SHOULD NORTHERN CANE FARMERS DELIVER TO SANTANDER ?

Belize City: Thursday 16th August 2018 The Sugar industry in the north continues in peril as the price per ton paid to the farmers is at the lowest it’s been in years, $45.47.

While the neighboring Mexican cane farmers, just on the other side of the Rio Hondo are celebrating the announcement of their final payment; $784 Pesos, which is equivalent to $92.00 Bz per ton.

The huge difference in price forces farmers to wonder why it is that farmers in neighboring Quintana Roo are receiving 100% more than the farmers in the northern districts. Why is it that farmers in the north are receiving less payment than those who delivered at the

Santander sugar mill in the West?

ASR is yet to clarify the reason for using the FAS acronym which means that the buyer pays for the cost of Ocean Freight, but that particular cost is passed down and shared with the cane farmer.

In addition to the BZ $11 M Ocean Freight as overhead cost, farmers are also passed down an $11.5M cost of Local handling. Additionally, there are other costs that are passed down to the farmer making the farmers share even smaller.

loans for field management and to feed their families. While this is so, people in the rural communities are finding it difficult to get employment.

All this is happening when the school year is about to commence and education expense are at its peak, With such low price paid, farmers express concern at the way millions of dollars from the Sugar Welfare Fund are being invested. This year alone $1. 4M was collected from the sales of sugar much of which is used by the Sugar Industry Control Board (SICB). The board is being run by Gabriel Martinez, former Area Representative of the UDP and political activist.

His performance as Chairman of the SICB has been dismal and the office non-functional Farmers have

indicated that those monies could be saved by closing down the non-functional SICB. Reports are that, only two Sugar Board meetings have been held in three years. The monies saved from SICB could be channeled for inputs to give out to farmers.

In the meantime, farmers are seeking ways to survive in the industry and are analyzing the possibilities delivering sugar cane to Santander.

While farmers are struggling to meet the daily needs of their families, Dean.

Barrow and his Ministers and cronies are comfortably living off the wealth that they have acquired from the Belizean people. Instead of offering solutions and to reveal a plan in the industry, he chooses to continue taxing the Belizean people and especially farmers by continuously raising the price of fuel.

Like Peyrefitte, Philip Willoughby is another narcissistic loser who has no connections and credibility in Port Loyola.

Just three years ago he expressed his undying love to the people of the Albert constituency.

However, the people had to literally ask where was the love because he left them high and dry after promising to hand them the world on a silver platter.

After that he disappeared until last year when he decided to not only represent the people of Albert but the entire city.

He applied to be the UDP’s mayoral candidate in the 2018 municipal elections but received a beat down in an internal party convention.

He again had a sudden epiphany and decided he wanted to serve again as a Belize City Councilor.

Again, he was defeated, his second loss in less than nine months.

At this newspaper, we are concerned about Willoughby’s mental state. The man appears as if he does not know what he truly wants in his personal or political life.

And like Peyrefitte and Willoughby, United

Dean Samuels is yet another loser.

He lost the 2018 municipal elections after boasting about unprecedented infra structural advancements in Belize City during his tenure.

Since his defeat, he has been sour grapes on social media, and we can’t fault him for that. This is a man who spent all his life as a barber before a good fortune led him to live the good life.

In the last twelve years of his existence he has enjoyed living in luxury from tax payers’ dollars. Look at where he lives and the vehicle that he drives.

He, like Peyrefitte, has become a very huge man in politics.

We suspect that his interest in Port Loyola is to make a grand come back to the glory days when he was living high on the hog.

It is the only thing that he knows.

However, unlike his two challengers, Samuels, has been in Port Loyola. He was groomed by the unwanted Area Representative, Anthony “Boots” Martinez.

Martinez is a man whose reputation precedes him, and so it is our hope at this newspaper that he did not share all his habits with Samuels, his young student.

While these three losers fight to win an internal convention, clearly either of them will lose the next general election.

Another Narco-Beechcraft Baron Lands in Blue Creek Continued from page 1

Since February of this year, more than six Narco plane have landed in the northern part of the country, especially in the area of Blue Creek near the Mexican border. In the month of March, there were two such landings within a week in the same general vicinity. On Wednesday of this week, the charred remains of a Beechcraft Baron was found about half mile from the Mexican border and some 12 miles northwest from the Blue Creek village where there is a Police Station.

The plane seem to have landed well, emptied and set ablaze by

the drug operators working the area for the Sinaloa Cartel who evidently had a Belizean who did the logistics contacts and manoeuvring of the cargo from Belize into Mexico until he was captured late July whilst on a high speed chase by Mexican police near the Belize Mexico International Border bridge.The plane torched was a twin engine Beechcraft Baron with the markings B58. Belize Police visited the scene apparently searching for a cargo that have already vanished. Authorities are always clueless to the reality of the situation.

Belize City: Wednesday, August 15, 2018 Darnell Mossiah, 27, was fined $2,000 in Corozal Magistrate Court this week after he pleaded guilty to the charge of wounding. Mossiah viciously attacked a woman referee, Yuri Daniels and punched her in the face, whilst she was officiating a football match between San Antonio and Concepcion.

Yuri Daniels told police that she was viciously punched in the mouth after issuing a red card to Mossiah for being unsportsmanlike towards other players in the match.

The violent attack on Daniels has prompted the Football Federation of Belize to issue a statement condemning this despicable act. It has also triggered mounting criticism from the wider community, from the National Sports Council and from both political parties who condemned this unmanly animalistic behaviour against a woman.

The Sports council announced that Mossiah had been banned from all its sporting activities and from entering sporting facilities for the next five years.

At a time when our Belizean women are celebrating a triumph in sports, we must remind our athletes that sport is a discipline and that under no circumstances, violence should be tolerated in sporting activities.

Mossiah’s attack on Daniels is very lamentable, it a ‘horrendous example to set for our young athletes, and one that we will not condone.

Back to School Blues

Belize City: Thursday 16th August 2018 The end of summer vacations fast approaches and with it comes the frenzied preparations for the new school year, at least for some.

For a vast majority of Belizeans however, the summer has been far from idyllic and carefree, much less has it been fun and relaxing.

