Nobody knows The country of Belize received yet another figurative upper cut this week as a result of the negligent, inept and corrupt UDP Government. While many wanted to believe the scandals could not sink further than the Sanctuary Bay Scam, here comes Dean Barrow and his shady bunch adding salt to an already open international wound via the Levon Termendhzyan / Kingston Group USD $500 million fraud. According to US court documents, Termendhzyan’s former partner Jacob Kingston, testified that from 2012 to 2016 monthly payments were made to Belizean officials which included a Government Minister.

This is reminiscent of Reynaldo Verde, a public officer awaiting trial in the US for extortion.

With his usual grandstanding, mouthing off many words slowly with very little meaning, he provided no comfort to the Belizean populace. His cronies supported only by trying to intimidate and mock the media when the Prime Minister was asked valid questions.

The Prime Minister’s admittance that some government ministers being in contact with the now known swindler confirms his Government’s propensity to entangle with fraudsters. Names such as Wonhong Kim, Termendzhyan, and Pukke are but a few who have been named. All individuals who had direct contact with senior political figures in the Barrow government.

The Immigration Audit Report provides an additional list of names which

demonstrate the reckless way this government issues out nationality without necessary background checks. Does this mean that kickbacks are provided for turning the blind eye? The Audit Report highlights the names of a number of persons caught up in all sorts of illegal activities from money laundering to drug trafficking.

intervention. Most documents required were not made available to the audit team. This might be the real reason that Senator Salazar does not want to complete the Senate Inquiry. The names appearing on the audit report are telling of the incompetent government in power.

It will most likely prove and expose that the Ministers, CEO’s and high government officials are involved in corrupt practices. It will similarly prove and expose that our government representatives are having discussions with people like Citizen Kim, Termendzhyan and the probably Pukke. The question in the mind of many is “What is being received for giving away our nationality?”

With elections around the corner will the PM’s back hold up against the scandals being released? Who is the minister involved in this recent scandal? How many foreign criminals have we given nationality to?

Only Dean and his shady bunch can provide answers, answers which we are sure will be forthcoming in the coming months.

BELIZE CITY, 15 JANUARY. We have all watched and listened with amazement as you all broke the news that two UDP Ministers are being accused of taking bribes from someone who can best be described as an Armenian criminal. Belizeans have seen the evidence that, Lev Dermen, received Belizean nationality under questionable circumstances.

You, the press, have reported that two UDP Ministers went to Cabinet to recommend that Dermen be made a diplomat and we have heard the reports that the US Government intervened to stop this man, who can only be considered a criminal, from being appointed as a high ranking Belizean diplomat carrying diplomatic credentials gifted to him by this UDP government.

If such a recommendation was indeed made and I believe it was, then the Prime Minister knows who made them. He would also know who allegedly received those bribes. I am therefore calling on the Prime Minister to disclose the identity of the two UDP Ministers who have been associated with Lev Dermen and I call on the two Ministers in question to immediately step down.

Because I have no confidence that these individuals have the integrity to do the right thing, I call on the Prime Minister to immediately fire them from his Cabinet. I call on the relevant authorities, free from UDP interference, to commence an investigation into the finances of these two Ministers, with a view to criminal prosecution. This must be done now. There is enough to warrant it.

The Prime Minister’s usual spiel of ‘legal guilt as opposed to factual guilt,’ used in the Elvin Penner immigration scandal, will not be tolerated. Yesterday the Prime Minster did not say he did not know about this, what he said was, and I am quoting him here: “The documents call no names and appear to be a preliminary description of evidence to be led when a trial starts.” I believe he is aware of who these ministers are, he must act now.

Too much corruption has been allowed under this UDP administration. We cannot allow it to continue under this, or any administration to come. It is time to send a strong message.

It is time to do away, once and for all, with politics as usual. Corruption affects all of us – every single one of us and it must come to a stop now. ###end###

FORREST GUMP: A BIG BOX OF CHOCOLATES

orrest Gump must have been thinking about the present Cabinet when he said “Life is like a box of chocolates, you never know what you’re gonna get.” The fact is that Cabinet manages to surprise us, just when Belizeans think we have hit the absolute rock bottom, here comes another international scandal to prove us wrong. Forget bad luck and lousy coincidence, Belize seems to be the magnet that attracts all the riffraff, the fraudsters and all types of unsavory characters. Over the last twelve years, Belize has become the Mecca for people who want to indulge in all manner of illegal pursuits.

Coincidence and bad luck, if you believe in them, have little to do with the sad state of affairs in Belize. The reality is that Belize is attractive to all manner of fraudsters, con artists and other disreputable types because of how easily and readily they can enter the country, and become citizens and carry on their shady businesses. It is almost effortless, with a little show of wealth, to gain the attention and friendship of Cabinet members on the lookout for campaign contributions. Friendly Ministers have been known to flock the Immigration offices to push paperwork for citizenship, work permits and passports and even sign recommendation forms for friends they hardly know. Two years after the conclusion of the investigations of the Senate Select Committee on the Immigration scandal, we have yet to receive a final report from the Chairman Senator Aldo Salazar who is busy extricating himself from another scandal known as the biggest Real Estate Scam in history, Sanctuary Bay. Instead of tabling the report as is his duty, Senator Salazar is dragging his feet. The importance of the report is to identify and address loopholes and gaping lapses in processes that permit and encourage the issuance of nationality documents and visas to persons who do not meet the criteria. The continued practice of express citizenship has been so widespread that senior immigration officials have testified, under oath at those same Senate investigations, that they influenced the outcomes of previous elections. Even more seriously, these quickie Be Belizean All Inclusive packages do not provide for any screening or background checks. As Dianne Finnegan will agree, most are Central American immigrants looking for better opportunities, but a few are actually grifters perpetuating their latest hustle on unsuspecting dupes.

