In the coming days the Party Leader and the members of his team will be travelling to the different caucuses of the Party to seek out that new mandate and to energize the soldiers of the PUP as we prepare for Municipal Elections slated for March 2018. A united PUP will be ready for that election, and the General Election whenever Dean Barrow gets up the courage to call it.

Franz Parke Was Subject of Federal Investigation Thursday, October 4, 2017 Franz Parke, the Prime Minister's Jamaican former classmate whom he has pushed as a Judge to Belize's Court of Appeal, apart from being grossly under-qualified for the job, was the focus of a state and federal investigation involving the Drug Enforcement Agency (DEA) in Miami, USA, where he served as a prosecutor in the Miami-Dade State Attorney's Office.

According to a report from Miami's Sun Sentinel newspaper dated October 25, 2000, Parke had been on administrative leave for more than a month pending a joint state-federal investigation which the DEA was "aware of.” Sources tell the Belize Times that given the high-profile nature of the investigation, a deal was possibly reached and the matter was discontinued.

The proposal by Barrow for Parke’s appointment was met with criticism by the Bar Association, the NGO community and the People’s United Party. Parke has very limited knowledge of the laws of Belize and of the Commonwealth. This is because the Jamaican, who was a classmate of Barrow at law school, served only as an entry level prosecutor in his native Jamaica from 1975 to 1980 before moving to the US. There, Parke spent time working as an accountant and a mortgage broker and did not practice law of any sort for 10 years.

Thursday, 05 October 2017 UDP Mayoral aspirant (wannabe) Dion Leslie has gotten himself into quite the pickle. Faced with a situation of delayed salary payments to many of the Belize City Council’s 172 sanitation employees, the aspiring mayor wanted to pull a fast one. However, he did not anticipate the way things would unfold when he tried to toss the Holy Redeemer Credit Union (HRCU) under the bus.

The employees should have received their payment on Friday, September 29th but on Tuesday, they were still lining up outside of the HRCU in hopes that they could collect the fruits of their labour.

Leslie, who Mayor Darrel Bradley left to the wolves by walking away before an interview with the media, told the press – categorically, mind you - that “the City did meet payroll. I know payroll was put in Friday. We have no control on Attorney's felony division until 2001, a year after it was reported that he had been under investigation. He started practicing privately in 2002 and has been doing so until Prime Minister Barrow decided to appoint him to the Court of Appeal.

In an interview given before the Prime Minister forced through the appointment of Parke, Senior Counsel Eamon Courtenay explained his objection, stating, “When last has he practiced in the Caribbean? 1980. What has he been doing since then? Well, he has been an accountant, he has been working in the private sector and he has been practicing Florida law.

Do you believe that he is in a position to understand as an expert and deliver justice, to hear your case fairly and deliver justice to you? The answer is emphatically NO and there is no argument to be made to the contrary.

When you look at the gentleman’s Curriculum Vitae, it is thin. It is on a page and a third, double spaced in font fourteen. He has not distin-

guished himself; he does not enjoy the confidence of the Bar, of the Opposition. He does not enjoy the confidence of the NGOs of this country. And the reason is clear. He only came to the attention of the Prime Minister because they were classmates back in 1975.”

In a recent decision, the Caribbean Court of Justice considered Section 101(2) of the Belize Constitution which provides for appointments to the Court of Appeal. The CCJ stated that when it comes to appointing judges to the Court of Appeal “Section 101(2) of the Constitution indicates that only a high calibre of appointee may be considered.”

Leader of the PUP John Briceño, in an interview following the National Party Council meeting this weekend, confirmed that the PUP will challenge the appointment of Parke as unconstitutional. “We believe that Franz Parke does not have the necessary qualifications. None other than the Caribbean Court of Justice made a ruling that whenever you are going to name somebody to the Court of Appeals, it needs to be somebody of high legal standing and we don't believe that Mr. Parke has that,” Briceño asserted.

the timeframe of how banks or credit unions process the pay, but I do know payroll was put in Friday…We don’t know what’s the issue, but we can’t be held accountable for the delay, or how long it takes a bank to complete a transaction or put the pay into their separate accounts.” However, there are reports that in fact, no money was paid in Friday to the financial institutions because the Council simply did not have the funds as it is facing financial difficulties.

Leslie’s comments also prove that the City Council did not bother to ensure that the employees’ salaries went in on time so that late payment could be avoided. In fact, it appears Leslie outrightly lied when he stated, “If something did go wrong on our part, we will immediately address it

2017 and fix it; if it is something on HRCU’s part, we will talk to them and see how we will best fast track the payments next time so that we don’t go through this.” He tried to explain it away by stating that the Council is not in difficulties and that there have not been complaints from the sanitation companies in years. But when confronted with the fact that it is now the sanitation employees who are feeling the brunt of the Council’s economic shortfalls, he blurted “we met payroll so what you’re saying is a complete lie! I can take you to City Council and show you that we met payroll…whatever it is we will fix it. There’s no need to get up in arms about this. It’s something that can easily be solved…” Well, by mid-afternoon, the HRCU had dropped a bomb and Leslie’s name “was stink da road.”

In a release the HRCU responded to the unfair comments against it and explained, “HRCU has tried extremely hard to work with the Belize City Council regarding the payment of salaries for those employees who are our member-owners. Our staff and management go to extreme limits to facilitate payment of salaries for the Belize City Council every single week. To set the record straight, we attach a copy of the check dated October 3rd, 2017, that was delivered to our office at 12 noon today for payment of employees’ salaries’ for Friday September 29th.”

The Council rather sheepishly responded by placing blame on the bank.

Their PR officer explained that payroll is deposited to their bank and the bank forwards the payment to the different financial institutions the employees bank with. Whatever the case, had they deposited payroll in time, none of this would have happened, and it is NOT a great start for the man who says he has what it takes to run things at City Hall.

BNTU CAUTIONS BARROW AGAINST PLAYING ‘SMART!’

Thursday, 05 October 2017 On the first anniversary of the Belize National Teachers’ Union (BNTU) October 2016 strike, the organization launched the documentary “11 Days” to celebrate its successes in getting the Dean Barrow administration to commit to governance changes.

Teachers packed into the Biltmore Plaza Hotel for the screening of the documentary (over an hour long and produced by KREM Television) which narrates the events leading to the historic 11 days that the educators of Belize stayed away from the classroom to make the point that the Barrow administration

was mired in rank corruption and that something had to be done. They stood alone because Barrow had gotten through to other unions to quash any possible support for the BNTU. Nonetheless, despite all the Government’s manoeuvrings, the most powerful union succeeded in bringing the Barrow administration to its knees.

Producer, Evan “Mose” Hyde told the teachers “I have so much respect for what it took for you to stand up for 11 days in a time when we have a problem to stand up for

just 15 minutes. You all stand up for 11 days!”

After the screening, BNTU president Elena Smith expressed that she was “overwhelmed, touched” and happy that teachers appreciated the documentary. What the teachers will not like is the Prime Minister’s response to a letter sent by the BNTU asking for a progress report on their 8 demands during the October 2016 strike.

Smith stated, “he has responded, as you’ve heard, in other words saying to us that we must get our responses from the media because the media has the answers – the same Prime Minister who has said before to the media that he doesn’t really pay attention to the news is telling us that we must get our information, our update from the media.”

Management will respond to the Prime Minister’s letter in which he asks for specifics. Smith said, “I’m sure that he will not like what will be in the letter but that is what happens when you try to be smart.”

Asked about possible future action, Elena Smith simply stated, “you know sometimes you are walking and suddenly you feel an ants bite you, you don’t know where it came from, you just feel it.

I’ll leave it at that.” At the podium, she spoke about being more vigilant in their monitoring of the demands to ensure implementation to the fullest. She reminded those in power: “our strike continues to be on hold. Should the wrong button be pushed, this documentary launch can easily become the launching of phase two of our strike.”

Message from Hon. John Briceño, Leader of the Opposition

Disband the GSU! It came as a huge relief to all of us when young Kelvin Usher turned up last Friday safe and sound. We were happy to see him united with his family.

More than that, I was impressed by the outpouring of concern and support Kelvin and his family got from across all sectors of our society, especially from his friends and classmates at St. John’s Junior College.