For them the summer has been spent in complete unease over the past school year. Many parents have not been able to meet the school fees and contributions of the last school year.

The apprehension over the impending return to school is fraught with the inability to pay arrears and the expenses associated with the return to school. It is compounded when schools across the country punish parents and school children by withholding report cards and new book lists until arrears have been cleared. Free primary school education is a myth not unlike the unicorn. Schools are pressured into bullying parents for help with costs for basic things like toilet paper and typing sheets because the government cannot provide even basic necessities for students. This leads to an interesting lineup of fees parents are required to pay. We see everything from toilet fees to exam fees on the lists. With that burden looming over the heads of the parents it is no wonder that back to school is not the happiest time of the year. As the anxiety builds during the

last couple of weeks before schools reopen we can see more and more parents and children hit the streets asking for help with school books, fees and uniforms. The government is again on auto pilot because the Prime Minister is out of the country, we are left to wonder exactly what is going to happen. In the North especially the cry of the cane farmer can be heard as the crop has come to an end and even more people are now unemployed. There is no evidence that the Party in power hears the cry of the people. There are no efforts to mitigate the school fees or the obvious need of feeding programs for at risk children in vulnerable neighborhoods.

There is absolutely no effort on the part of Government Ministers to help parents with school supplies. There are many children in our beautiful Belize who are absent from school because they lack basic supplies like pencils and

paper. Children miss school because they go hungry for days at a time and many of them still lack basics like electricity and potable water. There is much pretty talk about Child Friendly Community initiatives but we have failed to provide even the most rudimentary children’s rights. There is much work to be done when we cannot provide clean water, food, electricity and education for our most vulnerable. Parents need to know what the Government of Belize is doing to ensure that their children will make it to school and most importantly stay in school. The time for cheap lip service is done.

We must do better, we must demand better!

“All I’m Asking for is a Little Respect” Hi Everybody.

As I was preparing this message the news came in that the queen of soul American singer Aretha Franklin died. Now many Belizeans know and love the music of Aretha Franklin.

In fact one of her most popular songs RESPECT, is recognized worldwide as an anthem for women’s rights and is the theme for this week’s message. You see as a child my parents taught me that one of the greatest values in life is respect for myself and for others.Today I pass this on to my sons because I believe if we respect others and ourselves we will do all the good we can to make our families and communities better, and with respect will come equality.

Last week all of Belize was shocked and appalled by the vicious and uncalled for attack on Ms. Yuri Daniels, a Belizean referee. The fact that Ms. Daniels was not just any football referee, but a woman, made the incident far worse.I am proud of the United Women’s Group for strongly condemning the behavior of the man who assaulted Ms. Daniels and lend my full support to their call for greater action to be taken to stop the continuing violence against women and children in Belize.

For too long the rights of our women have been violated, from the countless incidents of physical and psychological abuse in the home to harassment on the job. For too long we as a society have turned a blind eye to issues involving women’s equality and allowed these many instances of abuse to be treated as a form of misdemeanor.

This has to change and we in the PUP will continue to support the universal understanding that women’s rights are indeed human rights not only in our word, but also through our action.

Yes, we too have a lot to do as a Party to ensure that more women are included and participating at every level of our Party’s leadership: from candidates at the national and municipal level to our executive, increased efforts must be made for greater participation by our women. As we continue to work towards more inclusion at all levels, let us all stand up and speak out against all forms of abuse and violence, more so violence against women.And while we are at it, let us take real steps to reduce poverty in our nation, which disproportionately affects women and we should also promote equal pay for equal work.

A PUP that respects the rights of women is fulfilling its social justice principles and so we condemn this latest act of injustice against Ms. Daniels and call on everyone to work harder to bring about real women’s equality for when we do so we will be building a Belize that works for everyone In the words of the Aretha Franklin let’s really find out the true meaning of the word RESPECT, more than just a little bit.

And will the Minister please say if the budget for celebrations in Belmopan and San Ignacio were equally cut by 20 percent or are these cuts only for municipalities with PUP councils?

Will the Minister of Education, Sports and Culture please tell the Belizean people if he will disavow the actions of the football player who hit the female referee and will the Minister also say if he would agree for stronger penalties to be imposed on men who commit violence against women?

La Melancolía del Regreso a Clases El final de las vacaciones de verano se aproxima rápidamente y con ella vienen los frenéticos preparativos para el nuevo año escolar, al menos para algunos. Para una gran mayoría de los beliceños, sin embargo, el verano ha sido lejos de idílico y despreocupado, mucho menos ha sido divertido y relajante. Para ellos el verano se ha pasado con profunda inquietud con respecto al pasado año de escuela.

Muchos padres no han podido cumplir con la escolaridad y contribuciones de la escuela del año pasado. La aprehensión sobre el regreso inminente a clases está plagada d la incapacidad para pagar los atrasos y los gastos asociados con el regreso a la escuela. Se agrava cuando las escuelas en todo el país castigan a padres y escolares mediante la retención de reportes y listas nuevas de libros hasta que se hayan saldado.

La educación primaria gratuita es un mito no muy diferente del unicornio. Las escuelas se ven presionadas a intimidar a los padres para ayuda con los costos de objetos básicos como papel higiénico y papel para imprimir porque el gobierno no puede proveer ni siquiera las necesidades básicas para los estudiantes. Esto conduce a una interesante lista de cuotas que los padres están ob-

ligados a pagar. En las listas vemos de todo desde cuotas para papel higiénico hasta cuotas para exámenes. Con esa carga que se cierne sobre las cabezas de los padres no es de extrañar que el regreso a la escuela no es la época más feliz del año. A medida que la ansiedad se acumula durante el último par de semanas antes que se reabran las escuelas podemos ver cada vez más padres e hijos en la calle pidiendo ayuda con libros escolares, honorarios y uniformes.

