Vintage UDP and the NEMO’s Minister Edmond Castro collectively took 8 years to consummate a secret deal that resulted in leaving Belize City without a firestation. The UDP in a release hails this as a success. How can this be? The city has no other venue to headquarter the Fire Department. That is the UDP’s early Christmas gift to the city residents. Castro and the UDP were not satisfied with leav-

ing Belize without a transport system. They had to hire an unqualified fire chief to then leave him without headquarters. Must be all that Carbon Monoxide inhalation. Vintage UDP, they found sanctuary in a Bank that would allow the UDP a Miller/Bradley deal—UDP deals done on the eve of getting kicked out of office. This is only the tip of the UDP’s cold heartless 13 year rape of Belize’s resources and assets. Below is a non-exhaustive list of scandalous policy and habit which the UDP were so guilty of these past 13 years. Let us just list as giving details now is a history book of infamy: • Allowing American retiree to be duped and benefitting • Land Compensations to Vegas, Pitts, and others that will have to be unearthed during audits of the Lands Department. First the PUP will wait for it to cool down cause it is scorching hot. • Roads done on the Cheap; For example, the Coastal road is only built for 60 mile per hour traffic. Check their specifications on their project introduction…it is called Low Design Speed. • Kickbacks here and there… We cannot wait for the audits. • Last Minute contracts to Contractor General, Election and Boundaries Chair and others. • Multi Year rental Agreements: Barrow and William’s renting to Ministry of National Security, Keystone to International Merchant Marine Registry of Belize(IMMARBE structured under the Ministry of Finance) Elections are here. The PUP will find out the details of this secret deal and many many others. This may be what Faber meant. He, Faber, seems to like the deal since he is not exposing it. Faber is a real UDP—part and parcel of this firesale.
FABER:
UDP LEADER FOR A MONTH It has taken the UDP 88 days to swear in Jason Faber as their leader after a much maligned leadership convention. In said convention, he beat a battered opponent by nine votes…that is the difference of the UDPs that did not vote for Faber. Now that the UDP is set to get castigated into the doldrums of Belizean history, the UDP will be given to him, worthless. So, Faber has finally qualified. With a secret tablet deal that abused our most vulnerable and our Education system, Faber scraped a 69 pass to the initiation to qualify las leader albeit for one month. The UDP was not satisfied with him looking on and doing his own secret stuff with Coc and the Sports Council. They wanted something that was darn facey and anti-children. So Voila! He give them cheap tablets and leaves a big question as to ‘where is the change’? Even Saldivar with all his international grievances was sworn in as leader immediately at the end of the February UDP convention to elect the champion of corruption and incompetence. Maybe he was the true champion. Faber is more secretive than that. Do you know the real story behind Faber’s vehicle that somehow ended up in the Caribbean Sea? It took the United Democratic Party 88 days to swear in Jason Faber. They truly are incompetent and slow to act. Champions of inaction are the UDP. Their signature act of slothness is the time it is taking to call the election after their third recession. They need to fleece Belize up to the bitter end when the constitution would by default kick them out on November 15. Enjoy you month Jason. And we recommend you start looking for a job. You millions will not last too long.
During this UDP’s failed three recession administration, the Standing Orders at the people’s House of Representative became the Shut Up orders to the members of the People’s United Party. The last and extremely biased Speaker of the House Laura Tucker-Longsworth was chronically obsequious to the Prime Minister who could be seen and heard cueing her during live House sessions. All sense of dignity was a lost sentiment to this sorry excuse for a supposed-to-be impartial speaker of the House. Tucker-Longsworth could be heard grimacing into her microphone whenever the members of the Opposition said something she would rather shush. She is a very, very unprofessional UDP. A gigantic problem is that any comment on the corrupt and incompetent 2008-2020 UDP was really and inexorably a direct accusation of some issue smeared with nepotism, cronyism, illegalities, and at the very least dishonourable. So she, the Speaker, had to attempt to hide ALL of the Opposition’s comments especially at adjournment and much more during the UDP’s lame duck period. Laura Tucker’s most used line was ‘Member hasn’t that issue been debated?” This became most acute when Cordel questioned, the Julius accused and Kareem directly attacked the nepotism in the UDP especially by Prime Minister Barrow in the instances of BTL litigation, BTL embedded with his eyes and ears and most egregious the Brad’s Boledo contract. Little had the PM imagined the possibility of being disrobed in front of the nation. As with the FTC and Sanctuary Bay, he wished that he could close his eyes and the St. Lucia Good Lee would regress into the secrecy Faber feigned at not being familiar with. Will Faber pick up his mentors habit of not knowing about anything when asked? Can we all remember, “No Sanctuary Bay was ever discussed at any Cabinet meeting I chaired, and I chair every single one of them.” Change ‘Sanctuary Bay’ with Penner and Kim, Castro’s cheques, Saldivar’s Tranches, Faber’s Tablets, Heredia’s Passports, Montero’s Infrastructure Contracts, Tracy’s Transfer Cheats, Boot’s Rentals, Pablo’s Pharmas, Vega’s Compensation, Patt’s International Deals, Campos Free For All, and Erwin’s
Business just for fun. If any was missed, our apologies....Heredia, Finnegan, Omar and Elrington.... So we can feel the plight of the Speaker. At least she only shut up the Opposition since only the UDP could use names. The PUP was barred from naming anyone. At least this speaker did not send for the security forces to forcibly remove the duly elected members. The past speaker opted to become a Senator after he ruled to move PUP representative Julius Espat from the House. In effect, Peyrefitte confessed to being inept at controlling the House. He like Tucker was also getting cues from the Prime Minister. One of Laura Tucker’s last acts was to not reinvite Bro Fem to lead the Sitting with a prayer. Fem dared to interfere in matters in a Bill he personally was glad was being shelved. Just after Fem included his opinion in the prayer, Tucker-Longsworth qualified it as comedy. Obviously, she was being sarcastic and was seething at Fem’s prayer. Fem’s was history in the House. Laura’s dreadful history in the House has also been recorded in all of social media. Belizeans will be happy to know she has sat her last Sitting. Hmmm!! Se Fue!!

