Chipping Program Dear Council Members; We are sending this to you to express our dissatisfaction with the recent decision to suspend the spring chipping program.

First of all, while our taxes continue to rise, services decline. Why is it that Lumby can no longer offer this service while Enderby, Armstrong and Vernon continue with their spring chipping programs? Kelowna provides a year-round yard waste pick-up system.

Secondly, without the chipping program, the village is downloading costs to individual households. This is especially true if one does not own a pick-up truck and still chooses to get rid of yard waste at the landfill.

Thirdly, without the chipping program more trips to the landfill will be required, increasing carbon emis-

sions. Lumby proudly participates in Communities In Bloom. Part of the criteria for participation is "environmental action". Are those hundreds of extra trips to the landfill the best way to be green?

Lastly, property taxes in Lumby are very close to those in Vernon. Vernon, however, offers far more amenities: Rec Centre (including an indoor pool and gyms), art gallery, indoor and outdoor skating rinks, performing arts centre, public transit, extensive parks and recreation programs and a spring chipping service!

We would like to suggest that council reconsider the decision to cancel the yard waste/chipping program. We strongly urge you to reinstate this service.

Cleaning Up The Streets To the Editor, Strapping a rotary brush to the front of a Bobcat does not a street sweeper make. It just makes a huge cloud of dust, a health hazard and an incomplete job.

Blowing the dirt on the pavement only produces a health hazard.

Lumby, at one time, had a good street sweeping machine run by very diligent operators producing clean streets very efficiently.

The Village ought to buy a good street sweeping machine instead of relying a hit and miss hiring of expensive out of town contractors that are paying for

their machines at the expense of Lumby taxpayers.

A solution to part of the question of paying for the machine might be found by teaching the councilors to operate it. They could each put in a couple of shifts a week cleaning the streets properly. In this way we, the tax payer, might realize some tangible result from the above average salaries we pay these people each month.

Think about it Taxpayers, you are being taken for a ride.

Thoughts on the governing of Lumby To the Editor, In response to the article in the Lumby Valley Times on March 5th, page 3 'New Waste Collection coming soon' in which The Village of Lumby Council approved a new residential waste collection program: We are concerned about the fact that a practice that will affect most every resident of Lumby is being pushed through without any chance for Lumby citizens to agree or disagree.

We want our trash picked up as usual in bags every week as has been the case for years. We are probably not the only people who have a one car garage, or garages already full of other items and no room for a 240 litre container plus another 57 litre compost bin.

Besides our regular sized garbage bin we also have a grey bin for glass, a blue bin for cardboard and a blue bin for recyclables. We separate our trash. We just don't have the room for 4 containers.

If we are forced into this plan in order to have our trash collected we won't have room to park our medium size car in our garage. Not only that but we,

like many folks in Lumby have sloped driveways and those bins will be awkward and cumbersome to take to the curb, especially in winter and especially for disabled or elderly people. Then there's the smell. Can you imagine how empty meat, fish and dairy containers will smell after two weeks, especially in summer months ? Not good. Will these big trash containers be bear and raccoon proof? After two weeks of rot bears could be lured in to our community. Lots of people keep trash bins outside or on their patios. Will it be risky to go outside after two weeks of odor build up?

Will Lumby Council be liable for bear attacks caused by increased odors?

It bothers us that decisions for all of Lumby are being made by a few individuals without a means of people having a say. This feels like we citizens are being 'Parented' by Council and while we understand Lumby Council must make decisions for the town, in this case with something that will affect our daily lives, we don't have an opportunity to have any input.

Interior Health Begins Immunization Of Workers In High-Risk Locations As Age Cohorts Expand

Interior Health has begun administering COVID-19 vaccine to workers in high-risk locations, including those at industrial work camps and congregate living settings.

Additional supply of COVID-19 vaccine announced by the Province makes it possible to direct immunizations toward these high-risk workers in select settings such as food processing facilities, work camps, Big White Mountain, farms and nurseries.

