The most recent register, released by DHS on Wednesday, excluded the three countries.” The news comes just a week after an incendiary comment from the ‘leader of the free world.’ On Thursday, January 11, 2018, United States President Donald Trump was discussing immigration issues with lawmakers in the Oval Office in Washington D.C. when he allegedly blurted, “Why are we having all these people from shithole countries come here?” It is said that he was making reference to Haiti, El Salvador and African countries, and that comment has resulted in a massive public outcry. While Belize wasn’t named as one of those ‘shithole’ countries, at least not in that conversation, it certainly seems to fit in that category in the President’s mind. According to the international media reports, “Two hundred and seventy-six H-2B visas, for seasonal workers, were issued to citizens of Belize in the 2016 fiscal year, but the Central American country has been blocked from the program amid concerns that it does not meet U.S. standards to protect victims of trafficking, DHS said.” Belize has been listed as a Tier 3 country since 2015, named as one of the worst trafficking offenders in Central America by the 2017 US State Department’s Trafficking in Persons Report. That report stated that “government does not fully comply with the minimum standards and is not making significant efforts to deter human trafficking into the country.” Additionally, it was noted in the report that there has been ‘trafficking-related complicity’ by government officials, including those at high levels, and “government did not investigate or prosecute any public officer for alleged complicity in human trafficking-related offenses, despite reports made.” The Belize Times was unable to get comment from any member of the Ministry of Human Development, headed by Minister Anthony ‘Boots’ Martinez, today. KILLER COP CHARGED... Thursday, 18 January 2018 After community outrage and outcry, the Police Department has arrested and charged one of its own for the killing of Mario Vernon, 24. Vernon was the grandson of the late Leela Vernon, a Kriol brukdown musician and an icon who became recognized as a National Hero. The officer, Constable Tevin Aranda, 24, attached to the Punta Gorda Police Station, is now facing a manslaughter charge. Mario Vernon’s family is upset that they haven’t charged him with murder, which is what they think he committed. The incident happened at around 9:30 p.m. on Sunday, in a yard on George Price Street in PG Town. The official Police version is completely disputed by residents of the town who have spoken out against what happened. The official version is that Police Officers supposedly received information that Mario Vernon was seen in some yard with a firearm. The officers then proceeded to the area, Police say, and they allegedly saw Mario Vernon running in a nearby yard, toward the direction of Middle Street. They say that they chased after him, and that they actually saw him with a weapon in his hand. The official version continues that Vernon pointed this weapon, and so the officer, later identified to be PC Aranda, feared for his life. He then pulled out his service .38 revolver, and shot Vernon in the right side of the head. They say that he was later transported to the PG Town Hospital where he was

PC Tevin Aranda pronounced dead on arrival. Their report concludes that they found a .380 Lorsin brand pistol on the scene of the shooting. Residents in the neighbourhood have completely disputed that version, calling it fiction made up to cover up what they assert was the targeted execution of this young man. Reports out of PG are that Aranda and Vernon had a prior verbal disagreement. and that a few hours later, the officer reportedly went looking for Vernon at least twice on that same street where he was killed. As to the actual shooting itself, residents told the press that Vernon realized that the Police were looking for him, and so he slowly walked into the yard across the street, most likely to avoid any confrontation. They say that he was sitting in a dark section of the yard, and that he was preparing a marijuana cigarette. They say that the officer snuck around on Middle Street, and crept up quietly behind him. The officer reportedly shouted “freeze,” and they say that Vernon complied, but before he could stand up the officer shot him in the back of the head. The bullet exited through his face and he fell to the ground. Residents say that they found him with his hands in a position as if he was trying to surrender to the armed officer. Other residents also assert that they went back to search the area and Vernon himself shortly after the

more in his head, but it looked like the gun snapped, and from there, we picked up the man. They called us, and we picked up the man and we took him to the hospital.” After the single shot to the chest, the gunman did not manage to injure him any further, and his girlfriend escaped unharmed, even though she got in the way of the shooter. Fortunately, the gun snapped, and the shooter ran off. Cowo was transported from the San Pedro Poly Clinic to the KHMH, but he died while undergoing treatment there for the gunshot injury. Police are puzzled at this time as to why he was targeted, and his family insists that he had no enemies that they knew of. They say that he worked as a fisherman, and got along with everyone on the island. Some residents strongly believe that his murder may somehow be connected to the only other time he was shot, in April 2017 by a cop acting recklessly. There is no evidence at this time to support that suspicion, at least not yet. shooting. These friends accompanied Aranda, and they say that no gun was found. To add insult to fatal injury, residents say that Vernon’s body was dragged about a hundred feet from where he collapsed, disregarding his human dignity, and he was then roughly thrown into the back of a Police mobile. To make matters worse, a female first-responder was recording the entire scene after the shooting, and officers came to location and confiscated the lady’s phone and deleted the video evidence. Very credible Police sources told the Belize Times that the official Police version is bogus and that the gun was indeed planted near Vernon’s body. We were further informed that top-ranking Police officers in the Department were pushing for no charges to be laid on Aranda, but faced with the fact that there were multiple eyewitnesses, he was charged with manslaughter. Aranda has since been released on bail of $10,000 and his case has been adjourned until April 16, 2018.

