BARROWNOMICS Two Loans for ONE BRIDGE

Thursday, 26 October 2017 At a press conference recently, Prime Minister Dean Barrow praised Imer Hernandez, dump-truck driver suddenly turned fabulous contractor.

Mr. Barrow claimed that Hernandez had done many, many good works, and we believe him about the many, since we are reliably informed that Hernandez has raked in close to $200M in contract. But those works are by no means or stretch of the imagination good.

The PM is not a foolish man.

He no doubt is aware that many of the works done by Hernandez have been substandard and shoddy. In the House on Friday, PUP Leader John Briceño showed Mr. Barrow pictures of deteriorating roads in Orange Walk and Corozal – roads that deteriorated months after being completed. Of course, the Prime Minister laughed it off, as he does often because it is not his money he is playing with, and defended his decision to give Imer $8M to cement one mile of street in Belize City.

And there are many other contracts going to Imer, who is the nephew of Gaspar Vega but seems to have become the BFF of Dean Barrow. The Belize Times has confirmed that in addition to the $8M for Faber’s Road, and the $7M for the Caye Caulker Airstrip, Hernandez has also gotten the contract to fix streets in Corozal, to construct a new Escuela Secundaria Tecnica Mexico building and to construct a new Cultural Center. We are reliably informed that he is being singled out for other major contracts as well.

We note that Hernandez was the contractor who surfaced less than a mile of road at Mile 5 on the George Price Highway recently. Those works were completed less than three months ago and already there are potholes. We assume the Prime Minister will close his eyes when he passes there so he doesn’t see them.

So why this cozy relationship between the Prime Minister and Imer Hernandez? And why all these contracts which seem blatantly bloated?

Political observers believe that the UDP is filling its war chest in preparation for municipal elections, and Imer is assisting them in that regard.

LOCAL 26 Oct

Government got House approval to make a 60 million-dollar loan. The Loan was intended for “implementing the Philip S. W. Goldson Highway upgrading project including a new bridge at Haulover Creek, safety improvements, climate adaptation works, and related consulting services.” So, if the first loan was supposed to cover the costs of the construction project “including a new bridge”, why does the Government need this OFID loan of 24 million dollars more?

Speaking on the new loan motion, Business Senator Mark Lizarraga said, “In 2014, we came to this very House, and we were asked to approve a loan for that very same road, that very same bridge, as part of a package, at that time, for 60 million dollars… What happened to the money for the bridge when we first approved 60 million dollars?”

No straight answer was given to that question, so PUP Senator Eamon Courtenay began making calculations in his presentation to demonstrate that

The Barrow Administration is trying to get a second bite at the Haulover Bridge cherry?

That’s what the Opposition and Business Senators asserted when they challenged a 24 million-dollar loan motion that the UDP Senators forced through at the latest Senate Meeting.

The Loan Motion authorizes the Barrow Government to borrow 24 million Belize dollars from the OPEC Fund for International Development to build a replacement for the Haulover Bridge.

But readers will remember that back in October of 2014, the

the UDP math isn’t adding up. He said, “Amidst a lot of fanfare, Cisco Construction was given a contract valued at $13.5 million for that part of the road, from the airport to the Haulover Bridge - $13.5 million out of the $60. Bankers, tell me how much that left with? $47.5? The Banker says I'm right. $47.5 million left Mr. President. You see how the fool is digesting it? We are looking for some honesty. Then again, 28th of March 2017, this time it's Minister Montero, $20.9 million for that portion, from the bridge to the roundabout at Chetumal Street. Bankers, let us call that $21 - 20.9 out of 47.5 -, $26.5 million are left. One would assume, Mr. President that government was honest when it brought this motion in 2015, had done its due diligence, had had the advice of its engineers, had had advice of the architects - maybe from BIL, I don't know - and had calculated that the amount that they were borrowing from CDB was sufficient. $26.5 million would have covered- what was it - a bridge… There is $26.5 million dollars left, Mr. President. And before that is spent the Prime Minister comes to the House with another motion and when time is sought to do the requisite consultation, what are we told? Any fool could digest it in 5 minutes."

So, the new loan is supposed to cover 68% of the cost for the new bridge, but there is absolutely no accountability for that 26.5 million dollars left over from the first loan.

The Prime Minister and Minister of Finance puts himself on a pedestal, but in the Senate on Wednesday not one of the rabid loyalists on his side of the gallery could solve the mystery of the disappearing money. But what is no mystery is that Belizeans – all of us – will have to pay back not one but two loans for one bridge.

Thursday, 26 October 2017 Just after 4:00pm yesterday, Police say Cardinal Andrews, 28, was sitting in a vehicle at the corner of Partridge Street in Southside Belize City when he was approached from behind. The bullet exited his forehead. The Belize Times understands that Andrews is on life support. If he succumbs to his injuries, he would become the 50th victim of the war in the Southside.

Substantive Minister of Home Affairs, Hon. Wilfred Elrington revealed in the National Assembly that the trade of expensive imported marijuana is driving up the killings in Southside Belize City. He noted that it is a matter of associates killing associates who do not account for the proceeds of sales. He also informed that as long as he is Minister of Police, there will be no attempt at any gang truce and he practically owned up to the transfer of Assistant Commissioner of Police Chester Williams as the top cop in Belize City’s Southside to a desk job in Belmopan. The problem is that 49 people have been murdered in Belize City’s Southside since the start of the year. And worse, that number keeps mounting by the day, increasing the terror feared by law abiding citizens.

It is evident that the majority of killings has been recorded since ACP Williams’ transfer at the beginning of July. In fact, the homicides resumed almost immediately after Senior Superintendent Mark Vidal (former GSU commander) took over the reins from ACP Williams. So far, there have been 25 murders since July and 10 for October with Cardinal Andrews being admitted in a critical condition after being shot Wednesday on Partridge Street.

The almost daily terror has set a new record for Belize’s City’s Southside. In previous years, the numbers were 34 each for 2013 and 2015; 33 for 2016 and 48 overall in 2014. It’s worrying because there are still two more months to go in 2017 and with Minister Elrington having dismissed community policing, there is no telling how things will end.

So far, it is not looking good at all. The relationship between the police and the community is at an all-time low. Videos keep emerging of standoffs between over-eager cops and residents that have lost all respect for the authorities. The latest video recorded in the PIV area shows cops firing wantonly into the air to disperse a crowd that had them outnumbered. The cops are then seen scampering off while the crowd is heard mocking them. It speaks to a general adversarial and tense engagement between the community and police of late.

Specifically, residents in the St. Martin de Porres area controlled by the PIV gang are complaining of daily searches they say have crossed the line from law and order to harassment and intimidation. The latest escalation came with a bold video accusing police of ordering a state sanctioned execution against street figure Kenneth "Big Tom" Flowers who authorities are supposedly blaming for the increase in murders in that area.

It is nothing like we have seen before and authorities appear clueless on how to proceed.

Police Brutalize Blackman Eddy Resident Wednesday, October 25, 2017 A young man from Blackman Eddy Village, Cayo is recovering after being beaten badly on Saturday night. According to Shirlene Mai, her son and his friends were picked up by four Police Officers attached to the San Ignacio Police formation. Mai says that her son, Tray Ara, was beaten up by Police Officers after refusing to give them information and he was then taken to a cell block at the San Ignacio Police station.

At around 1:00am on Sunday, Ara was transported to the San Ignacio Community Hospital. After being examined by a doctor at around 2:00pm on Sunday, he was transported by ambulance to the Western Regional Hospital.

That was when his mother was informed of the incident. A broken down Mai told the Belize Times that she recently lost her daughter to violence and now to experience this horrific ordeal with her son at

the hands of Police is frightening “My son’s eyes are swollen up, his face is all bruised up, his head has a dent. They could have killed him. I believe that what they did to my son was totally uncalled for. They didn’t have to beat him like that. My son told me that the Police mobile pick them up he and his friends, they were coming from Unitedville to Blackman after a party. I was already worried because he didn’t come home.

I called the police station in San Ignacio and Cpl Mendez told me that he was arrested but then released. So, I said maybe they took him for disorderly conduct because I haven’t heard about no robbery or drugs or so. I thought maybe he will come home. I was sitting on my verandah and a young man came here to tell me that they were taking him in the ambulance. I have to try feed

03 3 my son because he can’t even eat good and he is the one that works here, I don’t work and I can’t imagine what I am going through and I can’t take this,” Mai told us.

Interestingly, Mai is a Voluntary Special Constable attached to the San Ignacio Police Station. She explained to us that doctors believe that her son’s neck is fractured: “His head has a dent in it and his neck has the cast thing. They will do a CT scan on him to check where is fractured. When I talked to Mr. Rosado in San Ignacio he is claiming that the other prisoners beat my son. But my son knows and he said Police beat him up and he knows who the Police are. He already made a statement to Chester Williams.”

Mai said that she is determined to pursue this matter to the full extent of the law and has contacted her attorneys to pursue legal action against the accused officers.

Questions to Ministers

Would the Member for Queen Square and Minister of Finance please explain the decision to pay Andre Vega thousands to rent space in his Seashore Drive mansion when Andre Vega currently owes the people of Belize hundreds of thousands of dollars and refuses to pay?

Would the Member for Queen Square and Prime Minister please say why Belizeans are being asked to pay two separate loans for the same Haulover Bridge? Could he please provide an accounting for the millions we already borrowed for the Bridge which seem to have gone somewhere else?

Would the Member for Queen Square and Prime Minister please confirm or deny reports that he has reconsidered his support for Patrick Faber as next leader of the UDP? Could he confirm or deny reports that he is considering Michael Peyrefitte as the new leader of the Party?

Would the Member for Queen Square and Prime Minister please say exactly how much the CEO of BTL is being paid? Could he also say how much his son Anwar is still being paid from BTL? Would the Member for Collet and Minister of Sports please say which UDP crony has been selected to manage the Belize Civic Centre facilities? Could he confirm reports that it will cost as much as $700,000 per year to maintain, and say how they plan to generate those revenues?

Would the Member for Cayo West and Minister of his own personal Economic Development please confirm or deny reliable reports that his close affiliate and right hand is being investigated by Interpol for money laundering and suspicion of other illegal activities including drug trafficking?

Would the Member for Pickstock and Minister of Home Affairs please confirm or deny reports that political instructions have been issued to Police to fuel hostilities between rival groups with the hopes that they will kill out each other?

Killing Each Other…

Very recently Minister of Police Sedi Elrington said a very interesting if bizarre thing. He explained that he wasn’t at all concerned about the murders in Belize. How he put it is like this – “the numbers of criminals are few and people who are normally impacted by them are normally their own colleagues and friends who they prey upon and kill in a senseless way. I don't see that as a big problem." So this is the Minister of Police speaking, and after that we hear that a certain unit of the Police is going into neighbourhoods and stirring up shit. It’s almost like the new crime-fighting strategy is to get these different volatile areas so incensed and paranoid that they start killing out each other. That’s a pretty incredible thing to think. But like Sedi said…he doesn’t see it as a big problem. It’s just young black men killing each other. No big deal at all. Wow. Big Tom… This is a big man on the streets, and no saint. He gave the media an interview the other day and this big man was afraid. See, Police went into this neighbourhood where there were a couple fresh murders and they called his name. Then they went into his neighbourhood and allegedly made it clear that there is a hit out on him. So this big man is getting multiple death threats and he doesn’t know where the bullets are going to come from. That’s what’s happening on our streets right now. Serious, deadly games. Coincidentally, this big man is the son-in-law of Minister of Police Sedi Elrington. Go figure that one out if you can.

