HYDROGEN HUB

THE Latrobe Valley could become a potential hydrogen export hub as part of the federal government’s plan to support next generation energy technologies into the next decade.

The Federal Energy Minister Angus Taylor unveiled a new $18 billion energy technology roadmap on Tuesday which

earmarked five priority technologies for investment and lower emissions.

Mr Taylor identified hydrogen, carbon capture and storage, energy storage, low carbon steel and aluminium, and soil carbon.

However, coal, gas, solar and wind were not on the government’s priority investment list, as they were already mature technologies.

One of the key actions was a $1.9 billion investment package which includes $70.2 million to establish Australia’s first regional hydrogen export hub.

Potential sites included the Valley, alongside Darwin, north-west Western Australia, Gladstone, the Hunter Valley, Bell Bay in Tasmania and the Spencer Gulf.

According to the federal government,

the Valley has potential due to the area’s industrial energy demand, skilled workforce, energy resources, and access to port facilities.

The region also holds promising resources for carbon capture and storage through the CarbonNet project being developed in Bass Strait.

PEAK industry advocate Committee for Gippsland has commissioned the development of an action plan to help lead recovery, revitalisation and growth for business and industry.

The Gippsland Future Directions Plan looks to identify ways for the region to adapt, strengthen and prosper by building sustainable regional economy supported by diverse, longterm investment.

The plan pinpoints where new investment will come from and maps a clear pathway to help off-set economic loss and ensure future stability and standard of living.

Committee for Gippsland chief executive officer Jane Oakley said the plan was a reflection of industry-led work.

“Key regional business and industry players have contributed to this plan and there is genuine expertise, ingenuity and energy behind Gippsland forging ahead to maximise its economic, environmental and social potential,” Ms Oakley said.

Major sectors including energy, forestry, fisheries, ag-dairy and tourism face significant transition as a result of changes in government policy and regulation and, more recently, the COVID-19 pandemic, according to Ms Oakley.

THE Latrobe Valley has two active cases of coronavirus.

That figure has dropped from eight in the past week.

Yesterday, Victoria recorded 15 new cases of coronavirus and five further deaths, one male in his 70s, two females in their 80s, one male in his 90s, one female in her 100s.

All of these deaths were linked to aged care.

There are 14 active cases of COVID19 in regional Victoria, with a rolling 14 day average of 1.1.

Relief as licence tests resume

LICENCE testing in regional Victoria resumed this week with VicRoads confirming it would begin to clear a back-log of cancelled appointments.

“From Monday, September 21 we will be contacting customers with postponed appointments,” the VicRoads website reads.

“No new appointment are available until further notice. There will be no changes to registration and licensing operations in metropolitan Melbourne until further notice.”

Member for Morwell Russell Northe, who has lobbied for the

resumption of testing since restrictions were imposed in early August, spoke of his “relief” following the news.

“I understand that the health and well-being of VicRoads staff is paramount and I know local staff have been fantastic,” Mr Northe said.

“But it has been difficult to understand why testing was continuing in certain cases and not in others.

“There have significant testing driver delays and backlogs and I do hope local VicRoads staff are supported as testing reopens and that those wishing to sit their learners test or who are seeking to obtain their

drivers licence are able to do so in a timely manner.”

Mr Northe said he had been in contact with Roads Minister Ben Carroll last week to reinforce the pleas on behalf of local drivers and parents.

“I had indicated to the Minister that under the COVID-19 Third Step arrangements, regional Victorians were now able to travel to other parts of regional Victoria and with the school holidays upon us many learner drivers use that opportunity to gain some of their required 120 learner driver hours,” Mr Northe said.

those 120 hours of driving if you can’t sit your learners permit test, and the last thing I wish to see is for our young people to try and squeeze in those required driving hours too quickly.

“Nonetheless after months of uncertainty hopefully the news today brings some positivity to those who seek to drivers seeking to obtain their learners permit or licence and let’s hope that waiting times are minimal for these same persons.”

Candidates for council now revealed A MELBOURNE Cup-style field of 24 candidates are lining up for a seat on Latrobe City Council at next month’s local council election after nominations closed on Tuesday afternoon.

More than half of all Latrobe City candidates are women and the pool of contenders is made up of incumbent councillors, first-timers and returning candidates.

Nine candidates are having a crack at East Ward, including incumbents Dan Clancey, Darren Howe, Kellie O’Callaghan and Dale Harriman.

Former Morwell Labor candidate and union leader Mark Richards is also vying for one of the four spots on East Ward, joined by Claudio Marino, Ian Prigg, Jannette Langley and Joanne Campbell.

Graeme Middlemiss and Alan McFarlane are hoping to reclaim their seats on Central Ward, up against five others aiming for the two-vacancy ward.

This period is intended to ensure that council action does not interfere with the probity of the election process and safeguard the authority of the incoming council.

During the caretaker period, councils are prohibited from making certain types of decisions and material produced by councils must not contain matter that will affect voting at the election.

All local council elections will be held by post next month, with voters to receive a ballot pack within the next few weeks.

Investigation continues

AN investigation continues into a man who allegedly approached a 10-year-old in Morwell last week.

On Thursday, September 17 between 5pm and 6pm the boy and his six-year-old brother were riding bikes on the corner of Maude and Grant streets.

The man, believed to be aged between 20 and 25, parked his truck, put on a mask and allegedly approached the boy and said â&#x20AC;&#x153;youâ&#x20AC;&#x2122;re coming with meâ&#x20AC;? before allegedly attempting to grab the boyâ&#x20AC;&#x2122;s arm.

The boy pulled back, told his brother to run back to his mother and also turned around and rode his bike back home.

He told his parents and the police about the incident as soon as he could.

Latrobe Crime Investigation Unit Detective Senior Constable Luke Haxell said the boy was â&#x20AC;&#x153;a real heroâ&#x20AC;? and did the right thing in the situation. â&#x20AC;&#x153;He is recovering well, he was obviously a bit shaken at the time but his parents have done a good job telling him what to do and he has listened well and implemented that,â&#x20AC;? he said. â&#x20AC;&#x153;This is not the kind of thing we want going on in the area and it is just a reminder to parents that even though we are in lockdown to remain vigilant and have a chat with your kids about stranger danger. â&#x20AC;&#x153;As far as we are aware this is an isolated incident but if anyone has had a similar incident please come forward. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a street corner but it is across the road from the CFA running track so itâ&#x20AC;&#x2122;s a big wide

open area, people are walking their dogs at that time or just going for a stroll ... between 5pm and 6pm people are driving home and they may have seen something.â&#x20AC;?

