The 13 babies that died in a row, the myriad of illegal plane landing, the helicopter crash mystery, the firesale of our assets close to elections, the 2012 immigration scandal that stole and election, the rabid spending of poor people’s PetroCaribe funds, the unbridled spending of Span ish lookout oil money, Mickey Mouse

getting pantry, rejection of testing kits from South Korea, AIDS medicine not available, Shyne paid NOT to be a music ambassador, PM Son running BTL to the ground, PM legal family dealt dozens of fees yielding suits, and the list can go on and on.

So was the UDP frenetic five lost the 2020 elections, there were heart attacks and elevated levels of anxiety from many in the UDP. The greed to take a party that would at least give a semblance of power was real. Shyne who was gifted a constituency that was usual won by great margins won by a less robust level. Only proxy votes of votes who had job to save saved the Barrow from being cancelled. Shyne was then gifted party leadership in a leadership convention that smelled

doctored especially at the end when a re count was denied by the chairman who was obviously of the Shyne camp.

Here at this paper we are on record calling the United Democratic Party a corrupt party. Anything that they touch gets corrupted. When they touched the reality of being the Opposition of the na tion, they corrupted the functions of being an Opposition that would be beneficial to the country. For all intents the UDP does not have a leader as the essence of being a leader is that you have followers. Shyne disenfranchised all the UDP and asked them to reapply. It is easy to see that that move basically killed the UDP and he is a lone ranger…a dictator to himself and a few nincompoops.

The latest signatures to have a con vention to recall Shyne and the retrac tion of many paid 2G each is a CLEAR sign that the UDP corruption in deep in

their DNA. How can a cadre of delegates recently reapplied and reaccepted flip flop once the price if right? The delegates must have felt a little of the good old days when billions were at their disposal; now just a couple thousand and they were willing to retract.

Let end this and ask ALL those who keep using the word “constitution” in ref erence to the UDP’s internal rules to quit. The UDP former constitution is no more; Both Shyne and Faber are part and par cel of a UDP that has nothing to offer the people of Belize.

We are STILL waiting for a MASS RESIGNATION of the five UDP repre sentatives with a FULL confession of the 13 years of atrocities. Only then can the UDP even countenance a rebirth. But as we know this is a move that they will nev er do as self-destruction is their way to go. Die UDP!! RIP!!

Belize has a new passport issuance system. It has been long coming and now it is here. The cynics (not to call them an Opposition) had tried to create political mischief by publishing in their rag exorbitant not to mention fake prices. Well, the prices are the same as before for a more modern passport.

The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 25th October 2022.

• Cabinet gave its approval for an amendment to Statutory Instru ment No.110, titled Telecommunications (Licensing Classification, Authorisation and Fee Structure Amendment Regulations 2021, to amend regulations to clarify the various classifications of licenses, services to be provided under various licenses and their applicable fees and to clarify the services which can be provided under a class license. These amendments would bring about much-needed clarity to the regulations, improve the administration by the Public Service Commission of license holders and update the fees payable under the regulations to be in line with current industry costs.

• Cabinet approved a proposal by the Ministry of the Public Service, Constitutional and Political Reform and Religious Affairs to modern ize the recruitment and promotion system and to revamp and mod ernize the Human Resource Management systems. The objective is to create a more professional, responsive and effective Belize Public Service.

• Cabinet approved the entry by Belize, by way of Senate ratification of the 2012 Cape Town Agreement, to enhance safety standards and requirements for Belize registered high seas fishing vessels as well as strengthen efforts to combat illegal, unreported and under regulated fishing activities. Cabinet also gave its approval for Belize to accede to the Convention on the Conservation and Management of High Seas Fishery Resources in the South Pacific Ocean to en able Belize to participate as a voting member and influence the allocation of fishing quotas in the South Pacific Ocean to Belize

• Finally, Cabinet welcomed a visit from the students of Belize High School who won the gold medal in the FIRST Global Challenge, which featured high school students from 180 nations competing to build and program a robot. During the visit, the students demon strated to Cabinet how they constructed and programmed their ro bot to compete at the event. For their efforts, the students were presented with letters of commendation by Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology. Additional ly, Prime Minister Hon. John Briceño presented a citation to the stu dents and the school in recognition of their excellent performance at the competition.

