Premier does not rule out testing increase for the Valley

PREMIER Daniel Andrews has not ruled out increased coronavirus testing in the Latrobe Valley, as some locals have raised concerns about the rising number of positive cases in the Valley.

The state government last week increased testing resources in Geelong, Bendigo and Ballarat following increased numbers of COVID-19 cases in those regions.

However, Latrobe City Council, Member for Morwell Russell Northe, Member for Gippsland South Danny O’Brien and Nationals Member for Eastern Victoria Melina Bath have been pushing for more testing throughout the Valley.

The number of active cases in Latrobe City as of yesterday was 23, a drop of six from the peak of 29 on Friday.

Mr Andrews said testing would be increased if there were concerns around

incidents of mystery cases in the Valley, but stressed that this was of “little issue” in the local area.

“Every case and every community is unique and I wouldn’t rule out a testing push be expanded into the Valley if that’s what the medical experts tell us what we should do,” Mr Andrews said.

“There should be no sense of anyone not getting anything that the experts deem what’s the most appropriate action, if the advice comes to me, then

we won’t hesitate more testing in the Valley.”

Ms Bath accused the Premier of leaving the Valley “out in the cold” by focusing on larger regional centres.

“Traralgon has been experiencing increasing cases for over a week, with two clusters which will continue to play out for the next couple of weeks,” she said.

Energy giant AGL reports $816 million yearly profit

ENERGY giant AGL is partly blaming last year’s extended unplanned outage at Loy Yang A for a 22 per cent loss on its 2019-20 underlying profits.

AGL reported a profit of $816 million for the period ending June 2020, but forecast its profits would be between $560 million and $660 million for 2020-21.

AGL chief executive officer Brett Redman pointed to other challenges over lower wholesale energy prices and higher depreciation expense for the slump. “Our energy portfolio has delivered resilient supply, maintaining strong generation despite the major unplanned outage at AGL Loy Yang in the first half and the operating uncertainty created by COVID-19,�

Mr Redman said. “This is testament to the growing diversity and flexibility of our portfolio, including the contribution from our new wind and gas generation assets.�

Unit 2 at Loy Yang A went offline in May 2019 and came back in mid

summer, costing the company $100 million in earnings.

The cost of the COVID-19 pandemic has been forecast at $38 million.

AGL chief operating officer Markus Brokhof said the company’s generation output was unchanged. “We believe this is quite an achievement given the challenging conditions, not just from COVID-19, but also the bushfires and the Loy Yang Unit 2 outage,� Mr Brokhof said. “While that outage reduced AGL Loy Yang’s output in the first half of the financial year, AGL achieved record generation output during this time.�

Mr Brokhof said this was due due investments in coal handling efficiency at Macquarie, which resulted in increased output at Bayswater and Liddell, offsetting the lost generation from Loy Yang.

AGL is aiming for 34 per cent, or 1200 megawatts, of its portfolio to be sourced from renewable energy and storage by 2024, an increase from its current levels of 22 per cent.

It is targeting up to 850MW of

grid scale battery storage, as well as 350MW of distributed storage and demand response capacity by 2024, inline with a climate statement it unveiled in June. “Although energy prices are lower we still see an opportunity to invest as the composition of the portfolio shifts away from coal towards the new firmed renewable generation the market will need,� Mr Brokhof said. “AGL’s strategy is to optimise dispatchable generation, support investment in firmed renewables and continue to invest in the accelerating emergence of batteries and other energy storage technologies.�

Mr Brokhof assured that AGL would continue to “operate our existing assets as efficiently as possible� while balancing new investments and opportunities from the energy transition.

The company has previously stressed it aimed to continue operating Loy Yang A until its planned end date of 2048.

Morwell police from Senior Sergeant level and below have commenced their semi-automatic rifle user training course, focusing on the safe, competent and confident development of firearm skills.

The semi-automatic rifles will be securely stored at the stations or in police vehicles and generally, not be within public sight.

More than 730 police officers from the Public Order Response Team (PORT) and four 24-hour regional uniform stations - Ballarat, Geelong, Morwell and Shepparton - are being progressively trained to use the rifles in response to critical incidents.

It is anticipated this training will conclude at the end of 2021, The four regional stations have been selected to ensure there is a strengthened response in key regional areas, while PORT have been selected to receive the semi-automatic rifles as they are a frontline support unit which can be deployed anywhere in Victoria in response to major events, issues and high-risk times.

Acting Superintendent Rob Wallace said the new semi-automatic rifles would give police more tactical options to use should they be required to respond to any critical incidents such as an active armed offender or terrorist attack. “By expanding this capability to

Training is semi-automatic for police POLICE in Morwell have now commenced semi-automatic rifle training, ensuring they are equipped with the necessary skills to use the new weapons in response to critical incidents to keep the community safe.

The semi-automatic rifle training follows a contract signed by Victoria Police late last year to provide 300 semi-automatic rifles to be used by uniform and frontline support police to respond to active armed offender and terrorist attacks outside of Melbourne.

More than 70 police officers in Morwell will be progressively trained to use the semi-automatic rifles.

MP dismayed by no increase in our testing

THE state government’s failure to acknowledge growing coronavirus case numbers in the Latrobe Valley is “simply unacceptable”, according to Member for Morwell Russell Northe.

Premier Daniel Andrews announced a “regional testing push” on Thursday m o r n i n g, t a r g e t i n g Ballarat, Geelong and Bendigo.

As of yesterday, Ballarat, RUSSELL NORTHE with more than 100,000 residents, had 24 active cases.

Meanwhile, the 3844 postcode, with a population of about 30,000, had 16 active cases.

This includes the outbreak at Bupa Traralgon which is the largest aged care cluster outside of Melbourne and the Geelong corridor.

