ANOTHER PLANBELIZE COMMITMENT: BELIZE WORKS FOR EVERYONE January 11th, 2023 The Statistical Institute of Belize is reporting what can only be called HISTORIC and UNPARALLELED in recorded statistics in Belize—five percent unemployment or for every 100 people working, five are still looking. The job environment is ripe enough for us to say that they will find a job soon. What a difference!! Access and availability to jobs had been destroyed by the incompetent and corrupt UDP policies and characters. The Champion of Incompetence Barrow went out in 2020 grieving sarcastically that his government had outdone Covid-19 in toppling Belizean hope, consumer spirit and investor confidence. Barrow smirked at the notion that only he could continue faking at fixing a contracting economy. Barrow did not even countenance the idea that Belize would become a global example of best practice in debt relief. This one-billion-dollar debt relief is shared evenly in the world-renowned Blue Bond and Debt Restructuring with Venezuela. When that relief is placed along the Tourism industry back to pre-2020 form and Agriculture soaring with exports in non-traditional exports

PM ONSITE HAULOVER REPLACEMENT Landmark of planBelize Efficiency

PM Briceno's Tour of Crooked Tree moved to the Haulover Replacement Project which has become a sort of landmark for planBelize efficiency. Twenty-nine million was shaved off the corrupt plans of the UDP to build a Haulover ending at some 33 million. The UDP had its lawyers juggling numbers for years and even going to the House of Representatives approving funds for Haulover construction. Like the San Pedro Hospital, Sarteneja Road, etc, the Haulover was used as a vehicle to corner funds but without any real intentions for delivering. When the UDP discovered Imer and the wicked ploy to lay road infrastructure that would render sick kickbacks and gross electioneering masked as campaign financing, most other work took a backbench. The UDP was literally eating streets and roundabouts faster than Castro could clear the land.

PlanBelize though will get the people of Belize a new Haulover by the end of 2023. The beauty of a bridge will be a two-lane with pedestrian walks on both sides. The Prime Minister’s visit surely boosted the morale of the workers and help to pinpoint once more that he care for the whole country—North to South and East to West. No village, no project, no business, no panades shop is too small for him to visit and fit in. Our PM Briceño, fits in right beside world leaders as well and in all grandeur as he represents Belize. We have said it once and will say it again, Belize’s current Prime Minister is world-class as he walks the streets of our Belize. Note well, he walks the streets the whole year even when there are no elections. Belize is well underway to working for us all.

Cabinet welcomed a presentation from members of the Belize Sugar Cane Farmers Association on their ongoing negotiations with the Belize Sugar Cane Industry/American Sugar Refinery over the current situation in the industry, including an agreement on revenue sharing.

In enhancing efforts to improve the quality and delivery of health services in Belize, a PlanBelize commitment, Cabinet gave its approval for the Ministry of Health & Wellness to upgrade its fleet of ambulances starting with the purchase of three ambulances.

Cabinet was briefed by the Minister of Foreign Affairs, Foreign Trade and Immigration on the work program as Belize assumes the Presidency Pro Tempore of the Central American Integration System (SICA). During its six-month chairmanship of SICA, Belize will focus on the following priorities: migration, climate change and food security.

Cabinet gave its approval for Belize to ratify the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters in Latin America and the Caribbean (ESCAZU Agreement). This Agreement will uphold and strengthen the values of democracy in the region, foster more inclusive community-oriented actions and set the foundation for improved policy and decision-making.

Cabinet gave its approval for the tabling of amendments to the Immigration Act and the Caribbean Community Free Movement of Skilled Persons Act with a view to allow for the free movement of economically active citizens who can contribute to stimulating a robust economy with greater employment and productivity.

Cabinet approved the presentation of two proposed loan motions at the next sitting of the House of Representatives - one for US$15 million in support of the competitiveness of micro, small, and medium-sized enterprises (MSMEs), particularly in the agriculture and tourism sectors, and the second for US$8 million for Trade and Investment Facilitation to promote investment and trade through simplification, standardization, and automation of key procedures including the establishment of a single investment window and a single trade window. Both loans are being facilitated through the Inter-American Development Bank on favourable terms.

Cabinet gave its approval for the Attorney General’s Ministry to bring into force the Caribbean Treaty on Mutual Legal Assistance in Serious Criminal Matters.

Finally, Cabinet wishes all Belizeans a safe and happy George Price Day.

PM VISITS MIN. MAHLER’S RENEWED BERGER FIELD PUP Mends Another UDP Broken Promise

The Prime Minister Hon. John Briceño visited the Berger Field in Belize City on Friday, January 6th, 2023 as he kicked off the New Year touring different locations to ensure that we the people are getting value for money. Similar to the Haulover Bridge and San Pedro hospital, the PUP is making good on its planBelize commitment and mending UDP’s broken promises. The Berger field upliftment has long been awaited by the young of the area and now the present young can finally play in a safe sporting facility.

Berger field is one of Belize’s wellknown fields that has seen the light of our very own Ian Gaynair, a veteran Footballer, and players such as Dean MaCaulay who now plays internationally. This shows that with the proper investment in our infrastructure our people have no limit when it comes to their athlete potential.

The Field was promised over 11 years ago under the corrupt UDP administration and Former Minister Herman Longworth, but nothing happened. It took a change of government to this PUP Administration led by PM Briceño the project is coming to fruition. This new concept is the brainchild of Representative Anthony Mahler who has entered a partnership with the Football Federation of Belize and the National Sports Council to provide the field with the important upgrade. Minister

Mahler is a true sports champion.