Eamon Courtenay highlighted that national pride is the theme of the new passport, which was designed by a joint team from the ministries of Tourism and Diaspora Relations and Foreign Affairs, Foreign Trade and Immigration, and NICH. This last week has seen more plot twists and turns than an episode of the best series on Netflix. The mass political party that gave us the seventy-hour leader now has a leader who has narrowly escaped being recalled twice. Things are happening so fast by the Bel-China bridge that we can hardly keep up. It’s the political Game of Thrones, complete with the dragons, the walking dead and all of the back stabbing, intrigue and drama. Just over two years ago, Mr Saldivar had a short-lived reign of around 70 hours. The ink was not yet dry on the paper when he was forced to step aside, and the first runner-up took over. Somewhere in all that it occurred to the self-appointed Party Whip that it was time to take advantage of the turmoil. He decided that he should be the Leader of the Opposition and fulfil his delusions of grandeur. As we all know that did not last long and he was challenged by Lady Tracy. While she did her best, alas it was not quite good enough.

The explanation for the successes of sum and the failures of others was best summed up on the Tuesday Tacos show. The perspicacity of the host of the show led him to share that in his educated opinion that the delegate pool was in fact corrupt. He further deduced that the rescinding of signatures on this last recall was due to just that, the buying off delegates. He did however concede that the PUP had years ago reformed their Party to ensure democracy in their elections process. These declarations are scandalous but not surprising, as these same delegates have been voting for leader ship conventions since 2020. It seems that a system has developed, and it encourages candidates and delegates to engage in less-than-ethical practices to choose or retain their leader.

DMX must have known about this enterprising delegate pool when he declared, "If you can’t buy it twice, you can’t afford it.” It seems then that the cost of the leadership of the UDP was too expensive for Lady Tracy and her now loyal friend Hon Patrick Faber. It appears that the young usurper, learned the game very quickly or he may have had very good tutorage at that. For their part, the delegate pool that has been up to its tricks and just in time for the Halloween season has again managed to come up and kept the same hamster running at the wheel. We all know what will happen next, when this young upstart gets tired, there is always another willing to take its place and start the process all over again. The biggest winners are the cesspool if what we are led to believe is true, the biggest loser in all this is undoubtedly the democratic process. The entire fiasco stinks to high heaven and we are all hoping that the stirring of this particular mess is done with at least for a while.

Esta semana pasada ha visto más giros argumentales que un episodio de la mejor serie de Netflix. El partido político de masas que nos dio al líder de las setenta horas tiene ahora un líder que se ha librado por poco a ser destituido dos veces. Las cosas están sucediendo tan rápido por el puente Bel-China que apenas podemos seguir el ritmo. Es el Juego de Tronos político, completo con los dragones, los muertos vivientes y todas las puñaladas por la espalda, la intriga y el drama. Hace poco más de dos años, el Sr. Saldívar tuvo un reinado efímero de unas 70 horas. Todavía no se había secado la tinta del papel cuando se vio obligado a dar un paso al costado, y el primer finalista tomó el relevo. En algún momento se le ocurrió al autoproclamado "Party Whip" que era el momento de aprovechar el revuelo. Decidió que debía ser el líder de la oposición y hacer realidad sus delirios de grandeza. Como todos sabemos, eso no duró mucho, y fue desafiado por Lady Tracy. Aunque lo hizo lo mejor que pudo, por desgracia no fue lo suficientemente bueno.

La explicación de los éxitos de unos y los fracasos de otros se resumen mejor en el programa de los martes de los Tacos. La perspicacia del presentador del programa le llevó a compartir que en su educada opinión de que el grupo de delegados era de hecho corrupta. Dedujo además que la anulación de las firmas en este último revocatorio se debió precisamente a eso, a la compra de delegados. No obstante, admitió que el PUP había reformado hace años su partido para garantizar la democracia en su proceso electoral. Estas declaraciones son escandalosas, pero no sorprenden, ya que estos mis mos delegados han estado votando en las convenciones del liderazgo desde 2020. Tal parece se ha desarrollado un sistema que anima a los candidatos y a los delegados a realizar prácticas poco éticas para elegir o mantener a su líder.