El Gobierno de nuevo está en piloto automático ya que el Primer Ministro está fuera del país, nos queda para saber qué exactamente va a pasar. En el norte especialmente el grito del cañero puede oírse ya que la cosecha ha llegado a su fin y aun más personas están ahora desempleadas. No hay evidencia que el partido en el poder escucha el grito del pueblo. No hay ningún esfuerzo para mitigar las cuotas escolares ni la obvia necesidad de programas de alimentación para niños en riesgo en vecindades vulnerables.

ningún esfuerzo por parte de Ministros del gobierno para ayudar a los padres con útiles escolares. Hay muchos niños en nuestro hermoso Belice que están ausentes de la escuela por falta de suministros básicos como lápices y papel. Los niños faltan a la escuela porque pasan hambre durante días y muchos de ellos aún carecen de elementos básicos como electricidad y agua potable.

Se habla mucho y bonito acerca de las iniciativas de las Comunidades pro niño pero hemos fracasado en proporcionar incluso los derechos más rudimentarios del niño. Hay mucho trabajo para hacer cuando no podemos proporcionar ni siquiera agua potable, alimentos, electricidad y educación para los más vulnerables. Los padres necesitan saber que está haciendo el gobierno de Belice para asegurarse de que sus hijos vayan a la escuela y lo más importante… permanecer en la escuela. Ha llegado la hora de actuar y no sólo hablar. ¡Debemos hacer mejor, debemos exigir mejor!

ver the last week Belize has made international headlines. This time it was all positive and the reason is the stellar performances by the National Women’s Volleyball Team winning the Silver medal and the Baby Jaguars putting us on the map as they made us proud at the CONCACAF U-15 Girl’s Tournament.

We had the cycling phenomenon Taralee Ordonez bringing home the silver in the Junior Caribbean Championships. Amid the dark news of break-ins, hit and runs, murders and robberies finally it felt like we had something positive to celebrate and unite us as one people.

Sadly the euphoria was short lived. On Sunday reports are that a referee officiating a football match in the Corozal district was punched in the face by a player after he had received a red card.

Referee Daniels declared that she was knocked unconscious by the blow and remained so for at least ten minutes. She suffered lacerations to the face and upper lip. The police charged the assailant with harm. He pleaded guilty and was fined $2000 for his offence. The National Sports Council has banned him from all their events, fields and buildings for a period of 5 years. We have yet to hear from the Special Envoy for Women and Children or the Women’s Commission for that matter. There also has been no word from the Ministry of Education, Youth, Sports and Culture. We are not holding our breath that we will get any official response either. Many have taken to the court of social media and by and large the opinion of the majority is that the Police could have charged him differently, that the FFB needs to step in with additional sanctions. There are hopes that Ms. Daniels will seek civil suit for damages in relation to the incident.

The truth is that Belizeans have had enough of this type of behavior.

It is pertinent to point out that the Deputy Prime Minister and Minister of Education, Youth, Sports and Culture will remain quiet on this issue because it hit too close to home and it is an uncomfortable topic for him. In the past it has been alleged that he has had serious anger and aggression issues with the women in his life. It was alleged that he harassed his now ex-wife and went so far as to throw cement blocks on her car. Recently he was involved in some type of incident involving police in the USA also in relation to his children.

There have also been allegations of abuse with a female member of his staff. Allegedly the police report mysteriously vanished and the matter was laid to rest everywhere but in the minds of the Belizean public and especially in the minds of Belizean women.

With the recent murder of Roxanna Pop and the assault on Ms. Daniels it is clear once more that gender based violence is again on the rise. This social ill stems from a lack of liability. Men abuse, and murder women with impunity and face no real punishment for their actions. It is said that leaders lead by example, these unspeakable manifestations are evidence that the old adage is certainly true. I say then that the time has come for new leaders. We must nurture and protect our women and young girls. We must be that shade under which they can not only thrive but flourish. Given the opportunity and the implements look what Belizean women and girls can accomplish!

Esta vez ha sido todo positivo y la razón es que las actuaciones estelares del equipo nacional femenil de voleibol ganaron la medalla de plata y los Baby Jaguars nos colocaron en el mapa ya que nos hicieron sentir orgullosos en el torneo de la CONCACAF U-15 femenil. Tuvimos el fenómeno del ciclismo Taralee Ordonez trayendo a casa la medalla de plata en el Campeonato del Caribe Junior. En medio de las sombrías noticias de robos, atropellamientos, asesinatos y robos finalmente se sentía como que tuviéramos algo positivo para celebrar uniéndonos como un solo pueblo.

Lamentablemente la euforia fue de corta duración. Los informes del domingo son que un árbitro que oficiaba un partido de fútbol en el distrito de Corozal fue golpeado en la cara por un jugador después de haber recibido una tarjeta roja. La arbitro Daniels declaró que quedó inconsciente por el golpe y permaneció así durante al menos diez minutos. Sufrió laceraciones en la cara y el labio superior. La policía acusó al agresor de causar lesiones. Se declaró culpable y fue multado con $2000 por su delito. El Consejo Nacional de Deportes le ha prohibido todos sus eventos, campos y edificios por un período de 5 años.

Aún tenemos que escuchar alguna declaración de la Enviada Especial para las Mujeres y los Niños o de la Comisión Nacional de Mujeres sobre este caso. Tampoco ha habido ningún mensaje del Ministerio de Educación, Juventud, Deportes y Cultura. Tampoco estamos conteniendo nuestra respiración esperando alguna respuesta oficial. Muchos han recurrido al tribunal de los medios de comunicación social y en general la opinión de la mayoría es que la policía podría haberlo hecho otros cargos y que la Federación Nacional del Futbol necesita intervenir con sanciones adicionales.

Hay esperanzas de que la Sra. Daniels hará una demanda civil por daños en relación al incidente. La verdad es que los beliceños están cansados de este tipo de comportamiento.

Es pertinente señalar que el Viceprimer Ministro y Ministro de Educación, Juventud, Deportes y Cultura permanecerá callado sobre este tema porque le golpea muy cerca de casa y es un tema incómodo para él. En el pasado se ha alegado que ha tenido serios problemas de ira y agresión con las mujeres en su vida. Se alegó que acoso a su ahora ex esposa y llegó a lanzar bloques de cemento sobre su coche. Recientemente se afirma que estaba muy involucrado en algún tipo de incidente con la policía en Estados Unidos también en relación con sus hijos. También ha habido denuncias de abuso con un miembro femenino de su personal y que el informe hecho a la policía desapareció misteriosamente y el asunto fue olvidado en todas partes menos en la mente de la población beliceña y especialmente en las mentes de las mujeres beliceñas.

