the Minister of Finance, the Prime Minister of Belize. Depositors are not getting their deposits refunded—not it large part. Only 53 percent is approved to be disbursed.

This past Tuesday September 17, the Central Bank airlifted a couple of World Bank figures to attend a cushy cocktail where they would roll out a Financial Inclusion Strategy (FIS) for Belize. Present to give a featured address was DPM Faber who obviously did not understand what the FIS was. He was glad to say only that the students who do stay in school are financially literate. The Central Bank, vintage UDP, spent thousands of dollars to say they had a strategy on how to make more people have Bank Accounts and access to Financial Services. What was clear is that they have NO strategy on how to stimulate the economy—the only real way to put money in people’s pockets and thus pave the way to bank accounts—and revive the banking sector. The UDP just does not get it.

The virtual demise of the Offshore Financial Sector is as real as a Quaternary-level industry can get. This places undue pressure in the entire banking industry.

Sanctuary Bay exposed the Atlantic Bank International and the weaknesses of the leadership of the Financial Intelligence Unit, the Central Bank, the Ministry of Finance and its Minister, the Prime Minister of the Belize.

Gone or amalgamated are several financial entities like First Caribbean, Choice Bank, and Atlantic International Bank Ltd. Walking out on a feeble limb are Scotia Bank, who denies going the way of others in the Caribbean, and Caye International.

The Prime Minister of Belize and Minister of Finance Barrow has ruled over a sizzling bed of ineptitude. At no other juncture of our financial history has our Banking sector been in such fatal disrepute. When the European Union balks at doing business in Belize we are in dire straits. And when, our tax people change flight plans in fear of being picked off by ‘federico’ then everyone who owns a Belizean dollar should be very concerned.

The UDP and PM Barrow are the proverbial salt that has corroded and killed our Offshore Financial Sector. Mark cannot fix this. The UDP are egregiously bankrupt for all intents and purposes. Each and every day they extend their lameness in government, our country is plunged deeper and deeper into the red—way beyond four billion in debt.

Sanctuary Bay Saga: Who’s to Blame Part 3 “There is no more dangerous menace to civilization than a government of incompetent, corrupt or vile men.” Ludvik von Mises To gain political mileage in 2004, an egocentric Dean Barrow told the populace that if he was ever elected and his government engaged in corruption, he would cut off the “head of corruption” with his sharpened double-bladed machete. The scandals and allegations that have surfaced during his almost 12 years of power are two numerous to count.

We have seen the infamous Penner’s passport scandal, Vega’s land grab, Saldivar’s use of his ministry’s equipment for personal use, Castro’s misuse of funds from the Belize Airports Authority, Elrington’s current legal debacle with Progresso Heights are only a few instances of many to highlight. Despite concrete proof of mismanagement and corruption, we are yet to see Barrow’s machete being drawn from its cob webbed sheath.

Fast forward to 2019, the closing of two international banks and the Sanctuary Bay Saga have been the latest scandals to rock this UDP administration. Barrow has gone on record stating that he has never heard of Sanctuary Bay before the FTC instructed the closing of AIBL nor has his government ever given concessions to this company. He has been unable to spin the SB fiasco, instead he has commented very little on the matter. He has been lying to Belizeans all along, his law firm had negotiated a settlement with a SBE customer before the scam became exposed globally. Cabinet had also approved fiscal incentives to the Sanctuary Bay development project. The UDP Government has been unable to remove the Sanctuary Bay thorn from its Achilles heel. In court documents submitted by the FTC, allegations of high-ranking government officials involvement or having contact with SB and its principals are highlighted. The document goes on to mention that Senator Aldo Salazar who also was the legal officer for AIBL, had assisted in facilitating the fraud providing legal advice to AIBL, SBE and a Coldwell Banker franchise SB established to defraud. Former CEO of Ministry of Trade & Investment, Mike Singh also lauded the development project and committed his government’s support.

Despite the incriminating allegations, Dean Barrow has done nothing to protect Belize from further fraudulent actions. No local investigation has been carried out to verify the domestic effect and possible local players in this scam. The Central Bank who has not been spared from all this fiasco, has not shown improvement on its internal fraud controls. No banking official has been investigated by the almost comatose FIU. The Senator who has been named in court documents and questioned by the US authorities has not Eastern Caribbean Euro (XCD):$ 1.32 (EUR) : $ 0.43

The Central Bank Governor, who has shown ineptitude at regulating the financial institutions in Belize remains as head of the country’s chief financial regulatory body. Sandra Bedran, Ricardo Pelayo and Aldo Salazar are principals to companies that provided professional services to AIBL, are yet to be investigated on their knowledge of the scam. Barrow has stated numerous times that the Sanctuary Bay scam was perpetrated by Americans on Americans. If that is the case, why must the government negotiate a settlement? Could there be involvement by other local parties or domestic bank(s)?

If there was involvement by a domestic bank, the financial repercussions would be a devasting blow to the country and its incompetent government.

The Prime Minister’s tumultuous reign is near, and it may come with a few casualties.

The Sanctuary Bay saga is but a ticking time bomb for this UDP government. Tick tock Mr. Prime Minister, tick tock.