We patiently wait till the month’s end with our eyes and ears glued to the testimony which will be given in a courthouse in faraway Utah. We wonder why it is that we must again wait to hear in foreign courts of the crimes and illegalities perpetuated on Belizean soil and allegedly enabled by members and officials in our highest offices. Many questions come to mind, chief among them is why do these criminals find Belize so appealing? Can it be our lack of transparency, accountability and the proliferation of rampant corruption at every level of government? Can the complicity of authorities in action and omission be the reason that so many fraudulent schemes can be traced back to Belize?

The Prime Minister has once again pledged swift expulsion should a member of his cabinet be named as the minister taking bribes. However, just as in the case of Penner, he has not promised any legal consequences. Already, the PM has named Hon. Michael Finnegan as the Minister who directed Lev Dermen to the Foreign Minister in view of becoming a diplomat representing Belize. It was only due to the intervention of the US Government that this calamity was averted.

The performance put on this week was unimpressive and unconvincing, it is painfully obvious that he is nervous about the fate and state of the UDP. It seems that the PM is at the end of his term and at the end of his rope. He has nobody but himself to blame for the mess he has made, he was far too lax in putting his house in order, knowing full well the shambles his ministers of cabinet were making in lands and at immigration. Still putting his legacy as priority, he allowed it with only a pat on the wrist. The rest were emboldened because there were no real consequences and the rest is history as they say. So while some may believe that Belize has again been victim of a terrible coincidence or just dumb luck, we think not. Forrest Gump famously said that “stupid is as stupid does.” We prefer to believe Forrest.

Forrest Gump: Una gran caja de bombones orrest Gump debe haber estado pensando en el actual Gabinete de ministros cuando dijo: “La vida es como una caja de bombones, nunca sabes lo que vas a conseguir”.

El hecho es que el Gabinete se las arregla para sorprendernos, justo cuando los beliceños pensamos que hemos tocado el punto más bajo y aquí viene otro escándalo internacional para demostrar que nos equivocamos. Olvide la mala suerte y la pésima coincidencia, Belice parece ser el imán que atrae a todos la chusma, los estafadores y todo tipo de personajes desagradables. En los últimos doce años Belice se ha convertido en la Meca para las personas que quieren disfrutar de todo tipo de actividades ilegales.

Coincidencia y mala suerte, si usted cree en ellos, tienen poco que ver con el triste estado de las cosas en Belice. La realidad es que Belice es atractiva para todo tipo de estafadores, defraudadores y otros tipos de mala reputación debido a la facilidad y rapidez con que pueden entrar en el país, y convertirse en ciudadanos y llevar a cabo sus negocios turbios. Es posible, sin mucho esfuerzo, con un poco de riqueza el ganar la atención y la amistad de los miembros del Gabinete que andan en la búsqueda de contribuciones de campaña. Se sabe que los ministros acogedores acuden a las oficinas de inmigración para empujar el papeleo para ciudadanía, los permisos de trabajo y los pasaportes e incluso firmar formularios de recomendación para amigos que apenas conocen. Dos años después de la conclusión de las investigaciones del Comité Selecto del Senado sobre el escándalo de Inmigración aún no hemos recibido un informe final del Presidente Senador Aldo Salazar que está sumamente ocupado zafándose de otro escándalo conocido como la mayor estafa inmobiliaria en la historia, Sanctuary Bay. En lugar de presentar el informe como es su deber, el senador Salazar está demorando deliberadamente.

La importancia del informe es identificar y abordar lagunas y grandes faltas en los procesos que permiten y fomenten la emisión de documentos de nacionalidad y visados a personas que no cumplan los criterios.

La práctica continua de la ciudadanía con servicio rápido ha sido tan extendida que altos funcionarios de inmigración han testificado, bajo juramento en esas mismas investigaciones del Senado que influyeron en los resultados de elecciones anteriores. Aun de mayor gravedad, estos paquetes de servicio rápido todo-inclusivo para nacionalizarse beliceño no prevén ningún escrutinio ni verificación de antecedentes.

Como Dianne Finnegan estará de acuerdo, la mayoría son inmigrantes centroamericanos que buscan mejores oportunidades, pero algunos son en realidad timadores perpetuando su último chanchullo en inocentones incautos.

Esperamos pacientemente hasta el final del mes con los ojos y los oídos pegados al testimonio que se dará en un tribunal en la lejana Utah. Nos preguntamos por qué debemos esperar de nuevo para escuchar en los tribunales extranjeros los crímenes e ilegalidades perpetuados en suelo beliceño y supuestamente habilitados por miembros y funcionarios en nuestros más altos cargos. Muchas preguntas vienen a la mente, principal entre ellas es ¿por qué estos criminales encuentran Belice tan atractivo? ¿Puede ser nuestra falta de transparencia, rendición de cuentas y la proliferación de corrupción desenfrenada en todos los niveles del gobierno? ¿Puede la complicidad de las autoridades en acción y omisión ser la razón por la que tantas estratagemas fraudulentas pueden ser rastreadas hasta Belice? El Primer Ministro ha prometido una vez más una rápida expulsión en caso de que un miembro de su gabinete sea nombrado como el ministro que acepto sobornos. Sin embargo, al igual que en el caso de Penner, no ha prometido ninguna consecuencia legal. El Primer Ministro ya ha nombrado al Honorable Michael Finnegan como el ministro que encamino a Lev Dermen al Ministro de Relaciones Exteriores con miras a convertirse en un diplomático representando Belice. Sólo debido a la intervención del Gobierno de los Estados Unidos se impidió esta calamidad.

