STEP BY STEP RESTRICTIONS across regional Victoria will be relaxed beginning next weekend under the state government’s highly anticipated roadmap out of coronavirus unveiled yesterday.

From midnight on Sunday, September 13, regional Victorians will be allowed public outdoor gatherings of five people from a maximum of two homes.

A “single person bubble� will also be created, permitting those living alone or single parents one nominated visitor.

Childcare will be open to all children and schools will return to onsite learning from Term 4 with COVID safety measures in place.

Regional Victoria will be “a step ahead� in Stage 2 of the four-stage plan from September 13.

Metropolitan Melbourne will remain in

Stage 1 of the roadmap until September 28, but some restrictions will be eased from September 13, including extended curfew and exercising hours, social bubbles to accommodate those living alone and outdoor gatherings of two people.

Premier Daniel Andrews said regional Victoria’s progression towards the last step of the plan - the “COVID normal�

- depended on the maintenance of low daily case numbers.

“We will reassess based on total numbers ... but regional Victoria will more or less be able to move to the third step quite soon,� he said. “It will be perhaps a matter of weeks before regional Victoria can move to a very different range of settings compared to Melbourne.

News in brief Second man dies after Traralgon house fire A SECOND man died in hospital on Thursday following a house fire in Traralgon on August 31.

The 74-year-old had been airlifted to a Melbourne-based hospital in a critical condition following the fire at a Cowell Court property.

A 57-year-old Traralgon man died at the scene of the fire on August 31.

The fire was deemed to be non-suspicious by police and Latrobe Crime Investigation Unit Detective Sergeant Simon Ross said the fire appeared to have been started by a cigarette.

MICK and Jean Baudendistel are living proof that a perfect honeymoon is no indication of a successful marriage.

Sixty years on the couple laugh about their less-than-perfect postnuptial getaway.

Mr Baudendistel said a relative he called his aunty told the pair they could stay at her home in Bathurst for their honeymoon, as the family were going to Adelaide and their house would be free. It did not go according to plan.

“When we got there things had changed, they hadn’t gone to Adelaide. So, in the morning I took my uncle to work, then I took Aunty

for driving lessons, then by the time we were done I went to pick my uncle up from work again and he wanted a driving lesson too,” he said.

“Jean was sitting in the back of the car and told me that it was supposed to be our honeymoon and instead she was sitting in the back of the car listening to me argue with my uncle and aunty.

“The best part of the honeymoon was when I got a telegram that said there was some work for me back home and we got to leave early.”

An overnight stay in a seedy hotel in Sydney on the way home sealed what the couple now sarcastically call their “fantastic” honeymoon.

Mr Baudendistel moved to the Latrobe Valley to work at

Hazelwood in 1951 and once he and Mrs Baudendistel both retired they travelled around Australia.

“We have definitely had some adventures,” Mrs Baudendistel said.

“We went hot air ballooning, the best part of it was the crash landing.

It got a bit windy and the wind took off and dragged our basket along the ground.”

Mrs Baudendistel was born in Morwell and grew up in Boolarra, where the pair were married on August 20, 1960, she said it was a lovely wedding, despite a few hiccups.

“We lived on a few acres in Boolarra and we didn’t have hot water at the house but there was hot water in the cow shed,” she said.

“So, I went up there and we had

one of those great big tin tubs and I had a bath in there on the morning of my wedding, then went into town to get into my wedding dress.

“When Mick showed up at the church my bridesmaid saw he had his suit on and bright red socks, my bridesmaid made him go and change them, that was hilarious.”

Mr Baudendistel chimed in to say that he, in fact, was just ahead of the times with his fashion choices.

After the wedding the couple drove to Sale to catch a movie at the drive in.

They have five children and 14 grandchildren who they hope to celebrate their milestone anniversary with in the new year.

POLICE are appealing for public assistance to help locate a missing caravan which was stolen from a property in Traralgon East recently.

The caravan was taken between 6pm on Sunday, August 23 and 7am on Wednesday, August 26.

Anyone with information is asked to phone Constable Hardy at the Traralgon Police Station on 5172 2700 or Crime Stoppers on 1800 333 000.

Letting agriculture workers get on with the job THE state government has backed a prescriptive code for farmers and agricultural workers’ movement between states and territories, giving certainty that border closures will not stand in the way of vital work keeping Australians fed and clothed.

Victoria’s Agriculture Minister Jaclyn Symes welcomed the news from National Cabinet that New South Wales, South Australia, the Australian Capital Territory and the Northern Territory would join Victoria in allowing the unimpeded movement of farmers and agriculture workers across borders.

The code aims to support consistency in border controls for agricultural workers across the states and territories who have agreed to it, including the definition of an agricultural worker and requirements around COVID safety plans, personal protective equipment, record keeping and testing.

Message of Hope at seminars

LATROBE Health Assembly is hosting three virtual seminar series aimed to support parents and carers and students in primary and secondary school deal with some of life’s complexities.

The free seminars are delivered by the HopeFull Institute which held a successful series of talks around Latrobe Valley last year.

Positive Parenting is geared towards supporting parents gain the right tools to improving their connection with their children and empowering them to become the best version of themselves.

TAFE access for learners with a disability in focus

A GREAT SCHOOL FOR ALL

A NEW public inquiry into access to TAFE for learners with a disability is inviting people to share their views and experiences.

The Victorian Legislative Assembly’s Economy and Infrastructure Committee is examining the accessibility of TAFE for learners with disabilities and how their TAFE experience can be improved.

Committee chair John Eren said many young people with disabilities had post-school aspirations, but that education participation rates suggested they faced barriers to achieving their goals.

“All people, whatever their ability, should be able to access further education and have a positive learning experience,” Mr Eren said.

Australians with disabilities have lower rates of Year 12 completion and employment than those without disabilities.

“We want to find out the types of barriers learners with a disability face when trying to enrol and participate in TAFE, and what resources and support they need to overcome these barriers,” Mr Eren said.

For this inquiry, the committee is defining TAFE as Victoria’s 12 TAFE institutes and four Victorian dual-sector universities.

