At light speed the most depressed section of the ‘Old Capital’ is being forced on lockdown. This part of Belize City is where the most single mothers and impoverished families reside. It is despicable that Southside is the area where the most powerful United Democratic Party ministers, including Prime Minister Dean Barrow hold constituency representation for years. With six days of breathing space given to the citizens, the government acting on the provision of Section 18 of the Constitution of Belize has invoked a State of Emergency (SoE) on Southside Belize and conceded that they have no real long lasting answers to fight crime.

Michael Peyrefitte Attorney General and Minister of National Security told the nation that this resulted from two weekend murders and a string of arm robberies. Peyrefitte posits that “we had no choice but to ask the Governor General to enter us into another State of Emergency where we

The provision of Section 18 of the Constitution empowers the Government to have the Governor General proclaim a period of public emergency only where: “( a ) a state of war between Belize and another state is imminent or that a public emergency has arisen as a result of the occurrence of any earthquake, hurricane, flood, fire, outbreak of pestilence, outbreak of infectious disease, or other similar calamity; or “( b ) that action has been taken or is immediately threatened by any person or body of persons of such a nature and so extensive a scale as to be likely to endanger the public safety, or substantial portion of the community, supplies or services essential to life.”

However, Senior Counsel Eamon Courtenay made a scathing observation in the article named “The State of Emergency is illegal.” Courtenay postulated that “a state of emergency is to be used sparingly and in very exceptional circumstances. It is only where the objective facts reveal a grave and present danger to life and/ or property which cannot be managed by using measures contained in ordinary legislation that the extraordinary power can be [lawfully] exercised.”

Therefore, the invoking of another Southside SoE is garbed in a veil of suspicion. Numerous ordinary legislative mechanisms exist in the war against crime and violence. The question whether the SoE is the tool of convenience against gang activity is well placed.

It is the writer’s opinion that the state of emergency is being “weaponized” maliciously by the Barrow administration. Election is fast approaching and the UDPs is losing its grip on power. A state of emergency could be an undermining factor in the upcoming general election.

In early June, former Chief Medical Officer of Saint Kitts and Nevis, Dr. Patrick Martin, had accused the Prime Minister Dr. Timothy Harris of “weaponizing” the COVID-19 pandemic and unnecessarily continuing the state of emergency for political advantage. Addition to using the SoE as cover to suspend fundamental freedoms and protections during the election period, Martin said “this weaponization... includes fear-mongering at briefings and in addresses.”

Concerns developed regarding handpicked electoral officers.

In the United States of America individuals are preempting that Trump is plotting to hijack the presidency using executive powers and the creation of a state of emergency. Philip Roth in his book The Plot Against America shows how an authoritarian president could grab control of the United States Government using emergency powers that no one could foresee.

Although, the UDP Government is attempting to sway the populace, the Belizean electorate that the weekend murders and the robberies are responsible for the proclamation of this now state of emergency on the Southside, it is not. Surreptitiously, there is an attempt manifesting to undermine the 2020 general election.

An indication by A.U. Brown saying that “... if they are willing to use the SoE to suppress the movement of citizens then you can expect anything from them including trying to rig elections.”

Nonetheless, a “Peoples firewall” is the solution, civil society, unions, and churches. Additionally, the right to vote allows the electorate to remove those who do not represent its values and replace them with leaders who will fight for its vision for the future.

Whenever elections are called the people will overwhelmingly get rid of this vindictive government comprised of ruthless, greedy, corrupt, nepotistic, and lawless people. Lock stock and barrel, they got to go! - Voice of the Common Man

BARROW RENTING FROM BARROW Oh, that so excellent law firm Barrow & Williams is now the landlord to the government of Belize. How so? According to AG Peyrefitte, the Scenes of Crime of police will now be housed on Albert Street.

Just about the time Sanctuary Bay was incorporated as the Sittee River Wildlife Reserve in 2003 Barrow & Williams was already situated down Albert Street as one approaches the St. John’s Cathedral in Belize City. But now, the main law partner is now Prime Minister of this country. The new building just opposite to the original is a beautiful and modern building as one could expect after 12 ½ years of being at the helm of the despised UDP government.

Why waste the opportunity to follow the Miller doctrine or is it the Bradley’s Doctrine? The UDP government therefore signs Barrow & Williams building to a robust 72 thousand a year...one for every Saldivar hour. Infamy in all its senses.

Instead of making a DNA lab, they will now recklessly gift the money in rent. Instead of spending of

real forensic expertise the UDP government pays a salary and 40 plus dollars to their UDP Cabinet Secretary’s son. Incidentally, have Perdomo paid all the additional monies owed plus interest? The 40k paid is less than the sum owed.

It is easy to digress, the UDP seem to be signing as much as they can. Milking is not the word.

They are slicing up the entire carcass of the cattle in an attempt to leave Belize with nothing. They are cornering all possible contracts in UDP names—cronyism. Are the UDPs more adroit at incompetence or at corruption? The infamy is tantamount. Who wants to bet a boledo piece that many of these contracts will one day go up in smoke quicker than Barrow can say, “No Sanctuary Bay development has ever been discussed at any Cabinet meeting that I have chaired…”

The PUP will take care of the majority of people in Belize as they strive to build a Belize that will work for everyone.

