Today our Prime Minister is asking us to brace ourselves to do what we did in December 2020 to January 2021 at a higher level most likely.

PlanBelize is the super engine behind the Briceño-led government. PlanBelize is the brainchild of multiple minds and diverse talents all throttling with one vision to serve the people. The mother of all challenges came from both destiny and error; the greatest of all Belizean dilemmas in November 2020 was a pandemic due to world happenings merged with the incapacity of the UDP government to govern. Belize entered the pandemic with the worse of underlying conditions—an economic recession. The UDP was in denial and the economic situation was ignored for “those that come after.”

Economically Belize is ahead of schedule with Agriculture and Tourism leading the economic way. The economic indicators show a high confidence in the current government to restart the economy and beyond. The planBelize government has taken Belize out of the red and is performing in the black and out of the recession. In November Belize will host an Investment Summit in San Pedro with half a billion in investment already in play. It cannot be overstated that economic confidence is high and the success of the negotiations

of the Superbond is already a colossal plus for our economy. On the latter, the acceptance of the terms will double the positivity outlook brought on already.

So as we ramp up our fight against the new strain of the Coronavirus the planBelize Government had the health of its citizens and the health of the nation in mind. John Briceño is taking compartmentalization to a level previously unknown in Belize. This level will bring to reality a Belize working for everyone which in essence will make us all win.

Improving Competitiveness of MSME’s MEMORANDUM OF UNDERSTANDING SIGNED BETWEEN BELTRAIDE AND DFC

Cabinet Brief Belmopan. September 16, 2021. 12:30 p.m.

The Cabinet chaired by Prime Minister Hon. John Briceño, met in regular session on 14th September 2021.

• Cabinet was updated on the status of vaccines and the number of vaccines available in Belize. As of 14th September 2021, 176,242 persons or 40% of the population had received at least one dose of the vaccine. This represents an increase of 3,165 new vaccinations over last week’s numbers. As of 14th September 2021, 81,229 persons or 18.8% of the population has been fully vaccinated, an increase of 4,950 over last week’s 74,874.

• Since the roll-out of the Pfizer vaccines, 17,172 Belizeans between the ages of 12 and 17 years have received their first shot of the vaccine.

• Starting, Monday, 20th of September 2021 and for the next two weeks the new measures are as follows: - A curfew is imposed countrywide from 7:00 p.m. to 4:00 a.m. except for San Pedro, Caye Caulker, Placencia and Hopkins, where the curfew will remain from 9:00 p.m. to 4:00 a.m.

- Restaurants will only be able to provide takeout service, except for restaurants in San Pedro, Caye Caulker, Placencia and Hopkins.

- Casinos and Churches are to be CLOSED. - NO form of contact sports is allowed.

- Sunday, 26th September and Sunday, 3rd October 2021 will be declared NO MOVEMENT DAYS except for medical attention, to purchase medication, groceries or fuel.

• The Prime Minister informed the Cabinet of the details of the proposed offer by Belize to buy back the Superbond. Cabinet approved the terms and looks forward to a successful uptake by bondholders.

• Cabinet gave its approval for the Ministry of Foreign Affairs, Foreign Trade and Immigration to enact regulations for the CARICOM Single Market and Economy (CSME) Community Skilled Persons Act for procedures associated with the application, issuance, upgrade, replacement, and verification of skill certificates, for the revocation, surrendering and cancelation of skill certificates; for procedures to be observed when an offence is committed; and for procedures for the maintenance of a register of qualified, skilled CARICOM nationals, and to repeal the fees levied on the appendence of skilled CARICOM nationals.

• Cabinet endorsed the establishment of a gaming and lotteries commission for Belize.

• Cabinet approved the reduction of fees and waiver of overdue fees for persons requiring visa extensions to remain in Belize, and who could not remain current due to the impact of the COVID-19 pandemic.

• Finally, Cabinet strongly urges the public to wear masks, maintain physical distance, wash hands regularly, and for those not fully vaccinated to get vaccinated as soon as possible. Vaccinations save lives.

The Belize Trade and Investment Development Service (BELTRAIDE) signed a Memorandum of Understanding (MOU) with the Development Financial Corporation (DFC) to collaborate on implementing the “BELIZE ENTERPRISE REVOLVING FUND” (BERF) Project, financed by the CARICOM Development Fund (CDF). This project aims to diversify the national economy of Belize by strengthening and improving the competitiveness of Micro, Small and Medium Enterprises (MSMEs), including those with export potential, through financing and technical assistance.

BERF will specifically provide capacity building to underprivileged groups such as women, indigenous people and at-risk youths.

It will also develop and enhance business skills; establish an inclusive financial mechanism that will offer financial solutions to meet recipients’ needs and promote business growth and development through a combination of grant and loan funding.

Specific objectives: • Increase MSMEs viability and competitiveness.

• Encourage or increase innovative entrepreneurial and enterprise activities.

• Foster an environment that facilitates credit access for MSMEs. • Promote product and market diversification to increase local MSMEs access to new markets: domestically, regionally, and internationally, or to expand in existing markets.

In her welcome address CEO Garcia stated: “We know how crucial access to finance is for our MSMEs; not only for keeping the doors open but also for innovating, accessing new markets and importantly, providing jobs for our people. However, the lack of alternative finance options mixed with the risk-averse nature of banks has made it difficult for many of our MSMEs to access the finance they need.

Programs like this, and others that are currently in planning, including new policies, will effectively reduce the barriers and gaps that our entrepreneurs traditionally faced.

