WE WIN! Belize City, Thursday July 25, 2019 The Village Council Elections 2019 (VCE) are almost over and just when you thought there was going to be only one referendum this year there was another. The summer referendum of the VCEs didn’t include any unscientific spike from the city. This VCE was a fight for the heart and soul of the nation. This VCE was a clear mandate given to the United Democratic Party to call General Elections now. This VCE was a crystal clear sign that the People’s United Party has risen Phoenix-like and is ready to instil it’s new vision along with its already elected youthful committees dotted all over the Blue Jewel.

Ramon Cervantes essentially trounced Gapi Vega who was seen running for his political life. What he doesn’t realize is that he doesn’t have one for many months now. We just pay him to do nothing.

Kevin Bernard won everywhere he lead slates. Incumbent minister of state Elodio Aragon could only muster a win in uncontested Tower Hill. Kevin is going up Independence Hill; even Aragon can imagine it. Hon. Abi Mai is a standalone story, 9 villages won, perfect.

Corozal is ready to pick up steam with a big win in Sarteneja. It is just a matter of time.

The South was solid with the leadership of Mike Espat whose nemesis seemed to have been worrying about paying not paying taxes at his Marine Bio UB lease. Requena and slates quietly finished strong and he like most of Belize was saturated with candidates. Ev-

RED HYDRA

here is a story in the chronicles of modern Belizean urban legends of a clueless Red Devil who was cursed to fight a monster with a rusty machete. The Red Devil vowed that he would cut off the ugly head of corruption. No doubt the emaciated Red Devil, in his infirmity and incapacity, did not realize that whenever his failing vision and memory allowed him to swing his rusty machete the Red Corruption Hydra sprang two more heads. So the Red Devil was condemned to swing his rusty blade for all eternity never to be rid of the

Red Hydra.

The Red Devil has tried for all intents and purposes to impose a gag order on Belizeans in several regards to the FTC documents recently filed. There is however, more than meets the eye at Sanctuary Bay. According to Independent Owners of Sanctuary Belize (ISOB) “money going into what appeared to be SRWR and Eco Futures accounts, only to find out that it was going in as DBA’s (doing business as) in GPA accounts.” These were allegations for which ISOB was successfully sued in court for libel and defamation. For clarity SRWR refers to Sittee River Wildlife Reserve and GPA refers to Global Property Alliance Inc. Of particular interest is that John Usher has been chairman of the Board at both SRWR and Eco Futures. He was also Chairman and Director of Belize Lakeview Properties Limited a company formed by notable law firm Barrow and Williams. This company received 400,000 common shares valued at $200,000 from Northern Spirit Companies back in 2010 in compensation for assistance in the procurement of contracts for petroleum exploration in the Orange Walk and Cayo Districts. Just like normal Belizeans everywhere we wondered why his name keeps popping up. We all wonder how he was able to finesse land deals and exploration contracts and even tax concessions.

A little digging into the genealogical lines of John Usher shows that his mother is the first cousin of the mother of one Margarito Gapi Vega. True to Vega’s modus operandi it all stays in the family. After all his other family member Imer Hernandez also enjoys perks. Everything seemed to be working out so well that in the summer of 2014 the Perrera-Vega clan held their family reunion at…you guessed it Sanctuary Bay. One big happy family celebrating their successes.

It seems that indeed there is some truth to the fables. No sooner than we uncover one gross act of corruption, two more seem to come to light. Just this week, Andre Vega was ordered to pay back the hundreds of thousands of dollars that his father, illegally gave him. Now at last we discover how deep the rot and nepotism are imbedded in this latest scandal at Sanctuary Bay. The PM tries very hard to shield himself and his reputation, he attempts to deflect any responsibility for this latest catastrophe. The truth is PM, this happened on your watch. The ultimate responsibility is yours and yours alone. These are not isolated instances to be labeled blunders.

These cases appear organized and orchestrated to rob the people of Belize and illicitly enrich only a chosen few. In the best of scenarios sir, you are guilty of gross negligence and you should resign because you are not fit to lead. Resign PM! For the Love of Belize, Resign Now!

ay una historia en las crónicas de las leyendas urbanas y modernas de Belice de un despistado Diablo Rojo que fue maldecido para luchar contra un monstruo con un machete oxidado. El Diablo Rojo juró que cortaría la fea cabeza de la corrupción. Sin duda, el demacrado Diablo Rojo, en su enfermedad e incapacidad, no se dio cuenta de que cada vez que su visión y memoria deficientes le permitían blandir su machete oxidado al Hidra de Corrupción Roja le crecían dos cabezas más. Así que el Diablo Rojo fue condenado a blandir su hoja oxidada por toda la eternidad para nunca ser librado de la Hidra Roja.

El Diablo Rojo ha intentado de imponer a todos los efectos una orden de mordaza a los beliceños en varios aspectos con relación a los documentos de la Comisión Federal de Comercio (FTC, en inglés) presentados recientemente. Sin embargo, hay más de lo que se ve en Sanctuary Bay. Según Independent Owners of Sanctuary Belize (Propietarios Independientes de Sanctuary Belice, ISOB por siglas en inglés) “dinero entrando en lo que parecían ser cuentas de SRWR y Eco Futures, sólo para descubrir que iba como DBA (haciendo negocios como, sigas en inglés) en las cuentas de GPA”. Se trata de alegaciones por las que la ISOB fue demandada con éxito en los tribunales por calumnia y difamación por SRWR, GPA y Eco Futures. Para mayor claridad, SRWR (por sus siglas en inglés) se refiere a la Reserva de Vida Silvestre del Río Sittee y GPA (por sus siglas en inglés) se refiere a Global Property Alliance Inc. De particular interés es que John Usher ha sido presidente de la Junta en SRWR y Eco Futures. También fue presidente y director de Belize Lakeview Properties Limited, una compañía formada por el notable bufete de abogados Barrow y Williams. Esta empresa recibió 400.000 acciones comunes valoradas en $200,000 de Northern Spirit Companies en 2010 en compensación por asistencia en la adquisición de contratos para la exploración petrolera en los distritos de Orange Walk y Cayo. Parece que, de hecho, hay algo de verdad en las fábulas. Tan pronto como denunciamos un acto grave de corrupción, dos más parecen salir a la luz. Esta misma semana Andre Vega recibió la orden de devolver los cientos de miles de dólares que su padre le dio ilegalmente. Ahora por fin descubrimos cuán profundo la podredumbre y el nepotismo están incrustados en este último escándalo en Sanctuary Bay. El Primer Ministro (PM) se esfuerza mucho por protegerse a sí mismo y a su reputación, intenta desviar cualquier responsabilidad por esta última catástrofe. La verdad es PM, esto sucedió en su guardia. La responsabilidad última es suya y solo suya. No se trata de instancias aisladas que se etiquetarán como errores. Estos casos parecen organizados y orquestados para robar al pueblo de Belice y enriquecer ilícitamente sólo a unos pocos elegidos. En el mejor de los escenarios, señor, usted es culpable de negligencia grave y debe renunciar porque no está en condiciones de liderar. ¡Renuncie primer ministro! ¡Por el amor a Belice, renuncie ahora!

