UDP incompetence has spread their rottenness into Belize’s lifeline—Water. This essential liquid has not been spared of the UDP plague and threatens to slide Belize into a long-lasting emergency.

Only the UDP can be at fault for being inept at every turn. This is only the latest multidimensional UDP scandal but now with life and death implications. Yet, the UDP super rascals are unimpressed and totally devoid of ideas on what to do. Instead they focus incessantly at corrupting our Democracy and electioneering.

Belizeans have long lived with the pride of being replete with water. Our way of life depends totally on it, somehow, and in many ways.

Many of us were raised feeling comfortable with drinking water from our pure skies and collected in vats. Today, even that notion seems to have been locked out via legalities and BWSL conditions.

This past August 2019, the stench of the UDP’s negligence and incompetence contaminated the New River of Northern Belize. This environmental catastrophe of eutrophication and putrefaction was definitely caused by man. From factories to laundry rooms no one took the blame.

Was any ONE entity to blame for the New River’s mysterious sludge? This was one red hot potato that could only stop juggling at the laps of the Department of Environment and Minister of State Omar Figueroa, his CEO Alegria, the actual dormant Minister of the Environment Hulse and the Minister-in-Chief, PM Barrow. They were all grossly at fault since they were unaware that there was a drought coupled with the fact that they were dependent on BSI/ASR to police themselves.

This company essentially tested the river themselves and reported to the Department of Environment if they, BSI/ASR, were complying with regulations. Yes, it is difficult to make this up. The fox was placed to guard the chickens.

So the residents of the North lost their New River. Fish and crocodile went belly up. School children ran from Hydrogen Sulphide. River bank tourist destinations saw customers flee from the stench. Farmers lost most of their corn and other crops. The UDP called for a partial emergency so that they could gift Cane Farmers some 350dollars but only after GoB completely counts all farmers. The UDP is an exercise on futility.

When the God-given October/November rains finally flushed the New River into the Corozal Bay destined to affect our reefs, the DOE claimed two thirds of the credit when ZERO was due. Their experimental aeration stayed as an experiment at the procedure level. NO analysis was conducted, so no conclusion has been determined. The increased monitoring of the river and Sugar Factory is a facade. Belize deserves a report on the experiment and the monitoring.

When the brown water started to flow out of the pipes in Belize City the UDP went dumb. Pablo didn’t flinch. Hulse could not care less.

The UDP tried to imagine that BWSL was owned by someone else. Incompetent administration of the water falls directly on the laps of the UDP and BWSL Chair Alberto August. They mercilessly and probably criminally went on TV and told the city that the water was safe to drink.

What!! That assertion was withdrawn from a higher level swiftly. But the damage is done. The incompetence exposed and salt was being added to the wound.

Nature’s sluices opened up the October/November rains and were welcomed by Belize. The waters were so welcome that in parts of the country they didn’t runoff as is expected. In the west of Belize, two UDP townships that usually don’t flood experienced flooding due to neglected drainage. Even a place of worship was destroyed with the flash floods. Of course, the UDP does not control the skies but the UDP councils have been spoiled to periodic rains doing their jobs. The drought exposed their negligence of the drains and the garbage that clogs these. Piped and potable water stopped flowing and when it returned, boiling the water was advised. People are suffering.

The PUP calls on the Government of Belize and on BWS to ensure that whatever needs to be done is done so that there are no more interruptions in the supply of water.

CORRUPTION CARTEL CIRCLES SALDIVAR Thursday, November 7, 2019 Sunday’s launch of John Saldivar’s campaign for leadership of the UDP wasn’t just a launch. It was a carefully orchestrated, coordinated public humiliation of Deputy Prime Minister Patrick Faber. It was a move designed, down to the last detail, to let him know that he was persona non grata, and not welcome at the big boys’ table any more. And it was the ‘corruption cartel’ circling the wagons around a man they can work with, a man they feel won’t rock the hustling boat. These big boys, including disgraced, crooked, worthless Gaspar Vega, want to continue raping the country. And they feel that with John Saldivar as leader, the status quo will remain.

On Sunday, Gaspar Vega was in the front row. Vega, Belizeans will remember, was forced to step down after land scandals of ridiculous proportions began to emerge.

There were reams of documents showing Vega, as Minister of Natural Resources, granting thousands of acres to his wife and brothers, other family members and cronies.

There was the scandal in which Gapi managed to secure over 1600 acres of prime property for himself in Carmelita (with private airstrip we are told). There was the compensation scam, in which millions and millions of dollars were paid out to UDP cronies, and then the straw that broke the camel’s back, the $400,000 of taxpayer dollars given to Vega’s son, Andre, which he has refused to pay back. And Vega has the brass cojones to sit in the front row, sending the message that if John Saldivar is elected, he’ll be back.

No less than the prodigal son of the Prime Minister, convicted felon and deportee Shyne (home to get his hands on the fatted calf), was placed as MC of the event to send the message of the PM’s disgust of Faber and his support of Saldivar.

And Shyne had his script all ready.

The soul of the UDP is at stake, he said, as if the UDP has a soul.

“No one is entitled to be the leader of the U.D.P. No one has the right to succession. The next leader of the U.D.P. has to have humility and has to work arduously to build the trust and confidence of the majority of us. The next leader of the U.D.P. must be on the ground in the trenches shoulder to shoulder with our soldiers and generals working hand in hand not head in the clouds foolishly convinced of some entitlement to lead as if ordained by some divine decree that ignores the majority of the United Democratic Party.

This is the type of leadership that we need to continue the progress - inclusive, balanced and just. Not malicious, vindictive, victimizing and petty,” Shyne read from his prepared script.

Frank ‘Papa’ Mena also had his script, along the same lines, if not as eloquent as Shyne – “This country cannot deal with nobody who is petty, vindictive and personal and all of that.”

Those hits on Faber were a choreographed part of the show designed to humiliate him, as was the appearance of UDP whip Michael Finnegan. Finnegan had supported Faber at the Deputy Leadership convention, but no doubt under instructions from his best friend Barrow, jumped ship and publicly endorsed Saldivar at the launch.