Additionally, this program aligns with the National MSME Policy and Strategy and

the National Entrepreneurship Strategy which encourages robust business support and effective solutions to overcome the constraints affecting MSME growth, in our country. This program is also in consonance with the goals and objectives of the Government’s Plan Belize. I applaud the achievement of the team in the consistent efforts being undertaken to finding solutions for our MSMEs, a most vital sector to the Belizean economy. I look forward to hearing and seeing the many success stories, as a result of this program and we welcome the economic development it will bring for our country.”

The MOU was signed by Mrs. Narda Garcia, CEO in the Ministry of Finance and Investment; Dr. Leroy Almendarez, Executive Director of BELTRAIDE; and Mrs. Natalie Ewing-Goff, General Manager of DFC.

EDITORIAL Belize: Bold and Beautiful at 40!

elize, our Motherland stands at the cusp of the eve of her fourth decade. She is poised, ready for what comes next in this new decade. Behind Belize are those early years when her inexperience and unguided impetus drove economic decisions and shaped national and international policy. In her second decade, Belize made a series of rash decisions. In her haste to develop, she may have borrowed a bit more than she could handle and did not always invest wisely. The dirty thirties hit Belize hard! She lost all control and spent wild on beach parties, tacos and rum. Belize was drunk on power, bloated on contracts, headed down the Caracol Road to nowhere, overwhelmed with debt because she had pawned even the Boledo exclusivity.

Belize went on expensive junkets to Dubai and the Cannes Film Festival, she went because she was promised fame and fortune, but she was duped. Instead, she found notoriety in Sanctuary Bay and Puerto Azul.

In 2020, Belize caught Covid-19 and it seems that it is for the long haul. However, the near-death experience served an important purpose. Belize during this time made a drastic change and for the better. She has used this time to reflect, rehabilitate and renew. A new Belize has emerged, poised gracefully to take her rightful place amongst the leading countries of this region. The Covid-19 virus which plagued every corner and afflicted every system was brought under control swiftly by our New Belizean Government. Next, the agro-trade industries were carefully managed and are now flourishing. They have never been better as Belize eats what it grows and grows what it eats. Farmers have had an extraordinary year even throughout the pandemic and we are well on our way to establishing a self-sufficient and sustainable food security plan. Education continues to make better and bolder innovations that have helped to mitigate the time outside of face to face instruction.

Women and youth in Belize will be the primary beneficiaries of many incentives that seek to empower them economically through grants and loans for small and medium enterprises. Homes for first-time owners are already under construction and will soon be ready for many happy families across Belize. The quick rebound in our Tourism sector has exceeded all expectations and it has brought back thousands of jobs. Slowly and steadily the private sector has felt encouraged and confident and the investments in the construction sector have been nothing short of fantastic.

Belize at 40 has emerged graceful and majestic, poised to claim her position as a leader in the region. A force to be reckoned with, having put aside her youthful recklessness, Belize is now filled with a deep sense of hope, pride, and purpose. Already Belize has embarked on expanding partial scope trade agreements with her neighbours Mexico and Guatemala to increase the trade opportunities and job creation here at home. The potential is already evident through the exportation of cattle to those countries, and which have netted us tens of millions of dollars in foreign currency. Homegrown economic policies and fiscal strategies have shown to be even more effective than blanket policies used by international organizations. There are many more challenges down the road, and while Belize must again grapple with Covid-19 it does so this time around armed with experiences and lessons learnt. In its arsenal, Belize also has unity, hope and that indomitable will to survive and thrive against all odds. Happy Birthday, Belize…Bold and Beautiful at 40!

Belice: ¡Audaz y Hermosa a Los 40!

elice, nuestra Madre Patria, se encuentra en la cúspide de la víspera de su cuarta década. Está preparada para lo que viene en esta nueva década. Atrás quedan los primeros años de Belice, cuando su inexperiencia y su ímpetu sin guía impulsaron las decisiones económicas y dieron forma a la política nacional e internacional. En su segunda década Belice tomó una serie de decisiones precipitadas.

En su prisa para desarrollarse, es posible que pidiera prestado más de lo que podía manejar y no siempre invertía de forma inteligente. ¡Los locos treinta años shucos golpearon con fuerza a Belice! Perdió todo el control y gastó a lo loco en fiestas en la playa, tacos y ron. Belice se emborrachó de poder, se hinchó de contratos, se dirigió por el camino del Caracol a ninguna parte, se abrumó de deudas porque había empeñado hasta la exclusividad del Boledo. Belice se fue de viaje a Dubai y al Festival de Cine de Cannes, porque le prometieron fama y fortuna, pero la engañaron. En cambio, encontró notoriedad en Sanctuary Bay y Puerto Azul.

En 2020, Belice se contagió del Covid-19 y parece ser para largo. Sin embargo, la experiencia cercana a la muerte sirvió para algo importante. Durante esta época, Belice hizo un cambio drástico y para mejor. Ha aprovechado este momento para reflexionar, rehabilitarse y renovarse.

Ha surgido un nuevo Belice, preparado con gracia para ocupar el lugar que le corresponde entre los países líderes de esta región. El virus Covid-19 que asolaba todos los rincones y afectaba a todos los sistemas, fue controlado rápidamente por nuestro nuevo gobierno beliceño.

A continuación, las industrias agroalimentarias se gestionaron cuidadosamente y ahora están floreciendo. Nunca han estado mejor, ya que Belice come lo que cultiva y cultiva lo que come.