THE LAST ADIEU!

he Prime Minister (PM) will indubitably come this last time to lull Belizeans into an artificial sense of comfort with honeyed lies, shoddy promises, his characteristic sesquipedalian loquaciousness and all of the fanfare and bluster he can possibly gather for this definitive occasion. We have beheld this logorrhea in all its sordid glory many, many times before.

Alas, we are keen to bid him a joyful, a speedy and final adieu!

As many as 41 percent of Belizeans are crushed under the oppressive burden of poverty unable to access basic education, nutrition, health care, employment or even the semblance of justice. Independence Hill is a cauldron of corruption where nepotism, cronyism, bribery, influence peddling, and even extortion bubble and boil. The public has lost confidence in the Police Department, with a conviction rate of a paltry 3percent, and several officers allegedly involved in drug drops and cover-ups. The new Commissioner of Police was expected to bring meaningful change to the department. The grim reality is that the daily news is bursting full with reports of missing persons who turn up victims of terrible crimes.

Yet just as violent crime, murder, and femicide continue to rise, the apprehensions and convictions continue to fall. The former and current erroneous social policies and experiments of this Government of Belize (GOB) have done nothing to assist or protect the most vulnerable in our society. If anything, they have been designed to keep the poor pliable, uneducated and dependent on handouts.

With the closure of Choice and Atlantic International Bank, the Offshore Banking Industry has suffered irreparably and has even been pronounced dead by foreign banking specialists. First Caribbean Bank has already left and now Scotia Bank will follow. It was under this PM that even the Central Bank of Belize suffered losses of correspondent banking relations. Several other banks were affected making it difficult and more costly to facilitate trade. While the PM would like Belizeans to believe that it had nothing to do with the corruption and money laundering allegations, the IMF proposed stricter controls to deal with exactly those issues. Of course even with all those new measures, it seems that neither the PM, who is also the Minister of Finance, nor the Financial Intelligence Unit (FIU) uncovered the Sanctuary Bay Scandal until it was an international scandal. With Mr. Verde’s penchant for controversy and mayhem it is incredible that the PM was yet again blindsided by the detention of the Deputy Director of Belize Tax Services by the FBI on charges of extortion. Certainly this does not speak to reform and strengthening of the transparency and accountability of the revenue collection and tax regime.

This UDP Government and this PM in particular saw the creation of BIL and has ensured that the office of the Contractor General remains vacant so that the special tendering processes are used to favour preferred contractors. The result of these rigged practices are infrastructure projects that are bloated and substandard.

A case in point, the Caracol Road not meant to benefit the wider Belizean populace but rather only a select few, will do little to encourage local investment or economic activity and the effect on GDP will not justify the undertaking in the short or medium term. The funds could have been used to better the access roads for students and residents of rural communities like Machakilha. Infrastructure projects count the most where they also serve to boost our most precious resource, our human capital.

While the present PM and his administration spoke much about the development of infrastructure, they meant only roads that will not even outlive their current term. Yet our public transportation system is in shambles. Our public health care system is primitive, and infested with dangerous rodents and reptiles. The tourism industry will become a memory if the current environmental crisis persists. This of course will require the Department of the Environment and Ministry of Agriculture to work together with stake holders in the tourism industry lest we contaminate our water ways and eventually our Barrier Reef and everything in between. This Independence Day is different, the fog has finally lifted, and the spell is broken. A calloused heart and hollow rhetoric are poor substitutes for empathy and genuine love of country and compatriots. The task of nation building rested on our forefathers, we must remember that the responsibility for the preservation and conservation of Belize lies with all Belizeans.

l Primer Ministro vendrá indudablemente esta última vez para calmar a los beliceños hacia una sensación artificial de confort con mentiras bonitas, sus promesas de pacotilla, su característica locuacidad sesquipedalica, y las fanfarronadas y bravatas que posiblemente pueda reunir para esta última ocasión. Hemos visto esa logorrea en toda su gloria sórdida mucho, muchas veces antes. ¡Ay, estamos dispuestos a darle un adiós alegre, rápido y final!

Nada menos que el 41 por ciento de los beliceños se encuentran agobiados bajo la carga opresiva de la pobreza y no pueden acceder a la educación básica, la nutrición, la atención de la salud, el empleo ni incluso la apariencia de la justicia. Independence Hill es un caldero de corrupción donde el nepotismo, el amiguismo, el soborno, la venta ambulante de influencias e incluso la extorsión burbujea e hierve. El público ha perdido la confianza en el Departamento de Policía, con una tasa de condena de un escaso 3 por ciento, y varios oficiales presuntamente involucrados en tráfico de drogas y encubrimientos. Se esperaba que el nuevo Comisario de Policía trajera un cambio significativo al departamento. La sombría realidad es que las noticias diarias están llenas de informes de personas desaparecidas que aparecen víctimas de crímenes terribles. Sin embargo, a medida que los crímenes violentos, el asesinato y el feminicidio siguen aumentando, las aprehensiones y condenas siguen cayendo. Las antiguas y actuales políticas sociales erróneas y los experimentos de este Gobierno de Belice (GOB por sus siglas en inglés) no han hecho nada para ayudar ni proteger a los más vulnerables de nuestra sociedad. En todo caso, han sido diseñadas para mantener a los pobres maleables, ignorante y dependiente de las limosnas.

