Thursday, 11 May 2017 It is our fervent wish at this paper that the Special Select Committee will exercise their right to take action against Penner, and that he will spend some time behind bars for his crimes against the people and country of Belize.

During his testimony before the Special Senate Select Committee on Wednesday, disgraced former UDP Minister Elvin Penner confirmed that he met with South Korean national Wonhong Kim on different occasions in Taiwan and Mainland China.

But other than that, he refused to answer any question relating to how Wonhong Kim managed to get nationality documents and a Belizean passport while he was incarcerated in a Taiwanese prison and without him

So who is the man that Elvin Penner escorted to the Immigration Department and passed off as the now infamous Mr. Kim, his friend that he claimed to know so well? He wouldn’t say when asked point blank, and if he has his way, the Belizean people will never truly find out the extent of his involvement in that scandal which reeks of corruption in public life. He went before the Senate Committee, swore to tell the truth, and actually refused to answer pointed questions about what he did and did not do to move the Wong Hong Kim passport application along.

He took the stand and gave an opening statement reminding the Senate and the public that he was prosecuted for the Citizen Kim passport by the grassroots organization, COLA, and that prosecution failed.

It was appealed before the Chief Justice who upheld the acquittal, and so according to him, his attorneys have advised him that he is not obligated to answer any questions about Won Hong Kim. He also said that he had a right against self-incrimination, which he intended to exercise. Chairman Aldo Salazar kept warning Penner that there could be criminal consequences for his refusal to answer certain questions, but he said that the Senate could go ahead and take whatever action they saw fit against him which could either be a fine or imprisonment.

The Senators still tried to get him to be specific and revealing about how he helped Kim to get a Belizean passport, but he refused to answer the questions. At the height of Penner’s cross examination on “Mr, Kim”, Senator Courtenay put it specifically to him that since he did not meet Won Hong Kim in Belize, a fair conclusion is that he couldn’t have accompanied him to the passport office. The reasonable inference there is that he didn’t go with Won Hong Kim that day to deliver the application, he went with an imposter to deliberately commit fraud.

As if it wasn’t bad enough that Penner tried to take the Committee and Belizeans for fools, as he rounded out his first day of questioning he went further to offer his services to clean up the Immigration Department. According to the “special” fellow, he has valuable input to offer in putting measures in place to stop the corruption which is the culture at the Department. We assume he is speaking to the principle of sending a thief to catch a thief. With his final words on Wednesday, Penner, who says he doesn’t feel like he owes the Belizean people any apology, asserts that if he ever gets the chance to become Minister of Immigration again, he will clean up the department – and we don’t think he was referring in this case to janitorial services.

Wednesday, 10 May 2017 As we go to press, there are reliable reports that Mesopotamia Area Representative and UDP whip Michael Finnegan has informed his executive committee members that he will not be finishing out his term in office. Those reports indicate that he will step down in the next few months, which would automatically trigger a by-election in Mesopotamia. It is believed that the decision has been triggered for health reasons, since Finnegan has been ailing for some time now.

No doubt, Finnegan informed his nephew Shyne Barrow long before he met with his Executive Committee, since the convicted felon and deportee son of the Prime Minister has noticeably ramped up his campaign for Mesop in the past months. Suddenly, Shyne has appointed himself as a friend and representative to artists in the country, and by doing so has made himself

MAGISTRATE RODRIGUEZ ARRAIGNED ON RAPE CHARGE Thursday, 11 May 2017 Magistrate Norman Rodriguez, who was appointed to his post less than a year ago, has become the first member of the judiciary to face a criminal charge of rape. He is being accused by a woman who reported to Police that on Tuesday, April 11, he asked her to go and meet him at his Magistrate’s quarters in Dangriga Town, where he is also posted. The woman claims that she showed up, and Rodriguez escorted her into the house.

She claims that he approached her, and tried to kiss her, but she shoved him away and told him that she did not go to see him for that. She says that he became persistent and forceful, and he had sex with her against her will. She has told the press that she took a few days to report it to Police because she was hesitant. She claims that she felt intimidated because he is a Magistrate and she was worried that nobody would take her report seriously to do something about it.

The Police investigators did take a few weeks to decide what they would do, but last week, after consultation with the office of the

Director of Public Prosecutions, the decision was made to charge him. He was finally charged formally on Wednesday, May 10, and about half hour later, he was taken before his boss, Chief Magistrate Ann Marie Smith.

He was arraigned on the single charge of rape, and no plea was taken because this is an indictable offense.

That means that he will have to face a Supreme Court trial, which may not happen for months. He was granted bail of a thousand dollars, and the Court has ordered that Police most disclose all evidence against him formally on August 10. The Chief Magistrate will decide if there is enough evidence to send the case to the Supreme Court when she holds a preliminary inquiry on August 24.

As an accused, Rodriguez has declined to give any comments to the press, but speaking to reporters, he insists that he is innocent, and that this accuser is trying to damage his reputation. The alleged victim has admitted to the press that she had a live-in relationship with Rodriguez about 5 years ago, before he went away to study law. This is the second time that he is facing sexual offenses. In 2005, when he was a high school teacher, he stood trial in the Supreme Court and was acquitted of 3 counts of unlawful carnal knowledge.

much more visible. It has been clear for some time now that the Prime Minister and his estranged son have mended fences, despite there being bad blood between the two at the beginning. Shyne, who was a rapper before going to jail for ten years, has songs which speak very ill of Dean Oliver for abandoning his son during his childhood.

