縣長的話

澎湖四面環海，隨著洋流而來的海上廢棄物，逐漸佔據了我們最美麗的海岸線，其中又以 百年不腐的塑膠製品佔最大宗，如何維持海岸線的潔淨美麗，這是我們必須面對的問題。縱使 我們改變不了洋流走向，我們卻可以透過教育、宣導，透過彼此的力量串連，自我要求減少垃 圾的產生，讓自己成為清除海廢的參與者。 2019年，澎湖96村里配合響應，我們一起在烈日下彎腰撿拾，總計清理海岸線長約220公 里，清除310公噸海廢。延續2019年至今(2020年)，累計動員28,529人次、舉辦308場淨灘， 社區的全面參與，讓我們清除海廢垃圾量達到457公噸，把清除海廢藉由身體力行，逐步落實 成生活習慣。 我們更邀集縣內外燴業者，全面使用環保餐具，全縣750位老人餐盒全面改用不鏽鋼餐 盒，這些獨步全國的政策，透過縣政府各局處的群策群力，把過去停留在想像、認為難以實踐 的目標，逐一落實，並能交出成果。 透過「無塑生活 潔淨澎湖」的付梓，除了分享全縣不分公私的攜手努力成果，更企盼藉由 成果的展現，力行推動減塑日常化、環保生活化，愛惜環境從你我自身做起的觀念，能深植於 民眾心中，是以為序。

Foreword by the Magistrate

Surrounded by ocean, the coastlines of Penghu are overwhelmed by marine debris drawn to the shores by ocean currents. With the majority been non-biodegradable plastics, maintaining a pristine coastline is a dilemma we must all face. Though we are unable to deter the currents, through education and advocacy, we can work together with self-discipline to reduce waste and participate in marine debris removals.

By taking ambitious actions in 2019, all of the County's 96 villages participated to clean approximately 378 km of coastlines, equivalent to the length of Taiwan, removing 310 tonnes of marine wastes. In 2020, we have assembled a total of 28,529 individuals from all communities, performing 308 sessions of coastal clean-ups, with approximately 457 tonnes of marine wastes removed, as a result of integrating marine debris removal into our daily lives and habits.

Furthermore, we encourage catering services to adopt reusable tableware, replacing 750 lunchboxes to stainless-steel for elderly charity services. Through leading policies and collective efforts made by the County governments, improbable ideas have been realized with flying colours.

The promotion of the living with plastic-free Penghu initiative has not only accommodated shared actions between public and private sectors, but also aim to mainstream the concepts of plastic reduction and environmental protection into daily lives through the demonstration of positive outcomes.

工業革命以來，「塑膠」的發明，代表 了防水、廉價、方便、輕巧，成為你我生活 不可或缺的物品，帶給人們更便捷的生活。

Plastics are indispensable in our daily lives since the industrial revolution, due to assets such as been waterproof, cheap, convenient, and lightweight.

然而從塑膠發明以來，至今已生產了83 億公噸，但僅9%回收、12%被焚化，其餘的 六成不是被掩埋，就是被隨意丟棄，直到今 日，人們仍不斷生產塑膠垃圾，預計到2050 年，將有120億的塑膠垃圾在掩埋場或進入大 自然的循環鏈中。

However, 0.83 billion tonnes of plastics have already been produced, with only 9% recycled and 12% incinerated, the remaining 60% are either buried or disposed. As we continue to generate plastic wastes, 1.2 billion plastics are expected to be found in landfills or circulate in the natural system by 2050.

海洋中的廢棄物

根據估計，海洋廢棄物中有9成以上為塑 膠相關製品，每年最多有1,270萬噸的塑膠垃 圾流入海中，相當於每分鐘就有一卡車的垃 圾往海裡傾倒。

Waste in the ocean

It is estimated that more than 90% of marine debris are plastic-related products, and up to 12.7 million tonnes of plastic waste end up in the ocean every year, equivalent to the speed of dumping one truck load of wastes into the sea every minute.

由於塑膠的持久性，其對海洋、野生動 物與人類的影響與時俱增，超過700種海洋物 種受到海洋塑膠污染的影響，有15%的瀕危 海洋物種，包括所有的海龜、多數的鯨魚與 其他海洋生物，因誤食海洋廢棄物或遭到海 洋廢棄物意外纏繞，使得海廢垃圾已成為僅 次於氣候變遷的全球危機，聯合國在全球與 區域層級啟動海廢行動計畫與區域合作，並 呼籲工業國領袖帶頭減塑。

Non-biodegradable plastics introduce cumulative impacts to the ocean, wildlife, and humans over time, with marine debris been recognized as a global crisis next to climate change. More than 700 marine species will be affected, 15% of them are endangered, including sea turtles, whales and other organisms, through accidental ingestion or entanglement. The United Nations (UN) has launched a series of collaborative action plans at both global and regional levels, whilst call on leaders of industrial countries to lead the action to reduce plastics.

菜單上沒有的添物 ━━ 塑膠微粒 什麼是塑膠微粒？

微塑膠或「塑膠微粒」(Microplastics)，係指直徑或長度少於5mm的塊狀、細絲或球體的塑膠碎片，可能 是塑膠製品的顆粒原材料，或者因暴露於風、浪和紫外線下分解或變形的塑膠碎片。

Additives not on the menu - microplastics What are microplastics?

Microplastics, also known as plastic particles, refer to plastic fragments, filaments or spheres with a diameter or length smaller than 5mm. They originate from various raw materials of plastic products, or the exposure and decomposition of plastic fragments under conditions such as wind, waves, ultraviolet lights etc.

由綠色和平臺北辦公室2018年的海域塑膠微粒分佈調查中，發現基隆海域的塑膠微粒總 量最多，最高達近79萬個，塑膠微粒容易和浮游生物聚集，當海洋生物將浮游生物吃下肚，塑 膠微粒也因此進入生物食物鏈，人類若將這些海洋生物料理成美味的海鮮，就可能在不知情的 情況，吃入塑膠微粒，使其進入體內、危害健康。 According to a survey carried out by the Greenpeace Taipei Office on the distribution of marine microplastics in 2018, region near Keelung was ranked first in concentration, with a maximum number of nearly 0.79 million microplastics. These particles form clusters with planktons and be easily ingested by marine lives into the biological food chain. 怵目驚心的「塑膠」末日 The plastic armageddon

塑膠微粒透過人類呼吸空氣或捕撈海鮮烹煮吃下肚等方式進入人體，而這些塑膠化學物質 都有可能對人體、腸道及免疫系統產生影響。 依IUCN統計，35%的塑膠微粒污染來自合成纖維，也就是說，我們光是洗衣服，就會讓 塑膠纖維釋放到自然環境中。單就歐洲和中亞的數據推估，清洗衣服釋出的塑膠微粒纖維，等 同每人每週往海洋丟棄 54 個塑膠袋。 Microplastics enter our body through breath and ingestion, resulting in potential impacts on the body, digestion and immune systems.

According to the IUCN statistics, 35% microplastics originate from synthetic fibres, such release can be triggered simply through cloth washings. Based on the European & Central Asia dataset, the release of microfibre from washings are estimated to be equivalent to the disposal of 54 plastic bags into the ocean per capita per week.

塑膠的「廉價」與「代價」

隨著工業進步，塑膠袋的產生帶給人們防水、廉價、方便、輕薄等更便捷的生活，但沒有 回收再利用的塑膠已變成塑膠垃圾，直至現在人們仍不斷生產塑膠，全世界每分鐘發送出將近 200萬個一次性塑膠袋，而這些被生產出來的塑膠袋，將一直在我們的生存環境堆積。

The consequences of cheap plastics

Plastics become more convenient as the technology of industrial production advances.

As a result, waterproof, cheap, light-weight and thin materials are introduced to our daily lives. However, as production continues, approximately two million single-use plastic bags are distributed every single minute, those that are not recycled become waste and continue to accumulate in our living environments.

根據Plastic Market Research Group(PEMRG) 與Conversio Market & Strategy GmbH研 究數據，在2018年內，全球生產塑膠總量359百萬公噸，而亞洲佔全球51%，生產量是全球的 一半。 According to a study by PlasticsEurope and Conversio Market & Strategy GmbH, the world's plastic productions reached 3.59 million tonnes in 2018, and Asia was held accountable for 51%, more than half of the global productions.

Includes thermoplastics, polyurethanes, thermoset, elastomer, adhesives, coatings, sealants and PP fibres, Not included: PET and polyacryl fibres.

新冠肺炎(COVID-19)與塑膠

2020年，嚴重特殊傳染性肺炎(COVID-19)疫情嚴重衝擊你我的生活，工廠停工、商業活 動減少及交通運輸需求降低，讓今年全球溫室氣體排放量，可望比去年減少6%，也意外的讓 生態環境有了一點喘息的空間。但也因疫情影響石油原料的需求，在各項工業與交通運輸需求 持續低迷的狀態下，石油公司及相關產業，正企圖以提高塑膠原料生產量彌補損失。 歐洲塑膠業者紛紛以防疫之名，要求歐盟重議、展延將於2021年實施的一次性塑膠禁 令，為此，歐洲環境署(EEA)公開回應：「歐盟一次性塑膠禁令旨在減少吸管、攪拌棒、餐 具、棉花棒等不必要且已有合適替代品的10項塑膠產品，至於醫療用的口罩、手套、手術袍等 重要物資則屬允用範圍。」明確宣示持續辦理一次性塑膠禁令之決心。

The Covid-19 and plastic

In 2020, the unprecedented COVID-19 pandemic initiated a series of catastrophic impacts, with factories shut down, commercial activities diminished, and transportation demands drastically declined, everyone's daily lives face serious challenges. On the other hand, global greenhouse gas emissions were estimated to reduce by 6% compared to 2019, and ecosystems free from human disturbances actually benefit and become revitalized. However, petroleum companies and related industries, facing repercussions on the demand of petroleum raw materials, have attempted to elevate the production of plastic raw materials to compensate for their losses.

As a result, plastic producers requested the European governments to reconsider and delay the ban on single-use plastics that will take effect in 2021, to enforce pandemic prevention measures. Facing such request, the European Environment Agency (EEA) was determined to continue as planned, and publicly stated that "the European single-use plastic ban aims to reduce ten categories of dispensable and substitutable plastic products, such as straws, stirring rods, tableware, cotton swabs etc., while essential products such as medical masks, gloves, surgical gowns etc. will not be restricted."

2005年開始限塑政策，2017年 起全面禁用塑膠袋。

Restriction policy was introduced in 2005, and plastic bags have been completely banned by 2017.

萬那杜

Vanuatu

2018年起，禁止一次性塑膠 袋、吸管與包裝；未來，禁令將 擴大到含塑膠成份的紙尿褲。

Starting from 2018, disposable plastic bags, straws and packaging were banned, and is expected to expand to cover plasticcontaining diapers.

韓國

South Korea

2030年之前廢塑料量減少50% ，並將回收率從34％提高到70 ％。

Africa

超過六成的非洲國家已經實施全 國的塑膠袋禁令。

More than 60% of African countries have banned plastic bags.

各國也在2019聯合國環境大會（UNEA）做出減塑承諾。與會的170個國家 承諾將在2030年前「大幅減少」塑膠用量，並誓言將針對日趨嚴重的海洋垃圾進 行跨區域的監測和行動。 During the 2019 United Nations Environment Assembly (UNEA), 170 countries worldwide have committed to reduce plastic, with pledges to "significantly reduce" plastic usage by 2030, conduct regional monitoring and actions against increasingly severe marine debris problems.

2015年9月25日，聯合國於成立70週年之際，邀請世界 領袖們齊聚聯合國紐約總部，舉行「聯合國發展高峰會」， 針對千禧年發展目標未能達成的部份，發佈了《翻轉我們的 世界：2030年永續發展方針》。針提出了所有國家都面臨的問題，並基於積極實踐平等與人 權，規畫出17項永續發展目標及169項追蹤指標，作為未來15年內(2030年以前)，成員國跨國 合作的指導原則。 這份方針同時兼顧了「經濟成長」、「社會進步」與「環境保護」等三大面向，在在展現 了這份新方針的規模與企圖心。

Sustainable Development Goals, SDGs

On the 25th of September 2015, the 70th anniversary of the United Nations, the UN invited world leaders to participate the United Nations Development Summit at its headquarters in New York, addressing issues that millennium development goals (MDGs) have failed to accomplish and other problems that all countries face in common, with a focus on equality as well as human rights, ultimately proposed Resolution 70/1. "Transforming our world: the 2030 Agenda for Sustainable Development".

The agenda considers three major aspects including economic growth, social progress and environmental protection, introduced 17 goals and 169 indicators, which provide fundamental guidelines for developments and collaborations amongst member countries towards 2030.

聯合國永續發展目標SDGs架構的關鍵思維，在於認知到人類福祉(people)、健康環境 (planet)與經濟繁榮(pros-perity)三者之間緊密的關聯性。 在我們因應永續發展目標而展開行動之際，更需清楚瞭解在這連動關係中，天然資源基本 健全度的維持與恢復，是消除貧窮和確保經濟持續發展的必要條件。

Framework and relevance of SDGs

The SDGs address three core aspects of people, planet and prosperity by recognizing intertwined relationships amongst human well-beings, a healthy environment, as well as economic prosperity.

Such linkages should be explored and well-understood before actions are established in implementing the SDGs, noting that the conservation and restoration of natural resources is vital to eradicating poverty and ensure sustainable economic development.

澎湖的美麗與哀愁 The beauty & agony of Penghu

世界最美麗海灣

世界最美麗海灣(The Most Beautiful Bays in the World)組織成立於1997年，是聯合國教育科學文化組織 (UNESCO)支持的國際非政府組織，主要目的在於保護全 球海灣天然資源。該組織會員還包括美國舊金山海灣、中 國青島海灣、越南下龍灣及法國聖米歇爾山(Mont SaintMichel)海灣等二十八個國家的三十七個海灣。 2012年在澎湖縣政府及外交部的努力外，最主要的是 「澎湖七美雙心石滬」造型，與世界最美麗海灣組織心形 標誌相似，吸引與會各國代表興趣，也對澎湖傳統聚落、 石滬文化、海洋地質公園、氣候變遷減碳措施以及海洋生 態保育的成果，表達高度肯定。

The Most Beautiful Bays in the World

26 澎 湖 的 美 麗 與 哀 愁

The Most Beautiful Bays in the World is an international non-governmental organization (NGO) established in 1997, supported by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Its main purpose is to protect the natural resources of bays around the globe. The organization's club membership includes 37 bays in 28 countries, such as San Francisco Bay in the United States, Qingdao Bay in China, Halong Bay in Vietnam, and Mont Saint-Michel Bay in France etc.

In 2012, the Penghu Bay, owing to efforts put forward by the County government and the Ministry of Foreign Affairs, has attracted the attentions of representatives form participating countries. As a coincidence, the shape of the "double-hearts stone weir", looks very similar to the heart-shaped logo of organization. In addition, Penghu's traditional settlements, the Shihu culture, marine parks, as well as measures against climate change and measures on marine ecological conservation have all received positive compliments.

━━ 呂成家，字建侯，澎湖東衛社人，嘉慶年間（1796-1820）人士

本詩為七言律詩，收入《全臺詩》第肆冊。「臺灣八景」最早出現於1696(康熙35)年高拱 乾編纂的《臺灣府志》，其中一景便是澎湖的「西嶼落霞」。至於「澎湖八景」的選訂，清代 共有三次：第一次記載於蔣鏞《澎湖續編》：龍門鼓浪、虎井澄淵、香爐起霧、奎璧聯輝、案 山漁火、太武樵歌、西嶼落霞、南天夕照，即本詩作者所詠者。第二次是林豪《澎湖廳志》的 「新增澎湖四景」：晴湖泛月、燈塔流輝、風櫃飛濤、大城觀日。第三次為同書鮑復康所增的 四景：篝火宵魚、負箕晨牧、短鑱劚草、伐鼓敺魚。呂成家此詩，兼具自然、人文景觀，不論 是海景、山景、奇石島嶼、氣象變化，或者是捕漁、伐木等海陸經濟活動，皆涵攝其中。可視 為澎湖在地人推介「媽宮」城及其周邊景點之代表作。

The seven-character rhyme poem shown above was included in the fourth volume of "The Complete Collation of Taiwanese Poetry". The poem first appeared in the "Taiwan Chorography" compiled by Gong-Qian Gao in 1696, one the these eight wonders is the "Xiyu Falling Clouds" in Penghu.

1.天臺勝景： 指澎湖八景之「南天

夕照」。天臺即澎湖的天臺山，位於 望安島西岸北方，黃昏時往南邊望 去，澎湖諸島美景盡收眼底。 1. Mountain top scenery: one of the eight wonders in Penghu, which refers to the panoramic view overlooking the Penghu Islands that is most beautiful during sunset, observed on top of the Penghu's Tiantai Mountain, located at the northwest coast of Wangan Island.

2.奎璧聯輝接斗牛： 奎璧聯輝，

澎湖八景之一，指奎璧山與群星交相 輝映的景象。奎璧即今澎湖縣湖西鄉 北寮村奎璧山，《澎湖廳志•封域》 云：「在龜鼊澳後，人取其字稍雅馴 者名之。」斗牛：二十八宿中的斗宿 和牛宿。

2. Kuibi mountain & the stars: one of the eight wonders in Penghu, which refers to the night scene of Kuibi Mountain, situated near the Beiliao Village of Huxi Township, where 2 of the 28 mansions of the Chinese constellations, Dipper and Ox (can be found near Sagittarius & Capricornus) can be viewed.

3.霧起香爐： 澎湖八景之一，每當

夏季清晨，香爐島一帶海面煙霧瀰 漫，使島嶼忽隱忽現的景象。香爐即 今澎湖縣湖西鄉尖山村外海無人島。 3. Mist of the incense burner: one of the eight wonders in Penghu, which is a phenomenon of mistfilled ocean around the Xianglu Island during summer mornings. The incense burner refers to the uninhabited island glimmering in the mist, just off the Jianshan Village of Huxi Township.

4.古渡： 指「媽祖宮」渡口。媽宮港位於澎

湖內海，不論南北風皆可泊船。1604年荷蘭司 令官韋麻郎(WijbrantvanWaerwick)在征澳門 時遇風，便轉至該渡口登陸，即指此為「一處 無風的港灣」。明沈有容帶兵船在此會晤韋麻 郎，留有「沈有容諭退紅毛番韋麻郎碑」。

4. Ancient Port: one of the eight wonders in Penghu, which refers to the port of Mazu Temple (now Magong Port), which is located at the inner sea of Penghu, where boats can be docked regardless of the wind directions. In 1604, facing strong winds on the way towards Macao, Dutch Commander Wybrand van Warwijck turned to the port for shelter with the comment of "a windless harbor". You-Rong Shen of the Ming Dynasty engaged and drove away the fleet a few months later.

澎湖八景 Eight Wonders of Penghu 5.霞飛西嶼： 即澎湖八景的「西嶼 落霞」，同時也是臺郡八景之一，黃 昏時晚霞滿天，景致優美。西嶼是澎 湖三大島之一，位於澎湖本島之西。 早期從廈門到澎湖，或東渡來臺，必 定會經過西嶼，遂成為文人歌詠的重 要景點。

to Xiyu Island's magnificent cloud-filled sky at dusk. Xiyu is one of the three major islands of Penghu, located to the west of the main island. In early days, this island is a regular transit hub for travellers from Xiamen to Penghu, or towards Taiwan, thus became an important place for poets and literati.

6.龍門浪湧： 即澎湖八景的「龍門

鼓浪」，冬季時，強勁的東北季風捲 起層層浪花，十分壯觀。龍門指今澎 湖縣湖西鄉龍門港，位於澎湖本島東 部。

6. The Longmen Surge: one of the eight wonders in Penghu, which refers to a series of spectacular waves generated by strong northeast monsoon winds during the winter season. The scene is best viewed near the Longmen Port, to the east of the main island.

7.虎井淵澄： 澎湖八景之一，退潮

時，因海水明淨澄澈而得名。虎井為 澎湖離島之一，位於本島西南方，為 傳說中的「沉城」所在地。

7. Crystal Hujing: one of the eight wonders in Penghu, which refers to the crystal clear seawater during low tides. The scene is found at Hujing Island, one of the southwest outlying islands of Penghu, where local folklore speaks of an ancient sunken city somewhere deep in the oceans.

8.案山漁火： 澎湖八景之一，傍晚

時，海上常見漁火點點。案山在今澎 湖縣馬公市案山里，沿海岸皆可避 風，故一年四季皆能出海捕魚。 8. Anshan's Fishing Fire: one of the eight wonders in Penghu. As the name indicates, refers to countless fishing fires glowing in the dark as boats leave the Anshan Fishing Harbor. Coastlines around the port is well-sheltered from the winds, thus support fishing all year round.

The beauty & burden of Penghu: UN of marine debris 全澎湖各島共368公里的海岸線上，有 超過八成，全都是來自中國、日韓、中南半 島、南洋群島各國，甚至遠從巴西、匈牙 利、孟加拉的各種廢棄物，以寶特瓶、塑膠 罐、保麗龍，還有廢棄漁具為主。 More than 80% of the marine waste, scattered along the 368 km coastlines of Penghu islands, originate from China, Japan, South Korea, Indochina Peninsula, Southeast Asia, even as far as Brazil, Hungary, and Bangladesh. The majority of the wastes are PET bottles, plastic cans, polystyrene products, and scraped fishing gears.

環境保育的推動從行為改變做起，從公 部門的改變影響到社區、縣民的習慣，進而 整個地球環境都能蛻變新生。縣府主計處同 仁身體力行，熱心環保減塑工作，更利用假 日積極參與社區海岸淨灘，參加環境保育《 海廢的去處》課程，影響家人共同投入守護 海洋環境。課程中可愛的講師因為對於鯨豚 的關愛，選擇留在澎湖為海廢盡力。在憂喜 參半的複雜情緒中，她相信該用心對待地球 才是，畢竟從恐龍為生存而演化成鯨豚，遨 遊海洋是多美妙的畫面，但在億萬年後的現 在，鯨豚暴斃的胃內是一堆無法消化的垃圾 與塑膠製品，人類執著推動世界的便利時， 殘害許多生命，並在沒有慎思肆意消耗之 下，最終將是人類自己承受後果。因此透過 參加環境保護課程時，懇摯呼籲朋友們，塑 膠製品再利用，以減少廢棄物產生，一同為 地球永續盡點心力。

Contribute to the sustainability of the planet

The promotion of environmental conservation starts with behavioural change, from government to community and individuals, ultimately contribute to a sustainable global environment. Colleagues from the Department show their enthusiasm in environmental protection and plastic reduction, utilizing holidays to actively participate in community coastal clean-ups and the "marine debris whereabouts" education course, in attempt to influence their family members to protect the marine environment together.

During the course, the lecturer shared her compassion for whales and dolphins, which lead to the decision to stay in Penghu and tackle marine debris problems. With complex emotions, she believes that more should be done to protect the planet that accommodated the evolution of whales and dolphins from dinosaurs. Instead, millions of years later, indigestible garbage and plastic products filled the stomach of their corpses, a cruel example of how human beings cause harm to other lives while pursuing convenience, and human will ultimately become victim of their lack of consideration and wilful consumptions.

These environmental protection courses are designed to raise awareness and join the collective efforts to reuse plastic products, in the hope to reduce waste and contribute to global sustainability.