he final, in an almost endless round of adieus have been given. At long last, the House will soon be dissolved and we will go to the polls. We are sure that many will miss the perks and extravagant lifestyles they enjoy. Belizeans though, will shed not one tear to see many gone and gone for good. In particular they will not miss the self-proclaimed first lady of Belize. As a Commonwealth Nation, the Head of State is Her Majesty Queen Elizabeth. Her representative is the Governor General of Belize and the First Lady is then Lady Norma Young, his wife. In England, the wife of the Prime Minister can never be referred to as the First Lady, it is considered rude and a breach of protocol. Similarly in Belize Mrs. Barrow is the Special Envoy for Women and Children, when she cares to remember, and the wife of the Prime Minister. Mrs. Barrow has tried to parlay her rise in Belizean High Society at different times into a budding career as a model, a world renowned jetsetter and even feigns as a philanthropist. She has done none of this for the benefit of our women and children nor has she done any of it for the love of Belize. Perhaps the most important detail is that Belizeans have paid the hefty price tag on the superficial aspirations of one hell-bent on climbing the international social ladder. It is said “The Devil Wears Prada,” but on occasion she also fancies Hermès scarfs, Birkin bags, Cartier watches, diamond rings and those coveted red bottom shoes. She dipped into the BTB coffers to pay 100k for a spread in Harper’s Bazaar, a publication that targets the Middle East, and publishes only 10,000 copies. It cost Belizean tax payers, and especially those involved in the now hard hit tourism industry, a very pretty penny. The wife of the Prime Minister also spent thousands on a fund raising trip to Dubai. We were told a trust was set up to receive those funds, we were given no details as to how much monies that extravagant visit cost nor the amount of donations received into the trust. It has been an exercise in futility to call out publicly for an audit and public disclosure of the financials of those philanthropic organizations Mrs. Barrow directs or is affiliated with. These organizations are the Lifeline Foundation, the Inspiration Centre and the Pediatric and Neonatal Intensive Care wings at the Karl Heusner Memorial Hospital and the funds raised were done so by claiming the beneficiaries of those funds would be Belizean women and children. Mrs. Barrow was also involved in the organization of two, twenty thousand women strong rallies each costing the tax payers of this nation close to six hundred thousand dollars. This does not take into account the cost of the wasted working hours of the public officers forced to attend the frivolous affair. Mrs. Barrow in her last farewell to the nation seemed to channel Evita Peron, but unlike Argentina… Belize will not cry for Kim. The Birkin bags she collects on average cost about 250k. Assuming, he did not spend one red cent, it would take a Belizean peasant working for minimum wage just over thirty two years to earn the money that one handbag costs. The 600k used to bolster the shallow needs of a super inflamed ego could feed many hungry families in need. Kim has always been for Kim, never for the most vulnerable women and children she has pretended to care for and in whose name she raised millions. Almost thirteen years later, the lives and living conditions of Belizean children in particular are worse, not better. Women are murdered and many have disappeared without a trace, yet the Special Envoy did not raise her voice or use her considerable influence to speak for those who have no voice. Instead she continued to raise money using the inhumane living conditions, the violence and poverty her own husband’s administration forced them to endure. This is the bitter end, and in response to the farewell we respond…Bye Felicia!

¡Chau, Chau Felicia!
L
¡chao, Felicia, chao!

