Then as recent as in his first Prime Minister’s New Year’s 2021 Address, the Hon. John Briceño assured, “Public officers were required to use government equipment and fuel to build roads on private property and to clear massive ranches. The theft and corruption were widespread and unprecedented. This cannot, should not and will not be allowed to be forgotten. There will be investigations and, where warranted, criminal charges laid. Where appropriate, civil action for recovery will be brought before the courts. There will be no sacred cows.”

Prime Minister, John Briceño’s New Year’s message signalled that the only thing sacred was the wellbeing of the country - growth, development, and people. “There will be no sacred cows”. The PM was adamant that sacrifices in the year 2021 was necessary resulting from the United Democratic Party’s acts of corruption, thievery and criminality unleashed upon the Jewel and the citizenry. A situation compounded by the COVID-19 pandemic. However, in good conscience to the sacrifice needed from the populace Prime Minister Briceño made it clear that those who have soiled the country to ruination must be held to account.

A three-member Commission of Inquiry chaired by Senior Counsel E. Andrew Marshalleck with Marcello Blake for the Belize Chamber of Commerce and Industry and Luke Martinez for the Public Service Unions are responsible with enquiring into the “fire sale” of Government assets. The Commission is vested in the authority to summon and question those individuals who can assist in obtaining relevant evidence, including the former Prime Minister Dean Oliver Barrow. Henry Charles Usher Minister of the Public Service and Constitutional Reform alluded categorically the government assets are the people’s assets. Minister Usher proffered that the Commission is tasked to examine whether the pertinent procedures were followed in the seemingly obscene nature the Barrow/Faber regime of 2008-2020 dispensed with the country’s assets. Additionally, if Cabinet’s pronouncement is to retrieve the assets, that will be a likely occurrence.

Prime Minister Briceño in the New Year’s Message highlighted the Barrow/Faber skullduggery, the unscrupulous behaviour of the UDP and the many injustices inflicted upon the good people of Belize.

Valuable lands were fleeced for a pittance, given away to cronies of the Red Hydra. The country and its people have been straight-jacketed to obscene contracts valued in the millions to privileged contractors who failed to make payments on the taxes and fees. Institutions like the Public Utilities Commission, led then by Barrow, Avery et al bought properties such as the Mirab building at the overvalued price tag, leaving millions in debt.

The whammy, the Karen Bevans contract with the Belize Tourism Board could well be the iceberg tip, the ugly display of a heartless UDP government pushing the country towards the financial cliff.

Also, Public Officers were required to use the Government equipment and fuel to build roads on private properties and to clear massive land into ranches. Undeniably, the UDPs misfeasance, nonfeasance and malfeasance was grossly unprecedented.

The Commission of Inquiry and it’s members have an unprecedented task ahead. It is directly following the New Year’s Prime Ministerial pronouncement showing that his words are always of consequence. “Where appropriate, civil actions for recovery will be brought before the courts.”. Importantly, the PM, without mincing words, suggested that whilst Belizeans are asked to make sacrifices in ensuring the Jewel’s well-being, former UDP officials may in effect be making bail arrangements. This process has to be thoroughly fleshed out to give Belize a chance to work for everyone.

In its planBelize PLANNING, the PUP is sworn in oath to open the Freezone and to reupholster it to be a part of an even more vibrant Corozal District.

Far from the corrupt, clueless, incompetent past 13 years, the PUPled government set out post-election 2020 to deliberate on how to re-open the Freezone and to go much beyond what was there with the UDP in early 2020. Consultation with business owners, land owners, ‘past’ workers, Corozaleños, Mexican counterparts, and Cabinet was/is an integral part of the new norm in the Briceño administration. If there is not a clear window looking into this gargantuan Belizean initiative, then John Briceño’s humble manner will get one done in the spirit of utter transparency. If the initiative creates jobs or re-establishes jobs with better more progressive situation, then it is a part of the PUP’s and John Briceño’s vision. The initial reports of 800 jobs opened or reactivated is news Eight Hundred Families have longed to hear. There are yet tens of businesses left to open.

Don’t blame the UDP, they are too dumb to be blamed, just vote them out. They are all in line to beat put Pablo for the dumbest. Please don’t leave Barrow out of the picture...his father faked and talked his way into remaining Prime Minister but in essence Barrow is skilful at nothing. As for the sister, I am lost for words and I BET she will resign quicker than Patrick would hope to kick the son off the land between Tigris and Euphrates.

