Belize City Thursday 25th October 2018 This arrogant and vindictive United Democratic Party (UDP) government continues to operate in a petty and hypocritical manner, even though their municipalities held.

The latest target of its venomous attack is against prominent businessman Haisam Diab.

He told the press that he had met with Darrel Bradley’s during his last tenure as Mayor of Belize with an idea for a family-oriented business along the Sandlighter’s promenade near the sea front next to Princess Ramada.

Diab proposed that if the council leased him the property, he would construct a restaurant which would be owned by the Council and people of Belize City at the expiration of the lease.

According to him, this proposal was met with his support and approval because they believed

HAAD PAY, CRAZY CLUE, OR MALPAGO! Belize City. Thurs. Oct. 25, 2018 Failed UDP politician and attorney at law, Hubert Elrington, affectionately referred to as “Crazy Glue” is making the news again.

Belize Times has confirmed that he was served with a stop order last month by the Belize City Council.

Leaked documents revealed that during Zenaida Moya’s first term as Mayor of Belize City in 2006, Elrington had begun to slip up on payments for his trade license.

We suspect that Elrington was being pampered by his UDP cronies.

This pampering continued during Mayor Darrel Bradley’s first term in office. In February 2013 Elrington racked up outstanding trade license fees in the vicinity of $2000.

Belize City. Thur. Oct. 25, 2018 The United Democratic Party has been in office for ten long years, but the Ministry of Housing has not built a single home for residents in need.

Mayor of Belize City, Bernard Wagner, has been elected to office for less than a year but has identified housing as an urgent priority which his council will address.

In August, he met with key figures of the Ahmadiyya Muslim community and solicited support for a housing program.

Through its international agency, Humanity First, the Ahmadiyyas committed to assisting people of Belize City with concrete homes.

Last week, the organization sent two engineers from Canada to conduct a technical evaluation of this proposed project.

Residents identified for urgent assistance were those in the Gungulung area of Lake Independence and those near the Krooman Lagoon in the Collet.

During a walk through of these areas, residents expressed support for this initiative.

In a discussion with Prime Minister Dean Barrow about this initiative, he proposed land in Hattieville.

Mayor Wagner told Belize Times that the idea of relocating to Hattieville would not be met with support by residents as it would become a financial burden.

Mayor Wagner is currently exploring other possible areas in the city where the new homes can be built.

He maintains that in 2018 Belizeans across the country should have access to decent homes and proper access to those homes.

When asked what would happen to the Krooman Lagoon when these new homes are built and families are vacated, Mayor Wagner said that the lagoon would be kept in its natural state.

He explained that this lagoon helps to drain the highway and assists in the drainage of the city during flooding.

According to him, councils have come and gone and have not addressed this issue.

Already the council is seeking a funding through the Caribbean Community Climate Change Centre to preserve the lagoon it is a natural state.

By the second quarter of 2018, the first set of new homes will have already been constructed.

Mayor Wagner revealed that the two-bedroom concrete homes would be valued in the area of BZ $20,000.

The homeowners will be asked to participate in the construction of the homes, and their labor will be quantified in the area of $8,000.

And so the balance of 12,000 will be paid interest free over a fiveyear period, and these payments will go toward the construction of new homes.

While Mayor Wagner, will be the first Mayor in Belizean history to embark on a Herculean task such as this housing program, he told our newspaper, he was only concerned about improving the lives of Belize City residents.

Unlike the many business men and women of our city who have been dragged before the courts and embarrassed in the media by the former UDP council, Elrington was given a free ride.

Also a reliable source to the Belize Times indicated that he has not made any payments for almost a year for rent of his law firm on the corner of Douglas jones Street and Freetown Road.

That outstanding rent is at an estimated $12,000.

While Elrington drowns in debt, his son, Orson “OJ” Elrington, is about to squander a lot of monies wanting to secure victory at the UDP’s standard bearer convention for Freetown only to get a crushing defeat to the PUP’s Hon. Francis Fonseca.

We would advise the young Elrington to better invest his monies and assist his struggling father with his debts.

Mind you that the struggling Elrington is also brother to the uninspiring Foreign Minister, Wilfred “Sedi” Elrington, who has also been at the center of several financial woes.

Last year the Caribbean Court of Justice ordered him to return 16 land titles valued at $641,000 to his former business partners, Lawrence and Adam Schneider of Progresso Heights Limited.

Our newspaper advises “Crazy Glue” that if he fails to comply with this stop order he will be guilty of an offence under the Trade License Act which allows for a fine of $2,000 or imprisonment for a term not exceeding six months.

And in usual fashion, the Belize Police Department nor the Ministry of National Security had no idea, or so they claim.

Assistant Commissioner of Police (ACP) Joseph Myvett, today told the press that officers were called to an area off the Progresso/Copperbank road in Pueblo Nuevo, the Corozal District at about 4 o’clock this morning.

Their officers arrived after the plane safely delivered its pay-load and already into Mexico with only the remains of a twin-engine aircraft set ablaze.

However, they were on the scene to document their presence but found no traces of the cargo.

Additionally, a search of the vicinity yielded no leads.

ACP Myvett revealed that investigators were currently on the scene investigating.

Although there is a police substation in Progresso village, the officers on duty never reported the sightings or sound of an unusual aircraft in the area.

“There is a police substation in Progresso village, I was made aware that most of the formations, including Corozal do have a rural operation team that operates throughout the district,” he said.

However, Myvett did not reveal the names of the officers who were on duty at the time. According to Myvett, police are yet to ascertain the origins of this aircraft.

At the start of this month, Deputy Commissioner of Police, Chester Williams, confirmed that the Belize Police Department was in the process of conducting a purge of the Orange Walk Police Formation by transferrin officers believed to have been involved in narco-trafficking Belize Times had confirmed that there of the twenty officers recommended for transfer; five were approved.

CANNABIS HIGHS AND LOWS

In 1839 when Sir William O’Shaughnessy introduced the therapeutic use of Cannabis Sativa to Western medicine pharmacological companies such as: Merck, Eli Lilly, Upjohn, Abbot Labs, Squibb and even Pfizer were manufacturing cannabis tincture for successful treatment of varying ailments. The US ten dollar bill in 1914 even proudly featured a hemp farmer. So what happened?