Rene Montero Serves Eviction Notice at Funeral

Thursday, 18 January 2018 The Belize Times has been able to confirm that in the middle of funeral proceedings held in San Ignacio Wednesday to lay Celia Montero Rosado to rest, Cayo Central Area Representative Rene Montero and his sidekick, Officer Commanding Cayo Richard Rosado did the unthinkable and served an eviction notice on the children of the deceased. While family members were viewing the body at their family home, Montero’s vehicle allegedly pulled up with Montero and Rosado inside. OC Rosado exited the vehicle and served an eviction notice on behalf of Rene Montero Jr. in front of all attendees at the funeral, and further ordering Montero’s nephews and nieces to move out of the house immediately. close to the family, the Minister’s son is claiming ownership of the house. Information to the Belize Times is that Rene Montero had a dispute with one of the sons of the deceased, incidentally the brother of Belize’s Ambassador to Guatemala Alexis Rosado Displaying an amazing level of arrogance and hate, Rene Montero could not wait for his nephews and nieces to bury their mom to arrange to settle the matter. Instead, when the group headed to the Santa Rita cemetery in San Ignacio to say their final goodbye, the Montero crew remained behind to change all the locks on the gates and doors of the house. By the time the group returned, they were locked outside of their home. Can you imagine - if a man can do something like this to his own blood relatives, how can he care for anyone else? After the eviction notice was issued and they were locked out of their lifelong home, the young Rosado went to the San Ignacio Police Station to make a formal report against Rene Montero for the ‘unlawful eviction.’ The San Ignacio Police have successfully covered up many incidents involving politicians and political operatives. They have failed to issue the report on this latest incident involving Minister Montero, which is hardly surprising considering who is OC there. We’ll continue following this story.

HE KILLED HIS OWN MOTHER

Thursday, 18 January 2018 Orange Walk Police continue to hunt for 26-year-old Andy Rhaburn, a resident of Carmelita Village, who is on the run at this time. It is believed that he beat his mother, Braulia Pech, 53, to death with a crowbar. On Tuesday, January 16, 2018, officers went to the Spanish Town area of Carmelita in response to reports of an assault in the village. They visited Pech’s residence, and in her yard, under a tree, they found her bleeding profusely from a large open wound to the left side of her head. With the help of her relatives, Pech was transported to the Northern Regional Hospital, and although the attending doctors tried to save her life, she succumbed to her injury. Police investigations have revealed so far that while Pech was in her yard, she and her son Andy Rhaburn got into some sort of disagreement, and things escalated when he picked up a crowbar and struck her on the head with it. That wasn’t the end of the violence, Police say. Down the street, about 300 yards away from where he left his bleeding mother, Rhaburn allegedly bludgeoned another female

resident of Carmelita, identified as 43-year-old Lilia Xujur. He reportedly got into a scuffle with a male resident over that second assault that he is accused of, but he got away. Orange Walk Police immediately canvassed the area and conducted searches for him, but even with their best efforts, they still couldn’t locate him. It is not certain what triggered the violent episode. The family has disclosed to the press that Rhaburn is a drug user, and from their perspective he has behaved like a bum who has never intended to stop depending on his mother’s small business to support him. They suspect that he may have gone over to her house to beg for money, and she may have resisted him. They suspect that this was the aggravating factor that led to the bludgeoning. They also insisted that he has behaved violently to her in the past, and that several incidents caused them to warn her about his ability to control himself. Clarita Rhaburn, Braulia Pech’s daughter told the press, “My mother wouldn't harm anyone. She doesn't trouble anyone, she never deserved to die like this.”

A COMMON MAN…A LEGEND AMONG MEN

By: Zoila Palma Gonzalez Monday marked the birthday of the Father of our Nation, Rt. Hon. George Price. Price was one of the founders of the great People’s United Party and the architect and first manager of the Belize Times Newspaper. We bade farewell to his physical self on September 19, 2011 but his life-long contributions to Belize remain forever etched in our hearts. Price’s life in politics teaches us that the true meaning of being a Leader is by always being a servant of our people. He nurtured this nation and saw it through some of the hardest of times, including the fight for Independence and standing firm in relations regarding Guatemala’s unfounded claim to Belize. Price defended Belize every step of the way. In his own words: “The Sovereignty and Territorial Integrity of Belize, is NOT for negotiation, nor for arbitration and not for litigation." Price was elected to serve on the Town Board six times; he was elected to the Legislative Council and served from 1954 to 1961. He also served as First Minister from 1954 to 1961. Price then served as Premier until 1981 and then as Prime Minister until 1984. From 1989 to 1993, he again served as Prime Minister of Belize. Throughout his life, He won many awards, though that was never his ambition or goal, and was recognized as the Father of the Nation for leading the struggle to attain Belize’s Independence. It was on that faithful night, September 20, 1981, when the Union Jack was lowered and the Belizean flag was raised for the first time, that Belizeans knew the real meaning of belonging to a free, sovereign and Indepen-

Act... or Get Out the Way We start the New Year as we ended the old, with the continuation of a disturbing trend that includes more violence, more revelations of corruption and overall…more bad news. Over the past two weeks we have seen the cost of fuel go up yet again, and even before we could fully grasp the reality of even more hardship just after Christmas, we were informed that the cost of butane had also risen by seven dollars. Because of what seems to be a dispute in the industry between wholesalers and GOB, we know that a further increase is very likely. As if all this were not bad enough, there is growing concern about police involvement in violent crimes, including the recent murders of two civilians by Police Officers. Again, I urge the Minister of Home Affairs to address what is quite clearly a very serious problem within the Police Department. The Police cannot afford to lose the confidence and support of Belizeans – more than it already has. Recent scandals about the obscene misuse of funds at the Public Utilities Commission by political appointed UDP cronies and the firing of employees at PACT are adding to our anxiety. With these multiple issues, it would seem that this U.D.P. government is moving from crisis to crisis with no real solutions and no one being held accountable for any wrongdoing. And while all this plays out, our people continue to suffer from the rising cost of living, lack of jobs, unsafe neighbourhoods and the deteriorating quality of life. Look, no leader…indeed no citizen wants to live in a society that appears to be spiraling out of control, so I take no pleasure in raising these concerns. But it is my duty to inform the nation of the ills and problems that exist, because all of us suffer the effects together. You have heard me offer to assist with the crime problem; all of us in the PUP have tried and tried. As a Party we remain willing to rise above politics to look for common solutions to the problems of crime and violence in our society and in fixing the economic crisis that have resulted in an economy where there are no jobs and steadily increasing crime. We do not want to see Belize go further down this path, for it is sure to lead to a failed state. This UDP Administration must lead or get out! First, they must immediately set up a Commission to review the Citizen Security plans of the Police Department. This Commission should include representatives from the Bar Association, the Chamber of Commerce, the Council of Churches, the media and civil society. Government should also hold public consultations on the 2018 – 2019 budget. I urge UDP Representatives on the Public Account Committee to agree to public hearings. Even in the midst of a municipal campaign, we in the PUP will hold our budget consultations, including town hall meetings, to listen to your concerns and recommendations on how we can save this country from spiraling out of control. I am fully aware that the time will soon come when you the people will get to express your dissatisfaction with the corruption and incompetence we have all witnessed with this UDP Administration. That aside, our responsibility remains to do all we can to fix what is broken. Let’s do it together. God bless and have a safe week.