The current CFZ Chief Executive Officer, Mr. Neri Ramirez, will have it no other way but have safety of any and all persons who will traverse the Freezone. There is no negotiation of the antiCovid protocols that those moving in and out must abide by. This includes the basic temperature checks to be logged, sanitizing of the whole body, sanitizing of vehicles, optimal mask wearing and the preparation of each business to be a safe environment for owners, freezone staff, busi-

ness workers, and customers.

Faber Ignored Corozal Of course, Faber will say, “Dont expect me to care what happened in the past.” Faber does not realize yet that he IS the past and that he was there to eat the Pibil tacos, in Longsworth’s Marion Jones, in the Caribbean Sea with our vehicle, Beside Simeon Coc’s 2 Million, Kicking out Mr. Good, Ramming Education Changes without Final Consultation, Anti-Women multiple altercations and the rest is left up to history.

Belizeans must remember that the Freezone is for foreigners to spend money at and bring in foreign exchange to the Belize. Additionally, the zone provides jobs so then this money get to circulate in Belize.

People get to put food on their table. At this point, 800 families and counting will breathe a sigh of relief when the first pay check will come in, for many they cannot wait for the weekend.

We must wear our masks properly at all times.

We must wash our hands repeatedly.

We must get tested.

We must isolate and quarantine when advised by medical practitioners.

And, we are appealing to all to resist the temptation to gather in large numbers during the holidays.--Prime Minister John Briceño’s appeal is the same.

COMMON AS RICE AND BEANS

here seems a marked inequity in our justice system and the word on the street is that people have had enough. There are countless examples where the poor, especially, have been victims of police brutality and abuse. Neither have courts treated them better. While the blame game ensues regarding the responsibility for the backlog of cases at the courts, the people, whose fate languish at the mercy of the courts, despair of ever having their cases heard or must wait years for a judgement to be read. Many police officers have been detained or receive half pay while under investigation for a multitude of different offences. The outcome more often than we might care to recognize, is that it seldom results in charges. On the rare occasion that charges are read, the accused do not suffer any real consequences. The term nolle prosequi has become as common and familiar as rice and beans is to ordinary Belizeans folks. The outrage became palpable when this week a single mother was remanded to the central prison to wait for her case to be heard, having been charged for handling stolen goods.

The very learned Dickie Bradley, Attorney-at-Law, said this week that the group now popularly called the Narco Nine “have a right to apply to the Supreme Court to restore their freedom… because why would innocent people be in prison till April.” We assume this is based on the legal premise that everyone is innocent until and if they can be proven guilty. In Belize, the probabilities that any conviction is likely to stick is slim to none. Meanwhile, white-collar crime has become increasingly conspicuous, in the past thirteen years, involving many high-profile people. The travesty lies in the fact that some await trial on remand, for having been found with a tablet, while others can pay back hundreds of thousands of dollars misappropriated, and with the advantage of an instalment plan to boot. The gentleman who plead guilty in 2019 to the theft of a $4.75 tin of corned beef spent four months in prison because he owed a previous fine of $85 for riding a bicycle without a bell. The fine for theft is a year of jail or $3000 in fines. The magistrate (bless their heart) was lenient and considerate enough to allow him to serve only four months because he did not have the money for the fines. There have been many instances of blatant fraud, misuse, misappropriation, and irregularities by the well-connected. In Belize, you are only labelled a common thief and thrown in prison for any length of time if you are poor, underprivileged or have no connections and cannot afford a learned Attorney-at Law. The Commission of Inquiry recently sworn in has a Herculean task ahead of it. According to its Chairman, it is tasked to “identify all sales of government assets between October 2019 through November 2020…to determine if all appropriate rules and practices and procedures were followed.” However, the mission at hand is so much more than that. Belize is a country badly mistreated and as such has no more patience and even less confidence in its leaders. She has, these past thirteen years, been under the stewardship of abusive, cruel leaders who have plundered and pillaged her unrestrained to their heart’s content. There is a higher purpose for this commission, it is to right the wrongs, to bring equity to the chaos and bias in our society, to allow us as a nation to finally heal. The Commission of Inquiry must uncover and deliver the culprits to Justice. Across Belize, the cry can be heard…Lock Them Up!