SBE = ECO FUTURES Belize City, July 25, 2019 The most recent and most damning outbreak of the Sanctuary Saga episodes has PM Barrow entangled in the mire of his own bamboozling trying to explain to Jules public the complexity of Eco Futures not being synonymous to Sanctuary Bay. The PM confesses that “yes” there was a BELTRAIDE recommendation for an application for a Fiscal Incentive under the regular program. Without respecting his full stop punctuation, he says “but Eco Futures is NOT Sanctuary Bay Estates.”

The total value of the items was close to 158 million dollars at a loss of $15 Million Dollars to Belize. In another of many viral videos, Mike Singh is seen to be a pitch man at a Sanctuary Bay opening of some waterways.

Interestingly enough, he, Singh, was the chair at BELTRAIDE in 2011.

The PM is hell-bent in making it clear that Eco Futures was not Sanctuary Bay Enterprises and

that he didn’t meet with any Pukke nor Baker. The three Belizeans in the document should make this concession legit, or so was the PM’s spin.

Let us take a moment to blare to Belizeans this, “How many of you would like a tax write-off just about NOW?” “Do you think you would get it?” What makes these three Belizeans not Normal?

One of these three Belizeans given the Eco Futures tax concession is a prominent defendant along with Pukke and AIBL in the civil case of civil cases in Maryland(The largest international real estate scam in Federal Trade Commission history).

Would it then be alright? Is it alright since publicly, as per the news conference aired to the entire internet, the PM called this defendant who he claims to be unfamiliar with, “Johnnie?”

Johnnie feels comfortable to shout from the back of a crowded room to the PM. This rings with all the familiarity in the world.

Johnnie’s guilt or not in this entire conundrum is probably a private matter but when called out by the Prime Minister it is impossible to let him go in peace.

The Johnnie utterance happened in the infamous Sanctuary Bay FTC PM press conference whose content was gagged by the PM. Belizeans were supposed to take Men in Black’s Neuralyzer and simply forget all the press conference.

News flash PM, check out the VCE results: The People’s United Party, with only the might

of truth, won almost 100 Villages. More alarming for you PM is that generally you ‘won’ mostly uncontested villages. Advice: Pick up the phone and call the Statistical Institute of Belize, they should be monitoring the

VCE to check your popularity levels. They would find that even Trump is more popular than you. For God’s sake book a one way trip to the The Ellysian, Belizeans need the space to fix all the wrongs, Sanctuary Bay, Crime, Health System, Passports, et al.

Celebrating the Centenary of the Ex-servicemen Riots 22 July 2019

Hi everybody, on this day, 22nd July one hundred years ago, we saw the beginning of the Nationalist Movement here in Belize.

The events of the July 22 riots called the ex-servicemen riots was a historic milestone and one we should never forget. See, during World War I which started in 1914, more than 500 Belizeans were recruited by the British to go to war, and dutifully our men went. Of course, our loyal British Honduran Volunteers would later be sent to the Middle East and would find out that because they were not white, they were not allowed to kill Europeans. To make matters worse, the men they were supposed to be fighting for called them “niggers” and told them they could not sing British fighting songs.

After suffering all this humiliation, they returned home only to find out that their salaries had not arrived. So, the men, led by Sergeant Hubert Vernon, who by then had had enough, took to the streets, only this time they were not alone. Side by side with our soldiers were the women who joined in and before you knew, over 3,000 nationalists were smashing the glass panes on Brodies and the businesses in Belize Town. The local police and residents of Belize Town decided they would stand with our soldiers, so much so, that the British Governor was forced to send for troops which included a British war ship named the HMS Constance.

The success of the 1919 riots is one of the greatest examples of how our people, in times of need, have stood strong together and stood up for what is right. The Ex-servicemen riots were more than just about racism and about the men who were not getting paid, the historians tell us it was also about poverty and the rising cost of living.

We should celebrate this centennial with great pride. Let us all be grateful to our national heroes by remembering their names and how they decided to stand up for Belize. Remember Clifford Betson and Hubert Vernon and let us remember our formidable women, who have always been on the front lines of these events. There are other heroes too, like Samuel Haynes, Herbert Cain and Luke Kemp who were actively involved in the formation of a Universal Negro Improvement Association influenced by the great Marcos Garvey. What an effect Garvey had on it all, for his words, which were being distributed in the local newspaper, was what inspired and motivated people in then Belize Town to believe in themselves.

As we celebrate the Centennial of the Ex-Servicemen’s riot, let us remember who we are, a people who when pushed to the brink will resist. A people, when faced with hardships, will persevere, and when tested will stand up.

One hundred years after the seeds were planted for our Nationalist Movement, we must reflect on some of the modern-day problems that plague us like obscene government corruption, crippling poverty, out of control crime and violence and a government that needs to be put in check.