養成減塑習慣 落實減塑政策

2020年2月5日、6日由胡流宗副縣長於本府第二會議室主持本府暨所屬機關、特種基金 「108年度暨以前年度歲出保留案」審查會議，2019年申請保留經費比率較上年度下降，執行 成果顯著提升，有效節約本縣經濟資源。

Develop plastic reduction habits and implement policies

On the 5th and 6th of February 2020, Deputy Magistrate Liu-Zong Hu chaired the review meeting for the annual retention budgets in 2019 for County governments, affiliated agencies, and special funds, with significant improvements in spending, indicating more efficient management of budgets and resources.

召開家庭收支調查聯繫會議，適值新冠肺炎病毒防疫期間，提醒本處及各鄉市統計調查 網人員實地訪查時，務必佩戴口罩、勤洗手，注意個人衛生安全防護，同時也加強環保意識宣 導，從個人生活習慣做起，儘量減少一次性塑膠製品使用。

Domestic expenditures and plastic reduction

The domestic expenditure survey meeting was hosted during the COVID-19 pandemic, and all staffs were reminded to ensure their personal safety by wearing masks and wash hands more frequently during visits, whilst enhance the promotion of environmental protection, in an attempt to influence individual living habits and reduce single-use plastic products.

Human resources and plastic reduction

The human resources survey and contact meeting was held in February 2020, with participants from local statistical survey networks reviewing common mistakes and precautions to be taken for surveys. In addition, plastic reduction policies was also advocated, participants were asked to maintain a pristine homeland and restore Penghu back to its beautiful landscapes.

支用學校留憑證 省紙減碳護地球

2020年7月2日召開第1次擴大「各國民中小學專(兼)任會計人員業務研討會議」，加強本 府與各國中小學交流並自2020年8月1日起，地方教育發展基金撥款各校各項經費均採憑證免送 府方式留存各校保管，不但提高行政效率落實分層負責，也減少紙張使用以減碳環保，會中同 時加強減塑愛地球宣導。

Accounting and carbon reduction

On the 2nd of July 2020, the first meeting for accounting personnels from primary and secondary schools of the County was held to stimulate exchanges between the County government and schools. Starting from the 1st of August 2020, all receipts for the application of local education development fund payments may be kept by schools, in an attempt to enhance administrative efficiency through tiered responsibility, as well as reduce paper consumption and carbon emissions. Plastic reduction actions were also advocated during the meeting.

好的城市環境，需要你我的參與，澎湖縣2019年起著重於打造寬敞的綠地，並將原有之 青青草園，結合地方創生的概念轉變為由社區主導之「青青社區」，不同於青青草園單純的綠 化植栽，縣府期待社區能將地方產業、在地文化特色及環境綠美化結合，打造出一具有觀光價 值、產業基地且優雅美觀之社區景點，並由多年來縣府培訓之社區規劃師及專業景觀團隊協助 提案及實際營造，透過多方合作，發揮創意、運用在地素材來改善社區內的環境，已讓澎湖發 展出獨具特色的社區風貌，並期待未來能有更多新的火花產生。

The development of a decent urban environment needs everyone's participation. Since 2019, the County government has focused on creating spacious green spaces by integrating the concept of regional revitalization led by local communities. Unlike traditional greening, the County government hopes that local industries, cultural characteristics and greening can be combined to create beautiful attractions that stimulate tourism, while act as foundations for local industries. In addition, community planners and professional teams trained by the County government have assisted in the proposal and actual construction stages. Innovations stimulated through multi-sector collaborations and the use of local resources have improved the communities by introducing unique styles, and further developments are anticipated in the future.

「青青社區營造競賽」透過實質建設經費的挹注，藉由社區僱工購料的方式落實民眾參 與，凝聚社區的共識與向心力，讓改善環境成為鄰里相揪、共同參與的活動，澎湖縣政府誠摯 地邀請各位鄉親朋友們參與本次社區空間營造競賽，一齊打造具有澎湖特色的社區風貌。

龍門海廢環保藝術公園 龍門村海岸北側容易堆積海洋廢棄物， 當地居民經常自主淨灘及活用海洋廢棄物情 形，希望結合在地海廢再造特色，建置龍門 海廢公園概念，因此向內政部營建署「城鎮 之心工程計畫」提案，成功爭取核定「龍 門海廢環保藝術公園規劃設計及先期工程 案」500萬元。

The Longmen marine debris park

Marine debris often accumulate at the northern coastline of Longmen Village, so local residents perform frequent coastal clean-ups and utilize these wastes ingeniously to establish the Longmen marine debris park. As a result, the "planning, design and advancement of the Longmen marine debris park project" was proposed to the Construction and Planning Agency of Minister of the Interior, who approved the project a 5 million TWD funding granted under the Forward-looking Infrastructure Development Program.

現場邀請縣府關心龍門議題的同仁及龍 門村洪瑞達村長，一同至計畫用地會勘，希 望結合社區的創意及能量，發揮龍門社區海 廢再創作精神，給予第一部我國自製浮式海 潮流發電平台注入新生命，同時針對整體區 域進行環境整理及地景營造規劃，期許在這 台灣與澎湖航線的門戶，建立澎湖具有觀光 與環保價值的海廢公園。

The head of village Mr. Rui-Da Hong and other interested party were invited to survey the site and further discuss the project outcome, with a vision to combine the creativity and vitality of the community to stimulate re-creations from marine debris, as well as complementing for the first Taiwan-made floating ocean tide power generation platform.

Additional rearrangements and landscape planning for the area will also be implemented to establish a park with tourism and environmental protection assets at the gateway of the Taiwan and Penghu route.

落實減塑 從日常做起

自古便傳「民以食為天」，然而一頓午餐所產生的一次性垃圾著實驚人，包含免洗餐筷、 塑膠袋還有餐盒等，為使同仁及與會委員感受到減塑其實並沒有這麼難，從日常生活中即可做 到，因此於召開的委員會、審查會等，準備可提供環保餐盒的便當給與會人員，讓大家體會到 減塑只要從你我做起，我們的環境就會有進一步的改善。

Daily implementation of plastic reduction

Although food is the most crucial necessity for everyone, the amount of waste generated from single-use tableware, plastic bags and meal boxes etc. during a meal are astonishing.

To raise the awareness of colleagues and others, reusable lunchboxes were prepared for all participants in meetings hosted by the Department to demonstrate plastic reduction efforts in daily lives, and step-ward improvements to the surrounding environments.

建國市場因隨著商圈的移轉，逐漸沒落，在基於安全、市容及土地運用等考量，將老舊閒 置的建國市場拆除，闢為停車場，舒解街區的停車需求。然而停車場旁私人土地環境髒亂，且 雜物堆置，透過跨局處的努力，調派相關人員進行清潔，並與地主溝通希望善盡管理之責，以 呼籲鄉親們一起維護公共環境整潔，讓我們居住的城市更美麗。

Environmental maintenance

As the Jianguo Market gradually dwindled due to shifts in economic activities, it was demolished under careful considerations to safety, cityscape and land use, and transformed to a car park that aims to alleviate growing demands on parking spaces. Facing problems on surrounding private lands, which was filthy and littered, an interagency collaboration was initiated for effective waste removal, and the landowners were advised to be more responsible, to appeal the importance of public environment maintenance, and foster a more beautiful city.

2020澎湖國際風箏節 澎湖最美的沙灘

澎湖秋季開始迎來季風，蔚藍的天空變成風箏的主舞台，放飛風箏讓澎湖天際線與海洋視 野更熱鬧，近年來縣府積極運用與「風」相關的資源結合活動，發展出與眾不同且具吸引力的 文化觀光型態運動產業-2020年首屆澎湖國際風箏節於焉誕生。 2020年9月7日至9月13日，色彩繽紛的風箏將龍門後灣沙灘的天空妝點得絢麗奪目，除了 來自全台各地的上百位風箏好手齊聚現場競技演出以外，現場最亮眼的是由龍門社區發展協會 以海漂廢棄物製作的大魚，搭配龍形的造型風箏，兩者互相搭襯，象徵魚躍龍門之意。

The 2020 Penghu International Kite Festival

As the autumn monsoon winds blows in Penghu, kites began to fill the blue skies, making Penghu's skyline and ocean more entertaining. In recent years, the County governments have exploited wind-related resources to integrate various unique and attractive activities into a cultural sport tourism industry. As a result, the Penghu International Kite Festival was introduced in 2020.

Starting from the 7th to 13th of September 2020, colourful kites dazzled the sky of Longmen Back Bay Beach, which attracted hundreds of kite masters from Taiwan participating various performances and competitions. The main focus of the event was a fish statue made from marine debris by the Longmen Community Development Association, complemented by a dragon-shaped kite, symbolizing the fish leap at dragon gate metaphor.

今年(2020年)活動選擇在淨灘有成的龍門後灣沙灘舉辦，主要是因該處地勢平坦廣闊，視 野寬暢無阻，是國際少有的風箏放飛場域，而湖西鄉也是澎湖人文重鎮，近年更因賴峰偉縣長 積極推廣淨灘，龍門村洪瑞達村長響應政策，號召村里居民戮力淨灘，讓龍門後灣沙灘重新回 到美麗的淨土，讓今年秋天最美麗的澎湖國際風箏節擁有如此優良的施放場地。 In 2020, the event was held at the Longmen Back Bay Beach for its flat, spacious surface and a wide view, all combined to become a rare site in the world for kite activities. In addition, the Huxi Township is also a cultural centre in Penghu, benefiting from recent coastal cleanup actions promoted by Magistrate Feng-Wei Lai, where nearby residents were mobilized to actively participate in cleanup events by the the head of Longmen Village Mr. Rui-Da Hong. Hence the Beach was restored to its pristine state, making it ideal to host the kite festival.

樹立在地餐飲旅遊店家減塑榜樣

本府「2020戀戀海味—澎湖美食假期」餐飲輔導計畫，特輔導本地具有環保減塑理念之 餐飲業者—皮克吐司及草根果子製作減塑環保餐具，讓使用顧客方便辨識及歸還，重複再利 用。 皮克吐司是澎湖最早提供環保外送餐盒的店家之一，對於環保與環境意識的推動不遺餘 力。即便時常發生環保鐵餐盒無法回收再增加添購成本，但仍對減塑工作有所堅持。本府特應 店家需求，規劃設計貼有形象Logo外帶環保鐵餐盒，協助完成產品包裝，並指導拍攝形象短片 及QR Code製作，放至於餐盒等處提供點閱，促進店家形象行銷推廣，樹立澎湖餐飲旅遊店家 的學習榜樣。 另草根果子也是澎湖在地力推環境減塑及堅持實踐環保店家，一直以來提倡客人自行攜帶 外帶餐盒，但對於店內的熱飲，卻無法有效提供給無自備環保杯的外帶客人。本次輔導工作特 協助輔導設計開發草根果子專屬外帶保溫，讓顧客回到家還能享有最佳飲用的溫度。同時也輔 導店家研發特色熱飲~草根澎風茶，採用在地食材製作，環保暖心又有澎湖味。

Plastic reduction in local stores

The "2020 Love Sea Food - Gourmet Holiday in Penghu" catering consultation program promoted by the County government supported Pick Toast and Grassroots & Fruit for their adoption in environmental and plastic reduction concepts, such as unique reusable tableware that can be easily identified and returned by consumers for effective reuse.

Pick Toast is one of the first stores in Penghu to provide environmental friendly containers for its food delivery and has been active in promoting environmental protection and awareness. Although these reusable lunch boxes are often unable to recycle and induce additional costs, they persist in reducing plastic products. In response to the demand, the County government designed and introduced dedicated logo for its reusable containers, as well as promotional video clips and QR code placed at various locations to attract consumers, in order to enhance the marketing image of Pick Toast, and ultimately establish a role model for other restaurants and stores in Penghu.

On the other hand, Grassroots & Fruit is also a local store that has been actively promoting environmental and plastic reduction visions by encouraging consumers to prepare their own food containers, but face difficulties as it is not straightforward to serve hot drinks to consumers who has not prepared their reusable bottles. In response to the challenge, dedicated thermo flask were designed for take-out drinks. In addition, a special brew with a warm unique taste was developed that utilize local ingredients.

地方財政業務聯繫會報 2020年向財政部及全台各縣市財政首 長報告澎湖縣財務與債務管理作為，除了分 享免稅商店收益、BOT、區段徵收、花火節 等開源措施之外，亦分享更難得的淨灘節流 作法，各縣市為澎湖2019年96村里全部動起 來，完成141場次淨灘、清除310公噸海洋廢 棄物，讓220公里海岸線變回乾淨，現場與會 人員皆表示驚艷不已。 然而節流不是淨灘的目的，但這份付出 的心力卻是無價，讓澎湖環境乾淨的同時也 達成節流的成績，2019年地方財政業務考核 總成績我們獲得全國第六名，單項的部分， 債務管理全國第一、財務管理全國第六，這 是各局處與縣民共同努力的結果。 52 減 塑 行 動 局 處 共 推 | 經 濟 成 長

花1元淨灘的垃圾量為 僱用人力的14倍

我國2019年宣示推動「向海致敬」政 策，澎湖縣審計室發現，淨灘活動平均每花 費1元清理的垃圾量為僱用人力的14倍，清 理海岸垃圾的成效更佳，且兼具寓教於樂目 的；又據環保署「海岸淨灘認養系統」的資 訊，澎湖縣可認養海岸線長度28.5公里，但 2018年度實際由民眾或團體認養的海岸線長 度為2公里，認養率僅7.02%。經審計室持 續追蹤改善情形，環保局已持續推動海岸線 認養工作，2019年度實際由民眾或團體認養 海岸線長度共5.6公里，較2018年度新增3.6 公里，並號召96個村里達1萬7千人次參與淨 灘，清理海岸垃圾310公噸。

Local financial reporting

In 2020, the Penghu County's financial and debt management was presented to the Ministry of Finance and heads of finance from other counties in Taiwan. In addition to the implementation of revenue from taxfree shops, build-operate-transfer projects, zone expropriation, fireworks festivals and other relevant measures, the County's coastal cleanup effort was also presented, which mobilized all 96 villages in Penghu to 141 cleanup events, collecting a total of 310 tonnes of marine debris from 210km of coastlines, which earned the appreciation of all participants in the meeting.

Although resource saving is not the goal of coastal cleanup, these efforts were priceless in the maintenance of a pristine environment. In 2019, Penghu ranked 6th in the national financial assessments, 1st in debt management and 6th in financial management, results that were achieved by collective endeavours of public and private sectors in Penghu.

Coastal cleanup: action with a fourteenfold benefit

After the promotion of the "Salute to the Sea" policy by Taiwan in 2019, the Penghu County Audit Office estimated that on average coastal cleanups are 14 times more efficient compared to traditional employments for every dollar spent on waste removal, with additional benefits on education and advocacy. According to the Coastal Clean-Up Adoption System developed by the EPA, 28.5km of coastlines are adoptable in Penghu, however by 2018, only 2km was adopted, which equates to a mere 7.02%. Monitored by the Penghu County Audit Office, the EPB has made further progress, stretching adopted beaches to 5.6km in 2019, an 3.6km increase compared to previous year, and mobilized 15,000 residents from 96 villages to participate in coastal cleanups, removing 300 tonnes of marine debris.

防疫期間不忘減塑、減紙、減碳

防疫期間，歷次召開會議自備環保壺及瓷杯，全程戴掛口 罩、保持安全社交距離，保護自己也保護他人。最難能可貴若 有投標廠商代表，不僅配合戴掛口罩與會亦隨身自帶環保壺， 真正落實防疫措施不忘減塑行動。 另本處每月召開之非都市土地一般農業區農牧用地暨養殖 用地申請興建住宅暨變更編定審查會，地政資料所用書圖數量 可觀，自2020年8月起，採無紙化會議，資料資訊電子化，計可 每次會議減少用紙量達千張以上及碳粉之使用，期望「地政減 塑、減紙、減碳」不落人後之精神不斷，再接再厲為環保救地 球盡一份心力。

Reduction of plastic, paper and carbon emissions during the pandemic

As part of the pandemic prevention measures, participants were asked to bring their own reusable flasks and cups, wear masks and maintain social distancing in meetings to protect themselves and others. It is also worth noting the efforts made by visitors, who collaborated by wearing masks and bring reusable bottles, as joint actions in the fight against the pandemic and plastic usage.

In addition, the Department hosts monthly reviews on applications for residential construction permit on farmland, producing substantial papers on land-use information, and paper-free meetings were established since August 2020 by providing electronic documents, saving several thousand pages of paper as well as numerous printer cartridges, in the hope to reduce consumption on plastic, paper and carbon emissions, and contribute to a sustainable planet.

縣府同仁，因在澎湖租屋上班，自煮料 理較為受限，所以每日三餐均需外食處理， 但卻秉持減塑由自身做起，不用一次性塑膠 製品，避免造成環境污染也危害健康，透過 主動準備玻璃器皿至餐館，以外帶方式攜回 再用環保餐具食用，其「積極減塑救環保」 的行為影響了同仁間的用餐習慣與觀念，型 塑辦公室減塑氛圍。

Prepare reusable tableware for takeouts

Take a government staff for example, she resides in a rented house so cooking is restricted and meals must be taken outside. However, with a vision to reduce plastic products through daily actions, disposable products are not used to avoid environmental pollution and health hazards. Instead she prepared glassware lunchbox and reusable tableware for takeouts. These actions have successfully raised the awareness of other colleagues in the office to adopt plastic reduction measures.

Since the promotion of plastic reduction policies by the County government, participants are asked to prepare their own reusable flasks and cups for all meetings hosted by the Office, and disposable plastic products such as bottled water are prohibited, to support reduction through practical actions.

Taxation and plastic reduction

County officials visited the Zhuwan Elementary School to advocate and educate taxation related knowledge, abiding to pandemic prevention measures to maintain social distancing and wear masks. In addition, anti-corruption and pandemic prevention information were also given, as well as reminder on the threat of plastic products and the importance of reduction, in the hope that the concept on the protection of the environment and planet can be recognized by young generations.

Creative decorations

After months of planning and design, the basement of the Bureau was finally opened.

Colleagues wrote prayers on fish decorations, which became the pedals of three chrysanthemum flowers, each symbolizing the Bureau's vision of quality, compassion and convenience for all services provided, as well as its affection to the lands of Penghu.

為響應環保，特別前往具環保典範的龍門村，在村長的協助下，以海廢浮標作為布置之 用。這些廢棄浮標在村長及志工們的巧手下，每個都變成色彩鮮豔的美人魚，精挑細選一批 後，布置於會議室並增添風采。

Meeting room decoration and plastic reduction

In response to environmental policies, a visit was paid to the Longmen Village, which is a role model for promoting actions. With the assistance from the head of village Mr. Rui-Da Hong, brightly coloured buoys, which were revitalized by the skilful hands of Mr. Hong and volunteers from marine debris, were selected to decorate the meeting rooms.

為加強稅務宣導，縣府同仁積極走入校園與社區，並參與各項活動。元宵節是日，分別前 往三官殿、湖西天后宮及鼎灣開帝殿等宮廟，除了參與燈謎與擲筊活動外，也進行了稅務、防 疫及減塑等的宣導。在各宮廟的配合與協助下，進行政令宣導之外也能為澎湖傳統文化的傳承 盡一份心力。

Advocacy in temples

To advocate taxation policies, Bureau colleagues pay frequent visits to schools and

communities, and participate in various events. During the Lantern Festival, colleagues ran campaign on taxation, epidemic prevention, and plastic reduction policies, whilst assisting Sanguan Dian Temple, Huxi Mazu Temple and Dingwan Kaididian Temple in activities such as lantern riddles and divination block tossings etc. Thanks to the kind cooperation and assistance offered by these temples, a greater contribution can be made toward the inheritance of Penghu's traditional culture.

在遊戲中學習稅務知識

為鼓勵縣民誠實納稅，並自小扎根租稅觀念，縣府 積極投入稅務宣導工作；除了前往社區、學校辦理有獎 徵答外，也透過網路延伸觸角，如「電子發票綠地球行 動支付e起來」就是採網路互動式遊戲宣導。

Taxation knowledge through games

To encourage honest tax payment and awareness from childhood, the County government has actively advocated taxation measures through community visits, competitions, and internet etc. For example, an interactive event on electronic invoice and payment was hosted online as an approach to promote knowledge.

減塑從小細節開始

塑膠袋氾濫人盡皆知，卻又很難不依賴它，稅務局雖然不大，但每天仍需更換約10個小垃 圾袋，本局負責環境清潔同仁在打掃之餘，更默默將垃圾桶用的塑膠垃圾袋，以舊報紙取代， 除維持原有功能，還可以吸濕除味，每年減少使用2,600個小塑膠袋，攤平面積足可鋪平1.5個 籃球場。

Plastic reduction in daily lives

The proliferation of plastic bags is widely recognized but difficult to quit. The Bureau is small but still produce 10 small garbage bags every day, so colleagues replaced plastic bags using newspapers, in an attempt to maintain the original functions but also help to absorb moisture and deodorize the bin. As a result, about 2,600 plastic bags are reduced annually, enough to pave 1.5 basketball courts.

為鼓勵民眾踴躍參與稅務宣導活動，每年均精挑細選宣導品，近兩年宣導品選樣小組，配 合縣府的減塑政策，在環保減塑與循環利用方面多加著墨，優先採購小型、實用、價美與高質 感的環保餐具，為家園、為澎湖、為台灣、為地球的環保盡份心力。

Environmental friendly products

To encourage participation of various events, promotional gifts will be carefully selected every year. In the past two years, the selection team has abided to the County's vision to reduce plastic and recycle, and purchased small, practical, cost-effective and high-quality tableware that are friendly to the environment, in the attempt to maintain a sustainable homeland.

污水變淨水嘖嘖稱奇

西衛水資源回收中心日前完工，透過生態處理的方式，先把污水沉澱，再透過薄膜生物 處理系統(Membrane bioreactor, MBR)過濾後，還原到生活用水的標準，園內的生態池及植 栽灌溉用水全來自處理後的生活用水，原本咖啡色的污水變成清澈的淨水，更可能用來養魚、 種樹，達到水資源重複利用。水資源回收中心平時已有社區居民入內遊憩，也因為園內景觀豐 富，除了景觀池還有各種植栽，讓回收中心不但是社區的親水公園，也是最佳的水資源教育戶 外教學場所。

Transform sewage to crystal clear water

The Xiwei Water Resources Recycling Center, completed a while ago, transform sewage water back to domestic standard through a series of ecological treatments including sewage precipitation and filtration through the membrane bioreactor (MBR) system. Treated water will be used to maintain the park's ecological pond and plants, demonstrating satisfactory water quality for plants and fishes. The park is open to the general public as a leisure spot due to its rich landscapes. In addition, it is also an ideal location for field education of water resources.

污水淨化有成果 種樹澆花兼養魚

縣政府所屬的西衛水資源回收中心，把收集的家庭污水，透過生物處理的方式成為淨水後 再排入大海，不但讓大海變乾淨，水源還能用來種樹、澆花兼養魚，讓參訪的西衛社區居民、 幼稚園小朋友都嘖嘖稱奇。

Sewage purification and reuse

The Xiwei Water Resources Recycling Center under the county government treats the collected household sewage into clean water through biological treatment and then discharges it into the sea to prevent potential marine pollution. The water can also be used to plant trees, water flowers and raise fish. The residents of the Xiwei community and kindergarten children who visited have all enjoyed their visit.