THE BELIZE TIMES 2020 DEAN’S IMAGINARY TWO-SIDED MACHETE The United Democratic Party’s last House Meeting(September 25) was a reminder of their flight from the electorate in February of 2008 when the Belizean people truly thought that Barrow meant to use his two-sided machete. His 2008 party had succeeded in fooling enough Belizeans that their UDP were tantamount to transparency and accountability gods. Yet, nothing was further from the truth…they were the transparency and accountability devils. Now, teachers, farmers, clerks, doctors, grocers, construction workers, policemen, BDF, utility workers, fishermen, delivery, drivers, pilots, students, housewives, pensioners, unemployed, general workers, peasants, lawyers, business people and some UDP’s easily diagnose the PM with psuedologia fantastica. The Dean Barrow lead UDP lied in all the possible forms. The UDP meant none of their Manifestos mumbo jumbo; it is possible, they never did read it themselves. Their imaginative promises of the Best is now left for the People’s United Party to fill for Belize. That is one government contract John Briceño and the PUP will have no problem in working to fill. Belizeans along with the PUP will all win. So when Dean Barrow unexpect-
edly and disrespectfully interrupted the Hon. Requena who was just uttering his first words at adjournment stating that he was leaving, Belize saw a man that never did care for them. Belize saw a man that took Belize for a ride while breaking constitutional law and the substantive laws to the tune of 1.5 BILLION which included a 100million ‘ooops slippage’. The Double-sided machete was probably guilty for paving the way for the Imer’s infrastructure slush and guilty or for clearing the way for Pharma Raccoon, Rental Commander, Freezone Angel, Vandal Vega, Tablet Faber, Poster Boy of Corruption, Incompetent Heredia, Roundabout Monetero, Monoxide Castro, Hot Bev of Corruption,

Omar Who, Strikeout Contreras, Voter Transfer and Reg Cheater Panton, and Unwanted Papa Mason. This set will live in infamy and History will castigate them over and over. Let’s close off with the last of Barrow’s lies. He somehow got Patt to believe that he was Deputy Prime Minister. At least he gave Patt ONE
05 5 job...Patt had to READ the motion for adjournment since his leader symbolically and literally walked out on the Belizean people. 2.0 Patt didn’t even know how to adjourn the House meeting by heart. PlanBelize Rural Living, Housing, Infrastructure, and Transport Rollout
Party Leader John Briceño’s Address September 30, 2020
Poverty remains the single biggest obstacle to development in Belize. Under the UDP, 50 percent of our families live in poverty, too many from rural communities. This is because the UDP failed to value the potential of our people not only in our cities and towns, but also in rural communities. We will change this; the PUP will lead a sustained strategy to improve in the quality of life for all Belizeans including those in our low-income rural population, while at the same time seeking to assure an effective and sustained contribution of the rural population to our national economic development. We will do this by ensuring that central government focuses on the kinds of development programs that will not only benefit our urban centers, but our rural communities as well so that our people who live in the countryside, will be able to live decent, dignified lives. For us, specific rural areas will require special intervention in areas like improved governance, education, healthcare, agriculture and food production, roads, housing, and others To make this happen we will • Undertake village infrastructure programs to improve streets, bridges, culverts and garbage collection in rural communities • Carry out a drainage program in low-lying communities to mitigate the effects of flooding associated with climate change, reduce the incidence of water
borne diseases such as malaria and dengue • Construct new hurricane shelters • Upgrade and improve maintenance of all public buildings and land spaces Our children in rural communities will see the standard in education improve and parents will benefit from our initiative that will invest three million dollars in a rural education grant fund. A PUP-led government plans to invest in infrastructure, housing, and transport but with a real people-centered agenda and in accordance with our planned national priorities. The goal is to help all Belizean communities move forward toward a productive and sustainable future. Yes, our strategic agenda is ambitious, and it will focus on what we can do in the short, medium and the long term. It will engage everyone because it will require excellent collaboration and partnerships among central government, the private sector and suppliers, local governments at the municipal and village levels, and non-governmental and community-based organizations. Our policy will create a huge demand for small contractors, skilled persons and local labourers, since most of the proposed constructions or works would be labor-intensive, meaning that approximately 50 percent of the total cost will accrue to wages. Our Government will work closely with domestic financing institutions, friendly countries and the international financing institutions to secure the resources for investment. My friends, we are confident that we have good plans, we will manage our resources – all our resources in an effective and transparent manner, and we will be accountable to you and our donors. This we must and will do! In so doing, we will have a greater impact on urban and rural families, because the policy will create jobs, improve the lives of our people and in so doing will help us reach our goal to reduce poverty by a half in 10 years. Our infrastructure, housing and transport agenda will be driven by the needs of local communities and groups and will require excellent collaboration and partnerships among central government, the private sector and suppliers, local governments at the municipal and village levels, and non-governmental and community-based organizations. As a nation we are weaker today than we were 12 years ago but we can and will change this together. Together we can fix our infrastructure, find new opportunities for development, reduce poverty and bring development to all for this is how we build a Belize that works for everyone. This is our promise because Everybody fu win! Let’s beat the corona virus together by practicing the safety measures, remember to wash your hands often, practice physical distancing, and wear a mask in public. And don’t forget to VOTE. Thanks, God bless and join us this Sunday October 4 as we celebrate our virtual 70th Anniversary Party Council which will be a special event.