Public submissions are open until October 16.

G’day everyone I wanted to use this week’s Kurnai article to express my admiration to all of the members of our college community in this difficult time for so many of us.

Our students are continuing to work hard and engage with their teachers and their learning.

We know they are missing their friends, and many are helping out at home as well but they are persevering and showing great resilience.

Our parents are often juggling jobs, caring for the family and supporting their students learning and we are amazed at the way they are managing these competing tasks.

Our teachers and support staff continue to offer great encouragement and fantastic learning tasks for our Kurnai kids.

Our supporters across the community continue to offer assistance for students and families that need it and opportunities for our students in the workplace.

All in all, everyone has stepped up to the challenges COVID-19 has presented and they keep stepping up in this most demanding of times.

Campaign aiming to spread key message

A CAMPAIGN to support people with hearing loss is making waves across the business community in Gippsland with owners offering a simple gesture to assist customers.

The Mask Advocacy Campaign encourages business owners and staff to remove their masks when attending to someone who is hearing impaired so that they can lip read.

The campaign, which was initiated by Warragulbased earring designer and hearing loss advocate Courtney Baker, was slowly gaining support among shop owners in Yinnar, Traralgon and Morwell since it was launched three weeks ago.

Ms Baker, who was born with hearing loss, decided to launch the campaign to raise awareness of exemptions around wearing masks.

She said a lot of people were not aware that they can legally remove their mask if they are communicating with someone who is hearing impaired.

“We launched it two or three weeks ago and it’s just getting momentum,” Ms Baker told The Express.

“I don’t’ think mask wearing is going to end anytime soon so we’re just spreading the word out there.”

Ms Baker said it was important for people experiencing hearing loss to see the face of the person they’re talking to as they do a lot of lip reading for communication.

“It is a daunting and an emotional experience when you’re trying to make a transaction to ask someone to remove their mask saying you’re hearing impaired and they’d say no. It makes you feel like you’re not welcomed there,” she said.

“People mistakenly think too that when you’re wearing a hearing aid that you’re in perfect hearing. That’s a misconception,” she said.

“The hearing aid makes the sound a bit louder and clearer but you’re still hearing impaired.”

Ms Baker said she initially distributed the poster ,which has her photo, to shops in Warragul, however, stores in the Latrobe Valley who sell her handmade earrings, also offered to support the campaign.

One of those shops is the Yinnar General Store.

Shop owner Matthew Dennis said he was happy to support the campaign and hoped to raise awareness for the general community.

“We are aware that there are a lot of people in our community with hearing difficulty and have quickly found out how hard it is to communicate while missing so much of our facial expressions and mouth movement,” he said.

“Even if nobody asks us to remove our mask while talking to them, we hope having the sign up will make visitors to our shop aware that some of our community members are struggling with communication and they don’t need to feel anxious about removing their mask to speak with them.”

Mr Dennis said staff in his shop remove their masks by the ear loop to avoid touching the front of their face covering and while keeping the required distance.

“Keeping 1.5 to two metres between ourselves and customers isn’t too tricky for us as we’re behind the counter anyway,” he said.

Redundancies for Esso workers

UNIONS are working closely with ExxonMobil to ensure employees who accept redundancies get the best deal possible after the oil giant moved to pare down its Australian workforce.

Esso parent company ExxonMobil is inviting its employees to apply for redundancies of up to 52 weeks, in a deal criticised by worker representatives as “inferior”.

The news was announced last week and came as a shock to the three main unions representing Esso workers, who say they only received notification of the plans the same day the redundancy offer went out to workers.

Victorian branch secretary of the Australian Workers Union, Ben Davis, described it as “a sad day” but not one that was unexpected given that

Esso was trying to sell its Gippsland assets, and the global crash in gas prices.

Mr Davis said officials from the AWU, the Australian Manufacturers Union and the Electrical Trades Union were waiting to work through the details of the offer, which Esso had not yet provided.

“We don’t know much about the offer, but we do know that this offer is inferior to what they have offered in the past,” he said.

In a statement, an ExxonMobil spokesperson said the redundancy offers followed an extensive review of the company’s current and future project work.

“Employees who elect to take part in the voluntary program will be asked to offer expressions of interest through September,” the spokesperson said.

There is no place like home for Tom

Meanwhile,Tom underwent 14 procedures and had cardioverter-defibrillator (ICD) installed, but he still managed to join his school classes through Zoom, and he said the catch up was manageable thanks to his teachers.

Tom was in hospital before and after Stage 4 coronavirus restrictions were implemented in metropolitan Melbourne and said that added to the â&#x20AC;&#x153;strangeâ&#x20AC;? hospital experience for him. â&#x20AC;&#x153;At the start, being in the hospital is pretty confronting because you are in a place that is often associated with sickness so you donâ&#x20AC;&#x2122;t feel comfortable being there, but then as I settled it became like a second home, â&#x20AC;&#x153; he said. â&#x20AC;&#x153;It definitely got really comfortable there especially when I was in the Koala ward which is basically like a hotel room. â&#x20AC;&#x153;I had a lot of COVID-19 tests, I think I ended up having six or seven swabs over the entire time that I was in hospital, which isnâ&#x20AC;&#x2122;t very pleasant. â&#x20AC;&#x153;It was also strange to see the nurses with all their face masks on all of the time. â&#x20AC;&#x153;It was also confronting to come home because I have gotten used to the security of the hospital and I knew if anything was to happen again I would be fine because I was in hospital. â&#x20AC;&#x153;The first few days were a bit weird but now everything is just back to normal.â&#x20AC;?

THE Rankcom family is relieved to have Tom back home in Traralgon South after the 17-year-old suffered an unexpected cardiac arrest.

The Gippsland Grammar Year 12 student collapsed during an F45 class in late June, while working out with his older brother Charlie and mother Carolynne.

Off-duty paramedic Ellen Bailes was in the class when she noticed Tom on the ground. â&#x20AC;&#x153;I went over to see what was going on and I tried talking to Tom, he was not responding to me at all, so I thought something pretty serious was going on.

