Planning activity on the rise in Fingal

There was an increase of 16.6 per cent in the volume of planning applications received by Fingal County Council up to the end of August compared to the same period last year. Chief executive Paul Reid revealed the details to councillors at the October meeting of Fingal County Council. Mr Reid reported that 822 planning applications were received by the council in the first eight months of 2016 of which 758 were deemed valid. The majority of applications were in the Malahide area with 232 while Castleknock had 218, Balbriggan 200 and Swords 172. He added that 850 planning decisions were made by the council to the end of August, of which 739 were valid decisions with 91 per cent of these granted permission. Mr Reid said that the breakdown of the permissions revealed that 83 were for single house construction, 326 were for domestic extensions, 202 were in respect of commercial or retail permissions and 40 were for housing developments. Of the latter, seven related to developments in excess of 100 for more housing units and 24 related to developments of less than 20 units. The council has also facilitated 302 pre-planning requests. Fingal Libraries recorded double digit increases in the use of their services during the first half of 2016 compared to 2015, Mr Reid also reported at the October meeting. There was an increase of 58.8 per cent in the use of digital services, which includes ebooks, emagazines, enewspapers and online learning resources. The borrowing of items such as books, cds and dvds rose by 11 per cent. Mr Reid also revealed a high demand for business development workshops and clinics run by Fingal’s Local Enterprise Office. This year, there have been 34 workshops catering for 291

participants, while 577 clinics have been conducted with citizens wishing to start or expand their business. He also highlighted a new Start Your Own Business programme specifically to cater for Over 50s that wish to start a new business and said the programme, which will run for two nights a week over eight weeks, has commenced in the Riasc Centre, Swords. Meanwhile, there has been a significant increase in the number of FOI requests received by Fingal County Council since the Freedom of Information Act 2014 came into force. The figure has risen from 54 in 2014 to 108 in 2015 and this is set to be exceeded in 2016 as

147 requests have been made up to the end of September. The majority of requests have come from members of the public and journalists, revealed Mr Reid. On the tourism front, Mr Reid reported that the current phase of works to Swords Castle will be completed by the end of October and the new brand for the Swords Cultural Quarter will be launched on November 17. Work on the courtyard at Newbridge House is due to be completed by the end of December while preliminary design work has commenced on providing a new base for Howth Tourist Information Office within the Old Courthouse building.

As part of its ongoing efforts to promote healthy eating, banana importers Fyffes chose their Swords ripening facility as the launch pad for a new competition aimed at those purchasing ready-packed bags of bananas. The ‘Bring Freddy On An Adventure’ is intended to encourage families to eat bananas as part of their natural food intake. The competition invites children to create images of their Freddy Fyffes character dressed to explore pursuits from scuba diving to space travel using illustrations supplied in every pack. Supporting the scheme are Dunnes Stores, SuperValu and others with a prize pool that includes family breaks in Ireland and Spain. Mental Health event launched in Swords On October 12, Youth Mental Health and Wellbeing Week was launched at County Hall, Swords. The week, which ran from October 24-28, was a collaboration between Fingal County Council and the St Finian’s School Completion Programme (Applewood Swords), with the aim of creating a conversation about issues surrounding youth mental health. The initiative was particularly timely in Fingal as the county has the fastest growing, and youngest population of any county in the State, and the council’s departments work closely with youth, sports, and community groups to provide supports for its citizens. The week’s events, which were open to students, their families, friends and staff, included guest talks from boxer Michael Carruth, former FAI international Paul McGee, the DCU Sports Department, as well as several speakers from the faculty, parents, and community representatives. Talks covered mindfulness, setting positive goals, promoting self-esteem, teamwork and supports, wellbeing for educators, and diet and exercise as a pathway to good mental health. As well as speakers, the week presented an impressive list of events, including the launch of a range of initiatives aimed at promoting positive mental health in the school, a 5km Fun Run, and school events.

