Barrow’s Legacy Thursday, July 18, 2019 On Tuesday evening, at the busiest part of the day near the Swing Bridge in downtown Belize City, a man in a pickup was shot in the head.

Less than an hour after, a vendor on Cemetery Road was gunned down –killed as he tried to make an honest living.

Less than an hour after that, a teenager, waiting for a bus, was stabbed and killed near

the Western entrance of the city. And a couple hours after, a taxi-man was stabbed to death on Seashore Drive, the same street on which the Prime Minister lives.

Add in the fact that the UDP Mayor of San Ignacio/ Santa Elena and his wife could have become murder statistics this week after their home was invaded by

three men pretending to be Police Officers. Every single day there are reports of more killing, more shootings, more violent crimes, more assaults and more robberies. Every single day. People are not safe in the streets. People are not safe in their businesses. People are not safe in their homes.

Police are still trying to solve the killing of five men – all at once. They were shot in the head and their bodies dumped at sea. There is also the murder of the Felix brothers. They were at a bar when two gunmen brutally killed them, as many at 30 shots fired. There is also the double murder in San Pedro which remains unsolved to

this day. And, a teenager was found chopped to pieces and dumped. So many murders, so much bloodshed that it boggles the mind.

And then, take in the fact, the man who is the chief policymaker in law-enforcement, the man who sits in Cabinet and lobbies for crime fighting tools and for the budget to fight such crime, insists that this is all just perception. He says that the statistic for the middle of the year, still not released to the media up to today, July 18, show a significant decrease in major crimes.

The problem, according to Minister of National Security John Saldivar, is public perception. Crime really isn’t going up at all, he says. Crime is going

down. We just think that it is going up. We just think that murders are on the rise. And presumably this sense of fear that all law-abiding citizens feel is just a perception too.

Saldivar goes further, in his new preferred way to meet the public, Facebook, stating that “by any standard these are very decent numbers that demonstrate that our crime fighting strategy is working.

There is much more work to be done but our strategy is working.”

And then the man who was best friend to the man accused of beheading and murdering a pastor, went poetic, claiming that “Accepting perception as reality is an enemy to the truth.

Giving in to perception as reality kills our hunger for truth. The truth must be told, and must be told always, whether or not we believe the truth, whether or not the truth is different from the perception.”

2019 Perhaps Mr. Saldivar, the man who will never be leader of the UDP or leader of this country, should ask his own UDP Mayor Earl Trapp about his perception of crime. Or maybe, he could ask the family members of those five men whose bodies washed up in the sea.

Maybe he should ask his media colleague, Edmond Castro, about his perception after the body of his nephew was found a couple days ago chopped into pieces.

We are living in serious times where life has absolutely no value. And we all seem to be living in a different country from the Minister of National Security. In this country, we are paralyzed by fear, and every day could be our last. In John Saldivar’s country, wherever that is, crime is down.

God forbid that crime should touch down close to that Minister and force him to change his perception. God forbid.

UDP HARASSMENT THINK ABOUT IT IN BELIZEAN VILLAGES During and post Village Councils(VC) Elections on July 14, UDP virulence at an all-time high Santa Clara Village: After the VC elections as FB has taught us there are official swearing-in ceremonies. They are local and nice ceremonies where villages should show their harmony and good will. In Santa Clara, that was thrown out the window. As can be seen in an online video the incoming UDP Chairman is throwing and making good with a retaliatory punch/slap on the outgoing UDP chairlady. The raucous that followed showed some peacemakers but definitely the entire fracas was not worthy of leaders of our villages. Reports are that there is major disagreement with the use of funds by the outgoing VC. All in all, this is definitely NOT how Belize should be seen by the world. Viral videos usually are controversial and definitely infects our society.

Sandhill Village: Another video that is an instant hit shows a jittery Clear-the-Land Minister blowing kisses at a female PUP supporter since she was calling him out for lingering within the 100-yard limit at the polling area. This escalates to expletives being hurled and the cell phone capturing the video rudely knocked out of the hands of the Belizean woman. Now, Burrell Boom Village and Crooked Tree Village had gone Blue and this was Castro’s last stand. Sandhill would go on to vote Blue as well. The UDP fangs were out and shiny but now they are not even scratching anymore.

Belizeans know what to do. They will go Blue even in the General.

Independence Village: A third video that will have its own virulence will be of a grader that was donated to the Independence VC. This grader was advertised extensively on the FB earlier this year before it was bought and after it was purchased. It was to bring development to the village and to be used during the surveying of lots etc. The labelling on the grader is clear as it being donated to the IVC. The harassment here is that the Chairlady is being denied what is clearly under her purview now.

The past UDP council is refusing to handover the grader to the duly elected and new council. This might make its way to court but, as the video will show, there is no doubt about it. So why waste time? Call elections now….oh sorry… went off on a tangent there. Why waste time, hand over the grader.

OBLIGING SILENCE

his week featured another reckless swipe at your fundamentally democratic and constitutionally enshrined rights as a citizen of Belize. The attack on Free Speech and Freedom of the Press came from the OG himself and was a real throw back to old school censorship. There was a blatant threat of legal action against any who dared to repeat or reproduce or publish the information furnished to the United States Bankruptcy Court for the Southern District of Florida by the Federal Trade Commission (FTC).

Free speech is an inalienable right of every individual and is an integral part of personal development. Freedom of the Press is founded on the natural assumption that political leaders are as infallible as any other mortal. Both are important because they keep alive the hope and ideals of political development. The Press is often referred to as the Fourth Pillar of a Democracy, the others being the Executive, Legislature and Judiciary. In our type of Democracy the Executive is already compromised by the Legislature because our Cabinet must come from the Legislative body. In recent years, the Judiciary also seems to have lost some of its autonomy. The Press is the last pillar on which our Democracy is precariously perched. Therefore, we must guard our freedom of The Press most jealously, lest our entire Democracy topple over.

