Loudly and clearly…Yes!! The people of Belize, in an exercise of their Democratic rights, by an undeniable considerable margin of 9316 votes have decided that the question on the validity of the Guatemalan claim to Belize shall be taken to the International Court of Justice based in The Hague, Netherlands. The timeline for such a process is to be measured in years and the results of that will be measured by generations to come.

John Briceño, leader of the People’s United Party: “This referendum is indeed historic and momentous and while some would have preferred a different outcome, we all know that respect for each other’s differences should never get in the way of National Unity. The collective wisdom of the people is that the time has come for us to settle this unfounded claim. As we

work towards the next steps in this process let us continue to live side by side, peacefully, and in the spirit of cooperation and friendship with the people of Guatemala.”

The Prime Minister’s next move is to make amendments to the Maritime Areas act. The result of this is to make Belize less vulnerable when the 15 ICJ judges make the historic deliberations, and eventual rulings which will now become the biggest expectation of our Belizean lifetime; this can only be rivalled by George Price’s announcement of September 21 as our Independence Day. The people of Belize should now be educated on what this ICJ process will entail. The idea of an internal battle should disappear. Their inclusion of ALL CITIZENS is a continuation of the respect earned by their voting. Whatever the ICJ rules will now be for

all. For the ICJ there are no constituencies, no ethnic groups, no Districts, no UDP, no PUP, no Yes vote, no No Vote. All they will see are the Memorials that we present and then Guatemala presents. The memorials and responses are the cases each country will present in due time.

Thursday, May 9, 2019 During his pre-Referendum media interview on Monday May 6, Prime Minister Barrow made a very interesting allegation that might be full of Financial Sector implications.

He alluded to Senator Salazar being detained in Houston and being questioned as one attorney for Atlantic International Bank. The Prime Minister is his usual self was ready to throw the matter as a nothingness but there are concerns.

The United Democratic Party came into power while verbally castigating the Prime Minister at the time for making agreements with Belize Bank, BTL, and Universal owners without public disclosure. Now, he slips under a door that the ‘victims’ of the investment scam might be compensated by Belize. All this when Belizeans still find it difficult to make ends meet and get a land title for themselves. Ahead are the portions of the interview.

Rt. Hon. Dean Barrow, Prime Minister: “I don’t know if he (Senator Salazar) was detained. I gather that he was questioned about Atlantic International Bank but the bank is now in liquidation. The Central Bank has appointed a liquidator, Mr. Murillo. I don’t mind telling you that I had a meeting with the U.S. chargé d’affaires on Tuesday and the FTC(US Federal Trade Commission) people called into that meeting. We were having the meeting and they wanted to participate and so we are talking a settlement. So I am hopeful that we can get a settlement. The question is how to reconcile the FTC’s interest, as they put it, victim compensation and our interests which also has to be in their interest as well, in making sure of depositors eighty add percent of whom are Americans don’t get left with nothing. Guatemala must know that Belizeans will get their way at the International Court of Justice. We all need to be vigilant that this process is as clear and fair as possible. No sense of gamble should exist. Going forward, the Prime Minister and everyone who is in charge of this process need all Belizeans by their side as we, Belize, put our case to the world: In the May 8 referendum Belize gave up nothing; in fact, we want all that is ours. All of Belize is for Belizeans! All our land and maritime areas intact.

TRAGEDY AT BRIDGEFOOT

By J. Jimenez Thursday, May 9, 2019 On Wednesday April 17 the Belize City Council had an Emergency Disaster Simulation Exercise. These drill are always done in the hope that it would never be live in the real. Fate has its own plan. Since the exercises there has been a vehicle up in flames at a Central American Boulevard gas station and a tragic boat explosion, literally at the foot of the Belize City Swing Bridge.

The latter occurred on Sunday May 5, 2019 in an afternoon Belize will never forget. Similarly, it will be in the sad memories of 32 ferry boat passengers and many onlookers. The Ocean Ferry Water Taxi terminal was the site where two baby girls succumbed to a fateful boat explosion. Such tragedy moves everyone to helpless tears as it is not fair—two beautiful Belizeans, Kimberly Melisa Guy (8) and Jamiri Yasmin Guy (10). Our most heartfelt condolences to all their family especially to their mother, Rosalie Catch (27) and father, Efrain Guy. This occurrence shocked the nation. We have never heard of an engine on a watercraft exploding. And much less, taking lives. The Caye Caulker bound

Ocean Ferry water taxi called Water Jet Express—on charter, was to leave at 3pm that fateful Sunday. The children and family including common-law, Jaime Iteriano, hospitalized, were just near to the engine that was turned on with passengers on board. To be fair, that is probably the practise all the time as confirmed by Charles Young, Ocean Ferry Belize director. Hindsight, no one should have been in the boat until the outboard engines are up and running.