Our students taking to the streets to demand action from the government was also a strong signal of the rising level of discontent that has spread across all sectors of our society. For many Belizeans the problem with corruption and mismanagement, which seems to have infiltrated our entire system of government, has now reached intolerable and unacceptable levels. I believe for those students and many other Belizeans this is not only adding to the resentment, but also exposing some of the deepest fault lines of our democracy.

Now I know that for some time Belizeans have been having issues with aspects of our law enforcement. We have been concerned with the low conviction rates. We have been concerned with the obvious interference by the Executive in the Judiciary when it comes to the appointment of judges and we have seen the demoralization of our once fine Police Department by those rogue Police Officers who seem to operate under the guidance of some ministers of government.

This has created rising resentment against the Police, especially the Gang Suppression Unit (GSU), the Special Patrol Unit (SPU) and the recently formed Special Assignments Team (SAT). These units of the Police Department have often been accused of being abusive and overly aggressive in their dealings with the public.

Now we all know that public safety and especially crime prevention is dangerous business, however we cannot have the very people sworn to protect us violating people’s rights in the name of fighting or preventing crime.

As the old saying goes, “two wrongs don’t make a right.”

Look, I am the first to admit that we are expecting and in some cases demanding a lot more from our Police Officers. I realize they face many challenges, and we are also asking them to be social workers, coaches, guardians, and drug counselors as well.

All of this is being packaged under the name community policing. But we can’t be talking about community policing on the one hand and on the other hand creating these exclusive policing units who are acting above the law and terrorizing citizens.

This is why we in the PUP stand by our position that the GSU must be disbanded. We also believe that much more must be done to improve relations between the Police Department and the Belizean people and we are prepared to do our part because we still believe that the majority of our Police Officers are good people who are doing a good job.

Yes, we still need to find out what really happened to Kelvin, but let us not forget that we all need the Police, for they too are a part of the work to build a Belize that works for everyone.

03 3 Suspected Child-Killer Found Dead Thursday, 05 October 2017 Early this afternoon there were reports that the body of a Caucasian male had been discovered inside a room at the Ramada Princess Hotel. About an hour after, there was official confirmation that the body was that of David Doehm, one of the persons believed to have killed Faye Lin Cannon, 13, in San Pedro in July. Details as we go to press are sketchy, but there are unconfirmed reports that he was discovered with a plastic bag over his head.

In July, Doehm and his wife Anke were detained by San Pedro Police in shocking circumstances. Their adopted daughter, Faye Lin Cannon, one of four siblings was found dead in their apartment on the island with injuries to her body. While Anke told investigators that the child was mentally ill and liked to bang herself against the wall, a post-mortem examination revealed that the child had been cruelly abused, physically and sexually, over a period of time.

One week after their detention, both David and Anke were charged for Cruelty to a Child and remanded to the Belize Central Prison as investigators sought forensics evidence which could tie the couple to the murder of the child. The couple, by then the most hated in Belize, were granted bail a week after and since then have been living in Belize City, forced to visit the Police Station every week as a part of their bail conditions.

At news time there is no indication from Police as to the whereabouts of Anke Doehm, or a confirmation of the cause of death of David Doehm.

Would the Member for Queen Square and Minister of Finance please say how much BTL’s new CEO Rochus Schreiber, who took over from the First Son in April, 2017, is being paid? Would the Minister of Finance further say how much money is still being paid to Anwar Barrow as a member of the Board of Directors?

Would the Member for Queen Square and Prime Minister please say where BTL will get the money for its $96M fiber project? Could he confirm or deny reports that they are looking at Social Security money? And could he also confirm or deny reports that his son Anwar will be in charge of the fiber project?

Would the Member for Collet and Minister of Education please say why he has increased the security at his home in Lord’s Bank?

Could he confirm or deny reports that he has been threatened by a colleague from the north?

Would the Member for Collet and Minister of Education please say how many members of the Cabinet he has convinced to support him in his bid for leadership? Could he say if he is concerned by the blatant attempts to undermine him by his colleague from Belmopan?

Would the unelected Senator, politicians’ puppet and Minister with responsibility for Natural Resources please say what happened to the Audit Report done in the Ministry last year?

Could she say what were the findings, or at least confirm reports that the Auditor-General uncovered evidence of corruption pointing to her colleague from Orange Walk North?

Would the Member for Orange Walk East and junior Minister of Police please say what he is doing partying in Amsterdam when the murder rate in Belize is nearing 110 and there are still three months left in the year?

Would the Member for Orange Walk East and junior Minister of Police also say where he got the money to construct a gas station and a radio station in Orange Walk, since he was only elected to office in late 2015? Could he say if he would be willing to provide a real declaration of his assets to the Integrity Commission?

Two hundred sanitation workers were not paid at the end of the month. These are the people who get the least money at the Belize City Council, and they are the ones who need it the most. But you know whose salaries were paid on time? Dion Leslie got his. And all the other Councillors got theirs. And all the big time administrative staff got theirs. Foul mouth Joe Bradley got his. Under this UDP, every Councillor gets almost $4,000 a month plus allowances and perks, to do jack-shit. Phillip Willoughby hasn’t shown up at City Hall since the Convention, except to collect his check. He’s been telling anybody who wants to listen that Dion Leslie spends more time gambling than doing his job. Before the Convention Leslie posted photos of himself on clean-up campaigns and handing out weed-whackers. After the Convention the only pictures he posts are of he and the other UDP privileged drinking Black Label in the Platinum VIP section of the Machel concert. What it is, is what it is.

WTF! Oh my good Lerd…the government of Belize is encouraging Belizeans to participate in celebrating Anti-Corruption Week in December by organizing special activities. Here’s a special activity. Let’s all go to Gaspar Vega’s house, pick up his corrupt ass and take him to jail. How’s that? Or if that’s not your thing, we could probably take our pick of any Minister or group of Ministers in the Cabinet Cartel, go pick up their corrupt asses and take them to jail. Woohoo. That would be an amazing activity. For those who really want to celebrate Anti-Corruption Week with a bang, we could even maybe set up some target practice events in the Cabinet Room, when Cabinet is in session…just saying!

There have been 111 murders so far this year, with almost a full three months left in 2017. The Commissioner of Police is so gravely concerned about it that he told media yesterday he hasn’t seen the statistics since he’s been on two months’ vacation and sick leave. He says he hasn’t been briefed. Here’s a briefing for you – YOU SHOULD GO HOME FOREVER.YOU LOOK PEAKED. IT MUST BE EXHAUSTING TO EXPEND ALL YOUR ENERGIES DOING ABSOLUTELY FRIGGING NOTHING. My lerd. Whylie told the media that he’s been doing a stellar job and there’s no talk about him leaving, but here’s a scoop. He and Blackett have been fighting over the top job at the National Forensic Service. That’ll happen soon one way or the other. In the meantime, Broaster is making nice with his boss El Odio in Amsterdam – what happens in Amsterdam stays in Amsterdam – where they are both learning how to fight crime in that country and all manner of other things we are told.

Any fool could have told you that the Forte forgery matter would go nowhere. There are too many connections within connections within connections. Darlene Padron, the Justice of the Peace who was no doubt involved in all manner of things, is a cousin of the junior Minister of Police El Odio Aragon Jr., and has also been a very close ‘associate’ of Gaspar Vega. You know the attorney who wrote defending Padron, Godwin Haylock? Well, Godwin is now dating Darlene, but before dating Darlene Godwin was a close ‘associate’ of Sista B, sister of the Prime Minister and the next likely candidate for the Queen Square division. So you see, this matter was destined to go nowhere from the very beginning. Oh what a tangled web and all that…meanwhile Andre Vega continues to build his mansion on Seashore Drive and has no intention of returning that $400,000 to public coffers, but that’s okay because the government has no intention of collecting anyway. Oh, and Godwin Haylock is building his own mansion on Seashore Drive, right next to Sista B’s mansion on Seashore Drive. See where I’m going with this?

I

f the body of Kelvin Usher had been found with, as people suspected, bullet wounds in his body, the country would have been turned upside down. There would likely have been bloodshed and real civil unrest. If Kelvin Usher had simply disappeared into thin air, the result would likely have been the same.

