by Prime Minister John Briceño, of his Budget 2022-2023 Speech The Prime Minister of Belize, Honourable John Briceno read the budget for the fiscal year 2022/2023 on Tuesday, March 14, 2023, in the halls of the National Assembly in Belmopan.

The second budget of the five years cycle of 2021 - 2025. The PM presented the Government’s Estimates of Revenue and Expenditure for Fiscal Year 2022/2023 and reported on the performance of the National Budget for the current Fiscal Year 2021/2022.

The budget will be debated on March 24-25, 2022.

Undoubtedly, the People’s United Party Government’s performance of the first of five budgets has been truly remarkable as indicated by Briceno in his budget presentation. The achievements unprecedented and unmatched in the country’s 41 years as an independent nation. Belize’s economic growth has outclassed and surpassed its regional peers beyond expectations.

Confidence restored - confidence in the PUP Government and the responsible leadership of Prime Minister John Briceno. A confidence supported by the regional and extra-regional nations and the International Financial Institutions (IFIs). This type of confidence was lacking and unsupportive of the Dean Barrow/Faber Government of thirteen years reign of terror and the deluge of corruption and incompetence.

It was Publilius Syrus who said “anyone can steer the ship when the sea is calm.” The reality is that John Briceño took the helm of government in the most turbulent of times leftover by a red wave of extraordinary circumstances. Upon taking office the PUP Government inherited a financial ticking time-bomb, the National Debt and an economy buckling with corruption and incompetence. The Barrow/Faber red regime had raped and plundered the country’s financial resources; they failed to apply financial pragmatism and prudence and failed to enact responsible monetary policies.

Instead, the political carrion crows feasted on the host, the haven of democracy, without compunction of the

disastrous consequences on country and people, indulging in wanton borrowing and reckless spending of the peoples’ purse. The stormy melee was compounded by the black swan COVID-19 thrusting the Belizean economy towards the precipice of economic disaster and economic meltdown.

Characterized as the macroeconomic and fiscal house on fire upon assuming the high stool of office Briceño engaged with swift resolve to put the house in order, strengthening the state of the nation, restoring the country’s reputation in the region and delivering on PlanBelize.

The genius of the brilliant economic minds within the PUP became the architects of the home-crafted Medium Term Economic and Fiscal Recovery Plan. The plan required spending reduction, cost-saving measures, revenue enhancement, a comprehensive debt restructuring, and an above-average economic expansion. The economy has grown a whopping 12.5 percent according to the IMF. A well-capitalized banking system flush with $700 million in liquidity from some 400 and odd million. Public debt slashed with 4 months of import cover in the Central Bank of Belize (CBB) reserves buttressing the Belizean dollar.

In a fiery declaration on Tuesday, March 15, 2022 PM Briceno said that “what has been achieved in our first budget year is truly remarkable.” The PM added that “across the land, a new day is dawning, the economy is bouncing back, and Belizeans are returning to work in larger numbers than ever before, the Belize dollar is strong again, default and devaluation have been averted and confidence of the State and those she serves is being restored.”

The PM strutted the parliamentary stage with confidence expressing that Budget 21 exceeded all performance markers and that the new Budget 2022/2023 earmarks some $1.361 billion, the largest spending and investment Budget in the Jewel’s history which projects a primary surplus.

Briceño attributed the unheralded successes to include all Belizeans, the vibrant partnership with the commerce and industry, the public sector employees and the network of developmental NGOs. Acknowledgement for today’s triumph was also conferred upon the official sector and bilateral supporters. The pipeline of project funding, contrasting yesteryear were more generous and diverse. The International partners and investors alike has recognised that the PUP Government, the John Briceño led administration is committed to the highest standards of governance restoring Belize’s reputation internationally.

However, Prime Minister Briceño cautions that the progress made can be eviscerated from arising risks, exogenous and external shocks. Hence, prudent and pragmatic stewardship of the country’s finances is very important.

TAX ON DIESEL

Meets with Social Partners Over Inflated Fuel Costs The Government of Prime Minister, Hon. Dr. John Briceño has shaved off a significant 35% of the taxes it collects from the sale of Diesel, in its effort to show the Belizean people that they understand the hardships; but no sooner than the government gave up that huge chunk of much-needed revenues last Friday, March 11th, that at the stroke of midnight, just hours later the acquisition cost for Diesel shot up by a whopping 85 cents per gallon of Diesel.

The cut was a significant one for the Government. Financial Secretary, Joe Waight explained on Wednesday day that up to the same Friday, the excise tax on Diesel stood at $2.97 per U.S. gallon, and after the government lowered the taxes by more than a dollar per gallon, to $1.94 per gallon last Friday, the price shot back up internationally. If the Government had not absorbed the majority of the new increase, it would have meant that diesel prices right now would be almost at $15 per gallon.

Despite the fact that his Government’s efforts to bring relief to Belizeans meant less revenues for the Government, its effect on motorists was short-lived, but Prime Minister Briceño, realizing that the fuel cost problem is larger than Belize, called in the social partners into a meeting on Wednesday at the House of Culture in Belize City. The groups represented in that meeting included the various unions of the N.T.U.C.B., as well as the Chamber of Commerce and Industry, the Belize Business Bureau, the Council of Churches, the network of Non-Governmental Organizations, and the agro-productive sector. Also, present was

the President of the Belize Bus Association, Thomas Shaw, whose association members have been unreasonably pressing the Government to wave a magic wand. We use unreasonably as their partisan choice for lawyer and the commuter outcry that they have no moral standing due to their old buses on the road. That association has presented the options for the Government to approve bus fare increases or to find a way to subsidize the fuel prices. But that could cause even more hardships for the commuting public who must travel every day to get to and from work and home.

The Prime Minister has said that the Government stands ready to make prudent decisions that will be fair and beneficial across the board. Currently, the Ministry of Transport and the bus operators are looking at a few options. On Friday, the social partners will present recommendations they feel are solutions to the ongoing inflation on fuel.(we will go to print before those recommendations) Some of their inputs have already brought into focus how severe the price hikes on fuel could impact our respective industries. For instance, cutbacks on already limited fuel budgets to man protected sites within the fisheries or tourism sectors could mean that those sites are compromised by people who also must provide for their families. In the healthcare sector, fuel budgets that have been maxed out might delay the ambulatory transportation of the sick who need more advanced treatment elsewhere. It will be a careful balancing act that the Government will have to take in finding ways to ease the increasing burden attached to the fuel costs. The precedent is set, the planBelize government will find a way forward with the majority of people on board.