Prime Minister Briceño, “I am told that we’re spending close to $450,00 for this work and obviously, you could see that there is great value for money. This is what we need to do more here in the city, especially the southside of Belize City where we have limited playgrounds, … more of this, so that the young people instead of hangout in the streets, they can come out here to play. I am told we are going to be having bleachers, lights, and hopefully, 2 areas where they can sell food—concession stands, and the money from there would help with the upkeep.”

The Prime Minister went on to say “we must big up Minister Mahler for coming up with this idea for and for having the vision on how he can transform Berger Field. This is what our Government is all about to able to transform some of these areas and find ways we can to transform the lives of our young people not only through Education but also sports, sports play an integral role in the development of our young people.”

The project would be a premium upgrade once completed, a 5-a-side football pitch at a cost of approximately $400,000 to $450,000. The template for this project would likely become the main template used for other sporting facilities that have fallen into disrepair.

$33M San Pedro Hospital MoU with Taiwan PlanBelize Delivering

The honorable Andre Perez fought tooth and nail in a sustained manner to get a hospital for his Beloved San Pedro. The dream has taken a huge leap towards coming true. Residents of San Pedro Town gathered at the Lion's Den to witness the historic signing of a memorandum of understanding between the governments of Belize and Taiwan for the construction of the San Pedro General Hospital. The momentous occasion is another testament to 34 years of bilateral relations between the two countries and Taiwan's continued commitment to the betterment of Belize Over the years, the island community has sure grown exponentially in population, distribution of the population across the island and its economy led by tourism. PM Briceño’s Administration is pleased to be answering a long identified and advocated need lobbied for tirelessly by now area representative Perez since the PUP was in Opposition. BACK TO BASICS

023 has started and the Government of Belize under the stewardship of Hon John Briceño, Prime Minister, certainly has hit the ground running. It is customary to make new years’ resolutions ahead of the start of the new year but in many cases, the resolve to keep them wanes with the passing of time. However, this is not the case for this PUP administration whose resolve to get back to its social justice foundations is strengthened and fortified with the passage of time. The results of such are clearly seen in the many initiatives that are currently being piloted and implemented and those that are in the planning process. The affordable housing project that has already had an impact on over two hundred families across the country in only two years is more than had been accomplished in thirteen years of the last administration. This government is serious about ensuring that all its citizens have access to affordable, safe and proper housing.

This mid-month marks the first time in over a decade that the minimum wage has been increased and certainly, this quincena is the first at the five-dollar minimum salary. As previously discussed, it is expected that there will be a short period of adjustment of the labour market and as this happens there may be some rearranging of hours, shifts, and responsibilities to ensure efficiency. The result should be the increased productivity of the labour sector and, after a short period, the increase in the influx of money into the economy of the increase in wages should result in increased economic activity and demand for goods and services which will stimulate the economy further. The thirty thousand minimum wage earners and their families in this country are the beneficiaries of this incentive. These are the people who are below the poverty indices and whose wages were not equal to a living wage and could not provide them basic living conditions. The increase in wages will directly and immediately provide relief from harsh socio-economic conditions to those who most need it.

There are many more initiatives that will continue, such as the capacity building and nurturing of the Micro, Small and Medium Enterprises (MSMEs) through special financing facilities. These programs carefully foster entrepreneurship which is a major driver of our economy and creates thousands of jobs. There are also pilot programs that take a multisectoral approach to combat crime, through free education and sports in vulnerable communities such as the inner city of the Old Capital. The government is doing their part to ensure that resources are expended where they are most needed.

There is no better and more fitting manner to remember the Father of the Nation, the Rt. Hon. George Cadle Price, than to enact those principles of social justice and equity which were his hallmark. Rt. Hon. George Cadle Price believed staunchly in serving his country and fellow Belizeans. He understood that the resources and opportunities must be distributed equitably to the benefit of the community to allow every Belizean to flourish. His ideals and love of Belize and her people continue to guide the work of our Prime Minister and Cabinet, who keep them at the very heart of every plan, initiative, and incentive.

023 ha comenzado y el Gobierno de Belice, bajo la dirección del primer ministro John Briceño, se ha puesto manos a la obra. Es costumbre hacer propósitos de año nuevo antes del comienzo del nuevo año, pero en muchos casos, la determinación de mantenerlos se desvanece con el paso del tiempo. Sin embargo, este no es el caso de esta administración del PUP cuya determinación de volver a sus fundamentos de justicia social se ve reforzada y fortificada con el paso del tiempo. Los resultados de ello se ven claramente en las numerosas iniciativas que se están experimentando y aplicando actualmente y en las que están en proceso de planificación. El proyecto de vivienda asequible que ya ha repercutido en más de doscientas familias de todo el país en sólo dos años, es más de lo que se había logrado en trece años de la anterior administración. Este gobierno se toma en serio la necesidad de garantizar que todos sus ciudadanos tengan acceso a una vivienda asequible, segura y adecuada.