Angry young students had already taken to the streets, expressing their displeasure without fear in front of the Queen Street Police Station. They walked out of their classrooms, prepared to take their frustration and fury to another level. They would have been joined by many, many Belizeans who have simply had enough. It would not have been civil unrest of the type instigated by Dean Barrow back in 2005 – that was a thug, money, liquor and drug fuelled bastardization of civil unrest. This would have been the real deal. The people of Belize have reached their tipping point, and it spells disaster for this worthless Barrow administration.

When Kelvin Usher reappeared, in circumstances both mysterious and bizarre, there was an audible sigh of relief from Mr. Barrow. He knew what was happening and what would happen. He knew the end was near. At his press conference last week, he was suitably sombre and sober for a time. But still, he regained his trademark arrogance sufficiently to say that he thought things would quiet down now that the youth had been lost and now was found. But Mr. Barrow is speaking prematurely because the danger to his administration is far from passed.

A majority of Belizeans believed with all their hearts and minds that elements of the Gang Suppression Unit had executed a young boy and disposed of his body. There were widespread calls for an immediate investigation of the unit to get some answers.

Even Ministers of Mr. Barrow’s Cabinet, including his Deputy Prime Minister, took to social media to express concern and join the clamouring for answers from the GSU. Very few believed the GSU Commander’s story of only four warning shots fired in the air. Almost nobody believed the story of the GSU joining the search out of concern for young Mr. Usher. Nobody paid any attention to Minister of Police Sedi Elrington at a press conference to defend the GSU. As a people we believed that they had killed him. We believed that they had disposed of his body. We believed that they joined the search to cover their tracks.

Even after the youth came home, the people had and have no apology for the GSU, for the Police Department or for Mr. Barrow’s administration. The frustration and anger are still very much evident. The distrust of the GSU and in truth the entire Police Department is still unabated. There are too many horror stories of the Police abusing the rights of Belizeans, breaking down doors, beating down youth and terrorizing the people. There are too many stories of the Police acting as the enforcement arm of the politicians to attack those who dare to speak out against the Barrow administration.

There are too many stories of corruption at the highest ranks of the Department and way too many instances of politically connected persons breaking the law and walking free.

And there are so many other issues which Mr. Barrow continues to ignore. He insists that his close friend Gaspar Vega is a paragon of virtue and has done no wrong even though every Belizean including Gaspar Vega and members of his family know that he is scum, a man who used his power in office to steal from the poor and give to the rich. Belizeans watch as documents show that Vega and his family amassed thousands of acres of prime property across the country while normal Belizeans cannot get even a piece of land without incentivizing personnel from the Ministry. Belizeans watched as Gaspar Vega’s son was gifted with $400,000 that we know of, plus prime property on a private caye, and we know that we will never see a cent of that money returned to public coffers. We know that there is no real attempt to retrieve it, just optics. And we boil inside.

We struggle to make ends meet, to put food on the table, send our children to school and pay our bills. Many of us have been forced to abandon our vehicles and take to the unreliable, unregulated and shoddy transportation system because the price of fuel is so damned high. And it is high not because of acquisition costs, but because Mr. Barrow has decided that he must grab $5.00 of every gallon for the government, the highest tax on fuel ever in this country. Our health system is crap, but we cannot afford to go to private facilities or fly abroad like all Ministers do. Our children drop out of school to hustle because we cannot afford fees and uniforms and books and still eat.

But we watch our Ministers thrive and prosper. We watch them gorge at the public trough, along with their family members and select cronies. We see Mr. Barrow’s son driving in a Rolls Royce in Beverly Hills because his daddy made sure he got millions at BTL before he left. We remember that the Prime Minister said BTL is for us, and we wonder why we are still so poor and Anwar Barrow is so rich.

Mr. Barrow was premature when he said the danger is over. It has only just begun for his administration. There is a reason he moves with bodyguards covering his every crevice. There is a reason the Deputy Prime Minister has 24-hour security. There is a reason Gaspar Vega and his children are protected by Police wherever they turn. They have yet to pay for what they have done to the people of Belize.

Muchos Jóvenes muy enojados habían tomado las calles, expresando su descontento sin temor frente a la estación de policía de la calle Queen Street. Salieron de sus aulas, dispuestos a llevar su frustración y furia a otro nivel. Se les habrían unido muchos más beliceños que simplemente ya se hartaron. No habrían sido disturbios civiles del tipo instigado por Dean Barrow en 2005 – esos eran disturbios civiles corrompidos por pandilleros y el dinero, licor y drogas que los alimentaban. Esto habría sido una autentica revuelta. La gente de Belice ha llegado a su punto de inflexión, y se revela el desastre para esta administración despreciable de Barrow.

Cuando Kelvin Usher reapareció, en circunstancias misteriosas y extrañas, hubo un suspiro de alivio audible del Sr. Barrow. Él sabía lo que estaba sucediendo y lo que sucedería.

Sabía que el final estaba cerca. En su Conferencia de Prensa la semana pasada, fue convenientemente sombrío y sobrio por un rato. Pero como siempre recuperaba su arrogancia de marca lo suficiente como para decir que pensaba que las cosas se tranquilizarían ahora que el joven que se había perdido ya fue encontrado. La mayoría de los beliceños creyeron plenamente que los elementos de la Unidad de Supresión de Pandillas (GSU por sus siglas en inglés) habían ejecutado a un joven y que se deshicieron del cuerpo. Hubo llamamientos generalizados para una investigación inmediata de la Unidad para obtener algunas respuestas. Incluso Ministros del Gabinete del Sr. Barrow, incluyendo su Vice Primer Ministro, utilizaron las redes sociales para expresar su preocupación uniéndose al clamor por respuestas del GSU. Muy pocos le creyeron la historia al comandante del GSU que sólo hubieron cuatro disparos de advertencia en el aire. Casi nadie creyó la historia del GSU cuando se unieron a la búsqueda dizque preocupados por el joven Usher. Nadie le prestó atención alguna al Ministro de Policía Sedi Elrington en la conferencia de prensa para defender al GSU. Como pueblo creíamos que lo habían matado.

Creíamos que se deshicieron de su cuerpo. Creíamos que se unieron a la búsqueda para cubrir sus huellas.

Incluso después de que el joven volviera a casa, la gente no tuvo y no tienen disculpa alguna para el GSU, para el Departamento de Policía ni para la administración del Sr. Barrow.

La frustración y la ira todavía están muy evidentes. La desconfianza del GSU y en verdad de todo el Departamento de Policía continúa sin cesar. Hay demasiadas historias de horror de la policía abusando de los derechos de los beliceños, rompiendo puertas, apaleando a los jóvenes y aterrorizando a la gente. Hay muchas historias de la policía actuando como el brazo de coacción de los políticos para atacar a quienes se atreven a hablar en contra de la administración de Barrow. Hay demasiadas historias de corrupción en las filas más altas del Departamento y demasiados casos de personas políticamente relacionadas que violan la ley con impunidad.

Y hay muchas otras cuestiones que el Sr. Barrow continúa ignorando. Él insiste en que su amigo Gaspar Vega es un modelo de virtud y no que ha hecho nada malo a pesar de que todo Belice, incluyendo al propio Gaspar Vega y a los miembros de su familia, saben que él es vil escoria, un hombre que utilizó el poder de su cargo público para robarle a los pobres y darles a los ricos. Los beliceños ven documentos que muestran que Vega y su familia amasaron miles de acres de propiedad de primera en todo el país mientras que los beliceños normales no pueden conseguir ni un pedazo de tierra sin incentivar al personal del Ministerio. El beliceño ha visto como al hijo de Gaspar Vega le fueron obsequiados $400.000, de lo que conocemos, además de propiedad de primera en un Cayo privado, y sabemos que nunca veremos de regreso ni un centavo de ese dinero a las arcas públicas. Sabemos que no hay ningún intento real de recuperarlo, todo es pura óptica. Y nos hierve la sangre.