The answer pure and simple is greed. Cannabis had long been known to be useful in the manufacturing of hundreds of products ranging from clothing and textiles to fuel as ethanol. In 1937 the Marijuana Tax Act ushered in the petrochemical age by outlawing the use of hemp and hemp oil.

It is generally agreed by historians and other experts that the petrochemical industry and one company, DuPont, in particular aggressively pushed to pass the unfortunate legislature. Hemp was a major competitor with DuPont as a fiber because at the time plastics were plant based on… you guessed it hemp! DuPont was pushing its hydrocarbon alternatives as well as rayon and nylon fibers. Paper products made from hemp in particular were cheaper and easier to grow even on family farms. It required seventy five percent less sulfides than paper made from wood pulp making paper mill owners very unhappy.

Standard Oil a company owned by the Rockefeller family were not happy that hemp could be used to make ethanol for fuel. The first Model T made by the Ford Company ran on hemp ethanol and its body and upholstery was made in large part from hemp based products. DuPont was also a large shareholder in General Motors and so had a vested interest in outlawing hemp and hemp products in order to selfishly protect their business interest worth billions. Cannabis was demonized and outlawed to protect the profits of a few privileged and entitled folks. It has unlimited potential to curb the use and damage that petrochemicals have unleashed on the planet but the benefits of Cannabis use have been buried by smear campaigns used to rationalize its prohibition. This makes it even more ironic that the Declaration of Independence of USA in 1776 by Thomas Jefferson is in fact drafted on hemp paper.

In his weekly message this past week the Leader of the Opposition Hon. John Briceño started the conversation on Cannabis farming and the manufacture of hemp based products as one possible solution to the overwhelming unemployment and poverty Belize as a nation is suffering. The Cabinet no less issued a stern if albeit hypocritical release stating very abruptly that they were against the idea of legalizing. The same Cabinet which now condemns is the very same Cabinet who just last October sang the praises for decriminalization. Minister Hulse has gone on record saying in May 2018 that “The pharmacy industry has said it (coconut oil) is not good for you, but that is not true-same is true of cannabis. I go by the practice.” Hon Elodio Aragon said that “One it will reduce the criminalization of our young people especially the youths who smoke marijuana. It will also assist in the reduction of persons at our prisons and it will also assist the entire criminal justice system ranging from the police to prisons and it would in effect create a cost saving in regards to arresting, sentencing and imprisonment…But most importantly I think this act will also allow for law enforcement personnel and the Ministry to focus and concentrate more on the serious crimes that are affecting and plaguing our societies and communities across this country.” This is the first time we are inclined to agree with Minister Aragon.

Belizeans would much rather their taxes were spent investigating and solving gruesome decapitations and bringing the perpetrators to justice. Those resources need to be channeled into ensuring that those people who have defrauded the public purse out of hundreds of thousands of dollars through shady land dealings are brought to justice. Belize would be better served by the apprehension of those responsible for the recent abductions, rape and murder of our innocent women and children.

Cabinet claims it is worried about the very “serious implications” for national security. Yet, they are not worried about national security issues caused by the Guatemalan Military patrolling the Sarstoon. Belizeans must beg permission to visit our own territorial waters. There is no worry about what implications narco plane landings have. These make illicit drops in our territory unhindered and quite possibly aided and abetted by top police officials. As for the visas according to some sources that may be the least of the worries for a few members of cabinet. It is widely rumored that visas have long ago been cancelled left, right and center. There are even some wanna be Cabinet members who, after deportation, will never again be able to enter into the US. Of critical note is that there was no rapid response from Cabinet on the state of the National Fire Department, its readiness and the deplorable state of the equipment nor the appalling conditions of the fire station in Santa Elena. There has there been no response or resolution for the Sacred Heart School in Stann Creek that desperately needs bathroom facilities.

The Wolfenden Committee in 1957 in Great Britain defined the role of criminal law in the following terms: “To preserve public order and decency, to protect the citizen from what is offensive or injurious, and to provide sufficient safeguards of others, particularly those who are especially vulnerable because they are young, weak in body and mind, inexperienced, or in a state of special physical, official or economic dependence…Unless a deliberate attempt is to be made by society, acting through the agency of law, to equate the sphere of crime with the sphere of sin, there must remain a realm of private morality and immorality which is, in brief and crude terms, not the law’s business.” Sanford H. Kadish explains that the law must not be used as the principal agent of social control he also mentions that decriminalization does not mean approval. Gresham Sykes makes the case for legalization by saying that the use of criminal sanctions does not deter people from engaging in the behavior and so it is far more effective to find other means. He states that deviant subcultures are reinforced not diminished by being outlawed and in fact this tends to encourage and foster them.

Bringing the production of Cannabis within the scope of the law allows for its taxation and regulation. Government should be able to raise much needed additional funds that can be channeled directly for rehabilitation facilities, education and drug awareness. This can be done all while still providing employment, and providing an environmentally friendly crop. Still the Belizean people should have the last and final say. We are already having a national referendum in April, we should at the very least take the issue to the people and ask them if they support the idea that cannabis could be the next cash crop in Belize.

El Ministro Hulse ha hecho constar diciendo en mayo de 2018 que “la industria farmacéutica lo ha dicho (el aceite de coco) no es bueno para usted, pero eso no es cierto-lo mismo es cierto en el cannabis. Le voy a los hechos.”

El Hon Elodio Aragón dijo que “por una parte reducirá la criminalización de nuestros jóvenes, especialmente los jóvenes que fuman marihuana. También ayudará a la reducción de las personas en nuestras prisiones y también ayudará a todo el sistema de justicia penal que abarca desde la policía hasta las prisiones y, en efecto, crearía un ahorro de costos en lo que respecta a la detención, la condena y la encarcelación... Pero lo más importante es que creo que esta ley también permitirá que el personal de las fuerzas del orden y el Ministerio se concentre y se concentre más en los crímenes graves que están afectando y plagando nuestras sociedades y comunidades en todo el país “. Esta es la primera vez que nos inclinamos a estar de acuerdo con el Ministro Aragón.

Estos hacen aterrizajes ilícitos en nuestro territorio sin obstáculo alguno y muy posiblemente con la complicidad de altos funcionarios de la policía. En cuanto a las visas de acuerdo con algunas fuentes esas pueden ser la menor de las preocupaciones de algunos miembros del gabinete. Se rumorea ampliamente que las visas les han sido canceladas hace mucho tiempo a diestra y siniestra. Hay incluso algunos aspirantes a miembro del gabinete que, después de su deportación, jamás podrán entrar en Estados Unidos. Un comentario de crítica es que no hubo una respuesta rápida del gabinete sobre el estado del Departamento Nacional de Bomberos, su disposición y el estado deplorable del equipo ni las condiciones terribles de la estación de bomberos en Santa Elena. No ha habido respuesta ni resolución para la Escuela del Sagrado Corazón en Stann Creek que necesita desesperadamente instalaciones de baño.