El programa de prensa que puso esta semana fue mediocre y poco convincente, es dolorosamente obvio que está nervioso por el destino y el estado del UDP. Parece que el primer ministro está al final de su mandato y al final de su carrera. No tiene a nadie más que a sí mismo a quien culpar por el desastre que ha hecho, fue excesivamente laxo en poner su casa en orden, sabiendo muy bien los destrozos que sus ministros de gabinete estaban haciendo en los departamentos de tierras y en inmigración. Aun así, poniendo su legado como prioridad, lo permitió dando sólo palmaditas en las muñecas. Los demás se envalentonaron porque no hubo consecuencias reales y el resto como dicen, es historia. Así que mientras que algunos pueden creer que Belice ha sido víctima de una terrible coincidencia o simplemente suerte tonta, creemos que no. Forrest Gump famosamente dijo que “estúpido es el que hace estupideces”. Preferimos creer a Forrest.

Manure Did anybody else catch the smell of ripe manure when the Prime Minister opened his mouth at the press conference? It was like a roomful of bulls ate some bad grass and just had to let go. Seriously, though, does anybody believe that crap coming out of Dean Oliver’s mouth?

This man sits up there and tells the nation that he has no clue who from his Cabinet took bribes from an Armenian criminal. We’d bet our left and right nuts that he knows exactly who. Hell, we know who too.

All the old man is trying to do is put off the inevitable. He’s hoping that by the time the names are called on the stand, the person whose name will be called will be leader of the UDP already and they will then find a way to make this go away. At the conference, Barrow kept saying that he has always punished Ministers for wrongdoing. Name one, you old buffoon. Vega is a th…. We can say it. And there he is, collecting all the perks while doing nothing for the people. Punishment eh Mr. Barrow?

Penner gave Wonhong Kim a Belizean passport, and he was punished with prime land in Turneffe and Mountain Pine Ridge. That’s the kind of punishment you believe in, old man. Your time is done. You looked old and feeble, even if you do spout bullshit as beautifully as you ever did.

The clock is ticking.

Roast Pig Followed by the smell of fresh bullshit, we heard many people at the conference claiming that they smelled the succulent odor of roast pig. That was probably John Saldivar being turned on the spit. John is fresh off the Mason mess, or so he believes, and now he’s back in the thick of things with another criminal. Oh how John and Dougie and Jason frolicked in the pool at the Beverly Hills Hotel where John’s friend Lev was footing the bill. What a fine time they had flying to the Gold Cup in Lev’s private jet, driving Lev’s fancy rides. The thing is, we know John isn’t exactly cute, and we know that he’s not exactly packing prime goods, so unless he was pimping out Dougie and Jason, Lev wasn’t being so kind out of the goodness of his heart. So what was Lev getting in return for all his goodness? All that will come out soon. We know all will be revealed when the case goes to trial in just a couple weeks. We hear John hasn’t been sleeping well at night. It’ll get much worse before it gets better, Johnny boy. You’re a fat fowl and you got a mess of Sundays coming your way.

Dammit Jamal We swear, this damned Jamal has no shame. When we first met the fellow years ago following his deportation, he was called something else. We think it was Moses ibn Ibrahim Leviy bin Laden or something like that. Anyway, the fellow owed big time at the Renaissance Tower.

He moved in there like the crown prince he obviously thought he was, rented a whole floor even, and then wouldn’t pay. Next, he promised this big time concert with all these big names at the MCC Grounds. Remember that? Scammed a whole bunch of people that time too. Now it’s gotten so bad that he was almost sued by his own UDP brethren, DJ Dalla, for approx. $30,000 he owed and refused to pay. When the media found Jamal at a function and asked, he mumbled and stumbled and fumbled and then left in a hurry. Seems he ran off to find DJ Dalla to settle the debt. Must have asked daddy Dean for a loan. We got no problem with Jamal, except he’s so damned wutless. Like our friend Yellow always used to say…noh got no change fuh change.

Boxers In closing this week, we’d just like to say that we’re really sad about the obvious rift between John and Patrick. Politics aside, we’re all romantics at heart and we all believe in true love. We remember, fondly, a time when Patrick and John were in Chichen Itza together for an Elton John concert. Back in those days of lust aplenty, John and Patrick sat front row as Elton John crooned of ‘Candles in the Wind.’ It was a magical time, so magical that John allegedly got carried away, took off his boxers and threw it on the stage. That would have been a story to tell all his friends and lovers at those frequent boxers parties at Mason’s mansion, except – can you believe - that damned Elton John threw back the boxers. Lucky thing Mason and crew weren’t there, because Elton’s candle may have been put out for all time. But we digress. Ahhh… those days of sweet, young love.

QUESTIONS TO THE MINISTERS

1. Will the Prime Minister say if he knows of any connection or association between Lev Termendzhyan and his own son, Anwar Barrow?

2. Will the Prime Minister say if he asked Deputy Prime Minister Patrick Faber the question posed to the media by his son, Shyne Barrow, about Minister Faber taking money from convicted killer Danny Mason?

3. Will the Prime Minister confirm or deny that vehicles that were owned by the Public Utilities Commission are being sold off to members of the PUC Commission? And will the Prime also say if any vehicles belonging to the PUC vehicles have been sold or the ownership transferred to persons at or to the UDP Head Quarters and if so for how much were these vehicles purchased?

4. Will the Prime Minister please inform Belizeans if he was aware that former Minister of State and current Counsel General of Belize in New York, Herman Longsworth, transferred funds from a company named Go Enterprises, to his personal account and to his UDP Albert Division account, and will the Prime Minister please say if he is aware that Go Enterprise is a company owned by Longsworth and that said company was hired by the Ministry of Sports, a ministry under the management of then Minister Longsworth, to do construction work? Finally, will the Prime Minister say if said actions do constitute corruption and as such should be enough for him to recall Mr. Longsworth from New York?