體驗回收機減塑做環保

平常家裡就有做分類的習慣，將一大袋的寶特瓶、鋁罐提來青灣PIDC澎湖國際潛水中心 的ecoco智慧回收機。花了大約15分鐘後，總共累積140點，但有些瓶罐機器不收，可能是形 狀或是擠壓後，機器無法判讀，不過整體上是有趣的，做環保之餘，還可累積點數來換咖啡。

Hands-on experience on the smart recycling machine

PET bottles and aluminium cans sorted at home can be recycled using the ECOCO recycling machine found at the Penghu International Diving Centre, which took 15 minutes to operate and earned 140 points. Although some deformed cans are not recognized by the machine, the overall experience is compelling, and earned points can be used in exchange for coffee.

為澎湖環境永續做一件事

本縣於2018年爭取前瞻水環境計畫補助辦理「山水、西衛污水處理廠效能提升」、「內 灣水質水量調查及水質改善第一期規劃設計案」，透過污水處理後之再生水打造水環境景觀， 讓本縣更多民眾了解污水處理並不只是給人帶來負面的惡臭印象，還可以創造舒適宜人的休憩 空間景觀。 在內政部營建署大力支持，除了工程上的協助外，還特別於2020年10月15日－10月16日 在松山文創園區提供成果展示的舞台，讓各縣市的工程成果一起展出比較，本縣展區放在最前 排，除了看板解說，本府亦派專人解說，讓更多人認識澎湖的污水建設，展現實質成果。

Demonstration of Penghu's efforts

The County secured funding from the Forward-looking Infrastructure Development Program of Water and Environment in 2018 for the performance improvement of sewage treatment plants, as well as the water inspection and improvement program for an area of ocean that lies amongst Magong City, Baisha Township and Xiyu Township, in the hope to improve the negative impression on sewage treatments, and establish a comfortable resting space using treated water.

Support from the Construction and Planning Agency of Minister of the Interior does not end with assistance on engineering, but also an exhibition at the Songshan Cultural and Creative Park, Taipei City from 15th to 16th of October 2020, where outcomes by all counties can be communicated. Located in the front row, the County presented its practical outcomes on sewage treatment to the audience.

國際廣場化身大安森林公園

繼勵志二村公園，澎湖第二座共融式親子遊戲區即將完工，新穎遊憩設施結合國際廣場綠 美化景觀，將成為民眾休閒最佳去處。 國際廣場位於馬公市菁華地帶，佔地約5公頃，賴峰偉縣長上任後即檢討原設計缺乏親子 遊樂場及植栽，因此指示工務處效法台北市大安森林公園，納入共融式親子遊戲場，並大量綠 美化，營造符合民眾需求的公園綠地。 國際廣場的共融式親子遊戲場，設有日製滾輪滑梯、攀爬網、鳥巢式鞦韆組、彈簧跳跳 台、太空搖搖艙、體健設施、磨石子溜滑梯、遊戲沙池等設施，適合各年齡層使用。 第一期工程的戶外階梯劇場、市集廣場、戶外地景草坡、休憩平台皆已完成。第二期工 程—地景長廊、親子遊戲區、植栽工程近期即將完工。 工務處廣植9種喬木計581株，增加綠蔭，並種植龜甲變葉木、紅花玉芙蓉、草海桐、百 慕達草等近11種矮灌計14,871株，綠地面積達1/3，在寸土寸金的市區，市民擁有如此大的綠 地實屬幸福。國際廣場完工後，散步、溜搭、看表演、逛市集、賞海景，多種願望一次滿足。

The International plaza park

Following the Lizhiercun Village Park, a second inclusive parent-child play zone in Penghu is about to be completed, with innovative recreational facilities combined with the landscapes of the International Plaza that will surely be ideal for leisure activities.

Situated in the heart of the Magong City, the Plaza is five hectares wide, and was immediately reviewed after Magistrate Feng-Wei Lai took office, focusing on the lack of parent-child leisure facilities and plants in its original designs. The Department was instructed to take the Daan Forest Park at Taipei City as reference to incorporate inclusive designs and greening, creating a space that meet public demands.

The playground is equipped with Japanese-made roller slides, climbing nets, swings, jumping platforms, fitness facilities, slides, sand pools etc. that are suitable for all ages.

The first phase of the project including the amphitheatre, market square, grass slope, and resting platforms have all been completed. The second phase, which includes landscape corridor, parent-child playgrounds and plantings, will be completed soon.

The Department has planted 9 different types of arbour trees, a total of 581 units, as well as 14,871 dwarf shrubs from 11 species including fire croton, Texas sage, beach naupaka, Bermuda grass etc., with 1/3 of the area greened, which is a pleasant space for citizens living in the highly urbanized city. Upon completion, the International Plaza will become an ideal location for multiple leisure activities such as walking, jogging, performance, market etc., all comes with fascinating sea views.

為傳達紙袋重複再利用，車船處運用海漂廢棄浮球及與其他廢棄物重新再利用，打造「雪 人寶寶」回收可用之紙袋放置櫃，作為二手袋供應站，讓民眾可自行取用；另也鼓勵民眾可將 不使用，好的、漂亮的紙袋放置雪人寶寶嘴裡，以提供給其他有需求的民眾，讓袋袋可相傳， 有效達到重複再利用並減少使用塑膠袋。

To promote the recycling of paper bags, the Office designed dedicated container for second-hand bags from disposed buoys and other marine debris, in the shape of a snowman, which is open for public use, whilst encourage everyone to deposit usable paper bags inside for others, in order to effectively promote recycling and reduce plastic bag usage.

藝術也可以很環保

藝術是將腦中想像或心理的感受，藉由創作以傳達，例如運用水彩將心中的澎湖描繪成一 幅景觀畫，讓觀賞的人可同時感受到欲傳遞的景觀美。108學年度全國學生美術比賽優勝作品 巡迴展各類創作來自全國各地學生創意設計，於5月2日至5月15日在縣府中興畫廊展出，作品 中有不少以環保減塑為發想之作品，如減塑謢生物用紅色塑膠袋勾勒出海洋魚類的型態，表達 出海洋生物誤食塑膠袋而付出生命的代價，另外「要樹不要塑」及「環保愛地球」等作品也同 樣希望喚起大家對於環境保護的重視。

Environmental friendly art

Art aims to convey the feelings and imaginations in our mind through creation, such as the beauty of Penghu using a watercolour landscape painting for the audience to comprehend. Artworks from the 2019 National Student Art Competition was displayed at the Jhong-Sing Art Gallery from the 2nd to 15th of May 2020, several creations were inspired from the concept of plastic reduction. For example, plastic bags were arranged to resemble fishes, symbolizing the life-threatening outcomes of plastic ingestion, and other fascinating pieces that hope to raise awareness on environmental protection.

The epitome of marine culture

The Ocean Resources Museum is crucial for the marine cultural education of Penghu. By providing abundant resources and a pleasant environment,

the local marine culture can be preserved with additional boost to the industry, ultimately achieve the sustainable development of Penghu's intertidal ecology and marine culture. Every year schools around the County arrange field trips to the museums, allowing students and teachers to better understand their homeland, and assimilate a rich variety of marine knowledge through comprehensive guidance provided by the volunteers.

海廢再利用 環境好清新

洽公的民眾們有沒有注意到，樓梯旁的牆面爬著可愛的小烏龜、小螃蟹及小河豚，再走上 二樓會再發現有一瓶瓶長在網子上的綠色植物，讓人眼睛為之一亮。 為了下一代的孩子們有好的生活環境，環境保護不應淪為口號，白沙西嶼社會福利服務中 心的社工夥伴們利用海廢材料和廢棄瓶子，回收再利用製成牆面裝飾，這樣環保的布置方式與 縣府推動的環保理念不謀而合，可見生活中產生的許多廢棄物都是可以再利用的。

Visitors may notice the eye-catching cute little turtles, crabs, and puffer fishes on the walls next to the stairs, up to the second floor, green plants growing in bottles hooked onto a net can also be found.

These decorations were made by volunteers at the Baisha Xiyu Social Welfare Center using materials recovered from marine debris and waste bottles, a design that abides with the environmental vision proposed by the County government, demonstrating the recyclable nature of most domestic wastes.

推動身心障礙者職業重建個案管理服務計畫

縣府針對尚未就業的身心障礙朋友們辦理15小時的就業前準備，認識自身對職場的需求， 了解就業管道及情緒挫折處理，進而減少進入職場的緊張與恐懼。 於中午和學員用餐時，同時導入減塑、使用環保餐具概念，團體領導者、協同領導者以及 學員們分別向悟饕便當及小步廚房訂定不鏽鋼餐盒，期望透過提供環保餐盒，向身障朋友傳達 減塑愛地球的觀念。

Management service project for the unemployed disabled

The Department hosted a 15 hours preparation course for unemployed people with disabilities, to stimulate the comprehension of employment demands, understand recruitment channels, deal with emotional frustrations, and reduce relating tensions and fears in the working environment.

In addition, the concepts of plastic reduction and environmental protection were also adopted and conveyed through the provision of stainless-steel lunchboxes distributed by Wulu bento and Xiaobu Kitchen for all participants during lunch time.

社區照顧關懷據點在生活中扮演什麼角色？對環保貢獻為何呢？

以朝陽社區照顧關懷據點為例，社區關懷據點存在於每個社區中，定期透過電話問安、關 懷訪視、餐飲服務和健康活動帶領等，讓長輩們每天都可以就近找到地方運動、互相關心。 中午老人共餐期間，在不鏽鋼的餐盒中裝滿健康的飯菜，如全麥饅頭、荷包蛋、洋蔥炒肉 絲、青脆爽口小黃瓜、營養加分紅蘿蔔等，除了向長輩宣達健康飲食外，更在每次用餐中巧妙 導入環保概念，藉由使用不銹鋼餐盒，以減少一次性容器的使用，在疫情期間，更宣傳餐盒吃 完洗好再利用，讓防疫和減塑剛剛好。

The roles of community care centres in daily lives and the contribution of environmental protection

Community care centres are established in every communities, where elderlies are taken care for through regular phone calls, visits, catering services and recreational activities.

Take the Chao-Yang community care centre for example, elderlies can enjoy their healthy lunch containing wholemeal bread, egg, fried pork with onion, cucumber and carrot, all placed in stainless-steel containers as a measure to reduce single-use containers, and pandemic prevention measures can also be jointly promoted.

老人餐食全面改用不鏽鋼

因應人口老化，青壯年流失等議題，老人送餐已漸成為獨居老人重要福利政策，在推動 營養均衡、菜色可口的膳食供應時發現，大量的紙餐具、免洗碗筷成為美中不足的一環，因此 在2020年8月31日起，著手推動老人送餐全面使用環保餐盒，讓澎湖成為全國第一個推動的縣 市。 推動過程並非一蹴而成，在年初先於小赤社區的老人送餐試辦環保餐盒，評估老人接受度 高，因此陸續在興仁、大池、湖東、西衛等社區施行，今年(2020年)底全縣743位獨居長者已 全面使用環保餐盒，一年共可減用41萬個的紙餐具。

Catering service use stainless steel containers

In response to an aging society and loss of youths in rural communities, elderly catering services become key to charity policies aimed at elderlies living alone. During the process of delivering healthy and delicious food, a lot of disposable containers and tableware were generated. Therefore starting from the 31st of August 2020, Penghu became the first county in Taiwan to completely adopt reusable lunchboxes for elderly catering services.

The promotion was performed in stages, starting from pilot programs at the Xiaochi Community with positive feedbacks, and was therefore continued in communities including Xingren, Dachi, Hudong, and Xiwei. In 2020, all 743 elderlies who live alone have used reusable lunchboxes, reducing about 0.41 million disposable products.

今年因應疫情，為確保餐盒衛生，餐具將以3道洗淨手續處理，先清潔劑洗滌、高溫川燙 後，再置入高溫殺菌消毒櫃中烘乾，以確保落實防疫。一份老人餐食從備料、製作、送餐、清 潔，送的不只是溫飽，創造的是社會福利、環境保護、安全健康三贏的局面。

Facing the pandemic and demands for hygiene, the lunchboxes were sterilized in three stages including rinsing, boiling and drying with ultraviolet lights. The concept of social welfare, environmental protection and health are jointly considered along every stages of the elderly catering service, from preparation to cooking, serving, and cleaning.

依據民國106年(2017年)公務人員獎懲案件統計數據顯示，一年就有360萬7,353人次的記 功及嘉獎，每一人次的記功及嘉獎書面令，換算成A4影印紙相當於一年就要耗掉7,200包，為 護樹救地球，自2019年7月1日起公務人員記功以下獎勵令電子化，並鼓勵縣府人員支持獎勵令 電子化政策，於公務人員個人資料服務網(MyData)個人檔案夾點擊「同意」，即可隨時上網查 看屬於你個人的獎勵資料，在省下7,200包的A4影印紙同時，更協助節省縣府的支出。

Save paper and protect the planet

According to the civil servant reward and punishment statistics in 2017, approximately 3.6 million personnel were rewarded every year, transforming 7,200 packages of A4 papers into certificates. Therefore, starting from the 1st of July 2019, an digitalized module was integrated into the personal data service network (MyData), where staffs were encouraged to utilize for quick access to their status, while making contribution to the County's budget.

減塑真有趣

培養氣質與美感，就在蝶古巴特中，Decoupage(蝶古巴特)源自於法文，意即將美麗圖案 加以剪裁，拼貼裝飾於物品或傢俱上，讓原本平凡無奇的物品瞬間變成藝術品，展現出不同於 原物的特色風格。 本府特邀請前澎南國中校長洪嬡慧女士為同仁授課，指導大家製作蝶谷巴特，同仁聚精會 神的聆聽，並挑選喜愛的圖案為自己的背袋賦予新生命，創造出屬於自己的生活美學。本次手 作課程除讓同仁們瞭解what's Decoupage 外，還有另一深層意義，希望大家盡一份心力，出 門自備環保袋，減少使用塑膠袋，一人一袋救地球。

Plastic reduction is fun

The phrase decoupage is derived from French, defined as the art or technique of decorating something with cut-outs of various materials, turning ordinary objects to art pieces that are distinctive and unique.

The County government invited former principal of Pengnan Junior High School Ms. Ai-Hui Hong to present the techniques of decoupage. With comprehensive explanations, colleagues picked favoured patterns to redesign bags with unique styles. Apart from the introduction of decoupage, colleagues were also encouraged to prepare reusable bags and avoid using plastic bags as an attempt to save the planet.

Gourmet and plastic reduction

Meals can be enjoyed with innovative measure, such as adopting reusable lunchboxes and bags, best served with a cup of good coffee.

People eating outside often struggle from a wide range of cuisine such as Chinese, Western, Japanese to Korean. However, it is more important to consider a healthy and nutritious meal by preparing reusable lunchboxes and avoid disposable tableware, an act that is both hygienic and helps to reduce carbon emissions.

上班族工作繁忙，三餐主要以外食解決，近來許多店家也改用可重複使用的餐具，提倡環 保風氣。以前買便當回辦公室享用，現在配合縣長減塑政策，改變方式在店裡吃，這才發現好 處多多。 端上桌，味道美、飯菜熱，略勝便當一籌。一好也！ 遇同事，論公務、談私事，同事情誼增進。二好也！ 用完餐，抹抹嘴、説再見，免丟便當紙盒。三好也！

Delicious feast and enlightment

Busy at work, colleagues often rely on take-out foods. As reusable products are gradually adopted, meals are taken inside the restaurants in compliance to the plastic reduction policy introduced by the Magistrate, with several benefits.

Firstly, delicious meals can be enjoyed hot instead of cold take-outs. Secondly, meals are taken together so relationships amongst colleagues can be fostered.

Lastly, reusables will not generate unnecessary wastes.

落實無紙減塑

本處每2個月召開1次人事會報，與所屬機構人事夥伴 齊聚一堂，研讀法規、討論提案、分享經驗。透過腦力激盪 及經驗交流，讓同仁們的專業知能及人文素養提升精進。 會議需準備資料，如1人1本會議資料(約40頁)，參與人 數約49人，需使用A4紙2包(約1,000張)。使用前花費人力影 印、裝訂，使用後再花時間碎紙、回收，既不環保又浪費人 力、物力。

為落實無紙化政策，取消提供紙本資料，會議相關內容以簡報方式呈現，並將檔案上傳雲 端，讓同仁使用手機或平板進行閱讀。 生活形態的改變，塑膠製品充斥周遭環境，直接間接影響環境與健康，為落實減塑政策， 本處舉辦的會議皆改用桶裝水或飲料，同仁自備環保杯，取代塑膠杯。無毒美好家園有賴大家 一起攜手合作。

Paperless meeting and plastic reduction

The Department hosts regular meetings every two months with colleagues and affiliated institutions to discuss personnel topics including legislations, proposals, and experiences, in the hope to enhance professional knowledge and quality of colleagues through brainstorming and communication.

Assume that 49 participants attend a meeting, with a 40-page document given to everyone, then two packs of paper, approximately two thousand pages, will be consumed, with additional resources wasted to print, bind, shred and recycle.

By promoting the paperless policy, paperback documents are no longer provided, and information are given in presentations, which are uploaded to cloud storage, accessible through mobile phones or tablets.

Plastic products are often found in the surroundings, posing a threat to the environment and health, so plastic reduction policy is implemented by adopting water tanks in meetings, and colleagues prepare reusable flasks instead of plastic cups, as an collective effort towards non-toxic homeland.

藍色經濟海洋環境永續

Blue Economy藍色經濟是兼顧海洋環境永續、經濟成長、社會共識的發展模式。澎湖的 海洋經濟與海洋遊憩產業深具特色，具備藍色經濟的各項發展元素，因此縣府以執行海洋保育 復育、海廢清理與海岸環境治理為軸，以發展藍色經濟、海洋永續發展為目標，希冀作為各縣 市的典範。

Blue economy and sustainable marine environment

Blue Economy refers to a form of development that considers sustainable marine environments as well as economic growth and social consensus. Penghu's marine economy and recreation industry are unique with many elements that fit the definition of blue economy. Therefore, the County government has promoted marine conservation and rehabilitation, debris removal and coastal management, with an aim to establish blue economy and marine sustainability, and become a role model for other counties.

多年來無法解決的海漂垃圾堆積、海洋保育復育、 燒烤空污影響健康、交通停車亂象等問題，都在2019 年這一年展現新秩序。澎防部遷建、後指部再發展、新 台華輪、國際郵輪碼頭、縣民運動中心等重大計畫也在 2019年拍板定案。觀光百業興旺、學子教育出類拔萃、 青青社區生命力蓬勃發展，政府對地方的承諾一步一腳 印認真落實。重返榮耀是縣民與政府、中央與地方一起 努力的成果。

Back to glory

In 2019, lingering problems including marine debris, conservation and restoration, air quality, traffic and parking etc. were effectively tackled by the government. In addition, big projects such as the relocation of Penghu Defense Command, renovation of Armed Forces Reserve Command Penghu Branch, Taihua Ferry, International Cruise Terminal and sports centres etc. were also successfully approved. With flourishing tourism, school education and local communities, the County government has been fulfilling its commitment, and these achievements are a result of collective actions carried out by residents of the County together with central and local governments.

從撿塑到減塑

塑膠污染是一項全球性挑戰，根據統計，臺灣一年使用160億個塑膠袋（每人每日平均2 個），15億個飲料杯、45億個寶特瓶，這些塑膠製品在回收的過程中並無法真正地進入再利用 的循環，隨之而來也產生垃圾處理的問題，而我們每天生活裡製造的垃圾，都可能是污染海洋 的元兇，預測到2050年，海洋中塑料污染的數量將超過魚類的數量，近期有一項研究發現，海 洋中的每隻海龜和90%的海鳥腸道中都含有塑料。 澎湖縣在積極推動減廢減塑的行動政策下，近日與環保署合作，於縣內廣設飲水機，藉由 提供遊客方便飲水，帶動生活習慣改變，讓民眾養成自備環保杯習慣，另透過體驗ECOCO智慧 回收機，以更新穎的方式進行環保工作，落實源頭減量、資源回收、低碳無塑輕旅遊，提升城 市綠形象，讓澎湖邁進「無塑生活，青青家園」的目標。 澎湖海岸地形風貌多樣，有沙灘、海蝕平台及礁岩岸等各種海岸地形，深深吸引當地居民 與觀光客，沿著海岸線，不難發現隨著海流沖上來的形形色色不易腐壞塑膠製品，已影響到美 麗澎湖灣的形象，政府近幾年積極辦理淨灘，並與當地村民合作清理海岸線環境，然而海洋無 國際，每一日皆有海洋漂流的廢棄物沖刷上岸，為此，仍需要大家作伙攜手保護我們的海岸環 境、海洋資源及生態。 86 減 塑 行 動 局 處 共 推 | 社 會 進 步

From removal to reduction

Plastic pollution is a global challenge. According to statistics, Taiwan consumes 16 billion plastic bags (an average of 2 per capita per day), 1.5 billion beverage cups, and 4.5 billion PET bottles every year. Although these products get recycled, they are not completely in the reuse cycle, hence pose additional burdens on waste treatment, so garbage generated in daily lives may contribute to marine pollution. It is predicted that by 2050, the number plastics will exceed that of fishes, while another recent study found that plastic can be found in the digestion system of every sea turtle and 90% of sea birds.

87 Under the rigorous promotion of waste and plastic reduction policies, the County has recently cooperated with the EPA to introduce drinking fountains in its vicinity. By serving tourists with drinking water, behavioural changes can be stimulated and preparation of reusable cups be encouraged. In addition, through hands-on experience on the ECOCO smart recycling machine, environmental protection is promoted in a more innovative way. By reducing waste from source and the promotion of recycling as well as low-carbon, plastic-free tourism, the image of the County can be improved.

The coastlines of Penghu are diverse with topographies such as beaches, sea-eroded platforms, and reef shores etc., and are very attractive to residents and tourists. However, along the coastlines numerous non-decomposable plastic products are found washed up by the ocean current, posing serious threats to the beautiful bay. Although the County government acted by collaborating with residents and hosted coastal cleanups, marine debris have no boundaries and are washed ashore every day, so it is crucial to protect the coastal environments, marine resources and ecologies all together.

還給紫菜驕傲 找回大嶼初貌

地處美麗海洋之地的七美島，與大海的關係是如此親密，然而海洋廢棄物隨潮流漂流而 至，七美戶政事務所為地方盡一份心力，因應縣府政策，於今年(2020年)1月12日在七美西北 角“紫菜埕”(優質與豐富紫菜生長的海岸)，邀集員工、眷屬、志工共同辦理淨灘活動，讓這 一個優質紫菜生長的地方有一個乾淨的空間，同時也找回七美人引以為傲美麗島嶼的初貌。

Located in the glittering ocean, the Cimei Island has close relationship to surrounding

marine environments, Facing the invasion of marine debris introduced by ocean currents, the Cimei Township Household Registration Office responded by hosting a coastal cleanup event at the northeast shoreline (famous for the cultivation of nutritious and high-quality seaweeds) on the 12th of January 2020, assembling colleagues, family members and volunteers, to restore the island back to the pristine condition.

菊島福園 減塑新概念

為維護土地及環境資源，縣府積極推動並鼓勵火化塔葬政策，以替代傳統土葬方式，藉此 改善民間喪葬習俗，目前本縣火化率已高達九成以上，菊島福園作為本縣唯一火化場，自是喪 家及民眾出入之場所。 為響應本府減塑政策，減少使用一次性塑膠製品，菊島福園服務臺內備有桶裝飲水機，現 場提供可重複使用之水杯，民眾亦可攜帶環保杯具飲用，進而從日常生活落實減塑新概念。

The concept of plastic reduction

With natural resource protections in mind, the County government has encouraged the adoption of cremation instead of the traditional burial, in the hope to improve local funeral custom. Current rate of cremation is more than 90% in the county, and the Judao Fuyuan cremation site, being the only one in the County, is a place for local funerals and visitors.