All censorship is not as obvious as the intentional weakening of institutions that prevent the concentration of power. Belizeans have been victims of low key censorship before. In January 2015, Bennett and Naim spoke about Stealth Censorship where there is a practice of creating GONGOS (government organized, non-governmental organizations.) Let us think back on the sketchy Citizens for Defense of Sovereignty who refused to disclose their funding. These GONGOS often influence real and virtual conversations in chat rooms and discussion groups via well-trained and well-funded functionaries. These functionaries are paid to spread government sanctioned misinformation and alternative facts and often to disrupt internet presence of critics.

Another subtle attempt at muzzling the press is the sudden and abrupt withdrawal of advertising by state and state-friendly sources. This has also been the case of one in particular media house who refused to toe the line. There is also the punishment of media houses in this case BBN who was removed from a chat group which provides media houses with police information on cases. In some cases, the Police Department has refused to grant any press briefings or answer questions for select periods of time.

The truth is that there have also been more direct and violent attacks on the Press. Just ask Ms. Amaya who has twice been the target and even News Editor in Chief Mr. Jules Vasquez who were both on one occasion forcibly removed from a Sitting of the House of Representatives. The intimidation tactic currently in use is that reporters will be sued for defamation. The Red Devil is banking on the fact that reporters may not want to run the personal risk for writing and exposing corruption within the GOB. All things considered and especially the dismal success rate the GOB has had in litigation, there is no doubt that maybe even more than one journalist with integrity and honour will find the risk well worth taking.

sta semana destaco otro golpe imprudente en vuestros derechos fundamentalmente democráticos y constitucionalmente consagrados como ciudadano de Belice. El ataque a la Libertad de Expresión y la Libertad de Prensa vino del propio gánster original (OG, en inglés) y fue un verdadero retroceso a la censura tipo vieja escuela. Hubo una amenaza flagrante de acciones legales contra cualquiera que se atreviera a repetir o reproducir o publicar la información proporcionada al Tribunal de Quiebras de los Estados Unidos para el Distrito Sur de Florida por la Comisión Federal de Comercio (FTC, en inglés).

La libertad de expresión es un derecho inalienable de todo individuo y es una parte integral del desarrollo personal. La libertad de prensa se basa en la suposición natural de que los líderes políticos son tan infalibles como cualquier otro mortal. Ambos son importantes porque mantienen vivos la esperanza y los ideales del desarrollo político. La Prensa se conoce a menudo como el Cuarto Pilar de una Democracia, los otros son el Ejecutivo, la Legislatura y el Poder Judicial. En nuestro tipo de Democracia el Ejecutivo ya está comprometido por la Legislatura porque nuestro Gabinete debe venir del cuerpo legislativo. En los últimos años, el Poder Judicial también parece haber perdido una parte de su autonomía. La Prensa es el último pilar sobre el que nuestra Democracia está precariamente perchada. Por lo tanto, debemos proteger nuestra libertad de La Prensa celosamente, para evitar que nuestra Democracia se derrumbe.

No toda censura es tan obvia como el debilitamiento intencional de las instituciones que impiden la concentración del poder. Los beliceños han sido víctimas de una censura discreta antes. En enero de 2015, Bennett y Naim hablaron de la censura sigilosa, donde existe la práctica de crear GONGOS (siglas en inglés, organizaciones no gubernamentales organizadas por el gobierno). Pensemos en el cuestionable Ciudadanos para la Defensa de la Soberanía que se negaron a revelar su financiación.

Estos GONGOS a menudo influyen en conversaciones reales y virtuales en salas de chat y grupos de discusión a través de funcionarios bien entrenados y financiados. A estos funcionarios se les paga para difundir la desinformación y datos alternativos sancionados por el gobierno y a menudo para interrumpir la presencia en Internet de los críticos.

Otro intento sutil de amordazar a la prensa es la revocación repentina y abrupta de la publicidad por parte de fuentes estatales y las amistosas al estado. Este ha sido también el caso de una entidad mediática en particular que se negó a acatar las normas. También existe el castigo a las empresas mediáticas, en este caso la BBN que fue removida de un grupo de chat que proporciona a los medios de comunicación con información policial sobre los casos. En algunos casos, el Departamento de Policía se ha negado a conceder sesiones informativas de prensa o responder preguntas durante períodos de tiempo selectos.

La verdad es que también ha habido ataques más directos y violentos contra la Prensa. Pregúntele a la Srta. Amaya que ha sido dos veces el objetivo e incluso al editor de noticias en jefe, el Sr. Jules Vásquez, que en una ocasión fueron sacados por la fuerza de una sesión de la Cámara de Representantes. La táctica de intimidación actualmente en uso es que los periodistas serán demandados por difamación. El Diablo Rojo tiene confianza en el hecho del que los periodistas no quieran correr el riesgo personal de escribir y exponer la corrupción dentro del gobierno de Belice (GOB, en inglés).

Todas las cosas consideradas y especialmente con la triste tasa de éxito que el GOB ha tenido en los litigios, no hay duda de que tal vez incluso más de un periodista con integridad y honor encontrará que vale la pena tomar el riesgo.

QUESTIONS TO THE MINISTERS 1. Will the Prime Minister and Minister of Finance say if cabinet approved a development concession for Sanctuary Belize Limited and will the Prime Minister also say if this development concession to Sanctuary Bay which was in the millions of dollars could have helped with poverty alleviation?