Last week we discussed the capricious cancelling of the administration of registries from BISL. The UDP claimed that Belizeans were cheated out of millions in revenues even though it was clear that one of the reasons for the partnership with the private sector was to use their expertise to establish said registries. This week however, Brads Gaming Company has once again scored the Jackpot! They have been awarded with a ten-year contract to operate Boledo in Belize, just months away from a general election. In a time of grave economic crisis can the UDP still afford to award choice contracts to cronies? At the time the first contract was given to Brads, the profits amounted to a mere 1M. It was widely accepted that the big representatives were running a parallel and illegal lottery which caused leaks in revenue. The contract with fees and license brought in close to 2M and it was deemed good business.

Today we are living uncertain times, many middle men were deprived of their livelihoods when Brads streamlined their operations. The big businessmen still run their parallel lottery and revenues still hemorrhage. In essence the story is the same except the Belizean peasant is the only one to get the shaft. Would it not have made better sense to keep the Boledo, designate it for some worthy cause? Lord knows there is so much need especially now! Those businessmen that rob the public purse of taxes

DIRTY D Does it Again

Cordel Hyde is a champion in Lake Independence and just for one incomplete Barrow term Mark was king of the area. But this election cycle as the UDP was scrambling for candidates they decided to push Dianne Finnegan in an effort to at least front someone for Cordel to pummel at the polls. Dianne has shown the cunningness that Michael brought but that has gotten nothing for Mesopotamia.

She seemingly will do anything to garner votes. A win is far from her radar. She only wants to get what UDP scare takers get.

She infamously said that she works with gang leaders to get their vote. Note that she didn’t provide a plan to get them jobs or improve their lives. She also didn’t say a word now that her government has locked up a lot of their men.

Then, Dianne congregated our undocumented immigrant friends whom the UDP has knowingly ignored for more than 12 years. Suddenly, out of nowhere, she and Bev will facilitate and/ or expedite their naturalization. Of course, this was a vote getting ploy. These persons who congregated at Partridge Street and Swift Hall are still waiting with the empty promise of citizenship, and to some the promise of land which even born Belizeans crave and are denied by the UDP. Now, Dianne wants tranches a la Saldivar. She voiced that she would take that money. Birds of a feather congregate and vote for the perpetration of corruption and a UDP party before Belize. Dirty D and her tricks are exposed even before she says them. Elections are way out of her league and the women of Lake I are ashamed of her.

Some get exclusive contracts, some get land titles, and some get compensation for land that was never even theirs. This Boledo could have been earmarked for the flailing NHI, to provide better service and to roll out quality health care to each and every Belizean. The profits could have eliminated school fees this year or been used to provide free meals to school children.

Election fever is upon us and after July 12 it will surely spike. Change comes slowly to Belize, but she comes and she is unstoppable. Belizeans must vote for the change only the renewed PUP can bring. Rebuild a Belize that works for everyone!

ver the years the UDP policy on crime has varied greatly during their tenure. Obviously, the approaches have been unsuccessful and in many cases counterproductive. There has been utter failure to address the root causes of crime, poverty and unemployment. In 2011, PM Barrow met with Gang Leaders to broker a truce to stem the wave of violence that wrecked, especially, the Old Capital. That meeting gave rise to two initiatives; that of relocating known Gang Members, most with a violent criminal past to other areas of the country, and the other was to provide them gainful employment at work sites close to their new homes. By 2012, all Normal Belizeans discovered that in fact this employment initiative was no more than ransom paid to gangs who have since held the entire country captive in their grip of violence, death and havoc. This experiment in futility cost taxpayers twenty thousand dollars weekly and totaled more than 1M by the time the fiasco had finally ended. In 2017, there was another Gang truce this time spearheaded by our very own Compol and even featured repentant gang leaders in a Peace March.

The reward for bad behavior was not a lesson lost on gang members and affiliates. The UDP reinforced the notion that crime does pay in Belize. It is known that the UDP are willing to pay for peace, bargain with criminals, and negotiate with home grown terrorists. The relocation program was used to plant seeds in other districts that have now formed clusters and are just now beginning to demonstrate pockets of violent activity. The money UDP used to bribe criminals was positive reinforcement and spurred major increases in the membership of existing gangs and also sparked the creation of more gangs looking to cash in on a good thing. The money used in these harebrained schemes could have been put to use battling: poverty, hunger and unemployment, and getting children back into the education system. It is fact that investment in these areas significantly reduces crime.

The big question is where were Saldivar and Faber when these decisions were taken? Surely these monies could have been put to better use in the Ministry of Education or at least surely they could have been used to better equip the police force or other security forces. The rumor mill has been working double time suggesting that the funding for NHI has dried up and all referrals including tests and imaging must be put on hold until the beginning of next month. The KHMH has fired at least three specialists due to lack of funding. We can clearly see that UDP interests do not align with the best interests of Belizeans. We cannot lay the blame solely at the feet of the PM. Collectively all those in the UDP Cabinet bear the weight of this folly, after creating “little monsters,� the UDP et all have now no idea what to do with them.