DMX debió conocer a este grupo de delegados emprendedores cuando declaró: "Si no puedes comprarlo dos veces, no puedes pagarlo". Parece entonces que el coste del liderazgo del UDP era demasiado caro para Lady Tracy y su ahora fiel amigo el Honor able Patrick Faber. Parece que el joven usurpador, aprendió el juego muy rápidamente o puede que haya tenido muy buena tutela en eso. Por su parte, el grupo de delega dos que ha estado a la altura de las circunstancias y justo a tiempo para la temporada de Halloween, ha conseguido de nuevo salir adelante y mantener al mismo hámster corriendo en la rueda. Todos sabemos lo que pasará después, cuando este joven ad venedizo se cansa, siempre hay otro dispuesto a ocupar su lugar y volver a empezar el proceso. Los grandes ganadores son los de la cloaca si lo que nos hacen creer es cierto, el mayor perdedor en todo esto es sin duda el proceso democrático. Todo este fiasco apesta hasta el cielo y todos esperamos que se acabe de revolver este particular lío al menos por un tiempo.

“This ‘One Health’ approach al lows us to address the full spectrum of disease control – from prevention to detection, preparedness, response and management and contribute to global health security,” said Dr. Nor een Jack, PAHO/WHO Representative in Belize. “With the lesson learnt from COVID-19, the ‘One Health’ approach is gaining more importance. The plat form will provide timely updates on health-related issues from the collab orating partners who play a critical role in surveillance and response to emerging and re-emerging infectious diseases that affect our shared envi ronment.”

According to the World Organ isation for Animal Health (WOAH), worldwide, 60 percent of pathogens that cause human diseases originate from domestic animals or wildlife, and more than 20 percent of global animal production losses are linked to animal diseases. The ‘One Health’ approach recognizes the interconnec tion between human, animal, plant, and environmental health to improve the prevention and preparedness of current and emerging health threats in the country.

These threats include antimicro bial resistance (AMR), zoonotic dis eases, food safety and security, vec tor-borne diseases, and environmental contamination, among others. By pro moting increased collaboration, com munication, and coordination across all sectors, the ‘One Health’ approach can achieve the best health outcomes for humans, animals, and plants in shared ecosystems and various en abling environments.

“From an agricultural perspec tive, increasing surveillance of infec tious diseases and other threats that affect the human, animal, and envi ronment in the country of Belize is of critical importance,” Hon. Abelardo Mai, Minister of the Ministry of Ag riculture, Food Security & Enterprise. “Today, we do not stand alone. We stand as a group. We stand collab orating with different ministries and departments at the local and regional level.”

The Platform is a collaborative and trans-disciplinary site to famil iarize the public with the concept of ‘One Health’ and to act as an in formation-sharing platform that will

strengthen the overall health system of Belize. Along with PAHO/WHO, the EU, and the Ministry of Health and Wellness (MoHW), the sectors including the Min istry of Agriculture, Food Security, and Enterprise, the Ministry of Sustainable Development, Climate Change, and Disaster Risk Management, the Na tional Meteorological Service of Belize, the Belize Agricultural Health Authority (BAHA), the Belize Vector Ecology Cen ter (BVEC), and the Department of the Environment (DoE) came together as stakeholders to envision and institute this collaborative initiative.

“The approach recognizes that pop ulation health is not merely a product from the Ministry of Health, but largely determined by policies that guide ac tions beyond the health sector,” said Hon. Kevin Bernard, Minister of MoHW.

“This ‘Health in All Policies’ fit perfectly into the ‘One Health’ initiative. We are now in an era where globally it is recog nized that enabling environments need to be created for Health to emerge. Our focus is not only on health, but also on wellness when we control the environ ment and social risks.”