I had some work equipment in my car, so I ran and got it,â&#x20AC;? she said. â&#x20AC;&#x153;It was the first time in my five years on the job that I have had to help someone while off duty ... itâ&#x20AC;&#x2122;s not something you expect to do and it is a completely different experience, I was very thankful that F45 had a defibrillator. â&#x20AC;&#x153;The trainer knew CPR and that combined with having the defibrillator is very important in instances like this and it can also help first responders when they get there.â&#x20AC;?

Mrs Rankcom said the family wasâ&#x20AC;&#x153;very luckyâ&#x20AC;? to have an off-duty paramedic in their gym class and a defibrillator on the wall when Tom collapsed. â&#x20AC;&#x153;Thomas actually said to me during the class â&#x20AC;&#x2DC;Iâ&#x20AC;&#x2122;ve got a funny feeling in my heartâ&#x20AC;&#x2122; ... I turned to him and said â&#x20AC;&#x2DC;just go a slow pace, or sit downâ&#x20AC;&#x2122; no sooner had those words left my lips that he fell down ... I thought maybe he was having an epileptic fit,â&#x20AC;? she said. â&#x20AC;&#x153;It was very overwhelming, my legs

went to jelly and my heart was just going crazy.â&#x20AC;?

Tom was rushed to LRH where his heart stopped again and then he was airlifted to the Royal Childrenâ&#x20AC;&#x2122;s Hospital in Melbourne, where his heart stopped for the third time that morning.

He was placed on life support for two weeks and opened his eyes with no memory of the experience.

Mrs Rankcom said the family also had to juggle with the stateâ&#x20AC;&#x2122;s COVID-19 restrictions while Tom was in hospital. â&#x20AC;&#x153;When Tom was critical, for about the first week me and Paul were able to see him together, a lot of really important decisions were being made then and we were signing permission slips left and rightâ&#x20AC;? she said. â&#x20AC;&#x153;But, after that you canâ&#x20AC;&#x2122;t have two parents in the hospital at the same time, we were trying to relay really important information to one another ... when you arenâ&#x20AC;&#x2122;t there at the same time to hear information and it gets pretty tricky,â&#x20AC;? she said. â&#x20AC;&#x153;Charlie had to stay home, he was not allowed to see his brother for two and a half months. â&#x20AC;&#x153;You take all of the area for granted when you live in Melbourne, it was great to come back home and see the Strzelecki Ranges. â&#x20AC;&#x153;Having him back in his room and laughing with his friends itâ&#x20AC;&#x2122;s a fantastic sound and itâ&#x20AC;&#x2122;s great to see the boys back together.â&#x20AC;?

Charlie said staying at home with no information while his brother was in hospital was a strange experience. â&#x20AC;&#x153;Sometimes I would get a bit of angst, especially in the early days when there was calls from mum and dad I didnâ&#x20AC;&#x2122;t

CPA responds to tech giants’ posturing RECENT threats and disingenuous claims by global tech giants Google and Facebook, provide a stark and compelling reminder of why government intervention is necessary to force these two global behemoths to the table to negotiate with news media businesses; the subject of their current posturing, Country Press Australia president and The Express’ publisher Bruce Ellen said.

The negotiating framework outlined in the ACCC’s Mandatory Code exposure draft, proposes like any sensible commercial business arrangement where parties have equal bargaining power, appropriate recognition and recompense is exchanged for the costs incurred by one party in producing a product, then used by another for commercial benefit.

But of course, the power imbalance between two of the most powerful businesses ever seen, and news media businesses, particularly small independent publishers, is immense.

The core of this matter, is that the significant cost of producing independent and objective news and journalism by news media businesses vital to our democracy, is being used by the global tech giants to drive increased audiences and engagement, and build trust in their platforms, providing them with both a direct and indirect commercial benefit.

This is primarily in the form of paid advertising on the tech giants’ various platforms that is leveraged by the size and engagement of their audience, all

contributed to by the content taken from news media businesses.

The fact that this commercial benefit to the tech giants, has been at the expense of advertising revenue that previously supported the provision of public interest journalism in news media businesses, massively compounds the challenges facing our democracy in sustaining independent and objective reporting, analysis and investigation.

This concern is particularly acute for regional, rural and small publishers, where the economies of scale available to large corporate media conglomerates do not exist. Recent closures of regional newspapers and local broadcasting newsrooms highlight the challenges.

Regional and rural communities

should not be excluded from this vital part of our democracy, that holds those in power to account, and sheds a light on injustices in those local communities.

Until the federal government led the world in December 2017, by directing the ACCC to investigate competition in the media and advertising services market, escalating concerns about the future of public interest journalism, were largely being ignored by those outside the industry.

Country Press Australia applauds the federal government and ACCC for their determination to bring the global tech giants to the table to address a serious matter that should be of vital concern to all Australians, Mr Ellen said.

Go Neutral program is rolled out

ENERGYAUSTRALIA is now rolling out its carbon offsetting program Go Neutral to residential gas customers for free.

New or existing electricity and gas customers can sign up to Go Neutral at no extra cost by updating their preferences with EnergyAustralia.

EnergyAustralia is aiming to be carbon neutral by 2050 in line with the transition to a “modern, cleaner” energy system.

However, the company has reiterated its plans to keep operating the Yallourn coal-fired power station to its end date 2032.

A quarter of a million EnergyAustralia electricity customers have already signed up to Go Neutral to offset all household energy emissions.

Go Neutral is the largest carbon offsetting product of any energy retailer or generator in Australia, and one of the largest Climate Active certified offset products in the country.

EnergyAustralia chief customer officer Mark Collette said customers had already offset more than 1.6 million tonnes of carbon dioxide emissions from their household energy usage.

He said this was the equivalent of taking around 500,000 cars off the road for a year.

“By expanding Go Neutral to include gas customers, we’re hoping to make an even bigger, positive, impact,” Mr Collette said.

Mr Collette said EnergyAustralia was purchasing carbon credits to offset the greenhouse gas emissions associated with standard energy usage.

“By joining our Go Neutral program, customers will support important, government-certified carbon reduction projects in Australia and overseas, such as land management, native forest regrowth and renewable energy projects in developing countries,” Mr Collette said.