The Compol may have gone soft during his years away at Law School. His solution is to lock away citizens for their own safety. Clearly the Compol and the police department know who the gang members are and exactly where to find them. We wonder whether it is the political will, intellectual acumen or physical apparatus which is lacking to render these detentions into lawful arrests, charges and convictions. Perhaps it is all of these and the dysfunction and impotence has cost us many innocent lives many of them children in their own homes. It is time to stop putting Band-Aids on festering wounds. It is time to do meaningful work and rebuild a Belize that Works for all of Us!

lo largo de los años la política del UDP sobre el crimen ha variado mucho durante su mandato. Obviamente, los enfoques han sido infructuosos y en muchos casos contraproducentes. Ha habido un fracaso total en abordar las causas fundamentales de la delincuencia, la pobreza y el desempleo. En 2011, el Primer Ministro Barrow se reunió con los líderes de las pandillas para negociar una tregua para detener la ola de violencia que destruyó, especialmente, la Vieja Capital. Esa reunión dio lugar a dos iniciativas: la de reubicar a los miembros conocidos de las pandillas, la mayoría con un pasado delictivo y violento, en otras zonas del país, y la de proporcionarles un empleo remunerado en lugares de trabajo cercanos a sus nuevos hogares. Para 2012, todos los beliceños normales descubrieron que, de hecho, esa iniciativa de empleo no era más que una exigencia de rescate pagado a las pandillas que desde entonces han mantenido cautivo a todo el país en sus garras de violencia, muerte y estragos.

Este experimento inútil costó a los contribuyentes veinte mil dólares semanales y totalizó más de 1 millón para cuando el fiasco finalmente terminó. En 2017, hubo otra tregua de las pandillas, esta vez encabezada por nuestro propio Compol que incluso contó con la presencia de los líderes de las pandillas penitentes en una Marcha por la Paz. La recompensa por el mal comportamiento no fue una lección perdida para los miembros de las pandillas y sus afiliados. El UDP reforzó la noción del que el crimen sí paga en Belice. Se sabe que la UDP está dispuesta a pagar la paz, a negociar con los criminales, y a negociar con los terroristas locales. El programa de reubicación fue usado para plantar semillas en otros distritos que ahora han formado grupos y están empezando a mostrar bolsas de actividad violenta. El dinero que el UDP usó para sobornar a los criminales fue un refuerzo positivo y estimuló un gran incremento en la membresía de las pandillas existentes y también provocó la creación de más pandillas que buscaban sacar provecho de algo bueno. El dinero utilizado en estos programas descabellados podría haber sido utilizado para luchar contra: la pobreza, el hambre y el desempleo, y para que los niños vuelvan al sistema educativo. Es un hecho que la inversión en estas áreas reduce significativamente el crimen.

La gran pregunta es ¿dónde estaban Saldívar y Faber cuándo se tomaron estas decisiones? No cabe duda de que estos fondos pudieron haberse utilizado mejor en el Ministerio de Educación, por lo menos, seguramente podrían haberse utilizado para equipar mejor a la policía u otras fuerzas de seguridad. El molino de rumores está trabajando a tiempo doble sugiriendo que la financiación para el NHI se ha secado y todas las remisiones, incluyendo las pruebas de laboratorio y las imágenes deben ser puestas en espera hasta el comienzo del próximo mes. El KHMH ha despedido al menos a tres especialistas debido a la falta de financiación. Podemos ver claramente que los intereses del UDP no están en línea con los mejores intereses de los beliceños. No podemos poner la culpa únicamente a los pies del primer ministro. Colectivamente, todos los que están en el gabinete del UDP cargan el peso de esta locura, después de crear “pequeños monstruos”, el UDP y sus colaboradores ahora no tienen ni idea de qué hacer con ellos. El Compol se ha ablandado durante sus años en la Facultad de Derecho. Su solución es la de encerrar a los ciudadanos para su propia seguridad.

Claramente el Compol y el departamento de policía saben quiénes son los miembros de las gangas y exactamente dónde encontrarlos. Nos preguntamos si lo que falta es la voluntad política, la perspicacia intelectual o el aparato físico para convertir estas detenciones en arrestos, acusaciones y condenas legales.

Puede que todo esto más la disfunción e impotencia nos ha costado muchas vidas inocentes muchos de ellas, niños en sus propios hogares. Es hora de dejar de poner curitas en heridas supurantes. ¡Es hora de hacer un trabajo significativo y reconstruir un Belice Que Funcione Para Todos nosotros!