arece haber una marcada desigualdad en nuestro sistema de justicia y la palabra en la calle es que la gente está harta. Hay innumerables ejemplos en los que los pobres, especialmente, han sido víctimas de la brutalidad y los abusos policiales. Los tribunales tampoco los han tratado mejor. Mientras que sigue el juego de quien tiene la culpa de la acumulación de casos en los tribunales, la gente, cuyo destino languidece a la merced de los tribunales, se desespera a que sus casos algún día sean escuchados y deben esperar años para que se dicte una sentencia. Muchos policías han sido detenidos o reciben media paga mientras son investigados por una multitud de diferentes delitos. El resultado, más a menudo de lo que nos gustaría reconocer, es que rara vez se presentan cargos. En las raras ocasiones en que se leen cargos, los acusados no sufren ninguna consecuencia real. El término nolle prosequi se ha convertido en algo tan común y familiar como el rice and beans para los beliceños normales. La indignación se hizo palpable esta semana cuando una madre soltera fue enviada a la prisión central a la espera del que se juzgara su caso, tras haber sido acusada de manipular bienes robados.

El muy ilustre abogado Dickie Bradley dijo esta semana que el grupo ahora llamado popularmente los Nueve Narcos “tiene derecho a solicitar a la corte suprema que les devuelva la libertad... porque gente inocente estaría en prisión hasta abril”. Suponemos que esto se basa en la premisa legal de que todo el mundo es inocente hasta que se pueda demostrar su culpabilidad. En Belice, las probabilidades de que cualquier condena se logre son escasas o nulas. Mientras tanto, los delitos de cuello blanco se han vuelto cada vez más notables, durante los últimos trece años, involucrando a mucha gente de alto perfil. La parodia radica en que algunos esperan un juicio en prisión preventiva, por haber sido encontrados con una tableta electrónica mientras otros pueden devolver cientos de miles de dólares malversados, y para colmo con la ventaja de un plan de pago a plazos.

El señor que se declaró culpable en 2019 del robo de una lata de corned beef de 4,75 dólares, pasó cuatro meses en prisión porque debía una multa anterior de 85 dólares por andar en bicicleta sin timbre. La multa por robo es de un año de cárcel o 3000 dólares de multa. El magistrado (bendito sea su corazón) fue lo suficientemente indulgente y considerado como para permitirle cumplir sólo cuatro meses porque no tenía el dinero para las multas. Ha habido muchos casos de fraude flagrante, malversación, apropiación indebida e irregularidades por parte de los bien conectados.

En Belice sólo se te tilda de ladrón común y se te mete en la cárcel por cualquier tiempo si eres pobre, no tienes privilegios ni tienes conexiones y no puedes permitirte un abogado experto.

La Comisión de Investigación recientemente juramentada a su cargo tiene una tarea hercúlea por delante. Según su presidente, se le ha encomendado “identificar todas las ventas de activos gubernamentales entre octubre de 2019 y noviembre de 2020... para determinar si se siguieron todas las normas y prácticas y procedimientos adecuados”. Sin embargo, la misión en cuestión es mucho más que eso. Belice es un país muy maltratado y como tal no tiene más paciencia y mucho menos confianza en sus dirigentes. Estos últimos trece años ha estado bajo el liderazgo de dirigentes abusivos y crueles que la han saqueado y expoliado sin freno a su antojo. Esta comisión tiene un propósito más elevado: corregir los errores, aportar equidad al caos y a los prejuicios de nuestra sociedad, para permitirnos, como nación, sanar finalmente. La Comisión de Investigación debe descubrir y entregar a los culpables a la Justicia. En todo Belice se oye el grito... ¡Enciérrenlos!

BARROW’S LAW: STUDIED BY PUPIL FABER

In a corrupted version of Murphy’s Law, Barrow and Faber have done for Belize any and all that is corrupt. They have left a sour legacy that even History cringes in having to evaluate. Everything Barrow and Faber breathed on got filled with venomous fumes that reduced the Belize to dire poverty, increased joblessness, rank corruption, obscene inaction in government and illegal misuse of public funds.

