NEW RIVER IN CRISIS

The UDP cloaked as the Ministry of Environment/Department of the Environment is finally giving science a chance. After dragging their red feet and the people of Orange Walk through a foul month there are signs of action that sadly further exposes their slackness and negligence.

They are cornered in an environmental cul-desac. One thousand children in a Primary School could NOT wait years for the New River to fix itself as had been touted by the Chief Environmental Officer, Martin Alegria. The UDP’s ineptitude to act had to be punched with a reason that they could not ignore—our future leaders missing classes. The New River crisis has been in the making for years now, yet ignored. This time it is Nature exposing another of the UDP’s inactions due to incompetence.

Vintage UDP, the Minister(s) of the Environment are silent on this issue. Like other UDP scandals they would love to wake up tomorrow and find out that it was just a nightmare. But no, this is as real as it gets.

Godwin Hulse and Omar Figueroa specifically cannot lead. The country has had enough of this incompetence. As critical as the New River crisis is and with Dorian in our hindsight, imagine if a natural disaster of a Bahamian level would come unto Belize. Dear God, NO! The UDP are nincompoops stumbling on their own feet, literally and figuratively.

In a published interview earlier this month, the Chief Environmental Officer Martin Alegria said, “Yesterday I think I mentioned that we had prioritized that issue to the extent that this week we are doing some desktop exercise, gathering funding to address the immediate issues. One of them is the cleaning up of those dead fish smelling that’s causing the stench. That’s the first action. That should begin today or so through private sector assistance, but we have the funds for that. Then we are doing hopefully by Friday desktop exercise using Google Earth and so on to see where the key areas point sources to look at and then approach them in order for them to be part of the solution and of course we have the long term component.

The long term, meaning next year, 2 years, 5 years from now. We need to have an action plan related specifically to the New River with all players; agricultural sector, tourism sector, local government town board and government entities so that we all have a common program which we are planning to develop and then having a financial sustainability plan to implement so that what happened this year, does not repeat itself, because we might be prepared as such in terms of preventing the amount going into the river in the case of summer time when the temperature are the hottest. What we have seen this year has been occurring over the past 10-15 years. It’s just that because of the heat, drought and the temperature of the water just exasperated it.”

In his own words, this disaster had been years in the making but really he is saying that nothing has been done. They were waiting for the crisis to really happen for them to initiate the search of a plan.

What is downright insulting to the Belizean taxpayer is that the environmental tax collected seems to be a nowhere in play. Why does the government have to ask Belize Nat-

ural Energy and Haney Farms for help when they collect millions for use specifically for situations like this? Martin Alegria definitely knows where funding goes and it is triple shameful that they need to BEG the private sector for help.

This is a NO-NO at its loudest.

He also spoke of using Google Earth to show key areas that point to sources. Really? So, they are using the strategy that students use in a classroom along with their teachers. Belize should be using direct on site visits as the Friends of the New River did along with satellite imagery. The people of Orange Walk deserve a rapid and long-lasting solution regardless of cost.

Alegria further mentioned a long term component and belched out platitudes and some “common program.”

This interview was in the first days of September and now we are heading directly to Independence Day with still no plan.

After a few days off, the children of La Inmaculada School were back in school on September 11 right back to literally breathing in the New River disaster. Mayor Kevin helped with face masks for the children but the principal of the school admitted that not all the

children are wearing them and that she feels it is of no use. BNE has placed a Hydrogen Sulfide(H2S) monitor on campus at the school. H2S at 500PPM and higher can be fatal. The levels around the river are way under 100PPM so this should not be an issue.

The DOE actions will have at least three prongs: Aeration, Clean up of Litter/Dead Carcasses, and the addition of Aluminum sulphate, all to help with the stench. The relieving of the stench mostly involves the faster liberation of Hydrogen Sulphide and the addition of oxygen using Aerators. We must all understand that this is not a quick and fast solution. It is Science. The use of aerators is akin to a Hail Mary—namely a giant hope that relief will set in. The New River and all rivers are unique in and unto themselves, so it is wait and see. The Orange Walk District, in general, needs to know that their river will be alive for the foreseeable future. Orange Walkeños would love to again breathe clean air at every breath.

What is the Long Term Plan?

This concern is being dodged by the powers that be—the UDP. Why? Isn’t there enough revenue to pay for this New River environmental disaster?