While Shyne likely thinks that he will be a shoo in for Mesopotamia, former Belize City Mayor Zenaida ‘Underdeposit’ Moya has stated that she will challenge him at a convention, since she had the blessings of Finnegan before Shyne turned up. It is anybody’s guess how that one would turn out, but it hardly matters in the end. While Finnegan's seat is considered a safe one, with his departure it is definitely up for grabs. In spite of his long tenure as Mesopotamia Representative, the constituency remains one of the poorest and most neglected in the city.

BARROW RAISES FUEL PRICE AGAIN

Thursday, 11 May 2017 It came with no warning – another massive increase in the pump price of fuel as a direct result of the government’s greed for more money on the backs of the Belizean people. At midnight Wednesday, the price of Super fuel shot past the $11.00 mark, up 46 cents to $11.04 in the city and higher in the districts. While the pump price of Regular fuel remained the same, sources in the Ministry of Finance report that within the next week that commodity will see a similar increase.

And while Super shot up by 46 cents, Mr. Barrow is still caught up in a game of optics. Diesel went down by a measly 3 cents, no consolation at all to those who must dig deep into their pockets every day to feed GOB’s voracious appetites.

Since the start of 2017, there have been at least 6 increases in fuel despite the price of oil maintaining an all-time low. Despite a commitment pre-Budget presentation that fuel would not be taxed since it was already prohibitively high, Mr. Barrow forgot that commitment in his presentation and fuel was taxed again. Whenever there is a need for increased revenues, Mr. Barrow adds a percentage point or two to whichever fuel he wishes, and the people suffer at the pumps.

Meanwhile Gaspar Vega, who used his office to enrich himself and his family members from public coffers, still fills up his luxury SUV for free because we are paying for it.

Thanks to Mr. Barrow’s tax regime, the price of everything has gone up. This man is a real taxsucka!

PUP Adopts Bold Initiative Thursday, 11 May 2017 The People’s United Party has formally adopted a Belizean Bill of Rights which includes five tenets that will form the platform of the Party moving for ward. The bold initiative was finalized at a meeting of the National Executive held last week at Independence Hall.

The cornerstones for the Bill of Rights are LAND, ADEQUATE SHELTER, EDUCATION, HEALTH AND JOBS, but it also includes the absolutely critical role of justice for all and the protection of our sovereignty and territorial integrity. It is these very basic, fundamental rights that have been so completely ignored, neglected and abused by this UDP government. And the PUP, under the leadership of the Hon. John Briceño, is determined that to create a Belize That Works for Everyone, we must first go back to the basics, ensuring

that the rights of our people are secured.

The PUP is serious about serving the people in every corner of the country. To that end, free education has become a real part of the discussion on real reform. Health is also of critical importance. The Bill of Rights has become a source of hope and comfort for the many Belizeans who realized a long time ago that the possibilities we were told to imagine included gross corruption, mismanagement and abuse, and the best we waited for will never come under the UDP. CFO Evicted from Office

Thursday, 11 May 2017 An almost incredible situation played out Friday last at the Forestry Department Office in Belmopan. Reliable sources have confirmed that the recently appointed Chief Executive Officer, Dr. Percival Cho gave instructions for the Chief Forest Officer (CFO) Wilbur Sabido, to be locked out of his office. With that, the door locks were changed after Sabido left work for the day on Friday May 5th. His office equipment and other items, we are told, were also forcibly removed.

But what caused the turn of events? Information has surfaced that Cho via e-mail gave him the long Labour Day weekend to relocate to the Ministry building but when Sabido refused, Cho, in concert with the Minister of State Dr. Omar Figueroa made the decision to extract Sabido’s office contents and lock him out.

Prime Minister Dean Barrow was reportedly drawn into the dispute by the Association of Public Service Senior Managers (APSSM) who requested intervention. Up until Thursday, many of the people reached for comment did not want to go on the record. The report is that the situation was discussed at this week’s Cabinet meeting. Up until then, Sabido could still not get into his office despite the Union supposedly advising him to still report for work there. There are also indications that the Public Service Union (PSU) is closely following the situation as well.

As to why the relocation was ordered in the first place, there are reports that the CEO and Minister of State want to keep the CFO close whereas others consider the relocation not quite sensible as the CFO would then be away from his staff. One would think that such a situation might be easily resolved but the initial reports were that the substantive Minister for the portfolio,

Senator Godwin Hulse is not of the same view as his junior minister and the CEO. We caught up with Minister Figueroa at a workshop and he explained that having been given responsibility for the Forestry Department which he considers extremely important to the country, he must be allowed to make administrative changes that he believes will affect the effective and efficient functioning of the department.

He clarified that there is no move to demote, fire or transfer anyone. Instead, he wants the CFO close because there are some “larger picture responsibilities when you’re dealing with key biodiversity areas/programs, the RED+ that’s coming on stream. It is a US$3.8 million program.

If we meet our obligations in the next 18 months we qualify for another $5 million. I don’t want to take risks with these programs. I believe the Chief Forest Officer is extremely competent; he is technically sound, he is one of the key guys to lead this charge.” The Minister added that the Deputy Chief Forest Officer can manage things at the Forestry Department office. He added that leaving Sabido around the staff at the Department could lead to him being overwhelmed with requests and responsibilities that could distract him.

So where is Sabido in the meantime? Figueroa said he had not spoken with him but believes he is still at the Forestry Department compound.

As to the locks, Figueroa said he was unaware of the nitty gritty but said that perhaps it was assumed that Sabido had already relocated. That however does not explain the removal of Sabido’s office contents.

Figueroa says he does have the support of Minister Godwin Hulse and said that Cabinet did not discuss the issue at any length.

IF DAH NOH SOH!