Like my cousin Boots always says…noh be distracted by the noise dah market. On Sunday the Utterly Decomposing Party (UDP) will have a new leader, and that leader will be John Saldivar. Can you even imagine Saldivar as the leader of our little Belize? Of course you don’t have to imagine it because it will never happen, but imagine it. This is the man whose nude picture taken in William Danny Mason’s bed traumatized an entire nation. Saldivar was the best friend of a man who was convicted of cutting off another man’s head. This is the man who is even now being investigated by the Police, along with his entire entourage, because even the UDP doesn’t want him in power.

Now tek sense outta nonsense. If even the UDPs don’t want John Saldivar to be leader, then who the hell would? What an este the UDP is in right now. We hear Dean Barrow was talking about his legacy at the last Cabinet meeting and had to stop because all the Ministers in the room started laughing at him. But fun and joke aside – it is time for all of them to go.

Say What?

Okay so explain this again. Jamal Shyne Moses Leviy Bin-Laden Barrow just a few months was leading an Al Qaeda like terrorism move on Patrick. Back then Jamal was so into Saldivar that most of us were convinced that he was the photographer who took that nude pic at Mason’s house, or maybe was a guest rapper at Mason’s boxer parties. But now Jamal has switched, or come out of the closet – whatever you want to call it – and is now into our good friend Patsy. According to Jamal, get this, he was really rough on Patrick, and Patrick took it like a man, so now he’s impressed and wants to be led by the manly Patrick as opposed to the pudgy, porky John. We don’t understand it much either. Jamal appears to be hopelessly confused, but we hear that while in the state pen for ten years, he was very confused too, especially when it came to soap being dropped in the shower. But that’s another story for another time.

Barrowed Time The Undeniably Defunct Party (UDP) is on borrowed time, and the debt has come due. Dean Oliver tried to pull a last rabbit out of his magic hat, but that there rabbit is done, shrivelled and died. Barrow didn’t realize, until it was too late, that John Saldivar is every bit as nuts as he is, and just as much of a megalomaniac. See, old Dean wanted the party to be in the hands of somebody he could control, so while sitting on the beach in his speedos he could still be pulling the strings. Saldivar, we are told, has made it known that the only man who can pull his strings and push his buttons is behind bars at the Belize Central Prison, and once the convention is done Dean will have to take a long walk off a short pier. So Dean O jumped back behind Patrick, and got his buddy Finny and his son Jamal to do the same, but like Saldivar has been telling everybody – too little, too late. And we know that all the horses Barrow has backed lately have lost – just ask big Mike. Lotta games playing in the UDP, but one inevitable end.

Whenever elections are gone, these suckers are going to be gone.

Artificial Brain We really shouldn’t make fun of people who get old and lose control of their mental faculties, but we’ll make an exception with Sedi Elrington. He’s the artificial man who’s been running for leader of the UDP, but this week he explained that he’s running, but not really running. And he wants to be leader, but he doesn’t really want to be leader. And he thinks that he can win, but he really doesn’t think that he can win. Sedi Elrington, you doddering old fool, the people of Pickstock have a message for you. You ain’t got a hope in hell of beating Mahler in the area, so we understand why you’re pretending to be senile at this stage of the game. Next thing we know, you’ll go on television saying you have to seek medical treatment for your artificial brain so you won’t be able to run. The people have gotten enough of you and your rambling. When that other old fool calls elections, all of you will be gone.

GOVERNMENT OF BELIZE SECOND ROAD SAFETY PROJECT CONSULTANCY SERVICES FOR MONITORING AND EVALUATION OFFICER REQUEST FOR EXPRESSIONS OF INTEREST

The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) towards the cost of a Second Road Safety Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. QUESTIONS TO THE MINISTERS

1. Will the Prime Minister please say if he will allow the Auditor General to review the revenue from the last Boledo contract before he takes the new contract to the National Assembly?

2. Will the Prime Minister who is a senior attorney say if the SI signed by the Director of Health Services which says that the police can enter someone’s home without a warrant is a violation of the Constitution and the Fundamental Rights and Freedoms of Belizeans?

3. Will the Minister of Works please say if he would provide his financials from 2008 to 2020 so that Belizeans can see how much he has earned in the past 12 years?

The BMDA on FIRING of Specialized Doctors

and send their children to school. With this in mind, he initiated the School Assistance Program. Over 300 primary school students in San Pedro Town and Caye Caulker applied and qualified to receive assistance for the upcoming school year, a total cost of $18,000.

From these students his Financial Aid Committee selected the top 10 students who were granted a full scholarship as they achieved an average of 95% and above. On the 30th of June 2020 and 8th of July in San Pedro and Caye Caulker respectively, a small award ceremony was held for the high achievers to celebrate their academic accomplishment.

Mr. Andre Perez and the PUP BRS Executive believe that educating our youth is imperative for the future of our community.

UDP CRONYISM CONTINUES IN TIMES OF COVID-19 Amid announcements of cutbacks on health service personnel, termination of services at health facilities and even layoffs of medical practitioners because the government is broke, news of ongoing and unabated UDP cronyism and mismanagement is particularly outrageous. To no one’s surprise, the nation was informed that Brad’s Gaming Company, known to have very close ties with senior members of the UDP, was granted another ten- year contract for Boledo/Lottery.

