YES TO DEVELOPMENT PM to Environmentalists: Poverty cannot be ignored… in the interest of Conservation

While six figure salaried special interest ‘environmentalists’ are busy looking down on development, people in Belize are suffering poverty. The Prime Minister as the Blue Bond will attest is all for conservation. But as many will know by now, the people of Belize are FIRST even before conservation especially if it is taken to the extremes. Development must continue. Yes, the laws of Belize will be respected but the people’s need for jobs and a decent living is paramount under the lens of planBelize and PM Briceño.

Ahead is a reply letter of the PM that gives the Belizean people the assurance that the economy of Belize and jobs are of prime importance to him and the PUP government of Belize.

PRESS RELEASES From Governor General and Prime Minister Belmopan Thursday 8th September, 2022 On behalf of the people of Belize, Her Excellency Dame Froyla Tzalam, Governor General of Belize, expresses deep sorrow and most sincere condolences to the family and friends of Her Majesty Queen Elizabeth II, Queen of Belize and 14 other countries in the realm and the head of the Commonwealth.

The Queen ruled for longer than any other Monarch in British history having just celebrated 70 years earlier this year. She was a much loved and respected figure across the globe. Her extraordinary reign has seen her travel more widely than any other monarch, undertaking many historic overseas visits. Known for her sense of duty and her devotion to a life of service, she has been an important figurehead for the UK and the Commonwealth during times of enormous social change.

The Governor General is requesting that as a sign of respect and mourning that all national flags be flown at half-mast commencing today until the Committal Service for Her Majesty the Queen.

Cabinet Brief Belmopan. 8th September 2022. 9:00 a.m.

The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 6th September 2022. ● Cabinet affirmed its policy decision that no surface mining (strip, open put, mountain top) or any other type of mining activity in the Gales Point Manatee area shall be permitted having regard to the surrounding communities' concerns and given the threats and damages it may cause to the environment, including its extensive and sensitive biodiversity, watershed and other immense ecological systems. ● Cabinet approved the establishment of the National Women’s Commission as a statutory body of the Ministry of Human Development, Families and Indigenous Peoples’ Affairs thus allowing this institution to legally address gender issues and to coordinate all national efforts relating to gender equality, equity and women’s empowerment. ● The Prime Minister reported to Cabinet on his successful trip to Berlin, Germany, where, at the invitation of the technology company Variodin AG, he led a delegation of technical experts on a research and educational visit to have a better understanding of how Belize and the Caribbean region can capitalize and mitigate the growing threat of sargassum to the region’s critical tourism industry. The Prime Minister is seeking technological solutions in managing sargassum, for the production of energy, and based on ongoing research, believes that Variodin’s technology is suited for Belize’s needs in helping to mitigate the sargassum problem. ● Cabinet approved the signing of an Air Transport Agreement between Belize and the State of Qatar, granting the two countries the right to fly across each other’s territory and make stops in each other’s territory and establish scheduled international air services. ● Cabinet gave its approval for the Ministry of Economic Development to sign a memorandum of understanding in connection with the Canada-CARICOM Expert Deployment Mechanism. This mechanism will enable Belize over a period of four years to access up to 29 technical assistance programs free of cost from Canada. These may be utilized to address Belize’s priority needs by supporting institutional strengthening and economic growth through the transfer of skills and knowledge and fostering locally-driven, sustainable solutions that are equitable, inclusive and environmentally responsible. ● Finally, Cabinet wishes all Belizeans a safe and Happy St. George’s Caye Day.

Janelle Chanona Senator for Non-Governmental Organi zations 2358 Hibiscus Street Belmopan Dear Senator Chanona, Re: Letter on Environmental Impact Assessments of August 25, 2022 I received your letter dated August 25, 2022, in which you request to pause all Environmental Impact Assessments currently in process, including hosting of public consultations, until the associated and relevant environmental regulations and laws are appropriately amended and fully realized. The letter stated that this request was being made within the context of the commitments made by the Government of Belize and its agencies under the Blue Bond Agreement.

Because my government is serious about its commitments under the Blue Loan Agreement (BLA) and the Conservation Funding Agreement (CFA) (collectively, the "Agreements"), we have established a Blue Bond (Project Finance for Permanence) Unit within the Office of the Prime Minister to ensure our compliance with our financial and conservation obligations under the Agreements.

Your letter raises questions over such commitments. Even though we are doing all to comply with our commitments, we felt it was important enough that the Unit seeks an opinion from legal counsel on the matter before we responded.

Now having the benefit of such opinion, our legal counsel has reassured us that the Government of Belize is in full compliance with the Agreements both in its letter and in its spirit.

We have been advised that the articles of the Conservation Funding Agreements are both applicable outside the geographic scope of the Belize Barrier Reef Reserve System and are applicable to all new or major development projects in respect of which Environmental Impact Assessment Regulations may be relevant but only in so far as those articles oblige the Government of Belize to ensure that any EIA approvals are granted in adherence to Belize's laws and regulations.

There is no question that my government will ensure that any EIA approvals are granted in adherence to Belize's laws and regulations. It is a clear overreach to suggest that within the context of the Agreements that all EIAs should be "paused".

Conservation and development are not antithetical to one another. In fact, my government believes that our future lies in achieving their congruence through sustainable human development.

We have high levels of poverty in this country. This cannot be ignored in the interest of conservation.

At the same time, we are highly vulnerable to climate change and extreme weather events. We must therefore not only build climate resiliency, but it is also in our interest as part of this global community to support conservation.

As we foster and support sustainable human development, this Government will ensure that any such development will at all times comply with the laws of Belize.

Carnival Returns in Grandeur UDP Upset with Celebrating Belizeans

Imagine a radio show host, telling people that the spending and celebration on September 3rd should not have happened. People were on an elastic and could not wait to go out and enjoy.

A government minister called all celebration ‘freeing the mind.’ After a 3-year hiatus due to the COVID-19 pandemic, the Carnival 2022 road march returned to Belize City streets with all its pageantry, grandeur and splendor last Saturday, September 3.

Three senior bands and 5 Junior bands vied for the title, as they danced and gyrated on a longer route from Neal Pen Road along the Central American boulevard, down Vernon Street and over Belchina bridge into Douglas Jones, across Cinderella Plaza into Baymen Avenue, and Princess Margaret Drive to the Marion Jones Stadium. PROTECTING LIVES AND LIVELIHOOD

T

he idea that development and conservation are at opposing ends is a belief many hold. Yet, it is the position of this government and many others that neither can stand alone. A delicate balance must be struck between the two.

Our people must be allowed to utilize natural resources to work, live and construct. However, this must be done in a sustainable way that will not be detrimental in the long term to future generations. Our growing population has many needs and these include land for houses, farming, and other infrastructure developments that provide employment, mobility, and logistics. Recently, a letter from various conservation groups was sent to the Prime Minister. In this letter, it is alleged that the present government is acting illegally by allowing the resubmission of Environmental Impact Assessments.

This letter urges the government to stop all EIAs currently in the process until the revision and implementation of relevant regulations in the context of the commitments the government has made under the Blue Bond Agreement. The Prime Minister has responded that the government under his administration will follow the rule of law at all times. He elaborated on the legal opinion government sought in relation to the allegations. This legal opinion has found that the Government of Belize is in complete compliance with the Agreement in both letter and spirit. GOB recognizes the responsibility it has to conserve the environment but also highlights the responsibility it has to Belizeans.

The poverty rates among Belizeans are still extremely high and the government cannot choose to address one issue to the detriment of the other.

Belize, like most countries in the region, struggle with maintaining a balance between conservation and development. We are urged to maintain high levels of environmental protection to offset the carbon emissions and other environmental damage that more developed nations, even now, continue to produce. These firstworld countries who traded their environmental integrity for development decades ago, now tell us that we must forgo our own development to help save Mother Earth. While we must now do our share, and theirs... it must never be at the cost of the lives and livelihoods of Belizeans.

Recientemente, varios grupos conservacionistas enviaron una carta al primer ministro. Este dictamen jurídico ha determinado que el Gobierno de Belice cumple plenamente el Acuerdo, tanto en su letra como en su espíritu. El GOB reconoce la responsabilidad que tiene de conservar el medioambiente, pero también destaca la responsabilidad que tiene con los beliceños.