SUPERMAN ACCUSED OF ASSAULT
By Gilroy Usher, Sr. 7 News Belize Monday September 28th, 2020: “UDP’s Phillip Willoughby is being pressured by a Port Loyola voter. Virginio Roaches is accusing the veteran politician of acting in a thuggish manner last week Friday. He is alleging that Willoughby almost pushed him off a bicycle which he was riding on while carrying a full tank of butane. Willoughby says he did approach
Roches to have a discussion about a previous exchange they’d had less than a month ago. He claims that while he was campaigning on JR Street in the Jane Usher Boulevard area, Roches insulted and disrespected him for an extended period of time. Roches insists the assault happened and that he has reported the incident to police with the intent to press charges. He outlined his accusation to us about how it allegedly went down last Friday: Virginio Roaches - Accusing Phillip Willoughby
“I was coming down Jane Usher Boulevard with my LPG tank full of gas. And I saw Mr. Willoughby jump out of his vehicle, pushed me in my side, while I was in the process of riding. [I] almost fell off my bicycle. I continued riding. I didn’t pay him any mind. I just continued riding. Reporter

“Did he say anything? Virginio Roaches “All that he said [was] Roaches, I don’t want you to be disrespecting me, you know. I didn’t say anything. “I just continued riding, and when I reached home, I called the police, and I put it in the police’s hands. Because I call the radio station, and I make the people of Port Loyola know, Mr. Willoughby is in the area for the past 2 years, and he has done nothing for the Port. And I called the radio station, and now you will tell me that I disrespected you for that. “I have made a complaint to the Raccoon Street Police Station, and we will see what is the outcome of this investigation. Reporter “Are we certain that you aren’t here to try to attack his credibility? Are you any sort of PUP operative? Virginio Roaches “I am not trying to do so. That’s why I told Mr. Willoughby, if you said that I am disrespecting you, you can just easily go to the police station and make a report saying that I am disrespecting you. You have not done so. You rather go through violence. I have the right to vote for who I want. I have the right to freedom of speech. Politicians of the ruling UDP attacking voters for criticizing them on the air is nothing new. A few months before the 1998 general elections UDP Ministers Eduardo Juan and Salvador Fernandez both stormed into a radio station in San Ignacio and put a beating on broadcaster Ramon Vasquez, for pointing their wanton neglect of their constituencies on a daily basis. Also leading up to the 1998 Jessy Young was assaulted by then UDP Minister of State Samuel Rhaburn. In an encounter in the village of Bermudian Landing Young claimed that the Minister of State Rhaburn punched her for pointing out his total failure to address the needs of his people as the UDP Representative for Belize North. All three politicians lost their seats in the 98 elections. More recently the Barrow administration barred 5 News Belize from covering it press conference for more than a month, because they thought the news organization was too critical of their policies. Finally for more than a year so called “government-owned B.T.L. has banned all advertisement from Plus TV, 5 News Belize, and Amandala newspaper for being too critical of the administration. When Willoughby assaulted Nolberto Roaches on September 25th, 2020 for pointing out his terrible neglect of the Port Loyola division for the past two years, he was only following the precedent of ruling UDP politicians before him who attacked individuals and news organizations, who expose their neglect of the people they should represent. The Constitution of Belize guarantees all Belizeans the right of Freedom of Speech. Any politician, who seeks to deny an individual or news organization that right should be rejected.

GDP is important because it gives information about the size of the economy and how an economy is performing. The growth rate of real GDP is often used as an indicator of the general health of the economy. In broad terms, an increase in real GDP is interpreted as a sign that the economy is doing well. If GDP is slowing down, or is negative, it can lead to fears of a recession which means layoffs and unemployment and declining business revenues and consumer spending. Throughout the history of the UDP governments the economy slows down. In addition, the economy had a significant slowing down from 2015 to 2019 under the Barrow administration with an average annual growth of 1.08% which is the lowest in the last 30 years. When the economy is healthy, there is usually low unemployment and wage increases, as businesses demand labour to meet the growing economy. The graph above shows that Belize’s economy has best performance under the People’s United Party generating more jobs and decreasing poverty. If GDP is slowing down, or is negative, it can lead to fears of a recession which means layoffs and unemployment and declining business revenues and consumer spending. Throughout the history of the UDP governments; unemployment and poverty is high. The economy even got worse from 2015 to 2019 with an average annual growth of 1.08% which is the lowest in the last 30 years. RURAL LIVING Poverty remains the single biggest obstacle to development in Belize. Under the UDP 50% of the population lives in poverty, mostly in rural communities. The UDP’s failure to value the potential of rural Belizeans is one of their biggest failures. VIDA RURAL

Dear Editor, Is there a law against murdering a country? Barrow Killed Belize by destroying her economy, then, Blamed the Corona-
virus In February 2008, the Barrow stampede was voted into government as the PUP largely lost the election… voters since then know that well. The economy was trending up as it had been for ten straight years but still. The economy was set to be an example that could in a generation be compared with best of global economic stories. Agro industry, Tourism, Call Center Industry and entrepreneurship was on the upswing. Small mistakes were presented with lies and riots and calls for civil disobedience by a Barrow whose lies began even from then. So when today Barrow and his