The man was wearing a black ski mask and all black clothing, and is described as Caucasian, approximately six foot tall with red/brown hair and a very thin build. â&#x20AC;&#x153;He drove away in a black/grey utility which headed south on Grant Street described as that colour with paint peeling, a Nissan Navara-type utility with tarps and a lot of tools in the back with a lot of black smoke,â&#x20AC;?

A string of bin fires in Moe A 42-year-old Moe man was arrested following a string of bin fires in the area.

Emergency services were called to the first, on Thursday, September 17 at 12.30am where a bin was alight at a carpark in George Street.

On Friday, September 18 emergency services responded to a fire in a donation bin on Fowler Street at 1am.

Just after 4.35am on Saturday, September 19 a bin fire was located in a carpark on George Street, then another was located in a bin on Fowler Street which spread to a nearby building and caused minor damage.

Later on the same night another bin fire was found in a laneway off Albert Street.

While searching for the suspect who had started the fires, police found more fires in bins at businesses on Albert Street and George Street.

The man was arrested nearby to the fires and is assisting police in their investigation.

Drivers not stopping when indicated to by police

SINCE September 19, there have been seven instances of drivers failing to stop for police indicating for them to pull over with either lights or sirens across the Latrobe Valley.

Drivers have failed to pull over or sped away in Churchill, Traralgon, Moe and Morwell over four days.

Senior Sergeant Jason Dastey said drivers who fail to pull over or speed away are putting their lives at risk. â&#x20AC;&#x153;When people speed off after police light and sirens have indicated for them to pull over are putting other peopleâ&#x20AC;&#x2122;s lives at risk and endangering their own, itâ&#x20AC;&#x2122;s dangerous,â&#x20AC;? he said. â&#x20AC;&#x153;The high number of people who have done this lately is very disturbing, we already have registered the number

plates so we follow up on every one of these incidents. â&#x20AC;&#x153;What could well be a licence check could turn into a serious offence when you drive away and see people being arrested or being brought in front of court.â&#x20AC;?

Car stolen in Morwell

A CAR was stolen from a home in Buckley Street, Morwell on Sunday, September 20 after a person allegedly entered the house through an unlocked back door.

The black sedan was later retrieved, but police urge locals to lock all doors at night.

Police advise people to lock their back doors even if they have gates as thieves will jump fences.

People are also urged to leave their car keys in a drawer, away from the front door as it is the first thing someone breaking in will look for.

Spreading a message of hope and kindness

SLOGANS on t-shirts are not a new trend, but a project between a local cafe and screen printer is using the humble wardrobe staple to spread cheer and raise funds for a worthy cause.

Newborough’s Raw Harvest Cafe and screen printer Bryce Magnuson of Straight & Arrow have partnered to create a line of t-shirts featuring a poignant message.

Raw Harvest Cafe director Lizi Maskiell initially commissioned a mural for the eatery which reads ‘kindness will change the world’, and it fast became a mantra for staff and spread to other areas of the business.

“It’s one we’ve been writing on our coffee cups for a while and a little phrase that gets around the shop quite a lot,” Ms Maskiell said.

“We had such a great response that we thought ‘let’s try some t-shirts to try and brighten up peoples’ days and spread some love’.

“I had a chat with Bryce and he was happy to jump on board and we thought ‘what better organisation to give the the proceeds to than Lifeline?’”

Since first rolling out the ‘kindness will change the world’ t-shirts last month, 120 have been sold, with all profits going towards Lifeline.

“So far we’ve raised $1200 for Lifeline,” Ms Maskiell told The Express.

“When we delved a little deeper we realised they’re quite underfunded and relied a lot on their op shops for funding coming in.

“So we thought it was really important to try and give back to them.”

“When we first got them in people jumped on them and they were gone in a couple of days,” Ms Maskiell said.

“We’re taking pre-orders for a third batch and hopefully we’ll raise even more money for a really great cause.

The t-shirts, which come in a variety of colours, have been shipped off to people all across

the state as a pick-me-up gift.

“Lots are being posted out to people in lockdown in Melbourne ... family and friends who have siblings doing it tough are sending them off, which is really beautiful to see,” she said.

The t-shirts are $30 with $10 donated to Lifeline.

Food manufacturer support

TRARALGON food manufacturer Village Dairy has been given $76,000 in state government funding as part of a program to help workplaces adapt to physical distancing and hygiene measures.

Village Dairy will use the funds from the Business Adaptation Grant to to semi-automate the business’ cheese packing process to allow for greater physical distancing between employees.

The grants have been rolled out across Victoria as part of the state government’s Agriculture Workforce Plan, which is also providing funding for worker

induction, re-training, relocation and transport.

The plan is supporting agriculture and food processing industries through job-matching, case management and targeted industry skills development to help producers connect into new markets.

Agriculture Minister Jaclyn Symes said local agribusinesses and food producers had shown tremendous resilience to supply quality products and keep people working in the pandemic.

“These grants will capitalise on the strengths of our agricultural sector which in turn can lead our

economic recovery and support domestic and international food security,” Ms Symes said.

“Industry came to us at the start of the pandemic and identified adaptation support as an important way we can help them continue their work - we’ve listened to this advice and are continuing to support businesses in this way.”

Police launch a fresh appeal for information

SIX months since they were last heard from, detectives from the Missing Persons Squad are again appealing for information as part of their investigation into missing Wonnangatta campers Russell Hill and Carol Clay.

Mr Hill left his Drouin home on March 19, collected Ms Clay from her home in Pakenham in his white Toyota Landcruiser.

They then travelled via Licola spending one night at Howitt High Plains before heading into Wonnangatta Valley on March 20.

He was last heard from that day via HF radio stating he was at Wonnangatta Valley in the Victorian Alps when he made the call.

Ms Clay told friends she was heading away and was expecting to return home on March 28 or 29.

Investigators have been told Mr Hill and Ms Clay were camping together at Wonnangatta River near the Wonnangatta camping ground.

Police are keen to speak to anyone who was in the Wonnangatta area around that time, including campers, 4x4 day trippers, hunters, fishermen or trail bike riders, regardless of whether they saw or heard anything.

This is so police can eliminate people and vehicles from their extensive investigation.

