Continued from page 1 that the Prime Minister was forced to do the unthinkable – remove her after evidence allegedly gathered by his own Ministers obliged him to act.

A whole bunch of documents reached the Belize Times today, and it was like déjà vu all over again – a real throwback to the Gapi Vega days. From what we’ve seen, it appears that certain UDPs – though certainly not the ones who gathered the evidence against her – were able to do exceptionally well thanks to Carla – like her brother and sister, for example. On May 15th, just days before the announcement of her removal, Pamela Barnett applied for parcels #1427 and #1428 in Sarteneja. Three days after that, on May 18th, Michael Bruce Barnett applied for permission to survey approximately 25 acres of prime land along the river in Burrell Boom. That same day, the 18th of May, Minister Carla Barnett approved his application and also issued a lease approval for the land he’d just applied for permission to survey – ALL IN ONE DAY. Caye Caulker appeared to be a major part of the land grab.

Documents we were able to scan show prime parcels of one acre each, beachfront property, given to Leila Peyrefitte, former UDP Councillor, Nyani August, wife of the UDP Chairman and Rommel Berges of RJB Construction who has benefitted from millions in contracts and many prime parcels of land under the UDP. On October 4, 2017, in addition, Leila Peyrefitte was given permission to survey an additional 4.8 acres of land along the West Coast of North Caye Caulker. Berges, on that same day – October 4, 2017, was given permission to survey 5 acres of land on Caye Caulker.

Sources tell us, however, that the straw which broke the camel’s back and forced the PM’s hand were three approvals granted for the survey of 10 acres (each) of Colson Caye in the Stann Creek District. Three persons applied – Leonie Evadne Lino, Anfernee Deion Lopez and Issandra Garcia – all on the same day. Sources in the Ministry say that raised hackles since by law Ministers cannot give approval to survey more than 1 acre of land without it going to Cabinet for approval. It was also pointed out to the Prime Minister, we are told, that it is very likely that the persons whose names appear on the survey applications were fronting for some unnamed person – Barnett perhaps?

It is incredible that Barnett, who was put in the Ministry of Natural Resources to clean it up, could have been brought down by Ministers who apparently went to the trouble of gathering evidence against her. In interviews with the media, Foreign Minister Sedi Elrington explained that Barnett was removed because she was not performing, while the Prime Minister shortly after contradicted him and explained that Barnett asked to go because the pressure was too much for her. The evidence, however, is painting a picture of the same old same old happening in the Ministry of Lands.

We’ll have much more on this in subsequent issues of the Belize Times, thanks to our sources who keep us up to date on the happening in the hotbed of corruption.

Belmopan CitCo Dodging CWU - Khalid Clueless!

CASH-STRAPPED COUNCIL PLAYING MALPAGO Thursday, June 21, 2018 A couple weeks back, the Belize Times broke the story of the Belmopan City Council owing close to $50,000 to the Social Security Board in unpaid contributions. That non-payment was set against the backdrop of reports that the Council had failed to make the end of May payroll for staff on time, and also reports that businesses in Belmopan have stopped extending credit to the Council because of growing arrears.

Incredibly, in an interview to our colleagues at Plus TV, Mayor Khalid Belisle claimed that he only learned that the Council owed nearly $50,000 in unpaid contributions to SSB from that report in the Belize Times.

Belisle explained that he was out of the country and does not understand how that could have happened since they always try to stay current. He told Plus TV that he is still trying to get to the bottom of it. But at the same time, the hapless Mayor tried to provide some

assurance that his people had spoke to people at the SSB and the Council had been given until the end of the year to clear up arrears.

There were no more details of the ‘arrangement’ provided, though it has become clear that Councils controlled by the United Democratic Party seem to be allowed special dispensation where the payments to SSB are concerned. When the PUP took over the Orange Walk Council in 2012, Mayor Kevin Bernard was met with a huge debt owed to SSB by the outgoing UDP administration – and no quarter was given to him. He was forced to pay. As recently as a couple weeks ago, the Belize City Council was met with a demand letter from the same SSB telling them they had five days to pay a debt left by the outgoing UDP or be taken to Court.

Lands CEO To Go Next?

Thursday, 21 June 2018 There are very credible reports this evening that CEO in the Ministry of Natural Resources, Sharon Ramclam Young, has requested a transfer from that Ministry in the wake of the removal of Senator Carla Barnett. While we were unable to reach Young for comment, sources say that the CEO has become frustrated because policies that they have attempted to put in place have been resisted by senior staff members who have been benefitting from corruption for years, as well as politicians who have likewise built up their assets and fortunes through dubious land transactions.

While we were unable to reach Young for confirmation, sources tell us that one name which has already been suggested as a replacement is Denton Belisle. Belisle, a UDP man and consummate team player, is allegedly the CEO in the Ministry of Housing. We say allegedly because he hasn’t been seen in that Ministry for years, and it is a known fact that the Ministry is just a shell which operates with a skeleton staff. Belisle is known to follow orders, so it comes as no real surprise that his name is being considered.