These are serious times for Belize. It seems likely that the corruption cartel will win, and the hustling will continue, at least until general elections. It seems likely that with the Prime Minister’s blessing John Saldivar, the man known for his close friendship to William Danny Mason, accused kidnapper and murderer and admitted con-man and extortionist, will be the next leader of the UDP. But whenever general elections are called, Belizeans will not forget the abuse of the past years.

Belizeans are coming for justice.

And the day of reckoning is near.

Best believe that.

Blame It on the Rain

T

he present GOB is full of just one thing‌excuses! This last week, ironically due to heavy rainfall, flash floods were prevalent in the South and West of the country which led to a shortage of potable water. The problem for BWS it seems was contamination of water sources and reservoirs. The truth is that BWS is plagued with many shortfalls that stem specifically from a lack of planning and financial management which has crippled its capacity to access international funding to improve and expand waste water collection and treatment facilities.

Corruption and incompetence springs at the very top and trickles down like the turbid water BWS is urging Belize City residents to drink. Contrary to and in complete disagreement with the claims of Deputy Prime Minister these characteristics, of the administration he is part and parcel of, do not defy the laws of gravity and do not originate at the very bottom and magically make their way to the top.

In May 2013 a Technical Note on Water and Sanitation in Belize was presented to the IDB by Javier Grau and Alfredo Rihm. Therein lie some eye opening statistics. For instance, while BWS boasts one hundred percent of its customers are metered it provides only twenty one percent of its customers with waste water services. Belize City and San Pedro have secondary treatment and Belmopan only primary treatment, the rest of the country has no waste water management.

Even though the current party in power boasted that they would lower the cost of living there was an increase in average tariffs, per one thousand US gallons, by twenty four percent between 2012 and 2014 when the IDB published these findings. Of importance to note is that only thirty eight percent of Village Water Boards are chlorinating water. The BWS has still been unable to make their planned capital expenditures in their Business Plan from 2010-2015.

The Chairman and his board at BWS, who are mostly over privileged and under qualified, spend on average half a million dollars on meeting costs per year to formulate business plans they already know they cannot afford to implement. That does not include the traveling expenses that run almost four hundred thousand dollars or the allowances that cost in excess of eight hundred thousand dollars annually. BWS while it provides water services has completely disregarded its mandate to provide sewage and waste water treatment for Belizeans. There is a sewage infrastructure fee which is included in the bills of customers and has not been used for the expansion of those services.

Belize’s number one foreign exchange earner is now tourism and specifically eco-tourism. The preservation and conservation of the unspoiled quality of our environment, tourist attractions and coastal areas is our selling point as a tourist destination. The red circus, with all its clowns and puppets are not fit, any of them, to be stewards of The Jewel. The environmental tax we pay on every commodity and service imported should be directed to the protection of the environment. One of the worst causes of pollution is the untreated raw sewage that filters into our waterways and water sources. It is no wonder that BWS has not been able to rise to the task of expanding their sewage lines. Their Chairman, also Chairman of the UDP, is known to have a potty mouth, especially when expressing himself in matters concerning women and families of victims of heinous crimes. Perhaps it is because he so loves to wallow in this filth and corruption that he is unwilling to step aside to allow the work that must be done. Belizeans are tired of this lame duck government and their circus that wastes time looking for excuses instead of solutions. #UDPJAMAS!

Culpando a la lluvia

l gobierno actual está lleno de una sola cosa... ¡Excusas! La semana pasada, irónicamente debido a las fuertes lluvias, las inundaciones repentinas que fueron frecuentes en el sur y oeste del país llevaron a una escasez de agua potable. El problema para BWS (agua y alcantarillados de Belice, en inglés) parece ser la contaminación de fuentes de agua y embalses. Lo cierto es que BWS está plagado de muchas deficiencias que se derivan específicamente de la falta de planificación y gestión financiera que ha paralizado su capacidad de acceder a fondos internacionales para mejorar y ampliar las instalaciones de captación y tratamiento de aguas residuales. La corrupción y la incompetencia brota en la cúpula y gotea hacia abajo como el agua turbia que BWS está instando a los residentes de la ciudad de Belice a beber. Contrariamente a y en completo desacuerdo con las afirmaciones del Viceprimer Ministro, estas características de la administración de la que forma parte integrante no desafían las leyes de la gravedad y no se originan en el fondo y mágicamente llegan a la cima.

En mayo de 2013, Javier Grau y Alfredo Rihm presentaron al BID (Banco Interamericano de Desarrollo) una Nota Técnica sobre Agua y Saneamiento en Belice. Ahí radican algunas estadísticas sumamente reveladoras. Por ejemplo, mientras BWS cuenta con que el cien por cien de sus clientes tienen medidores de agua, sólo proporciona al veintiuno por ciento de sus clientes con servicios de aguas residuales. La ciudad de Belice y San Pedro tienen tratamiento secundario y Belmopan sólo tratamiento primario, el resto del país no tiene sistema para el manejo de aguas residuales. A pesar de que el actual partido político en el poder se jactó de que reducirían el costo de vida, hubo un aumento en las tarifas promedio, por mil galones estadounidenses, en un veinticuatro por ciento entre 2012 y 2014 cuando el BID publicó estos hallazgos. Es importante señalar que sólo el treinta y ocho por ciento de las Juntas de Agua Aldeanas están clorando el agua. El BWS todavía no ha podido realizar sus gastos de capital planificados en su Plan de Negocios de 2010-2015.

El presidente y la junta directiva de la BWS, que en su mayoría son privilegiados y poco cualificados, gastan en promedio medio millón de dólares en gastos de reuniones por año para formular planes de negocios que de antemano saben que no pueden permitirse implementar. Eso no incluye los gastos de viaje con un costo cercano a cuatrocientos mil dólares ni las asignaciones a miembros de la junta que cuestan más de ochocientos mil dólares al año. BWS, si bien presta servicios de agua, ha desatendido por completo su mandato de proporcionar tratamiento de aguas residuales y alcantarillados a los beliceños.

Hay una tarifa de infraestructura de alcantarillado que está incluida en las facturas de los clientes y no se ha utilizado para la expansión de esos servicios.