Abiding to the County's plastic reduction policy, the site is equipped with water fountains and reusable cups to reduce singleuse products, while self-prepared containers are encouraged for a plastic-free life styles.

禁用塑膠袋成全民最時尚潮流行動

根據統計，臺灣一年使用160億個塑膠袋(每人每日平均2個)，環保署指出年生產量高達5 萬3,000公噸，但回收量卻僅有5,000公噸，回收率不到一成。 塑膠帶給人們生活無限的方便，但它無法被大自然分解，造成地球上最悲劇的環境污染。 泰國自2020年1月1日起，禁止大型商店使用一次性塑膠袋，並預計在2021年，達到完全禁用 塑膠袋的目標。 澎湖可評估效法借鏡，禁用塑膠袋執行初期或許不太習慣，但如果培養成為一種全民時尚 運動，它將可能成為保護環境最潮流的行動，並讓澎湖享譽全球，讓世界真正看見澎湖。

Plastic reduction as fashion trends

According to statistics, 16 billion plastic bags are used in Taiwan per capita per day, with annual production of 53,000 tonnes, but only 5,000 tonnes are recycled, which is less than 10%.

Although plastics introduce many conveniences to our daily lives, they are not biodegradable and result in catastrophic environmental pollutions. Thailand, for example, has prohibited single-use plastic bags in large retailers, with an aim of a complete ban in 2021. Penghu can benefit from these experiences, and although the ban may cause inconveniences, it can be transformed to an initiative that protect the environment, improve the international image of the County, and become well-known throughout the world.

休閒拾螺貝也可以很環保

澎湖以海為生，自然觀光遊憩與海有關係，縣府同仁為抒解生活壓力，遇假日又逢大退潮 時，三五好友相偕至潮間帶，扒貝殼或拾海螺，享受大自然的美好，裝載戰利品的竹籃，卻是 運用辦公室廢棄的膠繩編織而成，除了實用、美觀又環保。 海邊撿拾螺貝，純屬休閒興趣，同時釋放壓力，為基於海洋永續發展，所以不過度撿拾， 也不製造及留下任何垃圾，以實際行動愛護海洋生物，維護海洋環境。

Casual and environmental picking

Penghu lives with the ocean that is highly integrated into its tourism industry. During

holidays when the tides are low, colleagues gather at the inter-tidal zone in groups to hunt for shells and conchs, carried in baskets made from waste plastic ropes that are practical, innovative and environmental friendly.

Although leisure activities such as picking shells are stress releasing, the sustainability of marine environments should be considered, so over-picking and waste should be avoided to maintain the marine environment and ecology through practical actions.

用餐環境不馬虎 減塑防疫動起來

因新冠肺炎疫情日趨嚴峻，減塑絕不因防疫而停止，因此在今年(2020年)3月公告請各位 搭伙夥伴，自備碗筷，餐廳烘碗箱則提供搭伙同仁碗筷存放、烘烤殺菌；另環境衛生方面，除 每日門把、桌椅、櫥櫃、窗台的清潔，針對地板每週亦至少清潔 殺菌一次以上，給同仁一個良好的用餐環境，除了要能夠吃得健 康，更要能夠吃得安心。

Although the Coronavirus continues to spread across the world, actions on plastic reduction will remain undeterred.

In March 2020, colleagues are advised to prepare reusable containers and tableware, which can be stored and sterilized in the dish dryer installed in the restaurant. In addition, doorknobs, tables, chairs, cupboards and windows all undergo stringent sterilization, and floors be cleaned at least once a week, to provide a safe dining environment for colleagues.

文件水銷 資源再利用

為解決所屬單位舊的公文紙張堆積屯放占用空間的問題，由業務單位通報各單位將可回 收之紙類統一整理，於所訂時間內運送至警局大門前廣場封箱運送至臺南國榮紙業工廠辦理水 銷，今年(2020年)度總計封包1,540箱回收紙張，並以3個貨櫃運送。 國榮紙廠為一家完全使用回收廢紙之製紙廠，目前為軍方、銀行、稅捐等公家單位，委託 處理機密文件銷毀的配合廠商，水銷後的紙漿將成為再生紙的原料。

Document destruction and reuse

To tackle old document paper stacking space occupation in the office, a dedicated unit will be responsible for the overall recycling of affiliated offices, with scheduled collection by the Guorong Paper Mill situated in Tainan City. In 2020 a total of 1,540 boxes are shipped using three containers and recycled.

The Guorong Paper Mill produces paper from 100% recycled waste paper, and is currently a dedicated contractor of the Military, banks, revenue and taxation offices, responsible for the destruction of confidential documents using water. Treated documents turn into pulp and will be used to produce recycled paper.

環保佈置喜迎新 菊警動員鼠來寶

農曆春節為我國重要節日，為增添年節氣氛，使同仁共度春節濃厚的年節，特請業務單位 規劃春節布置評比，透過此活動，讓各單位一起動員除舊佈新，使單位裡更有年味。 本次評比各單位之創意、美觀及主題內容活動，在評比過程中，發現各單位創意滿滿，並 能兼顧環保減塑理念，以丟棄的衛生紙捲紙筒包裝做炮仗，海廢的浮球做吊飾，或以手工剪紙 創作吉祥的圖案、餅乾盒，各具巧思的布置，五顏六色、繽紛美麗的擺飾，讓警察機關不再是 冷冰冰的公務機關，也更讓同仁感受到喜氣洋洋的幸福年。

Decorations in the office

The Lunar New Year is an important festival in our country. To enhance the New Year atmosphere, a review on festival decoration was performed to mobilize colleagues to eliminate the old for the new.

The review was based on creativity, design and the theme adopted. During the evaluation, it is found that all units have adopted the concept of plastic reduction with ingenuity. For example, toilet paper rolls are transformed into firecrackers, scraped buoys into decorations, as well as hand-cut auspicious patterns and biscuit boxes. With unique innovations and vibrant colours, these decorations introduce a warm atmosphere to the Bureau and affiliated Branches.

全民減塑好習慣 望警東垵好實在

全球減塑意識日漸提升，澎湖縣政府警察局望安分局同樣配合縣府減塑政策，除從機關 員警自身做起限用塑膠袋、使用環保餐具用餐外，亦安排東垵派出所員警利用勤務時間與民交 流，推廣減少一次性塑膠製品之使用，並落實垃圾分類，透過將環保觀念帶入生活，幫助民眾 建立減塑觀念，期盼民眾響應「自備、重複、少用」之減塑新生活運動。 減塑行動不僅只為政府施政重點，亦是目前全球共同關注之重要議題，自應由公務機關帶 頭做起，同仁除全力配合政府方針，自備餐具用品外，同時也勤於宣導，將減塑觀念逐步推廣 至大眾生活中，呼籲民眾一起來落實減塑生活，守護家園永續環境保護。

Plastic reduction habits

Echoing the rising global awareness on plastic reduction and policies introduced by the County, the Wangan Police Branch responded by limit usage of plastic bags and the adoption of reusable tableware. In addition, police officers from the Dongan police station have also assisted to advocate plastic reduction and waste sorting to local residents, encourage them to participate the prepare, reuse and reduce actions, as an attempt to integrate environmental measures into daily lives with a plastic-free concept.

Plastic reduction is not only a policy promoted by the government, but also an important topic of worldwide concerns. Therefore public sectors must take the lead, colleagues are asked to comply by preparing reusable containers and tableware, as well as be active in advocating for the concept of reduction to people's daily lives, and persuade a joint action towards plastic-free lifestyle to protect our homeland and a sustainable environment.

During a symposium at the beginning of 2020, commissioner Tian-Gon Yeh welcomed new recruits, and wish them to become an important foundation in the service through extensive education and training with the assistance of experienced senior personnel.

After the meeting, nutritious lunch was served in the restaurant. Since new recruits have yet subscribed to catering service, lunch was served in stainless-steel containers.

Environmental policies introduced by the County were also shared during meal. Most marine debris are plastic, which pose the greatest threat to marine ecosystem. To sustain a beautiful Penghu, plastic reduction measures will be key to solve the problem, as an important element in revitalizing the ocean. Promotions have been successful so far, and are expected to be more influential to the society by keeping the momentum and live better lives.

By designing a slogan to advocate plastic reduction, volunteers were encouraged to prepare reusable cups to protect the Penghu Bay and planet together. The County government pay tribute to the compassion of all volunteers, and those with outstanding performance were recognized and rewarded.

The 20th of May represents Xiaoman, one of the 24 traditional solar terms. Xiaoman reflects the ancient philosophy of life, which is not rushing and not seeking for perfection.

Eco-friendly bag by Professor Ming-Hui Wang, Dean of the National Penghu University of Science & Technology

Professor Ming-Hui Wang is Dean of the College of Humanities and Management at National Penghu University of Science and Technology, who dedicated his research in social-related topics, and contribute his profession by participating charity events involving local communities, vulnerable groups and NGOs. He specializes in collaboration between public and private sectors, with potential to develop consensus such as anti-corruption.

Since anti-corruption is the consensus of the people, by hosting special speeches by industry, government and academia, as well as professional forums, the collaboration amongst public & private sectors and the public can be strengthened to promote awareness on anti-corruption. In addition, exquisite notebooks and ecofriendly bags made by the Xiyu Community were gifted by Professor Wang, echoing the vision of plastic reduction.

2020年1月3日起，澎湖縣「環保騎士隊」今天成軍，身著橘色螢光背心、機車的環保騎 士們，將穿梭大街小巷清潔環境。 環保局以現有人力成立「環保騎士隊」，加強街道清潔，也將蒐證亂丟垃圾的行為，違者 罰款6,000元。環境清潔是城市進步指標，也是公民素養的展現，澎湖是觀光大縣，更需要維 護優質旅遊環境。觀光客有感「澎湖好乾淨」，這是對縣府努力的肯定，但要達到日本、新加 坡的乾淨程度，澎湖還有很長的一段路要走。 希望大家多為「環保騎士隊」打氣，駕駛人看到他們時要放慢速度，尤其請大家將心比 心，隨手做環保，住家、商店周邊自己掃，共同清淨家園、愛護環境。

The Environmental Cavalry

The Environment Cavalry was established on the 3rd of January 2020, who patrol the streets on motorcycles wearing orange fluorescent vests, in their quest to clean surrounding environments.

The Cavalry was formed from existing manpower to secure clean streets while also inspect for littering, any violations will be fined 6,000 TWD. Sanitation is one of the indicators to measure prosperity and citizen literacy of a city, and being a county that thrives on tourism, a clean environment is even more important for Penghu. Although positive feedbacks were received from tourists, Penghu still has a long way to go from the standards set by other countries such as Japan and Singapore.

The County asks everyone's support on the Environment Cavalry and urge drivers to slow down upon encounter. In addition, voluntary measures by residents and retailers are highly encouraged, as part of a joint effort towards a hygienic and pleasant environment.

喜迎新春賀新年，家家戶戶慶團圓，食指大動大快朵頤食，環保局呼籲綠色飲食餐喔，綠 色飲食已成為現今世界潮流，萬物皆賴食物維生，而綠色飲食文化的源頭首在致力於減少廚餘 產生的機會，為了喚起人們珍惜食物的重要，所以在家「吃多少、煮多少」，出外「吃多少、 點多少」是首要原則減少浪費，為下一代留下永續的飲食資源，步入「全回收零廢棄」共創資 源循環再利用的優質生活及低碳菊島。 廚餘回收好處多： 1.社區垃圾量減少，家中衛生又環保 2.液肥可澆灌蔬果農作，有效減少化學肥料費 3.澆灑園藝作物有助環境改善，有效降低管理維護費 4.有機肥料維護園藝花卉、蔬果等農作，有效減少肥料費 5.園藝花卉植物、蔬果農作較不易產生蟲害 6.天然改良土壤劑，增加有機質 7.處理過後變成有用的肥料，只要拿回收品就可免費換取 8.垃圾轉運處理降低惡臭較衛生 9.回收一噸廚餘製成堆肥可減少256公斤二氧化碳 10.季節水果皮酵素再利用環保護家園守健康

Food waste recycling and reuse

During the Chinese New Year, families celebrate reunion and enjoy a feast. The Bureau calls for the adoption of green eating, which has become a trend in the world today. Food is essential for our survival, and with aims to reduce waste whilst raise awareness on the value of food, green eating encourages cook and order just enough to prevent waste of food, thus maintain a more sustainable environment for the next generation, ultimately towards zero waste lifestyle, where everything is effectively recycled or reused with reduced carbon emissions within the County.

There are several advantages for recycling food waste: 1. Community waste is effectively reduced, with a more hygienic and environmentally friendly homeland.

2. Liquid fertilizer can be used for irrigation, thus reduce cost for chemical fertilizer.

3. Cost to manage and maintain surrounding environments can be reduce by introducing horticultural crops.

4. Homemade organic fertilizers can reduce cost for artificial fertilizers.

5. Horticultural flowers, plants, vegetable and fruit will be less prone to pests.

6. Remediate soils by introducing organic matters.

7. Fertilizer can be produced after treatment and be exchanged for free with recyclables.

8. Transfer treatment of waste reduces odor and is more hygienic.

9. 256kg of CO2 reduced for every tonne of compost made from recycled food waste.

10. Antimicrobial Eco-enzymes made from fruit peels has many applications.

減塑還不夠 廚餘減量蓋高尚

逢年過節，垃圾通常會增加，尤其是廚餘，民眾交付垃圾時，應依規定分ㄧ般垃圾、廚 餘和資源回收3類，廚餘是有機廢棄物，廚餘是家戶垃圾中水分的主要來源，也是造成垃圾發 臭、招引蒼蠅等病媒之主因，因此廚餘減量從「瀝水」開始。 然而廚餘也是可再利用的資源，本縣已全面實施廚餘回收工作，民眾回收廚餘前，應自備 適當容器(鍋、碗、瓢、盆、桶)並瀝除水分，儘量用容器盛裝廚餘，避免用塑膠袋，並盛裝倒 入垃圾車後加掛的廚餘回收桶內。 塑膠袋、衛生紙、竹筷、牙籤、咖啡包(渣)、茶葉包(渣)、中藥包(材)等雜質類不應丟入廚 餘回收桶內，如有過期食物請先將外包裝撕去，再投入廚餘桶內。以利廚餘場辛苦的工作人員 將廚餘變有機肥料，落實堆肥再利用，提高其處理價值，以物盡其用。

Food waste reduction

New Year holiday is a time when the amount of waste is expected to increase, especially for food waste. During disposal, residents will be asked to abide by the rules of sorting into

three categories including general, food and recyclable waste. Food waste is organic and the main source of moisture and odour in domestic waste, which attracts flies and other disease vectors, therefore reduction usually starts with draining.

Treated as a reusable resource, the County has adopted measures where residents are asked to prepare reusable containers instead of plastic bags for drained food waste, which can then be deposited into dedicated recycling bins that are attached behind the garbage truck.

Other materials such as plastic bags, toilet papers, chopsticks, toothpicks, coffee and tea bags, Chinese medicine remains etc. are prohibited, expired food must be removed from packaging before disposal, so that the treatment plant can transform these waste into organic fertilizers for additional values and further reuse.

廚餘變堆肥 幻化為土壤肥料再利用

本縣廚餘採在地處理及再利用，廚餘廠自2008年興建於湖西大城北，為避免臭味逸散及 提升廚餘處理效能，逐年向環保署爭取補助款改善廠房及機械設備，如2019年度新增破碎機、 脫水機及直立式醱酵槽，目前正進行測試及試運轉，預計完成後破碎機馬力增大，廚餘破碎的 粒徑更小至ψ20mm~ψ30mm，脫水機脫水功能原僅能達80%，脫水後的含水率可達68~70% ，直立式醱酵槽為廚餘第2階段醱酵，廚餘醱酵時間由原3~4個月縮短至1個月之效能，對於離 島之本縣日處理量13~20公噸廚餘而言，大大提升廚餘處理效能，且製成之有機改良土，歡迎 民眾以資源回收物兌換再利用於綠美化、農作物土壤改良使用。

Food waste turned into compost and fertilizer

The County's food waste is processed and reused locally, and the treatment plant, established at Dachengbei of Huxi Township in 2008, applied for subsidies from the Environmental Protection Administration to improve odour removal and treatment efficiency. Machineries introduced in 2019 include a crusher, dehydrator and vertical fermentation tank, which after subsequent testing and trial, will reduce particle size to 20-30mm, while further remove moisture from 80% to 68-70%, increase fermentation efficiency from 3-4 months to 1 month using a two-stage process. This is a significant improvement to the County's 13-20 tonnes daily capacity, and residents can exchange organic composite soils for greening and crop cultivation.

年節送禮 落實垃圾減量

春節連假將至，各類型的禮盒紛紛上市，為落實廢棄物源頭減量，自2005年7月公告實施 「限制產品過度包裝」政策。禮輕人意重，送禮誠心誠意到最重要，選購春節禮品時，不購買 過度包裝產品，以減少垃圾量，縣府呼籲民眾挑選禮盒保握「一多三少」原則，包括產品份量 多、包裝材料少、種類少及印刷少，或選擇綠色包裝認證標章產品禮盒，以具體行動支持包裝 減量，友善地球，為環保盡心力。

環保署於2005年公告限制產品過度包裝，管制5大類產品的包裝層數及體積。每年可減少 7,300公噸的包裝材。

Gifts with reduced packaging

As the New Year holiday approaches, various gift boxes appear on market. To promote waste reduction from source, the EPA promulgated the excessive product packaging restriction policy on the 1st of July 2005, while encourage people to avoid purchase overpackaged goods. The County government has also advocated principles of purchasing decent products with less packaging, material and printing, or choose those that earned the green packaging certification, in an attempt to promote reduction actions, ultimately to the protection of our environment and the planet.

The excessive product packaging restriction policy introduced by the EPA regulates the packaging layer and volume of five product categories, with an estimated reduction of 7,300 tonnes of packaging materials.

垃圾破袋 這四種最常分錯

分類細節有做好，回收成本變更少，正確的資源回收分類不但可以節省社會成本，有助於 避免二次公害，透過推動全民的資收分類，使民眾養成良好的日常生活習慣，更從源頭減量， 將無用的垃圾化為有用的資源，促進資源循環使用。 根據垃圾破袋結果指出，民眾丟棄垃圾常見未分類種類包含鋁箔包、廢紙容器(便當盒、 牛奶盒)、廚餘、塑膠容器等四種。超商10元飲料、喝完的鋁箔包屬於資源回收物，要確實回 收；食物容器如便當盒、紙碗、超商牛奶盒等，屬於廢紙容器類，應做好基本沖洗後再回收， 避免餐盒上的油脂影響後續再利用；而食物殘渣屬於廚餘類，不可混入一般垃圾及資源回收 物；第四種則是塑膠容器，原則上不論是裝食物或裝非食物的容器，包含瓶、罐都是資源回收 物，需要回收，也可以認定塑膠容器上標示的回收標誌。

Garbage sorting mistakes

Appropriate sorting helps to reduce recycling costs and prevent secondary pollutions.

Through promoting and fostering daily sorting and recycling habits, waste can be circulated for reuse and reduced from source.

According to content inspections of garbage bags, common unsorted wastes include aluminium and paper-based packages, food waste, and plastic containers. Aluminiumbased drink packages, as well as paper containers for lunches, milks etc. should be well rinsed and recycled, food waste should not mix with general waste, and all plastics have to be recycled in principle, or refer to the recycling labels on the containers.

2020年元宵佳節環保局長陳高樑前往龍門村，在洪瑞達村長帶領下，向安良廟主公眾神 明上香祈福，願澎湖遠離疫災四時無厄，村長率志工奇思巧藝，運用海廢浮子漁標浮球，裝置 成奇靈龜數隻，在大龜背上，展現不同藝術氣質，堪稱獨一無二的元宵吉祥龜。創意結合文化 藝術與環境保護的最佳典範在龍門村展現，證實傳統文化信仰也可與環保相輔相成。

Recycle & reuse during the Lantern Festival

During the Lantern Festival in 2020, Bureau Director Gao-Liang Chen visited Longmen village, where he was led by the head of village Mr. Rui-Da Hong to worship the gods in the Anliang Temple. In addition, buoys from marine debris were transformed to auspicious turtle-shaped decorations by Mr. Hong and volunteers, symbolizing the creative unities of cultural art, traditional beliefs and environmental protection.

元宵「乞龜」陳扶氣打造啤酒創意海廢龜

藝術大師陳扶氣運用廢棄啤酒空瓶子打造長7米，寬4米，重達4噸的海廢龜。透過平日與 朋友在海邊撿拾的2,000罐啤酒空瓶子，結合廢棄的保麗龍，花費兩個月時間組成象徵「頭大 面四方，肚大聚財旺」的福龜，在特別重要的節慶中，搭配燈光與音響於元宵節當日風光亮 相。 啤酒玻璃空瓶跟保麗龍皆為常見的海洋漂流物，由於它們難以分解的性質，所以容易累 積於海洋環境中，造成污染破壞生態。然而象徵環保與文化結合的海廢龜，便是當地人運用巧 思，重新賦予廢棄資源新生命後的藝術作品，海廢龜除代表文化信仰外，更代表澎湖人以海為 家，以海為生的永續海洋生活態度。

Lantern Festival decorations using marine debris A key decoration in the Lantern Festival was an auspicious sea-turtle art piece accompanied by lightings and music. This seven by four metres decoration was made by artist Fu-Qi Chen who spent two months to create the piece from 2,000 beer bottles that were collected with friends at the coast and scraped polystyrene.

Empty beer bottles and polystyrene are common marine debris that are not biodegradable and accumulate in the ocean, causing pollution and destruction of marine ecology. The sea turtle is a work of ingenuity by the locals who transform waste to art, symbolizing a combination of environmental protection and cultural beliefs. For the people of Penghu who treated the ocean as their homeland, this piece also represents their vision for a sustainable marine environment.

進廟宇拜拜是台灣非常重要的傳統文化，各地方廟宇也成為民眾重要的信仰中心，具有 非常重要的地位，但經研究顯示，燒香拜拜所產生的污染物對環境及民眾的健康皆會產生部分 影響，縣府為維護空氣品質與及兼顧傳統民俗信仰，近年來積極輔導並推廣廟宇推動「環保金 爐」、「一爐一炷香」、「減爐」、「紙錢減量」、「以米代金」、「使用大面額紙錢」等環 保祭祀方式。 本縣目前已有10家廟宇設置「環保金爐」，而且每年持續逐漸增加中，讓紙錢燃燒污染減 量得到豐盛的成果，也邀請本縣廟宇一起加入「環保廟宇」行列，持續為我們菊島的環境保護 工作努力。

Environmental friendly temple

Worship is a fundamental traditional culture in Taiwan, where temples serve as centres of belief, receiving exceptional public status. However, studies show that pollutants resulting from incense combustion and other activities pose a negative impact on health and the environment. To protect air quality, the County government has actively promoted various environmental worship measures in recent years, such as the introduction of environmental furnace, reduction of incense, number of furnace and combustion of joss paper etc.

Through the active cooperation and support of local temples, there are currently 10 temples in the county that have installed environmental furnaces. With rising numbers of participating temples every year, pollutions caused by combustion is reducing, and all temples are invited to protect the environment of Penghu together by transforming into environmental friendly temples.