2. Will the Minister of Health agree that it is a conflict of interest for his CEO to continue to serve as head of the Medical Council of Belize?

3. Will the Prime Minister and Minister of Finance say if he was made aware by his son Anwar Barrow or Social Security Board chairman Doug Singh if Social Security approved a loan of $600,000 for the Belize Medical Council? And will the Prime Minister also say if he required from Social Security proof of collateral from the Belize Medical Council for we know of no fixed assets owned by the Belize Medical Council?

4. Will the Prime Minister and Minister of Finance say if he is in agreement with the position of the Leader of the Opposition that wrongdoings cannot be ignored therefore there must be resignations? And will the Prime Minister say that as a result of the Sanctuary Bay scandal if any heads will roll and if there will be any resignations?

Party Leader Message delivered at the ‘Sanctuary Bay’ Press Conference on July 18, 2019 Ladies and gentlemen of the press we are always happy to welcome you here at historic Independence Hall, the home of our True Blue PUP. As you can all see we have a new look here in our auditorium and I wish to publicly thank Roque and Patricia Escalante for their time and effort and all the other donors who contributed to the work to renovate this room. Patricia told me she wanted to do this for our Party and she saw it through every step of the way and from all of us in the PUP, thank you, Patricia.

Today, as you can see, our standard bearers have all assembled to discuss Party matters.

We are of course very happy with five consecutive weeks of PUP victories in villages all across Belize. In every district the PUP has made significant gains and we want to start today by congratulating the more than 1000 true blue candidates who have proudly represented our Party in our pledge to Serve the People. We also wish to thank the thousands of Belizeans who are coming out to vote BLUE. Last year I said that we were ready to lead and ready to win. We will continue in this spirit all the way through to the general elections because we need to rid our country of the rank corruption, hypocrisy and incompetence that has become the hallmark of this UDP Government.

Members of the press there is no nice way to put this and I take no pleasure in saying it, but at present our beloved Belize is plagued by a moral and financial crisis. Our country is wallowing in a morass of social decay and deterioration. Our Prime Minister and members of his cabinet as well as other political appointees are named by the United States Federal Trade Commission of not only being aware of but possibly being involved in the biggest fraud and money laundering scheme in the history of the FTC. Never before has any Government of Belize been so disgraced. Never before has the integrity of so many cabinet ministers been called into question.

Never before has our Central Bank been brought into such disrepute. This shocking, sensational Sanctuary Bay Saga shows a Prime Minister and his collective of closely connected UDP associates and cronies accused of behavior that if not criminal is at best unworthy of the high offices they hold. Dean Barrow has brought shame on our nation and his actions and inactions have has placed in jeopardy the entire banking and financial services of this nation.

Choice Bank collapsed. Atlantic International crashed as a result of this Sanctuary Bay corruption saga. A third bank is indicating that it no longer desires doing business in Belize today. This means that hundreds of millions of dollars can be lost and hundreds of Belizean families hurt as jobs are lost and the financial services industry continues to collapse.

To no one’s surprise the Prime Minister has shown no concern for these matters. He hastily called a press conference to try and rescue his tarnished image – unsuccessfully. Our nation is on a downward spiral and all our Prime Minister is concerned about is his reputation. What about the reputation of our country? It can’t get any worse than this, the US State Department in its report earlier this year to the US Congress described our country as, and I quote, “a major money laundering jurisdiction.” Where is the denial? Where is the disclaimer? Where is his threat to sue?

The information contained in the recently publicized 50-page US court document highlights some of the corruption that continues to tarnish this UDP Government. The Sanctuary Bay scandal is a fact. Over US100 million dollars were swindled, that is a fact. The swindlers used Atlantic International Bank – that is a fact. They sold over 1400 parcels of Belizean land at hundreds of thousands of dollars each – that is a fact. UDP senator Aldo Salazar, appointed by the Prime Minister is named as representing Sanctuary Bay and Atlantic International Bank Limited-- that is a fact. The names of Deputy Prime Minister Patrick Faber, Tourism Minister Heredia and other well connected UDP’s are in the court document -- that is a fact. The people of Belize do not believe you Mr. Barrow, you sought to clear only yourself of wrongdoing. No one believes your words or trust your deeds anymore and that too is a fact.

From 2016 then Central Bank Governor Glen Ysaguirre put in writing to the director of the FIU, Joy Grant that and I quote: “there was strong evidence of massive fraud and money laundering occurring through this project.” End of quote. The court document pointed out, “Yet neither the Central Bank nor any other Belizean authority did anything about the Massive fraud which continued unabated.” Those are double facts.

How could the Prime Minister of Belize not know that the Central Bank was alerting the FIU of massive fraud and money laundering that was occurring at Sanctuary Bay? How could the Prime Minister fail to adequately address the serious allegations against his own law firm Barrow and Williams as contained in the court document?

In this the biggest scandal in FTC history, a scandal that has brought shame and disgrace to our country, Prime Minister Barrow cannot expect that his press conference is the be all and end all of this matter. Belizeans demand accountability. Wrongdoing cannot be ignored. There must be resignations.

The Prime Minister stated that he would take one for his team, is that the corrupt team Prime Minister? You and your cronies must now take one for Team Belize. For God’s sake leave.

Mensaje del Líder del Partido en la conferencia de prensa sobre Sanctuary Bay (18 de julio de 2019) Señoras y señores de la prensa, estamos siempre encantados de darles la bienvenida aquí en el histórico salón Independencia, la casa de nuestro PUP True Blue.