Mr Northe said he had “repeatedly pleaded” with the state government to allocate additional testing resources for the Latrobe Valley, to no avail.

“Latrobe City has seen an increase in number of active cases and quite rightly there’s a lot of nervousness and anxiety within the community,” he told The Express.

“The overwhelming feedback I’ve had from the community is that there are far too many delays and barriers in trying to get a test and it’s simply not good enough.

“It is just extremely disappointing and frustrating that the Latrobe Valley was overlooked for additional testing.”

Only one dedicated testing facility in the Latrobe Valley - the Morwell Respiratory Clinic - does not require a GP referral or pathology request.

“The government needs to urgently re-open a drive-through facility that doesn’t come with onerous criteria, such as requiring a GP referral,” Mr Northe said.

“The criteria to have a test locally is really inhibiting people who are trying to do the right thing.

“Many are people being rejected because they don’t fit the criteria of having symptoms or a close contact, but the necessity to be referred by a GP can take days in itself.

“If the government and health authorities are fair dinkum about stopping the virus, then people have to be tested in a timely fashion and receive their results in a timely fashion.”

In addition to this, the Department of Health and Human Services website does not contain accurate information on local testing options.

“It makes it pretty difficult for people to get tested and do the right thing when the government’s own website of where to get tested is not accurate,” Mr Northe said.

Mr Northe has written to Chief Health Officer Brett Sutton and Health Minister Jenny Mikakos requesting urgent assistance to increase testing resources in the region, but said his contact with the government had been limited to email due to the cancellation of legislative assembly sittings.

“That’s disappointing as well, our job as elected members is to raise issues and ideas on behalf of our community and we’re not having that opportunity at the moment,” Mr Northe said.

“There should be other ways and forums in which local MPs can advocate for their communities.

“The ability to question the government about matters pertaining to coronavirus or raise issues on behalf of constituents has been taken away.”

Mr O’Brien said he had contacted the Premier’s office seeking clarification as to why the region hasn’t been given additional resources to tackle the outbreaks.

“While I understand around half of the Latrobe Valley cases are at

one aged care facility, this does not mean there is not a risk of community transmission growing if we don’t act quickly,” he said.

The Premier was buoyed by the stability of figures in regional Victoria, but did not rule out imposing tighter rules in the regions if necessary particularly towards the state’s west.

“But this is not a matter for today, it’s a matter for monitoring these numbers,” Mr Andrews said.

“We always make decisions based on proportionate challenges, we are

not trying to inflict harm for its own sake.

“It’s only if we thought case numbers would take off we would impose additional measures, and we would make this as balanced and as proportional as possible.

“Exactly how that would be created is too early to say, but we would have more logical rules in place. We may never get to this rule, it’s driven by the data and common sense.”

Mr Andrews also encouraged people to minimise their travel to and from

metropolitan Melbourne to stop the virus from spreading further.

He said the “message seemed to be getting through” but would also look at imposing further rules if the need arose.

“We would certainly not rule out further steps to control movements, if you make heaps of trips that are not absolutely necessary then there’s a risk you can be bringing the virus with you,” he said.

Resident’s death hits home

A RESIDENT at Bupa Traralgon who was COVID-19 positive died last week.

In a statement, a Bupa spokesperson said they believed pre-existing conditions “most likely contributed to (the resident’s) passing”.

“The resident’s family has given Bupa consent to share this news, but has asked for privacy, and we thank everyone for respecting those wishes,” the spokesperson said.

“The thoughts and deepest sympathies of all of us at Bupa are with them at this time.”

All residents and staff at the facility were tested again on Thursday.

Bupa Aged Care Australia managing director Suzanne Dvorak said she wanted to assure all families with loved ones in Bupa Traralgon that the company was “doing everything we possibly can do to keep your loved ones safe”.

“I’d like to pass on my deepest sympathy and condolences to the family (of the resident who died),” she said.

“It’s a deeply anxious time for people when they test positive and we are speaking to all residents and their families where necessary and possible to determine what the needs of our residents are, most people would prefer the certainty of a loved one being transferred to hospital because (of) the care that they know they can receive.”

Ms Dvorak said the conditions inside Bupa Traralgon were “as good as they can be”.

“Obviously this is a very anxious time for everyone ... for the residents, they are in their own rooms and so they are isolated from their friends in the community,” she said.

“They are keeping to the community that they live in so that we’re not moving throughout the home

and potentially spreading the virus throughout the home.

“They are obviously separated from their loved ones so that is obviously causing some anxiety for the residents and for their loved ones and that is something we understand and we are trying as hard as we can through Facetime and through other mechanisms that there is still some communication going on but nonetheless the sense of isolation is difficult for people and also because this virus is very difficult to control.”

Ms Dvorak said Bupa Traralgon staff were anxious about the situation.

“They are very concerned for the residents and their fellow staff members. They are also anxious for themselves and their families at home, they don’t want to take that infection home with them,” she said.

Premier Daniel Andrews said he knew there had been a death at the

facility “and sends our condolences to the family.”

“Stage 3 is a setting to avoid what’s happened in aged care in Melbourne from what’s happening in aged care in regional Victoria,” he said.

“Agency staff are one of our greatest risks. But there are people such as doctors that we can’t just sequester to each place, they move around.”

Bupa confirmed 17 cases of coronavirus have been recorded at the Traralgon facility, including six residents; eight employees; two agency staff; plus the original visiting clinician who was the first case registered.

The Department of Health and Human Services has also recorded one additional case that was a close contact of an active case from the home.

“We respect the privacy of patients and don’t provide details about individual cases,” a DHHS spokesperson said.

the competition and it felt fantastic to do well.”

Mr Preston said he has competed in about 30 expedition-style adventure races and around 30 “short” 24-hour races.