You ARE the Father…

Well no, not in this scenario, but this shit plays just like one of them Maury Povich shows where Maury says – You claimed that you never cheated on Laquisha. Well, Allen, the lie detector test determined THAT IS A LIE. It’s frigging mind-boggling. So this very senior Police Officer – let’s call him Allen Whylie for argument’s sake – was given a lie detector test in 2008 and he was asked if as a Police Officer he had ever given details of Police investigations to criminal organizations, and other very crucial questions of course. And this man failed the damned test. He FAILED the damned test. So you know what the UDP did. They made him CEO in the Ministry of National Security. And then they made him the top cop, the Commissioner of Police. And when this seriously frigging disturbing thing comes to light now, Commissioner Whylie remembers taking the test but doesn’t really remember what happened after that. But hey…rest assured. He was raised in a good home and he is a good man and he has never done anything to bring disrepute to his name and his badge. Fuh God’s Sake STOP IT. We should give him a damned lie detector test now. Shucks. $400,000…

I find it absolutely frigging incredible that the Government of Belize is paying Andre Vega to rent space in his condo which he built almost next to Dean Barrow on Seashore Drive. I mean, I can believe it. Hell, we’ve all seen more bizarre and more corrupt things happen. But my lerd. This is the man who is supposedly in Court because he refuses to give back $400,000 which he was given illegally by his daddy from public coffers. This is the man who was accused of being involved in the forgery of land documents, resulting in Dean Oliver saying (because we don’t really know) that he took back a seven-acre parcel of land which Andre allegedly got through these nefarious means. Shit…this guy should be persona non grata. But instead of collecting our $400,000, Dean Oliver turns around and gives him more money. See how that works?

Erwin…

Word is that things are getting very hot for my friend from Cayo West. See, Erwin doesn’t keep money in his socks like his colleague who’s still searching for that runaway crack because he doesn’t realize the news was reporting a runaway croc. He isn’t quite as brazen as his gluttonous colleague who still hasn’t gotten ten signatures on his petition to name the bridge. He doesn’t pose nude for photoshoots with accused murders (well we haven’t seen any photos yet) and he hasn’t been caught giving himself and his family members thousands of acres of land like his friend from up north. But Erwin has very quietly amassed great, great wealth by a variety of means.

And there are persons who are watching his movements at the border and in the Benque Free Zone. There are persons who are very interested in the movement of huge sums of cash out of Belize and into private accounts. And persons who are very interested in the trafficking of other products, so to speak. Those persons may soon be dropping in to speak to Erwin, we are told. Contrary to reports, it hasn’t happened just yet.

But it will.

Mike was in the Senate today. He got up and said a bunch of stuff at different times. But I can’t for the life of me remember what he said. I remember him standing up, and then all I could think about was this huge fricking guayabera. I can’t believe they make guayaberas that big. Sheesh.

DANGER

T

here is very clear and present danger in having a Prime Minister who is blinded by his own arrogance. Mr. Barrow believes that he does not have to answer for any decisions he makes on behalf of the people of this country. He is so convinced of his own brilliance that he cannot countenance being questioned or doubted. That is an unpleasant thing at the best of times. But when the megalomaniac is the man who runs the country using your money, it is unacceptable.

On Friday, Prime Minister Dean Barrow referred to the Leader of the Opposition as an idiot, and one could practically see the glee in his expression at his own rhetorical skill. If his back would have allowed him, he would have danced a jig in celebration of himself. And oh, how his colleagues on the government side chortled and patted him on the back. In the house, Mr. Barrow is king. He can say what he will because the Speaker will never shut him down. He is like the proverbial bully in the schoolyard.

Mr. Barrow can make, and has made the decisions which are costing taxpayers hundreds of millions of dollars that generations to come must pay off. Our debt is now at 100% of GDP and climbing. The economic challenges we face as a nation are very real – deathly real – and there seems no light at the end of the tunnel. But Mr. Barrow continues to borrow and spend as he will, and he feels that his stature allows him to do so. He feels that it is okay to pay the nephew of Gaspar Vega $8M to fix one mile of street in Belize City. Not just okay…he feels that it is a wonderful thing and we should all subject him to incessant applause, because he says so.

There are valid concerns. The contractor, chosen because of his political connections, has done shoddy work in the past. It is all documented. Roads just over a year old which should have a life of twenty or thirty years have already started to deteriorate. Imer Hernandez, who was a dump-truck driver in 2008, is now the contractor of choice, hauling in an alleged $200M in contracts. But we must not question Dean Oliver because he vouches for Hernandez. And we must not question the very questionable wisdom of spending $8M on one street in Belize City in the name of poverty alleviation where there are so many other pressing needs. And God forbid we remind the Prime Minister that he spent many millions of Petrocaribe money on roundabouts to alleviate poverty, a spectacular failure.

On Friday, the Prime Minister also did not care to entertain any criticisms of the UDP’s ‘special purpose’ vehicle which has done nothing to date but enrich select UDPs through bloated contracts and substandard work. Imagine the incompetence of Mr. Barrow’s hand-picked BIL people who have created a multi-million-dollar screw-up on Lake Independence Boulevard. We will pay for their avarice and incompetence, but the PM gets angry when these things are pointed out. How dare we question him? How dare we criticize him?

BIL has presided over multiple FAILED initiatives like the Boardwalk Project in San Pedro, including a fancy water-taxi terminal which local water-taxis still cannot use because the water is too shallow. And the boardwalk has already collapsed because of shoddy construction. But we are to say nothing. BIL is Dean Barrow’s baby so we are not allowed to point out just how ugly and deformed that baby is.

It is the same way Mr. Barrow has treated every criticism of his actions with reference to the blatant corruption of his former Deputy Prime Minister Gaspar Vega. Vega raped our coffers to provide wealth to himself and to his family members. Many of these instances have been presented in black and white. There are land documents which chronicle how Vega used his power as Minister to maneuvre thousands of acres of land out of Government’s control, into the hands of select cronies and then into his family’s control – thousands of acres. But for more than a year since these documents started surfacing, the Prime Minister has pretended that the corruption does not exist. He does not want to see the documents. And if he does not see them, they simply do not exist. And he gets angry at those persons who keep reminding him of the massive larceny that occurred in the Ministry of Natural Resources under Gaspar Vega.

For way too long Mr. Barrow has gotten away with his behaviour inside and outside the House. When presented with facts and evidence which demonstrate the worthlessness of his Cabinet cartel, he resorts to petty insults and name-calling. He seeks to baffle us with bullshit and blind us with his perceived brilliance.

Mr. Barrow is dangerous for Belize. He has been for a long time. And now that his departure is imminent, we will be left holding the rancid bag of debt and corruption which will be his only legacy to Belize.

ener un Primer Ministro que es cegado por su propia arrogancia es un peligro claro y presente. El Sr. Barrow considera que no debe responder por las decisiones que toma en nombre del pueblo de este país. Tanto está convencido de su propia genialidad que no puede aceptar ser cuestionado ni que se le ponga en duda. Eso es algo desagradable en el mejor de los casos. Pero cuando el megalómano es el hombre que dirige el país con nuestro dinero, es inaceptable.

El viernes, el Primer Ministro Dean Barrow se refirió al Líder de la Oposición como un idiota, y prácticamente se podía ver el regocijo en su expresión por su propia destreza retórica. Si su espalda le hubiera permitido, habría bailado dando brincos en celebración del mismo. Y ah, como se rieron y le dieron unas palmaditas en la espalda sus colegas por parte del gobierno. En la casa de representantes, el Sr. Barrow es el rey. Él puede decir lo que quiere porque el Presidente nunca lo callara.

Es como el abusón proverbial en el patio de la escuela.

El Sr. Barrow puede hacer y ha tomado decisiones que les están costando cientos de millones de dólares a los contribuyentes que pagaran las generaciones futuras.

Nuestra deuda está ahora al 100% del PIB y aumentando. Los desafíos económicos que enfrentamos como nación son muy reales – mortalmente reales – y no parece haber ninguna luz al final del túnel. Pero el Sr. Barrow continúa endeudándonos y gastando como se le viene en gana, y él piensa que su grandeza le permite hacerlo.

Piensa que está bien pagarle al sobrino de Gaspar Vega $8 M para arreglar una milla de calle en la ciudad de Belice. No sólo que está bien… él cree que es algo maravilloso y que todos debemos aplaudirle incesantemente, porque él así lo dice.

Hay preocupaciones válidas. El contratista, escogido por sus conexiones políticas, ha hecho trabajos de pésima calidad en el pasado. Todo esto está documentado.

Caminos que se hicieron hace soló poco más de un año que deben tener una vida de veinte o treinta años ya han comenzado a deteriorarse. Imer Hernandez que era un chofer de camión en 2008, ahora es el contratista de elección, llevándose un presunto M $200 en contratos. Pero no debemos cuestionarle a Dean Oliver porque él avala a Hernández. Y no debemos cuestionar la sabiduría muy rechazable de gastar $8 M en una calle en la ciudad de Belice en nombre de la lucha contra la pobreza cuando hay tantas otras apremiantes necesidades. Y Dios no lo quiera que le recordemos al Primer Ministro que gastó muchos millones del dinero de Petrocaribe en glorietas para aliviar la pobreza, un fracaso espectacular.

El viernes, el Primer Ministro tampoco se dignó a entretener críticas del vehículo 'de propósito especial' del UDP que todo lo que ha hecho hasta la fecha es el enriquecer a UDPs seleccionadas mediante contratos inflados y trabajo deficiente.

Imagínese la incompetencia de las personas de BIL (Belize Infrastructure Limited por sus siglas en inglés) elegidos a dedo por el Sr. Barrow quienes han creado un desastre de millones de dólares en el Lake Independence Boulevard. Pagaremos por su codicia e incompetencia, pero el Primer Ministro se enoja cuando estas cosas se señalan. ¿Cómo es que nos atrevemos a preguntarle? ¿Cómo es que nos atrevemos a criticarle?

BIL ha administrado varias iniciativas fallidas como el proyecto del paseo marítimo de San Pedro, incluyendo una terminal de lujo de taxis acuáticos que los taxis acuáticos locales todavía no pueden utilizar porque el nivel del agua es demasiado bajo. Y el paseo marítimo ya se ha colapsado debido a la construcción de mala calidad. Pero no debemos decir nada. BIL es el bebé de Dean Barrow por lo que no se nos permite señalar lo feo y deforme que es el bebé.