Kadish explica que la ley no debe ser utilizada como el principal agente de control social también menciona que la despenalización no significa aprobación. Gresham Sykes hace el caso por la legalización diciendo que el uso de sanciones criminales no disuade a la gente de participar en el comportamiento y por lo que es mucho más eficaz el encontrar otros medios. Afirma que las subculturas desviadas se refuerzan no disminuyen al ser prohibidas y, de hecho, esto tiende a alentarlas y fomentarlas. Llevar la producción de cannabis dentro del ámbito de la ley permite su tributación y regulación.

El gobierno debería poder reunir los fondos adicionales necesarios que se pueden canalizar directamente para las instalaciones de rehabilitación, la educación y la sensibilización sobre las drogas. Esto se puede hacer a la vez que estamos proporcionando empleo, y proporcionando un cultivo respetuoso al medio ambiente. Sin embargo, es la gente de Belice quien debe tener la última y final palabra. Ya estamos celebrando un referéndum nacional en abril, por lo menos deberíamos llevar el asunto a la gente y preguntarles si apoyan la idea del que el cannabis podría ser el próximo cultivo comercial en Belice.

Will the Prime Minister at the Cabinet meeting please ask the Deputy Prime Minister Patrick Faber to apologize to his colleague for his comment on social media about crack heads and will the Prime Minister also say if cabinet is considering counseling session on substance abuse?

2. Will the Minister of Education tell the Belizean people what he intends to do about the horrible bathroom situation at Sacred Heart Primary School in Dangriga and will the minister say if he will stop campaigning to go to Dangriga to meet with the parents whose children have been sent home due to this unsanitary situation?

3. Will the Minister of Health please inform the nation if the police were called in to investigate the death of two persons at the Dangriga Hospital who may have been killed due to malpractice?

4. Will the Prime Minister please instruct the Chief Elections officer to verify the address of Erwin Contreras and Pablo Marin to ensure that they are not registering in the wrong division, since it is a known fact that Pablo Marin no longer resides in Corozal Bay and Erwin Contreras has long moved out of Benque Vieqo del Carmen.

5. Will the Hon. Edmon Castro, Boots Martinez, Tracy Tager Panton, Frank “Papa” Mena and Elodio Aragon please say if they support the legalization of marijuana? Just asking.

5 Health Benefits of Marijuana

The American public largely supports the legalization of medical marijuana. At least 84% of the public believes the drug should be legal for medical uses, and recreational pot usage is less controversial than ever, with at least 61% of Americans in support.

Even though some medical benefits of smoking pot may be overstated by advocates of marijuana legalization, recent research has demonstrated that there are legitimate medical uses for marijuana and strong reasons to continue studying the drug’s medicinal uses.

Even the NIH’s National Institute on Drug Abuse lists medical usesfor cannabis.

There are at least two active chemicals in marijuana that researchers think have medicinal applications. Those are cannabidiol (CBD) — which seems to impact the brain without a high— and tetrahydrocannabinol (THC) — which has pain relieving properties and

is largely responsible for the high.

But scientists say that limitations on marijuana research mean we still have big questions about its medicinal properties. In addition to CBD and THC, there are another 400 or so chemical compounds, more than 60 of which are cannabinoids. Many of these could have medical uses. But without more research, we won’t know how to best make use of those compounds.

More research would also shed light on the risks of marijuana. Even if there are legitimate uses for medicinal marijuana, that doesn’t mean all use is harmless. Some research indicates that chronic, heavy users may have impaired memory, learning, and processing speed, especially if they started regularly using marijuana before age 16 or 17.

For some of the following medical benefits, there’s good evidence. For others, there’s reason to continue conducting research.

The best-supported medicinal use of marijuana is as a treatment for chronic pain.

A recent report by the National Academies of Sciences, Engineering, and Medicine said there was definitive evidence that cannabis or cannabinoids (which are found in the marijuana plant) can be an effective treatment for chronic pain.

The report said that is “by far the most common” reason people request medical marijuana.

There’s also strong evidence medical cannabis can help with muscle spasms.

That same report said there’s equally strong evidence marijuana can help with muscle spasms related to multiple sclerosis.

Other types of muscle spasms respond to marijuana as well. People use medical marijuana to treat diaphragm spasms that are untreatable by other, prescribed medications.

It doesn’t seem to harm lung capacity, and may even improve it.

There’s a fair amount of evidence that marijuana does no harm to the lungs, unless

you also smoke tobacco. One study published in Journal of the American Medical Association found that not only does marijuana not impair lung function, it may even increase lung capacity.

Researchers looking for risk factors of heart disease tested the lung function of 5,115 young adults over the course of 20 years. Tobacco smokers lost lung function over time, but pot users actually showed an increase in lung capacity.

It’s possible that the increased lung capacity may be due to taking a deep breaths while inhaling the drug and not from a therapeutic chemical in the drug.

The smokers in that study only toked up a few times a month, but a more recent survey of people who smoked pot daily for up to 20 years found no evidence that smoking pot harmed their lungs, either.

The National Academies report said there are good studies showing marijuana users are not more likely to have cancers associated with

smoking.

It may be of some use in treating glaucoma, or it may be possible to derive a drug from marijuana for this use.

One of the most common reasons that states allow medical marijuana use is to treat and prevent the eye disease glaucoma, which increases pressure in the eyeball, damaging the optic nerve and causing loss of vision.

Marijuana decreases the pressure inside the eye, according to the National Eye Institute: “Studies in the early 1970s showed that marijuana, when smoked, lowered intraocular pressure (IOP) in people with normal pressure and those with glaucoma.”

For now, the medical consensus is that marijuana only lowers IOP for a few hours, meaning there’s not good evidence for it as a long term treatment right now.

Researchers hope that perhaps a marijuana-based compound could be developed that lasts longer.

It may help control epileptic seizures.

Some studies have shown that cannabidiol (CBD), another major marijuana compound, seems to help people with treatment-resistant epilepsy.