Luchamos para sobrevivir, para poner comida sobre la mesa, para enviar a nuestros hijos a la escuela y para pagar nuestras facturas. Muchos de nosotros nos vemos obligados a abandonar nuestros vehículos y usar el sistema de transporte público poco fiable, sin regular y de mala calidad porque el precio del combustible es tan condenadamente alto. Y está elevado no por los costos de adquisición, sino porque el Sr. Barrow ha decidido que debe tomar $5 por cada galón para el gobierno, el mayor impuesto jamás sobre el combustible en este país. Nuestro sistema de Salud es una porquería, pero no podemos permitirnos ir a las instalaciones privadas ni volar al extranjero como lo hacen todos los ministros. Nuestros niños abandonan la escuela para trabajar porque no podemos pagar honorarios y uniformes y libros y al mismo tiempo poder comer.

Pero vemos a nuestros ministros progresar y prosperar. Los vemos atracándose en el comedero público, junto con sus familiares y compinches seleccionados. Vemos al hijo del Sr. Barrow conduciéndose en un Rolls Royce en Beverly Hills porque su papá se aseguró de que obtuviera millones en BTL antes de irse. Recordamos que el Primer Ministro dijo que BTL es nuestro y nos preguntamos por qué somos tan pobres y Anwar Barrow tan rico.

El Sr. Barrow habló prematuramente cuando dijo que el peligro ya pasó. Esto apenas ha comenzado para su administración. Hay una razón por la cual anda con guardaespaldas que le cubren todas sus grietas. Hay una razón por la cual el Vice Primer Ministro tiene seguridad las 24 horas. Hay una razón por la cual Gaspar Vega y sus hijos están protegidos por la policía donde quiera que vayan. Aún tienen que pagar lo que le han hecho al pueblo de Belice.

Thursday, 05 October 2017 At some point when he was trying to sell the seizure of BTL, Prime Minister Dean Barrow explained that the company now belongs to the people of Belize. We own this old dinosaur. Mr. Barrow has still not been able to explain, though, how it is that the people of Belize have no say in decisions made at this company we own, especially where exorbitant salaries paid to his son Anwar and other select UDP cronies are concerned. And he has not been able to explain why the common man and woman on the street has seen no benefits from this ownership of BTL. Months after he raised taxes on all Belizeans, and days after exorbitant taxes on fuel caused it to reach unprecedented levels, the Prime Minister has stated that he will waive $25.8M of the BTL debt to GOB. As broke as GOB is, as the IMF confirms and normal Belizeans on the street know, Barrow will now once again subsidize BTL to the tune of $25.8M to do no more than prop up BTL’s books, just as he did by reducing business taxes on BTL, and just as he did by eliminating taxes on dividends for BTL, just so that his recklessness, incompetence and gross negligence are not fully revealed in the black and white of the evermore deteriorating BTL financials.

All we see is more of Mr. Barrow’s Hocus-Pocus Economics where BTL is concerned. For example, BTL owes GOB, thanks to Mr. Barrow’s relationship with Lord Ashcroft, no less than $74.3M and as much as $98M arising from GOB's acquisition of BTL’s debt to British Caribbean Bank and reckless delinquency in payment for six years leading to almost $50mn in additional and unnecessary in-

terest being paid out of government’s coffers.

That debt was acknowledged by BTL in 2016, but miraculously it disappeared in the 2017 audited financial statements of BTL signed off by Nestor Vasquez and Anwar Barrow. These 2016 financials were also signed off by Nestor Vasquez and Anwar Barrow. In 2017, a note is inserted saying that the loan owed to GOB will be converted to preference shares.

Once again the debt is acknowledged in the notes but not reflected in the balance sheet of BTL. This is at minimum a highly misleading accounting practice and very likely an actionable wrong.

Interestingly, although the financials do not reflect any debt to GOB, BTL is now going to issue BZ$48.5M in preference shares to GOB. If there is no liability to GOB on the books of BTL, how exactly will that work? And how can the directors authorize the issue of shares if there is no value according to the books of BTL that will be gained from GOB. Why does BTL need to issue any new shares to GOB if there is no liability to GOB? Which of the financials are a lie - 2016, 2017 or both? These statements clearly and grossly mislead the shareholders and the general public as to the true financial condition of BTL. Will the misleading statement be ultimately covered up simply by a restatement of the prior years in next year’s financials?

Such misleading statements (if not lies) by Nestor Vasquez, Anwar Barrow and by extension the entire Board of BTL may well give rise to an actionable claim against these directors. The credibility of the auditors for signing off on such financial statements must also called into question.

Daniel Anderson Wednesday, October 4, 2017 Belize City police have arrested and charged 23 yearold Steve Martin Moss for a shooting at a club in which 3 people were injured, one of whom died. Investigators say he was the gunman who killed 27 Daniel Anderson, and injured 28-year-old Alex Underwood and 27-year-old Crystal Flowers.

The incident happened outside the Bismark Club on Queen Charlotte Street in the Yarborough area. Anderson, his girlfriend Angela Underwood and others went to the club to celebrate Alex Underwood’s 28th birthday on Saturday night, September 30. Everyone was inside socializing when Anderson and another man, identified as a friend of the group, got into a disagreement. Before that incident could get out of hand, peacemakers in the group separated them.

His girlfriend, Angela Underwood, reportedly got into a confrontation with another woman who, according to her, threw a drink on her. Sometime around 3:30 p.m. on Sunday, September 1, when everyone was starting to leave, this man who Daniel Anderson got into an altercation with pulled out a weapon and shot him in the chest. His girlfriend, Angela reportedly hit the shooter, and his girlfriend attacked her. That apparently sparked several different fights, and after the brawl was over, Alex Underwood was shot to both of his hands. Crystal Flowers was suffering a gunshot injury to her left cheek, while another woman, Stacey Belisle, suffered stab wounds to her left arm, left lower back, and her right arm.

away from the gunshot injury to the chest, while doctors were performing life-saving medical treatment on him in their attempt to keep him alive.

As to the shooting itself, Angela Underwood, commented to the press that it did not have to escalate to deadly gun violence. She said, “It is very upsetting because I don't think it should have led to someone pulling out a gun. I would have preferred if they just fight. It even more upset me that it is someone that I know.”

Police have had 3 major encounters with Daniel Anderson over the past 12 years. The first was in 2005 when he was charged for the murder of Celestino Zetina. A few months later, that charge was withdrawn by the prosecution. In 2007, he was charged with the double murder of Dorian Michael and Keira Leslie. 2 years later, he was acquitted in a Supreme Court trial. The final instance was in 2010, when he was charged with the murder of Joyce Mitchell. For that incident, he spent 5 years on remand, until he was acquitted last year.

His family says that his history had nothing to do with his death, and from their perspective, he changed his lifestyle drastically after being released from jail last year. His sister, commented, “He told us [that] he wants to better himself for the sake of his kids, because he has four kids… Two of his girls are in high school and the youngest being seven or eight.”

As for the “friend” who Police believe shot him, Steve Moss has been arrested and charged with one count of murder for Daniel Anderson’s death, and 2 counts each of attempted murder and use of deadly means of harm for the injuries that Alex Underwood and Crystal Flowers sustained.

Moss was arraigned on Wednesday, October 4, before Chief Magistrate Sharon Frazer, and due to the nature of the offenses, he couldn’t be granted bail. He was remanded to the Belize Central Prison until December 4.

Thursday, 05 October 2017 Shortly after 9:00 Wednesday morning, the Spanish Lookout branch of Scotiabank was held up by three armed and masked men. According to Police reports, the ordeal began with three Hispanic men who were asking a taxi man at the Belmopan bus terminal to make a run for them. Sixty-two-year old Oscar Cordon has been operating his taxi in Belmopan for twenty years and is a member of the Belmopan Taxi Owners Cooperative.

Cordon told Police that he refused to make the run but was forced to do so.

According to reports, Cordon suspected that the men had something else planned and when they realized that he had figured it out, Cordon was put in the trunk of his maroon car. The

9 MURDERS IN 1 WEEK, 4 IN 24 HOURS! Thursday, 05 October 2017 The Police Department has, contrary to its agreement with the media, arbitrarily done away with media briefings since mid-September. Every request for a briefing on incidents has been met with a refusal, with the explanation that the Office of the Commissioner does not find a briefing necessary. But even as the Police renege on their agreement, this has been one of the most murderous weeks in memory, with possibly nine murders since last Thursday and 4 in the past 24 hours.