In 2000, Price was honoured with the highest order of distinction, the order of National Hero. My wish is that the legacy of his selflessness, his spirit of giving and enthusiasm to serve the people of his nation continue to be taught to our young Belizeans. On his birthday, may we all remember his endless love for Belize and his call for UNITY among our people and service to our community, our nation and our people. His life continues to inspire Belizeans young and old and his legacy lives on in our hearts forever. Let us continue the Peaceful Constructive Belizean Revolution! Long Live Belize! Que Viva Belize! ROGUE POLITICIANS… ROGUE POLICE

O

n Tuesday, a cop was charged for manslaughter after he shot a man in the back of the head in Punta Gorda. Multiple witnesses say that the shooter and his victim had a beef a few hours prior to the execution. Multiple witnesses saw when the victim was ordered to freeze and lifted his hands in the air, only to die with a bullet in the brain – from behind. Police sources on condition of anonymity claim that the victim was not armed. Yet the official Police reports are that he had what appeared to be a firearm on him and the Policeman who shot him in the back of his head feared for his life. A firearm was found when the scene was processed, even though none was found when the victim was searched just after the murder. The streets know what happened. Anybody with any shred of rational thinking knows what happened. Even the Police know what happened. But the victim is dead. He can’t be brought back. And the young cop who took a life has been charged for manslaughter instead of murder and will likely get off, knowing how the system can be manipulated. On Tuesday, also, a man in San Pedro was shot and killed. He was a man who had been in the public eye because he was shot in April 2017 by a Policeman in a bizarre episode of cops gone wild. There were multiple videos of a cop beating a woman, and multiple videos of two cops, clearly under the influence of some ‘higher’ power, behaving recklessly and abusing every authority granted to them as law enforcement officers. That case was as open and shut as any case should have been. But some prosecutor didn’t show up to Court and the cops walked free. The man who was killed on Tuesday had allegedly been threatened by the cops while the case was meandering through the Courts. He has been told that a coffin was waiting for him. That coffin is now filled, and it is no stretch of the imagination to speculate that cops were involved. In December, barber and community activist Fareed Ahmad was killed by a cop. That cop, a member of a unit known as the Special Assignment Team, was arrested for murder. She has refused to talk, but there is evidence that the death was a hit orchestrated by members of this Police team, ordered by some unknown ‘boss.’ Currently, Police investigators are in the process of ascertaining the veracity of the evidence, but because of how the system is set up, and how it is manipulated, there is little hope that anything will come out of that. And no matter what does, a majority of Belizeans have no difficulty in believing that indeed the death of the young man was a hit carried out by Police. They have no difficulty in believing that the Police, those men and women mandated to protect and serve, could also kill. And there are many more cases. Today, in Belize, the cops are considered the enemy – not only of criminals but also of law-abiding citizens. The Police Department is a broken entity. It has been destroyed by corruption and political manipulation, to the point that many in the top brass of the Police are seen as little more than corrupt, political puppets serving the whims of their corrupt political masters. How did it get to this point? Corruption in politics is nothing new, certainly. Neither is corruption in the Police Department. But Belizeans have never been treated to this level of blatant, overt and criminal corruption as seen under this Barrow administration. In the past, both in Cabinet and in the Police Department, it would perhaps have been accurate to say that there were a few rotten apples in the barrel. But today, under the UDP, both in Cabinet and in the Department, it is far more accurate to say that there are a few good apples in barrels full of rotten, worm infested apples. That is the reality. In November, 2015 Ernesto Alonso de Miguel, also known as El Español, was slain as he ate in a Chetumal restaurant. This criminal was known to throw lavish parties in the Free Zone which were well attended by politicians and top-brass in the Police and Customs Department. It is said that at his funeral members of the two law enforcement departments who attended were in tears at the loss, not of El Español, per se, but of revenue. When William Danny Mason came to Belize, he became bosom buddies with the Minister of Police, John Saldivar, and he would travel with a bodyguard made up of GSU and often SPU officers. The Special Patrol Unit was known to be made up of cops loyal to Saldivar. Mason would later go on to allegedly behead a man in what has been one of Belize’s most sensational murders to date, and even at the scene of the crime SPU officers reportedly refused to arrest the man they knew to be a very close friend of their Minister, John Saldivar. Did you know that to become a Police Officer today, you need a recommendation from a UDP Minister, and the list of prospective recruits goes to Cabinet for approval? Instructors can no longer tell recruits what to do. The recruits, there at the whim of Ministers, now call the shots. That is the reality in today’s Belize. Corruption has fattened Cabinet but has destroyed the Belize Police Department. Corruption, if allowed to go unchecked as it has been under the UDP, will destroy our nation. What it is, is what it is.