Los índices de pobreza entre los beliceños siguen siendo extremadamente elevados y el Gobierno no puede optar por abordar una cuestión en detrimento de la otra.

Belice, como la mayoría de los países de la región, lucha por mantener un equilibrio entre conservación y desarrollo. Se nos insta a mantener altos niveles de protección medioambiental para compensar las emisiones de carbono y otros daños medioambientales que las naciones más desarrolladas siguen produciendo incluso ahora. Estos países del primer mundo, que hace décadas cambiaron su integridad medioambiental por el desarrollo, nos dicen ahora que debemos renunciar a nuestro propio desarrollo para ayudar a salvar la Madre Tierra. There was none of the grenades thrown or any other violence that had marred previous years.

After final judging on the running track at the Marion Jones, the judges announced the winners. In the senior band competition, Soca Moca scored 1105pts for 1st prize, 2nd prize winners - Mother Nature’s Creations scored 1001pts, and 3rd prize went to Trenchtown Masqueraders with 901pts. In the Junior band competition, Soca Massive won 1st prize with 924 pts, 2nd prize went to Jump Street Posse with 900 pts, and 3rd prize went to the Collet Royal Revellers with 894 pts.

In the senior Carnival King and Queen contest at the Civic Center, Mother Nature’s Creations won 1st prize for both King – 1224 pts and Queen - 1274 pts.

Trenchtown’s Queen took 2nd prize with 1237 pts, and Soca Moca’s Queen won 3rd prize with 1231 pts. for third prize.

Soca Moca’s King won 3rd prize with 1214 pts, and Trenchtown’s King took 3rd prize with 1114pts.

In the Junior category, Soca Massive’s Queen Crayola won 1st first prize with 1211 pts, Jump Street Posse’s Queen “Joy” took 2nd prize with 1186 pts, and Collet Royal Revellers’ Queen “Goddess of Peace and Hope” took home 3rd prize with 1159 pts. Her seven decades as Queen and Head of the Commonwealth can best be described as remarkable in the midst of these turbulent times.

Her life of faithful service will never be forgotten by Belizeans, especially those involved in the scouting movement which she served as patron.

National Forensic Science Service Receives First-of-its-Kind Laboratory Equipment in Belize

September 7, 2022 - Today, the Ministry of Economic Development handed over a Thermo-Scientific TSX Series High-Performance Laboratory Refrigerator for evidence storage and a Handheld Portable Fourier Transform Infrared (FT-IR) Spectrometer for rapid field identification of liquid and solid chemicals to the National Forensic Science Service (NFSS) through the Ministry of Home Affairs and New Growth Industries.

The equipment has a total value of BZ$146,000 and was purchased from EPROLAB, which will also be providing technical training to the forensic science practitioners at the NFSS on its proper usage and basic maintenance.

The procurement of these items is a direct contribution from the BZ$60-million-project titled Belize Integral Security Programme (BISP), which is funded by the Central American Bank for Economic Integration (CABEI) and geared towards strengthening citizen security through investments in infrastructure and equipment of the public institutions that are responsible for national security.

Other initiatives under the programme earmarked for the NFSS include a pre-investment study on the needs and design of a new forensic laboratory and the advanced instrumentation to make it operational; a functional forensic morgue to support medicolegal death investigations; two refrigerated mortuary transport vehicles (coroner’s vans), and other necessary laboratory/medical equipment. This then brings projects allocated for the National Forensic Science Service to a total of BZ$7,106,000 through the BISP. Present for the handing over of equipment were Hon. Kareem Musa, Minister of Home Affairs and New Growth Industries; Dr. Osmond Martinez, Chief Executive Officer for the Ministry of Economic Development; Mr. Gian Cho, Executive Director for the NFSS; and Mr. Elvis Requena, Project Coordinator for the Belize Integral Security Programme.

World Suicide Prevention Day 2022

On September 10, the Ministry of Health & Wellness will join the global community in observing World Suicide Prevention Day. The day focuses on the issue of suicide and efforts to reduce stigma and raise awareness among government, organizations and the public around a singular message - that suicide is preventable. It is also a time to reflect on the social stigma attached to mental health disorders which is known to discourage persons from seeking help and can ultimately lead to suicide.

This year’s theme, “Creating Hope Through Action” is a reminder that there is an alternative to suicide and aims to inspire confidence and light in all of us; that our actions, no matter how big or small, may provide hope to those who are struggling.

The World Health Organization (WHO) estimates that globally 703,000 people a year take their life.

For every suicide, there are likely 20 other people making a suicide attempt and many more who have serious thoughts of suicide. Millions of people suffer intense grief or are otherwise profoundly impacted by suicidal behaviours.

The ministry is inviting the public to participate in key events organized to observe the day: • Raising of the World Suicide

Prevention Day Flag in all districts on September 9.

• Lighting a candle near a window on September 10 at 8:00 p.m. to show support for suicide prevention and to remember a loved one lost to suicide as well as survivors.

Other activities include media campaigns, walk-a-thon, educational sessions, health fairs, candlelight vigil, and wearing yellow on September 8 as a symbol of support and promoting awareness.

The Ministry of Health & Wellness reminds the public that attempted suicide is not a crime as it was decriminalised in 2001. Therefore, persons needing help should reach out. The ministry encourages all to change the narrative around suicide by promoting hope to create a more compassionate society so that those in need feel more comfortable in coming forward to seek help.

Preventing suicide is often possible and we can be key players in its prevention. By learning the warning signs, listening without judging and providing a support system during a suicidal crisis or to those bereaved by suicide, we all can play a role no matter how big or small. We can make a difference to someone in their darkest moments through our actions.

Suicide Prevention Day was established in 2003 by the International Association for Suicide Prevention in conjunction with WHO.

“As I stood paying my respects at the The Memorial to the Murdered Jews of Europe, also known as the Holocaust Memorial, in Berlin, my thoughts were on our Belize and our national pride as a multicultural nation.

This visit is particularly pointed as home we begin to celebrate our national identity and all that is Belize and Belizean.”

The Holocaust Memorial to the Jewish victims of the Holocaust was designed by architects Peter Eisenman and Buro Happold. The Memorial to the Murdered Jews of Europe, also known as the Holocaust Memorial (German: Holocaust-Mahnmal), is a memorial in Berlin to the Jewish victims of the Holocaust. It consists of a 19,000-square-metre (200,000 sq ft) site covered with 2,711 concrete slabs or "stelae", arranged in a grid pattern on a sloping field. The original plan was to place nearly 4,000 slabs, but after the recalculation, the number of slabs that could legally fit into the designated areas was 2,711. The stelae are 2.38 m (7 ft 9+1⁄2 in) long, 0.95 m (3 ft 1+1⁄2 in) wide and vary in height from 0.2 to 4.7 metres (8 in to 15 ft 5 in). They are organized in rows, 54 of them going north–south, and 87 heading east–west at right angles but set slightly askew. An attached underground "Place of Information" holds the names of approximately 3 million Jewish Holocaust victims, obtained from the Israeli museum Yad Vashem.

Building began on 1 April 2003, and was finished on 15 December 2004. It was inaugurated on 10 May 2005, sixty years after the end of World War II in Europe, and opened to the public two days later. It is located one block south of the Brandenburg Gate, in the Mitte neighborhood. MIDH In Toledo

September 2 - The Ministry of Infrastructure Development and Housing (MIDH) informs the public of its road repairs action plan to improve roads in the Toledo District affected by inclement weather and have been further damaged with continued usage by heavy vehicles over the past few days.

Senior technical staff met this morning to develop an action plan which has been approved for immediate implementation. The action plan involves mobilizing three road engineers from Belmopan along with road maintenance operators and equipment from the MIDH Stann Creek Road Maintenance Unit.

This team will mobilize today to Toledo for seven days in the first instance to

address eleven roads identified for immediate repairs. The team will partner with five suitably equipped road contractors who will complement the efforts to restore adequate access to the identified roads. These are: 1. Boom Creek Road 2. Conejo Road - Sunday Wood 3. Sunday Wood - Crique Sarco 4. Sunday Wood - Corazon (bypass 5. Corazon Road - Otoxha – Dolores - Machakilha 6. Santa Cruz - San Jose Bypass 7. Santa Teresa – Mabil Ha - San Lucas - Corazon 8. San Antonio - Crique Jute - San Jose.

