MOECST RECEIVES DONATION OF LAPTOPS AND CHROMEBOOKS

Belize Handed Presidency Pro-Tempore of Regional Health Council - COMISCA

Via MTDR & Build Belize Members of the Belizean Diaspora Donate Laptops to Secondary School Children Friday, December 16th, 2022– The Ministry of Tourism and Diaspora Relations (MTDR) has received a donation of 76 laptops and accessories valued at $83,500 from Belizeans living at home and abroad which will be distributed to secondary school children by the Ministry of Education, Culture, Science, and Technology (MoECST).

Build Belize Inc, which is a 501(c)(3) non-profit organization, organized the “Donate to Educate” program in collaboration with MTDR and MoECST. Present at the handing over ceremony were Ambassador Sandhya Murphy along with Raymond Gongora and Grace Pate representing Build Belize Inc; CEO Nicole Solano; CEO Dian Maheia and other representatives from MTDR and MoECST. This donation is the second of its kind under the Donate to Educate campaign. In March of this year, MoECST received 130 devices and accessories valued at $150,000. All student recipients will be required to demonstrate responsibility, and a certain level of accountability for the devices.

As a part of the distribution process, the MoECST will work with schools to establish a community service arrangement, and a tracking app will be utilized to ensure the security of the devices.

The mission of Build Belize Inc. is to empower and improve the lives of Belizeans through education, health, and community service. The organization supports the Belizean diaspora by coordinating efforts and assisting them to make contributions to the overall socio-economic development of Belize.

Build Belize Inc. and the Ministry of Tourism and Diaspora Relations encourage Belizeans at home and abroad to continue supporting the “Donate to Educate” Campaign to ensure that all Belizean children receive an exceptional education. Mrs Cecilia Ramirez-Smith, Deputy Chief Education Officer, was delighted to represent #YourMoECST at a handing over ceremony of #WASH supplies hosted by UNICEF Belize.

Fifteen schools and communities will receive the supplies that include 10,000 litres water tanks, water purification tablets, tarps, and hygiene kits – valued at a total of $USD 96,000. The donation was made as a part of UNICEF's ongoing efforts to advocate for climate-smart and #resilientschools and communities.

ABRPO CONGRATULATES PM BRICEÑO

Dissolving of Public Sector Workers Trust The Association of Beneficiaries and Retired Public Officers (ABRPO) congratulates Prime Minister John Briceño on his announcement that it is the intention of his government to move early in the New Year to dissolve the Public Sector Workers Trust, and to distribute its assets among beneficiaries of the Trust.

This has been the overwhelming call made by the vast majority of beneficiaries who had to endure the hardships caused by the double salary increment freeze as well as other austerity measures imposed upon them at the time.

After twenty-seven years many of these beneficiaries have passed away and a number of those remaining are ailing and in need of specialized health care of the type not

envisaged by the insensitive current Board of Trustees of the Public Sector Workers Trust.

The ABRPO is quite aware of the challenges to be encountered in the course of dissolving the Trust, and the distribution of its assets to its rightful owners. This transitory period requires the safe guarding of Trust assets and the careful management of the process to ensure that all beneficiaries, including the families of those who are deceased, will be fully compensated for the losses which were incurred.

This will require close engagement with the the Government of Belize by the ABRPO Executive Committee and Advisers, and participation by the beneficiaries as may be required to expedite the process.

The procurement of these vehicles is a direct contribution from the Belize Integral Security Programme (BISP), a BZ$60-million-project funded by the Central American Bank for Economic Integration (CABEI), which is intended to strengthen the capacities of the Belize Defence Force (BDF) to provide increased security for the citizens of Belize.

These troop lifting vehicles form part of the total resource allocation for the Belize Defence Force, valued at approximately BZ$13,000,000 under the BISP. Under this programme, the BDF will benefit from several other initiatives, including a new kitchen with state-of-the-art industrial equipment, dining areas, cold storage, pantries, and a generator to ensure functionality in times of emergencies such as hurricanes. The kitchen will also be constructed to be utilized as a hurricane shelter, ensuring that the troops are safe during and able to quickly mobilize after a storm.

Additionally, two dormitories will be built to provide the much-needed sleeping quarters for the troops. The dorms will be equipped with beds, washing stations and restrooms. The construction of these facilities is expected to commence within the first quarter of 2023.

Other installations such as Fairweather Camp in Punta Gorda will

benefit from a well-equipped Medical Center, and Camp Belizario in the Cayo District will benefit from the construction of a battalion headquarters.

Prime Minister Briceño reiterated that the works will continue to ensure citizen security at its utmost best.

INFUSION OF OPTIMISM

A

s the New Year 2023 rings in, Prime Minister John Briceño’s message to the people is one that has been the hallmark of planBelize—one of hope for the masses. These are the masses that have expected a rebirth of a People’s United Party that was bent on the service of the people yielding troves of Social Justice. The George Price PUP is now like the Phoenix with wings stretched out announcing to the jewel that the PUP of 2023 is looking out for everyone. The mantra of ‘Everybody fi win’ is showing itself from the macro to the micro. The hope of thirty thousand breadwinners for a ‘raise a pay’ to a minimum of five dollars an hour is real. For a struggling couple, five hundred dollars a month is a real ‘game-changer’. Businesses that are guarding their profit margins should feel 93 million dollars in an economy of greater purchasing power by the masses. Parents with students in school can look forward to the expansion of free education to other schools. Almost 60 thousand more Belizeans can have the peace of mind that the National Health Insurance aims to provide. All this is Social Justice par excellence and the modus operandi of a George Price-inspired planBelize PUP. The Prime Minister looked back at the near-disaster of an economy that his government dealt with even as they were swept in with a super mandate. The people as is usual in today’s society was looking for a quick fix. Patience for the planBelize government was limited as media, unions and Opposition were asking for the changes on November 12, 2020. All this was of course, unfair but the challenge was taken. John Briceño with planBelize in hand set out to bolster agriculture, boost Tourism & Aviation and placed a dream economic team rooted in his Office of the Prime Minister to handle our debt. Belize’s debt was crippling any and all growth and led by Prime Minister Briceño with Minister of State Christopher Coye by this side they set out to do the supposed impossible. The former Prime Minister is on record grieving in anticipation of a Belize that would default economically as he and his gang had run roughshod over Belize with a pibil and borrow policy. “Criminal,” said the Supreme Court to that Prime Minister. Barrow blinked and cared not that the levels of poverty had ballooned to 60 percent. Barrow cared not that his administration was the hotbed of corruption—not just the land department. PlanBelize was poised for a dramatic turnaround; there was no other alternative.

