonwealth marathon runner and 18 others.

Scott Armour is extremely grateful to all who had taken the time to provide St Paul’s ESP students with tips and messages of support that the students have found extremely helpful and motivating.

Hitting her stride: Yani Cornthwaite, running the 2019 Queen of the Mountain run, was one of the fastest runners last Thursday.

CLEAR balmy weather welcomed runners at last Thursday’s weekly Harriers’ run conducted at various locations across the Valley.

Participants again obeyed the virus-safety rules, starting and finishing at different times and maintaining separation around the courses.

Run co-ordinator Andrew Legge reported, “Despite it being the evening before the Grand Final holiday ‘long weekend’ 63 runners and walkers took part in the second round of our COVID-safe Thursday night runs. Groups 3 and 7 had 100 per cent attendance rates - well done!”

The quickest women runners were Kay Arrowsmith 21.33, Yani Cornthwaite 21.40 and Molly Irvine 21.43.

Although Yani was only three seconds faster than Molly, who represented Australian in the

Weather to determine LVDCL fixtures CRICKET LVDCL

THE weather gods have once again predicted less than favourable fortunes for planned cricket action across the Latrobe Valley this weekend.

The bureau has forecast a top of 17 for Saturday with a 90 per cent chance of showers, but the abundance of rain about town this week is a greater cause for concern for local curators.

Should Round 3 get underway, a triumphant Morwell outfit will open proceedings against CATS at Morwell Recreation Reserve.

Jordan Campbell steered the Tigers to a

four-wicket win over Latrobe in Round 2 with an impressive 45 not out in his first outing as captain, while CATS were buried by Raiders to the tune of nine wickets.

Neither Jamie Cochrane (2) or Dylan Keyhoe (0) were able to get starts for CATS at the weekend.

The opening pair will need mount a much longer stand if their side is to push the Tigers on Saturday, particularly against an attack which boasts the likes of Mark Cukier, Brendan Brincat and Dylan Day on home turf.

In other Round 3 action, Mirboo North and Trafalgar will meet at McGregor Reserve, with the former fresh off a bonus point win while the Ships were scuppered in a low-scoring loss to

Traralgon West.

Skipper Jesse Giardina set the tone for the Tigers in Round 2 with a top knock of 34 and Damien Turner led the way with ball in hand and finished with an impressive haul of 4-16 - both will no doubt be key players as Mirboo North look to make it two-from-two this weekend.

Reigning champions Raiders will clash with Jeeralang-Boolarra at Yinnar Recreation Reserve.

Raiders were led to victory with commanding performances from skipper Liam Maynard (4-20) and Harry McColl (4-26), who will likely prove worthy opposition for seasoned campaigners Ben Heath and Craig Blackberry.

Traralgon West, on the back of a clutch win over

Trafalgar, face an almighty task in Churchill, with the likes of Brendan Mason, John Keighran and Steve Warr to contend with.

But the Eagles are bolstered by the inclusions of Hayden Kimpton (Latrobe) and Luke Sumner (Moe).

Centrals and Latrobe round out the weekend’s scheduled matches and will do battle at Apex Park.

The Lions, fresh off the Round 2 bye, take on the Sharks who were valiant in defeat to Morwell at the weekend.

Moe have the bye.

Action in Premier B and B Grade will also tip off this weekend for the 2020/21 season.

Rovers had a few players get starts last week but they now need to convert those starts into big scores to give themselves the best chance possible of knocking over Imperials.

They have a really good chance to do so this week after Imps’ quick bowlers looked well underdone against Yarram & District, although spinners Brad Sizeland and Nat Campbell kept them in the game and look to be in good touch.

Duncan Cameron Park took a lot of spin last year which means the young Rovers team must work hard, otherwise another low score may be on the cards.

Imperials should welcome back captain Brett Chapman this round who will certainly be fired up after his team took a hit last week in his absence.

Chapman made some hard-hitting scores against Rovers last year so he will be full of confidence, and if Ryan Morley can set a good platform for the harder hitting of Chapman and Connor Hughes then Imperials should set themselves up nicely for a win (just as long as they learn their lessons from last week) Prediction: Imps must bounce back to regain some street cred, and if they drop this game then the alarm bells will be ringing at Catterick Crescent.

Even though it’s only Round 3 this could be the biggest game of the year for the Devils.

In the final match of the round Roger Ries Oval will play host to a Toongabbie vs Gormandale clash which will have plenty of interest around it.

Toongabbie set a good foundation for themselves last week only to fall in a hole in the middle order, which they can’t afford to do again this round.

There’s no issues with the Rams’ top five but Gary White, Ishan Ratnayake, James Chalmers and Matt Whitechurch are all capable with the bat so they must work hard to get a big enough score on the board.

Gormandale had the bye last week and will be bursting to take the field for their first match of the year.

New recruit Dylan Freitag will suit the Roger Ries Oval wicket perfectly and extract plenty of bounce, while Yohan Soyza will be looking at Toongabbie’s batting collapse of last week and licking his lips at the prospect of claiming a big bag if his quicks can get the early breakthroughs.

Prediction: Gormandale will come into this game full of confidence and ready to claim a good scalp.

Gormandale’s bowling attack will not give the Rams batsmen an inch which will stop any sort of decent score from being made.

A MASSIVE Round 3 awaits the TDCA this weekend and even though there has only been one completed round so far this season, some massive questions are being asked about which teams are the real deal.

With weather looking to play a part in the lead-up to this round all bowlers will be excited by the prospect of playing on potentially underprepared wickets which will make runs hard to come by.

The match of the round will be the big winners from Round 2 going head-to-head, Glengarry taking on Ex Students at Fred King Oval.

Glengarry have made a statement in their opening match, winning two wickets down against Rovers at the weekend.

Nat Freitag looks the goods after making an unbeaten 42 but the big news from last week was the strong return of Sam Marks from a hand injury which kept him sidelined for a while.

Sam Marks looks to be back in career-best form, not only with the bat but with the ball as well, claiming a four-wicket haul last week after not having bowled in A Grade cricket for five years and not having claimed a wicket in seven.

Glengarry are only going to get stronger as the season progresses with Al Jenkin and Max Merton still to come into the team.

Hopefully they will be right for this week to take on the Sharks who are the benchmark team, so no doubt the big name players will want to show Ex Students they mean business.

Ex Students are coming off a big win as well and had a few players out last week, so expect a few changes to the team to take on the Magpies.

Star quick Rob Voss played in the twos last weekend and will be a dangerous inclusion this round.

New recruit Mitchell Harris looks like he’s the real and although Jake Best struggled in his TDCA debut he will be better for the run and, once he gets used to the slower wickets, will be a dangerous prospect this year.

Prediction: Both teams are chock-full of talent and have a couple of players who can turn the game in an instant, so no doubt this contest will be an intense battle and either team could win on their day.

Rovers are scheduled to play at Catterick Crescent this weekend against Imperials.

But with the ground still not ready they will be able to gain the home ground advantage against