l martes, un policía fue acusado por homicidio después de que le disparara a un hombre en la parte posterior de la cabeza en Punta Gorda. Varios testigos dicen que el que disparó y la víctima tuvieron un altercado unas horas antes de la ejecución. Varios testigos vieron cuando a la víctima se le ordenó inmovilizarse y que levanto las manos en el aire, sólo para morir con una bala en el cerebro – por detrás. Fuentes de la policía, bajo condición de anonimato, afirman que la víctima no estaba armada. Sin embargo, los informes oficiales de la policía dicen que tenía lo que parecía ser un arma de fuego con él y que él policía que le disparó en la parte posterior de su cabeza temió por su vida. Un arma de fuego se encontró cuando la escena fue procesada, aunque ninguna fue encontrada cuando a la víctima se le revisó justo después del asesinato. En las calles se sabe lo que pasó. La corrupción en la política no es nada nuevo, sin duda. Tampoco es la corrupción en el Departamento de Policía. Pero los beliceños nunca han sido expuestos a este nivel de corrupción tan flagrante, abierta y criminal como se ve en esta administración de Barrow. En el pasado, tanto en el Gabinete como en el Departamento de Policía, tal vez hubiese sido acertado decir que había unas cuantas manzanas podridas en el barril. Pero hoy, en el UDP, tanto en Gabinete como en el Departamento, es mucho más exacto decir que hay unas pocas manzanas buenas en barriles llenos de manzanas podridas infestadas con gusanos. Ésa es la realidad. En noviembre de 2015 Ernesto Alonso de Miguel, también conocido como El Español, fue asesinado mientras comía en un restaurante de Chetumal. Este criminal era conocido por organizar fiestas ostentosas en la zona libre a las que asistían políticos y la jerarquía del Departamento de aduanas y policía. Se dice que los miembros de esos dos departamentos encargados de hacer cumplir la ley que asistieron al funeral estaban en lágrimas por la pérdida, no de El Español, sino más bien, de los ingresos. Cuando William Danny Mason llegó a Belice, se convirtió en el amigo del alma del Ministro de Policía, John Saldívar, y viajaba con un escolta de GSU y a menudo con oficiales de la SPU. La unidad especial de patrulla era conocida por estar integrado de policías leales a Saldívar. Mason más tarde pasaría a presuntamente decapitar a un hombre en lo que ha sido uno de los asesinatos más sensacionales en Belice hasta la fecha, e incluso en la escena del crimen, agentes de SPU al parecer se negaron a arrestar al hombre que conocían como amigo muy cercano de su Ministro, John Saldívar. ¿Sabías que para convertirse en un oficial de policía hoy en día, necesitas una recomendación de un ministro UDP y que la lista de posibles reclutas va al Gabinete de ministros para aprobación? Los instructores ya no pueden decirles a los reclutas que hacer. Los reclutas, que están allí por el gusto de los ministros, son los que dan las instrucciones. Ésa es la realidad en el Belice de hoy. La corrupción ha engordado a los ministros del gabinete pero ha destruido el Departamento de Policía de Belice. La corrupción, si no se controla como ha estado bajo el UDP, destruirá nuestro país. PACT Sends Home ALL Employees Thursday, 18 January 2018 On Tuesday, January 16th, government officials took the spineless decision to send home all 14 staff members of the Protected Areas Conservation Trust (PACT). The employees, including the executive director, were called in individually for meetings to be informed about the move. They were handed new contracts and were given one week to mull over whether they will accept the new terms of employment. While some of the employees have been with the statutory board since its inception in 1996, among the new terms is the stipulation that their contract would only last three years. That apart, a PACT press release hints that, should they return, they will be getting a pay cut and less benefits plus more work. The release put out on the same day that employees got the bitter pill states it’s all a part of a transition to implement a new operational framework in compliance with amendments to the PACT Act in 2015. It includes the discontinuation of current employment conditions and “a modified compensation program that responds to the recommendations for PACT to reasonably reduce overhead costs as part of its long-term financial planning.”

According to PACT Board Chairman, Dr. Percival Cho, CEO in the Ministry of Fisheries, Forestry, the Environment and Sustainable Development, the responsibilities and terms of reference of the employees will expand. And while government officials casually detail the changes, for some employees it’s like throwing a monkey wrench into their life plans, having been with the organization for decades and having pressing recurring financial commitments. In at least one case, severance pay for the employee will be severely affected having to start anew. PACT is closed for one week to make way for the change in staff and officials are already announcing that it’s not the only statutory board that will be affected in this manner. Government has apparently set eyes on the Coastal Zone Management Authority and Institute (CZMAI). Cho has told the media that the entity needs to be streamlined as well. It may be a sign of the times, a broke government which only last year required that statutory boards forward to the consolidated revenue fund 10 percent of its income to offset the budget deficit. The review process for CZMAI is ongoing. Outstanding still is an amendment to the legislation.

Quincy Gentle Thursday, January 18, 2018 Quincy Gentle, 28, is the latest casualty in the ongoing street warfare between rivals from the feuding Majestic Alley and Victoria Street gangs. Just before midnight, Gentle was walking on Kelly Street to his home on Wilson Street when a man walked up to him and opened fire. He was hit in the chest, stomach and leg and transported to the Karl Heusner Memorial Hospital (KHMH) where he succumbed four hours later. Today, during a Police press conference held at the Raccoon Street Police Station, Assistant Superintendent of Police Alejandro Cowo, told the press that, “It is said that he belongs to one of the major gangs.” When asked about the motive for Gentle’s murder, Cowo revealed, “Apparently it

has to do with a previous shooting that happened earlier in the city.” Gentle’s death comes as a surprise to many, especially those in the People’s United Party (PUP) with whom he was campaigning hours before his demise. Today his sister Killany Gentle revealed that she was at home sleeping when she got news that her brother had been shot. However, she thought he had received minor injuries and she would have been able to visit him at the hospital today. According to her, her brother never indicated that his life was in jeopardy. “My bredda nuh really tell me or anybody when he dih goh through thing. He nuh trouble nobody. He dah nuh wah killer. He dah nuh wah violent bwai,” she said. She added, “The person who shot my bredda shot ah fi no reason.” According to Gentle, her family is broken by the murder of another sibling. She revealed that in July 2016, her other brother, Geovanni Gentle, 30 was gunned down at the corner of Turton Lane and Regent Street West in Belize City. The deceased leaves behind his mother and ten siblings.

