NATION IN CRISIS CABINET CLUELESS – COUNTRY UNDER SIEGE Thursday, June 6, 2019 Nobody in the country knows if the Prime Minister is concerned about the crime in Belize. Nobody knows if he is even conscious of the crime in Belize, and the state of general lawlessness, but he must be since he never goes anywhere without a bunch of bodyguards and security in tow. Nobody knows if Mr. Barrow is even in the country, because he is out, more than he is here.

It seems now that when you hear anything about the Prime Minister, it is a release from the Government Press Office stating that he has left the country on personal leave, or medical leave, or some such thing. Belize is a country without an effective leader. And it is clear to see.

Commissioner of Police Chester Williams got up this week and said what he needed to say in the wake of a terrible triple homicide. But he looked weary. And he was frustrated. Because what the Commissioner now understands is that unless there is a political will from the people in power, crime-fighting will continue to be ineffective. That is the bottom line. And this government

Continued from page 1 – including the Prime Minister and the person who calls himself the Minister of National Security, have no political will to really address crime in any meaningful way.

Whenever John Saldivar has been asked about crime, he has found a way to blame the media. According to this rocket scientist, because the media reports on murders, then the media is somehow responsible for the escalation of murders? That is his brilliant deduction. But then again, this is the same man who was best friends with a known con-artist and extortionist, the man accused of beheading Pastor Lue. So his judgment certainly cannot be trusted. Although Saldivar behaves as though he is doing big things, the fact is that under his watch, murders have gone to their highest level in our country’s history. He cannot run away from that.

With all his pontificating and blustering and wheezing, the facts speak for themselves.

Our country is at a dangerous point, and it is getting worse each and every year. We are not only seeing more murders, we are seeing more brutal, cold-blooded, brazen murders. We are seeing murders in broad daylight, in front of witnesses. We are seeing armed robberies where the robbers don’t even bother to put on masks or hide their faces. Just this past weekend, Sunnyside Bakery in Belize City, an institution in the Southside, was robbed. Then there was the robbery in Dangriga, and so many others. Our people are living in fear. Our business owners conduct transactions behind metal shutters. We are not safe in our homes. Principal Alarice Andrewin was executed, shot twice in the face, inside her home where she should have been safe. Two other person with her were executed in brutal fashion, shot in the head.

One of the main reasons for our criminals acting the way they do is because they have no fear of being caught. And if indeed they are caught, they know it is more than likely they will walk free. Our conviction rate speaks for itself. Why should criminals be afraid to break the law when they know that there will probably be no punishment?

The Prime Minister needs to stop flying all over the place, and needs to remember which country he is supposed to serve. This government needs to get serious about crime, and to utilize input and resources from every entity and organization which has reached out to offer help, including the Opposition. Without the political will to fight crime, and all hands on deck, this country is lost.

ly $560 million of mostly borrowed money, drying up our scarce foreign reserves, and in the process causing SSB to purchase millions of dollars’ worth of those shares. It has become painfully clear that with the measly dividends paid out by BTL, not only will we never make back that $560 million given away but every year when we account for the annual interest cost of such borrowed money, we go deeper into the red, suffering a continuing and perpetual loss.

The situation is now even turning out worse for SSB with BEL. While, GOB spent $70 million of borrowed money to hold roughly 36.9% of BEL, Social Security Board also currently owns 26.9% of BEL. Over the last couple years, dividends paid out from BEL have fallen dramatically.

With BEL now suffering an almost $4mn loss in 2018, its Board is now recommending that no dividends be paid out to its shareholders. That spells disaster for SSB in particular which despite falling dividends doubled down and invested in even more BEL shares in 2018. HOT MESS!

“Kites rise high against the wind, not with it.”-Winston Churchill. Dr. Candice Pitts rose high, presently she is an Assistant Professor at the University of Belize, serves on the Belize City Council, and has been published in various international journals. Dr. Pitts still finds time to mentor children and plan pantry and scholarship awards for deserving children. Perhaps though what is remarkable about her is the unpretentious grace and resolve with which she attacks every obstacle and overcomes every challenge in her path. She has come full circle choosing to come back with all her knowledge and expertise to give back to her community.

It is quite another story with the rhyme and rap fellow who wants to shimmer and shine in Mesopotamia. Dumped in Belize after serving time in a federal prison, he wandered clueless for a few years. Poor fella can’t catch a break in his most recent non-hit, which was actually about eight years ago, he brags about all he needs “in this world of sin is a crooked lawyer, big rims, and a Mac 10.”

Guess he has all he needs then. Certainly, he can offer no mentorship to young children, no insight on winning scholarships through athletic or academic excellence. Rather he can best serve only as a cautionary tale of how the depiction of violence, gang life and poverty as glamorous and desirable is both foolish and dangerous.

Ramon Witz, if we can recollect, was implicated in the Immigration Scandal which has yet to yield any visible results as we are still waiting on a final report from Senator Aldo Salazar. We are sure now that the report will be further delayed as the Hon Senator has his hands full with the AIBL and Sanctuary Bay Scam fallout. To round out the selection of would be leaders, we have a clear case of overreaching in Hon Patrick Faber who has long sought the leadership of the UDP. Everything seemed set to go his way after winning the deputy leadership with the help of the base. Unfortunately for him his longstanding tension with the BNTU has led to many costly confrontations with that union.

From allegations of abuse and violent behavior toward ex partners, to inappropriate relationships with subordinates, and let’s not forget the inexplicable destruction of two government vehicles…

DPM is a hot mess! Nothing compared to the Deputy Mayor of Belize who is a former banker with impeccable qualifications and reputation. The good people of Collet deserve a change from all the shameless antics.