Brad’s management of the Boledo/Lottery enterprise in past years has been the subject of widespread criticism along with allegations of kickbacks to political functionaries. For the UDP to now, just weeks before General Elections, renew such a lucrative and one-sided contract worth conservatively $400 million - $450 million (to the Holder of the contract) over ten years, is cause for real concern.

At a time when there are unexpected cuts in education, which will directly impact students and the services offered by educational institutions, it is bizarre that this government continues to deal out these contracts. While announcements of cuts in critical sectors are coming one after the other, sadly, there is no announcement of an analysis of contracts like the one given to Brad’s in order to determine how Government can maximize revenues in a responsible manner that will be beneficial to all Belizeans during this COVID-19 pandemic.

We note that during the past months, persons who could not access dialysis treatment died because Government did not expand the program to assist those who had lost all sources of income. Where are the analysis and comprehensive strategies to plan the recovery of the economy and the sustenance of basic services to residents? Sadly, the contract to Brad’s Gaming Company reveals that even in times of crisis, it is business as usual for the UDP.

The People’s United Party demands that the UDP Government desist from the irresponsible spending of the people’s money. There has been enough of that. In just a matter of weeks, the people of Belize will be called on to deliver a new mandate, one that tolerates no corruption, no kickbacks, no bloated contracts and no enrichment of a few politically connected, while the majority does not benefit at all.

TEACHERS AND STUDENTS ANGRY This morning July 9, the UB Teachers union and students demonstrated against the University of Belize’s administration, by extension the Minister of Education and the myriad of decisions taken without consultation and in the words of most speakers, “transparency.” The teachers and students have been on a ‘back and forth’ with the administration especially after cuts were instituted under the guise of Covid. The teachers can see clearly that Covid is not to blame but the poor administration of the University of Belize and the Ministry(Minister) of Education who tries to play Pontius Pilate.

It is clear that the Minister of Education and the UDP has lacked vision and had not saved any funds for a time of calamity. It is true that the Covid pandemic is larger than the UDP but it is also true that there is no sign that they have any plans for the premiere Tertiary-level institution which is also our National University.

For too long and for too many ex-

amples, the UDP has been guilty of inaction. They entered the plane called the Government of Belize and put it on auto-pilot. Now the country has hit the mountains behind the cloak of UDP fog and there is no more hiding.

The UDP is corrupt and incompetent. According to a January 2020 ruling the Prime Minister spend 1.5 billion unconstitutionally. He broke the law of the land that he himself pushed in 2010.

The students of the University of Belize are the future of our country practically presently and the PM has no answer. Usually that is an auto-vote of no confidence. The PM should react by calling the elections. The people are now demanding a better quality of life.

National land destined for Georgeville softball pitch issued are being issued as residential lots to cronies by a UDP area representative…let’s not say which. The residents of Georgeville are up in arms after they discovered that the national land destined for the Georgeville softball pitch was being surveyed and issued out as residential lots to UDP cronies and their immediate relatives of Cayo Central.

The parcel of land was issued many years ago with plans to develop the field and add a basketball court and a softball pitch for the youths of the village.

Not surprising is the fact that in 2015, while the representative was campaigning, he included in his manifesto- “better sporting facilities for the villages of Cayo. In Georgeville, an indoor basketball and volleyball court will be constructed, allowing youths to play everyday rain or shine,” this proved to be nothing but more empty promises.

The villages of Georgeville, San Marcos and Santa Teresita are also awaiting their long promised resource centers.

And, among those receiving residential lots, is the daughter of a well-known UDP henchman of Cayo Central along with 11 UDP cronies.

The land destined for the softball pitch was being surveyed and turned into 14 residential lots with total disregard for the plans of the village council and of the youths of the village.

The Belize Times understands that the village Chairperson has sought assistance from the Ministry of Natural Resources regarding this situation but none has been forthcoming.

The village is scheduled to have a meeting concerning this issue on Sunday.

PUP STATEMENT ON THE NATIONAL UNIVERSITY OF BELIZE The PUP condemns the decision of this UDP Government to slash the University of Belize’s (UB) subvention by 24.2% from $11 million to $8.34 million.

This severe cut will inevitably lead to a reduction in the programs of study offered by UB and likely, to the termination of members of faculty and staff.

While we recognize and acknowledge the economic crisis facing the country, we view this decision to be misguided and counterproductive. The University of Belize is our National University and the flagship of our education system. In the last decade, funding to UB has increased by only $1million from $10 million in 2008 to $11 million in 2019. This has severely undermined UB’s ability and capacity to grow and develop which is unacceptable.

For 12 long years, this UDP administration and the Ministry of Education has failed to plan and as a result, unable to put our National University on a sound and sustainable financial footing.

After having blown away over $12 billion, $450 million in Petrocaribe funds, and $500 million in oil revenues, this failed UDP government now declares itself broke. The UDP has failed to set aside a single dollar for an Education Trust Fund to ensure the ongoing, sustainable financing of the University of Belize.