#dead Oh my lerd…I can’t have heard that right. Did Wonhong Penner just say that if he is ever the Minister of Immigration again he will fix up the Department and get rid of the corruption? If I had an egg handy I’d stone that fool in the head. I listened to him today and felt violated. One thing that came across crystal clear is that Penner doesn’t think he did anything wrong. And he doesn’t feel that he needs to answer any questions about his good buddy Mr. Kim. Although he did admit that he travelled all the way to Taiwan and to China to meet with Kim. I wonder what was discussed in those meetings? I wonder if Penner’s financial profile changed significantly because of what was discussed in those meetings. For refusing to answer questions, Penner could be fined or confine. Lerd help me but I wish it would be the latter. This fool deserves some quality time behind bars and a loving cellmate named Bubba.

Reward?

There is reliable word tonight that the contract of outgoing Chief Magistrate Ann Marie Smith will not be renewed, despite reports that she requested an extension and despite the support of the Attorney-General Mike Peyrefitte who took the request directly to the Prime Minister. We understand that the top spot will be going to Sharon Frazer, the President of the Association of Public Service Senior Managers. During the October 2016 strike, the BNTU stood and marched alone, with the APSSM and the PSU keeping as far away from the fray as possible.

It is likely that the stance of these other unions played a major role in breaking up the strike. We know that it has been the policy of this Prime Minister to reward those union members who can be encouraged to see things his way, if I may speak very tactfully. He did it with great success in 2005. And that’s absolutely all I’m gonna say about that.

Patrick…

Faced with serious scrutiny from within his own party after revelations of his woman-beating ways, Patrick Faber has allegedly done the unthinkable. Seems that he has organized a meeting with that fat fellow from Belmopan in an effort to convince him to come over to his corner.

We know that Saldivar has never given up hope that he would someday take the top spot despite his close encounters of the shady kind with William Mason. And we know that there has been serious talk about going way outside the box and maybe pushing either Mark Espat or Michael Peyrefitte into a leadership role. So Faber feels threatened and is looking to an unlikely ally in the fat one. My only advice to him would be not to trust him as far as he can throw him, my point being that it is damn near impossible to even lift up that rotund fellow, much less throw him. I feel sorry for Patrick. Okay no I really don’t.

Crying Game…

On the subject of Patrick, can you imagine that the UDP mouthpieces are crying foul because of documents now coming out which show that the lil demented fellow is a chronic domestic abuser? Listen, we didn’t make up this shit. These are official documents, just like the official Police report made by one of his victims who he punched in the face – not once, but twice – and dragged out of a room by the hair…real sissy timing. The request for court action may have been withdrawn at the time by the complainant but the report is real. It didn’t disappear. So cry all you want, but Faber is not fit to run for office. He likes to get drunk and beat up women. Notice that he doesn’t get drunk and fight with men. He gets drunk and picks on women. Put that in your pipe and smoke it.

More shush…

The west of the country, as far as the UDP is concerned, certainly seems to be having its fair share of controversy these days. A lil bird just this week told me that UDP operative Sergio Chuc and his business partner Erwin Contreras are coming under real scrutiny from the US regarding some alleged Immigration transgressions. I won’t say anything more right about now until I find out more. But last week reports emerged that Contreras’ US Visa has been revoked. Also last week, Chuc’s name came up in reports that he will be investigated by FIFA for allegations of using money in an attempt to bribe district officials to vote for him in upcoming FFB elections. I wouldn’t be at all surprised, since that is a typical MO for UDP operatives who want power but don’t have the natural ability to make it happen. Trust me, we’ll have a lot more about this mess, including information on that bus company allegedly owned by Chuc and Contreras. Stay tuned.

REMEMBER THE MILLION DOLLARS

T

his week is being celebrated as Teachers Week, or in some part of the world, as Teachers Appreciation Week. This is a time when we pay particular tribute to those dedicated men and women who play such a critical role in the lives of our children during their formative years. Teachers are forced to become parents, mentors and caregivers for hours each day. They are also, at times, forced to play warden, doctor and protector. In Belize, a close-knit society of close-knit communities, we are blessed with many teachers who are passionate about what they do, so it becomes so much more than a job – more of a vocation.

Minister of Education Patrick Faber, who is also the Deputy Prime Minister and the man who has vowed that he will one day be the UDP leader and perhaps even Prime Minister, will likely make his way to a handy podium this week to heap praise on our teachers during this week. It is the politic thing to do, after all. But he won’t mean a word he says. He will be doing it because he sees it as a necessary step on the road to the realization of his aspirations. But he has no real appreciation of teachers. He has no real respect for teachers. He does not value the role they play in our nation and he has done absolutely nothing but bring down this noble institution from the day he got into power.

It is quite incredible to hear that this fellow was himself a teacher. He obviously was not a very good one. Perhaps the disrespect he bears teachers is a reflection of what he himself brought to the profession. You know, they say that if you are a crook at heart, you will forever distrust those around you because you judge them based on what you know yourself to be.

To appreciate the teachers and what they do for this nation, is to understand the challenges that they face as well. There are too many stories of these educators having to use their own money to ready classrooms for their students, to turn those four walls into an arena of learning. There are too many stories of teachers having to find money to pay for paper to run off tests and exams because there is no money otherwise. There are way too many stories of teachers having to buy food for their students who otherwise would go the entire day without a meal. There are even stories of teachers who use their own money to buy clothes, uniforms and shoes for students. That is the reality.

