During a poco tiempo UDP mock press conference held on January 21, 2021 pretentious warnings and threats were hurled towards the PUP Government. Clearly, the attacks were “much ado about nothing.” One such attack was made by Freetown-battered, fence-scaling legal advocate for the UDP, Jerome Elrington. Elrington took issue with the laying off of some 60 bus terminal workers at the Transport Department. Elrington characterized the situation as both a moral and a legal breach and intends to sue the Government of Belize. As is his wont, he ended there as he stood on the quick sands of moral authority—gathered by his UDP during their 13 year reign of tyranny.

The political whippersnapper lacked any authority to speak on issues of morality and constitutionality, given UDP history of breach of such. The then Prime Minister Dean Barrow donned by Gasper Vega as Deputy, explained the UDP firings of PUPs in 2008 as “the inexorable law of politics” and “the inevitable consequence of a change of government.” At the time Barrow indicated that the UDPs that were in the wilderness for 10 years needed to catch a break. The echo of his abrasive, hubristic nature rings loudly in his verbal volley, ‘parson christen ih pickney first’. All this rhetoric was in defence of his execution of victimization policy learnt well by Patrick Faber et al.

Amongst the firings were the school wardens, many of whom were single mothers. The callous act of Patrick Faber the then Minister of Education of the Barrow administration was reminiscent of the political curse of the ‘95 Esquivel reign, the retrenchment of some 800 public officers. One of the person who was fired by Faber, under the Barrow reign of terror, was the wife of Charlie Good, the ex BDF soldier. When approached to reconsider his position, Faber heartless response to Mrs. Good was “you should have been gone from last year” and that “I cannot help you. I have my people to put in”. Seemingly, the injustice inflicted upon many Belizeans considered PUPs, through wanton firings under the UDP, was not a moral nor an illegal breach.

Throughout the three terms of UDP’s recession and incompetence, the public service had been used for political leverage and political pandering, the sole creator of employment in the attempt to hold unto power—the UDP raison d’ etre. Consequently, the wage bill ballooned to 540 million from 274 million in 2008 which was considered by the International Monetary Fund ( IMF ) as unsustainable. There were many inert, yet fully paid, workers—staunch UDPs of course.

Since taking up duties as Minister responsible for the Public Service, the Honourable Henry Charles Usher has unravelled many irregularities within the Public Service. There are instances where the scope of work in various departments did not justify the placement of many. Evidence have been forthcoming of “phantom” workers and many serving the personal interest of ministers at the cost of government. The existing irregularities are and have to be being dealt with by this PUP version of the Government of a Belize that is to work for everyone.

The Belizean economy is on life support and is need of desperate financing to stem the haemorrhaging. The bleeding out resulted from the lack of sound fiscal stewardship, incompetence and chronic acts of corruption under the RED. One of the conditions given to the Barrow Government, during the approach of General Election 2020, for Belize to access International financing was the trimming of the wage bill. That condition went unheeded and the PUP Government is left to address this thorny issue. US Chargé Keith Gilges Commends Belize and the Ministry of Health The colossal effort placed by the Belizean people to flatten our curve and to straightout twist it down has been subject of international congratulations. US Chargé d’Affaires in Belize, Keith Gilges, was pointed in giving credit to the Belizean people for sticking to the Ministry’s Health and Wellness’s SI backed Covid guidelines even if it took their altering of Christmas and New Year traditions.

On January 26, 2021 the Chargé commended Belize on its COVID-19 management strategies and the PUP Government and Health and Wellness Minister Michel Chebat in the effort to contain and reduce the rate of infection. In an interview with Channel 5 the Charge’ d’ Affaires, Keith Gilges said, “ I got briefed on the numbers

But now, we have a general date in which vaccinations will be seen in Belize— early March is being touted. Vaccinations plus recovered immunities need to reach to as close to 100 percent as possible.

T

his week, the Office of the Prime Minister announced the appointment of a Commission to Investigate Sale of Assets. The trio charged with this urgent and important task are Chairman E. Andrew Marshalleck S. C., Public Service Union representative Mr. Luke Martinez and Belize Chamber of Commerce and Industry’s Mr. Marcello Blake. The scope of the investigation covers the procedures and processes for the sale of assets. It will also seek to verify whether procedures, rules, regulations, and best practices were observed or if there were any irregularities or wrong doings in the sale of assets. This Commission has been given the mandate to identify those instances of abuse, waste, mismanagement, fraud or corruption and the parties responsible with a view of recovering assets and in pursuing criminal or civil action. The past administration has understandably become increasingly alarmed and have come out with smoke screens going at full blast and their full assortment of red herrings, decoys, and dummies.

There was a frantic nervous vibe at the press conference hosted by the Opposition on Friday 21st January 2021. It was full out deflect and divert mode as the LOO flat out separated himself from his party’s previous administration. In his haste to assume his new role in government, he must have become forgotten that not so long ago, he too formed part of the Cabinet which bears collective responsibility for any and all decisions, botches and blunders. It seems then that rejecting one’s own is a favourite play in the UDP Rule book, having long been a tactic used by the former leader of the UDP. This would also explain the huge boulder on the shoulder of the Mesop Area Representative. Belizeans have no more patience for reminiscing the Area Rep’s melancholic and melodramatic family history on the People’s time. Shyne claims deep emotional strife at his personal family history. He has, as a matter fact, been able to capitalize quite handsomely by channeling it into his Grammy winning, platinum record getting, million dollar earning career, as he is wont to remind us quite frequently. It would be far more beneficial that he would engage the services of a therapist instead of venting and projecting his feels, in Belmopan, about his latent daddy issues.