TODAY’S TRIUMPH

udget speech 2021-2022 was titled “Today’s Sacrifice: Tomorrow’s Triumph”, read on April 9th of 2021. Prime Minister Briceño went to the National Assembly with planBelize in hand and presented what we have called The PlanBelize Budget I. It turns out that the Prime Minister underestimated the success that Belize and his government together could muster. The International Monetary Fund had, at that time, estimated Belize’s Gross Domestic Product to grow a measly 2.5 per cent for 2021.

Now we know the real outcome which was 12.5 per cent GDP growth for 2021. For an economy teetering out of a UDP-imposed recession that is nothing short of “impressive.” This 2022, the International Financial Institutions at the highest levels visited Belize in-queue commending the country, people and government for a nonpareil economic turnaround both regionally and internationally. ‘Impressive’ was the adjective often used to describe Belize’s economic turnaround. Confidence was beaming from each of the institutions for Belize’s planBelize and the government’s innovative ways of rolling it out.

It is apt to recall, the incompetent UDP PM had relegated his third term to borrowing 2.75Million per week sinking Belize into a recession BEFORE the Covid-19 pandemic. During the UDP pandemic of 8 months, they borrowed a million of printed money a day via his Central Bank that was all joyously willing to comply. This fomenting-of-inflation policy led Belize to balloon its debt. Belize’s debt cancerously grew to 137 per cent of the total amount it produces in one year—its GDP. Barrow facetiously or, many would say, criminally held on to the lofty Prime Ministerial position. It was obvious then that being Prime Minister was way above his league. Barrow’s sole economic policy was to Borrow, Barrow, borrow until Barrow was no more. A million a day borrowed going into November 11, 2020. The planBelize government took that challenge with a super talented cabinet and economic team. Belize for the first time in 13 years had leaders; these leaders would lead Belize as far away from the tyrant UDP. The UDP died a political death; now and again, they sputter. There is no revival of that group that left Belize for dead.

The planBelize government’s Budget II in 2022 is themed, “Working Together for A Fair, Inclusive and Prosperous Belize.” It is a dramatic move from the corrupt thirteen years of UDP hustle and bustle to the chagrin of the Belizean economy. As our Prime Minister has uttered many times and in different national and international fora, thanks to the people of Belize and, specifically, the public servants and teachers who entered reluctantly into an agreement for a three-year salary cut of ten per cent. The hope all along was that the economy would turn around before so that their salaries could be restored before the three-year period. Cynics abounded on that last premise. But the cut was necessary for the internationally renowned Blue Bond to even be discussed. This Blue Bond saved Belize half a Billion in external debt and granted millions yearly to marine conservation—the UDP’s Superbond was no more. The UDP grieved on such achievement by the planBelize government. The UDP grieved that they did not get a chance to cut wages, cut pension, retrench public servants and go under the IMF knife. So, from sacrifice to now working together, the budget has evolved.

In planBelize II, the Prime Minister put it clearly: “When I presented my government’s first Budget last year, I proposed a 5-Point Recovery Plan. Despite the doubt of the then leader of the opposition who said it could not and would not be done, every single one of these points have been effectively addressed during this year: Our Budget pared wages and kept spending within projected parameters.

A historic debt restructuring eliminated half a billion in public debt.

Revenues over-performed allowing us the flexibility to table supplementary investments during the fiscal year.

Every major investment-climate indicator has improved: the trade balance narrowed, the current account balance was the smallest in years, bank capital and liquidity are ample, lending rates are down and reserves up, while the official and private sector are more enthused about Belize than in recent memory.

And Pension Reform is programmed for this year.

These are the unmistakable measures of progress, the bellwethers of even greater, more inclusive expansion and prosperity. If Belize is to grow and develop, all of us must be committed to a strong Belizean economy and society, grounded in credible, practical plans and solutions to the social and economic challenges we face.”

Thanks to the planBelize government the UDP will never get a chance to rape Belize again. Thanks to Belizeans who are resilient, Belize in becoming a part of what it truly means to work for a Belize that works for everyone. When we all work together then it is easier to sacrifice because then today, we all are triumphant.

l discurso del presupuesto 2021-2022 se tituló “El sacrificio de hoy: El triunfo de mañana”, leído el 9 de abril de 2021. El Primer Ministro Briceño acudió a la Asamblea Nacional con el PlanBelize en la mano y presentó lo que hemos llamado El Presupuesto del PlanBelize I. Resulta que el Primer Ministro subestimó el éxito que Belice y su gobierno juntos podían alcanzar. El Fondo Monetario Internacional había estimado en ese momento que el Producto Interior Bruto de Belice crecería un mísero 2,5% para 2021. Ahora conocemos el resultado real que fue un crecimiento del 12,5% del PIB para 2021. Para una economía que se tambalea de una recesión impuesta por el UDP, esto es nada menos que “impresionante”. Este 2022, las Instituciones Financieras Internacionales al más alto nivel visitaron Belice en fila elogiando al país, al pueblo y al gobierno por un cambio económico sin igual tanto a nivel regional como internacional. “Impresionante” fue el adjetivo que se utilizaba a menudo para describir el cambio económico de Belice. Todas las instituciones mostraron su confianza en el Plan Belice y en la forma innovadora en que el gobierno lo ha puesto en marcha.

Cabe recordar que el incompetente primer ministro del UDP había relegado su tercer mandato a pedir préstamos por valor de 2,75 millones a la semana, hundiendo a Belice en la recesión ANTES de la pandemia del covid-19. Durante la pandemia del UDP de 8 meses, pidieron prestado un millón de dinero impreso al día a través de su Banco Central que estaba alegremente dispuesto a cumplir. Esta política de fomento de la inflación llevó a Belice a disparar su deuda. La deuda de Belice creció cancerosamente hasta el 137% de la cantidad total que produce en un año: su PIB. Barrow se aferró, de manera burlona o, muchos dirían, criminal, al elevado cargo de Primer Ministro. Era obvio entonces que ser Primer Ministro estaba muy por encima de sus posibilidades. La única política económica de Barrow fue pedir prestado, prestar y pedir prestado hasta que pudiera. Un millón al día de préstamo hasta el 11 de noviembre de 2020. El gobierno de PlanBelize asumió ese reto con un gabinete y un equipo económico de gran talento. Belice por primera vez en 13 años tenía líderes; estos líderes llevarían a Belice lo más lejos posible del tirano UDP. El UDP murió políticamente; de vez en cuando, chisporrotean. No hay ningún resurgimiento de ese grupo que dio por muerto a Belice.