Again, the UDP is to blame due to their institutionalized sloppiness? One thing that is blatantly clear. The daily disposal of overheated/polluted water into the New River cannot be legal. If it is, then the Dean Barrow administration should quickly go to the National Assembly to “fix” it. The UDP are experts at attempting to fix contractual mistakes for their

BUSTED DRUG PLANE WITH ARRESTS Wednesday September 11, 2019 Four foreign nationals were arraigned on Wednesday afternoon in the Belize City Magistrate Court for drug trafficking. They are Mexican, Miguel Cruz Meseguer, 69 years old; Ecuadoran, Juan Pablo Larrea Cruz(English-speaker), 43 year old, and two Hondurans, Carlos Humberto Henriquez Gomez, 51-year-old and 30-year-old David Noe Orellana Discua. This is in connection with a drug bust that was made sometime early Monday morning near La Democracia Village, Belize District a few miles just off the George Price Highway on the Coastal Road.

Acting on international intelligence, Police were able to intercept the King Air 200 Beechcraft that departed from Venezuela and detained the six foreign nationals.

Police found at the scene 41 bales of cocaine equivalent to 1,210 parcels and weighing over 3000 pounds.

also charged jointly with the offenses of abetment to the importation of a controlled drug, and landing an aircraft without the permission of the Minister of Aviation.

During the operation a shootout ensued between police and the men where two were wounded.

One of the wounded men told police one of his own men shot him and managed to escape.

Those two men who are Honduran nationals have been identified as Allan Yovani Mejia Chirinos, 31-yearold and Norlan Jose Carrasco Lopez, 50-year-old. They are currently under heavy police guard at the Hospital and as soon as they are released they will be arraigned.

According to police the men entered the country legally some days before September 9, 2019, by land through the Guatemala/Belize border.

Channel 7 news “police should be very familiar with this airstrip off the coastal road. Our information says that from as early as 2010 - police have known it to be in active use for illicit landings”. Interestingly, no Belizean was arrested in this drug bust.

The people of Orange Walk like the cane farmers who were recently insulted with a meagre second ‘bonus’ payment are not in good graces with the UDP. After all, the people of Orange Walk, as recently as July showed immense displeasure with the UDP as they used their ballots to castigate this rogue administration.

According to BSI/ASR data presented by the Department of Environment, agricultural runoff, urban pollution and other industries have not presented a significant threat or input to the present state of eutrophication to the part of the river now in dire condition. This is again another revelation that damns the UDP and its DOE. The Department did not have its own data to show. It used the sugar factory’s data. How absurd!

The H2S situation was not supposed to happen. Blaming the drought for something that was preventable is not a good enough.

Bacteria will use up all the oxygen in the presence of sugar and the high temperatures. This is so analogous to the UDP and their running out of mandate to govern this nation. The UDP is now in its anaerobic state and is releasing a stench much like our New River today. Belize needs some electorate-sized aerators to inject some much needed oxygen into Belize. Everything in Belize is gasping for oxygen and is going belly up.

There is no masking the reality that the UDP is dragging Belize from crisis to crisis and it is HURTING. For God’s Sake PM, Go!!

MESSAGE FRAM THE RIVVA BATTAM

T

here has been much discussion in the last few weeks regarding the alarming state of The New River. It seems though that in this case environmentally conscious individuals and environmentally friendly groups seem to be leading the charge.

It is in particular Mr. Orlando de la Fuente who we must thank for sounding the alarm on the whole issue. It is private business entities who have provided aerators as a means to help alleviate the crisis. It is private citizens who are organizing themselves to come up with solutions. Certainly the only reason it has become such an urgent matter is because Mother Nature has come to exact her vengeance for being so badly abused for so long. She has withheld the rains, which have camouflaged the problem for so long, and is now giving us a dose of our own pungent medicine.

The pollution of the river and in fact the destruction of the ecosystem of the area is nothing new. The Department of the Environment (DOE) and related governmental agencies should not have been caught unaware; had they been properly monitoring and doing their jobs. On the side of Government of Belize (GOB) very little has happened. Indeed beyond the deflection of the responsibility from big businesses, that line the river banks and that employ many voters, GOB agencies have been content to state the all too obvious conditions and to regurgitate the litany of causes that got us to this regretful position.

The Northern Districts are home to three sometimes four Ministers of Cabinet. These are the people who remain silent on this most vital issue. There have been no special cabinet resolutions, no press releases, no drafting and rapid passage of laws in the House. We question the apathy and the halfhearted response to this crisis. Is it because there are no kickbacks to be had from saving the environment, or is it simply a lack of leadership and ideas? Can it really be that big business means more to some leaders than the quality of life of the citizens of Belize? Water is often treated as just another resource and it is high time that it be regarded instead as a natural heritage and patrimony to be guarded and protected for future generations of Belizeans.