Como pueden ver ahora tenemos un nuevo aspecto aquí en nuestro auditorio y quiero agradecer públicamente a Roque y Patricia Escalante por su tiempo y esfuerzo y todos los donantes que contribuyeron a la obra de renovar esta sala. Patricia me dijo que quería hacer esto para nuestro partido y le dio seguimiento hasta su culminación.

De parte de todos nosotros en el PUP… gracias, Patricia.

Hoy como pueden ver, nuestros abanderados se han reunido para discutir cuestiones del partido. Por supuesto estamos muy contentos con cinco semanas consecutivas de victorias PUP en las aldeas a través de todo Belice. En cada distrito el PUP ha hecho importantes avances y queremos comenzar hoy felicitando a los más de 1000 candidatos True Blue que han representado con orgullo a nuestro partido en nuestro cometido para servir al pueblo. También queremos agradecer a los miles de beliceños que salen a votar por el partido azul. El año pasado dije que estábamos listos para liderar y listos para ganar. Vamos a continuar en este espíritu todo el camino hacia las elecciones generales porque necesitamos liberar a nuestro país de la corrupción, la hipocresía e incompetencia que se ha convertido en el sello distintivo de este gobierno UDP. Miembros de la prensa no hay ninguna manera agradable de expresar esto y no tomo placer alguno en decirlo, pero en la actualidad, nuestro querido Belice está plagado de una crisis moral y financiera. Nuestro país está revolcándose en un pantano de descomposición social y deterioro. Nuestro Primer Ministro y miembros de su gabinete, así como otros políticos designados están nombrados por la Comisión Federal de Comercio de los Estados Unidos no sólo de tener conocimiento, pero posiblemente involucramiento en el mayor fraude y lavado de dinero en la historia de la FTC (Comisión de Comercio de los Estados Unidos por sus siglas en inglés).

Nunca ningún gobierno de Belice ha sido tan desprestigiado. Nunca se ha puesto la integridad de tantos ministros del gabinete en entredicho. Nunca antes se ha desacreditado tanto nuestro Banco Central. Esa sensacional e impactante Saga de Sanctuary Bay muestra a un Primer Ministro y su colectivo de socios y compinches UDP estrechamente conectados y acusados de comportamiento que, si no es criminal es por lo menos indigno de los altos cargos que ocupan. Dean Barrow ha traído vergüenza a nuestro país y sus acciones y omisiones han puesto en peligro todos los servicios bancarios y financieros de esta nación. Choice Bank se derrumbó. Atlántic International se quebró como resultado de esta saga de corrupción del Sanctuary Bay. Un tercer banco indica que se va de Belice. Esto significa que se pueden perder cientos de millones de dólares y cientos de familias beliceñas saldrán afectadas a medida que se pierden puestos de trabajo y la industria de servicios financieros se sigue a colapsando.

Para sorpresa de nadie, el Primer Ministro no ha mostrado ninguna preocupación por estos asuntos. Se apresuró a convocar una conferencia de prensa para tratar de rescatar su imagen empañada – sin éxito. Nuestra nación está en una espiral descendente y lo que le preocupa a nuestro Primer Ministro es su reputación. ¿Qué pasa con la reputación de nuestro país? No puede ser peor que esto, el Departamento de Estado de los Estados Unidos en su informe de principios de este año al Congreso de los Estados Unidos describió a nuestro país como, y cito, “una importante jurisdicción de lavado de dinero”. ¿Dónde está la negación? ¿Dónde está el descargo de responsabilidad? ¿Dónde está su amenaza de demandar?

La información contenida en el documento de la corte estadounidense de 50 páginas recientemente publicitada destaca parte de la corrupción que sigue empañando a este Gobierno de la UDP. El escándalo de Sanctuary Bay es un hecho. Más de US 100 millones de dólares fueron estafados, eso es un hecho. Los estafadores utilizaron Atlantic International Bank, eso es un hecho. Vendieron más de 1400 parcelas de tierra en Belice a cientos de miles de dólares cada una, eso es un hecho. El senador UDP Aldo Salazar, designado por el Primer Ministro, es mencionado como representante de Sanctuary Bay y Atlantic International Bank Limited, eso es un hecho. Los nombres del Viceprimer Ministro Patrick Faber, el ministro de Turismo Heredia y otros UDP bien conectados están en el documento de la corte –eso es un hecho. Barrow, trató de zafarse a sí mismo de las malas acciones. Ya nadie cree sus palabras o sus acciones ya y eso también es un hecho.

El documento de la corte señala, “sin embargo, el Banco Central ni cualquier otra autoridad beliceña hizo nada sobre el fraude masivo que continuó sin cesar.” Ésos son hechos dobles. ¿Cómo es que el Primer Ministro de Belice podría no saber que el Banco Central alerto a el FIU de fraude masivo y lavado de dinero que estaba ocurriendo en Sanctuary Bay? ¿Cómo podría el Primer Ministro fallar en abordar adecuadamente las graves denuncias contra su propio Bufete de Abogados Barrow y Williams que figura en el documento de la corte?

Major Malfunction The brutal, senseless killing of Allyson Major, a productive, young, family man and a teacher, was murder. It doesn’t matter how the Police try to spin it. It points to what has become a systemic breakdown of the Police Department because of political interference, manipulation and neglect. We won’t be too hard on Chester just yet, because he inherited a broken system from a lame duck Commissioner Whylie whose biggest achievement during his term was sucking up to his political bosses. The UDP has no will to fight crime, and so have neglected the Police and have allowed the Department to be infiltrated by undisciplined, poorly trained cops who are promoted depending on their connections to Ministers.

We send our condolences to the family of Allyson Major, and we join the nation and the family in demanding justice.