Con el asesinato reciente de Roxanna Pop y el asalto a la Sra. Daniels está claro que una vez más la violencia de género de nuevo está en aumento. Este padecimiento social se deriva de una falta de responsabilidad. Los hombres abusan y asesinan a las mujeres con impunidad y no enfrentan ningún castigo real por sus acciones.

Se dice que líderes lideran con el ejemplo, estas manifestaciones indecibles son evidencia de que el viejo adagio es ciertamente verdadero. Digo entonces que ha llegado el momento para nuevos líderes. Debemos cuidar y proteger a las mujeres y niñas. Debemos ser esa sombra donde puedan no sólo prosperar sino también florecer. ¡Dada la oportunidad y los implementos miren lo que pueden lograr las mujeres y niñas beliceñas!

Celebrating the life of Hugo Enaim Salazar Sr Individuals would often start their speech with “This is the story of my life”, Today however, we celebrate the story of a man who lived a life of joy, kindness, love, respect, and charisma. Hugo Enaim Salazar Sr was born on January 14 th, 1964 at Ms. Meredith House in Santa Elena.

He was the seventh child of Eliseo Salazar and Olga Salazar. They lived along with his four brothers and 3 sisters in the Mountain Pine Ridge where his family moved in 1961.

There Hugo grew up and spent many of his childhood years. Unlike the concept of a popular internet provider’s advertisement stating “uniting families together” with a scene of families sitting together and each with a phone in the hand and a haunting silence. No, not the type of united family Hugo had. Infact he and his inseparable “tag team” younger brother Jamir would be too busy chasing pigs, or iguanas, fishing or chasing each other. Maybe something we need to bring back to our families. In 1970 the family moved to the Trapiche Area in the Cayo District. Here the busy lifetime continued with Hugo taking up the chores of cutting firewood, chopping grass, feeding the animals, and milking the cows. After these chores, Hugo would go out to sell milk and fried fish. One thing is for certain, Hugo’s hard working lifestyle was certainly shaped from his childhood days. Infact, a popular saying states “necessity is the mother of Inventions” , and inventions and creativity was certainly not lacking.

The little free time he had, he would invest in creating his own toys such as crafting his own top, making milk can cars, and umbrella sticks with pea seed as a weapon. The younger generaton may have no clue what I talking about. What an incredible and envious childhood he had. The Salazar family then moved to Orange walk for a few years and then Back to Santa Elena. As an adult Hugo continued his tour to the United States where he resided between 1985-1986 and then returned to Santa Elena. Hugo went to Santa Elena Primar y School where he graduated with a Primary School Diploma. He doubtlessly displayed knowledge and intelligence way beyond primary education. He then went to work for Blue Creek, Maya Ranch, Chalillo Dam, Cave Branch, tortilla factory, Pep Boys in the United States and Cahal Pech since 1997.

His personality became a great asset to his job as a driver for Cahal Pech for the past 21 years. His kidness and gentleness and his comic view of life

never allowed for a dull moment for those around him.

Hugo surely didn’t have a bad eye ias a youth. In 1980, the unforgettable glimpse of a beautiful maiden caught his eyes at Sacred Heart College in San Ignacio. He couldn’t let the opportunity pass by without he pouncing at the opportunity and about a year later the beautiful maiden, Victorina Gonzalez finally became his wife. This love bond resulted in the birth of his 6 children, Steven Salazar, Andrea Salazar, Hugo Enaim Salazar Jr., Adriana Salazar, Ebenezer Salazar and Regina Salazar.

We would also like to acknowledge his son step-son Adrian Romero and adopted daughter Jasmine Salazar.

I am certain there is no surprise in stating politics surely became Hugo’s second family. If you ever think of politics, Hugo quickly comes to mind. He devoted a great part of his life volunteering his time and effort campaigning and serving the people – something he did willingly and passionately. He was until the time of his passing a devoted and dedicated member of the People’s United Party and was in fact an institution in an of himself within the Cayo Central Division. I asked family and friends to tell me what they remember most about Hugo. There are so many good memories. “Tio” Alejandro Rodriguez sr. said “travieso pero amoroso”. Tio recalls how he and Hugo would talk via the telephone so often. If 2 or 3 days passed and tio didn’t call, Hugo would hurriedly call or pass by to visit. Younger Brother Jamir Salazar ran back to memory lane. He said Hugo and I were like twins, inseparable.

He went on saying, “ we would go to school together, do our chores together, and shared basically everything. What he had ii had and what ii had he had. Infact this kindness would extend to the many other that visited home” recalled Jamir. “He got along with everyone and there was never a time I saw him mad.” He will surely be missed. Challenges with Sugarcane Production in the North

- Martin Luther King, Jr. T h e e x t r e m e l y l o w price of sugar cane paid at the end of this season›s sugar crop is very depressing for cane farmers in the north. More than ever today, Cane farmers need to unite and work together to maintain ownership of the majority of the sugar cane fields to survive these trying times.

While most cane farmers suffered a loss towards the end of the crop, the multinational American Sugar Refinery (ASR) still made a good profit. One of the ways the company has achieved that is by allocating questionable expenses for its operations, which are ultimately borne by the farmers. ASR says it sells its sugar abroad FAS, which means the buyer pays the full ocean freight or transportation cost from Belize. Nevertheless, ASR still deducts $11 million for ocean freight for the delivery of sugar from Belize to foreign markets in United States and Europe. Santander, the multinational sugar corporation in the west also sells its sugar abroad FAS but makes no such deduction for ocean freight. With Santander, the freight cost to get its product to foreign markets is absorbed by the company which buys its product at the Port of Belize. If ASR excludes that ocean freight charge from it operational expenses, that $11 million would go a long way in enabling many farmers to meet their mortgage payments and address the needs for their families. For its part, the administration can assist cane farmers in the north to become more competitive by including duty free fuel to help anyday, anytime, anyone.