EnergyAustralia also offers Business Carbon Neutral, where small and medium-sized businesses can offset their electricity usage for a flat annual fee and promote their climate credentials.

Clancey moves forward

LATROBE City councillor and current Mayor Dan Clancey is aiming for another four years on council, announcing he is running for next month’s local government elections.

The incumbent East Ward councillor is backing up after a “productive” first term, stating that he wanted to “continue advocating” for Latrobe City Council.

Cr Clancey said he would not be able to do much campaigning as he would still have to focus on his role on council “right up to election day”.

“I’ve been part of a collaborative and productive council, this is important as we all have a shared goal for the community, this is a testament to how we have worked as a group,” Cr Clancey said.

“So many people have asked for a unified and productive council and now they have it, they want a council that operates in the best interest of the community.”

The former broadcast journalist moved to Traralgon 23 years ago for a job with Channel 10 before starting up his own media production company. He described himself as a “forward-thinking leader”, aiming ahead into the next decade.

Cr Clancey cited helping to create a 2030 investment roadmap for the region, a COVID-19 business package and big ticket items such as the new aquatic centre and performing arts precinct in Traralgon.

“I listen and communicate and act on what I see, I’m pragmatic in my decision making and I listen to all sides of the argument when put to council,” he said.

Cr Clancey said the rewards included nutting out issues with local residents as well as spruiking for the region with state and federal governments.

He said in the same day he may be helping someone find their lost dog, to standing before a room of 500 people in Melbourne

talking about investing in Latrobe City.

“But it’s also about the achievements I’ve made for individuals, such as a footpath, new tree plantings or opening hours for the pool, it’s the small things that make a difference,” he said.

“It’s easy for people to see council about just roads, rubbish and rates, but the services we deliver touch every part of the community and councillors are heavily involved in that.”

TRARALGON man Claudio Marino is running for next month’s local council election, hoping to help lure more investors to the Latrobe Valley as well as shine a light on the region’s smaller townships.

Mr Marino is gunning for one of three spots on East Ward, currently held by Latrobe City Mayor Dan Clancey and councillors Dale Harriman, Darren Howe and Kellie O’Callaghan.

“My slogan is, make sure there is an even spread over the region.

I want to make sure the little towns get a fair stab as well,” Mr Marino said.

Mr Marino had a crack at the last round of council elections, but was called away to work as a safety advisor in Melbourne, where was working on major projects.

He said he now had more time at home to dedicate to sitting on council, should he get in.

The born and bred Valley man is part of a well-known local family, his father established the Marino Bros concreting contracting business.

Mr Marino is passionate about

his local footy, sitting on the Glengarry Football Netball Club committee and was a former vicepresident of the Traralgon and District Junior Football League.

He is also on the Opal Australian Paper consultative committee and is a Freemasons member.

“Opal has shown me they are very innovative. We need to attract a lot more industry and business so there is more work in the area,” he said.

“We need to bring in more multi-nationals like Opal for industry and jobs. We need to add to the Valley’s development, especially as Melbourne gets closer and we have our facilities up to scratch.”

Mr Marino said he would also like to see volunteer committees get more of a helping had to hold local events which would in turn attract more people to the region.

“We are lucky to live in the area, we can go to the snow in half an hour or to the beach, there is all the fishing and little towns you can go for a drive,” he said.

“It’s a beautiful area and this is why I never really moved away.”

MEMBER for Morwell Russell Northe made Victorian history as the first MP to take part in a Legislative Assembly debate via video link.

Last Thursday, Mr Northe spoke in Parliament about the Public Health and Wellbeing Amendment (State of Emergency Extension and Other Matters) Bill 2020.

He said the speech went very smoothly and that he had doors locked in his office while he spoke, to avoid any live-streamed mishaps.

“It was a little bit nerve-racking because my service had dropped out twice in the previous 30 minutes, so I guess the lesson is to make sure you are in a location where you have good broadband connections,” he said.

“When I initially came onto the feed I had to ask the Speaker if they could hear me, but parliament told me it went seamlessly.”

Mr Northe also said that although his preference would be to present his speech in person - live streaming to parliament had some perks, including the ability to dress slightly more casually outside of the camera’s sight.

“I had not really contemplated that the video was anything other than a speech, but about five minutes before I was due the clerk messaged me and told me I was going to be making history,” he said.

“It is nice to be in that position ... but,

Bush Crew beautifying Latrobe City IF THERE is any good to come out of COVID-19, it is the fact Latrobe City will be beautified by an army of workers who have found new employment after losing their jobs during the pandemic.

Latrobe City Council is employing up to 68 people who lost their usual jobs most of them from across Gippsland - as part of the state government’s Working for Victoria program.

Of these, 32 are members of Bush Crew, workers dedicated to environmental works across Latrobe City.

They will plant more than 15,000 grasses, shrubs and trees; spread 300 cubic metres of mulch on new garden beds, and have filled 20 truck-loads and 17 trailer-loads of grass clippings, prunings and tree limbs for green waste recycling.

They have removed a further five truck-loads of garbage from waterways and surrounding bush, and recovered 20 shopping trolleys from public land.

Another 30 were reported and collected by retailers and 100 trolleys were sent for recycling.

While they are earning income, these workers are able to pay their mortgages, rent and bills, and spend money locally.

However, the economic benefits do not stop there.

The Bush Crew program has resulted in council ordering $19,200 worth of equipment from local suppliers, including brushcutters, loppers, rakes and plant stock.

Bush Crew member Billie Killoran is an environmental works supervisor and is grateful for the opportunity to work.

“It was quite tough being unemployed.

I’m normally a full-time worker.This has been fantastic getting out and leading a team and doing what I’m passionate about, which is beautifying the environment,” she said.

“We’re putting native plants back into landscapes that have been neglected for some time and the community has been giving us some positive feedback.”

They will also undertake works at College Park in Newborough, Lake Narracan and Narracan Creek in Moe, Churchill’s Gaskin Park and Traralgon Creek.