Rigo Sues the UDP Rag Tuesday, 16 January 2018 Last week Thursday PUP Corozal Town Mayoral Candidate Rigo Vellos issued a strong statement in response to serious allegations made against him by the UDP rag, the worthless Guardian. The bitter and vile periodical which normally uses its space to attack members of the opposing People’s United Party focused its attention, in headline fashion, on

Vellos who is campaigning to dethrone the UDP which has been in office for 12 years. In his response, Vellos rejected the allegations and warned the Guardian newspaper and its editor that he will be seeking legal recourse. Well, today Vellos’ attorney Kareem Musa followed on that

COPS WALKED AFTER PROSECUTOR DIDN’T APPEAR

Thursday, 18 January 2018 San Pedro murder victim Alfredo Cowo, 26, was shot in a bizarre incident on the island in April, 2017. Co-incidentally, that shooting happened in the same Central Park area where he was gunned down and killed. In that incident which caused public outrage, he and other bystanders looked on as San Pedro Police manhandled a defenceless woman, and it incensed the crowd of people who were around at that time. Cellular phone footage captured the entire thing, including when Police Officers were seen recklessly firing Police issued weapons in an attempt to disperse the angry crowd. The officer was seen firing the weapon on the ground in the crowded area, and the bullets ricocheted and injured several people. Alfredo Cowo was one such individual and he demanded Court action in the case. Police eventually charged Constables Norman Coye and Darnell Madrill for wounding, and they were supposed to stand trial for it last week. Under very dubious circumstances, however, the case was prematurely dismissed before the evidence taking stage could happen. That’s because the Police Prosecutor who was supposed to take charge of the case didn’t show up on the trial date. That has caused the family to lose confidence that they would ever get justice for Cowo’s injuries that he suffered then. Press inquiries have since prompted Assistant Police Commissioner Chester Williams, the officer commanding the Professional Standards Branch to commit to investigating the unusual outcome. Via text he stated that “If the pros-

ecutor was aware of the court date and failed to appear without any reasonable cause then providing he is a Police Prosecutor he can be dealt with disciplinarily. Likewise, if it was a matter where the Police witnesses were summoned and again without reasonable excuse they failed to appear, they likewise can be disciplined. That matter you are talking about will be looked into by my office to ascertain the reason behind it's dismissal.” For the most part, internal discipline of this type results in a small fine, as small as $100 for the offence.

Sedi’s Brother is US #6 Most Wanted Fugitive Thursday, January 18, 2018 Minister of Foreign Affairs Sedi Elrington has recently signed off on an extradition request for attorney Andrew Bennett, who is wanted by the United States government for his alleged involvement in a money laundering case. But while Elrington signed off willingly to that request, it is left to be seen if he will do the same when Uncle Sam comes for his fugitive brother, Doctor Errol Elrington. In October 2013 an arrest warrant was issued by the US government for the arrest of Doctor Elrington, however; before he could be detained, he fled to Belize. He has since been spotted at the homes of some prominent United Democratic Party supporters in the King’s Park area of Belize City. According to the US Office of the Inspector General (OIG), the arrest warrant was issued for racketeering, Medicaid fraud and healthcare fraud. The website revealed that Elrington collected close to a half-million US dollars from Medicare and Medicaid for services he never provided. Instead, he risked the lives and safety of his patients by paying an unlicensed physician to do the duties he never did. That physician also sexually violated one of the patients while conducting multiple pelvic exams on her. Elrington, the owner of the Elrington Medical Center PLLC (EMC) in the Redford, Michigan, area should have been the one to have conducted those exams. The uncertified physician has since been dragged before US courts with charges ranging from first degree criminal sexual conduct, racketeering, Medicaid fraud, health care fraud, and health profession unauthorized practice. However, Elrington has not yet faced the music and so his picture is located at #6 on the OIG website of more than 170 wanted health care fugitives.

The letter demands as a matter of urgency that the Guardian provide a full and unequivocal public retraction and apology. Musa also points out that Vellos is entitled to substantial compensation for the defamation. The Guardian has a week to respond, and failing that, Musa has warned that they will commence legal action against the newspaper and its editor.

Wholesalers Threaten Butane Shutdown Thursday, 18 January 2018 If you are one of the many Belizeans who depend on butane, you would be advised to put some in your tank as soon as possible. A food service industry crisis is imminent with news of butane stocks in the country depleted. The Belize Times has been reliably informed that as early as the end of this week, the wholesalers which control the butane (liquefied petroleum gas, LPG) market in Belize will run out of the product. The back story to how it came to be is interesting. Things were happening behind closed doors but the matter is now at boiling point. With the wholesalers becoming antsy, information is beginning to leak. Effective January 13th, the price of a 100-pound cylinder of LPG jumped by a whopping 7 dollars. The increase was announced on January 12th in the afternoon and according to our sources, the hike followed a meeting between the wholesalers and government representatives that same morning. Apparently, the three largest wholesalers who import from Central America, Gas Tomza, BWEL and Zeta Gas want even higher

prices. In fact, there were reports that – without consultation – they instituted a hike of $120 per hundred-pound cylinder before they were reported to authorities. Behind closed doors, we are told that GOB Representative Tracy Taegar Panton agreed to a $14-dollar hike, but begged wholesalers to stager the increase - $7 before elections and $7 after elections to avoid the inevitable fallout. But it got sticky when the wholesalers, two brothers included, requested that agreement in black and white. When the officials could not comply, the businessmen walked out of the meeting and soon enough, consumers began complaining this week that the butane depots were rationing gas. It seems that the big players in the industry are now holding the people hostage as we have confirmed that they have completely stopped bringing in bowsers and are threatening a national strike. Up to Wednesday, January 17th, western based wholesalers claimed to have only 10,000 gallons of butane remaining. They have allegedly already informed hotels and other

