Council invite you to have say on new battery plant LATROBE City Council is inviting community members to talk to councillors about a proposed battery recycling facility in Hazelwood North.

A series of listening posts will be held this month to allow interested community members to engage with councillors.

A planning permit application was submitted to council on February 3 for a proposed Used Lead Acid Battery recycling facility to be built at Fourth Road.

Council planners have requested the applicant Chunxing provide further information on the planning application, this response must be provided by August 21.

The proposed plant will require both an Environmental Protection Authority works approval as well as planning permission from council in order to go ahead.

Mayor Dan Clancey said these community engagement sessions would allow all to take part in the conversation. “We know there has been a significant amount of interest from the community at previous information sessions,� Cr Clancey said. “Now that we are approaching the date when council’s response for further information about the proposed facility is due, it’s important for council to meet with and listen to the community.�

A community information session run by council planning staff will be held in the lead up to the councillor listening posts to provide information about the planning permit process. “Council’s planning officers will provide an overview of the planning permit process and answer community questions regarding the permit process,� Cr Clancey said. “Planning is a complex process and for large scale projects like this it can seem even more complicated. “We hope these sessions will give the community the confidence to ask any questions they may have and that they feel like their concerns or issues are being heard.�

The community information session will be held via Zoom on Thursday, August 6 from 6pm.

The councillor listening posts will be held on August 11 and 13, with limited numbers to allow for more informal discussion.

Teen cautioned over damage

A 13-year-old girl from Traralgon has been cautioned in relation to criminal damage caused at the iconic old Glengarry Railway Station last week.

GIPPSLAND continues to have the highest smoking rates in the state and remains above the national average, but more people have ditched the durries, according to the latest government figures.

The National Drug Strategy Household Survey 2019 released last month also found that Gippsland’s illicit drug use was the lowest in Victoria.

The Australia-wide survey is held every three years with more than 22,000 people aged from 14 years and upwards.

It found regional Australians were more likely to smoke every day, with

Latrobe Community Health Service complex care clinical lead Jonathan Fahey said Gippsland’s high smoking rates indicated the need to invest in more resources to help people quit.

Mr Fahey said there could be greater access to free or low cost nicotine replacement therapy, specially targeted tobacco counselling, or rewards systems such as free vouchers. “It is really encouraging that a large body of people in Gippsland have been able to quit, this is really positive. For those people who want to quit, it’s possible and achievable,� Mr Fahey said. “I encourage people with these thoughts to do it with the support

of a friend or family member or professional support, even smoking one cigarette less a day is a real achievement and a big step.�

Mr Fahey said there were links to high levels of smoking to the socioeconomic profiles of certain regions, but he believed the choice came down to the individual. “We seek to understand what is it about tobacco and why do they use it? Smoking can provide things like a five-minute time out, it can be used for weight loss or to socialise with others,� he said. “It could be normalised through generations, part of the family they grew up in.�

However, the good news is more Gippslanders are putting down the ciggies, with the rates of ex-smokers rising from 22.5 to 24.3 per cent in the past three years.

Gippslanders were also among the lowest illicit drug users in Australia at just under 13 per cent - well below the national average of 16.4 per cent.

The north coast of New South Wales reported the highest illicit drug use at 23 per cent, and northern Queenslanders were the daily top tobacco users at 17.4 per cent.

Who pays for my hearing loss claim?

Many people seeking help for their hearing loss have had more than one noisy job, and each of the employers at those jobs may have a different WorkCover insurer. This makes it difficult to determine who was responsible for your loss.

The Victorian Parliament has made an important decision to help those injured who need assistance.

Who do I claim against?

Kirsty Osborne, Associate at Adviceline Injury Lawyers, says that a WorkCover claim for hearing loss must be made against the last noisy employer where the level of noise experienced is capable of causing industrial deafness.

This is regardless of however brief that exposure might have been.

The last noisy employer is not necessarily your last or current employer, the noisiest employer, the employer where you were exposed for the longest or the employer which you think caused your hearing loss.

The last noisy employer can be identified by tracing back through your jobs to find where you were exposed to noise capable of causing industrial deafness.

For the employers, it would be a matter of ‘swings and roundabouts’ as well as the advantage of lowering legal fees spent contesting these relatively small claims.

The limitation for some claimants, says Kirsty, is that unfortunately claiming against the last noisy employer sometimes means your claim has to be submitted to your current boss.

“Some employees do not want to make a claim against their current employer – and this is a personal choice.”

What if I decide to wait?

Employees can wait until after they have left an employer to begin a claim, however, claimants should be aware that any subsequent employment is taken into account in identifying the last noisy employer.

If you move on to a job where you are exposed to noise, your claim moves with you. If this is to your own business and you do not have WorkCover insurance, your claim will be defeated.

‘‘I’ll never stop missing her’’

ON Monday,August 19, 1996 Marcia Anne Ryan left her home on Larool Crescent in Seaford to visit her parents who were on their yearly, three-month trip to Queensland.

Marcia’s older brother Tony first noticed something was wrong after checking the 33-year-old’s answering machine, which he often did when she was away.

“She called my parents up on that weekend and said she wasn’t feeling well but didn’t elaborate on what she meant by that, and that she would drive down on Monday to see them,” he said.

“Two days after Marcia left to see my parents, my mum Johanna called and asked where she was, I told her not to worry it takes a while to get to Queensland from home.

“Another day passed and a guy from Trafalgar left a message on her answering machine and said he found her wallet on the median strip on the highway near Darnum.

“I thought that was really strange, so I went down to the Latrobe Valley, picked up the wallet then went to the police.

“On Saturday there was a message on the answering machine from VicRoads saying they will have to tow her car which had been left on the highway for a few days.

“On Saturday, August 24, I went down to the car and found it on the side of the road, I broke in and checked it, but nothing had been disturbed, the CIU called me later that day and that’s when I knew it was really serious.”

Victoria Police said Marcia’s tan Mitsubishi Sigma sedan with registration DUP002 was found abandoned on the Princes Highway near Moe on August 20 and her wallet was also found along the highway close to Darnum a day later.

The last sighting of Marcia was by a truck driver who offered her a lift at 11.50pm on August 19.

He said she was walking along the highway away from her parked car towards Morwell, but she declined a lift and the driver noted she looked to be in a distressed state.

On September 5, 1996, The Express reported a major police search was conducted along the Princes Highway roadside near Moe by 20 members of the SES, five task force detectives and members of police search and rescue the day prior.