The Blue Bond is probably the mark of the success of the plan Belize policy. This bond which erased the UDP’s Superbond is the product of planBelize policy and John Briceño’s economic policy. Who would have guessed that Belize would make international headlines, make world conservation history and make world economic best practices with an economy that was among the worse in the world statistically? The International Financial Institution’s computer simulations had basically given up on Belize and were ready to suggest retrenchments and devaluation. The IFI’s computer’s algorithms did not have planBelize nor much less John Briceño as variables. So, as Belize has now saved One Billion dollars of our debt and increased our Gross Domestic Product with higher-than-expected growth percentages every quarter—13.5 in the 2nd quarter alone in 2022, the awe in the reports of our nation cannot be masked. Belize has turned around faster and more overwhelmingly than any projection would have dared extrapolate.

Belize represented by the Hon. John Briceño has been on rostrums on all continents—except Antarctica— telling the world, how we did it. Yes…how We did it. John Briceño gives all the credit to the people of Belize.

The teachers and public servants for taking a pay cut are probably the groups that he thanks the most. The end of the New Year’s address did not falter, “To every Belizean, I offer my gratitude for your contribution to the national welfare. We are a nation of limitless possibilities; a land where dreams spring forth from soil rich and resilient; a country whose national fabric is woven from the timeless values of dignity, hard work, fairness, compassion, and mutual respect,” Prime Minister Briceño in his 2023 New Year’s Address.

The infusion of optimism can be felt by the conglomerate to the working man. Belize moves into 2023 with a world-class leader and an economy that will make everyone win.

on la llegada del nuevo año 2023, el mensaje del Primer Ministro John Briceño al pueblo es el mismo que ha caracterizado al planBelize: esperanza para las masas. Estas son las masas que han esperado el renacimiento de un Partido Unido del Pueblo que se empeñó en servir al pueblo aportando grandes tesoros de Justicia Social. El PUP de George Price es ahora como el Ave Fénix con las alas extendidas anunciando a la joya que el PUP de 2023 vela por todos. El mantra de "Todos ganan" se muestra desde lo macro a lo micro. La esperanza de treinta mil sostenes de familia de un "aumento de sueldo" a un mínimo de cinco dólares la hora es real. Para una pareja en apuros, quinientos dólares al mes suponen un verdadero "cambio de juego". Las empresas que cuidan sus márgenes de beneficio habrán de sentir el efecto de 93 millones de dólares en mayor poder adquisitivo de las más en la economía . Los padres con alumnos en la escuela pueden esperar la ampliación de la educación gratuita a otras escuelas. Casi 60 mil beliceños más pueden tener la tranquilidad que pretende brindar el Seguro Nacional de Salud. Todo esto es Justicia Social por excelencia y el modus operandi de un PlanBelize del PUP inspirado en George Price.

El Primer Ministro echó la vista atrás y recordó el casi desastre económico que su gobierno tuvo que afrontar a la hora de ganar con un super mandato. El pueblo, como es habitual en la sociedad actual, buscaba una solución rápida. La paciencia del Gobierno de PlanBelize era limitada, ya que los medios de comunicación, los sindicatos y la oposición pedían los cambios para el 12 de noviembre de 2020. Todo esto era, por supuesto, injusto, pero se aceptó el reto. John Briceño, con el planBelize en la mano, se propuso reforzar la agricultura, impulsar el turismo y la aviación y creó un equipo económico de ensueño en su Oficina del Primer Ministro para gestionar nuestra deuda. La deuda de Belice paralizaba todo tipo de crecimiento, y el Primer Ministro Briceño, con el Ministro de Estado Christopher Coye a su lado, se propusieron hacer lo supuestamente imposible. El ex Primer Ministro consta en actas que se lamentaba en previsión de un Belice que entraría en impago económico, ya que él y su banda habían pisoteado a Belice con una política de pibil y endeudamiento.

"Criminal", le dijo el Tribunal Supremo a aquel Primer Ministro. Barrow ni pestañeó y ni le importó que los niveles de pobreza se hubieran disparado hasta el 60%. A Barrow no le importó que su administración fuera un hervidero de corrupción, no sólo en el departamento de tierras. El Plan Belice estaba a punto de dar un giro radical; no había otra alternativa.

El Bono Azul es probablemente la marca del éxito de la política del PlanBelize. Este bono, que borró el Superbono del UDP, es producto de la política del planBelize y de la política económica de John Briceño. ¿Quién habría imaginado que Belice llegaría a los titulares internacionales, haría historia en el mundo de la conservación y se convertiría en una de las mejores prácticas económicas mundiales con una economía que, estadísticamente, estaba entre las peores del mundo? Las simulaciones informáticas de la Institución Financiera Internacional (IFI) se habían dado básicamente por vencidas con Belice y estaban listas para sugerir recortes y devaluación. Los algoritmos informáticos de la IFI no tenían como variables ni al Plan Belize ni mucho menos a John Briceño. Así que ahora que Belice ha ahorrado mil millones de dólares de nuestra deuda y ha aumentado su Producto Interno Bruto con porcentajes de crecimiento superiores a los esperados cada trimestre -13,5 sólo en el segundo trimestre de 2022-, no se puede ocultar el asombro en los informes de nuestra nación. Belice ha dado un vuelco más rápido y abrumador de lo que cualquier proyección se hubiera atrevido a extrapolar.

Belice, representado por el Honorable John Briceño, ha estado en tribunas en todos los continentes, excepto en la Antártida, contándole al mundo cómo lo hicimos. Sí... cómo lo hicimos. The Belize Sustainable Ocean Plan Reveals its Logo

Today, Tuesday, December 20th, 2022, the Coastal Zone Management Authority and Institute (CZMAI), in partnership with The Nature Conservancy (TNC), revealed the logo for Belize’s Marine Spatial Planning process, during a live Facebook event. Previously, in September of this year, through an electronic voting poll hosted on the CZMAI’s Facebook page, the Belizean public selected the “Belize Sustainable Ocean Plan” (BSOP) as a fitting name for Belize’s Marine Spatial Plan. On Tuesday, December 13th, 2022, the public was once again invited to participate in creating a distinctive brand for this all-important planning process by selecting a unique and memorable logo that aptly reflects the purpose of the BSOP. At the close of the voting at 5pm on December 19th, 2022, the winning logo was chosen to be: The public involvement in choosing the BSOP logo is part of the ongoing stakeholder engagement plan in keeping with principles of inclusivity, participation, and transparency. Speaking on the importance of public participation, the Chief Executive Officer of the CZMAI, Mrs. Chantalle Samuels, noted that: “The drafting of the Belize Sustainable Ocean Plan is, by definition, a stakeholder-driven exercise, since the Plan must ultimately benefit all Belizeans while accommodating the diverse commercial, social and environmental interests in the management of Belize’s ocean space. We invited public participation in selecting a logo because we want the BSOP brand to be meaningful to all Belizeans - the ultimate beneficiaries of

this plan.”