El Presupuesto del gobierno planBelize II en 2022 tiene como tema: “Trabajando juntos por un Belice Justo, Inclusivo y Próspero”. Se trata de un cambio drástico respecto a los corruptos trece años de ajetreo del UDP para desgracia de la economía beliceña. Como nuestro Primer Ministro ha pronunciado muchas veces y en diferentes foros nacionales e internacionales, las gracias al pueblo de Belice y, en concreto, a los funcionarios y profesores que entraron a regañadientes en un acuerdo para un recorte salarial de tres años del diez por ciento. La esperanza en todo momento era que la economía se recuperara antes para poder restablecer sus salarios antes del trienio. Los cínicos abundan en esta última premisa. Pero el recorte era necesario para que el internacionalmente conocido Bono Azul pudiera siquiera ser discutido. Este Bono Azul ahorró a Belice medio billón de deuda externa y otorgó millones anuales a la conservación marina: el Superbono del UDP ya no existía. El UDP se dolió de este logro del gobierno de PlanBelize. El UDP se afligió por no haber tenido la oportunidad de recortar los salarios, reducir las pensiones, despedir a los funcionarios públicos y pasar por el cuchillo del FMI. Así que, del sacrificio al trabajo conjunto, el presupuesto ha evolucionado.

En el planBelize II, el Primer Ministro lo expresó claramente: “Cuando presenté el primer presupuesto de mi gobierno el año pasado, propuse un plan de recuperación de 5 puntos. A pesar de las dudas del entonces líder de la oposición, que dijo que no se podía ni se haría, cada uno de estos puntos se ha abordado efectivamente durante este año: -Nuestro presupuesto redujo los salarios y mantuvo el gasto dentro de los parámetros previstos.

-Una reestructuración histórica de la deuda eliminó 500 millones de deuda pública.

-Los ingresos han sido superiores a los previstos, lo que nos ha permitido disponer de flexibilidad para realizar inversiones suplementarias durante el ejercicio.

-Todos los principales indicadores del clima de inversión han mejorado: la balanza comercial se redujo, la balanza por cuenta corriente fue la más pequeña en años, el capital y la liquidez de los bancos son abundantes, los tipos de interés de los préstamos han bajado y las reservas han aumentado, mientras que el sector oficial y el privado están más entusiasmados con Belice que en los últimos tiempos.

-Y la reforma de las pensiones está programada para este año.

Estas son las medidas inequívocas del progreso, los indicadores de una expansión y prosperidad aun mayores y más inclusivas. Para que Belice crezca y se desarrolle, todos debemos comprometernos con una economía y una sociedad beliceñas fuertes, basadas en planes y soluciones creíbles y prácticas para los retos sociales y económicos a los que nos enfrentamos.”

Gracias al gobierno de PlanBelize, el UDP no volverá a tener la oportunidad de violar Belice. Gracias a los beliceños que están resistiendo a Belice para formar parte de lo que realmente significa trabajar por un Belice que funcione para todos.

Cuando todos trabajamos juntos es más fácil el sacrificio porque entonces hoy, todos somos triunfadores.

Socially Conscious Budget Probably the maximum show of social consciousness is governments push to take UP the minimum wage to a 5 dollar per hour floor. Hundreds if not thousands of workers will immediately benefit with this planBelize commitment.

The government is prudent and short of any draconian imposition of this measure, the government is consulting with all the relevant partners in the business sector and in government. Touching the lives in a sustainable manner is the way to go.

PM Briceño: “I announced the policy decision to restore the 10 percent wage adjustment, which had become effective July 01 of last year.

Wages will therefore be restored 2 years ahead of schedule. When I announced the adjustment in last year’s Budget, I committed that it will not last one day longer than absolutely necessary. The Cabinet and I are keeping that commitment.

The decision to restore, in dollar terms, translates into an additional $40 million in the Personal Emoluments and $15 million in the Subsidies and Transfer line, for a total of $55 million.

These structural reforms are not exhaustive by any means: two other examples stand out. First, the work

of the Wages Council, from which I expect the minimum wage adjustment to be implemented during this fiscal year. And second, the People’s Constitutional Commission whose core task will be to propose ways of enhancing our democratic processes and deepening citizen participation in the governance of our communities.”

PlanBelize budget two looks to end the sacrifice that the people were asked to endure for the sake of Belize. Truly, the end of the UDP’s Superbond was made possible when the international community saw that Belize was ready for fiscal prudence.

This was first made possible with planBelize budget 1, the 10 percent salary adjustment, cut to Ministers Salaries, and general financial oversight across the board. The 1 million dollars a day borrowing by the UDP administration was no more. This was one of the first signs that economic confidence was returning to Belize’s lexicon.

National Health Insurance Budget excerpt: Government also proposes to commence implementation of the long-overdue expansion of the National Health Insurance Program, the NHI. Healthcare, especially community-based, preventative care is the backbone of a vibrant, industrious, and healthy

population. NHI is the brainchild of the last PUP Administration and 14 years later, we return to finish the good thing we started. So, this initiative is the expansion of the Program to certain areas of the country that do not currently have access, as well as to increase the number of registered participants in those areas that are currently in the Program but that have long ago reached the maximum intake by service providers.

To expand the Program, we include an additional provision of $3.2 million this year, elevating the total allocation now to $22 million for the NHI. Housing and Education Budget excerpt: Taiwan has now agreed that in this Fiscal Year, Belize can proceed to apply for the entire remainder USD 48m under this Agreement, in effect, converting a 5-year program to a 2-year program. In principle, the focal areas for investing these additional funds will be in education - expanding the Healthy Start Feeding Program and eventually, the Digital Devices Program; in Housing - expanding our current target for distributing quality, low cost housing units countrywide; and in financing SME credit, especially low interest loans in the

Agro-productive sector.

Social Assistance Budget excerpt: $6.0 million under Social Assistance to provide food support to the urban and rural poor, and to the most vulnerable groups in our population• $5.0 million for Low-Income Housing Assistance. $1.0 million for Survey and Mapping of the 8,000 new lots to be distributed this year, and a further $12.0 million under the Land Development /Land Acquisition Program; The rest of the extensive Budget can be found online. PM Briceño: “I make one final point: Cabinet is, without exception, aware of and grateful for the thousands of exemplary public officers whose competence and initiative represent the highest ideal of service. These men and women of integrity and grit plow at all levels, in all Ministries, in Government and quasi-government departments and institutions.

I offer them our respect and gratitude, and most importantly, an assurance that we will continue to manage the public finances in a manner that makes the stability and sustainability of your job our foremost objective.”

FISCAL YEAR 2022/2023

Hon. John Briceño Prime Minister and Minister of Finance, Economic Development and Investment (Introduction) Presented on March 15, 2022 Madam Speaker, I rise to present Government’s Estimates of Revenues and Expenditure for the Fiscal Year 2022/2023, and to report on the performance of the National Budget for the current Fiscal Year 2021/2022.