Providing the vaccine to workers in high-risk settings reduces risk of outbreak in those settings, which contributes to decreased community spread and transmission overall.

Having received 6,500 doses of the AstraZeneca vaccine from the province, Interior Health will complete these targeted immunizations over the next few weeks. Interior Health has identified eligible employers and is working directly with them to arrange vac-

cine scheduling.

More broadly, Interior Health continues its primary immunization campaign based on age for the following groups: • Seniors born in or before 1945 (76+) may book from Thursday, March 25 • Seniors born in or before 1946 (75+) may book from Saturday, March 27 Individuals who are eligible based on their year of birth may call 1-877-740-7747 between 7 a.m. – 7 p.m. DST, seven days a week to schedule their appointment.

Beginning in April, additional essential worker priority groups identified by the B.C. COVID-19 Immunization Plan can receive their first dose. More information is available at https://www2.gov.bc.ca/ gov/content/covid-19/vaccine/plan We remind everyone to be vigilant against fraud.

To register for a COVID-19 vaccine appointment, the public will only be asked for: • legal name • date of birth • postal code • personal health number (PHN) from a Care Card or the back of the B.C. driver's licence or BC services cards, and • current contact information, including an email address or a phone number that is regularly checked.

Province Continues To Support Communities, Regional Districts During Pandemic

Regional districts in B.C. will receive $10 million to support local services and operations, building on the historic COVID-19 relief and recovery supports provided to communities.

"The COVID-19 pandemic has changed all our lives and local governments are on the front line, which is why we have already delivered hundreds of millions directly to communities to support them through restart and recovery," said Josie Osborne, Minister of Municipal Affairs. "We've partnered with communities to deliver the critical services people count on, and now we're further boosting support to regional districts to make sure we continue to reach people in every corner of British Columbia."

The safe restart funding is part of the Province's ongoing work to give local governments the tools they need to provide the essential services people count on in their communities.

COVID-19 Safe Restart deliver an additional $10 million in funding shared among the 27 regional districts in the province by the end of March 2021. The funding will assist regional districts with the delivery of regional and local services that have been impacted by COVID-19.

The COVID-19 Safe Restart Agreement is providing $540 million in direct support to B.C. local governments to help communities manage the impacts of the pandemic. The Province distributed $415 million in COVID-19 Safe Restart grants to all 188 local governments in B.C. in November 2020 to help with operating costs and respond to pressures caused by the pandemic.

Since then, the provincial government has continued to provide funding to local governments, including a $100-million program to support people experiencing homelessness and strengthen communities, and a $15-million program to improve the efficiency of development approvals to get the housing people need built faster in communities throughout the province. Applications for those programs are open through the Union of B.C. Municipalities.

The Safe Restart Agreement is funded equally by the governments of B.C. and Canada.

Eat anti-inflammatory foods! What does this all mean?

Eating for your blood type is a theory based on a particular blood type and how it affects digestion. It is said that if you eat this way, you should be able to control your weight, prevent certain diseases, some cancers and even improve your cardiovascular health.

This way of eating relates to where our ancestral history lies and what was available.

• Type O was said to be the original “ancestral” blood type of the earliest humans who were hunter-gatherers, with diets that were high in animal protein.

• Group A was said to evolve when humans began to farm and had more vegetarian diets.

• Group B blood types were said to arise among nomadic tribes who consumed a lot of dairy products.

• Group AB blood was supposed to have evolved from the intermingling of people with types A and B blood, type AB recommendations were intermediate between those for people with types A and B blood.

As of February 1, 2021, the Province has made administration of the Contaminated Sites Regulation mandatory for local governments. Site disclosure statements must now be submitted for Rezoning, Development Permit, and Building Permit applications where soil disturbance is likely.

Site disclosure statements require applicants to declare whether their property has been used for a commercial or industrial purpose listed in Schedule 2 of the Contaminated Sites Regulation. Site disclosure statements are now included as part of the Village of Lumby’s application packages.

its blood pH level. Although, nothing you eat is going to substantially change the pH of your blood, cause if it did, we would almost all die prematurely.