To ensure and commit to the ‘One Health’ approach, a Memorandum of Understanding, known as the Quad ripartite Collaboration, between the MoHW, the Ministry of Sustainable De velopment, Climate Change and Disas ter Risk Management, Ministry of Agri culture, Food Security & Enterprise and BAHA was signed. With Belize now im plementing this ‘One Health’ approach, the country will be able to better un derstand and recognize the interdepen dence and strengthen cooperation to sustainably balance and optimize ani mal, human, and environmental health.

BTB’S NATIONAL TOURISM AWARDS 2022

Belize City, Belize, 23rd October, 2022: The Belize Tourism Board held its annual National Tourism Awards Gala on Saturday, 22nd October in Belize City. The signature event honored and celebrated the excellence of the industry’s top performers for 2022.

The gala was attended by Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations, other government officials, diplomatic core, industry partners, and other distinguished guests including all nominees and winners. In his remarks, Minister Mahler, thanked industry partners for their resolve to survive and remaining steadfast in their commitment to the tourism industry in the face of the pandemic.

As the governing body for the tourism industry, the BTB recognized excellence in service and efforts in several categories: Frontline Person of the Year, Tour Guide of the Year, Tour Operator of the Year, Site of the Year, Restaurant of the Year, Small Accommodation of the Year, Hotel of the Year, Posthumous Award, Minister’s Award, Lifetime Achievement Award. Three new categories were introduced being Green Champion of the Year, Health and Wellness Provider of the Year and Cultural Experience of the Year. The addition of the new categories is a reflection of the dynamic growth of Belize’s tourism industry over the past year.

The winners were verified by a panel of judges. The table below highlights the winners for 2022.

We cannot rewrite the chapters of history already passed, but we can learn from them, evolve and adapt. When we all help one another, everybody wins. Never-ending accolades for the BHS Robotics Team

After making headlines all over Belize, the Caribbean and definitely the world, what else could have been left for the Be lize High School Robotics Team that “glittered in Geneva” and unfurled a gargantuan flag to fur ther emphasize that they were there in Europe to represent Belize. There was no doubt that Belize’s future is worth GOLD. What to do? The planBelize gov ernment was up to the challenge and broke all the norms and invit ed the students to their Tuesday Cabinet meeting.

A per the Cabinet Brief: Cab inet welcomed a visit from the students of Belize High School who won the gold medal in the FIRST Global Challenge, which featured high school students from 180 nations competing to build and program a robot. During the visit, the students demon strated to Cabinet how they con structed and programmed their robot to compete at the event. For their efforts, the students

Road traffic incidents (RTIs) have emerged as a public health issue due to the alarming number of injuries and deaths caused. RTIs result in considerable eco nomic losses not only to individuals but to their families and the country as a whole. These losses are the outcome of the cost of treatment, a decrease in human capital in the workforce for those killed or disabled, and for family members who need to take time off from work or school to care for the injured.

As a result, the objective of this train ing is to create awareness of road safety. Some aspects of road safety include know ing the laws of the road, how to maneuver and control a motor vehicle under various road conditions, time- space management, basic principles of driving, and the effects of drinking and driving, among other areas. To complement the defensive driving com ponent of the training, participants were taught basic first responders techniques that can be used to assist victims of RTIs.

In his closing remarks, Dr. Osmond

Martinez, CEO in the Ministry of Economic Development, thanked all participants and challenged them to put their new skills to practice and transfer the knowledge to oth ers.

CEO Martinez also encouraged the entire nation, particularly road users, to take account of the road not only for themselves but for other drivers and pedestrians. He highlighted that from January to September 2022, there were 234 road traffic incidents, with 63 fatalities and 94 serious injuries. He stressed that these numbers are alarming. With that, CEO Martinez reminded the pub lic that a vehicle is equivalent to a weapon as it has the ability to injure and kill, but stated that it is believed that bad driving practices and habits on Belize’s roads can be curbed with continuous education and training.