The grass is certainly not greener in the Belmopan constituency as far as UDP leadership prospects.

The unsavory character purported to have had some business or personal affiliation with the Big Deal certainly gives no peace of mind. The less than stellar performance as Minister of National Security is glaring as abandoned and unmaintained areas led to permanent disability of a BDF soldier. Our security forces are ill equipped and understaffed. Those that aspire to be the top Bandido of the red party must stand up and prioritize the safety of their troops and the integrity and sovereignty of Belizean territory. The top priority should never be the transportation of private football teams to their next game. As a former high level officer of the BDF Oscar Mira, I am sure, understands the grave responsibility of safeguarding our borders and territory. He understands the shortages and challenges our security forces must endure to get the job done. He has the experience and respect for the troops and the nation not to take the job, of representative or our national security, as an excuse for joyrides.

Let’s be real, collectively the new age red bandits do not possess the acumen it requires to run this country. The reason that the country is in shambles and is crumbling is exactly because we are rudderless. There is absolutely no one at the helm directing this ship. Those scrambling for the controls do not have the intellectual fortitude to figure out the hot mess they have created nor the political will to make the changes needed before we sink.

La Dr. Pitts todavía encuentra tiempo para orientar a los niños y planificar la concesión de despensas y becas escolares para niños merecedores. Tal vez lo más notable en ella es la gracia sin pretensiones y la resolución con la que ataca cada obstáculo y supera todos los desafíos en su camino. Ella ha cerrado a un círculo completo eligiendo volver con todo su conocimiento y experiencia para devolver a su comunidad.

Es una historia diferente la del tipo de la rima y el rap que quiere brillar en Mesopotamia. Arrojado a Belice después de haber servido tiempo en una prisión federal en los EU, vagó sin rumbo durante unos años. El pobre no puede tomar un descanso desde su más reciente canción fracasada, que fue en realidad hace unos ocho años, en la que se jacta de que todo lo que necesita “en este mundo de pecado es un abogado corrupto, llantas grandes, y un Mac 10.” Supongo que tiene todo lo que necesita entonces. Ciertamente, no puede ofrecer tutoría a niños pequeños, ninguna visión sobre becas otorgadas a través de la excelencia atlética ni académica. Más bien sólo puede servir como la mejor historia de precaución de cómo la ilustración de la violencia, la vida de las pandillas y la pobreza como glamurosa y deseable es a la vez tonta y peligrosa.

Ramon Witz podemos recordar que está implicado en el escándalo de inmigración que aún no ha dado resultados visibles ya que todavía estamos esperando un informe final del senador Aldo Salazar. Estamos seguros de que el informe se retrasará aún más cuando el Honorable senador tenga las manos llenas con las consecuencias de la estafa AIBL (Banco Atlántico Internacional de Belice, en inglés) y la Sanctuary Bay. Para completar la selección de posibles líderes tenemos un claro caso de ambición excesiva en el Honorable Patrick Faber que ha buscado durante mucho tiempo el liderazgo de la UDP. Todo parecía estar configurado para lograr su objetivo después de ganar el liderazgo adjunto con la ayuda de las bases del partido. Desafortunadamente para él, su histórica tensión con el BNTU ha conducido a muchas confrontaciones costosas con ese sindicato. Desde las acusaciones de abuso y comportamiento violento hacia exsocios, hasta las relaciones inadecuadas con subordinados, y no olvidemos la inexplicable destrucción de dos vehículos del gobierno... ¡El DPM (viceprimer ministro, en inglés) es un desastre total!! Nada comparado con el vicealcalde de Belice que es un exbanquero con calificaciones y reputación impecables. La buena gente de Collet merece un cambio de todas las payasadas desvergonzadas.

El pasto ciertamente no es más verde en la circunscripción de Belmopan en lo que respecta a las perspectivas de liderazgo. El personaje desagradable que supuestamente ha tenido algún negocio o afiliación personal con el gran señor (ministro Big Deal) sin duda, no nos da la paz en la mente. Su desempeño menos que estelar como ministro de seguridad nacional es evidente como cuando las áreas abandonadas y sin manutención condujeron a la incapacidad permanente de un soldado de BDF. Nuestras fuerzas de seguridad están mal equipadas y tienen poco personal. Aquellos que aspiran a ser el jefe bandido del partido rojo deben levantarse y priorizar la seguridad de sus tropas y la integridad y soberanía del territorio de Belice. La máxima prioridad nunca debe ser el transporte de equipos privados de fútbol a su próximo partido. Como ex oficial de alto nivel del BDF Oscar Mira, estoy seguro, entiende la grave responsabilidad de salvaguardar nuestras fronteras y territorio. Él entiende la escasez y los desafíos que nuestras fuerzas de seguridad deben sufrir para hacer el trabajo. Condolences The staff of the Belize Times extends its condolences to the Andrewin family, and to the families of the two other people killed this week in a triple homicide that seems to have the cops baffled. We don’t play politics when it comes to murder, because we are at this juncture in Belize where any number can play. Criminals are acting with impunity. Law-abiding citizens are living in fear. The news every night is all about murders and robberies and burglaries and shootings and assaults. Business owners now operate behind metal shutters for protection. Belizeans are not safe in their own homes. We’ve said it before and we’ll say it again. Our leaders need first to find the will to fight crime. They won’t find the will until crime touches them. It’s a sad thing but it is what it is. Once they find the will, then we will get the proper resources to the Police and to the Judiciary. Once they find the will then maybe, just maybe, the criminals will get the sense. Until then, hold on to your loved ones.

Because it’s no joke in this jewel we call paradise.