What has been achieved in our first budget year is truly remarkable. Across the land, a new day is dawning, the economy is bouncing back, Belizeans are returning to work in larger numbers than ever before, the Belize dollar is strong again, default and devaluation have been averted and the confidence of the State and those she serves is being restored. Today, with pride, I will share a progress report unmatched in our 41 years as an independent nation. The storyline is of a macroeconomic and fiscal house on fire when we took office less than 16 months ago, transformed now to a house whose rehabilitation is outclassing its regional peers and overshooting expectations. I remind this Assembly of what our Administration inherited. An economy weighed down by corruption and incompetence, withering from prolonged recession, battered by COVID-19 lockdowns, strangled by rocketing debt and deficits, squeezed by costly credit, beset with surging unemployment, and bereft of self-belief and common-sense solutions.

Belize’s 2021 national economic rebound may be as high as 12.5 percent according to the IMF, twice the rate of the Latin America and Caribbean regions.

In fact, save for Guyana and its crude oil bonanza, Belize is the fastest growing economy amongst all countries in North, Central and South America and the Caribbean. Our overall budget performance for this fiscal year will be $527 million better than the last fiscal year. The country’s 174 thousand-strong employed labour force is the highest ever. A well-capitalized banking system brims with almost $700 million of liquidity, poised to fund a private sector boom. Public debt is being slashed with precedent-setting ingenuity. And, 4.6 months of import cover in Central Bank reserves buttress the Belize dollar.

My report today will show that our first Budget exceeded all performance markers and that the new Budget, proposed at $1.361 billion, will be the largest spending and investment Budget in the history of our country. And we have managed to prudently and responsibly configure this new Budget with a primary surplus. These are remarkable achievements which properly belong to all Belizeans, and particularly result from Government’s vibrant partnership with commerce and industry; its collaboration with public sector employees and their larger number in the private sector; and its cooperation with Belize’s unique network of developmental NGOs. I acknowledge not only the positive evolution of these crucial domestic alliances but also, the rapid re-setting of relations with our Official Sector and bilateral supporters. The pipeline of project funding, the envelope of grant financing is more generous, more diverse than ever before. Our international partners, like investors, can see clearly that this Administration is focused, determined to nurture an equitable prosperity, and committed to the highest standards of governance. To say it plain, Madam Speaker, we have put our house in order, strengthened the state of the nation, restored our reputation in the region and we are indeed delivering on Plan Belize.

No matter how much progress is made in one budget period, risks arise in another that can quickly undo that progress. In just the last few weeks, war has erupted in Eastern Europe. The unimaginable specter of oil at over US$200 per barrel presents a real and present danger to the Belizean economy and public finances. At US$200 per barrel, the cost of fuel imports could more than double to over Belize $30 million dollars per month, representing a massive drain on foreign exchange and, at some point, a substantial loss of revenue. Rising oil prices will worsen the recessionary risks, and clearly, inflationary pressures, such pressures escalating even before the Russian invasion of the Ukraine. This is an urgent situation about which I intend to consult later this week with our social partners and key sectoral representatives.

Covid-19, another prominent risk, has receded in recent weeks but the scientists have certainly not ruled out the possibility of a new variant which could disrupt the delicate recovery of the travel and tourism sectors. When compared to 2019, Belize’s 2021 economic rebound entailed only a 46 percent recovery in overnight tourism arrivals and an 18 percent recovery in cruise arrivals. In other words, for our most vital economic subsector, 2021’s bounce-back represented only a partial recovery.

In addition to these external variables, there is the urgent need for the Budget to permanently balance the mix between recurrent and capital spending. In this fiscal year, as I highlighted before, 85 cents of every recurrent dollar in revenue will be spent on recurrent expenditure, the largest component of which is Government’s wage and pension obligations. With pride and purpose, we have proposed this Fiscal Year 22/23 construct to allow time for the economic recovery to solidify and for wage relief to offset rising inflation. This posture must evolve as the circumstances evolve. For sustainability, I emphasize, revenue buoyancy must continue, and recurrent spending must remain within strict limits, if we are to avoid subsequent adjustments to both tax revenue and recurrent spending.

Despite these broad cautions, my colleagues and I carry ever more optimism about the future of our young nation. As businesses and schools accelerate their re-opening, with public wages restored and private minimum wages soon to be raised, as Government’s capital investments converge on bridging the welfare and opportunity gaps, with trade and investment policies reaping increased dividends, I eagerly anticipate a multi-year economic expansion, with the thousands of new jobs and hundreds of new enterprises envisioned in our Manifesto. That every Belizean should win, and in that glorious sum of collective betterment, for our precious Jewel to shine ever brighter among nations, this shall remain our Administration’s clarion call.

When I presented my Government’s first Budget last year, I proposed a 5-Point Recovery Plan. Despite the doubt of the then leader of the opposition who said it could not and would not be done, every single one of these points have been effectively addressed during this year: -Our Budget pared wages and kept spending within projected parameters; -A historic debt restructuring eliminated half a billion in public debt; -Revenues over-performed allowing us the flexibility to table supplementary investments during the financial year; -Every major investment-climate indicator has improved: the trade balance narrowed, the current account balance was the smallest in years, bank capital and liquidity are ample, lending rates are down and reserves up, while the official and private sector are more enthused about Belize than in recent memory.

-And Pension Reform is programmed for this year.

These are the unmistakable measures of progress, the bellwethers of even greater, more inclusive expansion and prosperity. If Belize is to grow and develop, all of us must be committed to a strong Belizean economy and society, grounded in credible, practical plans and solutions to the social and economic challenges we face.

With hands and hearts joined together in this great experiment we move forward to build a nation of prosperous citizens. To live out those fundamental principles enshrined in our Constitution and we remain dedicated to the enhancement of a nation people who not only believe but remain committed to social economic and environmental justice.

I thank my Parliamentary colleagues, the technicians at the line Ministries and the Ministry of Finance and the Central Bank, and the many professions involved with the preparation of this National Budget for Fiscal Year 2022/23.

CHAMPIONS BARROW CONFESS AND GO! OF INCOMPETENCE

Sincerely, I have lost count. These zombie remnants of what was once the UDP keep on cooking new conventions of a Party that does not exist— the people of Belize said so.

Slim-win (Albert by 41 votes) Tracy Panton in a total 180 turn has accepted to run in Patrick Faber’s slot. Tracy has refused to call out Faber for his domestic abuse portfolio. Now we see why. It is unbecoming that Tracy wants to run as a pro-champ for women yet she takes over all of Faber’s machinery and his support. She takes over Faber’s campaign manager who has ill-managed a 6 million dollar land somehow passed to him by Hugo Patt a few days before the 2020 elections.