Nine persons have lost their lives to violence, five of them at least killed by bullets. Marcel Samuels, Luis Sierra, Daniel Anderson, Dorian Sutherland, Christian Contreras and Gabriel Bochnia are the identified dead. This morning at 8:30am Police were also called out to the vicinity of the Banana Bank Resort where a body was retrieved from the river and identified as Isau Perez of Cotton Tree village. The body had stab wounds to the chest and throat. In addition, a homeless person was found this morning in the Save-U parking lot with injuries to his head, but at press time Police have provided no confirmation of identity. And at news time, Police have been able to confirm whether the dead of David Doehm is a murder or suicide.

If it is a murder, it would be the 9th of the week.

When Commissioner of Police Allen Whylie, recently returned from leave was asked about it, he claimed that he had not seen the statistics since his return.

left hand and left him there. They then left driving his taxi that they used in the heist. They drove to the Scotia Bank in Spanish Lookout where they held up the Assistant Manager and escaped with an undisclosed amount of cash. Cordon's car was later found abandoned by the Buena Vista junction where it is believed that the culprits switched vehicles.

A regular customer of the Bank told us that he escaped the frightening ordeal by only minutes: “I was about to walk in, I was coming in by the entrance there and I looked in, like how it is glass, you can see clearly.

So I saw two people on the ground with their hands behind their back.

When I saw that, I didn’t even think it twice, I figured that the bank is being robbed and I ran so quickly, my heart was pumping so fast. I felt like I couldn’t breathe. Then a short while after, I only notice when Police began to reach. Lots of Police and I was still frightened I think. I wasn’t inside and it was frightening to me. This is the

2017 second time that this bank is targeted and the Police Station is next door.

Last time when they robbed it, someone was killed. Fortunately, no one was injured today but it is frightening for our community.”

The bank issued a statement on Wednesday afternoon informing the public that three armed men robbed the branch of an undisclosed amount of cash and Police are investigating.

Scotiabank says that their first priority is the personal safety of their staff and customers. The bank’s employees and customers escaped today’s horrifying incident without injuries. The Bank is reaffirming its strict compliance with best practices of security standards and are now taking action to quickly restoring banking services to their customers.

The Belize Police Department has denied media request for press brief on this incident. However, the Belize Times understands that the Police have not detained anyone for this latest armed robbery.

Belize City, September 29, 2017 The BCC Dragons won the 2017 Belize District Basketball Association’s (BDBA) interoffice championship, overpowering the 2-time defending champs Belize Bank Bulldogs: 88-86 in Game 3 of the Finals at St. Martin de Porres’ Swift Hall on Friday night.

Akeem Watters led the Dragons with 29pts and 12 rebounds, MVP Eyan Rene scored 18pts, 9 rebounds, and Andrew Vasquez added 21pts. Auburn Rivero posted 12pts, and Karym Coleman put up 7pts, 10 rebounds.

Bulldogs’ Brian “Brybo” White led with 25pts, 12 rebounds; Roderick Williams added 23pts and Lincey Lopez scored 17pts. Dominique Guzman added 12pts, Sherwin Garcia threw in 5pts and Duane Staine put up 4pts.

The Most Valuable player award went to BCC’s Eyan Rene, and the 1st and 2nd place teams also received team trophies.

San Pedro Town, September 30, 2017 The Belmopan Bandits are still No.1 in the Premier League of Belize’s 2017-18 football competition tournament; as the Bandits sacked the San Pedro Pirates: 2-1 in Week 8 at the Ambergris Stadium last Saturday.

Pirates’ Jesse Smith scored in the 45th minute, but Elroy Smith scored a penalty in the 72nd minute and Armando Gaitan scored a 2nd goal for the Bandits in the 86th minute.

At the Michael Ashcroft Stadium on Saturday night, the Placencia Assassins drilled the BDF: 3-1, with a goal apiece from Alex “Plett” Peters in the 20th minute, Luis “Barker” Torres in the 38th minute, and Alden Forman in the 65th minute. Only Vallan Symns scored for the BDF in the 29th minute.

Cayo Central Celebrates PUP’s 67th Birthday

Forging Partnerships. Impacting Lives

FORWARD TO VICTORY The National Party Council held shortly after the PUP's 67th birthday was a successful event for the party.

Successful not because of its usual large crowd but because of the resolve taken under the leadership of the Party Leader Hon. John Briceño and the party executive to continue with the resistance to and rejection of the corrupt, hypocritical and dangerous UDP government. The PUP is a new PUP ready to lead and lead differently.

In the spirit of the Father of the Nation and one of founding leaders of the longest serving party in the history of Belize, the month of September ended with a commitment to a peaceful revolution to take our country back. The PUP entered October with a resolve for good governance, social justice, a commitment to reduce the cost of living and to execute serious implementation of anti-corruption measures in government. The PUP is on its way to victory in the next General Elections because the time for change has come.

Over the coming months, the United Women's Group will be consulting to further develop the next women's agenda under a PUP government. In addition to this, the party is working on finalizing its various strategies and plans to help get Belize out of the mess this incompetent, arrogant and nepotistic UDP bunch has placed this country in. The work is underway.

The damning betrayal of Barrow and his government is that they came in to power to not only do better but to be better. They have failed miserably. Their gross levels of in-your-face corruption have crippled the productivity and investment of a citizenry.

It has blocked opportunities for the young and entrepreneurial citizens who want to contribute positively. It has made a mockery of the quality of retirement for our elders. Barrow and his gang have made the Belizean economy function inefficiently and ineffectively thereby making things worse for the people of Belize. The future under a further UDP administration is one of more strife and peril.

The fact is Belize has the highest unemployment rate; highest poverty levels; increasing crime and number of missing persons; the biggest land and immigration scandals involving

high ranking Ministers of Government; poor access to health care and quality medicine; an education system that is not fit to meet the demands of the 21st century; an alarming and ever increasing cost of living; a government whose leader is the most nepotistic in the history of Belize who puts friends and family first over country and who ensured that Belizean taxpayers pay millions in legal fees to his brother and ex-wife ; who nationalized the phone company so that his son could be handsomely paid although he ran the company incompetently and a government whose leader and ministers are woefully lacking in conviction and ideas to deal with the Guatemala situation. They bring no solution to this mess.

PM Barrow has proven to be the type of leader who instead of listening and doing the right thing prefers to act like a bully and personally attack anybody who calls him out on his facilitation of corruption, his inaction and his smug hypocrisy.

In the past year; however, many sections of the country in addition to the PUP have had enough. More and more persons and groups are standing up to the bully. The BNTU recently celebrated the anniversary of their catalyst stance: the 11 days of strike.

Students showed courage in protesting on the streets. Individuals marched against the high gas prices under this government. And still many more lash out against PM Barrow and his government's corrupt activities and incompetence and lack of compassion on social media. True democracy has been on full display. No matter which party you support or which government is in, wrongdoing by government should be called out, rejected and resisted no matter what.

Change is coming. It can start with the Municipal Elections and will continue through to the next General Election.

We all have our part to play and do in not only demanding real change but creating it. Belize deserves better than this UDP government. Our children and our future depend on each of us to stand up. Enough is Enough. Adelante.

Monday, October 2, 2017 On Friday, September 29, 2017, the Cayo Central Executive Committee celebrated the 67th anniversary of the founding of the great People’s United Party. The event began at 7:00pm at the Cayo Central PUP office in Santa Elena Town with a Welcome Address by Delia Frutos, member of the executive committee, and a brief speech by Cayo Central chief Daniel Silva. Silva told the gathering that we must always share with others the achievements and accomplishments of our great party: “We should always be proud of our Party. This party has done more for Belize than this government. We built schools, roads and houses. We spent the money on our people, on education and making life better for our farmers. This party has always been about helping everybody out. We gave out so many lots and built affordable houses. We are the Party and we need to share this with all

our young people. It is important that we teach them the history of our country and the contributions of our party to the development of our country and people. Barrow and the UDP cry Petrocaribe for everything but what have they done with all that money? Our children and grandchildren owe all that money and will have to pay it back. They have done nothing to help the people of Belize with that money. Look at the amount of corruption in this government. They are stealing from this country and stealing from us, the Belizean people.

The people deserve better, we need to work together and continue in the fight to make Belize a better place for everyone.”