Es de la misma manera que el Sr. Barrow ha tratado cada crítica a sus acciones en relación con la corrupción flagrante de su ex vice primer Ministro Gaspar Vega.

JUDGE’S RECUSAL DELAYS MEK MI RICH APPEAL Wednesday, 25 October 2017 Corozal businessman Curtis Swasey will have to wait until the next session of the Court of Appeal to find out if his judgement won against BTL and Mek Mi Rich will stand or not. One of the judges from the Panel of the Court of Appeal, Justice Minnet Hafiz-Bertram announced that she was recusing herself from case, forcing a delay.

Swasey’s attorneys told the press that no reasons were given to them as to why Justice Hafiz-Bertram decided to recuse herself from the case, although they were told she provided one to the President of the Court of Appeal and the other Judge on the three-member panel.

Was there concern about an appearance of bias? The Belize Times has been reliably informed that the Government of Belize recently rented quarters for Justice Hafiz-Bertram in a Seashore Drive condo owned by Andre Vega, son of former Minister of Natural Resources Gaspar Vega and a Director in Mek Mi Rich, a party involved in the case.

Readers will remember that in February of 2016, Justice

Courtney Abel ruled in Curtis Swasey’s favour - agreeing that his very profitable idea of lottery texting was handed over to the owners of the Mek Mi Rich gameshow; Sanjay Hotchandani and Andre Vega, son of Gaspar Vega. The judge then went on to reason in his decision that this idea was leaked by employees within BTL, who breached a confidentiality agreement they signed with Swasey. That confidentiality agreement should have prevented any such disclosures.

In this first battle over intellectual property rights in Belize, the judge ruled that Swasey should be paid $25,000 in compensation.

BTL strongly disagreed with the decision, asserting that they did not break confidentiality and disclose Swasey’s idea. So, they filed an appeal, and in response, Swasey filed a cross-appeal of the quantum of compensation he got. Mek Mi Rich, which was ruled a pirated idea, ran as a gameshow with commercial success for 14 months before this lawsuit

happened in February 2016.

So, from Swasey’s perspective, he should have gotten a bigger compensation.

These aspects of the lawsuit were supposed to have been tested in an appeal, which was scheduled for Tuesday, October 24, 2017. Magali Perdomo, the attorney for BTL, and Swasey’s attorneys, Ka-

reem Musa and Eamon Courtenay SC, presented themselves in court to make their arguments, as they were supposed to do. Before the case could start, however, they were called into the chambers of the Appeal Court judges. There, they were informed that Justice of Appeal Hafiz-Bertram had decided to recuse herself from hearing this case.

So, because the panel of judges has to be 3, and there are only 2, the case has to be traversed to the next session of the Court of Appeal. That will be in March of 2018.

The issue here is this - why is the Government of Belize paying Andre Vega thousands of dollars in rent when he owes the Government more than $400,000? This arrangement would have to have been approved by the Ministry of Finance, headed by PM Barrow. So, Barrow is well aware of Government paying thousands to Vega even though Vega owes hundreds of thousands to Government. What it is, is what it is!

UDP LOYALIST COMPOL TARGETS FITZROY

Thursday, 26 October 2017 On Tuesday, at a press conference following a meeting with the media, Commissioner Allen Whylie confirmed that he has instructed the Professional Standards Branch of the Belize Police Department to Inspector Fitzroy Yearwood and to take actions against him.

Yearwood, in a calculated but VERY risky move has dug in his heels in a courageous stand against corruption in the Belize Police Department (BPD).

The Inspector’s case is but one example of the deep-rooted levels of abuse and highhandedness in this Barrow administration which have infiltrated every sector and seen the separation of powers hacked away. Rather than dealing with crime as crime, higher ups have forced the rank and file of the BPD to treat politicians and their next of kin with kid’s gloves. The BPD’s top brass has allowed the “not normal” favoured few to get away with murder. Yes. It’s a figure of speech too. And that’s all we’ll say about that.

It raised eyebrows on August 9th when the Inspector was abruptly transferred out of the Police Press Office after he confirmed what the media already knew – but what the other two public relations officials vehemently denied – that San Pedro police wanted one of Minister Edmond Castro’s sons for questioning over the aggravated assault of Kevin Brown during the Costa Maya weekend at the start of August. Assistant Commissioner of Police Edward Broaster who was acting Commander of the Eastern Division at the time told the media that he effected Yearwood’s transfer based on his work ethics and professional conduct and not because of that police report.

But as it turns out, the Inspector was victimized for speaking the truth - Yearwood’s information having been confirmed by the remaining press officials, moments later in a subsequent report.

On October 23rd, as media personalities were doing the rounds on the morning shows to decry the BPD’s unilateral move to deny interviews for a second time this year, Inspector Yearwood called in to KREM’s WUB Morning Vibes to express solidarity with the media. The cop of 21 years revealed that the BPD’s public relations office is being muzzled.

“I strongly support the media in fair play across the board,” averred Inspector Yearwood who as a public servant is bound by the Public Service Regulations on speaking with the media. He therefore acknowledged, “It’s a price that I will pay for making this call but I support the cause and I believe that you guys should continue in bringing the truth to the public at all times.” He added, “I was transferred with the intent to be punished.”

In that call, Yearwood also disclosed that he is being asked to apologize or face a lawsuit for defamation of character against the Castros. He affirmed, “at the end of the day I will not apologize for keeping the Belizean public truly informed.”

One would think that after Yearwood’s public humiliation and subsequent vindication, those who wronged him would apologize or right the situation.

Instead, he is being further victimized in the characteristic mode of this government which shuts down those who speak against power.

proached by Mr. Yearwood complaining of any wrong or injustice done to him. SSB TURNS DOWN THE BAA Barrow LIED About $7M Loan

Thursday, 26 October 2017 As we go to press tonight, we are reliably informed that following public scrutiny and outcry, the Investment Committee of the SSB has rejected a loan application by the Belize Airports Authority. The BAA wanted that money to give to Imer Hernandez, suddenly the Prime Minister’s contractor of choice, to rehabilitate the Caye Caulker Airstrip. The Board of the SSB met today, but without the Investment Committee’s recommendation, if the Board does push through the loan it would be political suicide.

On Friday in the House of Representatives, Prime Minister Dean Barrow accused PUP Leader John Briceño of lying about the quantum of the loan. But according to the Prime Minister, “I do understand that there is an application on the part of the Belize Airport Au-

thority in front of the Social Security Board. It's not for 7 million dollars. It's for 4 million dollars.”

But the Prime Minister was lying to the nation. The Belize Times has obtained a confidential memorandum to the Investment Committee of the SSB by the Investment Services Unit. That memorandum, which includes the loan application cover letter, clearly states that the loan is for $7M, and not $4M as the Prime Minister claimed.

The 26-page document examines the BAA’s ability to pay back the loan, especially taking into consideration an outstanding loan, pointing out that “The Authority currently has outstanding to Social Security Board (the Board) a loan facility with current balance of $16,337,597.36, originally granted in April 2013 for $9.5M and refinanced in 2015 for an additional $7.5M with interest rate reduction from 8% per annum to 6% per annum.”

And the unit points out that there is really no sound collateral to support the loan application, since “given the ultimate ownership of these properties by the Government of Belize and their primary uses, they are not considered as readily realizable, which should be an essential component of collateral.”

And the bottom line is this – “the ability to comfortably repay the increased sums is only marginally evident and based on the current projections, the proposal is a risky investment. If pursued, this proposal is expect-

ed to be subjected to increased public scrutiny noting the Board's plans to increase contributions and already documented and ventilated public concerns about it.”

It’s an interesting scenario. The Belize Airports Authority, fully expecting the disbursement of the $7M loan, went ahead and signed a $7M contract with Imer Hernandez for the works at Caye Caulker - $5.5M for Phase 1 and $1.5M for phase 2. The BAA also went ahead and disbursed monies to Hernandez so the work could begin. But with this plan quashed, where is the BAA going to get the $7M to pay Imer Hernandez? We know that the Prime Minister is very gifted in hocus-pocus economics, so we’re sure he’ll figure something out. And if he can’t, there’s always Taiwan which seems to have an enormous bubby with Dean Barrow’s name written all over it.

Thursday, 26 October 2017 The residents of Los Lagos, in desperation, have asked this newspaper to place this notice in an attempt to track down Beverly Williams, aka Beverly Castillo aka Beverly Thimbriel. She is about 5’4”, stocky, and between the age of 55-60. She was spotted briefly at the last House of Representatives meeting in Bel-

mopan, where she is known to pass herself off as a representative of the people. But she has not been seen since, and certainly not since 2015 in the community of Los Lagos.

For many months, residents have been complaining of the deplorable condition of their roads within that community. There are more potholes than actual roads, and small vehicles have been known

to disappear completely, without a trace. Before elections, Castillo/Williams/Thimbriel was always willing to help, but right after elections she vanished, leaving residents wondering if something had happened to her. Countless attempts have been made to locate her but it appears she changed her number right after elections, and now nobody can

track her down.

Following the recent rains, the potholes filled with water and the entire community has been under water, and still no Area Representative. We note that residents of Ladyville have been expressing the same concerns.

TWIN TOWNS FLOOD OUT

Thursday, 26 October 2017 This week the National Meteorological Service reported that heavy rainfall associated with a tropical wave would continue across the country. On Monday morning, the rains hit the entire country and reports of flooding became constant.

By Tuesday, the Macal River had risen to the steps of the San Ignacio market and vendors rushed to secure their produce from the rising waters. The recently renovated low-lying wooden bridge went under water almost immediately after the rains hit the West.

A resident of Benque Viejo Town explained to us what her family endures every time it rains: “This is not the first time that this happens, this is every time. When it rains, my children can’t go to school, we cannot even come out of the yard because all the road at the front there is flooded. We have always been begging and begging for them to fix our roads but we are always forgotten. I am worried because what if my children get sick from this dirty water. No one will help me. The government does not even look at us here in Benque. This morning my house was flooded out and I had to sweep out all the water. We need them to put in the drains and fix the roads

Meanwhile, residents in the West were being evacuated by canoe, while a ‘not normal’ Benqueño couldn’t be happier with his 8-million-dollar contract and his 2-million-dollar home in Benque Viejo del Carmen. Imer Hernandez, nephew of disgraced Minister Gaspar Vega, continues to be the preferred contractor of the government. He has been granted many contracts The government has no real plans to mitigate the flooding or install proper drainage in the towns and villages and the millions they promised have certainly gone elsewhere.

The Chairman of the Public Accounts Committee, Hon. Julius Espat and Committee Member the Hon. Kareem Musa condemn in no uncertain terms the non-appearance of the four UDP Ministers on the Committee at the session today, at which the Auditor-General would have been questioned about the many irregularities detailed in her 20122013 Report. It is no less than a clear disrespect of the proceedings, disregard for any oversight and it must be seen as an attempt to derail the session. It is also a grave disservice to the Belizean people because the irregularities which are to be discussed and debated by the P.A.C. involve abuses of the PEOPLE’S money by this current administration.