Let us leave this CM unnamed as he is irrelevant to this whole charade; he is a pawn. The pastors nevertheless are still waiting for their land. Did Tracy also take over rule over this real estate?

Would she transfer the lots to Albert voters now? Can Tracy even command a win in the Albert Division given that she only won due to the transfer votes into her mom’s house and the office room? The latter was later endorsed by the court but it still puts Tracy on extremely shaky ground in any leadership position. Every time Paul Thompson breathes, Tracy loses a transfer.

Word is that these transfers will move to real homes in constituencies all over the jewel as soon as the new transfer period comes this summer. In the convention of incompetence, Tracy will really have slim chances even with Faber delegates.

Drink champ Shyne is a Barrow.

All the hurt that Barrow, the father, has brought onto Belize is passed on to his son. Shyne has tried all he can to even say in parliament that he, Shyne, is “not my father’s son.” What? Everyone can hear Shyne trying hard to talk like Dean, walk like Dean, and shine like Dean. Overlooked by Shyne is that Dean has uttered the biggest words saying that Belize would experience an economic flood and that he, Dean, does not care. The huge problem is that Dean has walked a mean mile for the Belizean people. And, Dean has never shone even as he tried all his life. Dean manufactured three incomplete terms in office when he was Prime Minister only by name. So Shyne should best NOT ride on his father’s record as this is scratched and broken to the bitter core. ADVICE: Shyne’s best chance of any real support is to confess that the UDP is corrupt, resign from Mesopotamia, get a real job, reapply in a constituency he can get support in or where he lives, run in a bye-election and then, maybe, he can begin to show that he is a real citizen. Constitutional amendment is coming up Shyne. Will you go back to the States after the 26th? If Tracy beats you, will you still go after that gargantuan quorum and get the 3 to 2 signatures to remain Leader of the Opposition? Is your auntie still a Member of Parliament? Imagine a Queen’s Square bye-election and the UDP remaining with 4 members? Take a drink

Tracy was a Minister of state in the Ministry of Economic Development in Barrow’s administration when Boledo was lost. Barrow led the onslaught on Belize’s economy. Faber worked with Patt to secure Belama lands. Whatever happens on the 26th of March at the UDP attempt at convening some support, the winner will be like the best loser. This is sad for Belize. Let the envelopes land where they may land.

The only good that ex-Prime Minister of Belize Dean Barrow can do is to confess his transgressions against the nation of Belize and then face the music.

He is now the new version of an ambulance chaser and no better than Orange Juice. In lieu of confession, he should just shut up and head to the ellysian where he can really imagine the possibilities.

Jogging the incredible memory here...Dean Barrow’s law firm gave birth to the Sanctuary Bay Saga in the form of the Sittee River Wildlife Reserve in 2003. Later in 2012, in Cabinet he chaired a meeting that allowed Pukke (in

EcoFutures AKA Sanctuary Bay), a recidivist fraudster, to run roughshod over American retirees on our land down south. But yet, the bus owners run to this man. Oh yes, the bus owners tolerated Barrow for thirteen years and now want the planBelize government to fix Barrow’s buffoonery.

Statement by Honorable Dolores Balderamos Garcia Minister in the Ministry of Human Development, Families and Indigenous Peoples’ Affairs On the occasion of the 66th Session of The Commission on the Status of Women (CSW66)

Presided by H.E. Ms. Mathu Joyini, Chair of CSW66 Madam Chair, it is a privilege to address you at this 66th Session of the Commission on the Status of Women.

On behalf of my delegation, I sincerely congratulate you on the tremendous work you have done to make this session possible. We are confident that under your leadership, we will achieve a successful outcome of this Session.

We, therefore, offer the full support and cooperation of Belize’s delegation.

Kindly allow me to also commend the Secretary General for his report on the priority theme. For Small Island Developing States, it is critical to address issues surrounding climate change, so these discussions are vital for Belize and the wider Caribbean. As such, Belize aligns itself with the statement made by Guyana on behalf of CARICOM. We recommit to the principles outlined in the Beijing Declaration and Platform for Action and the Convention on the Elimination of All forms of Discrimination against Women.

Madam Chair, I am happy to report that Belize now has women in spaces of leadership and in numbers not previously experienced. Today, we have appointed the first indigenous woman Governor General in the Commonwealth. We also have five women in the House of Representatives including the Speaker and six women in the Senate including Madame President which accounts for over 40% of the Upper House. While this is certainly not the parity that we would desire, it speaks to the commitment of Belize to continue advancing gender equality.

Belize is committed to advancing gender equality, and we are pleased to inform that we have completed the third National Gender Policy, and fourth National Gender-based Violence Action Plan and we are prioritizing Gender Focal Points across all ministries.

We are pleased to inform that as part of our national manifesto, we have created a Disability Unit. Also, under my portfolio of Indigenous Peoples’ Affairs, we have established a dedicated office. These bodies address two of our most vulnerable populations, persons with disability and indigenous communities, including women, thus, upholding the Convention on the Rights of Persons with Disability and the UN Declaration on the Rights of Indigenous Peoples.

Belize was the recipient of funds under the Spotlight Initiative Project to combat gender-based violence and has an implementation rate of over 80%.

Belize is also one of nine countries implementing the ENGENDER Project which seeks to integrate gender equality and human-rights based approaches into disaster risk reduction. As a result, a National Adaptation Plan has been developed.

Madam Chair, Belize like everyone

is experiencing the devastating impacts of climate change. There is therefore an urgent need to scale up financing for loss and damage. As part of the Caribbean, we insist on parity from developed countries in funding for mitigation and adaptation.

We recognize that there is so much to be done in achieving gender equality and the empowerment of all women and girls in the context of climate change. We will therefore work assiduously towards these goals, including paying attention to the disproportionate amount of unpaid care work undertaken by women. Belize has convened a committee to implement an increase in the minimum wage which will assist domestic workers and shop assistants who are mostly women.

To conclude Madam Chair, in thanking you, we must never leave fifty percent of our population to be affected disproportionately by inequality, and we pledge that we will keep our shoulders to the wheel in bringing about greater inclusion, equity and equality. Belize, therefore, greets our sister countries on this important occasion and renews our commitment to the vital work ahead. Gender equality MUST be at the center of all solutions.

omy then you print money to the tune of a couple million every week feeding the excruciating inflation we have today. Way before Putin’s war on Ukraine, there was the Barrow and UDP’s war on Belizeans.