“This is a great opportunity to get to some of the areas that council has not had the staff nor funding to cover, given we have a lot of parks in our large city,” Mayor Dan Clancey said.

“The enthusiastic Bush Crew members

will also control the invasive plant species Burgan in bushland reserves throughout the City and plant the trees, shrubs and grasses we need to plant this year to offset the CO2 emissions from council’s fleet vehicles.”

Most of the Bush Crew members are funded through the state government initiative. Council has also funded four supervisor positions.

Bush Crew members will aim to complete as many projects as possible by the time the current Working for Victoria program ends on December 24, 2020.

They will receive first aid training and such skills as using power tools.

Of the team, 11 are female and 21 are male.

Three members have moved to Morwell from Melbourne to take up the positions, while the others hail from Latrobe City and broader Gippsland, including Poowong in the south and Bairnsdale in the east.

They used to work in such jobs as a home gardener, small business operator, fitness instructors and revegetation crew members in other organisations.

“Any outdoors work is highly beneficial to one’s physical and mental wellbeing.

In addition to this, the Bush Crew is receiving a large number of compliments from the public that is a huge morale boost,” Cr Clancey said.

The state government has provided $500 million to the Working for Victoria initiative to help the community and contribute to Victoria’s ability to respond to the COVID-19 pandemic.

Working for Victoria is part of the state government’s $1.7 billion Economic Survival Package.

COVID-19 positive for House resident

A RESIDENT at the Mitchell House Residential Aged Care Facility in Morwell tested positive to COVID-19 on Thursday morning.

In a statement, a Mitchell House spokesperson said all residents and staff have been tested, and are awaiting their results.

“Families of residents will be notified as soon as results are available,” the

spokesperson confirmed to The Express.

“The facility has been divided into zones to ensure strict controls over staff movements.

“Residents are being cared for by our staff who continue to provide personal care and assistance with delivery of meals and refreshments to residents in their room.”

Mitchell House said staff and

management continue to work with government and local health professionals to ensure compliance with all required protocols.

As of yesterday, the Latrobe Valley has 12 active coronavirus cases, five in the 3844 postcode, four in the 3840 postcode, two in the 3856 postcode and one in the 3825 postcode.

East Gippsland has two active cases,

while Baw Baw and South Gippsland each have one.

There are 87 active COVID-19 cases across regional Victoria.

Victoria recorded 59 new cases of coronavirus in the 24 hours leading up to yesterday’s release of the figures, with the total number of cases now at 19,538.

There were five deaths recorded yesterday, lifting the state’s toll to 666,

one woman in her 80s, three women in their 90s and one woman aged more than 100.

All yesterday’s deaths were linked to known outbreaks in aged care facilities.

Another 18,338 tests were undertaken, lifting the total number of tests in Victoria to 2,390,450.

Progression to Stage 3 of the roadmap (pictured) will be made when the daily average number of cases is less than five for a period of two weeks.

Stage 3 will include no restrictions on leaving home, public outdoor gatherings of up to 10 people, visitors from outside the home and a return to outdoor seated service for hospitality.

“This is less than we would like to do.

We would all like to open up as soon as possible but that is not the nature of this virus,” Mr Andrews said.

“I want a Christmas that is as close to normal as possible and these steps are the only way that we will get to that

point. The modelling ... indicates that if we open up too fast then we have a very high likelihood that we’re not opening up at all, we’re just beginning a third wave.

“We can’t run out of lockdown, we have to take steady and safe steps ... to find that COVID normal. In regional Victoria those numbers are low, they do need to be lower but they are low.”

There are currently 12 active cases of coronavirus in Latrobe City and 87 across regional Victoria.

The Opposition described yesterday’s plan as a road to nowhere.

“Victorians have been betrayed; robbed of hope the Andrews Labor Government is getting this crisis under control or is competent to do so,” Opposition leader Michael O’Brien said.

“Daniel Andrews promised a roadmap out of lockdown, but instead we’ve got a plan for more lockdowns. Labor is only offering Victorians more job losses, more businesses forced to close their doors for

good and more sacrifices by each and every Victorian.”

Nationals leader Peter Walsh echoed those sentiments.

“Daniel Andrews’ one-size-fits-all approach out of lockdown will kill jobs, businesses and regional economies in country Victoria,” Mr Walsh said.

“The Andrews Labor Government has missed an opportunity to provide a lifeline to regional Victorian businesses.”

Respite care support possible Further funding will assist

FAMILIES who have a child with a disability can receive informal respite support from relatives and friends who are allowed to come in to their homes to provide care under the current lockdown.

The Association for Children with a Disability released the information after reaching out to the Victorian health department for clarification about exemptions under current coronavirus restrictions.

The ACD said a relative or friend can come to the home of a child with a disability to provide care, including travelling from regional Victoria to Melbourne.

Likewise, the child with a disability can be dropped off at a relative or

friend’s place for respite including an overnight stay.

The ACD released the clarification as a number of regional Victorian families were concerned they are not legally allowed to welcome family members and friends into their homes for the purpose of caregiving.

Under Stage 3 restrictions, regional Victorians are not allowed to accept social visitors in to their homes.

The ACD said going out for a drive to support a child with complex behaviour is also permitted under the care and compassionate grounds of the rule.

“You do not need a permit. You do not have to carry evidence of your child’s disability, but you may feel more confident if you have a letter

from a GP, therapist or a copy of your child’s NDIS Plan,” the ACD said on its website.

Gippsland Disability Advocacy Inc executive officer Adrian Terranova welcomed the information, saying it allows “greater flexibility” for people with disabilities.

“People with disabilities experience the highest rate of disadvantage in Australia with connection to community and supports a major barrier in COVID-19,” Mr Terranova said.

“Having a disability substantially affects a person’s life activities, by having informal respite support that meets the individual’s and families’ needs allows for greater connection to the broader community for people with disabilities in our region.”

MORE help is available to farming communities in Gippsland to help them weather future droughts.

Gippsland MP Darren Chester has announced the federal government is offering $11.2 million through two competitive grant programs to build and maintain drought resilience.