Con el cierre de los bancos Choice y Atlantic International Bank, la industria bancaria offshore ha sufrido irreparablemente e incluso ha sido declarada muerta por especialistas en banca extranjera. El First Caribbean Bank ya se ha ido y ahora Scotia Bank seguirá. Fue bajo este Primer Ministro que aun el Banco Central de Belice sufrió pérdidas de relaciones bancarias corresponsales. Varios otros bancos se vieron afectados por lo que es difícil y más costoso facilitar el comercio. Mientras que al Primer Ministro le gustaría que los Beliceños creyeran que eso no tiene nada que ver con las acusaciones de corrupción y lavado de dinero, el FMI propuso controles más estrictos para tratar exactamente esas cuestiones. Por supuesto, incluso con todas esas nuevas medidas, parece que ni el Primer Ministro, que también es el Ministro de Finanzas, ni la FIU descubrieron el Escándalo de Sanctuary Bay hasta que se convirtiera en un escándalo internacional. Con la afición del Sr. Verde por la polémica y el caos es increíble que el Primer Ministro ha sido nuevamente tomado desprevenido con la detención del Director Adjunto de Servicios Tributarios de Belice (GST, en inglés) por el FBI bajo cargos de extorsión. Ciertamente, esto no habla de la reforma y el fortalecimiento de la transparencia y la rendición de cuentas del régimen fiscal y de recaudación de ingresos.

Este Gobierno UDP y este Primer Ministro, en particular, vieron la creación de BIL y se han asegurado de que la oficina del Contratista General permanezca vacante para que los procesos especiales de licitación se utilicen para favorecer a los contratistas preferidos. El resultado de estas prácticas amañadas son proyectos de infraestructura que están sobrevalorados y subestándar. Un ejemplo, la carretera hacia Caracol no pretende beneficiar a la población Beliceña en general sino sólo a unos pocos, hará poco para estimular la inversión local ni la actividad económica y el efecto sobre el PIB no justificará la iniciativa en el corto ni mediano plazo. Los fondos podrían haberse utilizado para mejorar las vías de acceso para estudiantes y residentes de las comunidades rurales como Machakilha.

Los proyectos de infraestructura más cuentan donde también sirven para potenciar nuestro recurso más preciado, nuestro capital humano.

Mientras que el actual Primer Ministro y su administración hablaban mucho sobre el desarrollo de la infraestructura, se referían sólo a carreteras que ni siquiera sobrevivirán a su mandato actual. Sin embargo, nuestro sistema de transporte público está en ruinas. Nuestro sistema de atención de la salud pública es primitiva e infestada de roedores y reptiles peligrosos. La industria del turismo se convertirá en un recuerdo si persiste la crisis ambiental actual. Esto, por supuesto, requerirá que el Departamento del Medio Ambiente y el Ministerio de Agricultura colaboren con las entidades de la industria turística interesadas para que no contaminemos nuestras vías de agua y, eventualmente, nuestra Barrera de Coral y todo lo demás entremedio. Este Día de la Independencia es diferente, la niebla finalmente se ha levantado, y el hechizo se rompe. Un corazón insensible y una retórica hueca son los pobres sustitutos de la empatía y el amor genuino por el país y los compatriotas. QUESTIONS TO THE MINISTERS

1. Considering all that has been going on in the Ministry of Finance, including the problems in the banking system, issues with BTL not paying their GST and senior government officials being arrested in the United States on alleged extortion charges, will the Prime Minister please tell the nation who is in charge of the Ministry of Finance?

2. Will the Minister of National Security, John Saldivar, please say if he is in agreement with the UDP Chairperson’s public statement in relation to the tragic death of young Adamir Choc when he stated that “where was the family when this poor soul, obviously in need of parental and family guidance, was out there in the public stumbling drunk from club to club seeking attention?”

3. Considering the statement from Foreign Minister Sedi Elrington that the Prime Minister has written-off many other debts, will the Minister of Education please tell the nation if there are any other sons or daughters of ministers who were given education assistance to pursue studies abroad and will he also say if any more of these ministerial relations have been awarded writeoffs?

4. Will the Minister of Housing please inform Belizeans how many homes have been constructed by his ministry over the past 10 years?

John Briceno Party Leader Given at the Mass of Thanksgiving on the 8 Anniversary of the Death of Mr. Price La Inmaculada Church Orange Walk We end this year’s National Service Day activities here at La Inmaculada church at our mass of thanksgiving for our nation and for the life of Mr. Price the Father of our Nation.

Standing here I am very proud of our Party, for today all across our country, PUP leaders spearheaded civic and social efforts aimed at improving their communities. Today, we put aside the parades, parties and fun events that are an important part of our September Celebrations to show acts of kindness and service to others, to perform activities to improve our neighbourhoods, and we come together to give thanks to our Creator.

What a wonderful way to celebrate the life of Mr. Price, even as we remember his last living day with us.

I know it means a lot to our Party Chairman and members of his family that our Party makes the effort to engage in social and community activities as a way to honour the life and work of Mr. Price. Often times, we think of Mr. Price only as our national hero, but we should also remember that he was a man who had family who loved and cared for him dearly and who very often were unable to spend quality time with him because he was engaged in the work of nation-building.

I am sure that on this day they are happy for the expressions of love and appreciation shown for Mr. Price, but they also miss their brother, uncle, grand uncle or relative. So we should also be thankful to his family for sharing Mr. Price with us.