A mediados de este mes se marca la primera vez en más de una década que el salario mínimo ha sido incrementado y ciertamente, ésta quincena es la primera en el salario mínimo de cinco dólares. Como ya se ha comentado, se espera que haya un breve periodo de ajuste del mercado laboral y, mientras esto sucede, puede que se produzcan algunos reajustes de horarios, turnos y responsabilidades para garantizar la eficiencia. El resultado debería ser el aumento de la productividad del sector laboral y, tras un breve periodo, el aumento de la entrada de dinero en la economía por el incremento de los salarios debería traducirse en un aumento de la actividad económica y de la demanda de bienes y servicios, lo que estimulará aún más la economía. Los treinta mil asalariados con salario mínimo y sus familias en este país son los beneficiarios de este incentivo. Son las personas que están por debajo de los índices de pobreza y cuyos salarios no equivalían a un salario digno y no podían proporcionarles unas condiciones de vida básicas.

El aumento salarial aliviará directa e inmediatamente las duras condiciones socioeconómicas de quienes más lo necesitan.

Hay muchas más iniciativas que continuarán, como la capacitación y el fomento de las micro, pequeñas y medianas empresas (MIPYME) mediante facilidades especiales de financiación.

Estos programas fomentan cuidadosamente el espíritu empresarial que es uno de los principales motores de nuestra economía y crea miles de puestos de trabajo. También hay programas piloto que adoptan un enfoque multisectorial para combatir la delincuencia, a través de la educación gratuita y el deporte en comunidades vulnerables como el centro de la ciudad de la Vieja Capital.

El gobierno está haciendo su parte para garantizar que los recursos se gastan donde más se necesitan. No hay manera mejor y más adecuada de recordar al Padre de la Nación, el Honorable George Cadle Price, que promulgar los principios de justicia social y equidad que fueron su sello distintivo. Su Excelencia George Cadle Price creía firmemente en el servicio a su país y a sus compatriotas beliceños. Entendía que los recursos y las oportunidades debían distribuirse equitativamente en beneficio de la comunidad para que todos los beliceños pudieran prosperar.

SIB Info: The results of the October 2022 Labour Force Survey (LFS) showed an estimated unemployment rate of 5%, the lowest recorded in Belize. This can be partially attributed to an increase of over 7,800 in the number of employed persons since the previous LFS in September 2021, especially in call centers, tourism and manufacturing industries.

Labour Force: • Belize’s labour force was estimated to be 191,728 persons in October 2022, with males representing 62% of this total.

• The labour force participation rate was at 58.7% countrywide.

• Female participation in the labour force continues to be lower than males, 44.4% compared to 73.4%.

• The Belize district registered the highest labour force participation rate at 64.7%, while Toledo had the lowest at 45.9%.

Unemployment: • The estimated number of unemployed persons was estimated at 9,644.

• The national unemployment rate stood at 5%, which is the lowest ever recorded in Belize.

• The female unemployment rate was at 6.8% and males were at 4%.

• Stann Creek district registered the highest unemployment rate at 7.8%.

The Cayo district on the other hand, recorded the lowest level of joblessness at 3.5% as a result of more persons finding jobs in this district, compared to other districts.

• The youth unemployment rate was at 11.8% with the highest rate seen in the Belize district at 15.6%.

• Almost half (47.1%) of all unemployed persons had been jobless for a year or more.

Employed: • The number of employed persons was estimated to be 182,084.

• Males held 62.6% of all jobs and dominated all occupational types except for ‘Services and Sales’, ‘Clerical Support Workers’ and ‘Professionals’.

• ‘Wholesale and Retail Trade, Repairs’ and ‘Tourism’ accounted for the largest share of employed persons at 17.4% and 12.3% respectively.

• An estimated 64,268 persons were employed in informal employment, representing 35.3% of all employed persons.

• The underemployed population was estimated at 12,233, representing

6.7% of all employed persons.

• Underemployment levels among females were slightly higher (7.2%) compared to males (6.4%) • Orange Walk district registered the highest underemployment rate at 15.1%, followed by Corozal at 10.7%.

• On average, employed persons earned a monthly salary of $1,357, which was higher than the $1,168 observed in September 2021. This can be attributed to an increase in the number of employed persons working full-time, which corresponds to higher monthly earnings.

Potential Labour Force • The number of persons in the potential labour force was estimated at 14,675, representing 10.9% of those persons outside the labour force.

• 95% of persons in the potential labour force were available but not look-

ing for jobs. The main reason females did not look for work was due to personal or family responsibilities, while males did not look for work due to being in school or in training.

The Crooked Tree elevated causeway is fast becoming a reality for the residents and visitors of the Crooked Tree community under the PUP, PlanBelize Government. On Friday, January 6,2023 the Prime Minister, Honorable John Briceño visited the site and met with the Area Representative of Belize Rural North, Marconi Leal, the Minister of Infrastructure Development and Housing, Honorable Julius Espat, Evondale Moody, Engineering Coordinator MIDH and Contractors of Tiechrob Construction company to receive updates on the road construction into Crooked Tree and the plan for the elevated Causeway. Some of the residents that came out to the roundabout being built to the entrance of the village spoke to the PM about some of their concerns and expressed how impressed they were with the project expansion.

The floodwaters have been a perennial problem for the villagers. When the United Democratic Party came to power in 2008, on a mandate of trickery, deceit and promises tantamount to fool’s comfort, the community of Crooked Tree became a submerged in the tide of lies and broken promises of the UDP John Crow Government and Minister of Destruction Edmund Castro. ‘Wuthless’ Edmond Castro leveraged the dream of a passable Causeway into the Crooked Tree village as his political gimmick.