Detectives are also keen to speak to anyone who was in the area of Howitt Plains and Zeka Spur Track on March 19 or 20, and the Wonnangatta Valley and Wonnangatta Station between March 20 and 24.

Anyone who sees Mr Hill or Ms Clay has been asked to phone 000 immediately.

Keep an eye on the skies above Hazelwood mine HELICOPTER spraying will be taking place over the Hazelwood mine in the next few days, as part of ENGIE’s summer preparation to eradicate weeds and vegetation in hard-to-access places.

The activity is part of the Hazelwood rehabilitation project’s summer fire preparedness program.

ENGIE has been conducting aerial spraying at the same time each spring for a number of years.

A Hazelwood spokesperson said the process was commonly used in plantations and on farms to spray weeds in hard-to-reach locations.

“We carry out extensive hand spraying over the entire site, but this self-sown vegetation is on the steep sides of the worked out coal batters and on the floor on the mine where it is difficult to access on foot,” the spokesperson said.

“Aerial spraying is an effective way of removing the vegetation.”

The spraying will start tomorrow and is expected to finish on Monday, due to the weather and large area to be treated.

Traralgon to host festival

VICTORY Park, Traralgon is set to host the inaugural Hidden Valley Project music festival in 2021.

The festival announced last week it would be held on February 20 next year, after it was cancelled this year due to coronavirus restrictions and bushfires.

The techno and house music festival headliners include Market Memories, Handsdown and Leigh Boy, William Kiss and Beth Grace who have played at major festivals around the country.

OPENING the letterbox last Friday, Elizabeth Watson found a mysterious envelope labelled ‘happy mail’.

The Newborough resident said the small gesture brightened her day, the decorated envelope held two cards, a herbal tea bag and a brightly coloured window charm.

“It means the world to me that someone would take the time to make this,” she said.

“It was so sweet to take everything out and we looked on our home security cameras to see if we could see who had done it, but we couldn’t find them.

The Hidden Valley Project plans to have a second stage for local acts at the festival, along with food stalls and vintage clothing stores.

Mr Tyquin also said the New Generation Agency have back-up plans for a socially distant event if restrictions don’t allow for the festival to run as normal.

“We have also drafted multiple scenarios where we can operate at a number of forecasted restrictions

that could still be in place such as socially distanced platforms,” he said.

“I feel that it is in the government’s best interest to allow events to go ahead this festival season.

“Without managed events such as this I can see a number of ‘underground events’ that would happen this summer.

“This has been seen interstate and overseas, which have no attendance register for contact tracing or a high standard of hygiene practices and these events can attract thousands of attendees” Pre-registration will open for tickets to the Hidden Valley Project soon.

“I will hang the little window charm, make myself a cup of tea and I still have those two little cards to read when I like.”

Ms Watson said she would like to meet the people behind the package.

“I would like to meet the little person and the mother and say thank you for somebody thinking about other people, it’s not very often these days that things like this happen,” she said.

“It’s a happy story... it was just uplifting, there is so much misery at the moment and then something really nice just popped up in my letterbox.”

Tracie announces council candidacy

COMMUNITY development manager and social welfare advocate Tracie Lund has announced her candidacy for the upcoming Latrobe City Council election.

Ms Lund will vie for a seat on the Central Ward, occupied by incumbent councillors Graeme Middlemiss and deputy mayor Alan McFarlane.

The mother-of-three manages the Morwell Neighbourhood House and stood as an independent candidate for the seat of Morwell at the 2018 state election.

“Now is a good time for me, I feel like I’m uniquely placed to bring the community’s voice to the decision-making table at Latrobe City,” Ms Lund said.

“I’ve been working in the trenches for over eight years now and the nature of my work means communities across

Latrobe City have unfettered access to me on a daily basis.

“This has given me incredible insight into not only the challenges we face in the region, but also the possible solutions and ideas the community have to deal with those challenges.”

One of the most significant challenges according to the Traralgon resident is the move away from coal.

“I think that is the most significant challenge for our future and I believe we should be working on navigating all possible sustainable solutions,” she said.

“We know we have significant challenges ahead and I think the most important thing is have representation at a local level that can support community and focus on the future for Latrobe City.

“We need to work together to deliver successful and meaningful outcomes.”

Ms Lund said the COVID-19 had brought to the fore the necessity of investment, particularly for the region’s most valuable asset - it’s community.

“We also need to focus on local businesses and how we navigate our way through recovery from COVID-19.

“What I hear every day is that as a collective our community wants to work towards a prosperous future together.

THE state government is seeking applicants to become the first new employees based at the Latrobe Valley GovHub in Morwell, which will house 300 public sector staff, including 200 newly created roles, when it opens.

Solar Victoria is now accepting applications for seven new roles, to join staff based in the agency’s current Hazelwood Road location ahead of a move to the $30 million new development.

The new jobs include a customer experience team lead, a subject matter expert and five customer experience officers.

All roles are full time and will work to deliver Victoria’s Solar Homes program.

“These new jobs are part of the Victorian Government and Solar Homes’ ongoing commitment to the Latrobe Valley,” Solar Victoria chief executive officer Stan Krpan said.

“As we shift to renewable energy and lower emissions, we want to ensure the Latrobe Valley remains at the centre of Victoria’s energy infrastructure.”

When Solar Victoria launched in 2018, the state government put the Latrobe Valley at the centre of the $1.3 billion program, establishing a Morwell office where it currently employs 25 staff.

When Solar Victoria moves into the new GovHub, it will be joined by personnel from

Earth Resources Regulation, Parks Victoria, the new Mine Land Authority as well as local businesses.

The GovHub building being constructed on Church Street is part of the state government’s $266 million package to support economic growth in the Latrobe Valley.

Already, more than 450 workers have been engaged in the construction process, and when finished the project will have used 75 per cent locally procured materials, services and trades.

Forestry experts issue a fresh call

LEADING forestry experts have called for the certification of all Australian forests to find out how well our forests, including national parks and reserves, are managed.

Consultant Rob de Fegely AM and Ric Sinclair, managing director of Forest & Wood Products Australia, said all forest management in Australia, including conservation reserves and small forest holdings, should be independently certified under internationally recognised sustainability criteria.

Currently, only production forests are certified.

Mr de Fegely, who received an Order of Australia medal this year, has had numerous forestry leadership positions.

He is chair of the Forest Industry Advisory Council, which urged the Federal Government to push for full certification.

