Continued from page 1 to July 1st. 2018. As we got closer to that date government announced that they only would be allocating $8M to this necessity. As time grew closer to July 1st, there were countless established reasons why Belizeans were crying out loud for the much-anticipated Re-Registration, especially because we have a referendum schedule for April of 2019 and a general election that could be called at short notice by a manipulative Prime Minister who only needs to give a thirty-day notice. And, as of the 30th of June, this year, our Voters card expired.

The old voters list was as dirty as the present government that presides over the nation’s interest. Over the last twenty-one years, scores of voters have either migrated abroad or dead, and this government has made good use of the dirty voters list to stay in power, and they have used all opportunities to manipulate the system. Since 2008, corruption, fraud and manipulation have been the mantra of this UDP cartel.

It must be recalled that just seventy-two hours count down to the 2015 general election, hundreds if not thousands of Belizeans living abroad including many Nationalized Belizeans poured over the country in vacation fashion style, some already in Red political Tee-shirts flashing their colours and ready to Vote for a fee offered to them by the UDP-Clan.

In 2012 and 2015 the UDP politicians ushered in thousands of documents for undocumented Central American immigrants who poured over the country like a sudden freak storm to have the UDP government officials secured their Nationalities and Voters Cards. We later found out from Immigration Officials who testified in the recent Senate Inquiry that more than two-thousand nationalities were given, under ministerial orders, to Central Americans turned overnight Belizeans. These overnight citizens were also given immediate voters rights which they used showing gratitude to the UDP. We are aware that UDP politicians used fraud, manipulation and intimidation for the issuance of these documents which helped them to stay in power.

During the last three weeks of Re-Registration, there is a new cry where same crews of UDP politicians are working round the clock to manipulate the process. At the Election and Boundaries department approximate 300 hundred known campaigners from UDP political camps have been employed to hijack the process and feedback information to their masters. While at the Vital Statistics Office here in Belize City, there is documented proof that a blood rel-

ative of the Prime Minister has taken up residence at that department to control and facilitate the flow of necessary documents that were needed for re-registration. UDP politicians in government have facilitated government (blue plate) vehicles with gas and drivers to serve as re-registration machinery to the convenience and advantage to their means.

In the Port Loyola, for example, a silver Toyota Hilux pickup with blue license plate B-0210, property to the government of Belize taking around Denise “Sista B” and a male person Cocom doing all political works spearheading Attorney General’s campaign for him to become the UDP Standard-Bearer for Port Loyola, are using the said vehicle for all their political work and ferrying UDP’s to the Registering Centre to register.

We have the alleged participation of politicians who out rightly intimidating workers and scrutinizers of the Opposition People’s United Party.

Reports from Cayo Central told us that area representative continues to intimidate residents who are going to Re-register at the village registration centres in Cayo Central. Last week, he was stationed at Buena Vista Village and as villagers approached the centre, he requested to see their documents, and he explained to them that as the Representative that he was the Boss in that village.

On Saturday, July 14, 2018, this Representative summoned police officers from the San Ignacio police formation and ordered them to forcefully remove members of the PUP committee who were observing the Re-registration process.

The committee was moved from under a shed to under a three. Later Saturday evening, Melvin Requena, Elections and Boundaries Officer from Santa Elena Town and known UDP puppet approached a Justice of the Peace assisting the residents and uttered several threats at her.

Requena was noticeably intoxicated. According to reports, on Saturday night while returning from the village, Requena was involved in a traffic accident damaging the Government vehicle assigned to him. Requena was seen leaving the San Ignacio Police Station shortly after the accident occurred. No incident report on that accident was released by police, and no charges have been levied.

On Monday, the Representative and his bodyguards began taking photos of the observers and of the villagers who were going to re-register. Several villagers told The Belize Times that UDP agents requested their receipt and took pictures of it. This Cayo Central Representaive called the police again who ordered the Justice of the Peace along with other observers to leave the shed inside the Primary School grounds. This

WHO IS THE CULPRIT? …Allowing the Guatemalan Navy to Control Our Southern Territorial Waters?

Belize City: Thursday, 19th July 2018 Ever since this UDP government came into power in 2008, the appointment of Wilfred Sedi Elrington as the nation’s Foreign Affairs Minister became evident. Instead of continuing the traditional foreign policy of confidence building with the Guatemalans, Elrington quickly exhibited his feebleness towards his ability to stand up, talk back get the Guatemalans to understand that they must respect our national sovereignty and territorial borders as a condition to continue finding a peaceful solution to their unfounded claim.

Instead, we have seen the continuous building of troops along our borders and brazen violations and harassment of Belizean citizens by their naval troops stationed within the Sarstoon River to which we have rights of passage and territorial control over half of the river.

Following the ‘Compromi’ that was agreed to in December of 2008, the disloyal, treacherous government of Prime Minister Dean Barrow allowed Foreign Minister Elrington to railroad the negotiation talks into what is now a one-sided, one track concession that favours the Guatemalan foreign policy position that and has one-sidedly held more secret talks with Guatemala with absolutely no input from the Opposition People’s United Party.

After the agreed date of the ‘Compromise’ by both nations for a simultaneous referendum, neither of the governments complied with the dated even though F.M. Elrington continued holding talks with his Guatemalan counterpart who railroaded Belize into agreeing on every term to go to the International Court of Justice. There

Meanwhile, the Adjacency Zone on the Guatemalan side is more populated than it was when it started with three squatters’ community dubbed the Santa Rosa with barely 400 persons in 1992 to an estimated 67 communities and 65,000 persons along with their side of the border today. The population of these growing communities uses our side of the border for their crops, cattle, and contraband as a means of surviving.

The Guatemalan navy, on the other hand, boxing out Belizeans from access to our southern water, harassing our citizens as they attempt to navigate in the area of the Sarstoon.

Here at home, F.M. Elrington has publicly attempted to deprive Belizeans of visiting the Sarstoon River even though Belizeans have the right of navigation to freely access the river and island especially since our borderline passes right down the middle of the river. Our Prime Minister Dean Barrow has been silent all these years since 2008.

That silence is giving Elrington consent.

Elrington is always giving interviews to highlight his position on what he believes and not what is right for our country He has even alluded that Belizeans are like squatters in our own country and we must vote “Yes” at the referendum. San Pedro Airport Scam?

Belize City: Wednesday 18th July 2018 In December of 2017, the Government of Belize signed a memorandum of understanding with developer International Airport Alliance Belize Limited to develop and administrate $US100M full-service international airport to be built in an area of Northern Ambergris Caye which will carry the named of Efrain Guerrero, a local tourism pioneer. At the time of the announcement, Tourism Minister, Manuel Heredia was particularly pleased about the project then, which he said will only improve Ambergris Caye’s already exciting tourist destination. Heredia maintained that the new venture would not be taking any of the high volume traffic from the Philip Goldson International Airport which has been serving Belize since 1943.

the principal at the rate of 25 percent (the “Interest”), (collectively the “Outstanding Amount”). Further, the Loan Agreement provided that the Outstanding Amount be payable in full payable on or before 120 days from the date of the signed Loan agreement.