Bogus Stats Mason’s best friend, the Minister of National Insecurity, says that the crime stats show that murders are down by 18%. He says that the problem is that the public perception is that there are a lot of murders.

Apparently they’re not really murders, just a perception. Like the public only perceived the five bodies washing up, all of them with gunshot wounds to the head. And the public only perceived the triple murder just the other day, and the double murder on Baymen Avenue in Belize City, and the double murder in San Pedro. According to the fat fellow, that’s all just a perception. In reality, crime is way down, and we’re living in a safe, secure country. In fact, says the Minister of National Insecurity, their crime-fighting strategies are working, so we should be patting him on the back instead of criticizing. Hmmm, have to wonder if shooting people in the head while chasing their vehicle down a crowded street is a part of the new crime-fighting strategy. Imagine that this is the man who wants to be the leader of the country. Wait…what? Mason has more pics? Moving on.

The King’s Kryptonite The Sanctuary Belize scam, a massive operation which thrived in Belize under the UDP, is Mr. Barrow’s kryptonite. That is why he has used his law firm, Barrow and Williams, the same law firm which represented principals from Sanctuary Bay, to intimidate the media. Barrow and Williams, on behalf of the Prime Minister, is forbidding the media to repeat the damning allegations contained in a 50-page Court document compiled by the very powerful Federal Trade Commission. The media has been warned that they can’t repeat the allegations of complicity and corruption, or they will be sued. In fact, there is a chance that you may be sued if you even refer to the FTC. Mr. Barrow is afraid. He is very afraid.

He can be destroyed by what would come out in a court case where the FTC would be able to provide, for all to see, the evidence to support their allegations. Neither Mr. Barrow nor the UDP would survive that exposure. Look at King Dean sweat. And this is only the beginning.

Liar Lawyer No wonder King Dean is sweating bullets. He’s on national television claiming that the Sanctuary Bay development has never, ever come up in Cabinet. In fact, says Dean, he’s not even sure where Sanctuary Bay is.

And then BAM, there’s video of Mike Singh, Barrow’s investment guru, at the opening of the Sanctuary Bay development telling the gathering that they have the full support of the government. And it gets worse.

There’s a document showing that Cabinet –the same Cabinet that Barrow heads which never, ever talked about Sanctuary Bay—approved a fiscal incentive package for Sanctuary Bay which effectively deprived the Belizean economy of over $15MILLION dollars. Barrow lied to the Belizean people, without shame. Our leader said it right today when he said that this is the scandal which will bring down the UDP. Wait for it. The best is yet to come.

Writing on the Wall If you want to get the sense of the best that is yet to come, take a look at the results of the Village Council elections. The people are sending a message to the UDP that their time is done. Week after week the PUP are gaining ground, because our people in rural communities can see that the UDP Ministers are becoming millionaires while many of them can’t even send their children to school. Even the nasty Chairman of the UDP, Alberto August, has been telling King Dean that the UDP is in trouble. But this is way past trouble. This is the end of the UDP. They will go down in history as the most corrupt government that ever existed in our young nation, and King Dean will be flogged with his own two-sided machete. We can’t wait. Imagine the possibilities.

and Joy Grant became the Governor. She still did nothing. She is still the Governor and most observers thought she would have resigned last Wednesday. But nothing.

On Friday 12th July 2019 with the Sanctuary Bay scandal ranging across the country and Dean Barrow’s reputation following the Titanic ship, Barrow and Williams Law Firm issued a public release. A letter addressed to “all media houses” on behalf of Dean Barrow.

This bizarre letter must be aimed at the free press in the country. It can’t be for all media.

The UDP has radio, television and newspaper. They would never and could never be reproducing the shocking information contained in the Court documents.

The letter is aimed at Kremandala, Plus TV and Channel 5. It is Barrow’s attempt to muzzle debate and restrict national conversation on the latest, and greatest, scandal surrounding Dean Barrow’s government, which seems to be crawling with crooks and thieves.

The media in Belize have an important duty, protected by the freedom of expression and freedom to communicate ideas and information as stated in our Constitution; that duty is to tell Belizeans what are the allegations against our officials, as contained in the court documents in the U.S.A and to be fair in its reporting.

In Bob Marley’s song JAH LIVE, are the lyrics, “The Truth is an offence, But not a SIN”.

REBELLION IN BELIZE Belize’s scanty history records that in 1894 there was an “unprecedented riot of forest labourers” in Belize because the greed of local merchants and the riot manifested a lot of anti-white sentiments from Creoles. British troops had to be brought in included Belizeans.

The first World War started in 1914. 500 West Indians enlisted to go to war as part of the British West Indian Regiment. They left for overseas in 1915 and 1916.

In July 1915, British Governor to Belize, Governor Collet, a racist, had said and behaved discriminatory at a reception by refusing to allow a prominent black Belizean H.H. Vernon to attend. A few months after this, a white lawyer and commander of the local military was murdered in what was described as a “brave act.”

In August 1918, the public buildings on Regent Street caught fire which may have been deliberate. Black creoles openly refused to help fight the fire and took the attitude “Let it Burn”.

The Belizean soldiers who were sent to Mesopotamia area (Iraq) as a supporting labour free to white soldiers exposed them to even more racism than in Belize.

The remaining creoles in Belize were continuing to listen to a radical creole named Herbert Hill Cain. Cain had his own newspaper, Belize Independent, which promoted black consciousness, black achievements and exposed injustice against black people in Belize. There was also another newspaper widely circulating among creoles. It was Marcus Garvey’s Negro World printed in the U.S.A. The World War ended and Belizean soldiers returned home on July 8, 1919. On the night of 22 July 1919, all hell broke loose in Belize City. Imagine, trained, brave black soldiers in a full scale riot in otherwise peaceful and docile Belize City.