Detective Inspector John Noonan said at the time it was important for Latrobe Valley residents to report any sightings or information they may have about Marcia.

The search intensified on September 26, when 150 police personnel combed the Princes Highway from Darnum to Morwell. The search included an aerial scan by police helicopter.

But, 24 years later, Tony Ryan and his remaining family are no closer to knowing what happened to Marcia and her loyal Heeler/Border Collie cross Ziggy, who was with her when she disappeared.

“You go through all of these extreme thoughts when a family member is missing, like when Jarrad Lovison’s body was found for a while we thought it could be Marcia because they had not specified anything about the body, and I had to call all the police so I could get confirmation it was not her.

“Many people have contacted me with vague information, but I need specifics, I need that last piece of the puzzle to find my sister. I have even thought of searching the Moondarra State Park when I retire.

“We have worked really hard to find some details, we were doing contact tracing well before COVID-19.

“We would like an answer, without an answer you don’t get closure.

“There is a six week period every year where she is front of mind.

“Her birthday is July 19, then Missing Persons Week on August 2 and the anniversary of her disappearance on August 19.

“People need to think about what the information they are withholding can do, my suggestion would be come forward to the police, it will save a lot of heartache for families.”

Tony also pointed to another tragic event in the family’s history which shaped Marcia’s life in her younger years.

He said in 1980 his older sister Dianne was hit and killed by teenagers in a stolen car and 17-year-old Marcia was first on the scene.

“Marcia had a really hard time after that, she broke down but eventually picked herself back up and when she went missing had a great life, she was renovating her home, loved riding her motorbikes in the Dandenongs and was just very happy,” he said.

Marcia was the youngest of five children.

Her parents Johanna and John have since died, as has her brother Mark.

Her brothers Paul and Tony remain.

Marcia’s aunt and boss at the time of her disappearance,Thea Thomson, remembers her niece as a woman who simply loved life and her loyal dog.

“She was a beautiful person, I loved her dearly, she was working for me at W. Thomson and Sons when she disappeared and had been there for 10 years,” she said.

“In the time she worked for us she was brilliant, a perfectionist, honest, reliable and you could trust her with anything. Marcia and Ziggy used to come over for dinner a couple of times a week and we would just play pool and enjoy each others company.

“She was fun loving, she used to love her motorbikes and scuba diving, she did a bit of anything.

“I thought a thousand things when she disappeared, I thought maybe she did want to get away from it all.

But, that theory didn’t fit because she left everything and she was very

organised that way, little things like her toothbrush was at home and she was meticulous with brushing her teeth.

“Her bank account hadn’t been touched.

“I found it very hard to believe that someone could take her because she was tough.These thoughts make the unknown hard, it really took me two years to get over her disappearance.

“Tony and I drove up to the (Moondara) state forest to look for her once or twice, he has never stopped looking and never stopped asking questions.

“Ziggy was amazing, never left her side.

“Marcia told me she would give her food in the morning and come home and the food hadn’t been touched because Ziggy waited for Marcia to arrive to eat.

“Ziggy would protect her like you wouldn’t believe. It was hard to think that if there was foul play that Ziggy wouldn’t have fought back, she wouldn’t go anywhere without Marcia.

“I’ll never stop missing her, even when my sister, Marcia’s mum, had cancer and she was on her death bed she had a photo of both her girls and told me ‘I am finally going to know what happened to Marcia’.”

Marcia Ryan’s case remains open.

Today marks the first day of National Missing Persons Week an annual campaign run by the Australia Federal Police to raise awareness of the significant issues associated with missing persons.

This year to commemorate the week the AFP has released a social media campaign I’ll See You Later, documenting the experience of missing people’s families.

NMPCC co-ordinator Jodie McEwan said she hopes the initiative gives both families and investigators answers to long-held questions, as well as provide the community with insight into the unresolved grief and loss felt by the loved ones of missing persons “The short videos illustrate these are real people, with hobbies and dreams, who continue to live in the memories of those left behind,” she said.

“They are more than just statistics or photos on a missing persons poster.

“We hope the community connects with these stories and if you have any piece of information - no matter how small - please contact Crime Stoppers on 1800 333 000.”

BUSINESSES across the state have had to adapt to restrictions and challenges posed by the coronavirus pandemic.

For Moe-based McGrath’s Painting and Decorating this includes increased sanitation, up-to-date flu shots, staff working only in pairs and personal protective equipment.

Owner Nigel McGrath said the new addition of apprentice Blayke Morgan, 18, bucked the trend of a lack of available jobs for young people.

“He called me up and explained that he was looking for experience and offered his services for nothing so we took him on for a trial week.After a week working

with a painter who has been with us for 12 years, my colleague said he was brilliant,” he said.

“After great feedback from two experienced painters, his trial turned into an apprenticeship.

“We are so rapt that we gave him a go, he’s a great kid.

“Despite the tougher economic times we have managed to give employment to a young Newborough bloke who is very excited to begin his career with us and is really looking forward to it, as are we.”

Research by the Mitchell Institute, part of Victoria University predicts opportunities like this will be harder to find in the coming years due to impact on employment by COVID-19.

The think tank estimated that the number of new apprenticeships and traineeships will fall 30 per cent within two years, based off data from previous Australian recessions.

“Previous recessions show an amplified relationship between the unemployment rate and apprenticeship/traineeship figures,” the report stated.

“This equates to approximately 130,000 fewer new apprentices and trainees from the start of the pandemic to June 2023.

“Current policies designed to support apprentices and trainees, such as the JobKeeper program, may mask the scale and severity of the decline.”

NATIONAL Australia Bank plans to re-open its Morwell branch in mid-August.

The Princes Drive branch will not be affected by shortened opening hours at some smaller Gippsland branches.

NAB announced 114 smaller regional branches would only open from 9.30am to 12.30pm, in Gippsland these are Maffra, Orbost and Yarram agencies and the Inverloch branch.

Outside of these hours bankers will provide support to customers via the phone and online chat, as well as application processing.

The Morwell branch is temporarily closed due to COVID-19, but a bank

spokesman told The Express that opening dates may be reviewed if state or federal government health advice changes.

He said in the meantime, Morwell customers could access their banking services at Australia Post.