“We have been doing these races for quite a long time already, we had an advantage over the less experienced teams... this race in particular, we had to do a lot of skills training as well, there was eight different sports so you couldn’t do a lot on one particular discipline because you needed to be well-rounded,” he said.

“You try to put together a team where different people have specific skills, you want someone who is good

with bikes because you might have issues with bike mechanics out on the course. Navigation is something that Kathryn and I are really good at and that is one of the most important skills as well, because the whole course is navigation based, you don’t actually follow like arrows or signs. In a 671 kilometre course navigation is crucial.

“If you don’t have that skill you have to go out and train for it, like we didn’t have a lot of ropes experience so we went down to The Summit in Trafalgar and did some training there and out to a cliff at Mitchell River, so you have to work your way through the different skills, you have

to try and be a well-rounded athlete.”

Mr Preston said this race was very different to others because of the production side of the show.

“We had to do interviews as we went along and that was probably the harder part in that you’re pretty tired,” he said.

“We reached the first camp in the middle of day two and had to go off and do an interview after being up all night and exercising for 36 hours, it was really hard to talk properly.

“I am not looking forward to seeing how tired we look once we see ourselves on the TV, but it will be great to live those memories again.

This year has gone really quickly.”

Kathryn Preston said she was excited for the challenge when she heard that the Fiji track was going to be the set for a new show.

“It’s a race that was around 15 years ago and it’s always been one of the iconic races that we have wanted to do, they had a bit of a break and it was advertised so we had to put in a video and we were selected,” she said.

“Just the idea of being able to compete in the World’s Toughest Race against the best teams in the world just to see how we would go was the challenge that we really wanted.”

Ms Preston said the couple were runners before they started adventure racing.

“We started adventure racing because it was just a new challenge for us, being a runner can get a bit boring so for us we tried it because it was a new challenge and something different. The opportunity to go and see some amazing places while competing is also amazing,” she said.

“This show should increase the profile of adventure racing.”

World’s Toughest Race: EcoChallenge Fiji was released on Friday on Amazon Prime Video.

The gruelling challenge saw the team mountain biking, running, stand up paddle boarding, white water rafting, traditional out rigger canoeing, sailing and swimming to get to the finish line.

The Gippsland Adventure team came third behind first place New Zealand Adventure and runners-up Canada Adventure.

The exciting last section of the race was an outrigger canoe leg across open seas from one small island to another Team Gippsland Adventure finished their expedition in 143 hours and 31 minutes to secure a place on the podium.

After crossing the finish line Gippsland team leader Rob Preston said he was overcome with emotion to have done so well.

Mr Preston said the team were proud to finish the gruelling race only 20 minutes behind second place, and two hours behind the winners as their goal was to finish in the top five.

“The timing of these races can really slow you down, like the team that came behind us was about 12 hours behind,” he said.

Innovation earns nomination

MORWELL’S favourite grocer Manny’s Market is being recognised for its contribution to sustainability as a finalist in this year’s Food and Fibre Gippsland Excellence in Agribusiness Awards.

Manny’s Market is up for an Excellence in Sustainability award and is one of 34 finalists out of 115 entries from Gippsland agribusinesses.

All finalists have the chance to win the agribusiness of the year award to attend a seven-day international agri-food tech tour, valued at $15,000.

Manny’s Market is using an innovative Enrich360 dehydrator system that

is turning food waste into dry organic fertiliser to be used at Morwell’s Verduci Market Gardens.

Market owner John Askew said the dehydrator had been so successful that he is up-scaling the machine.

Mr Askew said he is also eyeing off purchasing bio-degradable bags for the fertiliser, as well as ideas for mushroom compost, slow-release fertiliser or animal feed.

“This is about doing something out of the box and seeing what else we can do. In a few years to come we may see every supermarket has its own food waste unit,” Mr Askew said.

Manny’s supplies fresh produce to

restaurants, cafes and food services, and then picks up the food waste to go back into the dehydrator instead of going into landfill.

Mr Askew said COVID-19 was putting the clamps on the amount of material they could put back into the machine as eateries and coffee shops were closing.

“COVID-19 is holding us up, we hope to up the ante when restaurants start up again,” Mr Askew said.

“Times are tough, especially in Morwell. We are lucky to keep trading as I’m upset to see that people are losing their jobs on a daily basis.”

FEDERATION University Australia’s first Virtual Open Day gave all students an equal opportunity to virtually visit campuses and explore the range of educational pathways available to them.

While students could not physically attend the Virtual Open Day due to coronavirus restrictions, Federation University conducted a range of activities to inform and inspire prospective students.

The online event, held yesterday between 10am and 4pm, will be accessible to all students, regardless of their location, creating greater opportunities for students across Australia to be involved.

The university’s open day included more than 100 live chats with expert staff, 360-degree campus tours of campuses and their sporting and accommodation facilities, and targeted content for VTAC, mature-age and postgraduate students.

Students undertook 360-degree tours of Federation University’s Ballarat, Berwick, Brisbane, Gippsland and Wimmera campuses.

Course-specific webinars were held to introduce students to courses on offer, including Allied Health, Education, Engineering and Information Technology.

“The restrictions we have faced this year have created unique challenges for prospective students, but we have embraced the opportunity to reach more students by offering a range of new and exciting online options,” Federation University Acting Vice Chancellor and President Professor Andy Smith said.

Distribution Priority Area verdict warmly welcomed

THE federal health department has recently classified the Latrobe Valley as a Distribution Priority Area for GPs, an issue that has been the bane of local clinics for many years.

The DPA identifies areas that have a GP shortage, allowing medical practices to hire overseas-trained GPs and Australian-trained doctors on bonded scholarships.