large consumers who depend on this product that butane will run out shortly. One of the problems that Government is grappling with is that the price of butane is controlled at the retail end. Caught off guard and clueless as usual, they are only now considering tinkering with legislation to neutralize the pressure from the three major suppliers who have come together to stick it to Belizeans. The thing is that this Barrow government has had more than enough time to work on preventing such a ransom situation. Back in 2011 when news broke that some butane companies were shorting consumers,

they had to go to the table and were ordered to put in proper scales and so they went on strike. Things were eventually sorted out but six years later, the government has not regularized the situation to ensure that the price can be controlled by the Belize Bureau of Standards at the wholesale level. Don’t forget too that only a couple years ago, the price of a 100-pound cylinder of butane cost only $82. The increase since then has been $22. Butane went up by 18% last year when it increased to $97 per 100-pound cylinder.

FC Elite Wins CYDP Peace Cup 1st Final Belize City, January 14, 2018 FC Elite are one step away from winning the Conscious Youth Development Programme (CYDP) Peace Cup football championship, after a 2-1 win against Kelly Street FC in Game 1 of the finals at the MCC Garden on Saturday. Marlon Gutierrez scored FC Elite’s 1st goal and Milton Estrada smacked home a second to put the finish on a pass from Orlando Velasquez, and the boys in red led 2-0 at the half. Kelly Street’s Steven “Bredds” Baizar, Tyrique “Pippin” Muschamp, Naim “Nemo” Wilson, Delroy “Thinman” Andrews and Jael Ottley were all trying to get a goal for the boys in blue, but FC Elite defenders Ashton Lewis, Carlos Inestroza, Whitfield Usher and Shawn Roches held them at bay. Then FC Elite’s goalie Alvan Mangandi crashed into Leon “Lem” Jones inside the 18-yard box and was given an early red ticket to the showers as the ref ruled penalty. Delroy Andrews scored the penalty, but it would be Kelly St’s only goal; as even with reinforcements: Leon “Chow” Cadle, Francis Andrews and Leon Rowley, they could not get that 2nd goal to draw the game. The Pirates’ Highking Roberts scored first in the 12th minute, but it was all police after that, as Byron Usher scored a hat trick, Danny Jimenez added 2 goals, and Andres Makin Jr scored a goal. Chief Magistrate Considers Bennett’s Extradition

On Values...Conviction & Dean’s Old Back

According to the Belize Press Office, Dean Oliver is out of the country checking out his bad back. I’m hoping this is all just a set play and he’ll come back and announce that his doctors have told him to throw in the towel and head for the healing waters of Placencia. I’m also hoping that he’ll call a general election very soon, thinking with his usual arrogance that his U.D.P. has got this one covered. I think he and his Ministers and all the cronies and rabid thugs would get the shock of their lives. I know I probably shouldn’t include politics in my daily prayer list, but every day I throw in a personal request for the UDPs to just be gone. Bam. Just like that. This past weekend I was at my usual weekend men’s breakfast thing hanging with a really great bunch of guys. We were doing what we do, and the topic of values and conviction came up. Of course, this was all in a spiritual context. It’s probably still hard for a lot of people to believe, but I’m gonna change my life. The old blasphemous, irreverent, sometimes totally out of order devilish cad and scoundrel is on the way out. This is the new, only slightly blasphemous, sweet and cherubic me. Hey, it’s a work in progress. Don’t knock it until you’ve walked a mile in my shoes. Anyway, I gave this thing some thought based on that weekend discussion, and I realized that a big part of what is wrong with our country today is the fact that too many of our people have no strength of conviction, so their values, such as they are, can be easily manipulated and magicked away with the right incentivization, be it cash or kind, threats and intimidation or other. And it’s across the board. There’s a major election just weeks away, and there is a segment of the population which will vote for the United Democratic Party no matter what. Many of these people live in abject poverty and have become dependent on handouts from Ministers and other UDP functionaries. The UDPs love this category of voters – well, let me rephrase that. The UDPs love how dependent these voters

have become because they are easy to handle. There is no real love for them as people, no real concern for their plight, not even the slightest desire to provide them with opportunities for betterment. These voters will never be empowered. They will never have real jobs which provide them any independence. If they become independent then they may just realize that the UDP ministers who own their souls mean no good for them and no good for the country, and that can never be countenanced. These people have no real strength of conviction. The real issues mean nothing to them. I’m genuinely pissed off by this category of voters, those ones who will take that $20 to gyrate behind a float wearing a red shirt and waving a red flag, pledging undying loyalty and love for one multi-millionaire UDP politician or the other, and then go home to their miserable little shacks where they have no electricity or running water and can only treat their kids to Ramen on a good day. It drives me nuts. I’m also pissed at all those public officers – and I mean across the Board, from CEOs to clerks, who facilitate Ministers in their corrupt shit, either because they are getting a piece of the pie, because they are afraid of victimization or because they just don’t care. There are senior government people, like in the Ministry of Natural Resources, for example, who have signed on to the most atrocious corruption. There are consecutive CEOs in that Ministry who have condoned terrible things that they know are wrong. One of them signed that $400,000 which was given to Andre Vega, son of Gaspar. She knew that was wrong. And there are so many other examples. In the Police, there are officers who know that the orders they are given are wrong, and go against the very oath they took to protect and serve. I remember when members of the Special Patrol Unit went on their frenzy on the Tower Hill Bridge based on an order by their CO to ‘mash dem like cockroach.’ I have spoken to a few of them after that bizarre and unfortunate incident who told me that it was wrong, and they knew it, but they were just following orders. And they shouldn’t have. If our people had more strength of conviction, we would live in a better country where our Ministers would not be able to rape our coffers as they have. Thinks would be better in our little Belize. It makes me sad to know that so many have so few values. It’s a depressing reality.