Preparing for this event, I took some time to reflect not only on what Mr. Price meant to us as the Father of the Nation and National Hero, but on what kind of person he had to be to accomplish the things he did. For sure he was a man of vision and of conviction, but the quality that keeps running through my mind is bravery.

He had to be brave to not give in to the British or to not be afraid of the powerful Guatemalan army. He had to be brave to believe with all his heart that he was leading his people in the right direction that his choices were the best choices for Belize and that in the end we would prevail.

Looking back now, decades after, one can only marvel at the bravery of Mr. Price. Others saw his bravery too, for on the day Mr. Price died, messages of condolence and obituaries were pouring in from all over the world. These messages spoke of how they saw him.

Tonight, I would like to share with you one of my favourite messages which was written by the former Prime Minister of Jamaica P.J. Patterson. He had this to say about Mr. Price: “George Price chose to enter the political arena because he had a vision for what Belize could be. He embodied for the citizens of Belize what other visionary Caribbean leaders exemplified for their countries.

The man who led Belize to independence, who fought to bring the nation into the 21st century pursued an agenda for national development.”

These leaders know what odds Mr. Price was facing and they watched and worked with him in achieving what even some in Belize did not believe was achievable, our Independence. He convinced the world that we were strong enough and capable enough to manage our own affairs and that we would be all right. And although we have not yet achieved all that Mr. Price believed we are capable of achieving, his vision is still our vision.

His revolution continues and will continue until we can create a country where every Belizean can live a dignified life. It sounds simple, but it is not, it takes hard work and dedication but Mr. Price believed that together and with the guidance of our Creator we could make Belize truly our jewel, our land of the free by the Carib Sea. I believe it too which is why I say together let us build a Belize that works for everyone.

We pray that perpetual light continues to shine on Mr. Price, and we ask for God’s blessing on our nation.

Servant & Hero As we prepare to celebrate the Independence of this nation that we all love, there is no more fitting way for us to do so than to follow the example of the humble man and legendary leader, Father of the Nation, George Price. In honour of his life, do something of service to your people and your country. Do something meaningful to show that you love the jewel. Happy Birthday, Belize.

Scum Over the weekend, the nation mourned as the body of a young girl was found where it had been dumped carelessly on the road outside Belmopan. We watched her family fall apart, her mother almost collapse. They had been searching for her the entire week, after she went out with friends and never came home. The Chairman of the United Democratic Party, Alberto August, in a post this week, attacked the murdered young girl and her family viciously, blaming them for the brutal killing. Alberto August is scum. Everybody who knows him or knows of him knows that. But he is a very senior member of the UDP which is in government. Somebody needs to deal August the reckoning he so richly deserves. We at the Belize Times extend sincere condolences to the family of Adamir Chi. She did not deserve what happened to her.

Mason’s Minister The man formerly known as Mason’s Minister, or maybe even more than that, wants to be the leader of this country. Yet, he has absolutely nothing to say when four youths die in his constituency, in just a matter of days. As Minister of Police, he has nothing to say when two young boys are shot in the head in broad daylight. He is busy playing political games, running down to Belize City to show-off his new political friends like Tracy and trying to make his Cabinet colleague from Collet cry. We’ve said it before, and we’ll say it again. There’s no way in hell that John Saldivar will ever be Prime Minister of this country. The people will never forget the connection between Saldivar and William Danny Mason. And God knows what will come out of that trial in the next few days.

Guess Who’s Back Can you imagine that Mr. Not Normal really wants to get back into politics? We are told from good sources that he is financing John Saldivar’s campaign for leadership, and the quid pro quo is that Saldivar must support his re-entry into electoral politics. What is wrong with these people? In a Cabinet that was full of crooked ministers, Gapi proved that he was the crookedest of the bunch. When this man was Minister of Natural Resources, he presided over a compensation scam/ scheme that saw UDP cronies and his family members get thousands of acres of prime land and millions of dollars. Gapi was the reason why the Prime Minister referred to the Ministry of Natural Resources as a hotbed of corruption, remember? Remember that prime land at Carmelita that Gapi managed to hustle for himself before he was kicked out of office? Remember the $400,000 that Gapi arranged for his son Andre? Taxpayers have still not been able to see a cent of that money.

And this is the man that wants to come back into office? This same man who has been named in criminal activities which we won’t go into? Only in the UDP would you see things like this happen, and Sedi says he is okay with it. He says Gapi is young and competent. We think he meant to say old and wutless and dutty and corrupt, but you know how Sedi goes. You never quite know what’s going to come out of his mouth.

Sedi owes You know how they say some people have screws loose. Sedi has a whole container-full of screws completely missing. Not only is he defending the worthless $40,000 student loan write-off to Joshua Perdomo, but he says that the writing off of the land taxes is a good thing because – get this – HE OWES too. And it gets better. He says that they owe because they don’t get paid enough to pay their taxes. What the hell is this guy even saying? Sedi and, practically, every other UDP Minister are multi-millionaires. That is a fact. So, if Sedi is not paying his taxes, it’s because he doesn’t want to pay. It is time for Belizeans to stop allowing these guys to take us for fools. They have done it for far too long. In Pickstock, the clock is ticking for Sedi. And all over the country it is ticking for the UDP.