The Crooked Tree Causeway covers a mile of the hummingbird road which links the village to the Philip Goldson Highway. Since the construction of the original causeway in 1984 by the UDP, the subsequent upgrades of the causeway revealed that the incompetent 13year scandalous UDP did a "Cover-Benjamin" job, leaving a lot to be desired. In 2015, through the PetroCaribe largesse, the road was elevated 1/2 mile near the two bridges. Two years after the road that costed taxpayers $250,000 collapsed, exposing the incompetence of red regime and their infrastructure hustle. Although the former UDP village Chairman George Guest cast blame at the Contractors, it was the UDP Govern-

ment and the then Minister of Works, Edmund Castro who hired the contractors.

At the Two Hundred and Seventy-first Meeting of the Board of Directors of the Caribbean Development Bank considered the Technical Assistance - Feasibility Study and Detail Designs Crooked Tree Road and Causeway Upgrading - Belize on May 16, 2016. Interestingly, within the application for funding from the CDB, highlights of the UDP reckless abandon was defrocked. Upon considering the two causeways, the one entering Crooked Tree and the one at "Black Bunn", both UDP projects, it was noted that neither causeways' designs were informed by an Environmental and Social Impact Assessment, nor by a hydrological analysis. Both restricted water flow in the lagoon and contributed to seasonal flooding. Also, when the Belize River floods, the lagoon act as an overflow basin and the silt deposited during these events contributed to the restriction of water flow out of the watershed and back into the river.

Prime Minister Honorable John Briceño told the media that "I was very impressed what Minister Espat has been doing by carefully match finance for this road, they have managed to save enough money to fix the entire road into the village. Approximately 2.4 miles is going to be lifted, a section is going to be lifted about 5ft from where it is right now ... with fill and is also going to be paved". However, unlike the UDP, PM Briceño said that more studies will be done regarding the building of the causeway.

Nonetheless, the causeway is an important part of the Belize road network. As Prime Minister Briceño said " Our #PlanBelize strategy is committed to improving roadways. Improved roads and highways have a direct relation to increased economic activity and a better quality of life for our people." That is responsible leadership, one that holds the vision of development of the country in tandem with the development of people. The Crooked Tree Causeway once a UDP pipe-dream, now a PlanBelize PUP reality.

Bernard also added, “…is the hard teamwork on the topic of HIV and Malaria and we do have good practices in the region. In Belize we take pride in the current status of non-indigenous malaria cases and awaiting World Health Organization certification; however, the achievements achieved so far, can only be maintained if we continue to work together unto, teamwork with the goals well lines."

The Hon. Habet stated in his speech the theme of Belize’s Presidency Pro-Tempore of CCAD

which is “Interregional Unity Enhancing Human Security and Environmental Resilience”. He went on to say, “At the Ministry, we have developed a very ambitious plan of priorities to complement those activities not yet completed and that was started during the Presidency of the Dominican Republic. Guided by the national priorities of the Government of Belize and leading the different technical committees and working groups. With the support of the CCAD Secretariat, we intend to work towards further strengthening the CCAD by implementing activities that promote a regional approach, to improving environmental stewardship and enhancing development. We aim to bolster SICA/CARICOM Integration on issues related to the environment and climate to alien and execute the strategy of both sub-regions and enhance our bargaining power at international forums.”

Assuming the Presidency Pro-Tempore (PPT), Belize will be steering the regional integration process based on the five priority pillars of SICA integration, which are economic and social integration, institutional strengthening, democratic security, climate change, and sustainable development. Belize will also focus on issues high on its national development agenda such as climate change, food security, migration, and deeper engagement with CARICOM and SICA.

Officials from the Belize Credit Union League (BCUL) visited the office of the Holy Redeemer Credit Union (HRCU) to present a check for $40,000.00 dollars (FORTY THOUSAND DOLLARS) to the Belize City Council toward their Hurricane Lisa Relief Efforts. On hand for the presentation were Mayor Bernard Wagner and other officials of the Council, including Councilor Albert Vaughan.

Presenting on behalf of the League was President Mark Menzies who currently serves as a Director on the Caribbean Confederation of Credit Unions (CCCU) Board of Directors. The proceeds of the check were from funds donated by CCCU, affiliates of BCUL, along with other kind donors. During the presentation, President Menzies thanked Mayor Wagner for the quick response in organizing Belize City’s cleanup campaign. Mayor Wagner’s municipality suffered the most damage from Hurricane Lisa.

In his response, the Mayor thanked CCCU, the League and all eight affiliated credit unions, and everyone else who contributed towards the proceeds of the donation which will be put to good use for the residents of Belize City.

Clarification on Recent Flooding Incident at ATM Cave in the Cayo District The Institute of Archaeology (IA) of the National Institute of Culture and History wishes to clarify the details of a reported flooding incident that occurred at the Actun Tunichil Muknal (ATM) Cave in the Cayo District on Monday, January 9, 2023.

Park staff at the ATM Cave reported normal river conditions in their daily 6 AM river status checks. The Cave was, therefore, opened for normal business operations with visitors and tour guides arriving on site by approximately 8:30 AM and proceeding on their tours.

At approximately 11 AM, park staff monitoring the river alerted the park manager of a small increase in the river level. This information was communicated to the IA Office in Belmopan and park staff was also dispatched into the cave to alert tour guides of the situation. All visitors and tour guides safely exited the cave, some having completed the tours and others aborting their tour due to the possibility of flood conditions. There were no injuries nor further incidents reported while guests exited the cave.

By 2 PM, all 150 visitors and tour guides were safely accounted for at the Ranger Station. At no time during this event was any visitor or tour guide trapped within the cave as was reported by some local media.