Dear Editor, I love to use Google… I am sure I am one of their top users. So when I saw that Shyne was a Grammy winner with number one hits. I quickly Googled. After a search of multiple words and nothing…. The best I can see is that he was associated with some people who themselves were nominated. Billboard number one song..this is in Shyne’s dreams. What I found is he peaked at 4 which is good but is marred by him saying he was number one. Also, I has heard about Shyne being deported and was actually giving him a pass on it. But I read many a disturbing thing. Google give you ev-
that the specification for that specific model of tablet is somewhat under powered and questionable for student’s needs. Another unknown, when will students receive those tablets considering school is starting next week and many students still do not have access to devices to participate in class. In the event that student are actually provided devices, what happens to those students who do not have internet access? Will they be provided with some means to connect to their classes with these devices? Considering the magnitude of devices purchased, what sort of guarantee will be provided students and teachers that government are challenged by the truth there should be no surprise. Barrow’s little legacy will forever be tainted by the fact that he was found guilty of unconstitutionally and thus illegally spending 1.5 billion dollars. In January of 2020, the Chief Justice of the Supreme Court read a judgement that in essence called out the Prime Minister for the multiple fix jobs he used the House to legalize spending after he spent the money. When will we the peasants be able to do that? Never, the bank will first take our house. I hope the PUP clarifies as this and gets back our money from Vega and Pitts. Very Informed Voter
erything. I will like to end this essay right here. I ask you…if you will vote in Mesopotamia and are still considering Shyne please Google as many words as possible. December 1999 is important to Belize… and a month Shyne would like to forget. His little stints with viral videos in Belize make it clear that he is still lots of his old self. Be well informed when you go vote. Read also with the young lady, Pitts has to say. She, for me, if way ahead in terms of what Belize needs. Shyne is No Finnegan He is Worse
these will serve the intended purpose to educate students? Students deserve the very best, especially when it comes to education and even more as a result of the covid19 pandemic. So it leaves one to wonder. Why was a tablet chosen over a laptop and who are behind the scenes making these decisions? Did teachers or students get an opportunity to use these tablets in a pilot project? Teachers and students should be factored in at all levels as especially considering the diverse situation students as well as teachers find
2020 themselves in making it to class regardless if it virtually or physically present. Therefore the least that is expected from the Ministry of Education is to provide value for money considering it public coffers footing the bill. Finally, it was only a couple years ago that tablets were given to UB students, will these tablets suffer the same fate as those tablets and ultimately end up short of expectation? Thanks Editor Our Children Matter the Most

