Belize City: Thursday 22nd November 2018 The Minister of National Security, John Saldivar, continues to claim that the crime rate is decreasing. However, bodies continue to fall in Belize City and elsewhere. Over the weekend was no different. There was yet, another bloodbath and string of robberies to report.

The first murder occurred on Saturday night in Belize City. Eric Staine, 20, was found riddled with gunshots at the corner of the George Price Highway and Krooman Road. He was transported to the Karl Heusner Memorial Hospital where he passed away minutes into surgery.

According to investigators, the incident was caught on camera.

At this time, police are actively seeking an SUV and a motorcycle which was seen fleeing the area after the gunshots rang out. When asked if Staine was a gang affiliate, police could not confirm.

Almost fourteen hours later, on Garifuna Settlement Day, there was the second murder. It occurred out west in the city of Belmopan.

Belmopan police reportedly searched a car parked on Panama Street in the Salvapan area of the city. That search led to the discovery of Corozal resident, Jermaine Sanker, 23.

He was slumped over the steering wheel. He had one apparent gunshot wound to the left side of his face near his eye, which excited the back of his neck.

Police believe that someone walked up to the vehicle and opened fire on Sanker, who had just exited a home and entered the vehicle.

Police have not established a

motive for this incident. However, they have confirmed that the deceased was in Belmopan for several days and the vehicle he was driving was a rental.

According to police, the killer was of clear complexion and wore a blue shirt. While Sanker and Staine lost their lives over the weekend, Stephan Tablada, 18, survived an attempt on his life.

Sometime around 8:15 p.m. on Saturday night he was about to enter his home on Neal Penn road when someone opened fire at him. He bolted inside his home, but that was when he was shot in his right calf.

According to police, Tablada recognized the gunmen who visited his residence on a motorcycle.

Two other persons were also shot over the weekend. On Friday afternoon, police visited the Ying Long Shop in Unitedville, Cayo.

Woman Dies from Anxiety Attack While in Police Custody Belize City: Thursday 22nd November 2018 The family of Ruth Ferguson is seeking an attorney to bring legal action against the police for negligence in the execution of their duties, which caused the death of their loved one.

Ms Ferguson who is a 35-year-old mother of one is dead because it is believed that police mishandled her anxiety attack while she was in custody.

Information to this newspaper says that Ms Ruth Ferguson, who is a Special Education at Stella Maris School in Belize City for 11 years was at school when two off-duty police officers acting as bailiffs /process servers arrived at the school to pick her up on a bench warrant concerning an outstanding debt she owed to a loan-shark. The strength of this bench warrant was to take her to the Hattieville Prison for six weeks if she did not pay the debt forthwith.

It is usual that police work as process servers do it on their own time as a private work for law firms, banks, and loan sharks, it is customary to see off-duty police officers use their uniformed authority to effect lawful court orders - mostly on those who have outstanding debts.

These Officers always seem to be merciless and in a rush. It is understood that Ferguson complained that she was having a panic attack, but the officers ignored her and took her into custody.

A few hours later, she was dead from a massive heart attack. The Family believe that the officers were cruel and showed no compassion even though they say her with the attack, they taught she was bluffing.

The family is seeking an attorney to bring legal action against the police

armed men entered the store in an attempted robbery. In the process, the proprietor of the store was shot to his left foot. He reportedly opened fire and hit one of the assailants.

Later that same day, a minor, 17, arrived at the Western Regional Hospital with one gunshot injury to the back of his neck. He has been identified as a suspect in the robbery.

Two more persons were shot in another attempted robbery in Belize City. The proprietor of Tommy’s Wholesale on Central American Boulevard reported that on Sunday night, he was entering his home attached to the business when two men armed with a firearm entered the compound.

The gunman pointed the gun at the businessman and reportedly pulled the trigger. However, the gun jammed.

The businessman then pulled out his licensed firearm and opened fire.

In the process his employee on duty, Chester Humes, was shot in the arm.

Later that night a man showed up at the Karl Heusner Memorial Hospital in need of medical attention for gunshot injuries.

Police suspect that he was one of the two attempted robbers.

And so with two men shot dead and five suffering from gunshot injuries, there was no calm to be had over the long weekend.

As a matter of fact, on Monday night armed robbers targeted the University of Belize’s West Landivar Campus. There they spoke to the security guard on duty and ransacked his office. They reportedly asked him for his service weapon but he had none. And so the men took off with his cellular phone and other personal items.

Over the last ten years since 2008, this UDP government has shown gross incompetence with absolutely ability to address the rampant crime and violence that is a growing menace to all Belizeans.

This government has changed several Police – Defense Ministers and increased the man power of the force, created new Units within the Police department and spread check points in all areas but lack the necessary strategy to arrest this serious problem that is affecting public safety and security.

BENQUE VIEJO COUNCILOR WANTS OUT! Benque Viejo: Wednesday 21st November 2018 Just after eight months in office, Benque Viejo’s UDP Town Councilor, Jose “Tony” Guerra, wants out and is ready to jump off the sinking ship.

The lack of political vision in that municipality has affected the good residents of Benque Viejo for 20 years and just a few months into their new mandate; they are clueless.

In a bold move the novice councilor to submit his resignation from the council as of November 16th shows that they are without a plan.

In the letter of resignation, he accuses the Mayor Gerardo Marconi Sosa of acting unilaterally and most likely illegally in what he described as an apparent one-man show.

“I entered politics very enthusiastic with a clear mind and great vision to correct things from where they were headed and bring back the fading confidence of our municipality, wrote Guerra.

According to him, he had high hopes that with Sosa’s leadership, he could have accomplished his vision. However, he was sadly mistaken.

“How wrong was I since you have proven to be otherwise? You are no longer the person that I knew during our campaign trail,” he asserted.

continue to be ignored and disrespected by the inexperienced mayor.

“For you, we don’t exist,” he wrote.

Guerra pointed out Mayor Sosa’s overwhelming incompetence when he explained that the Mayor had not yet issued portfolios to his councilors.

“I stopped asking since I sense that what you promised was already forgotten, and that you can do it all by yourself,” said Guerra.

He further added that the Mayor had totally ignored a business proposal that he had drafted.