The inaugural meeting of the Tour ism Advisory Council was held today at the Belize Tourism Board office. United States Donates Military Trucks to the Belize Defence Force to Support its Countrywide Security Operations

Ladyville – As part of the broader U.S.-Belize security cooperation that promotes both national and regional peace and stability, the U.S. Embassy today donated five military trucks to the Belize Defence Force (BDF). The vehi cles are a donation through the United States Foreign Military Financing pro gram, a U.S. Department of Defense tool that enables partner countries to improve defense capabilities and con tribute toward common security goals.

This US $625,000 donation will en hance the BDF’s capacity to transport troops and supplies throughout Belize, respond to natural disasters, and par ticipate in international military exercis es. Today’s donation follows a previous donation of six military trucks to Belize in 2020.

Speaking at today’s donation cere mony, U.S. Embassy Chargé d’Affaires, a.i. Leyla Moses-Ones noted, “Nation al security is only possible with robust mobility platforms, and we are pleased to continue our assistance to Belize on this front. As our interoperability and security cooperation grow, Belize is a stronger partner in the region – a partner that can effectively respond to destabilizing events whether it be transnational criminal activities or nat ural disasters. Readiness is both a mis sion set and a mindset. We are proud to support the expansion of BDF capa bility and capacity.”

Minister of National Defence and Border Security Hon. Florencio Marin Jr. stated, “We are grateful to the Unit ed States of America for the great part nership that has co-existed with Belize. This has forged many tangible results of the genuine engagements between the defence and security organizations of both countries. Each year, the Belize Defence Force through the Ministry of National Defence and Border Security capitalizes on funding, training, and equipment from the United States. These Trucks will complement the pro-active effort to deploy troops rapid ly across the country.”

The United States remains com mitted to partnering with Belize in sup port of its national security and its role in regional stability. Through the For eign Military Financing program, the United States is donating an estimated USD $1.6 million in security aid to Be lize in 2022.

24th October, 2022 - The Nation al Assembly in collaboration with the National Commission for Families and Children (NCFC), the Office of the Special Envoy for Women and Chil dren, and UNICEF will be hosting the 3rd Annual National Children's Parlia ment on 11th November 2022 .

At today's special Senate meet ing, as a part of the activities leading up to the event, eleven of the youth parliamentarians along with repre sentatives of the NCFC were in at tendance to observe the proceed ings. The youth parliamentarians in attendance were Hon. Vivian Espat, who is representing the President of the Senate, Hon. Asher Torres, who is representing the Leader of Government Business in the Senate, Hon. Jalil Garbutt, who is represent ing the Vice President of the Senate, Hon. Ofelia Hernandez representing the Belize Council of Churches, Hon. Emelly Sosa, who is representing Na tional Trade Union Congress & Civil Society Steering Committee, Hon. A few principles of the Good Gov ernance Unit are transparency, effec tiveness and efficiency, citizenship par ticipation, and responsiveness. The unit has done thorough research into the correlation between Information and Communications Technologies (ICT) and good governance. All studies have pointed towards a positive relationship. Meaning, open information through ICT access increases the level of Good Governance.

To capitalize on this correlation, the Good Governance Unit has established relations with the E-Governance and Digitalization Unit. One of the E-Governance and Digitalization strate gic themes is Good Governance. They aimed to achieve this by “fostering open, inclusive, and transparent institutions to build trust in government structures and digital solutions by promoting e-participation, strengthening e-governance, and releasing public data sets for multiple purposes”.

This partnership's outcome is expected to benefit both units, the gov ernment and the citizen of Belize. The Good Governance Unit aims to assist the E-Governance and Digitalization Unit in the following areas:

• Promote e-Participation and Citizen Dialogue Platforms

• Champion Open Data Initiatives

• Improve Data Governance

• Foster and Develop Open Governance Platforms

The Good Governance Unit understands that e-governance is a major instrument for achieving good governance because it provides frameworks and mechanisms that amplify its principles. By working with the E-gover nance and Digitalization Unit, the Good Governance Unit will also be able to implement initiatives that are aimed towards transforming the public service for more efficiency, transparency and public participation.