THINK ABOUT IT
ELECTION IS 4TH OR 11TH NOVEMBER The end of the UDP will take place the 4th or 11th of November, 2020. Thirteen years of the worst Prime Minister and the worst government is four weeks away. Let every UDP of conscience help in bringing down Mr. Barrow and his crew of corrupters. Let every PUP, every single one start to work double hard to free Belize of these shameful, thriving, corrupt Ministers of government. Our country cannot take five more years of the ruination that has fallen over the good, decent people of Belize. TALKING BOUT CROOKEDNESS The worthless government of Dean Barrow, Patrick Faber, Saldivar, Castro, Boots, Heredia, Panton and the others have rushed ahead with works on a one hundred eighty million dollars for the Caracol Road. While 32,000 poor, unfortunate Belizeans are desperately waiting on the little one hundred dollars of covid assistance. The 32 miles of the Coastal Road or Manatee Road between Belize District and Mile 5 on the Stann Creek Hummingbird Highway is also being rushed in order to thief from this overpriced one hundred million dollars project. The UDP announced last week they will name the road after Manuel Esquivel. Esquivel did nothing to bring about this important road that can help uplift Dangriga, and the rest of southern Belize. It was Hubert Elrington who almost single-handedly pushed through this vital artery. Two previous terms of the UDP under Esquivel and now 13 long, painful years of Dean Barrow did nothing for Griga and the south. Now, to hustle, a huge loan of one hundred million dollars is being squandered four weeks before the UDP are kicked out. Thieves. Then listen to this, Dean Barrow, the worst of them all squandered thirty three million dollars for only five miles of road from the airport to Mile 8 on the Western Highway. What name, pray tell? “The Road to Corruption”. RE-DISTRICTING The Constitution of Belize, the highest and the supreme law of our nation states at Section 89(1) that “For the purposes of the election of members of the House of Representatives, Belize SHALL be divided into THIRTY ONE electoral divisions…” Section 90 (1) states that the “Elections and Boundaries Commission SHALL after considering the distribution of the population throughout Belize, make proposals from time to time for dividing Belize into electoral divisions in such a way that :each electoral division SHALL have as nearly as may be, an equal number of persons eligible to vote. the total number of electoral divisions SHALL be not less than twenty-eight.” Section 90 (2) is also of importance. It states “in fixing the boundaries of electoral divisions the Commission SHALL have regard to the transport and other facilities of the division, and to its physical features.” Let us pause to offer a little education and some food for thought. No Judge, no Court, no “expert” can change our electoral divisions. Only the Elections and Boundaries Commission has that authority. To do so they cannot act in isolation they must consult the people of Belize. Whatever the Commission agrees on must be put in a proposal to the elected area representatives in the National Assembly, and it must be made and go through the process of the manner of a law. See or Google Section 90 (3). And let us emphasize this. Any attempt to INCREASE the number of electoral divisions
21
above 31, SHALL be made as a proposal from the Election and Boundaries Commission to the National Assembly who MAY pass a law to give effect to the proposals “with such amendments and modifications as may be seen appropriate to the National Assembly”. See Section 91 (4). Now this. It is alarming to hear that an “expert” will offer his views to the Supreme Court for the Belize Peace Movement—BPM applied to have the electoral boundaries reviewed. The expert has gone so far as to propose to the court the redrawing of the existing electoral division. The BPM had a straight forward application to the Supreme Court. It calls for a declaration that the Commission should be told to look at the electoral division in the light of Section 90(1) a and b and 90(2). The Supreme Court has the authority to make such a declaration. The Supreme Court has no authority to grant an injunction to pause, halt, delay or postpone the pending general elections, not on the issue that the Commission should deal with, redistricting. The BPM should apply for such an injunction, so they can get the sense. They are poorly advised and they are being a bit naïve. It is possible their good intention has been hijacked. Because of space constraints let us jump straight to the whole reason for scribbling this column. Look at Section 90(2) above. Is the transport and other facilities in Stann Creek or Toledo similar to Fort George, Queen Square, Pickstock, Mesop or Belize City? Are the physical features similar? You all need to carefully read the Constitution and seek advice. And I do appreciate you are opening Pandora’s box against the Creoles. We Creoles have ten electoral divisions in Belize City. You really want to reduce the last remaining opportunity to drag the grand children of slaves out of their poverty and lack of opportunities? You want to redistrict them down to four or five divisions? With ten divisions the people of Belize City have gotten worse. They have no future under Barrow, Faber, Finnegan, and Boots. For the past twelve years their lives have gotten worse. And let the record reflect that Johnny Briceño, the next Prime Minister, if God is willing, supports redistricting, but under 90(2) and all the relevant requirements of the Constitution and common sense. EXCITING The presentation by Johnny Briceno, Julius Espat and Oscar Requena on transport, possible train links from Corozal/Orange Walk through Cayo to down south is exciting and very important. It incorporates the Gladden plan. It means meaningful development, lots of jobs and new development. It is a vision. And the new housing proposals just serves to highlight what a lousy, shameful lack of housing opportunities the UDP did to Belizeans. The UDP will lose bad in the November elections. EMERSON BANNER The UDP is doing a great injustice to Emerson Banner. Son of Lemonal Village and graduate of St. Michael’s College, Emerson is a qualified lawyer, graduate of the Law University of Norman Manley Law School. He was a former public officer and a prosecutor. He has over thirty years of service in the justice system. He is a Magistrate for over twenty years. There is a vacancy for Senior Magistrate with the retirement of Magistrate Moody and resignation of Magistrate Arana. Yet, Emerson Banner has not been promoted to Senior Magistrate even though he has the seniority, experience and qualifications. The new PUP government will see that Magistrate Banner is treated fairly. 50 MILLION FOR FOOD & ASSISTANCE The chancey government has borrowed and received almost fifty million dollars to give food and money to all those affected by covid. Yet most citizens are not getting what belongs to them. Cho man this government have fi go. Dey wha lose bad next month.
BREAKING CRIMINAL LAW
$1.4 BILLION $100 million spent in 2012/2013 was unconstitutional. This was spent in the run up to the 2012 General Elections. Today, eight years later, we still don’t know who got this money, how much they got, and whether the monies were misappropriated. $100 million dead and gone.

Even now, instead of spending money on campaign paraphernalia (money that could go towards residents’ more urgent needs), our team demonstrates our emphasis on self-empowerment and sufficiency by deciding to make our own. The women are using skills gained at the Mesopotamia Sewing Center to sew our flags, and our men are always there, to not just put the flags together, but, to contribute their skills to every thing we do. Happy 70th Anniversary to the PUP! It is time for Our People to Win! It is time for Mesopotamia to Win!/// Again, we will witness as our candidate goes from working diligently on the streets of Mesopotamia, playing with children, and even raiding neighborhood berry trees, to preparing for conferences and helping to draft policies that will help develop the lives of all Belizeans. What we admire most about her is that she does not find the need to flaunt. She lets her character, credentials, and accomplishments speak for themselves.

The choice is clear. The people across this country had enough of the UDP. The video you sharing with Enfield and his colleagues has no substance. That was before 2012! The people had given Mike Espat to serve thereafter. Anyways, kindly share the video below too since you are so open and vocal. (Message from team)
Our continuous campaign has taken us to DFC subdivision, a thriving and massive community, where we met so many residents that are out of work and are unable to make ends meet. For hardworking people like ourselves, the crippling effect of this pandemic truly affects us, emotionally as well as economically. Our 100 day plan was created by listening to residents, so it provides solutions most of their concerns . We will continue to meet families as we all talk about why we deserve better than the current administration. #WeDeserveBetter | #EverybodyFiWin | #AndreOnTheTrail | #merecemosmejor I call on all our Belizean sisters and brothers: never lose hope! THE UDP AND BARROW HAVE MADE US POORER
There is a popular saying among grassroots Belizeans - when the PUP is in power, everybody eats. This might be anecdotal and sentimental but the people are right. They know what they see and feel. They might not have the numbers or the statistics but the World Bank does. So we analyzed the annual growth of GDP per capita since Independence and every time the UDP is in power the people have less spending power. They have less, not more, money in their pockets. As a matter of fact for the last 3 terms of the UDP, the growth of income per person has been negative! This simply means that you have less money in your pocket now than when Dean Barrow came to office. We are poorer, much more than when he started. But you know what we have a lot of? DEBT. We owe billions and we can’t say we have benefited. The UDP and Barrow have made us poorer and we have the numbers to prove it. You can get the World Bank figures here and do your own calculations. Knowing her more than most, we can say confidently that her empathy, integrity, and humility are some of her greatest qualities. She is approachable, never insulting, always treats every human being with respect, and tries to help others as best she can. This is the type of representative Mesopotamia needs; this is the type of leader Belize needs. #NewTypeofLeadership #ChangeisHere #CandicePitts #MesopotamiasChoice2020