The Institute of Archaeology and its partners assures the general public that the safety and well-being of our visitors, tour guides, and staff, remain of the utmost priority. We remain committed to safeguarding Belize’s archaeological destinations for the benefit of the Belizean tourism product and our nation’s cultural patrimony.

CFZ Access Road to be Upgraded January 12, 2023 - The Ministry of Economic Development (MED) is pleased to announce that the Central American Bank for Economic Integration (CABEI) has approved a non-reimbursable grant of BZ$1,948,074 to finance the rehabilitation of the access road of the Corozal Free Zone (CFZ).

Dr. Osmond Martinez, Chief Executive Officer for the Ministry of Economic Development, stresses how important this infrastructural enhancement is as the funds will facilitate convenience and safety for drivers as well as attract investment and economic opportunities.

The access road is approximately 1.6km long, connecting the Santa Elena Bridge to the entrance of the CFZ. It is expected that the rehabilitation of the road will commence in March of this year.

CEO Martinez congratulates the CFZ on this development and is looking forward to the completion of this project. On behalf of the Government and citizens of Belize, the CEO also expresses his gratitude to Dr. Dante Mossi, President of CABEI, and is looking forward to the continued partnership.

Writings for Social Justice

Gilroy Usher, Port Loyola Representative “Of all the arts in which the wise excel, Nature’s chief masterpiece is writing well.”- John Sheffield Currently, I write articles on social issues for the Belize Times, the Reporter, and social media. Many of those articles challenge the status quo from the colonial days to the present time in which the rich get richer and the poor get poorer with a few exceptions. All across the country especially in Belize City that situation is the sad reality even after 41 years of independence.

Throughout the Jewel such thoughts do not sit well with many persons, who benefit from the unjust system in the society and would like it to remain in place for perpetuity.

Such persons oppose all social programs of this PUP administration including the increase of the minimum wage from $3:30 per hour which is starvation wage in these times to $5.00 per hour which is a living wage

that gives Belizeans a better opportunity to escape the cycle of poverty.

To maintain the upper hand in benefitting from the resources of the country, those individuals who oppose programs for the poor say people are poor not because of a lack of opportunities to uplift themselves but because they are lazy, dumb, and expect the government to maintain them for life. The former is true while the latter is a totally false.

My writings always seek to awaken the masses; for that reason, they are not welcome by many movers and shakers in the society, and every effort is made to make that point clear.

For decades my articles have been banned from two of the main newspapers in the country; for years, some radio stations have attacked me vehemently for thinking for myself instead of regurgitating their storyline of a society in which equal opportunities exist everywhere and all Belizeans are happy with their lot, and for years as I travel the nation I have been warned privately and in small social gatherings that my wirings for social justice in the land will cause me to lose opportunities.

I carry no weapon not even a screwdriver. All I have is my computer that I use to express my thoughts about things that should and should not be done to build a Belize in which the resources of the country are used for the benefit of all Belizeans. I have never had finance, very influential friends, or power like many political leader of Belize, past and present, that would put me in an even better position to help bring about major changes in the society for the good of Belize and all its people.

Around the 1980’s when I was publishing LIBERTY newspaper, Dave’s Furniture World was a thriving business on Basra St in Belize City. The proprietor of the businesses and I were friends.

He gave me advertisements regularly, and he explained to me that in order for the paper to have impact in the society it needed a financier until it was strong enough to pay its bills. During that same period Mr. Robert G. Rich, Jr. U.S. ambassador to Belize, who was a weekly reader of LIBERTY newspaper, invited me to the U.S. Embassy on Gabourel Lane in the old capital. During the visit, two members of his staff and I discussed possible ways for the embassy to assist me in obtaining a printing press, since the cost of printing took the lion share of the revenue for the paper. Nothing materialized out of either discussion, and I pressed on championing betterment for the people with LIBERTY until its publication was unsustainable.

In the publishing of LIBERTY newspaper, I was denied freedom of expression many times. In return for advertisement from then governments or City Councils, I had to toe their line, be their puppet. Once my writings, my true thoughts, were not in line with their propaganda about national development, all advertisement from such places were stopped. That’s a perfect reminder of what the previous administration did to Pastor Louis Wade, Sr. proprietor of Plus TV. As a young writer for social justice I admired similar writings by Evan X Hyde publisher of Amandala, Harry Lawrence publisher of Reporter, and Norris Hall

17 then Chief Information Office for the Government Press office and publisher of the government’s blue and white Belize Today magazine which was a monthly issue. As a young writer for social justice, I also admired similar pieces by attorney and author Godfrey Smith in the National Perspective newspaper, and Michael G. Reid’s aka G. Michael weekly commentaries on 5 News Belize years ago.

To continuously improve my skills in writing, I read the pieces of those gentlemen regularly, then found the meaning of unknown words in their writings to increase by vocabulary, and analyzed their work to improve my grammar with sentence structure, subject verb agreement, and paragraphs that support a topic.

Most of those individuals probably did not know how much their articles influenced my writings.

I made by debut as a writer for social justice when my piece titled “Let’s Be Objective” which was published as a letter in the Reporter newspaper. That would be in the early 1980’s when I was attending the Belize Teacher’s College.

In the succeeding years, at one time or another, I wrote about social issues in practically all the newspapers in Belize City including Amandala, Reporter, Belize Times, Beacon, Pulse, Labour Beacon, and Alliance. I also wrote on social issues in the Toledo Blazer which was published by Herman Lewis in Punta Gorda Town.