THE BELIZE TIMES 2022 Onboarding Handbook Training for Public Officers September 2, 2022 - The Ministry of the Public Service, Constitutional and Political Reform and Religious Affairs hosted a three-day training workshop for administrative officers and administrative assistants, which introduced an Onboarding Handbook for the Belize Public Service.

Formal induction training has been pending in the Belize public service for years. With the onboarding handbook, public officers will now have access to a comprehensive process that provides an induction into the public service and opportunities for coaching and mentoring. The handbook is essential in guiding inductors to provide a standardized process for new entrants into the public service. The induction process will familiarize new employees with their conditions of service and the culture and values of the public service and their respective ministries/departments.

The Ministry of Public Service is responsible for conducting induction training for new entrants into the Belize public service. A training schedule will be developed, and public officers hired within the last year minimum will be inducted into the service using a face-to-face methodology.

This onboarding handbook was created by the Training Unit of the ministry in collaboration with its senior management team and will be circulated throughout the public service.

Establishment of the Good Governance Unit

Under the previous administration, the people of Belize felt that they have been living in a nation that is corrupt and unrepresentative of the people. This was shown on social media, in news outlets and most importantly, at the polls on November 11, 2020. A government was selected that campaigned on Good Governance and Reform principles to eliminate corruption and make the government more accountable. From the transformation of government, changes have been made to deliver on these promised principles. The latest initiative is the establishment of the Good Governance

Unit.

The Good Governance Unit’s Core Values are Transparency, Accountability, Effectiveness & Efficiency, Equity and Inclusiveness, Consensus Oriented, Participatory, Rule of Law and Responsiveness.

Its goals are the following: 1. To be the Secretariat of the People’s Constitutional Commission 2. Increase public awareness in the process of Good Governance and Development Initiatives to increase active citizenship and participatory democracy 3. Increase the level of transparency and accountability across all ministries in the government of Belize.

4. Forge meaningful relationships between civil societies and the Government 5. Implementation of Good Governance Initiatives passed by the Cabinet 6. CR X-ray readers and Medical Imaging System for Western Region Hospital Ambassador David Kuan-Chou Chien had the pleasure to be invited by Hon. Kevin Bernard, Minister of Health and Wellness of Belize to attend the handover ceremony of CR X-ray readers and Medical Imaging System for Western Region Hospital, under the Project for Strengthening Medical Imaging Systems between Belize and Taiwan. By promoting the project, we hope to assist the government of Belize to improve the facility of public health and benefit the people of Belize.

He expressed his excitement in becoming the High Commissioner of Barbados to Belize and the future work he hopes to accomplish in partnership with the country of Belize. H.E. focal point of discussion was CARICOM’s Justice and Reparation movements. One of these movements is to establish reparations and justice commissions throughout the CARICOM.

These discussions tied in with the motion, entitled “Reparatory Justice for the Trans-Atlantic Slave Trade and Slavery in British Honduras”, that Deputy Prime Minister, Hon. Cordel Hyde tabled to the House of Representative in October 2021. In this motion, he stated “Now, therefore, be it resolved that this honorable House debate the issue and take the unanimous decision that, one: the Government of Belize is morally, legally and ethically obliged on behalf of the former slaves and the descendants of Belize, then the British settlement in the Bay of Honduras, to present the appropriate case in the United Kingdom to determine whether as a matter of law, the United Kingdom is liable for the unlawful seizure, transportation and subsequent enslavement of African people in Belize under British colonial rule up until 1833 and to receive the appropriate reparations from Britain.”

H. E. reiterated that Belize can reinforce the reparations movements as it is a country which is rich in unique indigenous history that was immensely impacted by colonial powers and slavery injustice. The members of the Commission were pleased with being offered the opportunity to work closely with H.E. David Comissiong on such an important task.

Hon. Henry Charles Usher strongly supported the reparations movement and encourage the Belize commission members to establish themselves so that reparation education and lobbying can begin in our country.

Belize Defence Force Senior Officer Conference 2022

The Belize Defence Force (BDF) in coordination with the Ministry of National Defence and Border Security held its annual Senior Officers Conference from August 30 to September 1, 2022, at the Colonial Hotel in Hopkins village, Stann Creek District.

During the event, the BDF High Command reviewed the challenges, initiatives and achievements realized during the last year and set goals as the benchmark for a more dynamic administration, maintenance and operations of the force within the budget allocated for the coming year.

Present at the conference were Hon. Oscar Mira, Minister of State in the Ministry of National Defence and Border Security; Brigadier General Ret'd Dario Tapia, Chief Executive Officer in the ministry; Brigadier General Asariel Loria, Commander Belize Defence Force; Mr. Salvador Alas, ministry’s Finance Officer; Commanding Officers of the BDF; and senior staff in the minister.

Ministry of Sustainable Development Hosts Stakeholder Consultation in Placencia September 4, 2022 - The Ministry of Sustainable Development, Climate Change and Disaster Risk Management held a stakeholder consultation with the Placencia Village Council, the Placencia Tour Guide Association, and the Southern Environmental Association (SEA) on strengthening cooperation for improved management of the Laughing Bird Caye National Park.

The Government of Belize and SEA co-manage the Laughing Bird Caye National Park, a UNESCO World Heritage Sub-Site that provides a habitat to an abundance of marine life and bird colonies, such as the Laughing Gull from which this caye gets its name. Of recent, this site has suffered from increased threats as well as the impacts of climate change including increased erosion of its shoreline.

This stakeholder consultation was a part of the ministry’s initiative to improve protected areas management via the formalization of co-management agreements. It is also focused on enhancing community engagement, enforcement, and benefits to local communities and stakeholders from buffering sites.

Joining Minister Habet were teams from the National Biodiversity Office and the Forest Department, which are charged with rolling out these initiatives and identifying opportunities to scale up protected areas management in Belize.

Minister Habet expressed his commitment to ensuring that the current impacts of climate change on the island are alleviated by utilizing a proactive multi-agency approach to halt the current rate of loss to this prime tourism destination within the southern district.

BLPA to Implement Model Farms Countrywide

On August 29, 2022, the Ministry of Economic Development in conjunction with the ministries of Sustainable Development, Rural Transformation and Agriculture met with the Belize Livestock Producers Association (BLPA) to discuss a climate change adoption approach for the cattle industry that is aligned with the Nationally Determined Contribution- Belize.

In 2018, the BLPA piloted a project funded by the Inter-American Development Bank to enhance livestock productivity and resilience to climate change in Belize.

This project, through the establishment of model farms, tested some climate-smart livestock technologies such as the use of water-stress tolerant grasses and legumes, the promotion of forage conservation strategies (silage), the strategic supplementation of cattle that uses local feed resources and multi-nutritional blocks, and the application of water harvesting technologies, among others. These technologies showed significant positive results, that if implemented on a national level, will positively impact the livestock industry, not only creating resiliency but increasing livestock productivity.

In keeping up with its mandate, the livestock industry developed a five-year

Hon. Christopher Coye Presents at ECLAC Regional Forum On September 2, 2022, Hon. Christopher Coye, Minister of State in the Ministr y of Finance, Economic Development, and Investment, made a presentation at a roundtable on climate finance with an emphasis on the energy transition in Latin America and the Caribbean at the UN Economic Commission for Latin America and the Caribbean (ECLAC) Regional Forum on Climate Initiatives to Finance Climate Action and the Sustainable Development Goals. Minister Coye participated virtually at the event, which was held in Santiago, Chile.

In his presentation, Minister Coye spoke about the challenges that a small vulnerable countr y facing compounding risks and cumulative impacts from past, present and anticipated global threats must constantly account for whether planning for progress or making contingency plans for the risks faced.