推動馬公中正商圈環保化

觀光夜市、商圈由於人潮密集，商業行為熱絡，隨之產生高垃圾量、高環境污染等問題， 環保署為減少觀光夜市、商圈帶來之環境問題，因此訂定環保夜市推動計畫，透過七項推動項 目，如一次用產品源頭減量、資源回收、油煙排放控制、餐飲廢(污)水處理、低碳節能措施、 環境清潔(含公廁)、其他(形象改造、行人徒步區、規劃停車空間等)，以落實夜市、商圈之環 境保護。 馬公觀光商圈範圍以中正路上為主，涵蓋商家性質多元包含餐飲店、特產店、便利商店、 旅宿、手工藝品店等，今年(2020年)度先從餐飲業推動，包含推動內用使用非免洗餐具、外帶 自備容器優惠、油煙排放控制，於11月7日至12月13日期間更與25家餐飲業者合作，鼓勵自備 容器的消費者在中正商圈店家消費，可享有20元折抵消費，希冀鼓勵消費者在活動期間購買環 保容器，並且培養良好外帶的環保習慣，以減少一次性塑膠餐盒、容器的使用。

A environmental friendly business district

Tourist night markets and commercial districts are usually crowded with intense activities, generating large amount of waste and pollution. Therefore, the EPA has formulated a promotional plan that aims to reduce these problems through seven approaches, including reduction of single-use products from source, recycling, exhaust emission control, waste water treatment, low-carbon and energy efficient measures, environmental hygiene, and other appropriate measures, such as public facilities, pedestrian pathways and car-parking zones.

The Magong Commercial District is located around Zhongzheng Road, covering businesses including restaurants, specialty stores, convenience stores, hotels and handicraft stores, etc. In 2020, catering industries was encouraged to adopt reusable tableware, self-prepared container discount and exhaust emission control, and the EPB collaborated with 25 catering companies to introduce a 20 TWD discount for consumers with self-prepared containers, in the hope to reduce single-use plastic usage and persuade more environmental friendly habits for take-outs.

環保戲劇競賽

2020年度澎湖縣政府環境保護局舉辦「環保戲劇競賽澎湖縣內初賽」，縣內計5隊參賽， 參賽隊伍以行政院環境保護署施政六大主軸「清淨空氣」、「循環經濟」、「改善水質」、「 永續世代」、「友善環境」及「精進生活」作為劇本創作核心。其隊伍中更有團隊將劇本內容 結合了「誠實信用」、「拒絕賄賂貪腐」以及「品德教育」等元素演出，在經過一番激烈的競 爭後，評選出前3名；第一名：西嶼國中 / 我的未來不是夢，第二名：社會福利志願服務隊 / 蚵 仔之家，第三名：白中芊芊小劇團 / 龍宮風雲。 經由縣環境保護局所舉辦「環保戲劇競賽澎湖縣內初賽」選出菁英隊伍「西嶼國中 / 我的 未來不是夢」，代表本縣參加行政院環境保護署舉辦「環保戲劇競賽」全國南區複賽，西嶼國 中榮獲佳作殊榮 。

Environmental Drama Competition

In 2020, the EPB hosted the preliminaries of the environmental drama competition organized by the EPA, where five teams participated, adopting the six policy pillars of the EPA, including clean air, circular economy, improve water quality, sustainable generations, friendly environment, and better living. Complementary themes that were voluntarily added include honesty and credibility, anti-bribery and corruption, and ethical education.

湖東3R綠色教室榮獲環保署特優獎

湖東社區在澎湖縣政府環境保護局推薦下，連續2年推動「湖東3R綠色教室」，利用社 區空間改造成自然工坊，推廣「零廢棄」的3R概念(Reduce、Reuse、Recycle)，從學習、體 驗、減塑、低碳等各面向來落實在生活中。 獲獎的內容是銀合歡3R運用，獲得評審的青睞，從取樹皮染布做為湖東釜鍋便當的包材， 熬煮過後的樹皮取其纖維做成紙，被剝完皮的樹幹做成衣架，用壞了的衣架還可以重回農場或 漁灶中起火當燃料，燃燒後的碳又可以放在水中淨化水質，或是放入土壤中來進行土壤改善， 讓銀合歡不再只是令人頭痛的植物，也能是文創產物。 另外透過課程研習，讓社區居民可以體認出自己擁有的豐富文化財，因此小學堂不是只有 辦理課程而已，反而可讓技術得以傳承，讓世代可以交流，更可以因為知識的挹注而對環境有 所覺知，進而惜食愛物，同時，推廣零廢棄的3R計畫中同時，時時與居民研發及創作同時，不 但讓居民增加收入，找到生命的價值與同時，也為地球盡一份責任與心力。

Award-winning 3R green classroom

Upon recommendation of the EPB, the Hudong Community used public space as a natural workshop, and hosted the "Hudong 3R Green Classroom" for two consecutive years, advocating the concepts of reduce, reuse and recycle (3R), in the hope to jointly promote zero-waste through other measures such as learning, plastic reduction, low carbon and other aspects.

The award-winning 3R adoption on the management of white leadtree has earned the appraisal of judges, which starts by using bark-dyed cloth as packaging materials for

lunchbox, residual bark fibres can be re-processed to make paper, and the peeled trunks reshaped to cloth hangers. Worn-out hangers become a source of fuel for stoves, and the burnt carbon be used to purify water, or as soil remedies. As a result, these trees are no longer just a nuisance, but a product of cultural creativity.

In addition, through course studies community residents can identify the rich cultural assets they already have. Therefore, the Classroom is not just about education, but also promotes cultural inheritance and communication amongst different generation, ultimately exert a positive impact to the environment. In addition to stimulate creativities and creations, residents can also benefit from extra incomes through the promotion of the 3R project, as a joint efforts to protect the planet.

漁港減塑環保不停歇 榮獲國家二星級肯定 行政院農業委員會漁業署109年度金鑑漁港活動，全 國共30處漁港參與評鑑，澎湖縣馬公漁港經過觀光、環 境及漁業管理專家實地考評，並採用米其林旅遊指南的秘 密客評分方式及同步以全民參與機制，上網填寫遊玩漁港 問卷並抽獎，針對環境整潔及衛生、設備安全性等綜合面 向考評，榮獲二星級獎項。 透過本次評鑑給予我們維護漁港的肯定及鼓勵，也 請鄉親以及來自各地的遊客們，共同攜手維護縣轄漁港環 境整潔，減少使用瓶裝水，落實垃圾不落海，不隨意丟棄 於港區，發揮你我公德心，讓我們共同擁有賞心悅目的漁 港魅力，走向親近海洋提升漁港環境品質。

Plastic reduction earned two stars in fishing port contest

The Golden Fishing Port Evaluation Contest was hosted by Fisheries Department, Agriculture Committee of the Executive Yuan from the 3rd of June to 31st of October 2020, where professionals specialized in tourism, environment and fisheries were invited as anonymous reviewers to rank participants according to topics such as environmental sanity, hygiene, safety etc., using a ranking system similar to the Michelin Guide, as well as online questionnaires that were open to the public. A total of 30 ports have participated, including the Magong Harbour, which earned a two-star ranking.

This evaluation recognized the government's effort on the maintenance of the Harbour,

which asks residents and visiting tourists to be ethical and collaborate in sustaining the environmental hygiene, reduce bottled water usage and avoid littering, in the hope to become pro-ocean whilst maintain the quality of the beautiful view.

保育有成 海域珊瑚產卵

每年媽祖生(農曆3月23日)前後是珊瑚產卵季，在各媽祖廟宇為媽祖壽誕同時，鎖港海域 傳出珊瑚開始產卵，讓海域如點點繁星般美麗，也顯示澎湖復育有成，整個海域紅通通一大片 非常壯觀。 民眾在鎖港海域，發現一大片紅色物質，逼近一看，原來是珊瑚生小寶寶，樂的即時將照 片PO網分享。據了解，珊瑚大部分會在每年不固定時間，將成熟的精子與卵釋放，並在大海 中受精並發育成浮游的珊瑚幼苗，再隨著海流漂到適合的地方附著，開始珊瑚的一生。 為增加受精率，珊瑚每次都會產下數以萬計的卵，因此每年珊瑚礁區最活躍盛行的大事， 便是「產卵」。每年農曆3、4月，是南台灣海域珊瑚產卵的季節，春末夏初、月圓後的夜晚， 當無數個五顏六色的卵成束釋出，那時湛藍色的海水裡像是發生了一場彩色的流星雨，成了非 常壯觀的現象。

Conservation of corals

The season for coral spawning occurs around the Deity Mazu's birthday on the 23rd of March (Chinese calendar dates). While temples celebrate Her birthday, corals found around the Sogang Township began to reproduce, turning the ocean into spectacular seas of red and orange, which also indicates the success of Penghu's rehabilitation efforts.

Photos were taken by passing residents who saw a red patch of seawater that was later found to originate from coral spawning activities. It turns out that corals will release mature sperms and eggs into the ocean at a fixed timeslot every year, which become fertilized and develop into floating seedlings that drift with the current until attached to an appropriate location for growth.

In order to increase the rate of fertilization, corals produce hundreds of thousands of eggs each time, which result in the most spectacular annual event of coral reefs. Coral spawning in the southern Taiwanese oceans take place every year from March to April of the Chinese calendar, at the end of spring and early summer. During the nights after full moon, countless colourful eggs will be released into the blue sea, which is a spectacular phenomenon that looks similar to a colourful meteor shower.

放流石鯛與燕魚種苗 豐富海洋資源

為充裕澎湖海洋漁業資源，行政院農業委員會水產試驗所澎湖海洋生物研究中心，特別在 虎井海域放流5,000尾石鯛種苗，主因石鯛本為虎井原生魚種，近年逐漸枯竭，期待本次放流 能有顯著成效，充裕澎湖海洋漁業資源。 水產種苗繁殖場放流燕魚14萬7,118尾，其中於鎖港杭灣放流燕魚5萬尾。燕魚為著名觀賞 魚，幼魚體態優美，體色帶金黃色，成魚常成群結隊於珊瑚礁斜坡活動，以浮游生物及藻類為 主食，喜親近潛水遊客 。鎖港杭灣為澎湖浮潛、水肺潛水、自由潛水等海上活動熱點，除有全 臺第一座可以寄信的海底郵筒，更有澎湖縣政府大力人工復育的珊瑚海洋花園，結合燕魚在留 率高及親近遊客等特性，成功吸引觀光客前來探索美麗的海底世界結合繽紛壯觀的珊瑚海洋花 園，吸引上萬人次遊客慕名前來。 澎湖海洋生物研究中心主任謝恆毅表示，像虎井這樣的一個離島，或七美及南方四島也有 放流需求，故開始考量適合當地的棲地的物種進行施放，期待透過這樣的作業能夠達到生態功 能修復和棲地資源豐育的目的，接下來也將放流銀塔鐘螺、白棘三列海膽等物種，來增加離島 海域物種的多樣性。

Artificial release of fish seedlings

To rehabilitate marine fisheries in Penghu, the Penghu Marine Biology Research Centre

under the Fisheries Research Institute, Council of Agriculture, Executive Yuan, released 5,000 knifejaw seedlings near the Hujing Island, which is the natural habitat for these fishes that are plummeting in population in recent years, so the release was carried out with expectations of inducing positive effect on Penghu's marine resources.

The Station released 147,118 batfishes in total, with 50,000 released at the Hangwan Bay, Sogang Township, where the first underwater postbox in Taiwan is established, as well as being a hotspot for activities including snorkelling, scuba diving and free diving around coral reefs that were rehabilitated by the County government. Batfish is a popular type of ornamental fish, seedlings are golden in colour and the adult fishes swim in groups around coral reefs, feeding on plankton and algae, where divers can easily swim near them. The combined charisma of the coral reef and batfish successfully attracted tens of thousands tourists to this magnificent underwater garden.

Director Heng-Yi Xie from the Penghu Marine Biological Research Centre commented that, outlying islands such as Hujing, Qimei and the four islands of Southern Penghu will also require artificial releases, so the Centre has begun to consider suitable species for local habitat restorations, in the hope to enhance the impact of ecological restoration rehabilitation. In the future, the Centre will also release other species such as the pyram top shell and collector urchin, to improve marine biodiversity of outlying islands.

海育保育紮根 機關合辦潮間帶戶外生態

澎湖縣政府農漁局為辦理海洋教育推廣，委由國立馬公高級中學於世界海洋日辦理了「認 識澎湖海洋生態」教學活動，親身體驗海洋豐富生態，每一個學生都顯得超級興奮。 活動當日由馬公高中生物老師，帶領了36名學生，前往風櫃洞潮間帶，讓學生看到而且親 身體驗海洋中海參、陽隧足、螃蟹、小魚兒、貝殼等生物，認識海洋生物體態，並了解潮間帶 環境對於海洋生物的影響，建立學生對海洋保育觀念的瞭解，紮根學子。 最後，大家將潮間帶所撈起觀察的海洋生物再度回放海中，讓生命生生不息的繁衍。

Marine ecology field course

To promote marine education, the Agriculture and Fisheries Bureau appointed the National Magong Senior High School to host an educational event on the marine ecology of Penghu at the World Oceans Day, where all students enjoyed hands-on experience on the rich biodiversity.

On the day of the event, 36 students were led by their biology teachers to the intertidal zone at Fongguei Cave, where they can observe and touch living organisms such as sea cucumbers, brittle stars, crabs, fishes and shells etc., gain knowledge on the importance of intertidal zones to marine biodiversity, and foster understandings on marine conservation.

All organisms were released back to the ocean unharmed after the event.

全國首座珊瑚海洋花園

新的一年，澎湖成功打造全國首座珊瑚海洋花園，迎接海龜、魚蝦返家。海洋復育必須從 維護珊瑚礁開始，珊瑚礁是魚類重要的生活場域，其周遭的共生藻更是魚兒主要的食物。 農漁局水產種苗繁殖場以合適的水溫、水質培育珊瑚苗，再移入咾咕石盆，置於珊瑚移植 磚。入海時，挑選5至10公尺水深的區域，讓珊瑚磚在充足的日光中成長。 2019年，農漁局投放313塊珊瑚磚，累計復育面積達1,681平方公尺(約兩個籃球場大小)。 如今，這片珊瑚礁生機盎然，漁蝦薈萃，還看得到海中嬌客海龜的身影，縣府為人工培育珊瑚 找到新出路，也為澎湖創造新興的生態旅遊景點。

The first national coral garden

In 2020, Penghu introduced the first coral ocean garden in Taiwan, welcoming sea turtles and marine lives back home. Revitalizing the ocean begin with the restoration of coral reefs, which are important habitats for fishes feeding on symbiotic algae.

The Marine Life Propagation Station affiliated to the Bureau grow coral seedlings under optimum water temperature and quality before transfer to coral stone and dedicated transplantation blocks. In the ocean, the blocks were submerged in 5 to 10m of water to receive sufficient sunlight for growth.

In 2019, the Station deployed 313 blocks, with an expected rehabilitate area of 1,681 m2, roughly the size of two basketball courts. These corals thrive and introduce diverse marine organisms, even sea turtles were observed in the area. This success signals a new start for the County's coral rehabilitation efforts, with an additional benefit of promoting eco-tourism in Penghu.

國家級青螺重要濕地

澎湖國家級青螺重要濕地-青螺沙嘴擁有世界級的景觀、豐富的海洋資源及多樣性陸上景 觀。位在湖西鄉虎頭山的西北岸，長度約150公尺的鉤狀沙嘴地形，為澎湖較為罕見的海積地 形。 青螺濕地在青螺村真武殿前方，濕地上復育大片的紅樹林，春、秋季節豐富的濕地生態 經常吸引水鳥前來覓食，是我們縣內面積最大的紅樹林保育區。青螺為國家級重要濕地，其潮 間帶與魚塭，為澎湖帶來重要的資產，孕育了生命，給予我們除了自然以外的養分，滋養了許 多的人事物，也因此成就了我們澎湖生物、人文文化的多樣性。內政部107年度「國際級及國 家級重要濕地經營管理」委任(辦)機關有12個縣市及5個管處，裡面共計37處重要濕地進行評 鑑，本縣國家級青螺重要濕地，獲得”優等”殊榮。青螺濕地已經連續2年(105-106年度特優 等)榮獲優等以上榮譽了，可見縣府與在地居民保育經營管理的用心。

Qingluo: a national wetland

The Qingluo Wetland is a national asset of Penghu that provide world-class view, rich marine resources and diverse landscapes. Located at the north-western shorelines of the Hutou Mountain, Huxi Township, the wetland stretches for 150m with a rare hookshaped marine deposit topography.

Situated in front of the Zenwu Temple of Qingluo village, the wetland is also the largest mangrove forest rehabilitation site in Penghu, introducing abundant biodiversity that attract birds during spring and autumn, enriching the marine ecosystem of intertidal zones, which become important biological and cultural assets for Penghu. In 2018, an assessment was carried out by the Ministry of Interior on the management of 37 national wetlands, involving 12 counties and 5 departments, and the Qingluo Wetland had received an excellent rating in three consecutive years, indicating the efforts dedicated by the county government and residents.

全國夢想海洋繪畫賽

為推廣海洋相關知識與資訊，確保海洋之豐富、活力，創造高附加價值的海洋產業環境， 我國已明訂每年6月8日為「國家海洋日」。為此，國家海洋研究院首先規劃一場以兒童為主角 的繪畫比賽，透過孩子們的創造力與想像力，呈現出對於海洋的認識與想像，作為我國未來發 展海洋研究與海洋產業的參考。本縣中山國小陳歆霓同學榮獲「全國」夢想海洋繪畫賽佳作。

National drawing competition

Taiwan designated the National Ocean Day on the 8th of June to promote marine related education, information, protection and industry. Therefore, the National Academy of Marine Research hosted a drawing competition for kids, demonstrating their understanding and expectation on the ocean through creativity and imagination, and XinNi Chen from Zhongshan Elementary School, Penghu won an award in the contest.

你我童心 樂學成長

為鼓勵學生探索、思考、討論與表達，縣府特別在兒童月系列活動中辦理「菊島童心-兒 童環保創意論壇」活動，鼓勵學生就「環保」議題觀察現狀、發現問題、整合想法，並提出具 體的行動方案，本次計有吉貝國小等5校組隊參賽，以簡報、影片，輔以說明甚至表演，發表 各組的想法與行動，教育處蘇啟昌處長也親自主持並與評審進行提問與答詢的交流，學生極富 創意的想法讓與會人士相當驚艷「兒童環保創意論壇」是本縣首度辦理兒童節系列活動，與教 育年推動主軸之一「環保生活化」彼此相互呼應，均是期望學生能落實環境保護、減塑生活習 慣養成，使環境永續發展，蘇處長樂見學生能主動關心社會議題，進而思索改善方式，也希望 日後能繼續辦理其他議題的論壇活動，讓大人們也能看見學生無限的創意。

Improve awareness in children

To promote student's ability to explore, think, discuss and express, the County government hosted an environmental creativity forum where 5 schools participated. The forum proposed encouraged students to observe the current situation, identify problem and assimilate ideas based on environmental protection, and finally propose their action plans in the form of presentation, video, even performance. Director Qi-Chang Su of the Department chaired the judging process and all participants were amazed by the creativities of the students. This event was a first attempt of hosting a series of events during Children's Day, echoing the environmental living theme of the Education Year, and encourage students to adopt the concepts of environmental protection, plastic reduction in daily lives for a more sustainable environment. Director Su was pleased to see students' concern on the current social affairs and their attempts to improvise, and hoped to continue the forum with different themes.

本縣辦理各項活動仍注重環保議題，尤其是減塑行動從罐裝水統一改成桶裝水，自備環保 杯減少寶特瓶，也預防漂流到海上危害海中生物。 西溪國小於今年(2020年)3月18日-3月20日舉辦108學年度國小足球世界盃-澎湖預賽，選 手積極爭取代表本縣參加全國賽，西溪國小除了現階段疫情防護做得完善，連本縣推行的減塑 行動也沒忘記。

Self-prepared flasks

Environmental protection remains a key component of all events hosted in Penghu. In particular, plastic reduction is implemented, where bottled water is replaced with water tanks, and self-prepared cups are preferred to reduce the usage of PET bottles that pose a threat to marine lives.

Xixi Elementary School hosted qualifying matches from 18th to 20th of March 2020 for the National Elementary School Football World Cup event, where contestants fight to enter the finals. During the matches, pandemic prevention measures were carried out thoroughly in conjunction with plastic reduction actions.

環保盒餐店衛生安全稽查

澎湖縣內抽檢8家餐飲業，草根果子、味良し壽司、皮克廚房、小步廚房、悟饕澎湖馬公 店、玉冠嫩仙草、竇爸便當澎湖馬公店、湖東古早味釜鍋便當等，全數符合衛生安全稽查。 各餐飲業主支持並響應縣府「減塑政策」，共同努力減少使用一次性塑膠餐具，縣長賴峰 偉於今年(2020年)表揚小步廚房、悟饕澎湖馬公店、草根果子、味良し壽司、皮克廚房、湖東 古早味釜鍋便當等6家業者，帶頭響應減塑。 2019年10月15日起，澎湖率先全國推動外燴業者全面採用環保餐具，每年減少7,200條塑 膠桌巾(展開面積約40個籃球場)、72,000份塑膠餐具及免洗筷(堆疊高度約86座台北101)。防 疫期間請鄉親朋友仍應養成環保減塑的好習慣，外食族記得自備環保餐盒，餐食可以安心、衛 生、安全。

Random inspections of 8 restaurants in the County, including Grassroots Fruits, Ajiyoshi Sushi, Pick's Kitchen, Xiaobu Kitchen, Wu-Tao lunchbox Magong Branch, YuGuan Chinese Mesona, Father Dou Chinese Quick Lunch Restaurant Magong Branch, and Hudong lunchbox, have all complied with sanitation standards.

These restaurants support the plastic reduction policy by reducing disposable plastic tableware. Magistrate Feng-Wei Lai praised Xiaobu Kitchen, Wu-Tao lunchbox Magong Branch, Grassroots Fruits, Ajiyoshi Sushi, Pick's Kitchen and Hudong lunchbox for their dedication to lead in reducing plastics.

Starting from the 15th of October 2019, catering services are required to adopt reusable tableware, with an estimate reduction of 7,200 plastic tablecloths (approximately the size of 40 basketball courts) and 72,000 disposable tableware (equivalent to 86 Taipei 101 buildings when stacked together). During the pandemic, residents are encouraged to remain the good habit and prepare reusable containers for a safe and hygienic meal.

今年(109年)度監察委員巡查本縣長照2.0辦理之績效，並針對老人營養餐飲服務、衛生所 型態之專業服務及復能服務等服務深入瞭解。 監察委員對於中央、地方政府及社區據點相互配合，對偏鄉長照所投入的資源、心力， 表示感佩，馬公市第三衛生所能在傳統醫療服務外，投身於居家式醫療並走入社區及家庭而表 示讚揚，本縣未因地處偏鄉而影響民眾服務及權益，未來縣府將持續秉持著「老吾老以及人之 老」之精神推動長照服務落實在地老化、讓老有所依。

Health services and plastic reduction

In 2020, council members of the Control Yuan inspected the progress of Long-Term Care 2.0 by the County, with a focus on elderly catering as well as reablement and other profession services provided by health centres.

Members are expressed their admiration for the quality of the long-term care services achieved through a collaboration of central, local governments and communities, whilst the Third Health Centre of Magong City was also praised for their efforts in promoting domestic healthcare. The County makes no sacrifice to the service that the people deserves even in rural areas, and will continue its commitment to implement long-term care services that the elderlies can depend on.