Many years later am wiser; I understand and see how lack of opportunities cause thousands of grassroots people to remain trapped in a cycle of poverty throughout the country, and am more committed to writing for social justice in our land. The truth shall make all of us free, united, prosperous, and happy as Belizeans

In 2010 or so, I witness a change in my traditional boledo. I no longer got my free tickets and lawd the stories one hears. Some Brads controls the Boledo now and the PM son was interested. What mattered to me was the question of fairness?

For the first time in decades, I started to think, who makes all the money from Boledo? I had not cared before.

But now, because it seemed more like a business than a 25 SEP nice game.

We young into 2023 and I hear a deadline coming up. The government will strong the Boledo. Good fih we. I hope the profits really go to hospitals and education. Maybe people will buy more once they know that it is for a good cause. Maybe new buyers come in.

Like the PUP she, the Boledo should work for Everyone.

In Thanksgiving for the

Life of Robert “Bobby” Cadle Jr. Delivered by Prime Minister John Briceño

Good morning.

I will never forget the first day Bobby was introduced to me. He walked into my office shook my hand and said Party Leader I am Bobby. I smiled and responded, and I am Johnny.

Here we were two grown men introducing ourselves with the name we inherited as children, Bobby and Johnny. I knew then and there that we would hit it off, and we did.

Today I want all of you to know this -- whether you are his family or his friend, from the first time I met Bobby I knew he was special. I also believe that everyone is this room are here not just to remember Bobby, but to thank you his family, for sharing him with us.

My friends and handlers advised me that it is not appropriate for a Prime Minister to deliver a eulogy at the funeral of anyone other than a government official because once you do it for one or two then everyone would expect you to do it for their departed loved one. Let me say this, today I am not speaking to you as prime minister, I am here feeling privileged to have the opportunity to join with all of you to talk about Bobby who was my friend and, in many ways, one of my heroes.

That day when Bobby came to see his Party Leader he came with a message, that message if I can paraphrase it was clear: “sign me up coach.” This scrawny, tall, handsome, young man came to my office with his cousin Anthony Mahler to ask: How can I serve? He came to say I want to help. Now these were the dark days of the PUP, we were losing elections, struggling to get good people to join our cause, struggling to find the funds to meet

our expenses, and for sure we did not have money to pay Bobby what he was worth. Bobby came to us from BTL where he had good job and was in the prime of his life, a man with great potential. He came to us with a message, that message was: “I believe in this cause and I am ready to work.”

Needless to say, Bobby not only convinced me, but he convinced our Party’s executive that he was ready to take on big responsibilities and so he became one of, if not the youngest, Secretaries General of the People’s United Party. Of course, he was not just our SG for he also ran for us as a candidate in a city council election, which most people predicted we would lose, and we did, but Bobby did not care about that, he saw the PUP as his team and so he wanted to contribute in any way he could to the team. This was the character of the man, he would not run away from a fight because it was tough, even improbable, instead he was a man willing to stay and fight once he believed in the cause.

I am convinced we are all here today, to honor this man who we knew was never afraid, and who would never shy away from a challenge. Because

I knew this about Bobby and even though I knew he was ailing, I kept believing he would win this battle with his illness, for he fought with all he had and believe me he won. Still, the news of his passing was a hard one for me as I am sure it was for you.

To everyone in this room today, more so to Rachael and Jaheim, to his nephew Roman, his beloved Tasha and his sister Candice I extend my heartfelt condolences on behalf of all of us here today.

For sure we each have our own personal stories about Robert Phillip Cadle, the man from King’s Park, named after his dad; the boy who grew up around the corner from here, who went to school across the road, who worshiped in this church and who followed in his father’s footsteps at BTL and the like.

We all feel the anguish of his passing not only because he left us too early, but because we all knew what a good person he was. We are here then, to support each other and his family; to honour his life, to celebrate his accomplishments and, in gratitude, for his influence on our individual lives.

The Bobby I knew would not want us to be sad by his short time with us, I believe he would prefer that we look not on the quantity of his time but the quality of the time he spent with us, laughing, supporting, fighting the good fight, and sharing in our lives. Although in all our minds he is gone too soon, we can agree he left for us an extraordinary legacy. The people who worked with him, knew him, played ball with him, protested with him and partied with him and, yes, those who saw the wrath in him, know that he was in good times and tough times, a passionate, vivacious young man, always ready to do his part.

As a member of my party and a part of our executive, I got to observe and appreciate Bobby in all these capacities. Anthony was his great friend, and his general. He stood by and protected Anthony as best he could, defending him with everything he had but

I am sure Anthony would agree, Bobby would also be that critic who would let him have it when he felt he messed up.

Bobby was so proud to see Anthony win in 2020 and join the Cabinet. This is the sign of a person with character.

This is the example of a person who had principles, and this was a person who had conviction.

Bobby helped us as best he could through a very difficult time in the history of our Party, working for less, but working as hard as he could, nonetheless. And when it was time for him to give way to a new Secretary General he did without malice or ill will. He was as classy in his departure as he was humble in accepting this huge responsibility as our Secretary General. This was how he earned our respect, and this was how he gained my admiration. So, sad as we may all be at this moment, disappointed though we may be by the fact that he may have left us too early, let us not lament too much, instead let us all be grateful for having known Bobby and having been a part of his colourful, beautiful life.