The issues at hand are far more pressing. Covid-19 came to render our already ravaged economy to bits and pieces. Our situation has been made more vulnerable because the past administration was intent on providing cosmetic and superficial fixes for the sake of optics. There was more effort and energy in bloating the contracts than in ensuring value for money spent or for the safety of the users of the substandard facilities built. Over the past thirteen years, we had many more sporting complexes than hospitals built, and our only referral hospital has not been adequately staffed or maintained. The KHMH and other hospitals are either overrun by wildlife and pests or falling around our ears.

Belize’s agriculture industries and food security were not a priority, and so there were no resilience building measures implemented against climate change or market forces. There has been in the last administration almost non-existent support to the farmers in this country. The previous Minister of Works, it has been alleged, put the resources of that ministry at his personal disposal, using the machinery, staff, and fuel on his extensive estates. The state of our feeder and rural roads is deplorable, and our farmers struggle to bring out their harvest. The works that are now on-going are to aid the agriculture sector in their deliveries and production. This investment will help to stimulate our economy and help farmers to put food on their table and ours. Borrowing one million a day to squander and borrowing it to invest judiciously and prudently is just one more lesson daddy failed to teach you.

El alcance de la investigación abarca los procedimientos y procesos de venta de activos. También tratará de verificar si se observaron los procedimientos, las normas, los reglamentos y las mejores prácticas, o si hubo alguna irregularidad o mala acción en la venta de activos. Esta Comisión ha recibido el mandato de identificar los casos de abuso, despilfarro, mala gestión, fraude o corrupción, así como a los responsables, con el fin de recuperar los activos y emprender acciones penales o civiles. Es comprensible que la pasada administración se haya alarmado cada vez más y haya salido con cortinas de humo a toda máquina y con todo su surtido de distracciones, señuelos y farsas.

En la rueda de prensa organizada por la oposición el viernes 21 de enero de 2021 se respiraba un frenético ambiente de nerviosismo. Fue una modalidad plena de zafarse y desviar, ya que el LOO (líder de la oposición) se separó rotundamente de la administración anterior de su partido. En su prisa para asumir su nuevo papel en el gobierno debe haber olvidado que no hace mucho tiempo, él también formaba parte del Gabinete que tiene la responsabilidad colectiva de todas y cada una de las decisiones, chapuzas y errores. Parece entonces que el rechazo a los propios es una de las jugadas favoritas en el libro de reglas del UDP, habiendo sido una táctica utilizada durante mucho tiempo por el anterior líder del UDP. Esto también explicaría el enorme peso que lleva sobre los hombros el representante del área de Mesop. Los beliceños ya no tienen paciencia para estar recordando la historia familiar melancólica y melodramática del Representante de Área a la costa del tiempo del Pueblo. Shyne afirma que su historia familiar personal le produce una profunda tensión emocional. De hecho, ha sabido sacar provecho de ella generosamente canalizándola en su carrera ganadora de un Grammy, de un disco de platino y de millones de dólares, como suele recordarnos con frecuencia. Sería mucho más beneficioso que contratara los servicios de un terapeuta en lugar de desahogarse y proyectar sus sentimientos, en Belmopan, sobre sus problemas latentes con su padre.

Los problemas que nos ocupan son mucho más acuciantes. Covid-19 vino a dejar nuestra ya devastada economía hecha pedazos. Nuestra situación se ha hecho más vulnerable porque la pasada administración se empeñó en ofrecer arreglos cosméticos y superficiales en aras de la óptica. Hubo más esfuerzo y energía en hinchar los contratos que en garantizar el valor del dinero gastado o la seguridad de los usuarios de las instalaciones deficientes construidas. En los últimos trece años hemos construido muchos más complejos deportivos que hospitales, y nuestro único hospital de referencia no ha contado con el personal ni el mantenimiento adecuado. El KHMH y otros hospitales están invadidos por la fauna y las plagas o se están cayendo a pedazos.

Las industrias agrícolas de Belice y la seguridad alimentaria no fueron una prioridad, por lo que no se aplicaron medidas de resiliencia contra el cambio climático ni las fuerzas del mercado. En la última administración, el apoyo a los agricultores de este país ha sido casi inexistente. Se ha denunciado que el anterior Ministro de Obras puso los recursos de ese ministerio a su disposición personal, utilizando la maquinaria, el personal y el combustible en sus extensas fincas. El estado de nuestras carreteras secundarias y rurales es deplorable, y nuestros agricultores tienen dificultades para sacar sus cosechas. Las obras que se están realizando ahora son para ayudar al sector agrícola en sus entregas y producción. Esta inversión contribuirá a estimular nuestra economía y ayudará a los agricultores a poner comida en su mesa y en la nuestra. Prestar un millón al día para despilfarrarlo o pedirlo prestado para invertirlo con criterio y prudencia es una lección más que papi no te enseñó.