Hard pay Mayor The Belize Times has been told from sources in the SSB that the Belmopan City Council is in huge arrears. And we mean huge. Like they have stopped making SSB payments completely on behalf of staff. For a long time now. They collect money from workers. And that money goes somewhere else. We’re not sure where, but we do know it doesn’t go to the SSB. The proverbial feces hit the fan earlier this week when employees from CitCo were allegedly refused sickness benefits from the SSB, all because no payments have been made on their behalf. This is bloody criminal. Mayor Khalid Belisle, who has shown himself to be a real dud, needs to come clean and tell the people what they have done with the money. When the PUP was in charge of City Hall in Belmopan, we never had this problem. In fact, when the PUP left City Hall, there was money in the coffers. This UDP bunch has royally screwed things up, but this is the last straw. We’re hearing talk about an SSB lawsuit.

And we’re hearing talk about an employee strike. But shhhh. Don’t say any-

thing yet.

Sanctuary Listen, this thing is serious. We keep hearing that the Government is at the point of striking a deal to settle this Sanctuary Bay thing. And we’re talking $100MILLION US dollar settlement. Don’t take your eyes off this one. Old bad back Barrow is being really shady and moving slower than normal, but his emissaries are back and forth striking a deal. Word to the Belize Times is that GOB took over AIBL, and AIBL is being named as a big time participant in the Sanctuary Bay hustle. So if AIBL is found liable, then we understand GOB is liable. And when we say GOB, we don’t mean that Mr. Filthy Rich Barrow is going to reach into his very deep pockets. We mean that taxpayers are going to pay. BIG. Since last week we’ve been hearing that GOB is ready to settle, so that this thing quietly goes away, before the names of more UDP Ministers are called and before the whole stinking mess is exposed. Just wait for it.

PSUDP When old bad back was a little more active, before 2008, the UDP orchestrated over a masterful union takeover. Back then, all kinds of deals were struck with union leaders – jobs, scholarships, positions on boards, financial incentives, positions and perks for family members – you name it. The UDP provided the promises, the unions provided the numbers, and in 2008 bad back became Prime Minister. Fast-forward to today, and the PSU election, and you can see the hand of the UDP moving. Cause that is a PSUDP slate if we ever saw one. Even our old friend Jackie Willoughby is in there. Didn’t she just get some scholarship to go study in some far off country after getting a full scholarship to do her Law Degree? Anyway, word of caution to public officers. Keep a close eye on this executive. Be sure that they are doing what you tell them to do. Just before PSU election, the PSU was talking strike and protest action. It’ll be interesting to see if that fizzles out. Interesting times in Belize.

Well now we’d like to introduce you to ‘Slappy,’ the rapper formerly known as Shyne. Okay sorry, we’re taking a bad thing as a joke. We condemn the use of violence in any situation, and we support Shyne all the way. We understand that he was traumatized by the slap heard around the world, and has since gone into a domestic violence therapy session. We’d like to ask our readers to show him some love, and if you see him on the street, give him a hug. But move carefully and hug him gently. We’re told that he’s prone to breaking down into tears if there are any sudden moves in his direction. Sad, sad situation.

UDP INFILTRATES THE PUBLIC SERVICE UNION Dareth Cayetano Obermayer, the lady who lately has been at Khalid Belisle’s political throat for his City of Belmopan-based hustle to make ends meet, has been duly replaced as Public Service Union(PSU) president. To the general observer, this is a snatch out of thin air. One day she is the champion at the Hilltop of PSU employment issues and defender of PSU real estate handed over to an oriental for the cash of it and the following day she is just an employee of the government and in the kitty of over 16,000 government workers.

Some years ago there was an Employee Assistance Survey that yielded the participation of 16.6 percent of the public service. When you see that 209 persons voted in favour for the new President Gerald Henry, Jr. during an obscure election on Saturday June 1 PSU Annual General Meeting in Dangriga and attended by United Democratic Party aficionados and other party officials, it cries a heavy foul.

It is eerily similar to the churches being ill-represented by a Senator Rocke. Ask a church goer who is Pastor Rocke, you will inordinately get the answer: ‘He doesn’t represent my church.’ How was he selected to represent the church vis-à-vis church goers of Belize?

The problem with UDP electoral processes lately is that they are hell-bent in having flawed/ corrupt and, in this case, furtive processes in order to get a desired result; this result will obviously be spurious but they do not care. This Russia type of democracy needs to be placed in check.

Without the need of X-Ray vision, one can see listed Jackie Willoughby prevailing from Italy after a well-documented and endorsed scholarship that met all due diligence in the eyes of Minister Faber.

Willoughby had resigned in 2018 from being active in the PSU and is a former President of said Union.

Usually in Union activities, there is an innate desire to have as little political interference as possible. But the PSU is embattled due to its members being directly under the most vindictive of governments. Previous similar attempts to highjack another union, the Belize National Teacher’s Union executive member elections, was met with heavy resistance. But it is clear in this instance, when you see a UDP minister addressing the PSU AGM. It is clear that the UDP found the Obermayer’s tenure distasteful since she was taking the UDP to task in a clear defence of what is in PSU’s rights—the Hilltop ownership and the heavy-handed request to members reaching retirement age.

Thursday, June 6, 2019 Estevan Perera was seen on TV last night Wednesday June 5 doing his best to disguise the ‘hotbed if corruption’ as only a bevy of common mistakes. Belizeans need to pardon them since everybody does make mistakes(a little sarcasm).

After a couple years of waiting, the matter of the ‘Haulover’ land is in court. Andre Vega, son of the ex-deputy Prime Minister and technically still Area Representative of Orange Walk North division, famously and successfully bought land for some $2,500. This property that had belonged to another party was deemed prime land adjacent to the soon to be replaced Haulover Bridge. Yes, Vega bought this land for said paltry amount even though the land registry had it for someone else. A mistake? He, Vega, was then compensated $400,000 for this mistake since the land was suddenly needed by government.