A number of individuals have reported that marijuana is the only thing that helps control their or their children’s seizures.

However, there haven’t been many gold-standard, double-blind studies on the topic, so researchers say more data is needed before we know how effective marijuana is.

Hi Everybody. This week I want to tell you about something I read recently which by now you must have heard.

Canada just legalized marijuana for recreational use. Canada joins countries in Europe like the Netherlands, Switzerland and even Uruguay in South America in allowing marijuana for recreational use. Thirty-two countries worldwide already have some legalized form of marijuana use. This is big news for it provides an opportunity for the creation of a new industry in Belize.

Now before I get into trouble let me say this, I know there are people who become uncomfortable because they feel we should not have decriminalized the use of marijuana in the first place. Truth is, close to a half of the countries in the western hemisphere have decriminalized marijuana use and some even made it legal for medical purposes. But we need to respect those among us who believe that marijuana should only be seen as an illegal substance. This is not only true for us here in Belize, in fact during the debate in Canada people opposed to the law to allow for the recreational use of marijuana said the whole issue was as a “crazy idea” while those in support of it said it would be one way to take whole issue out of the black market, out of the hands of criminals and put it in a place where it would benefit others.

And here is where I see an opportunity for us and why I am speaking about it in this week’s message—benefiting us. As a country with a struggling economy we have to open our eyes to every opportunity that can create jobs for our people. To grow we have to look for new and innovative industries that will allow for Belizeans to work and earn a decent living. Today the legal marijuana industry worldwide is a $144 billion industry. Think about it, something we burn and destroy every chance we get could earn us in the millions if we could only put the proper mechanisms in place to develop it legally.

Just think of what the harvesting of legal marijuana could do for our small farmers. As a leader in this country I want to grow and build on our mixed economic model and if we can be a part of this rapidly growing industry; if through this we can create sustainable jobs for our people then I want to partner with legitimate stakeholders to see how we can take advantage of these opportunities in a way that will benefit our people.

Regrettably, once again our incompetent government has missed another opportunity to become a part of the economic boom that can come from the production of legal marijuana and related products. We are learning of investors who are looking at other Caribbean countries where they can build resorts that cater to medical marijuana users, attract high-end tourists as well as open up new avenues to medical tourism. Last week Jamaica exported it first shipment of medical marijuana oil to Canada, its industry minister heralded it as the start of placing Jamaica as the hub of medical marijuana in the world.

The opportunities in this $144 billion industry are endless and we have to take advantage of it. I am putting together a team of people from my party to start the research and discussion to develop a plan because the next PUP government will not let opportunities like this escape us, after all, we have to get on with building a Belize that works for everyone.

“IH BUN DEM!” UDP Rejects Legalization of Marijuana due to poor 20/20 vision

Just recently Canada announced that they will become the first major world economic power to officially legalize the recreational use of marijuana. Referring such legalization to a national experiment that will bring about great changes to Canada on a whole. This experiment by Canada has received a high-grade level of support from both national and international observers with no pun intended. In a short period of time, the ripple effects of this event have swept the world including Belize.

In his weekly message, the Leader of the Opposition proposed something, that to some may seem radical, he raised the discussion that Belizeans should consider the economic benefits of a legal Marijuana industry. He also spoke of the economic portential that can be gained from medical and recreational marijuana.

Many considered his message as innovative and modern, looking beyond the past reservations about marijuana and its uses. Others considered it a radical push in a direction many fear to venture due to antiquated perceptions of Marijuana. The fact is that times are changing and people are changing and becoming more open

to Marijuana because of its medical benefits in treating a number of diseases directly, as well as other properties to treat other known medical issues.

Today in Belize marijuana has become more prevalent in society. The fact that the Leader of the Opposition had the courage to express the thought of legalization of Marijuana is a display of his courage to challenge some age-old perceptions and misconceptions. Johnny explained the innovative economic benefits of the legalization of Marijuana for the Belizean economy in an ever changing and competitive global world.

At this time Belize is in desperate need for innovative ideas that can boost a depressed economy. Economic growth continues to top out under 2 percent, far from what is needed to reduce poverty. The current leaders of this UDP adminitration lack the ideas to propel the country into the heights that are necessary to provide every Belizean a decent and dignified means of making a living. Instead of solving problems they tax people and businesses into poverty to sustain mismanagement and corruption. They have not been able to maintain basic infrastructure such as hospitals and schools. Recent reports in the meida show that hospitals lack important medication and some schools are

without teachers while others lack basic amenities.

UDP government ministers can’t or don’t want to address national issues at cabinet sittings. Yet they can focus at-

tention at the Leader of the Opposition for his ideas on the legalization of Marijuana, ideas that are innovative and could bring economic benefits to Belizeans and at the same time grow the economy.

the UDP would have won the upcoming municipal elections, and Bradley’s approval was going to be “business as usual.” as usual”.

However, the UDP suffered a crushing defeat at the Belize City Council municipal election, and the People’s United Party (PUP) was elected to office.

Diab again approached the new council and received unanimous support for this initiative.

THE BELIZE TIMES During discussions, the council agreed to a 13 year lease at a rent of $2,000 per month. The council decided that this payment was due to have been made upfront.

Additionally, the Council expressed that at the end of the lease, Diab’s $300,000 investment would be owned and turned over to the Council for administration.

With clearance from the Belize City Council, Diab began construction of the building. However, last week the Department of the Environment (DOE) served

him with a stop order.

According to Diab, the DOE expressed concerns about the disposal of garbage and sewerage.

He subsequently visited the Chief Environmental Officer (CEO), Martin Alegria, with a letter indicating how those concerns would have been addressed.

Alegria reportedly asked for time to review Diab’s proposal. To date, he has not responded to Diab’s letter.

When asked about this initiative, former Belize City Mayor, Darrel Bradley, said he never approved or considered this proposal.

However, Bradley’s father, Joe Bradley, and Alfonso Noble, contradicted him on Wave TV. On live television, Alfonso Noble told Mesopotamia Area Representative, Michael Finnegan, “As I understand it, Mr. Finnegan, that project was on the table under Darrel Bradley’s tenure.”

Amidst Alegria’s disapproval and Bradley’s denial, Diab suspects that this is an attempt at political victimization.

After objectively reviewing the existing facts, our newspaper agreed that Diab was being politically victimized.