Million Dollar Building

UDP Deceiving BWSL and the People So Imer does have some competition after all. The Belize Water and Sewage Limited is spending almost $1,000,000 in the building seen in the photograph. This building can be seen in Orange Walk Town just off a portion of the highway ‘paved’ by Imer. The eye sore being built or contracted to one Jaime Burns is quickly looking like an abandoned construction that is ready for demolition.

This mess of a building is really the brainchild of former and most recent BWSL Chairman and former UDP Chairman Albert August who is known to make mansions for homes.

Why then are the people not given the same mansion type construction?

The new board at the BWSL is another of those bodies that will be looking into the RED shenanigans by Alberto August in his tenure at our water company.

Alberto August UDP’s Fake News Fountain to be Charged

Talking about deception, the same ex-Chair of BWSL and the UDP and now Secretary General of the UDP, Alberto August, will, according to reports, be charged in Cayo for “spreading false news.” The falsity is in a post he made a couple months ago about a person who had allegedly had been a victim of police brutality. It seem that the person was actually in an accident.

In another post now on a profile for Alberto August on Facebook, he seems to be sinking himself by alluding to “skeletons” and other matters like “Now you are forcing ‘your’ police, against their will, to arrest Alberto August.”

Time will tell what arises from what seem to be threatening words for this UDP that cannot seem to slough the idea of entitlement. The plan seems to be that August will present himself at the San Ignacio police station for his charge on Friday.

The UDP will face the music for any and all laws broken.

In this case, the past Special Envoy’s Cyberbullying law should take on its full effect.

OPM Appoints Commission to Investigate Sale of Assets Belmopan. January 26, 2021. 3:25 p.m.

Prime Minister Hon. John Briceño today officially signed an order convening a Commission of Inquiry to investigate the sale of Government assets between the period October 2019 to November 2020.

The three-member Commission includes Chairman E. Andrew Marshalleck, S.C. along with Public Service Union representative, Luke Martinez, and Belize Chamber of Commerce and Industry representative, Marcello Blake.

The Commission has been tasked with investigating the procedures and processes for the sale of assets by the previous administration to determine whether proper procedures, practices and applicable rules and regulations were duly observed and to determine if there were improprieties, irregularities or wrongdoings in the sale of the assets.

If the Commission finds fraud, corruption, mismanagement, waste or abuse, it will identify those responsible with a view to the subsequent pursuit of criminal or civil action and/or recovering the assets.

The Prime Minister has directed that the meetings be held in public.

The dates and venues for the meetings decided by the Commission will be published.

The Government of Belize is committed to service with integrity and transparency. The Government’s assets are the people’s assets and must be handled responsibly and in their best interests.

GOB Advances Belize’s International Obligations Belmopan. January 27, 2021. 3:35 p.m.

The Government of Belize has submitted for consideration by the Senate at its meeting on Thursday, January 28, 2021, a resolution authorizing the ratification of the United Nations Convention on the Recognition and Enforcement of Foreign Arbitral Awards by Belize.

Having recognized this Convention in October of 1980, before Independence, and consenting to its continued applicability in September of 1982, Belize is one of only 33 countries that has failed to formally ratify the Agreement.

Globally, as of August 2020, 162 member countries of the United Nations are active parties to this important Convention.

The purpose for which Government now sets about this formal ratification, apart from fulfilling Belize’s international obligations, is to facilitate the possibility of a debt-for-conservation related transaction which has the potential to materially improve the state of the public finances.

The Government points out that ratification by the Senate was in process before the November 11, 2020 General Elections. Noteworthy also, is that the Caribbean Court of Justice has recently declared in a judgement dated July 26, 2013, and reaffirmed in another judgement of November 22, 2017, that previous recognition and consent by the Government of Belize, both pre- and post-Independence, serves to effectively legitimize this UN Convention, notwithstanding the absence of the formal Senate Ratification.

So that there can be absolutely no questions regarding its purpose, the ratification to be considered by the Senate provides for reservations against retroactive application of the terms of the Convention.

Regularizing Belize’s membership to this vital Convention is consistent with international best practices, with the added benefit of assuring prospective investors, especially in the current, depressive economic conditions, that this Administration, as pledged repeatedly in its march to Belmopan, will abide by and advocate for the rule of law.

The Government looks forward to the Senate process with its opportunity to fully describe and debate the importance of this Convention, confident that the benefit of ratification is manifold.

Inaugural Ceremony for the Appointment of the Special Envoy for Families and Children

Remarks by Special Envoy

Mrs. Rossana Briceño

Good morning. I am truly happy you are able to join us as we launch the Office of the Special Envoy for the Development of Families and Children.

First of all, let me thank Minister Dolores Balderamos-Garcia for being here today, for her words of encouragement and for her willingness to enter into this partnership which I hope will aid in the success of her work as the Minister of Human Development, and in the service of Belizean families.

I also wish to thank the other government officials here with us including my husband John who I am still getting used to addressing officially as “Prime Minister.”

While I know that it is customary for the wife of the Prime Minister to take on certain projects on behalf of his administration, I am glad John has given me the latitude and support to fulfil my role in the manner I feel will best benefit our country. For those of you who do not know me, I am schoolteacher and a Principal. I love children and I am passionate about their holistic development. To this end, I continue to work at St. Peter’s Anglican School in Orange Walk Town where we have developed a program that includes children with special needs. Our school integrates children of diverse talents and needs, an experiment that has provided a full learning experience for all our students.