Rural Doctors of Australia president John Hall said the Valley’s reclassification as a DPA area was a “move in the right direction” considering the GP crisis that is felt across many regional areas.

“This process is used to enable areas that have trouble recruiting doctors to employ overseas-trained doctors and also Australian doctors on bonded scholarships who have to work in a DPA site,” he said.

Healthcare Centre practice manager Julie Sullivan said the DPA classification was a huge relief for medical practices who rely on international medical graduates that are willing to work in a regional area.

Overseas-trained doctors work in a DPA to become eligible for Medicare.

Ms Sullivan said it was a “nightmare” every time the clinic asks for exemptions to the DPA classification so that it was able to employ a GP.

“I’ve worked at this practice for 23 years and Morwell has never been recognised as a district of workforce shortage without us applying for an exemption and then having to provide valid justification for it,” Ms Sullivan told The Express.

“Then we have to wait for approval, the paper trail has been a nightmare as has the

prolonged delays in receiving the approval or rejection, sometimes months.”

Ms Sullivan said the delays in hiring as well as replacing doctors that have moved out of the Valley were causing a huge stress to the practice as doctors become overworked and patients are being turned away because of GP shortages.

She said the clinic’s eight GPs and one nurse practitioner see between four to six patients per hour with one GP attending to 40 patients per day.

Latrobe Health Advocate Jane Anderson, who conducted extensive engagements with community stakeholders around the GP crisis, also welcomed the development.

“This allocation has historically changed on an annual basis and can make it difficult for local clinics to attract and retain doctors if they are not located within a DPA area,” she said.

Ms Anderson said this month she will release an action plan developed through her engagements with doctors and medical practices around changes in the health system which will hopefully lead to long-term improvements for Latrobe Valley residents.

In 2019, two clinics in Morwell and Traralgon were forced to close due to GP shortages.

MP: Travel overhaul needed

MEMBER for Morwell Russell Northe has called on state governments to urgently overhaul the interstate travel exemption process applicable to people looking to say goodbye to a loved one or attend a funeral. “I have been contacted by a number of local families who have endured just awful experiences, including not being able to spend time with a loved one who are near the end of their life in an interstate jurisdiction,� Mr Northe said. “I completely understand that strong COVID-19 protocols are in place for the purposes to stop the spread of the virus and to minimise the movement of people, but if there ever were exceptional

circumstances then surely it is in palliative care and funeral arrangements. “The process in place now appears rigid and even cruel as it is preventing people from being with loved ones during palliative care. “The system seems bereft of compassion and it is essentially robbing people of their only chance to be surrounded by their nearest and dearest during their final breaths, which is a source of tremendous grief for many families�.

Mr Northe last week confirmed his office had been contacted by several families who have been unable to gain exemptions for travel for compassionate purposes.

“Surely there can be a better mechanism and system in place and improved arrangements between the states that gives regard and compassion for families in these circumstances - there should be in my opinion a separate process and oversight in place for persons contending with palliative care and/or funerals� he said. “I’m not suggesting that an extended network of family members be able to travel, but conversely, I do believe that being with a mother, father, daughter, son, sister or brother at such a traumatic time is fair and just. “My understanding (is) the whole exemption process takes time, is complex

and even if granted onerous conditions including extensive quarantine and costs exist - that makes it extremely difficult if not impossible for people to travel. “To be denied access to a loved one in their final stages of life I think is just cruel and the emotional toll it has taken on individuals and family members is really distressing� Mr Northe said. “I’ll be honest, my heart breaks for these families. They have forever been robbed of the chance to say final goodbyes. They can’t grieve in the normal way. It’s just horrific. “The COVID-19 crisis has stopped us from doing so many things - I don’t think final goodbyes should be one of them.�

Recycling plan

THE state government has rolled out recycled materials for local infrastructure projects.

Energy, Environment and Climate Change Minister Lily D’Ambrosio last week opened the $2.6 million Sustainable Infrastructure Fund grants to increase the use of recycled materials in local infrastructure projects across Victoria.

Grants of up to $300,000 are open to local councils and alpine resort management boards to use recycled materials such as glass, paper, cardboard, plastics and rubber to build new infrastructure including roads, footpaths, outdoor park equipment, drainages and cycleways.

The grants are supported by the state government’s previous $4.5 million investment in the development and use of new recycled products through the Research, Development and Demonstration program - increasing the uptake of recycled products, improving market confidence and demand, and supporting innovation. “We’re supporting councils to build innovative infrastructure and make the most out of recycled materials as we continue to build a strong circular economy for Victoria,� Ms D’Ambrosio said. “Victoria is leading the way in giving new life to old rubbish - transforming plastic into roads and glass into footpaths.�

The Victorian Electoral Commission is preparing to deliver a safe election during the extraordinary circumstances of the coronavirus (COVID-19) pandemic.

The Latrobe City Council election will be conducted by post - a safe and completely secret method of voting.

Electoral Commissioner Warwick Gately issued a call for Latrobe residents and ratepayers to be ready to have their say. “Make sure you’re enrolled correctly by the close of roll, which is 4pm on Friday, August 28. As this is a postal election, it’s important to check your address details are correct - this includes any alternative postal address,� Mr Gately said. “If you’re an Australian citizen and you’ve recently turned 18 or moved, and haven’t enrolled or updated your address, or if you’ve just closed your post office box with Australia Post, you can enrol or update your details online at vec.vic.gov. au/enrolment.�

Non-Australian citizens who occupy and pay rates on a property or business in the City of Latrobe, or people living outside the City of Latrobe who pay rates for a property they own in Latrobe City Council, can apply to the council to enrol by calling 5128 6162.