This same DOE’s Martin Alegria who denied a small-scale restaurant was quick to approve a large-scale Gas Station at the corner of Newton Barracks and Barrack Road very near to where the restaurant would be located.

He and former Belize City Mayor, Darrel Bradley, wrote letters of sup-

In the case of Bradley, his letter of support and non-objection was written on February 28th, but the city council act dictates that the Council be dissolved on the last Sunday of February in every third year, with the election called for the first Wednesday in March in every third year.

Therefore, former UDP Mayor Darrel Bradley did not have the authority to even write this letter in the capacity as Belize City’s Mayor.

In the case of DOE’s Martin Alegria, the Fire Department had expressed a plethora of reasons why it chose not to approve the proposed Gas Station at the Pot pot field.

Among those reasons include: “The proposed site is located on a busy artery well known for a weekend congestions; the general area is commercialized with restaurants, hotels and casinos and the area is a famous reputable family recreational destination.”

However, the most compelling reason for the fire department’s disapproval was because, “The area is not a zone designate for the storage and sale of flamable high-explosive hazardous materials and should not be allowed to be turned into one.”

And so as the UDP’s instructed stop order remains in effect; several families remain impacted as their loved ones were employed to construct the building.

WHO KILLED FELINA JAMES? Reigniting Life into Downtown Belize City By: Hilly Bennett Belize City: Wednesday 24th October 2018 Belize continues to experience headwinds from turbulent economic times as a result of the global realities and the existential threats from within, created by a corrupt UDP government and the wanton disregard for prudent and pragmatic financial stewardship.

The recent decision by Mexico’s president elect Andres Manuel Perez Lopez Obrador in implementing various economic initiatives geared toward bettering the lives of the Mexican people has manifested grave concern for the citizenry of the Jewel.

The unfolding situation in Chetumal, Quintana Roo could very well be the death knell to the Corozal Free Zone and the entire merchandising apparatus.

The government including the Minister of State with responsibilities for Trade and Investment seems at a loss regarding the developing economic depression hovering over the Northern border. Apparently, the IDB consultation and recommendation of new service area will alleviate any effects of future economic shock that will be created by Mexican economic plan on the other side of the northern border.

However, the People’s United Party (PUP) refuse to stand idly by and become part and parcel of the UDP acute vision for the country’s growth and development.

John Briceno, Mayor Bernard Wagner and the PUP City Council has given consideration to a flurry of economic and social initiative in the attempt to inject new life to the “Old Capital.�

The downtown area was once the hub of commercial activities including the market life annexing the landmark “Old Swing Bridge.� The hustle and bustle meandered the entire Albert Street ending at Travellers Bonfire Club. The commercial vibrancy has completely fizzled for businesses located downtown.

The People’s United Party (PUP) led City Council, as part of their economic stimulus package, will be partnering with a number of the business houses “buy in� to reignite the life into the area.

The plan involves the opportunity for customers to shop at discounted rates throughout the zone. It is not a one-off event, but will carry through to every last Saturday of each month and begins Saturday October 27, 2018. There will be an opportunity for micro-entrepreneurs to promote their wares on the Albert Street strip. The council’s economic vision includes the Shoreline of Marine Parade and other viable spaces that could result in the capturing of needed revenue for the council.

Although the intention is to attract needed revenue for the city and the council, an important consideration is being given to the interest of the people. That is to create people friendly spaces within the ambit of the economic initiatives.

Additionally, the council is in collaboration with the Ahmadya Muslim Community with the intended purpose to reclaim the nature reserve of the Krooman Lagoon. Unfortunately, some people have been living on captured land living in unhealthy, deplorable conditions. These unfortunate residents have become part of the voting population for the Deputy Prime Minister Patrick Faber constituency in the Collet Division. The Ahmadya Muslim Community is responsible for funding the relocation of the people and providing proper housing for them. Whilst the Belize City Council is being tasked to identify the land necessary to complete the project.

By: Leticia Guerra Belize City: Thursday 25th October 2018 Today, two boys are without their mother because she was murdered.

Thirt y-seven-year-old Felina James dropped off her two sons’ ages 9 and 2 at her babysitter’s home on Thursday, October 11, 2018.

She confided to the sitter that she was going out on her way to Sarteneja Village, in the Corozal district to pick up her possessions because she was planning to relocate permanently in Belize City to live. That was the last time the two boys saw their mother alive.

Police investigations revealed that several eye witnesses saw Ms. James in Sarteneja Village later in the evening that same day, October 11, 2018. The indi-

vidual who was taking care of James’s belongings confirmed to police that she did pick up her stuff and left. Investigators have reasons to believe that it was on her way out of the village that she experienced a puncture with one of her front tires. It is believed that thereafter, she may have stopped a vehicle, bus or some-one and requested assistance and that was the last time she was seen alive. According to the baby-sitter, when Felina James never returned to her house to pick up her two boys, she filed a missing-person report with the police.

However, seven days after on Thursday October 18, sometime after 7 p.m., her body was discovered on the side of another highway, near 2.5 miles on the coastal road in an advanced state of decomposition. This scenario

gives validity to the belief that she was transported back from the Sarteneja Rd then south on the Phillip Goldson Hwy onto the George Price Hwy going west then 2.5 south-west on the Coastal Rd which leaves police not being able to confirm the exact location where Ms. James was killed because of the heavy rains in the area the days before.

Further investigations lead police this past Tuesday 23rd of October to a Mechanic Shop in Steadfast Village, Stann Creek District where they found and identified scrapped automotive parts of her red Kia Sorrento.

Police have detained one man for questioning.

Investigators could not determine if a licensed firearm belonging to Felina James was in her possession at the time, but they have since confirmed that it is missing.

The post mortem examination revealed that the cause of death was due to a large cut wound to the back of the neck.

Technical Consultation of Industrial Hemp Production in Belize Taken from the Belize AG report

By: Beth Roberson On Tuesday, 13th March 2018 Ministry of Agriculture, Fisheries, Forestry, The Environment, Sustainable Development and Immigration (MAFFESDI), the Attorney General’s office, Caribbean Agriculture Research & Development Institute (CARDI), Belize Agricultural Health Authority (BAHA), Belize Trade and Investment Development Service (BELTRAIDE) and other GOB concerned parties invited stakeholders to join them in a packed NATS Conference Room for a full day of presentations and discussions about the poten-

tial of an industrial hemp industry for Belize.