“I have presented the council with a detailed and profitable proposal to open the Benque Viejo Bus Terminal with all the necessary and relevant information. I have even reached an agreement with the receivership and obtained a discount on the monthly rent for the property. It seems to have fallen on deaf ears.”

Finally, Guerra accused Mayor Sosa of hiring the town administrator without tabling the matter at a formal council meeting for approval.

According to Guerra, the council was also allowed no input in the selection of the Mayor’s sec-

retary.

“To my understanding, these hiring and promotions are illegal and should be void,” he wrote.

While Guerra’s letter of resignation was to take immediate effect. It appears that things have been patched up, and he has reconsidered his resignation. Sometimes a cry baby simply needs to have his diapers changed or his bottle refilled.

the NHI budget is allocated to Southside Belize City with 35% to the Southern Region and only 7% to the Northern Region. The remaining 5% is earmarked for administrative costs. It is expected that the lion’s share of the budget should go to the city as this is where most hospitalizations take place. It does not; however, explain the great discrepancy between the allocations of the North and South.

With an annual budget of 142.1M the Ministry of Health (MOH) is unable to provide adequate primary health care for Belizeans. The average cost to NHI per person per year is $155 of which $93 goes to primary health care. To do a bit of simple Arithmetic if we assume that there are 350,000 Belizeans, it would take only 32.55M to provide adequate primary health care to every man, woman and child living in the Jewel. To provide universal health insurance under NHI it would cost $54.25M to the GOB, this figure is for every Belizean living in Belize. It would make common sense then to leave the management of the NHI to the experts, SSB. Clearly the MOH does not know how to manage the NHI

Hubo un comentario en Facebook la semana pasada de un aldeano en el distrito de Corozal alegando que se le pidió comprar gasa para que a su nuera le puedan quitar unos puntos de sutura. Tal vez esto no es nada notable, ya que se ha convertido en la nueva norma y se espera que incluso los más básicos de los materiales médicos sean de suministro escaso en estas instalaciones. Hasta diciembre 2007 el Seguro Nacional de Salud (NHI por sus siglas en inglés) fue financiado enteramente por el Seguro Social de Belice (SSB por sus siglas en ingles), cofinanciado con el gobierno central (GOB por sus siglas en inglés) a partir de 2008 y entonces enteramente por el GOB desde 2009. El SSB ahora actúa como Gerente del NHI con fondos del GOB. En la última valoración actuarial del sistema de seguridad social se establece que sólo hay 1,6 meses de reservas monetarias, mientras que la norma internacional mínima es de seis meses. De interés también es que el 53% del presupuesto del NHI se destina a la ciudad sur de Belice con 35% a la región sur y sólo 7% a la región norte. El 5% restante se destina a gastos administrativos. Se espera que mayor parte del presupuesto deba ir a la ciudad, ya que es donde la mayoría de las hospitalizaciones se llevan a cabo.

Sin embargo, no se explica la gran discrepancia entre las asignaciones del norte y del sur.

eople who access public health services for medical treatment are routinely asked to purchase their own supplies and medicines. There was a post on Facebook this last week from a villager in the Corozal District alleging that she was asked to buy gauze so her daughter in law could have some stitches removed. Perhaps this is nothing remarkable as it has become the new norm and expected that even the most basic of medical supplies are in short supply at these facilities. Up until December 2007 the National Health Insurance (NHI) was funded entirely by the Social Security Board (SSB), co-financed with the Government Of Belize (GOB) as from 2008 and then entirely by the GOB since 2009. The SSB now acts as the manager of NHI with funds from the GOB. In the last Actuarial Valuation of the Social Security Scheme (2017) it states that there are only 1.6 months of monetary reserves whereas the minimum international standard is six months. Of interest also is that 53% of

nor do they have the political will to provide it.

The NHI was conceived under the People’s United Party (PUP). It was created to provide universal health coverage so that every Belizean would have access to quality health care. The concept was that SSB would manage the NHI to provide for basic primary and some secondary health care and that the function of the MOH would be to guide Health policy, educate, act as inspectorate, review and certify accreditation of medical professionals and oversee the importation and quality of medical supplies and pharmaceuticals. In addition the role of the MOH would be to develop and provide for tertiary level medical care.

According to our figures if MOH would give SSB the $54.25M it needs to roll out NHI the way it was meant to be it would still have $87.85M to do all the work it should be doing. At present GOB spends only $17M on NHI the bulk of it goes to the Southside of Belize City. By outsourcing primary and secondary care at roughly only 38% of their total budget MOH would be getting a bargain. It is in the best interest of the SSB to have a healthy and productive workforce so that payouts for sickness benefits are reduced.

Belizeans would have universal health coverage the way it was intended and the MOH would be relegated to the work it should be doing.

The framework of the SSB would be used to manage the system and they in turn would be able to ensure that we get value for money. It is a win, win, win situation for all involved. Well at least those of us with the welfare of Belizeans at heart. Health is big business, pharmaceuticals are big, big business. Who stands to benefit from keeping the status quo? Who are those big names tied to big pharmaceutical suppliers? If we only need about 38% of the current MOH budget to afford primary and some secondary health care why do Belizeans need to buy gauze to get stiches out? Why do we not have a public dialysis treatment center? Why is there no hospital on La Isla Bonita our major tourist destination and home to over 10,000 Belizeans?

There are clearly more questions than answers. As more information surfaces one thing is clear, MOH is DOA. As the saying goes… the buck stops with the head honcho.

Minister Marin is ill equipped to deal with the task he has been given. He has been more preoccupied with wooing, winning and now keeping a wife among his staff and cares little about the health of the Belizean people. Minister Marin and the rest of Cabinet can afford private health insurance coverage at the cost of the Belizean people. This insurance guarantees that he does not have to seek medical attention at any of the public hospitals under his charge.

La salud es un gran negocio, los productos farmacéuticos son grandes, grandes negocios. ¿Quién se beneficia de mantener el statu quo? ¿Quiénes son esos grandes nombres atados a grandes proveedores farmacéuticos? Si sólo necesitamos alrededor del 38% del presupuesto actual del MOH para permitirnos NHI ¿por qué los beliceños necesitan comprar gasa para quitarse sus puntos de sutura? ¿Por qué no tenemos ningún buen centro puramente público de tratamiento de diálisis? ¿Por qué no hay hospital en la isla bonita nuestro principal destino turístico y el hogar de más de 10.000 beliceños?