The real owner got nothing except distress.

Mr. Vega, Belizeans are asking you to return the $400,000. Belizeans do not care for your sorry mistakes and platitudes. Belizeans do not even care that you will not get jail time. Normal citizens need that money for daily food, sound education, family farms, roads to somewhere, personal lots, entrepreneurial jobs and health care.

It is a pity that the learnt attorney could not discuss the facts yesterday since the matter was live and under litigation. The PM definitely will appreciate that gesture of legal compliance with an ongoing case.

On this side, Belizeans will appreciate that once the case is resolved that the lawyer hauls over to the side and allow Mr. Vega to explain to the nation why he is not a swindler and how the Land Registry process of searches continually yields no results, or pending or double results.

Belizeans do remember a real estate expert processing 50plus land transactions in one fell swoop. That expertise is “not normal” but it doesn’t make $400,000 dollars a fair exchange. Who could this expert be? We should go to Carmelita to find out.

‘Dr. Pablo Marin’ was a Google search result. Alas! This person was not of Belize. Locally, maybe the most pronounced of disrespects to the Health Care sector is to have placed a former electrician in charge of the Ministry of Health. Usually for someone to qualify at a job you need to at the very least, qualified. But this was not so when the brilliant Prime Minister was issuing the spoils of victory.

When our Intensive Care is literally visited by rats, you know that there are problems.

When you pass a PolyClinic during the week and the doors are shut, you know there is a problem.

When you are unsure, to put it mildly, if you are abiding with your administration’s Cannabis policy, you are incompetent and bordering criminal.

When you dishonour your Memorandum of Agreements in order to satisfy the political palate of your DPM hoping he will allow you to coattail, then it is corrupt and decidedly infantile.

Minister Marin, this past Monday June 4, indeed traversed into political pettiness and assured the nation that he kept all the sweets for himself.

The issue here, as a reminder, was a set of exercise equipment issued to Minister Faber as a photo opportunity rampant with ‘faciness.’ The problem was that said equipment should have been placed in a south side park.

If Mr. Marin was not called out of the comfort of his corner, he would still be there smirking on his success at political mischief.

Now, he will therefore try to make amends by issuing another set of equipment.

Attacking Mayor Wagner for calling you, Minister Marin, out was mediocre using any measure. The Mayor does not have the need to call. After helping Benque win the bandfest he is trying to bamboozle the people of Corozal by providing for himself and Faber photo opportunities. In this last attempt at a tirade he, unknowingly, admitted that he, Marin, is playing petty politics with the exercise equipment. Faber who needs all the moves he can muster was willing to receive from Marin. What a stage? The props were all there including Mayor Belisle; so, the Mayor’s Association was represented.

Pobre Pablo, he unscientifically blurts out in truly toddler fashion that “most people workout at the Marion Jones Stadium.”

The illogical and overpriced fence around Marion Jones seems to continue its bid to be the largest assembly of UDP kickback instances during this Barrow corrupt 3peat. And the electorate has to wait for them to complete the dirty dozen.

Seems like forever.

-STATEMENT FROM MAYOR BERNARD WAGNER REGARDING THE DISTRIBUTION OF EXERCISE EQUIPMENT FOR COMMUNITY SPACES IN BELIZE CITY Belize City, June 5, 2019. On Monday, an interview conducted by the media was aired on national television wherein the Minister of Health, Hon Pablo Marin, shared his sentiments in regards to the issuance of exercise equipment which was to be handed over to the Mayors of each municipality, and utilized to endorse public health.

Moreover, he expressed his opinion of my reaction to what seemed like a blatant act of partisan politics in a matter regarding the residents of Belize City, whom I proudly represent. In October of 2018, I alongside the other Mayors of Belize were invited by the Ministry of Health to sign an M.O.U to receive said equipment.

However, on the day of issuance myself along with the Mayor of Orange Walk and the Mayor of Corozal were neither notified nor invited to receive the said equipment.

In response to this and to the remarks of Hon. Pablo Marin, I say that neither the Belizean public nor I are ignorant to what transpired on the day the equipment was issued. The premise that the Deputy Prime Minster is in charge of sports for the people, does not alter the fact that all recipients of the equipment are representatives of one political party, while those who were absent are representatives of another. Beyond this, Minister Marin asserted that it is his prerogative to issue the equipment to whomever he see fit. This poses numerous questions such as: Why were all the Mayors invited to sign an M.O.U if the recipients were to be selected by the Minister of Health?

What factors were implemented to decide which Mayor would be exempt on the day that the equipment was distributed?

Why was the matter not handled internally so that all parties involved could be informed and able to address the media with a unified understanding of the events that transpired?

My expression of disappointment at this feat, was a call to action for the Minister of Health and other government officials of our nation to avoid bias in any way possible, so that the people always remain as the benefactors of our decisions. “Childish” as it may seem, I continue to urge all my colleagues and associates who represent Belize, to do away with prejudice and make the betterment of our country a gatekeeper when choices are being made.

I also invite Hon. Pablo Marin to visit the public outreach platforms of the Belize City Council. The council continues to do its best to keep the public informed about our campaigns geared toward a healthier Belize. To name a few, we have initiated free evening fitness classes at several city parks, provided free wellness testing for our staff, we have orchestrated numerous informative campaigns on proper health awareness and partnered with NGO’s each end of month to provide free testing and support to our residents. We have targeted our schools to ensure that every level of the society is knowledgeable and practices an active lifestyle and healthy eating. Our numerous sporting programs additionally support our continued efforts as well.