The total claim amounted to tune of US$125,000, and there are no court records available to suggest that he settled this claim.

This claim against Mathew Leslie in the Cayman Islands only give a bad image of Leslie, and it might be the only claim, unlike Jorge Jaen who showed fourteen felony counts, however, it is evident that these developers like these characters are attracted to Belize especially when they could sniff the smell of corruption within this government that stinks from overseas.

Under the UDP government we have heard about Strategic Investors like those from the Puerto Azul project, the Mexican fugitive Nanez, Florida’s Jorge Abraham Jaen and now from the Cayman Islands, who next Minister Panton?

TAIWAN TO THE RESCUE, AGAIN? Monday, Jul 16, 2018 Taiwan’s Foreign Minister for, Dr Jaushieh Joseph Wu, was on an official two-day working visit to Belize from today July 16 -18 which was on official invitation compliment of the Government of Belize’s Minister of Foreign Minister, Wilfred Sedi Ellington.

Even though this was Foreign Minister Wu’s first visit to Belize, he was conferred with Belize’s Order of Distinction, in recognition of the valued relations between Belize and Taiwan that has been growing for almost 30 years. Taiwan through its dollar diplomacy has made remarkable assistance in the region with significant contributions to Belize in various sectors and steady advances in extensive areas from infrastructure, agriculture, public health, poverty alleviation to information, communications and technology (ICT), education and natural disaster prevention and mitigation.

During the two day visit, Foreign Minister Wu met with Prime Minister, Dean Barrow and key members of his government to chart a plan ahead.

Wu’s visit also served to reaffirm and strengthen the unwavering relations and commitment between the two nations especially since Taiwan has been consistently losing key allies in the region which stands today at fewer than 20 countries.

It must be noted that on May 1st of this year, the Dominican Republic who was a one-time ally of Taiwan, establish diplomatic relations with China who quickly offered gratitude in loans and investments to that Caribbean nation in the tune of $3.1 Billion.

It is a well-known fact that the government of Belize has depended on Taiwan during the full ten years to rescue Barrow’s budget deficit and more so today when the nation is traversing through an economic meltdown under the heavy scrutiny and hawkish prescription of the International Monetary Fund.

Apart from being here for the “Belize/ Taiwan holding Preparatory Technical Meeting for the 17th SICA/Taiwan Mixed Commission, there is the belief that the government of Prime Minister is exploring

ways to get an additional commitment from Taiwan to assist in areas to stabilize Belize’s economic future.

It is a critical time for the UDP government and also, a precarious time for Taiwan’s diplomacy in the Central American and Caribbean region. Wu’s visit to Belize is more like a “hand wash hand and two wash face” situation where Taiwan is looking for an unwavering commitment from Belize who offered to work towards exploring more opportunities for bilateral collaboration that will contribute to a stronger national development for Belize.

His delegation includes Ambassador Tah-Ray Yui, Director-General of Latin America and Caribbean Department, Ambassador Tien-Yie Hsiang, Secretary-General of the Taiwan International Cooperation and Development Fund, and Mr. Yi-Hsiang Chao, Director of the Office of Minister of Foreign Affairs.

All his years as F.M., Elrington is of the opinion that he is God sent to find a solution to the Guatemalan claim even if his idea of a solution is not consistent with that of the people. He finds all sorts of excuses to favor the Guatemalan position which is violating our national sovereignty and integrity as they have demonstrated in the area of the Sarstoon. The shaky, weak link of a Prime Minister is showing support for F.M. Elrington’s demented position. In any other country around the region, they would face a jail term or death for not showing patriotic, nationalistic sentiments and the people would be protesting against this false move by the government.

The dedicated nationalist activist group “, The Belize Territorial Volunteers,” has made several attempts to form consciousness, visiting the Sarstoon River but each time they are met by the Guatemalan navy and returned in the direction they came. Whenever it is brought to Belize media attention, Minister Elrington tried to suggest that Wil Mahia of “The Belize Territorial Volunteers” is stirring trouble and even alluding that it is Wil Mahia is the one responsible for losing the Sarstoon River to the Guatemalans.

Last Thursday was no different; the BTV embarked on an expedition to Graham Creek in Southern Belize.

However, on their way to Graham Creek through the Sarstoon River, Wil Maheia and members of the BTV were first intercepted and stopped by Belizean authorities who then sought permission to continue from their headquarters which allowed them to continue on their journey through the river.

Minutes later, Belizeans were approached by a crew of the Guatemalan Armed Forces (GAF) aboard their navy vessels even though they were clearly inside Belizean waters.

According to the GAF’s Facebook page “EJERCITO GT,” the Belizean crew were not allowed to proceed further, and they were escorted back towards Belizean waters, however, according to a press interview, Wil Mahia said they continued their journey.

However, according to Maheia, the Guatemalan authorities only tried to stop them from going further into the river, however, he stated, they continued on their journey because they were in Belizean waters. It is time for Belizeans to stop this madness. I believe every red-blooded nationalistic Belizean already know, who is the culprit.

WHEN REPRESENTATIVE DEMOCRACY GOES WRONG…

Our system of governance is a representative democracy. We choose by means of elections those representatives that for a predetermined period of time will make decisions on our behalf. The representatives are the choice of the voters who elect people that will serve as the authority to make decisions and policy on their behalf. In its purest form a representative democracy would have its chosen representatives bring forth only the views and wishes of the populace it serves. A corrupted system of representative democracy sees its elected representatives seek to serve their self-interests ahead of those of the masses they were elected to represent.

The disenchantment for the electorate begins from the onset of the mandate. The stark contrast of bleak reality versus the fantastic promises made during the campaign season become evident. During the campaign season the candidate paints a pretty picture that outlines a desirable future. In reality this type of democratic model does not always select the most qualified representative for the job. In our own country, when it comes to the capacity of teamwork, the performance of the elected representatives reflect the biggest setback for this model. The complete and utter lack of competence which includes but is not limited to intellectual sobriety is evident daily and is exemplified in the elevated crime rates, the rampant corruption in the government ministries and in the public service, the increase in the rates of poverty, unemployment and illiteracy.

The polarization of people in Belize is a strategy has been in evident use since 2008. No sooner were Dean Barrow and his Cabinet sworn in, and Barrow was the first to refer to the other half of the population as collateral damage. People who had supported the opposition were denied opportunities. The electorate soon realized that opportunities and special considerations large and small quickly opened up almost exclusively for those who supported the UDP. This then divided the people of Belize into two groups, the half that declares themselves on the UDP side proving their loyalty to the Red Devil and his demons to enjoy opportunities, UDP Style, and the other half who can only imagine the possibilities while living a very harsh reality.

And so, the master of deception and his cabinet began weaving the mechanism of corruption, using their influence and public positions to enrich themselves through the peddling of political favours, misappropriation, insider information and even outright fraud. This government has completely strayed away from their purpose in public service which is to represent the electorate and their best interests. They have changed from the need to provide for the well-being of the people and of the nation to improve living conditions, instead they tout the UDP philosophy that the UDP is first, second and third promoting their skewed vision of disunity and creating second class citizens with their misguided ideology. This government avoided any semblance of unity among the nation’s people instead, planted and encouraged detestation as a distraction. This nation is quickly becoming a failed state because the checks and balances that safeguard our democracy have been compromised.