La fuente número uno de divisas de Belice es ahora el turismo y específicamente el ecoturismo. La conservación y conservación de la calidad virgen de nuestro medioambiente, atracciones turísticas y zonas costeras es nuestro punto de venta como destino turístico. El circo rojo, con todos sus payasos y marionetas no son aptos, ninguno de ellos, para ser custodios de La Joya. Una de las peores causas de la contaminación son las aguas residuales brutas sin tratar que se filtran en nuestras vías fluviales y fuentes de agua. No es extrañar que BWS no haya sido capaz de hacer frente a la tarea de ampliar sus líneas de alcantarillado. Su presidente, también presidente de la UDP es conocido por tener una boca shuca, especialmente cuando se expresa en asuntos relacionados con las mujeres y las familias de las víctimas de crímenes atroces. Tal vez sea que tanto le encanta revolcarse en esta inmundicia y corrupción que no está dispuesto a hacerse a un lado para permitir el trabajo que se debe hacer. Los beliceños están cansados de este gobierno fracasado y su circo que pierde el tiempo buscando excusas en lugar de soluciones. #UDPJAMAS!

QUESTIONS TO THE MINISTERS 1. Will the Minister of Finance please inform the Belizean public if the audit of BTL for the unpaid GST funds is finalized? If so how much is owed and has it been paid? And if not, why is it taking so long?

2. Will the Minister of Education please say if he is prepared to write-off the student debt for the Belizean students at UB as he was prepared to write-off the debt of Joshua Perdomo who resides in Dallas, Texas?

UDP INFAMY: PUERTO AZUL AKIN TO SANCTUARY BAY

In 2014, a potential mega-resort on Sandbore Caye and Northern Two Caye, located within the Lighthouse Reef Atoll received much attention across Belize and internationally.

Many were negatively surprised after pictures showing two senior Cabinet Ministers at the unveiling of the concept at the 67th Annual Cannes Film Festival in France. The Prime Minister of Belize, Dean Barrow, at his quarterly press conference, has officially stated that Puerto Azul is not a project, but merely a concept being discussed by investors. This went against the grain of environmentalists’ claim that the proposed development could be devastating to the environment, since it would sit on an Atoll that is part of Belize Barrier Reef Reserve System (a UNESCO World Heritage Site) and is home to the Great Blue Hole, a significant site for the tourism industry.

Additionally, PM Barrow stated that the project is simply in discussion.

“The government has engaged in discussion with the potential developers on the idea, but it has not gone further than that,” said PM Barrow. He added that the initial plan was far too elaborate for the magnitude of the project, and the government had asked for the project to be downscaled. The initial proposal was for Puerto Azul to include shopping centers, restaurants and bars, a golf club house, spa, airstrip, marina, churches, business centers, botanical garden, health care center, not to mention accommodations for approximately 1,000 guests and 2,000 employees. “No kind of approval will be given, unless all the process required by law, public policy and governance has been met. In addition the proposal must be feasible before it is even sent to Cabinet for consideration,” said PM Barrow. “…Yes, we want to develop our project, but at the same time we have the same goal as the environmentalist, we need to protect the reef.” According to the local representative for Puerto Azul, the environmental organi-

zation that is being acquired to help with the development will look at ways to address and enhance the island’s ecosystem.”

One of the senior Cabinet Ministers that was at the unveiling of the concept in France was Manuel Heredia, Jr. When questioned if his attendance was an endorsement to the project, Heredia said at this point, it is uncertain if the project will indeed materialize as all the necessary studies are yet to be made.

“We went over there on an invitation

by Puerto Azul to look at a model concept that they had… I don’t even know if this will succeed or not, but whatever the case is, the exposure the country has gotten [at Cannes] is by itself substantial. According to Heredia the trip was fully financed by Puerto Azul investees.

In terms of the environment, we will conduct studies to see how we can restore the islands so that we can become an eco-friendly resort. This project is good for the country, the people and the environment that it is too positive to fail,” said the Puerto Azul spokesperson.

This all sounded good and dandy to the UDP government who at the times was involved directly or indirectly with the Sanctuary Bay Enterprise and could only have been thinking $$$$$$$. Another easy-money venture is coming. If they could only have had a little vision and caution they would have noticed the fraud and the Too-Good-To-Be-True RED FLAGS. On July 23, 2014, Minister Heredia had indicated that cabinet had approved Puerto Azul to go ahead with their Environmental Impact Assessment (EIA).

But No… it was not true. It took Italian Police to expose the hoax. In UDP’s defence they were not the ONLY ones duped. They were not the only greedy ones. That Puerto Azul was using Belize as the base for the Ponzi Scheme was a severe indictment. It was reported that on Tuesday, January 17, 2017 media houses from Switzerland said that Domenico Giannini, the

man behind Puerto Azul, and Fabio La Rosa, had been arrested by financial police. Allegedly, both men have extorted money from over 200 private investors under the name of the luxury development, Puerto Azul.

The arrest warrant was issued by the financiers of the Provincial Command of Varese against seven persons. Five were sent to prison while two remained under house arrest. Both Giannini and La Rosa were among those sent to prison. During the arrest, officers also confiscated over 18 million Euros in assets (26 properties, 27 land shares of 10 companies, 6 cars and 18 bank accounts). Over 20 searches were performed between the accused parties’ offices in Italy and Switzerland.

Apparently the development was nothing more than a farce, as

the entire project was just a means to commit fraud and embezzlement. It should have been a rude awakening but the parallel Sanctuary Bay scam was ongoing. Some land owners were already getting foreclosure letters. The UDP was severely compromised in so many levels—Sanctuary Bay plus Puerto Azul.

Puerto Azul occurring parallel to the Sanctuary Bay Saga is definitely a part of UDP Infamy.

The get-rich easily was and is still the modus operandi of the United Democratic Party government and its operatives. There is no pardon out there for them.

The ONLY blue that is good for Belize it the People’s United Party and its vision of hope for a Belize that will work for everyone.

They broke Patrick It was a sad thing to see. The UDP broke poor Patrick. They broke his spirit. John’s ‘shindig,’ as Patrick called it, and the fact that everybody is deserting his sinking ship, was enough to send Patrick over the edge. When he spoke at a function Tuesday, he was a broken man, maybe even a man under the influence, because that sucker was behaving just the way he did when he boasted about using Petrocaribe to buy rum and tacos, and back then he was high as a kite. At the UWI function, Patrick was supposed to talk about risks and challenges facing youth, and how to mitigate them.

