Fingal Towns and Villages To Benefit From Government Funding Seven of Fingal’s town and villages are to benefit from a €10m Government initiative, the 2016 Town and Village Renewal Scheme. Under the scheme, a wide variety of improvement projects identified by Fingal County Council in conjunction with local community groups and businesses will be funded. Funding awards for the seven Fingal projects range from €29,000 to €100,000. The projects awarded funding under the scheme will increase footfall and stimulate the local economy of the county’s town and villages. Funded projects will include the development of a playground, the installation of outdoor exercise equipment at a number of sites, streetscape and environmental enhancements, and new pathways and signage that will unlock existing amenities to both visitors and local residents. The Fingal towns and villages announced last week by Minister for Arts, Heritage, Regional, Rural and Gaeltacht Affairs, Heather Humphrey’s TD as beneficiaries of the scheme are: Ballyboughal - €34,000 Installation of outdoor exercise equipment. Balrothery - €100,000 To undertake landscape improvements at the entrance to, and the exit from the village. To build a new pathway linking Glebe Park to an existing heritage trail through the village Installation of outdoor exercise equipment in Glebe Park Boundary improvements to Balrothery graveyard. Balscadden - €34,000 Installation of outdoor exercise equipment. Donabate - €39,000 Install signage to direct people from Donabate train station to Newbridge House and Farm. In addition, the project will open up, widen, and replace, an old gateway at the back of the estate, making the facility more accessible for local residents. Loughshinny - €29,000 Streetscape and environmental enhancements to a strategic site at the entrance to Loughshinny Village on the R128 Rush Skerries Road. Rush - €99,000 Delivery of a playground in Harbour Park. Tyrrelstown - €45,000 The development of a network of paths through

Tyrrelstown Park. In each case, these awards will be further supplemented by funding from Fingal County Council . Paul Reid Chief Executive Fingal County Council said: “I am delighted with this news and I wish to congratulate all and acknowledge the hard work that went into putting these submissions together. This news comes on the back of the fantastic successes enjoyed by Fingal’s towns and villages in this year’s Tidy Towns competition and it further recognises the cooperation and partnership enjoyed by the local communities and Fingal County Council and shows what is possible. We recognise the potential that exists in Fingal’s communities and we actively support them through initiatives like the recently held Cleaner Community Awards 2016. It is no coincidence either that our towns and villages form part of our tourism proposition and I am pleased to note Minister Humphreys’ comments that this scheme will be available again in 2017 and I look forward to more benefits for Fingal’s towns and villages.”

Lusk Community 2020 Sports Plan Committee Continues Their Work The Lusk Community 2020 Sports Plan committee continues their work highlighting the urgent need for the completion of and handing over of Class 1 Open Space lands/Lusk Recreational Hub to Fingal County Council. Mid October’s Council meeting saw Cllr Ken Farrell, along with fellow Councillors, discuss Fingal County Council/Planning Application (F16A/0361 - Residential development North of Class 1 Open Space and Lusk Community College) with the following main issues

highlighted: • Encroachment of the proposed development into the Class 1 Open Space (C1 OS)/Lusk Recreational Hub. • Suggested improvements to traffic management along Raheny Lane to improve the ease and flow of traffic. • Delay in the transfer of lands, to date, to the Council as part of the Class 1 Open Space/Lusk Recreational Hub. Subsequently a decision has now been made on the planning submission, highlighting several of our concerns - mainly the encroachment of the proposed development into the Class 1 Open Space/Green Area. To further highlight the issue, the group were delighted when Alan Farrell TD also raised the need to support the Lusk 2020 initiative in the Dáil with the Minister of State with special

responsibility for Sport, Patrick O’Donovan TD. Deputy Farrell stated that the Lusk 2020 is an innovative project with a strong community focus. It serves as a prime example of how local clubs, organisations, and residents can come together to ensure the sporting and health needs of the local community are put to the fore of the agenda. He asked Minister O’Donovan to review all information regarding Lusk 2020, with a view to identifying possible avenues of support for this important project. The group are encouraged with these recent discussions and positive responses such as that from Minister O’Donovan and look forward to continuing to work with all parties with regard to the development & delivery, in full, of the Lusk Recreational Hub for the benefit of the community of Lusk/Fingal.