Mr Sinclair, who spoke in a personal capacity and not as FWPA chief, reiterated what he said at a major forestry conference eight years ago.

Mr de Fegely said the FIAC supported the global independent certification bodies, PEFC, whose Australian body is Responsible Wood, and the Forest Stewardship Council (FSC), which had already certified production in native forests and plantations.

Mr Sinclair said over the past 30 years, large areas of forest had been set aside in reserves with no mechanism to assess whether reserves are achieving the desired for conservation outcome.

“FSC and Responsible Wood (previously Australian Forestry Standard) have the potential to certify forest reserve management practices and provide confidence that the reserves are being appropriately managed,” he said.

Mr de Fegely said we knew more about production forestry than we do about the forest area outside production.

Certification would inform a wholeof-landscape approach that would include water quality and catchment, biodiversity, invasive pests, weed and disease risk, and the potential effects of future climate and fire regimes.

FEDERAL MP Darren Chester is urging keen photographers to get out and about in Gippsland to capture a great photo for inclusion in his 2021 #lovegippsland calendar.

Mr Chester said the relaxation of coronavirus travel restrictions meant there was no reason why locals couldn’t now get outside with their camera to capture the beauty of Gippsland.

“Spring is a wonderful time in our region: the weather is warming up and the natural world is waking up after a long, cold winter,” Mr Chester said.

“This is the perfect time to get out with your camera and have a look at our beautiful part of Australia in a new light. It’s a great opportunity to explore this year’s photo competition theme, The Colours of Gippsland.”

There are just a few weeks left before the competition closes on October 15.

Entries are limited to two per person and must be taken in landscape orientation to suit the calendar’s format.

Thirteen photos will be included in the calendar.

The top three will receive prizes comprising some of Gippsland’s best produce.

More than 20,000 free copies of Mr Chester’s #lovegippsland calendar will be available across Gippsland at the end of this year.

“There is a general acceptance that once a national park is declared, then everything is OK, but without some form of monitoring, no-one can tell. It is about questioning - are our Parks working to protect threatened species?

“Certification would assist as it would then set some key performance indicators for Parks to be measured by in the same way that production forests are measured.”

In Victoria, consultant Gary Featherston, who is registered to assess both PEFC and FSC certification, said state government policy was for VicForests to get FSC certification.

“But then they did the analysis, they couldn’t because a lot of the requirements for the standard are provided by DELWP (Department of Environment, Land, Water and Planning), not VicForests,” he said in a recent interview.

“VicForests is just a glorified harvesting and regeneration contractor. They

animals were expanding in number and distribution across the state.

Parks Victoria manages a system of more than 100 parks totalling about 3.4 million hectares.

The inquiry said the invasive animalsferal cats, foxes, dogs, horses, rabbits, goats and pigs - were damaging the environment, hurting agriculture and reducing liveability.

“In many cases, invasive animals spread from Crown land onto private land, where they can damage property, kill livestock and consume pasture and crops,” the report said.

“Evidence suggests that these problems are becoming worse in many parts of Victoria.”

Victoria’s Legislative Council Environment and Planning Committee is now conducting an inquiry into ecosystem decline in Victoria. It is looking at the decline of Victoria’s biodiversity and ways to restore habitats and populations of threatened and endangered species.

Submissions have now closed and the report date has been extended from October 30 until April 30 next year.

LILLIAS Hart is proud to be the eldest resident at Andrews House, Trafalgar.

Ms Hart celebrated her 105th birthday last month with balloons, flowers, cake and a Zoom session with many of her five children, 13 grandchildren and 24 great grandchildren.

Her daughter, Margo Tongs, and son Graeme Hart were able to celebrate the day with their mother in person and said it was a very special day.

“The House made allowances for me and my brother to be there together, the two of us

don’t own the land; they only manage it for five years then hand it back,” he said.

“To demonstrate sustainable management, you’ve got to have the landowner and the land manager involved.

That’s the Crown and DELWP. They (VicForests) could only then go for Controlled Wood.”

Mr Featherston said VicForests still could not be FSC certified because they were not an integrated body, not responsible for weed control, recreation or native title - “all the other things you have to do, DELWP is responsible for all that”.

Mr Featherston when VicForests was set up, he urged certification for the whole timber allocation area, but they decided only to get certified for the timber harvesting plan.

“It’s harder to demonstrate holistic management on a smaller area. Ideally, it should be the state of Victoria that gets certified because they are the owner of the land.The other irony is that national parks are not certified,” he said.

She played by ear, she is a very talented lady,” Ms Tongs said.

Ms Hart also received a letter from the Queen, Prime Minister and two Members of Parliament to celebrate the impressive milestone.

Optus connects Narracan residents

ANOTHER mobile black spot bites the dust after Optus switched on a new site in Narracan, delivering much needed coverage and connectivity to regional Victoria by partnering with the state government as part of Round 3 of the Mobile Black Spot Program.

Co-located on an existing tower along McDonalds Track, the site will provide coverage to the terrain challenged region, whilst also complementing another existing state government Blackspot at Thorpdale.

As part of Optus’ commitment to deliver reliable connectivity during these times of uncertainty,

more than 400 homes will now be able to connect to dedicated mobile reception for the first time, providing them with the ability to make and receive calls, texts and browse the internet.

Additionally, more than 23 square kilometres of area surrounding the site will receive greatly enhanced mobile coverage.

Optus’ vice-president of Regulatory and Public Affairs Andrew Sheridan said mobile coverage was critical for residents in the community.

THE staff at Newborough East Primary School have battled the elements in Survivor, cooked their hearts out in MasterChef and taken on the world in The Amazing Race to create the IsoLate Show.

What started as a talk show has grown to a widely-watched program, in its second season, the IsoLate Show even included cameos from Survivor All Stars.

Newborough East art therapist and star of the IsoLate Show Darcie White had the idea to create a show for the students in the first round of lockdown.

“I wanted something that we could do something all together so I messaged Alex and Nick and asked if they were on board and it grew from there,” she said.

“It started out as a talk show and then we received such positive feedback that we started doing challenges and it has in the second season.

“Once restrictions were reintroduced we brought the show back by popular demand.”

Newborough East education support Alex Skinner co-hosts, writes, films and edits the show with Ms White, but said he could not have done it without the school community.

“All of the staff have jumped on board and shared their specific skills to make the show such a success, it really is not just me and Darcie making it,” he said.