God only knows how Patrick got into talking about John’s ‘shindig,’ and how they think they can intimidate him, and how he won’t go down without a fight. Hell, he even got into the delegates and the convention and, at one point, lost it completely and seemed to be begging the students to vote for him at the convention. Honestly, we have no love for Patrick. None at all. But it was a sad thing to see, the day his spirit snapped under the weight of betrayal and hurt. Sad thing indeed.

Political hit Remember that it was here in this same column that we told you about the political hit put out on Faber? Remember we told you about a recording of an allegedly inebriated Faber claiming that the first thing he would do as leader would be to put a stop to the Barrow legacy of fleecing the country, and get rid of all Barrow’s greedy cronies. He said it, not us.

That recording made its way to DOB, we are told, and the rest is history.

Maybe you didn’t believe us then. Do you believe us now? Even Finnegan, a Faber supporter but much more a Barrow fanatic, jumped ship and publicly endorsed Saldivar. The word has gone out. If you support Faber, you will be excommunicated and your hands will be taken out the cookie jar, so to speak. So was the decree from up high. And what happened Sunday at porky pig’s convention was a public flogging of Faber, designed for maximum humiliation. Put a fork in Faber. That sucker is done.

Corruption Cartel But it’s more than just a political hit. What it is, if we can be so bold, is the corruption cartel closing ranks. See, here at the Belize Times we will give the devil his due. Faber can’t handle his liquor, and his immaturity is through the roof. He’s a child in a boy’s body, frankly. And when he drinks, he allegedly loves to beat women. Unacceptable. But this devil, Faber, isn’t known for hustling, at least not openly and greedily and brazenly like his colleagues. And that is a problem for those in the UDP who have gotten used to the hustling, and for whom hustling has become a way of life. Before politics these top-shelf UDPs were nothing. Now they are all multi-millionaires. And they didn’t get that way from their minister’s salaries. It’s the truth. So these UDPs are circling the train around Saldivar because he, on the other hand, isn’t exactly known for his morals and integrity, and if he becomes leader of the party, it is envisioned that the feeding frenzy will continue. Faber, Deputy Prime Minister, the second most powerful man in the country said it of his own colleagues just Tuesday – “…politicians are corrupt by the way and I don’t have problem saying it. Yes, there is a lot of corruption.” You better believe he’s going to get in trouble for that one.

Bless her soul Sista B is such a hard-working woman. We love her work-ethic. There she was at the Convention on Sunday, and while everybody was partying and having a good time, she was working. Must have had some important office thing or the other to finish up. Everybody was bashing and Sista B was caught on camera with box of envelopes in hand, counting them out. Never a political thought in that woman’s head, just work. Must have been some important letters in those envelopes that she didn’t have time to send out at the office. We refuse to believe those terrible rumours that those envelopes contained cash to pay ‘supporters’ for showing up. Not our beloved Sista B. Never.

UB Students Unite If the UDP was all set and ready to write off $40,000 for Joshua Perdomo, then we figure they can do the same for the debts owed by UB students who have been threatened with de-registration because they can’t pay their fees. Perdomo’s father was a Minister at the time, and remains a privileged and highly paid member of the UDP Government. These students who are struggling to pay their fees aren’t so blessed with privilege.

Mr. Barrow, the people are waiting. What is good for the fat red goose must be good for the gander, right?

The UDP debts continue to Rise!

The UDP have continued to put the country into more debts and seem to have no intention of stopping. On August 24, 2019 we saw Dean Barrow write off 90 million dollars to large landowners who had fallen behind in paying the government their land tax. It is astonishing to think the Prime Minister would not consider this outrageous act and just went through with this write-off. Along with this, the Prime Minister also did the notorious borrowing of another 100 million dollars for the Corozal Sarteneja Road administered to a Taiwanese company set in Guatemala.

Then a few weeks later, the UDP Government took out another loan for “natural disaster emergency contingencies” from the Inter-American Development Bank at 10 million U.S. dollars. A recently-filed financial disclosure also adds a $40,000 loan debt to Joshua Perdomo, the son of Cabinet Secretary Carlos Perdomo, who took a paid study leave from his public service job in the Ministry of National Security to pursue a Master’s Degree in Forensic Genetics, but never returned to Belize after completing his studies in Texas and took forever to pay his student loan. When this was done it was short of paying the principal and there was NO Interest added.

Let me try that with my bank.

The UDP continue to amass an enormous amount of debt. In addition to these newly enlarged loan amounts, they also have millions more owed to the International Development Bank and the Carib-

bean Development Bank. Dean Barrow, being the leader of this country and the UDP, it brings great shock and astonishment that a leader would act in this fashion and makes us wonder if he is in his right mind.

With all these write-offs, borrowed loans and accumulated debts, it is a wonder how much longer our coun-

try can continue to sustain these UDP shenanigans.

This series of debts that the UDP have incurred could have been used to better help the youth of this country with positive youth development.

Now with these increased debts, the younger working generation today will find it more difficult to find employment. After almost two days without water, the residents of the Twin Towns of Santa Elena and San Ignacio finally had water services restored late last night into this morning. Benque Viejo Del Carmen was also without water for a significant period of time until their service was restored late last night. This is the yet another in a series of poorly managed sectors under the leadership of this incompetent UDP Government and it is time for Belizeans to hold the UDP accountable.

In a post on social media on Monday, BWS could only state that “unfortunately, the water source for San Ignacio/Santa Elena has been adversely affected by the flood and no water can be pumped into the system until the flood water subsides”.

It is unacceptable that the provision of water to thousands of residents in Santa Elena, San Ignacio, Benque Viejo Del Carmen and surrounding areas can be abruptly interrupted, without any real explanation given to the people. Water is a critical component in homes, businesses, schools and everyday life, and it is something that our people simply cannot do without. Many schools on Tuesday, either suspended classes or shortened the school hours due to the water shortage. BWS must do better than this. It must!