Let me explain pH a little more in depth. A pH level measures how acid or alkaline something is. A pH of 0 is totally acidic, while a pH of 14 is completely alkaline and a pH of 7 is neutral. Those levels vary throughout your body. Blood is slightly alkaline between a pH of 7.35 and 7.45 while your stomach is very acidic at a pH 3.5 or below so it can digest food. Our lungs and kidneys are largely responsible for blood pH levels and the kidneys control what is eliminated, which leaves us with our urine. This is why there are urine test strips to indicate pH levels. This is largely to do with what we eat that determines this number. Based on the types of foods we eat, our body (and the kidneys in particular) needs to do more or less compensating for optimal pH. If you were to look at an alkaline food list, you will see lemons and limes on there. This may seem confusing, as lemons and limes are acidic. But again, its all to do with the kidneys and the effect the particular food has on them. This is called the “potential renal acid load” or PRAL. Citrus fruits, although acidic, are considered alkaline, as they have a low renal acid load.

Again, what we eat is not really going to change our blood pH. However, the alkaline diet does contain very healthy foods and will help with weight loss and overall health.

The Anti-inflammatory diet has the most studies and science-based proof behind it and is widely regarded as healthy, along with helping with weight loss and maintenance. Chronic inflammation causes many

Responsible Spring Disposal

It doesn’t feel right to just throw out medications that you no longer need or have expired but what should you do with them? These products should never be chucked out like regular trash. The good news is; pharmacies will collect them free of charge, always ensuring safe disposal of your medical waste.

Almost every household has leftover or expired medicine in their cabinets. It is extremely important to remove these items responsibly. Cleaning out old medication will eliminate accidentally taking the wrong one or ingesting something expired. Your first instinct may be to throw them in the garbage, flush them down the toilet, or pour them into a drain but these are absolutely not safe ways to get rid of medications! If drugs are not discarded properly, they can

get into the water supply, the environment, be found by children, pets, or wild life. Many seniors have inadvertently taken expired or unused prescription medications. This, potentially, can have dangerous repercussions.

The proper way to dispose of leftover and expired medications (this includes natural health products and medical sharps, such as needles and lancets), is to bring them to your local pharmacy, where they are forwarded to a licensed incineration facility. It is actually quite simple: remove expired and used medication from the original packaging or containers and place them in a bag. Creams, liquids, and powders can remain in their original packaging. For medical sharps, any local pharmacy can provide you with an approved

container into which product can be placed. Make sure you remove any personal identification information before turning items in.

Remember that drugs that have been prescribed to treat a medical condition, and ones that are sold over-the-counter, are not safe for everyone. Choose a safe disposal of unused and expired drugs while spring cleaning this year.

Village of Lumby Trail Network Plan The Village of Lumby has initiated a process to adopt a Trail Network map into the Official Community Plan.

Lumby citizens of all ages with an interest in walking, jogging, cycling and other non-motorized means of getting around town are encouraged to review the proposed Trail Network Plan and to provide comments to the Village of Lumby.

The Village of Lumby is looking for feedback Where would you like to see new trails, connections or improvements?

• View the proposed Trail Network Plan online at www.lumby.ca and on the Village of Lumby Facebook page.

• A print version of the Trail Network Plan will be mailed out with the Village’s utility billing in early April 2021.

Buzz, Buzz, Buzz

Hooray spring is here,and with it comes all the beautiful and wonderful things. Flowers start to grow, grass starts to look green, people smile more, and the insects arrive as well. Some insects are unwanted, Some are wanted and needed. Of course I am talking about the pollinators. The Butterflies, Hummingbirds, and of course the Bees.

There are over 20,000 species of Bees in the world, about 4,000 of the different species are in the USA. About 800 of them are here in Canada. The Honey Bee is the most common worldwide, and also the most favored for production and pollination. The Honey Bee and the Bumblebee are very high on the endangered species list.