A happy charismatic, positive and encouraging person. Even when sick he was happy. He would never take advantage of anyone. Hugo was a remarkably hardworking, fun and loving person. He was a great family member and friend. Above all, Hugo

Cane farmers, must also make use of the latest farming techniques including diversification of their investments as much as possible. When that is done the lost from low sugar prices will not result in a death blow to their livelihood.

Their earnings from other investments will cushioned that blow and enable them to survive until increase in the price of sugar makes cane farming profitable once more.

In these trying times in the north lending institutions should also assist the famers in refinancing their mortgages. They should not use the first opportunity of this unfortunate financial situation in the agriculture sector to foreclose on the homes, farms, and other properties of the farmers with the aim of selling those assets at huge profits.

If we fail to overcome these challenges with sugarcane production in the north ,that will lead to a situation where 95% or more of the cane fields in that part of the country are once again owned by a multinational and once successful cane farmers and their former employees are reduced to preparing cane fields and harvesting cane for a pittance. believed in hard work, compassion and love for others. When we think of Corozal we think of the tranquil Caribbean Sea in the Bay. Today we visit the beautiful Corozal Bay with a very intelligent, hard working young lady from picturesque Xaibe Village by the sea.

Her name is Angeles Itzab. Angeles is the only daughter of Eduardo and Lourdes Itzab and has one older brother Gian.

She was born into a very politically passionate family. Her grandmother Lourdes Noble, who she admires dearly, was a Marshall in the times of Rt. Hon George Price. As a child Angeles would accompany her grandma to political events. This experience planted in her a “calling” to the party and the positive change that politicians can have on the country and its citizens. She has always wanted to help her community and country prosper and wants to make that positive change through politics.

Angeles was just 19 years old when she decided to take a step into the political arena. She ran for Chairperson in her village and although she was unsuccessful, the experience spawned a greater interest to become more politically involved as a young leader.

Angeles remained involved in her community as Chairperson of the Xaibe Working Committee which spearheaded fundraising and other activities in the community. This was during her first year at the University of Belize, and as the school year progressed, so did her workload and eventually Angeles had to focus more on her academics. Throughout her education journey Angeles has been outstanding. She was Valedictorian at Mary Hill Roman Catholic Primary School in 2009, and was among the PSE top 5 national scorers and 1st place scorer In Corozal District

that year. In 2013 she was top Math scorer in the ATLIB examination and also gave the Vote of Thanks at her graduation from Corozal Community College. She also graduated as Valedictorian at Muffles Junior College in 2015. She graduated Magna Cum Laude in June 2018 from the University of Belize, one of only two graduates with the Public Sector Management major.

Angeles plans to pursue a Masters Degree in Public Policy and intends to further her studies towards a PhD afterwards. With a very strong interest in good governance, Angeles plans to get more involved in electoral politics to improve the lives of poor Belizeans and the economy of Belize. She recalls telling a teacher in the past that she wanted to be Prime Minister of Belize; her teacher laughed and told her that will likely never happen. She now has more resolve to see it come to fruition and prove to that teacher that it can be done. At only 21 years old, the future is limitless and bright for Angeles to realize this dream.

Angeles represented Belize as part of the first Belizean Delegation at the 19th World Festival of Youth and Students in Sochi, Russia in 2017. It was eye opening experience.

She enjoyed learning the culture of Russia and of other countries as they interacted with young people from all over the world and learned about their experiences. It definitely made her realize that even when compared to other Caribbean nations, Belize is so far behind on youth policies and youth involvement. “There is so much that as a country, as policy makers we need to work on. The opportunities are out there, it’s just the political will that is missing, and I want to play my role in creating these opportunities.”

Angeles currently serves as the Secretary of the United Women’s Group National Executive. Angeles, the blue sky is the limit, your future is promising. We pray for God’s continued blessings on your life, we thank you and we look forward to see you blossom into the strong woman leader you are destined to be. The new Chargé d’Affaires reiterated the warm relations that have existed between Belize and the United States.

During the meeting Opposition Leader John Briceno gave the U.S. Official an inside view of the priorities of a future PUP government that will develop a Belize that works for all Belizeans.

The meeting included some of the major concerns of the U.S. regarding corruption, crime and violence, human trafficking and Belize being used a major transhipment route for narco- trafficking.

They concluded sharing views on the upcoming referendum regarding the Guatemalan claim and the ICJ. A statement posted by the U.S. Embassy in Belize said that it was: “Another warm welcome and fantastic meeting for the Chargé d’Affaires. They thanked the Leader of the Opposition and ambassador Stuart Leslie for their thoughts with the Chargé d’Affaires during the meeting. Keith R. Gilges assumed duties as Chargé d’Affaires, a.i. on July 24, 2018. A career Foreign Service Officer, Keith was most recently detailed to the National Security Council at the White House where he served as the Director for North America overseeing interagency policy development involving Canada and Mexico. He previously served in the Office of Canadian Affairs at the State Department from 2015-2017. He acted as Deputy Chief of Mission for the U.S. Embassy in Trinidad and Tobago from June 2014 to June 2015 where he also served as Chief of the Political/ Economic Section beginning in August 2012. Mr. Gilges previously served in various positions at U.S. Missions in Kenya, Brazil, and Mozambique. In Washington, he served in the Bureau of Intelligence and Research as Chief of Staff to Assistant Secretary Randall Fort, and as the Bureau’s liaison to Capitol Hill. Prior to joining the Department of State in 2001, he was Deputy Director of the U.S.Asia Environmental Partnership at the U.S. Consulate General in Hong Kong, a joint Commerce Department-USAID program, from 1998 to 2001. From 1990 to 1996, he worked in Washington as an environmental policy advocate for a small non-profit professional association. Mr. Gilges speaks Portuguese and Swahili. He holds a Master of Science in Environmental Management (with distinction) from the University of Hong Kong, and a Bachelor of Arts from the College of William and Mary in Virginia.

NO SOCIETY CAN PROSPER WITHOUT SUSTAINABLE AND SAFE ACCESS TO WATER Plastic pollution is affecting our rivers in Belize.

I.