This one was for real and not a simulation. Why, life? The injuries felt by at least fourteen passengers who had to be rushed to the KHMH, who have their own mass casualty protocol, and the Belize Medical Associates was real. The grief will be for a lifetime.

The official reaction, present on the scene in an average of 10 minutes, by police, fire personnel and BERT, has not received a blink of a complaint. They did everything that they could to save the lives. Even they will have to relive the frustration of trying their best to no avail. But it is not within their power; no amount of drills can totally prepare you for the real thing, for all circumstances, but it definitely helps. Now, it is in God’s hands.

prepare even more. The Port Authority, in charge of ensuring the sea worthiness of the sea vessels, must step up the enforcement of laws. The Ministry of Transportation should attempt a revision of rules and laws to see what can be done for there to be more actual solutions and less reaction to disasters. The water taxi business can continue doing their optimal best to ensure passenger safety. This hurtful tragedy goes to show that one incident it an incident too much. A full investigation and report is definitely expected with sweeping changes and new protocol. The tourist industry is at stake. The lives of Kimberley and Jamiri should be remembered in honor.

(End of March 2019 Belize Times Story) In November of 2018, the Atlantic International Bank was named in a civil complaint by the United States Federal Trade Commission (FTC). The FTC had shut down Sanctuary Belize, a large overseas real estate investment scam.

Sanctuary Belize was a 14,000 acre development which was set up as an elaborate scheme by its American principals. The scam purportedly involved $100 million dollars from investors, but lots in southern Belize to be used in a luxury development were never delivered. Many US investors were fraudulently convinced. Millions of dollars now had to be recovered.

The Central Bank of Belize says that the shutdown is not under their purview.

Even as this Atlantic Bank International is not the one accessed by most Belizeans, it is still an important part of our banking sector. It is definitely not how we would like to be perceived by the international community. This is the very same international community that is supposedly hawk-eyed about our referendum. The public needs to keep its own collective eyes on this one as it IS of our interest.

THE PEOPLE HAVE SPOKEN

T

he Belizean people have spoken. The People’s United Party (PUP), the party which has service to the people as its motto, will respect and honor the will of the majority of Belizeans. Democracy is a founding principle of our party’s constitution. Our Party Leader Hon. John Briceño embarked on a nationwide tour, one of many since he assumed leadership of the PUP. His purpose, as always, was to listen to the concerns and voice of the people on a most important national issue. His leadership is one of representation and service to the Belizean people.

Belize has spoken and the People’s United Party, under the leadership of John Briceño, acknowledges and heeds that decision.

While the YES vote won by a convincing 9.55% countrywide, we must consider the significant figure of 43,029 Belizeans who voted No. These are also Belizean citizens who made valid their voice and their vote in the referendum. It is interesting to note that the constituencies closest to the border were those that brought back a resounding vote of No. The monumental task ahead is to forge unity where there is discord and to sow the seeds of brotherhood and patriotism where there is fear and apathy. Belizeans are a resilient lot. There is no doubt that together we can face come what may. Just as in September 21st, 2018, we will once again beat the odds and our adversaries. Our strength lies not in our smaller numbers but in our deep love for our country.

Our indomitable Belizean pride comes from the certainty that we are a country sovereign and free. We must now forge ahead in unity to preserve our unique and bountiful heritage and patrimony for generations of Belizeans to come. Long Live Belize…Que Viva Belize!

Nuestro líder del partido el Honorable John Briceño se embarcó en una gira nacional, una de muchos desde que asumió el liderazgo del PUP. Su propósito como siempre, era escuchar las inquietudes y la voz de la gente en este asunto nacional más importante. Su liderazgo es una de representación, y de servicio al pueblo beliceño. YOUNG MEN GUNNED DOWN Crime in Belize seemingly has no end. On Wednesday night, as Belize City residents were busy locked-in to their cellphones, or tablets, televisions or radios to hear the final statistics on the historic referendum, the sounds of multiple gunshots rang out on Lacroix Boulvard, Lake Independence, Belize City sometime after 8 on this historic night. The fatal bullets found their mark on its victim who is wellknown newspaper vendor, Karl Kevin Lamb, 38 years old. Police say they believe that there is an ongoing gang rivalry in that area and a shooting earlier that day led to the fatal shooting of Lamb. The Police say they have no one detained for this latest murder and they continue to follow several leads. All murders are gruesome. But this one had an additional ring. The surveillance video clip made its way unto social media pages where it went viral.