“It’s been great for the school community, our main point in making it was for the the kids so we are happy to have them seeing it.

“We still have a couple of students on site and they are hanging on each week to see what is happening it is really good to see that they are engaging with it so well.”

Newborough East assistant principal Nick Walsh said it was great to see the show has spread further than the school’s community and has had input and viewers from other schools in the area.

“It is bigger than just us now, we have about 300 students at the school and the latest video had 6600 views,” he said.

“We really wanted to give our school community something to distract them from what is going on and have something to look forward to every week.

“The show has also really springboarded our fundraising efforts, which have been impacted by restrictions.

“We have been selling merchandise to the show and raising money lost when we had to cancel the school fete all those funds are going toward supporting the wellbeing programs at the school which right now is so important.

“We could not have done any of this without the amount of support our principal Julie Skee had the vision that the IsoLate Show could be something great to take people’s mind off the virus.”

Dismay over pondage call

YOUR recent article ‘Pondage feasibility examined’ (The Express, Thursday, September 19) notes Latrobe City Council is to conduct its own studies to keep the Hazelwood Pondage open.

This is a total waste of ratepayer monies and I am dismayed that the vote was carried unanimously (LCC minutes 07/09/2020, p212) while seriously questioning councillors motives for this move.

While acknowledging there has been active recreational and community use of the pondage over many years, reality needs to take precedence due to many factors.

The Minister, Jaclyn Symes, highlighted in her reply to Cr Clancey, July 29, 2020, ‘... ENGIE maintains on-water activities cannot be safely accommodated due to its varied depth ... ‘Repairs to the Pondage walls to a standard that would be ANCOLD compliant [Australian National Committee on Large Dams] has been estimated at several tens of millions of dollars ...’

The council plan objectives are to ensure council operates openly, transparently and responsibly; transparency and responsibility are both in question here and I would also add common-sense.

The study alone would be ‘a reasonably high-level cost’.

■ Will LCC acknowledge that base sludge in the pondage has accumulated decades of industrial runoff from power station operations which includes asbestos, PFAS (EPA Publication 1654), sulfur hexafluoride and many other contaminants?

■ Would LCC want the community to continue access and be oblivious to the toxic pollution, or would LCC ‘opt’ to be transparent and responsible, requiring significant legal disclosures?

■ How would LCC pay for the dam wall repairs to acceptable large dam guidelines as costings have already been declared by consultants?

■ Under what degree of influence will LCC have with the Water Minister to access water entitlement (at a cost) to a safe level and then maintain water levels from evaporation if the miners are battling for the same resource?

■ When the real issues are understood I believe this study is a misuse of funds while obligating a new council with unrealistic cost burdens?

THE number of Australians living with dementia is close to half a million - a number that is set to

double in the next 25 years - with an estimated 1.6 million involved in their care.

In the electorate of Gippsland there are an estimated 3760 people living with dementia, which is expected to increase to 5390 by 2058. For this year’s Dementia Action Week, September 21-27, the theme is dementia. A little support makes a lot of difference.

Findings from a survey conducted

by Dementia Australia reveal just how big an issue discrimination is for people living with dementia, and is calling on our communities to make change.

A little bit of knowledge can make a lot of difference to understanding what people can do to support someone with dementia.

A great candidate

I HAVE had the privilege of working with Melissa Ferguson, candidate for South Ward for some time now.

I am 24 and have grown up in the Latrobe Valley.

I love the Valley.

I support her ideas greatly when it comes to youth. I believe more can be done, especially in the smaller towns in this region.

There are plenty of things I would like to see in regards to youth programs in these smaller communities and the wider Gippsland region.

I agree and support any proposed program or initiative brought forward by Melissa Ferguson.

She is a strong leader and I feel as though this can lead to success.

Don’t celebrate too soon

WITHOUT in any way flagging where I stand on the proposed battery recycling plant, I urge anyone tempted to joy at Latrobe Council’s rejection of it to be very careful what they celebrate for.

In 2014, I sat dismayed at a VCAT hearing as a property developer appealed against Baw Baw Shire’s rejection of a development proposal.

VCAT’s procedures - which reflect how VCAT is constituted - are the problem, and lend the process to being ruthlessly gamed by the applicant(s).

Crs Middlemiss and Harriman, obviously not starry-eyed, have clearly understood the issue and how the system can be exploited.

VCAT has all the powers of a court of law, but with none of the rigour. In the Baw Baw case, the applicants presumably deliberately - submitted a “soft” and poorly-prepared proposal to council, anticipating rejection.

Once at VCAT, they presented a version of the proposal never previously seen by either the presiding officer or the shire council.

Yet VCAT accepted this new version without demur.

The council officer, though very experienced, was blindsided by this; she had no opportunity to study the new proposal, nor, it seemed, any right to object. The applicants were even permitted to make on-the-run modifications and clarifications.

If it had not been both serious and irreversible, it would have been farcical.

Rather than VCAT’s stance being to uphold council’s adherence to its own perfectly sound rules, except in

the most exceptional circumstances, the burden of proof was, in effect, reversed. The glib, shiny-suited lawyer appearing for the developers simply ran rings around everyone.

There was no right of appeal except to the Supreme Court.

Now this current matter has reached this stage, if council is serious about its rejection of the plant it must, at the very least, employ a legal team to match that of the applicants.

If Cr O’Callaghan thinks council officers fighting the matter is sufficient, I fear she is sadly mistaken.

How about regional Victorians?

REGIONAL Victorians need greater representation.

Those living outside the ‘magic 60km circle’ from Spring Street, Melbourne have been let down once again.

As a former country boy in Melbourne’s lockdown, my thoughts are shared between my fellow Melburnians, and regional Victorians who have become secondary/innocent victims of incompetence from Spring Street over the COVID fiasco, adding to the long list of other matters.

The state government won the election because many of you voted for them, the Greens or candidates who now support their ‘modern divisive’ policies.

How divisive is it, for you and your generations repaying the ‘Belt and Roads’ funding debts for the major Melbourne infrastructure, or more ashamedly, the pay rises for the politicians/public servants during a pandemic and consequential financial crisis?

The only logical option is to vote for a party that focuses on rural and regional issues, like the National Party or any independent candidate who supports rural/ regional issues. The major parties need greater scrutiny for a better balance of common sense decisions in parliament.

Without our farming community and supporting regional workers, Victorians could not survive.