I believe all our children are special and we owe each and every one of them the chance to grow strong, safe and reach their best potential. It is my hope that through this office I can use my voice to bring greater priority to the development of our children. Of course, for this to happen, all of us must appreciate and understand the important role families, all families, play in the development of our nation.

I want to help John and his government give the next generation the best chance at success and I believe that this can only happen if we recognize the crucial role the family plays in the formation of our children and in the building of productive communities and societies. This is why I worked with Minister Balderamos-Garcia and CEO Tanya Santos-Neal to define my role as the Special Envoy for the development of families and children.

See, good societies are build up when all of us see the value in each other. It is built up when family is first and when the community understands that we must always work for the betterment of our children. It is a work that is always in progress. Whatever success I enjoy today, I credit to the way I was raised and the love and guidance of my parents. I have a mom who taught me to work hard for success. My mom told me that as a girl I could do anything, and that the harder I worked the more I would achieve. But it was not just my mom, it was my dad too, and my brothers and sisters, who challenged me, and yes, my grandmother who even to this day still calls me child or hija, but whose love and concern helped me to appreciate how lucky I am to have two generations of parents whose wisdom I continue to benefit from.

Today in Belize too few of our children have the kind of family support that help them to believe in themselves and to grow up strong and confident. My strength, whatever measure of it I have, comes from my mom, Elia Adela Cansino, a beautiful, quiet, gifted lady with a gentle spirit. Someone who loves God and believes that we are our neighbour’s keeper. Yet this quiet, soft spoken lady was never afraid to stand up for what she believed. Which is why in the 1980s she volunteered at organizations and causes like, Women Against Violence. She worked with pioneering women like Dorla Bowman, Irma Carballo and, yes, Dolores to promote laws to protect Belizean women and to go after abusive and deadbeat fathers. Her inspiration, commitment and encouragement motivate me to define my new role and to work for the development of strong Belizean families and children. So I see this as my duty to engage in the work of this office and to this end we seek to achieve four objectives: First, to raise awareness of the condition of families and children in Belize with a view to improving the lives of the most underprivileged among us.

Second, to work with government, civil society and the private sector to address and meet the challenges faced by families and children.

Third, to advocate for the improvement of our women and children at home and abroad.

Fourth to make sure that the plans and obligations for the protection and advancement of families and children that are a part of my husband’s agenda and for Plan Belize are realized.

I believe the work to achieve these objectives will require commitment and immediate action. I will put together a team of persons most of whom are volunteers to start to work on four main projects in 2021. The Office of the Special Envoy for the Development for Families and Children will push government to identify and provide Covid relief for women who have been adversely affected by dreadful virus. Presently scores of women have lost husbands and partners and are grieving without access to appropriate counseling or worse, unaware of how they will take care of their families. More than a half of those unemployed, over 60,000, are women and many of those are the only providers for their children. We must not let these women suffer alone. We will seek ways to provide assistance and support for them and for their families.

My office will also reach out to social partners, civil society, the churches and, yes, government to ensure that a proper facemask wearing awareness campaign for children be launched. We have to teach our children how to properly wear a face mask and learn the necessary hygiene before they return to the classrooms. And before we reopen the schools, the office of the Special Envoy will work closely with the Ministry of Education and other stakeholders to start the study and assessment to develop a sustainable school feeding program. Our children cannot learn on an empty stomach, and it is time that we take a serious look at a proper feeding program in all our schools. I know we can do this because together with the teachers and parents at St. Peter’s Anglican School we run a successful, sustainable feeding program and it will not cost the government a dime.

So no more excuses, we will work at this even if we have to start one school at a time in each of our six districts. We can and we should do this. The time has come for us to move towards greater equality.

Through this office we will advocate for legislation to ensure that our public buildings are equipped with facilities to help people with disabilities, and John or Prime Minister, it is time to introduce legislation that will ensure that Sign language interpreters are available during public broadcasts, especially announcements and bulletins during national emergencies and, also, during press conferences and meetings of the national assembly.

We can get this done.

My friends I am fully aware of the challenge before us. I know we are faced with a health crisis, an economic crisis and that times are hard. Yes we are worried, but we cannot not be deterred from this work because right now more than ever, our children need us to do what may seem insurmountable. Our families will make it through this if we work together and draw from our amazing Belizean talent and creativity. Look, I get it, I see across this nation so many Belizeans who get up every day and work their hearts out to provide for their children and still some come up short. It is in these people that one can see the greatest courage, they never quit. This is the kind of courage I see in the children I am privileged to teach, and I am grateful to all those people who work hard and who are dedicated to making our country a better place, not just for us, but for the next generation of Belizeans.

My sincere hope is that my office can help in this important work so that even on those dark days we find the courage to soldier on with the important work for the development of our Belizean children, our Belizean families and for our Belizean nation.