We must point out that the Prime Minister of Belize, at every turn, boasts about the acquisition of BWS, chaired by his UDP Chairman Alberto August. This same Prime Minister has said nothing about this ludicrous interruption of service to thousands of households. We must point out also, that the Government of Belize is prepared to spend $180 MILLION on a road to a Mayan Ruin, a road which will benefit only a handful of people. Yet, there is no real investment in critical areas which will benefit all our people.

On Monday, people in Benque Viejo and Succotz had to be evacuated after heavy rains flooded streets and homes. NEMO said the reason for the inundation and delay in the water receding is because the culverts and drains are inadequate, yet, there is no investment to deal with these problems.

November 7, 2019 11:00 am There were two shootings in Belize City on Thursday October 30. Police could not say the motive for the shooting that took place on Lizarraga Avenue, Kings Park. Sometime after 8 p.m. a group of men were socializing at a residence when a gunman entered the yard and fired several shots toward them. One of the bullets hit Maliek Acosta, 21, in the leg. Acosta was fortunate and he has since been treated and released.

The second shooting happened after 9 p.m. as Adam Joseph, 25, was heading over the BelCan Bridge when a gunman approached him from behind and fired a single shot which caught him to the back of the head. Joseph was rushed to the K.H.M.H but succumbed two days later on November 2. Police say he is known to them and they strongly believed the motive is gang related.

One will remember the BIG wins by Mayor Kevin Bernard in Orange Walk East and particularly in Carmelita Village. Well there was a blip in Carmelita. There was one UDP councillor elected into the council of 6 plus the PUP Chair.

Well UDP style, this councillor is in trouble and it is with the law. Reportedly, Edwin (Edo) Gillett was arrested and charged for theft last night. He was already accepting plea but Attorney Cardona went to represent him and so the matter is going to court on December 16 of this year. Carmelita has a history of needing to fill-in seats that become vacant so this will be another occasion.

The difference now is that this is a PUP council. Let us see how this unfurls.

Village Councilor meanwhile the other shooting victim is lucky to be alive. Aaron Baptist, 27, who is known to love music was at the home of Lindell Williams on Sunday November 3, mixing some music when an unidentified armed man pushed his hand through a hole in one of the doors and fired several shots at the two men fatally injuring Aaron. Aaron is the brother of Brandon Baptist who is no stranger to the law.

The second shooting in Burrel Boom took place almost two hours after at the home of Kyle Pinkard who lives near Aaron Baptist.

Pinkard told Police that someone knocked on his door and he refused to open. That’s when the person fired several shots at the home. One of the bullets penetrated the wall and hit Pinkard. While Villagers said that they believe it is a retaliatory shooting, police would not confirm or give any other details since the matter is still under investigation. Pinkard has since been treated and released.

Trainee doctors pay $US200 for faked operating theatre photos in overseas scam Clinical placements are compulsory for New Zealand medical students and many opt to do them overseas, gaining valuable experience while helping communities in some of the poorest parts of the world. But not all is going well, as LEE KENNY discovers. Tourists don’t spend long in Belmopan. Although visitors flock to Belize’s Caribbean islands, the country’s tiny inland capital offers few attractions for sightseers.

However, it’s here that medical students from across the world get their elective paperwork signed-off for cash.

For around $300 trainee doctors can have their documents falsified before being taken on a tour of the hospital for photos in gowns and scrubs.

Local fixer Luis Cambranes says students used to spend their internships in the small hospitals in San Pedro and San Ignacio, now they go straight to Belmopan’s Western Regional Hospital to get reports signed and leave for Guatemala the same day.

“There was a policy (change) because (someone) wanted them to go to Belmopan, someone realised they could make a lot of money,” he says.

Cambranes has helped hundreds of students undertake medical placements but he said this year none applied to his local hospital in the Cayo District of Belize.

Supplied Luis Cambranes said he has helped organise hundreds of student elective placements in Belize. And as well as harming his income, he says the scam has had a negative effect on the local communities. “It’s really hurt my business, I was doing this for five years, then I launched my own business but it just got killed. “It has had a social impact. The hospitals are understaffed and these kids could help out.”

Stuff If institutions such as Otago University are not properly accounting for the use of public money, they are “negligent” says Graham Proctor of UK-based Medics Away. When Stuff contacted Western Regional Hospital in Belmopan it did not respond to the allegations that staff took cash to falsify documents, only saying “we no longer accept students for medical electives”.

AWASH WITH BRIBERY Graham Proctor is director of UKbased Medics Away, which has organised placements for thousands of students since it was founded in 2003, including a small number from University of Otago.

Supplied Belize is in Central America, on the edge of the Caribbean. He said the company was forced to pull out of Belize because of the levels of corruption they encountered. “We stopped send-

ing people there two or three years ago now,” he said.

Proctor said the medical system in Belize is awash with bribery, fraud and profiteering, with everyone from government officials to the local mafia on the take.

ALDEN WILLIAMS/STUFF The results of University of Otago’s investigation into overseas placements are expected later this month. “Belmopan is a place you wouldn’t want to stay in more than the time that the bus stops,” he says. “That’s probably the main centre of corruption, anyone who jumps off the bus there can get signed-off, I think the going rate is about 200 American dollars ($NZ312).”

“When they arrive and get signed-off they’ll be marched into the operating theatre and given green gowns and caps to have their photo taken.

THE ‘WALKABOUTS’ Medics Away used to send students to San Ignacio Hospital in Western Belize and would donate money or equipment via the organisation’s charitable arm, The Medics Away Foundation.

“We prefer to buy equipment but we would also provide money through the hospital’s official bank account.”

He said they donated around $US95,000 to medical centres in Belize before they withdrew from the country.

“The mafia in San Ignacio is quite strong and we fell out with them on a number of points.

“We left. We used to send 50 students a year (there), which meant $US15,000 ($NZ23,000) in donations to Belize hospitals.”

He said even before the problems, student numbers in Belize fell from 60 students to 20, as word spread that med students could fake their documents to go backpacking – Proctor calls them the ‘Walkabouts’. “There were 20 students who wanted to do the rotation and there were another 40 students winging their way around South America somewhere.”