Hay claramente más preguntas que respuestas. Como va surgiendo más información una cosa está clara, el MOH está sin vida. Como dice el refrán... la responsabilidad recae en el mandamás. El Ministro Marin está mal equipado para ocuparse de la tarea que se le ha encomendado. Él ha estado más preocupado por cortejar, ganar y ahora mantener una esposa entre su personal y se preocupa poco por la salud de la gente de Belice. El Ministro Marin y el resto del gabinete pueden pagar cobertura de seguro de salud privada a costa del pueblo de Belice. Este seguro garantiza que no tiene que buscar atención médica en ninguno de los hospitales públicos bajo su cargo. ¡Comprendamos eso ya!

QUESTIONS TO THE MINISTERS 1. Will the Minister of National Emergency please say if the promised bowsers to carry water for fires were ever purchased? And will the Minister also say if he is aware that the fire truck in Dangriga was only able to supply five minutes of water for the fire, which left more than a dozen people homeless?

2. Will the Prime Minister please inform Belizeans if he will call for an investigation into the scandal surrounding the fleecing of funds from Hol Chan Marine Reserve involving school bags and plane tickets? And will the Prime Minister also say if he will hold Minister Figueroa fully accountable for this?

3. Will the Minister of Local Government please say if he plans to look into the allegations by the UDP Benque Viejo Town Council who just recently resigned from the Benque Town Council after making serious allegations against the Mayor of Benque Viejo?

4. Will the Minister of National Security please tell Belizeans who was given the contract to build the pier at the Forward Operating Base on the Sarstoon which has been broken and caused serious injury to one of our BDF soldiers? And will the Minister also say how much was paid for the construction of the pier.

Message from Hon. John Briceño, Leader of the Opposition

“Time to Take Back our Country” There is so much going wrong these days.

For starters our Government is once again fighting with the Unions. In a short few weeks we have seen the teachers union marching in Belmopan and now the Government has decided to go against the Public Service Union and are supporting the sale of their headquarters by the UDP controlled Belmopan City Council. The PUP secured this land for our public officers and it is a heartless UDP Mayor that took this land from the Union to sell at a lesser value to a private interest. How this matter with the PSU will end up is yet to be determined.

Ten years of this UDP administration and we have seen our teachers on strike and demonstrating. There are ongoing issues with the Christian Worker Union, unending negotiations over workers compensation PSU and BNTU and I can go on and on. It is as if this UDP government has declared war on working class Belizeans. Over and over again we have heard this UDP government blame others when scandals arise. They blamed immigration officers for the corrupt hustle at the passport department. They blamed the Board of the Belize Airports Authority and forced them to resign over the abuse of funds from the BAA, nothing was done to Edmond Castro. The waste and disgraceful construction on Lake Independence Boulevard was not government’s fault but the Director of Belize Infrastructure Limited. All the hustling revealed by the auditor general’s report in the Ministry of Works, in the Ministry of Health and at the Lands department was someone else’s doing, and no Minister or government crony has been held accountable, no one has been sent to prison.

All that is true. What’s also true is that while our public officers and teachers continue to live from pay cheque to pay cheque, and while our minimum wage remains shamefully low, a new set of UDP millionaires have been created in ten years. This is criminal and we have to put a stop to it all There are two things we can do about this. First, all of us 18 and older who have not yet re-registered need to do so.

Those of us who are registered should encourage our friends and family to go out and get registered. We have to keep calling for elections so that we can go and vote them out.

Next we have to let the UDP know that we have had enough. Call the morning talk shows. We can also write letters to the newspapers and use social media to blast them for their incompetence and corruption. If you know of some wrongdoing by ministers and their cronies expose them. Also when there is a protest, join in and let your voice be heard.

We have to take our country back. It’s time for action. We in the PUP have protested and we have joined the unions in their protests. In the National Assembly we have called this UDP government corrupt and incompetent. We’ve told them to stop the stealing. Unfortunately, this UDP Administration has no shame and continues to hustle. Enough is enough!

Woman from Independence Dead Parents and sister detained

Belize City: Thursday, 22nd November 2018 Police investigators from the village of Independence have detained the parents and a sister of a young woman who police believed to have died from suffocation.

According to police, they were called out to the scene where they found Keidi Yesenia Ramirez, 26, motionless who was tied down and gagged.

Youth shot dead in Belize City Belize City: Monday, 19th November 2018 Belize City police are investigating a murder that occurred around 10:30 on Monday at the junction with Krooman Rd. and the George Price Highway last night.

Upon arrival police saw a man lying on the ground with multiple gunshot wounds to the body. He was rushed to the Karl Heusner Memorial Hospital (KHMH). Where he died undergoing treatment.

Police later identified the body as Eric Staine, 21, a barber of a North Front street address in Belize City.

Police found no reaction of her vital organs or pulse after they applied CPR. The family told police that she had picked up a habit of drinking and on Tuesday, she was drunk and had to be restraint following an angry dispute.

Apparently, as explained by her family, Keidi was in a bitter relationship with her common law who is 74 years believed to be because of an outside relationship with another. On

that day the family confronted and accused her regarding the relationship behind her husband’s back.

Her own family admitted to tying and gagging her in order to control her, which may have caused her to suffocate. She was rushed to the Independence Polyclinic in Southern Belize. Doctors on duty pronounced her dead on arrival but documented his observation regarding her injuries to her neck, hands, and feet.

Premium, Diesel and Kerosene on the Rise Belize City: Thursday, November 22, 2018 Today, the Belize Bureau of Standards issued new fuel prices for effective midnight tonight.

Premium, Diesel and Kerosene will increase.

Consumers will pay one cent more

per gallon for premium gas as the price will increase from $11.49 to $11.50. The price of kerosene will also increase by one cent, from $8.69 to $8.70 per gallon.

Diesel price will also increase by one cent, from $11.15 to $11.16 per gallon. The price per gallon for regular gas will decrease by 68 cents, from $10.63 to $9.95.

Belize City: Thursday, 22nd November 2018 The Police top brass has dispatched investigators what appears to be a murder-suicide involving one of their own.