The local police did not go against the Belizean soldiers and were later described by the Governor as disloyal.

The riot got out of control when the population started looting and destroying. It was an element of the same Belizean returning soldiers who restored order on the morning of 23rd of July 1919. On the 24th of July, a British warship arrived and the Governor and his white racist colonials could breathe easy again.

The great Marcus Garvey visited Belize. He made three visits to our country. In April 1920, his visit was a huge success and morale booster for creoles. John Young who was 35 years old at the time and who went on to live for 102 years, told this writer Garvey had out-dressed the Governor at a formal event where almost one thousand Belizeans attended.

The Archives in Belmopan record that it was the establishment of Belize Chapter of the Universal Negro Improvement Association-UNIA, and attracted a membership of 800 creoles with a handful of middle-class creoles accepting positions on the executive: Second vice-president, Benjamin Adderley, Third Vice President Calvert Staine, General Secretary Samuel Haynes, (of course) Herbert Hill Cain was on the executive.

Belizeans should know that the street names on Southside, Belize City such as Euphrates, Amara, Mesopotamia, Kut Avenue, Mosul Street all come from the areas where the Belizean soldiers experienced in Iraq.

Also, the British Government set up an official Commission of Inquiry into what caused little Belize to riot. The Report of the Commission is at the Archives Department and makes for a most interesting read on how black creoles felt towards the white colonial masters and the suffering they had to endure.

If the British were still in charge of Belize, there would be a Commission of Inquiry into Corruption and several Ministers would end up in Hattieville prison, and their ill-gotten gains would be confiscated.

Belize is crying out for a rebellion.

THE BELIZE TIMES documents, it is a blatant example of a government that has failed miserably in accountability and transparency with so many scandals over the past 10 years and is operating with impunity.

The Opposition Party has called out the government on this. The Belize Chamber of Commerce, the

By Valerie Woods As per a letter dated July 12, 2019, the media is being threatened with a possible lawsuit by the Prime Minister if the media republishes, broadcasts or repeats in any form the statements that were filed in court by the US Federal Trade Commission (FTC). The court filing of arguments in this case is a matter of public record.

The Prime Minister has stated the statements are unfounded. If they are unfounded, will the Prime Minister and his lawyer take the FTC to court for defaming his character?

Why does he choose instead to silence the local media in reporting on the very content that he, the Prime Minister, also revealed during his press conference the day before on July 11th?

Is it that the media was invited to cover an official government press conference but are now being given a gag order to not report on the contents of that same press conference?

And will we as a society accept this?

The statements from the FTC filed in a US court relate to the Sanctuary Bay Belize scam, reported as the largest fraud case in the history of Belize and the FTC. Belizeans can access Google or YouTube and pull these documents down in full detail for themselves. Belizeans can replay the Prime Minister’s press conference and hear him repeat the statements and deny their veracity.

Therefore, when the media is threatened in an attempt to stifle reporting on these serious and scandalous allegations, it is a dangerous precedent for democracy, transparency, accountability, and an abuse of power to the Belizean public.

Silencing the media on reporting it raises several questions about the state of our democracy.

First, the Prime Minister’s attorney is from the Prime Minister’s law firm Barrow & Williams who was the law firm on record for the Sanctuary Bay Belize enterprises. One can understandably question if a conflict of interest exists here.

Second, the Prime Minister rushes to use the swift arm of the law firm in an attempt to not have any of the statements made against him broadcasted but does not do so for the other members and officials of his UDP government who are also named in the court document. The media, therefore, has a right to know if the court document can be reported on as long as it does not broadcast those arguments that name the Prime Minister himself. And if so, is it that reporting on the statements involving all other UDP government officials is fair game?

Instead of threatening the media with a lawsuit, why didn’t the Prime Minister and his Ministry of Finance or the Ministry of Trade call for an inquiry into what transpired to have caused this largest real estate and consumer fraud to occur in Belize? Why have they not called for an inquiry to investigate which officials or authorities, if any, had knowledge of this suspicious investment? What measures will be put in place to ensure that investments in Belize are safer and that this does not reoccur?

There is also a video of the Sanctuary Bay Belize development that showcases a former CEO in the Ministry of Trade giving the assurances of the current government support to the investment project. Therefore, when the former Governor of the Central Bank of Belize issued an e-mail (as was reported at the Prime Minister’s press conference) that suggested fraudulent transaction(s) may be at hand at Sanctuary Bay, why didn’t the Prime Minister, his Ministry of Finance and/ or Ministry of Trade inquire about this in the interest of the government and the protection of the reputation of investing in Belize?

It is also interesting that the US Embassy in Belize has inserted itself in the call of caution in reporting on these public court documents. The USA would never sanction its own press on reporting on publicly filed court documents and it should not be encouraged to do so in an independent Belize.

Freedom of the press to report on official documents is a hallmark of a free society and should be respected by all governments. When journalists and the media are threatened with lawsuits because they are reporting on publicly filed

National Trade Union Congress of Belize, the network of NGOs, the youth groups and each of us should be writing, rallying or sending strong messages to our area representatives and the government of Belize that we will not stand for this.

This country has had many decades of scandals by both major par-

BELIZE NEEDS JESUS

By Dickie Bradley Belize Needs Jesus Belizeans need Jesus, now more than ever, not the Jesus who will come again after the war of Armageddon after the four horsemen of the apocalypse unleash their supernatural powers against the forces of evil. When, the great whore of Babylon will fall because the nations of the earth drink the Wine of Formation. Not that Jesus.