Just as with the going to the ICJ matter, there are two sides. One side wishes that the video helps law authorities get the help of the public to catch the perp and let justice prevail. The other side wishes to give the person some privacy and respect for the family. Whichever side one is one the fact of the mur-

Earlier on Wednesday, there was another shooting in the St Martins De Porres Area of Belize City. Fortunately the perpetrators did not hit any of their intended targets and quick police work led to the apprehension of two men and the recovery of the firearm used.

Also, there was a shooting on Monday night on Lake View Street, Belize City. Osburn Gentle, 33 years old was standing in front of his home located on Lake

Moore was quickly taken to the medical facility of the prison for first aid, after which he was rushed to the Karl Heusner Memorial Hospital for further treatment since bleeding would not stop. He died. Moore according to prison administration was mentally-challenged. Even though he was a prisoner, the plight of our society is still felt.

Post-ICJ Referendum Message We are so lucky to live in a nation where our democracy is alive and well and where the power of the Belizean people prevails, we must always cherish this. Today the people spoke and we in the People’s United Party, as always, respect the will of the Belizean people.

Once again, our process of representation by the people was carried out in a lawful manner with the usual positive energy which is always displayed during these spirited campaigns.

To everyone who stood in line -- at times waiting in the sun -- in our cities, towns, villages and communities to cast your vote in today’s referendum: thank you. To the public officers, members of the Police Department and all others who supervised today’s Referendum, thank you for your service.

United to the ICJ We can only hope that following a long period of division and divisiveness in the campaign to Referendum, ALL Belizeans can now unite as the nation prepares to go to the ICJ. We at the Belize Times thank the Party Leader and all the leaders of the Party who determined that we should get it right before taking the case before 15 judges who know nothing about our way of life, our passion and our patriotism. We still believe that there are things that should be done to strengthen our case because God knows Mr. Barrow isn’t as bright and brilliant as he thinks he is. But it is what it is. The majority of the people have decided on YES, and the voice of the people must always be respected. That is the PUP way. Power to the people.

Super Ego It is hoped, though not expected, that the man with the giant ego will understand that this wasn’t a win for the UDP. The ICJ is a scary proposition for many people, and the lame duck Barrow screwed this up from the very beginning. If he had only listened, and done what the people were asking, we could have gone to Referendum united, without the hostility and fighting. But Dean Oliver is a man who believes in the divide and conquer approach. Let’s just take a seat and see how he handles this now. We really hope that there are no feathers flying around because we know he doesn’t handle those very well at all.

Shock of his life Insiders in the UDP say that the Prime Minister is giving serious thought to calling early elections because he considers what happened Wednesday to be a UDP victory. Here in the PUP, we would like to say that we stand behind him, and encourage him to do so at the earliest opportunity. Please call the elections, Mr. Barrow, if you are feeling so cocky and confident. We guarantee you would get the shock of your life. Call the elections now. Even the people in your own camp are praying that you call the elections so that they can finally get rid of you. Let’s make this happen, Dean. For once in your political career, give the people something that they want.

Shameful While we at the Belize Times respect the voice and will of the people, we feel it important to point out the continued ‘incentivization’ and manipulation of that will and that voice. It is no secret that for weeks leading up to the Referendum the UDP were handing out money to persuade people that YES is the way to go. On referendum Day, it was like election déjà vu as UDP had bag men set up in cash houses to dispense money for votes. We fully understand that things are bad under the UDP, and any money is welcome, but we were hoping that this one would be about country, and not about money for votes. The UDP is truly shameless when it comes to electioneering. It is time for the people to come together and let them know that enough is enough.

Pay up Shyne That boy formerly known as Shyne must be a really good rapper now, because from early Thursday morning he had a bigger crowd than he ever had at any concert he sang gathered outside his Mesopotamia office. We stopped by to listen to some wicked beats too.

Imagine our surprise when we found out that the people weren’t there for music. They were not there to hear the boy formerly known as Shyne rap. They were there to collect for voting YES to the ICJ. And they were complaining too, because they were promised $50 each to vote and were told they would collect that evening but they couldn’t find Shyne. Up to when we left, we didn’t see him either.