We’ll attempt to follow up this report and update our readers.

worries than SSB. The Christian Workers Union has been trying unsuccessfully to meet with the Council after two consecutive payroll commitments were not met. The Council was unable to meet its end of month payroll in May, and unable to meet its June 15th payroll. The CWU has stated that it has been given no assurance that these delayed payments will not be an ongoing thing, and so wants to meet with the Council urgently on behalf of the workers.

But Khalid will be able to give no such undertaking, because the Council is in very dire straits. As we reported weeks ago, there are credible reports that businesses in Belmopan which traditionally offer the Council a line of credit have stopped doing so because of non-payment. We were told by sources inside the Council that they are forced to pay cash for supplies, and cash is in very short supply. One source told us that the Council’s subvention goes into paying the bond which was floated, and that has resulted in a real crisis at the Council.

We’ll keep following this story, as the CWU is determined to get some undertaking from the Belmopan CitCo – an assurance that workers will be paid on time, and the Council is unable to provide such an undertaking. Enquiring minds want to know what clueless Khalid and the Council has spent so much money on? That is the multi-million-dollar question.

$1 MILLION DEMANDED FOR KIDNAPPED BUSINESSMAN! Thursday, 21 June 2018 Police have been very careful to release little information about missing Corozal businessman Omero Campos, 43. Campos, who resides in San Narciso, left home Sunday to go to his cattle farm in San Victor. Hours after, he had not returned home, but his family claims that they received a call from an unknown person demanding $1M for his safe return.

In an interview Monday, Assistant Commissioner of Police Joseph Myvett would confirm only that they had received a report from the family and that they were conducting searches in the area with the family to see if they can determine the whereabouts of Campos. When they checked the farm in San Victor, they found only a tractor in the field with the keys still in it and no signs of Campos.

Although Police remain tightlipped there is some indication that the family managed to raise some money and there was some attempt to exchange for Campos, but it is not known why the exchange did not happen, and Police remain at the Campos home in San Narciso providing protection to the family.

One source in the Belize Police Department has told the Belize Times that they are still trying to confirm that Campos is alive and expect to do so today. It is believed that he is being held at some location across the border at this time. That source also claimed that the family has been in contact with the kidnappers, who allegedly call from a phone registered in Mexico. As to why Campos was targeted, our source claims that the angle of a narcotics connection has not been ruled out at the time.

FOR MURDER

Thursday, 21 June 2018 Last Thursday evening residents around the always crowded Pound Yard Bridge area and commuters at the bus terminal were started by the sound of gunshots nearby. When it was done, Jose Manuel Villanueva, 50, lay dead inside the yard and Police had detained popular jeweller Manuel Pacheco, 56. Pacheco would remain detained until Monday when he was formally arraigned for murder.

According to Police, when they arrived on the scene on East Collet Canal just down from the terminal, they found Villanueva already dead from three bullets that hit him. All indi-

cations are that Villanueva, a mechanic who operated his compound next to Pacheco’s jewellery shop, had an ongoing dispute with his neighbour. That evening, at about 5:40pm, the two men were allegedly exchanging words over Villanueva’s dog whose barking was a nuisance to Pacheco. The hard talk was allegedly enough to bring Pacheco out of the shop where he fired at Villanueva, killing him in his yard.

While Police did contact the DPP for advice on Friday before laying charges, they have explained that surveillance footage which they viewed was enough to support the charge of murder.

Let’s Get Physical Over the past months you have heard me speak about our Belizean Bill of Rights. We in the PUP truly believe that together we can reduce poverty by half in ten years. We are convinced that if we reduce our trade deficit by half we can reach full employment for women and young people.

We are also committed to providing real free education for everyone from preschool to junior college. And we believe every Belizean should have access to adequate health care.

As a nation where a majority of our population is still below the age of 35, our health system should first and foremost focus on prevention. My mom used to always say: “an ounce of prevention is better than a pound of cure,” and she was right. If we practice healthy living, it is likely that we can go for many years without getting sick.

The truth is, we are not living healthy lifestyles and as a result we have way too many Belizeans suffering from obesity and chronic diseases like diabetes, hypertension and heart disease. These illnesses are directly related to two things, poor diet and lack of exercise.

You know we can prevent diabetes and hypertension by simply eating right and spending a very small portion of our day doing some form of exercise.

I was recently reading a report from the Surgeon General of the United States where he is calling on Americans to make walking a national priority. He said spending between 30 to 60 minutes doing some form of physical activity can prevent these illnesses, which can lead to long suffering and eventual death.