Los agricultores han tenido un año extraordinario, incluso durante la pandemia, y estamos en camino de establecer un plan de seguridad alimentaria autosuficiente y sostenible. THE BELIZE TIMES 5 2021 GIRLS/YOUNG WOMEN’S $1.3 MILLION IN CATTLE ROUNDTABLES IN COROZAL EXPORTS TO MEXICO TOWN 19 SEP

A third cattle export activity was held on September 8 between Belizean cattle farmers and SuKarne. Sukarne is purchasing 195 live animals from Shipyard with a final destination in Michoacán, Mexico. The value of this export is an estimated BZ$164,000. The total value of cattle exported to Mexico so far is BZ$1.3 million for about 1,476 live animals.

All this is a few months Animals have been taken to the border and beyond to their final destination after exhaustive checks on their health conditions. Belize’s animal health authority, the Belize Agricultural Health Authority (BAHA), is working with its Mexican counterpart, the National Agro-Alimentary Health, Safety and Quality Service (SENASICA), to ensure the animals being exported are in the best health conditions, free of tuberculosis, brucellosis and any other bovine diseases. This follows discussions held in August on cooperation in cattle export and certification of the national herd.

SuKarne is a Mexican multinational corporation based in Culiacán, Mexico that

operates in the food protein industry. The company annually exports the largest percentage of beef, pork, and chicken in Mexico and also operates in the food processing industry.

It is expected that the situation for the beef cattle industry in Belize will continue improving as better-quality beef animals are introduced into the national herd and export markets are secured abroad with the neighbouring countries of Guatemala and Mexico.

All this export activity is a direct consequence of Hon. Mai following in the path laid out by planBelize. Promises were made by the campaigning PUP to negotiate to open Mexico to our Cattle exports and other commodities. Prime Minister Briceño is yet to meet with the President of Mexico next month in a summit made for Belizean economic history and historic period. As we battle to regain total control over the Covid infection numbers, the planBelize government is moving ahead…people everywhere still need to eat and feed them we will.

Like many countries around the world, young women and girls in Belize continue to face systematic discrimination because we live in societies that perpetuate misogynistic patriarchal attitudes, norms, and values.

Although women make up more than half of our country’s population, many are still marginalized, live in vulnerable conditions, and face multiple forms of stigma and discrimination. The National Women’s Commission(NWC) as the policy advisory body to government recognizes that women, young women, and girls carry enormous potential and power that needs to be unleashed.

Due to societal norms and ways how we are socialized, many go throughout their lives without recognizing and harnessing such power. It is with this goal that the National Women’s Commission continues to host Girls/Young Women’s RoundTables around the country to engage young women, build their sense of self and support them in recognizing their inner power and voice.

Sessions include identifying the following:

values and attitudes that are important to them and how these can impact the decisions they make, discriminatory practices women face, and discussing the many issues they face in their communities while at the same times helping them to recognize the role they play in addressing them.

In partnership with the Corozal Town Council, twenty girls are participating in the Corozal Girls Roundtable. The President of the National Women’s Commission, Thea Garcia Ramirez welcomed the groups and expressed gratitude for being open to participate in the sessions. Mayor, Rigoberto Vellos, was present and committed to continue working with the efforts that address issues women face in his community.

Support was given by the Corozal District Gender and Gender-based violence Committee Chair, Nayeli Rancharan in selecting participants. The session was led by NWC Program Officer, Eleanor Murillo and supported by Executive Director, Cynthia Williams, and Administrative Assistant Halima Santos.

On September 16th, US Charge d’ Affaires Mrs. Leyla Moses-Ones paid a courtesy visit to Honourable Henry Charles Usher, Minister of the Public Service, Constitutional and Political Reform in Belmopan.

Mutual areas of interest were discussed, and special attention was given to the Reform policy, with emphasis on the Good Governance Unit. Minister Usher gave particular importance to the

Minister Usher expressed his appreciation for the partnership which exists between the US Embassy in Belize and the country over the past years. During the cordial meeting, both parties pledged to promote the spirit of goodwill and to strengthen the existing relationship of cooperation between the two countries.

JOHN BRICEÑO Address to the Nation September 15, 2021

Fellow citizens, as a nation we, like the rest of the world, continue to face the daily challenges caused by this awful coronavirus pandemic. For the second year in a row our National Celebrations have been greatly curtailed by this pandemic.

Of course, where COVID-19 is concerned we are not alone, the world over is dealing with the daily challenges caused by infections and death. Together as Belizeans many of us have worked hard to limit infections and to follow the advice of the experts at home and aboard. Yet even with the best efforts of many, we find ourselves in the midst of a third wave of the virus, one that is aggressive, and is causing infections at a more rapid pace.

For those of you who have not been taking this matter seriously, let me address you directly.

The current situation in Belize is indeed alarming. The last report from the Ministry of Health shows that the number of daily new confirmed COVID cases has been increasing dramatically. Yesterday alone there were 200 new confirmed cases, with a positivity rate of 16.4 percent. As of yesterday, there were 1419 active cases in the country. Our hospitals are at a breaking point. At the KHMH alone there are 28 COVID positive patients admitted, 10 of these patients are in the Intensive Care Unit and of these, 7 are unvaccinated. Over the weekend, there were nine deaths attributed to COVID 19. Our medical professionals tell us that of the number of persons dying from COVID close to 85 percent are persons who are unvaccinated.