Thursday, 18 January 2018 Belizean attorney Andrew Bennett has made his first appearance before the Magistrate’s Court in connection with the extradition request made by the US Government. He was released on bail of 100 thousand dollars while the Belizean courts decide whether or not he should be extradited to face grand jury charges of money laundering in Puerto Rico. In what would be equivalent to an arraignment, Bennett was brought before Chief Magistrate Sharon Frazer on Thursday, January 18. That happened after an order to proceed was affirmed by the Foreign Affairs Minister and a provisional warrant for his apprehension was issued by the Chief Magistrate. Bennett was represented by his attorney, Anthony Sylvestre, and the number 1 issue for the court to consider was whether he should be remanded to the Belize Central Prison. It was a matter for the Court to weigh carefully now that the Solicitor General, Nigel Hawke, is ready to proceed with carrying out Belize’s obligations to the US Government under the Extradition Act. In court, Hawke objected to bail on the grounds that the state is expected to honour its obligations under the extradition treaty. Sylvestre, Bennett’s attorney, strenuously argued that Bennett should be granted bail. One of his main grounds was that Bennett was kept abreast of all developments through the press and knew that the different offices involved with the extradition process had taken certain steps. According to Sylvestre, his client, who is an attorney and an officer of the court, had shown a willingness to comply fully with the state as the procedure ran its course. He argued that Bennett is not a flight risk, and so there would be no breach of Belize’s obligations under the extradition treaty. Sylvestre also argued that his client has a constitutional right to the presumption of innocence under the law, and the bail should not be denied lightly, since his constitutional rights could be violated and the subsequent incarceration could be a form of punishment before Bennett is even tried for what he’s being accused of. After consideration of all matters, Chief Magistrate Frazer commented that she had to make some very weighty considerations in her role to try to balance the scales. She ruled that at this stage, he should be admitted bail because he is not a flight risk, and that indeed he has the right to the presumption of innocence. She granted him bail in the sum of $100,000 with the conditions that he must surrender his travel documents and he must report to the Queen Street Police Station every Monday and Friday until this matter is disposed of. He

also cannot leave the country without the permission of the Court. The case has been adjourned until February 2. The extradition proceedings against Bennett are now deemed to be live, and over the course of the next few months of hearings, all materials turned over by the US Government will be carefully examined by the Court. The Solicitor General is now acting as the US Government’s attorney in Belize, and the court will have to determine if there is a prima facie case established which would justify his extradition to the US. If Chief Magistrate does not believe that the US Government has properly established a proper case for Bennett’s extradition, then she will discharge him and the matter will conclude there. If she does believe that he should be extradited, she will issue a warrant for his committal to the Belize Central Prison, and the order to extradite him will be granted. If that happens, Bennett has several options. He can choose to fight it in the Supreme Court. He can then appeal if the outcomes of those cases are not favourable to him, and he has the ability to make a final appeal to the Foreign Affairs Minister. Bennett is facing an arrest warrant from the District of Puerto Rico dated July 2015, and an indictment for 7 counts of money laundering from a Puerto Rico Grand Jury. He is being accused of laundering 250,000 US dollars.

THE JERUSALEM ISSUE In December last year the General Assembly of the United Nations voted overwhelmingly to reject the United States' unilateral recognition of Jerusalem as the capital city of Israel. This happened despite grave threats from the United States that the US would ‘remember’ all those countries who disrespected and voted against it, with specific threats to cut off funding to countries that did not back its recognition. Of course, by now such churlish conduct by America is not a surprise. The Trump Administration is following the whims and dictates of its worst excuse for a President in modern times. The vote went 9 in favour of the US, specifically the US, Israel, Togo, Micronesia, Nauru, Palau, Marshall Islands, Guatemala, and Honduras (note the penultimate country named); 35 abstentions including Canada, Mexico, and Jamaica, for example; a whopping 128 countries, including Belize, supported the longstanding consensus that Jerusalem's status should be settled along with a peace settlement between the Palestinians and Israel. Delegations from 21 countries, including two CARICOM countries, were “no shows,” so that the warning over funding cuts could have had some effect. This naturally suggests some comment on Mr. Trump and the US of A under him. I can't help but mention his latest outrage of calling Haiti and African countries “shithole” countries, putting on full display once more his racism and bigotry. Yes, racism and bigotry are alive and well, and even encouraged in his dispensation. As an aside, I recall too the racism of Princess Michael of Kent. Remember her?? When she was in her early thirties she came to Belize with her husband for our Independence from Great Britain. If we had known what she is like, she ought to have been dis-invited!! She is known to have made racist remarks before. But over the Christmas holidays she attended a royal event, with Meghan Markle in attendance, wearing a blackface brooch. No one can tell me that that was not a racist statement. It could never have been coincidental or even accidental. I can just imagine her saying that she is not

in favour of “darkies” entering the British royal family. And for good measure you can go and research the use of blackface throughout history. Enough said on that. On the Jerusalem issue I firmly believe that Belize should sit up and take note. My feeling is that Belize was perfectly right to reject the threats and intimidation by the United States and vote with the majority of freedom-loving and non-aligned countries against the US and Israel. The Palestinian people's struggle is one that we in Belize should not forget. The power and money of the United States should not be used by a bully administration to make small, developing countries cower. And I repeat, we in Belize must be very cognizant of “on which side our bread is buttered,” to use an analogy that should be readily understood. I was therefore somewhat bemused upon hearing that the Evangelical Association of Churches in Belize had come out swinging in favour of Israel and the United States and supporting the recognition of Jerusalem as Israel's capital. I wasn't altogether surprised, then, when I read about American Evangelical churches' support for the Trump position from a Biblical perspective. But whatever the position of American churches, I cannot believe that our evangelical congregations in Belize have thought through their position. My feeling is that many of them are funded from United States faith groups, and, you know, who pays the piper gets to call the tune. Evangelical folks and faith persons in Belize would do well to stay out of the global geo-politics. And lest we forget, Guatemala is turning out to be Israel's choir-boy and main cheerleader, announcing its intention to move the Guatemalan Embassy from Tel Aviv to Jerusalem. Who funds the Guatemalan Government and Military with know-how, equipment, arms and ammunition?? You guessed it – Israel. You must therefore take my meaning. The United States, Guatemala and all the choir-boys and cheerleaders you ain't no friend of mine!! Wake up Belizeans and people of faith. Belize first and foremost!! I done for now.