Present at the function were executive committees from villages in Cayo Central and Santa Elena Town. Silva also presented football trophies to the Executive from 7 Miles for their football marathon. The executive committee members served everyone food and drinks.

By Gilroy Usher Sr. For George Price’s Day of Service on Tuesday September 19, Gilroy Usher Sr. and over 20 residents of the Port Loyola Division participated in a clean-up campaign on Curl Thompson Street. With the assistance of a truck and a backhoe from Belize City Mayor Darrell Bradley, the team cleared two large illegal, foul and unsightly garbage sites that were major health hazards in the middle of the residential area. The two piles of garbage were also impeding the free flow of traffic in the area as they were covering a sizable portion of the street. For the clean-up campaign Gilroy Usher and his team also cut the overgrown grass and cleaned the drain along the full length of the street.

Following the campaign, a ‘No Dumping of Garbage’ sign was placed where the two illegal dumpsites were previously. That was done to discourage anyone, especially business persons from outside the division, from using the area as an illegal dumpsite.

To further assist in promoting a clean neighborhood Mr. Usher has also asked the Belize City Council to institute weekly collection of garbage to the north of the Jane Usher Basketball Court.

Also for George Price’s Day of Service the PUP Port Loyola Women’s Group which is led by chairlady Iesha Gentle delivered bags of groceries to a number of deserving families in the division.

FALLEN HEROINE??

Aung San Suu Kyi may not be a household name, but it is a name known worldwide. This lady is now the de facto leader of Myanmar, formerly Burma, in Southeast Asia.

And she is renowned for resisting the oppressive rule of the military dictators of her country and for rising to power after many years of house arrest because she wanted democracy for her people. She is daughter of Aung San, father of the nation of Myanmar, and she rose to prominence in uprisings for democracy in her country in the late 1980's.

She attended the Universities of Delhi and Oxford, and she lived in Britain, where she married and had two sons. Upon returning home, she formed a political party called the National League for Democracy, and this came at tremendous personal sacrifice, as she could not risk leaving the country again to be with her husband and sons. In elections in 1990 her party won over 80% of the seats in parliament. The military declared the poll null and void, imprisoning Ms. Suu Kyi under house arrest for over fifteen years. There was much international outcry, but the military junta stubbornly held unto their power. She thus became one of the world's most prominent political prisoners. In 1991 she won the Nobel Peace Prize, due to the powerful symbol of resistence to dictatorship and the fight for democracy that she had become. Her principles and her loyalty to her people earned her deep respect at home and abroad.

Upon her release she returned to political leadership, and her party won a landslide victory in 2015 elections. This decisive victory was the end to complete military rule, and it signalled to her countrymen and women and to the world that civilians could be in charge. Interestingly, she could not become President because of a provision in the Myanmar Constitution prohibiting this because her husband and children were foreign citizens.

She was therefore given the title of State Counsellor, making her the Prime Minister and head of government. She named a close associate of hers as President, and she took on three key posts of government, those of State Counsellor, foreign minister, and minister in the President's office, the last of which gave her the authority to coordinate among all the other ministries.

On assuming power Ms. Suu Kyi left no doubt about who is in charge, with strict rules for the conduct of ministers and bold moves to set her government apart from the military rulers. She made sure to work for the release of students who had been jailed for protesting, as well as for the freeing of other political prisoners. But with the military still looking over her shoulder, she has been careful in maneuvering and positioning herself to continue in her various roles, while promoting economic growth, stability and the foundations of a sustainable democracy.

However, along with all these positive developments there has been the severe persecution of the Rohingya Muslims mostly in the Rakhine State of her country, and apparently she has turned a blind eye to what has now been described as ethnic cleansing and even genocide. Here, another side of her is emerging, and it is not looking good. Apparently in her discussions with international mediators she has not even wanted to hear the term “Rohingya.”

In 1991 the Nobel Committee praised her non-violent struggle for democracy and human rights and her desire for reconciliation between sharply divided regions and ethnic groups in her country.

Now all of that is definitely sullied. Critics have called for her Peace Prize to be revoked, since she has consistently refused to defend the rights of this very marginalized ethnic and religious minority. She has clearly been indifferent, fiddling while the military pillage, rape and burn in horrendous proportions. She even denied the Rohingyas' right to be Myanmar citizens. And, similar to Donald Trump after the recent white supremacist attacks in the US, she has blamed both sides for violence, when it is the Rohingya who are being trampled, murdered and expelled. Archbishop Desmond Tutu has stated that it is incongruous for a symbol of righteousness to be presiding over this horrible travesty and violation of basic human rights. We have to ask whether she is now a Fallen Heroine, because her actions and inaction are speaking volumes about where she stands. Her own prejudices and fear, all for political gain, are being condemned by so many right thinking persons that her legacy will most certainly be affected. What a shame.

Resolution Against the Rising Cost of Fuel National Party Council September 2017

Recalling the adoption of the People’s United Party’s policy on Governance adopted in 2016 titled Good Governance – A Shared Responsibility.

Concerned that the good people of Belize have been fed a constant diet of corruption in the highest ranks of the Government in relation to the bucket sale of nationality, passports and visas orchestrated

by Ministers and their cronies for personal profit; the pillaging of the land resources of the country under the leadership of former Deputy Prime Minister and former UDP Deputy Leader Gaspar Vega for his family and friends, and the wanton abuse and criminality lately revealed by the Auditor General in several ministries; Deeply Concerned over the deliberately undermining of the institutions of oversight such as the Public Accounts Committee and the Integrity Commission by this UDP Government; Taking note of the Leader of the Opposition’s letter to the Prime Minister demanding that the Prime Minister take action to address the Misfeasance in Office which has been obvious over the years of the UDP Administration; Further taking note of the fact of the Prime Minister’s refusal to acknowledge and respond to the letter of the Leader of the Opposition BE IT RESOLVED that the People’s United Party: 1. D e m a n d t h a t G o v e r n m e n t e s t a b l i s h a Commission of Inquiry into the hotbed of corruption in the Ministry of Lands for the period 2008 to 2015; 2. I n s i s t s t h a t t h e P r i m e M i n i s t e r i n s t r u c t the Attorney General to initiate a claim for misfeasance in public office against Gaspar Vega and ensure the recovery of all the ill-gotten gains by him and his family, and damages in the millions for loss suffered by the people of Belize; 3. Demand that the UDP members of the Public Accounts Committee vote in support of the call for meeting of the PAC to be public hearings; and 4. Calls on all elected public officials to file with the Integrity Commission returns beginning in 2012.

Taking note of the People’s United Party’s press release dated Friday, September 22, 2017 which calls on the government to immediately reduce the taxes on fuel which will help to ease the burden on the Belizean people who are already struggling to make ends meet as a result of a stagnant economy and very high cost of living.

Also taking note of the Belize Chamber of Commerce & Industry’s press release dated September 27, 2017 which speaks on the increase in pump prices on fuel.

Further taking note of the fact of the Prime Minister’s refusal to act in the face of the rising cost of fuel and its impact on Belizeans.

BE IT RESOLVED that the People’s United Party: 1. C a l l s o n t h e Government to immediately reduce the tax on fuel.

Resolution for Legal Action National Party Council September 2017 Recalling the adoption of the People’s United Party’s policy on Governance adopted in 2016 titled Good Governance – A Shared Responsibility; Whereas the clear evidence is that the current Government of the United Democratic Party is the most corrupt in history with widespread scandals in Immigration, the Lands Department, the Ministry of Works, the Belize Airport Authority and elsewhere in the Government; Taking note of the scandals and corruption have clearly implicated UDP Ministers, Party officials and their cronies; Convinced that no one has been held accountable or jailed for their corruption and misfeasance in office; Deeply concerned that the Government continues to illegally spend the people’s money without prior approval of the National Assembly, and has failed over many years to properly and lawfully account for millions of dollars of people’s money; Fully aware the UDP have failed to respect national institutions of oversight which has facilitated the administrative and criminal wrongdoing by this Government.