My team, the Belize City Council and I remain focused on bettering the lives of our people and we will continue to do so impartially, for this is the only way to put our citizens first at all times.

It is my sincerest hope that my fellow representatives will join me in promoting a unified Belizean government.

BMP CITY COUNCIL REFUSED SSB CLAIM Wednesday, June 5, 2019 A Belmopan City council employee for the past four year is crying major foul. She/he is need of the usual Social Security compensation due to sickness. Lo and behold, instead of a cheque to be disbursed she/he is told that there is no benefit that she/he can received due to payments of ZERO contributions. Did the Mayor Belisle administration really not pay any SSB contributions? If there was neglect in this instance, it will cost somebody at city hall. The people of Belmopan will definitely want NO part in paying this bill. The SSB doesn’t make mistakes with the people’s money, right? So somebody has a dire explanation to give to the worker and the Social Security Board. Belize waits.

EHS Educator Life Ends Tragically

I must start by addressing two particularly heinous crimes which occurred this week, although heinous crimes seem to be the order of the day now. I send my condolences and that of the Council to the Andrewin family, and to the family of the two other persons who were killed in a shocking triple homicide just outside Belize City. It is a tragedy, and a travesty, and I was glad to see that the Commissioner of Police, Chester Williams, seems to be taking it seriously, with the appointment of a special task force to investigate.

There was another disturbing crime this week – the killing of a two month old baby in Camalote, allegedly at the hands of his own father. I am truly shocked by that one. I can’t even comprehend how a father could contemplate harming his own child, if indeed he did. I can only hope that justice is effective, and swift. We should be nurturing and cherishing every moment we have with our children. And any person who would deliberately harm or kill a child is a monster in my book.

We cannot only talk zero tolerance to crime when it is convenient. We must show criminals that if they do the crime, they will serve the time. Like all law-abiding Belizeans, I pray that the Government is taking note of what is happening, and allocates the proper resources to deal with a situation which is affecting our daily lives, and the nation’s growth and development.

We need a bi-partisan approach to crime with input from all social partners and every stakeholder who wants the best for the country. That hasn’t happened. And I don’t know that it will under this government.

That is the truth.

There are so many things which have gone so wrong under this UDP administration. I feel, many times, that instead of moving forward with the years that pass, and showing positive growth, sometimes we seem to be moving backwards. Instead of getting better, things are getting worse. Everything is getting more expensive. Neither access to healthcare nor education have improved. Crime is out of control. Our people cannot access the many opportunities available only to a select few. We cannot get land for

ourselves and for our family. Our farmers struggle to make ends meet, without any assistance from those in power. These are our realities today, because the best that we were told was yet to come never reached.

In three weeks, we will start our round of Village Council elections. As I tell my people in the East every day, and as I will keep telling you, this is your chance to take control, to have a say in your own governance, to access the service that you deserve, and must demand.

Carmelita is a prime example of a community which has suffered because it has not been represented by people who are interested to serve, and who have the capacity to do so. I have heard the complaints of my people. They have been abandoned. The only time you hear about the Chairman of the Village Council, is when there is talk of another land hustle. There is no accountability and no transparency. There is no integrity in office. The resources of the people have been abused, because those who were elected to serve are instead serving themselves, and serving their political masters. This is the perfect opportunity to change this, and to ensure that things are done right.

Carmelita needs a slate which will work, and I am confident of our slate in that community. I have served my entire political life with honesty and integrity. In my entire three terms at Town Hall, there is not one scandal which has come out, not one hint of any corruption. We have used the money of the people wisely and responsibly, and we have worked hard. We continue to work hard.

That is the spirit of service which is needed in Carmelita, and that is what our slate will bring. I ask you to give them the opportunity to work, because it is time to do things differently in Orange Walk East. I am counting on you, because if we are to develop and grow our communities, we will need people who are not afraid of hard work, and are not afraid of service. Together, we will get it done.

Thursday, June 6, 2019 The scourge of crime knows no bounds. This past Tuesday June 4, its vice pounced on an unsuspecting nation with all the vile hell desires.

With rapid fire effects, emotions spread instantly yet slowly through the Belizean network of life breeding anger, sadness, disbelief, mystery, shock and, even, delayed forgiveness.

When the news of Excelsior High School’s acting principal Alarice Adele Andrewin (44), Vidal Antonio Yuman(39) and Maria Delfina Juarez Lucas (19) hit social media during the rush hour time of the evening, the nation sunk into many moments of silence followed by reactions and questions.

Who did it?

The Deputy for National Crimes Investigation Branch Hilberto Romero indicated in the immediacy that the police was actively investigating leads into the identity of the other deceased individuals. He did not reveal notes on the gender of the person bound and shot to the head.

Now we know that the younger person was on the floor while the others two were fully clothed also but on the bed.

Why? Again there is no answer. But in the immediacy, the public may remember that on May 9, 2019, at

about 1:10 p.m., as some Police officers were returning to Belize City from a Kolbe prison run and at mile 10 ½ on the George Price Highway, they observed a male person carrying a curved TV and walking from a yard(Ms. Andrewin’s) towards a black Kia SUV. Sighting the police made him discard the television and make a dash to the vehicle.

Police, later commended for bravery, set chase and detained Eric Tillett(27). Inside the Kia police found driving Wilfred Garbutt(35), an electrician of Zacaranda Street, Kevin Bowden(24), a laborer of Lavender Street, Tyreek Allen(19) an unemployed resident of Belize City and three minors (13, 14, and a 15-year-old).

The police investigation revealed that the home owner of the 3-bedroom cement house at mile 10.5 on the George Price Highway was the now deceased Alarice Andrewin. The young men were charged and released. Is this an important detail in the now murder?