Both worker Bees and the Queen Bee are female, but only the Queen is the one that can reproduce. The worker Bee is the descendant of the Queen Bee. The Drones are all male.

Worker Bees will select certain larvae to produce the Queen. This larvae is specially fed to become sexually mature. Once developed the Bees will always follow her, and protect her very strongly until she dies. If the Queen produces lazy, hungry,or sterile males she will be killed by the other Bees, and one of the Queen's daughters will now become Queen to

produce productive males. While she is Queen she will produce a chemical signal that will be triggered to stop other females from reproducing.

When a Queen Bee dies this chemical signal will wear off allowing the worker Bees to lay eggs, which will cause the controlled system to break down, until a new Queen is chosen. The new Queen is replaced quickly to continue to have a very highly efficient working system. A colony of Honey Bees can survive about six weeks without a Queen, then without a Queen the colony will start to die off one by one.

Unless you are highly allergic to Bee stings which of course kill you. on average adults could have about 1,000-1,100 stings and a child about 500 - 525 before the stinging could kill them. (Yikes, who wants to even think about getting stung that much) Without our wonderful bees we will lose the plants and flowers that they pollinate, we will then start to lose the animals that survive off of these plants.

In the Picture above the Bees are on the Bee Balm Plant, but there are

so many other plants that the Bees will pollinate and keep our ecosystem thriving, so if you can plant as many flowers and plants to keep the bees alive, well and thriving. There is a saying out there"Bring Back The Bees" let's all do this year and get them off the endangered species list!

Call for Entries to All Ages Photography Contest Deadline extended to March 30th With spring in the air, photographers are capturing the beauty of the changing seasons, and residents of the Lumby Valley, Lavington, and Cherryville are invited to submit entries in the 2021 Monashee Arts Council Photography Contest.

There are three age categories: 14 years and under, 15-24 years, and adult. Each entrant is allowed up to

three, 8x10 photos with a $2 fee for each entry. There are prizes for each category and a People’s Choice award selected by visitors to the Village Gallery Photography Show in April.

“This photography contest replaces the one MAC normally conducts in June to coincide with Lumby Days. However this year, due to the pandemic and the cancellation of Lumby Days, the Monashee Arts Council decided to host the annual contest along with a photography show for the month of April 2021 in the Village Gallery,” says organizer and MAC member Nina Westaway.

Adaptogens For Animals

Donna Easto, C.H., H.C, M.H., Certified Herbal Educator Who hasn’t seen a pet dog or cat eating grass to rid their digestive system of fur balls or other troublesome substances? Animals, both in the wild and in our homes have always used plants for food and medicine.

In fact, there’s a whole discipline, Zoopharmacognosy, dedicated to studying how animals use plants to prevent or treat illness, and in some cases alter consciousness with herbs such as Catnip and Valerian.

Human knowledge of many herbs came about by watching animals use them in nature, on the farm, and in the home. Indigenous people have a rich materia medica developed by observing the ways creatures such as bears used plants to strengthen and heal.

We’ve been using herbs for thousands of years to treat ourselves, working animals and house pets.

Animals are living longer and suffer from many of the chronic conditions that ail ageing humans.

Adaptogens can make a difference in a number of conditions such as arthritis, skin and coat problems, anxiety, stress, lack of energy, immune system dysfunction, and poor digestion. Many of the adaptogens used for people can be used for animals; however, if you’re unfamiliar with their use it’s best to consult an herb-

al veterinarian or herbalist who specializes in animal medicine to assure the best results. Adaptogenic herbs are safe and usually would not cause any harm, even if the wrong herb is chosen. The following is an overview of three of the most popular adaptogens used with animals, and a list of herbs used for specific issues.

Ashwagandha: helpful with nervous, overexcited or fearful animals. It’s often mixed with holy basil or reishi. A combination of ashwagandha and boswellia anti-inflammatory herbs, have proven effective in animals with osteoarthritis and hip dysplasia. Used singly or in combination with bacopa, it helps dogs and cats suffering from advanced age that may wander or bark aimlessly or appear confused.