The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is for a suitable qualified fulltime PROJECT STAFF- ADMINISTRATIVE ASSISTANT as part of the Project Implementation Unit of the CRESAP within the Belize Social Investment Fund. INVITATION TO BID

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of Finance, Economic Development and Investment (MFEDI), through the Second Road Safety Unit, now wishes to invite sealed bids from eligible bidders for the Supply of Road Safety Equipment.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organized in, and have their principal place of business in an eligible country and are either:

a.) more than 50% beneficially owned by citizen or citizens and/or bona fide resident or residents of an eligible country or by a body corporate or bodies corporate meeting these requirements; or

b.) owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006). Eligible countries are Member Countries of CDB.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted.Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Document. John Dennis Johnson, Jr., 81, rode off into the sunset on his fa vorite horse on Thursday, Septem ber 29, 2022 surrounded by his four sons and family members. Affec tionally, known as Johnny, he was born on November 6, 1940 at St. Mary’s Hospital in Port Arthur, Tex as to John Dennis, Sr. and Reberta Johnson. He married Netty Ines Gal vez on November 20, 1965 in Belize City, Belize

Johnny was born with Tetralogy of Fallot at a time when there was no corrective surgery but beat the odds and lived a long and adven turous life. He was a rancher and farmer, but his passion was his love of horses and family. His adventur ous spirit took him to Belize, where he met the love of his life and to gether, they raised four sons. He had a Texas slang, was welcoming and warm and could make anyone laugh with his sense of humor. In later years, he moved back to his be loved Texas, spending time with his grandchildren and great-grandchil dren in Beaumont, College Station, and Montgomery.

Johnny is preceded in death by his parents, and his wife. He is survived by his sister, Janice Rees of Austin, Texas. Four sons and daughters in law: Dennis and Virginia Johnson of Montgomery, Texas; Ben and Amber Johnson of Beaumont, Texas; Jimmy and Karina Johnson of College Station, Texas; and Lee Johnson of Athens, Ala bama. Sixteen grandchildren: Ryan Johnson, Kelsey Johnson, Abigayle Johnson, Victoria Johnson, James Johnson, Isabella Johnson, Daryl Johnson, Olivia Johnson, Reagan Johnson, Chilam Johnson, Austin Johnson, Zachary Johnson, Leah Osborne, Georgia Osborne, Bella Osborne and Zandelee Johnson. Two great-grandchildren: Allie John son and Tayah Johnson. Numerous cousins, nephews, nieces, other rel atives and friends.

The main beneficiaries of the Project are: (a) the Government, which will have more revenues to implement its public policies; (b) taxpayers, who will have more support and a digital environment to fulfil their tax obligations; and (c) the population, from the government policies implemented. The Ministry intends to apply a part of the proceeds towards payments for the services of Project Support Officer.

The objective of the position is to provide the necessary strategic, governance, organizational and administrative leadership for the Project, ensuring the effective allocation of resources, providing the financial and technical direction of the Project towards the attainment of the goals and targets, leading the physical and financial progress reporting, and serving as the main focal point of the Project with the BTS, the MoF and other public and private institutions.

The Project Coordinator is responsible for leading and guiding all matters pertaining to the effective, efficient and transparent implementation of the Project BLL1031, through the technical, administrative and financial management of the PEU, in accordance with the procedures and stipulations contained in the Program Operational Manual (POM) and in compliance with the Loan Contract.

The main responsibilities of the Project Coordinator include, among others:

a.Implementing the intra- and inter-institutional coordination mechanisms with the BTS, the MOF and other public and private organizations related to and/or beneficiaries of the Project

b.Promoting and disseminating the Project among beneficiaries, public entities, and other stakeholders.

d.Monitoring the activities of the Project in compliance with its global strategic objectives and those of its individual technical components, as well as the targets established in the Project.

e.Implementing the Programs’ risk management mechanisms on the basis of the IDB tool Risk Management in Projects with Sovereign Guarantee (RMP), taking into consideration the assessment and evolution of the risk factors, the factors of probability and impact, and risk mitigation measures.

f.Guiding the preparation, the periodic physical and financial progress reports to be submitted to BTS, MoF, MED, and the Bank.