The minister used Belize’s Blue Bond experience to highlight the critical need for partnerships with organizations such as The Nature Conser vancy and the US Development Finance Corporation. He also emphasized that “critical for this partnership coming together was Belize’s globally recognized commitment to protecting the environment as well as our government’s commitment to put our financial house in order with a demonstrated adherence to its homegrown fiscal and economic plan. Belize’s unwavering commitment to its homegrown plan, which included difficult fiscal consolidation measures in the immediate term such as public wage and other expenditure cuts, gave credibility to our intentions and plans, which was acknowledged and endorsed by the IMF, and which in turn grounded our negotiating position with our commercial bondholder counterparts. This was crucial to the successful negotiation of the transaction.”

Kenrick Williams, CEO for the Ministry of Sustainable Development; Mr. Valentino Shal, CEO for the Ministry of Rural Transformation; and Dr. Victoriano Pascual, Acting Chief Agricultural Officer for the Ministry of Agriculture. Discussions are underway with the possibility to upscale the project and implement model farms countrywide.

HOW NATIONAL MSME POLICIES HELP ME The Belizean Entrepreneur: How will I Pay for my Business?

It takes money to make money…but where do I get something to get started with?

At the MSME Roadshow launch a few weeks ago, banks, credit unions, the DFC and even the Central Bank of Belize were asked about their “small business finance” programmes and products which now seem to be geared towards, green, blue, orange economy subsectors which refers to: environmentally conscious, marine-related and creative/cultural industries respectively. Women-led businesses are also a segment for which low interest financing is available.

Interestingly, the Central Bank indicated that it is working on a system they call the “Switch” so that businesses won’t need to have a different machine for every individual bank. Nowadays, entrepreneurs can also use facilities such as online banking and digital wallets, so the options are growing. Having easy-to-use and affordable payment and collection systems is important for offering customers convenience and for ensuring security for the vendor. Regarding affordability, a system for credit score rating is currently being set up, so once I build up a solid credit history for myself, I can apply more easily for larger and low interest rate financing for my business.

It is clear from the Roadshow experience I had that BELTRAIDE remains committed and available to continue to help me and other small businesses to get the information we need to be able to access opportunities and to grow. In the meantime, I have heard that other actions are being taken to improve access to finance, these include: • Earmarking of 40% of loan funds for MSMEs, of which 60% is to be earmarked to women. As a young female entrepreneur this will surely be helpful for me to tap into.

• Establishment of a Secured Transaction and Collateral Registry • Enactment of legislation to establish a National Credit Reporting System • Affirmative action for MSMEs providing the opportunity to bid for and to obtain at least 20% of government procurement • Updating the definition of what business qualifies as an MSME, which will expand opportunities to even more micro, small and medium enterprises.

These are just a few of the initiatives that I feel will positively impact my business efforts and this encourages me to look forward to, plan, seek resources and information from BELTRAIDE and partner organizations that are working at creating and enabling a positive climate for entrepreneurs, with a special focus on increasing support for the success of youth and women led enterprises.

CÓMO ME AYUDAN LAS POLÍTICAS NACIONALES DE MICRO, PEQUEÑAS Y MEDIANAS EMPRESAS (MiPyME) El empresario Beliceño:

Como podre pagar para crecer mi Negocio? ¿Se tiene que invertir para aumentar el dinero….pero como puedo obtener dinero como un comienzo?

En el lanzamiento del espectáculo itinerante nacional para MiPyMEs (National MSME Road Show) hace algunas semanas, se les pidió a los bancos, cooperativas de crédito, la Corporación de Desarrollo Financiero e incluso al Banco Central sobre sus programas y productos de "financiamiento para empresas pequeñas", los cuales ahora están orientadas en el apoyo de las áreas de la economía verde, azul y naranja; estas áreas se refieren a las industrias consciente del medio ambiente, relacionadas con el mar y creativas o culturales, respectivamente. Las empresas con liderazgo de mujeres también son un sector para el cual hay disponibles las oportunidades de financiamiento con bajo interés.

Curiosamente, el Banco Central está desarrollando un sistema que llaman el "Interruptor" (Switch en inglés) para que las empresas no necesiten mantener máquinas de punto de venta de cada banco individual. Hoy en día, los empresarios también podemos utilizar servicios de pago como la billetera digital, la banca en línea, los sistemas de pago en línea y otras opciones. El tener sistemas para hacer y recibir pagos eficientes y económicos, el poder ofrecer sistemas convenientes para los clientes y seguridad para los proveedores, son cosas importantes para un negocio eficaz. De hecho, también están estableciendo un sistema para la calificación de puntaje de crédito, por lo que una vez que construya mi reputación crediticia, puedo solicitar más fácilmente un financiamiento más grande y asequible para mi negocio.

Al haber tenido la experiencia de asistir al Road Show, se me hizo obvio que Beltraide ha hecho un pacto de continuar apoyándome y a las otras pequeñas empresas para obtener la información que necesitamos para poder acceder a oportunidades y para desarrollar. Estas son algunas de las iniciativas que creo que tendrán un impacto positivo en mis esfuerzos comerciales y esto me anima para mirar hacia adelante, planificar y buscar recursos. También me anima a pedir más información de Beltraide y las organizaciones asociadas que están trabajando para crear un clima positivo para los empresarios, con un enfoque especial de aumentar el apoyo para el éxito de las empresas dirigidas por jóvenes y mujeres.

THINK ABOUT IT IF PRESIDENT COMES TO BELIZE The President of Rwanda, Paul Kagame, is to a visit our beloved country. This would be a historic first for our nation, as no president from the continent of Africa has ever come this way.

Rwanda is one of fifty-four countries in Africa. It is situated in the east of the continent. It is almost on the equator, is long-locked and is bordered by the Congo, Uganda, Tanzania and Burundi. The population is thirteen million and their gross domestic product is 10 billion U.S. dollars.

Rwandans are two main ethnic groups or tribes: The Tutsi and the Hutu.

The second largest ethnic group in our country are creoles. Creole’s ancestors are from west Africa, in particular from Ghana and Nigeria.

One of the main ethnic groups in Nigeria are the Eboes. Eboes were so significant in Belize that the area from South Street, Wagner’s Lane, Berkely Street, Albert Street West and Racecourse Street was known as Eboe Town. They had their “long barracks” type houses built in that area.

Eboe Town burnt down in 1819. Was apparently rebuilt as there were references to “Eboe Town” in 1829 and again in 1850.

So, Belize has DNA heritage to Africa. Much public education needs to be undertaken to allow our young generation to more clearly understand things that need to be understood.

President Paul Kagame has an impressive history. He was a senior military figure. He helped bring stability after the horrific massacre of almost a million civilians in the genocide in 1994 between Hutu and Tutsi.

He took charge of his country in 2000 and has been reelected by a huge margin.

President Kagame’s visit can be educational. We understand he will even address the students and faculty of the University of Belize during his visit.

We want to respectfully urge the Mayor of Belize City, Bernard Wagner, to present the keys to Belize City to President Kagame and for the section of Chetumal Street stretching to the roundabout on George Price Highway to be renamed President Paul Kagame Boulevard.

Big respect is due to Prime Minister John Briceño, who extended the invitation to President Kagame. Rwanda is no oil-rich, Middle East country; so, for a small, tiny nation, Belize is on the right track of cementing friendship and ties with as many foreign countries as possible, especially those nations with historic and blood relationship to Belize.

CARNIVAL WAS HUGE Carnival 2022 was a smash hit.

Much anticipated, the carnival revelers delivered much and more. Full of life, full of colors, full of energy and an uplifting spirit; the ladies and a few men really hyped up Belize City. Belizeans by the thousands lined the route and, just about everyone at home, glued their eyes to the television coverage.

Earlier Saturday morning, another huge crowd took part in J’ouvert.

Watching the images of both events, the words of a song came to mind.

“We’re gonna dance to Jah music, dance. Forget your troubles and dance. Forget your sorrows and dance. Forget your sickness and dance.

Forget your weakness and dance.” from “Dem Belly Full But We Hungry” by Bob Marley.

Congrats to the several winners, congrats to all the participants, their sponsors and supporters.

Carnival is the flagship of the September celebrations. No other single event on the program can rival this extraordinary display of talent, creativity and energy.

There is mention that some of the dancing is bordering on vulgarity and slackness. So we kind of need to tone that down, but in the Bible, the great King David was so delighted to have finally brought the Ark of the Covenant to Israel that he joined in the celebrations and the dancing and the carnival. In the Old Testament, 2 Samuel chapter 6 verses 14 onwards, it seems that David was dancing “sleck”, vulgar to the extent that his private was on display.