PUP SOUND BITES AT HOUSE SITTING House of Representatives on September 25, 2020
Orange Walk Central, Party Leader and Leader of the Opposition the Hon. John Briceño: “Yesterday I got a bunch of payment from the Ministry of Human Development. These payments were to the Minister and to members of his family totaling 1.5 million dollars…I see one member of the minister’s family getting 90 payments for rent in just a little over a five year span. What is most interesting is that the Minister also got 86 payments for rent totaling 568 thousand 859 dollars and eighty five cents. The other family member got 586 thousand 359 dollars and fifty five cents. Now what I find strange in the payments from the ministry is that it is all for rentals. What building or what it does not state…In November 9, 2016, Jules Vasquez asked if the Ministry for Human Development renting from its Minister? The Honorable Member then said, ‘the building is for my daughter.’ Now we find out that the same Ministry is renting from him.” Hon. Kareem Musa, Caribbean Shores: “It will not be tolerated any longer. We need to stand up with our women in the military. We need to stand up with our women in the Police Department. And while it is primarily against women it is not exclusive, there are instances of abuse against males. The signal nonetheless needs to be sent today from this honourable House is that we will be cracking down and allowing the police department to do their job and the DPP to do their job against those offenders within the military and the Police Department.” “That matter has never been debated in this house. My friends for Lake Independence and Cayo South have raised it and today I raise it on the adjournment…He(PM) said in an interview, ‘if my son is awarded a contract, I don’t know what that has to do with the price ah rice.’ On another topic then, since I am not allowed to speak on the BRADS BOLEDO CONTRACT…His son is affiliated with the awarding of that contract and he should have known, as the Minister of Finance.” “Let me thank the good people of Caribbean Shores for entrusting me the past five year to be their representative. I am grateful and humbled. It is my hope that we will be on that side in a few days. The topic I want to talk about after having five years to reflect, is the issue of nepotism in government. The Prime Minister once said ‘nepotism is NOT corruption.’ Every year since I have been here the bill is five million dollars plus in legal and administrative fees…I have seen wire transfers for up to five million dollars to brother Denys and other family members who are lawyers have benefited from this administration giving them private legal contracts. None of those were ever put out to tender or else I could have applied and got one of the jobs. Who knows? (PM interjects that Musa does not qualify.) I don’t qualify, my name is not Barrow he is right.” Cayo Northwest, Hon. Landy Habet: “I want to thank the good people of Cayo Northeast and who I am certain will return me as their representative. I am seeing negative developments in the Cattle Industry…an oxymoron. In Cayo the watermelons went down to 10cents a pound, this is unsustainable. A problem with the other side
is Solipsism. There is an oversupply of Cattle which would have otherwise been exported to Guatemala. The government stopped it. Now in the subsequent month farmers will have serious problems but the PUP will make sure that the cattle is sold. On August 11, 27 head of cattle were exported and this will not happen again since they lost money. The profit margin was 98.50. That is not sustainable. On the 27th of August in a deal with some business people from Mexico some two hundred head of cattle were exported. Now almost a full month, payment still has not been made. Is it a problem with Central Bank?... This administration has not helped the farmers. They speak it but they don’t do it. It will take a PUP government to bring this relief.” Cayo South, Hon. Julius Espat: “As the representative of peasants and a peasant himself, I will tell the Prime Minister Let’s rumble in the jungle, call the thing boss. Mek we deal with it one time, once and for all. We in Cayo South are ready to rumble…the Prime Minister tried to call me his friend but that is a wish that he is never attain. You are a Pseudologia Fantastica, sir.” Orange Walk South, Hon. Jose Mai: “Eight years in this side felt like twenty years. The time has come for the people to decide how they want to live the future of this country. I have learnt a lot. I have learn very good things and I have seen some very bad things. I want to thank the people of Orange Walk South for having me here. I got a scolding from my mom in one of the arguments with the member from Orange Walk North for my misbehavior but I did and I still justify my behavior. This government had neglected, disrespected, and distended, the hard working farmers of the country. Today we hear them speaking of agriculture. The hypocrisy. Today that has come to an end. I have learnt and have learned a lot. I want to thank my Party Leader and former Party Leader Fonseca and former Party Leader Said Musa.” Corozal Southeast, Hon. Florencio Marin Jr.: “I agree we should not disrespect the electorate since they have voted for us time and time again. I agree it is time to rumble. We need to extend the age and I don’t think anyone(in the military) will disagree with that. The issue that I did not find in the bill, and it could be that it is in there but I just tried to read it this morning since we got it, the only one that would get an extension will be the commander of the Belize Defense Force. The issue with that is that there is a career timeline for each soldier. I am not sure that the career structure of the soldiers and the officers have been fully thought out. Also, pensions only go as far as lieutenant-colonels. When our military leave after 22year there is usually a serious issue with unemployment. There is not an immediate translation of their skills. We cannot be creating a bill but it has to have career structure of each solder taken into account… ‘Perpetual optimism is a force