Hi Everybody!

Already the year has started with some new challenges for our nation. We have trouble with the electricity and water in Caye Caulker at the height of the tourist season and in the north, the sugar crop is yet to commence. Not a good beginning.

Yes it will be a challenging one, we have to get our productive sector back on track so that we can produce more products not only for export, but also for us to be able to feed ourselves.

We have to ensure that our teachers and public officers settle their many issues with government. We need our children in school learning and government needs to provide the much-needed services that they are expected to provide to our people. So we have to respect our teachers and public officers and we have to work with them.

But I refuse to let all this dampen the optimism that accompanies the start of the New Year. For us in the PUP the work in 2020 is well underway. Our plans are being finalized, our campaign is being fine-tuned and our machinery is tested -- so we ready.

Considering all that has happened in our country over the past decade, I can only think of one message that drives us, that message is that it’s time to save Belize from the UDP. It is time to come out from this darkness, this recklessness and this hopelessness. We have to save Belize from the neglect, incompetence and corruption which has plagued us for the past 12 years.

Twelve years of the UDP resulted in too many Belizeans living in poverty. Too many communities are today less safe, and yes, too many corrupt UDP politicians and their cronies have ripped us off.

2020 then is the time for all of us to come together and work to save Belize before it is too late. I am ready, the PUP is ready, so join and together we can save Belize and get on with the work of Building a Belize that works for everyone Thanks, God bless and have a safe week.

These folks have very nice homes but no water services and electricity has to be run through neighbours. Can’t blame the utility companies. They can’t come in because no streets. However I tip my hats off to the neighbourhood. Beautiful gardens in their yards, so they are doing their part. We must do better!”

The picture shows that there is lots more to do in the part of San Pedro that the Belize Tourism Board (BTB) would like for you to ignore. This and all Destination Belize magazines hide this. Every country may have poor areas but we in Belize are progressing we should address the poverty not ignore it.

Overdue BTL Audit: 25 Million owed Six months after leaked documents from then GST offices pointed at BTL owing some 29 million in taxes which would almost double given interest and penalties, the audit is complete. BTL seem to be holding on to their guns that they do not owe any taxes to the government’s new Belize Tax Services. This audit, according to Joseph Waight, Financial Secretary, claims that the BTL owes some $25M to the Government of Belize. The normal Belizeans may wonder, how can a Belize-owned utility company owe Belize?

But, in a UDP-governed Belize in 2020 all wavelengths of corruption in the spectrum are possible. Belize is even asking the Attorney General his advice on how to collect this money from the constitutionally enshrined utility.

The People’s United Party via a press conference and release had demanded that payment should include late fees and interest and we stand by that. BTL should pay the now audited sum and then seek legal redress not the other way. The same AG is on record stating, “Anybody who is liable to pay taxes should pay the taxes and there should be penalties affixed to anybody who purposely avoids taxes that they should pay. It doesn’t not matter who you are, you need to pay your taxes like everybody else.”

Fast forward to today, Barrow, now Chairman Vasquez and now CEO Tesucum were there when the purported taxes went unpaid. Tesucum nevertheless replaced CEO Rochus who resigned exactly at the time when the documents leaked. Rochus suddenly became a more public person in his lame duck months until when he left in September. Tesecum took over the company under the dark cloud of an audit and the alleged unpaid taxes to government. In BTL’s corner there has been no movement from the contention that the audit by the BTS for the unpaid taxes is still open.

Waight told the Reporter last week that BTL argues that the millions in unpaid tax are the result of a flaw in the assessment done by the GST department. If that argument is upheld, Waight explained, BTL would then owe little or nothing.

Let us go this route, give the people what belongs to the people. If you owe it pay it. Our Education system needs it. DigiLearn was paid for by Government and the jury is still out on the effectiveness of the system. Maybe a report on how the devices are faring off would be called for. Why are some schools charging optional insurance fees? Maybe the signature here should be how can 17 million dollars a year be considered a profit when 550 million, or so, were paid for this company by Belizeans. When will that be paid back?

The people want to know.

UDP Incompetence Hits Nursing

There are doctors then there are nurses. Both have been an extricable part of our lives now and will be in the near and far future. All professions have their own challenges but the calling that arrives in a person’s life inextricably leads us to one at some point. We fall in love with the profession and wish for the best. Then, these professions have some version of oaths, pledges, rules, practices, tenets, missions, visions and ethics that drive the work that will be a part of the life of person in it. In democracies, governments are elected and expected to manage, lead, and govern the society made up of a myriad of sectors of professionals. A well-oiled, competent and people-driven government will never be corrupted. Governments are there to make sure that the resources are pooled in such a way that it will grow with the population and make peoples’ lives healthier and happier as the wealth is shared equally and fairly. The nurses of the country are at the frontline of said health and thus should be the last to complain. Should being the operative word.

In Belize, suffering from the terminally-ill UDP, Barrow’s Law (Murphy has been Trumped) has instilled. Belize’s nurses have found themselves in a conundrum of issues hitting their profession. In 2020, the Nurses Association (NA) is observing the “Year of the Nurses and Midwife”; this is in unison with the International Council of Nurses.

But in that same year of celebration, the alignment has not necessarily been jovial.

Last week Friday January 10, a release from the NA demanded action from the Ministries of Health and the Ministry of Public Services. The release follows a meeting where the Nursing Task Force discussed the progress, or lack thereof, on recommendations made to those ministries to address issues affecting the nursing profession.