Be It Resolved that the People’s United Party: Condemns the widespread and ongoing corruption in public life by UDP Ministers, Party officials and cronies; Deplores the illegal expenditure of public funds and disrespect for the National Assembly and its important role to secure accountability and transparency in public finances; Rejects the deliberate undermining by the UDP Government of important oversight institutions such as the Public Accounts Committee, the Integrity Commission and the Court of Appeal; Seriously concerned over the continued failure of the Government to protect and defend the territorial integrity of Belize, and the Government’s failure to take appropriate measures to strengthen Belize’s position in relation to the unfounded claim by Guatemala to Belizean territory; Renews the Party’s historic commitment and its unrivalled role in championing and defending Belize against Guatemala and our full territorial integrity; Be it resolved that the People’s United Party immediately take the following measures: 1.

To bring a claim in the Supreme Court challenging the illegal spending of millions of dollars by the Government without proper approval of the National Assembly 2.

To file a claim in the Supreme Court challenging the decision of the Government to exempt its members in public life from filing returns for all the years that they have been in office 3.

To file a claim in the Supreme Court challenging the decision of the Prime Minister to unconstitutionally appoint Franz Parke to the Court of Appeal of Belize; and 4.

To file a claim in the Supreme Court seeking an Order that the Government amend the Maritime Areas Act to claim all of Belize’s territorial sea and exclusive economic zone.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean.

These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize.

The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day.

This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth.

SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive.

THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education.

FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all.

FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder.

If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

Pretty Lil Revolution

This is some seriously interesting, seriously disturbing shit. So we have a bunch of people, millions, who are crying out for change. Facebook newsfeeds are chock full of people who say they are ready to take to the streets, ram it, break up stuff.

Enough is enough, they say. Too much frigging arrogance, too much frigging corruption, too many Ministers getting rich off our backs while we get poorer and poorer, too much abuse and neglect and victimization.

We see them every day rubbing our faces in their wealth – Anwar Barrow in his Rolls Royce, Andre Vega travelling the world, Boots with his wad of money in his socks, the sour Juliet with her new-found wealth – too many to mention. Everywhere we look we see poverty, but every time we look at them we see riches and privilege.

So we demand a different way. We demand that our leaders hear us, listen to us. We serve them notice, on Facebook, that they must stop stealing from us. We complain, day in and day out, venting our frustrations about all manner of things (on Facebook), and in the privacy of our homes, and in the bar-rooms and at social gatherings where it’s safe. Mr. Barrow has abandoned all semblance of transparency and accountability. There is no oversight.

All so-called oversight entities are controlled by Barrow, so all the big red rats are minding the cheese. This megalomaniac dictator ignores the unions, he ignores the Chamber, he certainly ignores the Opposition and the Bar Association and the BNN and any other entity or individual who calls him out. The Police Department is politically compromised, the Judiciary…well, let me leave it at that.

I had a moment with my taxi-man this morning. His vehicle needs repairs, but he has no money to fix it. He knows that using it will damage it more, but if he doesn’t run, he won’t eat and can’t pay his bills. He was frustrated to the point of tears, real tears, nowhere to turn. All I could tell him, probably no comfort at all, was to hold on to his faith and trust in God. For real. And I pointed out what is the truth – there are persons who have it much worse, who did not have anything to eat this morning.

There are children who went to school hungry this morning, and who studied by candlelight last night with hunger burning a hole in their bellies. And I say all this with the image of Anwar Barrow in that Rolls

Royce in Beverly Hills eating away at me.

I think about Gaspar Vega saying in an interview a couple weeks ago that he is at peace with his God and he sleeps good at night. But I want my God to be a vengeful God and to strike him down. I want Karma to be the vicious bitch that it is and I want all his wealth and comfort and happiness and privilege to be stripped from him. I want him to suffer for what he has done to the Belizean people. I want him to pay.

And I will never apologize for how I feel. If you want to know the truth, when I’m on those decrepit buses late at night trying to reach home, having to stop every five miles to put in water because the radiator leaks, seeing the frustration of those on the bus who have no other option – I plan the most sinister and evil ills to be visited on the Ministers who take us for fools. I want them to feel. For real.

So we beg for a movement. We call for a leader. We look for champions to lead this revolution. We pledge our manhood (and womanhood) to the liberty of our country and people from these shackles which bind us. And then we sit down comfortable in front of our computers and devices and wait for shit to happen. And when it does happen, God forbid it inconvenience us cause hell no, we are not standing for it.

How dare you burn tires on the road, blocking it? Don’t you know I have to reach work and have to stop at Sky City to buy a juice first? Couldn’t you have burned tires down yonder in that empty lot where it wouldn’t block traffic? And where the smoke wouldn’t have blown our way because dammit, I don’t want to go to work smelling of smoke. And hey, that blockage of the Tower Hill Bridge. I wanted to go get some drinks at that store near Carmelita so don’t try that again. We have things to do, people. How could you even think it’s okay to inconvenience us a little?

And don’t think we’ve forgotten that damned BNTU strike. Yeah of course they were demanding good governance which we all want. And of course they were demonstrating for an end to corruption. Hell, we’re fully on board. And yeah, we understand that the teachers took charge of a movement which should have brought betterment for all of us for the country. Great. But my kid was out of school that whole time. His life is changed forever. Besides I had to find something to do with him during that time he’s usually at school, so couldn’t watch TV as much or go do my nails. My lerd.

What we want is a pretty lil revolution which doesn’t disturb our beauty sleep or favourite TV show. We want to go sleep and wake up to a better Belize, no energy expended. No wonder Dean Barrow was able to say with such confidence that there will be no more protests. We are sheeple. Best we own that shit.

This past weekend I was to make a presentation to some of the youth of our community, speaking to them about productivity and about standing up for themselves and for their country. The forum was cancelled because of inclement weather, but the message would have been pertinent then and it is pertinent now. The young people in our community and in our country have to wake up and realize the vital roles they can and MUST play in our development.

Last week when students walked out of classes and some of them took to the streets, even demonstrating in front of the Police Station in Belize City, it was a sign that our young people are paying some attention to what is happening around them. As an older youth, at least a youth still in my own mind, I was happy to see it. But it can’t be just for one thing which affects them directly. None of us can afford to be selective when it comes to matters which affect our entire country.

It is time for our young people to get their heads out of those devices and to heed what is happening in real time.

Sure, social media is good for entertainment. I use Facebook regularly, and does the Orange Walk Town Council, to get information out to our residents who use that media. It has its uses, but sometimes I despair when I see the conversations taking place up there, when I see the quarrelling and fighting and outrageous posts by some of our youth. It seems to me that while all these issues are hitting us left, right and center, the next generation is distracted most of the time. We need to wake up and get on board.

Municipal elections will be here before you know it. Some people think the Prime Minister, shaky under the weight of all these scandals and ready to hit the road, may call a double election. But when I call for our youth to stand up it has nothing to do with partisan politics. We have to understand that this is bigger than all that. What we

stand for today will determine the governance of our nation in years to come and for the next generation. We have to stand against corruption now so that no administration that comes in will be able to betray the people as the UDP has. We cannot allow any more stealing of our land for the benefit of a few, no more cash giveaways to favourite sons, no more Immigration hustles, no more bloated contracts awarded to family members who know nothing about construction. We have seen it all in these past years, and we have suffered because of it.

The People’s United Party held its National Party Council meeting this past weekend, and I was happy to hear John Briceño make a strong commitment to root out corruption wherever this exists.

Basta Ya! No more. He also committed that those who have stolen from the public purse will be investigated, prosecuted and if found guilty will go to jail. That commitment is a breath of fresh air, and we in the Party and in the wider community must hold John, our party Leader, to his commitment. The Party also passed a resolution that all assets stolen from the people will be returned to the people. These are important moves by the party because it sends a strong message that corruption in any form will not be tolerated. And it must not be.

We are at a crossroads in our political history in Belize. We have been betrayed for so long, and if we do not take a stand now, our Ministers will continue to milk us and this country dry. Already, because of the taxes on fuel, we have the highest pump prices in Central America and are among the highest pump prices in the world. The reason we are paying such high taxes is because our coffers have been emptied through corruption, mismanagement and abuse. Ministers and their families and cronies got rich from the monies in our public coffers. And they are still rich. But we who must work hard to get ahead in life are the ones who have to pay for what they did.