Speaking at the launch, Fingal County Council chief executive Paul Reid said Youth Mental Health is such an important issue, and one which is taken seriously in Fingal. “Our Local Economic and Community Plan focuses on Wellbeing and Social Inclusion, with a specific objective on addressing mental health issues by continuing to support and grow

community based initiatives throughout the county, and to tailor these services to our young population and their needs,“ said Mr Reid. Scoutâ€™s honour as local praised for bravery

Mayor of Fingal, Cllr Darragh Butler, recently made a special presentation to Mollie Tamara Powell, a member of 38th Dublin Rush Scouts, for her part in the rescue of a drowning boy while on holiday in Turkey this summer. The 16-year-old from Rush, together with Sean Thompson from Wexford, a member of the 6th Wexford Sea Scouts, dived 20 feet into the Dim Cay River in Mahmutlar, Turkey, when they saw a local boy sinking into the water. They swam to his aid, pulled him from the water and had cleared his airways in preparation for CPR when a nurse took over. The boy was taken to hospital and has since recovered. At the October monthly meeting of the council in Swords, Mollie and her family, together with members of the 38th Dublin Rush Scouts, gathered in the council chamber to hear the Mayor and other councillors praise her heroic actions and observe that her training as a scout had proved extremely beneficial in this instance. Dave Clarke, from the 38th Dublin Rush Scouts, thanked the Mayor, the councillors and Fingal County Council for honouring Mollie. Mr Clarke said she was a credit to scouting for the manner in which she dealt with the situation. He presented the Mayor with a Scoutsâ€™ neckerchief on behalf of the 38th Dublin Rush Scouts. 6

The countdown to Christmas begins By the time you read this article, you will probably have heard at least one Christmas carol in a shop, seen a festive window display or heard a few work colleagues bringing up the subject of what they’ll be wearing at the staff party. No sooner has the last Halloween bonfire been extinguished and the last nut cracked, than our thoughts automatically turn towards Christmas. Every year we say we won’t get caught up too early in the madness, but we always fail. It’s human nature and we just can’t help ourselves once we hear that first bar of ‘All I Want For Christmas’. For children this is obviously a time of year that can’t come quick enough. Indeed, if you asked them would they cancel Halloween and have Christmas come earlier, they’d probably bite your hand off ! However, while eye-catching window displays entice children into the shops with their reluctant parents, it’s the latter that have to pick up the tab.

Sadly, there is a downside to Christmas for hard-pressed parents – debt. It’s not unusual for parents to overspend at this time of year. It might be okay to go just that little bit overboard during your seasonal spree but spending significantly more than you can afford isn’t. Somewhere along the line there has to be a payback and usually it comes along with the January blues and the dreaded sight of your local postman walking up the garden path with a sack full of bills. You might not think it’s a big deal to consider deferring repayments until the New Year but is that really the way you want to welcome in 2017? By delaying repayments, you will only ending up paying extra in interest charges, and there could also be a negative effect on your credit rating too. So before you give into the child who wants EVERYTHING for Christmas and the most expensive toy from Santa, think of the possible repercussions. Of course, if there is one thing this recession has taught us is: how to get a grip on reality. The older generation will remember a time when they were lucky to get one gift at Christmas. God knows what they think of all the madness going on around them in the modern day. Christmas is not just for children though as we adults like to let our hair down too. Already Christmas Party nights have been booked and in the coming weeks hotels, restaurants and entertainment venues will be receiving calls (if they haven’t already) to cater for another party. There was a time not long ago when the sacred Christmas Party was under threat due to the recession, with many workplaces deciding against the annual splurge but thankfully that’s all behind us now and this Christmas could be the best in a very long time. At this time of year, it’s also a good thing if you can shop local where possible, and support the businesses that have been there for us through thick and thin. It would also help to foster some good old community spirit. The countdown is on, now let the fun begin!

Council on the ball with new programme

Fingal County Council and the Football Association of Ireland have launched a pilot programme for Transition Year students which will give participants an opportunity to meet their educational requirements as well as developing football skills. Republic of Ireland senior international Robbie Brady, joined Mayor of Fingal, Cllr Darragh Butler, Fingal County Council Chief Executive, Paul Reid, and the Vice-President of the Football Association of Ireland, Donal Conway, to officially launch the Transition Year Football Development Course at Corduff Community Centre. Over the course of the 2016-17 school year, the 25 Transition Year students participating in the programme will mix academic subjects such as Maths and English with Kick Start 1 and 2 coaching courses and modules in Fitness Instruction, Media Skills and Personal Development as well football training and strength and conditioning work. In addition, the participants will undertake an ITEC Fitness Instructors Course delivered by Litton Lane Fitness Training. They will also return to their local school one day a week to work with teachers in the delivery of physical education and gain valuable work experience. Denis Hyland, who is a co-funded FAI Development Officer with Fingal County 10