His sister Candice said that it is difficult to reduce any life to a few sentences. She went on to say that it is impossible to do so for a life as complex and well-lived as Bobby’s. We can all agree Candice that there is no way that all the stories can be told, but we hope that all the good that Bobby shared with us can be taken and remembered. I believe there can be no better tribute than to be thankful that we were in some way a part of Bobby Cadle’s life and he a part of ours.

We remember on this day his dearly departed mom Erica, his dad Robert Senior, his aunts, uncles, cousins and friends who went on ahead of him and pray they welcome him into their company as saints.

God Bless you Bobby, your pilgrimage through this life earth is over. Rest now my friend, and thank you for giving us so much in so short a time.

May his soul and that of all our dearly departed rest in peace. Amen.

Ministry of Agriculture Hosts Meeting with Onion Producers PUBLIC ANNOUNCEMENT

Annual Balance of Payments Survey Each year the Central Bank of Belize collects data for the compilation of Belize’s Balance of Payments. In order to carry out this exercise for 2022 and to make accurate revisions to our 2021 data, the Central Bank is once again conducting its survey of business enterprises and non-profit organisations resident in Belize.

The Central Bank guarantees that all data submitted will be kept strictly confidential and any published statistics will be aggregated so that individual enterprises cannot be identified. To contribute to the effectiveness of this exercise, please submit responses by Friday, 27 January 2023.

January 11, 2021 - The Ministry of Agriculture, Food Security and Enterprise along with the Belize Marketing and Development Corporation (BMDC) held an onion production meeting today with onion producers from Corozal and Orange Walk districts at the Corozal ITVET. The meeting, which is the second of three ordinary sessions, focused on production forecasts, quality, and supply and demand for this year’s crop season. The meeting also focused on the issues recently raised by onion growers concerning the marketing of onions at the early harvest stage.

A healthy discussion was held with farmers to clarify the issues of market access for local products, importation, contraband and quality of local products, with emphasis on the process of issuing import licenses.

Topics such as improved communication and increased checks between sector stakeholders were also discussed with the attendees. They agreed to improve their provision of data to the ministry and to meet more often to discuss concerns. The ministry agreed to ensure data checks are carried out accurately. The BMDC also agreed to alleviate market sales through the purchasing of available onion for the next two weeks while imported amounts deplete in the local market.

Hon. Jose Mai, Minister of Agriculture, Food Security and Enterprise, reiterated his and the ministry's support for farmers and local products and emphasized the role of BMDC in advancing the marketing of agricultural products.

Belize and Japan Hold First Bilateral Consultation

Belize and Japan held their first bilateral consultation on January 11, 2023. The meeting provided an opportunity for the two countries to review the state of play of the bilateral relations inclusive of regional and global developments that influence the relationship.

Both countries exchanged views on their respective domestic and foreign policy priorities. They also discussed various issues including the progress of post-COVID-19 economic recovery, Belize’s Amnesty Programme, climate change, financing for development, and regional and international matters of mutual interest.

Japan remains an important development partner for Belize, engaging actively at the bilateral, regional, and multilateral levels. Belize and Japan will celebrate 41 years of bilateral relations on November 3, 2023.

The delegations were headed by 25 Ambassador SEP Amalia Mai, Chief Executive Officer for Foreign Affairs and Foreign Trade, and H.E. Kazuhiro Iryu, Japan’s Ambassador to Belize.

Pelé, the Global Face of Soccer, Dies at 82

By Lawrie Miflin, NYTimes Pelé, who was declared a national treasure in his native Brazil, achieved worldwide celebrity and helped popularize the sport in the United States.

Born Edson Arantes do Nascimento, Pelé was a formative 20th-century sports figure who was revered as a national treasure in his native Brazil. He was known for popularizing soccer in the United States, and citing it as a tool for connecting people worldwide.

Pelé, one of soccer’s greatest players and a transformative figure in 20th-century sports who achieved a level of global celebrity few athletes have known, died on Thursday in São Paulo. He was 82.

His death was confirmed by his manager, Joe Fraga. The Hospital Israelita Albert Einstein in São Paulo said the cause was multiple organ failure, the result of the progression of colon cancer.

Pelé had been receiving treatment for cancer in recent years, and he entered the hospital several weeks ago for treatment of a variety of health issues, including a respiratory infection.

A national hero in his native Brazil, Pelé was beloved around the world — by the very poor, among whom he was raised; the very rich, in whose circles he traveled; and just about everyone who ever saw him play.

“Pelé is one of the few who contradicted my theory,” Andy Warhol once said. “Instead of 15 minutes of fame, he will have 15 centuries.”

Celebrated for his peerless talent and originality on the field, Pelé (pronounced peh-LAY) also endeared himself to fans with his sunny personality and his belief in the power of soccer — football to most of the world — to connect people across dividing lines of race, class and nationality.

He won three World Cup tournaments with Brazil and 10 league titles with Santos, his club team, as well as the 1977 North American Soccer League championship with the New York Cosmos. Having come out of retirement at 34, he spent three seasons with the Cosmos on a crusade to popularize soccer in the United States.

Before his final game, in October 1977 at Giants Stadium in East Rutherford, N.J., Pelé took the microphone on a podium at the center of the field, his father and Muhammad Ali beside him, and exhorted a crowd of more than 75,000.

“Say with me three times now,” he declared, “for the kids: Love! Love!

Love!”

In his 21-year career, Pelé — born Edson Arantes do Nascimento — scored 1,283 goals in 1,367 professional matches, including 77 goals for the Brazilian national team.