Our time is fast approaching, when like the angry protesters in 1919, we will need to take back our country for only when we do so will we be able to fulfill their dreams to build a Belize that works for everyone.

Long may the memory of our heroes live on.

Barrow LIES The Prime Minister of Belize, the bald-head bad-back Barrow, looked like a monumental idiot and a total LIAR when documents surfaced showing that Cabinet, with Barrow there, approved over $15 MILLION in tax concessions to Sanctuary Bay. Just days before, Barrow faced the nation at a press conference and told all of us that Cabinet had never, ever discussed Sanctuary Bay at any point. He said Sanctuary Bay had never once come up at Cabinet. In fact, said Barrow, he is not even sure where Sanctuary Bay is – somewhere in Belize, he says. And then the document which proved what we have all known all along. Barrow is as big a fraud as Sanctuary Bay. And you can take that to the bank. Just not Atlantic International Bank.

True Blue The UDP is in a full-fledged panic after the people of the rural communities in Belize have rejected them week after week. Here at the Times we salute our generals and supporters who have done the work on the ground, letting this waste-a-time UDP understand that the PUP is the party of the future. We are told Alberto August, who claimed that the UDP would win all over in Village Council elections, has already met with the PM to let him know that this is not good news for the UDP. Of course, the PM doesn’t much care at this point. He has his retirement package all sewn up, and his family members have become millionaires, so as far as amassing wealth goes, he will go down in history as the most ‘successful’ Prime Minister ever. Call elections now, Mr. Barrow. The writing is on the wall.

Corned Beef This week the father of an eight year old child was sentenced to four months in prison because he stole a can of corned beef, valued at less than $5. For less than $5, this normal Belizean will be deprived of his freedom; his child deprived of a father. Andre Vega, who through his political and family connections managed to appropriate the sum of $400,000. He is not spending any time in jail. He will never spend any time in jail. And we’re willing to bet that not a penny of that money will ever materialize. Did we mention that Government is actually paying Vega rent for space in his fancy apartment near the Prime Minister on Seashore Drive? Andre Vega is not a normal Belizean, like that man who is behind bars for a tin of corned beef. But, karma is a hell of a thing and there’s plenty of karma coming for the Vegas.

Dead Duck Gaspar Vega, who is allegedly the UDP Area Representative for Orange Walk North, has not shown up to a House meeting for two years. Of course, he continues to collect big money from taxpayers, including his salary and free gas and all the perks, even though he was forced to resign in disgrace. But if Vega didn’t get the sense of how he is disgusted and scorned by the people before this, he got the sense this past weekend when he dared to show his face in Trial Farm for Village Council elections. After the people let him know what they thought about him, the man was forced to run back home, where he got the news that Trial Farm had gone full BLUE. Orange Walk has rejected Gaspar Vega, and all his millions and all the thousands of acres he managed to take for his family won’t help him when the day of reckoning comes. And you better believe that it is coming.

An APB for the ACB We are told that following a missing persons’ report being filed, the Police Department has issued an All-Points Bulletin (APB) for the Association of Concerned Belizeans (ACB). Remember them?

People like Godwin Hulse…has anybody seen Godwin lately? The last we heard he was drinking a Lighthouse at Mason’s home in Belmopan, admiring the plants, and nothing since then. And there were others, like Karim Berges and the Prime Minister’s first lady, Lois Young Barrow, and a few others who seemed all too concerned about corruption when the UDP was not in office, but who have all disappeared now that the UDP has become the most corrupt government to ever hold office in Belize. Good luck ever finding them.

But in this case, good riddance to bad rubbish.

Large portions of the mountain areas have been cut and excavated to make straight and presumably safer that portion of the highway.

No one will argue with making our highways safer, but the question is which method is justified economically given our dire realities. The Hummingbird has received much needed upgrades that are welcomed, with much less cost than what is presently occurring in the said area. Why were these less costly methods not continued in that area? Have we attained such a high level of development that we can now afford to “straighten” our mountains? Why such extravagance in spending when we have so many other needs across our country?

We all know that in Dangriga our social infrastructure has fallen apart. The Southern Regional Hospital is in need of drastic investment in both equipment and personnel. Our people are suffering from flooding in various areas due to lack of proper drainage and properly constructed streets. Our parks and playgrounds are overgrown and dilapidated. Our parents cannot pay for their children’s school fees and books and uniforms. Our teachers, police, and nurses are under stress.

There are no jobs!!

But yet millions of dollars are being spent by this government “to make us look good”. It’s like the father of a household that decides to spend on building a beautiful fence and veranda just to look good, when the children in the home are hungry and mom is under severe stress because she cannot find the

The PUP Councillors and Chairs all had to give of themselves and their families. The short-term reward is a 9-0 for the ages. These 923 votes difference is one to hoist for the Orange Walk South PUP incumbent representative whom as we all know receives little or nothing for his constituency.

Hon. Mai had predicted the demise of the UDP in the introduction of his 2019 Budget presentation. Dengue and Severe Dengue

Belize is definitely in the middle of a dengue outbreak. Being informed is definitely key in controlling this disease. The following is information from the World Health Organization.

Key facts • Dengue is a mosquito-borne viral infection.

• The infection causes flu-like illness, and occasionally develops into a potentially lethal complication called severe dengue.

• The global incidence of dengue has grown dramatically in recent decades. About half of the world’s population is now at risk.

• Dengue is found in tropical and sub-tropical climates worldwide, mostly in urban and semi-urban areas.

• Severe dengue is a leading cause of serious illness and death among children in some Asian and Latin American countries.

• There is no specific treatment for dengue/ severe dengue, but early detection and access to proper medical care lowers fatality rates below 1%.

• Dengue prevention and control depends on effective vector control measures.

Dengue is a mosquito-borne viral disease that has rapidly spread in all regions of WHO in recent years. Dengue virus is transmitted by female mosquitoes mainly of the species Aedes aegypti and, to a lesser extent, Ae. albopictus. This mosquito also transmits chikungunya, yellow fever and Zika infection. Dengue is widespread throughout the tropics, with local variations in risk influenced by rainfall, temperature and unplanned rapid urbanization.

