Council to consider battery plant after EPA approval

LATROBE City Council has confirmed it will consider a planning permit application for a controversial used lead acid battery recycling plant in Hazelwood North in “coming weeks”. It comes as the Environment Protection Authority granted a Works Approval for the Chinese company Chunxing to

process 50,000 tonnes of used lead acid batteries into 28,000 tonnes of refined lead each year. The proposal for the Fourth Road facility would provide 50 ongoing jobs. The EPA handed down the works approval on Monday subject to a range of conditions, despite the application receiving strong community objections. Conditions include a final detailed

design to ensure it meets the strict emissions specifications required by the Works Approval, a full risk management plan and ongoing community engagement. The EPA received more than 170 submissions, many concerning potential lead pollution on surrounding residential areas, farmland, and a nearby primary school.

However, the application is still subject to council approval before it is given the green light. Project environmental consultant Jeff Latimer said the approval was the “single most important” part of the development stage due to the amount of scrutiny that went into the application.