In spite of the meeting being held on Cabinet day, Minister Hulse nevertheless found time to open the long-awaited consultation with positive remarks about the hemp industry. He compared the media coverage on hemp to that of coconut oil: “The pharmacy industry said it [coconut oil] is not good for you, but that is not true – same is true of cannabis. I go by the practice.”

The first presenter for the day was Ms. Karin Westdyk of Cayo Dis-

trict who highlighted the differences between industrial hemp and marijuana.

The main differences include: 1. Chemistry- industrial hemp has low THC (tetrahydrocannabinol) and a higher CBD (cannabidoil). THC content: marijuana has approximately 10% or more THC (some medical marijuana can have up to 30% THC) and industrial hemp has 0.0 to 0.5% THC. 2. Appearance – Issue 39 Article: Industrial Hemp Cultivation in the Tropics or find photos in our printed Issue 39, pg 32 where you will readily see the different look of marijuana and industrial hemp crops in the field.) Hemp grows tightly with 30-40 plants per sq. ft. and up to 15 ft. high. Marijuana needs sun and space.

3. There are approximately 25,000 uses for industrial hemp.

4. Hemp cleans soil. Following the Cherynobyl nuclear disaster, hemp was planted in that area as part of the environmental clean up efforts. Lands can be restored from chemical contamination also when hemp is planted in rotation.

Karin continued outlining industrial hemp’s virtues, including its fiber which is very strong. Hemp hurds (see diagram) mixed with lime create an incredible building material. Later in the day, Mr. Charles Kovess of the Australian Industrial Hemp Association (AIHA) also raved about the utility and incredible marketing opportunities for hemp fiber. He summarized that “there are a number of hemp processors around the world, but there is a great shortage of fiber… World over hemp production is a cottage industry, with less than 300,000 tons grown… whereas the global production of cotton is 29 M tons.”

Hemp’s bast fibers are valued for their length, strength and durability. One large obstacle to processing industrial hemp in the past has been the retting process. Only recently the patenting of an industrial de-corticator (Model D8 Decorticator ) has been a game-changer, eliminating the need for retting. Historically the best canvas materials have been made from hemp; the name ‘canvas’ derives from cannabis.

Hemp is a much more environmentally friendly crop than cotton, needing frac-

tionally less pesticides and water (see chart).

A video conference was held with an American woman Ms. Janice, who is keen to provide marketing services to Belize, including branding and developing value-added hemp industries, which could be a huge offset to our foreign exchange. She further noted that “hemp biodegradable plastic could play a huge role as fossil fuel plastics are a growing nightmare”.

Crown Counsel Odwin Trenton of the Attorney General’s office made a short presentation followed by a very interactive question and answer session in which he was asking the private sector for inputs. He stated, “Industrial hemp is marijuana’s sober cousin”, and that of the several US states and 30 countries allowing industrial hemp, the only commonwealth members currently growing are Canada and Australia.

Mr. Trenton opined that he believes criteria might be established allowing from 0.0 to 1.5% THC. CARDI agronomist Mr. George Emmanuel stated that “CARICOM has already decided on the 0.3%, so we need to keep that in mind”.CARDI country representative Ms. Omaira Avila reminded everyone that Belize will be needing a laboratory for the hemp industry. Defining what financial costs will need to be met from hemp license revenues and also what criteria (farmer criteria) should be implemented to obtain a hemp cultivation license sparked lively but productive interactive discussions.

Regarding establishing criteria for hemp varieties to be allowed into Belize, Mr. Kovess of AIHA very strongly advised Belize to consider the services of Mr. John Muir (johnsmuir.weebly. com). Muir is an agricultural development agronomist and an industrial hemp consultant. He is currently contracted by the Cambodian government, assisting them with many of the same difficult questions that we in Belize are deliberating; the critical decisions forthcoming from GOB can bless or condemn an industrial hemp industry here.

MAFFESDI’s CEO Mr. Jose Alpuche summed up the day’s activities, commenting, “[Industrial hemp] is not a moral issue; this is a business issue, and Ministry has to overcome [factors] and take things from a strictly business perspective”. All present couldn’t have agreed more with the CEO, and are keenly waiting to hear more from GOB in order to proceed with establishing a vibrant industrial hemp industry in Belize.

Outrageous Service at Vital Stats

By Gilroy Usher, Sr. “Every election is determined by the persons who show up” – Larry Sabato Today hundreds of Belizeans are being denied their sacred right to register to vote in the referendum in April of next year and in future municipal and general elections because the Vital Statistical Department (Vital Stats) in Belize City claimed to have lost the registration of their births. Unbelievable.

It is the responsibility of Vital Stats to receive the registration of births, marriages, and deaths from throughout the country and store the information safely for future reference indefinitely.

The registration of one’s birth is the source document for a birth paper to register as a voter or to apply for a Social Security card or passport. Registration of one’s marriage is also a source document for female spouses and their children to receive voter Ids and other documents in a particular surname. Registration of deaths enables the nation to keep track of all those persons, who have moved on to glory land.

Given the importance of the personal information at Vital Stats, those records should be protected by all means necessary from lost due to insects, moisture, and water, and fire, failure of computers, theft, or willful destruction.

Due to negligence by Vital Stats, to re-register their births at that office, the affected persons need to spend days making countless trips to distant hospitals, midwives, schools, and Justices of the Peace all over the country to gather documents to prove that they were born in the country. If you can’t solve that problem on your own ‘Dog eat your supper.” No birth paper for you from Vital Stats. End of story.

To avoid all the hassle to provide Vital Stats with proof of one’s birth again, some persons, who can afford it, follow the example of conman and accused murder Danny Mason. They apply grease at the right places to get custom-made birth papers without visiting any government office.

Political interference is also a major problem at Vital Stats. Almost everyday ministers or their operatives can be seen in the

That is a dangerous practice.

During the three-month re-registration process from July to September this year, scrutinizers from the two major political parties got the names of supporters who were brought in without birth papers by either party. Armed with such lists and given the massive corruption in government, it’s highly likely that Ministers and their cronies are trying to get the upper hand with registered voters by directing certain clerks at Vital Stats to say that registration of births for known opposition supporters have been lost.

Those, who are tired of waiting almost half day in a hot office to file for a document or to receive one, now have more worries at Vital Stats. Without any warning to the public, the office now accepts applications for birth certificates and other documents for only two and half hours daily from 8:00 am to 10:30 am. Therefore, to make it to Vital Stats in time to apply to a document, persons from our district and other distant places have to incur additional expenses to spend overnight in the city. That is unfair GoB. should hire more personnel to serve the public at that office instead of inconveniencing poor people to cut cost.