The myopic tendencies of this GOB cannot understand that the main control mechanism of pollution is based on preventative measures. According to the World Bank Group who touts the Blue Economy Concept, pollution of our environment will cost us more in monetary terms than what we currently save by not taking costlier preventative alternatives that mitigate contamination. After some research we now take the liberty of contributing a few suggestions that may help The New River. Experts believe that there are improvements with removal and drainage of the first 10-20cm of sediment with high Phosphorous concentrations and the removal and treatment of the deep-water in direct contact with the release source of the phosphorus. Some experts recommend the addition of aluminum salts or iron salts or calcium carbonate to precipitate the high levels of phosphorous in the waters.

The old Belizean proverb “when fish come fram rivva battam an tell yu halligetter gat bellyache yu must beleeve anh…” has never had so profound and such a true ring to it. The sad reality is that the fish have died and gone belly up and the poor “halligetter” has too! We must work together and do better to find solutions and prevent further poisoning of our water before we all go belly up! In this our patriotic month, instead of dancing behind trucks and duplicating festivities all the focus must be on saving Belize. Every Belizean must use their voice to advocate for meaningful environmental reforms. Long Live Belize!

MENSAJE DESDE EL FONDO DEL RIO

H

a habido mucha discusión en las últimas semanas con respecto al alarmante estado del New River. En este caso personas con conciencia ecológica y grupos respetuosos con el medio ambiente parecen estar liderando la carga. Es, en particular, al Sr. Orlando de la Fuente a quien debemos dar las gracias por dar la alarma sobre el asunto. Son entidades empresariales privadas las que han proporcionado aireadores con el fin de ayudar a aliviar la crisis. Son los ciudadanos privados los que se están organizando para encontrar soluciones.

Ciertamente, la única razón por la que se ha convertido en un asunto tan urgente es porque la Madre Naturaleza está ajustando las cuentas por haber sido tan maltratada durante tanto tiempo. Ella ha retenido las lluvias, que han camuflado el problema durante tanto tiempo, y ahora nos está dando una dosis de nuestra propia medicina acre.

La contaminación del río y, de hecho, la destrucción del ecosistema de la zona no es nada nuevo. El departamento del medio ambiente (DOE, por sus siglas en inglés) y los organismos gubernamentales conexos no hubieran sido tomados desprevenidos; si hubieran estado monitoreando y haciendo su trabajo adecuadamente. En el lado del Gobierno de Belice (GOB, por sus siglas en inglés) ha sucedido muy poco. De hecho, más allá de la desviación de la responsabilidad de las grandes empresas que bordean la ribera del río y que emplean a muchos votantes, las agencias del GOB se han conformado con indicar las condiciones ya obvias y a regurgitar la letanía de causas que nos llevó a esta lamentable posición.

Los Distritos del Norte son el hogar de tres y a veces cuatro ministros del Gabinete. Estas son las personas que guardan silencio sobre este tema tan vital. No ha habido resoluciones especiales del gabinete, ni comunicados de prensa, ni redacción y rápida aprobación de leyes en la Asamblea. Cuestionamos la apatía y la respuesta a medias a esta crisis. ¿Es porque no hay sobornos a recibir para salvar el medio ambiente? ¿Es simplemente una falta de liderazgo e ideas? ¿Puede ser realmente que las grandes empresas significan más para algunos líderes que la calidad de vida de los ciudadanos de Belice? El agua es a menudo tratada como un recurso más y ya es hora que más bien sea considerada como un legado natural y un patrimonio para ser custodiada y protegida para las generaciones futuras de beliceños.

Las tendencias miopes de este GOB no pueden entender que el principal mecanismo de control de la contaminación se base en medidas preventivas. Según el Grupo del Banco Mundial que pregona el Concepto de Economía Azul, la contaminación de nuestro medio ambiente nos costará más en términos monetarios que lo que actualmente ahorramos al no tomar alternativas preventivas más costosas que mitiguen la contaminación. Después de algunas investigaciones, ahora nos tomamos la libertad de contribuir con algunas sugerencias que pueden ayudar al New River. Los expertos creen que hay mejoras con la eliminación y drenaje de los primeros 10-20cm de sedimento con altas concentraciones de fósforo y la eliminación y tratamiento de las aguas profundas en contacto directo con la fuente de liberación del fósforo. Algunos expertos recomiendan la adición de sales de aluminio o sales de hierro o carbonato de calcio para precipitar los altos niveles de fósforo en las aguas.