Non-resident owners who were enrolled at the most recent election (including any by-elections) for Latrobe City Council will be automatically enrolled. “Voting in local council elections is compulsory if you’re a State-enrolled voter, and we encourage council-enrolled voters to vote,� Mr Gately said. “Your local council makes important decisions about your community facilities, services and local business community, so it’s important to have your say by voting in this election.�

Voters who will be away during the election period can have their ballot pack redirected to an address of their choice by making a request in writing by Thursday, September 17.

Quarantine rules keep MP at home MEMBER for Gippsland Darren Chester won’t attend the next sitting week of federal parliament because of ACT quarantine requirements.

Victorian federal MPs have been required to quarantine at home or in the ACT for two weeks before the next round of parliamentary sittings begins August 24.

Mr Chester said he could achieve more for the community and fulfil his ministry roles better while still based in Gippsland.

“My decision was not an easy one but on balance, the need to maintain momentum on East Gippsland bushfire recovery, support all Gippsland communities dealing with coronavirus issues, and stay personally in touch with local issues during these unprecedented times, convinced me to stay in Gippsland this week, rather than enter self-quarantine in Canberra,” Mr Chester said.

Trivia night is open to many

Gippsland Tech School is hosting an online community trivia night as part of the celebrations for National Science Week.

Gippsland Tech School director Paul Boys said the activity was aimed to bring family members together for a fun night of trivia where questions will range from topics relevant to both children and adults.

“It’s a combination of questions, it can be Science, general trivia or movies so there’s few questions for everybody,” he told The Express.

Mr Boys said families will need two devices such as a computer, a mobile phone or a tablet to participate.

One device will be used to view the live broadcast while the other is where they will enter their answers on.

Mr Boys said the free event is accessible through Event Brite and participants will have to register to join.

Participants can register as an individual or as a team with no limitations as to the number of people in a team.

There will be three winners who will be awarded with gift vouchers ranging from $20-$100, according to Mr Boys.

The online community trivia night will start from 7pm and end at 8.30pm on Thursday.

Supporting the community

THE Gippsland Multicultural Services headquarters has been quiet for many months since social restrictions were imposed due to COVID-19.

For many years, the Buckley Street site was the venue for weekly festive gatherings among senior members of multicultural communities.

They shared ethnic food, music and completed various activities that kept them connected to their culture, until large social gatherings were prohibited.

GMS chief executive officer Tania Ryan said the organisation is still delivering services, but has modified them.

Ms Ryan said while the weekly planned activity groups for senior members of multicultural communities had been temporarily suspended to adhere to social restrictions, GMS carers visit them in their homes to deliver morning tea.

“They knock on people’s door with a plate of morning tea, just over the doorway. They may drop off activities for them to do and ask how clients are if they’re really well,” she said.

Ms Ryan said GMS continues to offer respite services at people’s homes with carers wearing personal protective equipment and clients encouraged to wear a mask for precaution.

She said carers were also able to offer other supports, such as doing the shopping or taking elderly clients to doctors appointments.

Ms Ryan said it was important for elderly members of culturally and linguistically diverse groups to feel that they are connected to the rest of the community “and that they are thought of”.

“We had some lovely phone calls to say thank you and some bunches of flowers sent to the office,” she said.

Ms Ryan said GMS also offered clients technical support to use the internet to meet with members of their community, however “it’s not

“There’s been a lot of research about the impact of social isolation on older people’s wellbeing, quite significantly on their health physically and mentally, so we’re trying to be creative and responsive as we can,” she said.

Ms Ryan said lessons could be learnt from elderly CALD members around resiliency since many of them had war experiences and knew how isolating it could feel.

TRAFALGAR and District Community Bank is proud to have partnered with Ambulance Victoria and the Rotary Club of Trafalgar to sponsor two Automated External Defibrillators (AED) in the local community.

Having access to two new AED devices within the rural community will increase the chances of survival following cardiac arrest. An applied electric shock from an AED can return a heart to a normal working state if a person goes into cardiac arrest.

The AEDs have recently been installed in Trafalgar and Thorpdale.

The Trafalgar defibrillator can be found on the Contingent Street entrance of the Trafalgar Criterion Hotel and the Thorpdale defibrillator is located externally at the Thorpdale Bakery.

Both devices have been registered on Ambulance Victoria’s website, which will ensure the public are directed to the nearest device by Triple Zero call takers in an emergency.

Ambulance Victoria Paramedic Community Support co-ordinator Ross Salathiel said that minutes matter in cardiac arrest and the sooner a person receives CPR and the application of a defibrillator, the better their chances of survival.

The AED’s are in prominent locations within the community and will be maintained by the Rotary Club of Trafalgar.

A YINNAR South woman’s love of Scottish historic novels has led her to embark on the establishment of a Highland pony stud in Australia.

Amy and Dean Young began breeding the native Scottish ponies about six years ago, looking for a sturdy, tough and quiet animal suited to Gippsland’s steep hills.

Ms Young is also the Rare Breeds Trust of Australia equine coordinator and said Highland ponies were listed as vulnerable worldwide, with only about 100 breeding animals in Australia.

“I love to read historical novels and read about the Highlands, but I had never seen one before,” Ms Young said.

“I didn’t even know if they still existed when I went looking, so I began researching them. There are not many in Australia, only about 10 foals are being bred each year.

“When I saw one in real life, it was like looking at on old-fashioned horse, not a showy type.They look like they can work and carry weight.”

Highland ponies were developed to carry stags out of the Scottish high country and are renowned for their weight-carrying ability, with a short

back, heavy bone, broad chest, and thick neck.

Ms Young found a stallion and a purebred mare in New South Wales following a long search.

She told The Express it was rare to see them up for sale and also challenging to find mares with a diverse pedigree.

But the recent import of two stallions had helped to vary the gene pool, and there were programs to establish a sperm bank.