I want to encourage every Belizean to eat right and exercise more. I was happy to hear of the efforts

by Mayor Bernard Wagner to cover up those manholes that were open on so many of our sidewalks in Belize City. I believe we need to walk more and if we’re going to walk then we need to have proper sidewalks.

We in the PUP are also encouraged by the efforts of our three municipal mayors who are organizing summer sporting camps in Corozal and Orange Walk Towns and in Belize City. These summer events will get our children off the couch, off the Internet and out in our parks and playgrounds. Let’s get our children outdoors so they can ride their bicycles, play volleyball, football, softball or basketball.

Encourage them to climb a tree and while we are at it, let us enjoy our year-round good weather and get out and exercise. Keeping in good health and making our overall wellness a priority is building a Belize that works for everyone.

Thursday, 21 June 2018 When the Government Press Office announced via terse press release early last week that Senator Carla Barnett was Minister of Natural Resources no more, speculation was rampant. While there are a few persons who no doubt believed the Prime Minister’s useless rhetoric that Barnett had requested the move, political observers knew better. Barnett had been taking fire for some time in the Ministry of Natural Resources, targeted by those Ministers and their cronies who found that they could no longer access the piggy bank as they once did.

were leaked. And certainly, it is a sign of a deep chasm when even Chairman of the UDP Alberto August has become a target in his own camp. One of the connections made in Cabinet, we are told, is between Carla Barnett and Nyani August, ex-wife of the UDP Chairman. It is said that she and Barnett are extremely close, and that is why Barnett was all too happy to facilitate the transaction of prime beachfront property in Caye Caulker to August, and also property in Lord’s Bank.

We can imagine the Prime Minister’s headache when faced with this mess by his Ministers, and we can imagine the pressure he was under when he removed Barnett. We’re told that a lot more documents will be coming our way – and you’ll get them when we do.

few days back, Government reduced the price of Regular Fuel a few cents while maintaining the pump prices for Super, Diesel and Kerosene. This is the game that the Barrow administration continues to play with the Belizean people. In a few days, they will perhaps raise the price of Regular again and lower the price of Super, or Diesel. The one thing that is a certainty is that they will not lower the pump prices of all fuels, as they should. After all, if the price per barrel of oil shoots down, it should impact the prices of ALL fuels, right? But not in Belize and not under this Barrow administration.

In Belize, very many things are said about the truly poor. And rightly so. This government has spent hundreds of millions allocated to poverty alleviation on currying political favour, roundabouts and roads which are already breaking up. Yet those who exist below the poverty line are getting even poorer… as hard as that is to imagine. There are persons in this tiny country who literally do not know where their next meal will come from. There are many, many children who go to school hungry – not because they are not loved, but because they live in abject poverty and there simply is no food.

In the country where UDP Ministers and their cronies have become millionaires in short order, building multiple mansions and appropriating assets aplenty, there are barefoot children begging on street-corners and in the parking lots of stores and supermarkets. They don’t ask for much, these children, just a dollar or some food.

While the Minister of Education boasts about access to that critical tool, that access is actually denied to many.

Their parents, or grandparents or guardians just cannot afford education any longer. It has become a matter of survival. Yes, we all agree that education is critical. But when the choice is between school and starvation, guess which one wins out.

So poverty is real, and pervasive and invasive…but the Barrow administration is not only hurting the very poor. The so-called middle class is being driven inexorably toward the poverty line. Today, in Belize, there are families where both parents work in decent jobs – but yet they have trouble making ends meet. The truth is that many Belizeans are only a sickness or emergency away from poverty. The frustration is real and palpable. While their stories may be told only on social media, the reality is that even Belizeans working hard to earn a decent wage are taking a licking. Driving has now become a luxury, and not a necessity. And while there is a transportation network in place, any commuter will tell you that the bus industry was better two decades ago than it is today – far better. There was actually a time when commuters could buy a ticket and be assured of a seat on a comfortable bus – and even be served a sandwich and juice AND catch a movie during the journey. No More. The transportation industry is an unregulated, unmonitored and neglected joke. But can blame really be laid on the bus operators for the condition of their buses? The pump price of Diesel is currently at $12. Money that should be used for maintenance and upkeep of buses must now be used to purchase fuel. And the commuters suffer.

Recently, one local air carrier announced that it will be raising fares – and the other local air carrier will likely follow suit. The reason is simple – they are not making a profit despite having banner years in terms of numbers.

The cost of fuel is just too damned high. And after absorbing it for so long, they must now pass it on to passengers.

Toilet paper costs more today than it did six months ago. Flour and rice and beans and vegetables and fruits and sausage and meat and canned goods too. Light bills are higher today than they were six months ago. Water bills are higher today than they were six months ago. Cable bills are much higher today than they were six months ago. The cost of everything has gone up under this Barrow administration – which incidentally and ironically promised to lower the cost of everything. What a cruel, sick joke.