This comes as the Morwell ANZ branch on Commercial Road last month announced it was permanently closing due to more customers using online services. “NAB is here to serve our customers well every day, particularly during these uncertain times.We understand the impact temporary branch closures can have on the community,� the NAB spokesman said.

“We continue to monitor the advice of both state and federal governments and their advisors, and when we are able to safely re-open branches we will do so. “With this in mind, we expect the Morwell branch to reopen midAugust. Should advice change, we may be required to review this date.

The health and safety of our customers and colleagues remains a high priority.�

NAB personal banking group executive Rachel Slade the shortened hours would enable hundreds of jobs to be maintained instead of permanently closing smaller branches in rural communities.

She said more than 90 per cent of NAB customers use online or phone banking, and over-the-counter transactions were declining steadily and had reduced by a quarter in the past year.

Ms Slade said staff would split their time between over the counter service and digital or phone banking support, and will be given training and the opportunity to work from home. “We think this move will strike that balance, keeping the doors open at 114 branches around the country, providing the opportunity for around 300 bankers to learn skills while we continue to serve our customers well,�

Ms Slade said.

ADCO to build Morwell Trade Centre

ADCO Constructions was last week announced as the builder for the Morwell Trade Centre at TAFE Gippsland.

The trade centre is part of the second stage of the state government’s $35.5 million Morwell Campus Redevelopment at TAFE Gippsland.

The state-of-the-art centre, designed by local architects GHD Woodhead, will offer training in electrotechnology, new energy systems, instrumentation and plumbing trade training with

specialist workshops, lab facilities and general-purpose classrooms.

The first stage of the campus redevelopment includes the Health and Early Childhood Training Centre, along with specialised health labs and learning spaces as well as general purpose classrooms.

Labor Member for Eastern Victoria Harriet Shing said Gippsland TAFE students are a step closer to having a world-class centre on their doorstep. “The TAFE Gippsland

re-development is another great example of the work we’re doing to deliver training solutions in a changing economy,� Ms Shing said. “These new trade facilities will benefit thousands of people living in the region by providing access to high-quality training for the most in-demand jobs in Gippsland.�

The Morwell Trade Centre is due for completion in late 2021 and will be open to students in January 2022.

RENEWABLES could provide 90 per cent the nation’s energy needs by the middle of the next decade as the energy market operator unveiled a future beyond coal.

The Australian Energy Market Operator published its 2020 Integrated System Plan, an updated roadmap looking into developing the National Energy Market until 2040. “On certain measures, the rate of change in Australia is the fastest of any country in the world,� the report said.

The report looks at a series of scenarios that involve replacing 15 gigawatts - or 63 per cent - of coal that would be shut by 2040, with 26 gigawatts of large-scale renewables.

Latrobe Valley coal-fired power generator Yallourn is scheduled to close in 2032, and Loy Yang in 2048.

The plan depends on a $100 billion investment in transmission lines upgrades, including Marinus Link interconnector from Tasmania into Gippsland, listed as a federal government priority project.

It takes into account that that large scale projects such as Snowy 2.0 will go ahead, however, the plan is not estimating any more future investments into new coal-fired power stations.

The 2020 ISP does not incorporate quantitative analysis of hydrogen within the Australian energy system, as the industry remains in the early stages of development.

Modelling states that the least-cost transition is away from a centralised coal generation system to a highly diverse portfolio dominated by distributed energy resources and variable renewable energy.

This would be supported by six to 19 gigawatts of dispatchable resources in batteries, pumped hydro and gas, and enhanced grid and service capabilities, to ensure grid reliability was met.

Grattan Institute energy program director Tony Wood said achieving 90 per cent renewables into the next 20 years was “achievable� which made transmissions upgrades and building storage capacity even more important.

He said one of the market operator’s challenges was to balance the possibility of an early exit from Yallourn, which would mean storage would become even more essential. “In Victoria, an important issue is around coal-fired power stations, particularly Yallourn remaining open until its closure date,� he said. “But if you deploy more renewables, pushing more supply into the market will push out existing supply. “There is now an obligation to give five year’s closure notice of coal-fire power stations, and this gives time to build a gas-fired power station or more wind and solar.�

Lavender is a true winner

FOR every child with a disability who has thrived, there was a mother who believed.

This is the perfect description of how to explain the bond between Traralgon mum Skye Pickard and her daughter Lavender, 14.

The Traralgon College Year 8 student was born with Cone Dystrophy, a rare eye disorder that causes decreased visual clarity.

Ms Pickard said Lavender has been legally blind since birth and has difficulty with colour and photophobia as a result of her condition.

Lavender’s initial visual acuity was 6/60 which means that she has to stand within six metres of the object to see the same details compared to person with normal vision who can see the same thing from a distance of 60 metres.

Despite her disability, Lavender has thrived in sports and life; skills that will prepare her for independence as an adult.

“As parents we work hard from the day that our children are born in providing them with the skills to become strong, knowledgeable and independent adults,” Ms Pickard said.

The funding for the TraralgonMaffra Road and Glengarry West Road intersection was allocated through the $97 million Targeted Road Safety Works initiative for Victoria.

The initiative provides funding for road safety upgrades in regional areas, including improvements at high-speed, high risk intersections and new safety measure around schools.

In June,Mr Chester announced $202.6 million to complete the duplication of the Princes Highway between Traralgon and Sale.

In May, Mr Chester said

Latrobe City would receive an extra $1.7 million to spend on roads and infrastructure improvements under the federal government’s $500 million Local Road and Community Infrastructure Program.

And late last year, Mr Chester revealed that Latrobe City Council would receive an additional $1.7 million under the federal government’s Roads to Recovery program to improve road safety.

This means Latrobe will now receive just over $10 million under this program until the 2023-24 financial year.

A DANGEROUS intersection just outside of Glengarry will be redesigned with a roundabout to improve road user safety.

The federal government is committing $3 million to replace the T-intersection at the TraralgonMaffra Road and Glengarry West Road with a roundabout.

This is the second of two recent road safety announcements for the Latrobe City with $800,000 announced to improve the intersection of Tyers Road, Scrubby Lane and Cross’s Road in Traralgon.

Gippsland MP Darren Chester said the funding would add to Federal Government money already provided to improve road safety in Latrobe City.

“Each year we lose too many people on our regional roads and these safety upgrades will help to bring our road fatalities down,” Mr Chester said.

“Upgrading intersections and improving infrastructure is an important part of reducing road trauma. I have campaigned for improved road safety throughout Gippsland for many years and these types of projects will ensure safer roads for locals and visitors throughout our region.”