THINK BEFORE YOU TALK

By Senator the Honorable, Isabel Guadalupe Bennett, MScN (Edu), BScN (Admin- HONS), RN The news report for this week started off with a heavy focus on our Police Department. The reported incidences floored our homes with news of police brutality and/or unprofessionalism on the part of a few police officers. As I tried to read and understand the numerous comments posted to the different news sources regarding the delicate Caye Caulker tourist/police mask-wearing incident, numerous issues stood out very clearly in my mind. But for the purpose of this article, I will only and can only, most briefly address, the issues of public expectation, professionalism, critical thinking and the power of words, with the latter being my love message to the public.

It was very obvious that the Caye Caulker video appealed to our emotions as a people and a portion of our population responded in instant outrage.

This outrage is most likely because the video revealed an alleged violation of someone’s right. A violation of high standards that, we as Belizeans have zero tolerance towards in our service industry. We generally don’t hold back as a people given the platforms that exist on social media. In addition, as a nation, we obviously expect that our police force will be the first to uphold the laws, as their code of conduct rightly does not put police above the laws of the land. As a people, we are very prideful of the fact that we have a very beautiful country which visitors can enjoy within the laws of the land. I will go as far as to say, I don’t know of a Belizean who would say, we only interact with a tourist for money. As Belizeans, we are known generally, to the world over, as a warm, friendly people and, always, welcoming.

But social media had its own crowd of informal, some very level-headed and others were quite deadly ‘journalists’. Some delivered some very deadly statements without a second thought.

The ugly mean words seem to be the most documented on this incident but there were messages of hope and applause. Those being few and far away but just like a light in the dark; those applauding stood out and could never be dulled. The ugliness in some instances at times all bordered on cyber bullying towards the police officers involved in the alleged incidence of abusive of power. Some demanded professionalism from the two officers but yet they

were far from being professional themselves by their choice of words. It was obvious that some had no clue and others questioned people’s personal definition of professionalism.

What I saw most outstanding is the lack of critical thinking on the part of hundreds of commenters who chose to hammer deep wounding words towards the officers. Thankful for the clarification of some facts, the Commissioner of Police – Mr. Chester Williams indicated that the two police officers did issue two warnings to the tourist regarding the use of mask wearing. This obviously indicated that there is always, and I will say, for emphasis, that there is always, always two sides to a story. Of course there were those who waited for the other side of the story from the police department and were very cautious in their comments.

This type of mindset by nature is critical thinking. It simply means to activate logic (facts) with emotions before making any comment – either good or bad or simply just question the circumstances of the incident. In this situation, we should have all been asking if the officers had exercised due diligence by giving a fair warning before hurling loads of negativity. I have seen this emotional highly damaging response repeated time and time again when incidences break the news on the different social media platforms. It is a major issue, we must address as a people given the damage negative words have on our own person and that of others In the end, it’s the power of words that I wish to imprint on each of us from this one incident moving forward.

In their jointly written book, “Words Can Change Your Brain”, Dr, Andrew Newberg, a neuroscientist at Thomas Jefferson University, and Mark Robert Waldman, a communication expert, stated that, “a single word has the power to influence the expression of genes that regulate physical and emotional stress.” There is a whole world of science on this last point - the power of words. We are so quick to condemn, me included at times. Shamefully so.

But if we stop to think before we speak, and if we stop to assess our own level of professionalism and critical thinking we would be so much closer to having a better version of ourselves just base on the words we utter and the thoughts we chose to think. If we stop to quickly think of the positive impact we would have on another human in a tight situation, as the two officers that day, we should always, always choose to speak life into a situation and have empathy for those involved.

To Police Officers Ms. Ishelly Recinos and Mr. Reynaldo Bol continue to hold your head up high. Continue to serve your country with the highest level of professionalism with which you were trained. I applaud you both and your Supervisor, Superintendent Ack OC Caye Caulker Police Sub Formation and my hearty thank you for serving your country especially during this difficult Covid 19 pandemic. Always remember your self-worth and that your service to our country Belize is priceless! I thank you!

PEYREFITTE CAUGHT MISLEADING THE NATION AGAIN The UDP’s bulldog got caught in the mesh of UDP lies at the Special Sitting of the Senate this January 28. As has become the penchant of Faber, Peyrefitte, Barrow et al, they began to hurl lies at the Senate meeting.

These lies began the very night of the Elections when Faber first started to BEG that his UDP’s corruption be overlooked by the Briceño administration. No Can do… If found guilty any and all UDPs will go to jail, there are no sacred cows.

Before this Senate meeting, the government was up to speed with the UDP mischief and sent out a release called, ‘GOB Advances Belize’s International Obligations’. In it they explained that Belize “apart from fulfilling Belize’s international obligations, “is to facilitate the possibility of a debt-for-conservation related transaction which has the potential to materially improve the state of the public finances.”

The United Democratic Party Senators could have went along and voted but the barking was imminent. The UDP was hurling innuendo and mystery over the reasons why the PUP would want to surprise the Belize people with the ratification of this Treaty.

But Peyrefitte was hit with the hardest of rocks. He curled his tailed as he got lashed by Senator for Government Business Hon. Eamon Courtney.

Courtney lambasted the past Attorney General for being super disingenuous as he knew that the past Prime Minister had begun the process of the ratification of this Treaty in question.

The past Attorney General participated in the then discussion with the PM. So, when the three UDP senators tried to bask in the sanctuary of their deception, at least two of them were deceived by the past Attorney General. The two were asking away why such a quick ratification. Even, they were deceived or so it seems. Salazar as usual didn’t have time to check out his Treaties.

