Editor’s Note

October sees yet another Budget in which the Government reminds us that we have never had it so good while dripping deeper into our pockets. And, of course, you can’t compare Irish taxation with anywhere else because, as is pointed out in Dáil Éireann on a regular bases, Ireland is different! It’s a difference that becomes harder to explain as our towns and buildings become ever more identical with anywhere else in Europe. When national identity is reduced to marketing concepts of the “Ancient East” and the nonsensical “Wild Atlantic Way.” And when our taxation regime is actually basically the same as many other countries. In reality, people are people the world over and political incompetence is a feature of most democracies. But, when it comes to elections we get to chose who runs the country, not what they will do when they get into power. We don’t get a vote on taxation and even though the Water Charges fiasco has proved there are limits it is a fact that new areas of taxation are constantly being explored. As the nights draw in and the weather gets worse in the lead into Winter at least we can draw comfort from the fact that taxation will continue to provide an endless topic of conversation. On the bright side we have the October Bank Holiday weekend to look forward to at the end of the month. Enjoy it because it’s the last one before Christmas!

Celebrate National Potato Day with Spuds and Family Fun! Country Crest and Keoghs are hosting ‘Spud Fest’, a free family fun day at Newbridge House. The free, family fun day is being hosted by local farming businesses, Country Crest and Keoghs Farm, in celebration of Ireland’s greatest staple food – the potato! Some of the exciting activities on the day will include potato sack racing, tug-o-war, face painting, bouncy castles, arts & crafts, traditional lawn games, vintage tractors, music and more. Guests will especially enjoy the farm-fresh food fare being provided by the event sponsors, with lots of delicious spud-based meals and crisps being served. Local Property Tax cut by 10% The Chief Executive of Fingal County Council, Paul Reid, has welcomed the decision of councillors to reduce the 2018 Local Property Tax by 10 per cent. Councillors have the option each year to make an adjustment in the Local Property Tax of up to 15 per cent but they voted by 20 votes to 17 to accept a Labour Party motion to impose a 10 per cent reduction. “I welcome the decision of the elected members to impose a 10 per cent reduction as this will generate €1.9m which will be ring-fenced for local services, housing and homeless supports,” said Mr Reid. “If Councillors had voted to take the full 15 per cent reduction we would have had to cut services in order to balance our budget. There have been detailed engagements over the past few weeks and months with the Corporate Policy Group and the various political parties and groupings in which the Council’s Management Team set out some of the very real upward pressures on our costs in providing services to a growing county like Fingal. “We are the fastest growing Local Authority in the country with a population growth rate of eight per cent which is twice the national average. We also have the youngest population across the country with growth levels of 20 per cent in school-going children. “Fingal is strategically important to the continued growth of both the National and Dublin economies and our councillors have shown with this decision that they are prepared to put the interests of the county first which is in keeping with the leadership they have shown in other areas such as the recently approved development plan and our response to the housing crisis,” said Mr Reid.

Donabate development raising local concerns At September’s Fingal County Council’s Balbriggan/Swords local area meeting, a group of councillors submitted an emergency motion calling on the Council’s Chief Executive to meet with the newly formed Supporting Proper Development in Donabate (SPDD) campaign group as a matter of urgency to discuss planning concerns. The emergency motion was ruled out of order and will be submitted again at this month’s meeting. That motion followed a mass meeting in Donabate Parish Hall where a large crowd met to express their concerns about planning and development issues in Donabate. The meeting heard that the campaign’s “purpose is to ensure that proper sustainable development is carried out in line with the Local Area Plan for Donabate, and that these principles of development, phasing, infrastructure and proper consultation apply to all other developments on the peninsula as agreed between the community and the county council.” The councillors who attended committed to fighting on behalf of the community and ensuring the authorities pay heed to the residents’ pressing concerns.

Council issues plea to motorists after incidents with school traffic wardens Fingal County Council has issued a plea to motorists to slow down in the vicinity of schools after two incidents involving school traffic wardens in the first week since schools reopened after the summer break. In one incident a school traffic warden was verbally abused by an irate motorist when asked the move their car which had been parked illegally in the vicinity of a school crossing. The car’s wing mirror then struck the warden as it was being driven off. The Gardai were informed of the incident. In the second incident a car drove through a school crossing in Swords, seconds after a group of children had crossed the road, and narrowly missed hitting the school traffic warden who was in the process of returning to the pavement. This incident has also been reported to the Gardai. Niamh Russell, Road Safety Promotions Officer with Fingal County Council, said: “We are appealing to motorists to slow down in the vicinity of schools and to obey the instructions of our school traffic wardens. The wardens are fulfilling an important role in ensuring that children can cross the roads safely. The two incidents are extremely worrying and we urge motorists to start obeying the rules of the road, otherwise we could end up dealing with even more serious incidents.” Councillor Darragh Butler noted that he gets lot of calls about schools and parking this time of year. “Please can everyone be considerate to other road users, do not block paths and driveways and if possible, walk to the school. Above all, please respect our school traffic wardens, follow school instructions and stay safe. If your journey to work goes past a school, please allow extra time and go another way around if possible. We need to keep our children safe.”

MarathonKids get down to training

Over 2,500 primary school students attending Fingal schools will complete a marathon over the coming weeks as part of an initiative to increase physical activity among young people. The MarathonKids Ireland Programme will see students train four times a week to run 25.2 miles over an eight week period. To complete the marathon, all the participants will come together at a special event to run the final mile on November 19. This is the third year that the MarathonKids programme is being rolled out in Fingal schools and the numbers have grown from 800 students from 22 schools in 2015 to 2,500 from 30 schools this year. Inspired by a similar programme in the US, Fingal County Council Sports Officer Niall McGuirk and MarathonKids Ireland Director Neil Kennedy created a programme that combines four running sessions per week with information about the role of nutrition and fitness in contributing to a child’s overall physical and

mental well-being. While the initiative was first rolled out by Fingal County Council, South Dublin County Council have also come on board this year to introduce it to a further 30 schools in Dublin, taking the numbers of students participating to nearly 5,000. “I know that this programme could be put in place across any school in Ireland,” said Niall. Dublin GAA star and MarathonKids Ireland Ambassador Paul Flynn visited his former primary school, St Colmcille’s BNS in Swords where fifth and sixth class students will be taking part in the programme. The Swords native praised the inclusive nature of the programme as being beneficial to children who don’t have an interest in sports but want to be active: “As someone who was involved in all sports in school, I also appreciate that there were other kids who didn’t do as much activity. MarathonKids is open to everyone.” Paul will be providing helpful health and

fitness tips to participants throughout the eight weeks and is hoping to run the final mile with the MarathonKids on November 19. The Mayor of Fingal, Cllr Mary McCamley emphasized the importance of the programme in tackling childhood obesity. “Not only are students keeping fit, they’re learning what to eat and what not to eat. They’re being taught to limit their sugar intake and eat foods that will benefit their running.” She added that the MarathonKids Programme costs the schools and students nothing except for a “commitment of their time”. Fingal County Council’s Chief Executive Paul Reid highlighted the importance of investing in a child’s physical and mental well-being from an early age: “It’s a well-proven fact that getting kids involved at an early stage in sports and being active provides a great mental and physical support for them in the future.” He also praised the programme describing it as “an investment in communities”.