We know that persons who are vaccinated are less likely to end up in the ICU and even less likely to die because of COVID. Yet there are those Belizeans who refuse to get vaccinated. Perhaps some of the antivaxxers feel that Government must not interfere with their personal liberty or freedom of choice, but Government must protect our children, health care professionals and those citizens who are following the regulations by getting vaccinated and we will do so. Let me be clear, Government will do what is necessary to pass appropriate legislation that will protect our children, health care workers and vulnerable citizens who are doing everything possible to ensure each other’s safety.

By now, we have all seen and heard what is happening at our healthcare facilities across the nation. Our doctors, nurses, lab technicians, pharmacists, attendants, public health inspectors and other health care workers have done a herculean job in managing the sick, COVID and non-COVID alike. All these workers are reaching the point of exhaustion, they are now in desperate need of some form of relief. For their heroic work, we owe them this relief and can assist by doing our part, which is to get vaccinated and to adhere to the safety guidelines.

I know we can all do this because we have done it before. When we took office last November COVID cases were on the rise, hospitalizations were up, and deaths on some days reached as high as 10. We implemented the necessary measures to stop the spread and together we were able to bring the number of cases down to a level where we could open our economy safely.

We are once again faced with circumstances that require collective action and so to deal with the precarious situation we currently face; to guard the health and economy of the nation and on the advice of our healthcare professionals, Cabinet is forced to take drastic measures by imposing the following restrictions: Starting the 20th of September 2021 and for the next two weeks the new measures are as follows: 1. A curfew is imposed countrywide starting at 7:00PM to 4:00AM except for San Pedro, Caye Caulker, Placencia and Hopkins, where the curfew will remain from 9:00PM to 4:00AM. 2. Restaurants will only be able to provide take out service except for restaurants in San Pedro, Caye Caulker, Placencia and Hopkins.

3. Casinos and Churches are to be CLOSED. 4. Any form of contact sport is not allowed.

5. Sunday 26th September and Sunday, 3rd October 2021 will be declared NO MOVEMENT DAYS except for medical attention, to purchase medication, groceries, or fuel.

We are implementing these measures because projections from the Ministry of Health & Wellness show that if nothing is done, we can expect to see an increase in daily COVID infections of up to 250 new confirmed cases. At this rate hospitalizations could rise by an additional 150 persons daily over the next two weeks. Of those hospitalized cases, approximately 15 will require ICU admission and a minimum of 10 daily deaths are projected.

By imposing these measures, we hope to avert a worsening of the COVID pandemic and avoid a complete country lock down. As I said before, when we work together, we are able to keep this awful pandemic somewhat under control.

We also give our hard-working heath care professionals a chance to get some rest, to better cope with the cases in front of them and to try and deal with some of the psychological trauma they face in this line of work. Yes, we are an entire nation under stress, but just imagine what our doctors and nurses are going through every day. We can help them and help ourselves by working together to reduce the number of infections and reduce the number of hospitalizations.

Remember the virus cannot move unless we take it with us. Vaccination and the adherence to the current public health measures is the only way for us to reduce the spread of this highly infectious and deadly disease and in so doing save lives. My appeal to you tonight is to join in this fight to defeat the spread of the coronavirus. JOHN BRICEÑO Discurso a la Nación 15 de septiembre del año 2021

Conciudadanos, Como nación, nosotros, al igual que el resto del mundo, seguimos enfrentándonos a los desafíos diarios causados por esta horrible pandemia de coronavirus.

Por segundo año consecutivo, nuestras celebraciones nacionales se han visto muy limitadas por esta pandemia. Por supuesto, en lo que respecta al COVID-19 no estamos solos, el mundo entero se enfrenta a los retos diarios causados por las infecciones y la muerte. Juntos, como beliceños, muchos de nosotros hemos trabajado duro para limitar las infecciones y seguir los consejos de los expertos en casa y en el extranjero. Sin embargo, incluso con los mejores esfuerzos de muchos, nos encontramos en medio de una tercera ola del virus que es agresiva y está causando infecciones a un ritmo más rápido.

Para aquellos que no se han tomado este asunto en serio, permítanme dirigirme a ustedes directamente. La situación actual en Belice es realmente alarmante. El último informe del Ministerio de Salud muestra que el número de nuevos casos diarios… confirmados de COVID... ha aumentado de forma espectacular. Sólo ayer hubo 200 nuevos casos confirmados, con una tasa de positividad del 16,4%. Hasta ayer, había 1419 casos activos en el país. Nuestros hospitales están al límite. Sólo en el KHMH hay 28 pacientes positivos al COVID ingresados, 10 de los cuales están en la Unidad de Cuidados Intensivos y, de ellos, 7 no están vacunados. Durante el fin de semana hubo nueve muertes atribuidas al COVID 19.

Nuestros profesionales médicos nos dicen que…del número de personas que mueren por COVID… cerca del 85% son personas que no están vacunadas. Sabemos que las personas vacunadas tienen menos probabilidades de acabar en la Unidad de Cuidados Intensivos y aún menos de morir a causa del COVID. Sin embargo, hay beliceños que se niegan a vacunarse. Tal vez algunos de los antivacunas piensen que el Gobierno no debe interferir en su libertad personal ni en su libertad de elección, pero el Gobierno debe proteger a nuestros niños, a los profesionales de la salud y a los ciudadanos que siguen las normas vacunándose y… así lo haremos. Que quede claro…el Gobierno hará lo necesario para aprobar la legislación adecuada que proteja a nuestros niños, a los profesionales de la salud y a los ciudadanos vulnerables que están haciendo todo lo posible para garantizar la seguridad de los demás.