On the day of the murders her 2015 Nissan Rogue was stolen and, reportedly, later to found off the Hattieville/Boom Road. Details of what was found inside is not known as yet. Police cannot ascertain whether anything was stolen from inside the home.

A society is bruised deeply with each brazen and violent act. Make no mistake, everyone is accountable for their actions and justice will reign.

Murder on Taylor’s Alley

On Sunday June 2nd, Alvin Jevon Cumberbatch(Big Ben to his friends and family) was killed early in the morning just after 9:00 in Pregnant Alley just off Cemetery Road in Belize City. Police was called at 9:35 to the Karl Huesner Memorial Hospital(KHMH) where they saw the lifeless body of a thirty six year old man with gunshot wounds to his face and back.

Big Ben had been shot at three times in the past. The police allege that this was a circumstance not attached to those attempts. Cumberbatch this time was standing some 15 feet away into the alley when a gunman walked from the direc-

tion of Cemetery Road and fired at him before fleeing the scene. Cumberbatch was rushed to the hospital but was medically pronounced dead just after arrival.

Most reports speak to of a hardworking security guard who had no ‘beef’ with anybody. Incidents like this render the commissioner’s monthly assertions that crime/murders are on a decline.

Families that hurt and mourn definitely do not feel the decline. The Belize Times sends its condolences to the families of Mr. Cumberbatch hoping that justice will be served soon.

La empresa de empaques de plástico Termoencogibles presentó ayer una casa construida con ladrillos elaborados de plástico reciclado. Según la empresa, esta es una nueva manera de construcción que se podría tomar en cuenta para abonar al cuidado del medioambiente y el desarrollo sostenible.

Durante la presentación, el gerente general de Termoencogibles, Rodrigo Tona, dijo que están redefiniendo la industria, innovando para hacer empaques sostenibles y explorando nuevas alternativas de impacto en el rubro habitacional.

“En el rubro agrícola también estamos impulsando el desarrollo

de alternativas de empaques fabricados a partir de fuentes orgánicas.

Al ver hacia el futuro, nos damos cuenta de que la industria de empaques tiene un rol muy importante que jugar, y por eso identificamos a la sostenibilidad como parte central de la estrategia de crecimiento”, expresó Tona.

Eduardo Abaunza, gerente regional de ventas de Termoencogibles, sostiene que los ladrillos de plástico reciclado tienen la ventaja de ser más económicos comparado con los fabricados de cemento.

“También está el factor del medioambiente, porque al construir de esta manera se impide que des-

perdicios lleguen a los ríos y el mar”, agregó.

En el evento de presentación de la casa hecha de materiales reciclados participó la ministra de Vivienda, Michelle Sol, quien dijo que es “interesante” conocer las nuevas formas de construcción, y es un tema de interés nacional porque es ayudar al medioambiente. “Por eso queremos conocer estos nuevos métodos y saber si son seguros y convenientes para construir viviendas de interés social con este tipo de materiales”, añadió.

“El Ministerio de Vivienda es un ente que nos interesa que esté enterado de esta propuesta.

Creemos que podemos hacer muchas cosas interesantes con ellos”, opinó Abaunza.

SOME EXPECTATIONS FOR 2019 HURRICANE SEASON

By Dr. Pedro Villegas “After seeing the devastation on the East Coast. I’ve concluded that Sticks and Stone might break our bones. But Mother Nature can really tear up your stuff”. - Stanley Victor Paskavich June is here and it signals the start Atlantic Ocean’s Hurricane Season, which lasts until November 30. After a very active 2018 hurricane season, it is predicted a near-normal season in the Atlantic Ocean this year. On average, we could see 13 named storms, 6 of which could become hurricanes. Every year, forecasts are issued about the upcoming Hurricane Season, which are extremely important as they allow us to be prepared for the possible consequences these meteorological phenomena may bring.

Tropical hurricanes are very interesting and complex meteorological events, which take place in the Tropics. A combination of several factors is needed for their formation, including a sea surface temperature above 27°C, high humidity in lower and middle layers of the atmosphere, and a weak vertical wind shear, which is just a change of winds with height. The combination of these and other give way to tropical cyclogenesis, which is the term used to refer to hurricane formation and development in the Tropics.

Hurricane season forecasts give an estimate of the number of tropical hurricanes that are expected in this season.

The ability and accuracy of these forecasts depends on factors such as sea surface temperatures and oscillations of the global climate system, such as Southern Oscillations “El Niño”, which are very important in the modulation of hurricane activity in the Tropics.

On May 23rd, the National Hurricane Center issued its first general forecast for the 2019 Hurricane Season. It said that hurricane activity this year will be similar to the climatological or historic average, with a total of 9-15 storms with a name, of which 4-8 will become hurricanes, and approximately 3 of these will become strong category 3+ hurricanes on the Saffir-Simp-

son Scale.

In order to explain this behavior over the next few months, scientists have based this forecast on the fact that this year we have a weak El Niño oscillations, which will last throughout August, September and October, which will contribute to inhibiting hurricane activity in the tropical Atlantic due to an increase in the vertical wind shear and wind moving downwards. Both of these factors are unfavorable in tropical hurricane formations.

However, the forecast mentions that temperatures of the ocean surface in this hurricane-prone region are warmer than normal, which does encourage hurricanes, as it the fuel they need to form and intensify. Therefore, these factors will even each other out meaning we have a pretty normal hurricane season expected this year.

Subtropical Storm Andrea formed in the Atlantic Ocean on May 20th of this year. Luckily it did not impact any areas and weakened quite quickly within 24 hours of formation. Now, this is the fifth year in a row that a tropical storm has formed before the official start of the hurricane season.