Those issues include: The urgent filling of the posts of Deputy Director of Health/ Chief Nursing Officer and the post of the Registrar.

A representative on the selection panel in the recruitment of nurses to fill those specified vacancies.

Critical issue of shortage of nurses to be addressed.

The Nursing Task Force release: “calls on the Ministry of Health and the Ministry of Public Service to respond in writing to all correspondences previously sent by the Nursing Task Force within the next five days(this has lapsed) to avoid escalation of the tension within the nursing community”. Dr. Manzanero, the Director of Health Services has balked at the idea that his desk would be responsible for a reply.

Ahead are the press release in question. There was also a second release where the Public Service Union chimed in to express support for the plight of the nurses.

• With the dawn of the third decade, of this still new millennium, should come a new awakening in our beautiful Belize and we in the People’s United Party are ready to meet and deliver for our people in this new age.

• I commit to lead the effort in working towards a gradual increase so that in the near future every Belizean worker can expect NO less than five dollars an hour minimum wage.

• Government and business must once again re-engage in a constructive partnership where laws are respected and applied equally to all. Where rules are fair; and an enabling environment is created so that business can thrive again.

Where a renewed spirit of entrepreneurship will not only be encouraged but vigorously pursued and supported.

• If there is one issue that Belizeans are very angry about it is the issue of corruption. It is clear that we politicians are incapable of policing ourselves. This current culture of corruption is endemic, and it must stop. If we can halt corruption, we can bring an end to poverty. So, we must, and we will, finance a fully-functional anti-corruption agency.

• After a decade of rising crime and violence, where more than 1,200 young men and women have died, we must do something. We hear and feel the frustration of our people. It is safe to say that government has failed to keep our communities safe.

• We must and my Party will declare an all-out war on crime and violence, and we will win this war and once again make our country safe.

• Today we are committing to reducing the cost of diesel to $9.00 a gallon or less. This will allow the productive sector to grow but more importantly it will put more money in the pockets of Belizeans.

• We are optimistic about our plan to build affordable housing for the middle class, for new families and to partner with community organizations to provide affordable housing for the poor.

• We believe we can create an education system that awards merit and provides a space for all our children to learn and develop their God-given talents where they are afforded the best possible start in life.

• We know we can provide adequate healthcare for our people, from San Pedro, Ambergris Caye to San Pedro Colombia and from Bomba to Benque. And that is why the next PUP Government will roll out National Health Insurance to every Belizean man, woman, and child.

• I have set before you today our vision for the kind of nation our people deserve. One Vision…One People BILL OF RIGHTS The People’s United Party wants to share its vision with the Belizean people. It is rooted in a philosophy that goes back to the Father of our Nation the Right Hon. George Price. Mr. Price always believed ours was a work in progress; he led a revolution that is at its core peaceful, always constructive, progressive and uniquely Belizean.

These values remain true today and form a part of our PUP Creed. We are committed to the protection of our territorial sovereignty. We cannot, and will not risk even an inch of our beloved country, from the Rio Hondo to the Sarstoon. And we are committed to an accessible, fair and independent justice system and the rule of law in Belize.

The PUP will always seek to achieve social, economic and environmental justice. It is a commitment to the socio-economic improvement of all Belizeans. Our plan is to rid Belize of poverty. To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day.

This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth.

SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive.

THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education.

FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all.

FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder.

If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

National Sports Council Embezzlement?

Oh Sports! That hallowed entertainment of many Belizeans which sometimes is the only respite from a full day or week of tense-filled work is now exposed as the other frontier that seemingly did not escape the UDP tentacles of corruption. The suckers involved in this can only grab if the brain of the octopus involved is compromised and in concert. In a performance audit, by the Auditor General, of the National Sports Council commissioned by the Ministry of Youth, Sports, and Culture some extremely damning revelations can be read in the summary. Even the Prime Minister, who incidentally saw this report on October 24, 2019, most likely discovered the devil in the details extremely concerning. His UDP has probably maxed out the PM’s compartmentalization skills so many moons ago that the rapid fire scandals are beyond his processing capabilities.

The summary verbatim and, according to Mrs. Dorothy A. Bradley, Auditor General, in accordance, with Section 120(4) of the Belize Constitution 1981, and Section 16(3) of the Finance and Audit (Reform) Act No 12 of 2005. On said date, she presented her Report on the National Sport Council, Ministry of Education for the period April 1, 2015 to March 31, 2016.: “The National Sports Council is a statutory board under the Sports Act, Chapter 46, Revised Edition 2000. The Government through monthly subvention funds the Council. The audit examination reviewed the Council’s structure, maintenance of facilities and playgrounds along with supervision and monitoring of the payroll process.

The audit examination showed that: • Operating budget differed from the approved budget.

• Funds from advertising not properly accounted for and documented.

• No documentation provided to ascertain whether designated training funds were utilized as intended.

• Questionable cash transactions.

• Management and disbursement of Petro Caribe Summer Camp funds did not comply with the program requirements.

• Discrepancies regarding business transactions between National Sports Council and Go Enterprises Limited.

• Suspected fraudulent activities at the National Sports Council - $416,228.25 Further examination of the payroll process revealed that there were little to no controls in place to prevent or detect fraud and errors from occurring. This break down

and lack of controls led to apparent fraud and significant loss to the Council. The audit examination also found concerning discrepancies that would appear to have a conflict of interest between the Council and Go Enterprises.

The Audit Team held an exit meeting, with the National Sports Council Chief Executive Officer, Director and Board Members.

Findings, concerns and recommendations were presented. A subsequent presentation of the Report was made on 20th March 2019. The National Sports Council responded to the report which is included in the Final Report.”