The UDP are totally against Treaties and new Laws that would expose their blatant inaction and being dismissive of the rule of law. Peyrefitte at the Senate barked: “Why do we need to ratify it(UN Convention)? That comment is so much like a person that is trying to deflect guilt and whose conscience is sputtering.

He and his bosses were happy to flout the rulings of the Caribbean Court of Justice which they themselves ultimately signed on to in 2010.

The flouted the Finance and Audit Reform Act which they beefed up.

Barrow publicly stated that he would not pay after rulings made against his government. In the same year, we hear of obscene contracts, overpriced buildings and hired cronies who do no

That definitely hurt and we must guide our anger to the right place—the coronavirus.

Battle it, we are almost totally free.

After 13 years of unabated corruption in their secretive dealings with the people’s money and assets and unapologetic incompetence in governing seamlessly, Patrick Faber, now in opposition, is staring straight down the barrel of a commission loaded with the intention of turning him and the UDP upside down and to proverbially shake out all there is to bring to the light for the world to see.

The Commission is headed by Senior Counsel Andrew Marshalleck, with the Chamber of Commerce and Industry represented by Marcelo Blake and the Public Service represented by Luke Martinez. At the Swearing-in there was professionalism and cool that would never be felt at a UDP press conference. The commissioners will do their jobs, present a report to the Prime Minister and then we move from there. Do not expect an Aldo Salazar type of inquiry. This will really be open with the only exigency of exposing the truth to the Belizean people.

COVID Vaccinations Strategic Planning of Jab Into Arms The Prime Minister or the Minister of Health will be officially announcing the coming of the vaccinations. Which one? We are still waiting on that information. It has been reported that Belize has been in the list of countries that got sent a letter from PAHO informing us of our pending vaccine vials.

So now, we have a general date in which vaccinations will be seen in Belize—early March is being touted. Vaccinations plus recovered immunities need to reach to as close to 100 percent as possible. Science says that a country is truly Covid-free when 70 percent or more are in the vaccinated and thus mostly immune.

With massive increases in testing, Belize is seeing and feeling more and more hopeful with each passing day. The numbers are back under 300 actives and they are going down fast.

Let us say again, of course, number of infections and deaths will always be intolerable as long as it is greater than zero. The pain is equally jarring and saddening.

Panama and Costa Rica are already in getting one of the Covid vaccines into the arms of their elderly, frontline workers and other vulnerable persons. The world internet counter have risen to the task just as when we first started to follow infections. Now Belizeans can see that the world is getting the vaccines and we can start to feel a semblance of normalcy.

Prime Minister Leads Budget Consultations with Private Sector Representatives

Belmopan. February 3, 2021. 2:55 p.m.

On Tuesday, February 2, 2021, the Prime Minister Hon. John Briceño met with representatives of the Belize Chamber of Commerce and the Belize Business Bureau.

The Prime Minister was accompanied by Hon. Anthony Mahler, Minister of Tourism and Diaspora Relations; Hon. Christopher Coye, Minister of State in the Ministry of Finance, Economic Development and Investment; Mrs. Narda Garcia, CEO in the Office of the Prime Minister; and Mr. Joseph Waight, Financial Secretary.

Discussions focused on the realistic financial situation facing the nation, with a view to rebuilding the economy. The session was constructive with valuable input received from the private sector stakeholders.

The team will be conducting meetings with the unions and other social partners in the days ahead, in full realization that Belize will need all-hands-on-deck to maneuver the difficult financial situation caused by the chronic mismanagement of the economy in past years and further exacerbated by the COVID-19 pandemic.

The Office of the Prime Minister remains grateful for the consistent support it has received from its partners and extends assurances of inclusion in decision-making in the interest of accountability, prudent financial management, integrity and good governance.

The new Chief Executive Officer for Immigration is from Belize City and has s a St. John’s College background from both the High School and Junior College.

His Associates Degree in General Studies preceded a Bachelor’s Degree in Business Administration from the University of Belize. From there he almost immediately enrolled in the National Chengchi University in Taipei, Taiwan to pursue an International Master’s in Business Administration. He culminated his studies with a Ph. D. in Business Administration with a Marketing Major from Keimyung University Daegu, South Korea.