The Senate has been manipulated even with the appointment of the 13th Senator because our laws dictate that the appointment of the Senators gives the majority to the party in power. Furthermore, some of the other senators choose to align themselves politically instead of with the people and the social groups they were mandated to represent. The populace has scant confidence in the judicial system because it is widely held that appointments for magistrates and judges are done in the interest of safeguarding the status quo and not in the best interest of serving justice to our people.

At present the disenfranchised and disillusioned younger generations are fuelling anarchy aided by those in power. Our government uses their power to divide the communities into gangland style areas the better to keep them under tight control pitting them against each other, and have them competing for favours which will then be paid back with votes on Election Day. All to keep a tight grip on power. The UDP has neglected this country for ten years giving us no signs of hope. After $450M of the Petro Caribe Funds and another $600M dollars Belize is still ranked as one of the poorest nations in our region. Barrow has had access to more resources than any other prime minister in the history of our Belize. It was in his power to usher in an era of unprecedented growth and prosperity. We could have had the kind of social infrastructure needed to create the kind opportunities that would have encouraged social unity, prosperity and growth. The correct investment of those funds would have given back Belizeans their dignity and pride.

The ineptitude of this government is being manipulated by those UDP leaders who, with diabolic intelligence, weave with perverse intentions so that the people of this nation have no alternative but to cast a vote for whatever they offer whether it is as little as $50 or the empty promise of a piece of land. These are nothing but empty and deceitful promises. The UDP despots use this means as an advantage during Election Day, after which the people, red, white and blue plunge right back into more misery and deterioration of already bad basic living conditions.

As Belizeans, we should be aware that the promotion of division in the different social strata, is a strategy being used by the UDP to seize and maintain power. It is used to drive this third-world country backward and maintain a hegemony of exploitation and servitude. The aim is to exploit and to utilize the resources that should serve the people for self-enrichment and advancement and to prevent Belizeans from claiming their rights. CUANDO LA DEMOCRACIA REPRESENTATIVA FALLA...

Nuestro sistema de gobierno es una democracia representativa. Por medio de elecciones elegimos a los representantes que durante un periodo determinado toman decisiones por nosotros. Los representantes son la elección de los votantes que eligen a las personas que sirven como autoridad para tomar decisiones e implementar políticas en su nombre. En su forma más pura, en una democracia representativa los representantes electos sólo plantean las opiniones y deseos de la población que sirven. Un sistema de democracia representativa corrupto ve a sus representantes electos buscando servir sus propios intereses por delante de los de las masas que fueron elegidos para representar.

El desencanto del electorado comienza desde el inicio del mandato. El contraste de la sombría realidad versus las fantásticas promesas hechas durante la temporada de campaña pronto se hace evidente. Durante la temporada de campaña el candidato pinta una bonita imagen que describe un futuro deseable. En realidad este tipo de modelo democrático no siempre selecciona al representante más calificado para el trabajo. En nuestro país, cuando se trata de la capacidad del equipo, el desempeño de los representantes elegidos refleja el mayor revés para este modelo. La falta total y absoluta de la competencia, que incluye pero no se limita a la sobriedad intelectual, es evidente todos los días y se ejemplifica en los elevados índices de criminalidad, la corrupción rampante en los ministerios de gobierno y en el servicio público, el aumento de las tasas de pobreza, desempleo y analfabetismo.

La polarización del pueblo Beliceño es una estrategia que ha sido utilizado innegablemente desde 2008. Tan pronto fueron juramentados Dean Barrow y su gabinete, el mismo Barrow fue el primero en referirse a la otra mitad de la población como daño colateral. Las personas que habían apoyado a la oposición se les negaron oportunidades. El electorado pronto se dio cuenta de que rápidamente hubo oportunidades y consideraciones especiales sean grandes o pequeñas, casi exclusivamente, para los que apoyaron al UDP. Esto entonces dividió al pueblo Beliceño en dos grupos, la mitad que se declaran UDP, demostrando su lealtad al diablo rojo y sus demonios para disfrutar de oportunidades, al estilo UDP y la otra mitad que sólo puede imaginar las posibilidades mientras viven una muy dura realidad.

Así, el maestro del engaño y su gabinete comenzaron a tejer el mecanismo de la corrupción, utilizando su influencia y cargos públicos para enriquecerse a través de la venta de favores políticos, apropiación indebida, información privilegiada y fraude descarado. Este gobierno se ha desviado completamente del propósito del servicio público que es representar al electorado y sus intereses.

Han cambiado de la necesidad de proveer para el bienestar de las personas y de la nación para mejorar las condiciones de vida y en vez proponen la filosofía UDP que es que el UDP es primero, segundo y tercero. Esta ideología equivocada promueve su visión sesgada de la desunión y crea ciudadanos de segunda clase. Este gobierno evita cualquier apariencia de unidad entre la gente y en su lugar promueve y alienta el odio como una distracción. Esta nación se está convirtiendo en un Estado fallido porque los controles y contrapesos que salvaguardan nuestra democracia han sido comprometidas.

El Senado ha sido manipulado con el nombramiento del senador 13 porque nuestras leyes exigen que la designación de los senadores da la mayoría al partido en el poder. Además, algunos de los otros senadores eligen alinearse políticamente en vez de representar a las personas y los grupos sociales que tienen el mandato de representar. La población tiene escasa confianza en el sistema judicial porque se sostiene ampliamente que plazas para magistrados y jueces se realizan en aras de salvaguardar el statu quo y no en el mejor interés de la justicia a nuestro pueblo..

Actualmente las generaciones más jóvenes desfavorecidas y desilusionadas, están fomentando anarquía ayudados por aquellos en el poder. Nuestro gobierno utiliza su poder para dividir las comunidades en áreas al estilo de pandillas mafiosas en un esfuerzo para mantenerlas bajo estricto control enfrentándolos cara a cara y teniéndoles compitiendo por los favores que luego han de ser pagados con votos durante las jornadas electorales. Todo para mantener un férreo control sobre el poder.

El UDP ha descuidado este país por diez años sin darnos signos de esperanza. Después de $450 M de los fondos de Petro Caribe y otros $600 M de dólares en préstamos Belice todavía está catalogada como una de las Naciones más pobres de nuestra región. Barrow ha tenido acceso a más recursos que cualquier otro primer ministro en la historia de nuestro Belice. Estaba en su poder dar paso a una era de crecimiento y prosperidad sin precedentes. Podíamos haber tenido el tipo de infraestructura social necesaria para crear el tipo de oportunidades que podría haber fomentado el crecimiento, prosperidad y unidad social. La inversión correcta de los fondos pudo haberle devuelto la dignidad y orgullo a los beliceños.