Dean Barrow was disrobed by the Chief Justice in 2020 and found guilty of spending 1.3 BILLION of Belizean taxpayer money without asking for permission as the law stipulates. The consequence for this is spelled out by the law amended by Dean Barrow himself in 2010. Dean Barrow wiggled out as the written paper for this went together with the Judge who retired.

But the bus owners run to this man.

Dean Barrow ran Belize’s economy to the ground. He gave up on the economy after leading a pack of

wolves masked as Ministers to run an operation that sucked Belize dry. Barrow shrugged and basically said that all he could do is grieve for who will lead the nation after 2020 elections. Barrow maladministered Belize for 13 years and left Belize in a depressive state.

But the bus owners run to this man.

Will the commuters who are happy with the old buses on the roads please stand up??

All Dean Barrow cares for is stopping progress. He prevented progress for 13years and continues doing so.

Loan No.: 4839/OC-BL Deadline: April 8, 2022, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). The main beneficiaries of the Project are: (a) the Government, which will have more revenues to implement its public policies; (b) taxpayers, who will have more support and a digital environment to fulfil their tax obligations; and (c) the population, from the government policies implemented. Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration.

The BTSD management has identified the need for a modern audit approach based on risk analysis. The BTSD Strategic Plan states that: “BTSD will explore the introduction of a Risk Management Plan (RMP) to properly respond to the risks identified on a timely basis, to minimize overall compliance burden for both the taxpayers and the tax administration. As an important aspect of the RMP, risk mitigating strategies will be proposed for application against potential and existing risks. The plan will highlight all areas of risks including risk-based assessments, riskbased audits, risk-based sector and taxpayer segmentation, compliance risks (registration, filing, reporting and payments) and international risks. Risk mitigation reduces the extent of exposure and ensures that the strategic objectives are achieved.”

The consulting services (“the services”) includes the contracting of a consulting firm for a period of ten (10) months to Prepare, Implement and Execute a New Audit Model, making use of the range examination and risk-based techniques (to include analytic tools for audit). The main activities of the consultancy include: • • • • • • • • • • •

To assess the status of BTSD taxpayer audit strategies and operations for all tax type.

To review the Audit Division organization and resources, as well as the staff skills.

To suggest the strategy for centralization/decentralization of the audit.

To propose a new organization area (if required).

To propose the staff composition by area and by location.

To propose the different audit programs taking into consideration taxpayer segments and different audit locations (central, districts).

To propose a system of massive audit based on IT verification of returns against risk factors and third-party information. The selected cases should be resolved very quickly (4 cases a day) as they are based on firm verification.

To propose modern analytical tools for tax auditing suitable for Belize’s environment by conducting a SWOT analysis to support the audit work.

Once the proposal of the modern analytical tools is approved, the consulting firm will procure the Analytical tools software for auditing with 50 licenses with subscription for 3 years, implement, and train auditors in its utilization for adoption.

To execute onsite Pilot audit (for at least one month in duration) with the audit team to plan, execute and report on randomly selected taxpayers.

To develop training materials and manuals in hard copies and digital copies in Microsoft Word format.

The consulting firm should have a minimum of five (5) years’ experience in similar assignment. In addition, the consulting firm should have a minimum of three (3) years specific experience in the following areas (* are must): •

Social Security Board Announces Implementation of the Contribution and Benefit Increase Social Security Board (SSB) introduces the final phase of the Contribution Reform. The final contribution and benefit increase, which falls under the 3year phased approach, aims to improve and provide greater value to beneficiaries during time away from work if they become incapacitated or ill.

This is essential for the strengthening of the SSB program in order to provide sickness, maternity, disablement, invalidity, injury, death benefit and pensions to contributors, their families and survivors.

Under the final phase, employers and employees will see an increase of 1% in the Contribution Rate from 9% to 10% and $480 to $520 in the Wage Ceiling effective Monday, April 4, 2022. This translates to an increase in the maximum cash benefit of $416 weekly for short term benefits and $312 weekly or $16,224 yearly for pensions.

HELP OUT FOR STEVEDORES

Gilroy Usher, Port Loyola Representative “Take time to appreciate employees, and they will reciprocate in a thousand ways.” – Bob Nelson As the logwood and mahogany cutters from yester years and scores of persons from other professions have done, stevedores, persons who load and unload cargo from ships, have been contributing to the development of this land from 1862 when Belize, then British Honduras, was declared as British colony. The need to load and unload cargo from ships in Belize and all other countries will exist in perpetuity; we are therefore happy to know that from 160 years ago in 1862, stevedores were among the first builders of the new Belize . We are also happy to know that they will continue their important work to build this nation in perpetuity.

Government decided to make the ex gratia payment of $1.5 million to the stevedores, who have never flinched in using their energy and sweat to develop this country, to support them in their time of greatest financial need.

That crucial support because necessary, when American Sugar Refinery (A.S.R.) with the support of the Port of Belize (P.B.L.) decided to export the vast majority of its sugar from the Big Creek Port in the south instead of the Port of Belize for increased profits with absolutely no regard for how that decision would negatively impact the lives of the stevedores who are mainly marginalized persons from the south side of Belize City including Port Loyola that this writer represents.

It must be noted that although PBL would lose tremendous revenue with less use of its port for export by American Sugar Refinery, PBL still supported the deal. They most likely saw backing it as an opportunity to drastically reduce the number of stevedores needed in pursuit of their main objective to severely weaken if not crush representation of the stevedores by Christian Workers

Union which has always been lobbying passionately for just benefits for its members.

As a result of that decision by ASR, the stevedores suddenly suffered more than 50% cut in their monthly or yearly income. Due to that decision taken for larger profits and ulterior motives by two of the largest companies in the country, if a stevedore’s yearly salary was $24,000, it dropped to less than $12,000 per year with absolutely no support from either of the two companies to assist the dedicated workers in making up for their last income. As responsible leaders of this country, the administration couldn’t sit by and simply observe the advantage being taken on the stevedores despite protest from their union.

G.O.B presented the supplementary allocation bill of $1.5 million for the stevedores to help them cushion the hardship they and their families are suffering as a result of the sudden huge decrease in their earnings and to also provide the stevedores with a little startup capital for those who would like to venture into an extra income generating business. When it comes to using taxpayers’ money for the best interest of the people, the initiative leaves the Opposition in total shame.

The $1.5 million in ex gratia payment will be shared equitably among over 180 stevedores. On the other hand, in two of the worse corrupt land deals that occurred under the previous administration, Pitts and Vega were allowed to share 800k between themselves. Pitts and Vega each pocketed $400,000.00 of taxpayers’ money in the land hustle. In the corrupt land deal more money was ‘compensated’ to two wealthy, greedy, and corrupt individuals with assistance from some previous ministers than the amount to be shared among 180 stevedores. What a shame on the Red party!