Background

Water is a fundamental element in our lives and for our planet, and it deserves our utmost attention. Yet this precious and limited resource is facing unprecedented challenges in our rapidly transforming world. Global population growth, rapid urbanization, and unsustainable agriculture production and consumption patterns are exerting increasing pressures on our Earth’s freshwater resources. Water pollution affects: the food we eat, the water we drink, the air we breathe, our health and the health of all organisms on the planet. Water contamination also affects food security by reducing crop yield and quality.

Water scarcity currently affects more than 40% of the global population, and this figure is projected to rise. Millions of people, most of them children, die every year from diseases linked to poor hygiene and unsafe water supply.

Climate Change is adding to these pressures: in water-scarce regions, the increasing and competing demands for water are leading to instability, forced migration and conflicts.

II.

Discussion

Most of the world’s water is in the oceans. Only 2.5% of the total volume of water available in the world is fresh water, but people only have access to less than 1% of the world’s fresh water.

This is found in lakes, rivers, wetlands and shallow ground aquifers. Around 75% of fresh water is frozen in polar ice caps, and much of the rest is present as soil moisture or lies deep in the ground.

With the adoption of the Sustainable Development Goals, the global community has agreed on a compelling vision with ambitious targets, including one on water. Let us set out a few priorities in this area as we see them. First, the complexities of today’s challenges call for a holistic, cross-sectoral approach rather than siloed action. Water is critical for human health, food security, the environment, stability and prosperity; we therefore have to put water at the core of all of our peace and development efforts.

Second, we need to put a much bigger emphasis on the effective, equitable and sustainable management of our water resources. By investing in sustainable water infrastructure and technologies such as water harvesting, desalination and wastewater treatment, we can significantly improve water security and efficiency. It is important that richer countries provide poorer countries with know-how and financial resources to improve water security and peoples’

Third, we must urgently respond to Climate Change, which is placing an even greater stress on water supplies and increasing the risks of extreme weather events. Experts predict that by 2050, water-related climate impacts could depress GDP growth by as much as 6% across much of Africa, Asia and the Middle East. We have to deliver on the promises of the Paris Climate Agreement and build resilience to the climate effects that are already visible across the world.

Finally, to address the critical challenges related to water, we must work in close collaboration and partnership. Adequate water management should create benefits for everyone, as no one society can prosper long without sustainable access to clean and sufficient freshwater.

If sustainably managed across sectors and societies, water has the power to build trust between communities and contribute to the broader establishment of peace and development efforts. As its said: “Good health is not necessarily a result of modern medicine but of “disease prevention through public health measures”. According to a report published by the Food and Agriculture Organization of the United Nations (FAO) and the International Water Management Institute (IWMI), agriculture is the main source of water contamination. Noting that the role of agriculture in water pollution is often underestimated by policymakers and farmers, the report explains that agriculture, not human settlements or industry, is the biggest source of water pollution. Nitrates from farming is the most common chemical contaminant found in groundwater aquifers. The 2030 Agenda for Sustainable Development is expected to influence future policies and strategies and help ensure that water pollution control is prioritized internationally and nationally. A framework for describing interactions between society and the environment that provides a structure for presenting indicators to provide feedback to policymakers on environmental quality and the impacts of policy choices must also put in place in every country.

Regarding responses: •

Policy-level mitigation and remediation responses, such as regulations, economic instruments, cooperative agreements, education and awareness;

•

Farm-level responses, such as best practices for agricultural inputs or for erosion control;

•

Off-farm responses such as vegetated buffer zones or constructed wetlands; and a systematic methodology for

policymakers and practitioners that is applicable at the country, river basin or watershed levels.

When available, data and information on pressures and impacts presented by pollutant type, including nutrients, pesticides, salts, sediments, organic matter, pathogens and emerging pollutants should be published by government. Existing models and their potential role, scope and application should be reviewed. There are concerns related to excessive nutrient application, pesticide overuse, salinity, increased erosion and sediments, and increasing consumption of meat and dairy products that need to be addressed, besides, most of them are harmful products hard to degrade. The variety of data-driven outcomes includes: •

•

System-based modeling approaches to support science-based policy; New models capable of simulating interactions between production systems and agricultural inputs;

•

Increased data collection to help develop water quality models and translate their results into better water policies; and

•

More education, awareness and economic incentives for farmers, etc.

There is an international call for limiting pollutants at the source or intercepting them before they reach vulnerable ecosystems. It recommends ensuring that policies addressing water pollution from agriculture and any other sources are central to overarching water policy frameworks at the national or riverbasin scale, and that they influence food security and nutrition policies to encourage the adoption of more sustainable diets.

III.

Conclusions

This article aims to increase understanding regarding the causes and effects of water pollution and the means to prevent its occurrence. It covers agricultural sectors, such as cropping systems, and livestock and aquaculture production, as well as the expansion of irrigation, fertilizers and pesticide use.

Water pollution drivers, pressures and changes in water bodies, impacts on human health and the environmental health, and responses to prevent water pollution and mitigate its risks must be examined. The annual costs of water pollution mitigation are estimated in the billions of dollars worldwide. As British poet Wystan H. Auden once noted: “thousands have lived without love, not one without water”. Yet while we all

know water is crucial for life, we trash it anyways.

Water is essential for sustaining economic growth and meeting increased demand for food. However, the availability of water resources globally is on the decline, and in many parts of the world, poor water quality makes it unsafe to use. Water pollution affects billions of people. Serious efforts are needed to prevent the deterioration of water quality in our lakes, aquifers, rivers and seas.

The 2030 Agenda for Sustainable Development acknowledges the importance of conserving water resources and abating water pollution.

For those who still do not believe that climate change exists; that it will ruin our economy, our water sources and our health; it is important that you open your eyes and look around.

Here in Belize and in many other parts of the world great changes are being seen. The lack of water is a fact in Central America. El Salvador reports a decrease of 90% of the flow in approximately 10 rivers of the country and in Guatemala 99% of the rivers are contaminated. Experts in Florida say that 30 years ago they did not feel the heat that is felt today. However, because of climate change the “sargassum” has increased; some malodorous brown seaweeds that are reaching the Caribbean coasts. Being nutrients for the marine fauna, when arriving at the beaches in massive form, they decompose, leaving bad odors and frightening to the tourism.