El viejo proverbio beliceño “cuando los peces vienen del fondo del rio y te dicen que el lagarto (halligetter, en creole) está con dolor de barriga y tiene mucha hambre debes creerle...” nunca ha sido un dicho tan profundo y verdadero. ¡La triste realidad es que los peces han muerto y se han ido panza para arriba al igual que el pobre “halligetter”! ¡Debemos trabajar juntos y hacer mejor para encontrar soluciones y prevenir más intoxicación de nuestra agua antes de que todos nos vayamos panza para arriba!

En este nuestro mes patriótico, en lugar de bailar detrás de los camiones y estar duplicando festividades todo el enfoque debe estar en salvar a Belice. Todo beliceño debe usar su voz para abogar por reformas ambientales significativas. ¡Viva Belice!

QUESTIONS TO THE MINISTERS Considering the statements made by Junior Minister Tracy Panton that the Trade Ministry is considering over a billion dollars in new investments, will the Minister of State please provide a list of these potential investments so as to assure Belizeans that this is not just an elusive dream as was the two-sided machete?

2. Will the Minister of Transport Edmond Castro please provide the nation with the full details of the agreement signed between GOB and the Bus Owners laying out the terms of the Agreement? And will Minister Castro also say if he or anyone related to him is involved in any bus company currently providing bus service to Belizeans?

3. Will the Minister of the Environment please tell Belizeans what role Mr. Martin Alegria, the Chief Environmental Officer is playing in the efforts to address the situation on the New River, and will the Minister also agree that the situation with the New River is something that should have been addressed by the Chief Environmental Officer long before it reached this point and as such Alegria should be dismissed for not doing his job?

5. Will the Minister of Education please inform Belizeans how much BTL is spending on computers and data for schools and will he also say if government intends to use this as a partial write-off for possible BTL arrears to GST?

19 YEAR OLD ADAMIRA CHOC MISSING Adamira Choc, 19, has been missing now for six days since Saturday morning at 3am. She was last seen in these clothes outside a night club in Belmopan getting into a vehicle according to surveillance cameras.

Choc was out with friends that night and was left stranded at the club. Surveillance footage shows she reluctantly got into an SUV and family members fear the worse. Police and family members are asking that anyone with information on her whereabouts should contact the nearest police station.

The family is searching surrounding areas and if anyone is willing to assist us you can contact us,” a relative stated.

Maria Alicia Martin

The People’s United Party and, in particular, Belize Rural South extends its sincere condolences to our chairman, Mr. Ricardo Martin and family, here in San Pedro and Orange Walk Town for the passing of their beloved mother Mrs. Maria Alicia Martin. She was a wonderful mom, grandmother, aunt and sister, who devoted her time to volunteer work in her home town. She will be dearly missed by her sons whom she loved.

May the families of Mrs. Alicia Martin find comfort in each other. May she finally rest in the arms of her creator.

Fourteen Year Old Christopher Chi Killed caused the fatal injury” Compol Williams said that based on observation by investigators, it would appear that Chi was hit on the head with a piece of rock.

On Wednesday, a post mortem examination conducted on the body of Chi confirmed that he died from blunt force trauma to the head.

Sources say that one of the suspect is cooperating with investigators. ///

For the family of 14 year old Christopher Chi from Orange Walk that was not the case. While it is not the news any family would like to hear we could only hope the family will be able to get some closure.

Chi was reported missing last Friday after he left his home located in Yo Creek Village, Orange Walk District and never returned home. Several eye witnesses say they last saw him in the company of “Friends”. His decomposing body was found five days after in a bushy area off San Lorenzo Road in Orange Walk Town.

COMPOL Chester Williams told the media that “investigation is showing the young boy was killed by his own associates including the person who was on the motorcycle may have played some role in the murder. He is one of the suspects, a 33 year old. The other two suspects are 15 year olds so you can see that two minors are involved and from the investigation, it shows that the killing may have been somewhat drug related.”

COMPOL Williams said “that those persons who are accused of killing him, those are involved in drugs. I know that the police had released one of the suspects, but they had return back to detain that person, because of additional information. Tek Dat While we at the Belize Times don’t generally pay too much attention to UDP politics, we think it’s very interesting that the porky Minister from Belmopan sent a death blow to his Cabinet colleague and leadership opponent on the 10th. If Saldivar wasn’t such a disgusting fellow, we’d go further to say that we’re impressed, even. Imagine that Saldivar went on Faber’s turf and upstaged him with what seemed to be little effort. We called it from last week when Faber’s campaign launch had all the excitement of a wake. Last time Faber was able to beat Saldivar by going to the base, but Saldivar seems to have learned a thing or two from that bad beating. The truth is that it hardly matters who heads the UDP when general elections are called. The people have already decided that it is past time for the UDP to go. And go they will.