Marine Spatial Planning is a public, inclusive, and participatory process through which stakeholders will determine the optimal distribution of human activities across marine areas to achieve Belize’s ecological, economic, and social objectives. The development of the BSOP is one of Belize’s principal conservation commitments under the Blue Loan Agreement and the Conservation Funding Agreement which constitute Belize’s “Blue Bond”, signed in November 2021.

The vision for the BSOP is “A healthy, resilient, and equitably shared ocean that supports a thriving national economy and nurtures the culture and well-being of all Belizeans.” The CZMAI and TNC are committed to engaging the full spectrum of Belizean stakeholders throughout the planning process, by implementing a broad-based, multi-tiered stakeholder engagement plan.

During the live logo reveal, Mrs. Nidia Chacon, Stakeholder Engagement Specialist with TNC, outlined the upcoming steps in this process, saying that, “the BSOP engagement team will be visiting the coastal communities to kick off the engagement with the community leaders, associations and organized groups representing the various sectors such as tourism, fishing, and civil society”.

2023 NEW YEAR’S ADDRESS

My fellow Belizeans, I am honoured to bring you greetings at this festive and symbolic time of the year. For Belizeans, and people the world over, crossing the bridge from one year to another, is a passage that carries immense hope. Across our blessed land, reasons for hope are abundant. For the first time in a generation, our people and communities are infused with optimism. The worse of the Covid pandemic is behind us. More Belizeans than ever are working. The national economy is expanding at a record pace. And the nation is deepening its democracy and re-examining its Constitution.

As I have visited with Belizeans in villages, towns, and cities, and spent time on the ground in each district, it is clear to me that a renewed national pride enlivens homes, workplaces, and the public square. This positive energy will, I am sure, suffuse 2023 with spectacular rewards. A few days ago, for example, stakeholders in the all-important sugar sector, bridged their differences so that we expect a bumper crop in both volume and price.

To make this happen, my Administration expanded our fuel and road repair subsidies, supported improving crop yield as a priority, and in a major first, will facilitate substantial fertilizer support to farmers, thanks to the Government of Morocco. The positive breakthrough in the sugar industry is but one of many successes in a surging agricultural industry where the export of livestock and grains swell with each passing month, where a nascent coconut sub-sector is poised for a boom in production, and where stakeholders are working to restore the lustre of the citrus industry.

Alongside agriculture, tourism – overnight and cruise tourism, the BPO sector, manufacturing and construction form the bedrock of the Belizean economic engine, robust and resilient in equal parts. Genuine entrepreneurs, investors small and large, and businesses of every stripe have and will continue to benefit from efficiencies and reforms that ratify this Administration’s high regard for the prosperity that only private enterprise can generate.

The near-miraculous economic rebound of the last two years has pushed down unemployment to historic lows, with poverty rates finally falling in tandem. And, these important measures will continue to move in the right direction as we intensify our focus on policies and programs that unlock chances for upward mobility.

I am particularly proud to highlight that 2023 will bring more money into the pockets of some thirty thousand Belizean workers who are poised to enjoy a minimum wage of $5 per hour at the start of the New Year. This $5 per hour is a 50% increase for one in every six of the lowest-paid workers in our country. Earned by the employee’s work, not gifted by the employer, the individual empowerment conferred by a living wage is a foremost responsibility of the State and the foundation of social justice. Adam Smith, known as the Father of Capitalism, reminded us in his Theory on Moral Sentiments, that the ethical basis of society lies in compassion for other human beings. Reversing the inequality gap of recent years is not just a societal interest but a national imperative. And, it is this commitment to compassion that compelled us to allocate earlier this month an additional $4 million for Karl Heusner Memorial Hospital to ensure tertiary healthcare is improved for those who can least afford private care.

Furthermore, 2023 will spawn access to the NHI Program to 208,427 Belizean. In the New Year, 59,726 Belizeans will enrol for the first time in a program where doctors and medicines are quickly and affordably available. And in 2023, the accelerated rollout of starter homes, the awards of housing and farmland, and the extension of our free high school program will all represent a scaling-up and scaling-out of this Administration’s most impactful social justice priorities. In simple and straightforward terms, you should measure our success by keeping count of every new small business, every new job, every new homeowner, every new farmer, every new graduate - every Belizean better off than before we took office is the win we pledged to deliver.

The year we leave behind, 2022, was a turbulent one. A devastating war in Ukraine, skyrocketing prices for fuel, costly supply chain interruptions, 40-year highs for inflation, and general economic uncertainty all rendered a post-pandemic recovery more difficult for most countries. Judged within this upheaval, our country’s performance is even more exceptional. At the start of 2021, my administration’s first year, I encouraged small steps, to stabilize the nation and reverse the alarming decline at the hands of the UDP. Those steps rescued the Belizean dollar, transformed the public finances, re-focused investments in critical areas, and inspired confidence in the private sector, the IFIs and foreign investors.

At the start of this year, those steps became strides as the economy expanded, thousands of new jobs emerged, public sector employees had their salaries restored, investments poured in, and Belize enjoyed global acclaim for the spectacular commitment to conservation and debt reduction. Our efforts at debt reduction has reduced the national debt by over 1 billions dollars, our debt to GDP ratio went from 133 percent under the UDP to 63 percent, a remarkable accomplishment to say the least. And now, in 2023, these steps and strides will become leaps forward, as the twin propellants of tourism and agriculture elevate the quality of life yet higher, even as governance reforms cultivate greater inclusiveness, transparency and national happiness.

To every Belizean, I offer my gratitude for your contribution to the national welfare.

We are a nation of limitless possibilities; a land where dreams spring forth from a soil rich and resilient; a country whose national fabric is woven from the timeless values of dignity, hard work, fairness, compassion and mutual respect. And on behalf of our Cabinet and the many men and women who are your Government I wish all Belizeans a Happy New Year.

Para los beliceños, para la humanidad, atravesar el puente de un año a otro… es un paso que conlleva una inmensa esperanza. A través de nuestra bendita tierra, abundan los motivos para la esperanza. Por primera vez en una generación, nuestra gente y nuestras comunidades están impregnadas de optimismo. La pandemia de Covid, en gran medida, ha quedado atrás. Hay más beliceños trabajando que nunca. La economía nacional se expande a un ritmo récord. Y la nación está profundizando en su democracia y reexaminando su Constitución.