Although Belize has 67 diplomatic and consular representations abroad it does not have an embassy in Wellington and New Zealand has no presence in Belmopan, with matters dealt with by the High Commission in Bridgetown, Barbados.

It is the only country in Central America not party to the UN Convention Against Corruption. According to the 2019 Index of Economic Freedom, it is ranked 123 out of 180 countries, between the former Soviet state of Tajikistan and the East African archipelago of Comoros.

BLACKMAIL But Belize is not the only place where corruption is rife. Proctor said the company no longer operates in Ethiopia and withdrew from Tobago after medical students were blackmailed by hospital staff.

“We had our students threatened, that unless they handed over $200 (USD), they would give a bad report to their university.”

“It’s worldwide. I would say that what is described as extreme is probably more the norm.” “We discontinued (the) two locations because of institutional corruption within the health service or the medical community either at the highest level or at the lower level.

“Corruption is the norm, it’s not the exception.”

THE WHISTLEBLOWER The issue of overseas electives came to light when a University of Otago med student met with Stuff last week.

The student said the practice of falsifying documentation was widely discussed at Otago Medical School and at least 30 final year students had faked their paperwork to go travelling.

“A large portion of this years’ trainee Interns lied about their overseas placements and instead used all or part of this three-month placement as a holiday.

“This group of students lied to the medical school about it in interviews, faked elective reports and covered for each other with more lies.

It transpired this week that University of Otago first learned of possible issues with student placements in June and launched an official investigation in September.

“The university acted quickly once concerns about some elective placements became known,” said a spokeswoman.

She said rumours surfaced that some students “may not be adequately completing their elective placements in Bosnia”.

The matter was brought to the attention of the Dean of the Christchurch campus before being discussed by the executive in July.

There are at least three clinical hospitals and eight county hospitals in Bosnia and Herzegovina but it is not known which one is the subject of the university’s investigation.

Campus conveners in Christchurch, Dunedin and Wellington were asked to investigate the concerns, including a review of the placement locations and student and supervisor reports from throughout the year.

“The university is taking these concerns seriously, including investigating the extent to which, in these cases, placement expectations may have been different between the university and the students involved,” said the spokeswoman.

The outcome of the investigation – including “any implications for future supervision of electives” – is expected later this month.

Proctor said although the majority of students he has worked with have been British, Medics Away has organised placements for Kiwi students.

“We have helped thousands of students. We find ourselves in competition with the walkabout students, they aren’t really interested in our offerings because we have very set arrangements and timetables and the accommodation we charge for is in one location.

“We’ve had about 20 students from the University of Otago in the

last three or four years but we don’t do anything to publicise our services (in New Zealand).

“We don’t really appeal to Australians or New Zealanders because they want to go walkabout. “One thing is certain, that if you are not staying in the location where the hospital is, you can’t do the rotation and you cannot fulfil your university commitments in any way, shape or form.”

The company organises placements in Bali, India, Morocco and Peru but he said there are places where it is too dangerous or too corrupt to operate. Among those are Sub-Saharan Africa and parts of Eastern Europe, including Bosnia and Herzegovina, where it is believed one hospital has been blacklisted by the University of Otago.

OTAGO UNIVERSITY ‘NEGLIGENT’ New Zealand med students are required to undertake the 12-week placement as part of the final year of their degree. These can be in New Zealand or abroad and can be funded using the $26,756 government grant which is paid to domestic medical students at University of Otago and University of Auckland for their final year – of which the overseas placements form a portion of up to 12 weeks.

Proctor says a good medical elective will have a dual purpose for students.

“It’s about medicine, (but) it’s also to show them the sort of provisions that these healthcare systems provide, what’s good, what’s bad. It opens their eyes,” he says. “They will see things that they’ve never seen before and will never see again.”

He said although there is “nothing wrong with having a good time” it has to be “balanced by your responsibilities to your university criteria”.

And he says he takes a tough-line on the students who cheat the system and the universities who allow it by either turning a blind eye or not carrying out robust checks.

“Some universities require a log-in and a log-out every single day, other universities say, ‘it’s your money and it’s your time’. “One way that universities can avoid this corruption is asking them for accommodation invoices.

(Students) can get someone to sign the invoice but then that becomes fraud, it’s a step beyond a mere deception.”

He said it was up to Otago Medical School now to prove thorough checks were in place to monitor student placements and how public money has been spent.

“If you went into the University of Otago and said ‘we’re doing an investigation and can we see the audit trail of students who have been given this money and the receipts and the normal things you expect to see from public expenditure’. “These institutions are taking money from government, if they’re not doing a proper job of controlling the expenditure of this money they are culpable, aren’t they?

UB publicly Shames over 100 students for outstanding arrears: is this appropriate?

(The question was recently asked by a good friend of mine, an eminent educator)

By Dr. Louis Zabaneh, PUP Standard Bearer for Dangriga Some facts: the GOB subvention was increased from $7 million in 2005 to $10 million in 2007 at a time when there were about 2,500 students at UB. That’s about $4,000 per student (much lower than the UWI average).

The subvention was only increased this year to $11 million with an enrollment of approximately 5,000 students. That is a drop to $2,200 per student, meaning that students have had to take on more and more of the cost of their education.

Note that when the GOB provides a subvention to UB, students still pay tuition and fees to make up the overall budget cost of over $30 million per year at UB. With this stated, it is my view that first students are bearing a higher burden than before and the GOB needs to at least keep up with previous levels of assistance, and second, that UB needs to be much more empathetic in dealing with student arrears, and instead of shaming students, they should publicly put the GOB to task.

Quality higher education is an essential and critical factor for the achievement of sustainable human development and national prosperity. One of the many very important links is the faculty of education that educates all our teachers, who in turn educate all our students. Another link is research and development and its positive impacts on the competitiveness of farmers, businesses, and exporters. Another link is the elevation of motivation in students to secure and promote democracy and good governance. And there are many more.

If there is one thing any serious government needs to do to work towards development where all people benefit it is to invest in quality higher education. This present UDP administration has done an extremely poor job in this regard. Let us not be afraid of a highly competent and effective UB! THINK ABOUT IT FABER AND SALDIVAR (AND BARROW) Dean Barrow’s reign of terror is almost over. All praises are due to Allah. The man who singularly and in the spirit of a petty tyrant, has done the most damage to the social and economic well-being of Belizeans, will soon be gone.