Sketchy information coming out of the department says that Police Constable Steven Ferguson was at his Punta Gorda home along with his common-law wife Josephine Hamilton where they were involved in a heated argument to the point where Ferguson pulled out what is believed to be police issued 9mm service pistol and shot his wife dead then turned the gun on himself and took his own life.

Phillip Jones has worked in the bus industry for over 16 years and after major investments now owns his own fleet. Earlier this year Jones applied for and was granted a recommendation by the recently elected PUP Belize City Council to operate runs between Belama and Pound Yard Bridge.

For several years under this present government, bus owners known to be highly connected to known UDP ministers have given special bus runs despite the pathetic service they provide to the poor people.

One commuter described the feeling as “being crammed like cattle.” No standing room in the aisle and people hanging on for their lives near the doors. The population in Belama has grown significantly over the past years and it appears this particular bus owner simply cannot keep up with the amount of passengers especially during the rush hours. It is alleged that the owner of this particular bus company is closely related to the Prime Minister.

Since last week the recommendation granted by CITCO to Jones was revoked and road service permit that he applied for from the DOT was denied. Jones along with his attorney Kareem Musa now plans to appeal the decision of the Department of Transport (DOT) in accordance with the Motor Vehicle and Road Traffic act.

Attorney Musa says that they have very good grounds to appeal.

“The law is expressly clear when it comes to road service permits.

There can be no monopoly the way Haylock’s bus service is running the Belama Route currently. Unless you have the consent of the National Assembly.”

The chairlady of the DOT in her affidavit to the court said that in

March of 2017 a moratorium in the issuance of new road service permits was implemented. Musa says he is in possession of documents showing that the moratorium is a falsity and other individuals have received road service permits since.

Attorney Musa described it as discriminatory: “The law has seen many changes over the years and it used to be the case where the Belize City Council used to issue road service permit. That was later amended and is now vested in Central Government and at the end of the day the Department of Transport makes that decision. What we have now is a PUP City Council and a UDP Central Government and so it is not that automatic anymore because before the council used to be UDP so if they would give permission it would have been acknowledged.”

Musa says he believes that a period of not more than one month is reasonable for the Minister of

DOT Hon. Edmund Castro to review the document and realize that there is no such moratorium in place and that they are legally and politically wrong to deny Jones’s application because there is no approval from the House of Representatives to give Haylock’s bus company exclusive concession.

Prayers for a Soldier What happened at the Sarstoon Forward Operating Base was no freak accident, as it is being called. It is a travesty. BDF soldier Fidel Williams fell from the pier because it was rotten. He is in critical condition because Minister John Saldivar does not care about his soldiers and the conditions they work in. You better believe that if John and his entourage was visiting the Sarstoon they would have fixed that pier quick, fast and hurry. But while the Minister and entourage can travel with special escort and shuttle here and there in helicopters, soldiers are forced to work in the worst conditions. Prayers go out to this soldier who is very badly hurt, through no fault of his own.

Desperately seeking Xin Ni The Belize Times has visited the Corozal Police Station to file a missing person report for Xin Ni, the Chinese businessman who supposedly paid Mayor Khalid Belisle $400,000 for the Hilltop area in Belmopan. It seems this man has vanished into thin air and we in the PUP are very concerned about him, out of the goodness of our hearts of course. There is no Xin Ni living at #38 Santa Rita Layout in Corozal, and nobody in the area has ever heard of him. We also checked with other Chinese businessmen in Corozal who don’t know who he is. Is this man a ghost who appeared to Mayor Khalid? Is this another Won Hong Kim scenario? Mayor Khalid, inquiring minds want to know who Xin Ni is, and more importantly, where is that fellow?

Rally around the PSU The PSU should take to the streets to protest the sale of their Hilltop property. There has to be something wrong with that Mayor and his Councilor/City Administrator. Actually we understand that they were just the signatures on that piece of paper, and the real mover and shaker behind that Hilltop deal was a big deal, if you know what we mean. This whole thing stinks to high heavens, and it is our hope that the unions will take to the streets again to show this government that they can’t trample our people as they have been doing. The PUP stands ready to join in and support in any way possible. Just say the word.

Malpago By the way, Mayor Khalid, we’re hearing that the Social Security Board is about to go find Credit Master Systems to hunt you down for non-payment. Months ago the Belize Times reported that the Belmopan City Council was in arrears, deducting money from workers’ salaries for Social Security, but then making no payments. Sources say that even after those revelations, Mayor Belisle has been unable to make payments. So what happens to the employees if they fall sick on the job? Will they be able to collect their money? And why is the Council so cash-strapped, if Khalid floated a multi-million dollar bond less than a year ago? Where’s the money going, Mayor Belisle?

Bogus Barrow Has anybody seen Dean Barrow? Remember him? That man who used to be in charge of the country? How the mighty have fallen, eh?

First he supported Michael Peyrefitte, because he decided that there was nobody in Cabinet who could take over after him. He sent his sister to help Mike, because well, his sister does everything for him, poor fellow. Can’t help himself, you see. Anyway, Mike took a beating from a young upstart - that old PUP who is still confused sometimes, Phillip Willoughby. So that was a big loss for Barrow. And then this past weekend he was beaten like a drum again. He supported Carla in Freetown and lost. Political insiders are saying that this is it for the old Mr. Barrow, and word is that both Patrick Faber and John Saldivar are trying to get him to retire sooner rather than later.

Marin & Marin Does anybody know if Pablo is still on paternity leave? Check this out. Word is that a lot of pharmaceuticals are locked down at the PGIA and can’t be released because the old Pablo and his young wife who, incidentally, is in charge of pharmaceuticals, are still out on leave and nobody can find the documents needed to release the medication. Apparently companies are up in arms because the storage facilities at the PGIA are not up to par and they’re afraid that they will lose the entire stock before it can be released. And Pablo is missing, his wife/boss of pharmaceuticals is missing, and nobody else seems to know what to do. Just another day in the Ministry of Health.

THE CURSE – CULTURAL SURRENDER By: Hilly Bennett Embedded in weekly message form Honorable John Briceno, Leader of the Opposition – embracing Garifuna Culture this November- was the profoundness, the importance of culture.