Do you feel that the astronomical increase in robberies across the country is just random? We make no excuses for the criminals perpetrating these vicious attacks, naturally, but it is a symptom of the disease of poverty and hopelessness and frustration. That is the truth.

The Barrow Administration has the country in a stranglehold. It is a position totally of their own making, courtesy a rancid mix of incompetence, mismanagement and corruption. Sadly, as often as this government screws up, ‘normal’ citizens must pay. And we do.

CAYO CENTRAL ON THE MOVE

Thursday, 21 June 2018 On Saturday, June 16, 2018, the PUP Cayo Central Executive committee held a BBQ fundraiser at the Cayo Central office on George Price Highway in Santa Elena Town. The committee also held a raffle for a carved bed with mattress. At the end of the event, young PUP supporter Adrian Palma took out the winning ticket. The Cayo Central executive thanks all supporters for participating and congratulates the winner of the bed, Betty August. Cayo Central’s Daniel Silva was present at the fundraising event. Silva thanked everyone who participated, “I would like to thank the executive committee for making this a reality. Thank you very much, and Happy Father’s Day!” The funds will be used to provide a summer camp for children from the Cayo Central constituency.

Airport proposed to be built on Ambergris Caye is a go, and all that is left is for construction to start.

In an article posted in the Diario de Quintana Roo last Thursday, Montero is said to have confirmed that officials of government have signed what they need to sign in terms of the agreement to build a US$100M international airport in the Basil Jones area of Ambergris Caye. Montero is quoted as boasting about the new opportunities the airport will open up between Belize and Mexico, as he states that all that is left is for construction to begin.

That certainly comes as news to Belizeans. When this matter came up late last year, it was dismissed by many as another scam fresh on the heels of the Puerto Azul debacle. It was revealed shortly after Jorge Jaen was introduced as GOB’s major investor, that Jaen was actually only a real estate agent based in Miami and that he had been accused of various crimes including fraud.

So, it is interesting now to hear that the International Airport is a done deal and it has gotten the green light. Local airline carriers have gone on the record, recently, to dismiss the notion of the airport, saying that it makes no sense because if airlines can fly straight to San Pedro then it would destroy their industry. In an interview with Minister of Tourism Manuel Heredia, he maintains that current international airlines would not be able to use the new airport, which he says would be restricted to charters and any new carriers they could bring in at some pint in the future – which makes absolutely no sense. And of course, observers will recall that the same promise was made when NCL built Harvest Caye, and just look what that has done to the local cruise operators based in Belize City.

It will be interesting to see what the UDP has in store where the new International Airport is concerned. Certainly, things are happening below the radar, at least according to Honourary Consul Montero.

Patt Falls Flat PM Says No to Hugo!

Thursday, 21 June 2018 The games continue in the UDP’s Cabinet, as Prime Minister Dean Barrow has now announced this week that Hugo Patt, the junior Minister who has been surprised with a lot of unexpected attention these days, will not be on the short list of aspirants for leadership of the UDP. In an interview this week, Barrow stated, “I’ve spoken to him. He will not be putting in his name. So that’s one thing that we can entirely dismiss.”

While the PM has now killed Patt’s aspirations as easy as that, the Belize Times understands that Patt had already been telling close friends and political colleagues that he would be throwing his hat in the ring for the top spot in the UDP. Just a few weeks back, Patt’s was nominated in Cabinet by no other than senior UDP Minister, the Party’s whip and the PM’s closest friend in Cabinet Michael Finnegan.

That suggested to political observers that Patt had the PM’s blessing, even if officially unspoken.

But that nomination of Patt did not go down well with either Deputy Prime Minister Patrick Faber or Minister of National Security John Saldivar. Both of them want the job of leading the UDP and this newspaper was told by a Cabinet source that Faber was hysterical when Finnegan nominated Patt. While we have been unable to confirm, there are reports that both Saldivar and Faber met with Prime Minister Barrow regarding Patt, and that meeting was said to be very

tense. Since Barrow has now rubbished Patt’s aspirations, it seems that whatever the men said, or threatened, had the desired effect on the Prime Minister whose imminent departure has rendered him somewhat of a paper tiger.

As we’ve reported, the UDP is in serious trouble because there is nobody who can lead the Party when Dean Barrow leaves, as he has said he will in May 2019. Faber has too many issues and has burned too many bridges with senior UDP insiders. Saldivar has too much baggage, including one very dirty item named William Danny Mason who is currently incarcerated

Patt’s star burned bright for a second before being snuffed by the PM. Belizeans are anxiously awaiting to see what other names will be thrown out as the UDP searches for somebody, anybody to lead them.

Punta Gorda, June 16, 2018 Undefeated Jewel Fury won the National Women’s Amateur League football championship Finals Game 1: 2-0 against the Toledo Rumberas at the Victor Sanchez field last Saturday afternoon.