Outrageous is an understatement of the services at Vital Stats. Nevertheless, scores of Belizeans have to either endure that terrible experience daily obtaining their birth papers to register to vote or give up that constitutional right.

FOREST RESTORATION IS ESSENTIAL TO ACHIEVE SUSTAINABLE DEVELOPMENT GOALS

“A nation that destroys its soils destroys itself. Forests are the lungs of our land, purifying the air and giving fresh strength to our people”. –Franklin D. Roosevelt– I. Background Forests play a crucial role in the world’s water cycle, since they slow down water flow and filter the water that enters our rivers, lakes, streams and groundwater. They also transpire water into the atmosphere, contributing to the formation of clouds and rain. More than one third of world population estimated in about 240 million people, get a significant proportion of their high-quality drinking water from protected forests. Some 765 million people use wood-fuel to boil and clean their water. In addition, one in three households worldwide rely on wood-fuel, including charcoal, for cooking.

Currently, Forests provide renewable water supplies to 76% of the global population. By slowing down and filtering water, as well as regulating the flow of water in rivers and streams, forests contribute to water availability even during drier seasons. Forests can clean and filter water more effectively and cheaply than man-made systems. It is estimated that every US$1 spent on protecting a forest watershed can save US$7.50 to US$200 in new water treatment and filtration facilities.

II. Discussion There are scientific evidences that demonstrate how the removal of large areas of trees can increase the flow of surface water, as well as loss of soil and increased sediments in bodies of water. It can also reduce groundwater recharge and the amount of water transpired into the air that contributes to rain. This increases the risk of drought. Although the world has lost forest area equivalent to the size of South Africa in the past 25 years, the rate of net forest loss has dropped by 50% since 1990. The biggest losses of forest continue to take place in the tropics, particularly Central and South America. These losses can affect water cycles across the entire continent.

In fewer than 900 days, the world will have halted deforestation, taken urgent action to halt the loss of biodiversity, and ensured that ecosystems are being conserved, restored and sustainably used. That is part of what the governments of 193 countries of the United Nations agreed to in 2015 with the adoption of the 2030

Agenda and the Sustainable Development Goals (SDGs). The above commitments are just a few of the targets due to be achieved by 2020 under SDG 15, ‘Life on Land.’

So how is it going? Not too well, unfortunately. Recently released figures show that, far from being halted, global tree cover loss actually increased by 51% in 2016; for tropical tree cover loss, 2017 was the second worst year on record. And with wildlife abundance projected to decline by two-thirds between 1970 and 2020, dramatic changes will be needed to reverse the long-term trend.

This should set alarm bells ringing. Failure to meet these targets wouldn’t simply be a setback towards achieving SDG-15.

It would also threaten our ability to meet the other SDGs, which are closely linked to targets set out for Life on Land, and undermine the very foundation of sustainable development. Today, protecting the environment may seem like a luxury. But this is a short-sighted attitude, and a false dichotomy.

Ultimately, nature underpins every aspect of our societies and economies: our health, wealth and well-being depend upon the goods and services that ecosystems provide. We cannot achieve the 2030 Agenda if we don’t act now to halt deforestation and conserve and restore forests, biodiversity and the other aspects of life on land set out in SDG-15.

Healthy forests and ecosystems play a critical role in delivering many of the other SDGs: from food security (SDG-2), clean water (SDG-6) and decent work (SDG-8) to sustainable cities (SDG-11), responsible consumption and production (SDG12) and climate action (SDG-13).

Around 1.6 billion people globally, including more than 2,000 indigenous groups, rely on forests

for their livelihoods, for shelter, food, fuel and medicines.

It is Important that key government institutions realize that conserving nature shouldn’t be an add-on. It needs to be an integral part of national development strategies. From food and water to energy and climate, nature and forests in particular, is central to our well-being. National policies must reflect this. Neither our planet nor its people can risk setting one target against another.

The SDGs are closely interlinked, and coordination is needed across policy areas, across sectors, and across related international agendas like the Paris Agreement on climate change and the Convention on Biological Diversity Targets. Neither our planet nor its people can risk setting one target against another by increasing food production, clearing forests, or improving energy access at the expense of biodiversity. We must unlock potential synergies, like restoring forests to secure water supplies, or the importance of trees for Sustainable Development.

There are many solutions for improvement. We have seen many examples of how working to protect forests and other ecosystems can have multiple

benefits across several SDGs. The motivation behind several projects worldwide that are contributing to poverty reduction, energy access, decent work, reducing carbon emissions, improving food security and empowering women while helping to protect wildlife-rich forests are a clear evidence that teamwork and willingness work properly.

There are several studies and reports about landscape restoration that not only benefit biodiversity and the climate, but can also improve agricultural productivity and incomes for local people. This is a promising approach to improve forest, bringing deforested and degraded landscapes back to health by restoring the functions that forests provide to people and nature. But much greater urgency is needed to put these pledges into action and realize the benefits for climate, for biodiversity and for sustainable development in areas under risks.

I am concerned about the crime across the country, but I am very, very concerned about crime in Orange Walk, because this is my home. Crime affects me and my family, just as it affects you and your family. Ignoring crime and violence is not an option.

Last week Jose Medina was killed as he walked with his girlfriend. She too was shot as the killer came up behind them and started firing. I am not here to judge Medina, or his lifestyle. I am not here to judge any of the persons who have been killed recently, or those who have been shot. But I will say that – I do not want Orange Walk to become a dangerous place to live. As I walk the streets and talk to my people there is a sense of fear that is very real. Residents of the Louisiana Area are living in fear. The sounds of gunshots have become common, and that cannot be tolerated.

For me, the worst possible scenario would be that innocent persons are killed. It would be even worse if that person were a child.

When these gunmen are out here firing their weapons, bullets flying all over the place, there is the very real possibility that innocent persons could be killed. When Jose Medina was killed, seven shots were fired in a busy neighbourhood. When there was the double execution in front of the Louisiana Football field, I panicked, as did everybody there. The field was full of people, many of them children.

The street outside the field was full of people. And bullets were flying all over the place. It is enough to cause sleepless nights.