The Chairman condemns the duplicity of Prime Minister Dean Barrow, who speaks out of two sides of his mouth. When questioned recently, the PM stated, "The Public Accounts Committee, the Chairman has already signaled, will be meeting shortly and will go through the report in a way that will see the public being able to follow along and to be educated as to what is exactly on the report and as to any possible explanations there might be. That is how it should be and that's how it is."

But after saying that, the decision was made by the four UDP Ministers on the Committee that the public would be locked out of the P.A.C. meetings. And now, the four UDP Ministers do not attend the meeting. Is the Prime Minister seeking to hide the corruption of his Ministers from the light of day? If so, it is an act of disrespect at the highest level of government, because the financial irregularities to be discussed involve the people’s money. If the Prime Minister has sanctioned the non-appearance of his four Ministers at the PAC meeting today, as he condones the actions of his UDP Ministers wherever corruption rears its ugly head, then he himself must be accused of corruption.

The Chairman reminds the Prime Minister and the members of his Cabinet that they serve at the whim of the Belizean people, and that they are all – even those who think they are above the law - answerable to the Belizean people yesterday, today and tomorrow.

THE MORE THINGS CHANGE… NOTHING REALLY CHANGES Listening to the UDP senators at the Senate meeting yesterday, one would think there has been no scandal, corruption or questionable actions in the ministries of Immigration, Natural Resources, Health, Civil Aviation, Police, National Security, Investment and Economic Development, Foreign Affairs and Finance to name just a few.

Listening to the current Church Senator, one would think the Government appointed him. Maybe they did. On the dishonest submission of the loan motion for $24 million to build a new Haulover Bridge, he was the only non-government senator who had no questions even though in 2014 this UDP government took out $60 million for road works that included a new Haulover Bridge. This gives new meaning to the saying “if you can buy that, then I have a bridge to sell you.” Under this corrupt, irresponsible, arrogant and shameless gang of UDP ministers and ministers of state including the Prime Minister, they can sell us one bridge TWICE. The current Church Senator accepted the pathetically weak responses by the UDP senators even though as of today they still cannot say why they are borrowing $24 million for something they already borrowed $60 million for. If it was cost over-runs, meaning they spent more than they should have and have ran out of money, then they should have disclosed that in the request. If it is counterpart funding, then it means they are borrowing money because they can’t afford to meet their obligations on the previous loan for counterpart funding. If it is that they forgot to include the design for the bridge in the first loan request of $60 million, then it means they are incompetent, inept and that apparently they are the real fools that PM Barrow was referring to.

The only fools that read that loan motion, digested it in 5 minutes and said it is okay are the UDP Ministers, the Prime Minister and apparently now the current Church Senator because it is only they who don’t have a problem with borrowing $24 million in the name of the people of Belize to build a bridge when they borrowed $60 million in 2014 to do the same thing.

If there was any doubt that the current Church Senator supports

hook, line and sinker everything the UDP government says, one just has to review his presentation in the Senate on this loan motion. He said, “We support the government.”

“We” not the “Churches” is a very telling thing. It is particularly interesting because the loan motion was not supported by any details as to why the first $60 million was not sufficient to cover the cost of the new bridge as it was to have done. It is particularly interesting because the loan motion follows a suite of outrageous mismanagement of funds in various major roadworks across the country.

This loan motion comes right after the $8 million Faber’s Road contract for 1 mile of road; after the Caye Caulker Airstrip rehabilitation contract; after reports of the sinking areas of the Barry Bowen airstrip; after the complete and utter failure by the government’s privately owned Belize Infrastructure Limited (BIL) on the Lake I Boulevard whose lack of transparency and accountability appears to sit well with the BIL’s Chief Architect/Executive Director and its Board of Directors; and after the revelation that Imer Hernandez, the nephew of Gaspar Vega, had been awarded all these contracts (except the BIL Lake I Boulevard) based on limited or selective tendering which circumvented the Finance and Audit (Reform) Act. Seriously amazing. The current Church Senator, who above all the other senators should want honesty and integrity in the deliberations of the Senate, always leads off the Senate meeting with a prayer.

Perhaps at the next one he may wish to consider praying for some principles.

This is no laughing matter. This is gross neglect of duty and obligation to the Belizean public. This is blatant bad governance, lack of transparency, lack of accountability and lack of any sense of dignity, integrity and commitment to real change. When the Attorney General says his UDP government is transparent and accountable, and he is the head of the UNDP/UNCAC project, then we all know he, his fellow UDP senators and the current Church Senator are taking Belizeans for fools. We all need to pray.

Working for Our People Our plan is to deliver much needed heavy duty lawnmowers to the Chairmen of all the villages in Cayo Northeast. On this occasion we were in Santa Familia, Billy White, Duckrun One and Los Tambos.

These mowers will be used to assist in the cleaning of the villages during clean-up campaigns and for mowing the football fields. Santa Familia now has a "Clean-up" committee. The Village Council is transferring the mowers to this committee. Other villages are encouraged to form similar type committees.

It is important to inform the public that after the 2016 Village Council elections, the riding mower assigned to Duckrun One was taken away by the Ministry of Rural Development because the U.D.P. lost the Village Council in that community. Unfortunately, that riding mower was used to clean up the football field and the Cemetery that is shared among the villages of Duckrun ONE, Two, Three, and three other villages in Cayo Central.

BLOATED ROAD CONTRACT EXPOSED

A NEW CENTENARY PART II Last week I wrote the first part of my perspective on the approaching centenary of the 1919 Ex-servicemen's Riot in Belize Town. I acknowledge the book “Race, War and Nationalism – A Social History of West Indians in the First World War,” by Glenford Howe as my source for this writing, and I commend Evan X Hyde for his abiding interest in this crucial event in Belizean history and his proposal that we should celebrate this new centenary, a symbol of resistance to colonial domination and equal rights and justice for black Belizeans and all who are oppressed.

I thus continue my summarizing of the fateful events of July 22 and 23, 1919. I mentioned that civilians were more than willing to continue the insurrection of those dates, but what is entirely intriguing is that the “decision of the contingent to act as a force of law and order was thus significant in bringing the looting under control.” Howe states that “it also reflects the way the Ex-servicemen had exploited the civilian struggle to bolster their own cause, and were prepared to abandon the civilians once the alliance was no longer convenient.” This analysis by Howe is explosive, and it shows that the eruption of protest was not organized nor did it have any ideological leadership or any end goal in mind, apart from tabling the demands of the Ex-servicemen and getting the authorities to respond.

Howe reports too that the Governor regarded the influence and power of the Ex-servicemen as humiliating.

At 7 am July 23rd the HMS Constance arrived off the coast, having responded to the desperate cry of the authorities for help to quell the huge rebellion. One hundred men with machine guns landed. The Ex-servicemen were of course dismayed, but the colonial authorities were thus able to dismiss 140 members of the territorial force and begin restoring order as well as their rule.

However, anti-white hostility continued, and on July 26 martial law was declared in order to protect the white population. The United States also “conveniently” sent a ship, the “Castine,” to give moral support to the colonial masters. Howe relates that this reflected the increased policing role of the United States Navy in the Caribbean by 1919. Interestingly the “Constance” later had to leave Belize because of similar trouble in Jamaica, but by then British domination had been restored and all those arrested had been tried.

Howe tells us that a major factor which led to the Riot was the gross ill-treatment of the Ex-servicemen during the war. In typical supercilious and racist British fashion, the war leaders had asserted that “it is against

British tradition to employ aboriginal troops against a European enemy (!!).

Patently, another major contributor to the cause of the Riot was the advent of black consciousness and black nationalism, led by Marcus Garvey and his followers. Belize's “Independent” newspaper also carried details of the atrocities committed against blacks in England. The elite spoke of “noxious” foreign literature and influence, much as the establishment accused Evan X Hyde of fomenting agitation and trouble when he fought for black consciousness in the 1960's and 1970's.

Howe posits in his summation of the Riot that “it is perhaps impossible to disentangle economic and ideological motivation [for the Riot] precisely.”

Says he: “the people of Belize may have suffered intense economic deprivation without being able to formulate their opposition in ideological terms until someone like Garvey arrived.” The Riot was therefore the result of the economic crisis precipitated by the war and the ill-treatment and discrimination experienced by the Ex-servicemen overseas. “Class antagonisms were played out through race conflict and each in turn intensified the other.” The chapter makes completely fascinating reading.

Glenford Howe's book is heavily researched and annotated, and his major sources for the Belize chapter were the Report of the Belize Commission in Official Correspondences and Reports, the British Colonial Office's Colonial Reports from British Honduras 1910 to 1920, and Peter Ashdown's unpublished Thesis on “Race, Class and the Unofficial Majority in British Honduras.”

In concluding his chapter on Belize and the Ex-servicemen's Riot, Howe tells us that the result of the Riot was mass support for Garveyite institutions and philosophy in the colony. The key person mentioned is Corporal Samuel Haynes, who became the general secretary of the Universal Negro Improvement Association. Haynes was regarded by the Governor as a troublesome agitator. He was later recruited by Garvey and taken to the United States.

“Unfortunately, his departure from British Honduras was partly responsible for the UNIA's loss of impetus and sense of purpose in that colony.”

As I conclude briefly then, I must say that although I have had to summarize, thus not doing justice to all the facts, I am pleased to share from the writings and analysis of Glenford Howe about the 1919 explosion now known as the Ex-servicemen's Riot, and I once more commend Evan X Hyde and endorse his call for a new centenary, a vital one that should be marked if we are to know and understand our history.

If the people allow this to happen, then we deserve whatever the politician gives us my brother.” –Rufus X Belizeans are happy that Faber’s Road will be fixed from Central American Blvd to the George Price Highway. This is one of the thoroughfares in Belize City. After almost a decade of neglect, it was a nightmare for pedestrians and motorists especially between the Muslim School and the Police Station in the dry season, and it was ten times worse in the rainy season. Countless large potholes or large water holes like lagoons were the order of the day.

Belizeans are not happy that the Government has signed a contract with UDP crony Imer Hernandez for a whopping $8 million to concrete a little over a mile of road with necessary concrete drains, culverts, sidewalks and a canal to drain the area to the sea.

In 1998 Cisco Construction paved exactly the same road with hot mix asphalt and built necessary concrete culverts for $1.85 million.

Today, with an additional $650,000 for the increase in the cost of material over the years, it would still only cost $2.5 million for that same Faber’s Road project.

Several reputable local experts in road-building agree that with the maximum measurement of 8” thick and 40 ft. width in concreting the entire length of Faber’s Rd with necessary concrete drains, culverts, sidewalks and a canal to the sea, the project should cost no more than $4 million. But Government has agreed to pay UDP contractor Imer Hernandez twice that amount ($8 million) to do the same work. This deal makes the fixing of Faber’s Road the most expensive road project in Belize’s history.

To ensure value for money, by law the Ministry of Works should invite tenders for any contract over $5 million. Interestingly, in the case of Faber’s Road, the Ministry abandoned that responsibility in setting aside the tender process and awarded Imer the very lucrative contract.