Sea turtles cannot enter to spawn either.

As if that were not enough, the motors of the boats are ruined when entangled in them. According to a study by the International University of Florida, supported by NASA, the presence of sargassum reached about 2,800 square kilometers last month and one hypothesis is that the North Atlantic Belt Current has weakened by 30 percent in 50 years.

Being weakened by high temperatures, this sargassum stays longer in the ocean and floats by the sea creating islands, being the equivalent to twice the entire length of Mexico City. The situation in the Caribbean is so critical that hotels in Bermuda have had to close for seasons, because it smears the beaches and carries a stench. The first time the sargassum appeared was in 2011, Professor Hazel Oxenford who is an expert in biology and fisheries management who lives in Barbados reminds us. Now it massively

impacting the beaches of Cancun and on many other islands where it had never before arrived, including some beaches in Miami. As long as the sargassum continues to arrive, it endangers fishing, wildlife, tourism and the economy. They have tried to eradicate it moving it with tractors and using heavy equipment, but without luck, it has even been thought of as animal feed, but since it contains a high arsenic component, it cannot be used. What was once a single floating island of sargasso has now become a plague. A new island has emerged that is ruining the ecosystem, because when it reaches the banks, it rots and emits sulfuric acid, which is causing respiratory problems and driving away tourism. The water turns brown when before it was turquoise and the crystalline disappears, arising instead a thick smelly layer of algae, a breeding ground for parasites and bacteria, and killing the coral reefs. At the same time, due to global warming, North America and Europe can suffer a deep freeze or a glacial as it was 20,000 years ago when the thermocline current controlling the climate of the planet stopped. Without this rapid circulation of the Belt, the average temperature in Europe could fall from 5 to 10 degrees Celsius, signifying the end of humanity, which we hope will not happen if we act in time.Let’s stop denying climate change. Let’s not turn a deaf ear. Let’s talk with friends, with relatives, with national or foreign politicians and let’s see that this is not a game, not a political debate, not a fantasy, not a myth. Let’s say that we must do something to counteract climate change and stop being crossed arms, otherwise the greatest nightmare for humanity will come.

Corruption Catch in the Region

Salvadoran Prosecutor seizes properties of former president Saca ... Confesses deviation of more than 300 million dollars

Several high-end properties of former Salvadoran president, Elías Antonio Saca, were seized this week after his confession of having committed crimes of corruption during his term in office to prosecutors. The Salvadoran Prosecutor told the media that former President Elias Antonio Saca confessed before a court of justice to having committed his crimes of corruption offenses during his term (2004-2009).

Attorney General, Douglas Meléndez said at a press conference that they have identified a several other assets of the former president Saca that will be seized shortly. The conference was held precisely within one of the seized mansions which is located on the slopes of the volcano of San Salvador, in the western periphery of the capital.

Melendez explained that, with the authorization of a judge, the Prosecuting General of the Republic (FGR) have already

seized 35 residences owned by Saca and his family in different parts of the country, as well as 46 vehicles, including “several luxury and armoured vehicles “ Other properties seized include 11 commercial premises, three haciendas (Country Homes), six commercial communication companies and 16 radio stations located in “luxurious upscale areas of San Salvador”. Large sums of money “found” in financial institutions were also seized which amounts to just over one million US dollars.

of Property Administration (Conab).

Meléndez pointed out that the seized assets could have a value of between 30 and 40 million US dollars.

The attorney general did not rule out finding more properties where the former President could have used “figureheads to conceal ownership these properties.” Saca, 53, along with six of his cabinet collaborators, faces a trial for the deviation of 301million US dollars during his term. The ex-president, along with three of his collaborators, accepted blame for the crimes of embezzlement and

money laundering and assets in exchange for an abbreviated trial, to reduce to 10 years the prison sentence to which they are exposed instead of a dragged out trial that carries a 30 years sentence. On Thursday, Saca revealed details of those crimes he committed before the court in the preliminary case. Meléndez assured that the Prosecutor’s Office agreed to an abbreviated trial for Saca, and that until this Friday it was accepted by the court that is hearing the case.

Regional nurses agree to review of exams managed by CXC Monday, August 13, 2018 GEORGETOWN, Guyana (CMC) — The Regional Nursing Body (RNB) has agreed to a recommendation from Jamaica for a review to be conducted of the Regional Examination for Nurses Registration (RENR) as managed by the Barbados-based Caribbean Examination Council (CXC). A communique issued Monday following last week’s RNB’s 45th annual general meeting noted that this year marked the fifth year since the RENR has been managed by CXC. “It has been agreed that a review of this examination process would be conducted.

The RENR was approved by the Conference of Ministers responsible for health in the

Commonwealth Caribbean and in 1993, the first RENR was introduced. The RENR allows for standardisation and improvement of nursing education as well as reciprocity and ease-of-movement for Registered Nurses among the countries of the region,” the communique noted. It said that the meeting had received a report on the April 2018 RENR and that in the last year “there has been an overall increase in the number of people passing the exam at the first sitting, as well as those re-sitting the examination”. The communique noted that the education and practice sub-committees of the RNB met and reviewed a further motion on the decision regarding the number of chances to sit the

RENR. “The subcommittees in their deliberations agreed that candidates for the RENR examination would have four chances over five years to write the examination with remedial instruction being provided after the first failure.” The communique said that the RNB ratified the recommendations of the sub-committees and has indicated that the decision is to be submitted to the Caricom ministers of health for endorsement. The RNB said it has also developed a five-year Strategic Plan (2018-2023) based on three strategic priorities: nursing and midwifery education, practice, and leadership. It said the strategic plan seeks to provide solutions to current challenges

related to nursing and midwifery in the region, starting from the macro level and continuing down to concrete, targeted objectives and activities. “It will assist stakeholders in achieving these objectives by way of key performance indicators spread out over a five-year timeline, and will simultaneously encourage accountability in gathering, measuring and reporting data associated with these indicators.

Furthermore, it will serve as a technical guide for managers, professionals, policymakers and other leaders in the region,” the communique said, adding the plan will be finalised and presented to the Council for Human and Social Development (COHSOD).