Work on the intersection is expected to begin in May next year and be completed by June 2022.

participate in a Victorian leadership program alongside other young people with disability.

She was the youngest participant.

Early this year, she participated in her first youth advocacy workshop where she came up with a draft plan to make the City of Melbourne an inclusive place for young people with a disability.

Lavender has also taken up writing and recently joined a national short story competition.

“I always had a thing for writing, it’s something that I really loved,” she told The Express.

“I like to write stories that have a deeper meaning behind them. It was an original piece I wrote for school but I felt proud of it and submitted it for the competition.”

Lavender said the most difficult part of her diagnosis was the opinion that some people draw from her disability and how this has at times impacted her self-confidence.

“You have to push what they say aside and keep powering on. Over time the biggest victory of all is when you have achieved your goals and proved them wrong,” she said.

Lavender dreams of becoming a lawyer.

From an early age Lavender was taught to catch the bus, learnt to count money, cook, and use her other senses like her hearing to gauge distance when crossing the streets.

2017 proved a defining time for Lavender as she sealed first place in two events at the Gippsland Regional Swimming Championships and three gold medals for long jump (100m and 200m) at the Regional School Athletics Championships.

She also bagged fourth place in both 50m multi-class freestyle and backstroke at the State Swimming Championships.

Ms Pickard said her daughter was also into speed skating and canoeing.

Two years ago, Lavender was diagnosed with chronic fatigue, which has impacted her active lifestyle.

It was also about the same time when her vision was halved with the possibility that she may become totally blind.

However, this did not stop the teenager from rising above her disability.

Stay connected with grants THE Gippsland Regional Partnership is encouraging local community groups to apply for the state government’s new Let’s Stay Connected Fund, designed to support regional communities to stay connected during and beyond the coronavirus pandemic.

The government announced the fund to support community connectedness in response to the unique challenges presented by physical distancing, necessary to slow the spread of coronavirus.

Grants of between $5000 and $200,000 are available for community organisations, local government bodies, incorporated not-for-profits and industry groups. “We know social isolation has been felt by

many in our local community and we hope this fund will enable Gippsland communities to access greater social connections and support services,� Gippsland Regional Partnership chair Maree McPherson said. “Our health and wellbeing has never been more important - innovative solutions to support community connectedness will help combat social isolation in Gippsland.�

The fund will support these community groups to develop accessible, digital content or scale up innovative approaches to community activation and engagement to combat loneliness and isolation.

The program will support new and scaled up projects to help address social isolation and loneliness in parts of the community as

a result of the response to the coronavirus pandemic.

Let’s Stay Connected Fund was established after Victoria’s nine Regional Partnerships, alongside the Metropolitan Partnerships, highlighted to government the important link between social connection and community wellbeing.

Regional Partnerships ensure their communities have a greater say about what matters to them, and that the voices of these communities are heard directly at the heart of Government.

THE Gippsland Primary Health Network Board is seeking expressions of interest for two elected and one appointed director positions to start in November 2020.

Board members are responsible for ensuring governance and oversight of the service’s legal and financial accountability and statutory requirements, as well as compliance with funding deed requirements.

Gippsland PHN is part of a national network of 31 Primary Health Networks across Australia, funded to work towards the objective of meeting the health needs of the most vulnerable people in the community or those at risk of the poorest health outcomes.

The organisation works closely with the primary health system to identify opportunities to improve health outcomes in Gippsland communities, through better coordination and support of health services and by commissioning new services to address identified health needs.

Masks wearing is now compulsory

ALL regional Victorians are required to wear a mask or face covering in public from today with $200 fines applying to those who flout the new rules.

Premier Daniel Andrews said he hoped that not many fines would be issued with the new directive, as many people in regional Victoria had already been wearing masks.

“We’ve had not many of these fines

issued down here [in Melbourne] and I expect there would be very few issued anywhere else, as people in regional Victoria are already wearing masks,” Mr Andrews said.

“If we can get the same compliance numbers in regional Victoria as we are getting in Melbourne, it’s hard to find someone not wearing masks.”

Mr Andrews said the move was a preventative measure to keep numbers down in regional Victoria, rather than

letting numbers get out of control and having to pull them back.

“We wanted to have one set of rules for regional Victoria, I didn’t want to have a situation where people are crossing boundaries to one local government area and masks come on and off,” he said.

“This would make it hard for people to do the right thing. For many people, it won’t be a massive step, but the benefits are huge.”

Mr Andrews said the government had ordered 2.5 million masks and batches were arriving daily which would be distributed as a priority to vulnerable people via health networks.

The Premier stressed that if people were unable to find masks, they could use coverings including scarves and bandanas, and encouraged people across the state to look online to make their own masks.

“We have low numbers in regional

Victoria and we want to jealously guard that,” he said.

“It’s something we can do without causing significant economic cost, but something that comes with a significant public health benefit.

“At the end of the day keeping those numbers very, very low is about protecting public health, vulnerable people, every family and the economic benefits that also come from having case numbers very low.”

Community Sewing Bee ramps up to meet rising demand

WITH masks now mandatory across regional Victoria, a project created to bring vital personal protective equipment to the community’s most vulnerable people has hit overdrive.

The Community Sewing Bee, the brainchild of the Morwell Neighbourhood House and fabric business Blue Starfish Designs, started with 10 volunteers sewing reusable masks to stop the spread of coronvirus.

“We were aiming for 10 and we linked to 20 very quickly and within a week-and-a-half we’ve got over 80 people making masks for our community,” House manager Tracie Lund said.

“It’s an absolutely outstanding response. The most important thing that it highlights is that as a community we want to make sure that nobody’s left behind.

Kits are available to pick up from the House and masketeers have been working feverishly at their sewing machines to create the three-ply face coverings to distribute to those in need.

“We know people in those vulnerable categories will have problems accessing items from time to time,

particularly the basics, during emergencies like this,” Ms Lund said.

“Our community is coming together to ensure that, where possible, everyone that needs a mask can access a mask.

“We’re still making the packs available and encouraging people to come in and see us and pick up a pack.

“People are sewing and bringing in the masks and that models is working really well for us.”

About 500 masks have been made and returned to the House so far and distribution kicked off last week.

“At least a couple of hundred have started going out to those that need them most,” Ms Lund said.