Qualification and Experience requirements:

Education: Bachelor’s Degree in Economics, Business Administration, Business Management, Project Management or related fields. Certification in Project Management or a master’s degree in a related field would be an asset. Participation in relevant courses/trainings in procurement, project management, time management, leadership, Microsoft Projects, or similar, would also be considered an asset.

General Experience: A minimum of five (5) years general working experience.

Specific Experience: A minimum of three (3) years of experience working in project management including administration, monitoring, control and evaluation. Previous work with investments projects funded by international development agencies is a plus.

Skills: The following skills are highly desirable:

The BELTRAIDE is seeking the services of a dynamic and proactive individual to ll the post of Export Business Advisor at its EXPORTBelize Unit. The incumbent will actively participate in export development and trade promotion programs that will assist Belize’s export sector to increase, diversify and consolidate their exports, as well as increase their competiveness and sustainability.

ESSENTIAL DUTIES & RESPONSIBILITIES:

• Proactively explore the local market for potential Belizean export industries or products (goods and services) with export potential and interest to meet demands of the international market;

• Compile sector and market research and prepare and maintain market pro les and other fact sheet to promote to targeted export markets;

• Identify trading opportunities in foreign markets for Belizean exports (including those provided under the trade agreements);

• Engage Belize mission abroad to assist in accessing emerging markets by providing market/sector information and intelligence that can guide promotion efforts;

• Facilitate linkages, match-making opportunities and negotiations between Belizean exporters and international buyers;

• Conduct, coordinate and participate in seminars, awareness programs, missions, forums and exhibition to support and promote Belize’s Export sector;

Researchers collaborate to protect coastal communities from climate change

A NSF-funded project will focus on three sites-Miami, Belize, and the U.S. Virgin Islands-using nature-based solu tions such as coral reef and mangrove restoration in combination with engineer ing practices to mitigate sea level rise, storm surge, and flooding.

The damage was visible all the way from space—254 miles above the Earth.

That’s where NASA astronaut Robert Hines, onboard the International Space Station, snapped then tweeted a photo of the shoreline erosion Hurricane Ian had inflicted on Florida’s southwest coast. All the water dumped on the region had begun to seep into the Gulf of Mexico, carrying with it massive amounts of soil.

Those environmental scars serve as a stark reminder of the risks coastal com munities face from storm surges, floods, and sea level rise—all of which, some scientists believe, are worsening with cli mate change.

Now, a team of experts from the Uni versity of Miami and elsewhere is part nering on a $20 million National Science Foundation (NSF)-funded project that combines coral reef and mangrove resto ration initiatives with infrastructure such as seawalls and artificial reef structures to better protect coastal communities from the impacts of a changing climate.

“Coastal zones provide vital services to local communities. But unfortunately,

they are vulnerable to the consequenc es of climate,” said Landolf Rhode-Bar barigos, assistant professor of civil and architectural engineering, who is the lead investigator of the University of Miami’s component of the project, which is called Reducing Climate Risks with Equitable Nature-based Solutions: Engaging Communities on Reef-Lined Coasts. “Safeguarding and rehabili tating our coral reefs and mangroves will mitigate those threats while at the same time support local economies,” he said.

Researchers will focus their efforts on coastal areas in Miami, Belize, and the U.S. Virgin Islands, implementing and ramping up ecosystem restoration projects in those areas and helping res idents to better understand how coral reefs and mangroves help protect their communities.

“The three sites differ not only in their ecosystems but also in their built environments and social demographics,” Rhode-Barbarigos explained. “We’ll an alyze different interventions and figure out what works and what doesn’t work in those areas to achieve better resil ience.”

Pilot projects that merge na ture-based solutions with engineering components will be initiated, with test ing of some interventions being conduct ed inside the 75-foot-long wind-wave tank at the Rosenstiel School of Marine, Atmospheric, and Earth Science.

als and mangroves. “We’ll test innova tive, sustainable concretes, as well as concretes that have been deliberately carbonated to lower system pH levels,” Suraneni said.