Mason Saldivar may have dealt Faber a cruel blow on Tuesday, but you better believe that porky has bigger worries than Faber right now. That’s because his best buddy is probably going to take the stand, and you know he’s going to be calling names. Remember that right after Mason was arrested, he wanted to meet with the PM to have an interesting discussion, but the PM wasn’t having it. But now if Mason takes the stand there’s no telling what secrets he’ll be spilling. We all know that porky wasn’t the only UDP minister who was exceptionally close to Mason. Quite a few Ministers used to meet Mason at the mansion on the hilltop in Belmopan, so we personally can’t wait for Mason to spill the beans. It’ll be an uncomfortable time for the UDP. Wait for it.

Tracy for leader?

Here at the Belize Times, we have been getting persistent reports that UDP Albert area representative Tracy Panton has her eyes on the top spot in the UDP. She’s been making some interesting moves lately. We know that she was at Faber’s campaign launch recently, but then she ditched Faber for Saldivar on the 10th. So who is Tracy supporting for leader? She recently posted on Facebook about the qualities of a leader, and we’d be willing to bet that she wasn’t referring to either Saldivar or Faber. We’re told that there will be some big power moves in the UDP just before the leadership convention.

I swear you couldn’t pay for the drama coming out of the UDP camp right now. Games, games and more games.

Pablo please The Belize Times Has been reliably informed that persons who reside in Corozal are signing an emergency petition which we are told they will present to the Prime Minister next week. Residents in the north were appalled and disgusted on Tuesday by the antics of electrician minister Pablo Marin in the parade. We’re not sure what he was doing, but some persons are suggesting that he may have been dancing. The closest thing we’re seen like it was when a Minister in Belize City was high on something for sure and was bending his back or some such thing. It was nasty, and if that’s what Pablo was attempting to do, we respectfully join the rest of the nation in asking that he never do it again. Ever!

Nasty By now most Belizeans will have heard about the condition of the New River. We know that one school had to close its doors after students and teachers complained about getting sick from the stench. We also know that massive fish kills have been reported, and just this week there were dead crocodiles, killed by the contamination. While that is way bad enough, we have learned that this week the Minister of the Environment was in Orange Walk inspecting the river, and he allegedly got sick too. We know because sources in the SSB informed us that the Minister filed a sickness benefit claim following his trip to the north. We are hoping that if the dead fish and crocs didn’t spur the government into action, maybe a sick minister will.

There is a certain person by the name of Mr. Jose Ico. He is a Guatemalan who blocks a farmer’s road whenever he wishes. Farmer Mr. Domingo Shol family and others have resided in Laguna for over 50 years.

These farmers had no trouble with roads before UDP chairman and council member and Alcalde gave the Guatemalan permission to be in Laguna.

He blocks the farmer’s road with fence and other materials.

Mr. Domingo Shol and other farmers have reported it to the leaders but no action was taken by UDP chairman with council members. It seems that they agree with Ico to block the farmer’s road.

The UDP ALWAYS fails Laguna village. We the villagers are tired of this abuse. As we read the news it seems that this is happening all over the country in different ways The UDP is a disaster for Belize.

American women, mostly in music, entertainment and activism. It’s a great thing to honor persons who are disciplined and focused and against many obstacles, develop their talents. It also encourages others to stay the course, follow their dreams and believe in themselves.

Krem Radio used to produce a tribute to Belizean talent. It was called the Krem, but not sure. Beverly Smith, Kenny Morgan, Dickie Bradley and Glen Tillett among others were involved. Civic Center building was ram jammed.

On another note. The creoles dominate jouvert and the carnival. This is awesome. Early Saturday morning in the rain came the thousands of Belize City creoles mostly women, but men too. No sponsors, no costumes, no commercialism. Doing it for the fun.

In the afternoon, in the boiling sun-hot, thousands of creole women dominated Central American boulevard. A kaleidoscope of colors, designs and creative costumes. These women are amazing, simply amazing.

JUDGE COLIN WILLIAMS Several families outside the Supreme Court wanted the media to report their joy and gratitude to Judge Colin Williams. He informed the lawyers waiting for bail applications that although their clients were not brought from the prison he would still hear their applications except those being objected to by the DPP office. There was a huge sigh of relief and almost applause.

One or two of the other judges would have put–off the hearing for another week, leaving possibly innocent persons to remain in jail unnecessarily.

The Judge stated that when it comes to the liberty of Citizens his court was always prepared to go the extra mile. Respect is due.