Amen.

ISRAEL Speaking of King David and Israel, it is our view that modern day Israel is not the Israel that God had loved in the Bible.

Modern day Israel is a brutal and blood thirsty nation. The recent shooting death of Palestinian journalist, Shireen Abu Aqleh, by an Israeli soldier is nothing short of disgraceful. It is just the latest in a long series of brutality against Palestinians.

WATERLOO The owners of the shipping port at Yarborough have a problem.

It is a huge, humongous dredging problem. They cannot find a suitable location as to where to dump thousands of pounds of mud and sea bed material.

Their first proposal two years ago ran into heavy storm from fishermen, Belizeans and environmental groups. That written proposal was rejected by the Environmental agency of the government. Because Waterloo Company proposed to dump the tons of material right back into the open, pristine ocean with no regards for the fishing grounds, the multitudes of sea life, coral formations and the one and only fantastic Barrier Reef of Belize.

It was an incredible, audacious, arrogant proposal and was quite correctly and laudably rejected by one and all.

The law allows a developer/investor whose initial proposals are not accepted, to appeal or to wheel and come again. Waterloo, the company proposing to develop a tourist cruise terminal at the Port, which they presumably own, has wheeled, maybe even dealed and they sure came back again.

Last Thursday night, the company assembled its spokespersons for a consultation with the residents of Port Loyola community. It was sad to witness how overpowered and out-gunned the few residents were.

Waterloo spokespersons claimed they will be providing 2,500 jobs with preference to residents of Port Loyola. We don’t know if that is a marketing strategy or whether it is in black and white in the proposals. It raises lots of questions that need to be answered.

A “How To Lie With Statistics” tactic was employed. An emoji-like image was flashed at least three times during the presentation, seeming to say 94 percent of persons in Port Loyola support the project. What was actually done was some 400 questionnaires were handed out by Waterloo. Of this, some two hundred plus responded, agreeing with whatever was on the questionnaire. Two hundred persons do not even amount to 10 percent of the thousands of residents living in the depressed community of Port Loyola.

Of the dredging, the incredible, new proposal is that the tons of material will be dumped right along the shore on the southside of Belize City. They call it near-shore dumping. The proposal is to build a wall in the sea and create an enclosure to hold the awesome quantum of dredged material.

What will happen when next we get a visit from another hurricane in this climate changing planet. We need to hear from our environmentalists. There was a brave engineer who skyped in with serious questions on the soundness of this wall/containment. We, the tv audience are not sure of the far away response by some “expert” Waterloo had on standby in Europe.

Waterloo has a big problem.

ATTORNEY GENERAL’S MINISTRY VACANCY NOTICE September 7, 2022 - Today, the Ministry of Health & Wellness joins field epidemiologists worldwide to celebrate World Field Epidemiology Day under the theme, “Empowering Field Epidemiologists for Stronger Health Systems.” A global movement celebrated yearly, the day recognizes and raises awareness of the vital role of field epidemiologists in protecting the health of populations and advancing global health security.

A delegation of seven health professionals from the ministry is currently participating in the 11th TEPHINET (Training Program in Epidemiology and Public Health Interventions Network) Global Scientific Conference in Panama City from September 4 to 9, 2022. TEPHINET is the global network of Field Epidemiology Training Programs (FETPs) geared to empower and strengthen the technical expertise of field epidemiologists to improve disease surveillance.

Belize was invited to participate in the conference through the submission of three FETP abstracts. The ministry congratulates Mr. Jesse Chun, Senior Biostatistician and Resident FETP (advanced); Mr. Aldo Sosa, Acting Central Medical Laboratory Director and Resident FETP (advanced); and Dr. Joshua Canul, Medical Officer II and Surveil-

lance Focal Point for San Pedro and FETP frontline graduate, on their submissions chosen from a very vast pool of abstracts submitted from across the world to TEPHINET. Ms. Myra Fernandez, National Surveillance Officer at the ministry, shared that “We are all proud of the successes of the graduates of Belize FETP as it enhances the response capacity of the country to public health threats and also enhances the epidemiologic workforce capacity.”

The Regional Field Epidemiology Training Program (FETP) was introduced to Central America in 2000 with support from the United States government under the Centers for Disease Control and Prevention, to strengthen surveillance and outbreak investigation in countries affected by hurricanes Mitch and George, which affected the region in 1998. The first basic level FETP was piloted in Belize in 2010.

Eulogy

Clifford Alexander Baptist (1934 -2022)

By Hon. Gilroy Usher, Port Loyola Area “Life is short. There is not time to leave important words unsaid.”- Paulo Coelho Clifford Alexander Baptist aka Fish, Baca, or Pescado, 88 years, was born August 2nd, 1934 to Mr. Hubert Baptist and wife, Mrs. Clavia Baptist in the village of Bermudian Landing in the Belize District and the only child of that union.

Clifford attended St. Isabella R.C. School in the village with his four siblings Cleveland, Raymond, and Norma Lord and Eva Baptist. Cleveland, Raymond, and Norma were the first three children of his mother from an earlier relationship. Eva Baptist was the first child of his father from a previous relationship.

From his teenage years Clifford was always well-dressed and with a special attraction for ladies. It was therefore no surprise that soon after he graduated from high school, Clifford captured the heart of Miss Edna Garbutt, a beautiful young lady from the village Blackman Eddie in the Cayo District. After a brief courtship the couple got married in Bermudian Landing. That union produced four children Joyce, Elsworth, Kirk, and Rigel Baptist. The family had an adopted son, Ronnie “Bolo” Baptist.

Clifford Baptist had five other children. Those children are Luke and Godfrey Baptist from Lemonal, Errol Baptist of Double Head Cabbage, and Harry and Jude Baptist in the USA. In traveling as a boy with my uncle from Bermudian Landing to Belize City, the truck picked up a beautiful lady. Clifford quickly struck a conversation with the passenger. He eventually said to the lady, “I would like to be the water boy or handyman at your house.” At that point I said to myself “My uncle. My uncle.”

After finishing high school Clifford took interest in carpentry and, later, became known as a reliable builder in his community. As a member of the Baptist Church that was being developed by American Missionary Pastor Parson, Clifford was given the contract to build the Baptist Church and

later the Baptist Missionary house followed by the Baptist School in the village.

Those three buildings were his landmark achievement as a building contractor.

When he was not engaged in construction work, Clifford worked as a farmer with his sibling to support his family.

Clifford got his first opportunity to travel to the United States in 1968 with the Baptist missionaries. He however remained in the United States only briefly and returned to Belize.

On his return to the country, Clifford used the knowledge he gained abroad to uplift himself and his family as a grocer, a hunter, building contractor, logger of mahogany, and, later, as a commercial farmer with rice, beans, pigs, and cattle.

Clifford Baptist was an ambitious person. He was always dedicated to pursuing his dreams including providing his family with the best possible life despite many challenges and setbacks along the way.

Clifford showed his commitment to his dreams repeatedly. After a good season as a logger, he built his own house in the village and opened a grocery store. A few years later, he suffered a huge financial lost, when many of his logs were lost at sea due to a huge unexpected flood.

Clifford used the unfortunate incident as a learning experience to rebound with logging. Later, he suffered another huge financial lost when an unexpected flood destroyed acres of his beans and rice. He rebounded from those losses, ventured into the rearing of pigs, and, later, built a large pasture in his home village.

In 1977, at age 43, Clifford Baptist migrated to the United States. A few years later he was joined in America by his children Elsworth, Joyce, and Kirk Baptist.

Clifford Baptist was a disciplinarian and a person who believed in the value of hard work and a good education. He made every effort to raise his children with those values.

Clifford did not tolerate misbehavior from children; he taught his children as well as his nephews and nieces to work hard and smart to uplift themselves, and he provided his children with all their necessary school supplies.

As a boy around 10 years my uncle, Clifford gave me a good whipping with all good intentions for stealing a watch from his room, when I was sent there on an errand. From then it registered on my mind that stealing the property of others was wrong and should not be done by anyone.