Little did they know that the PUP government was bringing it out in the clear and doing the things the right way. The UDP started the process BUT then kicked the ratification down the

road so that it would not receive the scrutiny of the General Elections. They did all this so that they would not look bad. Well the people of Belize did see that the UDP was corrupt and incompetent.

In a Belize that works for everyone, even switching jobs will be done without anxiety. The poor UDPs that were left behind think they have no life other than stuck into non-functional contracts and getting paid with public funds for that same inertia.

With the objective of moving Corozal Town forward in alignment with the development agenda of the John Briceño Central Government, Corozal Town Mayor Rigo Vellos and his senior staff held a progressive meeting with the Minister of Rural Development and Local Government Hon. Oscar Requena, Minister of State Hon. Ramiro Ramirez and Chief Executive Officer Valentino Shal at the Corozal Town Council on Thursday, January 21st.

Matters discussed included greater sup-

port to the Council in areas including financial sustainability and infrastructure works.

Also present at the meeting was Hon. Florencio Marin Jr., Minister of National Defense and Border Security.

Outreach Our Deputy Mayor, Michael Norales represented the Belize City Council today at a handing over ceremony for the Child Friendly Spaces Project. Through the combined efforts of UNICEF, the Belize Red Cross and our very own CEMO Division, Belize City’s youths will now have access to organized environments where they can feel safe in times of disaster and receive support in an organized and stimulating environment.

After several training sessions, three cohorts of residents, members of the Belize Scouts Association and the Community Disaster Response Team have not only been educated to facilitate these Child Friendly Spaces but have now received Recreational Kits to do so. It was a pleasure working with all organizations involved to launch this much needed project, and we anticipate nothing but positive results for the youth of our city.

THINK ABOUT IT A COMMISSION OF INQUIRY The rampant hustling, stealing and corruption which took place under the government of Dean Barrow will now set an important precedent which, hopefully, will send a historic message to crooks and thieves in any government.

The people of Belize turned against Dean Barrow and his Ali Baba-type of government, with a vengeance on Election Day 11th November 2020.

Only 5 UDP candidates survived the massive rejection by voters. UDP corruption was high on the list of reasons why.

Belize’s new Prime Minister, in accordance with the law has appointed a three member Commission to inquire into the multitude of reports of hustling and stealing of government vehicles, assets, missing monies and lands.

We wish the evidence would result in persons being criminally charged and if the counts find them guilty, they go to jail. It is the only way our country can send the right message and put a halt to crookedness in government. The Commission will comprise of a representative from the Public Service Union, one from the chamber of Commerce and the Chairman will be an experienced lawyer, Andrew Marshalleck.

Prime Minister Briceño has ordered that the inquiry be held in public.

This is a serious matter and it will give members of the public and the media a good opportunity to learn how the public service should function to protect public assets and how things went very wrong under Barrow, now considered Belize’s worst Prime Minister.

We expect the Commission to hold their first meeting next month.

We expect that within six months that an interim report should be on the Prime Minister’s desk. We hope public officers will be allowed, anonymously if necessary to call the chairman or a confidential secretary to provide information which will help the Commission to send for files, documents, payments records and summons those involved.

Belizeans will need to better understand that when crooked public officers, Ministers government, and their cronies and families hustle and thief public funds they deprive needy citizens from getting direct help such as the grocery assistance and a little one hundred dollars. The latter are thousands of struggling families.

Corruption under Barrow, coming to a television or radio near you.

THE POLICE PROBLEM The Police will become Minister Kareem biggest problem. This is humble opinion of this opinionated colonist.

The police will also become a problem for the Prime Minister and his new government.

We sound this early warning from now, a mere five weeks after government changed on 11th November 2020.

The previous government, frustrated over its own inability to do something effective against gang violence and a spiraling murder rate formed

a Gang Suppression Unit, GSU, granted that UDP government was an incompetent one, there are lessons to be learnt.

The GSU, instead of solving one problem, became a second problem.

Belizeans ended up with two gangs. The young men with deadly guns in the streets and one in GSU uniform.

Never in the history of Belize have a group of police been so lawless, so cruel and such violators of the fundamental rights of citizens. And with such impunity.

The institutions of Belize were of no help to the abused citizens of Belize. For ten long, disrespectful years this country lived with this festering sore. Where police officers in military uniforms beat up people, broke into their homes, planted bullets, lied in Court, targeted persons with persistent harassment and on and on. We all know the disrespectful abuses, lawless conduct and violation of the very laws that police are to uphold.

The Ministry responsible for the police, for ten years under three different Ministers, turned a blind eye, and worse exercise no oversight, no control, no internal investigation into the sickening reports of over-reaching.

Three different personalities publicly condemned the GSU: Hon. Said Musa, a two-time Prime Minister, Hon. Francis Fonseca former leader of the PUP, and Hon. John Briceno, now our Prime Minister. Such a hot button issue, the GSU, became that the PUP promised the people they would be disbanded. They have all changed their GSU uniform, for other uniforms, mostly military. None have been disciplined, none demoted, none dismissed. They have all gotten away with years of wrong doing.

Lucky fellas, ah!