La ineptitud de este gobierno es manipulada por los dirigentes del UDP que con inteligencia diabólica, traman con perversas intenciones para que la gente de esta nación no tengan otra alternativa más que votar por lo que ofrezcan ya sean unos miserables $50 o la promesa vacía de un pedazo de tierra. Estos no son nada más que promesas vacías y engañosas. Los déspotas del UDP utilizan este medio como una ventaja durante el día de las elecciones, después de lo cual la gente, rojo, blanco y azul se hunden de nuevo en más miseria y deterioro de las ya malas condiciones básicas de vida.

Como beliceños, deberíamos ser conscientes de que la promoción de la división en los distintos estratos sociales, es una estrategia que se utiliza por la UDP para aprovechar y mantener el poder.

Se utiliza para conducir a este país del tercer mundo hacia atrás y mantener una hegemonía de explotación y servidumbre. El objetivo es explotar y utilizar los recursos que deberían servir a la gente para enriquecimiento personal y el progreso y para evitar que los beliceños reclamen sus derechos. En conclusión, la UDP corrupta intentará seguir dividiendo a la gente porque tienen miedos de nuestra unidad. Hay que unirse porque la unidad es fuerza, y un pueblo unido jamás será vencido. Divididos somos fácilmente explotados y derrotados. ¡Este gobierno de la UDP sigue creyendo que puede utilizar el engaño para mantener la división, para mantenernos ignorantes, para mantenernos pobres, arruinados y hambrientos! ¡Es tiempo para la reflexión Belice! Es hora de alejarnos de aquellas cosas que nos dividen y centrarse en aquellos que nos unen. Hagamos uso del privilegio de sufragio que el ciudadano tiene para hacernos libres. Dear Editor, I write today in reflection of how over taxed Belizeans are today. Kindly publish my letter in your newspaper.

Not contented or satisfied with the millions collected from everyday Belizeans, the Prime Minister some months ago, approved the taxation of Data. Data now pays GST (12.5%) and the price of acquiring this most important tool/driver for business and development, education, security, health and everyday living has been rendered inaccessible to some sectors of the population.

The Prime Minister by agreeing to this only shows that there is a gross lack of policy and planning in his UDP Government. They seem bankrupt of ideas and can only come up with ad hoc ways of taxing just about anything to make up for the shortfall in revenues.

The UDP government should design and put in place an ICT (Information and Communications Technology) Policy with the assistance of the private and public sector. How can you be taxing what is now known as the most important factor/driver in modern day business…data?

A 2009 World Bank study concluded that for every 10% increase in broadband connections, there is about 1.3% growth in economic output. Data (Broadband and Mobile Data) is used in every industry and every sector. It is a standard cost of production and the private sector will have no choice but to pass it on to the consumers in the final product or service. This affects the tourism industry, health industry, agriculture industry, and every other industry in the economy.

It is well documented that governments across the globe are taking steps to encourage infrastructure development and to ensure the pervasive adoption and appropriate use of ITC tools in their economies. Additionally, Caribbean governments have focused on policies and regulations (e.g. privatization and liberalization), network development (e.g. affordable access to internet broadband) and to a lesser extent the development of applications and services. These are generally considered key ICT pillars for stimulating economic development. Belize is not doing anything. On the contrary we are making data more expensive to Belizeans.

I am confident that a new PUP Government will see the importance of this new sector and plan and put in place policies that will enable the growth and development of this industry. Our young minds and creative youth will be well served with this and our businesses will become more competitive in the local, regional and international markets.

Chamber sets Barrow Straight The back and forth between the Belize Chamber of Commerce and the Government of Belize is expected to continue to escalate. The Belize Chamber of Commerce and Industry again cautions the GOB to exercise discipline and fiscal prudence and to adopt more comprehensive measures that will increase efficiency and curb unnecessary spending.

In their recent letter to the Prime Minister, the Chamber was explicit in pointing out that the Inter-American Development Bank (IDB) in 2016 submitted a report entitled “Trade and Tax Reform Project.” The contributions of the Chamber were aimed at providing revenue-neutral solutions for government, so that the end result were increases in revenue and “an easing of the hardship of doing business.”

The Chamber takes issue with the taxation of fuel in particular as it is a key input in business and industry. It charges the GOB with being selective in the implementation of the recommendations put forth by the IDB and suggests that a more comprehensive approach must be made in order for the government to be able to satisfy international commitments and boost our economy and not rely primarily on taxation of commodities to make up for shortfalls in the revenues.

In their May 25, 2018 letter to the Prime Minister, the Chamber had made it clear that the taxation of fuel is the most

corrosive of all the taxes. It pointed that the tax is more than the acquisition cost. The acquisition cost for May was $5.07 and the tax the UDP Government of Belize gobbles up is $5.09. To quote from that letter “high fuel taxes weaken the competitiveness of private sector, which is the real backbone of the economy. Additionally, this also robs the economy of new and existing jobs, lowers spending power of the average, encourages contraband and tax evasion, and destroys the competitiveness of the productive and services’ sector, to name a few adverse impacts.”

The Chamber advises GOB to look at the Auditor General’s report rather and which as far back as the fiscal year 2009/2010 shows uncollected revenues to the tune of $90,650,574.48. It is also important to note that of the forty two revenue collecting entities only twelve actually submit mandated returns. Of those twelve, six reported to have arrears in excess of 296M. GST and Income Tax alone had uncollected revenues of about 60M. There are thirty three entities that do not comply with Financial Orders, as far back as 2009/2010 Fiscal Year. The Prime Minister and Minister of Finance Rt. Hon Dean O Borrow cannot tell us with any exact certainty just how much uncollected revenue is owed to the GOB. While we are at it can… he tell us just why these entities are allowed to be non-compliant with Financial Orders? Who owes and how much? Why

are these arrears allowed to pile up at a time when GOB says they must raise tax in order to remain afloat? Instead of collecting these outstanding bills the Prime Minister instead punishes the hard working Belizean with increases in fuel, butane, electricity rates, internet.

Presently, the government collects over one billion dollars every year. Since this UDP government was elected in 2008, they have squandered the resources of the people over $10 billion in taxes as per the annual budgets, plus $500.M, $600.0M, $500.0M in loans, one billion for BTL and BEL. This amounts to over $12.5 billion in these short 10 years. Imagine after having access to all that money, there is nothing to show for that money. Only the lives of a handful of cronies were improved. There have been so many atrocities that have occurred under this UDP regime that have deprived Belizeans of a decent and dignified life.

We must all stand along with the PUP Party Leader and the Belize Chamber of Commerce in demanding that the UDP government reduce the crippling taxes on fuel and open the discussion on how to improve revenue collection, reduce revenue arrears, streamline and make ministries and departments more effective and efficient. We must demand accountability and of course compliance from these revenue sources with the Financial Orders. He who has “nothing to hide has nothing to fear.”

However, the case fell apart at the lower court in the preliminary hearing. I was not living in Sand Hill at the time of the allegation but heard of the story when I came to live in the village since 1996.

I am not one who runs to condemnation when a person is accused of an offense, especially those of a sexual nature. In today’s world where corruption plagues our society, anyone can be accused and charged for such an offense for many reasons; whether it be for greed, malice, or even extortion etc. The role of the police is to investigate and charge you for the allegation. It is the court to prove you are guilty of the charge.