The Jesus who Belizeans desperately need is the one who was a refuge from the corrupt government of Herod and his murderers. Remember Jesus’ Mom and Dad had flee to Egypt, a foreign country in Northern Africa as the government was going to kill baby Jesus.

We need the Jesus whom walked among the people. Who taught them there is a better life and we can live in harmony with each other.

All the laws and regulations that Moses taught, Jesus summarized in one of Moses’ sentence - “Thou shall love the Lord thy God with all your heart, and with all your soul and with all your mind”. Jesus then added “you shall love your neighbor as you love yourself”.

No one can make it any clearer than that.

If sinners and infidels were to separate the list of Jesus’ miracles and look only what he said, they would still be faced with the awesome power of his teachings, so clear and so true, which can make us better human beings.

Belize is in bad shape. No country in the English speaking Caribbean has been falling into the bottomless pit as rapidly as Belize. In the last ten to twenty five years Belize has lost its soul. It is now a haven for all manner of demons and foul spirits.

We are now between the devil and the deep blue sea of corruption and crime.

There is a lesson, it comes from the fabulous book we call the bible. It is Genesis, Ch. 23-33. God was making a decision to destroy a city because of the sinfulness of its people. Abraham asked God “will you destroy the righteous with the wicked, if there are fifty righteous will you spare the city”? God said he would spare the city it had even only fifty righteous.

What if it be only 45 would you still spare the city. And God said yes. Abraham pressed his luck and eventually asked if there is only ten righteous and God answered if there is only ten righteous he would spare everyone in the city.

Did the Almighty God end up destroying the city?

Go read the Bible and find out.

Belize is being destroyed. I cannot say if it is the will of God that we are being destroyed. For I do not know. But I know our country is going to the dogs and it is wicked, crooked, corrupt politics that are contributing to our destruction.

Along with an immoral, incompetent and corrupt leadership who has turned their backs on the poor people of Belize.

And while it is true that we are not to blame the sheep but rather the shepherd, the people are not blameless.

Sometimes, I think if we understand

where we came from, it can help us to understand why we are where we are.

One hundred and twenty three years after slavery legally ended in Belize mental slavery remained under a system called colonialism. The same slave masters continued to own us and control us. The children, grandchildren and great grandchildren of slaves cannot be on the same level as those who enjoy freedom for hundreds and hundreds of years. We were and remain at a great disadvantage. Family structures, role models, values, skills and institutional knowledge are in tatters. In 1934 Aldous Huxley said “if the world had any ends, BH would certainly be one of them.”

Party politics only emerged in Belize in the 1950’s. Our puny country did not begin to govern itself until 1964. By the time long delayed political independence arrived we were already scattered and confused. There was never any collective journey on the road

They are sent to school because the law says so and then no more. Children of the wealthy and middle class go to primary school and thereafter move up to the next educational level. Children of the poor and unfortunate who don’t or can’t afford are thrown one side.

And this is in spite of what the man from Gal said, at Matthew Chp 18 verse 6: “But whose shall offend one of these little ones which believe in me, it were better for him that a millstone were hanged about his neck, and that he were drowned in the depth of the sea.”

I mentioned a few words about the creole tribe who are less than one third of our population. I won’t venture into the situation of our Hispanic brothers and sisters who are now 55 percent of Belize’s population. But it should be noted they are not as homogeny as the statistics indicate. They are several distinct nationalities-Guatemalans, Hondurans, Salvadorans and so on.

In July 2019, Belize and Belizeans are in the worst conditions they have ever been. Our situation is beginning to look hopeless.

We need Jesus now, more than ever.

The social destruction of Belize, certainly of Belize City accelerated after 1961, following the destruction of Hattie. Large numbers of creoles started migrating to the USA. Many solid, dynamic, decent Belizeans left backward Belize for greener pastures. Family structures, already weak started to crumble.

By 1982 we were completely unprepared for the invasion of our minds, by American television.

There is plentiful research which confirms that when American television enters a country the demons of materialism, pornography, immorality, drugs, crime and corruption arrive with permanent visas. They are here to stay. Belize is now awash in sin. The sinners run things.

Eulogy Delivered by PUP Party Leader John Briceño At the La Inmaculada Church in Orange Walk Town, Belize July 11, 2019

Good afternoon everyone. On behalf of our entire family, thank you for being here.

I speak on behalf of Mrs. Elvia Briceño, our Tia Elvia, his wife of 52 years, his children, his grandchildren, great grandchild, nieces, nephews, cousins and for the many friends of Eudaldo Santiago Briceño whom we all knew as Dali.

I am honoured to be chosen to express what Tio Dali meant to those who mourn with us here in this church, as well as for those at home and abroad who could not make it here with us today.

We all loved Tio Dali.

From his parents John and Felipa, his older brothers Lalo, Polo, Charo and Joe as well from his sisters—Mattie, Clody, Dina, and the only two living siblings, Neli and Ana—Tio Dali received many special qualities which he passed on to all of us, especially to Mayela, Rosiel, Felissa, Eudaldo, Aaron, Elvira and, of course, Santiago as well as his, other eight, wonderful grandchildren and great grandchild. These qualities included strength in time of trouble, calm in time of chaos, perseverance, concern for others, and a full appreciation for laughter and a good time.

He also shared with us that, very often overlooked quality, which was plain and simple common sense. For all these things he shared with us, Tio Dali will always be a part of our lives.

It is difficult to put love into words because we each experience and feel love differently. It is also not easy to put into words emotions like trust, or joy, and, yes, sadness.