Cuando he visitado a los beliceños en aldeas, pueblos y ciudades, y he pasado tiempo sobre el terreno en cada distrito, tengo claro que un renovado orgullo nacional anima los hogares, los lugares de trabajo y los ámbitos públicos. Estoy seguro de que esta energía positiva dará frutos espectaculares en el año 2023. Hace unos días, por ejemplo, las partes interesadas del importantísimo sector azucarero salvaron sus diferencias para que pueda comenzar una cosecha que esperamos sea abundante tanto en volumen como en precio. Para ello, mi Administración ha ampliado las subvenciones a los combustibles y a la reparación de carreteras, ha dado prioridad al rendimiento de las cosechas y, por primera vez, facilitará a los agricultores una importante ayuda para fertilizantes, gracias al Gobierno de Marruecos. El avance positivo de la industria azucarera no es más que uno de los muchos éxitos de una industria agrícola en auge, en la que las exportaciones de ganado y granos aumentan cada mes que pasa, en la que un incipiente subsector del coco se prepara para un apogeo de la producción, y en la que las partes interesadas están trabajando para restaurar el esplendor de la industria de los cítricos. Junto a la agricultura, el turismo -turismo nocturno y de cruceros-, el sector BPO, la industria manufacturera y la construcción constituyen los cimientos del motor económico beliceño, robusto y resistente a partes iguales. Auténticos empresarios, pequeños y grandes inversores, empresas de todo tipo se han beneficiado y seguirán beneficiándose de eficiencias y reformas que ratifican la gran estima de esta Administración por la prosperidad que sólo puede generar la empresa privada. El repunte económico casi milagroso de los dos últimos años ha llevado el desempleo a mínimos históricos, y las tasas de pobreza han descendido finalmente en paralelo. Y estas importantes medidas seguirán avanzando en la dirección correcta a medida que se intensifica nuestra atención a las políticas y programas que abren oportunidades de movilidad ascendente.

Me enorgullece especialmente destacar que 2023 traerá más dinero a los bolsillos de unos treinta mil trabajadores beliceños, que a principios de año disfrutarán de un salario mínimo de 5 dólares por hora. Cinco dólares por hora suponen un aumento del 50% para uno de cada seis de los trabajadores peores pagados de nuestro país. Ganado por el trabajo del empleado, no regalado por el empresario, el empoderamiento individual que confiere un salario digno es una responsabilidad primordial del Estado y el fundamento de la justicia social. Nada menos que Adam Smith, el Padre del Capitalismo, nos recordaba en su Teoría de los Sentimientos Morales que la base ética de la sociedad reside en la compasión por los demás seres humanos. Invertir la brecha de desigualdad de los últimos años no es sólo un interés de la sociedad, sino un imperativo nacional. Y es este compromiso con la compasión lo que nos obligó a asignar a principios de este mes 4 millones de dólares adicionales al Karl Heusner Memorial Hospital para garantizar la mejora de la atención sanitaria terciaria a quienes menos pueden permitirse la atención privada. Además, en 2023 el acceso al Programa NHI llegará a 208,427 personas. En el nuevo año, 59,726 beliceños se inscribirán por primera vez en un programa en el que los médicos y los medicamentos estarán disponibles de forma rápida y asequible. Y en 2023, el despliegue acelerado de viviendas de inicio, la adjudicación de viviendas y tierras de cultivo, y la ampliación de nuestro programa de enseñanza secundaria gratuita representarán la ampliación y el despliegue de las prioridades de justicia social más impactantes de esta Administración.

En términos simples y directos, deberían medir nuestro éxito llevando la cuenta de cada nueva pequeña empresa, cada nuevo puesto de trabajo, cada nuevo propietario de vivienda, cada nuevo agricultor, cada nuevo graduado: cada beliceño que esté mejor que antes de que asumiéramos el cargo es el TODOS GANAMOS que prometimos.

El año que dejamos atrás, 2022, fue turbulento. Una guerra devastadora en Ucrania, el aumento vertiginoso de los precios del combustible, las costosas interrupciones de la cadena de suministro, la inflación máxima de los últimos 40 años y la incertidumbre económica general hicieron que la recuperación tras la pandemia fuera más difícil para la mayoría de los países. Juzgados en el marco de esta agitación, los resultados de nuestro país son aún más excepcionales. A principios de 2021, el primer año de mi administración, fomenté la adopción de pequeñas medidas para estabilizar la nación y revertir el alarmante declive a manos del UDP. Esos pasos rescataron el dólar beliceño, transformaron las finanzas públicas, reorientaron las inversiones en áreas críticas e inspiraron confianza en el sector privado, las IFI y los inversores extranjeros. A principios de este año, esos pasos se convirtieron en zancadas a medida que la economía se expandía, surgían miles de nuevos puestos de trabajo, se restablecían los salarios de los empleados del sector público, afluían las inversiones y Belice disfrutaba de la aclamación mundial por su espectacular compromiso con la conservación y la reducción de la deuda.

Y ahora, en 2023, estos pasos y zancadas se convertirán en saltos adelante, a medida que los propulsores gemelos del turismo y la agricultura eleven aún más la calidad de vida, al tiempo que las reformas de la gobernanza cultivan una mayor inclusión, transparencia y felicidad nacional. A todos los beliceños, mi gratitud por su contribución al bienestar nacional. Somos una nación de posibilidades ilimitadas; una tierra donde los sueños brotan de un suelo rico y resistente; un país cuyo tejido nacional se basa en los valores intemporales de la dignidad, el trabajo duro, la justicia, la compasión y el respeto mutuo.

Y en nombre del Gabinete y de los muchos hombres y mujeres que forman su Gobierno, deseo a todos los beliceños un próspero Año Nuevo.

Monday, December 19th, 2022 – Build Belize Inc., a Florida non-profit organization secured much needed medical supplies for the Ministry of Health and Wellness and the Nurses Association of Belize. These donations were made possible through the support of Homeless Stand. com, The Jewel Foundation, the Straughan Foundation and Sigler Foundation. The donation included hospital gowns, soap dispensers, wipes, masks and hand cleaners. The donation is valued at over $250,000.

Reflecting on 2022, it has been a challenging year for many of us; some of us experienced sorrow, having lost loved ones and while we will always remember them dearly, let us now focus on the year ahead. In doing so, many of us will make resolutions and commitments for the coming year. So, for 2023, let us commit to playing our part in making Belize a safer place! Particularly, a safer place to drive!

Our road infrastructure is continuously transforming to international standards, making it the first step towards safer driving. Steps are well underway to updating existing and implementing new traffic regulations as we continue to move towards a safer driving population in Belize.

As drivers, let us now play our parts by complying with the existing rules of the road to ensure that we, and others, get home safely to start a new, and prosperous year with our families. Let’s make a conscious effort not to drive while intoxicated; not to be distracted while driving; not to speed; not to show rage toward other drivers. The happiness of your families may depend on you, the driver.

In Belize, we can make 2023 the year with the most significant reduction in road traffic incidents (RTIs). For us as a nation, this means that we will continue to build on the reduction of RTIs to achieve our ‘Decade of Action’ for our Road Safety goal of 50 percent reduction in traffic fatalities by 2030. Let’s learn from the scourges of road traffic incidents that we’ve experience in 2022.