Barrow won three general elections. In a straight forward contest between the PUP and UDP in 1998, the UDP were left gasping on the ground with only three seats. Barrow squared off against Said Musa and took the whipping or his political career. PUP 28 UDP 3.

IN 2008 Barrow became Prime Minister. Not because he produced a better vision for the country, but benefitted from internal PUP government problems. The Unions and media did the heavy lifting. Dying to be a Prime Minister, Mr. Barrow promised the Unions and people of Belize that if elected he would run a government of accountability and transparency. He even claimed he had a machete and would cut down any corruption in his government. Not even a whiff of corruption would be tolerated. What a sick joke this has become. But the joke is on the suffering people of Belize.

General elections should normally be every five years. This allows the people of Belize to properly judge the full overall performance of a government. But by 2012 Mr. Barrow for his own reasons which has nothing to do with what is best for Belize, called another election. He almost lost.

The people wanted to get rid of him and the UDP. Let us just say, for now, he had some inside help. UDP PUP. Sure enough the serial killer of our dreams and hopes was back at it.

Another general elections in 2015. Wow! Master of the games. Playing games with the people lives and the future of our children.

In 2015 Mr. Barrow held a secret meeting in Miami with billionaire businessman Lord Ashcroft, former owner of BTL who had several cases against the Barrow’s government. Was this meeting a major, unlawful conflict of interest, no government officials were present. Barrow signed over to Ashcroft more than five hundred and fifty million dollars as compensation for grabbing BTL in violations of the laws of Belize. That’s more than half a billion dollars of taxpayers monies.

There was no payment plan. No phased disbursement of ten or twenty million dollars annually. Which law firm got the lawyer fees of twenty percent?

And then it started emerging that the Petro Caribe special oil arrangement from Venezuela had racked up over four hundred fifty million dollars in an illegal account held in secret at the Central Bank rather than in the Consolidated Fund as the Constitution required.

With those kind of monies who could lose the 2015 general elections.

And yet history records that a divided opposition without funding was able to emerge with….seats.

The suffering masses of Belizeans wants to get rid of Barrow. They have seen through him. He is glass. It is he who is transparent. Empty.

We all see right through him. He brought almost no reforms, no improvement. Every government institution has been subverted. Crime, poverty, unemployment, and hopelessness are rampant. As for corruption. Every child knows that the UDP and corruption are synonyms. Scratch one, you find the other.

Barrow and his UDP misery are coming to an end.

Barrow, once a proud Prometheus who stole fire from the Gods will not face the wrath of the people. He will be pulling the strings behind Faber and Saldivar. Two of the most unworthy politicians to try to lead our beloved country.

Both Faber and Saldivar have been Ministers in Barrow’s government for the past eleven plus years. Their performances in their Ministry have been ordinary and lack-luster. In the case of the Ministry of Education, Faber could not even bring into effect the teaching of African and Mayan history. Yet a group of students and teachers successfully introduced such teaching in the curriculum at SJC. Young Belizeans from poor families are still denied a college and Sixth Form education for lack of money. Why, after eleven years, Faber has still not brought in partial free education to those who cannot afford. The failure to provide skills training to the thousands of out-of-school youth is nothing short of scandalous. We could list many other short comings.

As for Saldivar, he actually signed to allow and head a Guatemalan Company and Guatemalan workers building Belizean Forward Military base at Hunting Caye. When this threat to our national security was uncovered the Honorable Saldivar’s response to the nation was we should not look a gift horse in the mouth. As the Police Minister, he has not put forward a single initiative to tackle Belize’s number one internal problem in rising criminality. We need say no more.

We find it amazing that Faber has been the Deputy Prime Minister all these years and Dean finds him unworthy to be the next leader of the UDP. We find it most unbecoming for the Prime Minister’s son and his sister along with flunkie Finnigan and his wife to present themselves at Saldivar’s convention for Party Leadership last Sunday. No principle, no

ethics. Might as well Barrow had attended.

The nation of Belize urgently needs a major change of direction. That can only come about with a change of government.

We call upon all Belizeans to reject the corrupt UDP and support Johnny Briceño and his team to rescue Belize.

U.B NOT A PLACE OF LEARNING Is the University of Belize a place of learning? It can be. There is no evidence that a robust and progressive learning experience is taking place.

UB, like most of our colleges and sixth forms, is based on passing examinations. As such it is mostly remembering and parroting what is taught.

What is taught is not about thinking, critical thinking: How to analyze, How to research, How to gather information, How to have the patience to look on two sides of any issue, of any problem.

And how to be an active part of the community or the affairs of the country. How to feel a part of the village, the community and the society we live.

From that point of view, UB is dead. They are not a part of the issues and discussions on what is going on in our beautiful Belize.

We are proud of all our UB students. It is the teachers and policy-makers who draw our disappointment.

16 THE UDP LEADERSHIP CAMPAIGN, INTERNAL ELECTIONS, & PRIME MINISTERSHIP THE BELIZE TIMES

I have been hearing, even on the media, that after the UDP’s internal election in February, that Prime Minister Barrow will eventually step down and that that person which at this point would be either Patrick Faber or John Saldivar, would automatically become the Prime Minister of Belize.

If that happens, that would be unconstitutional and hence nulo ipse jure or null and void.

If anything happens to Mr. Barrow that deters or interferes with his ability to perform his constitutional duty or that he resigns, the only person who is qualified constitutionally to become the Prime Minister of Belize would be the Deputy Prime Minister of Belize and not the UDP party leader. That being said if hypothetically Patrick Faber wins and Dean Barrow resigns, Patrick Faber would become Prime Minister but not as the UDP party leader but because he is the actual Deputy Prime Minister.

If John Saldivar wins and then becomes the Prime Minister in the case

of a resignation of P.M. Barrow without becoming first the Deputy Prime Minister that would be unconstitutional. Hence, null and void. The Governor General as Head of State and the upholder of our Constitution will have no other choice but not to approve such practice. The Governor General would have to call on the House and appoint John Saldivar as Prime Minister if he is not appointed as Deputy Prime Minister before the resignation of Prime Minister Barrow. Not doing neither, the Governor General will have no other choice but to dissolve the House of Representatives and call for General Elections. This being said, what happens inside the UDP Party has nothing to do with Belize as a State according to our Constitution. It is their show inside their party.