Why are we turning on the Police? Because, we deserve a better country to live in. Because, police are an important part of our society.

Because the majority of police are good, decent persons, but it only takes a few bad ones to spoil the whole bunch.

Rogue police are a problem all over the world. The USA, with its dynamic democracy and open media, have big problems with police officers, apart from the insipient racism.

The GSU were given five hundred dollars a month seemingly to beat up people. After ten years, we have more gangs, not less. A failure by any measure. CIB the Crime Investigation Branch, the most important Unit in the police, are treated like Cinderella. They get $183.00 to buy civilian clothes, because to be in police uniform will be a big giveaway to the undercover status. Information is that the Head of CIB in Belize City wants the Minister to please transfer him to a District Administration position.

Imagine, the most effective crime fighting personal are demolished.

Their working conditions are discouraging. We highlight this to say there are no policies coming out of the police, there are no initiatives.

Shucks, there is no community policing going on yet. Despite the new Minister telling the nation this is one of the objectives of his government.

The Professional Standard Unit is a sick joke. We wish to respectfully suggest the Attorney General look at the INDECOM model used in Jamaica.

UDP INFAMY/INCOMPETENCE/CORRUPTION/RECESSION OCTOBER 2020 TO DECEMBER 2020 October 2020 UDP FIRESALE, they SELL the CITY FIRESTATION unveiled even before the election: Vintage UDP and the NEMO’s Minister Edmond Castro collectively took 8 years to consummate a secret deal that resulted in leaving Belize City without a firestation. The UDP in a release hails this as a success. How can this be? The city has no other venue to headquarter the Fire Department. That is the UDP’s early Christmas gift to the city residents.

COWARDLY UDP is Overwhelmed with Covid-19 so they release a letter stating ELECTIONS are for Nov. 11: Our loved ones are dying due to Covid-19. The Prime Minister finally calls for the General Election, the House dissolves, Minister decrees a holiday, and then the UDP bleats a reminder that Ministers are still in charge of Belize. BUT there is no press conference/plan on the actual mitigating of the Covid-19 spread; what are they in charge of that is more important? The airport is open; is it mission accomplished for the UDP? The United States has downgraded Belize to a level Four (Do Not Travel) destination. During this month before the elections, UDP are active only to dig deep into the very last from the Belizean purse.

Shyne MUST Resign: Twenty one years after being involved in the shooting of Nathania Rueben in the face and spending the first years of the 21st Century in prison, deportee and UDP’s best Moses ‘Shyne’ Barrow is again in deep trouble because of his penchant to disrespect women even criminally. At the onset of October 2020, Shyne was accused by his wife of kicking her in the back after they discussed her desire to go visit her mom in Cayo. The mother herself found it necessary to go to the police to file a report accompanied by a medico legal form that classified her injury as ‘Harm’. Furthermore, there was a request for a Protection Order against Moses Barrow which was differed to the Family Court. (as the UDP will have it, they electioneered Barrow/ Finnegan leftovers to squeak a deportee into our honourable House) Montero and others in Exiting Action: In a few pictures on site at Central Farm in the Cayo District do we see cattle being moved? Is it true that prices were conveniently reduced from 2 to 1.5 dollars just in time for this corrupt transaction? What stake does caretaker Minister Montero and family have in this? Is Godwin Hulse helping out his predecessor? When Barrow and William’s rents to the Ministry of National Security... Barrow benefits and all his old cadre and successor envy. AND, Faber auto-accommodates in open secrecy to fill a promise to our children to procure tablets for his campaign??

UDP DISRESPECTS THE LAW at Every Turn: The UDP had two “leadership convention and viola…no leader emerged. If one Patrick Faber is the leader, then he should be culpable of all quarantine-breaking, private land trespassing, and cyberbullying the UDP is manifesting. But he constantly disavows the UDP as opposed to only apologizing. So the UDP is leaderless…they respect no one person nor law…not Patrick Faber nor Belizean law.

November 2020 UDP HOLD BACK THE TABLETS for VOTES: Instead of showing the accomplishments of the past 13 years, the UDPs are resorting to lies, cyberbullying, vote-buying, land application distribution, pantry donations, covid unemployment cheques to select UDP voters, farmer ‘help’ to registered persons, and any other distribution of OUR money to make it seem like they care for the people now. The lowly UDP devoid of PetroCaribe money is using covid to give us our taxpayer dollars in pantry, relief, land waivers and the most insulting is the so much needed tablets.

The “fire sale” of government high end furniture and one government vehicle being sold for “crackhead” price has created outrage amongst Public Officers who had to submit to a pay cut because of the coronavirus pandemic. Notwithstanding, areas of waste were not considered December 2020 UDP went EXTINCT Patrick Was Never in the Oversight Committee so He Doesn’t Know What It Is The people of Belize shake their heads when they see the UDP putting out a release asking back for the Oversight Committee. Patrick was never a part of the Oversight committee and hardly knows the difference between a PCR and a rapid test or the difference between Covid-19 and the coronavirus. Message to the UDP cronies in the government, you will soon find out the party called the UDP is extinct since November 11. Done!!