Hurricanes are tropical cyclones.

When a tropical cyclone’s sustained winds reach 39 to 73 mph (63 to 118 km/h), it is considered a tropical storm and it gets a name from a list put out by the World Meteorological Organization.

So, the first condition needed for hurricanes is warmer waters in the Atlantic

Ocean, which cause a number of other conditions favorable to hurricanes. When the waters are warmer, it tends to mean you have lower pressures.

It means a more unstable atmosphere, which is conducive to hurricanes intensifying. These thunderstorms, which are the building blocks of hurricanes, are better able to organize and get going.

Last year was an above average hurricane season, with 15 named storms, including eight hurricanes of which two were major: hurricanes Michael and Florence.

In September, Hurricane Florence caused immense flooding in parts of North and South Carolina. It took two to three weeks for many rivers in those areas to fall below flood stage. Florence also helped set a record; the 2018 hurricane season was the first since 2008 to have four named storms active simultaneously (Florence, Helene, Isaac and Joyce).

In October, Hurricane Michael reached Category 4 status, making it the strongest hurricane in 2018. It was also the third-mostintense hurricane to make landfall on record in terms of central pressure (919 MB) and the fourth-strongest in terms of maximum sustained winds of 155 mph (249 km/h).

Some scientists have argued against using just wind speed as a metric to determine a storm’s severity and potential damage, arguing that other metrics such as storm surge height or rainfall could provide better insight into a storm’s ferocity. However, the National Hurricane Center has argued that metrics like storm surges can be hard to predict because local differences in the shape of the terrain of the ocean floor leading up to the coastline can determine the height of storm surges.

Staying safe during the hurricane season starts with a simple step: Have a plan.

People can plan for hurricanes using a simple guide. Plans need to be worked out for all family members. Anyone who lives in a hurricane-prone area would do well to protect their property in advance of a flood. Because hurricanes often cause their damage when trees fall on property, homeowners can reduce the risk of damage by trimming trees or removing damaged trees and limbs.

Another easy step is to make sure rain gutters are fixed in place and free of debris.

Reinforcing the roof, doors and windows, including a garage door, is also important.

Power generators can also be an important tool if the power is cut off for long periods of time. A power generator needs to be kept outside, as they produce dangerous levels of carbon monoxide.

Hurricane Season is coming with predictions that it will bring with it 13 named storms, five hurricanes, and two major hurricanes. In summary, hurricane activity this year will be close to the climatological or historic average. However, we will have a better idea as the months with the highest hurricane activity draw near.

Missed Opportunity

By Gilroy Usher, Sr. “Courage is not the absence of fear, but rather the judgment that something else is more important than one’s fear” – Ambrose Redmoon Less than two weeks ago, the country experienced a murderous weekend when Roshane Jones, 24, of Camalote and Alejandro Louriano, 21, of Lucky Strike were both fatally shot and a number of persons were chopped. This past weekend was just as bad. Alvin Cummerbatch, 36, was shot dead on Sunday as he stood in front of Taylor’s Alley in Belize City.

The weekend violence also left several persons suffering from gunshot wounds and in critical condition in the hospital.

Shaken by the worsening crime situation Government sent the Compol and one of his deputies on Love FM Morning Show early Monday morning to try and assure the public that crime was under control. The two senior police officers were asked questions by the hosts of the show only, as the phones were not open to allow questions from the public.

As was expected the officers regurgitated the tired line that crime in Belize is under control. The host of the show did not challenge the officers about that statement by making reference to the weekly report of several homicides, burglaries, armed robberies, and chopping across the country especially in Belize City.

Roshane Jones the two senior police officers left the TV station, there was a burglary and triple murder around mile ten on the George Price Highway. In the incident the intruders bound the hands and feet of Principal of Excelsior High School Alarice Andrewin, 44, Antonio Yuman, 39, and Maria Lucas, 19, then fatally shot all three in the head.

Belize’s dismal murder conviction rate of only three percent, is one of the main reasons why many of the criminal elements don’t think twice about taking the life of their fellow human beings. Nevertheless, the

host of the Morning Show did not ask the officers to explain what has been done recently to train officers to protect crime scene, gather and secure evidence, and properly present such information in court as a way of improving the dismal conviction rate for murders and other crimes. Instead of such tough questions for improved community safety, precious time was spent talking about restricting the “so-called elaborate” hairstyle of female officers, which does not hinder the execution of their duties.

A number of burglaries, armed robberies, and even some of the recent murders have been committed by male minors, who did not get proper guidance in the home and in the community in growing up. To help deal with this shortfall in parenting, as head of Eastern Division in Belize City, ACP Howell Gillett led the formation police youth groups in several marginalized neighborhoods. These groups taught the youths a wide range of life skills to help guide them on the right path in life. When ACP Gillett was relocated to Belmopan, the very beneficial youth groups came to a sudden end.

The youths, who were in the program, have been left leaderless.

Why that was allowed to happen?

With the demise of the youth groups is the Police Department truly committed

to assisting at risk youths in the old capital? Those are three very important questions that the host of the Morning Show never ask their two esteemed guests.

The top brass of the Belize Police Department has stated that the country cannot afford a forensic lab to combat crime including murders, which now claim the lives of over 140 Belizeans annually including scores of innocent persons.

Members of the public, who were listening to the Morning Show keenly, would have liked the host to ask the head of the Police Department if Belize would not make great strides in the fight against crime with a forensic lab. This could do the most basic things to pin criminals to their outrageous and often murderous actions.

The public would have liked the host of the Morning Show to ask the Compol and his Deputy to outline what they have done to make the government aware that it must address their concern for minimal human resources and equipment to effectively deal with the crime problem.