As a matter of fact, since 1984 our Constitution has been violated in this aspect alone. Apart from the violation in other areas. All our Prime Ministers since 1984 which includes Manuel Esquivel, Said Musa, and our actual Dean Barrow have all been unconstitutional. Read my article from Google “Party Leadership and Prime Ministership” There has been the notion that we have as voters have, that

the leader of a political party that wins a general election is automatically the Prime Minister of our country Belize.

It is a mere fallacy and if considered traditional or customary, it is unconstitutional. The lawyer in the Office of the Governor General should have known such since Dame Minita Gordon was Governor General and more so now and still not known or if known not practiced and any practice not in accordance with our Constitution is unconstitutional even if it is in ordinary laws. All ordinary laws must be in accordance with the Constitution or the spirit of the Constitution. Otherwise, it is deemed nulo ipse jure or null and void. Either amend the Constitution or amend the law.

Party leadership is a mere symbolic internal political party practice and doesn’t or shouldn’t translocate to become the Prime Minister of Belize when that party wins the majority of seats in the House of Representatives, if the stipulation of our Constitution is executed as is.

Art. 37-(1) of the Constitution of Belize states that “There shall be a Prime Minister of Belize who shall be appointed by the Governor General” and it continues in Paragraph (2) by

saying “Whenever the Governor General has occasion to appoint a Prime Minister he shall appoint a member of the House of Representatives who is the leader of the political party which commands the support of the majority of the members of that House, and if no political party has an overall majority, he shall appoint a member of that House who appears to him likely to command the support of the majority of the members of that House.”

Curiously, the paragraph of this Article mentioned “he” and “him” and our first Governor General was a female: Dame Minita Gordon. The feminist of today would say that our Constitution is machistic. For argument sake and valid inclusion, that wording of our Constitution should be reformed. So that our Constitution be inclusive and in tune with modern trends. Our Constitution as it is clear which I am not in agreement with for obvious reasons.

I want my vote to be respected and I would like to have the rights and privilege of electing my Prime Minister but it the actual Constitution and should be reforms should be done before the UDP party leadership election and put an end to three decade unconstitutional practice. We should request that the will of people be constitutionally respected.

Belmopan girls win FFB national U-15 football champs Belmopan, November 2, 2019 The Belmopan girls won the Football Federation of Belize (FFB) national interdistrict Under-15 youth football championship at the Isidoro Beaton Stadium in Belmopan last Saturday.

The Belmopan girls won 2-1 against the Stann Creek U-15 girls with goals by Alicia Coc finihing a corner kick from MVP Roshany Narvaez in the 20th minute.

Khalydia Velasquez equalized 1-1 for Stann Creek in the 43rd minute, with an assist from Ceneia Apolonio.

Belmopan’s Heidy Lopez, Janelle Diaz, Marjorie Sanchez and Melenie Medrano pressed for more goals.

Stann Creek’s defense Anika Ramos, Ophelia Casimiro, Celine Portillo and Primilee Pau helped their goalie Jahnel Lino keep off a lot of attacks, but Aaliyah Tello came off the Belmopan bench to score the winning goal in the 68th minute.

Stann Creek’s Shamika Lambey, Taryn Arnold, Jerrilee Pau and Alma Myers tried to equalize, but Belmopan’s Best goalkeeper Belinda Linarez held off their attacks with the help of her defenders Evania Sarceno, Marleni Rosa, Sulma Aguilar and Bianca Hoare.

The 1st and 2nd place winners received their team trophies and individual medals from FFB vice president Cruz Gamez, FFB’s female football director Iris Centeno and Shane Moody Orio.

Toledo Elite girls win FFB National U-17 Football Champs Belmopan, November 2, 2019 The Toledo Elite girls won the Football Federation of Belize (FFB) national interdistrict Under-17 youth football championship: 1-0 against the Corozal girls at the Isidoro Beaton Stadium in Belmopan last Saturday.

Elisa Coy scored the winning goal in the 65th minute, after the Corozal defense had rejected one attack, Elisa sent the ball right back into the net!

Corozal Vanelly Santoya, Jocelyn Sho, Dianira Lopez, Darina Tzul, Ninel Cano and Yasmine Diaz counterattacked in a desperate attempt to equalize.

Toledo’s Kayla Gonzalez, Leah Mariano, Best midfielder Margarita Coh, Esmeralda Rash and Loraine Cal pressed for more goal. But Corozal’s MVP Thaiany Matu, Thaily Manzanilla, Citlaly Morales and Stefanny Orellano helped goalie Andrea Campos hold off their attacks; while they tried to equalize. Georgina Yam, Jemily Peña and Flor Montenegro came off the Corozal bench to help.

Their efforts were in vain, as Toledo’s Best Defense - Jaylene Lambey, Rasheda Lino, Amily Ack, and Richelle Choco and Annette Bah held off the Corozal attacks to help Best Goalkeeper - Josella Mes keep a clean slate throughout.

‘TIME TO EAT’ November 7, 2018 This Veritas production is mustsee short film for those of age. It will premiere at the film festival this weekend and simultaneously to a YouTube audience. The Belizean 15-minutes social-issue-laden film can bring a punch right to your entertainment itinerary this weekend. It will surely be the talk to the weekend and for days to come.

The trailer provides you a teaser of the actors Stig Da Artist, Ilona Smiling, Horatio Guerrero, Tremett Perriott, Nicole Hamilton, Corey Escobar, Tianney Lamb. Many of the actors will be recognized as well-known, in the entertainment circle, as group and solo singers and in hot commercials advertisement. They are surely making a step-up with this Carlo and Andre Habet screenplay.

Stig Da Artist came up from KTV competitions and now a veritable force in Belize’s upcoming music industry. He took the challenge and plays a central part in this ‘Time Fu Eat’ production. Look out for him in the near future in other gigs including the possibility of a ‘Time Fu Eat’ series….look out for him.