The reality is that there are children whose parents, or parent or guardian do not have the means to provide even one meal for them before they go to school. Last week somebody posted up heartbreaking photos of students in uniforms obviously sizes too large for them, pants held up by rope, ripped, tattered tennis shoes held together only by a prayer. And these are the children who go to school with all these challenges facing them, because there are many who don’t. There are many who are forced to walk the streets and beg for money or hustle because the poverty in Belize is all too real.

For many of these youth, teachers are the light and the hope for them – not only the solitary source for a meal many days, but the only source of an education which can perhaps change their lot in life.

And it is these teachers that have been so disrespected by Minister of Education Patrick Faber and this Barrow administration. It has been a continuous thing. Faber has made it a point to insult teachers at every turn. This government has made it a point to push teachers’ backs against the wall whenever there is a demand for better.

It is this administration which forced teachers to go on strike in October when it just would not heed calls to fix itself, to root out the entrenched corruption and to govern the people well. And when those teachers stood tall and marched against corruption, it is this government, and Patrick Faber, who sought to punish them by withholding their pay. Imagine that – withholding the pay of our teachers.

When the Court told them this could not happen, it is this Government and this Patrick Faber who decided that they would break up the BNTU, the teachers’ union, by offering monetary gifts to those who did not for whatever reason stand with the union during the strike – a blatant attempt at union-busting. It is this government, and this Minister of Education, who attempted to infiltrate the BNTU election process recently.

The Barrow administration, and Patrick Faber, have a clear record of disrespecting teachers and disrespecting the BNTU. So Mr. Faber may say what he has to while we celebrate Teachers Week in Belize, but the words won’t be coming from his heart. The treatment of our teachers by the UDP has been no less than an abomination.

As we celebrate Teachers Week in Belize, the People’s United Party joins all right-thinking Belizeans in saluting our educators for all they have done, and for all they continue to do to for our nation and people.

RECUERDEN EL MILLÓN DE DÓLARES

E

sta semana se celebra la Semana de Maestros, o en alguna otra parte del mundo, como la Semana de Agradecimiento a los Maestros. Este es un espacio cuando rendimos homenaje especial a los hombres y mujeres que juegan un papel crítico en la vida de nuestros hijos durante sus años de formación. Los profesores se ven obligados a convertirse en padres, tutores y cuidadores por varias horas cada día. También, a veces, se ven obligados a desempeñarse como guardián, médico y protector. En Belice, una sociedad unida de comunidades estrechamente unidas, somos bendecidos con muchos maestros auténticamente apasionados en lo que hacen, por lo que entonces se convierte en mucho más que un trabajo – es más una vocación.

El Ministro de Educación Patrick Faber, quien también es Viceprimer Ministro y el hombre que ha jurado que un día será el líder del UDP y tal vez incluso Primer Ministro, muy probablemente usara convenientemente su podio político en esta semana para alabar de a montón a nuestros profesores a lo largo de toda la semana. Es buena política hacerlo, después de todo. Pero para el no significa nada ni una palabra de lo que dirá. Él lo hará porque lo ve como un paso necesario en el camino a la realización de sus aspiraciones. Pero no le tiene una apreciación real a los docentes. No tiene ningún respeto real para los profesores. Él no valora el papel que ellos desempeñan en nuestro país y no ha hecho absolutamente nada, sino rebajar esta noble institución desde el día en que llegó al poder.

Es bastante increíble saber que este individuo era un maestro. Obviamente no era muy bueno. Tal vez la falta de respeto que les tiene a los maestros es un reflejo de lo que él mismo trajo a la profesión. Sabes, dicen que si eres un ladrón de espíritu, siempre vas a desconfiar de los que te rodean porque los juzgas basado en lo que tú mismo sabes que eres.

Para apreciar a los maestros y lo que hacen por esta nación, hay que entender los retos que enfrentan. Hay muchas historias de estos educadores utilizando su propio dinero para preparar las aulas para sus alumnos, convertir esas cuatro paredes en un escenario de aprendizaje. Hay demasiadas historias de profesores teniendo que buscar dinero para pagar por el papel para la impresión de pruebas y exámenes porque no hay otra opción. Hay demasiados relatos de profesores que tienen que comprar alimentos para sus alumnos porque de lo contrario pasarían el día entero sin comer. Hay incluso historias de profesores que usan su propio dinero para comprar ropa, uniformes y zapatos para los estudiantes. Esa es la realidad.

La realidad es que hay niños cuyos padres, o pariente o tutor no tienen los medios para proporcionar incluso una comida para ellos antes de ir a la escuela. La semana pasada alguien publico fotos desgarradoras de estudiantes en uniformes obviamente de tamaños demasiado grandes para ellos, pantalones sostenidos por cuerdas, rotos, y zapatos tenis tan desgastados que mantienen cierta entereza solo por la gracia de la oración. Y estos son los niños que van a la escuela a pesar de todos estos retos, porque hay muchos que no van. Hay muchos que se ven obligados a caminar por las calles pidiendo dinero o transando porque la pobreza en Belice es demasiado tan real.

Para muchos de estos jóvenes, los maestros son la luz y la esperanza para ellos – no sólo muchos días la única fuente de una comida, pero la única fuente de una educación que tal vez pueda cambiar su suerte en la vida.

Y estos maestros son los que han sido tan irrespetados por el Ministro de Educación Patrick Faber y esta administración de Barrow. Ha sido una cosa continua.

Imagínese – la retención de la remuneración de nuestros maestros.

Cuando la corte les dijo que esto no podría hacerse, es este gobierno y este Patrick Faber quienes decidieron fragmentar el BNTU, el Sindicato de Maestros, ofreciendo regalos monetarios a los que por cualquier razón no estuvieron con el sindicato durante la huelga, un intento antisindical flagrante . Es este gobierno y este Ministro de Educación, quienes intentaron infiltrarse en el proceso de elección de BNTU recientemente.