Local Customer Appreciation Night, A Great Success By Rachel Reilly On the 17th of November Jones Garden Centre and Mrs Jones Farm Kitchen held its annual Customer Appreciation Night, starting at 7pm and finishing up at 9pm. On the night customers could sample an array of succulent Christmas dinners such as roast turkey or a delicious honey glazed ham, followed by tasty home made mince pies, which you could wash down with some beautiful complimentary mulled wine. All I want for Christmas..

Christmas is a time of happiness and merriment but also, for busy mums it can mean finding the right outfits for loads of events including nights out, children’s concerts, lunches, coffee dates with other mums and/or colleagues. I find myself getting into a tizzy around this time each year thinking about the many outfits I need and the limited budget I have so this year, I am trying to be clever about it. I am buying a minimal amount but buying smartly. I’ve bought one 12 LUSK LOCAL-DECEMBER

really good pair of black palazzo pants (with built in support wear, like spanx from Patricia O’Toole!) to hide my wobbly bits and I’ll pick up a few sparkly tops to mix and match with these clever, comfy dressy trousers. I’ve bought one knockout dress, in blue, my favourite colour, that I plan to wear at least three times. I nabbed a fab pair of black boots with a small block heel and sparkly details and I know I will be able to wear them daytime or night time because they are not too

dressy to be over the top but dressy enough to be elegant. I picked those up in the mid-season sale in The Shoe Horn and just know, they will take me through the whole holiday season. Money can be tight, so if you do have a night out to plan, look for good offers. Olly’s in Skerries does a great early bird and new restaurant in Balbriggan ‘The Twisted Olive’ has a Bring your own beer/wine policy and they do not charge a corkage fee. If you want to go somewhere fancy, try Scholars hotel

GOVERNMENT INTRODUCES A NEW “HELP-TO-BUY” SCHEME AND REDUCES DEPOSIT REQUIREMENT TO 10%

The Governments new scheme for FIRST TIME BUYERS is explained by David Scollard of Scollard Financial Services, Mortgage Brokers, Lusk. The governments new “Help-to-Buy” Scheme for first time buyers was announced in the budget in October, with an expected launch date for processing applications of January 2017. Whilst some amendments may be made to the details of the scheme as it passes through the Finance Bill, the basic principles will be largely as already announced. In addition to this, on 23rd November the Central Bank announced amendments to the deposit rules, so that first time buyers can now qualify for a mortgage of 90% of the purchase price with no upper limits or restrictions. This change is effective from 1st January 2017. Taken together these measures should greatly assist first time buyers in securing the purchase of their home, and in encouraging builders to commence badly needed new developments. How is the tax rebate calculated? A tax rebate of 5% of the purchase price of the property will be provided, up to a maximum allowance of €20,000. Who qualifies for the rebate? To qualify for the rebate, applicants must satisfy 16 LUSK LOCAL-DECEMBER

all of the following criteria: 1. All applicants must be first time buyers and the property must be used as a primary residence only. 2. The property must be a new-build or a selfbuild, second-hand properties do not qualify. 3. Applicants must be taking out a mortgage for a minimum of 70% of the purchase price. 4. Income tax equal to the amount of the rebate must have been paid by the applicants over the previous 4 tax years. 5. The maximum allowed purchase price is €500,000 (the allowance is capped at €20,000 for properties costing between €400,000 and €500,000). 6. Applicants are required to submit tax returns for the previous 4 years. Returns can be completed using the PAYE online service at www. revenue.ie. 7. Applicants must continue to reside in the property for 5 years to avoid a clawback of the rebate (a sliding scale applies). Note that if you have already purchased a new home since 19thJuly 2016 and meet the above criteria you can apply for the rebate. If you are building your own house, and made your first mortgage drawdown after 19th July 2016, you can