The Sadie Vernon Technical High School boys won the 2022 National Secondary Schools Sports Association (NSSSA) basketball championship in the two-day tournament hosted by Toledo Community College at the Punta Gorda Multisports Complex last Friday and Saturday, December 16-17.

MVP Keon Rowland scored 28pts as he led the Sadie Vernon boys to a 72-60 win over the Southern region-

al champions, the Stann Creek Ecumenical High School boys on Saturday afternoon. Kameron Heusner struck 4 times from outside the arc for 18 pts, and Brandon Smith followed suit thrice for 13pts. Triston Perriot also hit a trey to score 5pts, Tarique Solis netted 4pts and Andre Bevans tossed in a basket. Evan Wade led Ecumenical with 18pts, Brady Smith struck twice from outside the circle as he, Shamer Thomas and Michael Pipersburgh scored 10pts each. Kayden Roches posted 7pts and Carlos Palacio added 5pts.

Rowland had also scored a monster 36pts to lead the City boys to a 73-54 win over the Northern regional champions - the New Hope High School boys from Orange Walk in the opening game Friday afternoon. Brandon Smith struck twice outside the circle for 11pts, and Raheem Martinez followed suit for 10pts. Kyle Goff shot 6pts, Kameron Heusner put up 5pts, Bevans netted 3pts, and Perriot threw in a bucket. Tevaughn Dawson led New Hope with 22pts, Mark Bainton scored 19 pts and Rushard Armstrong shot 7pts, Arjun-Ajay Ramclam added 3pts and Demarco Matthews tossed in a bucket.

The Ecumenical boys had qualified to the finals by a 52-41 win over the Western regional champions – the Sacred Heart College boys in Friday’s nightcap. Brady Smith struck twice from outside the circle to lead with 10pts, Pipersburgh and Wade posted 8pts apiece, and Palacio

put up 6pts. Thomas scored 5pts, Roches added 3pts and Eddie Williams chipped in a free throw. Tayshawn Haylock led Sacred Heart with 18pts, Kishawn Usher posted 7pts, and Kriston Guerra scored 6pts. Rashad Neal netted 4pts, and Kazean Crawford and Jackson Zhoa threw in a bucket apiece.

The Sacred Heart boys won the consolation match for 3rd place: 46-41 over the New Hope boys on Saturday morning, led by Rashad Neal with 12pts. Haylock scored 10 pts, Jeremy Carbajal posted 7pts, and Assad Juan and Jahryn Saldana netted 4pts apiece. Guerra added 3pts and Xavi Trujillo chipped i na free throw. SEXUAL ABUSE OF A 9-YEAR-OLD CHILD

DECEMBER 15, 2022 - The National Commission for Families and Children expresses our shock and disappointment at what we respectfully consider to be an unduly lenient sentence issued by the judge of the High Court as it relates to the sexual abuse of a nineyear-old child.

We share with the Belizean public the sense of outrage and view that a more severe punishment reflecting society’s absolute disapprobation of such a heinous crime was called for and for which the law provides.

We therefore stand with all right-thinking members of our society in decrying this sentence, and we call on the relevant authorities to take all steps necessary to address this injustice.

We continue to reiterate that the protection of all children in Belize will be a top priority, and we will not cease our efforts in this regard.

NCFC will continue to champion the rights, welfare, and development of Belizean children and families.

People’s Constitution Commission 2-Day Strategic Planning & Capacity Building Workshop The People’s Constitution Commission (PCC) members, who represent 22 organizations, participated in a two-day workshop focused on capacity building and strategic planning at the House of Culture in Belize City on December 14, 2022.

The workshop featured several presentations on constitutional reform and processes. Dr. Dylan Vernon, former chairman of the Political Reform Commission, focused on the Post-Independence Experience of Constitutional Reform in Belize, the 1999 Political Reform Commission Experience, and more; while Dr. Harold Young, an associate professor at Austin Peay State University and a former practicing lawyer in Belize, presented on the Pillars of the Belize Constitution and Reform/ Amendments. Jason Gluck, a policy

specialist for the United Nations Development Programme with years of specializing in political dialogues and constitutional processes in many countries across the world, assisted in the facilitation of strategic guidance for the development of the road map, work plan and consultative/communications strategies.

On day two of the workshop, a vice chair was elected by the commission members to assist with the organization and facilitation of all PCC matters. Mr. Glenfield Dennison, who represents the National Trade Union Congress of Belize on the PCC, was elected to the post.

After two days of sharing and strategic discussion among the Commissioners, the workshop ended with an optimistic and hopeful outlook of the work ahead.

BFSF Awards over 500K for Marine Protected Areas Management Wednesday, December 21, 2022.

This morning, the Belize Fund for a Sustainable Future awarded grants amounting to $559,563.00 BZD to five (5) non-government agencies for the management of eight (8) protected areas across Belize. At a signing ceremony held at the office of the Belize Fund for a Sustainable Future in Belmopan, the Chair of the BFSF Board of Directors – CEO Kennedy Carrillo of the Ministry of Blue Economy and Civil Aviation - executed these first ever awards under the BFSF. The recipients of the awards are:

The funds will be used towards the effective management of these marine protected areas, which comprise critical habitats for marine species and include iconic natural heritage sites within the Belize Barrier Reef Reserve System, a UNESCO World Heritage Site.

Commenting on the significance of these first grant awards, CEO Kennedy Carrillo noted that, “The BFSF has achieved its targets for 2022, the first year of its existence. True to our commitments, we have put in place a competent team and operationalized the fund, as evidenced by this first disbursement of just over half a million Belize dollars to non-government agencies who manage our marine protected areas.”

Dr. Leandra Cho-Ricketts advised that this is just the start of the Grant Awards Program, which will be granting approximately $3.6 million Belize dollars per year to non-government, community-based, and private sector entities through annual funding cycles. She elaborated that, “On December 16th, we issued a Call for Proposals. Eligible agencies are invited to submit proposals by January 31st of 2023.

After careful evaluation, proposals which fit the criteria and align with our strategic objectives will be awarded grants in April of 2023. In December, we also launched our website, www.bfsf.bz, where you can find all the information needed to develop winning proposals as well as download and submit application forms.”

The BFSF four strategic priorities of the Grant Awards Program are: 1. Protection for Biodiversity 2. Sustainable Fisheries 3. Climate Resilience 4. Blue Business Innovation The BFSF was legally established in March 2022 as an independent, non-profit fund. It is the mechanism that will manage the funds generated by Belize’s Blue Bond debt conversion agreement, which was finalized in November 2021 through the efforts of the Government of Belize and The Nature Conservancy. This ground-breaking agreement has allowed Belize to convert its national debt into a conservation fund that will generate an estimated BZ$360 million dollars for marine conservation and the sustainable development of Belize’s marine resources over the next 20 years.