Severe dengue was first recognized in the 1950s during dengue epidemics in the Philippines and Thailand. Today, severe dengue affects most Asian and Latin American countries and has become a leading cause of hospitalization and death among children and adults in these regions.

Dengue is caused by a virus of the Flaviviridae family and there are 4 distinct, but closely related, serotypes of the virus that cause dengue (DEN-1, DEN-2, DEN-3 and DEN-4). Recovery from infection by one provides lifelong immunity against that particular serotype. However, cross-immunity to the other serotypes after recovery is only partial and temporary. Subsequent infections (secondary infection) by other serotypes increase the risk of developing severe dengue.

Prevention and control At present, the main method to control or prevent the transmission of dengue virus is to combat vector mosquitoes through: • preventing mosquitoes from accessing egg-laying habitats by environmental management and modification; • disposing of solid waste properly and removing artificial man-made habitats; • covering, emptying and cleaning of domestic water storage containers on a weekly basis; • applying appropriate insecticides to water storage outdoor containers; • using of personal household protection measures, such as window screens, long-sleeved clothes, repellents, insecticide treated materials, coils and vaporizers (These measures have to be observed during the day both at home and place of work since the mosquito bites during the day); • improving community participation and mobilization for sustained vector control; • applying insecticides as space spraying during outbreaks as one of the emergency vector-control measures; • active monitoring and surveillance of vectors should be carried out to determine effectiveness of control interventions.

Careful clinical detection and management of dengue patients can significantly reduce mortality rates from severe dengue.

Transmission The Aedes aegypti mosquito is the primary vector of dengue. The virus is transmitted to humans through the bites of infected female mosquitoes. After virus incubation

for 4–10 days, an infected mosquito is capable of transmitting the virus for the rest of its life.

July 19, 2019 Finally, Andre Vega, the son of former U.D.P. Deputy Prime Minister and, supposedly, the Representative for the Orange Walk North Constituency, is being told the obvious. RETURN the $400,000!!!

In a ‘Get me Richer’ move, Andre Vega was compensated said amount since he had in his possession a prime piece of land by the Haulover bridge. Said land was sold by government to another party for 2.5K then this was passed to Vega for $15K. It was then that the real owner of the land cried foul. By then the land was deemed extremely valuable for its proximity to a phantom new Haulover bridge. Two persons were then compensated $400k for their troubles in purchasing the property that had been divided into two lots. What a trouble!

Sharon Pitts, the other person compensated, entered mediation with the government but Vega went to court. Everyone in Belize can clearly see the abnormality of this transaction except Gaspar Vega and son. There is now talk of a possible appeal.

During the trial, Vega’s attorney alluded to not knowing who the Minister of Natural Resources was during the land transaction.

This is a ridiculous stance regardless of how legal it is. Perera defended himself by saying that since he was trained in law, his statement could not be understood by anyone else. The Belizean public has enough evidence and has understood enough.

Eight hundred thousand dollars was corruptibly passed from the government to Vega and Pitts and Belizeans want it back.

Why waste time with this learned lawyer who only speaks to himself?

Sunday July 21, 2019 was a day of reckoning for the Vega camp. The man who doesn’t attend House meetings was sighted and videoed at the Trial Farm Village Council elections. Not even the UDP standard bearer could stand to bear the electoral lashing at that specific village and at the other two villages contesting that same day—San Jose and San Pablo. When the dust settled, Vega headed to the EXIT with three losses on that fateful day. Word is he left Belize and destined to where he could internationally get a little of Pura Vida since in Belize castigation was all he can get.

The people of the North have spoken.

The gifting of themselves with 400k and, then, when caught, behaving as if they are entitled to those dollars, was enough for the voters of Orange Walk North. Sunday Monchi faced a general election type scenario with over 4,000 possible votes in the three villages up for grabs. The PUP slates won with style and class in another preview of Orange Walk North when the upcoming General Election comes around. The writing is all over the FB walls and now in ballot counts.

Aedes albopictus, a secondary dengue vector in Asia, has spread to North America and more than 25 countries in the European Region, largely due to the international trade in used tyres (a breeding habitat) and other goods (e.g. lucky bamboo). Ae. albopictus is highly adaptive and, therefore, can survive in cooler temperate regions of Europe. Its spread is due to its tolerance to temperatures below freezing, hibernation, and ability to shelter in microhabitats.

Characteristics Dengue fever is a severe, flulike illness that affects infants, young children and adults, but sel-

dom causes death.

Dengue should be suspected when a high fever (40°C/104°F) is accompanied by 2 of the following symptoms: severe headache, pain behind the eyes, muscle and joint pains, nausea, vomiting, swollen glands or rash. Symptoms usually last for 2–7 days, after an incubation period of 4–10 days after the bite from an infected mosquito.

Severe dengue is a potentially deadly complication due to plasma leaking, fluid accumulation, respiratory distress, severe bleeding, or organ impairment. Warning signs occur 3–7 days after the first symptoms in conjunction with a decrease in temperature (below

2019 38°C/100°F) and include: severe abdominal pain, persistent vomiting, rapid breathing, bleeding gums, fatigue, restlessness and blood in vomit. The next 24–48 hours of the critical stage can be lethal; proper medical care is needed to avoid complications and risk of death.

Treatment There is no specific treatment for dengue fever.

For severe dengue, medical care by physicians and nurses experienced with the effects and progression of the disease can save lives – decreasing mortality rates from more than 20% to less than 1%. Maintenance of the patient’s body fluid volume is critical to severe dengue care.

The Sanctuary Bay Scandal

By Gilroy Usher, Sr. The Federal Trade Commission (FTC) of the United States has involved the government of Belize, the now defunct Atlantic International Bank (AIBL), a sitting UDP Senator , and the Prime Minister’s law firm in the $100 US million Sanctuary Belize scam, which is the largest international development fraud it has ever uncovered.