Despite a long working day, Clifford Baptist always found time to check on his children’s schoolwork with his belt nearby. Whenever Elsworth, Kirk, or Joyce made the same mistake repeatedly, the belt did the talking and the mistake was not repeated again.

In their primary school days Clifford’s children were upset when he whipped them with a belt to get them to focus on their schoolwork. Today, however, those children are thankful that their father did not allow them to neglect their

Clifford Alexander Baptist (1934 -2022)

Clifford Baptist was a community activist. As the Chairman of Bermudian Landing, he organized a number of sporting events, dances, cleanup campaigns, and meetings with the villagers and Fred Hunter the then Area Representative to uplift the community.

One of the greatest horse races at the racetrack in Double Head Cabbage featured Tight Fit for Clifford Baptist vs. a horse for Mr. Pratt from St Paul’s Bank.

In the buildup to the six-furlong race, Mr. Pratt said that his horse would defeat Tight Fit so badly that it would be called Sleck Fit afterwards. The day of the race huge bets were on the line; the track was rather silent as the two horses galloped neck and neck for the first three furlongs; then the crowd burst with joy as Tight Fit for Clifford Baptist gradually increased its lead over its rival by half length, then a length, to win the race by at least three lengths.

For years many villagers remember the great fundraising and the extraordinary fun Belizeans from near and far had, when as Chairman of his village Clifford Baptist took the gamble and invited Bameki Bandula the hottest band in Belize in those days for a village dance.

A lover of his country, Clifford had strong political views. He supported the Opposition National Independence Party (NIP) for many years, and later campaign for accountant and independent candidate Leslie Day, who was unsuccessful in his bid to unseat Fred Hunter, the veteran Area Representative for Belize Rural North.

Clifford was also a caring person, liked his parents for many years, he offered lodging at his home to families from the village of Lemonal, who had to spend the night in Bermudian Landing to take the morning truck to Belize City.

Clifford was gainfully employed in the United States until he met the retirement age. He continued living in the USA until the Lord took him home on August 13, 2022 at the age of 88.

Clifford Baptist is predeceased by his parents Hubert and Clavia Baptist, his four siblings, and his nephew Herbert Blades.

He is survived by his wife Mrs. Edna Baptist in Bermudian Landing and his ten children already listed.

Clifford Baptist is also survived by his grandson Shane Baizar, several nephews including Hon. Gilroy Usher, Mr. Norman Usher, and Elvis Lord and many other relatives and friends.

Clifford Baptist was a loving father, husband, grandfather, great grandfather, uncle, nephew, friend, and community activist. He will be sadly missed.

Sleep in peace uncle Clifford until we all meet again.

Gender Responsive Engagement Strategy & Action Plan for the Fisheries Department and CZMAI August 26, 2022 - The Government of Belize, through the Ministry of Blue Economy and Civil Aviation (MBECA) in collaboration with the Food and Agriculture Organization of the United Nations (FAO) Representative for Jamaica, The Bahamas, Belize, and Belize's National Designated Authority to the Green Climate Fund (GCF), has organized a consultation for the Gender Responsive Engagement Strategy & Action Plan for the Fisheries Department and Coastal Zone Management Authority and Institute. The discussion is a deliverable of the GCF readiness project entitled, Enhancing Adaptation Planning and Increasing Climate Resilience in Belize's Coastal Zone and Fisheries Sector.

The proposed gender strategy seeks to enable the inclusive and collaborative approach to climate change adaptation planning and support the inclusion of traditionally underrepresented groups in adaptation planning, decision-making processes, and active participation and implementation of climate adaptation actions on the ground.

The main objectives are to: 1. Conduct a gender analysis to identify and analyze gender issues relevant to the Fisheries and Coastal Zone Program. The consultation took place on July 22, 2022; 2. Develop a gender strategy and action plan; and 3. Develop a gender-sensitive monitoring & evaluation framework.

PUBLIC NOTICE Public Utilities Commission (PUC) In exercise of the powers conferred upon it by the Electricity Act, (1992) Chapter 221 of the Laws of Belize and all other powers thereunto, the Public Utilities Commission (PUC; the Commission) hereby notifies the general public of its intent to create a modern electricity licenses and consent regime. In this regard the PUC will garner input from Interested Parties as the Commission moves ahead in making subsidiary legislation on the granting of licences to conduct certain Electricity Activities.

Summary of proposed licensing for Electricity Activities: The regime considers various categories of activities undertaken in electricity generation, transmission and supply, the legal and regulatory provisions applying to those categories, and the appropriate types of licences or exemptions for each category. a) The Licence & Consent regime seeks to address licensable and non-licensable activities. Any activity falling within the definition of generation, transmission and supply of electricity must be licensed and be placed on the register. Existing operators of electricity systems not yet authorized will need to procure the requisite license to be in compliance with the law. b) Persons who wish to own and operate electricity generation plants that will be grid connected or for commercial sale to other persons need to obtain an electricity license. c) The Commission is proposing certain requirements, restrictions or conditions in the electricity license, as well as the statutory duties imposed under the Electricity Act. d) The regime is in accordance with statutory powers conferred in respect of Licence to All Persons, Licence to Persons of a Class and Licence to a Particular Person.

This consultation is a concise approach that the Public Utilities Commission proposes to take in respect to the licensing of Electricity activities in Belize.

Minister of Foreign Affairs, Republic of China (Taiwan) The global community is confronting a number of unprecedented crises: from the ongoing challenge of COVID-19 variants and stalled efforts on climate change, to supply chain disruptions and Russia’s unprovoked invasion of Ukraine. Now more than ever, China’s increasing rhetorical and military intimidation is jeopardizing regional peace and stability. All these will impact security and well-being of the world. As the UN members meet again in New York this year, it is worth reminding these leaders that all people—including the people of Taiwan—deserve to have their voices heard and to be part of the collaborative effort to tackle these challenges for the global good.

A beacon of democracy in Asia and a force for good in the world, Taiwan is a valuable partner that can help overcome these global challenges. Since the outbreak of the COVID-19 pandemic, Taiwan has provided humanitarian support across the globe, including much-needed masks and medical supplies, as well as developing and sharing its homegrown vaccine. Taiwan also sent over 550 tons of relief supplies to the people of Ukraine following the Russian invasion of their country, in addition to making over US$40 million in donations for Ukrainian refugees.

Further, Taiwan is committed to combating climate change, with a blueprint for net-zero carbon emissions by 2050 and policies in place to help achieve the UN Sustainable Development Goals. As the world’s 22nd-largest economy in terms of GDP and a major semiconductor manufacturer, Taiwan plays a key role in global supply chains.

And as a defender of democracy, Taiwan is working to safeguard the status quo and support the rules-based international order. While China is using coercion to export its brand of authoritarianism abroad, Taiwan lets its free and open society lead by example.

Sadly, Taiwan is unable to participate in the largest and most important forum of global cooperation due to the relentless suppression by the People’s Republic of China (PRC). By deliberately conflating its “One China” principle with the UNGA Resolution 2758—the resolution that determined who represents “China” in the organization some 50 years ago—Beijing is misleading the world by spreading the fallacy that Taiwan is a part of the PRC. Contrary to these false claims, the resolution does not take a position on Taiwan, nor does it include the word “Taiwan.” The longterm status quo is, the ROC (Taiwan) and the PRC are separate jurisdictions, with neither subordinate to the other.

The people of Taiwan can only be represented in the international community by their free and democratically elected government.

The wrongful interpretation of UNGA Resolution 2758 has long de-

prived Taiwan of the right to participate in the United Nations and its specialized agencies, and it has also denied the international community of an opportunity to benefit from Taiwan’s contributions.

Worse yet, the PRC’s efforts to rewrite Taiwan’s status at the UN further undermine global peace and stability. Beijing’s recent dangerous military maneuvers surrounding Taiwan is a case in point.

The UN Charter states clearly that the purposes and principles of the United Nations are to maintain international peace and stability, and that international disputes should be resolved by peaceful means. However, Beijing continues to conduct military exercises in areas around Taiwan, undermining the status quo in the Taiwan Strait, escalating tensions, impacting international trade and transportation,

and putting regional peace and security at risk. Such irresponsible actions need to be condemned and brought to a halt. Given the current circumstances, it is even more important that UN and its member states stop allowing such a member, which ironically is a member of the UN Security Council, to dictate the positions of the organization to suit its own political agenda.