Una serie de propiedades del expresidente de El Salvador, Elías Antonio Saca, fueron incautadas tras la aceptación de haber cometido delitos de corrupción durante su mandato La Fiscalía salvadoreña anunció este viernes la incautación de propiedades y bienes del expresidente Elías Antonio Saca, quien aceptó ante un tribunal de justicia haber cometido delitos de corrupción durante su mandato (2004-2009). Meléndez detalló que, con la autorización de un juez, la Fiscalía General de la República (FGR) se incautó de 35 residencias propiedad de Saca y su grupo familiar en distintos puntos del país, así como de 46 vehículos, entre ellos “varios de lujo y blindados”. Otras propiedades del exmandatario que han sido incautadas

incluyen 11 locales comerciales, tres haciendas, seis sociedades comerciales de comunicación conformadas por 16 estaciones de radio ubicadas en “colonias lujosas”, agregó el fiscal.

También fueron incautados dineros “encontrados” en instituciones financieras y que suman poco más de un millón de dólares.Todas las propiedades y bienes incautados a Saca pasarán a manos del Consejo Nacional de Administración de Bienes (Conab).Meléndez inidicó que los bienes incautados podrían tener un valor de entre 30 y 40 millones de dólares. El fiscal general no descartó encontrar más propiedades en las que el exmandatario podría haber utilizado “testaferros para tratar de encubrir

su propiedad”.Saca, de 53 años, junto a seis de sus colaboradores, afronta un juicio por el desvío de 301 millones de dólares durante su mandato.

El exmandatario, junto a tres de sus colaboradores, aceptó la culpa por los delitos de peculado y lavado de dinero y activos a cambio un juicio abreviado, para reducir a 10 años la pena de prisión a la que está expuesto.

El jueves, Saca reveló detalles de esos delitos que cometió ante el tribunal del caso.Meléndez aseguró que la Fiscalía accedió a un juicio abreviado para Saca, y que hasta este viernes fue aceptado por el tribunal que ventila el caso.“Con el proceso abreviado estamos garantizando una sentencia condenatoria”, sostuvo Meléndez.

Christian Rivera, director del Comité de Operaciones de Emergencia de Quito, declaró al canal estatal de televisión Gama que los trabajos se han centrado “en la identificación de los ciudadanos colombianos y venezolanos, que en su mayoría han fallecido”.“Lamentamos el terrible accidente de tránsito en la vía Pifo-Papallacta que deja 18 heridos y 24 personas fallecidas, hasta el momento”, indicó el alcalde de Quito, Mauricio Rodas.

“Nuestros equipos de emergencia acudieron al lugar para apoyar en las tareas de rescate. Extendemos nuestra solidaridad a las familias”, agregó Rodas a través de Twitter.

HAULOVER BRIDGE REPLACEMENT INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS The Government of Belize (GOB) has received a loan from the Caribbean Development Bank (the “Bank”) in an amount equivalent to US$29,830,000 towards the cost of the Fifth Road Project (Phillip S.W. Goldson Highway Upgrading), and intends to apply a portion of the proceeds of this loan to eligible payments under this contract. Payment by CDB, will be made only at the request of GOB and upon approval

by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

This Project is being implemented by the Ministry of Works (MOW), Project Execution Unit (PEU). A Project Coordinator within PEU is responsible for the day-to-day management of project activities. Engineering Consultants have been retained by MOW to assist with the supervision of the contract.

The MOW (hereinafter referred to as “the Employer”) intends to pre-qualify contractors for the following works under this project: Haulover Bridge Replacement.

It is expected that Invitations to Bid will be issued during the Third quarter of 2018.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and is either: (a) more than 50% beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries, or by a body corporate or bodies corporate meeting these requirements; or (b) owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

All countries are eligible for this opportunity.

The requirements for pre-qualification will include: (a) an average annual turnover (defined as billing for works in progress and completed) over the last five years of United States Dollars (US$) 15.0 million equivalent for civil works; (b) demonstrable cash flow (including access to credit) of US$2.0 Million equivalent; (c) experience as prime contractor in the construction of at least one assignment of a nature and complexity comparable to the proposed project activity within the last five years with a value of at least US$12.0M (to comply with this requirement, works quoted should be at least 80 percent complete). The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Scope of Works. (d) Project Manager with eight years’ experience, five of which have been spent in works of an equivalent nature and scope, including not less than five as a Project Manager.

Eligible applicants may obtain the pre-qualification information documents no later than Tuesday 11 September 2018 by calling, writing, faxing, or by email to the first address below. The request must clearly state “Haulover Bridge Replacement” The documents are available in the English language for a non-refundable fee of US$50.00. Potential applicants who request that documents be forwarded to them are required to submit an account number from a local courier agent, which accepts freight collect charges. The MOW will promptly dispatch the documents but under no circumstances will the Ministry be responsible for late delivery or loss of the documents so transmitted.

Submissions of applications for pre-qualification (one original and two copies) shall be in English and must be received in sealed envelopes, clearly marked “Application to Pre-qualify for Haulover Bridge Replacement”. Applications must be either delivered by hand or by registered mail to the first address below not later than 2:00 p.m. on Thursday 4 October 2018. A copy of the Application for Prequalification should be simultaneously submitted to CDB at the second address below.

The MOW reserves the right to accept or reject late applications or to cancel the prequalification process. The MOW will not be bound to assign any reason for not pre-qualifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the pre-qualification documents.

Belize City, August 10, 2018 Terry Su and Kelly Liu won the 2018 Brodies ‘Strong & Weak’ table tennis doubles championship held by the Belize Table Tennis Association, (BTTA) at Belize Elementary auditorium on Sunday.

Su and Liu advanced by a 3-0 win against Daryl Palacio and Manuel Catellanos, a 3-2 win against Rohit Pagarani and Che Waight, and 3-2 win against Jofny Paguagua and Mihir Karnani in the fourth round.

Second place winners Jofny Paguagua and Mihir Karnani reached the fimals by a 3-1 win over Wilber Tito Bientz and Colin Wu, who took 3rd place.