also qualify. How will the scheme work in practice? This is best explained by way of an example: A first time buyer couple wish to purchase a newly built home for €300,000. Provided they have paid the required level of income tax over the previous 4 years, they will qualify for a rebate of €300,000 x 5% = €15,000. Therefore, taking account of the new tax rebate and the amended Central Bank guidelines, the couple will need their own savings as follows: Purchase Price €300,000 / Less Mortgage (90%) €270,000 / Less Tax Rebate €15,000 / Own Savings Needed €15,000. They will also need additional savings to cover fees, stamp duty, furniture etc. A minimum of €10,000 is generally recommended for this purpose, so total savings of €25,000 will be required to complete the purchase. Of course, the maximum mortgage allowance quoted is also subject to an assessment of income and affordability as guided by the Central Bank and each lenders own criteria. Marathon Kids Programme Fingal

MarathonKids in conjunction with Fingal County Council, Dublin City Council and SSE Airtricity Dublin Marathon have taken action to get children active. The MarathonKids programme is a fun and enjoyable 8 week journey that involves students running the 26.2 miles. According to the World Health Organisation (WHO) 2015 report, Ireland is set to become the most obese country in Europe by 2030 with 89% of all adults defined as obese or overweight. The MarathonKids initiative is looking to encourage fitness, educate young people on the benefits of sport and promote an increase in activity levels in the early teenage population. The programme saw over 1,900 6th class pupils from twenty-nine Fingal schools participate, with children running 4-5 times per week in school, which led each student to complete a total of 25.2 miles (just one mile short of the Marathon distance), before completing the last mile at MarathonKids Final Mile Event in the National Sports Campus on November 20th. The MarathonKids programme is an educational and physical activity programme which supplements the school’s curriculum through a specially developed workbook, used as both a training guide and learning tool by pupils during school hours. Niall Mc Guirk, Senior Sports Development Officer, Fingal County Council, is delighted with the

outcomes from the programme, “Fingal are delighted with the impact the programme has made in our schools. We had 1,000 Fingal kids here out of 1,900 on a cold Sunday morning, which is a credit to the runners, their parents and their teachers. This programme has the potential to be in every school in the country. There is no cost to the school or the kids and both teachers and Principals’ agree it’s easy to implement and makes a huge impact regardless of the size of your school and the standard of your facilities. I would encourage all Councils and all Local Sports Partnerships to get the programme up and running in their areas!” Speaking about the programme, James Hayden, a teacher in Balbriggan ETNS, one of the participating schools, said “The MarathonKids programme has shown to be a truly beneficial and enjoyable activity for both myself and our kids. It has highlighted the benefits of sport to us all and it has made such an impact on even the students who wouldn’t normally be overly interested in taking part in sporting activities. LUSK AC - DUBLIN CITY MARATHON CLASS OF 2016 2016 saw nearly 20,000 people take part in the Dublin City Marathon. Many were from Lusk not just from its athletic club but throughout the community. Dublin Juvenile & Junior CC Uneven Age Santry Nov 2016 Congratulation to all our athletes who took part in the Dublin Cross Country uneven age in Santry recently. There was some extremely strong running on show in a sunny but cold Santry. Well done and keep it up everyone! (See 4 photos attached of cross county Santry)

As a reminder to everyone in our club and locality please take all the care necessary to stay safe when training on the roads. At all times please wear your high viz equipment and take extra care at junctions. Occasionally juveniles use the ring road for training and it is our policy to secure extra supervision to help ensure the safety of juveniles during training. Please stay safe everyone.

FRANKIE’S BACK! The Fit4Life Group have now become THE GRADUATES and Frankie Hollands is returning fresh from her appearance on Ireland’s Fittest Family to coach this group. Frankie has asked that anyone from her previous groups who would like to continue 5k training or maintain general fitness are very, very welcome to come into this group. There is a 12-month plan in place for this group that is flexible. Training is Tuesday and Thursday at 7pm. We will have a new Fit4Life Group in January 2017. All welcome.