In the scam over 1000 mainly American investors paid $50,000.00 to $500,000.00 outright or in down payments for lots at Sanctuary Bay which was described as the ideal retirement place with luxurious homes, hospital staff with American doctors, a new international airport with direct flights to the United States as well as a pool, bar, restaurant, championship golf course, and casino in addition to other amenities. Investors were assured that because of those amenities property value would double or even triple in two to three years, and it would be easy for buyers to sell their lots. Too good to be true.

The mastermind of the scam was American Andres Pukke— the FTC describes him as a serial scammer. In 2010, Pukke was sentenced to 18 months in prison in California for cheating debtors of millions of dollars with, Ameridebt, a credit counseling company. As a result of that conviction Pukke was forced to return over $7 million to consumers that he had as concealed assets.

In perpetuating the scam in Belize, Sanctuary Bay was operated under many different names such as Buy Belize, EcoFutures Belize, Sanctuary Bay, Sanctuary Bay Belize (SBB), The Reserve, the Marina at the Reserve, and Sittee River Wildlife Reserve, which all referred to the same development.

Sanctuary Belize gained further confidence with foreign investors on November 12, 2012 when in a video for Sanctuary Belize on YouTube, then C.E.O. in the Ministry of Trade and Investment Mike Singh in the company of Luke Chadwick a key player in both Sanctuary Bay Belize and ATLIB assured investors that the development had the full support of the government.

With support of key players at AIBL, the scammers got investors to believe that everything

was being done above board with a credible financial institution. As millions of dollars poured into the bank for investment in Sanctuary Bay or one its many other names, the master minders of the scam withdrew most of the funds.

Those ill-gotten gains were then distributed among the facilitators of the scam in Belize and abroad on a regular basis.

When Glenford Ysaguirre, then Governor of the Central Bank, warned the then head of the Financial Intelligence Unit (FIU) in a letter that fraud and money laundering were taking place with Sanctuary Bay Belize, the head of the FIU totally ignored the warning of major financial and criminal offences with SBB; her successor did likewise. All incredible but true. See nothing, hear nothing, do nothing to endanger the feast. Big time corruption.

The scammers also sold their development as legitimate by making investors aware that they were represented by a prestigious law firm near Bird’s Isle and that partners in the firm had purchased lots at SBB. The FTC only uncovered the huge real estate scam after it received complaints from investors that they were not receiving promised yearly returns on their investments, they were being prevented from visiting SBB to view their properties, for seemingly very questionably reasons.

The government has tried to prevent major loss of credibility from the huge scandal by threatening libel suits against any media house that repeats specific allegations made by the FTC against Ministers or the P.M.’s law firm.

Because of greed for easy and fast cash, several of the three-term boys in Belmopan, numerous politically connected persons in the private sector, and American con artists all colluded and served the nation Sanctuary Bay. Those players are all richer today. The blame game is now in full swing. The Belizean people are the big losers all around.

When elephants fights only the grass get trampled. We in Port Loyola and the Southside in general continue to live the hard life. Let us follow the example of the people in the villages; they have spoken and it will soon be our turn. Vote PUP!

THINK ABOUT IT PEOPLE COME FIRST People are more important than most other things in a society. You would think this is so elementary that everyone understands it. Everyone except the UDP government.

An awful lot of monies are spent on things in Belize while not nearly enough is invested in our people. The Barrow government has spent millions upon millions on roads, streets, buildings, bridges, stadium and every conceivable infrastructure. A lot of these very expensive projects are done to facilitate greed and corruption.

It is greed and corruption that is causing a lot of the poverty and crime which is destroying our country.

Barrow loves to spend the people’s monies on projects. Because projects can easily be seen and he can boast on these visible things.

Spending monies on people is not visible. Sending more young people to college and sixth form is not upfront visible. Training persons in skills which will give them jobs or make them able to create their own jobs is a long term investment. Putting in a road or some streets takes place in front of our eyes.

So it is really important what Honourable Cordel Hyde said at last week’s press conference, Dean Barrow’s priority is misplaced. He is wasting and squandering millions on projects and not investing in people.

Thanks Cordel. This important fact must now shape the narrative from the PUP. It will make a huge difference in the policy and vision of the next government. It will impact the crime situation, the jobs situation, the education situation and quality of health care.

The failed UDP government is wasting much needed monies on projects.

The new PUP government will spend on people and far less on projects.

People come first.

REPORTER NEWSPAPER The Reporter newspaper, like Love FM is UDP. They are blinded by loyalty to party politics. While the country is visibly getting worse on all fronts, they paper over this and stick to party loyalty.

Damn the country, it’s UDP no matter what.

So it was a little touching when the Reporter in last week Friday’s editorial took a cursory glance at the Sanctuary Bay mega scandal. Unable to blame or criticize the Prime Minister, the Reporter blamed the Central Bank for failure to do its job.

Joy Grant, the Governor of Central Bank, under whose watch three credit unions collapsed and swindlers milked millions from the “massive fraud” and “money laundering” of Sanctuary Bay must resign.

Joy Grant must resign. And be thankful she won’t be investigated and be disgraced.

She won’t be investigated because she is protected by the king of the cronies, Prime Minister Dean Barrow.

UGLY SORE On Monday 15th July, 2019, the Supreme Court found two police officers guilty of manslaughter. They are to be sentenced to prison in August.

This is a tragic blow to the Police department. A young Mayan, eighteen years of age Hilberto Sotz was picked up and taken to the Caye Caulker Police Station on suspicion of burglary. He was in Belmopan at the time of the burglary. The Police did not want to investigate. They wanted to beat a confession out of him.

So right there in the Police Station, with prisoners in the cell and other police in the station, the two cops took Sotz in a room and beat him cruelly. They took an electric device and shocked him over his body. His screams from the pain meant nothing to them or the other police and a CIB in the Station, who should all have been charged as accomplices in the murder.

The young man died right there in the station. The two cops hurriedly rushed him back to his cell. Then pretending he developed breathing problems in his cell, they rushed him to the island’s clinic. Arriving at the clinic the doctor said, that guy is dead.