The PUP understands that we must maintain a strong commitment to UB. Ensuring that our University students have access to a quality higher education, is particularly important in times of economic crisis. It is these very students that we must equip and train to be full and active participants in the rebuilding and future growth and development of Belize’s economy.

We are committed to restoring the annual subvention and in fact, increasing it over the next 5 years.

With increased resources will come the requirement for greater accountability, better quality teachers, improved student performance and a stronger demonstrated commitment to national service and development.

Finally, the PUP condemns the disrespect shown to the UB Faculty and Staff Union (UBSFU) by the Board of Trustees and the Ministry of Education. The Union must be consulted and given the opportunity to participate fully and meaningfully in all Board meetings and decisions. The Faculty Representative on the Board must be recognised and respected.

UDP Convention of Insanity II

In terms of UDP candidacy for leader just a few days ago, there were five creepy heads vying to be the leader of the opposition(after the next election). They attempted to connive enough of the UDP’s most deplorable, called delegates. The goal to get their vote and by the strength of a ballot become a leader. This is the prevailing strategy among those vying to be installed as champions of incompetence and leader of corruption. But of course, to be such, one has to have the most devious of dossiers and lead a campaign worthy of the devil himself. Barrow might be proud enough of that candidate to render support.

The attrition had not even commenced before the temporary fill-in to be the chosen one was blown away. Omar’s problem was two-fold: first, he could not get even a little dream dust after being terrified by the unidentified drone. Pretty scary business that drone…The second was that the eventual leader has to have a safe constituency for the UDP. With Micho in Cayo North, Omar doesn’t have a drone of a chance. We would like to hear the doctor give us an auto-evaluation of his condition after the fly by.

The idea that there are NO safe constituencies for the UDP has not gotten to the rest of the hopeful wannabe leaders. Sleepy eyes Belize City persona non grata ex Caribbean Shores hopeful Bradley set the precedent for the last Three and made a mad rush out of the kitchen. Darrel finally noticed that he didn’t have a fry chicken of a chance since he represented No One. He was nevertheless the perfect UDP with a scandal-laden City Council on his wall of infamy and his imaginary audiences.

Then there is Wilfred Elrington who could

probably be the mentor to Pablo, Patt, Tracy, Heredia, Montero just to name a few. Elrington or Sedi is well known for his nonsensical utterances. Ask him about Progresso Heights and the case he lost. Like Barrow he cannot believe the court ruled against him. Sedi once ran against George Price and lost. Sedi used the race card; this is one he still needs to explain in 2020. As Foreign Minster we can only remember him for being so obsequious to Guatemala, saying that Belizeans would most likely all become refugees and that Belize’s border is artificial. Let me explain it to him one more time: Belize’s 12miles into water, Sarstoon, Gracias a Dios, Garbutt’s Falls, Aguas Turbias and the Rio Hondo are engrained in Belizean psyche and spirit. Apart from these places being real they are inextricably a part of us. Artificial?? Mahler will roll over your artificially plagiarized campaign.

Saldivar lied to the Prime Minister at the cabinet table yet they found a way to attempt to mask that falsehood by allowing him to run again in the second wave of UDP insanity.

Faber has been trounced by the lowly Saldivar.

This is not Rocky; this is like wrestling—the setup, the audience and the results. No one really cares, they just want to see what all you will say and do. Give us a real boxer and a real worker and your UDP antics will soon be a thing of the past.

Give us John Briceño and the other 30 PUP standard bearers and Belize suddenly is a hopeful nation. Belize is suddenly lit with beacons that allow 400,000 points of illumination that together will forge a Belize that will work for everyone, today and for generations to come.

PM’s Illegal Spending Back in Court

the provisions of section 114 of the Belize Constitution;” The public will remember that the Prime Minister is on record saying that since the Chief Justice in January failed to put his oral pronouncement in writing and that he, CJ Benjamin, is now retired, that the ruling is not binding. The people see that view as a total disregard and disrespect of the judicial system of Belize. Nobody in Belize is above the rule of law and the PUP will do their constitutional duty spurred by the idea that justice must prevail.

Our money, a dollar or half a billion, is not up for unconstitutional spending and in contravention of the Finance and Audit Act which involves punitive actions amended in by Dean Barrow himself in 2010 the same year we also joined the Caribbean Court of Justice. Accounting and transparency does not involve “slippage.” Where did this money slip into? Belizeans want to know. Where are the completed forensic audits of the entire Barrow 12 years? Or at least up to 2018… the PUP will do all of them.

David ‘Dido’ Vega for Corozal Bay New Hope for the Bay Dido Vega is a man on a mission to help the people of Corozal Bay, an area which has been neglected, and a people who have become demoralized. Dido went to school in Corozal, and then pursued further education at the University of North Florida in Jacksonville. There he earned a Bachelor’s Degree in Pure Mathematics and a minor in Physics. He also went further to attain a Master’s Degree in Mathematics. He became an educator in Jacksonville and returned to Belize to continue to follow his calling. Dido has been a teacher for over twenty years, teaching Mathematics at the University of Belize in Belmopan and at the Corozal Junior College.

