PAVING PARADISE Years ago, a friend introduced me to a developer saying how influential and successful this man was. After we chatted a bit, I asked him how some newly established regulations affected his business.

He looked around, smiled, lowered his voice and said “sweetheart, there isn't a regulation I've seen yet that I can't get around”.

This is a good time to remind everyone that the OCP for areas D and E does specify that any change in zoning must first be approved by the community via a public community meeting before being brought to RDNO for any approval. This is a tool that might help insure that no development occurs without the community's full knowledge, but not a reason to not remain vigilant.

I am not sure how this works in Lumby but encourage everyone who has moved to these beautiful areas for their peace and beauty, to make their voice heard.

I get about a dozen letters a month from Vernonites upset about proposed development on lands deemed “underdeveloped” but that are the last refuge for the

birds and the bees. As well, too often people see developments occur next to them that they thought were not allowed based on published regulations, but that has now been permitted via a variance due to pressure from developers. Thanks to overdevelopment of our area, recently the World Wildlife Fund called the Okanagan one of Canada's 5 most at risk areas.

Look around. Very little of what we see on mountains can be called “forest” for it is either completely deforested or has been turned into a plantation where very few animals can live. Very little area is still suitable for wild animals so they end up on people properties where there is still some “underdeveloped land” but most often, dogs and guns chase them away.

Where can they go?

The Covid 19 Pandemic has shown us that there is more to life than money. Being able to live where we can still hear the birds and the bees, see deer, fox, bear, and maybe even hear the odd coyote, is something most of us would like to pass on to our grandchildren.

This won’t happen if we pave paradise.

District Of Coldstream Office Re-Opening Effective June 1, 2020 the District of Coldstream office will re-open to the public. Front counter service for bill payments and general inquiries will be available for walk in visitors. All other essential services including, but not limited to, development inquiries, building permits, cemetery, utilities, public works and administration should be coordinated through appointment only.

I have for so long wanted to thank the person on our road (Albers) that does the most hilarious and endearing signs! I have always appreciated the Beware Of Suicidal Deer (how true that is) and earlier this spring Will Trade Fire Wood For Toilet Paper.

Loved that one and obviously it was a good sign as I was just thinking of tracking this sign maker down for a trade but it has disappeared and been replaced with I Survived The Toilet Paper Scare of 2020. (Me too).

You have put a smile upon my face often as I pass and read your signs! Thank You Neighbour!

There is nothing more beautiful at this time of year than the rich green of our forests, yards and gardens.

Soon with the heat of summer it will not be this rich a green with the even richer green of new growth on shrubs, hedges and trees. However now too is the time to be ever alert to the pest that are now starting to be evident on beloved plants. I have found my first infestation of aphids on my roses and am loading up my soap and water sprayer to give them a good blast.

A lot of them were easily hand pressed and many were shaken loose with a good spray of water. A friend recently approached me with what she thought to be cutworms that were killing new seedlings and another friend told me of poor germination of several plantings of seed. Upon a good description of the wire like worms she found in the soil, their colour and the fact I’ve seen the evidence of these same creatures myself in my soil I have hopefully traded the identity down to Wire Worms. These are the offspring of the Click Beatle so called because if you should find one and flip it on its back it will make a distinctive clicking sound as it regains its upright position. They are nocturnal and they lay their eggs 1 to 6 inches deep in the soil

where they over winter and in early spring while the soil is cool they hatch and start looking for food. They start out small and very wirelike with shiny skin and range from yellow to a brownish red in colour, but very distinctive is the 3 sets of legs that are just behind its head. They live in the soil for 2 to 6 years growing in size and may even look like a cutworm in size when about to become the Click Beetle that started the whole process. There are a multitude of types of Wire Worm but basically none are good for our bulbs, root crops, peas, lettuce, radish, onions and other early plantings as they love the stems of new plantings as well as the seeds themselves and they will work on anything that is below the surface of the ground. As you can imagine with the length of time they remain in the ground that several generations will be found if you are not diligent. With the Click Beatle, Diatomaceous Earth will be beneficial however if eggs and larvae are already present other methods will need to be used. If they are in an area where you can deeply cultivate the soil this will expose them to weather and birds who will feast upon them. Crop rotation can help and delaying planting until the soil is much warmer when they do far less damage as well, this for most of us will be a difficult thing to do. If it is in an area that deep cultivation is not possible such as established flower beds around the house there is supposedly an organic product called Eco Smart Organic Insect Killer. ( I have not been able to confirm its contents or source) but I will. To be sure it is Wire Worm that you are battling a trap can be made. Cut a potato in half and run a stick through the chunk so you have a handle. Bury the potato portion about 1 to 2 inches deep with the handle positioned above the

I just wanted to give you an update on the flooding on Whitevale Road. The pictures were taken on March 31, 2020.

Two years ago, when flooding of Harris Creek occurred, I wrote letters to the officials and a 'State of Emergency' was declared.

COLLEEN’S CORNER

By Colleen Fielding Welcome to Colleen’s Corner. This is a column meant for fun and some information About myself: I am a Freelance Photographer you often see me on the side of the road or in various places taking photos of different things animals, birds, places, people etc. l have lived in Lumby just over 8 years,you have seen my photos in the newspaper (Lumby Valley Times) and once in awhile in the Vernon Morning Star, and the Lumby Art Gallery. Photography is my passion. Disclaimer: The information on some of my photos that I write about a lot of times come from the Internet or books I research them, hopefully the facts are as close to the truth as I can come.