La administración Barrow y Patrick Faber, tienen una clara trayectoria de faltarle el respeto a los profesores y faltarle el respeto a la BNTU. Así que el Señor Faber podrá decir lo que tiene que decir mientras celebramos la Semana de Maestros en Belice, pero las palabras no provienen de su corazón. El trato dado a nuestros maestros por el UDP ha sido nada menos que una abominación.

GSU ‘Suppresses’ Community Policing Initiative Tuesday, May 9, 2017 On April 12th, the major Belize City street gangs came together to participate in a peace march and rally. A truce had been brokered, they said. A dubious peace in the streets was promised but it held and held and kept holding.

Two murders have occurred in the Old Capital since then, but according to one of the mediators, ACP Chester Williams, those murders “have nothing to do with either of these groups.” He added that not all gangs are a part of the truce but they are working on integrating the remainder.

But now, one of the mediators, Dianne Finnegan has gone on the record alleging that there are deliberate attempts by unnamed elements to use the Gang Suppression Unit (GSU) to threaten the ever fragile peace that currently reigns on the streets.

On Monday May 8th, some six GSU officers were at a two-bedroom apartment in the Conch Shell Bay area conducting a search for the third time in a week. Finnegan blamed the system for trying to “smear” the mediators’ work. She questioned, “a search for what and how often do you go and do the same search over and over and coming up with the same results? I said to them, ‘Don’t you feel a bit calmer knowing they’re in their home just hanging out instead of out there on the

street side or driving along in foreign territory and exposing themselves to be shot?’”

That same Tuesday afternoon, some 10 young men were scheduled to make a complaint of harassment and brutality against the GSU at the Professional Standards Branch (PSB) but that plan was disrupted by the search. Like on the two previous occasions, the GSU found nothing illegal.

Finnegan says the GSU’s approach is uncalled for with the officers even insulting the youths’ mothers. She was called out during the search the night before and she says that “eventually, the officers apologized to the ladies because of the tone they used and the disrespect in which they dealt with those individuals.”

After the search on Monday Oliver Sutherland recounted, “The day before they boxing up the boys and threw my ‘dawg’ from my mother's yard to the other and hit him in the head and hit the other one lying down and tied right here. I'm tired of this.”

An exasperated Frederick Sutherland stated about a previous search, “he grabbed us by our pants threw us over the fence on our face. What kind of treatment is that? Then you are saying peace treaty meeting, that doesn't make any sense. They want peace but want to come and hurt

us. We are not afraid of bad men, although I'm on the street, I'm afraid of the police because the bad men I can run from, the police you can't run from because they will beat you legal. All I'm looking forward to now is death.

I have to say it like that because they are beating us up; the only thing that is left is for them to kill you.”

Finnegan even went further to state that “this is the time that they should pull the GSU off the streets and let the police do their work; let the initiative work and then if you have to go to the drawing board then you go with that force. But for right now, we are really working with these guys; they are cooperating with us to continue at this level and to have this entity come in to smear this, I think that is malicious.”

OW South Football Marathon Closes

On Sunday May 7 20017, the OW South 2017 Football Tournament Organized by the Hon José Mai came to a spectacular final at the People's Stadium in Orange Walk Town. The Tournament began three months ago with eight teams, all from the OW South Constituency participating. The players registered had to prove that they were residing in OW South and be registered voters in OW south.

The objective was to provide young players of the constituency an opportunity to expose their football talent with the possibility of being drafted into larger national tournaments. In addition, the secondary objective was to instil discipline and to create a healthy distraction away from alcoholism, drug use and delinquency.

In the end, the four top teams starting with the Champion were the Sugar Boys from Guinea Grass; sub-champion was Trinidad FC, third place went to Mi Gente from Guinea Grass and fourth place was San Felipe Juvenil.

Bombshell Revelations

By Gilroy Usher Sr. The Senate Inquiry into the Immigration scandal has revealed that in the two years under review (2011 to 2013) UDP Ministers and their cronies unlawfully sold over 2,000 Belizean passports and pocketed millions of dollars from those sales for themselves. This UDP administration began the prostitution of Belizean passports shortly after it was elected to office in 2008. The period under review represents only 1/4 of the UDP time in office since then.

It is therefore safe to say that in the prostitution of our nationality in eight years these passport merchants unlawfully sold over 8,000 Belizean passports to all sorts of persons across the globe including criminals like Kim Wonhong. Kim is the South Korean national who was in prison in Taiwan in 2013 when he fraudulently obtained a Belizean passport courtesy of then Minister of State Elvin Penner and other UDP hustlers.

The Senate Inquiry has shown that more than half the Ministers were deep in the illegal sale of Belizean passports. These honorable men regarded public officers as their puppets who understood that if they wanted to keep their jobs they should get passports ready for the list of persons submitted by a Minister without concern about missing documents, incomplete forms or the non-appearance of an applicant for a Belizean passport. The Ministers were able to intimidate public officers into doing their bidding due to a lack of protection from their union.

Through clever actions the Ministers have the leaders of the Public Service Union (PSU) in their back pockets.

With the current leaders of the PSU, Ministers are always right. Those union leaders are the biggest puppets of the government.

Both Prime Minister Barrow and then Minister of Immigration Hulse often boast about not tolerating the slightest sign of corruption in government. However, when it was time for action against corruption at the Immigration Department they were both missing in action. The PM said that if a Minister repeatedly recommends dozens of persons for passports he would consider that hustling and discipline the guilty public official; but when the P.M. was presented with such evidence he did absolutely nothing.