Ms Young now has 14 horses and is producing both purebreds and crossbreds to add some athleticism to their build.

She said her stallion acted “like a big dog” with a quiet temperament, and had young stock almost ready to start under saddle.

Ms Young said the breed was “quiet, accepting and trusting” with some at local shows and adult riding clubs.

“I want to help with the breed’s numbers so I can get them out more.

They have a loyal following but the average person doesn’t know much about them, they have been forgotten about,” she said.

“I’d like to set up a legacy for my kids to take on and so all the doors will be open, but it has been hard to get these doors open.”

Gippsland Primary Health Awards

GIPPSLAND Primary Health Network is seeking nominations for this year’s Gippsland Primary Health Awards to honour individuals and teams who work together to bring better health to the region.

Doctors, nurses, allied health professionals and organisations providing health and support services to people across Gippsland are encouraged to enter.

Gippsland PHN chief executive officer Amanda Proposch said the region’s health practitioners and services worked incredibly hard to

deliver care to local communities. Ms Proposch said the awards were one way to honour and celebrate their achievements and contributions to a healthier Gippsland.

“One of Gippsland PHN’s priorities is to improve the delivery of health services across our region through better use of technology, services working together, high quality care and enough trained health care professionals,” Ms Proposch said.

“This past year has presented new challenges for our primary health workers with many working in

communities that faced drought and bushfires, and then the coronavirus pandemic. All can be very proud of how they have responded to Gippsland’s needs.”

The award categories include improved access to health services, innovative support for diverse communities, integration and partnerships, indigenous health and prevention.

Gippsland PHN is partnering with the Department of Health and Human Services to introduce the new prevention award.

Nominations can be submitted online via a short video, a poster, power point presentation or document to tell the nominee’s story.

Nominations close on September 30, finalists will be announced on October 8 and the winners will be announced on November 18.

Winners will receive a $500 credit towards a health conference, workshop or forum of their choice.

VICTORIAN businesses doing it tough will receive more help in dealing with the stress and emotional impacts of the coronavirus pandemic through a new state government wellbeing initiative.

Small Business Minister Jaala Pulford last week announced details of a $26 million program addressing the mental health needs of sole traders and small and medium business owners and their workers.

“This is an extremely difficult time for business owners and their workers and it’s important that we provide practical, accessible support across the board,” Ms Pulford said.

“We encourage people to pick up the phone and use these services so as a community we can weather the coronavirus storm in the best shape possible - on all fronts.”

As part of the program, St John Ambulance will provide accredited mental health support training to chambers of commerce across Victoria to swiftly boost mental health capabilities within local business communities.

“We’re proud to support this important mental health and wellbeing initiative that will have wide-reaching benefits to small business owners, their staff and communities throughout Victoria,” St John Ambulance Victoria chief executive officer Gordon Botwright said.

Mental health specialists will also be embedded in industry and business associations to provide members with immediate access to expert advisors and on-the-job training for staff to identify and respond to people in distress.

In addition, the Partners in Wellbeing telephone hotline - a free mental health support service delivered by EACH, Neami National and the Australian Community Support Organisation - will be extended to 10pm seven days a week and expanded to also include immediate access to business advisers and financial counsellors.

Victoria Chamber of Commerce and Industry chief executive officer Paul Guerra said the initiative would be warmly welcomed.

“The COVID-19 crisis is the toughest challenge many businesses will ever face, and we know that some will not make it through,” Mr Guerra said.

“We also know mental health will be an ongoing issue as we move into recovery, so this program will be welcome help for many business owners and their staff.”

The delivery of these new services will begin this month.

Businesses affected by current restrictions can apply for a grant from the Business Support Fund - Expansion program until September 14, 2020.

Grants of $10,000 are available for eligible businesses in metropolitan Melbourne and the Mitchell Shire, and $5000 in regional Victoria.

Celebrating Saint Mary MacKillop

THE staff, students and families of Lumen Christi Catholic Primary School did not let a global pandemic get in the way of celebrating the life of Saint Mary MacKillop.

For the first time, Lumen Christi students held a virtual Mary MacKillop Liturgy for her Feast Day. St Mary was Australia’s first (and only) Saint.

As the founder of Australia’s Josephite Sisters, her religious order, St Mary had a passion for education and especially for those in isolated rural areas.

She assisted those in poverty and families who struggled to access even the most basic form of education.

You could say tongue in cheek that St Mary pioneered remote learning.

The whole school would usually gather to celebrate the life of St Mary MacKillop, but instead of going to the Parish Church on site at school, the children and their families joined in via a group Google Meet (video conference).

School officials said it was certainly a very exciting occasion where the children prayed and sang together as they watched and

FOUNDATION students at St Michael’s Primary School celebrated 100 days of school on Thursday, August 6.

Sadly, this also fell the school’s first day of remote learning, students were given a 100 day booklet to work on, a badge to wear and a crown to make.

At 2pm, wearing badges and crowns students and teachers had a 100 day disco via a Zoom link.

Students onsite and at home all joined in for half an hour of dancing and fun hosted by DJ Sam. Foundation leader Mrs Scholtes said that it was fantastic to see their students, their parents and their siblings all joining in and having fun, especially during the chicken dance.

It was great to be able to celebrate and acknowledge the 100 days of learning even though they could not all be together.

STEM challenges JUST before students again returned to remote learning, Year 3 students at St Paul’s Anglican Grammar School had immense fun taking part in a series of STEM challenges.

The students experimented with a variety of everyday resources such as cups, cubes, paddle pop sticks, straws, pegs and cardboard strips to complete the challenges.

Some of the challenges included

building the tallest the structure, building a structure with one cube as the base, and to make something stand out in an impressive way.