The noteworthiness was possibly overshadowed, no doubt, by the revelry of the 19th celebrations. The celebratory pomp and pride was fueled by the melodious sounds of the contemporary Punta Rock and Paranda music.

The multitude sashayed the dances of hugu hugu and gunjah. The rich Garifuna history and culture compliments “the tapestry that is our Belizean identity.”

Belize is one of the most culturally diversified nation of the world. A resultant “new Belizean man and woman.” The Father of the Nation, Leader Emeritus George Cadle Price characterized them as a new, harmonious blend of people uniting the flesh and blood of Africa, Asia, Europe and our Carib and Maya origins.

A traditional set of cultural values and character formation were embraced. The old African adage: it takes a village to raise a child, the biblical verse! I am my brother’s keeper and neighborliness is next to godliness became the breast plate of the tiny nation called Belize. Politicians were statesmen addressing the needs of country and people. Public servants were of upright character abiding by the regulation of the Public Service.

The uniformed men performed their duty without fear or favor on a populace that was mostly law abiding citizens.

Unfortunately, the seams of cultural fabric, the Belizeaness is fast becoming unraveled. The confluence of a parasitic UDP political culture and systemic gang culture is responsible for the hemorrhaging in the streets of the Old Capital and the existing poverty and inequality anomalies.

The current society experience can be attributed to cultural surrender. The abandoning of the traditional values expresses here in.

Doctor Asa G Hilliard in his book the Maroon within us explained that cultural surrender is more than rejecting one’s mother or one’s father culture. It means that the individual accepts a new definition of a person becoming a mere spectator, a receptacle for the creativeness of others. Ironically, the fight for freedom of the colonial shackles is resulting in that freedom being committed to another form of servitude.

“Good Mawnin Miss Lady” The advent of the first seasonal cold front over Belize this mid-November, tingles and warms our innermost spirits and signals that Christmas and all its traditions are launched once more into our hearts. The Miss Ladies… and Mister Gentlemen, initiate their celebration of this merry and joyful season. Not to be left behind, children imagine along with their parents and whoever else is in their lives. Religious Services, Posadas, John Canoe, Rompopo, Turkey, Ham, Carols, Deer Dances, Gifts, Happy Drinks, and others become the subjects of longing.

Lately, another such Belizean yuletide expectation is the present United Democratic Party Government’s alliterative Christmas Cheer. Over the last six years, the Minister of Finance has penned out an ‘Additional Allocation and Dereservation of Funds’ to be used seemingly at the whim of the UDP representatives/ministers.

The aforementioned expectation is a corruption of the annual ransom of captive Belizeans from the grips of the Barrow administration’s micro-economy. Yes, we all deserve a December with the best of the intangibles and the tangibles. Yes, everyone deserves the best that their country has the potential to yield. But, when the ham and pibil is not delivered to your humble manger, it screams of deliberate sabotage.

We then have the constitutional right to lodge a complaint.

During this time of the year, the sharing of gifts should have similar purity. The Gerrymandering of ‘Cheer’ at this time insults this very essay; it doesn’t go along with all the ornaments and lights.

A picture of a document looms on the ubiquitous social media showing six hundred fifty thousand dollars approved for several, not all, constituencies to spend under a Christmas Cheer banner. The arithmetic and appearance involved, under the most positive of stars, rides roughshod over the Belizean purse. This is one toast that doesn’t bubble merrily within a traditional Belizean Christmas.

The cursory cost could lead to an ephemeral joy desired by many, but much more are unaccounted for and castigated for living in the constituency across the street.

Each and every Belizean deserves to be the star at the summit, lighting the way for a glowing Belize. Too often, lately, we are getting stung in the belly and it hurts. Our Christmas morning reply to ‘how are you this morning?’ should sound with ring of bells and the pounding of drums energized by a joyful Belizean spirit.

The SCA girls won through to the next round despite a 0-1 loss in Game 2 to the San Pedro High School girls. The SCA defenders goofed gave up a penalty in the 2nd half, and Normalee Gomez converted, getting the best of goalkeeper Mahoganie Elis for the 1-0 win.

The SCA girls won through by a 6-4 aggregate score, as they had won Game 1 by a 3-2 score at the Ambergris Stadium on Saturday, November 10, with goals by Caylie Rodriguez, Carlene Tillett and Aaliyah Herbert. The FIFA’s ‘away goal’

Belmopan, November 16, 20 18 The Belize “A” senior male football team – the Jaguars kept their dream alive to qualify to the Gold Cup USA 2019, when they posted their 2nd win in the CONCACAF Nations League: 1-0 against Puerto Rico at the Isidoro Beaton Stadium last Friday night.

Denmark Casey Jr’s winning goal in the 31st minute gave the Jaguars the much needed win. Krisean Lopez, Danny Jimenez, Andres Makin Jr and Nana Mensah looked to get more goals, and Deon McCauley came off the bench as they Jaguars sought to increase their lead, but they made no impression on the Puerto Rican defenders Marcos Martinez, Shawn Barry, Emmanuel D’Andrea and Joshua Calderon who locked up shop to concede no more goals.

Belize men win 2 Gold awards at 20th Central American volleyball championships San Salvador, November 16, 2018 The Belize senior men’s volleyball team won 2 Individual Gold awards, despite winning only 2 of their 6 games at the 20th Central American senior male volleyball championships in San Salvador from November 10-16.

Their last game against Guatemala was also a 0-3 loss on Friday.

PART TWO There are several important issues that have arisen and have come to the forefront during this year’s re registration exercise. Apparently and according to the Elections and Boundaries Department the exercise, which last took place back in 1997, came to a close at the end of September this year, so that if one goes in to register now, then this is considered on-going registration. The first provisional list of electors was released on October 25, 2018, along with a list of those persons whose applications were “pending.” A whopping 500 names were listed as pending for Belize Rural Central. By November 15, last week that is, the pending list for BRC is reported to be at some 203 persons. Therefore in three weeks the Department’s office in BRC at Airport Plaza, Ladyville has reported processing about 300 names. Still, over 200 persons is a huge amount, and it remains to be seen what level of efficiency the E & B office will deliver as they continue their “verification” work.