Hernandez is the nephew of Gaspar Vega, who was forced to resign as Minister of Lands because of huge land scandals involving his son Andre and other well connected UDPs. The People’s United Party, COLA, the Belize National Teachers’ Union, and Moses Hyde - host of Wake Up

Belize on Krem TV as well as other concerned groups in the country have all strongly voiced condemnation of the exorbitant price government has agreed to pay one of its insiders for the fixing of Faber’s Road. Some of those groups are even contemplating taking to the streets to get the government to rescind the contract and award it based on tender as should have been done from the beginning.

Due to the heat it is facing over this highly inflated contract, Government has tried to justify the cost it has agreed to pay for the fixing of Faber’s Rd by saying that the canal to the sea and the concreting of Krooman Rd which connects Faber’s Rd with the George Price Highway and is just more than 500 yards will cost as much as the fixing of Faber's Rd itself. The people however are not taking that bait.

A number of persons believe that the highly inflated contract for Faber’s Road was signed by the administration to provide it with a war chest for municipal elections that are only four months away in March 2017.

Several persons involved with the project for Faber’s Road are standing up for what is right and many persons are also convinced that the exorbitant cost to fix the road is another “get rich” scheme for some ministers.

Payment for the overpriced Faber’s Road contract has been secured from the Southside Poverty Alleviation Project. This is a massive abuse of those funds.

Every penny from that source should be used for projects to alleviate poverty in Port Loyola, Lake I, Collet and other divisions in Belize City.

THINKING OUT LOUD BY: KEVIN BERNARD

Recently, as we’ve taken to the campaign trail, our team has been going to a lot of homes talking to our residents. It is important that we always maintain open lines of communication with our residents because we are here to serve you. Sometimes, unfortunately, politicians get into power and think they are there to serve themselves. They forget the people. But that is not how I operate. That is not how this team operates. So we go out and we listen. We enjoy the appreciation of our people just as much as we welcome the constructive criticism. That is how we have been able to get this far. That is how we have been able to do so much.

And that is how we will continue the work.

For us, too, it is a matter of respect and inclusivity. I have never been a Mayor who encourages division. Yes, I am a proud member of the People’s United Party. I believe in the principles of service and hard work which are the legacy of George Price. I absolutely believe that the PUP will form the next government of Belize and we will do good for the people.

But with that said, we are all residents of one community, and it is my hope that we all want to see good for this community. We all want to see development. I know that is what we want to see. And if we are to encourage real development, nobody can be left out of this equation. We all have to be in this together. And that is why we will visit every home regardless of what Party you support, or if you don’t support any. By now, I’m sure, many of you know that is how we operate. We respect all residents regardless.

Another big part of our plan as we go house to house is getting the youths involved.

I can tell you that we have two Councillors on our team, Ladrick ‘Mad Bull’ Sheppard and Big Sanch who are fanatic when it comes to dealing

with youth and sports. They have been doing it for years. Long before politics. In fact, sometimes I think these guys are much more interested in sports and youth than they are in politics, and I think that is a great thing. So we want to encourage even more of that. We want to take all political division out of sports. We want to focus on building up our facilities so that all our talented youth have access to healthy recreation – and not only recreation, but with the talent I see in our youth, I know they can make careers out of their abilities.

And it has to go even further than that. As a Council we have to work to include our youth as an integral part of our development.

As we visit homes we speak to a lot of young persons and I see their interest. They sit and listen to our plans too and they want to be involved. Just about a week ago I was asked to speak to our young people at a forum. Yes, it would have been great to have much more participation there, but I’m excited because I see the move by certain youth activists in our community to get something going. I encourage that and I support that. And I committed then that I would do everything in my power to assist them as much and in any way that I can.

For a long time now I’ve looked around and I’ve sensed an apathy from our youth. I don’t know if it’s because technology seems to have overwhelmed us and we’re all caught up with Facebook and twitter and Instagram and snapchat and all that stuff. And there is so much that has been happening – important things that affect all of us, including this generation and the next and the next. Our youth need to become more involved in what is happening politically and socially. We need to hear our youth speak out on issues which will help them or hurt them now and in years to come. That is critical.

So as we come to your homes talk to us and let us know how we can assist you to participate in the building of our nation.

TO THE POINT By the Leaders of Corozal North

“No time for Distraction” On Sunday 22nd October 2017, the PUP Corozal North body held a Special Executive Committee Meeting for three reasons. The first half of the meeting was presented by Chairman Ivan Valencia who focused on the way forward and updated all leaders on the upcoming National Convention and why it is important to stand as one unit. The reason for a National Convention was explained and Corozal North reaffirmed support of John Briceño’s leadership. Also, the opportunity was taken to educate party supporters on the different operational structures of the party as stated under the Party’s Constitution.

The second session was to allow mayoral candidate Rigo Vellos the opportunity to address the leadership and ask for their support. He expressed the need to have everyone involved in the municipal elections. He also stated that winning municipal elections would send a clear message of dissatisfaction to this present UDP government. Important to note is that the Corozal Town administration has been under the UDP for the past 4 terms.

The incumbent Mayor Hilberto Campos does not intend to run again. In his place traffic administrator Richard Quan who won over Rafael Castillo will run as Mayoral candidate. Rigo Vellos explained that in his visit with his team to homes, he is confident that the people are ready for a

change and that once he is given the opportunity he will MAKE A DIFFERENCE FOR COROZAL TOWN. The last part of the meeting included addresses from Renan Briceño, National Deputy Leader Hon. Cordel Hyde and Political Leader for the area David Castillo. They all underscored the importance of unity if the PUP wants to win elections. Briceño expressed his support for political leader David Castillo and for the Corozal North PUP Executive. Castillo explained that we must focus on turning the PUP back to its winning ways. He also expressed his unconditional support for Party Leader John Briceño. Hon. Cordel Hyde updated the leadership on the national issues and explained that our PUP has to go back to its social justice roots. He too expressed his support for our political leader and area and asserted that we must maintain genuine support for the entire structure. He also expressed that in order to win we must look for those who left the party some time ago, people who were disgruntled and are ready to come home. He noted that there are many UDPs that are angry with their party and are prepared to vote for viable change. He emphasised the importance of reaching out to the general public and highlighted the independent and young voters as the key to winning.

The meeting closed with a session of questions and answers.

This eventually turned into endorsement statements for Party Leader Hon. John Briceño and political leader Mr David Castillo as Standard Bearer for Corozal North.

The leadership committed to come out in numbers for the upcoming National Convention and the municipal elections in support of Rigo Vellos and his team.

ENOUGH IS ENOUGH…

BENQUEÑOS DESERVE BETTER Constant rains have caused flooding in Benque Viejo Town.

One of the most affected areas is the border road where there is lack of proper drainage and deplorable roads. It is this kind of disgrace that makes me angry. The former mayor PROMISED to work on the area to alleviate the damage the rains cause. This Mayor also PROMISED to do same. Just promises. And my opponent says the UDP supporters laugh at us when we walk through the mud.

This is not a game my friends.

Children walk through these roads to go to school. MILLIONS of dollars spent, our national debt continues to increase. 17 years of a UDP administration on this town and having an Area Representative for 19 years. Why are our people still experiencing these difficulties which can be alleviated with proper planning? And to remind Mr. Sosa this is not about PUP or UDP legacy. This is about a town which has been neglected while politicians continue to enrich themselves and we suffer.

I offered myself to run for mayor, at a young age, because I am tired of the continuous neglect and corruption. I remind all of you, if we don’t try something different, we cannot expect different results.

If we continue to vote for those who have had access to resources and done nothing to improve our town, we will never see progress.

Temporary jobs or handouts from someone who holds office and runs millions of taxpayers’ money is not assistance. It is simply a culture of dependency and we will never move forward that way.

We visited these families affected by the rain to assess the situation and deliver goods. I wish we could do much more right now, but on March 8th, this is one of the first things we will look into. Meanwhile my friends, let us help one another. Let us assist those who have been affected by the rains and let’s hope that all our families are kept safe. We will continue to work together. A Government in Hiding

The Santa Familia-Billy White road - accident after accident. The road needs material urgently.

It is down to the clay surface. The people have been asking for assistance for years. $6.5 million was promised by Dean Barrow since 2012.

Remember when there were millions and millions and millions in the coffers? Not a penny has been spent in the promised unprecedented infrastructure.

All traffic is now forced to use this road since the flooding and closure of the Iguana creek bridge. No M.O.W. in sight. No N.E.M.O.. ....

One of These Days...

It took me a long moment to actually be able to sit down and put fingers to keyboard.

I had to go eat a slice of bread pudding from the fridge to get my chakras back to a state of relative calm. It’s been that way a lot lately. I find it difficult to control my anger and frustration these days. I know it’s not a good thing for a so-called member of the media.

We have to be cool under fire. We have to face down adversity and smile. We have to do all that cool media shit like show balls and backbone when we have a mic in hand and a story to tell. But it’s getting tougher and tougher for me.

I used to be able to hold amicable discussions with UDP Ministers, for example, even the scurvy ones. I don’t do that anymore. I find I can’t skin teeth with these people. I just can’t. I used to be able to engage in endless repartee on social media with the most rabid UDP bubby-suckers and come away laughing. I can’t do that anymore. I used to be able to go to press conferences held by the Prime Minister and keep my cool. I can’t do that anymore so I just don’t go anymore. Hell, there was a time I used to speak to Dean Oliver on the phone fairly regularly and could maintain my respect for him. I don’t believe I can do that anymore.

The truth is, I find it difficult to even attend or listen to House meetings these days.

See, life is getting too real out here. Another person was shot down this evening.

Shot in the head. If he dies, he will be the 50th victim of the war in the Southside of Belize City. It’s a record for the Southside.

Woohoo! And we’re not even through October yet. Last night a little girl was sitting in the safety of her home with her family, waiting for the evening news to come on. Bullets were fired into her home. One of them entered her back, ripped through her small frame and exited her stomach. She is in critical condition at the KHMH. The violence on our streets is completely out of control and for some reason it seems our ‘elite’ units like the Special Assignments Team have been dispatched to throw fuel into a fire already burning bright.

I listened in amazement as a woman described how the Police took two young men from Jane Usher Boulevard to a deserted area and forced them to play Russian

roulette. The stories of Police brutality indeed are legion and it seems that open season has been declared on the youth in troubled areas. The thing is that these youths who are being hunted are not deer. Many of them are deadly predators themselves. I have watched videos lately of Police operations and I know without a doubt that if these Policeman did not carry big guns, they would be dead. I have listened to people openly and without fear remind the Police that they have families and children too. And that they are not always in uniform and armed.

How in the hell did we get to this point where there is bloodshed every single night? Where the Police will go into a neighbourhood where there was a murder and tell the victim’s family that a person from another area is responsible, turning that person into an instant target. Like this is all just one big game. But it’s not. Ask the little girl who is fighting for her life in the KHMH. She is seven years old. She isn’t a member of any gang.

And then I watch the Prime Minister who has not one single frigging care in the world. None of those bodies on the ground mean anything to him.