As Minister of Immigration Hulse was famous for saying, “I tell the employees of the department if anybody tries to pressure you to do unlawful things on the job, tell me and I will put such person in check.� The inquiry has also exposed Hulse as all talk and no action. Witness after witness testified that as the Minister of Immigration Hulse was informed of the corruption

in the department verbally and in writing with recommendations to correct the situation and he did absolutely nothing to end the hustling under his watch.

One of the unwritten maxims of the Immigration hustle is protect the Ministers at all cost. This explains why key contacts for passports Barton Middleton and Eric Chang, former UDP Deputy Mayor of Belize City at the time of the Kim Wonhong scandal told the Senate Inquiry a pack of the most obvious lies. The same maxim explains why the technician who operated the special camera which takes the picture of an applicant and inserts it on the passport insisted that a person must stand before the camera for his picture to be on a passport. In her testimony for the Senate Inquiry a couple days later, retired Immigration officer Therese Chavarria easily exposed that lie. Chavarria explained that it was common knowledge in the department that when an applicant could not appear physically at the office because of a health problem or other issue, a large picture of the applicant is placed on the wall in front of the camera ,which then takes a picture of the picture and inserts it on the passport almost as if the applicant was present to have his picture taken. Miss Chavarria also stated she personally used that technique to prepare passports for a number of Belizeans who were bedridden and needed to travel abroad urgently for medical treatment. This writing has only highlighted some of the bombshell revelations at the Senate Inquiry thus far. Miss Chavarria’s testimony at the Inquiry shook mountains. It explained how Kim Wonhong got a Belizean passport with his picture printed in it although he has never visited Belize. To repeat, in 2013 the South Korean was actually an inmate at a prison in Taiwan when a Belizean passport was fraudulently prepared for him by top people in this nation.

By: Eduardo Santos It is quite obvious that the rate of crime is increasing day by day in all societies in the world, but I personally do believe that there is a lot which can be done by both the government and individuals to reduce the crimes in communities. As the official representative for the people of Belize, our government should be at the forefront in the fight against crime. But alas, this has not been the case with this present administration. Since coming into office, no administration has been a greater contributor to corruption than the Barrow administration. We have seen countless cases of ministers and party hacks who have blatantly broken the law without having to face the consequences. The common man has a better chance of being incarcerated if caught with marijuana than a minister has of being held accountable for his crimes.

A lot of important measures, on the one hand, can be taken by the government in order to reduce or even eradicate different types of crimes.

First, government can introduce more police forces everywhere to monitor people s activities and stop them from committing crimes. Both our police and military force numbers are a pittance compared to what it should be.

We cannot expect to fight crime when the persons who are tasked to enforce it are either overwhelmed with work or are shackled by their political superiors into not enforcing it. The executive and judiciary system should never be manipulated by the same individuals with ulterior motives.

Secondly, the state can apply new technologies such as surveillance cameras in the streets, shopping centers, restaurants and all public places to deter criminals. For far too long cases that appear before our judicial system have fallen apart because of a lack of concrete evidence. In order to do a simple DNA test, it must be sent out to labs in the United States or the Caribbean and this time consuming method can wreak havoc on a case.

To begin with, the samples might become contaminated or even lost.

Instead of spending our hard earned money on the useless political propaganda whereby foreign athletes are paraded by the powers that be, it is high time that the government upgrade the Forensic Department with the real weapons that can be

used to fight crime.

Third, strict punishment for criminals can have a real preventive and deterrent effects on all age groups in society, so by using harsh penalties like imprisonment, physical or financial punishments the rate of crimes can be decreased. In addition to that, our laws need to be revised to face the reality today. The average conviction rate is so abysmally low, persons who commit crimes are not deterred by the law.

There are some offenses that need to be decriminalized, such as the possession of marijuana for personal use. A study of the criminal code of Portugal will show that after they decriminalized the possession of a certain quantity of drugs, the crime rate was reduced drastically. In addition to that, instead of jail time for offenders, they are given community service work and are required to attend counselling. This simple action would reduce our present prison population by more than half.

On the other hand, individuals in societies can be of great help to cut down on the number of crimes being committed. To my mind, the overwhelming majority of people tend to participate in activities assisting the government to keep the society a safe place for their own families and the others and for all age groups.

Take as an example, most people by reporting the problems to Police can play an indispensable role in crime-prevention activities. In addition, when people themselves care about decreasing heinous crimes in cities, it can be sort of a preventive action to harness the situation in society by government as well.

To conclude, in order for a society to be a safe place to live in, all society members including the governments and people must take necessary measurements to keep it a crime-free place. But it all starts at the top. If we have corrupt leaders in power, then we can expect a spike in the crime rate. A strict government that will not tolerate corruption within its ranks can be the catalyst that will lower crime in our society. But it all begins with you to make it happen. The choices you make today to determine who leads us can either uplift our country or cause it to slowly fall prey to corruption. Choose wisely!

THE BLAME GAME AGAIN It is never easy, but I keep coming back to the topic of violence against women and the very difficult reality faced by all women due to our respective societies' propensity to blame victims and exculpate perpetrators in these kinds of crimes. I have to wonder when our communities will arrive at a level of maturity and progressiveness in viewing crimes against girls and women and placing responsibility squarely on those who abuse, violate and kill women. In Mexico there has for years been an intense focus on the killing of women because of their gender. This is called Femicide, and the definition brings with it all the complex issues of gender and gender based violence that we must first become aware of and then pledge to fight against.