Council, said the purpose of the course is to help the personal development of the participants and to show them how to balance the demands of sport and education at a pivotal moment in their young lives. “The course allows them to live in a proper football environment for a year while also meeting their educational needs. “They are at an age when some young players head abroad to join professional clubs and this programme allows them to reap the same footballing benefits and a lot more while remaining at home within their families and putting something back into their local communities,” said Mr Hyland. The programme is being jointly delivered by Fingal County Council’s Sports Office and the Football Association of Ireland with assistance from Blanchardstown Area Partnership as well as the participants’ own schools who have released the students to the course for the 2016-17 academic year. Mayor of Fingal, Cllr Darragh Butler, said: “This is an innovative initiative which helps to keep these young students in their communities while at the same time reaping the benefits of quality coaching, quality teaching and fitness instruction which will greatly assist their personal development.

“We have enjoyed a close and excellent working relationship with the FAI for over 10 years and this is another example of the benefits that this type of co-operation can produce.” Chief Executive of Fingal County Council, Paul Reid said within Fingal County Council there is a ‘can do’ attitude and this is another excellent initiative by its sports office. “We are aware that young people within our community have sporting ambitions and this pilot programme is an excellent opportunity to give them a chance to develop their sporting skills while staying within the education system and also giving something back to their local communities. “It ticks a lot of boxes for us as an organisation which is focused on the development of communities within Fingal,” said Mr Reid. Marion Brown, Principal Sports Officer with Fingal County Council, said there is a lot of interest from other Local Authorities in this pilot programme as it is a groundbreaking project. “We have done a lot of planning in conjunction with the FAI and our other partners and I believe we will be delivering a course that will deliver a lot of benefits to the participants in terms of their sporting and educational development,” said Ms Browne.

Dine in the Dark to glow in Swords The National Council for the Blind of Ireland and top chef Neven Maguire recently launched a fundraising event that’s sure to whet the appetite. ‘Dine in the Dark’ is a week-long culinary celebration taking place across the country from November 6-13. Supported by the Restaurants Association of Ireland, the campaign will see 200 restaurants and approximately 8,000 people ‘Dine in the Dark’ for Sight Loss. A unique dining experience, guests are blindfolded throughout the meal. Without their sight to guide them, guests experience taste, texture and flavour in a completely new and innovative way. This is the first year this global event is taking place in Ireland, and Masterson’s Steakhouse in Swords is delighted to be one of those restaurants that will be participating. Mastersons have nominated Thursday, November 10 for their event, but may also add an additional night due to the phenomenal response they have had for this very worthy cause. Alternatively, they are actively looking for a local company to take a private night so they can associate with this fundraiser for the NCBI. Exciting times on course for local golf club The coach camp at Roganstown.

These are exciting times at Roganstown Golf and Country Club in Swords. In July we welcomed Dr Bob Rotella and his wife to the hotel where he spoke to an audience on golf psychology. We had the pleasure of bringing him around the course at Roganstown and watch him on the driving range and play a few holes. Padraig Harrington also called in and they both provided two very entertaining evenings for golf enthusiasts. In August, ‘Yours in Golf ’ – Ciaran Flaherty, brought six of the Junior Academy to the finals of the American Golf which was hosted by Gainsborough Golf Club in England. This event was televised by Sky Sports 4 and aired in early September. Two of our junior members - Kyle Honer and Sean Keeling - won the ‘Under 18 Overall’ and the ‘Future Star’ awards. These were the two major awards from the event. It was a great achievement as Eva Kenny, another junior member, won this event in 2015. We are lucky to see such talent from the Juniors in the club and a big thank you to our PGA coaches, Geoff Loughrey and Fintan Lacey, for their high level of coaching. Cian Arthurs one of our long standing members, who came through the Junior Academy in Roganstown, will be part of the European Team, in the Flightmasters Trophy 2016 taking place in the USA later on in the month. We are very proud of his achievement to date and we would like to wish him all the best in this event and in the future. Roganstown Hotel also played home to the Keith Duffy Foundation Charity Golf Classic in September. It was another great day and night with some of Ireland & UK’s well-known celebrities and sports personalities giving up their time to support the Foundation. The day consisted of a Champagne Scramble with Lee Sharpe, Robert Rock, Max Evans, Ronnie Whelan, Shane Byrne, Brian McFadden and Keith Duffy plus many more hosting their teams on the day. A substantial amount of money was raised for the three chosen charities: Fighting Blindness, Cliona’s Foundation and The Hub. 18