He has been a long-time member of the People’s United Party and has served the people of Corozal Bay on the Executive for many years.

He was a Mayoral candidate in 2015 and has continued to work with the people of Corozal Bay on the ground, lobbying for their upliftment.

I could fiercely and effortlessly devour the issues facing the faculty and staff at UB. After all, I was there for 10 of my 27 years as a nurse. I first served as the secretary for the University of Belize Faculty and Staff Association -UBFSA- in 2009 through to the rank of president until my resignation in 2019. My fierceness approach in being actively involved in ‘issues’, both professional and national dates back to my childhood and my unprecedented successful career as a Registered Nurse. I know UB core human resource issues to my soul and what I don’t know to date, I can research with ease because the university community I knew then and still know now. My years-long activism was always to improve the standards for faculty and staff with no bars holds. So it was easy to digest the dynamics and write with the passion that these issues deserve. But even as I wrote a draft on UB, another issue was tugging at my heart that brought tears to my eyes. And it’s this issue, which I must now bring to our attention as a nation desperately in need of professional nurses!

Chrissy Young-Lamb! And I ask why her? But only God knows!

Why such a beautiful young wife and mother and exemplary humble caring Registered Nurse? You might ask how it is that I can describe her so definitively! I can with great confidence and with no reservations because I was one of her lecturers at UB in the Bachelor’s Nursing program. This is Chrissy’s story on FB posted by her Aunt Lourdes Gordon of LA California.

“Please meet my niece Chrissy Young-Lamb. She is a young Registered Nurse who has selflessly chosen a career which allows her to give back to

the Community where she was born and raised in BEAUTIFUL PUNTA GORDA TOWN, BELIZE. From a very young age, Chrissy knew she wanted to be in the healthcare profession and therefore chose her education path that would enable her to become a Registered Nurse.”

A few months ago, Chrissy started feeling ill and was hospitalized for short periods but was never diagnosed with any disease or illness until a couple months ago when her Doctor gave her one of the most painful diagnosis a young woman would hear: LUPUS. For the past couple days, Chrissy has been hospitalized with severe aches all over her body and tests are being done in order to provide her with the most effective treatment that would assist her in coping with LUPUS, which sadly, has no cure and is VERY COSTLY to treat, especially in Belize.

When I spoke with Chrissy, she was thinking about EVERYONE ELSE including her patients and coworkers at the Clinic and her own family. This is just the person Chrissy is and hence the reason she chose such career path.

THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education.

FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all.

FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder.

If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

GOVERNMENT OF BELIZE MINISTRY OF WORKS SIXTH ROAD (COASTAL HIGHWAY UPGRADING) PROJECT CONSULTANCY SERVICES FOR COMMUNITY CAPACITY BUILDING FOR LIVELIHOOD ENHANCEMENT PROJECTS REQUEST FOR EXPRESSIONS OF INTEREST

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) and the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Sixth Road (Coastal Highway Upgrading) Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval

by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawals from the Financing Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The objective of the consultancy is to explore the potential economic development opportunities available for the communities (specifically Gales Point and Mullins River), and helping the targeted communities to develop and take advantage of the wider economic and livelihood enhancement opportunities that the upgrading of the road is expected to bring. ANOTHER EXAMPLE OF FAILURE Unbelievable as it sounded, it was true. Another state of emergency another glaring reminder of massive failure.

Twelve and a half years in government and this is all that the lousy government of Barrow and his criminal gang of Ministers could come up with.

This is the third state of emergency to fight crime. If ever there is a failed strategy to deal with a social and economic mess, this is it. After 12½ years in government, and billions of dollars wasted and stolen, with just 3 to 4 months from general elections, the nazi, death squad type behavior of the police was unleashed on the poor people of the south side, Belize City.

Three o’clock Monday morning, the forces of brutality were at it again, breaking down doors, invading the privacy of homes, dragging away young people, refusing to offer any explanations. This is not what police, as peace officers, should be doing. This is not how you gain the respect and cooperation of citizens. This is behavior of Israeli soldiers in the occupied West Bank and Gaza.

This is the behavior of the brutal forces in Guatemala. Salvador and Honduras. This is their regular routine. They dress like soldiers, cover their faces behind masks, carry military weapons and chance up the peasants in those unhappy countries.

And where is the Prime Minister when people are being brutalized? Hiding in Ashcroft hotel? Fearful a crowd will gather in front of his home and create an angry mob scene.

We do not believe two shooting murders, despicable as these are, could cause the need for another draconian violation of the basic human rights and dignity of thousands of Belizeans on south side.

The real reason is Sunday’s UDP convention. It’s about politics.

Optics. They can’t have robberies and shootings overshadowing their show. Or, God forbid, one or two of these angry young shooters enter the ITVET voting area firing shots.

Let us be clear in what is unfolding here. Dean Barrow has been in the Queen Square area of south side since his city council days of the 1980. All the poverty and all these young people were born under his watch. Their sorry social and economic conditions are the direct results of his heartlessness and neglect.