In addition to the Grant Awards Program, the BFSF will also provide funding to government agencies through the Government Strategic Allocation program to support government agencies in fulfilling Belize’s conservation commitments under the Blue Loan Agreement and the Conservation Funding Agreement, which effected the blue bond debt conversion transaction.

1600 Families Get Hurricane Lisa Relief through Digital Cash Transfer Belmopan – The Ministry of Human Development, Families, and Indigenous Peoples’ Affairs (MHDFIPA) in partnership with the World Food Programme (WFP) through the financial support from the European Union through its Department for Civil Protection and Humanitarian Aid Operations (ECHO), the Republic of Korea, the United States Agency for International Development (USAID) Bureau for Humanitarian Assistance, and in collaboration with the United Nations Joint SDG Fund, and DigiWallet Limited have launched the Hurricane Lisa Cash Assistance Programme (HLAP). One thousand six hundred (1600) vulnerable families who are among the most affected by Hurricane Lisa received a one-time emergency cash assistance of $250.00 Belize dollars through DigiWallet.

Eligible households from within the Belize and Cayo districts were selected based on the level of damage suffered by their household and level of vulnerability of persons living in the household. Household information was further verified, and a mechanism was put in place to ensure user-friendly and efficient distribution of funds to affected families via digital transfer.

MHDFIPA as the lead of the Relief and Supplies Management Committee (RSMC) within the National Emergency Management Organization (NEMO) led and coordinated the assessment of the families and household needs to understand the extent of the impact of Hurricane Lisa. MHDFIPA conducted approximately 4,400 household assessments and distributed food packages and other supplies reaching almost 15,000 individuals.

Under the framework of WFP’s multi-country strategic plan, the MHDFIPA will provide technical assistance and emergency support through cash-based transfers to affected people. The aim is to ensure vulnerable populations have adequate access to food and to prevent deterioration of the nutritional status of affected populations.

“The World Food Programme is grateful to partner with the Government of Belize to assist those most impacted by Hurricane Lisa to meet basic food and other needs. At the same time, WFP complements this assistance with tailored support to the Ministry of Human Development to strengthen the national social protection system to be more efficient in responding to shocks, which includes the piloting of a new digital transfer option through Digiwallet Limited”, stated Regis Chapman, Representative and Country Director WFP Caribbean Multi-Country Office.

The Ambassador of the European Union to Belize, Marianne Van Steen, expressed that “It is very important to us that this support reaches as soon as possible some of the families that were most affected by Hurricane Lisa. The cash transfer we are providing is unconditional, meaning that families are free to choose what to use it for based on their most pressing needs, because they know best. In addition to our partnership with the Ministry of Human Development, Families, and Indigenous Peoples’ Affairs and the WFP, the European Union (EU) supported the Belize Red Cross society disaster response operations immediately after the hurricane.

The EU will continue to work together with BRC and other key partners in the region to strengthen community disaster preparedness actions”.

U.S. Ambassador Michelle Kwan underscored, “The United States supports our friends in Belize, as the nation recovers from the aftermath of Hurricane Lisa. U.S. relief assistance in response to Hurricane

Lisa through USAID totalled more than US $136,000, of which US $100,000 was dedicated to the cash assistance program to provide immediate support to the most vulnerable families to secure food and emergency items to meet their recovery needs.”

The Ambassador of the Republic of Korea to Belize, Choo Won Hoon, emphasized that "As a responsible member of the international community and a friend to Belize, Korea supports the recovery efforts of the most affected victims by Hurricane Lisa in Belize. An unconditional cash transfer of US

$100,000 is to provide timely and effective humanitarian assistance to the people of Belize. The Republic of Korea will remain committed to working together with the Ministry of Human Development, Families and Indigenous Peoples' Affairs of Belize and the WFP to this end.”

Minister of Human Development, Families, and Indigenous Peoples’ Affairs Hon. Dolores Balderamos Garcia emphasized, “The heart of the Ministry's work is to support vulnerable families, especially in times of emergency. The Ministry would like to thank the staff and personnel of MHDFIPA

Installation of Submarine Cable and Design, Construction and Commissioning of Substation and Switching Station for the Caye Caulker Interconnection to San Pedro, Ambergris Caye; under the Seventh Power Project.

Belize Electricity Limited (BEL) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Seventh Power Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of BEL and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any services or works, if such payment, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than BEL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

BEL now invites electronic bids from eligible bidders for the Installation of Submarine Cable and Design, Construction and Commissioning of Substation and Switching Station for the Caye Caulker interconnection to San Pedro, Ambergris Caye; under the Seventh Power Project. The works include, but are not limited to the following:  Lot 1: Installation of 34.5kV Submarine Cable between North Caye Caulker Substation and San Pedro Switching Station; and  Lot 2: Design, Construction and Commissioning of North Caye Caulker Substation and San Pedro Switching Station.

Bidders may quote on one or both of the two lots set out in the bidding document. Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either: (a) More than 50% beneficially-owned by citizen or citizens and/or bona fide resident or residents of an eligible country or by a body corporate or bodies corporate meeting these requirements; or (b) Owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Procurement eligibility is extended to include all countries which are not CDB Member Countries.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required, or do not demonstrate the prospective bidder’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Qualification requirements include, inter alia: A Lot 1: Installation of 34kV Submarine Cable between North Caye Caulker and San Pedro Switching Station i) Financial Situation The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): i) Financial Performance: Submission of audited balance sheets or if not required by the law of the Applicant’s country, other financial statements acceptable to the Employer, for the last five (5) years to demonstrate: (a) The current soundness of the applicant’s financial position and its prospective long term profitability, and (b) Capacity to have a cash flow amount of Two-Hundred and Fifty Thousand US dollars ($250,000 USD) equivalent. ii) Average Annual Turnover: minimum average annual construction and design turnover of One Million US dollars ($1,000,000 USD), calculated as total certified payments received for contracts in progress or completed, within the last five (5) years. ii) Experience and Technical Capacity The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): i) General Construction Experience: Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the application submission deadline, and with activity in at least nine (9) months in each year. ii) Specific Construction Experience: Participation as contractor, management contractor or subcontractor, in at least 3 contracts within the last five (5) years, each with a value of at least One Million US dollars ($1,000,000 USD), that have been successfully and substantially completed and that are similar to the proposed works. Vanilla Cultivation Pilot Project Closes

December 21, 2022 - The Ministry of Investment held the closing ceremony for Belize’s Vanilla Cultivation Pilot Project at the Centro Escolar Mexico Junior College (CEMJC) in the Corozal District. In attendance were Mr. Lincoln Blake, Director of the Investment Policy & Compliance Unit in the Ministry of Investment; Mrs. Thea Garcia, President of the National Women’s Commission; Mr. Hugo Gonzalez, Dean of CEMJC; and Mr. Salucio Chiac, course instructor.