UDP HIJACK TENTH The 10th September this year was hijacked by the UDP politicians. 10th is a national holiday which represents the British/Baymen version claiming they defeated 30 odd Spanish warships at St. George’s Caye in 1798.

It is unfair to the people of Belize to allow ignorance to be so pervasive when there are first-hand written accounts of what happened. Even if it is a Baymen/slave master/British version of history. We can examine those records to see what is being alleged.

Slaves fighting Spanish war ships with Pocono boy sticks. Boy oh Boy. It is as good as John Wayne, Chuck Norris and Sylvester Stallone defeating the Vietnamese freedom fighters, based on Hollywood movies.

Politicians have made themselves historians. Lies and distortions replace facts and truth.

And Guatemala has not taken Belize’s portion of the Sarstoon River.

It’s weird. Orwellian.

WHEN SLAVERY ENDS Slavery legally ended in Belize in August 1838. For the slaves it was a glorious event, as it should be. There was a church service, speeches and celebrations. Every year the former slaves and their friends and families celebrated their freedom publicly in Belize City.

In 1898, the British came up with the idea of celebrating an event that occurred one hundred years before in 1798. The so-called Battle of St. George’s Caye. They made it a very grand annual event. All expenses paid by the British.

The costumes and performance of the children from Port in the road march were among the best.

We are all therefore very happy that Jump Street Posse won 3rd place in the junior category of the Carnival Road March(Soca Massive 1st and Collet Royal Revelers 2nd) held on Saturday September 7, 2019 in Belize City.

Miss Marina Welcome expresses sincere thanks to all the participants of Jump Street Posse. She also expresses sincere thanks to all her sponsors, including the Belize City Council, and yours truly. Dear Editor Allow me some Reflections on Dorian,

When sympathy and empathy prevails in one’s DNA, it makes it difficult to overcome the suffering of the Bahamians after the cataclysm of Dorian. There is no system in place yet in any country whether developed or developing for them to be prepared for furious forces and power of nature and we can’t continue to take it for granted. It is not a matter of if but when. Hurricane Gilbert was a warning but we took it as joke, to the point that we danced it out to the rhythm of Lovindeer with his “Wild Gilbert.”

I have a suggestion to Caricom in their next summit to create a new organization institutionalized with permanent office in a quasi-equidistant area of a country with low probability of hurricanes and earthquakes and build an infrastructure with the highest specifications and logistics ready to aid any country of the Caribbean from Barbados to Bermuda in cases of disasters. This could be here in Belize. Punta Gorda area being the ideal spot which would require an international airport.

Deep River Seaport is already there.

Our State would have a higher cost benefit ratio from investing $50million USD in an international airport in a high area of the Toledo District instead a highway to Sarteneja or Caracol. The Philip Goldson International Airport is highly vulnerable in this variable weather pattern era which I believe is cyclical but the time span for this climatic stabilization is not predetermined. Hence, we need to make the pertinent decision to mitigate the impact of the cli-

mate instability, like proper building codes including appropriate building materials including specifications.

For example, most of our blocks are not appropriate for anti-seismic nor for anticyclonic constructions. It is imperative that we create this regional, professional, responsible, an ethical body for hurricanes, fires, and earthquake disaster relieve with the militaristic principles of always being ready.

We know it will happen and we can’t be raising funds till when thousands of people are punishing. In the Bahamas, what happened to the pregnant mothers, the elderlies, the children, and those incarcerated?

We talk about climate this and that but we are not serious about taking the necessary measures. Are our hurricane shelters routinely and properly evaluated? Have NEMO and CEMO in the case of Belize City, the Mayors in the other municipalities and the village chairmen/women done so? Do they have the expertise to do so or we are waiting for a scenario like the New River?

Dorian is also warning us about the level of investment to be injected in our cayes like Caye Caulker and San Pedro. We historically watch hurricanes as only the wind speed and not the storm surge but we have learnt that the storm surge is the critical and crucial point of a hurricane. More emphasis should be placed on that. A 3ft storm surge on our cayes would do a lot of damage.

A 23ft storm surge would be cataclysmic. It is true that the barrier reef is nearby but could also be a contributing factor to a tsunami effect when a storm surge is around 23 feet.

A hurricane like Dorian is also a call for the Saffir-Simpson scale to be revisited. It was surely a Category 6.

It is like the ranking of hotels. There is like a refusal to accept a Category 7 even though Dubai claims one.

It is important and imperative that the authorities of the Bahamas don’t manipulate their statistics.

Watching the damages I have it difficult to accept their statistics. I think it was enough with the manipulation of statistics in Puerto Rico with Maria.