The challenges, although fun, were designed to show students some of the key skills and traits they need in order to successfully engage in STEM learning experiences such as being resilient, persistent, creative and reflective.

Heywire competition open

THE ABC’s Heywire competition, now in its 23rd year, is once again calling on young people from regional Australia to share their stories.

The competition is open to people aged from 16 to 22 years living outside Australia’s big cities.

The ABC will select 40 winners to work with ABC producers to share their stories with audiences on ABC TV, ABC Local Radio, RN, Triple J and iview.

Winners will have the opportunity to come together next year to discuss how life could be improved for young people in their communities.

Past winners have used Heywire as a springboard to make positive change, by exploring issues around disengaged young people, access to medical services, youth mental health, careers in agriculture, access to education, environmental care and knowledge of all cultures.

“Being able to use our voices, share our stories and create change, was incredibly valuable and rewarding,” 2019 Heywire winner Mitchell Agnew said.

Agriculture Minister David Littleproud encouraged young people to get involved and share their stories.

“Heywire has given young country people a voice that is heard all over the nation,” he said.

“In telling their stories, they bring to light the leadership that is within the next generation of rural Australia.”

ABC Regional and Local director Judith Whelan said the Heywire competition was an important platform

Ben Cruachan Walking Club

BEN Cruachan Walking Club is not able to proceed with the planned activities now that Regional Victoria is under Stage 3 COVID-19 restrictions.

To help prevent the spread of the virus and protect the health of our members and the public at large the club has cancelled all face to face activities till it is deemed safe to resume bushwalking in groups.

Uniting in these uncertain times

IN these uncertain times, sometimes all we need is to talk to somebody over a cuppa.

With COVID-19 restrictions meaning we’re all staying home more, many of us are feeling isolated and disconnected from people around us.

In response, Uniting Vic.Tas in Gippsland has launched a program where outreach workers will phone or video call people who need some extra support and encourage them to make a cuppa and have a chat.

Uniting Vic.Tas Gippsland executive officer Di Fisher said COVID-19 was having a significant impact on people’s mental health and wellbeing and it was important for people to reach out.

“We’re all staying at home and we’re not doing the normal things we do to keep connected with the community, and that can be really difficult for people to deal with,” Ms Fisher said.

“We know there are people right here in Gippsland who

are feeling lonely, feeling cut off from family and friends and who are also dealing with many other challenging issues in their lives.

“These phone calls are about more than just checking in on their welfare, it’s about maintaining that connection, feeling cared for and feeling like a valued member of our community.

“We’ll encourage them to make a cuppa, sit down and just have a chat. Talking to someone who is interested in what’s happening in your life and how you’re going is important for all of us.”

Uniting Vic.Tas will also use the calls to ask if we can provide any other assistance such as food packs or collecting essentials, such as groceries or medicines, or referrals to appropriate services.

The Cuppa, Chat and Connect program will operate on Tuesday mornings and Thursday afternoons.

Strzelecki Bushwalking Club

JULY was a hive of activity for Strzelecki Bushwalking Club.

Bushwalks, kayaking, overnight hikes and cycling offered a smorgasbord of fun and exercise for the local community.

Many participants were overwhelmed with the beauty of our region with recent activities incorporating Wilsons Promontory, Tarra Bulga National Park, Morwell National Park, Mt Erica and surrounds.

With the Stage 3 COVID-19 restrictions now in place the activities program is forced

to be postponed till further notice. Members are encouraged to continue exercising with household members or with one person from outside the home.

Meetings will revert to using Zoom and are held on the second Wednesday of the month at 7.30pm.

Levendi features among Cox Plate nominations HORSE RACING

MOE trainer Peter Gelagotis is dreaming of a Cox Plate campaign with stable star Levendi.

The six-year-old featured among the 182 nominations for the $5 million Group One WFA feature (2000m) at Moonee Valley on October 24.

Levendi shot to stardom following his win in the 2018 ATC Derby at Randwick.

But the son of Pierro’s career has been curtailed by injury since, firstly with bone chips removed from his knees before sustaining a fractured pelvis in a trial.

Levendi hasn’t appeared at the races since February

Chignell team prepares three winners on a bumper night at Warragul

Victorian Open canned BOWLS

THE 2020 Victorian Open has been cancelled.

Bowls Victoria confirmed at the weekend the annual event, which is hosted in the Goulburn Valley, was called off.

Shepparton Park Bowls Club, the main venue for the tournament, pointed to the coronavirus restrictions as the major factor behind the cancellation.

“This is a very disappointing day for all bowls clubs in our region,” the club said in a statement on social media.

“However, the decision was unavoidable due to the ongoing COVID problems. Hopefully the Open will return bigger and better in 2021.”

The tournament had been scheduled to be held from November 20-27.

Since its inception in 2011, the Victorian Open has grown into the state’s premier tournament.

Close to 3000 bowlers from across the country and internationally contest the eight-day event boasting prizemoney of $50,000.

Newborough’s Lisa Phillips claimed the Vic Medal in 2015 as the leading bowler for the tournament.

Phillips lost a thriller to Carla Odgers in the women’s singles final, but won the mixed pairs with Nick McIntyre and women’s pairs with Melissa Larcombe.

Sport in brief Keilty on board at Moe

FOOTBALL: Local product Declan Keilty will be a playing assistant coach at Moe for the 2021 season.

The signing of Keilty, 25, who played two AFL games for Melbourne in 2019, is a genuine coup for the Lions.

The 194cm ruckman-forward came through the ranks at Moe, playing 18 senior games, before stints at Gippsland Power, Casey Scorpions and then the Demons, who selected him at pick 41 in the 2017 rookie draft.

Keilty had the distinction of never playing in a losing side at AFL level and will bolster the Lions’ big man stocks.