Mr Chester said the grants programs, supported by the Future Drought Fund, would help producers, their families and farming communities in Gippsland.

“Many parts of region have experienced welcome high rainfalls, but there are areas where dams are yet to fill and farmers still need more rain,” Mr Chester said.

“I want these Gippslanders to know that

work is still underway to support and help them.

“Community networks and leaders play a role in supporting communities to prepare for and pull through tough times.”

The Networks to Build Drought Resilience program focuses on strengthening community networks and facilities that can provide help during a drought, while the Drought Resilience Leaders program will support young and emerging leaders from across a range of sectors to develop, share and apply their skills and knowledge within their community.

Applications for both grant programs close September 25. The successful providers are expected to be announced later this year.

Program will help out emergency volunteers

MEMBER for Morwell Russell Northe is pleased to note the announcement of $14 million in funds that are available through the Volunteer Emergency Services Equipment Program (VESEP).

The program enables volunteer organisations to fund items such as new equipment and vehicles which help support the tireless efforts of so many dedicated volunteers in keeping our communities safe.

“Over recent years our region has experienced many emergencies whether they be fire, flood, storms, vehicle accidents or missing persons,” Mr Northe said.

“Often it is the tireless efforts of emergency service volunteers who rise to the occasion and support those in need at traumatic times.”

Mr Northe has nothing but

praise for emergency services volunteers within the Morwell electorate and across the State.

“I know many of these heroes personally and I can attest to the phenomenal job they do sometimes in the most challenging of circumstances,” he said.

Due to COVID-19 many volunteer organisations have had their fund-raising activities interrupted and one hopes this is not a disincentive to local organisations applying for funding given the VESEP requires volunteer groups to contribute $1 for every $2 of VESEP funding.

“Grants can be utilised to help with the purchase of new vehicles, trucks, tankers, watercraft and trailers, other operational equipment and facility improvements,” said Mr Northe.

Grants available to emergency service volunteer organisations

across the state include:

Webinar focus on health costs

THE health costs of Australia’s coal-fired power stations adds up to $2.4 billion annually, according to a new report released by Environment Justice Australia.

The report was complied by volunteer actuaries who modelled the economic cost of the health impacts of air pollution from coal-fired power.

EJA is holding a webinar to discuss these findings with clean air campaigner Max Smith, Voices of the Valley spokeswoman Wendy Farmer and Lung Health Research Centre representative Clare Walter.

Signs of the times FEDERAL Member for Gippsland Darren Chester is doing what he can to help young learners studying from home.

Mr Chester has produced a poster of the times tables that are now available for free to local students and their families.

“This year has been challenging for everyone, including primary students who have done much of their schoolwork at home,” Mr Chester said.

“Schools and teachers have done a remarkable job in twice transitioning our kids from classroom-based learning to remote learning.

“These posters will continue to be a useful learning tool for students now and once they return to on-site learning.”

However, the Australian Energy Council, which represents major generators, rejected the Greenpeace report as “alarmist, misleading and lacking in rigour”.

University of Queensland School of Economics professor John Quiggin said the actuaries report confirmed that Australians - rather than big polluters - were paying “a hidden health cost”.

“The economic damage caused by coal far outweighs any benefits - which have, in any case, largely disappeared,” Prof Quiggin said.

“As a possible recovery from

the COVID-19 pandemic comes into sight, it’s time to place human health above the desire to maintain the economic status quo.

“Australia can and should get off coal by 2030 without harming workers employed in the industry. In doing so, we will be saving both lives and money.”

REMOTE learning poses great challenges for students and teachers alike, none more so than hands-on subjects, but for the musicians and teachers in the St Paul’s Anglican Grammar School’s Academy of Music, it is business as usual - to a certain extent.

Academy musicians have continued to meet every week throughout Term 3 for remote rehearsals.

The students have been attending scheduled remote rehearsal meetings in their sectional groups of strings, woodwind, brass, percussion, voices and piano duet, both with students from their campus and also

collectively on a cross-campus basis.

A large ensemble focus in Terms 1 and 2 saw Academy musicians working in a combined orchestral and choral setting across the school; while a small ensemble focus for Terms 3 and 4 is currently seeing students preparing their parts for chamber projects within their orchestral, vocal and keyboard sections.

Earlier this year, the students were lucky to experience their first Sitzprobe before the pandemic restrictions - a full orchestral and choral rehearsal with students from both the Warragul and Traralgon Campuses.

The St Paul’s Academy of Music is open to students by audition and offers a dedicated focus through timetabled classes for the development of students’ chamber and orchestral skills.

With professionally delivered instrumental and vocal workshops in addition to combined, cross-campus orchestral and choral rehearsals, Academy students will have opportunities to perform at a range of venues.

St Paul’s announced this brand-new initiative last year, which offers both junior and secondary school students the opportunity to audition for entry into its cross-campus Academy program.

Jeans are Central to a great cause

JEANS for Genes Day is a national event that supports the Children’s Medical Research Institute to help find cures for children’s genetic diseases.

One in twenty children face a birth defect or genetic disease so the campaign provides vital funds to help save these lives.

More than $61 million has been raised since Jeans for Genes began in 1994.

The students at Morwell Central Primary School were encouraged to support this wonderful and worthy cause by sending photos of themselves learning at home while wearing their jeans, for each photo received, the school donated $1.

A video was created to celebrate the $100 raised.

This comprised of individual videos of the staff dancing in their homes to the song Jeans On. The video also included the student photos that had been submitted to the school.

Principal Mrs Smyth and assistant principal Mr Malcolmson thanked the school community in an amusing video where they were dressed as minions.

This pit was built by our capable Grade 4 students, Ben Plozza, Jason Blackshaw and Lucy Cathomen under the careful guidance of Roman Cathomen (parent and owner of Allambee Camp, where students first discovered the joy of Ga-ga).

This game originated from Israel in the early 70s and is a great equaliser in school playgrounds where every student has a chance of success.

A ball is thrown high in the air with the word ‘Ga’ shouted, when the ball lands another ‘Ga’ can be heard before the fun begins. Players can hit the ball with their hand, below the waistline of other players and the ball must not touch the players or they are instantly out of the game.