CROSSING THE FLOOR

The most amazing thing happened in Barbados last month. The Barbados Labour Party of Mia Amor Mottley totally wiped out the Democratic Labour Party government of Freundel Stuart in a clean sweep of all thirty seats in Parliament. What a blowout!! The DLP got the “licking of their lives.” Barbados was left without any elected opposition, and one of the first actions of Prime Minister Mottley, and much to her credit, was to announce that she would move a Constitutional amendment in order to provide for some opposition. No opposition can never be good for democracy. There’s got to be a voice, if even small - an alternative view to the ruling party’s.

Lo and behold! One of Mottley’s elected parliamentarians is one Bishop Joseph Atherley, a man of the cloth, no less. He was apparently nonplussed that PM Mottley did not name him to be a Minister in her very large Cabinet, and being disgruntled as he was, he decided to cross the floor.

Crossing the floor in a parliament can be voting against your own government or it can be literally leaving one’s party and government to sit on the other side in the House of Representatives, an interesting constitutional reality. The famous Winston Churchill crossed the floor twice. It is said humorously that he ratted and then he re-ratted!!

Here at home we have had two instances, in our short political history, of crossing the floor. In 1974 Vicente Choco, the UDP representative for Toledo West, walked across the aisle and joined the PUP. In 1989, and from the same Toledo West constituency, Stanley Usher did likewise. He ratted over to the PUP. At that time no shift in power and no bringing down of a government occurred, and for many it would seem that these two crossing the floor instances are but a footnote in our parliamentary history.

But back to Bishop Joseph Atherley of Barbados. This fine man of the cloth saved Prime Minister Mottley the trouble of making a Constitutional amendment!! He did her the huge favour of becoming a one-man opposition in the Bajan Parliament. On June 10, 2018 UWI Social Science Professor Hamid Ghany wrote an opinion piece

in the Trinidad Guardian newspaper called “BLP Govt. and BLP Opposition.” I found his piece hugely amusing. Professor Ghany said that it is tremendously unlikely that, like Saul, who was struck down on the way to Damascus and converted to Christianity, Bishop Atherley saw the light and renounced the Barbados Labour Party right after being elected. He had, after all, affixed his signature to the BLP manifesto, and he had campaigned as a member of and entirely on the platform of Mottley’s political party.

In Ghany’s view it is almost impossible not to see Bishop Atherley’s stride across the floor as blatantly opportunistic! The Bajan Constitution allows for crossing the floor, so the Bishop jumped ship.

He will enjoy the perks of being Opposition Leader, and he has already named two opposition senators. I just have to believe that PM Mia has smiled and taken it all in stride. This was according to Professor Ghany the “charmed creation of an Opposition Leader.” However, he says, it has resulted in a “Constitutional conundrum,” the incongruity of his appointment. Ghany believes, and I agree with him, that this is a fake opposition, an opposition on paper only. It is merely the facade of bipartisanship, but such is only a mirage, as he has put it. We can just imagine the debates. Bishop Atherley, who is really still BLP, will be opposing and declaiming, but will anyone believe or trust him??

More likely they will see him as a BLP opportunist.

I was part of the administration from 1998 to 2003 that stopped crossing the floor here at home. If you have suddenly seen the light and no longer support the party you were elected with, then you should have the fortitude to face the electorate again. PM Musa had foresight, because he knew that some of the unscrupulous types who lurked around the government at the time would not have thought twice about crossing the floor and possibly bringing down a government. I, for one, agree that it should be so – no crossing the floor. Resign and go back to your people; otherwise there can be quite a mess in parliamentary proceedings, politics and governance.

BELIZE NEEDS TO SAVE LANDFILL COSTS AND TURN WASTES INTO REVENUES “All our efforts to defeat poverty and pursue sustainable development will be in vain if environmental degradation and natural resource depletion continue unabated.” –Kofi Annan– Adequate Solid Waste Management (SWM) is essential to protect the environment and the public health. SWM is a particularly sensitive issue for the Caribbean countries, since our economies are mainly natural resource-based, with tourism, mining, agriculture and fisheries being the dominant sectors. It is also important, in order to manage solid wastes in a proper fashion, to have adequate planning and funding coupled with clear-cut rules to define public and private stakeholders’ roles.

Inadequate SWM can have negative impacts on public health and natural resources (air, land and water pollution), including impacts on marine environment.

A growing number of Central American governments are aware of these negative impacts and have included SWM policies in their national development strategies. Inadequate solid waste disposal can attract flies, mosquitoes and rats, which in turn may encourage the spread of diarrheal diseases, as well as diseases like dengue fever, yellow fever and bubonic plague.

Inadequate solid waste disposal can contaminate the soil and aquifers, damaging agricultural production and affecting the flora and fauna. Even surface waters can thus be contaminated, resulting in the loss of sources of drinking water and recreation.