None of the grieving mothers means anything to him. None of the innocent victims mean anything to him. I listen to him spout bullshit at every single press conference. About everything.

It’s like he’s living in this big bubble. I listen to him condone/ignore/excuse corruption from his Ministers when it is that corruption which is keeping our people frustrated and poor. I listen to him spin the sick spending of millions in bloated contracts in the name of the poor, when I know not one single red cent will go into the pockets of any of the really poor. Only the already rich will continue to benefit.

I look at the newspapers and on one side of the front page there is a story of death. Beside it there is a story of the CEO of BTL being paid more than $700,000 a year. Then another story of death and beside it a story of Gaspar Vega’s nephew Imer being paid millions in bloated contracts. Welcome to Belize where young people are more concerned about their social status than their countries.

Where corruption is every politicians’ favourite hobby. Welcome to Belize where Police Officers care more about their pockets than the safety of the Belizean public, where it’s politicians before the people and the rich get richer while the poor get poorer.

It is often said that youth are the future of the country but what will we have if our country is in crazy debt and the young people will have to pay that debt? We are at a point where every day young men are victims to gun violence and it is often gang related, but yet we turn our backs on the at risk youth and blame the system and we fail to realize that the system is set up in a way that young people will always

fail. Why is it that we often hear of retired personnel retaining their positions and never the young people taking over? It’s time that young people start to stand up for what is right, stand up for equality. Why should the young people just sit at home while the teachers protest for something that will benefit them?

We the young people are indeed the future of this country and we should start acting like it. We are the future teachers, politicians, police officers, engineers, doctors, lawyers etc. It is very heart-breaking to know that politicians claim that they are doing so much for the young people of Belize but there is no evidence of this anywhere. The sad reality in our country is that there are so many qualified young people for many different job positions but yet it’s difficult for them to get a job.

Welcome to Belize where it only takes a recommendation letter from a UDP Minister to join the police force.

Can you believe that? Many educated young people go and try to get accepted into the police force but because they are "nobody" they don't get in while on the other hand the ones with an extensive criminal record just walk in with a recommendation letter from any Minister. Now tell me how that is fair to the ones that really want the job?

Young people, we must stop worrying about only ourselves and focus on helping others. It is our time to stand up for our country. IT’S TIME FOR A YOUTH REVOLUTION.

One Too Many

Belize has had a major surge in numerous crimes in recent

The highest murder rate ever recorded in Belize was 2012 with 145 murders. 2016 had the second highest ever recorded, which exceeded that of 2015 from 119 to 138. Based on information from the Belize Police Department where murders are concerned, since January of 2008 to December of 2016 there have been an overwhelming 1,079 murders recorded in Belize. As a statistic 1,079 is just a number, but to families it represents a person, a friend, a loved one, and a Belizean.

As alarming as the murder rate is the conviction rate for murder, which is astonishingly low.

Based on the available data from

years, but the most devastating has to be the murder rate.

This subject is hard to ignore as multiple murders are often the top stories of the evening news. “Belize is consistently ranked among the top 10 cities in the world for homicides,” according to the United Nations Office on Drugs and Crime. This is because the murder rate in Belize, with its small population, is exceedingly high with the average being just under 40 homicides per 100,000 residents.

2015, the murder conviction rate in Belize stands at seven percent (7%). So out of every 100 murders that occur in Belize, only 7 of them resulted in a conviction.

The majority of these murders will go unsolved and the families that have been affected by these heinous acts of violence will certainly not get the justice they deserve.

Finally, the severity of this rampant issue can no longer be denied because the bloodshed has continued to this day with 2017 projected to set a new record for the highest number of murders recorded in a given year.

As families continue to carry the pain that no one should ever have to endure, many Belizeans are becoming statistics. This cannot and MUST not be allowed to continue. As Jurgen Habermas, a German philosopher, once said - “each murder is one too many”.

After Nearly 10 Years…

Is Your Life Better?

As we get set to reach the 2-year anniversary of the third term and we approach the 10-year mark of this government, I would like to ask readers one important question.

Has your life and the lives of your children, friends or family improved since voting in Dean Barrow and his minions in 2008?

You see, this is a very important question to ask as this Barrow led government has added billions to our debt and continues to borrow and borrow with no clear plan on how to repay these loans. It is no secret that this government enriched many of their own by signing bloated contracts for stretches of roads that could have been done for much less, many of them already breaking up. The sporting complexes being built are a disgrace for the amount of money they cost tax payers. Take for example the Falcon Field sporting complex in San Ignacio. This was another disaster courtesy of Minister of Works Rene Montero and Belize Infrastructure Limited. Try to play basketball while it is raining and tell me if this contract is worth it.

Try to host a basketball tournament in this field with only two rows of bleachers. That’s right, two rows!

Readers from the San Ignacio area might recall the bird problems that plagued this complex earlier in the year. This project demonstrates the government’s reckless behaviour in spending taxpayer’s dollars.

Have your lives been improved by all these debts accumulated by the UDP, supposedly on our behalf?

I’m asking the average Belizean – not the UDP fat cats like Rene Montero, Imer Hernandez and Alberto

August. Their lives and the lives of family members have undoubtedly improved. The UDP has fleeced the country and continue to enrich themselves. Cayo readers would recall certain individuals driving around in a green explorer with the words “Life Haad Out Ya” tinted at the back of their cars between the years 2005-2008.

These same individuals now drive brand new gas guzzling 2017 rides and live in mansions with acquired land taken away from pre-schools.

The gripe I have with this UDP government is that failure to stimulate new businesses, that failure to actually grow the economy and create jobs for everyone. It pains me to see my peers graduating with shiny diplomas only to fall back into their parents’ home as there are no jobs to suit their skill set. What further turns my stomach is the blatant misappropriation of funds by all levels of Government within our country. Take for example our local government in San Ignacio. Up to this day they have failed to produce a statement of income and have failed to report to residents on how much money was acquired by the sale of the Town Board Building. Important to note, the contract for a new building was awarded to the brother of Rene Montero.

Why are certain persons entitled to so much yet normal Belizeans struggle to make ends meet?

Why should we continue paying high taxes and high fuel rates just to keep the country afloat while these cronies rake in millions upon millions? For too long the voices of Belizeans have been silent and for too long we have been taken for granted. Judgment day is looming for this government and I hope that when you go to the polls you remember all the hard times we have been put through. Remember all the bloated contracts, remember all the vindictiveness.

Remember how many young people have no jobs while the cronies flourish. Remember that the ball is in your court and a better Belize is possible with a government that has proven to build rather than destroy - a government led by the Hon. John Briceño and the People’s United Party.

Bullying is a very serious threat facing society today as it continues to be a major issue in almost every country around the world including Belize. Bullying is described as the use of force or coercion to abuse or intimidate others. While bullying is evidently associated with the youth population, it is not limited to this age range. Bullying can happen to anyone in workplaces, schools, communities, homes or over the internet. It can take many forms, but the main types include psychological, physical, and cyber bullying.

Physical bullying involves physically harming someone by hitting, slapping, kicking, and pushing while psychological bullying causes emotional harm by teasing, manipulating, threatening and name calling. Cyber bullying is closely related to psychological bullying with the difference being that it is bullying done over the cyber web or internet. Cyber bullying can include but is not limited to “sending mean messages or threats to a person’s email account or cell phone, spreading rumors online or through texts, or posting hurtful or threatening messages on social networking sites or web pages”, according to Bullying Statistics website.

In recent years cyber bullying has made its way into Belizean society due to the advancement of technology and the increased popularity and ease of social media. An overwhelming 84.2% of people have reported being bullied on Facebook, according to Statistic Brain Research Institute.

While Facebook has been an avenue for users to post and share their beliefs, feelings, and thoughts, many have instead progressed to using the social media site to vent their

frustration against others. By hiding their identities behind a computer screen and countless fake accounts, bullies can continually traumatize, intimidate, and belittle others on a much larger scale and on a more public forum.

To individuals who have experienced bullying, especially cyber bullying, the phrase “sticks and stones may break my bones, but words may never hurt me” isn’t as accurate. Even though every form of bullying is horrendous, emotional bullying is more traumatic, destructive, and lasting than physical bullying. While the effects of physical bullying which may be bruises, cuts, or abrasions can heal within a few months, the emotional scars and wounds from teasing and name calling can poison, damage, and torture a person for decades.

These lasting psychological effects can include depression, suicidal thoughts or actions, anxiety, low self-esteem, decreased productivity, aggression and drug use. Bullying consequently allows for the damage and degradation of society as it leads to the erosion of people.

According to Mark Ellis of Mirror News UK, “bullies feel less loved by their families than the typical child” and “youngsters who are bullied are almost twice as likely to go on to bully others”.Therefore, it is important for us to break this vicious cycle of abuse and stop the bullying epidemic within society. To ensure abolishment of these abusive patterns and behavior, youths must feel included and loved and get the nourishment and guidance they deserve.

As well, victims must have access to proper counselling to learn ways of managing the effects of being bullied. Children need to be taught from a young age that bullying is wrong and should never be a part of our world. It is important to set the example for the next generation by showing them improved ways of settling disputes without having to become physically or verbally abusive. It is also vital for us to stand up for those who are bullied to stop this culture of mistreatment. Therefore, choose your words wisely for some of the things you may want to say, repeat or post could potentially hurt someone deeply, so always remember to “hear no evil, see no evil, and speak no evil”.

OPINION OUT MORE GOVERNMENT OFFICES IN BENQUE VIEJO TOWN “Refusal to believe until proof is given is a rational position; Denial of all outside of our own limited experience is absurd” –Annie Besant–

When election time comes the UDP start their old tricks to mislead people and to buy votes; we have several Government Offices in Benque Viejo Town with no clear duties. There are two offices that have been in Town for a while: the Cayo West Women Business Office under the Ministry of Finance, and the Department of Youth Services under the Ministry of Education, Youth, Sports, and Culture.

Benqueños don’t know the real role of these offices but they are open to people from Monday to Friday. In addition to these

shame that the Benque Clinic is only available to the public from Monday to Friday 8 hours a day.

The PUP Candidates for the new Town Council are challenging the Ministry of Health to improve the quality of health services and to give the doctors and nurses all the tools and medications they desperately need. An emergency facility and clinical laboratory services are much needed to serve the less fortunate. Let’s improve our health care services in Benque instead of creating phantom government offices.

The Ministry of Health is justifying the status of the Benque Clinic, claiming there is a shortage of qualified persons to work in this healthcare facility. We have about 10 Belizean Medical Doctors graduating from the Cuban Latin America School of Medicine every year and dozens of nurses graduating from the University of Belize every year. The statement from the Ministry of Health is misleading. People in Benque Viejo Town have questioned this several times, but it has fallen on deaf ears.

Let’s work towards improving the lives of the unskilled labour we have as a nation. This is largely due to the high attrition rate at our primary and high schools. It is said that education is the great equalizer. If we are serious about reducing the level of poverty in Belize, then we ought to prioritize training our labour force. With a skilled labour force, we can better address our needs. Don’t look at the poor as a burden but as a valuable tool. A man prefers to work and defend his home rather than to stand in line for handouts. Reduce taxes, educate our people, chop off the head of corruption and stimulate the economy so that the private sector can create jobs.