During his most recent work, Dr. Middleton’s experience included amongst other initiatives the following: As Dean of the University of Belize’s Faculty of Management and Social Science • Developed and implemented strategic initiatives for growth • Developed and implemented an innovative and sustainable financial model • Provided professional leadership and supervision • Coordinated the development and review of curriculum • Led the initiative to secure program accreditation • Oversaw the development of the annual schedule of courses • Reviewed and approved student petition to graduate • Managed budgets and reviewed requests for expenditure • Developed annual plans and reported in support of the budgeting process • Recommended travel and other expenditures • Mediated and resolved faculty, staff and student conflicts • Mobilized resources to support programs in the faculty • Created a student-centred learning environment He was also involved in volunteer work for the Emmaus Walk Community, Beltraide’s Belize Entrepreneurship Plan, Belize Assembly for Persons with Diverse Abilities, UNESCO Cross Culture Awareness, ITVET Toledo, PLENTY-Belize, UN Development Program, Ministry of Foreign Affairs and Education and various works during his Taiwan studies. KHALID, WHO’S BUILDING ON BELMOPAN’S GREEN AREAS? People in Belmopan and visitors are irked by the metal skeleton that they see smack in the middle of town on the green of Belmopan. The people of Belmopan revere their green zones. These grassy knolls and flats together with the winding sidewalks are what make Belmopan itself and give her the quiet character that become the subject of conversation of the Garden City and our Capital. Our Capital is supposed to be a pristine getaway from the hustle and bustle of the city.

It is literally the safe haven away from hurricanes that could feasibly wipe out the old capital with the sea wall protection and all. But while we hope that this devastation is staved off forever, the UDP has tried it’s best to corrupt what seemed incorruptible. The Mayor and Senator-to-be and liar about his chumminess with Saldivar and Dermen, was getting rid of the revered green spaces for 1000 dollars a lot. Really....where did the rest go?

This is raping the coffers at its best. Not satisfied with

the public fiasco of the selling of hilltop the lame duck Mayor is now getting exposed as being a fake real estate mogul. Worse yet!

The social prices most likely went to campaign financiers who were happy to buy off these Prime cuts for baloney sandwich prices.

Now we see a skeleton just downtown that is an eye sore and being built where even God request for green grass to grow. There are no answers from the City Council and not from the Mayor. Is the Mayor’s Office still functioning?

So to add to the John Saldivar Avenue greens, and Green Areas everywhere they are negotiating the Harriot Topsey Park. Seems like the Mayor does not care for children spaces either.

Word to the wise and also to the Mayor… let not start signing Miller-like contracts nor Denny-like contracts nor Imer-like contracts.

• The Prime Minister Hon. John Briceño informed Cabinet of the appointment of 11 ambassadors who have been designated to fill bi-lateral and multi-lateral posts abroad. Those designated represent a cross-section of the community and a mix of new and experienced professionals. Notably, 40 percent of the designates are women.

• The Cabinet was appraised of developments to preserve trade preferences with the United Kingdom through the ratification of the CARIFORUM/UK Economic Partnership Agreement which will allow Belize to claim duty-free and quota-free access to the UK market for goods and services.

Besides access to traditional goods like bananas and sugar, Government will pursue opportunities for areas of cooperation and private sector investments.

• At the request of the Hon. Oscar Requeña, Minister of Rural Transformation, Community Development, Labour and Local Government, Cabinet approved funding for the long overdue rehabilitation of the Sarteneja Village Water System. The funds will be used to retrofit and repair the reverse osmosis system.

• The Cabinet gave its approval for Belize to become a member of the International Solar Alliance (ISA). The ISA is an intergovernmental organization that works to deepen cooperation on renewable energy, specifically solar energy. Belize would join the 84-member alliance and would benefit from funding, technology and expertise to assist in the country’s ability to exploit its potential in solar energy, thereby, allowing for the production of cheaper and cleaner energy.

• The Cabinet was updated on the establishment of a fasttrack unit for private sector investment in the Office of the Prime Minister.

• In connection with its commitment to good governance, Cabinet gave its support to introduce a Motion to Amend the Standing Orders for the House of Representatives. This motion will be presented to House of Representatives at its meeting on Friday, February 5, 2021, and seeks, among other things, to reconstitute the Public Accounts Committee to increase its membership from six to nine by the addition of three social partner senators to its membership.