Opening of the New Belize City Hall

Friday September 13, 2019 IT’S OFFICIAL! A vision first seen by Former Mayor Darrell Bradley is now a reality finalized

by Mayor Bernard Wagner and the Belize City Council. Members of the community gathered for a ribbon-cutting celebration unveiling the new and improved Belize City Hall building at the foot of the historic Swing Bridge where we will continue to serve our valued residents.

Fitting for the occasion, both Mayor Wagner and Former Mayor

Bradley made remarks expressing their profound appreciation for the completion of the project and the people who helped to make it possible. They also both highlighted the value of working together in a bi-partisan fashion for the benefit of our city which was a key

element in this undertaking.

Dear Editor, Please allow me some more space for these thoughts, “The cause of death was inconclusive” is a statement that could be acceptable in medieval times not in 2019 when we know that forensic analysis have been done on mummified bodies of thousands of years old. For decades, we have had the practice of having one anatomical pathologist doing necropsies and the conclusion is dogma: Never questioned. Not even having the adequate pathological analysis in a pathology lab. That is an irresponsible act by our medical community and medical bodies to not address this matter.

A necropsy is not for style. It determines the cause of death for legal purposes but also for medical purposes knowing that there are disease of genetic origin so the cause of death medically help that the family takes the necessary measures to nullify or diminish the cause or causes of a genetic disease to try that it doesn’t perpetuate from generation to generation.

So a necropsy has its place. Hence, it is not a one doctor show. There

are cases that needs discussion by a team of experienced doctors to reach a diagnosis and reach a treatment plan in a normal clinical case and a necropsy is no exception.

Our health system is understaffed and underdeveloped and there is no effort nor interest for improvement. If there is, it is not properly directed nor sufficient.

How many cases like Ms. Choc’s have there been and all their legal implications where culprits are rewarded and innocents punished?

Necropsies have legal and medical implications. One doctor to do necropsies is unacceptable in 2019. It even lends itself also to the manipulation. It should be a team where they even act as witnesses.

“Not conclusive” is unacceptable. If the doctor doesn’t know, he or she should ask. That is what professionalism is all about. Here in Belize, we Belizeans are so proud that we hate not to know and many times we don’t know and even in our political class we see the same. We need to learn if we don’t know we should humble ourselves and ask for help. It is easy to say I don’t know I will read up about it, for example, or I will ask the expert/experts better without conflict of interest fir objectivity. That is learning and we learn until we die. Put pride, ego, and capriciousness aside! There is a crisis and it needs solution.

Whenever we ask our young people questions about Mr. Price the response is always that he was the Father of the Nation and was the leader of Independence. Indeed, these are important facts to know about Mr. Price, but there are so many more things that made Mr. Price a hero. Some of these things are yet to be written down in books, taught in school or posted on Facebook.

For example, many Belizeans do not know how brave Mr. Price was. He had to be brave to feel that he could resist both the British and the Guatemalans at the same time. There are some of us here old enough to know that the British was once the most powerful nation in the world and Mr. Price was never afraid of the British, he was respectful, he was polite, but he was never afraid. When the British tried to tell him to do something he believed was not in the best interest of Belize and of our people, he told them: “Sorry but I cannot do that because it would not be good for my people.”

Then again maybe this wasn’t just bravery, perhaps it was also his conviction because he knew he was doing the right thing. See in the 1960s and 70s there were many people who believed that our country was too small and too poor to even consider independence.

They believed that we could not decide for ourselves who we were and what we were.

So what Mr. Price did was, he started to work with his friends and with others to design a flag and to make an anthem. The flag because it was a symbol to bring everyone together, Maya, Mestizo, Creole, Garifuna, every one of us when we see our flag today, we unite as Belizeans, true?

Mr. Price knew we needed that symbol of unity because he saw that united as one people, we were a much greater force than divided and so he made sure we have a symbol of unity. He made sure

that long before independence we had an anthem. Our anthem was first written in 1964, 55 years ago.

Our anthem is a call to action composed in such a way that it spoke of a dream – doesn’t it?

It calls on us to “get up”, to wake up and build this special place.

“Arise ye sons of the Baymen’s clan” He wanted all of us in the 60s and 70s to wake up and work.

What was our job? To build Belize.

To create a land of the free and to keep it beautiful as nature had given it to us. All through his life Mr. Price wanted us to keep working together to make our country better. He did not say let us wait for someone else to come and build it for us, he believed we could build it ourselves. Mr. Price always believed in Belize and he always believed in us.

That was his vision, he saw in our school children the future builders. Girls and boys who would grow up to be teachers and farmers, business owners and computer scientists. No one could ever tell Mr. Price that our children were not as any other child anywhere in the world.

And so even as poor as we were back then and as powerful as the British were and the Guatemalan army was, he was never afraid because he knew if he gave the Belizean people a chance they would build this nation into a strong and free nation. This is why we come here on this day.

This is why we say Mr. Price is more than a hero to us because we want his work and his love and his belief in the Belizean people to always inspire us so that together we can get closer and closer to our dream of living in our land of the free by the Carib Sea. So that even on those days when we are feeling like things are going bad, we can look at our flag and say yes, I want to join with others in building a Belize that works for everyone.