Marine litter affects sea animals and their ecosystems, but it can also be a risk for human health and safety and impact the economy of those areas depending on tourism.

Air pollution due to smoke coming from fire in informal waste disposal areas can be a health hazard if the burning waste contains items such as plastics or chemicals or other dangerous substances. Breathing difficulties, dermal infections and more severe symptoms can be developed due to this pollution. Indeed, studies from different developing countries reveal that nearly half of the dioxins and furan emissions in Central America may be originating from the indiscriminate burning of household wastes.

Landfill sites are an alternative not only to make, but to keep, as much money as it can. They magnetize and monetize waste by having the location, manpower and facilities to care for it. A landfill manager should be in the know about all the cash-saving tips available to them that can help their venture perform at its very best. This is especially important as waste treatment practices are increasingly called into question. It is possible to stay ethical and profitable at the same time. Our advice will help you meet both responsibilities. There are two ways to capitalize wastes revenues we describe below: 1. Energy conversion schemes The beginning of the decade saw a raft of new opportunities for landfills. Biogas plants began to spring up, converting the output of bacteria and other microorganisms that feed on waste piles. These gases, which vary according to the makeup of the waste itself, are then converted back into the national energy supply. They can net landfill operators a healthy sum once they strike up an agreement with a nearby plant.

Other incentives lie at the foot of electricity production.

When waste is burned, it can be used to power a turbine, generating electrical resources for thousands of homes. Just be careful with the incineration technique: it has to be 100% free of dioxins, as well as other harmful chemicals that can bite into the ozone layer.

2. The physical size of your waste piles Fresh technology is doing incredible things for the waste treatment sector. There are innovative machines that use extremophile bacteria to break organic waste down, cutting the mass down to a mere 10% of its original weight. The process doesn’t burn any fossil fuels or rely on electrical costs, because the microorganisms digest the waste automatically and generate much of the heat needed to drive the process.

Landfill management team can use it to minimize the waste they prepare for storage. Think about it: delivery companies pay you for the weight they drop off, then you can digest the pile for several days until it’s almost a tenth of the size. Within 48-72 hours, waste turn into a 99% dry material and considerably lessen its weight and volume, leaving you room to store even more.

The process works for both organic and mixed waste, but the higher the organic content, the greater the reduction you will see. It’s actually a fantastic method for sorting mixed waste streams, leaving a manageable material behind that has a potential commercial value by turning the reduced output into energy.

The Belize Regional Sanitary Landfill at mile 24 on the George Price Highway can benefit from this cost-cutting technique, if they go about it the right way. A waste management business model is no different.

There are several hidden costs that may be leaking from the waste they are in charge of, which can have a significant impact on their bottom line. We also advise that SWAMA consider the following ideas for saving money in the areas that matter most.

A. Economizing fuel consumption

Paying too much for transport can be a serious issue. Over the years, we will lose thousands in fuel costs. That is why it’s beneficial to map our pickup and drop-off routes so a vehicle is taking the shortest route to get to wherever it needs to be. Slight changes to your schedule could achieve sizeable savings. Don’t forget about tax breaks on fuel either over the entire life cycle.

B. Monitoring equipment performance What if something breaks down on the job? The business downtime and full repair costs involved with fixing equipment could have major implications for our cashflow. The best practice is to regularly keep an eye on how tools, transport, software and weighing facilities are holding up. That way, we will have some foresight as to when an investment is nearing critical failure. We must take action before this happens and we will save a lot of funds in the long run.

C. Investing in modern waste treatment units Technology never fails to power a healthy profit. That is true for waste disposal, like any other industry. It also means that we can collect more wastes in a single day, with the corresponding reduction in transportation costs.

It must address the issues with the informal recyclers which sometimes get in conflict with the heavy-duty equipment that is moving the waste around at the site.

The lack of enforcement of environmental laws and regulations is detrimental to Belize. Our country’s development is intrinsically tied to the prudent management of the environment and the country’s natural resources. The sustainable devel-

opment of our country’s pathway is a long-term vision for our country but we should start now. As part of the general development direction, environmental policy must be in continuous development in Belize.

Thermal waste treatments have been proved to be 100% green. Therefore, to mitigate the problems that come with informal garbage burning, such as emission of toxic gases with organic compounds such as dioxins and furans; government and researchers must explore the possible developments with regards to advanced thermal waste treatment techniques. Appropriate and improved technologies are important as a strategy for tackling the environmental concerns in Belize.

The collection, treatment, disposal and recycling of used products with an aim of cutting back and steering clear of the environmental impacts caused by such products is a government responsibility.

All these measures must have a view to reduce wastes generation and encourage re-use and recycling practices.

If we want to be a better country we need to address unsustainable practices of waste management and start to strategize the adoption of green technologies to address Belize’s vulnerability to climate change, in particular the impact of tropical cyclones and sea level rise by investing in technologies that generate energy from wastes environmentally friendly.