Many of those goals became legendary, but Pelé’s influence on the sport went well beyond scoring. He helped create and promote what he later called “o jogo bonito” — the beautiful game — a style that valued clever ball control, inventive pinpoint passing and a voracious appetite for attacking. Pelé not only played it better than anyone; he also championed it around the world.

Among his athletic assets was a remarkable center of gravity; as he ran, swerved, sprinted or backpedaled, his

midriff seemed never to move, while his hips and his upper body swiveled around it.

He could accelerate, decelerate or pivot in a flash. Off-balance or not, he could lash the ball accurately with either foot. Relatively small, at 5 feet 8 inches, he could nevertheless leap exceptionally high, often seeming to hang in the air to put power behind a header.

Like other sports, soccer has evolved. Today, many of its stars can execute acrobatic shots or rapid-fire passing sequences. But in his day, Pelé’s playmaking and scoring skills were stunning.

Early Success Pelé sprang into the international limelight at the 1958 World Cup in Sweden, a slight 17-year-old who as a boy had played soccer barefoot on the streets of his impoverished village using rolled-up rags for a ball. A star for Brazil, he scored six goals in the tournament, including three in a semifinal against France and two in the final, a 5-2 victory over Sweden. GOVERNMENT OF BELIZE BELIZE SOCIAL INVESTMENT FUND III PROJECT INVITATION FOR BIDS The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD$10,000,000 towards the cost of the Belize Social Investment Fund III Project and intends to apply a portion of the proceeds of this financing to eligible payments under this contract. Payment by CDB will be made only at the request of (GOBZ) and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. BSIF now invites sealed bids from eligible bidders for the Construction of Administration Building, Dormitories and Ancillary Works for Dorothy Menzies Child Care Center Replacement Facility, Belmopan, Cayo District, Belize: Lot 1 and/or Lot 2. The proposed scope includes the construction of two (2) separate single storey reinforced concrete dormitories each containing an interior floorspace of approximately 3,800 square feet. Each dormitory shall be equipped with restroom facilities, activity areas, bedroom facilities, kitchenettes, sick bays, staff monitoring facilities, and access for persons with disabilities.

Pelé also played on the Brazilian teams that won in 1962 and 1970. In the 1966 tournament, in England, he was brutally kicked in the early games and was finally sidelined by a Portuguese player’s tackle that would have earned an expulsion nowadays but drew nothing then.

With Pelé essentially absent, Brazil was eliminated in the opening round. He was so disheartened that he announced he would retire from national team play.

But he reconsidered and played on Brazil’s World Cup team in Mexico in 1970. That team is widely hailed as the best ever; its captain, Carlos Alberto, later joined Pelé on the Cosmos.

“I wish he had gone on playing forever,” Clive Toye, a former president and general manager of the Cosmos, wrote in a 2006 memoir. “But then, so does everyone else who saw him play, and those football people who never saw him play are the unluckiest people in the world.”

Soccer Diplomacy When Pelé was about to retire from Santos in the early 1970s, Henry A. Kissinger, the United States secretary of state at the time, wrote to the Brazilian government asking it to release Pelé to play in the United States as a way to help promote soccer, and Brazil, in America.

By then, two more World Cups, numerous international club competitions and tireless touring by Santos had made Pelé a global celebrity. So it was beyond quixotic when Toye, the Cosmos’ general manager, decided to try to persuade the player universally acclaimed as the world’s best, and highest paid, to join his team.

The Cosmos had been born only a month earlier, in one afternoon, when all the players had gathered in a hotel at Kennedy International Airport to sign an agreement to play for $75 a game in a country where soccer was a minor sport at best.

Toye first met with Pelé and Julio Mazzei, Pelé’s longtime friend and mentor, in February 1971 during a Santos tour in Jamaica. It took dozens more conversations over the next four years, as well as millions of dollars from Warner Communications, the team’s owner,

for Pelé to join the Cosmos.

During that period, he became the top scorer in Brazil for the 11th time, Santos won the 10th league championship of his tenure, and Pelé took heavy

Bidders may Bid for one or both lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. Consideration will be limited to firms or joint ventures of firms, which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:

more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Eligible countries are member countries of CDB. Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Qualification requirements include, inter alia:

criticism for retiring from the national team and refusing to play in the 1974 World Cup, in West Germany.

Toye made his last pitch in March 1975 in Brussels. Pelé had retired from Santos the previous October, and two major clubs, Real Madrid of Spain and Juventus of Italy, were each offering a deal worth $15 million, Pelé later recalled.

“Sign for them, and all you can win is a championship,” Toye said he told Pelé.

“Sign for me, and you can win a country.”

To further entice him, Warner added a music deal, a marketing deal guaranteeing him 50 percent of any licensing revenue involving his name, and a guarantee to hire his friend Mazzei as an assistant coach. Pelé signed a three-year contract worth, according to various estimates, $2.8 million to $7 million (the latter equivalent to about $40 million today).

His face remained familiar around the world long after his retirement from soccer. In 1994, when the World Cup was about to be played in the United States, Pelé sat in Central Park in New York waiting to be interviewed for ABC News. A teenager passed, did a double-take and then ran off; within minutes, people were streaming across the park to see him.

“There were hundreds of them,” Toye wrote in his own memoir. “Seventeen years after he last kicked a ball, this dark-skinned man is sitting in deep, dark shade under the trees — but he is still recognized, and once recognized, never alone in any country on earth.”