AMANDALA EDITORIAL EXPOSES BARROW Prime Minister Dean Barrow has been publicly called upon to APOLOGIZE to the people and nation of Belize in an editorial in a Friday editorial of the Amandala newspaper. The editorial was not a scathing criticism of Barrow’s horrible stewardship of the country over a period of eleven years as both Prime Minister and Minister of Finance.

Instead the editorial recounted some of Barrow’s abominable decisions which has ruined the young nation of Belize.

What was stated in the editorial—all of which are documented facts— will now result in pushing Belizeans into indebtedness and poverty for the next thirty to fifty years. No other Prime Minister in the English-speaking Caribbean has such an abysmal record.

Belize’s foreign debt has now reached FOUR BILLION DOLLARS. An astronomical amount that is beyond our ability to repay. Every time the National Assembly meets it is for the purpose of borrowing millions upon millions.

Many of the million dollar infrastructure projects are of no priority, while priority matters are left neglected. Witness the forty odd million dollars basketball city center building. The thirty odd million Marion Jones Stadium for which there are no athletes to utilize it. The thirty five million dollars road from airport junction to mile eight on the Western Road, a useless and unnecessary expense. Worse is the one hundred and eighty million dollars Caracol Road.

Even a blind person can see this is unnecessary.

At the same time the nation’s hospitals are in shambles (except for a morgue which can hold two bodies).The educational system is a farce and thousands of young intelligent Belizeans cannot afford college or sixth form.

The country’s social infrastructure is flat on its back for lack of financing.

Crime is not only at an all-time high, but murders, violent crime, extortion and home –invasion have become a way of life.

The government has been unable to involve all stake-holders to come up with a set of initiative to make Belize safe again. The incompetent government cannot even finance a fleet of vehicles or the police to perform regular patrols.

No wonder Barrow is referred to as the crime Minister.

An irony of Mr. Barrow is that he has been suffering from an ailing back for many years. One would think it would dawn on him how important it is to have quality and affordable health facilities. Cho! Not Barrow. He has a cold hard, cold organ for a heart.

FALLING TO DEATH On Wednesday or Thursday last week a young man, Angel Flores fell from a construction of a two-storey building. He lost his life.

By Friday six men fell from a defective scaffold erected at a cursed City Center building on Central American Boulevard.

Two still in hospital. Three are in graves. The victims of negligence.

Apart from some OSH proposed law which the government has, like with the anti- corruption proposed law, been intentionally dragging its feet; the existing law of negligence and workmen compensation is applicable to whoever is at fault.

Whoever is responsible for having poor workers fifty-feet high on a defective scaffold is responsible for what happens to them.

We hope Social Security, which has a bad record of shabby treatment of workers and their dependents, as well as the contractor, are decent enough and don’t have to be dragged into the Supreme Court to do the right thing.

And for goodness sake, don’t contractors buy harnesses for height work anymore?

Could the Labour Department undertake an urgent review of safe and unsafe worksite practices?

By the way, you won’t believe who is the lousy Minister of Labour who has done nothing for vulnerable workers all these years.

GAPI IS BACK Gasper Vega, the UDP’s second most infamous politician and right hand to their Numero Uno as former Deputy Prime Minister, is on his way back. As a result of a major money scandal Gapi had no choice but to resign from his high and mighty position.

He did not resign from the UDP nor was he suspended or expelled.

Gapi has already engineered the resignation of the person who was the standard bearer in his Orange Walk constituency. He is expected to name another person to front for him or since there is no public outcry or resistance from the UDP he may return to his constituency.

PUP Standard Bearer Statement on Crime in City of Belmopan September 16, 2019 Once more we are grieving over the loss of lives of our fellow citizens. We share in the deep sorrow and sadness of the family of Adamir Choc who was so brutally slain by person or persona unknown. Yet again, we mourn the deaths of two youths, Herman Valladares and Delgado who were shot and killed in the San Martin area of Belmopan.

These are the latest acts in this epidemic of which there appears to be no end in sight.

Our people are now living gear of the threat of robbery and assault on the streets and pathways of Belmopan, even in broad daylight.

Our homes are being invaded by thieves and robbers, our young men are being senselessly gunned down, and our women and children are being violated and killed in cold blood. There is a palpable sense of insecurity in our nation’s capital.

We have a crisis in our hand.

We have inequality and a lack of education and meaningful unemployment. There is a culture that undervalues women and girls. Equally important, there is a seriously underfunded and weak justice system that give criminals impunity. Most Belizeans have lost faith in our justice system’s ability to find those who constantly commit these constantly increasing acts of violence.

Belmopan is the capital of Belize. The Minister of National Security is also the Area Representative for Belmopan. We believe that it is now absolutely necessary for him to hear the people’s concerns and anxieties over the situation of the lawlessness that is gripping over our city. We need to see and feel a change in the atmosphere of fear and uneasiness we have to endure.

September is a time of patriotism and it would serve our national interest to use all available resources to reinforce the Belmopan Police Department’s Crime Investigation and Patrol Branches. We must remind the government of their promise to build a modern forensic laboratory with trained and qualified staff, which we still await.

For the citizens of Belmopan, the lack of leadership is being manifested in the blood of our children.

The government is responsible first and foremost for the security of our citizens. They cannot continue to let our people become the victims of crimes without any justice or accountability. This crisis must be their priority.