‘AIRPORT LINK ROAD’ now ENVIRONMENTAL DISASTER. For over two weeks, I have been wading in water to get to my home here in Sunset Park. While I understand the flooding situation, I cannot fathom the fact that our flooding situation has gotten much worse since the construction of the John Smith Airport Bypass. Our community was incorporated in 2010 and it was not until this construction that we have seen these unprecedented flooding. Someone has to be held accountable. (Letter to the Editor) Tourism and BTB Fiasco: The Overpaid CEO news is first uncovered. This is nothing short of Barrow disrespecting the electorate. They got rid of all of his UDP in droves including the Tourism Minister and the corruption-infested UDP. Barrow is to Bevans and Bradley is to Miller. Both Barrow and Bradley are at the helm when these last-minute contracts are issued knowing full well the Belizean people will vote against it. Bradley and Barrow and their leftovers got kicked out but they smirk as they have saddled the people with these unwanted people and their obscene contracts.

BARROW/FABER’s Mickey Mouse Pantry: Now, we see names of cartoon characters, Minnie, and Mickey, who were in the Pantry program.

I would be upset as well if my favourite cartoon character was not in it; maybe, it was PUP. But seriously, this is criminal. When people are needy and suffering due to the ravages of the pandemic, the UDP found ways to further contaminate the Pantry program—attempting to consolidate votes. Covid relief money that Barrow had said should last until March 2021 is done.

Eventually, Ganamos Todos …but first we got a broke country to fix.

Barrow/Faber SUCCEEDED in dragging Belize into their third recession in as many terms. This recession dragged Belize into the Covid pandemic in the weakest possible state. We are still in UDP’s recession but battling it and success is in the horizon. The PUP will make sure of that as they have pledge “so help me God.”

BELIZE TAX SERVICE REQUEST FOR EXPRESSION OF INTEREST

Security Services and Armoured Deposits for Belize Tax Service Offices (BTSD) Countrywide Introduction The Belize Tax Service is responsible for the collection of taxes for the Government of Belize. The BTSD has branch offices country-wide to carry out its mandated functions.

The requirements of the proposal is to provide static guards to protect the staff and premises of the BTSD. Objective The objective of this terms of reference is to engage a suitably qualified private security firm to provide security services to protect the BTSD staff and premises and to provide monthly reports to the BTSD. Scope of Provision of Security Services The scope of work for this proposal and the engagement of the successful Security bidder who will be engaged in two shifts a day (24 hours) and address the following tasks.

1. Provision of Static guards manning the gates controlling people and vehicles.

2. Provision of static guards protecting buildings and grounds during the day and night.

3. Provision for escort guard on daily deposits.

Detailed Extent of Security and Courier Services The Security Firm shall provide security services for the protection to the personnel, assets and premises and courier services of the Belize Tax Services offices countrywide.

General requirements For the Belize City office, twenty-four (24) hours security service is required followed by armoured vehicle courier services to be performed 5 days per week (Monday – Friday) For the District offices, security services shall be performed 5 days per week (Monday – Friday) from 7:30 a.m. to 5:30 p.m. or until cashier balances followed by courier service.

Armoured Deposit Carrier Service must be insured.

The security officers shall be properly trained and licensed, in accordance with local laws, to perform security services, including but not limited to, the carrying of licensed firearms for the effective performance of their duties.

The security officers should be armed on tax collection days.

(f)

The officers shall be uniformed and wear appropriate identification badges.

The names of the guards shall be given well in advance of assignment to perform service.

(g)

Security officers must hold a valid Police Record.

2. (a)

Duties/Responsibilities The security service shall include control of entries and exits, body search based on suspicion and ID card check/verification of the incoming people other than the staff working at the building and overall security of the building with its entire premises.

- Watch and Control Duty: Include watching at the place of assignment and control duty to prevent parking of cars and placement of foreign objects in front of the building.

- Reception Duty: Assisting visitors upon their arrival at the building in an effective, kind and professional manner and registering their names and directing them to the relevant departments/sections.

GOVERNMENT OF BELIZE MINISTRY OF INFRASTRUCTURE DEVELOPMENT AND HOUSING PHILIP GOLDSON HIGHWAY AND REMATE BYPASS UPGRADING PROJECTAND SIXTH ROAD (COASTAL HIGHWAY UPGRADING) PROJECT CONSULTANCY SERVICES FOR ENVIRONMENTAL SPECIALIST REQUEST FOR EXPRESSIONS OF INTEREST The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) and the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Philip Goldson Highway and Remate Bypass Upgrading Project and the Sixth Road (Coastal Highway Upgrading) Project (the Projects) and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreements. The Financing Agreements prohibit withdrawals from the Financing Accounts for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreements or have any claim to the proceeds of the Financing.

The Ministry of Infrastructure Development and Housing (MIDH) through its Project Execution Unit (PEU), the Executing Agency, now wishes to procure consultancy services for an Environmental Specialist (ES).

The objective of the consultancy is to ensure that the environmental requirements are adhered to during the construction phases of the Projects. The ES will be responsible for reviewing, managing and/or monitoring the environmental measures in the Projects’ Environmental, Social, Health and Safety Management Plans including facilitation of the client’s responsibilities under same. The duration of the assignment is expected to be for a period of 31 months.

The MIDH now invites interested eligible Individual Consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Individual Consultants shall be eligible to participate if: (a) the persons are citizens or bona fide residents of an eligible country; and (b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