In Game 1, BCC won 2-1 against the Simon Quan squad, led by Simeon Alvarez Jr and Michael Hernandez scoring a goal apiece to lead 2-0, until Rodolfo Enriquez scored a consolation goal for Simon Quan.

One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean.

These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize.

The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day.

This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth.

SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive.

THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education.

FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all.

FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder.

If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

REAL Good Governance Reform!

Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them.

We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence.

Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet.

If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all.

We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption.

WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget.

We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees.

WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building.

WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and

We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses.

The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries.

WE WILL CREATE A: SEPARATION OF POWERS: All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution: Cease and desist from the public badgering and coercing of the judiciary by the Prime Minister and the Cabinet The Director of Public Prosecution will also be given security of tenure and the Department of Public Prosecution will be given the necessary resources to ensure that it complements the work of the Police to increase the rate of successful prosecution, particularly in murder cases WE WILL DELIVER: ELECTION REFORM: Within the first year of office we will present legislation to regulate campaign spending. We will also propose and enact legislation to limit campaigning up to the day before elections.

On Election Day all campaigning, paraphernalia, advertising etc. will not be allowed as it is done in other Caribbean countries.

We will insist, by any means necessary, that the UDP Government comply with the rule of law and conduct nationwide re-registration in 2017. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government.

Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control.

I, John Briceño, as head of the next Government along with my Cabinet and together with the National Legislature, pledge to lead this transformation, motivated by the will of the people. In this noble path, we are guided by the philosophy of our Founding Father, the Right Hon. George Price, whose dynamic concept of a Peaceful, Constructive Revolution empowers us to confidently chart this way forward to a better future for all Belizeans.

CLIMATE CHANGE AND PLASTIC POLLUTION COULD TRANSFORM MARINE AND FRESH WATER ECOSYSTEMS What is a fish without a river? What is a bird without a tree to nest in? What is an Endangered Species Act without any enforcement mechanism to ensure their habitat is protected? It is nothing.

–Jay Inslee– I. Background New analysis and modelling released on July 10th by the Food and Agriculture Organization of the United Nations (FAO) concluded that by 2050 Climate Change will have altered the productivity of many of the planet’s marine and freshwater fisheries, affecting the livelihoods of millions of the worlds’ poorest people. The 2030 Agenda for Sustainable Development reflect the common understanding that a healthy environment is integral to the full enjoyment of basic human rights, including the rights to life, health, food, water and sanitation, and quality of life.

While the productive potential of fisheries in exclusive marine economic zones, those 200-mile-wide swathes of land, adjacent ocean territory that every coastal nation has special rights to exploit, could decline less than 12% on average, this masks more significant fluctuations of productive potential at regional level, models suggest. The General Director of Food and Agriculture Organization of the United Nations (FAO) José Graziano da Silva, urges governments to resolve these challenges since the livelihoods of millions of people fishery-dependent are at risk.

II. Discussion The planet’s critical but often overlooked inland water systems which include the world’s least developed countries among its top fish producers and provides approximately 12 million tons of food for human consumption each year, will also be affected, the report says. These impacts are linked to changes in water temperature, plastics pollution and pH levels, shifts in ocean circulation patterns, rising sea levels and altered rainfall and storm patterns causing species to change their distributions and productivity, corals to bleach, and aquatic diseases to become more common, among others. Do you know that about 13 million tons of not biodegradable plastics leak into the ocean each year?

The projections appear in the 654 pages Report of global, regional and national analysis and information released by FAO, which represents the most comprehensive publication on Climate Change and fisheries ever assembled. The document title: “Impacts of Climate Change on fisheries and aquaculture: synthesis of current knowledge, adaptation and mitigation options”, includes both new research as well as unique synthesis of the most current scientific information on how a changing climate is altering the world’s oceans, lakes and rivers and reshaping the lives of the communities who rely on them. A series of case-studies focuses on challenges, as well as adaptation solutions already being explored in 13 major marine areas ranging from the Arctic to the Mediterranean.

The 2018 mid-year FAO Report provides adaptation toolboxes and options to help countries cope, in ways that will also allow them to meet their adaptation commitments to the Paris Climate Agreement and 2030 SDGs Agenda. If each Country appropriately implemented these strategies, the impacts of Climate Change on food security can be minimized.

Productive impacts to inland water systems will vary from place to place, but no world region will be untouched. Climate, water use and population increase will dramatically affect fisheries industry. The financial costs of environmentally related health risks are generally in the range of 5-10% of GDP, with water pollution taking the highest toll. Evidence exists, however, of the catalytic and multiple benefits of investing in environmental quality in terms of development, poverty reduction, resource security, reduced inequities and reduced risks to human health and well-being.

FAO’s General Director also appealed to the international community to provide adequate support to help countries adapt. In particular he urged governments on the board of the United Nations Green Climate Fund to resolve their disagreements over funding. He also warned that we are running the risk of having the most powerful element of the Paris Climate Agreement completely exhausted, when the Paris Agreement were signed, it was an essential condition that poorer countries will receive additional help to adapt then we will be successful in implementing the agreement.

It is expected that fisheries production will decrease from 7 to 12.1% by 2050 if immediate actions are not taken. The biggest decreases are expected in the tropical countries due to the aforementioned causes, while in higher latitude regions catch potential will likely increase. The report points out that even in areas where productivity will be negative affected, catches of fish would still grow due to population growing. It is an imperative that countries implement adequate adaptation measures and effective fisheries management regimes to inhibit this expected crisis.

Changes in catch levels will occur in part as a result of fish species changing their geographic distributions to respond to Climate Change.

Changes in the distribution and migration patterns of this wide-ranging fish could significantly impact the national incomes of fisheries-dependent countries, particularly Caribbean Region small developing Countries like Belize. As distribution shifts play out, new arrangements between fishers within national fishing fleets as well as between countries will be needed to allow for coordinated responses.

Degraded ecosystems and stresses to the Earth’s Natural Systems, which reduce ecosystem services that support human health like fisheries activities, enhance exposure to natural disasters, reduce food security, and ultimately, give rise to disease outbreaks.

Environmentalists have long denounced plastic as a long-lasting pollutant that does not fully break down, in other terms, not biodegradable. A simple walk on any beach, anywhere, and the plastic waste spectacle is present. All over the world the statistics are ever growing, staggeringly. Tons of plastics are discarded every year, everywhere, polluting lands, rivers, coasts, beaches, and oceans. The United Nations Joint Group of Experts on the Scientific Aspects of Marine Pollution (GESAMP), estimated that land-based sources account for up to 80% of the world’s marine pollution, 60 to 95% of the waste being plastics debris.

Climate Change and plastic pollution are exacerbating the scale and intensity of these undesirable environment-related risks, and is acknowledged as major risk multipliers, with existing impacts that are expected to increasingly affect human health including through negative changes to land, oceans, biodiversity and access to freshwater, and the increasing frequency and higher impact of natural disasters. It’s a controllable situation, we must to let people know that enough is enough, but it’s not just a negative story about toxicity and wrecking our watersheds. There is a huge amount of opportunity for innovation, and we are counting on them for this new Revolution!