It is a disgrace that emergency surgeries at the Karl Heusner Memorial Hospital that carries out about 300 surgeries a month were cancelled this October for reagent shortage (lack of finances), the same week that government announced the budget of 15 million

under these circumstances. We reap what we sow: mango tree gives mangoes, but a corrupt administration only gives more debts and deeper poverty. The UDP has lost our trust. Human and social justice require that it be the other way around.

The pain is felt by the vast majority, except for those closely connected. We can’t just sit by and do nothing. We can’t continue to allow ourselves to be victims of oppression. The general public has the right to know if their tax money is being properly spent.

Let’s give our PUP-7 Team the opportunity to plant seeds that will flourish into beautiful trees which bear fruits of love and compassion. Together we can make Benque Viejo del Carmen bloom into a vibrant

town.

It is in fact, one more trick to blindside us and trick us into believing they are there for us Benqueños. Municipal Elections are coming so they are opening their bag of tricks. Moreover, the owner of the building is another UDP crony.

There are alarming reports from the Ministry of Health of more than twelve thousand cases of conjunctivitis (pink eye) from the start of 2017. Last year we had around 2500 up to October 2016. Rather than more Government Offices to blindside our people, we need a better Health Care System. It is a

Our Marshalleck Stadium has been abandoned, our streets are in deplorable condition, cost of living is higher than ever, high unemployment rate, our garbage collection system is not properly managed, what more evidence do we need? It is impossible to continue living

EIGHT MILLION DOLLARS ON ONE MILE OF ROAD! Every time I look at the news it’s just one more to the list.

Blatant corruption, CORRUPTION! While we have less than 50% of our youth population 13-18 attending a high school. While when we look at the labour force, over 40% only have a primary school certificate, only a little over 20% have a high school certificate and less than that have a tertiary level education.

The crisis we are facing as a country is real, ladies and gentlemen.

In 2007 SIB records 14% unemployment. This April 2017, this government records 12% unemployment. Last time I spoke to a friend, he decided to post a job vacancy on Facebook.

You know what happened! Over 70 people applied in only two days of posting it on Facebook. The majority of these applicants were overquali-

fied for the post. Applicants with even a Bachelor’s Degree applying for a SECRETARY POST! This administration continues to lie to the Belizean people. They are telling you that unemployment is not a problem. Let’s be real - how many businesses have closed down because of the pressures? If you look at the north itself - Fruta Bomba closed down, the Free Zone has down-sized by almost 50% and a casino has closed down. This is only in the north! Let’s add up all the rest. Yet they say that unemployment is 12%.

So don’t be bragging about an 8-million-dollar mile of road. NO SHAME - the UDP has no shame. We the young people stand up for social justice. We stand up for our future.

This is bigger than any blue or red.

This is about us, over 370,000 Belizeans. Many of us go to sleep with churning bellies at night; many of us wake up with churning bellies in the morning. Please tell the people what this money was given for. Tell them how spending $8M on a mile of road qualifies as poverty alleviation.

It is time for a second revolution. it is time for a UNITED EFFORT AGAINST THIS CORRUPT GOVERNMENT AND THE UDP. It is time for the Youth of this Nation to revolt!

Cuarenta aspirantes a candidatura presidencial independiente de México buscan apoyo.

INE REGISTRA 86 CANDIDATOS INDEPENDIENTES A LA PRESIDENCIA DE MÉXICO Un total de 86 candidatos independientes se han registrado ante el Instituto Nacional Electoral (INE) como aspirantes a la Presidencia de México en las elecciones de 2018, informó el organismo electoral.

Por EFE / México 16 de Octubre de 2017 “El Instituto Nacional Electoral (INE) recibió 86 manifestaciones de intención -de 7 mujeres (9 %) y 79 hombres (91 %)-, para contender como candidatas y candidatos independientes a la Presidencia de la República durante el Proceso Electoral Federal 2017-2018” , indicó el organismo en un boletín.

De las y los aspirantes a la Presidencia, ocho han sido dictaminados como improcedentes por incumplir alguno de los requisitos establecidos en la convocatoria a pesar de ser requeridos por el INE. En la medianoche del sábado a domingo recién pasado, culminó el plazo para que quienes quieren aspirar a este cargo presentaran su manifiesto con la intención de participar en la contienda.

Entre estos 86 candidatos destaca la exprimera dama de México Margarita Zavala, esposa del expresidente Felipe Calderón (2006-2012) , y que se separó del conservador Partido Acción Nacional (PAN) tras acusar a la dirigencia del partido de bloquear sus aspiraciones.

Otras personas que también se han registrado ante el INE para participar como candidatos son la portavoz del Concejo Indígena de Gobierno, María

de Jesús Patricio, apoyada por el Ejército Zapatista de Liberación Nacional (ELZN) , o el periodista Pedro Ferriz de Con. Así como el gobernador del estado de Nuevo León, Jaime Rodríguez Calderón, alias el Bronco.

El político se convirtió en 2015 en la primera persona en lograr una gubernatura en México por la vía apartidista.

La ley establece que se requieren 866.593 firmas para la aprobación de una candidatura independiente, el equivalente al 1 % del censo electoral.

El INE estableció que quienes aspiren a una candidatura presidencial independiente tenían de plazo hasta el próximo 14 de octubre para presentar su manifestación de intención y, de cumplirse todos los requisitos, tendrán hasta el 12 de febrero de 2018 para recabar el apoyo ciudadano.

Los mexicanos acudirán a las urnas el 1 de julio de 2018 para renovar 3.416 cargos, entre ellos el del presidente, de diputados, senadores, ocho gobernadores y el jefe del gobierno de Ciudad de México.

UU. 24 de Octubre de 2017 Al vencer este martes el período de prohibición de ingreso a los Estados Unidos que impuso el presidente de ese país, Donald Trump, el mandatario autorizó el ingreso de refugiados, aunque ordenó que se reforzaran las investigaciones y revisiones adicionales del solicitante.

El ingreso de refugiados, no obstante, será mucho más riguroso para los ciudadanos de 11 países que, a su criterio, representan una mayor amenaza para Estados Unidos.

Indagados al respecto, funcionarios de ese país se negaron a revelar cuales eran las nacionalidades que serán mucho más indagadas y se limitaron a decir que "los casos de refugiados de esos países serán evaluados uno por uno".

Ese secretismo responde, según una fuente anónima, a que EE. UU. no quiere entorpecer sus procesos de revisión y la aplicación de sus leyes; sin embargo, en septiembre último Trump prácticamente admitió que permitiría la entrada de 45 mil refugiados de varias regiones, incluso Guatemala.

Además de esos 45 cupos reservados por regiones, Trump y el Congreso también establecieron que Estados Unidos puede considerar refugiados adicionales a los nacionalidades de Cuba, Eurasia y los países Bálticos, Irak, Guatemala, El Salvador y Honduras, así como otras personas “en cualquier lugar” del mundo bajo “circunstancias excepcionales”.

El decreto de este martes reemplaza al que Trump emitió en marzo pasado, y que entró en vigor en junio, cuando se prohibió durante 120 días la entrada a Estados Unidos de refugiados de todo el mundo, un plazo que terminó sin que el presidente haya decidido extenderlo.

Electoral (INE) , máxima autoridad en la materia, cerró el sábado el registro para candidato presidencial independiente con un total de 86 solicitudes, de los cuales 40 ya fueron aceptadas este domingo, 38 son revisadas y ocho fueron rechazadas.

Entre las 40 aceptadas están la exprimera dama Margarita Zavala, un gobernador y una indígena del EZLN. La figura del candidato independiente se estrenará en las elecciones de julio de 2018, y los aspirantes tendrán oportunidad hasta el 12 de febrero para reunir estas firmas en 16 de los 32 estados mexicanos que aparecen en la hoja de voto y recibir recursos para su campaña.

Zavala, de 50 años, esposa del expresidente Felipe Calderón (2000-2006) y quien ha sido diputada local y federal, se sumó a los independientes luego de que días atrás renunciara al conservador Partido Acción Nacional (PAN) , segunda fuerza política.

“Con tu firma, empieza el camino al futuro que queremos para México” , escribió Zavala este domingo en la red social Twitter al exhortar a sus seguidores a acudir a dar su apoyo.

Zavala, segunda en las encuestas anticipadas, acusó al líder del PAN, Ricardo Anaya, de utilizar su posición para perfilarse como candidato a la presidencia en alianza con el izquierdista Partido de la

Revolución Democrática (PRD) .

Analistas políticos advierten que la candidatura independiente de Zavala le resta posibilidades de triunfo y debilitará a la oposición en beneficio del gobernante Partido Revolucionario Institucional (PRI) .

También fue aprobado el registro de Jaime Rodríguez “El Bronco” , exmilitante del PRI que en 2015 fue electo -como independiente- gobernador del rico estado norteño de Nuevo León.

En el sur del país, María de Jesús Patricio Martínez “Marichuy” , indígena del Ejército Zapatista de Liberación Nacional (EZLN) , también hará lo propio empezando en las comunidades de la zona.

Entre los aspirantes también figura Armando Ríos Peter, exmilitante del PRD, un periodista y un catedrático, entre otros.

El puntero en las encuestas anticipadas es el líder izquierdista Andrés Manuel López Obrador, considerado como el verdadero rival a vencer y quien será candidato por tercera vez, ahora con su Movimiento de Regeneración Nacional (Morena) .

Analistas políticos consideran que en esta elección los partidos seguirán concentrando los votos.

La oposición venezolana sufrió este martes un cisma tras el retiro de uno de sus mayores líderes, una crisis que afianza al gobierno de Nicolás Maduro de cara a las próximas elecciones municipales y las presidenciales de 2018.

Capriles condicionó su retorno al retiro de Henry Ramos Allup, veterano líder de Acción Democrática (AD), uno de los principales partidos de la MUD y al que pertenecen los cuatro gobernadores.

"Cuando se está enfermo hay que operar y sacar el tumor. En la Unidad hay que hacer lo propio", aseguró Capriles, asegurando que la MUD debe "refundarse".

Golpeada porque el oficialismo ganó 18 de las 23 gobernaciones, la MUD había reiterado que no cedería al "chantaje" del gobierno, que amenazó con destituir a los gobernadores si no juraban ante la Constituyente.

UU.; lanzan banderas rusas contra Trump En un asombroso intercambio de insultos entre políticos de un mismo partido, el senador republicano Bob Corker acusó este martes al presidente Donald Trump de "arruinar la imagen de nuestro país" con constantes falsedades, ofensas y hostigamientos.

"Su estilo de gobierno es de dividir a la gente, de insultarla, de decir falsedades”.

Corker, quien está a punto de retirarse del Congreso y por lo tanto no tiene repercusiones políticas que temer, afirmó que él y otros políticos han tratado de convencer a Trump para que adopte un tono más digno, pero “obviamente nunca estará a la altura de su cargo como presidente del país”.