When news got out, residents of Caye Caulker were outraged. They rioted. Hey! That’s bad for tourism do something. Quickly the two cops were charged for murder. Unlike the dozens and scores of young poor black youths rotting in jail on murder charges for years, then they are released come trial day for insufficient evidence, the two cops get their murder reduced to manslaughter and get out of jail on bail.

But God is not asleep. The two cops had to go to trial and a jury listened to their lies and even visited the scene of the crime at the Station.

Their verdict, Guilty.

This is a major occurrence in our young democracy.

There should be no place for brutal criminals who rob, rape and kill our people. None!

There must also be no place for brutal cops who break the law.

There was silence from the Minister of the Police. Silence from the Prime Minister. Silence from the Chief Executive Officer, a former military man.

No one has apologized to the grieving family of Sotz.

Sanctuary Bay people can get compensation. Vegas’ family get big compensation. Nestor Vasquez family will get big compensation. But the poor grieving Maya family will get nothing.

JUSTICE FOR ALLYSON MAJOR Last week Tuesday evening a police patrol was following a pickup on Regent Street in Belize City. A Corporal leaned out the passenger window and fired several shots. One caught the driver of the pick-up in his head. He later died.

On Monday night 22nd July, 2019, the family held a vigil at Battlefield Park for their loved one -Allyson Major, 36 years of age. He was a husband, a father and a teacher. Dead and gone, senselessly.

Hundreds of citizens attended the vigil. Many eloquent speakers paid tribute.

We extend our deepest condolences for his family and call for justice for Allyson Major.

COMMENDABLE Thanks to Ya Ya and Yasser, representing the UBAD Educational Foundation and Image Factory respectively, a small group of citizens protested and demonstrated in the streets of Belize City to mark the 100th Anniversary of Rebellion by Belize soldiers on 22nd and 23rd July, 1919.

The protestors also called public attention to the despicable intention of the Tourist Board and government in trying to rename a downtown area Paslow Plaza. Thomas Paslow was an abhorrent racist and slave master in Belize who was convicted of mutilating some of his slaves.

How dare the government even think of such a disrespectful idea?

The last time Thomas Paslow name was on the public building, the building burnt down in September 2003, sixteen years ago.

James Baldwin wrote a book – “The Fire Next time”, where the words are taken from a slave song -God gave Noah the rainbow sign, no more water, the fire next time.

THE END OF SLAVERY On the 1st of August 1838, slavery legally came to an end in Belize, as it did in all English speaking colonies.

The end of slavery used to be a relatively big occasion each year in Belize.

But creoles who are the great grandchildren of slaves, have been so slaverytized and colonized that such an event has no meaning to them.

No meaning whatsoever.

“A people without their history is like a tree without roots”.

CANDIDO ELOY AVILA

CELEBRATING HIS LIFE, AND MOURNING THE PASSING OF CANDIDO ELOY AVILA achieved greatness, and earned every bit of it through his sincere gentle soul and his overall love for people. When around him, there was always humor in the air and laughter in the hall.

When speaking about people, we often ask ourselves, and we ask others, what is that person really like?

What makes that person tick? In Eloy’s case, it can simply and easily be summed up—Candido Eloy Avila was a people’s person. He was a community-minded man. The following synopsis of his life’s history will prove me right!

Candido Eloy Avila, third child of Mrs. Placida and Mr. Faustino Avila was born on the 1st of December 1940 here in Orange Walk Town. He was brother to 12 other siblings.

It’s somewhat difficult for me to find the right words to properly articulate the honor to have been asked by the Avila family to write and to deliver this Eulogy dedicated to Eloy.

Therefore I will simply say- I am honored!

I am not sure whether you know how difficult it is to say goodbye to anyone at any time. But allow me to confess here and now, it is not easy to do. In fact it is extremely hard, especially knowing it is the last goodbye to a dear friend with whom I shared many moments of laughter and joy. I accept the privilege. I accept it wholeheartedly.

Welcome, Mrs. Avila- Delma.

Welcome to all of his children; his siblings, his family in general, his friends.

Welcome one and all. Together, let us celebrate his life. Together let us celebrate and fast track his life’s history.

Did you know that he was a history teacher?

Together let us relive his happy moments, his joys, his achievements, his humor, his humility and friendliness. Indeed, let us celebrate his life quietly and calmly in our minds memories.

The very famous English, Playwright, William Shakespeare wrote in one of his plays, I believe it was Twelfth Night, and I quote “Be not afraid of greatness, some are born great, some achieve greatness and some have greatness, trust upon them.”

In my mind, and in the minds and hearts of all the very many people with whom Eloy came in contact during the 78 years he was with us, Eloy achieved greatness!!

The very many students he taught will vouch for that—they all loved him. The many cane cutters and cane workers will vouch for that—they all respected him. His Lion’s Club brothers will tell you that—they ail admired him. The many footballers and youths he mingled with will gladly express that—they all looked up to him. Eloy

He started his teaching profession in August Pine Ridge, then Holy Redeemer, on to St. John’s College Extension, teaching at nights, where he met Delma and got married on June 8, 1963 and lasting 56 years. Together they had 6 children, Eloy Jr., Jaime, John, Delma Patricia, Rafael and Isela. He also had another daughter, Carmela.

With the advent of a new sugar factory being built in Orange Walk in the mid-sixties by Tate and Lyle, Eloy worked in the cultivation of cane as an overseer. And when B.S.I. decided to divest its cane cultivation, he along with the late Ricardo Carballo, the late Billy Gill, Miguel Urbina and Jaime Alonzo and Pas Ellis and Digin Gonzalez formed NAPS (A local sugar cane producing company) incorporated by displaced overseers.

When NAPS broke up Eloy and his father who was already in the cane business joined forces becoming large RELEASE cane MEDIA farmers with substantial cane delivery licenses.

Eloy eventually divested his cane business and worked for a number of years for New River Enterprises Ltd. before returning once again to the classrooms as a History Teacher at Muffles College where he became vice-principal and where he became instrumental in the birth of Muffles Junior College. He taught night classes at Muffles Junior College. The “Avila House” was named in his honor and is located on the present-day campus. He retired as teacher at Muffles and remained very close to his family whom he loved so dearly.