Missed opportunity: Two Senior police officers on that Morning Show were not asked those and other very important questions.

Contributed The U.S.A is seeking the extradition of a Belizean lawyer. They Claim, he was engaged in money laundering of almost fifty thousand dollars. The request is in front of the chief Magistrate. The Director of Public Prosecutions has stepped into the case and is representing the Government of the U.S.A. Usually the Solicitor General‘s lawyers do these case as they are not criminal trials but civil cases.

Lawyers for the Belizean attorney are Anthony Sylvester from Musa and Balderamos and Iliana Swift from Courtney Coye LLP. Swift and Sylvester on Tuesday afternoon submitted to the Chief Magistrate that the hearing should be suspended as a constitutional issue has arisen in the course of the case. The constitutional issue is that the U.S.A is relying on text messages between an undercover agent of the U.S.A and the Belizean lawyer. These messages may have been obtained illegally. If this is so it amounts to a violation of the lawyer’s constitutional rights guaranteed in the Belize constitutions.

Another attorney interviewed by the media on Tuesday explained that Police and law enforcement can only access a person‘s correspondence, texts and telephone information, by applying to the Supreme Court and giving acceptable explanation why they need to do so. Apparently the U.S.A agent did not follow any such legal procedures.

Police in Belize routinely violate the constitutional rights of citizens and get away with it. Mainly because persons do not know they can take the Police department and police officers to Court for any violation of their constitutional rights. Police are always taking away persons cell phones and looking through it and writing down names and numbers seen in it. Police hold on to person’s cell phones for weeks and months—all of this is unlawful.

Perhaps, instead of focusing on Creole/African type hair styles of a few female police officers, the commissioner of Police, a trained attorney, should arrange training for his officers in regards to full respect for ALL constitutional rights of citizens.

It is very good to renovate the stinking Police toilets at Queen Street police Station, opened with much fanfare recently. It is VERY bad to be beating citizens, detaining them illegally, and conducting a long list of abuses for which the Police have so far done nothing to mend their illegally behavior.

Back to the extradition case. Section 20 (3) of the constitution says that where in any trial a constitutional issue is raised, then the trial is suspended and the constitutional issue is submitted to the Supreme Court to be cleared up.

The Chief Magistrate accepted the submission of Iliana Swift and Anthony Sylvester and a case will be stated in writing for a Judge of the Supreme Court to her agreement for and against.

If he rules in favor of the submission that evidence was illegally obtained in violation of the constitution, the extradition case will suffer a serious blow.

If the submission does not succeed at the Supreme Court, the issue may then be appealed to the Court of Appeal, and then further to the Caribbean Court of Justice.

Attorney Iliana Swift has experience in constitutional issues. She worked at the Solicitor General office and now is in private practice.

Anthony Sylvester is considered the foremost defense attorney whose challenges on constitutional issues have brought improvements in legislation and in Judge made law. He has saved many wrongly convicted citizens and those whose constitutional rights have been violated.

THE BELIZE TIMES Baby Thevane: Criminal Abuse suspected A 2-month old baby has died seemingly at the abusive hand of his father Troy Banner. A post-mortem examination has revealed the following: In reference to the death of Thevane Banner which occurred on the June 1, 2019, a post mortem examination was conducted by a medical doctor. The conclusion was that the cause of death was certified as due to fracture to the head and back, multiple skull fracture, and head trauma consistent to Battered Child Syndrome.

This past Saturday, the family of Camalote village took their son Thevane Banner to the Western Regional Hospital. There the father alleged the baby was feeding when he started to experience difficulties breathing. The baby was pronounced dead and health

officials called in the police.

In an interview, an ex-girlfriend with a 7year old child of the same Troy Banner, gives an account of a similar story when this now child was a baby. She says that nothing was done then since she was not a witness to the incident. The baby in this occasion similarly had skull fractures like baby Thevane who sadly had a tragic ending.

That revelation prompted the police to act. Troy Banner has been arraigned. He was granted Bail of 10,000 with 2 sureties. The magistrate objected to bail because of the seriousness of the matter. His attorney, Hurl Hamilton, argued that he is presumed innocent until proven guilty and that there is no evidence against him. After consideration, the Magistrate granted the bail.

25 CEO Young on Mayor Belisle SSB Debt In this newspaper there is an article on a rejected claim from Social Security. This happened since NO contributions was made by the Belmopan City Council. CEO Colin Young says that in this case SSB will need to review if the worker was duly employed during the time in question.

When asked if the City Council was paying, he replied that if there would be some payments it would be recorded but that most likely the council is behind in payments. The City Council was then in the process of being assessed by an SSB inspector. Any owed payments will be demanded and have interest accrued.

The worker will not lose but the employer in this case, Mayor Belisle’s City Council will need to pay. This is done in order to minimize the inconvenience to the insured person.

We understand that the amount owed by the Belmopan City Council is in the thousands.

Dear Editor, As I usually sit down and watch the evening TV news to keep abreast on what’s going on in my country, I couldn’t help, but had to put in my two cents on this one. Last Friday on the news I saw a man get slapped hard!

He is no ordinary man, no average Belizean. He is the deportee-convict, Shyne Barrow, placed by dad as wanna-be UDP

standard bearer for the Mesopotamia area in Belize City. The people will reject him come election day.

Now, as a man being slapped by a little boy and just walk away is embarrassing. Even more so playing out on national television. The world saw it and laughed. What a shame Shyne. You are not so tough now, aren’t you? You even withdrew the charges? Why? If you can’t be a man and stand up for yourself, how will you stand up for the people of Mesopotamia? This goes to show you are weak.

What would dad do if Anwar was b-slapped also?

You were never in his good books and never will be.