Patrick Faber has been in charge of the Collet division for more than the last twelve years. His constituency is all about bribing poor voters. He couldn’t care less about the disenfranchised young people. The same applies to Boots Martinez, from rags to riches to multimillionaire. Spoiled, confused and corrupted by Barrow’s criminal government.

Tracy Panton, who comes from a good family is now herself accused of criminality. She like her dirty colleagues is accused of presiding over a voters list in which persons are registered but do not really live at the addresses.

Only last week the Reporter newspaper fingered Finnegan for abusing taxpayers dollars. He collects a fat salary and allowances for building no houses and doing nothing. Still up to his old game, he is paying party supporters already on his bogus no-work employment, from monies that should be used to help poor people fix their dilapidated house.

Lake Independence fell into UDP camp with the helpless Mark King charge. Ask him what happened. No UDP ex- Minister is so disappointed and angry with cold-hearted Barrow than Mark King.

Do you get the picture? The UDP has been fully in charge for the past 12 ½ years. Have you ever heard anyone of them suggest any solutions to the chaos and carnage on south side?

Wake up Mr. and Mrs. Chamber of Commerce! Do you not see what the problem is? Wake up church leaders. Do you not understand why the sheep have gone astray? Their shepherds have become ravenous wolves.

The UDP Ministers have become the biggest criminals.

citizens which are part of the European Union. Their leaders voted to ban tourists from the United States of America which is experiencing the worst surge of coronavirus infections.

The Belize government which squandered and misappropriated every last dollar in the treasury, is so desperate that they have been trying to open the airport from 1st July. Despite all the increased dangers from Mexico, Guatemala and especially the USA the airport will be opened in four weeks’ time.

The country is being run by desperate, money hungry politicians.

Money first, money second, and people last.

SHORTAGE OF JUDGES AND NO MAGISTRATES TOO The melt-down that has gripped the country and its institutions continues. Now it’s the Supreme Court. Apart from the acting Chief Justice. There is only one Judge, the Honourable Sonya Young.

What a calamity.

The government is punishing two persons. One with unsuitable temperament according to the opposition. The other a foreigner who recently represented the government in another of its many failed court cases.

How did we come to such a pass?

Then there is no Magistrate in Orange Walk for months. None in Toledo, and none in Independence Court.

UNIVERSITY OF BELIZE The government which used to gift one hundred thousand dollars for each Minister three times a year. They call it Christmas cheer, and Easter cheer, and Mother’s day cheer. Its millions and millions of dollars over the past decade.

That’s just one of the many schemes how the Prime Minister and his Ali Baba government robbed taxpayers. Remember the Petro Caribe roll it scheme. And the half a billion dollars pay out to Ashcroft in one whap.

Now the government so broke they are cutting back on monies needed for our university students and staff.

Cuban ambassador to Saint Lucia, Alejandro Simancas Martin, has responded to allegations that the nation is using its medical missions programme as a form of human

trafficking.

The US, last month, labeled Cuba's medical missions as 'forced labor' in its human trafficking report and kept Cuba on the blacklist of countries that do not do enough to fight human trafficking.

According to the US State Department: "The Cuban government keeps most of the wages earned by its doctors and nurses while serving on its international medical missions and exposes them to atrocious working conditions.

"The United States does not have any legitimacy or any moral to question not only Cuba but any other country," the ambassador said.

Trudeau will not attend USMCA celebration in Washington

OTTAWA July 4 — Canadian PM Justin Trudeau will not attend a meeting in Washington, D.C., this week to mark the start of the new North American free trade pact.

President Donald Trump and Mexican President Andrés Manuel López Obrador are slated to meet on Wednesday and Thursday to celebrate the USMCA, but Trudeau’s office said Monday morning that he will be in Ottawa this week for cabinet meetings and a sitting of the Canadian Parliament.

Mexican Army diverted almost $15 million USD Por El País

The Mexican Army allegedly diverted 240.5 million pesos (approximately 14.8 million USD) to a ghost company acting in collusion with other companies to make the goods it offered to the military unit more expensive, according to a publication by newspaper El País.

Between 2013 and 2016, during the six-year term of Enrique Peña Nieto, the Ministry of National Defense (Sedena) made purchases from DRM Aceros Internacional for alleged inputs for the production of weapons, ammunition, explosives and military equipment. However, the tax authority determined in October 2018 that this was a phantom company that simulated its operations because it did not have employees or infrastructure to market the goods.

June 6, 2020 - New numbers on the global AIDS epidemic show some big successes, such as fewer deaths and new infections. But there are also some tragic failures: Only half the children with HIV, the virus that causes the disease, are getting treatment.

“We are making great progress against the HIV epidemic ... but the bad, bad news is that kids are lagging behind,” said Dr. Shannon Hader, deputy executive director of UNAIDS. The UN agency reported last year’s numbers Monday at the start of an international AIDS conference.

Progress against HIV also is being hurt by another infectious disease — the new coronavirus. Four years ago, the UN set goals for limiting HIV infections and improving treatment by the end of 2020.