My friends…it is time for a change. We must wake up. We have just finished celebrating our Independence, but perhaps the fight for our freedom from corruption is only just beginning.

REAL Good Governance Reform!

Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them.

We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence.

Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet.

If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all.

We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption.

WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget.

We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees.

WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building.

WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and

We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses.

The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries.

WE WILL CREATE A: SEPARATION OF POWERS: All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution: Cease and desist from the public badgering and coercing of the judiciary by the Prime Minister and the Cabinet The Director of Public Prosecution will also be given security of tenure and the Department of Public Prosecution will be given the necessary resources to ensure that it complements the work of the Police to increase the rate of successful prosecution, particularly in murder cases WE WILL DELIVER: ELECTION REFORM: Within the first year of office we will present legislation to regulate campaign spending. We will also propose and enact legislation to limit campaigning up to the day before elections.

On Election Day all campaigning, paraphernalia, advertising etc. will not be allowed as it is done in other Caribbean countries.

We will insist, by any means necessary, that the UDP Government comply with the rule of law and conduct nationwide re-registration in 2017. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government.

Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control.

I, John Briceño, as head of the next Government along with my Cabinet and together with the National Legislature, pledge to lead this transformation, motivated by the will of the people. Santa Teresita Bridge Collapses

Tuesday, October 3, 2017 After 26 years, the wooden bridge in Santa Teresita collapsed over the weekend. The village of Santa Teresita has suffered many years of neglect from the Ministry of Works and the area representative for Cayo Central, Rene Montero. The village has a UDP chairlady but she has no interest in making things better for the villagers. On Monday morning, while farmers were crossing with their produce, the bridge caved in.

The poorly built wooden structure came crumbling down while vehicles tried to pass. The old racks of lumber broke into pieces and currently

cases. In fact, on a daily basis, the different healthcare institutions, private and public, are treating over 100 cases each. The most affected population is students at the primary and secondary school level who are having to leave classes for the five to seven days that the infection lasts.

Dr. Javier Zuniga, the Regional Manager for the Central Health Region reported that up to Friday, September 29th, the active outbreak was peaking in the Belize and Cayo districts although cases are starting to pop up in the Stann Creek and Toledo districts.

Last week, the Belize District registered almost 2000 cases. For the first three days this week, there were almost 1000 cases so the expectation is

remain broken.

The Santa Teresita bridge was built in 1988 when a new Bullet Tree Bridge was built. The contractor, Eulogio Cano, used the wood that they took off from the old Bullet Tree Bridge and built it as a temporary bridge for the villagers. Villagers told the Belize Times that since Montero won, he turned his back completely on the villagers from Santa Teresita and no effort has been made to repair or build a new bridge despite numerous petitions from villagers. In an interview with the Belize Times, a farmer explained how long the bridge served their village and the utter neglect by Montero and the UDP for the villagers and their plea for a new bridge: “The thing is that the bridge is broken and there is no hope for nothing because Montero is not even planning to fix it. Right now we have it hard because we cannot come out here. The chairlady here doesn’t even care about helping.” He also told us that he and some other farmers wanted to fix the bridge before it was broken but the village chairlady denied that request.

“We wanted to fix it but she said they will build a new one. The chairlady is Reyna Amador. She and Montero, both of them haven’t even come see the bridge how it stands. They have not done no repair on it and so we can’t use it for now. If we go all around, it is five miles, through here it is only 1 mile.

And if we go around, we have to go through San Marcos, Spanish Lookout and Selena.

Now that the bridge is broken, they have not even lifted a hand to check on it or do anything about it. We need this urgently so we are already planning to go protest

that the numbers will have climbed over last week’s figures by the end of the week.

As to expectations for the outbreak to peter out, Dr. Zuniga points out that there will be a continued increase in the number of cases since the outbreak has not plateaued as yet. “So, we’re looking at a plateau or a constant number of cases to appear sometime between this week and next week, after which then, there will be a decrease in the number of cases of conjunctivitis,” he noted. He added that if we

Since the virus can remain on surfaces, everyone is encouraged to wash their hands or use hand sanitizer regularly. For parents of infected children, Dr. Melissa Diaz, Primary Care Coordinator for the Central Health Region says they can prevent themselves from getting it. She notes, “because you as the parent will be helping the child to wash their eyes, to put in drops if necessary, you will come in contact with the virus. But if you practice your hand washing, practice avoiding touching your face and eyes, not using the same towel as your child, not using the same rag or things like that, you can prevent yourself from getting it.”

Public health institutions are administering, for free, the required pink eye medication to patients.

As any person would say, “You are in your prime years of existence.” So here goes… “Belize, you are in your Prime Years of existence as an Independent and Sovereign Nation.” We the young generation expect nothing but the best, and by that, I mean not a so called ‘BEST IS YET TO COME,‘ but a ‘Belize that Works for Everyone, Best!’

We in the BYM believe that we have a purpose for existence that combines a safe and united nation with a plan that can set a pace for our generation and for generations to come. Unfortunately, we have lacked these opportunities. I will not express disgust towards this present administration. I will not, but I will express my deep and sincere disappointment at the lack of hope under this administration.

There is a DIFFERENT REALITY out here in our 8,867 sq. miles and among our peers; much different than that of this ADMINISTRATION’S REALITY. And, just to pinpoint one, it is a reality that we don’t feel that we can enjoy that which is Chapter IV of the Laws of Belize, Part II “Protection of our Fundamental Rights and Freedom,” as stated under the Constitution of Belize. It is a reality that even under our own security forces we are fearful.

I will not question this Administration’s reality of safety and security. In fact, I will leave it to the public to be the judges of that. What I will state though, is that with all fairness to our security officers, public servants, our own families and people that are committed to your professions, we the young generation of this country demand that you conduct yourself according to the standards and code of ethics. We respect you! We love you! You are us! But, we cannot hold the same regards if your behavior reflects that of a Barrow’s Security Armed Forces and not of the country’s very own.

Thursday, 05 October 2017 Police have arrested and charged a 17-year-old minor from San Pedro Town for the broad-daylight shooting which claimed the life of 18 year-old Christian Contreras. This youth is being accused of riding up to Contreras and another companion and without provocation, shooting both of them, fatally injuring Contreras.

The incident happened at around 11:30 a.m. in the Boca Del Rio area, and in the plain view of persons walking by. Christian Contreras was standing in front of Compadres Bar, located near the corner of Laguna Drive and Conch Shell Street. He was in the company of 28 year-old Ryan Lucas when 2 young men reportedly approached them. Eyewitnesses tell the press that they heard the shooter asked the two men, “So, are you guys the Doritos gang?”

Immediately after that, he pulled out a firearm and started shooting at both men, with complete disregard for the fact that they were being seen by persons who happened to be in the area at the same time.

Contreras was injured twice to the chest, once to the lower back and once to the upper arm. He fell in the middle of the street where some construction work was being done, and that’s where he died. Lucas was injured to the upper right arm and the abdomen. Fortunately, he survived the impromptu execution attempt, but he had to be airlifted from the San Pedro Polyclinic to the KHMH for medical treatment.

Island cops are unsure about the

motive of this shooting, but they do not think that it is connected to the war over drug turf that has been playing out on the island over the last few months. They are confident that they’ve brought criminal charges against the shooter. Based on eyewitness accounts, a 17 year-old was detained by Police, and an identification parade was conducted.

Police arrested and charged this young man for the crimes of murder for Christian Contreras’ death, and attempted murder and use of deadly means of harm for Ryan Lucas’ shooting. He is not a native of the island. Police believe that he is from Southern Belize, and that he has been living in San Pedro for about a year now.

Whatever the cause of the recent violent crimes on San Pedro, it is starting to affect life there and business owners are starting to notice that customers’ traffic is decreasing.

Nelson Gomez, the owner of Compadres Bar, told the media, “People here in San Pedro don’t feel free and this happened early in this morning. So, we have to worry; all the people from San Pedro we have to worry because this is outrageous… It is like everybody in San Pedro is scared now... Things are very slow and people don’t want to go out and it is very sad for us as a business owner everything is slow and people don’t want to come out.”

He also made it clear that this shooting did not happen on the compound of his business. It happened on the street, and he is hoping that his business place will not suffer a bad reputation because of this tragedy.