“We’re still saying one mask per person, but it’s our hope that we’ll be able to open that up to two as more come in.”

Masks are being distributed to pensioners, people with a disability and individuals with compromised immune systems.

Staff at the House will need to sight relevant identification such as pension or healthcare cards.

Due to demand, only one mask per adult will be provided. Phone the House on 5134 5488 for more.

Raising money for a great cause A MORWELL business owner is using her sewing skills to raise money for the Royal Children’s Hospital.

Podicare owner Janice Rowley has been creating face masks in her “down time” with all the proceeds going to the Good Friday Appeal.

Ms Rowley said she started selling masks at her shop a week ago and has already made more than 15 masks, with more orders in the making.

“What really started it was that a friend of mine is a truck driver and he is a big person and he found the masks were breaking all the time so his wife called me up and asked if I would make him a mask that is a bit bigger. It has just grown in the last week,” she said.

“On Monday, I had lots of people ordering masks so I thought the

sewing machine better come to work with me, so in my down time I am sewing masks.”

Ms Rowley is happily taking orders for masks and said all of the displayed masks in her shop had already been sold.

“People will request smaller masks or specific patterns, I had an order for a blue fairy mask and am in the process of making a bigger order of black masks,” she told The Express.

This is not the first time Ms Rowley has used her talents to raise money, for the last few years she has been sewing bibs and towels with all proceeds going to the RCH. “I suppose you could say most of my life has been built around trying to do the right thing for other people,” she said.

“My daughter Dianne has a disability so the Children’s Hospital

helped us a lot when she was younger, she used to go to the Alfred Hospital fairly often.

“I have been selling the bibs and towels for the last three years to raise money for them and am happy to do tailoring for my customers and people just donate what they want.”

In May, Ms Rowley was selected for the Victorian Honour Roll of Women’s Induction for her charitable work over the years.

“I am pretty proud of this, I was nominated because of the disabled dances, raising money for the Children’s Hospital and I also ran a disabled bowling league for 29 years,” she said.

Ms Rowley is selling masks for $5 each from Podicare at 110 George Street in Morwell.

Stage 3 restrictions for regional Victoria

REGIONAL Victoria will return to Stage 3 “Stay at Home” restrictions on Wednesday at 11.59pm.

Premier Daniel Andrews made the announcement yesterday, after declaring a State of Disaster for Victoria.

Under the restrictions there are only four reasons to be out in regional areas: care and care giving, daily exercise, work and study - if you can’t do it from home.

Regional schools will return to remote and flexible learning - across all year levels, with the exception of specialist schools.

Onsite supervision will again be made available for students who need it, including children whose parents are permitted workers and vulnerable kids who can’t learn from home.

Restaurants and cafes will only be able to offer take away, while beauty and personal services, entertainment and cultural venues will have to close.

Community sport has also been cancelled.

The Stage 3 “Stay at Home” restrictions will be in place for regional Victoria for at least the next six weeks.

The Premier said based on the current numbers, it is clear there is a real and growing threat in some regional communities.

“The thought of this virus getting into regional aged care - and wiping out entire generations within our regional communities - is something that keeps me up at night. I know I’m not alone,” Mr Andrews said.

“We must do more.We must go harder.

It’s the only way we’ll get to the other side of this.”

It comes as the number of active cases in Latrobe City climbed to eight at the weekend.

“We are supporting the employee, who will be isolating in line with government advice until receiving medical clearance to return to work.

AGL said the positive case would not affect power generation at Loy Yang A,

It followed the announcement earlier in the day by Latrobe City Council that an employee of the Moe Early Learning Centre had tested positive for coronavirus.

Council said in a statement since being notified of the positive test yesterday, management contacted families and staff, who access and work at the centre.

“Following advice from DHHS, the service will be closed to all children and staff from tomorrow (August 3),” the statement read.

“The closure will allow appropriate deep cleaning to occur on the recommendation of DHHS. At this stage, it is anticipated that the service will be closed this week.

“We understand and acknowledge that this is a time of heightened anxiety for us all. We are committed to ensuring families and staff, who access the centre, receive further information and updates as we receive them.

“Our thoughts are with our staff member, who we wish a speedy recovery and look forward to welcoming them back to the service once they’ve recovered.”

The state recorded 671 COVID-19 cases yesterday.

The news of the latest two cases came after the Department of Health released active case figures by postcode for the first time on Friday night.

Of the six active cases to that point five were located in 3844 (Blackwarry, Callignee, Callignee North, Callignee South, Carrajung, Carrajung Lower, Carrajung South, Flynn, Flynns Creek, Koornalla, Loy Yang, Mount Tassie, Traralgon, Traralgon East, Traralgon South, Tyers).

HOW MUCH SUGAR IS IN YOUR TROLLEY?

Each year, in August, the Australian Dental Association (ADA) promote their Dental Health Week campaign to educate Australians about the importance of maintaining good oral health.

It’s not something that should be rushed either. Take your time, using a gentle side-to-side motion with about 45cm wound around your middle fingers and thumb.

The campaign evolves around four key messages:

Eat a healthy nutritional diet, with minimal sugar intake, and drink lots of water.

■ Brush twice a day with fluoride toothpaste.

■ Clean between your teeth daily using floss or

interdental brushes.

■ Eat a healthy, balanced diet and limit sugar intake.

■ Visit the dentist regularly for check-ups and

preventive care.

If you’re like most people, there’s not a whole lot of brushing going on.

In fact, only 50 per cent of Australians brush twice a day. The reality is that a quick, occasional dash along your teeth with a hope and a prayer is not going to cut it. As your dentist will tell you, you need to brush for at least two minutes twice a day, taking care to use a soft-bristled toothbrush (they’re less damaging to your teeth and gums than their harder counterparts) to clean your teeth systematically along all surfaces, always brushing in small, circular motions.

Flossing (or using an interdental brush) once a day is important as it removes plaque from between your teeth which goes a long way in helping to prevent gum disease, tooth decay and halitosis (“bad breath”).

IS HIDING IN YOUR TROLLEY?

Figures show that the average Australian is consuming 14 teaspoons of sugar a day, a whole lot more than the maximum six teaspoons a day recommended by the World Health Organisation for increased health benefits such as decreasing the risk of tooth decay, and as such the focus of Dental Health Week 2020 is ‘How much sugar is in your trolley?’