At the start of the re registration process all Belizeans were informed that it was sufficient to bring their Social Security cards in order to apply to register to vote.

But this has meant that E & B has had to check at the Vital Statistics office so as to “verify” the qualification of persons to become electors. This has raised two issues: First is what name will the person have been registered as ?? And secondly, in the case of new Belizeans or people not born here, have they received their Belizean nationality or are they in this country legally ?? It is a big undertaking, and E & B ought to have been prepared before the start of re registration to do so. They should have had adequate staffing at the Vital Statistics office and at the Immigration and Nationality offices to carry out their work properly and so as not to have so many applications pending for a long time.

This leads me to tackle the matter of persons’ names. I believe that through a lack of preparedness E & B are forcing people to use names they have never gone by. Vigorous policy- making at the highest level should have taken on this issue so that people can use the names they have been called all their lives. James Neal, who is over fifty years old, will have to be called James Sutherland because his father’s name is not on his birth certificate. And this is affecting

dozens if not hundreds of persons.

Instead, E & B authorities could have, for example, asked persons to make a Declaration under the Oaths Act that they have always gone by a particular name. This would make it possible to continue using the said surname, instead of at this very late-in-life stage having to change and use a name they have never used.

Additionally, for persons who have obtained nationality or for persons who are Commonwealth citizens and have residency in Belize but not nationality, many checks have to be made at the Immigration and Nationality office.

Otherwise these new Belizeans and Belizean residents will have to actually take their Nationality Certificates and other documentation to the E & B office. My team is witnessing inefficiency and many mistakes taking place, and this makes us believe that proper preparation was not made for this year’s re registration process.

The Referendum on the ICJ is of great importance, yes. But I believe that getting it right with the new voters list, or Register of Electors as it is called, is even more important. Numerous persons can be disenfranchised if the process continues as it is going now. The glitches that we are seeing are many, and as I have said before, partisan political control of vital institutions such as the Immigration and Nationality Office and the Office or Vital Statistics does not bode well for the integrity of the re registration process or the resulting list of persons who will vote in future elections and referenda.

I have spoken about “sleeping with our own eyes,” and about being extremely vigilant.

Now we will have to be putting in great work to ensure that persons who have the right to vote and who should be on the voters lists are indeed included. I am not confident that under present circumstances we will have optimum results. So it will depend on our own efforts to hold E & B officers to account and to keep pushing for improvements in key institutions that need to function correctly and with probity if we are to have a functioning democracy. Partisan influence and control are very deleterious and insidious to the right of universal adult suffrage. It really is up to us to make sure that these negative effects are held to a minimum if not wiped out entirely.

—Mother Teresa de Calcuta— As individuals we sometimes feel that there is very little that we can do in the face of big global challenges such as financial crises, pandemics, or Climate Change. But if we dig deeper into what is causing those problems, we often find that the way we live is an important contributing factor.

This means that if large numbers of people started behaving differently, many small changes can have truly big effects, such as the introduction of hand-washing in the late 1900’s as a “do-it-yourself” vaccine. The necessity for lifestyle changes does not exonerate institutional actors, including governments, corporations or non-profit organizations. They have an important role to play in providing nudges that entice us to make better choices benefiting our health, environment and finances.

Behavioral change is tough. Information, motivation and ability need to come together to make it happen, and to keep it up requires removing many of the obstacles that make us fall back into old patterns: customs, convenience, the desire for instant gratification to only name a few. In recent years, scientists, advertisers and designers have come up with innovative ways to make changes easier and fun.

Gamification is one approach that has proven to be successful in a variety of contexts. Wearing a seatbelt is known to reduce serious injuries and deaths by about half. Do you know that about 60% of persons that died in car accidents in 2017 weren’t wearing their seatbelt at the time of the crash? Modern automobiles warn you constantly about it, but we remain reluctant to use it!

In the future, many of us will have instant information about our own behavior at our fingertips. Wearable technologies will provide feedback on our sleep patterns, physical activity, eating habits and much more. But will it change our behavior? Not necessarily. However, in combination with approaches that allow for peer comparison and support, the results change dramatically.

One example from the energy sector was developed by a European software company in the utility sector. Its report includes a grade that assesses energy consumption in relation to others in the neighborhood. Two smiley faces are given if the household used less than 80% of its neighbor’s consumption: one if consumption was lower than 50%; none if usage was higher than most neighbors. As soon as customers received their first reports and saw the smiley face box, they began increasing their energy efficiency. This approach combines a number of aspects, it speaks to our perception of our ability, gives us actionable information and triggers our competitive spirit. If our neighbors can save energy, we can too.

When it comes to making financial decisions, we humans too often rely on our gut and immediate impulses in-

stead of analytically considering our longer-term needs. Human-centered design approaches don’t work with how we should make decisions in an idealized world, but are grounded in our “imperfect” reality. There are several examples that allow individuals to link up with their significant other or another partner and work together towards a savings goal. Instead of impulse buys, we shall “impulse saves” (deciding not to buy that cup of coffee, for example), which are shared with the savings partner, and tracked by the service towards your goal.

Another approach could be the prize-linked savings programs. These programs use a lottery model, making saving fun by offering relatively frequent, small prizes, such as gift cards. Tangible, immediate rewards add a salient want component to an otherwise purely should choice, coupling the immediate loss of cash with immediate consumption.

Lastly, we can help to protect our environment during our day to day behavior. While we enjoy the relaxing cadence of crashing waves on the beach, no one wants to think about how the ocean has basically become garbage soup. But there’s an ocean killing reality: there are millions of tons of debris floating around in that water, and most of it is plastic. So, the best thing we can do to protect our waterways is try to keep as much plastic as possible out of the waste stream in the first place. The good news? There are many small ways you can have a big impact, for example: • Stop burning garbage. It leads to environmental pollution due to the release of poisonous chemicals. The polluted air when inhaled by humans and animals affect their health and can cause respiratory problems.

• Wean yourself off disposable plastics and avoid buying items packaged in plastic.

• Use cloth shopping bags during your market day.

• Carry a reusable water bottle rather than buying it in disposable containers.

• Bring your own thermos to the coffee shop.

• Cook more and cut out bottled beverages where possible.

• Reuse and recycle more.

• Spread the word and support organizations addressing plastic pollution, etc.