A estas alturas todos hemos visto y oído lo que está ocurriendo en nuestros centros de salud de todo el país. Nuestros médicos, enfermeras, técnicos de laboratorio, farmacéuticos, asistentes, inspectores de salud pública y otros trabajadores de la salud han hecho un trabajo hercúleo en el manejo de los enfermos, COVID y no COVID por igual. Todos estos trabajadores están llegando al punto de agotamiento, ahora necesitan desesperadamente alguna forma de alivio. Por su heroico trabajo les debemos este alivio y podemos ayudar haciendo nuestra parte que es vacunarnos y cumplir las directrices de seguridad.

Sé que todos podemos hacerlo porque ya lo hemos hecho antes. Cuando tomamos posesión del cargo el pasado mes de noviembre, los casos de COVID iban en aumento, las hospitalizaciones se incrementaron y las muertes llegaron a ser 10 en algunos días. Pusimos en marcha las medidas necesarias para frenar la propagación y juntos pudimos reducir el número de casos a un nivel en el que podíamos abrir nuestra economía con seguridad. Una vez más nos enfrentamos a circunstancias que exigen una acción colectiva, por lo que para hacer frente a la precaria situación a la que nos enfrentamos actualmente; para velar por la salud y la economía de la nación y siguiendo el consejo de nuestros profesionales sanitarios, el Gabinete se ve obligado a tomar medidas drásticas imponiendo las siguientes restricciones: A partir del 20 de septiembre de año 2021 y durante las próximas dos semanas las nuevas medidas son las siguientes: 1. Se impone un toque de queda en todo el país a partir de las 7:00PM hasta las 4:00AM, excepto en San Pedro, Caye Caulker, Placencia y Hopkins, donde el toque de queda permanecerá de 9:00PM a 4:00AM. 2. Los restaurantes sólo podrán ofrecer servicio de comida para llevar, excepto los de San Pedro, Caye Caulker, Placencia y Hopkins.

3. Los casinos y las iglesias estarán CERRADOS. 4. No se permite ninguna forma de deporte de contacto.

5. El domingo 26 de septiembre y el domingo 3 de octubre de 2021 serán declarados DÍAS DE NO MOVIMIENTO, excepto para atención médica, para comprar medicamentos, comestibles o combustible.

Estamos implementando estas medidas porque las proyecciones del Ministerio de Salud y Bienestar muestran que…si no se hace nada…podemos esperar ver un aumento en las infecciones diarias de COVID de hasta 250 nuevos casos confirmados. A este ritmo, las hospitalizaciones podrían aumentar en 150 personas más al día durante las próximas dos semanas. De esos casos hospitalizados, aproximadamente 15 requerirán ingreso en la Unidad de Cuidados Intensivos y se prevé un mínimo de 10 muertes diarias.

Al imponer estas medidas, esperamos evitar un empeoramiento de la pandemia de COVID y evitar un cierre total del país. Como he dicho antes, cuando trabajamos juntos, somos capaces de mantener esta horrible pandemia en cierto modo bajo control. También damos a nuestros esforzados profesionales de la salud la oportunidad de descansar un poco, de enfrentarse mejor a los casos que se les presentan y de tratar de superar algunos de los traumas psicológicos a los que se enfrentan en esta línea de trabajo.

Sí, somos una nación entera sometida a estrés, pero imagínense lo que nuestros médicos y enfermeras están pasando cada día. Podemos ayudarles y ayudarnos a nosotros mismos trabajando juntos para reducir el número de infecciones y reducir el número de hospitalizaciones.

Recordemos que el virus no puede desplazarse si no lo llevamos con nosotros. La vacunación y el cumplimiento de las actuales medidas de salud pública es la única manera de reducir la propagación de esta enfermedad altamente infecciosa y mortal y, de este modo, salvar vidas. El llamamiento que les hago esta noche es que se unan a esta lucha para derrotar la propagación del coronavirus.

Todo el mundo tiene un papel que desempeñar, desde los padres, que deben proteger a sus hijos y a los ancianos, hasta los comerciantes y empresarios, a los que pedimos que insistan en los estrictos protocolos de higiene para entrar en su establecimiento. Desde los líderes de la comunidad hasta los pastores, todos debemos unirnos ahora en la lucha para conseguir el control de este virus mortal.

Para aquellos que aún no se han vacunado, por favor háganlo, ya hemos abierto todas las vacunas a todos los beliceños de 12 años en adelante y todas nuestras vacunas son seguras y gratis.

Permanezcan en casa y recuerden que si tienen que salir, cuiden su distancia, lávense las manos y usen su mascarilla.

THINK ABOUT IT THE PRIME MINISTER SPEAKS TO THE NATION The Prime Minister addressed the nation last night Wednesday 15 September. It was a formal address beginning with the national anthem.

The topic? Belize’s number one issue - the Covid crisis, and government’s latest response.

The Prime Minister spoke from his heart. He obviously is carrying the burden imposed on him as leader of the nation in our worst time of crisis. Over a thousand citizens are infected. Almost four hundred have died. The limited hospital beds are all occupied with patients. Each day there are more infected numbers and a few more deaths.

The Prime Minister has been advised by the medical experts that projections show that at the rate of infections and deaths the situation will become alarming.

More efforts are needed. We must do better.

The next two Sundays 26th September and 3rd October will be total lockdown, except for emergency purchase of food, medicines and petrol.