Beyond limiting the sugar you eat, the ADA recommends drinking more tap water, avoid snacking between meals, instead sticking to three meals a day and concentrating on good food like vegetables and dairy products. Before you make any major dietary changes, first check with a healthcare professional.

If you don’t have a regular dentist, you should do.

Your local dentist will advise you not only on correct brushing procedures and flossing, but with regular check-ups your dentist will provide your teeth, and the health of your whole mouth, with the consistent care they need.

Forum on Gippsland’s air quality

HEALTH experts will present a forum on Gippsland’s air quality and the potential impacts on human health as well as the possible correlations between pollution and COVID-19.

The free forum is being hosted by Healthy Futures and Asthma Australia with presentations from respiratory specialists and researchers.

Event organiser and Healthy Futures founder Harry Jennens said they had been looking at air quality

in the Latrobe Valley from assessing Environment Protection Authority data.

“We’ve been in touch with people in Gippsland, particularly around air pollution and we want to inform people about the potential impacts of pollution,” Dr Jennens said.

“People are researching the potential impacts of this air quality and we got a dramatic picture of the impact from the summer bushfires.”

The teachers and support staff looked fabulous dressed as 100-year olds or wearing costumes which related to the number 100.

Students were able to wear casual clothes for the day and were all given a cupcake as part of the celebration.

Students have ton of fun at milestone

School’s community spirit

LUMEN Christi Catholic Primary School students recently focused on thinking of others and giving to the vulnerable.

As part of their Catholic Social Justice and Teaching Mission, the students wanted to contribute to locals in need, particularly during COVID-19, when those who are more valuable often feel more isolated.

The students wanted to give to people in need and spread love in their community just as Saint Vincent and Saint Louise De Marillac did, the patron saints of the St Vincent De Paul Society.

The school urged families to clear out their cupboards and donate extra cans of food to the local St Vincent De Paul Society and over 300 cans were donated.

The whole school community decided to also support the charity by wearing a beanie to school and the new school beanie proved a favourite amoung students and teachers.

Mrs Catherine Campbell, from the local St Vincent De Paul Society of Churchill was very impressed by the efforts of the school.

“Every year Lumen Christi students donate so many cans and they really do help families in our community,” she said.

“This year has been just as important as any other as many people just don’t want to leave their home. So we make up food hampers and drop them off to their doorstep and they’re so appreciative and happy”.

Hannah from Year 4 / 5 said, “I love wearing my beanie to school and I donated a can for someone who needs it more than me”.

The Gippsland air quality forum will be held at Latrobe Regional Hospital on August 26 at 7pm.

There will be 20 places available for in-person attendance, and the event will also be held in conjunction with Zoom.

Take a relaxing walk through the beautiful Edward Hunter Reserve in Moe and let nature inspire you to creativity.

Get your camera clicking or paint brush dabbing as you capture the wonder and beauty of the natural world within the Reserve in your own unique way.

A selection of entries will be chosen for inclusion in a 2021 (not for profit) calendar featuring the Edward Hunter Heritage Bush Reserve and highlighting its unique conservation value.

The committee has received funding from EnergyAustralia to print 1000 copies of the calendar which will be distributed free within the local community.

The CFA has made a generous donation as well.

This has been used to purchase quality educational prizes with scientific and environmental themes.

One prize pack will be awarded for the best photograph and another for the best artwork.

The committee have been delighted to receive entries from several enthusiastic youth, but are hoping for many more young people to enter the competition before the closing date of Monday 31st August.

Entry is free and every

child who enters will receive a copy of the calendar. The calendar will be professionally printed to a high standard. It will be a beautiful keepsake particularly for those youth whose work appears within its pages.

GIPPSPORT is planning for a phased return of its faceto-face Latrobe Streetgames after it was shifted to a virtual format during the coronavirus shutdown.

They are closely monitoring all the official advice so they can develop a plan ready for when the green light is given to get back out there.

ATO launches Tax Help program

THE Australian Taxation Office has once again launched the Tax Help program, a free and confidential community-based tax return preparation service that each year assists around 30,000 people with simple tax affairs.

Assistant Commissioner Karen Foat explained that the program relies upon more than 700 dedicated ATO-trained and accredited community volunteers to help people complete their tax returns online using myTax. “This tax time is a bit different, and we have adapted our Tax Help program to meet these challenges,” she said.

“In many cases our Tax Help volunteers will be able to provide face-to-face support to people, however there will be online virtual Tax Help and phone assistance available. We believe that this will meet the needs of most people with simple tax affairs.

The ATO is taking care to protect volunteers and members of the public.

Our volunteers will strictly adhere to the Department of Health Guidelines and hygiene measures.

“The ATO recognises that tax time can seem overwhelming to some members of the community

and we are taking steps to be as supportive as possible to all eligible taxpayers,” Ms Foat said.

Taxpayers that are eligible for Tax Help and would like to make an appointment, can phone us on 13 28 61 for the Tax Help services available in their area.

Tax help is open to anyone with an income of around $60,000 or less that didn’t work as a contractor, run a business (including as a sole trader), or have complicated tax affairs.

“Importantly, the Tax Help program supports Indigenous and culturally and linguistically diverse (CALD) communities through designated centres. Our volunteers can also provide support and assistance in many community languages,” Ms Foat said.

The ATO is also offering training to members of the public seeking to become a Tax Help volunteer, particularly in regional and remote locations.

Some communities are restricting outside visitors, so we are looking for volunteers within these community to support their neighbours meet their tax obligations.

The ATO routinely translates tax-related material into other languages on our website, in various formats - html, video, and audio.

DEVELOPING leaders for vibrant and sustainable communities across Gippsland is a shared vision of the Gippsland Community Leadership Program (GCLP) and the Gunaikurnai Land and Waters Aboriginal Corporation (GLaWAC).

This was recently strengthened through the signing of a memorandum of understanding between the two entities, further enhancing the quality, connectivity and robustness of one of Australia’s longest running community leadership programs.

“Working closely with GLaWAC as the large Traditional Owner corporation in Gippsland is exciting for the GCLP, it will enable us to expand our knowledge of Aboriginal culture and our understanding of first nation people in Gippsland,” GCLP program director Mark Answerth said.

“We welcome the opportunity to work closely with GLaWAC; a partnership that will enrich and increase the indigenous content within the GCLP framework.