In his rounds to visit the sports facilities that are now under his Ministry of Youth, Sports and E-Governance, Representative of OW East and said Ministry, the Hon. Kevin Bernard only observed dilapidated facilities, stadia and complexes that should be housing and training our future—the youth and children.

Let us not blame Patrick Faber since he was over his head trying to be seen as at least the Champion of the Incompetence and Leader of the Party of Corruption. Working hard and ethically is NOT being a good UDP. Also, Patrick refuses to take the blame since he is not really the leader of the UDP. Patrick refuses to resign like the rest of his contracted cronies. The only plan of the UDP, then and now, that they might think is working is the bankrupting of Belize. Contracting of their people for long standing contracts, leaving Be-

lize penniless to even pay out the contracts as is legally required is a part of the UDP’s infamy. This is the PUP’s ‘cross to bear’ and with John Briceño and his cadre of representatives and Minister’s Belize will turn around. Belize will return to prosperity in spite of the battering at the hands of the UDP; the PUP will see to that.

Minister Bernard visited the People’s Stadium where the Ministry via the National Sports Council is working on getting back our People’s Stadium back in shape. The facility was so abandoned that it will take a series of work to bring this facility back to its original state of greatness. Let’s repeat, the PUP is up to the task of rebuilding the Belize that the UDP tore up.

Ministry of Youth, Sports & E-Governance Announces Formation of National E-Governance Task Force Belmopan. January 22, 2021. 2:30 p.m.

The Ministry of Youth, Sports & E-Governance, aiming to increase the portfolio of efficient and cost-effective public services to citizens, announces the establishment of a National E-Governance Task Force.

The Task Force will serve in a planning and oversight role, responsible for developing the e-governance roadmaps, identifying challenges affecting implementation, and providing advice to facilitate implementation. The Task Force is delegated to develop, advise and champion the e-governance agenda. Additionally, it will focus on prioritizing service delivery improvement to citizens, reducing constraints for business growth and productivity, strengthening the state’s capacity to ensure the efficiency, effectiveness, and transparency of the government’s institutions, and promoting the interoperability of information management systems in the public sector.

The National E-Governance Task Force members are from key government entities and other institutions within the private sector.

Statement by Belize in Support of Guyana Belmopan. January 26, 2021. 3:30 p.m.

The Government of Belize has registered its serious concern regarding official reports of 12 Guyanese nationals and their vessels, the “Lady Nayera” and the “Sea Wolf,” which were intercepted by the Venezuelan Navy the “Comandante Hugo Chavez GC 24” in Guyana’s Exclusive Economic Zone and subsequently detained at Port Guiria, Venezuela on Thursday, January 21, 2021.

Hon. Eamon Courtenay, Minister of Foreign Affairs, Foreign Trade and Immigration, met with the Venezuelan Ambassador to Belize, H.E. Gerardo Argote, at the Ministry of Foreign Affairs on January 24, 2021 for an explanation of his Government’s action.

Minister Courtenay took the opportunity to condemn this latest flagrant violation of Guyana’s sovereignty and territorial integrity by Venezuela. Belize called for the immediate release of the illegally detained Guyanese nationals and their vessels and urged the Government of Venezuela to respect international law and ensure a peaceful resolution of this incident.

Minister Courtenay has remained in close contact with his colleague Hon. Hugh Todd, Foreign Minister of Guyana, on this matter.

Belize reiterates its unequivocal support for Guyana’s sovereignty and territorial integrity and the process underway before the International Court of Justice to finally and peacefully resolve the controversy between the two countries.

One noted invaluable assistance to the region is “Operation Milagro” – a programme which provides free eye medical treatment to OECS nationals requiring interventions to prevent blindness or to restore vision.

These conditions include cata-

ract, diabetic retinopathy and other reversible types of visual impairment. The OECS acknowledges with gratitude the extensive global contributions of Cuba, particularly in the fields of health and disaster management, this in spite of its material limitations and the economic hardships resulting from the US imposed sanctions.”

According to the OECS 473 Cuban medical personnel are working alongside their Caribbean counterparts in eight countries to assist in managing the spread of COVID-19.