The school thanks Roman, Ben, Jason and Lucy for their time building this pit and look forward to many riotous games.

Bush Reserve’ committee of management has extended the closing date of its photography and artwork competition for youth to Monday, October 19.

Stage 3 restrictions have made it difficult for students to submit artwork entries via their schools and for a committee member to visit the Moe/ Newborough schools to collect their work.

Moving the competition closing date should allow students time, once restrictions ease, to submit their artwork.

The competition is open to primary and secondary school students who may enter either a photograph of nature taken within the reserve or an artwork inspired by nature within the reserve.

Entries should be sent to ehhbr.competition@gmail.com.

Artwork may be submitted at the student’s school for youth who attend school in Moe or Newborough.

Youth who attend school in other towns can contact the committee via email and organise to deliver their artwork directly to us.All artwork will be returned after judging.

A selection of entries will be chosen for inclusion in a 2021 (not for profit) calendar featuring the Edward Hunter Heritage Bush Reserve and highlighting its unique conservation value.

All going well the calendar will be professionally printed in early November and a Family Fun Day, including a calendar launch and prize presentations, will take place in mid-November.

The Edward Hunter Heritage Bush Reserve is a fabulous place for families to visit, take a walk and connect with nature.

Free online sessions to help Baw Baw families

BAW Baw Shire Council will host free sessions with experienced child psychologists to equip parents and carers with the tools they need to help their children, themselves, and community navigate the challenges of 2020.

Strong Minds psychologists Toby Mizzi and Lisa Archer will lead two online sessions covering anxiety in children, mindfulness, and practical tools

to help families adapt to the unknowns of living in a COVID environment.

Cupcake Day draws closer

RSPCA Victoria is asking animal lovers to put their isolation baking skills to the test this October to raise money for animals in need.

After months of perfecting their recipes for banana bread, brownies and sourdough, Victorians will be encouraged to don their chef’s hat once again - this time for a good cause.

Cupcake Day will officially be held on October 26, however participants can host their own celebration any time that suits them.

RSPCA Victoria typically raises around $230,000 annually to help care for the 17,000 animals that enter its shelters every year.

These funds are needed now, more than ever before.

“Cupcake Day is one of our favourite times of the year,” RSPCA chief executive officer Dr Liz Walker said.

“No doubt it will look a little different for Victorians this year, with many of us working or studying from home and spending less time with friends or family than usual.

“But for many of us, this has meant more time in the kitchen, baking up a storm to beat the isolation blues.

“We think this has put everyone in very good stead to participate in RSPCA Victoria’s Cupcake Day. “And there has never been a more important time to join in on the fun.

“While the impact of this pandemic has put the brakes on life as we know it, it hasn’t stopped animal cruelty and we are working harder than ever to keep animals well cared

IN March 1955, the Moe Dairy Co-operative celebrated its 50th anniversary.

From its beginnings in 1905 it had successfully developed into a major industry in Moe. The local paper described the original founders of the co-operative as ‘Men of vision’.

The story of the Co-operative has now been published in a new book by the Moe & District Historical Society.

It is one outcome of the successful ‘Made in Moe’ exhibition held in the Moe Library in 2018 which encouraged members to seek out further information on local industry.

The Dairy Co-operative was located at the corner of George Street and Saviges Road and operated from 1905 to 1986 and at its peak had just under 100 employees.

The only remaining building from those days is the hardware store which was originally the commercial outlet for the co-operative.

The Society received good news in the last few weeks.

The application for funds from the Keith Chenhall Foundation was successful.

The society also applied to upgrade its computers (Keith Chenhall). This has been done (one with money from Keith Chenhall Grant) the others using some of reserve funds.

This ensures that all of the society’s computers are up to date and can communicate with each other.

Thank you to IT expert Adrian Crawford for completing this mammoth task.

Ginny Dye and Meg Paulet have been working tirelessly on preparing the WWII display which was due to be available in August to commemorate 75 years since end of WWII with funding granted from the state government.

All their hard work will go on display when COVID-19 permits public events.

History week which now sees October as History Month in Victoria, will be affected by COVID-19 decisions.

The Society hopes to be able to conduct an event to celebrate History in the month of October.

Watch for announcements in The Express and the society’s Facebook page.

Another loss to COVID will be the Craft Market, due to recommence in September.

They will await official notification from the organisers, but anticipate that 2021 will see the resumption of this market.

Star Western Australian hoop set to make his Moe debut tomorrow

MOE plays host to a deep eight-race card tomorrow.

One of the highlights of the program is the presence of champion Western Australian jockey Willie Pike, who will ride at Moe for the first time.

Pike, currently in Victoria to ride a host of star Sandgropers during the Spring Carnival, has ridden 2610 winners in a stellar career in the saddle.

He has four mounts - Anglian (race 1, no.1), Wilson Won (race 3, no.6), Ajay’s Ace (race 7, no.7) and Ronnani (race 8, no.12).

Express editor and keen form student Gregor Mactaggart runs the rule over the meeting in a bid to find a winner.

Race 1 - S&S Equipment Hire 3yo Maiden (1011m): Tricky assignment with a host of debutants, but learning to Cave Hill on top. The Price/Kent junior stable has been low-flying in recent weeks and happy to have something on her. Sunnyside Cottage ran well on debut in a $90,000 race at Warrnambool and warrants attention. Albenca Street is a promising stayer who comes off maiden win at Pakenham. So Able,Awaytoff capable, Karakoram also back in grade, although has never won on worse than good. BET: Ablestock (each-way), Nero Veloce (each-way), So Able (each-way).

Race 7 - Ladbrokes Benchmark 58 Handicap (2075m): Zouy’s Comet is a dependable customer, but does carry 63.5kg after the claim. He did lump the same weight to score on the Ballarat Synthetic two starts back. Collectable failed to fire in stronger company at Sandown, although she is back in trip, class and gets Callow. Happy to have something on her. Gold Ollie was beaten favourite in 64 grade last time, is back to 58, but needs to answer question on

a soft track. On The Tiles was mighty impressive last start and rises in trip.