“The aim of the MOU is to encourage the participation of Gippsland’s emerging Aboriginal leaders in the GCLP program, to ensure the program delivers meaningful Aboriginal cultural education to all participants, and to help foster initiatives that build trust and partnerships between the two entities, their staff and Gippsland communities.”

GLaWAC chief executive officer Roger Fenwick said it would provide an Indigenous Scholarship, as part of the MOU, enabling an emerging leader from the local Gunaikurnai community to participate in the leadership program each year.

Welcome back: Newborough export Sam Skinner made a popular return to the AFL ranks as the Brisbane Lions hammered Essendon on Friday night in his first game for more than 1000 days.

NEWBOROUGH export Sam Skinner made a dream return to the football big time on Friday night.

Playing his first AFL game in more than three years, the 23-year-old impressed as the Brisbane Lions took care of Essendon by 63 points at Metricon Stadium.

Skinner provided arguably the moment of the match when he goaled early in the third quarter, much to the joy of every single Lions teammate.

The tall utility, equalled as adept in attack or defence, has overcome three

knee reconstructions during his time in Brisbane.

“It took me a little bit to get into it, but it was just bloody good to be out there with the boys,” Skinner said post-match.

Skinner was among five inclusions for the Lions and played his role impressively in the 14.7 (91) to 3.10 (28) success.

He finished with 10 possessions (eight kicks, two handballs), seven marks, two tackles and 1.1 in 70 per cent of game time.

The win consolidated the Lions in second spot on the AFL ladder, trailing only Port Adelaide on percentage.

In third spot are Tim Membrey’s St Kilda, fresh from a dominant

53-point victory against Sydney at The Gabba.

The Saints withstood a surge from the Swans in the third term, before running riot in the final term, winning 15.11 (101) to 6.12 (48).

Membrey gathered 12 possessions (eight kicks, four handballs) and took five marks.

Max King and Nick Hind each booted three goals for St Kilda, while Jack Steele was named best afield.

Morwell’s Ben Ainsworth was one of the best players for Gold Coast in the Suns’ 26-point loss to a resurgent GWS at Metricon Stadium on Sunday.

Ainsworth gathered 14 possessions (12 kicks, two marks), took nine marks and booted 1.1.

But his efforts were not enough to prevent Gold Coast from losing 9.7 (61) to 4.11 (35).

The defeat sees the Gold Coast drop to eleventh spot on the AFL ladder with a 4-5 record.

Despite not being selected in Hawthorn’s team for the win against Carlton, there was good news for Morwell’s Changkuoth Jiath last week.

The defender was upgraded to the Hawks’ senior list following Ricky Henderson’s placement on the long-term injury list.

Jiath has played two AFL games for Hawthorn and according to club officials is pressing his case for a senior call-up on the back of strong form in the recent practice matches.

MOE continued its unbeaten start to the Under-17 season with an impressive 36-20 win against Morwell on Saturday.

The Lions started brightly, skipping to a five-goal lead at the first change, and extended that advantage at every break to become the only team with three wins from as many starts in 2020.

Moe goal shooter Caitlin Demczuk proved a difficult opponent to stop, particularly with excellent service further up the court from the likes of centre Laini Galea, wing attack Ruby Luckie and wing defence Lacey Pederson.

Tigers take care of Lions FOOTBALL GIPPSLAND LEAGUE

MORWELL extended its winning streak in the Under-18 competition with a 31-point win against Moe on Saturday.

The Tigers beat the Lions 8.13 (61) to 4.6 (30) at Morwell Recreation Reserve to maintain their perfect record through three rounds.

Morwell was strong out of the gate with a seven-point lead at the first change and never looked in danger of being beaten.

For the Tigers, Zac Bezzina led the goal kicking with three majors followed closely by Damien Hough with two goals.

Jai Makepeace made a huge impact for Morwell with Cody Macdonald and Nathan Noblett also major contributors.

Connor Dastey proved the leading light in attack for Moe, snagging two goals, with one goal each kicked by Matthew Heywood and Jack Edebohls.

In a losing cause, Jess McGrath fought hard for the Lions alongside Brandon Watson and Edebohls making an impact on the scoreboard and the field.

Traralgon lost to Sale by 40 points despite a strong first quarter by the Maroons.

Traralgon started in sizzling touch, booting 6.0 to the Magpies’ 3.1 in the first term.

But Sale fought hard in the second to make up ground and took a two-goal lead into the half-time break.

The Magpies added to that lead as the game progressed, leading Traralgon by 30 at three-quarter time and finished the game winning 14.7 (91) to 8.3 (51).

Cooper Whitehill and Jake Hutchins kicked three goals apiece for Sale, with Daniel Byron and Liam Heasley booting two each.

Byron also pushed the Magpies to victory, helped by Hunter Pearce and Whitehill.

For Traralgon, Kade Ruyters, Jake Heasley and Sam Lissa kicked two goals each, while Kade Ruyters, Darion Duncan and Oliver Turnbull battled hard in a losing cause.

Wonthaggi sealed a fine win over Bairnsdale by 57 points 14.14 (98) to 6.5 (41) Keith Robinson shone for the Power and Blake Cornelis was in dynamic form, booting an impressive six goals for the Power.

For Bairnsdale, Byron Vickery fought hard, capping a fine individual game with four goals.

Drouin held off a tough fight from Warragul to win by six points - 8.6 (54) to 7.6 (48).

Leongatha got the points against Maffra.

In Under-16 action, Traralgon hammered Sale by 108 points - 18.16 (124) to 2.4 (16).

The Maroons were strong from

the get go, holding a 19-point lead after the first quarter and stretched that advantage throughout.

For Traralgon, Rhyley Guiney and Thomas Hamilton led the scoring with three goals each, followed closely by Samuel Hallyburton, Kody Tibballs and Josh Rickard who all kicked two.

Lakshay Singh Panwar, Joh Fythe and Kyan Sellings worked hard for the Magpies.

Moe scored a convincing win over Morwell, 13.17 (95) to 1.5 (11).

Jacob Balfour had a day out, kicking three goals, while Bailey Humphrey, Jaryn Makepeace and Billy Claridge kicked two each.

Humphrey was named best for the Lions ahead of Nathan Wheildon, Balfour and Callum Nash.

For Morwell, Blake Couling put on a strong performance alongside Riley Hughes and Cooper Millar.

In other matches Drouin edged out Warragul by six points, Maffra scored a 73-point win against Leongatha and Bairnsdale smashed Wonthaggi Power by 74 points.