We hope he does show up because those who know the fellow know that he’s been dubbed a Malpago more than one time.

We spoke to fleet operators and gathered 10 suggestions for better fuel economy and best practices that you can implement in your fleet right away.

1. Avoid Long Idling The worst mileage a vehicle can get is zero mpg, which occurs when it idles. Idling for long periods of time, whether at a railroad crossing or pulling off the road to make a cell phone call, consumes gas that could be saved by simply turning off the engine. Restarting an engine uses about the same amount of gas as idling for 30 seconds. When idling for longer periods of time, shut off the engine.

However, turning off the engine may disable vehicle functions, including safety features like airbags. Drivers should be certain to only utilize this strategy in situations where there is no possibility of collision.

2. Clean Out the Trunk and Eliminate Unnecessary Weight Vehicles get much better mileage when they’re not loaded with unnecessary weight. Every 200 pounds of additional weight trims one mile off fuel efficiency. Most drivers accumulate material in their vehicle trunks, some of it unnecessary. Instruct drivers to remove all non-required items from the vehicle, such as unneeded tools or materials.

3. Keep Tires Inflated to the Correct Pressure Buy tire gauges for your drivers so they can ensure tires are inflated to the manufacturer’s recommended level. One underinflated tire can cut fuel economy by 2% per pound of pressure below the proper inflation level. One out of four drivers, on average, drives vehicles with one or more underinflated tires. When a tire is underinflated by 4-5 psi below the manufacturer’s recommended tire pressure, for example, vehicle fuel consumption increases by 10% and, over the long haul, causes a 15% reduction in tire tread life. Check the vehicle’s doorpost sticker for minimum tire inflation pressure.

Ways to Save Fuel

Continued from page 8 formance; it merely indicates the volatility factor in the combustion chamber. Unless your vehicle owner’s manual specifically requires it, don’t use premium fuel. Fuel costs could be cut as much as 10 cents per gallon by using regular fuel instead of premium.

5. Encourage Drivers to Observe Posted Speed Limits This tip may save a life as well as fuel. The Environmental Protection Agency (EPA) estimates a 10% to 15% improvement in fuel economy by driving 55 mph instead of 65 mph.

6. Make Drivers Energy Conscious Similar to turning off the lights in unoccupied rooms at home, drivers should practice energy conservation habits in their vehicles as well. If a vehicle has a trip computer, encourage drivers to use the “instant fuel economy” display to refine driving habits.

7. Use Air Conditioning Sparingly Use the air conditioner only when needed. The air conditioner puts extra load on the engine, forcing more fuel to be used. An air conditioner is one of the biggest drains on engine power and fuel economy. It can reduce gas consumption 5 to 20 percent, depending on the type of vehicle and the way it is driven. Don’t use it as a fan to simply circulate air. If it’s just too hot to bear without A/C, keep it set around 72 degrees. Use the vent setting as much as possible.

In addition, parking in the shade increases fuel economy since not as much gas will evaporate when the car is out of the sun. Air conditioning won’t need to work as hard to cool down the interior.

8. Make Your Vehicle More Aerodynamic Wind drag is a key source of reduced fuel mileage, causing an engine to work harder, thereby reducing fuel economy.

Minimize wind drag by keeping the windows rolled up. This allows air to flow over the body, rather then drawing it inside the cabin and slowing down the vehicle. A wide-open window, especially at highway speeds, increases aerodynamic drag, which could result in a 10-percent decrease in fuel economy. If you want fresh air, run the climate system on “outside air” and “vent,” and crack the window for additional ventilation.

TEAM EK’ BALAM WIN 2ND BACK TO BACK MUNDO MAYA WORLD CUP POK-TA-POK CHAMPS Orange Walk, May 5, 2019 Orange Walk Mayor Kevin Bernard and Deputy Mayor Ladrick Shepard welcomed home Team Ek’ Balam, the 2-times Mundo Maya pok-ta-pok champs with a motorcade from Tower Hill Bridge through Orange Walk town to their home village Yo Creek, on Sunday morning.

Ek’ Balam had just won their 2nd back to back championship at the 3rd Mundo Maya Pok-ta-pok World Cup, which the Central American and Caribbean Association of the Ancestral Sport of Maya Ball organized in San Salvador, El Salvador last week.

The team had 10 members: Coach Menalio Novelo Sr, co-manager Felicita Cantun, team captain Didier Novelo - assistant coach, and the players:d Franz Novelo, Menalio Novelo Jr., Louigie Gonzalez, Abner Sosa Jr., Vicente Angel Suchite, Akhil Hernandez and Jian Torres.