III. Conclusions

A range of fisheries management tools already exist that can be used to respond to Climate Change, but many will need to be retooled to respond to specific needs in specific contexts. To ensure adaptations are synergistic and do not lead to maladaptation, FAO groups these into three categories: • Institutional and Management responses; • Strengthening and diversifying people’s livelihoods; and • Mitigating risk and supporting resilience.

The challenge of climate change can be effectively met by minimizing impacts and maximizing opportunities. Addressing the nexus between Climate Change, environmental deterioration and human health through delivering on environmental sustainability can provide a common platform for meeting the Sustainable Development Goals by 2030.

Through multiplier effects that can accelerate and sustain progress across multiple SDGs, investing in environmental sustainability can serve as an insurance policy for food security, health and human well-being. The abysmal depth and extent of the task before us ought to be never as inexhaustible and boundless as our dedication and compelling strive to greater changes.

MY PERSPECTIVE

FAREWELL MR. TONY

Antonio Canuto Soberanis Jr. was born on November 6, 1925, the same year as my mother.

She is only a few months older than he, having been born on Emancipation Day in that year. I saw something recently in Amandala that Belize does not celebrate Emancipation. But my mother tells me that on the day she was born at No. 1114 Pickstock Street, Belize City, the midwife remarked jokingly that she didn’t know who was making more noise – the newborn child or the Emancipation parade that was passing by at the time. This tells me that, although we do not celebrate Emancipation now, it may indeed have been celebrated in the early years of the twentieth century.

Mr. Soberanis Jr. lived during the same times as my mother. They were alive for the 1931 mega-hurricane; the terrible depressed conditions in the colony; the birth of the labour movement; the coming of political parties as resistance to debilitating colonialism took hold in Belize; self government and independence; and the struggles of independent Belize into the twenty-first century. Mr. Tony, or Uncle Tonito, as he was very affectionately called by family, passed away last week on July 11, 2018 at the age of 92 yrs., a deep loss for all of us who loved and respected him.

Of course, we all know that it was Mr. Tony’s father Antonio Soberanis Gomez who was at the helm of the movement of resistance to horrific working conditions and joblessness in Belize in the 1930s. I have written in My Perspective my strong opinion that he should be declared a National Hero. I do hope that some day the full story of just how important a role Mr. Soberanis Sr. played in Belizean history can be told. What I learned was largely from the book “Colonialism and Resistance in Belize” by Nigel Bolland. But I know there must be more.

In saying farewell to Mr. Tony Jr. I remember what a strong supporter of the People’s United Party he was.

We consider Mr. Tony to have been a Grand Marshall of the PUP. I recall clearly how proudly he wore his Marshall’s uniform on all occasions he was called upon. He used to iron his shirt and trousers himself, and he would be right there at the roadside waiting to be picked up for our events and rallies. Mr. Tony lived in Gracie Rock Village, Belize Rural Central for many, many years, right across from the quarry operations of Belize Aggregates Limited. He was the care-

taker for there, and on our way into Gracie Rock by the riverside of the Sibun River, we never failed to stop by to hail Mr. Tony, share some PUP news with him and leave a Belize Times for him.

What I remember most about Mr. Tony was his complete forthrightness in his views on national issues as well as political party business.

He always gave his frank views and advice, and if he didn’t like something that the party was doing he let us know immediately. Many a day he would visit my office to offer his advice and to make sure that we knew what was on his mind. He would exhort me and our committee to never forget the people who put us there, and he was forever humble yet very proud to be a part of our peaceful, constructive, Belizean revolution. We made much of him and were so happy that we could benefit from his experience and keen insight. And just last year he was given the George Price Award for outstanding service to our party.

A small delegation of us from Belize Rural Central attended his memorial service and interment at Mile 32, Old Northern Highway, Santana Village on Monday this week.

The service and celebration of his life took place in a beautiful rural setting, with lush rain forest and a small banana plantation surrounding us. The family had set up tents and chairs, and there was no loud speaker needed to address the two hundred or so persons in attendance. Mr. Tony was buried just behind the graves of his national hero father Antonio Soberanis Gomez and his mother Violet Garbutt Soberanis, the site being marked by a small sign erected by NICH in their memory.

The short and touching ceremony was chaired by niece Darlene Gentle. And after Pastor Erick Garcia delivered his message, a heartfelt Eulogy was spoken by nephew Patrick Rogers. Chairman Henry Charles Usher also gave a Reflection on behalf of the PUP, after which the PUP Marshalls folded and ceremonially handed the party flag to one of his children. Just as it was a supreme privilege to know and love Mr. Tony, likewise we were all very proud to have been part of his memorial service. I offer, of course, deepest condolences to all his family and extended PUP family, and we have the sure and certain hope that he will rest in peace and rise in glory. Farewell Beloved Mr. Tony.

Prensa Libre: Guatemala 13 de Julio de 2018 El mandatario criticó el plan de la primera ministra británica, Theresa May, para salir de la Unión Europea; calificó de “terrible” el desempeño del alcalde de Londres, Sadiq Khan; y dijo que la inmigración está cambiando negativamente a la sociedad europea.

La entrevista exclusiva de Trump con el tabloide británico The Sun — un medio amarillista controlado por Rupert Murdoch que llevó adelante una campaña feroz para convencer a la población de votar a favor del brexit en el referendo de 2016— fue publicada este viernes para coincidir con la visita del presidente estadounidense.

Sin embargo, durante una conferencia de prensa que dio junto a May este viernes por la tarde, Trump suavizó su discurso y aseguró que no había criticado a su anfitriona.

“Yo no critiqué a la Primera Ministra, tengo mucho respeto por la Primera Ministra”, dijo.

4- Ex ministro de Relaciones Exteriores “Déjame decirte que (Boris Johnson) es un tipo muy talentoso. Me entristeció mucho ver que dejaba el gobierno y espero que regrese en algún momento, porque es un gran representante del país”.

Johnson, uno de los rostros de la campaña a favor de la salida del Reino Unido del bloque comunitario y defensor del Brexit “duro”, dimitió a comienzos de la semana junto con David Davis, quien en su rol de ministro del Brexit encabezaba las negociaciones con la UE. En palabras de Trump, Johnson sería un gran gobernante. “Él tiene lo que hace falta y tiene la actitud adecuada para ser un gran Primer Ministro”.

Hasta el momento, la oficina del gobierno británico no ha respondido a estas declaraciones.

“Es importante mencionar que a Ochoa Canales, se le siguen diligencias investigativas por ser uno de los principales sospechosos de una muerte múltiple reportada el pasado martes en ese sector” señala el comunicado.

Antecedentes delictivos Ochoa Canales se ha detenido anteriormente por los delitos de homicidio en su grado de ejecución de tentativa. A su vez, por el delito tráfico de drogas según el informe policial.

Debido a lo anterior, Ochoa Canales actualmente gozaba de medidas cautelares. Mismas que incumplió desde el pasado viernes 12 de julio al no presentarse a los juzgados correspondientes.