Forget about bringing in all our food from overseas. Remember the toilet paper and food scramble that cleared the supermarkets shelves.

Thank you to our farming community who for well over a century have kept our food chain safe from many contagious and imported diseases.

If Spring Street followed your basic quarantine principles or understanding of basic hygiene issues, all Victorians would not be locked up or divided. Where is their common sense?

Ebonie Andrew: For those of us in regional Victoria who have immediate family in NSW, when will we be able to seen them? Are talks going ahead about the Vic-NSW border being open for regional Victorians?

Russell Northe:

The NSW government has previously imposed border restrictions with Victorians with some exceptions; however, whilst no date has been set for the border restrictions to be removed, one hopes that with active cases in Victoria reducing markedly in recent days that the NSW government will look favourably at a reopening of their borders soon.

Harriet Shing:

Our Regional Development Minister Jaclyn Symes has been working really closely with the Cross-Border Commissioner and the NSW Government to create quarantine hubs, improve the permit system for border crossings and to widen the areas on either side of the border within which people can move.

However, as it is the NSW Government which has closed its borders, the timeframes for reopening will depend upon that state.

We have already seen changes between NSW and Queensland this week as travel becomes allowable between NSW and towns such as Ballina and Byron Bay, and I’m hopeful that as our numbers come down and stay down, we will see similar changes in our own border with NSW so that more people can travel north to see family and friends.

Robert Bonfield: Are we going to yo-yo in and out of lockdowns every time we have a spike in cases?

Melina Bath:

Latrobe Valley has suffered a significant burden through restrictions.

Together we have been magnificent in making huge sacrifices to suppress the spread of coronavirus.

Stephie Jade: Is there any idea when masks can possibly stop being worn?

I understand the directive from the Chief Health Officer is that a mask must be worn outside of your home, and of course that directive should be abided by.

But I personally believe if the rule was that a face-covering should be carried at all times and worn when interacting with other persons and whilst visiting premises and businesses, then this would achieve the same outcome and be more practical.

Melina Bath:

My heartfelt sympathies to anyone with a loved one living interstate.

This is an issue I personally relate to with a son, who is a nurse working in Sydney, who I haven’t seen since Christmas.

As the pandemic started, he became engaged. As a mother I would trade anything to see and hug him and his fiancé, missing out on celebrating a significant milestone has been difficult.

State borders are the responsibility of the Premiers of each state.

The second wave of coronavirus resulting from the bungled hotel quarantine program has caused significant tragedy and disruption to peoples’ lives, resulting in Victoria becoming the pariah state and our citizens classified high risk of spreading coronavirus.

Tragically over 750 people have died to date and their deaths cannot be simply be written off as a mistake.

Throughout all border restrictions The Nationals have been advocating for sensibility around state borders.

The closures have been incredibly challenging for border communities who can live and work in separate states.

Our Prime Minister has been negotiating a plan with state premiers to develop a road map out of hard border regimes, with the view to seeing Australia reopened by Christmas.

Russell Northe:

* Directed to remove the face covering to ascertain identity. * Travelling in a vehicle by yourself or with other members of your household. * Consuming food, drink or medication, including when seated at a restaurant where permitted. * Undergoing dental treatment or other medical care to the extent that the procedure requires that no face covering may be worn. * In an emergency situation.

visiting a national park or enjoying the rail trail - its use seems based more on compliance than sensibilities.

My personal opinion aside, the decision to lift the order for the mandatory wearing of face masks lies with the Premier and Victoria’s Chief Health Officer.

Gippsland-Latrobe area. Our community has suffered overwhelming social, economic and mental health pressures.

We simply cannot afford to go in and out restrictions.

We need to assist getting people back into jobs and support our local small business to reopen and stay open.

Leading epidemiologists from Melbourne University and many medical practitioners have been publicly advocating for swift and targeted public health responses to any outbreaks with quality contact tracing system, as seen in NSW. The comparison is stark. Victoria has a population of 6.65 million and have had over 20,100 cases and over 770 deaths.

In contrast, NSW has a population of 8.1 million, but recorded approximately 4,200 cases and 53 deaths.

Any future restrictions implemented must be based on transparent health advice - not the Premier’s personal agenda.

The consequences for many businesses have been devastating; pubs and clubs, restaurants and cafes, beauticians, sole traders, swim schools, dance schools and retailers have all been severely impacted by lockdowns, restrictions have taken a significant financial and emotional toll.

Sadly, their livelihoods have been taken out of their control despite their best efforts to be COVIDsafe and pivot to new ways of doing business.

Russell Northe:

It seems the state government is undertaking these measures to try and stop a future spike in COVID-19 cases.

But if a future increase does occur, in my opinion the reality is; Victorians can’t be subject to the magnitude of lockdowns that have occurred in recent months as the health, mental health and financial impacts will be unsustainable.

Harriet Shing:

The biggest priority in getting case numbers down and keeping them down has been to make sure that we are keeping everyone safe (especially those who are vulnerable to the most serious effects of the virus) and not seeing the awful case numbers that many other parts of the world are experiencing.

And the last thing the government wants to see is another lockdown, as we prepare a huge recovery package leading up to the state budget later this year.

The physical, economic, social, and psychological well-being of the entire state is at the forefront of any decision

the government makes about the pandemic response, and it will also be the priority in our recovery.

Making sure that we can reopen, and stay open relies on everyone continuing to do the right thing to reduce the risk of transmission, getting tested if you have any symptoms, and staying home until you get a negative result.

The current restrictions and gradual relaxation of these restrictions have also been specifically designed and modelled to prevent a reinstatement of lockdowns when outbreaks or clusters occur, so that as we head into Christmas and the start of a new year, we can reconnect with the people, activities and communities we’ve been missing.

The Regional Response Units including the one at Latrobe Regional Health allow for localised contact tracing, and along with faster testing and smaller numbers, mean we are well-equipped to get on top of clusters and outbreaks and contain them.

This is what has been achieved in recent outbreaks in Colac and the south-east of Melbourne, and this work will continue.

The wearing of masks will remain mandatory for the foreseeable future - we know masks reduce the risk of transmission by up to two thirds, and this is a health measure that is effective as one part in our collective efforts to bring numbers down and keep them down.