Ek Balam competed in a single round robin format against 9 other teams, with El Salvador, Mexico, Guatemala, and Honduras having 2 teams each, and Panama entered one team.

They were divided into 2 groups of 5 teams in the first round, with the top 2 teams of each group advancing to the semifinals.

In the championship finals Satruday afternoon, Ek’ Balam won 56-26 against Mexico’s champs Tahdzibichen.

Belize’s Ambassador to El Salvador H.E Maria Juan congratulated the Yo Creek boys as they received their medals and the championship trophy; and 14-year-old Menalio Novelo J was voted the MVP of the tournament. This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth.

SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive.

THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education.

FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all.

FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder.

If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

Area of responsibility:

El Ministerio de Economía (MINEC) informó que con la nueva herramienta se busca “expandir las capacidades productivas nacionales e impulsar la oferta de productos salvadoreños”. Además, permitirá “identificar amplias oportunidades de mercado, nacional e internacional, a partir de información estratégica”.

De acuerdo con la entidad gubernamental, dicho sistema presenta, de forma integrada y sistematizada, información estadística del comercio nacional e internacional, aranceles que se enfrentan en cada mercado, detalles de acuerdos comerciales, estudios y perfiles para sectores o mercados, información de ferias y eventos, y noticias destacadas a escala mundial relevantes para los usuarios.

“Honduras tiene una situación privilegiada, de una economía estable, en crecimiento”, indicó Hernández a los periodistas en Tegucigalpa.

El acuerdo con el FMI abarca programas de protección de inversión social e infraestructura, restauración energética, simplificación administrativa y empoderamiento económico de las mujeres, indicó la Casa Presidencial en un comunicado.

Además, el acuerdo con el organismo financiero le permitirá al país centroamericano tener acceso a un crédito por 311 millones de dólares.

Hernández también anunció que mañana se reunirá con los representantes de los países cooperantes (desarrollados) acreditados en Tegucigalpa, conocido como G-16, de la empresa privada y el sector cooperativo, entre otros, para conocer a profundidad sobre el acuerdo con el FMI.

Dear Editor, I write to express my sincere disgust with the manner in which the Barrow Administration has handled the loss of life of innocent young children. I can recall off the top of my head the 13 babies that died at the KHMH, the many girls who disappeared, the children killed in fires in Belize City, Orange Walk and San Pedro towns, the child that died at the hands of nurses at the Corozal Polyclinic, the children shot in the safety of their homes and more recently the explosion abroad the Water Taxi that took the life of two lovely your girls.

One child is too much and that is disturbing enough. To add insult to injury this incompetent government is once again mute in relation to the loss of innocent young lives. To make the matter even worse, when they do respond, which is extremely rare, their response is visibly without heart and compassion and it is clear to see they are simply trying to save face in the wake of strong public opinion.

How many more children must we lose to get this government to act? How many more children must be burnt, mistreated, shot or blown up before proper mechanisms can be put in place to protect our future, our dear children? We saw recently reports of individuals attempting to abduct our children. What did the government do? Nothing! Most civilized and competent governments would and should make every effort to protect its children and put in place programs and policies to ensure such. Not these don’t care; don’t give a damn UDP set. They are intent to enrich their corrupt selves while our Belizean children languish in poverty and unnecessary hardships constantly living in war-like and imperiled situation.

In closing, I call on the Minister of Social Transformation to get to work.

You are being paid well by tax-payers to do your job. Our children must be protected and their generation preserved.

Far too often, the role that mothers play is underappreciated, and goes unremarked. Many of us wait until days like Mother’s Day, or other special occasions to let these exemplary women know that they are respected, and valued and loved. But, where would we be without these women, not only on special occasions but every day of our lives.

Today, we are blessed with strong women in our home, and indeed in every successful and productive home, you are certain to find gen-

erations of women keeping the family together. And that is no easy task, particularly in these times when the family structure seems to be disintegrating.

We are blessed also by strong women who have taken up valued positions in small and large businesses, in government service and in private corporations and private practice. Somehow, many of these women manage to juggle the multiple roles of a demanding job and a family. And they get it done.

We are here to say thank you, because you are appreciated. We are here to salute you, because you are the glue that holds our families together, and a cornerstone in the development of our nation. Know that even when it is not said enough, you are valued, and you are loved. Our community will always be grateful for the work that you have done, and continue to do, in so many different areas.