菓葉健康園區圍牆上佇立了貓頭鷹、白頭翁、雲雀、燕鷗、斑鳩、燕子、鴨子，卻不是真 的鳥類，而是一顆顆廢棄的浮球，經過在地專家巧手改造為各式鳥類及裝飾，置於菓葉健康園 區，展示廢棄物再生利用的創意藝術力。

Marine debris transformed to decorations

A large variety of birds such as owls, light-vented bulbuls, skylarks, sternidae, streptopelia, swallows, and ducks can be found on the fence of the Kuoyeh Health Centre.

These birds are not real and were made by the crafting hands of locals from scrap buoys into various decorations, demonstrating the creative potential of waste recycle and reuse.

清除海廢已成澎湖人的日常，雖然撿也撿不完， 但澎湖人會一撿再檢，直到世人停止製造海廢。 Removing marine debris has become a

daily routine in Penghu. Although it is a never-ending endeavour, the people of

Penghu will persist until the world stops producing marine debris.

2019年是澎湖有史以來，最賣力清海廢的一年，淨灘達141場、淨灘人次17,317人、清理 海岸線約220公里、清除海廢約310噸。2020年再接再厲，一過完年，1月30日大年初六開工， 環保局澎湖海廢糾察隊正式成軍，彎下腰來清理一片又一片的海灘，至今已有12,984人次參與 淨灘，清理垃圾量達176公噸。 空軍第七基地天氣中心愛心服務社、空軍第十通航資訊中隊、烏崁里水環境巡守隊、大池 國小、湖東社區、烏崁社區、七美鄉公所、老人之家也主動發起淨灘，清出近4公噸海廢。賴 峰偉縣長鼓勵各社區、機構響應清海廢，並要求環保局持續淨灘，同時紀錄清理過程，一方面 維持海岸景觀，另一方面觀察環境變化，讓更多人看見澎湖為海洋所盡的心血。 2019 is the year with the largest coastal cleanup effort ever in Penghu, with 141 cleanup events totalling 17,317 participants cleaning 220 km of shorelines, and removed 310 tonnes of marine debris. This momentum is carried over to 2020, where cleanup events began after the Chinese New Year, on the 30th of January. The marine debris inspection squad was established under the Environmental Protection Bureau, and has stimulated a total of 12,984 participants, removing 176 tonnes of waste.

Information Squadron, Wukan Water Environment Patrol Team, Dachi Elementary School, Hudong Community, Wukan Community, Qimei Township Office, and Home for the Elderly have all actively participated, removing almost 4 tonnes of marine debris. While Magistrate Feng-Wei Lai encourages all communities and organizations to participate in this effort. He also asked the EPB to continue maintaining this pristine coastlines, as well as keeping a detailed record to make observations on long-term changes and advocate the County's dedication to the marine environment.

Coastal cleanup no.1 in Taiwan

Coastal cleanup in Penghu began in 2019, where governments, communities, schools, military and all other public/private organizations gather to carry out a total of 141 cleanup events with 17,317 participants, cleaned 220km of coastlines and removed 310 tonnes of marine debris.

In 2020, due to the Coronavirus pandemic, large-scale cleanups were cancelled, but the momentum remains unaffected, 12,984 people have already participated, who cleaned 88 km of coastlines, removing 176 tonnes of marine debris.

海洋是澎湖的母親，應盡最大力量保護，澎湖有多樣的棲地類型、豐富海洋生態系，蘊孕 了豐饒的海洋資源，然而漁業資源非取之不盡、用之不竭，仍需管理維護才能永續利用。 縣府委託澎湖科技大學在烏崁禁漁區、小門及七美漁業資源保育區，結合當地社區能量， 輔導成立巡守隊，在海洋保護區巡守隊所作的努力，期盼協助推廣海洋保育觀念，漁業資源復 甦指日可待。

The Penghu fishing resources conservation patrol squad

The ocean is the mother of Penghu, and should be well-protected. Penghu has a very diverse habitat and marine ecosystem, generating abundant resources. However, fishery resources are not infinite and will have to be managed in a sustainable way.

The county government appointed the Penghu University of Science and Technology to combine local capacities and establish patrol squads at the Wukan region where fishing is banned, as well as Xiaomen and Qimei Fisheries Resources Conservation Area. The efforts made by the patrol team in these are help to promote the concept of marine conservation, and it won't take long before fisheries resources are restored.

風雨生信心 200人湖西鄉菓葉淨灘

受大陸冷氣團南下氣溫下降，天空也下著雨，但愛護美麗沙灘的民眾不受影響，一早來到 菓葉海域，讓湖西鄉長吳政杰相當感謝菓葉村辦公處與菓葉社區發展協會及救國團湖西團委會 等單位共襄盛舉，此次參與的包括國際獅子會300D2區總監孫樹評、第7區專區主席劉文喜、 馬公港獅子會會長顏文發、媽宮獅子會會長陳美文、澎湖西瀛獅子會會長林志弦、澎湖獅子會 會長林永彬、救國團湖西團委會會長莊國荷、300D2區環境保護委員會主席方文哲、議員陳慧 玲等人，與湖西鄉公所同仁及在地菓葉鄉親相繼動員集結，風雨中撿垃圾，彎腰用行動愛護這 片美麗的海灣，並藉由淨灘活動，喚醒大家對於生態環境與海洋資源永續的重視。

The Guoye coastal cleanup with 200 participants

The weather is cold with drizzles due to cold air masses from China, but participants of the coastal cleanup event remain undeterred, and arrive early at Guoye, Huxi Township, where Chief Cheng-Chieh Wu praised the Township office, the Guoye community and China Youth Corps Huxi Branch for their participation, and other participating personnel such as Director Shu-Ping Sun and Chairman Wen-Zhe Fang of the Lions Clubs International 300D2 District, Chairman Wen-Xi Liu of District 7, as well as Lions Club Presidents including WenFa Yan of Magong Port, Mei-Wen Chen of Ma Gong, Zhi-Xian Lin of Penghu Xiying, YongBin Lin of Penghu, and Chairman Guo-He Zhuang of China Youth Corps Huxi Committee, Legislator Hui-Ling Chen. The event assembled a wide variety of participants, who strive to clean the coast during bad weathers, in the hope to raise awareness on the importance of sustainable marine ecosystem and resources.

龍門村洪瑞達村長上任後，號召組織70餘人的環保志工隊，投入清海廢、撿垃圾、打掃社 區環境，每天早上8點一班，下午4點一班，不斷的清理，讓被海廢汙染10餘年的龍門沙灘重現 美麗。 龍門村1,200公尺海岸線，沙灘逐漸恢復美麗面貌。他們將海廢分成三類，一般垃圾送垃 圾埸。寶特瓶、鋁罐賣給回收商。浮球、浮標加工成工藝品。龍門村之外，沙港村、後寮村等 社區已主動投入清海廢行列，希望各社區趕快動起來，自已的家園，自己清。洪瑞達村長清海 廢絕竅，他説：「一顆愛護鄉土的心，持續不斷做而已」。 事在人為，龍門村能，其他村里當然也能。凡事不怕慢，只怕站

Coastal cleanup at the Longmen village

Shortly after Rui-Da Hong took office as the head of Longmen Village, he assembled more than 70 volunteers and dedicated to the removal of marine debris and waste to keep the community clean. Working two shifts a day at 8am and 4pm, continuous cleaning have managed to restore the coast that was polluted for a decade back to its pristine condition.

The coastline of Longmen Village stretches for 1.2km and is gradually restored.

Volunteers separate marine debris into three categories, general waste was sent to treatment plants, PET bottles and aluminium cans are sold to recyclers, and buoys are crafted into decorations. Apart from Longmen, villages such as Shagang and Holiao have also joined the efforts of removing marine debris, and all communities are encouraged to take part to clean their own homeland. Chief Rui-Da Hong stated that the only thing required to carry on is a passion for the land.

If Longmen can endure, so can others. Slow progress is still progress, the challenge is to keep going.

2020向海致敬-親海近海 白沙鄉秋季千人淨灘-用心動守護家園

「2020向海致敬─親海近海，千人淨灘」秋季淨灘活動，一口氣號召1,400位民眾合力 清出資源垃圾1,700公斤、漂流木200公斤、漁網漁具100公斤、保麗龍1,000公斤及一般垃圾 2,300公斤，總計5,300公斤海廢垃圾。冬天的東北季風吹拂下帶來海廢，縱使海廢撿了還會再 來，但大家發揚澎湖三點水刻苦耐勞精神齊心淨灘，讓我們的海岸變乾淨，地球海洋變健康， 澎湖今年上半年，受新冠肺炎影響，縣府沒有舉辦大規模淨灘，但淨灘腳步未曾停歇，去年至 今已達成28,529人參與、淨灘293公里、清理457公噸海廢的目標。

2020 salute to the sea event

Thousands attended the Baisha coastal cleanup

In the autumn cleanup event of 2020, a total of 1,400 participants removed 1.7 tonnes of recyclables, 200kg of driftwoods, 100kg of fishing net and gears, 1 tonnes of polystyrene, and 2.3 tonnes of general waste, which added up to an astonishing 5.3 tonnes of marine debris been collected. Even though marine debris will reappear in the winter, introduced by the north-east monsoon winds, everyone still worked hard to clean the beaches to restore their pristine state. At the beginning of the year, due to the Coronavirus pandemic, large-scale events were cancelled, but the momentum remains undeterred, since last year, a total of 30,000 participants have cleaned 300km of coastlines, and removed 400 tonnes of marine debris.

臺灣來淨灘壯遊

荒野保護協會家長孩子ㄧ行30餘人參與年末壯遊活動，帶領孩子響應環境保育從事公益活 動。選定白沙後寮生命紀念館後方沙灘，提供網袋、垃圾袋、米袋、手套跟夾子支援，荒野保 護協會進行其做垃圾分類清理及紀錄，後續垃圾則由縣府排定清運處理。 荒野協會選擇澎湖，並且要讓孩子知道為什麼環保要身體力行，參與撿塑清除廢網之餘， 看著浮球漁具，孩子天真地問能否將海漂廢棄物還給主人。當你我皆響應減塑後，則可減少未 來你我的後代的撿塑辛勞，並給環境一個美麗且環保的海灣。

Coastal cleanup by the Society of Wilderness

Over 30 parents and children from the Society of Wilderness participated in an annual event where children engage in public welfare activities that aim to protect the environment. A section of coast behind the Baisha Holiao Cemetery, where tools such as net bags, plastic bags, gunny bags, gloves and tongs are provided, while participants separate the wastes into different categories while maintaining a record, treated wastes were be transported by the County government.

The Society chose Penghu to demonstrate environmental protection in practice to the children. During the cleanup, these children looked at scrap buoys and fishing gears, and asked innocently whether they can be returned to their owner. Therefore, it is crucial for everyone to adopt plastic reduction to minimize the burden exerted to next generations, as well as restore a beautiful bay to Mother Nature.

西嶼鄉長親自帶隊清水溝除草

外垵三仙塔附近水溝雜草叢生以 及垃圾過多，讓平時落實環境保護工作 的西嶼鄉許月里鄉長，定期在清晨5點 半，親自帶領員工50多人前往清理，在 大家賣力清除下，將整條大水溝恢復乾 淨原貌。 外垵三仙塔是俯瞰外垵漁港最佳 地點，尤其每當夜幕西陲，停靠漁港內 漁船，紛紛開啟漁船燈火，五顏六色的 船燈，美得令人陶醉，是喜愛攝影人士 最佳的拍攝點，澎湖國際海上花火節即 將到來，遊客預估將會大增，為讓前來 觀賞遊玩的遊客能有舒適乾淨的旅遊環 境，全鄉各景點以及海岸線將會加強清 理，來迎接各地遊客。 同時鄉長呼籲，在各景點盡情遊樂後，應順手將垃圾帶走，留下美麗的腳印及回憶就好。

Environmental maintenance actions

Strive to protect surrounding environments, Chief Yue-Li Hsu of the Xiyu township and her colleagues regularly cleaned the ditch near the Sanxian Tower at 5:30 in the morning, removing overgrown weeds and plenty of litter wastes, restoring the ditch back to its original state.

The Tower has the best overlooking angle at the Waian Fishing Harbor, the view is especially stunning during sunsets where fishing boats turn on colourful lights, and therefore becomes a popular shooting spot for photographers. In addition, growing numbers of tourists were expected due to the Penghu International Sea Fireworks Festival, so all sightseeing spots and coastlines of the Township will be cleaned for a comfortable and pleasing touring experience.

Chief Hsu also calls for the collaboration of tourists to avoid littering after enjoying these sightseeing spots.

澎湖合橫國小與屏東林管處 簽約認養防風保安林

澎湖海岸地區保安林，自日治時期即開始劃設，多屬防風、土砂捍止、飛砂防止及漁業保 安林等公益功能的保護林，其相鄰的美麗海岸更是遊客遊憩之景點，但除了民眾隨意丟棄之垃 圾外，受到海洋潮流影響，海岸線的沙灘及相鄰的海岸保安林更堆積許多保麗龍、廢棄漁具、 塑膠瓶罐、浮球等海洋廢棄物。 屏東林區管理處以「向海致敬」的態度，持續辦理海岸線保安林之環境清潔維護，並響 應9月的國際清潔日，喚起大眾對海岸環境維護的重視，藉此大手牽小手的保安林清潔維護活 動，更了解海洋垃圾「日日撿不是唯一，時時減方稱無雙」的精神。今日以行動代替宣誓，讓 這個認養活動更別具意義，約近200人參加，清除垃圾總重量為819.5公斤。

The adoption of wind break forests

The protection forests along the coastlines of Penghu was established when Taiwan was under Japanese colonial rule. Most are designed with public welfare functions such as wind, soil, sand and dust protection, and fishery protection, and nearby coasts would attract tourists. However, littering and marine debris have introduced excessive polystyrene, scrap fishing gears, plastic bottles and buoys to the beaches and adjacent forests.

The Pingtung Forest District Office, who handles the environmental cleaning and maintenance of these forests, paid tribute to the oceans and participated in the adoption event and performed coastal cleanup during the World Cleanup Day in September, in order to raise public awareness on coastal protection, as well as reduction from source instead of cleanup. The event had around 200 participants and removed 819.5kg of waste.

望安清海廢護海龜

6月16日是世界海龜日(World Sea Turtle Day)，呼籲全世界的人重視海龜的生存和保育， 也是我們表達對這最具代表性的海洋大使的愛與尊敬最適合的時機！ 澎湖是重要的綠蠵龜產卵地，為台灣地區目前僅存較穩定的產卵地，所以縣府民國84年就 在望安島劃設了全國第一個綠蠵龜保護區，希望避免上岸產卵的母龜受到人為干擾的破壞，保 護全球性的瀕臨絕種的綠蠵龜及其產卵棲地，使綠蠵龜族群得以持續繁衍。 這一年多清理海底覆網，收購陸上漁網，復育海洋棲地，救護傷龜，放流海龜，淨灘及製 造育兒場所，不僅為海洋復原、也讓龜龜們有更好的生存環境。藉由世界海龜日，提醒民眾重 視以及保護自然環境的重要性，在關心生命之餘，也別忘了「自然生態法則」，以不餵食、不 干擾、不接觸為原則，以免破壞生態平衡。

Marine debris and sea turtles

World Sea Turtle Day is celebrated on the 16th June, which calls for awareness on the survival and conservation of sea turtles, a perfect time to pay tribute to this iconic marine creature.

Penghu is one of the few breeding sites for green sea turtles in Taiwan, so the County government introduced the first national green sea turtle conservation area at Wangan Island since 1995 to avoid damage from human interferences, in the hope to protect their habitat and stimulate continuous reproduction.

A series of activities were carried out in 2020 including submarine and land fishing net removal, habitat restoration, caring for the injured and release of sea turtles, coastal cleanup and breeding encouragement measures. These approaches not only restore the ocean, but provide improved conditions for sea turtle survival. The World Sea Turtle Day reminds people the importance of protecting the natural environment, as well as avoid interfering with the ecosystem balance through principles such as no-feeding, nointerference and nocontact.

Students from the Heheng Elementary School, who carried out monthly coastal cleanup since November 2015, understands that it is easy to start one thing, but maintaining the momentum to keep going is much more difficult, such endeavour will require endurance and compassion towards the oceans instead of fancy slogans.

Penghu was ranked 1st place in climate change measures, while receiving national excellence on marine education, reflecting on what the ancients have quoted, it is not because one is not able, but simply because he/she chose not to do it, and vice versa.

臺北市立建國高級中學、臺北市立中山女子高級中學，由建國中學校長許建國帶隊，到澎 湖縣湖西鄉紅羅海岸，與澎湖縣中興國小學生、社區志工共83人參與淨灘，撿拾50公斤的寶特 瓶、60公斤的垃圾、230公斤的廢棄漁具，以行動拯救海洋。同時，澎湖區漁會總幹事蔡月嬌 女士發起全國漁民節菓葉淨灘活動，邀集澎湖科技大學、澎湖高級海事水產職業學校等學生， 透過淨灘喚起民眾關心海洋永續發展，響應不任意丟棄垃圾，為海洋盡心力。 澎湖區漁會與漁友的淨灘意義非凡，是漁民對海洋的友善。建國中學、中山女高是台北市 素質精良的高中，到澎湖與當地學生、社區一起淨灘，是海洋教育遍及城鄉，往下扎根，向上 提升的例證。台北學子遠道而來一起行動，漁友在菓葉與沙灘做朋友，龍門後灣國際風箏節， 昔日海廢堆積，人跡罕至，今時七彩繽紛，箏箏日上。

Coastal cleanup by visitors from Taipei

Led by the principle of Taipei Municipal Jianguo High School, accompanied by the Taipei Municipal Zhongshan Girls High School, Chung Hsing Elementary School and community volunteers, a total of 83 people participated the coastal clean event at Hongluo Beach, Penghu, and collected 50kg of PET bottles, 60kg of general waste, 230kg of scrap fishing gears. In addition, Director-general Yueh-Chiao Tsai of the Penghu District Fisheries Association has also initiated a cleanup event, inviting schools such as the University of Penghu Science and Technology and Penghu Vocational High School etc. to participate, in the hope to raise public awareness on sustainability of the oceans, adopt no-littering actions, ultimately contribute to the sustainable development of marine environments.

Coastal cleanups by the Penghu Fishermen's Association and fishermen were symbolic to their attitude towards the ocean. Jianguo and Zhongshan are elite schools in the Taipei City, which joined in coastal cleanups with local students and communities, an evidence of effective promotion on marine educations throughout counties and townships. These efforts have all contributed to a successful International Kite Festival at Longmen Backbay, where debris-filled coasts were transformed to flying grounds of colourful kites.

資源回收賺點數

今年澎湖花火節，縣府環保局首次引進智慧資源回收機，資源回收可賺購物點數，與歐 洲先進的環保行動同步。澎湖菊島回收機可回收PP飲料杯、寶特瓶、鋁罐，並宣導減少一次 性的塑膠用品，不隨手丟棄空瓶罐，友善海洋永續。此次引進的智慧資源回收機採用光學辨識 技術，可快速辨識回收之瓶身與重量等資訊，並以收取2公升以下寶特瓶、鋁罐及PP飲料杯為 主，透過科技過濾回收物，增進回收品質與處理效能，民眾除可持回收回饋點數至合作商家折 抵消費優惠，也可將點數捐給合作慈善機構。

Recycle to earn points

The ECOCO recycling machines were first introduced by the EPB in the 2020 Penghu International Fireworks Festival, where credits can be earning by recycling, on par with environmental actions carried out in Europe. The machine recycles PP cups, PET bottles, aluminium cups, while advocates the reduction of single-use plastic products, and no littering for a sustainable marine environment. Equipped with optical identification, the machine identifies the type and weight of recycling materials and receives containers below 2kg, improving treatment quality and effectiveness through separation technologies.

Residents can exchange the credits for discounts at dedicated retailers or make donations to collaborating charitable organizations.

散播善的種子 學子收集寶特瓶

環保署今年與澎湖環保局合作，在澎湖地區裝設15台飲水機，並設置5台智慧資源回收 機。私立鑫程智能學堂響應資源回收環保過生活運動，配合班內的孩子們的新生活品格養成運 動，與菊島資源回收機舉辦「收集寶特瓶，一起蓋醫院」為期一個月活動。讓國小族群的孩子 們，藉由收集身邊的寶特瓶，落實去瓶蓋去塑膠包裝，再投放至菊島資源回收機，達到環保友 善循環概念。 經過一個月的投瓶累計點數，同步轉捐贈「天主教靈醫會－澎湖惠民醫院重建基金」， 一起為澎湖的醫療機構的建立盡份心力。將生活中不起眼的寶特瓶，匯集這群鑫程孩子們對澎 湖土地滿滿的愛哦！並協助惠民醫院運用於醫療及社福長照服務，為老人養護、失能照顧、復 健、長照、住宿型養護提供完善照護，守護民眾健康。

Picking bottles for the hospital

The Environmental Protection Administration collaborated with Penghu EPB to install 15 water dispensers and 5 ECOCO recycling machines in 2020. The Hsin-Cheng Private Cram School echoed the recycling through daily lives initiative, hosted an onemonth long event where children of elementary grades were encouraged to collect PET bottles and deposit into ECOCO machines after removing the caps and plastic packaging, in the hope to foster lifestyles that promote circular economy.

After a month of collection, the credits earned were donated to the St. Camillus Hospital Rebuilding Fund, which is operated by The Camillians, contributing to the development of medical capacities in Penghu, and represent the compassion of these students, who helped the St. Camillus Hospital in developing medical and community services including elderly care, disability care, rehabilitation, long-term care and residential care for the wellbeing of local residents.

「銀合歡」變成銀金

創意最初是由白沙國中生活科技教師許宸安老師發想與製作，認為目前澎湖縣的銀合歡 樹，造成居民的困擾，剷除它，費時又費力，不如善加利用，就地取材，加以「做、用、想」 的能力，銀合歡原子筆從而誕生。在縣長賴峰偉與處長蘇啟昌支持下，白沙國中師生開始著手 組成「銀合歡文創團隊」，把銀合歡變成銀金文創。 如今「銀合歡原子筆」取代「塑膠材質原子筆」，減塑環保。全國《銀合歡》密度最大的 澎湖，80年代後，已造成居民的困擾，製作「銀合歡筆」將廢材便成銀金。《銀合歡筆》成文 創作品，結合縣長推動之《文旅年》，多一項文化創意。獨特的《銀合歡筆》，不僅能致贈或 義賣給觀光客、貴賓，更具行銷澎湖之意義。

Making nuisance leadtree useful

The white leadtree cultural and creative team began with an idea by Cheng-Au Hsu, teacher of the Baisha Junior High School, on the negative impression of local residents on these trees, which were a hassle but a waste of resources to remove. As a result, the white leadtree ball pen were introduced by utilizing local resources, and the team was formed with support from Magistrate Feng-Wei Lai and Director Chi-Chang Su of the Education Department to give value to the white leadtree.

Now these ball pen replace those made from plastic materials and contribute to the reduction of plastic. Being the county with the highest density white leadtree in Taiwan, these trees were a hassle for residents after 1991. By converting unwanted materials into valuable products, in combination with relevant policies promoted by the Magistrate, these ball pens are great as gifts or be sold to tourists and visitors, while advocating for the cultural assets of Penghu.