These examples are only small illustrations of how each one of us can influence how we as individuals can become more resilient by making choices that improve our health, protect our environment and build a financial safety net, and how simple approaches can make that more fun and sustainable.

Sellout

By Gilroy Usher, Sr. Once people said: “Give me liberty or give me death. Now they say: Make me a slave, just pay me enough” – Todd Garlington Government employees, which number of over 15,000, are represented by the Public Union (PSU).

For many years, the PSU was one of the strongest unions in the country. In 1981, it was the PSU that led massive demonstrations, which forced the then PUP government to reject the Heads of Agreement, which most Belizeans thought was designed to give control of Belize to Guatemala.

On October 10, 2018, the UDP Belmopan City Council (BCC) secretly sold the prime land that has housed the headquarters of the PSU in the municipality for the past 18 years. That was a disrespectful, and selfish action against the very people, who make the government machine function every day.

The council could deprive the PSU of its headquarters in the capital, because today the union is a very weak organization. It can barely chase a fly. Over the past decades many leaders of the PSU, became puppets of the government after they sold out the interest of its members and the nation to successive administrations in exchange for scholarships, top promotions, grants, real estate, and free SUVs. It’s therefore, very likely that the PSU’s tough talk for the cancellation of the land sale, and the return of its Belmopan property will be abandoned by some of its same leaders.

When the PSU was strong, no ruling politicians, would even dream of swindling them out of their property.

In 2017, the BCC valued the property in excess of $750,000. , but offered to sell it to the PSU for $503,000.

Nevertheless, on October 10, 2018, the council sold the property for $400,000.00 to Asian businessman, Xin Ni from Corozal Town. That was a real backstabbing for the PSU, as the previous day, October 9, 2018, the council held a discussion with the union about dealing with its arrears and never mentioned

that it had already finalized a deal for the sale of its headquarters.

The council sold Xin the property for over $100,000.00 less than what it was prepared to accept from the PSU, whose members have been laboring to help build this nation, since it became a British colony in 1862.

If the council was really interested in getting the best possible price for the union’s property, it would have placed a “For Sale” sign on the premises and advertised it in the media for a couple of months, as the banks and other businesses do when they have properties for sale.

As proof of his address in purchasing the property, the Asian businessman used a light bill with his name at #38 Santa Rita Layout, Corozal Town. That was a fictitious address as Amelio L. Cal Jr. The real resident of that address has stated that he, and his family have been living there for the past 20 years, and no Asian person has ever lived on the property.

Even with pampering of key persons, it takes a minimum of four months for ordinary Belizeans to get a title from the Ministry of Lands.

Not so with Xin. He got the title for the land he bought from the council at a recording breaking time of one week. It is therefore, clear that the secret sale of the PSU land at a scandalous discount price to a foreigner was facilitated by top personnel at the Ministry of Lands.

If everything was above board for the transaction, there would have been no need to use a fake address and to secure the title so quickly. All those shady undercover things were probably done to hide the real buyer of the union’s property and the amount that was actually paid for it when political favors are factored in.

The PSU needs the help of Ministers to get back its land. However, these ministers, whose incompetence and corrupt practices, several leaders of the PSU have blindly supported for years, have sided with their cronies and political colleagues against the union.

The PSU has lost its headquarters in the capital due to sell out by corrupt UDP politicians and some of its very own leaders.

NOTICE House of Representatives Standing Order 83(3)(b)(ii) Notice is hereby given pursuant to House of Representatives Standing Order 83(3)(b)(ii), of a Private Member Bill, titled, Bill for An Act to Amend the Representation of the People Act, 2018, presented by Honorable Kareem David Musa, Member, Caribbean Shores Constituency.

Statement of Objects of the Bill: i). The Bill is an ACT to amend the Representation of the People Act, Chapter 9 of the Substantive Laws of Belize, Revised Edition 2011, to provide the right to vote and register as electors in the Belize/Guatemala Referendum to citizens of Belize living abroad, notwithstanding the failure to satisfy the two months continuous residence requirement; ii). The Bill proposes to amend section 5 (the right to vote), by introducing a new section 5(2)A after section 5(2).

Section 5(2) is the subsisting provision which entitles bona fide students living abroad and citizens of Belize on official government duty outside of Belize to still qualify to vote, even though they factually cannot satisfy the two months continuous residence. The proposed new section 5(2)(A) creates a third category of exemption from two months continuous residence requirement. This is for citizens of Belize living abroad who wish to vote in the Belize/ Guatemala ICJ referendum in April, 2019. Persons falling into these categories, by virtue of the subsisting section 5(2) are deemed to continuous reside in the constituency of their family home. This new provision will become spent on the conclusion of the poll of the referendum. (iii) the Bill also proposes to amend section 6 (registration as a voter). This proposed amendment is to provide for persons registered as a voter pursuant to the new section 5(2)(A) to be issued an identification card denoting the registration as an elector is limited for purposes of voting in the Belize Guatemala ICJ Referendum. The amendment then mandates that the person to thereafter re-apply for registration as an elector in the ordinary way; that is to say, to show proof of actual two months continuous residence.

Statement of Reasons for the Bill Every citizen of Belize living in the country of Belize has at least one Belizean relative who is living abroad. These citizens of Belize living abroad are in the hundreds of thousands and contribute in one way or the other to the development and sustainability of the country. The Guatemalan claim to Belize is the most existential threat that faces the country. The proposed course of action to resolution of this dispute between Guatemala and Belize, by way of submission of the dispute to the ICJ for resolution, should include the input of as far as possible all citizens of Belize. Those citizens of Belize who live abroad and contribute to the development of Belize by way of remittance and other contributions, should be afforded the opportunity to vote on this issue, in spite of their clear inability to satisfy the two months continuous residence requirement.

This voter qualification residence exemption, for citizens of Belize living abroad, will only apply for this one time, but important, referendum. Thereafter, such a person must reapply for registration as an elector in the ordinary way; that is, with the required qualification of two months continuous residence.

It seems that so much has been happening since I’ve been away from home – and sadly, it all comes back to a lack of good governance. Governance is not only about administering the finances entrusted to you as you choose – it is about ensuring that the people of the country have a voice. Unfortunately, that has not been the case under the UDP Administration. And in its third term, it seems to be getting worse and not better.