A mask or face covering is not required in some circumstances including for anyone: * Under the age of 12. * Who is affected by a relevant medical condition, including problems with their breathing, a serious condition of the face, a disability or a mental health condition. * Who is deaf or hard of hearing, where the ability to see the mouth is essential for communication. * For whom wearing a mask or face covering would create a risk to that person’s health and safety related to their work, as determined through OH&S guidelines. * Whose professions require clear

As stated earlier, this decision ultimately sits with the Premier.

Face masks offer a physical protection in situations when it is difficult to physically distance like visiting the local shops or travelling on public transport.

Living in regional Victoria, we have the luxury of space and regularly find ourselves with very few people about, but the Premier’s restrictions still require us to wear a mask.

Wearing a mask in crowded situation is reasonable, but it’s unreasonable in open, outdoor spaces where physical distancing is easily achieved.

Russell Northe:

There has been no date set at this point in time as to when the wearing of face-coverings will not be compulsory.

Wayne Gore: How about the mask law be changed so you have to carry one in public and only wear it when within 1.5m of others? It’s ridiculous to have to wear one out walking where there is no one else around.

Melina Bath:

I empathise with the sentiments on mask wearing. It is only reasonable that after a long period of complying with restrictions many people are experiencing COVID fatigue.

Our population in Latrobe City is approximately 75,000 and business operations, community groups and social gatherings are all severely restricted despite only four active cases (at the time of responding).

As a community we have overwhelmingly complied with mandatory face covering rules.

We’re all prepared to keep doing the right thing to protect vulnerable people in our community, but I understand why people feel that wearing a mask is unnecessary when exercising when on a local street,

We await advice from the Chief Health Officer in this regard; however the general health advice around using hand sanitiser, washing your hands, and coughing or sneezing into your elbow in addition to wearing a face-covering have helped to minimise the spread of COVID-19.

Harriet Shing:

Any decision around the wearing of masks will be on the advice of the Chief Health Officer, but at this stage wearing a mask or face covering will be required for the foreseeable future.

Valley’s state-based politicians

Mark D’Alterio:Two families in a maximum of five people can meet outdoors.

Why five people and not just two families? In our case, there is my wife and myself and our daughter has a husband and two young children around 3 and 5 years of age. I would like to know who should miss out.The grandma, the grandpa, mum, dad or one of the kids?

Russell Northe:

I know a number of community groups have been undertaking their regular meetings remotely in recent months, although I am also aware many are keen to resume meetings in person at the earliest opportunity.

One would hope that a resumption of meetings in person are able to occur in some form under the Last Step of the Regional Roadmap or even sooner.

Harriet Shing:

Some community groups that undertake outdoor activities such as exercise are already gathering again, but for others groups who need to gather indoors, we’re not there yet.

Many groups have used technology in really effective ways to continue meetings and events, so that people can continue to connect and to share skills and information, and as our numbers drop and stay low to bring us closer to the COVID Normal stage, community groups will be able to start meeting in person again.

Melina Bath:

Good news for you and your family! The current restrictions indicate 10 people can meet outdoors.

You and your family can spend time together in public spaces. I hope you enjoy you time together.

The lockdowns have been very difficult and impacted on the mental wellbeing of many families.

Sadly, many grandparents have been forced to separate from their grandchildren, missing many cherished milestones.

The simple pleasure of a visit or outing with a much-loved grandparent is priceless.

Current restrictions would allow you to make a family ‘bubble’ together and visit each other’s home.

Russell Northe:

Under the current Third Step rules for Regional Victoria, you can meet in a group of up to 10 people in a public outdoor setting, and those 10 people can live in different households.

Note that children under 12 months of age are not included within the group of 10.

The ‘household bubble’ or visitors to one’s home contains a different set of rules.

Harriet Shing:

Member for Morwell: Russell Northe. now his elimination position has caused undue economic pain and social dislocation on Gippslanders.

Any steps to be implemented need to a COVID normal position needs to have regional input.

We should be engaging with business and community groups.

It has been shown that when we gather in larger numbers and in family group settings that people tend to let their guard down - the importance of physical contact such as hugging and kissing for those we love is one of the reasons that this rule is in place, and this is a situation that can, as we’ve seen, very quickly lead to super-spreading events and a rapid increase in numbers.

As we all drive numbers down and keep them down however, restrictions will continue to change, and over time, the numbers of people who can gather together will increase.

For now however, we need to stay the course.

Chris Henshaw: How normal is COVID-normal and what steps are going to be implemented so we do not take a step backwards?

Melina Bath:

COVID Normal under the Daniel Andrews’ roadmap will be incredibly difficult to achieve.

Daniel Andrews has linked restrictions for many industries and activities to harsh state wide virus thresholds, instead of basing their right to operate on regional case numbers and the medical advice.

World leading scientists involved in developing the modelling Daniel Andrews used to lock down Victoria say his targets are aggressive and almost impossible to meet. Recent media highlighted calls from Melbourne University’s Dean and Head of Medicine, Shitij Kapur for the Premier to rerun the modelling with more realistic data that would enable an earlier lifting of restrictions.

He went on to say coronavirus model is only a guide for decision-makers and the prolonged lockdown measures being endured by Victorians, including the metropolitan curfew are the harshest measures seen outside of Wuhan Province, China.

Daniel Andrews’ roadmap indicates there will be no lifting until we reach no new cases for 28 days statewide, there are no active cases state wide, and no other outbreaks of concern in other states and territories then we move to COVID normal.

At the beginning of this pandemic Daniel Andrews talked about flattening the curve,

John Arkinstall: Can we as a community have a serious discussion/ education program about what a COVID-normal world looks like, for businesses, for social activities, for travel and recreation?

Regulation isn’t the same thing as building community consensus and understanding.

Melina Bath:

What I am hearing through engaging with business, community and sporting groups is that it is not an option to be ignored by the Andrews Labor Government in planning for a ‘COVID normal’ future.

Many Gippslanders feel that the Andrews Labor Government does not look past the end of the tram tracks, however it’s critical local business organisations, community groups and leaders are given an opportunity to put their valuable positions forward and have their say in planning for our future.

Locals have an intimate and unfiltered understanding of the Latrobe Valley, its vulnerabilities and strengths and are best placed to guide opportunities.

With the Latrobe Valley Authority winding back or dissolving altogether, communities deserve to have their voices heard and be actively engaged in the process, not just be informed of a ‘COVID normal roadmap ‘mark II’.

There are many unknowns with respect to COVID-19 and what the future holds in regards to a vaccine or other treatments.