Curfew is now from 7:00p.m. to 4:00 a.m. except for San Pedro, Caye Caulker, Placencia and Hopkins.

Casinos must be closed. Unfortunately, so do churches…

Restaurants are only for take-out, no eating in restaurants except San Pedro, Caye Caulker, Placencia and Hopkins.

No contact sports allowed.

The Prime Minister told the nation the new measures were an effort to control the situation from getting worse and provide a little ease and rest to our embattled health workers, by reducing infections and hospitalizations.

He said, we the people have done this tightening up and sacrifice before and we can do it again. Yes we can, and with the help of God we will.

He then said “my appeal to you tonight is for you to join in this fight. All of us must come together Now. Please get vaccinated, watch your distance to others Wash your hands. Wear your masks”.

BUT ON THURSDAY MORNING We could not believe what happened on Thursday morning 16th September on the various television shows. Love, Krem, Channel 5 and 7 all continued with their scheduled shows. We are deep in a health crisis and cannot mobilize everyone to do all they can.

We believe in the power of persuasion.

SHYNE NEED FI DUMP FABER AND SALDIVAR The UDP is in a crisis. A leadership crisis. At a time when our country is in an economic crisis and an urgent health crisis.

The UDP crisis is caused by the legacy of their last leader, Dean Barrow, who left the party and the country in one hell of a mess.

In the case of the country, Barrow ran the government like a one-man band.

What he wants is done, no debate, no dissent. He changed the country’s laws from bad to worse. He undermined all the important institutions and appointed cronies and sycophants in charge of the checks and balances so crucial in a democracy. In the process, his law firm is now under scrutiny for raking in millions.

Watch for word (figures) from the 560 million payout to Ashcroft following a secret meeting in Miami.

No one in Cabinet or elsewhere as elected Area Representative dared mutter any concern. Barrow was the government and the government was Barrow.

There was a Deputy Prime Minister. Yea, yea.

The infamous Gapi Vega. He is accused of using his Ministry of Lands to enrichen himself and his family. Barrow, as Prime Minister, cornered at a meeting of complaining Belizean Americans shifted blame by publicly uttering his infamous words. The Ministry of Lands was a cesspool of corruption, a hotbed of corruption. Yea, right! And what did the Prime Minister do about the corruption?

Nothing.

When Gapi was forced to resign over a stinking scandal about land and money for his son, there was some talk of a review of the lands Ministry. It was just that - talk.

Then came Faber. Do nothing Faber. Say nothing Faber. Deputy Prime Minister Faber. No vision Faber, no commitment Faber. Everything continued the way they were - under Barrow and the UDP and Faber. And Saldivar.

Add the one Saldivar, aka tranches. On his watch, Guatemala got a huge contract to build a southern military base in our waters. It was being constructed

by Guatemalan workers. Until Will Maheia invited Mose Hyde to visit and see for himself. Thus this incredible effrontery was exposed. The high and mighty Minister of National InSecurity’s arrogant response - don’t look a gift horse in its mouth. Wow! Anyhow, by now you get the point. The corruption for which the people of Belize overwhelming rejected the UDP. The waste, the disdain meted out to the people of this country and worst, the shocking impoverishment imposed on them is awesome. Over 60 percent of Belizeans are poor. Rising crime and violence. The social degradation. Robbing our young people of their future. These things are sins crying out to high heaven. Faber and Saldivar as much as Dean Barrow are to blame. As too, are the Finnegans, Castros, Patts, Pantons, Contreras, Boots, Hulses, Barnetts, Marins et al.

When the Prime Minister put his son in charge of BTL, Belize’s richest corporation, not a murmur. Everyone was getting tranches of petrocaribe monies. No accountability. No audit, for millions and millions of dollars.

Surely leadership should be comprised of better quality and that little voice inside, which is called conscience.

What is our point? Faber and Saldivar bring nothing to the table. They don’t, won’t, take the ailing, leaderless UDP a notch or two up. Their ‘caucus’ for change is, in the words of admirer Jules Vasquez, a “carcass for change”.

The UDP is in crisis. Surely there are young, intelligent, untarnished support-

ers, saddened by the stench of corruption which Barrow left in his trail, but willing to take up the challenge which our two party system requires.

It is said that for evil to succeed, all that is needed is for good people to do nothing. The evil which has fallen on the UDPs is seeing a number of bad people saying things. But where are the good people?

THE MORGUE IS FULL BUT….

The morgue at the Karl Huesner Hospital is full of dead bodies. The hospital is publicly calling on families to take their loved ones from the morgue. The deaths are from Covid as well as other causes.

But before such information creates great alarm, please remember the full capacity of the morgue is only for 21 bodies. Belize District has over one hundred thousand persons.Also, one of the morgue units has broken down. (Just when we need it most) so sad the morgue can only handle 12 dead persons.

It was so sad to hear that Social Security is slow is getting the allowance of fifteen hundred dollars to families, causing them to leave their loved ones at the morgue for a longer period than is necessary. We keep hearing how Social Security is slow in approving injury and sick benefits to workers.

What we are not hearing is that our hospitals have no extra wards and extra beds and the reason why the morgue can only handle 12 bodies is because the UDP government squandered and stole millions of dollars on projects, some of which were not urgent priorities.

To name a few. Eight million to shrink Faber’s Road (it is actually a street).

Three hundred million to one crony contractor for various roads. Thirty odd million dollars on City Centre building (red elephant). Another thirty odd million dollars on national stadium (white elephant).