清海廢救地球 全國漁民節慶祝活動

109年(2020年)全國漁民節首次移師至澎湖舉辦，藉由選出的12位模範漁民，凸顯漁民不 畏艱苦的精神，追求卓越突破自我的毅力，為臺灣漁業發展影響甚深。今年全國漁民節慶祝系 列活動有別以往的設計，搭配澎湖縣為全國淨灘成效第一的縣市。 在2020年9月由農漁局副局長林文藻及澎湖區漁會總幹事蔡月嬌率領的菓葉淨灘活動，與 40位居民共同進行，並撿拾253公斤的廢棄物，其中廢漁網、保麗龍、繩索、浮球佔多數。淨 灘所收集的海廢垃圾，藉由融入藝術創作發揮新的價值，透過舉辦海洋廢棄物循環利用裝置藝 術創作競賽，共吸引12件參賽者參與競賽，並於8月31日至9月25日在福朋喜來登酒店展出， 以激勵更多人關注海廢藝術與海洋環境議題的能見度，讓澎湖在地特色文化透過海廢藝術作品 表現，並向全國展示屬於菊島的漁業故事與文化。

The National Fishermen's Day celebration event

The celebration event of the National Fishermen's Day in 2020 was hosted by Penghu for the first time, responding to the county's no.1 status on coastal cleanup in Taiwan. In the event, twelve fishermen were recognized as models for their durability and endurance against challenges, as well as perseverance to achieve excellence.

In addition, Deputy Director Wen-Tsao Lin of the Agriculture and Fisheries Bureau and Director-general Yueh-Chiao Tsai of the Penghu District Fisheries Association also jointly led the Kuoyeh coastal cleanup event together with 40 residents, where 253kg of marine debris of scrap fishing nets, polystyrene, ropes, buoys etc. were collected. These debris were used in an art creation competition, and winning art pieces will be decorated from the 31st of August to 25th of September at the Four Points by Sheraton Hotel. Creative art using marine debris help to improve visibilities of the issue, as well as demonstrate the characteristics, stories and culture of Penghu to the entire nation.

海廢保麗龍 減容貨櫃啟動

保麗龍一向是海洋廢棄物的大宗，由於體積龐大，又不具回收價值，因此成為環保單位頭 疼的議題。2018年與光寶科技合作，協助推動環境專案，由環保局負責澎湖至嘉義布袋的運 費，光寶科技再負擔嘉義布袋至中壢齊輝公司運費，26噸的貨車載運28包太空包(500公斤)， 運費就要1萬元，已經協助澎湖運送35噸的保麗龍垃圾，由於保麗龍為發泡物，百分之95為空 氣，僅有百分之5為可利用原料，因此就地減容量成為當務之急。 光寶科技將全球首創可現場就地減容量海廢保麗龍減容貨櫃捐贈澎湖，由環保及企業社 會責任委員會秘書處長陳慶暉抵澎啟動，環保局長陳高樑頒予感謝狀。長達449公里的澎湖群 島海岸線，受海洋潮流影響，岸際堆積保麗龍、塑膠瓶罐、漂流木、廢棄漁具、浮球等海洋廢 棄物。今年(2020年)捐贈保麗龍減容貨櫃給澎湖縣政府環保局，未來可現地減容30噸以上保麗 龍。

Marine waste polystyrene reduction

Polystyrene is a common type of marine debris, their large mass and lack of recycle value have always troubled environmental agencies. In 2018, the EPB collaborated with Lite-On to promote a dedicated program, where the EPB paid for the shipping from Penghu to Budai of Chiayi County, and Lite-On be responsible for the shipping from Budai to the Qihui Recycle Tech based in Zhongli of Taoyuan City. It cost 10,000 TWD just to ship 28 packets (each with 500kg capacity) of polystyrene on the 26 tonnes truck, and 35 tonnes have already been shipped. Since polystyrene is a type of foamed plastic, only 5% material is reusable while the rest 95% is air, reduction at the source becomes crucial for the County.

Led by Director Ching-Hui Cheng from the Environmental and Corporate Social Responsibility Committee of Lite-On, the world's first on-site reduction container was donated to Penghu, where Director Gao-Liang Chen of EPB praised the company with a certificate of appreciation. The coastlines of Penghu stretch for 449 km in total and were heavily impacted by marine debris such as polystyrene, plastic bottles, drift woods, scrap fishing gears and buoys that were introduced by ocean currents, and the container aims to reduce 30 tonnes of polystyrene on-site in the future.

菊島綠生活 減塑輕旅行

今年(2020年)環保署與澎湖環保局合 作，在澎湖地區裝設15台飲水機，並納入「 奉茶APP」應用程式，結合科技建置飲水共 享地圖，讓旅客在外旅途中，可透過APP快 速取得飲水資源，減少瓶裝礦泉水的使用， 並設置5台智慧資源回收機，已於馬公市一心 二葉飲料店、吹吹風咖啡館觀音亭店、泰永 加油站、夢想部落館、青灣PIDC澎湖國際潛 水中心等地陸續裝設完成。

Green life in Penghu

The EPA collaborated with Penghu EPB in 2020 to install 15 waster dispensers in Penghu and are integrated into dedicated APP that provides a water refill map for tourists and visitors. By referring to the APP, places that can replenish water are be quickly found, hence reduce the usage of bottled water. In addition, 5 intelligent recycling machines were also installed in the Magong City including beverage stores, cafés and gas stations.

澎湖縣長賴峰偉表示，在澎湖廣設飲水 機，以每瓶600毫升的瓶裝水為單位，裝設後 年約可減少16萬瓶以上的寶特瓶，此為澎湖 塑膠瓶裝減量之創新特色。

Magistrate Feng-Wei Lai stated that the plastic reduction policies in Penghu are innovative in many ways. For example, water dispensers are widely introduced, using 600ml bottles as an estimation unit, with an estimated reduction of more than 0.16 million PET bottles per year.

海洋教育 從小紮根

為使海洋資源永續發展 ，我們擬訂各項海洋管理、復育政策，但唯有讓保育的種子從心萌 芽 ，才能落實愛護這片海洋的觀念，因此從去年起，水產種苗繁殖場開始推動海洋教育實作體 驗課程，也有斐然的成績。 龍門國小與水產種苗繁殖場合作進行珊瑚養殖試驗之校訂課程，小朋友們用珊瑚為主題 設計相關實驗，在今年(2020年)5月底縣內比賽獲得本縣生物科第一名，代表本縣參加全國科 展，並獲得國小生物科全國佳作。

Marine education since childhood

To promote sustainable development of marine resources, the County government introduced various management and rehabilitation measures, and literacy is fundamental for continuous dedication to marine protection actions. Starting from 2019, the Marine Life Propagation Station has begun hands-on marine education courses with outstanding results.

The Longmen Elementary School collaborated with the Station in designing a dedicated course where students devise experiments based on the theme of corals. The course ranked 1st in Biology courses in the County contest, and earned a honourable mention award in the National Primary & High School Science Fair.

為了達到活化海洋，提倡全民護海、愛海、親海的精神，「教育」是最根本且重要的一 環，因此「清除海底覆網」除了持續不間斷地清除幾十年來累積的沈網、從源頭截新網的產 生，更希望藉由輕鬆活潑的方式，讓我們的下一代了解海洋保育的重要。 為此，2020年9月2日在耕讀幼兒園和馬幼幼兒園舉辦海洋活化宣導教育活動，邀請「開 心劇團」以生動活潑的表演、結合繪本「海漂多仔」的故事，來吸引孩童的目光，進而引導學 童認識海洋活化、海洋廢棄物處理的重要性。

Education is an important and fundamental element to promote the concepts of marine protection. Similar to the reduction of submarine fishing nets needs to be carried out not only through removal but reduction from source, marine educations should also be carried out for the next generations to realize the importance of conservation.

Therefore, on the 2nd of September 2020, an advocacy event was hosted at Geng-Dou

and Ma-You Kindergarten, inviting the KaiXin Troupe to promote marine revitalization and debris treatment, using a combination of drawings and lively performances, the Troupe ha successfully grabbed the attention of these children.

由於澎湖縣已連續數年榮獲全國海洋教育成果評選特優或優選佳績，臺灣海洋教育中心 肯定本縣在海洋教育的努力，並積極促成海洋教育成果觀摩會在本年度8月21日移師至澎湖辦 理，國教署更於閉幕典禮中頒獎表揚本縣榮獲各直轄市、縣(市)108學年度推動海洋教育成果 評比特優，由蘇啟昌處長率教育處同仁及本縣海洋教育資源中心團隊受獎。 在賴峰偉縣長大力推動海洋活化政策及一系列海洋環境保護的積極作為中，澎湖再現海洋 活力！除了縣府以海洋保育為核心推動生態觀光之政策，縣內更有近三分之一的學校形成推動 海洋環境教育之核心團體，全縣國小實施縣本海洋保育教材課程深具全國典範價值，同時也發 展各式海洋教材資源(例如「澎湖食魚教育導覽圖鑑」、「讀海系列叢書」…等)全面推動海洋 教育。澎湖縣政府盤點整體資源使大環境利於推動海洋教育，在今年(2020年)全國海洋教育成 果觀摩會中展現亮眼成果，勇奪全國特優！

National excellence in marine education

In recognition to the excellent works by Penghu County on marine education in consecutive years, the Taiwan Marine Education Centre supported the County to host the National Marine Education Exhibition, which took place on the 21st of August 2020. The K-12 Education Administration praised the County during the ending ceremony for an award of excellence on the promotion of marine education during the 2019 academic year, received

by Director Chi-Chang Su on behalf of all colleagues from the Education Department and Penghu Marine Education Resource Centre.

The County has been active in marine and environmental protections after Magistrate Lai took office, apart from placing marine conservation a the core of promoting ecotourism policies, one-third of the school in the County have established key groups to advocate marine education, producing dedicated teaching materials and curriculum that are valuable nationwide. The County government has effectively mobilized its resources to accelerate the promotion of marine education, with outstanding results in the Exhibition, and earned the county an award of excellence.

守護青螺濕地燕鷗的家

湖西國小以在地唯一的國家級溼地-青螺溼地，「澎海鷗聲」為課程名稱來推動學校的本 位課程，讓學生能從課程中更關心家鄉的生態環境外，希望也能主動來守護這片土地，每個人 都能為環境保護盡一分心力。教育處長蘇啟昌特地到湖西國小參訪校訂課程教學實況，並由學 生簡單介紹小燕鷗的生態，小朋友都能勇於展示自己的作品，自信的表現也對同儕帶來最佳示 範，湖西國小發展燕鷗特色課程，同時也符合108課綱以成就每一個孩子適性揚才、終身學習 之願景，結合在地資源並透過校訂課程來培養學生「自發」、「互動」、「共好」的精神。

Protecting the Chinluo wetland

Huxi Elementary School named its core courses from Chinluo Wetland, the only nationa level wetland in Taiwan, in the hope to raise the awareness of students on local ecosystem and encourage voluntary actions to protect it. Chi-Chang Su of the Education Department paid a visit to observe practical teaching, in which students briefly introduced the ecology of little terns, and their confidence are evident to all visiting colleagues. The School developed dedicated courses on terns that combine local resources to stimulate the virtue of students in taking the initiative, engaging the public and seeking the common good, as well as echo the visions stated by the 2019 Guidelines, to develop talent in every student and promote life-long learning.

蝴蝶跨國移動力

隘門國小校訂課程以社區走讀、澎湖行腳、越洋蝴蝶發展以學生為學習主體的十二年國教 的理念，從最貼近自己生活的社區開始走讀，再把觸角延伸至本縣各個鄉市，最後藉由青斑蝶 的飛行路線，把視野延伸到世界。教育處蘇啟昌處長至隘門國小參訪校訂課程，在陳光安校長 的介紹下了解學校對於關愛家鄉並長期致力於生態保育，成果豐碩值得肯定與學習。 十二年國教課綱強調學生是自發主動的學習者，透過探索能力的培養，進一步去產出自主 學習，以達成終身學習的願景，隘門國小透過走出教室戶外教學，教導學生以觀察的技巧來汲 取更多環境知識，做為學習新知基礎。

Dedicated curriculum

The Aimen Elementary School designed its course based on community day schools and fieldwork, starting from the local community, gradually expand to other townships and cities, and ultimately foster an international vision. Principal Kuan-An Chen stressed the School's passion towards the communities and ecological conservation, with excellent outcomes that should be recognized and shared.

The Curriculum Guidelines of 12-Year Basic Education put emphasis that students should be encouraged to become motivated and passionate learners, develop talent in every student and promote life-long learning. Through fieldworks, the School fosters the assimilation of new knowledge through the observation of surrounding environments.

澎湖食魚教育導覽圖鑑

大海是澎湖的母親，澎湖小孩以海洋之子為傲，澎 湖縣教育處發揮創意將海洋教育結合海洋保育，孕育海 洋新尖兵。教育處指出，國際風行「慢魚運動」(Slow Fish)革命，慢魚不是禁止捕魚，而是縮短消費者與漁 民的距離，透過認識各種魚類，呼籲改變海洋生態永續 海洋資源。教育處長蘇啟昌表示，慢魚是懂魚、知魚、 吃在地、吃當季、會說魚的故事、學會慢慢吃魚，帶動 愛海洋的心。為了落實在地化食魚教育、推廣慢魚運 動，特地委請湖西國小編纂「澎湖食魚教育導覽圖鑑」 ，鄭謙遜校長耗時兩年時間，遍及澎湖各地漁港、碼 頭、漁市場實地踏查，調查彙整了無脊椎動物136種、 魚類294種。

挑選了常見及代表性物種、魚類83種，以淺顯易懂文字編寫，內容涵蓋盛產季節、地方俗 名、捕獲方式、來源、現況、在地故事、海洋俗諺及選購建議等。 新出爐的「澎湖食魚教育導覽圖鑑」已分送至全縣各國中小學校，生動圖片及精彩內容輕 鬆融入課程，深耕在地海洋教育。

A fish education guide book

The ocean is the Mother of Penghu, and children of Penghu are proud to be sons of the sea. The Education Department, who combined marine education with conservation works to greater effects, stated that Slow Fish is an international campaign that does not prohibit fishing, but attempts to bring together fish harvesters with consumers, through knowledge on the fishes to call on transitions that promote marine sustainability.

Director Chi-Chang Su of the Department added that, through understandings of fishes, eat locally and seasonally, learn to describe their stories and eat slowly, everyone can be passionate for the ocean. To promote this movement, the HuXi Elementary School was appointed to draft an educational guidebook on eating fishes, which Principal ChienHsun Cheng spent two years to produce by visiting harbours, ports and fishing market, sieving through 136 invertebrates and 294 fishes to pick 83 common and representative species, described in a clear and easy to understand way. This interesting guidebook is filled with lively pictures, covers in-season species, common names, capture techniques, sources, current status, local stories, proverbs, and purchase suggestions. This book has been distributed to all elementary and secondary school in the County, serving as the perfect supplementary material for marine education courses.

海漂島嶼藝術體驗

望安國小陳穎榛校長帶領學生淨灘暨海洋教育，除了海廢清除讓美麗海灣變漂亮，更發揮 撿塑邁向減塑無限創意活動，以淨灘撿拾的浮球加以再利用，首先要有人去海邊撿浮球(護海 心)，帶回學校清理，再以砂輪機切割(辛苦活)，噴金漆(添喜氣)，設計雷雕圖案(用巧思)，不 斷嘗試雷雕到完美(負責任)，適度彩繪(雖然「童趣」但小朋友都很努力喔)，種上多肉植物(很 超值)，插上銅幣(給祝福)，這顆盆栽的工序是這樣完成的。 望安國小師生利用海廢浮球製作公益盆栽，自用送禮兩相宜，有招財加福(家扶)，金元寶 造型加上香檳金噴漆，象徵2020年財氣福氣「數」不完！2020鼠年到，望安國小以澎湖石斑 之王-老鼠斑，設計福球LOGO，加上元寶元素，取其名「老鼠斑(搬)元寶」！ 不僅如此，望安國小更幫您種植療癒系小圓葉左手香，最後在土裡插上古銅錢，寓意泥土 變黃金，財源福氣生生不息！這個創意活動未來學校會納入校訂課程，以推動海洋環境教育。

Marine debris transformed

Principal Yi-Chen Chen of the WangAn Elementary School led her students to coastal cleanup events in conjunction with marine education, removing marine debris and foster creativities by reusing scrap buoys. These buoys were collected from the coast, and undergo processes that including cleaning, cutting, spraying, laser engraving to perfection, then decorated with drawings, plant succulent plants, and blessed by inserting a coin, before these pots of plant were completed.

Teachers and students at the School produce charitable plant pots were shaped and sprayed to resemble gold ingots for auspicious meanings. Year 2020 is the Year of the Rat, so the School used the concept of panther grouper (with the name of "rat grouper" in Chinese) for an additional symbolic design.

In addition, Mexican mint was planted, and ancient coin inserted with an auspicious meaning of turning soil to countless gold. This creative event will be integrated into the curriculum to promote marine environment education.

鳥嶼國小以海洋教育為校本課程，融入澎湖獨一無二的海洋生態資源和在地文化特色。 並以鳥嶼重要的經濟產物－章魚為主題發想，編輯章魚E指通、章魚藝美學、章魚傳香趣、章 魚生態趣等全國首創的章魚系列教材。組成「章聲響起」教學團隊，以在地潮間帶特色物種－ 「章魚」為主角，設計科技(Technology)、藝術(Art)、文化(Know-how)與生態(Octopus) 四大軸線的「TAKO課程」，讓學生成為能整合運用態度(Attitude)、技能(Skill)與知識 (Knowledge)的「愛思客」(ASK)，啟發學生主動探索學習、帶動親師生及社區的共同成長。 賴峰偉縣長肯定鳥嶼國小海洋教育向下扎根，成果豐碩；同時亦鼓勵把全國首創的章魚教 材推廣宣傳出去，讓更多人認識鳥嶼國小的TAKO課程，期許學子能不斷精進、提升自我發揮 探索學習的熱情，如章魚般觸角涉獵不同知識領域，以及培養堅持到底的恆心與毅力，未來成 為多才多藝的章魚型人才。

The TAKO course and "ASK"

The Niaoyu Elementary School has promoted marine education by combining the unique marine ecosystem of Penghu with local cultural characteristics. Using octopus, an important economic asset of the Island, as the key reference, the School developed a rich variety of octopus-related teaching materials, and established a team to design the TAKO courses that combine the four elements of technology, art, know-how and octopus, in the hope to foster the attitude, skill and knowledge (ASK) of students, promote active learning, as well as stimulate collaborative development among teachers, students, parents and communities.

Magistrate Lai praised these outstanding results, and encouraged the School to promote and advocate these materials and experiences for better recognition of TAKO courses, as well as continued improvement on the passion of self-exploration and learning in students, stretching out in a multi-disciplinary way similar to an octopus, cultivate endurance and perseverance, and ultimately become multi-talented elites.

海洋藝術 從小體驗

海洋垃圾對生態及環境造成極大的威脅及影響，從小就應培養孩童減塑淨塑的好習慣，海 洋是生命的起源，萬物因其而生，需要大家齊心來守護，教育處推出跨校性的海廢聯合藝術創 作「海漂島嶼藝術體驗計畫」規劃各校於學區海域就近淨灘，並透過校際聯展，將各校作品組 合出大型的海廢世界名畫，成果在馬公機場展出。

本次活動計畫邀請到「澎湖O2Lab海漂實驗室」一同合作並擔任課程講師，帶領澎湖學子 一同正視海洋環境保護議題，希望經由海漂島嶼藝術體驗計畫能讓學生付諸行動淨灘。 為海洋盡一份心力，縣府也希望108學年度新課綱上路能讓學生在生活情境中學習，期望 透過這次活動計畫，能讓我們小朋友體會環境、生物、人類之間需要的平衡與尊重。

Marine art from childhood

Marine debris pose great threat and impacts to the ecology and environment, so children should cultivate good habits on reducing plastic from an early age.

The ocean is the origin of life on Earth, as marine debris induce a significant threat to ecosystems and environments, everyone must be mobilized to protect it together, and good habits on plastic reduction should always start at an early age. The Education Department established an inter-school marine debris artistic experience program, where elementary schools perform coastal cleanup nearby, and demonstrate the art pieces they produce from the materials collected during cleanup. The results were demonstrated at the Penghu Airport.

The program collaborated with the O2 lab, which lectures and guides students through cleanup activities, in the hope to raise their awareness on the importance of marine environment protection.

The County contributes to marine protections, with expectations that students can learn from daily lives through the new curriculum guidelines, in the hope that students can experience and respect the balance amongst environment, living organisms and human through this program.

實驗教育深耕有成

合橫國小以海洋教育作為學校課程發展核心，並深耕多 年。109學年度轉型為實驗小學，是本縣第一所公辦公營的 實驗小學。在以「海洋教育」為主軸的課程中，學校善用在 地的自然環境與人文特色，依照四季進行不同規劃並且將語 文、自然、社會……等領域的課程融入其中，讓學生透過海 洋議題進行跨領域的能力整合，並結合生活經驗進行探究。 教育處處長蘇啟昌到合橫國小，實地了解學校辦理實驗教育的現狀，並鼓 勵合橫國小除了深耕澎湖在地海洋教育外，也能透過國際教育擴展學生視野，讓孩子面對未來 社會的重要能力與素養。期待未來合橫國小能以澎湖在地特色的海洋教育出發，連結其他領 域，融入「國際教育」及「雙語教育」的精神，發展在地化、國際化的海洋主題課程，為澎湖 教育注入新活水。

Successful experimental education

Marine education is also core in the curriculum of the Heheng Elementary School for several years, which was transformed into an experimental elementary school in 2020, becoming the first public experimental elementary school in Penghu. In the curriculum where marine education is the central pillar, the School utilized natural environment and cultural characteristics, integrating courses of language, natural science, society etc. according to the seasons, so the students integrate learning in a multi-disciplinary way through a ocean theme, combined with hands-on experiences for further development.

In his visit, Director Chi-Chang Su encouraged the school to cultivate local marine education and expand the vision by involving international topics, so the children develop useful capacity and literacy for their future. He also expected that the school can start with marine education with local characteristics, which can be linked to other disciplinary such as international topics and languages, and be developed into a curriculum with rich contents, ultimately making contributions to education in Penghu.

推動海洋教育 澎合橫轉型海洋實驗小學

2020年12月21日轉型合橫國小成首座公辦公營的海洋實驗小學，並由縣長賴峰偉、議長 劉陳昭玲、立委楊曜、澎湖縣議員李添進、西嶼鄉長許月里與校長葉萬全等人共同為澎湖首座 海洋實驗小學揭牌。未來除一般小學教學課程外，更著重以「海洋教育」為主軸的四季海洋主 題式教學。合橫國小有近40位小朋友，教職員有10多人，屬離島偏鄉的迷你小學。賴峰偉縣長 表示，合橫實驗小學的課程不同於一般小學的教學模式，著重混齡教學，同時搭配以「海洋教 育」為主軸的四季海洋主題式課程，突破過往分科教學的框架，培養孩子自主學習的精神，成 功吸引不少學子跨區就讀。

Heheng's transition to an marine experimental school

On the 21st of December 2020, the Heheng Elementary School became the first marine experimental elementary school, and the opening ceremony had participants including Magistrate Feng-Wei Lai, Speaker Zhao-Lin Liu Chen, Legislator Yao Yang, Councilor TienChin Li, Chief Yue-Li Hsu and Principle Wan-Chuan Yeh. This small school, situated in a rural area with only 40 students and 10 staffs, will emphasize seasonal marine thematic courses on top of regular curriculums. Magistrate Lai said that Heheng Elementary School is different from ordinary schools by introducing mixed-age classrooms, now with the addition of thematic marine education courses, has distinguished itself from traditional subject-specific teachings, prevailed in fostering self-directed learning in children, and successfully attracted students from other townships.