The Audit is very detailed as is the response. The response seems to provide similar items as should have been uncovered during the actual audit.

The report is to be presented at the House of Representatives meeting on Friday January 17, 2019.

Our paper goes to print before that so we will follow up on this for sure. Our young people should get every penny we can give them.

They DEFINITELY deserve a Belize working for them.

IMER ON ANOTHER AIRSTRIP? The Belize Times has confirmed that the Social Security Board(SSB), the same SSB which just pushed its hands into your pockets again to get more money, has approved a $4MILLION loan for the upgrading of the Placencia Airstrip. That money, we are told, has been given to the Belize Airports Authority (BAA), the same body which got prior SSB loans for the Belize City Municipal Airstrip and the Caye Caulker Airstrip. The BAA’s favorite contractor, of course, is Imer Hernandez, that UDP Contractor who gets ALL the big government contracts and who messes up every single one of them. Inside UDP sources have told the Times that while the BAA sent out applications for persons to bid, they have already approved that this contract for the Placencia airstrip, like the Municipal and Caye Caulker airstrips, works be given to Imer, and will make that announcement soon.

This is shameful on so many levels. It is unacceptable that the SSB which forced Belizeans to pay much more in contributions, is still handing out money left, right and center to projects seemingly hand-selected by the UDP. You can recall that they gave out $18m for the Municipal Airstrip and $7M for the Caye Caulker airstrip…both substandard projects that are reportedly already sinking along the stretch; this puts lives in danger. If the SSB has so much cash to lend out, then why did they come to us for an increase in contributions? If the SSB is so flush with cash that they could afford to let former CEO Colin Young go home with the people’s Prado, then why did they come to us to bail them out? The people are fed up of this UDP regime which sees the fat cats like Imer Hernandez getting fatter off money which WE, the poor taxpayers, will have to pay back. Enough is Enough!

LORD WE CAN’T TAKE IT NO MORE The citizen of Belize City bex, they are annoyed to the point of anger over the never ending road blocks and check points. Citizens are running into check-points at the rate of two to three times a day.

This is worse than Russia, Iraq and communist China.

Check-points are now the latest hope the police are clinging to as their means to fight criminals. They are even taking credit for the slow-down in criminal activities in the past two to three weeks. Ignoring the fact that crime is a cycle. Sometimes it’s up, sometimes it’s down.

Stopping citizens at check-points is illegal. Stopping and searching citizens and their vehicles is illegal. It is also illegal and a violation of the constitution to be profiling citizens. Writing down license plates, identification numbers and photographing citizens is unlawful and a violation of the constitutional rights to privacy and freedom of movement.

In the face of these violations, it is very disturbing that the Bar Association is deafeningly silent. No one knows the law more than an organization of lawyers. In a democracy, the media, lawyers, and the courts area a vital instrument of protection when the rights of citizens are threatened or under attack.

The Human Rights Committee has, as usual, said not a word about what is now becoming a way of life, where police dressed as soldiers and carrying big semi-automatic guns are stopping citizens, writing down personal info and taking photographs.

We should not have to wait for a change of government to stop this violation of the constitutional rights of Belizeans.

What is equally disturbing is that there is no oversight of the Police. The Ministry responsible for the Police, appear not to understand that it is their duty and responsibility to ensure police always act within the constitution and the law.

In the absence of a waste-of-time Ministry, the Police are making their own policies and frighteningly advising themselves and doing as they please.

It was YaYa, of Kremandala, who first publicly challenged, two years ago, the Police arbitrary and illegal actions and profiling of young black Belizeans in Belize City. The practice had become so disgusting that Police were rounding up young men and taking them to Queen Street Police Station to be profiled and photographed - a completely illegal action. The Police had also increased their bad behavior by taking persons cell phones and going through it, deleting information and downloading private information and photographs of females.

Lisa Shoman, who may soon be a Supreme Court Judge, had made scathing remarks publicly and civic minded citizens took to the airwaves to condemn the Police malpractice. The illegal behavior died down but never stopped.

The Police have become a law unto themselves. The illegal and unconstitutional activities have become a full-blown crime fighting justification. Now, the Commissioner who has legal training, but no courtroom experience, is interpreting the law and the constitution to claim he has a right to conduct illegal stops, searches, photographing and writing down private information. Interpreting what legislation means {outside of a court} is a matter for the Solicitor General and his team of legal advisers. In the public service, it is not the duty of any department, including the police, to be interpreting the law to justify illegalities.

The Commissioner of Police is wrong, very wrong.

We call on the Cabinet, to correct the illegal mal-practice which is a violation of the constitutionally guaranteed rights of ALL Belizeans.

EVEN WITH JUDGES The incompetent of the government has spread even to the judges. There are only a handful of judges. They reach retirement age at 65. No judge suddenly reaches 65. Yet the country now learns that at least two judges must go on retirement shortly.

There are no replacements.

How could this happen? Did the government not know from last year, and the year before, and the year before that one, that the judges are reaching retirement age?

What a way to run the country.

The Chief Justice is one of two or three judges who reaches 65 in a few months. His unfortunate tenure has been smeared by his failure to deliver some three dozen decisions which are outstanding for years. How could this happen? He has brought the judiciary into disrepute. How could there be talk of extending his employment to write his outstanding decisions. He should have been doing that for the last four or five years.

We in a mess people.

Incompetence and corruption is ruining out country.

OUR COUNTRY FALLING APART A man and his behavior highlights once again the utter failure to put in place procedures to deal with the mentally disturbed. A young man is accused of violating three young children, who are his step children. He is on a murder charge for violently beating one in the head to death.