As I indicated earlier, what made Eloy “tick” was his love for people and community development and of course football.

He was a founding member of the Orange Walk Lion’s Club becoming president at one time and sponsored the formation of the San Estevan’s Lion’s Club.

For many years, first as a good footballer, then, in his later years as chairman of the Orange Walk Football Association, he displayed a real Continued on page 22

Most UDP politicians are so far removed from the regular people they represent that they do not understand the level of struggles we pass through. This is why they can say that “they are not normal”, that is why they can say that “the economy has never been better”, and that is why they can say that “crime is down”. They are so far removed from regular life, the “peasants” lives, that they just cannot relate. They feel entitled to thousands of acres of land; they live in luxury so they think the economy is good. They are never

subjected to the crime and violence that we the “peasants” endure, so they tell us with a straight face that crime is down. They actually believe it!

The reality is that people are in survival mode. Crime is ever present! Regular people cannot get a simple house lot.

This is the truth. The people are simmering and the quiet before the storm is here. The PUP can do better.

We have to do better. Belize cannot continue the way we are going.

Finally, I want to express our sincere condolences to the family of Mr. Porfirio Nino. He sold bananas to my father for many years; I

helped unload his truck many times. He embodied hard work, and hard work is something our family identifies with. This is a huge loss to our community.

July 24, 2019 Since this past Monday, the trial of the five men accused of the murder of Pastor Llewelyn Lucas which occurred back in July 2016 continued in the Supreme Court in Belize City.

The reason given for the move of venue from Belmopan to Belize City was to allow some of the witnesses to testify via skype. The five accused men are William “Danny” Mason, Ashton Vanegas, Keron Fernandez, Terrence Fernandez, and Ernest Castillo.

On Monday Director of Prosecution (DPP) Cheryl-Lynn Vidal called a scenes of crime technician who has been collecting samples and evidence since the case broke in 2016.

He spent hours testifying and even unsealed some evidence before the court.

On Tuesday, the case continued in Belize City whereby a Federal Bureau Investigator (FBI) expert on blood and DNA was questioned during the trial via skype. The FBI expert said DNA from Lucas’ blood was found on clothing worn by brothers, Keiron and Terrence Fernandez, and Ernest Castillo.

On day 3 the trial was moved back to Belmopan where the FBI expert was questioned for a second day via skype for cross-examination. Belize Times was reliably informed that the reason for moving it back to Belmopan is because the internet was giving trouble in the Belize City Supreme Court.

Also, an additional three more witnesses were called to the stand. They were two forensic analysts and a witness. As we go to print day four of the proceedings were in session where the main focus continued on the forensics. We will continue in next week’s edition. This trial is particularly sensational due to ‘Danny Mason’ very public befriending of Ministers of government. Quotes are placed beside his name because no one really knows his name. Credit Master Systems Complaint Information System Credit Master Systems (CMS) is a collection agency that was established in 1993 by Maurice Underwood to collect bad debts for its sister companies Quick Cash Card Ltd and JL’s Quick Loan Ltd. CMS then expanded its services to the private sector businesses (such as financial institutions and the Government of Belize) providing bad debt collection, accounts receivables and complaint information.

Over the years, CMS has been gathering and storing the information in the Complaint Information System. The Complaint Information System is an essential partner in the economic growth and development of Belize. The primary objective of this system is to help both businesses and consumers to make better decisions, move goods and services, create more jobs and encourage consumers to pay their debts.

The system keeps track of complaints that have been lodged by the private and public sector against consumers and the amount of complaints that have been settled. This information is then compiled and put into a formula that assist businesses and consumers in making more informed decisions by checking on a consumers’ Complaint Score (C-Score) prior to extending goods and services which includes credit, employment, renting, leasing, relationships or any agreement where a person’s integrity is in “question”.

Since 2009, CMS has developed an online link (www.creditmastersystems. com) where businesses can get a consumer’s C-Score. With new technology, CMS has now partnered with Speednet and developed an app (CMS Info-Net) for cell phone. CMS will be launching this app on July 31, 2019 at a press conference to be held at JL’s Quick Loan, #11 Douglas Jones Street, Belize City, at 10:00 am.

GOVERNMENT OF BELIZE SECOND ROAD SAFETY PROJECT RE-ADVERTISEMENT CONSULTANCY SERVICES FOR ROAD SAFETY CONSULTANCY REQUEST FOR EXPRESSIONS OF INTEREST The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) towards the cost of a Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.

Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Ministry of Economic Development and Petroleum (MEDP), the Executing Agency, now wishes to procure consultancy services for Road Safety Consultancy.

The objective of the consultancy is to strengthen, develop and consolidate the capacity of the Road Safety Unit (RSU) and other participating agencies to effectively manage road safety in the country. The duration of the assignment is expected to be for a period of forty-eight (48) months, periodically.

Ministry of Economic Development and Petroleum (MEDP) now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Consultants shall be eligible to participate if: (a) (b) (c)

the persons are citizens or bona fide residents of an eligible country; and in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country. permanent staff or associates of a consulting firm may be available as individual consultants. In such cases, the conflict of interest provisions described in CDB’S Guidelines shall apply to the parent firm.

Eligible countries are member countries of CDB. The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. All information must be submitted in English. Further information may be obtained from the first address below between 0900 and 1600 hours Monday to Friday.

Three hard copies of the Expressions of Interest must be received at the first address below no later than 1630 hours on Friday, July 26, 2019 and an electronic copy must be sent simultaneously to CDB at the second address below. The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy Services for Road Safety Consultancy” Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. . GOB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.