Toledo West, Hon. Oscar Requena: “I want to take the opportunity as well for giving me the privilege to be their representative. I have tried my utmost best to bring their interest. Most of those requests have fallen on deaf ears. Certain institutions, the Julian Cho, has been spending the people’s money. A series of problems and irregularities were catalogued in an Auditor General report. This happened because of a whistle blower and the Auditor General went to carry out an investigation. There was a series of misappropriations. Right now as we speak there is a new school building at the institution. This building was named in the report. This building was built by a teacher who was awarded a contract of more than a million dollars. This building is now leaking to the point that the new principal has have to invite tenders to fix the building which is only three years old. The former principal was certainly asleep at the wheel. The Audit and Finance reform act were certainly violated. The Ministry is fully aware of this. We are dealing with taxpayer and parents’ money. Over 2.2 million dollars have not been accounted for. The person involved have now been made a candidate. The years 2018 and 2019 are also showing a bad picture of bad spending that is not properly accounted for.” Stann Creek West, Hon. Rodwell Ferguson: “I want to thank my colleagues and the leader of the Opposition. My colleagues on the other side of the house and the speaker. I humble myself and I would have never believed that I would be a member of parliament. My people from Stann Creek West, I thank you. I tried my best. Even as the PM refused to call it today. So thank you so much and I appreciate everything.” Toledo East, Hon. Mike Espat: “I want to thank the people of Toledo East for sending me here for five time. I am sure they will send me back to defend their issues. Maybe the standing orders need some amendments. I might have been done at another time since we represent the concerns of the people. As members of the opposition, we have a big wall. We were all elected by the people of our country. We have been quarrelling for three terms of the United Democratic Party Government. Do you know why we have squatters in all the constituencies in the south? It is because not one pays attention to them. It surprises me when my opponent shows a few land applications and then asks to be voted in, (Hon. Espat listed a number of land transactions that were done in a single day) all for one former Mayor of Punta Gorda. Why is it that one person because of political affiliations can get what they want? This has to be fixed. If my government does not adhere to serve the people I will not stand here with them. And if the people out there are paying the price for you here. It is not fair.”

SIX STEPS TO MAKE GOVERNMENT MORE ACCOUNTABLE First, we will ensure an Independent Public Accounts Committee. One that is strengthened so that substantive ministers cannot be members of the PAC. As well, all House Committee meetings, including PAC meetings will be open to the public and streamed live. Second, the Integrity Commission must do its job effectively. To do so it should no longer be controlled by the Party in Government. Likewise, we will put in place a mechanism to ensure the financial independence of the Integrity Commission with a budget to be approved by the National Assembly. They need the tools and personnel to get the job done! Third, the recent cases of misappropriation of government funds is a clear indication that we need a strong and independent office of the Auditor General. • The next PUP Government will ensure that the Auditor General’s Office has unrestricted access to information and with full powers of investigation, including subpoena powers to ensure that requests for information and documentation are complied with expeditiously. • The Auditor General’s office will be permitted to submit their budget directly to the National Assembly for approval. • Most important, we will ensure that the Auditor General is allowed to present reports directly to the National Assembly and not only to the Prime Minister. Fourth, the PUP will not only implement UNCAC, but we will also enact Campaign Finance Legislation. • In the first 100 days, the new PUP government will direct the Office of the Attorney General to draft Campaign Finance legislation which will be subject to national consultations and review before a final bill is tabled and passed into law. Fifth we must make the National Assembly function as the centerpiece of our government, complete with all requisite checks and balances. • That means that the next PUP Government will ensure a minimum of one House Sitting per month. And sixth now that Senator Aldo Salazar has finally released the findings of the Senate Select Committee on the hustle at the Department of Immigration. • We demand follow up action including criminal investigation and prosecution as deemed necessary.

U – Ungraded meaning that is not assessable since he was guilty of inaction. F – Definitely did not do anything to help the people of Belize. A+ – He seemed to be happy with helping himself. Future Outlook: With so much inaction on BIG issues happening around him, Patrick Joshua is eons away from being a leader. When half of a few delegates from a divided party vote for you there is a Patrick Joshua Faber demise awaiting. Since Patrick Joshua has to go through an election against a politically-inert Saldivar and the outcome is a virtual TIE then Patrick Joshua should start thinking of an improbable 2035 run. Recommendation: Mr. Faber should go to John Briceño and request tips on how to beat Oscar Arnold. The UDP will be extremely lucky to come out of elections 2020 with a person in the House to be the UDP Leader of the Opposition.