I am calling on the Police once again to do everything possible to curb the crime and violence here in Orange Walk. Identify the problem, identify the players and crack down. It does not matter if some of the players are a part of the Police Department. We need to get serious about getting rid of crime.

I take this opportunity to welcome our new Commander in Orange Walk, ASP Juanito Cocom. I am told that one of his first moves was to identify officers who may have become a part of the narco-trafficking network, and who may have played some part in the

landing of drug planes. That is what I mean by getting serious on crime. The Police need to show residents not only of Orange Walk, but of the entire country, that they can be trusted.

In an interview with a local media house in early October, Deputy Commissioner of Police Chester Williams said an absolutely important thing.

He recognized that the people have lost some confidence in the Police Department, and he explained that the Department needs to start making the right moves, no matter how difficult or unpopular they may be, to regain the confidence of the people. He has my full support.

And he should have the full support of every right-thinking Belizean.

We are not a lawless community. I have always proudly boasted of our hard-working people, of our entrepreneurs, our farmers, our artists. We are a community that works together to grow and develop.

Yes, politics can be a very divisive factor, but at the end of the day our people are closeknit and we love our community. I never want to see that affected by crime.

This week I was pleased to be a part of the ceremony welcoming a new investment to Orange Walk – a ready call center which will employ about 150 persons to start. That is development. And that is a good thing. It is something we need to foster. But we need to understand that companies will only invest in communities where they feel safe. There are communities which have been left to go stagnant because of crime. We see it right in Belize City. There are entire areas where no law abiding citizen wants to walk, much less live or invest in. I never want to see Orange Walk become like that.

Let us all work together – from the government level to the man on the street – to do whatever we need to do to make our streets safe.

Belize City: Thursday 18th October 2018 Crime is one of the major issues our beautiful Belize has been battling for some time now. It has continued to spiral out of control and all measures implemented by this current administration have proven little to no positive results. On a daily basis we are reminded of multiple vicious and violent criminal activities through traditional and social media.

Crime comes in many forms such as murder, extortion, burglary, home invasion, robbery, rape, kidnapping, sexual assault and so on. How do these crimes affect the Belizean citizens and can these persons be truly be compensated for their losses?

This is a question that remains unanswered.

We often think of damages and loss in terms of tangible items there are however many other ways that people are affected besides the loss of material possessions. In cases of robbery, extortion and home invasions one may argue that the assets lost can be compensated in a financial manner. What people fail to realize is when people become victims of these types of crimes the

Many families are broken to single parent families with many children having to live without a parent. At times innocent children who haven’t even started their life are taken away from their families and their families are left to bear the pain and emotional distress. Many children are being kidnapped, sexually assaulted and raped. When someone is raped or sexually assaulted they have to live with the emotional distress, trauma, and degradation of their mental stage. Their dignity is taken away

from them. These children are left at a disadvantage in terms of their functionality in society, with physical and mental scars. This is the same for adults who experience rape and sexual assault. How can these people be compensated for these types of losses?

So the fact remains that crime affects ALL Belizeans. Every robbery, every assault, every kidnapping, every murder takes away from us. Some more than others. It takes away our sense of security, our peace of mind and our trust in others. Every time money is spent on security measures it takes away from our children’s scholarship opportunities, new schools, and new streets. All of this is the true cost of crime.

By: Zoila Palma This is indeed a challenging time for our beautiful country Belize. Belizeans are suffering the effect of a corrupt UDP government riddled with illegalities and fraud. Our economy has become stagnant and our people are suffering to the hands of their blatant squandering of public funds. Cost of living is at the highest we have ever seen! Our youths lack opportunities and basic access to education has become costly. Youths become of legal age with no possibility of obtaining their own land, their own home, their peace of heaven on earth. Imagine that our people struggle just to obtain basic health care. There are no jobs and the few jobs that are available are occupied by people who may not have been suitably qualified but wore a red shirt on Election day! The continuous impoverishment of the Belizean people remains a hallmark of the present administration.Thousands of Belizeans continue to struggle daily just to care for their families.

It seems though, that we may have forgotten the infamous Petrocaribe tune. ‘Roll it, roll it’, was what they said but our people and our businesses continue to feel the effects of a Government’s wasteful spending of the country’s finances.

Many entrepreneurs have fallen victim to an oppressing administration, stifling their small profits and squeezing the life out of their businesses. Above it all, the victimization and nepotism continue at an all-time high with no regard for the public’s basic needs such as education and healthcare. That, however, will soon change with a PUP government. Belizeans have the power to say No to corruption, no to high cost of living, no to nepotism, no to the UDP. You have the power to make a change in this country! Your vote counts, re-register and prepare for the next general election to vote for a party committed to education and health, a party that will create a Belize that works for everyone. The People’s United Party is committed to investing in the development of our people.

Education and Health is a priority for the PUP. If our people are educated, if our people are successful and if our people are healthy, our community, our economy and our country will be healthy and successful. The time has come for us to demand better from these people that we call ‘LEADERS’.

The time has come for us to support and work together to create a Belize that works for everyone.

The retrofit works may include, but are not limited to the following:

Strengthening of structural elements such as structural integrity of the roof and building as it relates to resistance to climate and natural events, Strengthening of non-structural and architectural elements such as windows, doors and roofing to resist hurricanes (Miami Dade NoA standards), Strengthening of roof structure to support the installation of PV system, Installation of a PV system, Improvement to auxiliary electrical supply: generators, fuel storage and wiring, Installation of rainwater harvesting system and water storage tanks, Installation of general signage for the health facility: ‘no smoking’, name of facility, ‘exit’, evacuation routes, etc., Replacement of water fixtures with low-volume, water efficient fixtures, Improvement of toilets and shower facilities, Recharging of fire extinguishers and/or installation of new fire suppression equipment, Painting, Replacement of electrical lighting with LEDs and some electrical fixtures with energy efficient fixtures, Clean-out/maintenance of external drainage system, Installation of handicap access ramps.

Retrofitting works are expected to start in the first quarter of 2019.

Eligibility requirements:    

Contractors and/or their key personnel should have a minimum of 5 years’ experience with similar works.

Awarded contractor will be required to provide a Performance Bond equal to 10% of the contract price.

Contractors should have a minimum average annual turnover of US$750,000.00 in the last 3 years.

Contractors must have access to sufficient credit and other financial facilities to cover the required cash flow for the duration of the contract. In any case, the amount of credit available for the project should be a minimum of US$250,000.