I am sure many of us are feeling all those emotions at this time. There is another word that we can add to that list that carried a certain emotion for Tio Dali. Some of us in this

THE BELIZE TIMES church must first understand what it represents before we can define it, and that word is our name: Briceño.

For all of us who knew him, Tio Dali exemplified all of these.

He loved life, he cared about people, he was happiest right here in Orange Walk, and he persevered through it all, the joys and challenges, the ups and downs that form the man Eudaldo Briceño. He eventually figured out and I think he wanted us to understand that the sum total of all these qualities meant being a family man as well as being a Briceño, which meant being a part of a political family.

A few years back, when I had to prepare to bury my own father, Tio Dali was a great source of strength to me as well as my brothers and sisters. He made sure that that all of us knew he was there for us.

Every day he came to the hospital to sit with us, to help us let go and when it was all done, he cried with us, prayed with us and shared good moments about my father with us.

And through it all, he stressed the importance of showing our appreciation to everyone in this community.

He stressed the importance of family—that we Briceños must always stick out together: in good times, as well as in bad times.

Tia Neli can spend hours talking about his Sunday morning visits with her and Tia Ana spending the day together with his sisters. It started with breakfast and went on through lunch and maybe a few drinks and well into the evenings. Sundays were for his sisters. He also spent hours in his business with this daughter Mayela and, of course, time was made for his daily visits to Simon where they would talk about his favourite topic politics. And, of course there were other topics, I will not mention in this sacred place.

Recently, Tio Dali and I traveled together to Merida, where he had gone for a medical checkup. At one point during our time in Merida, we sat together just the two of us having a meal. Tio Dali talked to me about life and about his family. He wanted me to know how lucky he was to watch all his children grow up; and how, all of them were living successful lives and building their families. He talked about how, through all the ups and downs that they experienced, how he and Tia Elvia made sure that the children understood the importance of education and about perseverance. He wanted to be sure that his children could provide for themselves and their families, and in some way, he felt he was able to see that through, even, when he had to make tough decisions like the time he fired Aaron for showing up to work late. This was his way of teaching the importance of promptness and responsibility.

Sitting there with Tio Dali, I got the sense that he wanted me to understand that, in the end, we all face our Creator with the hope that we are judged by how much good we tried to do, more so than by the wrongs and the mistakes we made in life. I think what Tio Dali was hop-

ing I would appreciate is that, in the end, it’s not about money or material things like big homes and fancy cars, or being the leader of a political party, it is about doing your best to try and do right by your children; it’s about family and by helping the people around you.

Dali Briceño did what he could to make sure that all his children knew something that would allow them to be successful in life. He tried to teach them that there was no job too big or too small or too unimportant. He wanted his children to be well rounded not only in values, but also in the way they saw the world and he wanted them to know you had to work if you wanted to achieve success.

Perhaps being the youngest of the Briceno brothers, Tio Dali benefited from the personalities of all his brothers and sisters. They made sure he understood that being the child of John and Felipa Briceño meant understanding that people who were poor or needy deserved our help. He also understood that Tio Polo and my father, Joe, served this community and country. I believe he would want his children, and all his nieces and nephews, and his sons and daughters to never forget our responsibility to this community.

Eudaldo walked this earth for 75 years living by those qualities that were shaped and molded by those around him. He did what he could to raise all his children right. We will all miss his good counsel. Tia Elvia will miss their discussions about the children. Mayela will think of her father’s advice manya-days in the business. Tia Ana and Tia Neli will miss his visits and his place will always be reserved at the table on the Sundays. Simon will miss his best friend and the daily conversations they had about life and politics and the rest.

Madie and Vanessa will miss their favourite member of the local Los Bukis fan club; Santiago, whom he so loved like a son, will miss the talks he used to have with Tio Dali. Aaron will never forget and will always be grateful to his father for teaching him to be on time and to never give up. As for Elvira, know that Tio Dali was very proud of his daughter, the doctor, and Felissa, your return to Orange Walk was added blessing, those moments you spent with your dad brought out that special love that not even distance could separate. Staying by your father’s side through those last stressful days was nothing short of heroic. Truth is, we will all miss Tio Dali.

All of your successes always made your father beam with pride and your pain hurt him more than you knew.

None of us live perfect lives, we do the best we can to stand up straight and put one foot in front of the other. Tio Dali tried to be the best father he could, the best brother he could, the best husband he could, the best uncle he could, the best friend he could and the best Belizean he could be.

For most who knew him, Dali would wish to be remembered simply as a good and decent man, who tried his best; who cared for others, who was 100 percent Belizean and who loved this town and everyone who call it home. That is the way he lived. That is what he leaves as his legacy.

Last night, while speaking with friends and family members, it dawned on me that Tio Dali was the last of the sons of John and Felipa Briceño. Polo was mayor of Orange Walk Town; Joe was a minister of government. They were able to serve the people because and while Charo and Dali keep the family’s businesses afloat, so while the two political brothers were busy doing public service, the other two kept watch over the family. Together they were larger than life in this community and now the baton has been passed on to us to carry the torch and continue the work.

Soon Briceño’s glass shop will open again to serve the good people of Orange Walk Town and the spirit of Tio Dali will live on in our hearts and in the hearts of the next generation of Briceño’s like his beloved Santiago, the grandson he watched grow tall, strong, and confident. Let us be sad yes, but also let us be grateful for the time Tio Dali had on this earth.

Most of us here today are people of faith, so we live in hope.

Shortly we will take Tio Daly to his final resting place. We go there confident that he will find peace and will join in the company of our grandparents, John and Felipa, his brothers, his two sisters and little Janelle who have gone ahead; and, we pray that Tio Dali will find rest now that his journey is done.

We will always love you Tio Dali.