The main objective of the project was to provide hands-on training for women and young persons in the propagation and establishment of vanilla vines. This included floral biology, hand pollination, harvesting and curing of vanilla. With this new knowledge, women in the area will be able to supply vanilla beans from their backyards and forested areas to buyers who pay over US$200 per kg of the cured product.

The project consisted of eight practical sessions. A total of 29 participants completed the training and were given starter packages to establish their vanilla plots. This cohort of trainees included students and teachers from CEMJC as well as women currently engaged in the sugarcane industry.

The ministry partnered with the National Women’s Commission, Centro Escolar Mexico Junior College, BELTRAIDE, the Belize Cooperatives Department, the Resilient Rural Belize Programme, and Belize Agroforestry Development Services Ltd. The ministry extends its appreciation to all partners for assisting in successfully executing this first-of-its-kind project. The aim is to implement similar projects in other districts.

The Association of Solidarity for Cuba

Hurricane Ian relief supplies being shipped today December 16, 2022 - The Association of Solidarity for Cuba is pleased to announce that fundraising efforts over the past couple of months, on behalf of those affected by Hurricane Ian in Cuba, have yielded generous donations of food, clothing, building materials and medicines collected from across Belize.

A 20-foot container with all the collected items leaves the Port of Belize today en route to Havana, Cuba. The container will be handed over to the Government of Cuba for distribution to those most affected

by Hurricane Ian, which caused significant damage, particularly in the province of Pinar del Rio, at the end of September of this year.

We would like to thank all those who donated supplies and money to this relief effort and for those who gave generously of their time and resources towards the realization of this shipment of supplies.

We also wish the Government and people of Cuba the best in rebuilding and hope that this small contribution can positively contribute to their efforts.

MoHW Strengthens National Cold Chain System through Collaboration with Government of Japan and UNICEF

On December 12, 2022, the Ministry of Health & Wellness received cold chain equipment from the Government of Japan and UNICEF at the National Vaccine Storage Facility in Belmopan.

His Excellency Kazuhiro Iryu, Ambassador of the Embassy of Japan in Belize, and Alison Parker, UNICEF Representative to Belize, presented the equipment to Hon. Kevin Bernard, Minister of Health & Wellness.

In March, the Government of Japan provided UNICEF Belize with a grant of US$900,000 intended as a “Last One Mile Support” and investment in Belize’s primary health care system to accelerate COVID-19 vaccination, strengthen the national cold chain facilities and build capacities for cold chain and vaccine management. This partnership between the Government of Japan and UNICEF has been addressing the needs of the ministry to improve the national vaccination rates that have decreased since the onset of the COVID-19 pandemic. It has also supported the MoHW in providing capacity-building opportunities for approximately 420 community health workers, epidemiologists, nurses and laboratory staff to receive continued hands-on training for quality improvement, operation and maintenance with 57 health facilities across the country.

This donation continues that support with 10 Ice Line freezers, 10 Main Powered Vaccine refrigerators and 30 remote temperature monitoring systems to be used to improve vaccine storage and management. In addition to these, the ministry will receive a walk-in cooler that will arrive in the country later this month. This state-ofthe-art equipment meets industry standards and enhances the efficient storage and management of the critical vaccines required to provide optimal health services to families and children across communities in Belize. The equipment will be installed in health facilities in the most vulnerable communities.

Speaking at the ceremony, Minister Bernard said, “We welcome this critical donation of cold chain equipment which is used to keep vaccines at an optimum temperature range. With the grant aid, the Ministry has strengthened the quality improvement of health services, through the establishment of a quality improvement unit composed of one medical officer per hospital dedicated fulltime to oversee the implementation of quality improvement plans. On behalf of the people and Government of Belize, we are very grateful for the high-quality, continuous assistance received.”

“Dedicated investment in strengthening the national capacity of health care workers and maintaining a resilient and high-quality cold chain system, allows health workers to have the skills and tools to deliver life-saving vaccines to every child, and is pivotal to national development.

In early December, twenty-one members of the Northern Sustainable Agro-Producers Cooperative from the village of Patchakan in the Corozal District attended a training session on food processing of fresh farm to table vegetables. The training was coordinated by the Resilient Rural Belize, the Co-operatives Department, Agriculture Extension Services Corozal District and the Agro-Processing Unit, Central Farm.

Mr. Earvin Gentle and Ms. Anna Howe of the Ministry of Agriculture, Food Security and Enterprise Agro-Processing Unit facilitated the training session.

According to Ms. Maria Yam, Chairman of the Co-op, "we have to use what have and what we have is agriculture cash crops in the form of tomatoes, onions and sweet peppers", all raw material for manufacturing.

Every year members of the Co-operative have to discard quantities of these crops because of excess produce and a lack of buyers. Shifting the dynamics of agriculture to value adding in specific commodities such as onion, carrots and tomatoes processed into salsa casera and jalapeños for escabeche assures the excess is not simply discarded and opens the door for income generating opportunities.

UNHCR donates post-hurricane relief support items to the Government of Belize under a common UN response BELMOPAN, Belize – UNHCR, the UN Refugee Agency, upon request of the Ministry of Economic Development, provided construction materials and tools to help refugees, asylum seekers and host community members severely impacted by Hurricane Lisa in and around the Belize City area to rebuild their houses, as well as their lives. As part of the United Nations’ response to the Hurricane, this donation, benefitting approximately 100 refugee and local community members, included hurricane straps, sheets of circular roofing, plywood, Brazil hardboards, roofing screws for metal and wood, among other construction material and tools.

Belize District hosts the second-largest population of asylum seekers and refugees in the country, with Belize City and its surrounding neighbourhoods home to roughly 20% of the population UNHCR protects in Belize.

“Together with the other UN Agencies, UNHCR is supporting the Government of Belize and ensuring effective help reaches those who need it the most,” said UNHCR’s Head of Office, Myrat Myradov. “This donation will help the most vulnerable asylum seeker and refugee families, as well as host community members, who have been severely impacted by Hurricane Lisa”.

Belizean Diaspora Contribute to Hurricane Lisa Relief Efforts

GOVERNMENT OF BELIZE BELIZE SOCIAL INVESTMENT FUND III PROJECT INVITATION FOR BIDS The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD$10,000,000 towards the cost of the Belize Social Investment Fund III Project and intends to apply a portion of the proceeds of this financing to eligible payments under this contract. Payment by CDB will be made only at the request of (GOBZ) and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than (GOBZ) shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Project is being implemented by the Ministry of Finance (MOF) through the Social Investment Fund (BSIF).BSIF has contracted Consultants who will assist with delivering the project.