Millions for a round-about at Roaring Creek bridge. Twenty million for UDP City Council which produced only ten million worth of concrete streets. Twenty seven million dollars on a public building by Chetumal Bridge. And on and on.

THE MENNONITES ARE WORRIED The Mennonites of Belize are worried. Their spirits are troubled.

Four weeks ago their leaders started making contacts with lawyers. Seeking advice on what is the legal position should the government pass laws mandatory that only persons with vaccination would be allowed in their business places.

They were told such a drastic step would be unlikely.

It is no longer unlikely. The government has suggested it may do just that.

All public places would require entrance only to the vaccinated or persons with a Covid test of negative.

The situation with the latest wave of Covid, especially the Delta strain is threatening to reach emergency levels. Left unchecked our medical personnel will collapse. Our main hospital is not equipped for the situation and deaths will continue to climb, if not soar. Government may be forced into declaring a national emergency and lock-down the country, thereby ruining the fragile economy and usher in food pantry for thousands of poor and marginalized.

We are so disappointed that a massive country-wide information campaign has not been launched. We believe if we talk to each other, the vast majority will get the sense. We are a sensible people. Very sensible. We believe in the power of persuasion.

The Mennonites have three sizeable communities at Spanish Lookout, Shipyard and Blue Creek. On learning of the government’s new proposed restrictions set to come into effect on 1st October, many Mennonites participated in a motorcade protest. They drove around to show their concern.

Our understanding is that Mennonites are of German ancestry. The Germans are disciplined and organized. They have one of, if not the strongest, economy in the whole of Europe. In the World War II, 1939 to 1945, they conquered nation after nation, increasing their strength and threatening to rule the world, until their leader, Adolph Hitler made the error of attacking Russia in the East while still dueling with the British on the West. Russia lost over 20 million of its fighting men but stopped Hitler in his tracks. After the war Russia, known then as the Soviet Union split Germany in two and forcibly occupied half of Germany until 1990 when Germany once again became its complete self.

The Mennonites in Belize are an awesome people. They arrived in our country around 1950’s as immigrants. They cleared the jungle and virgin forests and planted the earth. They grow what they eat and eat what they grow. They built shops and stores and barns and houses and schools and their church. They worship God and thank him for leading them to a good land. They have been blessed.

And they are a blessing to our country. They remain humble, law abiding and hard working.

This week they called on all Mennonites to pray. We have seen the request.

All Mennonites are asked to pray for Belize, to pray for the leaders of the country, to pray for all persons affected with the Covid virus, pray for those impacted because of what the virus is causing, especially poor families and children who are not in school.

We find this to be interesting.

Who are urging the people of Belize to turn to God in this most troubling of times? Which leaders of which groups are calling on their people to remember the Almighty in this time of crisis? None Lord. None that we know of.

If the Mennonites are worried, should the rest of us, their fellow Belizeans be worried too? We think so. Are the Mennonites threatened by government to do things which their religion and their conscience says they should not do?

If so, what could these be? It is a fear that government will force them and the rest of Belizeans to take a Covid vaccination? Is it fear the government will force them to only allow vaccinated persons to enter their place of business?

While the Mennonites have not come openly to say what troubles them, we believe they fear the government is going to pass drastic laws about vaccination and who can go into public areas. If so, their concerns are legit. This is where public discussions and public information should focus. Must focus.

VOICE OF THE COMMON MAN FAIT ACCOMPLI: BLUE BOND SUPERBOUND !

By Hilly Bennett Prime Minister and Minister of Finance, Economic Development and Investment, Honourable John Briceno told the media, regarding the unprecedented move to cancel the so-called ‘superbond’, “my administration promised you debt reduction and debt relief, this proposal delivers both in spades”.

During the sitting of Parliament on Friday 3rd, August 2021, PM, Briceno delivered the audacious deal with the Nature Conservancy (TNC) inclusive of the innovative financing solution, Blue Bond, to restructure the superbond.

TNC is an international notfor-profit organisation which have been engaged in conservation in Belize since the early 2000s. Interestingly, Honourable John Briceno the then Minister of Lands in 2005 championed the vision for a comprehensive approach to national protected areas. However, it was in late October prior to the general election and when Parliament was already dissolved when TNC entered into a deal with the corrupt Barrow/Faber Government

that caused the reputable conservancy group to come under fire. “When Parliament is dissolved all unfinished business falls - including any bills that have not received parliamentary approval: Bills cannot be carried over from one Parliament to another, reflecting the convention that no Parliament can bind its successor.” The deal involved two hundred and sixty-six thousand acres of land. The deal veiled in parliamentary illegalities waived millions in land tax and speculation tax over fifty years. A loss to the country and to the good people of Belize.

The deal was rescued in renewed spirit between the Briceño Government and TNC. Apparently, the initial proposal needed the signature of the Prime Minister before it became final. Probably why the wily Senator, Michael Peyrefitte professed that “if he signs it, the unions will fry him in hog fat. If doesn’t sign it, he falls out of favour with those landowners who are expecting the sale to go through.

He falls out of favour with TNC, which wants to promote conservation in the country....” Contrary, TNC have

offered the People’s United Party Government to refinance a portion of the national debt. Consequently, longterm financing will become available in the form of savings for sustainable marine protection, sustainable economic development and climate change.

The Government could also realize goal number 14 of the United Nations (UN) Sustainable Development Goals (SDG) which seeks to “conserve and sustainably use the ocean, seas, and marine resources for sustainable development.” It is indicative of the World Economic Forum that the Blue Economy is of growing importance and have attracted the interest of policymakers across the globe. As a wealth generator and an estimated value of $1.5 trillion per year the Blue Economy is one of the largest economies of the world.