It is possible we will have to live with COVID19 for an extended period of time.

Therefore, from my perspective it’s imperative to ensure there is the best possible testing, contact tracing and quarantine oversight systems in place, and appropriate protection of the vulnerable to help minimise the spread of the virus and associated health impacts.

Harriet Shing:

The pandemic has changed so many parts of our lives in so many ways.

And nobody wants to see numbers like those being recorded in other countries, and so many changes will be here for the long-term.

We’ve seen how quickly this virus spreads if given the chance, and so until we have a vaccine, all of our activities in daily life will be different to life pre-COVID. This includes changes such as physical distancing when heading to restaurants or cafes, COVIDSafe business plans being required across the board, limitations on the maximum number of people who can gather in enclosed spaces, and ongoing efforts to make sure that anyone with symptoms is tested and self-isolates immediately.

As schools and kinders return, certain workplaces reopen, sport starts up and the numbers of maximum attendees increases for significant events such as weddings and funerals

Julie Hill: When can community groups start meeting in person again?

Melina Bath:

Under Daniel Andrews’ roadmap the earliest community facilities can reopen will be November 23 and this can only occur if there are no new cases statewide for 14 days.

Humans are social beings and the importance of coming together in groups and sharing experiences is something we’re longing for.

Our community groups, sporting and social clubs provide the important foundations and connections for our community.

While many of us have become accustomed to virtual interactions and gatherings, nothing replaces the joy of being together.

We should look to the successes of NSW as a model for operation.

For example, students in NSW have been able to go to school and attend import life events such formals graduation ceremonies with COVID safe measures in place.

The Premier needs to learn from the successes of NSW COVID-19 response.

During the COVID-19 pandemic our office has been inundated with contact from people who have raised a whole range of issues, concerns and ideas - across many different spectrums.

And whilst Members of Parliament have a role in their advocacy to governments, it is important the community has a voice.

Where previous disasters or major events have occurred, it is not uncommon for governments to establish local community recovery committees that can assist in developing local recovery plans.

Such an initiative would be well worth the state government considering.

Harriet Shing:

COVID Normal will be achieved and maintained across the state in a range of different ways.

We are currently undertaking an extensive campaign through the media to educate the community about the steps required to achieve COVID Normal, and we’re also working with industry and business groups, service providers, public health organisations, community groups and stakeholders, unions and workplaces to make sure that everyone is aware of the work will be required to keep numbers down until a vaccine is produced and distributed.

Change can be difficult for many of us, and 2020 has certainly tested our ability to adapt and innovate in the face of the largest public health challenge that many of us will ever experience.

This is also why we are funding additional supports for industry, business, schools, households, mental health, and other areas where needs have changed and increased.

BLOODLETTING has begun in the new-look Mid Gippsland Football Netball League with Trafalgar FNC given the green light to leave the competition.

The Bloods signalled their intent to breakaway from the MGFNL in July, referencing a lingering sense of “significant uncertainty” with regard to the state of play under a touted merger of the Mid Gippsland and Alberton leagues, which has since come to fruition.

But the move was stopped in its tracks last month as their application to leave the competition was rejected by members clubs in a vote, 7-2.

The club appealed the decision with AFL Victoria and was subsequently granted permission to defect from the MGFNL on Tuesday night.

It will now seek affiliation with the the Ellinbank & District Football League and Ellinbank & District Netball Association, bringing to an end a 51-year association with the Mid Gippsland competition.

In a post to Facebook on Tuesday night, the club executive announced the news “with much Exodus: The Trafalgar Football Netball Club has excitement”.

“Unfortunately, we were denied disaffiliation from had its appeal to leave the Mid Gippsland FNL MGFNL and subsequently submitted our notice of approved by AFL Victoria. file photograph appeal to AFL Victoria,” it said.

Popplestone maintained AFL Victoria’s decision to green light Trafalgar’s departure flies in the face of its G25 Strategy recommendation the Mid Gippsland and Alberton leagues unite to form a 15-team competition.

“What this has done has created some uncertainty with other clubs, and they’ll now be thinking ‘well does this mean we can go wherever we wish?’”

Popplestone said.

“If we felt as soon as we agreed to allow six clubs to join the MGFNL that they would then allow some clubs to leave ... contradicts our whole intention to make a strong 15-team competition.

“But 14 clubs will roll up the sleeves and do the hard work we intend to do to make this competition successful, but you don’t want to be starting a new league by having clubs jump off before you’ve even had an opportunity to get it off the ground.”

The league now fears a dangerous precedent has been set for other clubs to consider moving competitions.

“I don’t think there’s any question a number of clubs are now weighing up their options and are trying to source what might be best for their clubs, but we maintain we’ve got the best interests of football in our region at heart,” Popplestone said.

“At the end of the day if you use this scenario in a team situation if you’ve got a player who doesn’t want to play you’re better off to let them go.

“At the end of the day you’ve got to wish them good luck and you hope they reflect in years to come that maybe they made the wrong decision.”

TDCA eyes October 17 return CRICKET: Traralgon District Cricket Association officials have announced the competition will start its season on Saturday, October 17.

The start date aligns with Cricket Victoria recommendations, which allow clubs to begin a pre-season and get wickets prepared.

The TDCA has informed clubs that all COVID-19 protocols will need to be adhered to.

Another key change to the competition during the off-season is the addition of Yarram and District to the A Grade competition.

LVDCL pinpoints a starting date

CRICKET: The Latrobe Valley

District Cricket League has locked in some key dates for the 2020-21 season.

Premier and Premier A Grade will start on Saturday, October 17 and play one-day matches only through until Christmas.

The LVDCL board said a review would be undertaken in December to decide whether post-Christmas matches will be played as one or two day games.

Premier B and B Grade’s season will commence on Saturday, October 31.

Premier C and C Grade’s season will begin on Saturday, November 7.

The junior season will begin on the week commencing Monday, October 12.

Minister Ros Spence earlier this week announced that applications are open for the first round of the state government’s 2020-21 Change Our Game scholarship program.

“These scholarships are helping to level the playing field for women and girls, and will create greater diversity in decision-making roles across all levels of Victorian sport and active recreation,” Ms Spence said.

Sporting clubs and bodies are encouraged to identify emerging female leaders within their community for the scholarship program.

Scholarships range in value from $2000 to $10,000 and support a range of professional development activities aimed at enhancing skills in sport and recreation leadership and management.