Alarmingly, in Mexico between 2013 and 2014 seven women were killed every day, and close to 45% of women reported that they had experienced violence in the home.

My eye caught the headline of a BBC article about the murder in Mexico of a young woman student at UNAM, the Universidad Nacional Autonoma de Mexico, Mexico's largest state tertiary education institution. It read: “Outrage After Prosecutor Blames a Woman For Her Death.”

Everything is social media these days, and apparently someone in the Office of the Public Prosecutor tweeted that the lifestyle of the victim was to blame for her murder. This caused thousands of women in Mexico to react with fury that this kind of insensitivity could be coming from the Public Prosecutor's office. The backlash has been from women who are saying that they too would be accused of bringing their deaths on themselves if the spotlight is placed on how they live and not on the actions of the killer.

The twenty-two year old woman was strangled at night on May 3, 2017 on campus with a telephone cord. Hours after her body was found, an investigator or investigators in the Public Prosecutor's office turned the attention on the young woman, talking about her lifestyle and romantic affairs. She is alleged to have liked to drink liqour, to have

had low attendance at classes, and to have lived with her boyfriend, implying, no doubt, that she was of poor morals. “She was an alcoholic and a bad student,” said an investigator.

Both women and men across Mexico have been furious. Many people are outraged that if they are killed their personal behavior will be used against them, instead of looking at their death and the killer or killers. “If I am killed they will say I lived alone and I am a feminist. They will invent everything to make me responsible for my murder,” said one woman. Said another: “I hope the Police and media focus on my killer, not my clothes, studies and who I go to bed with.” Further: “Pay attention, because if you are a woman and you are killed, before they even investigate they will find information to invalidate you as a human being.” The Public Prosecutor himself, Rodolfo Rios, responded by saying that the tweets from his office were inappropriate and that the private life and social status of a victim should never affect the investigation.

This reminds me of the heinous killing of Indira Thompson, “Princess,” as she was called, a Belizean woman who was viciously murdered only weeks ago in downtown Belize City. She was mentally challenged, poor, and vulnerable, and she may have been the victim of being pimped in order to support a man's crack cocaine habit. I highly doubt whether Police have investigated carefully. There must be multiple clues, but it is so often the most vulnerable who get no justice because they are not viewed as having importance as a human being. This is so often how women are viewed, especially if their lifestyle can be considered “questionable.”

Even in Canada a judge resigned after outrage that he had asked a sexual assault victim why she did not keep her knees together!! Yes, it is the blame game again because of gender bias and outright misogyny many times. What happened in Mexico is not unique.

Women, and men of good faith and good sense everywhere, have much work to do in fighting against these attitudes.

It is unfortunate that too often, it takes a tragedy to fuel public outcry on matters which on normal days, or in the normal course of events would be overlooked. It is also perhaps unfortunate that blame is parcelled out so freely by those who are hurt and angry. Particularly on social media, many residents have expressed their opinions, and I find that it has become necessary for me to state the firm position of the Orange Walk Town Council’s Traffic Department moving forward.

I start by accepting some responsibility for the fact that there is some confusion where Traffic Laws and the rules of the road are concerned. We are working to remedy that by launching an awareness campaign so that all residents are properly informed. I also take some responsibility for the fact that in some cases, there has not been as strict enforcement of laws as there should be.

I don’t believe in making excuses.

I say only that we live in a closeknit community where as much as possible we try to be flexible with our residents. But the truth is that where our traffic laws are concerned, and where we see that not following the laws right here within town can lead to such tragedy and devastation, then I am forced to determine that we must be much stricter in enforcement.

Here too, I have no doubt that we will be faced with problems.

We are all human, and while we as residents will be perfectly okay with the very strict enforcement of some laws which do not necessarily affect us, we will be outraged by the strict enforcement of laws which will possibly inconvenience us. That is just the way it is. Those of us who do not speed within town, or do not drive, will be quite okay with the crackdown on speeding and other laws pertinent to motorists.

But motorists will be very unhappy when they are pulled over for going above the speed limit within town. Dollar taxi operators will be quite okay with the enforcement of the laws on tinting of vehicles, or laws which govern the movement of passenger buses, but when our Traffic Department

cracks down on their movements within the town limits, there will be an outcry.

I have learned both in my political life and in my personal life that it is impossible to please all the people all the time. Already I am seeing concern and even anger from commuters who use the passenger buses, because according to the law those buses have very specific areas where they can stop to pick up or discharge passengers. It has become the practice of drivers to assist their passengers by stopping much more frequently in an attempt to get them as close to their destinations as possible. Fundamentally there is nothing wrong with that, except that it is in contravention of the law.

Must we wait for one of those buses, doing a good deed, to pull to the side of the road so suddenly that a child is caught unawares and crushed. Should we wait for maybe a fatal collision between the dollar taxes and other motorists to strictly regulate their movements within town?

As I’ve said, it is a difficult position but as a Council, and as residents, we must realize that laws are in place to save lives, primarily. Death and injury can come so quickly, with barely a moment’s notice. I will be the first to admit that there are archaic traffic laws on our books, and we are looking to address those with Central Government.

But as a responsible municipal administration, we must do what is right where the enforcement of our laws is concerned. I continue to welcome your comments, hopefully constructive, as I and my team at the Council work with all of you for the enforcement of all our laws – not selectively – but all of them. When we travel to the US, or even right across the border to Chetumal, trust me we go above and beyond to obey their traffic laws because we know that they will be strictly enforced. If we can do it there, then we SHOULD do it here, at home.

I apologize in advance for any inconvenience which may be caused to those who have become perhaps used to getting away with traffic infractions. But we must do the right thing.