As explained by Briceño the deal negotiation with bondholders of the superbond reduces the face value of the superbond by 48.3% instantly reducing Belize’s public debt by almost $500 million Belize dollars. Additionally, BZD 8 million will be directed to marine conservation projects and

upgrading the protection and management of Belize’s patrimony. Carl Ross representing the bondholders congratulated the John Briceño PUP Government in what he described as novel- the Blue Bond swap. The group legal advisor, Orrick, Herrington and Sutcliffe said members of the committee embraces the idea of the offer which is marine conservation.

Interestingly, the requiem by the critics including the former Prime Minister Dean Barrow and Senator Michael Peyrefitte was that a deal of this magnitude would never see the light of day. However, the Prime Minister John Briceño continues to prove the rabble-rousers inside the UDP dolly house that not only that he is a leader but a leader with vision and capacity for nation-building. A GIANT! Although the 75% threshold has not been reached as yet, the deal between the government and the bondholders is projected to be fait accompli. Blue Bond Superbound.

The officer will also be responsible for coordinating the activities of the field officer in assessing community needs and assets and in conducting activities aimed at strengthening beneficiaries.

Qualifications & Experience: A minimum of a Bachelor of Science in Sociology, Rural/ Community Development, or related field. The candidate shall have at least five (5) years of experience in project management and in community development. The candidate shall be computer literate with a working knowledge of the Microsoft Office suite of applications. The candidate shall possess experience in working with international funding agencies. The candidate shall be fluent in English. Fluency in Spanish shall be highly considered.

Duties and Responsibilities: 1. Perform all duties in keeping with the procedures, guidelines, and agreements provided for by the organization.

2. Participate as a member of BSIF’s Technical Unit - in being the lead intermediary - in organizing and supervising community needs and assets assessments and organizational needs assessments.

3. Conduct technical, financial, environmental, economic, sustainability, institutional, and social assessments of project proposals.

4. Participate as a member of BSIF’s Technical Unit - in being the lead intermediary for the development of projects, which shall be presented to the BSIF Board of Directors and funding agency(ies) for approval.

5. Oversee the activities undertaken by BSIF’s field officer.

6. If called upon, conduct the technical evaluation of bids for the execution of works and the supply of goods.

7. Conduct the evaluation of expressions of interest submitted by consultants, followed by the technical and financial evaluation of proposals submitted for the provision of consultancy services.

8. Monitor the activities of contractors and goods suppliers to ensure that services rendered are in accordance with the terms and conditions of their respective contracts.

9. Monitor and supervise the activities undertaken by consultants to ensure that services rendered to the BSIF are in accordance with the terms and conditions of their respective contracts.

10. Verify payment certificates submitted by consultants and BSIF’s engineer/architect.

11. Act as the lead intermediary in the coordination and supervision of work undertaken by community members as a part of their community contribution.

12. Act as the lead intermediary in the coordination and supervision of training activities for various stakeholders.

13. Prepare budget changes that may arise during the execution of project activities.

14. Liaise with various counterparts to ensure the efficient execution of project activities.

15. Work along with various line ministries, non-governmental organizations, and community-based organizations to strengthen collaborative efforts.

16. Assist the administrative staff in ensuring that project files contain all required documentation.

17. Assume responsibility for the Fund’s Assets assigned to the officer for the execution of duties; 18. Report to the Technical Unit Coordinator on the progress of activities under execution.

19. Any other duties required for the effective functioning of the BSIF. It is hereby declared that the principals of Venezia Del Caribe Limited, located at mile 3.5 on the northern part of Ambergris Caye, shall develop a luxurious resort branded under the Windham Grand Resort featuring ninety-seven (97) units, restaurants, “aquatecture” pool and supporting amenities. Venezia Del Caribe Limited (hereinafter called ‘the Company’) shall be an approved enterprise under the Fiscal Incentives Act.

3. (a)

In addition to the conditions imposed by the Act, the Company shall: not practice whatsoever any discrimination on grounds of ethnic, religious or political identity; observe all safety, social security, health and labour regulations; pay fair wages to the workers and observe fair labour practices; consult with the Belize Labour Exchange before employment of workers of other nationalities; employ only such workers of other nationalities as are in possession of valid work permits; make provision for the training of Belizeans in all aspects of the operation and conduct of the Company including management; submit a plan for approval by the Ministry of Labour for such training in all the required skills; satisfy the Ministry of Natural Resources and the Department of the Environment that all necessary measures are taken to control any pollution to the environment that may result from the operation of the company; satisfy the Ministry responsible for Archaeology that all measures are taken to prevent the destruction of any ancient monument or antiquity located within the Company’s area of operation; maintain separate books of accounts and records in respect of the Company; maintain such books of accounts and records in a manner which conforms with generally accepted accounting principles in Belize and appropriate to the business in which the Company operates; conduct the business in a manner acceptable to the Belize Trade and Investment Development Service; continuously employ at least one hundred and fifty-one (151) persons by August 8th, 2026; Upon obtaining the written approval of the Executive Director, Belize Trade and Investment Development Service, the Company shall be permitted to import such quantity of such items free of customs duty and revenue replacement duty as shall have been proved unavailable from suitable local products or raw materials, and necessary for the establishment/expansion and operation of the Company, and for the sole use thereof, but limited to: · Building Materials & Supplies