GOVERNMENT OF BELIZE MINISTRY OF INFRASTRUCTURE DEVELOPMENT AND HOUSING PHILIP GOLDSON HIGHWAY AND REMATE BYPASS UPGRADING PROJECTAND SIXTH ROAD (COASTAL HIGHWAY UPGRADING) PROJECT CONSULTANCY SERVICES FOR ENVIRONMENTAL SPECIALIST REQUEST FOR EXPRESSIONS OF INTEREST The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) and the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Philip Goldson Highway and Remate Bypass Upgrading Project and the Sixth Road (Coastal Highway Upgrading) Project (the Projects) and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreements. The Financing Agreements prohibit withdrawals from the Financing Accounts for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. The Ministry of Infrastructure Development and Housing (MIDH) through its Project Execution Unit (PEU), the Executing Agency, now wishes to procure consultancy services for an Environmental Specialist (ES).

The objective of the consultancy is to ensure that the environmental requirements are adhered to during the construction phases of the Projects. The ES will be responsible for reviewing, managing and/or monitoring the environmental measures in the Projects’ Environmental, Social, Health and Safety Management Plans including facilitation of the client’s responsibilities under same. I would like to use this medium to congratulate Her Excellency Rossana Briceño on her appointment as Special Envoy for the Development of Families and Children. An appointment well deserved.

A woman who has dedicated her life to children, especially to children with special needs just goes to show the character of this wonderful woman. It takes a special person who is full of compassion, patience, dedication and understanding to help a child who is faced with more severe challenges. She has done so since 1987.

Her Excellency Briceño holds a master’s degree in Educational Leadership, a master’s degree in Curriculum Development and Diagnostic Assessment and a bachelor’s degree in Special Education. This cannot be repeated enough.

It is very important to note that in her inaugural speech, Her Excellency Briceño outlined four outstanding objectives: first, to raise awareness of the condition of families and children in Belize with a view to improving the lives of the most underprivileged among us, second to work with government civil society and the private sector to address and meet the families faced by families and children, third to advocate for the improvement of our women and children at home and abroad, fourth to make sure that the plans and obligations for the protection and advancements of families and children that are a part of my husband’s agenda and for plan Belize are realized.”

Her Excellency Briceño is exactly what the families and children of Belize need as Special Envoy especially in a time like now. We now have real representation!!

The Ministry of Infrastructure Development and Housing (MIDH) through its Project Execution Unit (PEU), the Executing Agency, now wishes to procure consultancy services for a Monitoring and Evaluation Specialist (MES).

The objective of the consultancy is to finalize the Monitoring and Evaluation Framework (MEF) and Implementation Plan to assess the progress of project outputs and outcomes of the Projects. The MES will design an evaluation strategy to assess the Projects’ contributions to socially inclusive sustainable economic development, the intended and unintended impacts on project affected persons and the results of the projects; and establish baselines and conduct a mid-point evaluation. The duration of the assignment is expected to be for a period of 37 months.

CHAPTER 9 FORM NO. 3 NOTICE OF TIME AND PLACE OF NOMINATION Notice of Election for a Member of the Electoral Division of COROZAL BAY His Excellency the Governor-General, having issued his writ for the election of a member of the House of Representatives for the electoral division of COROZAL BAY, the Returning Officer of the said division will on the 15th February 2021 now next ensuing between the hours of 10:00 a.m. and 4:00 p.m. at the COROZAL MAGISTRATE COURT, COROZAL TOWN, proceed to the nomination of candidates, and if there is no opposition, to the election of a member for the electoral division of COROZAL BAY. Forms of nomination papers may be obtained at any Elections and Boundaries Department, Corozal office between the hours of 8:00 a.m. and 4:00 p.m. daily Monday to Friday.

Every nomination paper must be signed by six persons whose names appear on the register of electors and be handed to the Returning Officer between the said hours of 10:00 a.m. and 4:00 p.m.

Every candidate for election shall deposit, or cause to be deposited, with the Returning Officer the sum of two hundred dollars ($200.00), as required by Rule 6 of the Election Rules.

In the event of the election being contested, the poll will take place between the hours of 7:00 a.m. and 6:00 p.m. on WEDNESDAY, 3rd March 2021, and the counting of votes will take place thereafter at the St. Francis Xavier RC School, Corozal Town, on the said 3rd March 2021 at the hour of 8:00 p.m. and at such places as may hereafter be appointed.