Update: I (Oscar Mira) would like to commend the Belize Police Department, especially the investigating officers for their aduous and persistent work which has led to the arrest of Nelson Espinoza for Adamir Choc’s murder.

It is very important for our citizen’s sense of security that the po-

The Belize Youth Movement has found it necessary to weigh in on two separate issues that rock the core of their philosophy of a Belize that works for everyone especially for those poised to lead our nation.

Immediate Action

The Belize Youth Movement (BYM) joins the community of Belmopan in mourning the deaths of Adamir Choc, Herman Valladares, and Gruver Delgado. These three young lives were senselessly lost in just a matter of days. These are not the first murders of this kind to plague our country this year and likely won’t be the last.

There are many factors that contribute to this growing problem.

These include economic inequality, a lack of education and meaningful employment, the failure to address a culture of misogyny and toxic masculinity, and to top it off, a seriously underfunded and underperforming criminal justice system. Most Belizeans have lost faith in our justice system’s ability to find and prosecute those who commit these constantly increasing acts of violence.

The Minister in charge of not only the Belmopan constituency, but the entire Ministry of National Security which includes the police, has utterly failed us. This government has failed us, and we can no longer leave them in control of our safety and well-being.

It is long past time for a change in our country’s leadership. We MUST take back power before more innocent lives are unnecessarily cut short.

Shame on Alberto August

The Belize Youth Movement is disgusted at the most recent comments uttered on Facebook by the UDP Chairman Alberto August regarding the murder of Adamir Choc. His most recent outburst further highlights the insensitive and incompetence of himself and the party he represents. Rather than offering solutions to the ever growing crime situation, Alberto August deflects the responsibility his party has to this nation and casts blame on the grieving parents of the slain youth.

The time has come for Alberto August to be held accountable for his words. This is not the first shameful outburst he has engaged in that went unpunished, and it surely will not be the last. Mr. August, let us remind you that you are a political leader for your party and you owe it to the nation to bring forth meaningful solutions and to not behave in bullish behaviour in the manner you are used to.

The Belize Youth Movement (BYM) calls on the Special Envoy for Women and Children and all other women and youth groups to join us in condemning these insensitive words and in calling for the UDP hierarchy to reprimand their Chairman for his poor conduct. Furthermore, we request that Alberto August retract his statements with a full apology to the family of the slain victim, and we demand his immediate removal as Chairman of the ruling party.

If you and your party are not ready and fit to offer the nation solutions, then it is time for you to leave! Our country and our people deserve better!

UWG Condemns Remarks of UDP Chairman Alberto August Belize City, 18th September 2019- This past weekend was another horrific one for the youths in Belize, particularly in the capital city of Belmopan. The nation of Belize mourns with the families of these youths whose lives were cut short senselessly. The grief of any parent or family on losing a loved one is incomprehensible. This is even more difficult when the loss is due to a heinous crime. Therefore, disparaging remarks and blaming the victims for their deaths is unconscionable. This is made even worse when leaders in our society publicly make such remarks.

Yesterday, it was brought to our attention that Mr. Alberto August, Chairperson of the United Democratic Party (UDP), made irresponsible and insensitive comments on social media against the family of Adamir Choc and against the victim, Adamir herself. When confronted on the post about his remarks he did not delete, apologize or retract it.

Mr. August stated in his post “While no one deserves to be killed the question you should really be asking is where was the family when this poor soul, obviously in need of parental and family guidance, was out there in the public stumbling drunk from club to club seeking attention and in the process making herself an easy target for heartless and savage predators”. Mr. August went on to say that “Be mindful always that the behaviour of our children is a direct reflection of our parental and family guidance.”

Mr. August blames the family and the victim for her murder. This is unacceptable and cannot be countenanced. It must be denounced in the strongest of terms. His words display a wilful ignorance of the gravity of the situation and further promote the misogynistic mind-set that women are held responsible for crimes committed against them.

Criticism is readily hurled at women for making themselves vulnerable to crime. The proverbial “boys will be boys” tradition continues to be practiced by men and women and thus nurtures the culture of prejudice against women.

On Monday of this week, the Special Envoy for Women and Children called for all persons to refrain from victim blaming. The UWG calls on the Special Envoy to write to the Chairperson of the UDP, the party in government that appointed her to that post, to apologize to the family of Adamir Choc. The UWG also calls on the leadership of the UDP and the women’s arm of the UDP to denounce these statements and to call on their Chairperson to apologize. There is no place in the leadership of any political party to promote this kind of language or mind-set.

Mr. Alberto August also currently sits as the Chairperson of the Belize Water Services (BWS). The UWG calls on BWS to denounce these statements from Mr. August as the BWS employs many women and the nation needs to know that as an institution they do not condone these sentiments even if it was not said under the BWS banner. It calls into question the character of the person who holds the executive position of chairperson at the nation’s only water authority. The UWG also calls on the National Women’s Commission and all organizations whose focus is on the well-being of our women and girls to denounce these remarks.

Misogyny and abuse of women remains prevalent in Belize because those in leadership positions are not held to account when they encourage this language and behaviour. When a woman or young girl is raped, abused or killed, the only person responsible for that crime is the person who committed the crime. The UWG calls on the police authorities to do a thorough investigation and for all those who know something that can help in the investigation to do so in order that justice can be had for the family of Adamir Choc.