La DPI inicialmente remitirá al ahora detenido por el delito en flagrancia de tráfico de drogas y posteriormente le anexarán el expediente investigativo por el delito de asesinato.

WHAT ABOUT THE POOR I-Octane words “what about the Poor….what about the people that suffer the most” was resonant in the Party Leader, Johnny Briceno’s weekly address.

The Clarion call for the dire need to reduce Belize’s trade deficit and the incessant rise in poverty to some fifty odd percent. The lagging trade deficit and increasing poverty in tandem with the Jewel’s growing population is a sure cocktail for what some economic experts characterize as a “misery economy.”

Historically, no government has been blessed with not only one but two opportunities to attend to the factors that impress negatively on the country’s economic growth. However, the Peoples United Party have put a notice to Dean Barrow and his administration, the need to address these ongoing issues.

The reduction of poverty by fifty percent was the first Millennium Development Goal which was set for 2015. Since taking office, this UDP, this Kakistocratic government gave little or no attention to the alleviation of poverty. Notwithstanding the global “Social Plan” and the PetroCaribe Funding by comandante Hugo Chavez that was made available to them. The two initiatives were intended to alleviate the conditions of the poor, creating a safety net to help themselves.

During the Financial downturn, circa 2008, the more developed nations considered it important to bear the financial burden to assist poorer countries, Belize inclusive, engaging a variety of “Social Plan.”

It was the emerging – market citizens and middle class who saw the need for better care for the poor. The reality was that wealth was not being equally distributed around the economy and those left out should have been included.

Along with the developed nations, organizations such as the World Bank, the International Labor Organization (ILO) and Organization of Petroleum Exporting Countries (OPEC) all brought into these programs to alleviate world poverty. Seventy-eight (78) of these social programs were identified globally.

Needy families in India got gas subsidies to offset the household cost; Brazil had the Bolsa Familia (Family Stipend) a subsidy in the form of monies to support the household income. Belize engaged three social programs-BOOST, FOOD PANTRY and CONDITIONAL CASH TRANSFERS (CCT).

These social programs was not a novel nor a noble idea of the UDPs; it was the interest of the global community. Belize pays a stipend as insurance to keep the programs, and the qualified participants must meet the requirements set up for the programs.

Nonetheless, the intention to alleviate the conditions of the marginalized, through these charitable endeavors, has been a total failure. Poverty has almost doubled under the present regime. The failures were identical as corrupt under handlings. A Panamanian advisor on social policy pinpoints it as “Errors of Inclusions” and “Errors of Exclusions.” He then specified that some people who were not qualified for the program got on, whilst others who should have been enrolled in the program were left out. It was about UDP first and to hell with the rest- the poorest, the neediest, the elderly, the sick and the disenfranchised youths.

This wanton disregard for the development of people continued upon the Dean Barrow Administration laying hands on the PetroCaribe Funding. Comandante Hugo Chavez, whom Barrow called a pseudo-nationalist, hand over to this present government five hundred million dollars ($500,000,000.00) to alleviate the conditions of the poor. The chant of PetroCaribe was rolling, and the grab tub affair became the trumpet call, the Finance and Audit Reform Act 2010 was violated and the rest has gone down in history. There was no direct investment in these unfortunate class struggling at the bottom of the ladder.

John Briceno has become the political voice for those left out in the cold even UDPs by the present government. The PL has called out this administration to take heed and fix the festering problem regarding the trade deficit and poverty. The words of the former President of the World Bank, Mr. George Woods must be seriously considered that “Today, the disparity between the living standards of a prosperous fraction of humankind and the rest of humanity is a gulf that separates but tomorrow it may swallow up both rich and poor in political strife and economic chaos”. St. Ambrose said “you are not making a gift from your possession, but you are returning what is His. For what is common has been given for the use of all, you make exclusive use of it, the earth belongs to all, not to the rich”. Poverty must be tackled as a priority; otherwise the Jewel is headed to a social and generational catastrophe. The time to save Belize is now.

By Gilroy Usher Sr. A silver Toyota Hilux pickup with blue license plate B-0210 is the property of the government of Belize. This vehicle should therefore be used only for official duties of the government as it is provided with a driver, unlimited gas, necessary oils, and replacement parts entirely at taxpayers’ expense.

To enjoy all the freebies that come with the use of the government vehicle Denise “Sister B” Barrow and Michael Cocom ,who together are spearheading Attorney General, Michael Peyrefitte’s campaign to become the UDP Standard Bearer for Port, are using the said vehicle for all their political work, including the re-registration exercise.

This government vehicle is used by the duo six days per week, Monday to Saturday, from dawn to dust.

They take persons to register from around Belize City to and from the registration office at the Port Loyola Library on Central American Blvd.

This is an unlawful and brazen act in public, because a government vehicle should not be used for the private political of any Minister or party. Since this government vehicle is being use publicly day after day in Port for a totally private matter, there is also a very high possibility that to cut personal expenses even further like the driver the other functionary is being quietly paid from the public purse using a fake position. Shame on Peyrefitte. As the A.G. it’s his duty to see that the laws of the country are adhered to and not flaunted.

This government pickup uses a minimum of $75.00 gas per day. Its gas bill for 6 days of re-registration per week is $450.00. For 2 months or 8 weeks of re-registration it will cost tax payers of this country a minimum of $3.00 in free gas for the private political work of this candidate. When the cost of wear and tear and weekly oils for the this vehicle are factored in, these political parasites will cost the tax payers of this county at least $3,600.00 for their re-registration exercise.

This outright abuse of government vehicles for entirely political work occurs in practically all 31 di-

visions throughout the country especially those outside of Belize City that are away from the scrutiny of the media. That’s a sad occurrence which cost taxpayers of this nation millions of dollars yearly in gasoline,oils, parts due to wear and tear, and front employees for government work. Interestingly the other three UDP candidates Willoughby, Samuels, and Castillo who also want the be the party’s Standard Bearer for Port witness this abuse of a government vehicle every day at the re-registration office for the division, but they utter not a word about the unlawful action.

They instead pretend that they see nothing, hear nothing, and know nothing anything about the abuse of the government asset.

In these hard times due to lack of finance for families and community projects , the millions of dollars being lost with the brazen unlawful use of government vehicles for purely political work could be used to assist communities with back to school supplies ,renovation of neighborhood parks, maintenance of roads, and medication for senior citizens among other necessities.

When ruling politicians use government vehicles for their private matters, totally.

This shows that they are very selfish and have no regards or the concerns of the public regarding the blatant abuse of government vehicles and among other assets.

People need representatives, who will follow the law and make every effort to address the concerns of the people. The people of Port Loyola do not need leaders who will use their position in government for selfish corrupt gain. No more “Boots” in Port.

No to the abuse of government assets including government vehicles.

THINKING Forging Partnerships. Impacting Lives

MAXBORO’S SOLDIER GIRL

This week we trod into the rural Belize District, Maxboro community near Sandhill Village, to be exact. Here we find a beautiful woman of strength, a woman of God, a family woman: Mrs. Carol Williams. Carol has a blessed marriage with her husband Isaac Williams and is a proud mother of three adult children, Michael, Michellee and Iesha, and now has three lovely grandchildren. She is the strong matriarch of her extended family, and as if by design, her family navigates towards her, and all family gatherings are held in her home. She is one of seven children who includes a pair of twin sisters. Originally from Sittee River, Stann Creek District, Carol’s parents were Clarine Williams and Percival Reneau. As a child, she lived in Boston Village and later moved to Belize City where she attended Wesley College and graduated in 1977.