In 2016, the United States Department of State published a report indicating the widespread use of forced labor -including minors- in the fisheries of 47 countries, many of them in Latin America and the Caribbean.

Shrimp production can also cause large environmental damage.

The Food and Agriculture Organization of the United Nations (FAO) estimates that around the world, 87% of wild fish and shellfish populations are fully exploited, overexploited or depleted. Its most sustainable alternative are aquaculture farms, which when not properly managed release massive amounts of pollutants such as salt, antibiotics and biological waste that devastate the surrounding habitats. In particular, it is estimated that since 1980 a total of 1.5 million hectares of mangroves have been lost due to shrimp farms.

Despite this, shrimp farming has rapidly grown. The FAO estimates that between 2000 and 2015 shrimp farms went from producing 1 million tons a year to 5 million tons globally, and output is expected to grow at a compound annual rate of 5.7% over the next decade.

Faced with this scenario, in 2010 the World Wildlife Fund convened several organizations from around the world to brainstorm a solution. The main conclusion they reached was that nothing was going to change as long as consumers could not distinguish shrimp raised in harmful ways from those raised in an ethical and environmentally responsible manner. So over three years they worked to create a set of social and environmental standards to which responsible shrimp companies can adhere and obtain a certificate to show to their customers.

In 2013, the working group launched the “Aquaculture Stewardship Certification” (ASC), which distinguishes those companies that preserve the environment through proper use of water, protecting biodiversity in the areas where they operate. It also requires aquaculturists to use natural resources responsibly, reduce the excessive use of chemicals and antibiotics, and adhere to high standards of social responsibility that include the exclusion of child labor, paying fair wages, and achieving a positive impact on local communities. The ASC requirements are so strict that no more than 20% of farms worldwide would be able to meet the standards.

In such a context Belize decided to take the lead in producing socially and environmentally responsible shrimp. Over the years, its shrimp companies had created a high qual-

ity industry that catered mainly to the export market. Their main client was neighboring Mexico, who buys shrimp at one of the best prices internationally.

But they had a much bigger dream.

The Belize Shrimp Growers Association—an organization that includes the majority of shrimp farms in the country—had the vision of becoming an industry leader and producing the best shrimp in the world. To achieve this goal, they requested technical support from Compete Caribbean, a program that supports private sector development and innovation in the Caribbean, operating with funding from the Inter-American Development Bank, the UK Department for International Development, the Caribbean Development Bank and the Government of Canada. The initial objective was to certify six of the 10 existing farms with the ASC; however, they were much more effective and by 2015, 90% of the country’s shrimp farms had been certified, making Belize the first country in the world where almost all shrimp produced is socially and environmentally sourced.

The measure had immediate effects. As soon as the Belize shrimp farms obtained the certification, several British supermarkets, including Marks & Spencer and Sainsbury’s, pledged to buy exclusively their shrimp under a premium sales stamp. In 2014, exports reached US$45 million and came to represent 5.6% of the country’s GDP. “Prior to this project, these niche markets in Europe, the United States and Canada would have been inaccessible,” says Alvin Henderson, president of the Belize Shrimp Growers Association. “The fact that orders came from as far away as Belgium did not surprise us. With the certification we expected that the European market, especially the British one, would look for our product. We were right,” he says.

Part of the success of the initiative was that it fostered a culture of collaboration and community among the different shrimp farms. By working together to certify all members of the association, they created a positive dynamic of sharing knowledge and resources. This was very useful in 2015, when the industry faced a major crisis. Shortly after certification, a virus that expanded from a neighboring country devastated the shrimp population. In total, 41% of production was lost, compared to 2014 levels; some farms lost all their shrimp. But thanks to social cohesion and solidarity, they had the capacity for a rapid response that allowed them to cope with the changes.

TERMS OF REFERENCE PRE-PROJECT KNOWLEDGE, ATTITUDES AND PRACTICES SURVEY CONSULTANCY 1. BACKGROUND 1.01 The Board of Directors (BOD) of CDB at its Two Hundred and Fifty-First Meeting held on May 21, 2012, considered Paper BD 44/12 and approved a loan to GOBZ to assist in financing a Road Safety Project. The expected outcome of the Project was a reduction in deaths and serious injuries associated with RTA along a Demonstration Corridor on the George Price Highway between Belize City and Belmopan. The investments included activities to support improving: the safety of road infrastructure along the Corridor; road user awareness of safety; driver behaviour and adherence to traffic laws; post-crash care; and the capacity of GOBZ to manage road safety. The Project was completed in September 2018, and infrastructure, enforcement, and public awareness efforts implemented have contributed to significant improvements to safety on the Corridor. Fatalities on the demonstration moved from 33 deaths in 2009 to a 5-year average of 9 between 2013-2017.