More investment, more development results in greater opportunities and a better standard of living for all Belizeans. The administration therefore wants American Sugar Refinery, Port of Belize Ltd., and all other businesses to succeed in the country but with respect for the rights of the stevedores and all other employees in the Jewel.

This writer therefore invite all businesses, employees, and unions to work together with the government in building a country that every Belizean is proud to call home.

It is only by all of us working together that the need for further ex gratia payments from the public purse will no longer be necessary.

THINK ABOUT IT NATIONAL HEALTH INSURANCE FOR ALL BELIZEANS Prime Minister John Briceño, hot off his successful visit to Taiwan and presenting his government’s budget for this fiscal year, was in a champion spirit.

As he outlined an impressive list of some of the improvements in store for Belizeans, he mentioned with pride an expansion of the National Health Insurance program.

He told the elected members in the House of Representatives that it was the PUP which started the insurance and it will be the PUP which will complete it. .

He then paid tribute to his colleague, Said Musa, the former two times Prime Minister, who through thick and thin, had pushed for the insurance program. NHI has benefitted thousands of Belizeans since the Musa government in 2000 introduced, with Johnny as Deputy Prime Minister, the National Health Insurance.

Now it is going to be extended to all Belizeans in the Belize District and every district of our beloved Belize.

During Said and Johnny’s period in government no other government has matched their impressive social and economic programs. Rural water systems, autonomy to Town Councils and City Councils. Rural electrification. Eight hundred additional classrooms. Thousands of scholarships for colleges, Sixth Forms and University both at home and abroad.

The unheard of commitment of ten thousand houses (compared to four hundred after 13 years of UDP waste and corruption).

Prime Minister Johnny even mentioned that Said Musa was marking another birthday this weekend. From one Prime Minister to the next Johnny publicly said in the House “Happy Birthday in advance former Prime Minister Said Musa.”

Prime Minister Johnny also made the pertinent observation that health care in the country was becoming too expensive. This is a serious matter for the working population and even more so for the poorer classes.

For the information of the younger generation, it was the People’s United Party which also introduced Social Security to benefit all working Belizeans. George Price always paid tribute to Minister David McKoy for pushing for social security to be implanted for the people of Belize.

A string of beneficial programs to be financed from the stringent 2022/23 budget will be announced by Ministers when the budget is debated on the 22 and 23 March.

AMERICA MAKING LOVE TO MADURO Most Belizeans do not know that Venezuela has the largest oil reserves in the world. More than Saudi Arabia or any other oil producing country.

Under the great Hugo Chavez, all Caribbean countries and several in Latin America were given special treatment by Venezuela where petrol was made available on special concession and at cheap prices.

Venezuela became a socialist nation under Hugo Chavez, a former soldier who spent time in jail fighting his corrupt government. When he became President, his heart was with the poor people, not only in Venezuela but in our whole region. He gave special help to revolutionary Cuba, where citizens have suffered under the hostile governments of the U.S.A When Hugo Chavez passed away, his Deputy, Nicolas Maduro, took over. America has been trying hard to overthrow President Maduro with economic and political sabotage and embargoes. Citizens of this wealthy South American country are poor and suffering.

The covid pandemic made their lives unbearable.

Then came Russia and Ukraine with a hot European war. Usually there is never a conflict or war that the Americans and the British are not eager to join in. War is a big business for America which manufactures and sells guns and missiles, war planes and armour to countries at war.

Russia supplies oil to Western European countries and also to the USA. America is unable to jump into the war because Russia has nuclear missiles and is not afraid to use them. So America and its allies have to settle for economic boycott and sanctions. One such boycott is to stop importing petrol from Russia.

But the petrol boycott is hurting American consumers, like it is hurting us in Belize and many other countries which depend on importing petrol.

The price of oil in America is sky rocketing.

America cannot function without cheap oil. Americans are getting angry with their government over the high price of petrol.

So the American government rushed to Maduro and begged for help.

Unable to overthrow him, they are forced to work with him. They need that cheap oil the way a crack head needs to get his crack/cocaine. And Maduro

needs those US dollars.

It’s like a marriage made in political heaven. You should see the haughty Americans kissing up to Maduro. And Maduro kissing back. Politics sure make strange bedfellows.

Belize and Caricom may wish to rush to Maduro and start talk sweet crude.

I CAN’T LICENSE MY MOTORCYCLE A Belizean who uses motorcycle as a part of his job, has scrapped two unworkable motorcycles to make a workable second hand one.

From before Covid he has been up and down at the Belmopan City Council trying to license his motorcycle, and every time it is a turning around. You need this kind of document. He gets it after months of running around. When he goes to license, oh, you need this other document. They are even asking for a death certificate for one of the owners of the old scrap motorcycles.

You all know how difficult it is to get any document from a place called Vital Statistics. That’s the government office in Belize City where they force the public to wait on the sidewalk on Queen Street dodging traffic and breathing dust, with no place to sit except on the street side. Every day dozens and scores of citizens are forced to endure this humiliation and frustration.

The man, in his mid-thirties just can’t get his motorcycle licensed. He has no criminal record. He is gainfully employed. He has written that if there is any legal problem arising from licensing his motorcycle, He will take full financial responsibility.

Cho! Can’t license his little motorcycle.

We advised him to try his luck at Belize City Council.

BERNARD ADOLPHUS CORRECTIONAL CENTRE We support the recommendation that the prison department be renamed the Bernard Adolphus Correctional Centre.

Bernard Adolphus gave the better part of his illustrious career as the man who singlehandedly held the prison together during a long period. His dedication to his responsibilities was outstanding.

He was a former volunteer officer of rank in the Belize Defense Force.

He was a public officer. He worked at the prison when it was an overcrowded brick building back-a-Baptist in Belize City. He presided over the transition to the huge yard on the Hattieville/Boom Road. The prison holds over a thousand convicts.

The prison was placed under a private management contract named Kolbe Foundation managed by the one and only John Woods, whose contribution to making life more humane for inmates has become a high watermark. John Woods was so impressed with the total commitment of Bernard Adolphus that he organized the private sector to reward and award Mr. Adolphus.

Mr. Adolphus also served with distinction as the head of the Belize Ex-Servicemen league, ensuring that our past war heroes and present retired military men and women are not forgotten.

Can I ask the new Minister responsible for prison to see that Mr. Adolphus is treated with the respect and appreciation he has earned over all those years of toiling for his country men and women.

RENEWAL, REFORM, REBOUND Politicians campaign in poetry. When they get in government they function in prose. And we may add--with figures.