A woman of inner fortitude and courage, Carol blazed the way as one of the first intakes of women who joined the Belize Defence Force (BDF) and rose above the rank of Warrant Officer Class 2 (also referred to as Sergeant Major). She served her entire youth, a total of 22 years in the BDF which she credits with instilling focus, discipline and self-confidence. She also was the only woman Drill Instructor who trained soldiers for parades and special events’ formalities. The discipline she developed while in the BDF has stood with her to this day, so much so that even her children sometimes have had to remind her that she is no longer Warrant Officer Carol Williams, but their loving mommy. So firm is her belief in strong discipline, Carol would like to see it compulsory that our youth serve at least one term in the BDF, so they can learn the many life skills they will need as they move forward to a successful life.

A pioneer of Maxboro community, Carol recounted how she came to live within the community. While still in the BDF, she used to leave home as early as 4 am every Wednesday morning in search of land to build a home.

She recalls her earnest attempts to meet with then Minister of Housing Hubert Elrington to request his assistance in acquiring a piece of land. She was never able to see him at his office, but being the determined young lady she was; she decided she would seek him out in the streets of Belize City. Donned in her olive-green uniform she began her search one morning, and having found him, gave a respectful salute before attempting to speak with him, only to have him walk right past her.

She eventually gave up that fight. One day, she learned that Hon. Maxwell Samuels was preparing to develop a housing area. Once again, early on a Wednesday morning she

went to visit him, where he informed her that the following day, they would be issuing lot numbers. The very next-day Carol was given her lot number and six months later she started building her home. The Williams family was the first to settle in the new community.

A very active member in the Maxboro Assembly of God Church, Carol strongly believes it was God’s hand moving her away from Belize City and into this new community.

She has always been a leader in her community and continues to serve today as a Justice of the Peace. Her testimony to God’s grace is when she signed the mortgage it was for more than 20 years. She wondered where she would be in 20 years time, and if she’d be able to pay it off by then. By the eighth year, she and her husband could pay for the mortgage. A woman of faith, Carol now sees how God’s plan came to fruition: He wanted her in Maxboro to help build his church in that community; He closed the door to her in Belize City because he knew her place was to do his work in Maxboro.

As soon as she retired, Carol started campaigning with Mr. Max and Mrs. Salome Samuels. She was assigned to Maxboro, a task she took on with great zeal and commitment. She eventually served as Chairperson of the Executive for 15 years. She worked as Hon. Samuels’ Secretary until he retired, and she remained during the tenure of Earl Perez, Arthur Saldivar and most recently Major Lloyd Jones.

Carol recalls her mother attending NIP & UDP meetings and events. One day, she asked her mother “Can’t you see UDP is for the rich and PUP is for the poor?” Eventually, her mother was convinced and started voting PUP. It is this same philosophy that Carol holds dear in her heart today as a woman of the PUP, that this is the party which genuinely looks after the well-being of the masses.

She is very pleased that UWG is active and enjoys being an active member to the group.

While she feels strongly that we need more women at the political table, she likens it to her experience with a woman in the BDF. A very diligent officer, Carol shares that she had to work twice as hard to get the recognition as her male colleagues and sometimes never got it. One Commandant even told her that given her work ethics and performance, if she was a man, she would have already been promoted. She, therefore, advises that it will continue to be a struggle for women to rise in governance, but we need to continue the struggle and never give up.

Carol Williams loves her party. She wants the party candidates and supporters to all put aside differences and egos and work for unity in the party, in the interest to the Belizean people. She believes that all PUP’s should put our best feet forward and put the best people in place to fight for our collective cause. Her message to all in the party is that we must stop expecting to gain from our party; the party’s philosophy is to serve. So we must not ask what our party can do for us, but ask what we can do for our party.

The UWG salutes you Carol! Thank you for your many years of dedication to this nation, our party, your community and your family. May you be blessed with many more years as you continue your journey of service.

Over recent years, Fiestarama has become one of the biggest and most anticipated events in Orange Walk Town. It is a time when thousands of our residents are joined by persons from across the country who come here not only to enjoy the entertainment and have a good time, but to see and experience the best that Orange Walk has to offer – our arts & crafts, our products. I am proud to say that under this Orange Walk Town Council Fiestarama has grown tremendously and now includes a business and culture expo.

We’ve also been careful to ensure that it be an event that the entire family can enjoy. It’s a big thing in the north, and it takes a tremendous amount of work, planning and execution. But we do it for our people and it has been a success.

Let me also point out that since becoming Mayor of Orange Walk Town, our financial records have been readily accessible to all. We’re serious about transparency and accountability. That includes the financial records for Fiestarama. Very shortly after the event is held each year, we release the figures which show our expenses and our revenue from the event. What some persons may not know is that the money generated from Fiestarama is used to fund a summer program for youth right here in Orange Walk every year, and also to provide educational opportunities to persons in need.

I am angry to hear that the National Sports Council insists that the Council must pay $5000 before we are allowed to use the People’s Stadium to host the event. That is ridiculous on different levels. While the NSC insists that is the flat, standard fee for events, I need to point out that this is a municipal event and not a private party or bash, which are strictly money-making ventures.

We have pointed out to the National Sports Council, also, that this is an event which raises money to be used for the purposes of providing valuable

opportunities for those who would not normally have access to those opportunities. It is not a money-making venture for the OWTC. It has never been. And besides the obvious use of the revenue generated, the fact is that the event provides an outlet for our business people, artisans, entrepreneurs and vendors to all come together and showcase what they have to offer. In my mind, this is a community initiative which benefits residents of the community, and not only that, but it benefits Orange Walk.

It puts us in the national spotlight.

In the past few years, we have received visitors to Fiestarama from every district in this country, and they always give rave reviews of what they find here.

Honestly, this is a point of frustration for me. I have been in politics for a very long time now.

I know the games that can be played. I am hoping that this is not what is happening where Fiestarama is concerned. Last year we were allowed to pay $1000 to use the People’s Stadium, and we ensured that the Council used its resources to prepare for the event and used its resources to clean up after. We know that we have to pay something for the use of the stadium. Like the Orange Walk Town Council, the National Sports Council has its obligations and responsibilities too. I understand that. But when it comes to events which are sponsored by the municipal body to generate funds which will go directly to benefit our youth – and when it comes to an event which will do nothing more than showcase what Orange Walk has to offer and provide our people with opportunities, then we should be able to come to an understanding.

I use this opportunity to appeal once again to the National Sports Council, and if that is not successful, I ask the Minister responsible for sports to intercede on behalf of the OWTC and the people of Orange Walk Town.

A fee of $5000 paid to rent the People’s Stadium is not only unfair, but prohibitive. I hope that in this matter, reason will prevail.