He debuted against Hawthorn in Round 7 of the 2019 season, a match the Demons won by five points, and then played in a one-point victory against the Gold Coast the next week.

In addition to his playing commitments, Keilty will focus on a development role at the Lions, who reached the Gippsland League preliminary final in 2019.

McGibney to take charge of Bunyip

FOOTBALL: Former Traralgon coach Tim McGibney has been appointed senior coach of Bunyip for the 2021 season.

McGibney, who was axed by the Maroons earlier this year following comments made on a podcast, replaces Austinn Jones and Ricky Clark.

The 32-year-old will be joined at the West Gippsland Football League club by Narre Warren premiership players Dylan and Ryan Quirk.

Bunyip missed the finals by percentage in 2019.

Tigers lock in coaching duo

FOOTBALL/NETBALL: Mirboo North has announced Josh Taylor and Ebony Best have re-signed to coach the club’s senior football and netball teams in 2021.

Taylor guided the Tigers to the finals in 2018 and 2019, with the club saying he is looking forward to getting a solid group of players out on the track when COVID-19 restrictions are lifted.

Best, a premiership coach, player, league and club best and fairest winner, said she is excited about getting back on the court and working with the players who had trained so hard for seasons 2020.

Roos stick with Galea

FOOTBALL: North Gippsland Football League club Heyfield has announced Rick Galea will remain as senior coach for the 2021 season.

Galea, who was a premiership player at Morwell and Yinnar, guided the Roos to fifth place in his first season at the helm in 2019.

He had been appointed for the ill-fated 2020 season and will take charge as Heyfield look to bounce up the ladder when football returns next year.

AFL Victoria gives G25 report tick of approval FOOTBALL

AFL Victoria has declared it will adopt a recommendation to merge the Mid Gippsland and Alberton leagues for the 2021 season.

In a 21-page report handed down on Wednesday night, the governing body responded to all 46 recommendations of the G25 Strategy - a review into the state of football across Gippsland conducted by consulting firm Colgan Bauer.

In its reasoning for endorsing the amalgamation of the two leagues, AFL Victoria said: “AFL Victoria see this strategy as providing long term financial and competition security for clubs in both leagues.

“The 2021 league format will provide an enhanced product for sponsorship and allow for

an increased finals format if desired.

“AFL Victoria commit to working with both leagues to ensure the process is in the best interests of all clubs and stakeholders.”

There will also be a salary cap reduction implemented to all senior competitions across Gippsland, in another recommendation to be adopted from the G25 report.

“AFL Victoria will adopt this recommendation with a critical component to the success of community football is the health and sustainability of all clubs,” it said.

“There is a state-wide understanding that the costs of operating football clubs need to be explored to enable clubs to survive post COVID-19.”

In other changes, all central Gippsland leagues - both junior

and senior - will transition to an Under-14s and Under-16s competition model from 2021.

This would see the Traralgon & District Junior Football League remove its Under-16s competition, while the Mid Gippsland and North Gippsland leagues would replace Under16s and 18s with a single Under-17s competition.

“AFL Victoria endorses this recommendation and commits to seek further consultation with stakeholders regarding its adoption,” it said.

“AFL Victoria recognises the challenges faced with changing junior age group structures.

“Those challenges not only equate to number son the field, but also to the likelihood of participation of new players to the game.”

BAROCHA gave punters a bounce in their step, winning at Sale’s Greenwattle Racecourse on Thursday following a betting plunge.

The four-year-old gelding was an impressive winner of race two, a 1105m maiden plate for horses aged four years or older.

The TAB’s price for the first starter fell from $6 to $1.75 and favouritism after an anonymous text message sent on Wednesday, encouraging punters to back their money on the horse.

“4yo 1st starter WILL win without getting out of 2nd gear. $2.3 up to about $2.5 with an odds boost if you can,” part of the message read.

Littermate Stuart Lee Rose ($6.10) is developing into a handy chaser as highlighted by an all-theway win in the TAB Long May We Play Restricted Win Event (460m).

The annual event, scheduled to take place from October 8-10, was officially called off late last week.

The Tour of Gippsland management team, GTR Events and Cycling Australia, said they had constantly and carefully been following the ongoing and changing COVID-19 environment,

including reviewing advice provided by the state and federal governments.

The increased restrictions across the state and the uncertainty of timelines for the easing of restrictions ultimately forced the hand of event organisers.

SAM Flanders became the latest Gippsland Power product to grace the AFL stage last week.

Flanders, who learned his football at Fish Creek before playing at Moe and graduating to the Power, featured in a draw on debut.

A late behind from teammate Ben King ensured the Gold Coast sealed an 11.7 (73) apiece draw with Essendon at Metricon Stadium on August 12.

Academy lands grant SPORT

THE Gippsland Sports Academy features among almost 70 organisations to receive grants as part of a Community Sport Sector COVID-19 Survival Package announced by the state government last week.

Community Sport Minister Ros Spence last week announced more than $12.7 million in grants have been approved from the state government’s $40 million package for the sport and active recreation sector.

Gippsland Sports Academy joins the likes of Netball Victoria, AFL Victoria, Football Victoria and Riding for the Disabled Association of Victoria as organisations awarded grants under this stream of the package.

The grants will help major sport and active recreation organisations keep going in the wake of the necessary cancellation of training, development programs and competition.

Funding will help organisations continue to operate safely, support member clubs and participants and assist with the development of Return to Play plans to reactivate their sports as coronavirus restrictions are gradually eased.

“These grants will provide vital funds for the organisations that support grassroots clubs and associations across the state - the bodies that make it possible for millions of Victorians to play the sports they love,” Ms Spence said.

“This much needed support will help keep the doors open of our state sporting associations and the people they employ in work.”