Over the weekend Party Leader John Briceño continued his municipal tour which will take him to every town and city in the country as the Party gears up for municipal elections in early 2018. La funcionaria recordó que esa agrupación sindical demandó al Estado de Guatemala por incumplimiento del Pacto Colectivo y que el Ministerio y la Procuraduría General de la Nación (PGN), como Estado de Guatemala, respondieron con una contrademanda, la cual fue ampliada el 2 de mayo último, con el fin de anular las licencias sindicales otorgadas en ese documento.

Hernández afirmó que las licencias no son permisos que otorga el Ministerio, sino que dependen de cómo el sindicato decide organizarse.

“Eso significa que queda a discreción del sindicato y de su organización la cantidad de licencias que puedan tener sus integrantes”, explicó la ministra.

Estados Unidos delinea un ambicioso plan para apuntalar a Centroamérica presionando a México para que haga más para frenar el flujo de migrantes que huyen de la violencia y la pobreza en la región, dijeron funcionarios estadounidenses y mexicanos.

Por Reuters / México 8 de Mayo de 2017 La visión de Estados Unidos está siendo moldeada por el secretario del Departamento de Seguridad Nacional (DHS, por sus siglas en inglés), John Kelly, quien dará un discurso sobre sus objetivos para Centroamérica en Washington el jueves.

Kelly, que conoce bien Honduras, Guatemala y El Salvador desde su época como jefe del Comando Sur de Estados Unidos, ayudó al gobierno del ex presidente Barack Obama a diseñar su Alianza para la Prosperidad.

Esa iniciativa de 750 millones de dólares trató de reducir la migración centroamericana vía proyectos de desarrollo, así como la financiación de ley y orden para acabar con las pandillas que controlan la región.

Kelly apunta a una reestructuración de la alianza sin un gran aumento del financiamiento presionando a México para que asuma más responsabilidades de gobernabilidad y seguridad en Centroamérica, y resaltando nuevas inversiones privadas para la región, dijeron diplomáticos estadounidenses y mexicanos.

"Lo que vamos a ver es (...) un mayor compromiso de Trabajo, que no la ha entregado.

“Pero si uno se pone a hacer cálculos básicos de cuántas filiales, subfiliales y secciones pudiera haber, calculamos que son alrededor de dos mil personas que se encuentran gozando de licencia sindical”, comentó Hernández Mack.

Otro problema es que no se puede establecer cuánto dinero representan para el Estado esos permisos, porque no se tiene el dato de cuánto devengan y a qué renglón pertenecen los dos mil trabajadores con licencia para no trabajar.

Hernández dio una pista: “Hay alrededor de 23 mil trabajadores en el renglón 011 —presupuestados—, de los cuales el ocho por ciento estarían gozando de licencias”. El ocho por ciento de 23 mil es mil 840.

El vaivén “Todavía no hemos recibido respuesta, no sabemos si nos van a poder dar esa información”, manifestó Hernández Mack sobre los datos solicitados a la mencionada dependencia.

La ministra de Trabajo, Leticia Teleguario, informó después que el dato de quiénes son esas dos mil personas lo tiene la ministra de Salud.

La alianza reformada contrasta con algunas de las opiniones aislacionistas que se impulsan en la Casa Blanca. Sin embargo, es consistente con los esfuerzos de la política exterior del presidente Donald Trump de presionar a China para que haga más para enfrentar la amenaza nuclear de Corea del Norte y conseguir que los aliados europeos recojan más para la OTAN. El presidente Enrique Peña Nieto ha expresado reiteradamente su deseo de mantener el Tratado de Libre Comercio de América del Norte (TLCAN), que se ha convertido en un pilar de la economía mexicana.

Pero debe evitar parecer que cede ante Trump, que ha enfurecido a los mexicanos con sus amenazas de retirarse del TLCAN y obligar a México a pagar por un propuesto muro fronterizo.

"Queremos estar en buenos términos con ellos, porque estamos lidiando con un tema mucho más importante", dijo un diplomático mexicano de alto rango que no estaba autorizado a hablar públicamente. "A cambio, queremos una renegociación benéfica del TLCAN", agregó.

Ni Kelly ni el DHS respondieron a solicitudes de comentarios.

La nueva alianza se consolidará en Miami el próximo mes, cuando funcionarios estadounidenses, mexicanos y centroamericanos se reúnan para negociar varios temas, incluido el papel de México, según un borrador de la agenda estadounidense obtenida por Reuters.

“Nosotros, desde el momento en que eligen a un representante sindical, por ley damos aviso a la Inspección General de Trabajo, y ellos les notifican no solo al sindicato, sino también al Ministerio de Salud, de la inamovilidad. Ese tema es el que la ministra no aclara”, manifestó Alpírez.

Al preguntarle al sindicalista cuántas personas cuentan con licencia para no laborar, aseguró que a lo interno de su sindicato son 20. “Todos esos achichincles que ella llama 25 sindicatos, ese ya es

asunto de ella. Nosotros damos parte por los nuestros, y son un aproximado de 20”, afirmó, y señaló a Hernández de promover una “cortina de humo”.

“Por eso se decidió hacer un censo de trabajadores que debería estar ejecutándose ahora mismo, y que es necesario para empezar de cero. Las fuerzas políticas, el presidente, la Oficina Nacional de Servicio Civil y la comunidad internacional deben impulsarlo”, aseguró el experto.

Haering no cree que el problema del pacto colectivo se solucione pronto, ni el problema de información que “claramente” existe en las instituciones del Estado.

“Es un lío espectacular que sucede en toda la administración pública”, expresó.