Our beautiful jewel is rich in culture, history and in its people. While our country has faced many challenges, especially during the last 10 years under this corrupt and incompetent government, one thing is certain - our people, those that are 18 and above, have the right to vote and to elect who they choose to be our leaders. While many Belizeans take this right for granted, it is undeniably one of the best rewards a nation can afford to its people. However, many people for whatever reason choose not to exercise that right on election day. By not voting these individuals are foregoing their choice and as a result allowing others to choose on their behalf. Dear readers, as our country boils with turmoil, the UDP has essentially gotten by election after election padding on illegal registrations onto an overused and outdated voters list. Therefore, the problem arises that when the “legal” voters choose to forgo their right, the illegal registra-

tions choose on your behalf. Those illegal registrations from Guatemala have essentially decided who will represent us while Belizeans stay at home and simply take whatever is given to them. The call to change this rhetoric is now. As election day approaches, the importance of voting and voting your conscience has been underscored. While the UDP has chosen to once again put off the re-registration process, the need for everyone to come out and vote becomes even more vital and critical in preserving our democratic process. My dear Belizeans, the choice is clear on March 7, 2018. We have a government on life support - saddled by corruption, incompetence, nepotism, high unemployment and simply put, “hard life.” They have been there for 10 years. Ask yourselves if they truly deserve more time. March 7 serves as the perfect time to have high voter participation and in order for the population to send a clear message to Dean Barrow and company and deal them with strike one as the march to Belmopan commences. I appeal to everyone to open your minds and hearts and listen to the message of hope and love from the PUP and their candidates. Believe in the PUP and believe in the ability of our Leader the Hon. OUT BENQUE VIEJO IS BADLY WOUNDED ON ALL FRONTS

All projects successfully conducted in Benque Viejo del Carmen by the PUP since 1960 went down the drain the day that a UDP Town Council was elected in 2001. Seventeen years after that, Benque remained frozen in time. Just take a look of our streets: The Cayo West representative is holding his position since 1998. In these 20 years there is very little to show in this constituency. Erwin Contreras has been Minister of Economic Development, Commerce, Industry, and Consumer Protection from 2008 to 2012. After the 2012 election he was made Minister of Trade, Investment, Private Sector Development and Consumer Protection.

Several serious reports have surfaced alleging that he has been involved in illicit activities. Research shows that Contreras has amassed considerable wealth since becoming a minister of government in 2008. Calls for scrutiny and investigations of Contreras’ operations in the Benque Free Zone have been ignored by the Barrow administration. The Cayo West representative, known as “El Mudo” because he rarely speaks out in the House of Representatives, currently holds one of the most important portfolios in the UDP Government with nothing invested in his Cayo West constituency. He has failed the country and failed to Cayo West citizens as well. Now he is promoting Marconi Sosa, a very shady character whose behaviour, moral values and ethics upon becoming a teacher were questioned when he was working at a local school in Benque. The evidence showed Mr. Sosa engaged in an unprofessional behaviour inconsistent with that expected from an educator. He was also fired from the large enterprise in Benque when he was functioning as its manager. He is the infamous “Toilet Paper Man” for some shady deals when he was working at the Northern Customs Department. He is now the administrator at NICH, a statutory body where corruption is allegedly the order of the day and where he has set up family members with high salaries in key positions. Sosa has met with the Benque Taxi drivers to address their issues with the SI/SE Mayor. He has promised them to look into the matter, but it is just a political ploy on their part to gain votes. It is a proven truth that the UDP so far uses lies to gain political favour. Anyways, it was through our PUP Mayoral Candidate Cristian Danny Castellanos and the PUP Cayo West Executive that people started to know about this issue. He and the UDP never bothered until now. They want to take credit for it. How convenient! Benqueños can’t afford the high cost of living due to the constant raising of fuel costs, among other things. The current

Area Representative and the UDP Mayoral Candidate are not what we deserve now. Year 2017 has been very worrisome, because the pink eye epidemic has demonstrated how vulnerable our country is to health issues. There were 145 murders in 2017. Crime is out of control and affects everyone. The UDP has mismanaged the people's resources to the point that our residents are suffering from a lack of jobs and the high cost of living. Yet despite all the corruption in Cabinet, Dean Barrow has been turning a blind eye and attempting to cover up the wrongdoings. Teachers and most Belizeans are clamouring for a change, for transparency and good governance yet Ali

Baba and his band of thieves refuse to take heed. Prime Minister Barrow has been very bad for Belize. He has been very bad for each and every one of us “normal” Belizeans. Puente se desploma en Colombia: 10 obreros muertos y varios desaparecidos Al menos 10 obreros murieron este lunes en Colombia al caer un puente en construcción en la vía que conecta Bogotá con la ciudad de Villavicencio, según organismos de socorro. Por AFP y DPA / Colombia 15 de Enero de 2018 La estructura se desplomó de repente cuando había unos 35 o 40 trabajadores en el lugar, dijo el coronel Jorge Díaz, de la Defensa Civil. "Tenemos un total de 10 personas muertas, nueve fallecieron en el sitio del accidente y uno fue trasladado al hospital (...) donde falleció", declaró Díaz a la prensa. Poco antes el responsable había dado un balance de nueve muertos. Otras tres personas sufrieron heridas y fueron evacuadas a hospitales cercanos. Las víctimas eran soldadores que estaban haciendo su trabajo en la parte baja del puente, que está ubicado a 65 km de la capital de Colombia.