With the new COVID-19 restrictions announced by the Premier, the Gippsland League on Sunday announced it would suspend the current season until further notice.

Tracy’s marathon effort ATHLETICS

RUNNING a full marathon was the furthest thing from the mind of Tracy Stevens.

The Trafalgar local, 47, did possess a running pedigree, having contested half-marathons in the past, but a 42.195 kilometre assignment had never crossed her mind.

That was until the Gippsland Road Runners, the club she is a member of, were invited to participate in a marathon fundraiser known as Bravehearts 777.

The fundraiser featured a series of seven marathons in seven days across the country with the purpose to raise funds for the organisation focused on preventing and protecting children from sexual abuse.

“I’d never done a marathon before. I’ve done quite a few half-marathons before, but never a full marathon, I never even dreamt that I would do it,” Stevens said.

She soon began a 24-week program to prepared for the event, using an app on her phone to keep her on track and motivated.

“If I had a 10 kilometre run to do and it was raining in the morning and I got home at 6 o’clock at night, I would still go out and do it,” Stevens said.

“Whereas normally, that would not be me. I’d be like ‘I’ll just go tomorrow’ and the ‘oh it’s raining again, I’ll just go the next day’ but, because I had this program to follow, I just got out of bed each day and did it.

“I didn’t want to let Jade down either.”

‘Jade’ is Jade Cranton, who originally extended the invite to the Gippsland Road Runners.

Cranton and Stevens developed a wonderful friendship during the lead-up to the marathon, only for COVID-19 to throw a spanner into the works.

Despite the event being officially cancelled, Stevens continued on her training regime and contacted Cranton about Plan B. “I messaged Jade and said ‘I’ve done all the training. I’ve just run 30 kilometres last weekend’,” Stevens said.

Cranton created a Facebook event to spread the message of support for Stevens ahead of her marathon assignment on July 5.

“They were just amazing, they created a whole event and they got us medals,” Stevens said.

“The girls from Gippsland Road Runners got involved, half of them registered in events being a 7, 14 or 21 kilometre run.

“They just got behind me 200 per cent.”

Gardens and Moe-Yallourn Rail Trail to watch Stevens cross the finish line in a time of four hours and 52 minutes (4:52).

Not only did she conquer a marathon for the first time, but she also raised $1083 for Bravehearts.

A former Gippsland Road Runner, who had recently moved interstate took part in the virtual event.

“One of our girls from Traralgon moved to Bathurst and she ran with a friend up there,” Stevens said.

“It shows it doesn’t matter where you are, you can still be a part of it.

“There were ladies that would do (a) 10 kilometre or 15 kilometre run with me while I was going further.

“It was an amazing sense of community.”

Following her recovery from a few minor aches and pains, Stevens told The Express that she is ready to go again and plans to one day contest the Melbourne Marathon.

“It’s hard to know with iso, but I would really love to do the Melbourne Marathon next year or something to that effect,” she said.

“I definitely will do another marathon, I just don’t know when, but I will just keep up the training in the meantime.”

Nationals coming to the Valley TABLE TENNIS

THE Latrobe Valley will host the 2020 Combined National Table Tennis Championships at the end of the year.

This is the first time that multiple national championships will be aligned in a jam packed 18 days of competition in late November and December.

The 2020 National Veterans Championships and 2020 National Senior,Youth, Junior and Para Championships will compete at the new Traralgon Sports Stadium.

The event is expected to attract more than 2000 participants, spectators and officials over multiple competitions and $4.3 million impact for the Gippsland region.

The Championships will be delivered by Table Tennis Australia (TTA) with support from Latrobe City Council and Destination Gippsland.

Latrobe City Mayor Dan Clancey said he was excited about the partnership.

“We’re delighted to host the Table Tennis Australia National Championships at our newlyupgraded Traralgon Sports Stadium,” he said.

“It will be our first opportunity to showcase the facility to a local and national audience. The announcement also comes at just the right time to boost our spirits and give us something to look forward to at the end of the year.

“We’ve built a strong reputation as a venue destination for state, national and even international sports tournaments with our top quality facilities, easy access, accommodation options and engaged audiences.

“Our community loves to watch athletes perform, hosting significant events in our region is inspirational for our future local young sports stars.”

TTA chief executive Scott Houston said the TTA

appreciates the support provided by Latrobe City Council and Destination Gippsland.

“All parties worked hard to bring the events to the region at short notice. 2020 will be a unique year with all National Championships held close together, and we’re looking forward to showcase our sport and players, coaches and officials to Traralgon Sports Stadium,” he said.

Destination Gippsland chief executive officer Terry Robinson said the event is a great way to congratulate Latrobe City on the state of the art facilities at the Traralgon Sports Stadium.

“Hosting such events provides the opportunity for visitation locally and across Gippsland which will significantly contribute to the overall visitor economy,” he said.

The National Veterans Championships will run from November 28-December 5 and National Senior, Youth, Junior and Para Championships run from December 11 to 20.

Runner with a cause: Tracy Stevens completed her first marathon run and raised money for Bravehearts along the way.

THE state government will support hundreds of local sporting leagues and associations across Victoria to survive the coronavirus pandemic.

Community Sport Minister Ros Spence announced 200 local leagues and associations across the state will share in $1.4 million in grants through the Community Sport Sector Short-term COVID-19 Survival Package.

The grants of up to $15,000 each will help these leagues and associations meet fixed costs to ensure they can remain operationally viable and provide a valuable boost for their clubs and membership.

It will also help them safely operate and reactivate at the other side of the coronavirus pandemic.

“Our local clubs and leagues are the heart and soul of local communities and that’s why we’re backing them as we look towards a safe return to play,” Ms Spence said.

“Ensuring community sport and active recreation organisations survive this crisis and come back stronger than ever is critical to our economic and social recovery, and to our community’s physical and mental wellbeing. These grants will help these leagues and associations survive and keep their eyes towards a return to play.”

Since the start of the coronavirus pandemic, the community sport and active recreation sector has suffered significant revenue losses - putting sporting associations, leagues and clubs at financial risk.

The $40 million Community Sport Sector COVID19 Survival Package is rolling out grants of up to $15,000 for associations and leagues, and grants of $1000 for individual clubs.

Under the scheme, associations and leagues were eligible to apply for grants of up to $15,000 each, and are part of the government’s strong investment in supporting community sport and active recreation in these challenging times.