This is my second to last Sober Reflections – at least in the Belize Times.

Next week will be my last here at the paper. I’d like to thank all seven people who read it religiously LOL. I’ve been allowed free rein here to write what I want in this column, and I’m pretty sure that’s been the cause of some grey hairs and head scratching in the leadership of the PUP. I’ve ranted and raved and attacked and cursed and vented at will. And I appreciate that freedom. Most of the content of this column has been political, but some has been deeply personal. At least one of my seven faithful readers has told me on occasion that it is too personal and I’ve opened myself to too much scrutiny. But it is what it is.

I leave with a word of advice to those who’ve been following my struggles with alcoholism. Reach out.

That’s it – just reach out. I fought this battle for a long time on my own, and while there are people who can say with all honesty that one day they just quit cold turkey, I haven’t been able to do that just yet. But I found a group of people that has provided constant support – even if sometimes just to listen. I’ve also found God, even though I didn’t realize until I hooked up with this crew that I’d lost Him. And I know now that to realize my potential, since I’m a hell of a guy, I need to put God before anything else.

I need to focus on what’s important in life and I need to live a good life. It hasn’t been an easy road, but at least I’m on the road. And where there’s life, there’s hope.

Alcohol is a terrible thing. For me, it is the most terrible thing. I’ve seen crack houses on TV with the emaciated bodies of crack addicts who can’t see past the next fix. I’ve heard all the horror stories of cocaine addiction.

I’ve seen people zoned out of their skulls on marijuana. And if you ask me today what I feel is the worst drug

around – I’ll say alcohol every single time. I was telling somebody just last week that every single bad thing that has happened to me has been because of alcohol.

Everything that is wrong in my life today is because of alcohol. That is the truth. I have seen its effect on my work. I’ve seen its effect on my family. I’ve seen its effect on my friends. And despite me being a pretty intelligent guy and knowing all that – I still get seduced by it. And its still a struggle to walk away.

You know what I resent? I resent scrolling down Facebook and seeing all the pics of people taking drinks and partying. I hate seeing the ads where alcohol is shown as some sort of wonderful thing.

One part of me understands that not everyone has the problem I do. There are people who can take a couple drinks and have a perfectly wonderful time and then stop.

I get that. And maybe I shouldn’t be resentful at all. But I know the dangers of alcohol first-hand. I know that it changes me from a pretty cool Dr. Jekyll to a hideous Mr. Hyde. But not only me. I’ve seen people many times reduced to gibbering, incoherent idiots by alcohol. I’ve covered many stories of fatalities caused by drunk driving. I’ve covered stories of bodies slashed to pieces by machete wielding persons who were friends until alcohol took over.

I’m telling you – alcohol is a bad, bad thing. That’s my story and I’m sticking to it.

But if you remember me for anything – remember me for telling you to reach out. Find a group of persons willing to listen and willing to help. I struggled on my own because I don’t believe that Belize offers real options for persons dealing with all kinds of issues including addiction. But if you can, find some people who are willing to walk the walk with you, and willing to support you even when it gets unpleasant. Because it does get unpleasant. If I can do it, I’m pretty sure anybody can. And if you really need somebody to talk to and nobody’s there, call me. The End.

Usually during this time of graduation, as Mayor of Orange Walk Town I am asked to speak to students as they move on in their educational lives. Whether it is at the Primary, secondary or tertiary levels I always notice one thing that is common - a sense of achievement and pride, happiness and excitement. It’s a big deal, that’s for sure. School is tough and comes with challenges. So, to stay the course and get to the point where you sit in that group of elites, saying goodbye to the old and welcoming the new - is huge.

My message to graduates is always the same - stay in school, set goals, focus, work hard, keep away from bad things. And we all know too well what the bad things are. In Orange Walk we face many of the same issues as the rest of the country - crime, drug use, alcohol abuse, gangs - and the list goes on. Just as we live with these things, our students do too. And throughout their time at school they will meet persons who try to encourage them to walk the wrong path and do the wrong things. That is the reality they face every day.

And then there’s the reality of poverty. I think things are tougher now than they have ever been in this country. Everybody is feeling it, from big businesses to the common man and woman on the streets. I know that education is often a casualty of poverty. I know, here in Orange Walk, of children who have had to drop out of school to go work in the cane-fields because that is the only way the family can make it. It’s sad but true.

The truth is that I worry about the future of our graduates, although I don’t usually say it when I speak to them. I tell them to work hard, stay in school and strive for success.

But after they finish sixth form, or University, what is out here for them? There will always be those whose families can afford

to send them to study abroad.

Some will get scholarships to further their education. But the majority will be ready to work, armed with their Associate’s or Bachelor’s degrees. And many of them will have great difficulty finding work. Unemployment is real in Belize. The so-called official statistics may not show it. There are roads being built and people are engaged in menial jobs. But do we expect our proud graduates with their Bachelor’s Degree in business or science to go mix cement?