Añadió: “Desafortunadamente, creo que los líderes mundiales saben muy bien que mucho de lo que él dice es falso”.

No llegó a tildar de embustero al presidente y no respondió cuando se le preguntó si pensaba que Trump debía ser destituido.

El intercambio de este martes intensificó una batalla verbal que ya estaban librando los dos políticos. Corker ha criticado

fuertemente a Trump en semanas recientes, y en cierto momento denunció que la retórica belicista del presidente podría causar una Tercera Guerra Mundial.

Eso llevó a Trump a insultarlo llamándolo "Liddle' Bob Corker" y decir, falsamente, que Corker decidió retirarse del Senado porque Trump le negó su respaldo a otra campaña.

Compol Whylie FAILED Polygraph Test Thursday, 26 October 2017 Commissioner of Police Allen Whylie is making headlines after Deputy People’s United Party Leader, Honourable Cordel Hyde made the bombshell revelation inside the National Assembly that the then senior cop failed a polygraph test administered by US Embassy staff in 2008. The more notable fact is that the then Barrow Administration, armed with that information, still appointed Whylie CEO of the Ministry of National Security and Immigration and subsequently as Commissioner of Police.

Since the disclosure, many have rightly questioned whether Whylie’s appointment was strategic with the Barrow administration knowing that they’d have someone at the helm of Belize’s crime investigative authority who would turn a blind eye to their transgressions.

One need not look further than the March 2014 Supreme Court order of the Chief Justice for the Compol to investigate the Elvin Penner passport scandal and provide that information for the benefit of the COLA private prosecution.

Penner was fired from Cabinet on September 19, 2013 but the Belize Police Department, under Whylie’s leadership never even lifted a finger to commence an investigation to determine Penner’s role in the issuance of the fraudulent Belizean passport and nationality to international fugitive, Won Hong Kim then in a Taiwan detention center. It was until the PUP took the Compol to court that a Mandamus order was granted. Instead of standing up for Belize, the Commissioner who is supposedly the top law enforcement official, stood on the wrong side of history and ignored the Supreme Court order. He knew he could get away with it because he had protection from the higher ups who were interested in keeping their dirty laundry hidden.

Like that case there are many others where politicians and their cronies are untouchable and free to do as they please while the Commissioner of Police turns a blind eye. Is it quid pro quo in return for the Barrow administration itself turning a blind eye to the sensation failed polygraph test?

Compol Whylie admitted he volunteered to take the test but said its results were never shared with him. He then affirmed his unquestionable integrity telling the media that he knows “the difference between being right and wrong. I consider myself a moral person, an ethical person. I am a person and a man of principles. I believe I have very strong character.” He then affirmed that Belizeans know this but in response we point you to the previous paragraph. Notably after his statement on Tuesday, the Commissioner refused to answer any other questions on the matter and so the media did not get to ask him to clarify what information it was he shared with which criminal organization as the leaked document from the US Embassy shows.

For his part, Retired Colonel George Lovell, the current CEO of the Ministry of Home Affairs went to bat for the Com-

missioner. He claimed not to know the context under which the polygraph was done. Mind you, that press conference was taking place three days after the Hon. Hyde’s disclosure in the House so it appears Lovell was not interested in finding out. In fact, he went on to say that he considers it

a non-issue since his predecessors did not think it notable. In his attempt to explain away this Whylie scandal, Lovell also shared that since 2010 the US Embassy has denied US funded trainings and assistance to officers who have failed polygraph tests.

EULOGY

MRS. JOANNES ANNALY MELENDREZ (JULY 1ST, 1948 – OCTOBER 13TH, 2017) “A limb has fallen from the family tree that says: Grieve not for me, remember the Best Times, the laughter, the songs, the good life I lived while I was strong.”

By Michael "Chips" Norales Born to her parents John and Emelia Norales, Joannes (Bib) was raised in a disciplined home with her siblings. Her parents, along with her first two brothers, Robert and David, were very proud of her. She was a bit “spoilt” at first. Two years later her sister, Mildred (Lil), was born and the attention had to be split between the two sisters. I doubt that there was any jealousy because now Bib had a younger sister who she eventually befriend and help to care off. (A person learned quickly in those days) Being the elder sister, Bib learnt from early that she was responsible for the behaviour of her siblings. The two older boys left home at an early age so Joannes had to ‘step up’ to take care of and discipline her siblings. She definitely enjoyed both roles. However, I believe that she relished the latter role more. In those days whenever one the younger siblings would ‘bad act’, she would be the first to whip that person with the parents supervising before they took their turn. Of course this art of disciplining was a big show because everybody else, including a few close neighbours, such as the Rev Cannon Jerris Valentine, would be there as witnesses so that they would not misbehave. But some of us did not heed to these public displays of “child abuse” as we now refer to it. After a few times we were scared straight!

Joannes Norales attended Sacred Heart Primary School and then later attended Austin High School. By the time she graduated from high school she now had a few more siblings to care for. Seven to be exact and that number did not include the six first cousins who grew up with us as brothers and sisters. Bib could not handle thirteen of us so Lil had to step up to the plate and literally bat us sometimes when we were a bit rude. In fourth form she started practice teaching at Sacred Heart. She would make regular appearances in my classroom in particular and from that she showed no favouritism to

anybody including me.

I believe that Bib had realized her calling as a teacher by the time she left Austin High. She began an illustrious teaching career which lasted thirty-six (36) years. She began her career at Sacred Heart School and then she got married at age twenty-one (22) to her husband Mr. Felix Melendrez, who was a forest ranger at that time. This marriage lasted for forty-seven years and they wasted no time in making a family.

Orville Felix, Howard Lionel and Laurel Maureen popped out in line. Later on Marlon Brent came on the scene. Well, apparently they stopped and they both now concentrated on their careers.

Because her husband Felix was a forest ranger, Joannes got transferred to Pope Pius RC School in Independence where she taught for five (5) years. She later returned to her alma mater when Felix got transferred to Mountain Pine Ridge because that area was too remote for her to handle with two little boys and a baby girl. They lived apart for a few years even after Felix was transferred to the Civil Aviation Department. Later on Bib would rejoin her loving husband after he joined the National Fire Service in Belize City. I do not think that they could have endured that distance apart because shortly thereafter the last baby boy was born.

Mrs. Melendrez began teaching at St. Ignatius Primary School. She was there for five (5) years before she was sent back to Sacred Heart in Dangriga after her husband relocated there as the fire chief. This woman did everything she could to qualify herself as a teacher. She earned her second class teachers’ certificate then her first class teachers’ certificate. Eventually she would attend the Belize Teachers’ College for two years along with her sister Mildred. Because of her performance at the BTC, Bib was awarded a diploma that would enable her to teach anywhere in the Caribbean.

Anywhere she went Mrs. Melendrez made friends easily. Many teachers got to know and love her for her genuine personality. Yes, she was a disciplinarian, but she also had a twinge of

mischief in her. Her childhood friends like Lorraine Valentine, Cecilia Williams, Evelyn Francico and Lucy Zuniga were joined by other friends as she advanced in age. Mae Ogaldez, Grace Ramirez and Marian Flores were also two childhood friends who are now departed.

These young girls used to frequent each other’s houses and go out and ‘party’ together. (Joke) Her friends had a name for her: Joannes Annaly Gloria Jean, Marjorie Grace Baby Doll Melendrez. Her four loving and wonderful children eventually learnt this lengthy name and from time to time to they would fondly tease her.

But they all referred to her as MOMMY. Joannes LOVED every single one of her children individually and simultaneously as a unit. She referred to each of them as ‘mi baby’ from Charlotte to Marlon. “Mi Baby”!! They learnt early that their mom was principled woman. She spoke with a stern but gentle demeanour. She taught her children sound practicing Christian behaviour.

She was a prayerful person and she really did genuinely believe in fervent prayer. She never tolerated any of her boys to take multiple young ladies to meet her. She always said that whenever anyone was ready then they should present the ONE that they would get married to. Joannes loved singing, and believe me, she had an angelic voice.

But she only sang at home and at church. She was not so much into secular songs but she more into religious hymns. Orville recants that their Mom was also a composer. He remembers her original composition “Gurrentu” after she would prepare a pot of ripe plantain porridge (gurrentu). He can only remember two lines: Gurrentu, taduga nuguchu; Gurrentu tou seme bou. Bib was lady-like in the way she carried herself at all times. (We would refer to that as old fashion) Bib was involved in many other activities which she did with her whole heart and soul. She was a member of the church choir at her parish; she was a dedicated member of the Belize National Teachers’ Union. She would be seen at numerous rallies until she suffered a stroke a few years ago; she was an outstanding member of the Young Men Sports Association (YMSA) which is a group that organises the ‘Grand ball’ during the Christmas season; she loved her Retired Birthday Families group; and she was passionate about

31 her People’s United Party (PUP) at all times. Nothing would keep her from attending meetings or being a polling agent during elections. Bib said that the philosophy of the PUP was what she believed in and she was always trying to recruit me to become a member of her party!!! Bib was also involved in the lives of her numerous nieces, nephews, relatives, students and friends.

Even when she began ailing a few years ago, she was still fun to be around. Family friends would flock to the hospital when they got wind that Bib had been admitted. She eventually was taken away to join the choir to sing with the other angels in heaven on Friday October 21st, 2017 at 11:30 P.M. at the tender age of sixty-nine (69).

She joins, in Seiri (Heaven), her great grandmother: Isabel Castillo; Grandparents: Praxedes and Candalaria Castillo, uncles: Cardova, Peter and Augustine Castillo, Thomas Norales and Ernest Alvarez; aunt, Margaret Cacho; nieces: Sandra and Concita Garcia and Desiree Norales; nephews: Curlyn and Arlie Norales; sisters-in-law: Mavis Nunez and Gina Melendrez; brothersin-law: Frank and Alejandro Melendrez; mother-in-law Lucille Melendrez; fatherin-law Evaristo Melendrez; and parents: John and Emelia Norales; She leaves to mourn her passing her husband of 47 years, Mr. Felix Melendrez; children: Charlotte Lorenzo, Orville, Howard, Maureen, and Marlon Melendrez; grandchildren: Darnell Melendrez, Jomar, Emelyn, and Jaden Arzu, Jahmir and Jahdae Melendrez; daughters- in- law Cynthia Melendrez s and Tanisha Elijio; Son – in - law Adon Arzu; Aunt: Sister Rebecca Carlos; sisters; Mildred Martinez, Criselda Chavez, Zulma Joanne and Veronica Castillo; brothers: Robert Garcia, David, John Jr., Thaddeus, Albert, Michael, Jody, Noel and Francis Norales, and Michael Sabal; brother-in-law: Alejandro Martinez; sisters-in-law: Veronica Garcia, Graciela Norales, Barrette Woodye-Norales and Joan Norales; members of the Young Men Sports Association, Helpage, Belize National Teachers’ Union, Peoples United Party and the Retired Birthday Family; a host of nieces, nephews, relatives, students, and close friends.