Nikki Traylor-Knowles—a cell biolo gist and assistant professor of marine biology and ecology at the Rosenstiel School, who studies the evolution of immunity, wound healing, and regen eration—will examine how the immune system of corals used in restoration activities is affected by climate change. And as director of a nonprofit called BWEEMS (Black Women in Ecology, Evolution, and Marine Science), she hopes to incorporate opportunities for student learning into the project.

Rafael Araujo, a senior research associate in the Department of Marine Biology and Ecology at the Rosenstiel School, plans to use existing mangrove conservation strategies to develop a systematic and quantitative approach to evaluate elements that shape risk, vulnerability, and resilience in coastal communities.

“We know that vegetated coastal communities not only play an important role in protecting the coast against cata strophic events such as hurricanes, but they are also powerful agents for trap ping atmospheric carbon,” Araujo said.

“Our hope is that this project will help reduce the risks imposed by our chang ing climate, and our vision is to empow er coastal communities to be a part of that process.”

Taiwan injects momentum into the global transition to net-zero emissions

The world has embarked on the tran sition to net-zero emissions. The innovative approaches to international cooperation high lighted in the Paris Agreement—which calls for wide cooperation by all countries to meet global reduction targets—are gradually taking shape. Taiwan is willing and able to cooperate with international partners to jointly achieve net-zero transition, mobilize global climate ac tion, and ensure a sustainable environment for future generations.

As the world’s 21st-largest economy, Tai wan has an important influence on econom ic prosperity and stability in the Indo-Pacific region. In particular, Taiwan’s semiconductor industry occupies a pivotal position in inter national supply chains. The industry actively cuts the use of energy resources in its pro duction processes by developing new technol ogies and new models. Through ever-evolving semiconductor innovations, it has developed numerous smart applications of electronic de vices and promoted global energy conserva tion. Taiwan is carrying out substantial climate actions and vigorously advancing energy tran sition. As of May 2022, cumulative installed renewable energy capacity had reached 12.3 GW, a significant 60 percent increase from

2016. From 2005 to 2020, Taiwan’s GDP grew by 79 percent. Over the same period, green house gas emission intensity fell by 45 percent, demonstrating that economic growth has been decoupled from greenhouse gas emissions.

On Earth Day of April 22, 2021, Presi dent Tsai Ing-wen announced Taiwan’s goal of net-zero emissions by 2050. In March 2022, the Executive Yuan published Taiwan’s Pathway to Net-Zero Emissions in 2050. The roadmap outlines four major transition strategies in ener gy, industry, lifestyles, and society. Resting on the twin governance foundations of technology research and development (R&D) and climate legislation, the strategies are supplemented by 12 key substrategies. These are wind and so lar power; hydrogen; innovative energy; power systems and energy storage; energy conserva tion and efficiency; carbon capture, utilization, and storage; carbon-free and electric vehicles; resource recycling and zero waste; natural car bon sinks; green lifestyles; green finance; and just transition. By integrating intragovernmen tal resources, Taiwan will develop a step-bystep action plan to reach its targets.

In building the foundations of technology R&D needed to achieve net-zero transition, Taiwan will focus on five areas: sustainable

energy, low carbon, circularity, carbon neg ativity, and social science. The Greenhouse Gas Reduction and Management Act is being amended and will be renamed the Climate Change Response Act. The amendments will make net-zero emissions by 2050 a long-term national reduction target, improve the effec tiveness of climate governance, add a chapter on climate change adaptation, strengthen in formation disclosure and public participation, and introduce a carbon pricing mechanism. The act will provide economic incentives for emissions reduction, guide low-carbon and green growth, and contribute to completing the foundations of national climate legislation and governance. Taiwan’s long-term vision for 2050 is to make the transition to net-zero emissions the new driving force of national development. By creating competitive, circu lar, sustainable, resilient, and secure transition strategies and governance foundations, Tai wan will stimulate economic growth, encour age private investment, create green jobs, promote energy independence, and improve social well-being.