A homosexual was buried last week, had his funeral and was placed in his grave. Some hate-filled, sick person, breaks open the tomb, digs up the grave and pulls up the deceased to the surface.

Hundreds of immigrants desperate for residence and citizenship status are corralled by UDP politicians under the guise that they will all get their “papers” soon. Political bribery.

Everywhere we turn, everywhere we look we see our beloved country falling apart. As we write this the Prime Minister is at one of his many press conferences trying to explain away another corruption scandal. He looked tired and he looked ‘liard.’

Cayo Dreamers FC 3-1 in NAWL friendly Orange Walk Town, January 12, 2020 The 2020 National Nmateur Women’s League (NAWL) opening season tournament kicks off next month, and the Orange Walk Gladiators got in some pre-season prep by bombing the Cayo Dreamers FC: 3-1 in a practice friendly at the People’s Stadium on Sunday afternoon.

Kaite Jones and Amani Alvarez led the Gladiators’ attacks, with the help of midfielders Glendy Garcia, Kelly Martinez, Nora Ramirez and Adriana Calzadillas. The defenders Karen Garcia, Sheyla Peña, Thaiany Mattu and Janellie Chan also pushed the game to the visitors’ half of the field.

Xhania Dubon saw the open space in the Gladiators’ half, and when she broke up an attack, she was off to the races! She ran the legs off the defense to take on the Gladiators’ goalie Zidienny Loria one-on-one, and her left foot shot found the back of the net in the 6th minute: 1-0!

Dreamers’ goalie Jaleeny Belisle handled Kaite Jones’s first challenge, but she failed to hold on to Glendy Garcia’s shot from the right flank. Kaite raced in to pick up the deflection from Belisle, and her left foot shot to the right post equalized 1-1. In the Under-13 finals, the A.B.S. Hard Rock won the championship: 33-21 against the Delfines from Chetumal. MVP Mark Bainton scored 10pts, Augustine Petterson added 8pts, Damion Vernon had 5pts and Kelston Palacio and Malique Meighan netted 4pts apiece. Joavann Mangar chippedin a bucket.

Dear Editor, In anticipation thanks for allowing my opinion in the Belize Times, Mr. Saldivar’s assertions do not give the impression that he is the Minister of National Security and that he has been so for years. He left but was considered so competent that he was recalled. His assertion is more like a member of the opposition where not being in government and based on our system can’t do much. Or like that of an independent analyst. No doubt, the political and governmental system have been dysfunctional for decades with no political will for a restructuring, also for decades. Nevertheless, his observations on resolution of conflict and social structure and construct is not far the truth but he has had the power to resolve it but nothing.

Insecurity is a reflection that a cabinet or government is non-functional. It is the end product of erroneous government policies. Security is not a by-product. It is the end product. It is the product of history, culture, mass psychology, politics, economics, education, agriculture, policing, judiciary, etc, etc. When all of these elements come together and function in harmony, any society gets security. We know about States that create insecurity for their own benefit which is called Terrorism of State.

Mr. Saldivar’s since you identified resolution of conflict as an issue then resolution of conflicts should be imparted in our schools from primary school. The DPP should become a ministry and has a department of resolution of conflict before judicialization. We have many psychologists in Belize working as teachers. Each school should have their psychologist in Belize to teach and solve proper resolution of conflict. It begins at home and schools. We have serious historic socio-psychological issues to solve in our country. Hence, sociologist and social worker are also important.

If you are serious about security, sir, and your political aspiration, these professionals should be a part of your team.

Since, we don’t take politics seriously we normally don’t because we the culture of being knowledgeable without even studying nor reading. Security is not policing. The dependency on policing in any society is a reflection of a mass deficiency of self-discipline or an orchestrated strategy for a designed objective.

Insecurity has a high toil on mass psychology and leads to many diseases like diabetes, high blood pressure, vitiligo, etc.

As minister, have you had meetings with the churches? Moral-spiritual issues are also important as a part of security as it is important in modelling human behaviours.

The more we move from spirituality, the closer we get to policing where repression could be the end result which only creates more violence.

Just following the revelation that five of Belize’s Supreme Court Justice will step down in 2020 either because of retirement or moving on, this inclusive of the Chief Justice Kenneth Benjamin, the Bar Association of Belize has found it fitting to boycott the ceremonial opening of the Supreme Court today. The president Cheryl-Lynn Vidal, who incidentally is the Director of Public Prosecutions did not present a speech as is traditional after the CJ presents his speech.

The contention was that the Chief Justice did not allow her a seat reserved for the Bar on the Judicial and Legal Services Commission. Also, the Bar has long disputed the tardiness of the dispensation of rulings. Today, the ceremonies seemed to be a little late in commencing.

This might be construed up to Belizean time but there should be no place for that in a Justice system that should be precise.

Just maybe the court is following the ways of the Ex-

ecutive Branch who has allowed the confluence of all these retirements at basically the same time. Even the Party Leader of the People’s United Party and of the Opposition commented: “Again it shows you the incompetence of the Government. They knew this from last year. Now you are telling me that when they are about to step down they are going to be scrambling. It makes you question, are they so incompetent? Or is there some plan behind it that the government, they are going to leave it for last minute so that they can put whatever judges they may want. I don’t know but it makes you question. They should have addressed this issue from last year when they knew it was coming. It is an incompetent and corrupt government that we are dealing with.”

Attorney at Law and Senior Council Magali Marin posted on Social Media her concern: “With the news that five judges will possibly retire/leave the bench in Belize in the near future, there is no room for political appointments. Judges are to be impartial and should up-

hold the Belize constitution and should reflect the aspirations and values of Belizeans. There is no room in the selection process for politics Mr. Attorney General and the Right Hon. Prime Minister! No room for this nonsense.