BSIF now invites sealed bids from eligible bidders for the Construction of Administration Building, Dormitories and Ancillary Works for Dorothy Menzies Child Care Center Replacement Facility, Belmopan, Cayo District, Belize: Lot 1 and/or Lot 2. The works include, but are not limited to the following: Lot 1: Construction of Dormitories and Ancillary Works for Dorothy Menzies Child Care Center Replacement Facility, Belmopan, Cayo District, Belize.

The proposed scope includes the construction of two (2) separate single storey reinforced concrete dormitories each containing an interior floorspace of approximately 3,800 square feet. Each dormitory shall be equipped with restroom facilities, activity areas, bedroom facilities, kitchenettes, sick bays, staff monitoring facilities, and access for persons with disabilities.

Works shall also include the construction of site fencing, the construction of a playground area - complete with a gazebo, and the undertaking of relevant site works. Provisions for the installation of electrical, plumbing, water supply and wastewater systems, in accordance with the regulations of the respective authorities, will also be included.

Lot 2: Construction of Administration Building for Dorothy Menzies Child Care Center Replacement Facility, Belmopan, Cayo District, Belize The proposed scope includes the construction of one (1) single storey reinforced concrete structure containing an interior floorspace of approximately 4,900 square feet. The building shall be equipped with dining facilities, kitchen facilities, storage spaces, bathrooms, laundry facilities, office spaces, conference facilities, a computer room, and access for persons with disabilities. This week, the Ministry of Tourism and Diaspora Relations (MTDR), in conjunction with the Ministry of Human Development, Families and Indigenous Peoples’ Affairs, facilitated the distribution of hurricane relief supplies that were received from several organizations and individuals in the diaspora with the help and coordination of Build Belize Inc. and No Child Hungry.

These two organizations have generously organized the consolidation and shipment of much-needed supplies for Belize City residents who are still in need after the Hurricane Lisa.

Belizeans in the diaspora have contributed significantly to Hurricane Lisa relief efforts over the past several weeks and continue to coordinate additional donations from Belizeans living abroad. A total of four containers of supplies, valued at $1,000,000, have been received from the following organizations: two from Build Belize Inc., a 501(c)(3) non-profit organization whose purpose is to empower and improve

the lives of Belizeans through health, education, and service; and two from No Child Hungry, a non-profit organization working to solve problems of hunger and poverty all over the world.

Build Belize Inc. secured a substantial donation from Bread of Life Inc., an organization in Houston, Texas, whose mission is to serve those in vulnerable communities.

Raymond Gongora, Vice Chairman of Build Belize Inc., stated, “November 2, 2022, Hurricane Lisa whapped Belize! Love, patriotism, and passion made the Belize diaspora put its axle in drive. Moved by the many people who lost their homes as well as those in need of clothing and supplies, Build Belize Inc. garnered the support of the various Belize associations in the diaspora and many other Belizeans and friends of Belize and collected an abundance of supplies and over US$10,000. The funds will be used to purchase building supplies and assist in putting people back into their homes.”

more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Eligible countries are member countries of CDB. Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Qualification requirements include, inter alia:

(a) an average annual turnover (defined as certified payments received for works in progress or completed) within the

last 5 years of at least for Lot 1 : Nine Hundred Thousand Belize Dollars (BZ$900,000) (USD$460,000); Lot 2: Eight Hundred Thousand Belize Dollars (BZ$800,000) (USD$405,000) (b) a demonstrable cash flow (including access to credit) for Lot 1: Fifty One Thousand United States dollars (USD$ 51,000); for Lot 2: Forty One Thousand United States dollars (USD$41,000); and (c) experience as prime contractor in the construction of at least three (3) assignments of a nature, scope and complexity comparable to the proposed project activity within the last five (5) years (to comply with this requirement, works quoted should be at least 80 percent complete).

Bidding Documents may be obtained by eligible bidders from the first address below for a nonrefundable fee of BZ$200 (USD$100). Requests may be made by written application including email. Written applications must be clearly marked: “Request for Bidding Documents for the Construction of Administration Building/Dormitories and Ancillary Works for Dorothy Menzies Child Care Center Replacement Facility, Belmopan, Cayo District, Belize: Lot 1 and/ or Lot 2”, along with the name, address and contact information of the bidder for which Bidding Documents are being requested. Payment should be by cash deposited to, or Bank transfer to BSIF’s Bank Account only. Banking details can be requested at the address below. Cash payment will not be accepted at the BSIF Office.

Applicants who request that documents be forwarded to them must submit an account number from a local courier agent that accepts freight collect charges. Documents will be promptly dispatched, but under no circumstance will the Government of Belize or their authorised agent be held responsible for late delivery or loss of the documents so transmitted.

Submissions in sealed envelopes clearly marked “Bid for the Construction of Administration Building/Dormitories and Ancillary Works for Dorothy Menzies Child Care Center Replacement Facility, Belmopan, Cayo District, Belize: Lot 1 and/or Lot 2”, must be received at the second address below not later than 10:00am (Belize Local Time) on 6th February 2023. Bid opening will take place immediately after the deadline for submission at the address below in the presence of bidders representatives who choose to attend. Qualification information only must be simultaneously submitted electronically to the third address below.

All bids must be accompanied by a “Bid Security” of: BZ$14,000 (USD$7,080) for lot 1; for Lot 2 BZ$12,000 (USD$6,070) for lot 2 and BZ$26,000 (USD13, 150) for both lot 1 and lot 2.Late bids will be rejected.

Consulting Data Name of the Consultancy: Consultancy Services for Construction Supervision of the Expansion and Rehabilitation of the Philip Goldson Highway Selection Method: Quality and Cost Based Selection Reference number: PGHUP-CAB-001 The Government of Belize – Ministry of Infrastructure Development & Housing has received financing from the Central American Bank for Economic Integration for the Expansion and Rehabilitation of the Philip Goldson Highway, and it is intended to use a portion of the funds for consulting services contracts.

The Consulting services ("the services") include: A two phased assignment. Phase #1, is to assist the GOBZ in reviewing the existing (November 2017) detailed design and make adjustments to its content and cost estimates reflecting conditions that have changed since its completion and current cost escalations due to various national and international factors. Phase #2, of this consultancy is to assist the GOBZ in providing project management of those road works, including contractor supervision and contract administration throughout the project implementation process, inclusive of the defects liability period.

The Government of Belize – Ministry of Infrastructure Development & Housing invites eligible consulting firms to express their interest in providing the requested services. Interested consultants shall provide information indicating that they are qualified to provide the services and may partner with other firms in the form of a Joint Venture (JV) or subconsultants to improve their qualifications.