Adult Winter Training Program With the completion of the Dublin City Marathon, Lusk AC are now moving into our winter training. Winter is a time for strength and conditioning to make ready for the racing season of Spring/Summer 2017. Sunday morning sees the introduction of Cross Country Hill Running in Ardgillan. Hill Running in Ardgillan is open to every one of all abilities, both members and non-members. Please meet in the car park when gates open at 9am and be ready for a 9.15am start.

GREAT TIMES AHEAD FOR LUSK UTD

By Peter Thompson Monumental moments at Lusk Utd AFC of recent when they hosted their first Celtic FC International Partner Camp. Incredibly the winter camp sold out within a couple of weeks! Lusk Utd signed an International Partnership with the Legendary Scottish Club back in July and are storming ahead with it. Speaking as Football Development of Lusk Utd – “we are extremely delighted & proud at the buzz around the club and in Lusk in general, there are great times ahead for our players / members. We continue to strive towards 1 goal – Football for all. We like to create a fun coaching environment for our players. Football is evolving and we are evolving with the game and prioritising the fundamentals of the game, maturing & nurturing the players Educating our coaches and cementing our tag - #workhard 22 LUSK LOCAL-DECEMBER

#havefun.” He added- The Celtic coaches are incredible, 118 kids enjoying football and hanging on to every word from the Celtic legends. Leading the pack was Graham Diamond whose experience & knowledge is priceless. Kids and Coaches were also spoiled with a choice of ‘healthy’ lunches each day in the clubhouse. I would be telling fibs if I didn’t say I had a tear in my eye as I dropped the Celtic boys off at the Airport, let’s say a sense of achievement! I mustn’t forget the extreme hard work put in by my colleagues – Ciaran Russell (Football Development Officer) Bobby Gilbert, Trevor Russell, Stephen McGivern, Emmet Burke (Club chairman). Yvonne White, Glenda Thompson, Mark Nolan too many to mention … without them we couldn’t have done it. Thanks a lot to you all” and especially the kids for their great behaviour and hard work. So, what finer philosophy could a Club have. A Progressive club with a fantastic future no doubt.

Fingal Solo Piping and Drumming 2016

The first ever Fingal Solo Piping and Drumming hosted by Black Raven Pipe Band was held in the local Lusk National School and proved to be an outstanding success. There was a record entry of just over eighty pipers and drummers across all levels. The large audience enjoyed an afternoon of some wonderful piping and drumming from participants who travelled for the four corners of the country. The theme of the competition was to encourage young players to compete in competition at an early age of their piping or drumming career. There were a total of forty one competitors under the age of sixteen competing for various titles. This huge entry showed the enormous interest among young people in piping and drumming in Ireland. One of the ingredients for the success of an event of this sort was to employ top class adjudicators. With this in mind, the organisers appointed the following - Richard Parkes MBE, Pipe Major of Field Marshall Montgomery Pipe Band and winners of the 2016 World Pipe Band Championships; Terry Tully, former Pipe Major St. Laurence O’ Toole Pipe Band and winners of the 2010 World Pipe Band Championships; Stephen Creighton, Lead Drummer St. Laurence O’ Toole Pipe Band and winners of the 2016 World Pipe Band Drumming; Ian Lawson, Royal Scottish Pipe Band Association Adjudication Panel and Trevor Buckley, Royal Scottish Pipe Band Association Adjudication Panel and former lead Tenor Drummer with Field Marshall Montgomery Pipe Band. The organisers also included a special over 50’s event which was extremely popular. The idea behind this extra event was to encourage those who have retired from pipe bands to keep involved at a solo level and enjoy their piping and drumming in a competitive but relaxed atmosphere. This year, the event attracted seven entries and was enjoyed by competitors and audience alike. delivered to the younger competitors by Richard Parkes MBE and Stephen Creighton and they also gave a little insight of their experiences in the pipe band world. At prize giving, certificates were presented to those competitors who competed in solo competitions for the first time and afterwards the full results were announced. From a Black Raven perspective, it was encouraging to see that there were a total of eleven members in the prize list. It was also encouraging to hear from competitors that they were very happy with the organisation and venue and they would certainly be back in 2017.