Acquiescing to China’s wrongful claims over Taiwan will only destabilize the region, which is also against the very purpose of the UN. Taiwan will resolutely defend its sovereignty and security. As a responsible member of the international community, Taiwan will also continue to exercise restraint in response to China’s provocations, and work together with like-minded countries to uphold peace and stability in the region. And as we have shown the world over the years, we will continue to fulfill our international responsibilities by actively engaging with and contributing to the international community.

The theme of the 77th session of the UN General Assembly, “A watershed moment: transformative solutions to interlocking challenges” pointedly reminds us of the grave challenges facing the international community: the COVID-19 pandemic, food and energy shortages, disrupted

global supply chains, and climate change, the list goes on. When the UN talks about “joint solutions” and “solidarity” to tackle “interconnected crises,” we could not agree more. Taiwan is more than willing and able to be part of such joint solutions.

And the 23.5 million resilient Taiwanese people surely should not be excluded from such important global efforts.

We are thankful that countries worldwide are beginning to realize what Taiwan can offer and many support Taiwan’s robust participation in the UN system.

Among them, the European Parliament overwhelmingly approved a resolution on July 6 this year expressing support for Taiwan’s meaningful participation in international organizations. The G7 countries have also expressed similar support. In particular, US Secretary of State Antony Blinken publicly encouraged all UN member states to join the United States in support of Taiwan’s meaningful participation in the UN system last October.

Our shared obstacles require all hands on deck. Those grave interconnected crises cannot be resolved until the entire world comes together. Taiwan has proved to be a reliable and indispensable partner, and the people of Taiwan stand ready to contribute. Let’s work together as one for the global good!

Ministry of Sustainable Development, Climate Change and Disaster Risk Management REQUEST FOR EXPRESSION OF INTEREST: CONSULTANCY SERVICES FOR A LEGISLATIVE DRAFTER Title of the Project: The Hydrochlorofluorocarbon (HCFC) Phase-out Management Plan (HPMP) monitors the consumption of ozone depleting substances (ODS) mainly used in the Refrigeration & Air Conditioning (RAC) Sector as refrigerants.

Background Belize became signatory to the Montreal Protocol on Substances that Deplete the Ozone Layer on January 9th, 1998 and has thus far sought to implement all national obligations under the Protocol. The Government of Belize has successfully phased out Chlorofluorocarbons (CFCs) in the Refrigeration and Air Conditioning (RAC) sector and is currently implementing the Hydro-chlorofluorocarbon Phase-out Management Plan (HPMP) for the gradual phaseout of hydro-chlorofluorocarbon (HCFCs) in the Belize RAC sector. The National Ozone Unit (NOU) in the Department of the Environment (DOE), Ministry of Sustainable Development, Climate Change and Disaster Risk Management, is the focal point for the Montreal Protocol in Belize.

At the 19th Meeting of the Parties to the Montreal Protocol held in Montreal, Canada, in 2007, the Parties agreed on the “Adjustment to the Montreal Protocol regarding HCFCs and to “accelerate the phase-out of production and consumption of HCFCs”, thus calling for urgent action towards the phase-out of this ozone depleting substances (ODS).

The Decision recognized the needs of developing countries such as Belize with regards to the agreed accelerated HCFC schedule and directed the Multilateral Fund’s Executive Committee to provide technical and financial assistance, paying particular attention to Article 5 Parties with low volume and very low volume consumption of HCFCs. The HPMP for Belize was approved on the 62nd ExCom Meeting of the parties. The HPMP provides funding for the Government of Belize to support the implementation of activities to phase-out remaining HCFC consumption under the Montreal Protocol.

Consultancy Description: The Department of Environment through the Ministry of Sustainable Development, Climate Change and Disaster Risk Management is seeking to engage a suitably qualified Belizean candidate request the submission of Expression of Interest from independent legal drafters to draft regulations under the Environmental Protection Act and the Refrigeration Technicians (Licensing) Act 2010.

Ministry of Sustainable Development, Climate Change and Disaster Risk Management REQUEST FOR EXPRESSION OF INTEREST: CONSULTANCY SERVICES FOR A MOBILE APPLICATION DEVELOPER Title of the Project: The Hydrochlorofluorocarbon (HCFC) Phase-out Management Plan (HPMP) monitors the consumption of ozone depleting substances (ODS) mainly used in the Refrigeration & Air Conditioning (RAC) Sector as refrigerants.

Background Belize became signatory to the Montreal Protocol on Substances that Deplete the Ozone Layer on January 9th, 1998 and has thus far sought to implement all national obligations under the Protocol. The Government of Belize has successfully phased out Chlorofluorocarbons (CFCs) in the Refrigeration and Air Conditioning (RAC) sector and is currently implementing the Hydro-chlorofluorocarbon Phase-out Management Plan (HPMP) for the gradual phaseout of hydro-chlorofluorocarbon (HCFCs) in the Belize RAC sector. The National Ozone Unit (NOU) in the Department of the Environment (DOE), Ministry of Sustainable Development, Climate Change and Disaster Risk Management, is the focal point for the Montreal Protocol in Belize.

At the 19th Meeting of the Parties to the Montreal Protocol held in Montreal, Canada, in 2007, the Parties agreed on the “Adjustment to the Montreal Protocol regarding HCFCs and to “accelerate the phase-out of production and consumption of HCFCs”, thus calling for urgent action towards the phase-out of this ozone depleting substances (ODS).

The Decision recognized the needs of developing countries such as Belize with regards to the agreed accelerated HCFC schedule and directed the Multilateral Fund’s Executive Committee to provide technical and financial assistance, paying particular attention to Article 5 Parties with low volume and very low volume consumption of HCFCs. The HPMP for Belize was approved on the 62 nd ExCom Meeting of the parties. The HPMP provides funding for the Government of Belize to support the implementation of activities to phase-out remaining HCFC consumption under the Montreal Protocol.

HCFC Phase-Out Management Plan has a combination of interventions such as technology conversions, technical assistance, awareness and monitoring of selected HCFC consumption. Refrigerant consumption in the Refrigeration Servicing Sector (RSS) not only depends on the installation of the RAC equipment but also on the quality of the product and its servicing. The Mobile App aims to provide information, for technicians to work efficiently, safely and will allow the technicians to be more productive and give them an easy access to the information they need to perform their jobs.

Consultancy Description: The Department of Environment through the Ministry of Sustainable Development, Climate Change and Disaster Risk Management is seeking to engage a suitably qualified Belizean candidate/Firm request the submission of Expression of Interest for the Mobile/Application Developer.

Objective of the Drafting The task of the provider will be to develop, design and assist in the launch of a mobile application focused on Heating, Ventilation, Air-Conditioning (HVAC).

It will feature data specifically designed for Refrigeration Technicians.

Scope of Service: One of the objectives of the Programme is to assist small farmers to become more climate resilient by improving their agricultural production through investments in climate resilient agricultural technologies such as covered structures, water harvesting facilities and storage facilities. To accomplish this, the Programme has prepared architectural designs for covered structures that can provide year-round service to farmers. The designs shall be used for the procurement of quality services and materials for the construction and delivery of these covered structures.

Requirements: The contractor must have access and provide proof of access of the necessary equipment to successfully carry out the preparation of thirty-one and six tenths (31.6) acres (12.79 ha) of land inclusive of raised beds with proper drainage: • Roam Plow • Harrow • Bedmaker (Bedder) • Backhoe Location of Work: Trio Village, Toledo District.

Procurement Specialist Assistant I.

BACKGROUND

1.1

The Government of Belize is committed to implementing a comprehensive fiscal consolidation plan, with a strategy centered on three areas: (i) expenditure reduction; (ii) increased revenues; and (iii) debt restructuring.

Such a strategy is outlined in the Budget Speech for Fiscal Year (FY) 2021/2022, based on the Plan Belize Manifesto and aligned with the recommendations of the latest IMF Article IV, with the aim of reaching a sustainable debt ratio (70% of GDP) by 2030. It includes measures to reduce expenditures, strengthen public financial management reforms, boost revenues, reduce debt, and implement explicit fiscal rules and mediumterm fiscal frameworks once the crisis abates. In line with this strategy, the government has made several adjustments in its Budget to cut expenses. However, challenges remain, mainly regarding a sustained implementation of the fiscal plan in the context of uncertain global recovery from the pandemic.