More Color in My Yard A while ago I had talked about the Black Headed Grosbeak, a very beautiful orange chested colored bird with a blackhead.

Now I would like to tell you about the Evening Grosbeak still beautiful, but different colors. I feel pretty lucky to get both of the different types of Grosbeak in my yard.

Even though they are a larger heavy-set bird, about the size of an American Robin the Grosbeaks are from the Finch family.

This great looking bird has a yellow chest, black around the bright white wings, and with a single yellow eyebrow going across his eyes, making him look mad all the time. the female does not have the bright eyebrow. Both the male and female are in the picture in this column.

These beautiful birds do not seem to be as shy as some other birds, they don't fly away when I go into the yard, instead they continue to eat.

Unfortunately, this beautiful species of the Grosbeak is declining very quickly especially in the eastern US states.

They love Sunflower seeds, different types of berries. If you would like to have them in your yard, put out platform feeders, as they don't usual go to the

tube feeders. They will also eat off the ground (as seen in the photo above.)

Flying and landing in large flocks, they seem to all come and once and then they will all be gone at the same time.

When they are nesting, they choose high trees or large shrubs, last year I had a female feeding her young in my yard ( that was a pretty cool picture that I took of them) The female will build most of the nest herself with a little help from the male out of twigs, and other materials that she will find on the ground and fill it with grass and pine needles.

The eggs in color are a pale blue to a bluish green with purple or brownish small patches on them.

Usually 1-2 broods, 2-5 eggs, incubation time: 1214 days, the nesting period is about 13-14 days.

When the young are hatched, they are very helpless, and their little eyes are shut, their skin is dark with some white down on them.

The oldest known male Evening Grosbeak was about 16 years, and 3 months old when found in New Brunswick in 1974. Back in Connecticut in 1959 was when he was first banded.

Coldstream Boat Launches Closed Until Further Notice Effective immediately, the District of Coldstream will be closing all boat launches at the north end of Kalamalka Lake. Protect Shorelines During High Water Levels

Kalamalka Lake is close to capacity, and much of North and Central Okanagan remain on flood watch. Residents and visitors are asked to take measures to protect private property, parks and roads, and reduce the risk of soil erosion.

Please leave any debris along lakeshores on Kalamalka Lake in place until the risk of flood has passed. The debris acts like a cushion to waves in the event of an onshore wind, and reduces sand erosion.

Boaters are reminded that there is debris in Kalamalka Lake, and to use caution. Boaters and Personal Watercraft (PWC) users should also avoid creating

waves near the shoreline that can damage property or contribute to shoreline erosion. Transport Canada advises that anyone operating a power-driven boat in B.C. must adhere to a speed limit of 10 kilometres per hour within 30 metres of shore. Slower speeds are strongly encouraged while water levels remain high.

Safety of the School Environment in the Interior Health Region During the COVID-19 Pandemic

As part of B.C.’s Restart Plan, schools are expected to gradually resume regular operations and return to in-class instruction using a staged approach.

Compared to adults, children are less likely to become infected with COVID-19, less likely to develop severe illness as a result of infection and less likely to transmit the infection to others. In B.C., less than 1% of children and youth tested have been COVID-19 positive. Children who have developed COVID-19 have mostly acquired it from adults in the household setting.

Additionally, COVID-19 activity in the Interior Health region has decreased significantly and there is currently very little evidence of community transmission. As a result, Interior Health believes that the risk of COVID-19 in the school environment is low and that students and staff can safely return to in-class learning as per B.C.’s plan.

Most important measures to de-

crease the risk of COVID-19 at school: 1. Stay home when sick. Children and staff with any symptoms consistent with COVID-19 must not attend school and should be tested for COVID-19. Symptoms are similar to other respiratory illnesses and can include: fever, chills, cough, shortness of breath, sore throat, stuffy or runny nose, loss of sense of smell, headache, muscle aches, fatigue, or loss of appetite.

Those who test negative can attend school once their symptoms resolve.

Those who test positive will be advised by public health to stay home for at least 10 days. Students and staff who have been in close contact with a COVID-19 case should follow directions from public health and self-isolate.

Public health has not placed restrictions on students or staff who have medical conditions, who are over age 65, or who live with a person who is elderly or has medical conditions.

Flood Planning – The Village of Lumby would like to remind residents and property owners that protecting your property from flooding is your responsibility. Sand and sandbags are available in the parking lot across from the Curling Club at 2230 Shields Avenue, at the entrance to the Salmon Trail at 1910 Faulkner Avenue, as well as at the corner of Industrial Avenue and Hwy 6. These are not prefilled sandbags so please bring a shovel. Due to rain events the creek levels can rise rapidly so please use extreme caution when near any of the creeks as fast moving water may cause erosion and instability on bank edges. The Salmon Trail by the new Bike Park is closed due to flooding, and the evacuation alert issued to residents living on the creek is still in effect. If you are concerned about trees or blockages in the creek, please call Fisheries and Oceans Canada at the Salmon Arm Regional Office at 1-250-804-7000 or the Ministry of Forests, Lands and Natural Resource Operations.