Key danger again. Learning to Hazard Ahead as the best of the Blackshaw chances. BET: Zouy’s Comet (win), Collectable (each-way).

Race 8 - Moe Denture Clinic Benchmark 58 Handicap (1619m): Tough way to finish. Going with Parallel World on top. Big win on the heavy last start and is equally as adept on the ground. Favourite Desert Dreamer is a promising horse, but first time at the mile. Code Blue flopped at Murtoa, although previous win here puts him in calculations. Little Richie Turf going to get every chance from the gate.

Home trackers Ciccolatto and Without Excuse loom as each-way contenders.

High Torque drops in trip and grade.

Not much exposure on soft, but generates attention. Millie The Missile will find this easier than last time. BET: Parallel World (each-way), High Torque (each-way).

Second round of sport grants SPORT

COMMUNITY sporting clubs, leagues and state associations who have been doing it tough during the COVID-19 pandemic and subsequent restrictions that are in place, can now apply for grants through the state government’s “Community Sport Sector COVID-19 Survival Package - Round 2”.

“Community sport has been turned upside down in 2020 with many sporting seasons, competitions and events cancelled due to COVID-19 and hopefully these round 2 grants can provide some support during these difficult times,” Mr Northe said.

“This second round of funding will assist clubs, leagues and associations in preparing for return to play when restrictions are eventually eased.”

Clubs that received $1000 in the first round of funding will automatically receive an additional $500, while leagues and state associations will receive a further $1000 with no additional applications required.

“Our local sporting clubs and leagues are a pivotal part of our regional communities in bringing people together whilst creating an active atmosphere that enhances our mental and physical wellbeing, I am very much looking forward to seeing many of our local sporting clubs and leagues returning to play in the near future,” Mr Northe said.

CYCLING

CYCLING Victoria’s plans and protocols are being documented to ensure approval and government sanction is obtained to green light the resumption of events and competition.

Key principles driving this cultural shift include maintaining skills, experience and capacity throughout the Association, to redesign event operations inclusive of COVID-Safe principles, rebuild community confidence and sustain commercial viability.

Activities are underway with the state government to determine and industry framework for mass participation events and what the steps will be as to when and how restrictions are eased.

At a club level planning is underway for the 2021 Road Calendar.

In the short-term a return along the continuum of exercise, active recreation, training and competition will be club-led.

This may take the form of participant-capped bunch rides, reduced grade numbers on closed circuits or criteriums with trail events held to assist riders familiarise themselves with bunch riding.

While the above is subject to change and will be under state government and local government direction preparations are being made for: CA National Track Challenge (early October).

MORWELL export Peter Siddle is settling into life as a Tasmanian cricketer.

Siddle, 35, spent two weeks in quarantine before starting training with his new Tigers teammates last month.

The paceman announced in May that he had made the move south after a 15-year long association with Victoria.

Despite the COVID-19 pandemic impacting on all areas of life, Siddle says he has enjoyed his early days in the Apple Isle.

“I’ve always enjoyed in my time in Hobart, but it’s usually been play, hotel and train,” he said.

“It’s been nice to get out and about, and enjoy the scenery.”

Siddle has blown out the cobwebs in the indoor nets and while there is doubt about when the domestic season will start, said he has been preparing well.

“It’s been nice to get around the boys and back in a team environment,” he said.

“Even just the competitiveness of the net sessions and all the running it’s been enjoyable.

“I’ve had coffee with a couple of the lads already, that’s exciting and exciting for me.”

Siddle was the drawcard signing for the Tigers and will be available throughout the season, having retired from international cricket last year after 67 Tests and 20 One-Day Internationals.

Tasmania is looking to win a first domestic trophy in eight seasons and Siddle will bolster an attack that during the summer is set to feature the likes of Jackson Bird, Riley Meredith, Sam Rainbird and Nathan Ellis.

THE Australian Sports Foundation is excited to announce its Active Kids Grants, giving community sporting clubs the opportunity to apply for vital funding for junior members aged under 20.

The Active Kids Grants have been established with the aim of providing every child with the active childhood they deserve, by supplying them with the equipment they need to participate in sporting activities.

Following the Sports Foundation’s recent survey which found Australia’s 70,000 community clubs need $1.2 billion in funding

to survive the crippling effects of the COVID-19 crisis, the grants will help eligible clubs acquire equipment, kit and uniforms for junior members.

The initiative will focus on volunteer run grassroots and community clubs, with priority given to clubs in disadvantaged and/or rural communities.

Open until September 30, suggested grant values are up to $10,000 and will be made to fund projects specifically targeting those under 20-years old.

Only one application per organisation or club will be accepted.

To be eligible, applicants must: ■ Be volunteer run and not

SEVEN Gippsland Power players have been invited to the AFL and AFLW draft state combines later this year.

Four girls - Grace McRae, Nikia Webber, Megan Fitzsimon and Shanara Notman - feature among 82 players selected from across the country to press their claims to be drafted.

The NAB League girls’ season was abandoned after just two rounds due to the COVID-19 pandemic.

The combines will start in coming weeks with Tasmania (week of Monday, September 21) first before the New South Wales-ACT Combine will be staged on Tuesday, September 29, and South Australia and Western Australia will hold theirs on Wednesday, September 30.

The Queensland and Northern Territory testing will be done on Saturday, October 3, while a date is not yet locked in for the Victorian girls to test due to the restrictions imposed to thwart the coronavirus outbreak.

The NAB AFLW Draft will take place on Tuesday, October 6 in a virtual format with clubs to participate via web conference.

Three boys - Sam Berry, Ryan Angwin and Zach Reid have been invited to the Victorian combine ahead of the AFL draft.

Despite having their season wiped out by COVID-19, nearly half of the 94 players invited to test hail from the state.

The Power trio are among 22 country Victorians footballers invited to the combine.

The NAB League boys’ season was postponed days before its season was due to get underway and later cancelled as the second wave of the illness spread around the state, leaving most Victorian draftees missing a full season.

A date has yet to be locked in for the AFL draft.