The National Marine Education Exhibition

The National Marine Education Exhibition and Professional Training Forum took place at the Four Points by Sheraton Hotel, Penghu on the 19th of August 2020, attracting 240 national elites on marine educations, as well as the attendance of Magistrate Feng-Wei Lai of Penghu County, Speaker Zhao-Lin Liu Chen of the County Council, and Political Deputy Minister of Education Ching-Hwa Tsai.

The exhibition and forum fostered communication, exchange and discussion amongst different stakeholders to enhance the momentum in developing ocean-related capacities, making suggestions on elite trainings, and share practical experiences on integrating marine topics into curriculum and teachings.

The exhibition lasted three days, with forum and sharing on the 1st day, experience courses during the 2nd day on various curriculum designed by schools of Penghu with dedicated themes such as geopark, marine culture, green sea turtle, seaweed restoration etc., and a joint exhibition with practical lessons on the 3rd day, where participants were invited to get involved in marine conservation. The event ended with wide recognition and praise from participating counties and cities.

109年度全國優良水環境巡守隊大會師 交流學習爭取佳績

行政院環保署舉辦之「109年度全國優良水環境巡守隊評選會議」，本年度由風櫃國小水 環境巡守隊代表本縣參加，現場展覽區準備了豐富的海廢藝術手作裝置、手作藝術品等成果， 並於評選會中透過播放紀錄片的方式，輔以生動的演說，讓各縣市的代表隊伍皆對風櫃國小的 孩童們讚譽有佳。 風櫃國小水資源環境巡守隊成立於民國97年，以環境保育、環境教育及親海課程為主軸作 為巡守隊的發展核心，除了每月定期的淨灘活動外，學校師長們更著重於源頭教育，自學童時 期培養身為環境公民該有的素養為目標，並於社區風櫃洞、蛇頭山等觀光景點，由學童隊員們 作相關環境保育之宣導；另外針對大量的海洋廢棄物，規劃了許多手作裝置藝術課程，藉由親 海、海洋復育課程讓孩童們對我們的水環境有更深的感觸。 本縣潔淨的水環境是每位縣民朋友們共同努力而來的成果，歡迎各企業、村里社區、學校 等團體組織共同加入水環境守護行列。同時，民眾若發現不法廢水排放等污染情事，請撥打全 國免付費公害陳情專線0800-066-666，或環保局服務專線06-9221778檢舉，環保局將儘速前 往處理，以維護本縣水環境品質。

The 2020 Water Environment Patrol event

In the 2020 National conference on the Evaluation of Water Environment Patrol, which was hosted by the EPA, the Penghu representative was the Fongguei Elementary School Patrol, who prepared decorations hand-crafted from marine debris and presented their works through video clips and lively commentaries, receiving unanimous recognition of all participating representatives.

The Patrol was established in 2008 with an emphasis on environmental conservation, education and pro-ocean activities. Apart from monthly coastal cleanup events, the teachers stressed education from source, and foster literacy of their students at an early age by hosting promotional events at sightseeing spots such as the Fongguei Cave and Snakehead Hill, and handicraft curriculum using marine debris, in the hope to stimulate the compassion within students to surrounding water environments.

The pristine water environment of Penghu is a result of a combined effort from everyone, and companies, villages, communities, school and other organizations are invited to join the action. 「教育部2020年海洋教育推手獎」於2020年11月17日在國家圖書館進行頒獎典禮，澎湖 縣共榮獲「地方政府獎」、「個人獎」(葉天文校長)及「課程教學團隊獎」(望安國小、馬公高 中)三大獎項，在全國僅有19組個人或團體獲獎的殊榮中，澎湖即囊括其中4座獎項，奪得超過 全國五分之一強的獎項，展現了澎湖縣長期深耕海洋教育的豐碩成果，深受全國矚目！ 縣長賴峰偉大力推動海洋活化12箭，歷經近兩年復育，再現海洋活力。在縣長躬身踐行推 動淨灘及一系列海洋環境保護的積極作為影響下，各校持續推動海洋環境教育並各自發展海洋 課程特色，同時也發展及出版各式海洋教材資源。澎湖縣政府盤點整體資源使大環境利於推動 海洋教育，獲得「地方政府獎」。 「海洋教育推手獎」係國內從事海洋教育者的最高榮耀，由潘文忠部長親自頒獎。頒獎時 司儀形容，如果有「海洋教育界的金馬獎」，那麼澎湖就是在金馬獎中同時得到最多獎項的最 佳影片了，所以本屆特別指定由本縣受獎人之一的陳穎榛校長代表全國所有受獎團隊上台分享 得獎感言！ 本屆推手獎中，澎湖從縣府團隊、國小教學團隊、國中校長到高中團隊通通獲獎，在海洋 教育展現出12年一貫的亮眼成績，可謂全國僅有！此次獲獎對澎湖是肯定更是鼓勵，期許更多 澎湖人繼續為海洋教育共盡心力。

Marine education in Penghu earned multiple awards 188 海 洋 環 境 生 活 教 育 紮 根

The Marine Education Contribution Awards took place at the National Central Library on the 17th of November 2020, and Penghu County received awards in the category of local government, individual (Principal Tien-Wen Yeh and curriculum (the Wangan Elementary School and National Magong High School, collecting 4 out of 19 awards in the entire event, demonstrating the County’s dedication to marine education and is truly eye-catching.

By actively promoting 12 measures to revitalize the ocean, Magistrate Feng-Wei Lai has made significant contribution to the ocean after two years of restoration. Under a series actions carried out by the Magistrate himself, every school strive to promote marine education curriculum with unique characteristics, as well as a large variety of teaching materials. The County government earned the local government award for its achievement to effectively mobilize resources in promoting marine educations.

Receiving the Award is the highest achievement for those promoting marine education, presented by the Minister of Education Wen-Chung Pan. During the ceremony, the facilitator described the Award as been equivalent to the Golden Horse Awards, that Penghu would be the film which receives the most awards, and has therefore chosen Principal Ying-Chen Chen to give a speech on behalf of all award winners.

It was an extraordinary feat that Penghu received awards all the way from the County government to elementary, secondary and high schools, demonstrating excellence over the past 12 years and was totally unique. These awards were also encouragements to the County towards further improvements.

白沙國中葉天文校長長期在離島偏鄉積極推動海洋教育課程，結合獨木舟、淨灘、風帆、 音樂會、手作DIY、生態之旅等創新活動設計，深耕海洋環境探索教育，成立以海洋特色的雙 語學園，培訓學生為英語導覽員，成為環教尖兵，貢獻良多，勇奪「個人獎」。 內垵國小陳穎榛校長在望安國小任內，帶領教學團隊以「海龜烏托邦‧望安耀世界~打造 綠蠵龜夢想島」為主題，設計務實有趣的海洋教育課程，充分發揮在地化與海洋相關的自然與 人文特色，同時推動公益方案宣揚海洋保育觀念，並與在地資源緊密結合，課程具有創意及學 習深度，榮獲「課程教學團隊獎」。 另外國立馬公高級中學從獨木舟出發之海洋教育課程，以身體力行的方式，認知與感受海 洋的存在，充分利用澎湖特色與國際接軌，讓在地海洋教育逐漸扎根，提升學生在地關懷與國 際視野，充分掌握素養導向之認知、技能、態度關鍵要素，且能進行反思與公民責任行動，亦 榮獲「課程教學團隊獎」。

Marine education promotes multiple award winning content

Principal Tien-Wen Yeh of Baisha Junior High School, who dedicated his career at outlying rural islands promoting marine education through creative design and combination of various elements including canoe, coastal cleanup, sail, concerts, handicraft DIY, ecofieldtrip etc., has achieved numerous contributions. He cultivated local marine education, established a bilingual school of marine characteristics, trained students as Englishspeaking guides and pioneers in environmental educations, and was recognized with an individual award.

During her office, Principal Ying-Chen Chen of Neian Elementary School led her team to utilize local resources and marine-related environmental and cultural characteristics in designing practical and interesting curriculum based on green sea turtles, whilst promoted charitable programmes to advocate for marine conservation, making the curriculum creative with learning in depth, and was therefore awarded in the curriculum category.

Another winner in the curriculum category was the National Magong High School, which established curriculum based on canoes, has promoted recognition and compassion for the ocean through learning-by-doing. By utilizing the characteristics of Penghu with linkage to international topics, students are trained to care for the local environments with an international perspective, attain key elements of literacy-oriented recognition, skills and attitudes, while also be able to reflect and act with conscience and responsibility.

減少使用一次性物品 一起守護海洋

塑料污染是一項全球性挑戰，如今的回收體系無法處理大量的塑膠垃圾。我們每天生活裡 製造的垃圾，都可能是污染海洋的元兇，據預測，到2050年，海洋中塑料污染的數量將超過魚 類的數量。英國普利茅斯海洋實驗室的一項研究發現，所檢查的每隻海龜和90％的海鳥的腸道 中都含有塑料。 根據統計，臺灣1年使用160億個塑膠袋(每人每日平均2個)，15億個飲料杯、45億個寶特 瓶。這些塑膠製品在回收的過程中並無法真正地進入再利用的循環，反而隨之而來產生了垃圾 處理的問題。 因此，澎湖縣縣長賴峰偉呼籲：停用或減用塑膠等一次性物品才是根本的方法，若能在舉 手之勞間改變習慣，並建立一些新的觀念，就能成為守護海洋的一分子，守護海洋，就是守護 你自己與下一代的健康，希望大家在享受海洋環境帶給我們的美好之時，也同時能好好愛護！

Reduce single-use products

Plastic pollution is a global challenge, and large amount of plastic waste exert burden on the current treatment capacity. According to the estimates, the number of marine debris will exceed that of fishes, and the waste that were produced in daily lives may become the culprit. A study by the Plymouth Marine Laboratory indicated that plastics can be found in the digestion system of every sea turtle and 90% of sea birds.

According to the statistics, 16 billion plastic bags are used every year in Taiwan, which is two per capita per day on average, as well as 1.5 billion beverage cups and 4.5 billion PET bottles. These products are not truly reused in the recycling process, and introduce problems on waste treatments.

Therefore, Magistrate Feng-Wei Lai calls for the ban or reduction on plastics and singleuse products been the only solution to the problem. By changing daily habits and develop new concepts, everyone can contribute to marine protection, as well as the health of all generations. It is hoped that the marine environment can be maintained while its beauty be appreciated.

四面環海的澎湖群島，不少島民是以海維生，海洋更是澎湖漁業的經濟命脈。但是由於過 去許多爭議漁法，以及保育觀念不足，以致海洋生態惡化。為了維護海洋，澎湖縣政府與漁業 署共同推動多項海洋活化政策，希望逐步復育海洋環境、讓漁業資源得以永續。 漁業資源是漁民賴以為生的生存命脈，然而澎湖海域這十幾年來，內海生態惡化、漁獲逐 年下滑、漁業資源大受影響。澎湖縣政府為復育海洋生態，日前祭出「海洋活化12箭」，宣布 展開海洋活化12項新政策，——正面迎擊海洋生態各項挑戰，要讓澎湖海域能再現新生機。 Surrounded by the ocean, residents rely on it for a living, and the sea is the economic lifeline for fisheries in Penghu. However, conflicting legislations on fishing, as well as the lack of awareness on conservation, have deteriorated the marine ecosystem. To protect the ocean, the County government promoted various marine revitalization policies together with the Fisheries Agency, Council of Agriculture, in the hope to gradually restore the environment, towards sustainable fishery.

Fishery resources are essential assets to all fishermen, which were under heavy impact in the past decade as the inland sea ecosystem deteriorates, and fishery catch decreased every year. To restore marine ecosystems, the County government established 12 new measures against these challenges, striving to restore the seas of Penghu back to their conditions.

2020年累計清出18萬公尺海底覆網 「4年清除24萬公尺」目標已過半

澎湖縣面臨的民生議題，大多與海洋有關，其中之一即是海底覆網的問題。過去，漁船 出海碰到漁網破損、不堪使用時，大海便是現成的垃圾場；加上許多漁船使用底刺網與流刺網 捕魚，這些漁法容易使漁網與海底的沉船或珊瑚礁牢牢勾住，迫使漁船只有斷網脫困。久而久 之，澎湖縣沿海周遭累積為數不少的海底覆網。 這些因為不當作業或任意棄置損壞的漁網，往往纏繞於海底並覆蓋在珊瑚礁或岩礁上， 導致珊瑚礁白化、死亡，影響魚類棲息繁衍，也連帶造成魚群減少與棲地破壞。過去澎湖縣政 府也努力清除海底覆網，但礙於每年只有數十萬的經費，能做的實在有限。為了解決這些嚴重 破壞漁業生態的問題，漁業署近兩年特別補助本縣3千8百萬元經費，執行清除覆網、珊瑚礁健 康調查等作業。有了漁業署的經費挹注與大力協助，澎湖縣政府擴大產、官、學、研跨領域結 盟，透過資源整合打撈礁區的覆網，期能恢復珊瑚礁區的生態功能。縣府並已找出海域沉網熱 點，光是2019年3月至9月就清理出將近12萬公尺的陳年漁網，幾乎是澎湖群島海岸線4分之1 的長度，相當驚人。

縣府與高雄科技大學合作執行覆網清除工作，預計3年清除海底覆網18萬公尺，2019年已 清理出近12萬公尺，2020年已清理出6萬公尺，總計18萬公尺已提前達成目標。除了委託澎湖 數間潛水店家、義消救難大隊等所組成的海洋志工清理水底覆網，也一併進行珊瑚礁健康指數 調查行動(Coral Watch)，未來將會延續計畫成果，對近年蒐集的覆網熱點進一步規劃清除的時 間排程。

Submarine nets removal: progress >50%

Most problems that Penghu encountered are related to the ocean, one of them concerns submerged fishing nets, where the ocean become a duping site for fishing boats to throw away these these worn and unusable nets. In addition, fishing with bottom gillnets and drift gillnets were common practice, which easily tangle with coral reefs and must be cut loose. Therefore, seas around the County become filled with these submerged nets.

These nets cover the coral reefs, resulting in bleaching and death, which affects the breeding habitats for fishes, therefore inducing subsequent reduction of fishes and habitat destruction. In the past, although the County strives to remove submerged nets, the efforts were limited due to a budget of a few hundred thousand Taiwanese dollars. To solve the ecological crisis, the Fisheries Agency supported the removal and coral inspection with a 38 million TWD subsidy, and the County government was able to expand the alliance with stakeholders including private industry, public sector, academics and research organizations. By mobilizing an integrated resource, removal can be carried out more effectively, in the hope to restore the coral reef ecosystem. The County government has identified hotspots for these nets, and removed submerged nets that measured 120,000m in length from March to September 2019, which is equivalent to a quarter of the combined coastline length of Penghu Islands.

The County government collaborated with National Kaohsiung University of Science and Technology to eradicate submerged nets, with an expected removal of 180km within three years. In 2019, the numbers have already reached 120km, with an additional 60km in 2020, hence achieving the 3-year goal prior to the deadline. A team of divers and firefighter volunteers have helped in the process, while carrying out the Coralwatch initiative and inspect the health of coral reefs. The project will be expanded with a periodic schedule to cover regions identified recently.

維護孕育生命的搖籃 ━━ 澎澎灘

澎湖北海域重要的生態保育區～澎澎灘，為迎接即將來訪過境的燕鷗棲息產卵環境，農漁 局在今年(2020年)3月份開始進行棲地維護與整理，期間共清除裝載251包太空包，約達13噸的 各類海漂物。 感謝鉅航娛樂有限公司董事長吳良添調派船隻及機具，全力配合縣府清除堆積在沙洲的海 漂流物、雜木及堆積物等垃圾，並承諾協助日常海漂垃圾檢拾及清運，維持沙灘清潔，營造適 合燕鷗繁殖的棲地，以互助互惠方式達到雙贏！並呼籲前往的遊客能夠不亂丟垃圾，不驚擾燕 鷗，共同維護澎澎灘的環境，讓人鳥共存取得雙贏。

Coastal protection and maintenance

The Pengpeng Beach is an important protected are in Northern Penghu. To foster a breeding habitat for the visiting terns, the Agriculture and Fisheries Bureau carried out rehabilitation and cleanup from March 2020, removing 251 bags, approximately 13 tonnes of marine debris.

Special tribute was paid to CEO Liang-Tian Wu of the Juhang tourism company for providing boats and equipment to assist in cleanup attempts to remove marine debris, driftwoods and other wastes. The Company has also promoted to help picking and transporting marine debris daily to maintain a pristine coast for terns to reside, to establish a win-win outcome, whist tourists will also be advised to not litter on the beaches and cause any disturbance to the terns.

把最美的海洋留給下一代

5月23日世界烏龜日(World Turtle Day)，6月16日則是世界海龜日(World Sea Turtle Day) ，而這兩個日子發起的目的都在呼籲全世界的人重視龜類的生存和保育，也是我們表達對這最 具代表性的海洋大使的愛 與尊敬最適合的時機！ 澎湖是重要的綠蠵龜產卵地，為台灣地區目前僅存較穩定的產卵地，所以縣府民國84年 (1995年)就在望安島劃設了全國第一個綠蠵龜保護區，希望避免上岸產卵的母龜受到人為干擾 的破壞，保護全球性的瀕臨絕種的綠蠵龜及其產卵棲地，使綠蠵龜族群得以持續繁衍。 這一年多來我們清理海底覆網，收購陸上漁網，復育海洋棲地，救護傷龜，放流海龜，淨 灘及製造育兒場所，不僅為海洋復原、也讓龜龜們有更好的生存環境。藉由世界烏龜日，提醒 民眾對於原生龜種的重視以及保護自然環境的重要性，在關心生命之餘，也別忘了「自然生態 法則」，以不餵食、不干擾、不接觸為原則，以免破壞生態平衡。

Leave the most beautiful ocean to the next generation

It is the World Turtle Day on the 23rd of May and World Sea Turtle Day on the 16th of June, both aim to raise international awareness on the survival and conservation, and pay tribute to these magnificent creatures.

Penghu is one of the few breeding sites for green sea turtles in Taiwan, so the County government introduced the first national green sea turtle conservation area at Wangan Island since 1995 to avoid damage from human interferences, in the hope to protect their habitat and stimulate continuous reproduction.

A series of activities were carried out in 2020 including submarine and land fishing net removal, habitat restoration, caring for the injured and release of sea turtles, coastal cleanup and breeding encouragement measures. These approaches not only restore the ocean but provide improved conditions for sea turtle survival. The World Sea Turtle Day reminds people the importance of protecting the natural environment, as well as avoid interfering with the ecosystem balance through principles such as no-feeding, nointerference and nocontact.

Penghu transformed

Ocean is the mother of Penghu people, feeding on many families with its rich resource, but scrap dishing nets that cover coral reefs and cause bleaching, which then result in the destruction of breeding habitats, are truly marine ecological serial killers.

Magistrate Feng-Wei Lai recognize the value of marine ecosystem conservations that after taking office, has been active in promoting measures including ban illegal fishing with poisons, electricity and bombing, purchased 640km of three-layer fishing nets, removed 94,000m2 of submerged nets. In 2019, twelve measures were introduced to revitalize the marine ecosystem and deteriorating fishery resources, such as removing 120,000m of submerged nets, in the hope to restore coral reefs back to their original status as good habitats for fishes.

Everyone can contribute to marine conservation through measures such as avoid using three-layer fishing nets illegally and immediate report on lost fishing nets for treatments, where all marine lives will benefit and thrive, and Penghu will become a homeland for the oceans.

透過減塑、清除海廢，逐步把行動落實到彼此的生活，這是縣政府一貫的策略目標，近兩 年來，我們一步一腳印，化解阻礙、面對問題，縣府團隊的率先啟動、親身示範，啟發了民間 跟進，澎湖的自然與美，正逐漸恢復當中。 落實行動的難處，在於我們都懂築夢，卻苦於欠缺踏實之法，我一再鼓勵同仁，我們必須 踏出第一步，從保護海洋的海洋活化12箭起，我們擴大淨灘場次與人次、會議或講習活動不再 提供瓶裝水，市區提供15處飲水機，年減少約16萬瓶寶特瓶、建置5臺智慧資源回收機，平均 每日回收300多個廢棄寶特瓶。 甚至從海岸線清除的保麗龍，因雜質與鹽分過高，廠商不願回收，我們透過和科技公司的 合作，把這些無人問津、侵害環境的保麗龍，變成再生塑料，化身為一組組美觀耐用的鍵盤、 滑鼠，這就是找對方法。 也因為縣府扮演起領頭羊的角色，外燴辦桌業者跟進不再使用塑膠桌巾、碗盤、免洗筷， 多家茶飲店提供自備環保杯優惠。這些不分你我的身體力行，讓我們今年榮獲環保署「因應氣 候變遷行動績效」非六都第一，也榮獲推動海洋教育成果特優佳績。 澎湖的美麗海灣遠近馳名，絡繹不絕遊客到此一遊，我們將持續導入永續理念於觀光活動 中，包含推動環保商區、輔導綠色餐廳、研擬大型觀光活動減塑與環境友善行動指引等，以創 造環保與經濟雙贏發展，促使島嶼生活實踐永續發展，讓澎湖成為臺灣對外的驕傲門面。 如今的我們，不論在各項減塑、綠生活推動的成績，已讓澎湖成了台灣典範，澎湖也正因 為我們的找對方法、消除負能量，在臺灣海峽上綻放光芒，未來更將藉由彼此的共同努力，在 全球暖化的時代中，成為愛護自然環境的世界標竿。

A national model and international benchmark Conclusion by Magistrate Feng-Wei Lai

The County has always promoted plastic reduction and marine debris removal policies that aim to be integrated into daily lives. In the past two years, we strive to overcome obstacles, whilst tackle challenges head-on by taking the initiative and demonstrate measures to restore the natural beauty of Penghu, encourage everyone to join the efforts, and restoration is happening.

Taking action is difficult due to the lack of practical solutions, not how change is envisioned. I have always encouraged my colleagues to take the first step, starting from the ocean-revitalizing twelve measures, to other approaches including more frequent cleanup events with more participants, ban on bottled water during meetings and training activities, reduce 0.16 million PET bottles per year through fifteen water dispensers, and recycle 300 PET bottles daily using five ECOCO recycling machines installed in the County.

In addition, polystyrene removed from the coast consist of impurities and salt, which put off recyclers. By collaborating with high-tech companies, these hazardous materials were transformed to recycled plastics and used to produce durable keyboards and mouses. This is how beneficial solutions can be intoroduced.

As the County government took the initiative, many others will follow. For example, catering services stopped using plastic tablecloths, containers as well as single-use chopsticks, and beverage stores introduced discounts for self-prepared cups. As a result of these combined efforts,

we were ranked 1st in the EPA evaluation on climate change actions, and receive an award of excellence at the National Marine Education Exhibition.

The Penghu Bay is famous throughout the world, attracting numerous tourists. We will continue to mainstream sustainability concepts into tourismrelated activities, promote measures including green shopping districts and restaurants, large scale events with reduced plastic usage, establish guidelines for environmental actions, in order to establish a winwin situation for the environment and economy, stimulate practical lifestyles towards sustainable development, and proudly advocate Penghu to the entire world.

With outstanding achievements in promoting plastic reduction and green lifestyles, we have become a role model in Taiwan, and Penghu shines like a jewel in the Taiwan Strait because we found the right solutions and eradicated pessimism. From now on, in the era of global warming, it is even more important to become an international benchmark in the protection of natural environments through mutual collaborations.