TERMS OF REFERENCE PRE-PROJECT KNOWLEDGE, ATTITUDES AND PRACTICES SURVEY CONSULTANCY 1. BACKGROUND 1.01 The Board of Directors (BOD) of CDB at its Two Hundred and Fifty-First Meeting held on May 21, 2012, considered Paper BD 44/12 and approved a loan to GOBZ to assist in financing a Road Safety Project. The expected outcome of the Project was a reduction in deaths and serious injuries associated with RTA along a Demonstration Corridor on the George Price Highway between Belize City and Belmopan. The investments included activities to support improving: the safety of road infrastructure along the Corridor; road user awareness of safety; driver behaviour and adherence to traffic laws; post-crash care; and the capacity of GOBZ to manage road safety. The Project was completed in September 2018, and infrastructure, enforcement, and public awareness efforts implemented have contributed to significant improvements to safety on the Corridor. Fatalities on the demonstration moved from 33 deaths in 2009 to a 5-year average of 9 between 2013-2017.

1.02 GOBZ now wishes to replicate this approach to improve road safety along the Philip S. W. Goldson (PSWG) Highway between Belize City and the border with Mexico. The PSWG Highway is one of Belize’s most important and serves as the main trade route to and from Mexico. A 2011 safety assessment of the road network determined that it was predominately 1-2 stars for all users (with 3 being the minimum acceptable standard), it is now considered to have the poorest safety record in the entire network.

1.03 Road Traffic Injuries have significant negative impacts on Belize, at all levels, as they place significant emotional, psychological and financial burden on families of accident victims, elevate the number of healthy life-years lost, loss if productivity and income for victims and their care takers and contribute to the overall mortality and morbidity levels in the country. Road death and injury are not inevitable. Road trauma is a preventable public health challenge. Road systems can be developed that reduce the likelihood of a crash occurring and minimize the severity, if a crash does occur. This can be achieved with road users understanding the risks they impose on themselves and other road users, safe vehicles and safe roads, together with appropriate enforcement.

2. OBJECTIVE 2.01 The objective of the consultancy is to undertake a gender-sensitive and socially-inclusive baseline and pre-project Knowledge, Attitudes and Practices (KAP) Survey considering the social gendered norms that shape behavior.

3. SCOPE OF WORKS 3.01 The Project area is defined as the corridor along the Philip S. W. Goldson Highway between Belize City and the border with Mexico. The scope of work shall include, but not be limited to, the following activities: (a) review the norms, values, beliefs, gender relations and community practices in relation to road safety; identify social gendered norms that will serve as entry points for behavioral change; (b) identify and draw lessons from previous experience in using positive role models for promoting road safety, with special attention to strategies that will enable young men to become champions/allies in tackling risky behaviors; (c) ensure boys and young men are reached by targeting free time spaces where groups meet and socialize, such as sports clubs, pubs, etc.; (d) identify social gendered norms, as a key component of behavioral change, that will serve as entry points for said behavioral change; (e) compile, review and analyze statistics on road safety, morbidity and mortality in Belize by sex, age and type of event;

estimate the cost of loss of life, physical ability and productivity, income and time constraints by sex of the victim and of the care takers; define study population, which should include communities and schools along the Demonstration Corridor and, utilizing accepted statistical sampling techniques, identify required sample size; prepare survey protocol, data collection tools, pre-testing and translation of questionnaires, and train enumerators; based on composition of the survey areas and linguistic, cultural and gender considerations, develop appropriate questionnaires; data for this survey should be collected through desk review, questionnaires, face-to-face interviews and focus group discussions. To minimize any observer-bias, interviewers should adopt the same approach in explaining the survey, phrasing particular questions, and recording the responses; all baseline data will be disaggregated by sex and age; collection methods may include separate focus groups for men and women, as well as for male and female youth. Institutions surveyed will be asked about gender norms and stereotypes influencing the delivery of services for road safety process data and undertake statistical analysis of the results; establish a baseline and data collection and analysis methodology; and recommend the most effective ways of promoting road safety in Belize.

4. DURATION 4.01 It is anticipated that the services of the Consultant will be required intermittently over a four-month period.

5. REPORTING REQUIREMENTS 5.01 The Consultant(s) will submit the following reports: (a) Inception Report describing the approach proposed to be taken to deliver the scope of works outlined, within two weeks of the start of the consultancy. (b) Draft and Final Pre-project KAP Survey Report, presenting the data and results of the survey.

5.02 GOBZ and CDB will provide comments within two weeks of receipt of the report and the consultants will adjust the ongoing work according to the comments received. Reports should be submitted in three hard copies and electronically.

6. IMPLEMENTATION ARRANGEMENTS 6.01 The Project Manager, Road Safety Unit will facilitate the work of the consultant and make available all relevant documents, and will act as liaison between the consultant and GOBZ officials and stakeholders.

7. QUALIFICATIONS AND EXPERIENCE 7.01 The consultancy team should have expertise in, but not be limited to, the following areas: (a) University Degree in Statistics, Sociology or related field; (b) Experience in quantitative and qualitative data collection and analysis; (c) Social psychology and previous experience in measuring behavior change, social and gendered norms and masculinities would be an asset; (d) Previous experience in conducting gender analysis and analyzing data from gender perspective is an asset; and (e) Excellent communication skills including research, writing, editing and presentation skills would be an asset.