The truth is that even big companies are being forced to downsize because of the economy and the public service is at capacity. Good jobs are scarce, and our graduates need to work. What is the sense of encouraging them all their lives to stay in school, to reach for the stars, and then there is nothing out here for them when they reach out?

This is a problem that a new government will have to deal with as a priority. As I walked the streets recently, job creation was always a part of the discussion. Our people need meaningful employment. They need opportunities to realize their potential. And it will be the responsibility of the new PUP government to provide those opportunities.

I take the opportunity, as I close, to encourage those businesses in Orange Walk which can do so - please provide some form of summer employment to students. It will keep them busy in constructive ways while teaching them the value of work. It will also assist them greatly financially when they return to school after the summer.

I know how tough it is. But I also know that the corporate entities in Orange Walk are always ready to reach out for a good cause which will benefit the community we all love. Let’s join together to make this Summer a good and productive one.

THE BELIZE TIMES GILROY USHER, SR. AND NGO ASSIST WITH PROPER HOUSING IN PORT LOYOLA

By Gilroy Usher, Sr. Today I am proud and happy to report that Miss Dorla Smith, who was suffering in a very terrible housing situation at #16 Sanker St. in Belize City, was filled with tears of joy on Thursday when an NGO gave her the keys for a new house. Miss Smith is a senior citizen who is single, unemployed and cannot see well.

The building of a new house for the family only became possible after I personally took Miss Dorla to the NGO’s office several times, dealt with matters at the Lands Dept and an attorney’s office and secured fill for the location in addition to other mandatory prepa-

ratory work.

Although the last hurricane that hit Belize City made Miss Dorla’s housing situation ten times worse, her yearly pleas to the UDP government, specifically to “Boots”

Martinez, her Area Rep in Port Loyola and NEMO Belize City for housing assistance were always denied because she is a known PUP supporter - most shameful victimization.

That’s despite the fact that Miss Dorla Smith’s terrible housing situation was featured on social media, in some of the local newspapers and on Love TV as well as Channel 5 and Channel 7 News.

I therefore join Miss Dorla and her family in saying many thanks to the NGO

17 which built a new house for her after I spearheaded all the preparatory work done for the deserving senior citizen.

Residents of the Port Loyola division can rest assured that with PUP Leader John Briceño as the next Prime Minister of Belize and myself as the new Area Representative for Port, the needs of the Belizean people for proper low income housing will be addressed with two and three bedroom concrete structures.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean.

These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize.

The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day.

This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth.

SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive.

THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education.

FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all.

FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder.

If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

St. Catherine Academy, a Catholic all-girls high school sponsored by the Sisters of Mercy is seeking a qualified and dedicated professional to join its dynamic team of Administrators.

Duties:

1. The successful applicants will be familiar with and committed to the mission of St. Catherine Academy and the values of Mercy Secondary Education.

2. Assist in the efficient and collegial administration of the school’s operations in achieving the overall goals and objectives of Saint Catherine Academy as a Mercy School of Excellence.

3. Provide pro-active educational leadership and vision in collaboration with the traditions of the Sisters of Mercy, the Board of Governors, the Principal and other vested stakeholders.

4. Supervise, evaluate and provide constructive feedback/coaching to the teaching faculty.

5. Work with Students and parents in achieving the academic goals of the school community.

6. Organize and Initiate activities related to this post.

7. Participate fully in extracurricular activities sponsored by the school and other educational affiliates.

MEDIA REPRESENTATIVE/LIAISON The PUP is in need of an individual who possesses the skills, experience and political acumen needed to advance the Party’s work via the Belize Times, Vibes Media, Social Media and other forms of communication. The Media Liaison will be responsible to: • • • • • • •

Minimum Qualifications: Bachelor Degree in Education with at least five years teaching experience and must possess a full teaching license.

Administrative experience and a Master Degree in Educational Leadership would be an asset.

Produce the Belize Times on a weekly basis; Edit the content in the Belize Times ensuring that the paper is correct for errors in spelling, punctuation, and grammar; Rewrite copy to make it easier for people to understand; Verify facts, using standard reference sources; Evaluate submissions from writers to decide what to publish; Work with writers to help their ideas and stories succeed; Participate in the Editorial Board meetings on a weekly basis and develop story and content ideas while with a political slant and in accordance with the Editorial Board Policy Approve final versions of articles produced by all writers; Attend and provide briefing notes for all Government Press Conferences; Produce daily Breaking News segment via True Blue; Work closely with personnel from the Whip Morning Show to ensure that the Party’s messaging is kept focused at all times; Provide support for the Rapid Response Team ensuring the timely and effective dissemination of press releases; Assist the Editorial Board in the transition to include digital media/marketing/ advertising Other related services associated with this position