In the Prime Minister’s budget presentation on Tuesday, as we listened in a moving vehicle with chatter from passengers, we heard a disturbing litany of the mess the last government left our economy, our people and our country in. A monumental mess.

But back to words.

Here are a few we heard. “…the UDP government, hamstrung from years of excessive borrowing, mismanagement and distracted by a pre-election feeding frenzy, could do very little, except of course, to borrow more- by none other than Mr. Barrow”.

“There was an average borrowing of MORE THAN ONE MILLION DOLLARS each day”.

“Mr. Barrow obtained approval from the House to borrow $253 million dollars. But ahead and (unlawfully) borrowed $370 million dollars. This is 46 percent more than the National Assembly had authorized”.

“Their (UDP) disgraced brand of costume party politics, the short sighted lack of concern for the next generation, has pushed all of us to the very edge of default, the erosion of our exchange rate, and to national disgrace’.

“The twin maladies of crime and corruption must not be allowed to fester, for they gnaw at the critical core of investor confidence, befouling the overall environment for doing business”.

STRENGTHENING OF TAX ADMINISTRATION PROJECT REQUEST FOR EXPRESSIONS OF INTEREST Consultancy Firm to review and update the current Taxpayer Segmentation Model and develop a Risk-based Compliance Management Model Institution: The Ministry of Finance (MOF) Country: Belize Project: Strengthening of Tax Administration (STA) Abstract: Consulting Services – Consultancy Firm to review and update the current Taxpayer Segmentation and develop a Risk-based Compliance Management Model.

Loan No.: 4839/OC-BL Deadline: April 1, 2022, Belize Local Time The Government of Belize (GOB) has received financing from the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration” (BL-L1031). Through this project, the Belize Tax Service Department (BTSD) has procured a Modern Integrated Tax Administration System (the Revenue Management System (RMS)) and is presently in the implementation process. This new system will be used in the management of the Belize Tax Administration.

The BTSD Strategic Plan clearly addresses the relevance of taxpayer segmentation and the risk management approach. It indicates that: “It has become good practice for Tax Administrators across the world to implement Taxpayer Segmentation in revenue management to effectively analyze taxpayer data and to efficaciously implement different and specific surveillance and control mechanisms,” and that; “The deployment of a ‘Risk management approach’ is a modern and pertinent tactic that would aid in compliance. This approach gives a structured basis for strategic planning; focuses on the underlying drivers (not symptoms) of non-compliance; promotes diversity in the way major tax compliance risks are treated, rather than a ‘one size fits all’ approach; realizes better outcomes as it refers to efficiency and effectiveness of programs; coincides with international standards and is a strong basis for evidence-based evaluation.

Consequently, the BTSD will explore the introduction of a Risk Management Plan (RMP) to properly respond to the risks identified on a timely basis, to minimize overall compliance burden for both the taxpayers and the tax administration. As an important aspect of the RMP, risk mitigating strategies will be proposed for application against potential and existing risks. The plan will highlight all areas of risks including risk-based assessments, risk-based audits, risk-based sector and taxpayer segmentation, compliance risks (registration, filing, reporting and payments) and international risks. Risk mitigation reduces the extent of exposure and ensures that the strategic objectives are achieved.”

The consulting services (“the services”) includes the contracting of a Consultancy Firm for a period of five (5) months to review and update the current Taxpayer Segmentation and develop a Risk-based compliance management model, including configuration of the model in the ITAS. The main activity of the consultancy includes: 1.

To prepare an Action plan for the review and updating of the Taxpayer Segmentation Model and Risk Analysis Strategy

To Assess the status of BTSD taxpayer segmentation and the use of risk-based techniques in the BTSD and to analyze the BTSD taxpayer information to identify ways to segment the taxpayer population following different criteria (income, assets, number of employees, economic activities etc.), and other relevant indicators.

To review and update the current model for segmentation of BTSD taxpayers (companies and individuals) and to define a strategy for updating taxpayers’ segments and profiles in the ITAS periodically.

Profile all BTSD taxpayers following the model once the model is approved by BTSD management.

To propose a model for the risk-based compliance model, defining the risk-based indicators, the rules, the risk factors to be utilized, their relative relevance (high, medium, low), the sources of information to utilized, the mitigation measures, and the required operations to use them.

6.

To include the information on taxpayer segmentation in the ITAS database, inclusive of defining (setting) the parameters and rules for its then configuration in the ITAS database.

7.

To prepare a report on the risks identified as well as the relevant mitigation measures to be introduced.

8.

To suggest additional information (internal and external) to improve its risk-based control system.

9.

To deliver workshops to BTSD staff on the Taxpayer Segmentation Model and risk analysis strategy to be implemented.

The Consultancy Firm should have a minimum of five (5) years’ relevant working experience in similar assignment, helping tax administrations to implement risk-based taxpayer compliance programs with the

application of taxpayer segmentation and information crosschecking. In addition, the Consultant firm should have a minimum five (5) years’ specific experience in the following areas: •

Tax administration,

• Taxpayer compliance control based on taxpayer segmentation, risk analysis and information crosschecking, and •

Training on risk-based taxpayer, taxpayer segmentation and information crosschecking.

As well as a minimum of three (3) years of previous experience in conducting assistance to countries in the areas of taxpayer segmentation, implementing risk-based compliance controls, and information crosschecking. Furthermore, the Consulting firm should have knowledge and experience working in Belize, and or the Caribbean environment in a similar assignment.

The Ministry of Finance now invites eligible Consultancy Firms (“Consultants”) to indicate their interest in providing the services. Interested eligible Consultants must submit an Expression of Interest providing information demonstrating that they have the required qualifications and relevant experience to perform the services (description of similar assignments specifying start and end dates of assignments, experience in similar conditions, availability of appropriate skills, etc.). The term “consultant” means a legally established professional consulting firm or an entity that may provide the services.

Expression of Interest package should contain: (i) Document explaining interest, experience, and competence of the consulting firm. (ii) Firms experience in the assignment of similar consultancy services during the past five years. Description of similar assignments specifying start and end dates of assignments. (iii) Firms evidence of past jobs. (These includes letters from the respective client on the job (s) carried out, or a copy of contract or agreement with the client including copy of the TOR). (iv) Two references (v) Proof of nationality: Copy of certificate of incorporation, information of shareholders of company specifying the shares owned by each respective shareholder of the company and a copy of documentation of nationality of the shareholders of the company.

The selection of the successful firm will be based on a competitive process among short-listed firms that takes into account the quality of the proposal and the cost of the service. Only the short-listed firms will be notified and will be asked to submit a technical and price proposal.