Even today I am getting reports that teachers at the Orange Walk ITVET, an institution that has been acknowledged time and time again as one of the best in the country, are on strike. I am told that some of them have not been paid for months. I cannot comprehend how something like that can happen. I understand that the Government is cash-strapped, but that is largely their own fault, and is caused by some of the bad decisions they have made and continue to make. But you cannot decide to not pay teachers. That is not an option. It should never be an option.

Even from a distance I supported the teachers of this country as they marched in Belmopan last week. I think that the Government, and in particular the Ministry of Education has continued to disrespect them. The teachers of this country play a critical role in our development. Without them, we are nothing. And the thing is that they are not making any unreasonable demands. When last they marched, they did so demanding good governance, something which will benefit all of us. They marched against corruption, which is one of the reasons why the government is so cash-strapped. And yet the Ministry continues to ignore them, as if they don’t matter, and their voices are not important.

When we are elected to government, whether it be central or municipal government, we can never forget that we are there only because our people put us there.

We are there to do the will of the people – to listen to them and address their concerns, to make their lives better. Some of our leaders have gotten so incredibly arrogant

that it almost defies description.

Some of our leaders believe that because they drive in fancy vehicles and own fancy homes now, and can circle with entourages with them, they are suddenly Kings, as my friend Boots said the other day. I said then that while Boots was bold enough to say it, this is how many of our elected leaders feel. They feel that they are kings, and we are there to serve them.

I am surprised by the decision of my colleague Mayor in Belmopan to arbitrarily sell the property used as the PSU headquarters on the Hilltop. If there is a situation with non-payment, there are steps that can be taken. When dealing with an organization as established and critical as the Public Service Union, there are certainly negotiations that can happen. I agree that payment has to be made – no question about that. But the solution should never have been to sell the property in secret, to a Chinese businessman from Corozal whom nobody seems to know. That is indeed strange.

I can only hope that persons are wrong when they suggest that there is much more than meets the eye in this transaction. I think that the sale should be revoked, and some arrangement should be made with the PSU to ensure that they pay what is due to the Council. And whoever that Chinese businessman is, the Belmopan City Council should return his money, and be done with that. That is how things should be done.

We must do right by the people of Belize. When we are elected to office it is an awesome responsibility. We are given great authority, but with authority comes responsibility. As Mayors, we are trusted to spend the people’s money wisely, to manage with integrity and honesty, and to make decisions which benefit the people and the municipality.

When we don’t do that, we run into problems. That situation in Belmopan is a huge problem, and I hope it is ironed out the right way.

Protocol having been established, I would like to first thank God for this wonderful Day! Garifuna Settlement Day, 2018!

Thanks to the National Garifuna Council for having us here today, and to all who have worked so diligently to organize this wonderful event.

I would also like to take this opportunity early on to congratulate Mayor Francis Humphries and our Town Council, and to the donors, for this beautiful Dangriga Monument just built here at the Alejo Beni Park. It will surely be a main attraction for all our residents and visitors alike.

I would also like to thank Honourable Frank Mena for his positive message yesterday on the Krem Sunday Review Show, and to salute his choice of Lloyd Augustine’s song in the background.

It is a distinct privilege to be representing our People United Party Leader - Leader of the Opposition Honourable John Briceno this morning. He sends his heartfelt apologies for not being able to be present this morning due to pressing family health issues.

In his most recent weekly address, Honourable Briceno shared that: “All of us live busy and noisy lives, especially around this time, so the celebration of Garifuna culture is special and gives us a chance to appreciate how much our Garinagu have done for our development as a nation. Garifuna food, art, and traditions all help to form the tapestry that is our Belizean identity.”

The Journey of the Garinagu is indeed amazing and inspiring. Amazing because of the incredible negative forces of all types that were endured, and inspiring because despite of it all they did not only survive, but flourished in their new homeland. From 1635 with their arrival to St. Vincent (and we note the new information about African people being there before that time, and recognize the importance of writing our own history – there is fake news, and also fake history); then 162 years later with their transposition to Roatan in 1797, and then 35 years later in 1832, led by Alejo Beni to these very shores. Since then the invaluable contribution of the Garifuna people have been extensive, across all spheres of life in Belize and around the world. In fact in 2001,

the United Nations Educational, Scientific, and Cultural Organization (UNESCO), proclaimed The Garifuna Language, Dance and Music “A Masterpiece of the Oral and Intangible Heritage of Humanity” – not of Dangriga, or of Belize, or of Central America and the Caribbean, but of HUMANITY! (Story of grandfather’s journey from Palestine to Belize).

A fundamental factor that is responsible for the achievements of the Garinagu is it’s life philosophy of “I for you, and you for me”, “Yo para ti, y tu para mi”, “AuBu(n) Amuru Nu”. As our very own Mr. Joshua Arana so eloquently explained on Open Your Eyes Tuesday morning, this powerful concept is what both binds the past to the present and the present to the future. We in the present decide, by our actions today, on the honour and recognition we give to our ancestors, and also on what we pass on to our children in the future. I am very happy to say that once I was Josh’s teacher, and now I am extremely proud to be his student. He has taught me that once you live by these principles, you are a Garifuna. And so I am very privileged and humbled to say that I am a Garifuna.

The lesson here is that we must be our brothers’ and sisters’ keepers, and we must also, to use a modern term, live by the concept of Sustainable Human Development. The Garinagu practiced Sustainable Human Development centuries before the idea became globally recognized. We in Belize, of all backgrounds, need to also recognize what UNESCO and the world has seen and appreciated. We must throw out the saying that “a person cannot be a prophet in his own land.” This is the wise and enlightened thing to do.

And so what does the future hold? The theme this year cannot be more appropriate: “Garifuna Progress: A Task for All Garinagu.” It is the values that are concisely and masterfully captured in the “I for you and y ou for me” philosophy that will ensure the realization of our theme today. We must each embrace and practice whole-heartedly these values so that the Garifuna culture can live on and prosper for generations to come.

On this journey there have been hardships and pain, but also rewards and joy. Together in unity and love we chart the course to prosperity – an exciting task for all of us! May God bless the Garinagu People, now and forever! Seremein!