No room for the appointment friends and family of the current executive, nor persons who the government can influence and manipulate. Belizeans need to be very vigilant about this because judges sit and determine case concerning civil liberties, private property issues, cases against the state for abuse of power, family disputes, etc so please wake up and be vigilant.”

The Legislative Branch must have no political interference as is possible. The parallel coexistence between them and the Barrow administration should be sacrosanct. It is unfortunate that we are in a lame duck scenario and that this mass retirement issue is being dealt with by the outgoing and also retiring Prime Minister. There is an echo of Miller in the background.

SAVE THE FOREST, SAVE THE PLANET

By Hilly Bennett When President Trump carried out the unilateral decision to withdraw from the Paris Accord it caused a stir among the global community inclusive of Belize and the rest of the Caribbean region. The CARICOM chair uttered his displeasure noting that he was “deeply dismayed and disappointed” by the US president’s action. Dominican Prime Minister Skerrit proferred the need for the CARICOM states to look beyond the US for the social and economic development. Fortunately, Belize’s Carlos Fuller, International and Regional liaison at the Caribbean Climate Change Center (the Five C’s) DEMANDED FROM THE REGION to hold the line” and the rest of the world should not allow President Trump to undermine the progress made to “Save the Planet.” Is Belize diligently holding the line in respect to climate change? In Belize the alarm bells keep ringing loudly but are the warnings being taken seriously by the UDP Government of Belize and the relevant agencies?

As was explained by the Department of the Environment in a contribution dated September 22, 2013 our forests are considered the lungs of the Earth, holding vast amounts of carbon which filters the air we breathe. The forest is also responsible for the generation of rainfall and it is from within it that the water source is used by 45% of Belizean population. A University professor from Montreal Canada, Bhawna Singh Ph.D. conducted a two-day workshop September 25-26, 2013 to assess the potential impacts of climate change. A series of scenarios and processing the current impact and projected future effect of climate change in various sectors of Belize was presented by the professor. Prior to this workshop Belize’s Dr. Kenrick Leslie, attached to the Five C’s, similarly brought the importance of understanding climate change, future effects, and methods of mitigation to the forefront on KREM’s ‘Wake Up Belize.’ Daringly he drew grave concern relating to the laggard approach by the UDP government in respect to climate change and the dire effects it poses to the ‘Jewel.’

The Government and tourism developers were advised to refrain from investing in mega resorts such as the Harvest Caye project and the defunct Puerto Azul endeavour, and to direct their concentration on inland touristic packages which includes eco and jungle tours, and exploring the cultural attraction of Belize’s Mayan Sites. The Maya are considered culturally amongst the most advanced societies prior to Columbus’ arrival at to the Americas. Climatologist and Paleo-ecologists have evidenced that climate change (drought) did contribute to the collapse of Maya. Scientists have published in the journal Na-

ture Geo Science, subsequent to conducting studies of a stalagmite found in the Yok Balvm Cave in Belize, that the country experienced a drying trend since 1850. This is also within the ambit of their findings and told by lead author Harriet Ridley on Durham University, that a prolonged drought was responsible for the collapse of the Maya in Belize and Mesoamerica.

Historical facts submitted by Eric Thompson(1954) revealed that by the time Columbus arrived, the Maya civilization had long been in a state of decline, and only as a shadow of its former glory remained. The period from 900A.D. to the time of Columbus’ arrival 600 years later it is considered by historians and archaeologists to be the Post Classic Period of Maya Civilization, marked by its collapse and decline. Throughout its collapse, as Thompson points out, several chiefdoms or city states continued to exist well into post Columbus time. Although Maya warfare and its tribal conflict contributed to the collapse of the Maya civilization it was climate change and a severe drought that were the main causes of the demise.

In Jared Diamond’s “Collapse-How Societies Choose to Fail or Succeed.”

He pointed out that the Mayas were the greatest civilization contributors to their own downfall. They did “damage their environment, especially by deforestation and erosion.” Their form of agricultural system was based on ‘slash and burn’ (Swiden Agriculture) in which the forest is cleared and burned; crops are grown in the resulting fields for a period exhausting the soil and eventually abandoned.

The failure of the Mayan kings and nobles to tackle the obvious problem led to disastrous undermining of the Maya Society.

The Mayan leaders concentrated their attention to short-term concerns and amassing more wealth and building grandiose monuments such as Chichen Itza, Tikal, Caracol, and Xunantunich was at the forefront of their agenda.

They hoarded food supplied on the laborious backs of the

peasants to support their activities.

As Jared Diamond points out in his book ‘Collapse’, “like most leaders throughout human history, the Mayan kings and nobles did not heed the long-term problems, insofar as they perceived them.” They failed to heed alarm bells that warned them of an incoming collapse. The sober fact is that a great part of this demised population lived in Belize, evidenced by our many Mayan sites. The historical and scientific deduction on the fall of the once great society should be the impetus for the Government and the relevant agencies to sincerely tackle the issues of climate change as it relates to Belize. Furthermore, the history of our forest, its problems, and negative impacts it had on the environment should accelerate the drive in mitigating climate change. However, the wanton pillaging of our forest and continuous incursions by Guatemalan bandits continue unabated and devoid of any practical solution.

A government must be cognizant that it was the destruction of the forest and land erosion that contributed to climate change and the collapse of the advanced society of the Maya. The forests are the lungs of the earth.

To save the forest is to save the planet.

An argument from a previous article of mine, “nature must come first to school”, are embedded in this submission. The writer’s intention is to force those who have the power and the will to act sincerely and responsibly on the matter regarding climate change. The very life of Belize and the population depends on immediate attention given to the subject.