Eleuthero: increases energy, endurance, longevity, immunity, skin and muscle tone, and bone strength.

An excellent mild tonic it’s safe for use with older, elderly, convalescing or chronically ill pets.

Holy Basil: improves digestion, reduces flatulence and allergic response. Holy basil can protect against radiation-induced damage in pets undergoing radiation therapy. In combination with dang shen (codonopsis), jiaogulan, and licorice it is used in the treatment of animals with diabetes.

COMMUNITY VOLUNTEER INCOME TAX PROGRAM

As happens every year, Canada Revenue Agency (CRA) wants to hear from YOU! The T-4 slips are coming in the mail.

T-4’s will be issued to all persons who received “CERB”, “CESB”, “CRB”, “CRCB” or “CRSB” benefits in 2020.

Seniors are receiving their Old Age Pension and Canada Pension slips; the banks are issuing their T-5’s for interest earned and RRSP/RRIF’s are being dealt with.

The Community Volunteer Income Tax Program is up and running again this year. Beth and Marilyn will be starting the program on Tuesday, March 2nd as follows: All locations and times are at the OAP Hall (under the red roof) at 1765 Glencaird Street.

Lumby Council is based on the RDNO (Regional District of the North Okanagan). However they are not God and theirs should not be the final say before townspeople have some say on the matter.

Last fall a bylaw was passed to allow a housing development to be built on the north side of the elementary school, just past the mobile home park. It hasn't happened yet but it's been approved. We were against this for a number of reasons: the aesthetically displeasing look of a 3 story apartment building replacing our rural area with urban sprawl, parking issues, safety for school kids and seniors walking along there, questionable drainage and impact on the sewage treatment plant, stress on animals and an ugly view for the children at the school playground to look at.

At that time there was a zoom meeting for input from Lumby citizens and that was honorable of Lumby Council to try for a meeting in troubled times of no gathering. Many people who once would have gone to a town meeting to

be heard were baffled by zoom or didn't use a computer and therefore didn't have an opportunity to be heard; but in all fairness there was an attempt to include the townspeople in this bylaw change in the area on Mable Lake Road within the Village of Lumby.

This new garbage collection is different. It seems it will happen whether we like it or not; possibly to be implemented by the beginning of April. We agree the whole idea of composting is a good step toward better ecological practices, however, this should be optional, as should the new proposed garbage containers be optional. We've talked to people young and older here in Lumby.

There seems to be unhappiness about this issue; most are not happy with this garbage collection plan. You can bet this whole production will cost a pretty penny. We are taxpayers who should have a say in how our tax dollars are spent.

In closing we would hope that others email or write in concerns about changes in Lumby and the way townspeople feel about them.

Raspberry And Cinnamon Cream Cheese Coffee Cake

Folks will tell you that I’ve got a “sweet tooth.” Well, I can’t honestly deny that but this coffee cake is so good I challenge anyone to resist.

With things opening up as the months go by, it’s an easy recipe to perfect in your home oven. We all need to be ready to treat all those visitors who will, eventually, be at our houses for tea or coffee or a friendly game of cards.

INGREDIENTS: • 2 ½ cups flour • ¾ cups sugar • 1 tsp Pure Ground Cinnamon • 1 cup butter, cold • ½ tsp baking powder

• ½ tsp baking soda • 1/4 tsp salt • ¾ cups sour cream • 1 egg • 1 tsp Pure Vanilla Extract

Filling: in a small bowl, combine cream cheese, sugar FILLING: and eggs; blend well. Pour over batter in baking pan.

• 1 pkg (8oz) softened cream cheese Carefully spoon preserves evenly over filling. Sprinkle • ¼ cup sugar 1 cup of reserved crumbs over preserves. Bake at 350F • ½ tsp Pure Vanilla Extract (180C) for 45 to 50 minutes before adding glaze.

• 1 egg Serve warm or cold.