1.02 GOBZ now wishes to replicate this approach to improve road safety along the Philip S. W. Goldson (PSWG) Highway between Belize City and the border with Mexico. The PSWG Highway is one of Belize’s most important and serves as the main trade route to and from Mexico. A 2011 safety assessment of the road network determined that it was predominately 1-2 stars for all users (with 3 being the minimum acceptable standard), it is now considered to have the poorest safety record in the entire network.

1.03 Road Traffic Injuries have significant negative impacts on Belize, at all levels, as they place significant emotional, psychological and financial burden on families of accident victims, elevate the number of healthy life-years lost, loss if productivity and income for victims and their care takers and contribute to the overall mortality and morbidity levels in the country. Road death and injury are not inevitable. Road trauma is a preventable public health challenge. Road systems can be developed that reduce the likelihood of a crash occurring and minimize the severity, if a crash does occur. This can be achieved with road users understanding the risks they impose on themselves and other road users, safe vehicles and safe roads, together with appropriate enforcement.

2. OBJECTIVE 2.01 The objective of the consultancy is to undertake a gender-sensitive and socially-inclusive baseline and pre-project Knowledge, Attitudes and Practices (KAP) Survey considering the social gendered norms that shape behavior.

3. SCOPE OF WORKS 3.01 The Project area is defined as the corridor along the Philip S. W. Goldson Highway between Belize City and the border with Mexico. The scope of work shall include, but not be limited to, the following activities: (a) review the norms, values, beliefs, gender relations and community practices in relation to road safety; identify social gendered norms that will serve as entry points for behavioral change; (b) identify and draw lessons from previous experience in using positive role models for promoting road safety, with special attention to strategies that will enable young men to become champions/allies in tackling risky behaviors; (c) ensure boys and young men are reached by targeting free time spaces where groups meet and socialize, such as sports clubs, pubs, etc.; (d) identify social gendered norms, as a key component of behavioral change, that will serve as entry points for said behavioral change; (e) compile, review and analyze statistics on road safety, morbidity and mortality in Belize by sex, age and type of event;

estimate the cost of loss of life, physical ability and productivity, income and time constraints by sex of the victim and of the care takers; define study population, which should include communities and schools along the Demonstration Corridor and, utilizing accepted statistical sampling techniques, identify required sample size; prepare survey protocol, data collection tools, pre-testing and translation of questionnaires, and train enumerators; based on composition of the survey areas and linguistic, cultural and gender considerations, develop appropriate questionnaires; data for this survey should be collected through desk review, questionnaires, face-to-face interviews and focus group discussions. To minimize any observer-bias, interviewers should adopt the same approach in explaining the survey, phrasing particular questions, and recording the responses; all baseline data will be disaggregated by sex and age; collection methods may include separate focus groups for men and women, as well as for male and female youth. Institutions surveyed will be asked about gender norms and stereotypes influencing the delivery of services for road safety process data and undertake statistical analysis of the results; establish a baseline and data collection and analysis methodology; and recommend the most effective ways of promoting road safety in Belize.

4. DURATION 4.01 It is anticipated that the services of the Consultant will be required intermittently over a four-month period.

5. REPORTING REQUIREMENTS 5.01 The Consultant(s) will submit the following reports: (a) Inception Report describing the approach proposed to be taken to deliver the scope of works outlined, within two weeks of the start of the consultancy. (b) Draft and Final Pre-project KAP Survey Report, presenting the data and results of the survey.

5.02 GOBZ and CDB will provide comments within two weeks of receipt of the report and the consultants will adjust the ongoing work according to the comments received. Reports should be submitted in three hard copies and electronically.

6. IMPLEMENTATION ARRANGEMENTS 6.01 The Project Manager, Road Safety Unit will facilitate the work of the consultant and make available all relevant documents, and will act as liaison between the consultant and GOBZ officials and stakeholders.

QUALIFICATIONS AND EXPERIENCE 7.01 The consultancy team should have expertise in, but not be limited to, the following areas: (a) University Degree in Statistics, Sociology or related field; (b) Experience in quantitative and qualitative data collection and analysis; (c) Social psychology and previous experience in measuring behavior change, social and gendered norms and masculinities would be an asset; (d) Previous experience in conducting gender analysis and analyzing data from gender perspective is an asset; and (e) Excellent communication skills including research, writing, editing and presentation skills would be an asset.