1.2

As part of the Program to accomplish the objectives of the fiscal strategy, the Government of Belize has entered into a US$8.0 Million Loan Agreement (BL-L1038) with the Inter-American Development Bank (IDB) to implement a five-year project entitled “Strengthening Public Expenditure Management in Belize”. The general objective of the Project is to promote the fiscal sustainability of Belize specifically to increase the efficiency of public resources by strengthening public financial management.

1.3

The Project is comprised of one component with four subcomponents that will achieve the objective. It will focus on the areas of financial management (including budget and internal audit), procurement, technological infrastructure and capacity building.

The Ministry of Finance (MOF) has been designated as the Executing Agency responsible for the implementation of the Project. For this purpose, a Project Executing Unit (PEU) is established in the MOF with concrete technical, administrative, financial, control and planning, monitoring and evaluation responsibilities for the IDB-funded initiative.

Support the preparation of necessary bidding or selection documents and review the Terms of Reference (ToR) and specifications prepared

g. Assist in the organizing and execution of all bid openings and evaluation processes, prepare evaluation reports and corresponding draft contracts. h. Ensure contracting of consultants, suppliers and contractors is in accordance with IDB procurement policies and GOB policies, laws and regulations. i.

Support the Procurement Specialist to ensure that prospective contractors, suppliers and consultants are duly constituted and are addressing ongoing concerns.

j.

Assist in the preparation of contracts for signature by relevant parties.

k. Monitor the validity of contracts during their execution, securing the legal status of each agreement: (i)

Ensure the submission and safeguard of all bid validity documents (i.e. bonds, guarantees, insurances, etc.) during and after tendering and execution of the contracts.

(ii)

Ensure the timely receipt, extension and release of all bonds, guarantees, insurances, etc.

In this regard, a vacancy exists for the post of Procurement Specialist Assistant for the PEU under a contractual arrangement with the MOF, and as part of the BL-L1038 Project.

(iii)

Coordinate with the Financial Specialist to ensure that authorized payments to contractors are according to the terms of the contract.

II.

OBJECTIVE AND SCOPE OF WORK

The objective of the position of Procurement Specialist Assistant is to support the Procurement Specialist in the execution of the procurement activities of the PEU in accordance with the provisions of the Project and the Bank’s procurement rules and procedures and the MOF procurement guidelines, when applicable. In particular, the Procurement Specialist Assistant shall assist in the overall and day to day activities for the procurement of goods, services and works, subject to IDB policies and requirements and in accordance with the Project Operational Manual (POM) and GOB procedures, as it relates to the BL-L1038 Project.

Notify management of the PEU and other staff of duration and expiration of the bid validity periods, contract durations within the overall final disbursement date.

(v)

Address contractors complains and issues, preparing contract amendments and ensuring proper closeout of all contracts, including evaluation of contractors’ performance.

(vi)

Maintain accurate auditable records of all procurement process

III.

RESPONSIBILITIES/ACTIVITIES

III.1

The main responsibilities of the Procurement Specialist Assistant include, among others:

Assist the BL-L1038 Project Coordinator in the preparation and submission of monthly activities reports and prepare quarterly procurement reports following a pre-approved Bank, detailing the procurement of goods, services and works, along with the corresponding disbursements, and a description of problems found and how they were dealt with.

a. Review all documentation relating to the Project; and, be informed on the Program Operation Manual (POM), the Loan Contract, the Procurement Plan (PP), the Annual Operational Plan (AOP), the Project Execution Plan (PEP), and the initial Disbursement Projection Table.

m. Maintain an up-to-date registry of consultants hired and goods and service purchased under the Project.

The Procurement Specialist Assistant will be paid a monthly salary to be established during the contracting process.

VIII. CONTRACT TERM:

V.

QUALIFICATION AND EXPERIENCE

V.1

Education: Bachelor of Science Degree in Accounting, Finance, Economics, Business Administration, Auditing, Law, Public Administration, or other related fields. Specialized certification in procurement and supply chain management or contract management is considered a plus.

V.2

Work Experience: At least three years of general experience since obtaining the academic degree, and at least 1 year of proven work experience in supporting general financial management and the preparation of bidding documents, preparation of contracts, and contract management, for the procurement of goods, works, services, and consultancies in the public and/ or private sector. Experience in applying procurement policies and procedures of the IDB or similar organizations would be considered an asset.

REPORTING REQUIREMENTS

The Procurement Specialist Assistant reports to the BL-L1038 Project Coordinator of the PEU. He/she shall work in close coordination with the staff of the MOF and especially the members of the PEU.

Lead and coordinate timely implementation of all aspects of the Project based on the Project planning documents including the PEP, AOP, PP, supporting technical documents, and Monitoring and Evaluation Plan.

d.

Ensure timely execution of all administrative, procurement, financial and technical procedures of the Project in compliance with the POM. In addition, ensure the strict adherence to administrative, Project management, and Bank and national financial rules and regulations, among others.

e.

Ensure the necessary coordination between technical staff of the MOF to provide the technical specifications and content for the preparation of terms of reference and technical specification as the basis for procurement actions and activities.

f.

Provide for the timely monitoring and management of Project risks and lead the implementation of the mitigation measures as necessary.

g.

Ensure the necessary coordination and control of all Project procurement activities and logistics with the Procurement Specialist and pertinent staff members of the MOF.

Ensure the establishment of the necessary and effective lines of internal communication with key stakeholders of the MOF (tax administration, systems administration, financial management, general administration, and other) to ensure the dedicated participation of such personnel in Project implementation and in direct coordination with the PEU.

j.

Ensure the presence of an accurate Project filing system covering financial, procurement, technical and all activities of the Project, and following the internal control requirements established in the POM.

k.

Provide timely and accurate reports to the Program Manager, Financial Secretary, PSC and other agencies on the developments, progress, and challenges of the Project.

l.

Ensure the timely implementation of the monitoring and evaluation activities including the contracting of the mid-term and final evaluations.

II.2

The Project Coordinator is responsible for leading and guiding all matters pertaining to the effective, efficient, and transparent implementation of the Project, through the technical, administrative and financial management of the PEU, in accordance with the procedures and stipulations contained in the Program Operational Manual (POM) and in compliance with the Loan Contract.

The main responsibilities of the Project Coordinator include, among others: a. Implementing the intra- and inter-institutional coordination mechanisms with the PEU, the MOF and other public and private organizations related to and/ or beneficiaries of the Project.

m. Lead, in coordination with the Financial Specialist, the preparation of the disbursement requests, including Requests for Advance of Funds along with the expenditure justifications, as necessary to ensure that the Project has adequate liquidity for smooth execution.. n.

Lead the contracting of the independent external auditors of the Project in coordination with the Financial Specialist, the Procurement Specialist and the PEU, and following IDB procedures for this matter. Additionally, ensure that adequate arrangements are made to facilitate the conduct of audits (internal and external) and that recommendations arising from them are appropriately reviewed and acted upon.

Lead the contracting of the consultancies for the execution of the mid-term and final evaluations.

Promoting and disseminating the Project among beneficiaries, public entities, and other stakeholders.

In close coordination with the pertinent technical and administrative personnel of the PEU and the MOF, guiding the strategic and operation planning activities of the Project.

d.

Monitoring the activities of the Project in compliance with its global strategic objectives and those of its individual technical components, as well as the targets established in the Project.

Ensure the presence of the necessary control environment along with the capacities necessary for the application of a management by objectives framework.

Provide for the necessary human resources management capabilities for PEU personnel administration.

The Project Coordinator of the PEU will report to the Financial Secretary or his Representative. He/she shall work in close coordination with the staff of the MOF and especially the members of the PEU.

The Project Coordinator will be paid a monthly salary to be established during the contracting process.

QUALIFICATION AND EXPERIENCE

Education: Bachelor of Science Degree in Finance, Economics, Business Administration, Business Management, Engineering, Project Management or related fields.

General Experience: At least 10 years’ general working experience since obtaining the first academic degree.