TERMS OF REFERENCE ROAD SAFETY CONSULTANCY SERVICES 1. BACKGROUND 1.01 The Board of Directors (BOD) of CDB at its Two Hundred and Fifty-First Meeting held on May 21, 2012, considered Paper BD 44/12 and approved a loan to GOBZ to assist in financing a Road Safety Project. The expected outcome of the Project was a reduction in deaths and serious injuries associated with RTAs along a Demonstration Corridor on the George Price Highway between Belize City and Belmopan. The investments included activities to support improving: the safety of road infrastructure along the Corridor; road user awareness of safety; driver behaviour and adherence to traffic laws; post-crash care; and the capacity of GOBZ to manage road safety. The Project was completed in September 2018, and infrastructure, enforcement, and public awareness efforts implemented have contributed to significant improvements to safety on the Corridor. Fatalities on the demonstration corridor moved from 33 deaths in 2009 to a 5-year average of 9 between 2013-2017.

1.02 GOBZ now wishes to replicate this approach to improve road safety along the Philip S. W. Goldson (PSWG) Highway between Belize City and the border with Mexico. The PSWG Highway is one of Belize’s most important and serves as the main trade route to and from Mexico. A 2011 safety assessment of the road network determined that it was predominately 1-2 stars for all users (with 3 being the minimum acceptable standard), it is now considered to have the poorest safety record in the entire network.

1.03 Road Traffic Injuries have significant negative impacts on Belize, at all levels, as they place significant emotional, psychological and financial burden on families of accident victims, elevate the number of healthy life-years lost, loss if productivity and income for victims and their care takers and contribute to the overall mortality and morbidity levels in the country. Road death and injury are not inevitable. Road trauma is a preventable public health challenge. Road systems can be developed that reduce the likelihood of a crash occurring and minimize the severity, if a crash does occur. This can be achieved with road users understanding the risks they impose on themselves and other road users, safe vehicles and safe roads, together with appropriate enforcement.

2. OBJECTIVE 2.01 The objectives of the assignment is to strengthen, develop and consolidate the capacity of the Road Safety Unit (RSU) and other participating agencies to effectively manage road safety in the country.

3.

SCOPE OF SERVICES

3.01 The Consultant shall report to, and coordinate activities with other participating agencies through the Project Manager (PM), RSU. The scope of services shall include, but not be limited to the following activities: a. Assist the Operational Steering Committee (OSC) and provide inputs to inform and guide their decision-making; b. Assist the National Road Safety Committee (NRSC) and provide inputs to inform and guide their decision-making; c. Assist NRSC, OSC and PM, RSU, to review the validity of the established road safety vision for Belize; d. Assist PM and relevant stakeholders to analyze road traffic accidents data and make practical recommendations to ensure dataset definition commonality in the Ministry of Health’s, Health Management Information Management System, Police Department’s (PD) Crime Information System road traffic accidents database suite and Belize City’s and traffic enforcement database. Assist stakeholders to establish comparable, consistent, and timely generation of database reports to inform effective monitoring and evaluation (M&E) and ensure a result based focus to a national road safety strategy, Master Plan and Operational Plans; e. Assist RSU in the establishment of collision reduction targets; f. Assist RSU in calculating the estimated cost of collisions; g. Review the Report on Legislative and Regulatory Analysis of Traffic Management in Belize and assist RSU to lobby for legislative and regulatory changes to improve enforcement effectiveness; h. Review the new and used vehicle-importing industry and associated regulations, and then make recommendations on vehicle age limits and quality standards; i. Assist the Ministry of Transport, Department of Transport (DOT), and Ministry of National Security, Police Department (PD), in the development of biannual enforcement strategies in coordination with the Enforcement Training Consultancy; j. Review and provide comments and recommendations on the communications and awareness campaigns; k. Assist RSU in stakeholder consultations to mobilise funding resources. Make recommendations for the establishment of sustainable road safety funding mechanisms. l. Assist RSU in identifying capacity constraints within participating agencies. Make recommendations for institutional strengthening activities; m.Assist RSU in developing M&E framework, including the identification and compilation of data and the development of appropriate performance targets and indicators; n. Participate in project launch, annual project review proceedings, exit workshop and project completion exercises. Assist in the development and implementation of Annual Action Plans based on the deliberations and outcomes of these proceedings; o. Assist RSU in the revision of consultant’s reports; p. Assist RSU in integrating cross sector needs and developing a result focused, revision of medium term national road safety strategy, identifying goals and objectives along with specific achievable activities, initiatives, capacity building measures and a financing plan.

4. DURATION 4.01 It is expected that the consultancy will be completed, periodically and intermittently, over a 48 month period.

5.

REPORTING REQUIREMENTS

5.01 The consultant will be required to submit the following number of gender-sensitive and socially-inclusive reports to the Government of Belize (GOBZ) and the Caribbean Development Bank (CDB), respectively, within the time periods indicated: (a) Inception Report: Within two weeks of the completion of the Project Launch, submit an Inception Report describing the approaches proposed to be taken to prepare and deliver the scope of services outlined and a biannual work plan. (b) Progress Reports: preparation of progress reports following project missions. (c) Annual Project Review: preparation of a report summarizing proceedings and the proposed action plan for the coming year, within two weeks of the Annual Review consultations. (d) Periodic Ad Hoc Reports: preparation of Ad Hoc Reports, as and when required but not exceeding ten over the life of the project, to provide guidance to RSU and PM on particular issues. (e) Project Completion Report: preparation of a Completion Report within three months after the completion of the services.

5.02 GOBZ and CDB will provide comments on reports within two weeks of receipt of the report and the consultants will adjust the ongoing work according to the comments received. Reports should be submitted in three hard copies and electronically.

6.

IMPLEMENTATION ARRANGEMENTS

6.01 The Project Manager, Road Safety Unit will facilitate the work of the consultant and make available all relevant documents, and will act as liaison between the consultant and GOBZ officials and stakeholders.

7.

QUALIFICATIONS AND EXPERIENCE

7.01 The Consultant should have the necessary skills, including but not limited to, high-level expertise and experience in road safety management, advocacy, and strategy development. Experience with the design, implementation and management of results-focused national road safety strategies, at senior agency and ministerial levels, is required. The Consultant should have significant experience in skills and knowledge transfer and mentoring.