On September 12, we hosted our own Charity Pro-Am in aid of Our Lady’s Hospital for Sick Children, Crumlin. The course on the day looked and played superb. The event was a two Shotgun start with 47 teams in attendance during the day. It was greatly supported by both professionals and amateurs. As the demand was so great, we had to cap the number of teams that played. Richard Kirkpatrick and Team won with an amazing score of -5. The Amateur prize went to three members from Laytown/Bettystown Nigel Woods, John Carolan and Oisin Kelly - with a very good score of 91 points. The day was a great success and as a result we have been asked to host the same event next year by the PGA and the Amateurs. From this we have also obtained some new and exciting business for 2017 and 2018. Five ways to have more of your income left

Do a bit of homework to see how much more of your income you can keep.

By Dave Kavanagh You’ve listened to the budget commentary and worked out roughly how much better off you will be in 2017 (or not if you smoke!). But are there other ways to increase the amount of your hard, earned cash that you have left over each month? Actually, there are but we do tend to put off doing things that can make a difference only to pay for it in the long run. Here’s a few practical changes you can make to leave you with more of your money.

1. Keep a detailed spending budget for a month – Most people think they know

what they’re spending on each month but doing an exercise like this and documenting every single cent that is spent each day can be very eyeopening. Studies have shown, you are twice as likely to have more money each month if you do this. Each day, keep note of any spending, whether it’s 50c in a parking meter or €2 for a newspaper or €1,200 rent. Log the spending each evening strictly and after a month, you will be quite surprised! 2. Shop clever – Make a list before you do the weekly shop. Plan what you actually need, write it down and stick to the list. Avoid the “Oh that looks nice” grabbing which often turns to “that’s gone off, throw it out” a few days later. If you’re not good at remembering prices, keep your receipt and bring it with you the following week. This way you can see if a store has sneaked up a few prices and choose accordingly. When buying more expensive items, make sure you do a bit of research. Just because something is marked as ‘20% off ’ does not mean it’s not cheaper in another local shop that has no reductions.

3. Look at switching utility providers

- Despite some great savings to be made, less

than 20 per cent of households switch providers of things like electricity, gas, telephone/broadband etc. Yes, it can take a bit of time but it could amount to saving the equivalent of a week’s wages by spending an hour on the phone/computer.

4. Review premiums that you are paying – For the ones that come in every year,

such as car or home insurance, taking the time to ring around and compare like with like can yield great savings. At the very least, ring your existing provider and ask “can you do any better?” For the longer term ones such as life cover, mortgage protection, serious illness cover etc, it only takes minutes to see if you can get the same cover (or better) for lower premiums. This is particularly relevant if you commenced them with a bank or insurance company that could only quote their own products. You could be paying the most expensive in the market.

Just make sure you talk to someone who is not tied to just one company and can compare and find you the best option available. If you have given up smoking since you commenced one of these plans and have been off them for at least 12 months, the savings are colossal.

5. Examine your bank statements – Take out a few months’ bank statements and

make sure you can account for every deduction that is made. Regularly, we see people paying for things that should have been cancelled months or even years ago. There may also be debits for items that are no longer relevant or used, such as club memberships or subscriptions. It is also a good exercise in the prevention of fraud, which occurs far more frequently than you may think. Of course, this can all take a bit of time and effort but unless you’re suffering from the complaint of having too much money left over each month, what have you got to lose? •Dave Kavanagh QFA has been a Financial Advisor for over 20 years. PARKRUN: The Rivervalley Parkrun takes place every Saturday morning at 9.30am. This is a free, timed, weekly event that is suitable for people of all ages. Bethany Bereavement Support Group trained members provide support to those grieving after the loss of a loved one.
