BRICEÑO CALLS FOR ACTION February 13, 2020 The People’s United Party has begun the march to Belmopan, the march to rescue the nation from the clutches of the corrupt United Democratic Party. It was an energized, poised and prepared Party that met with the Belizean public today in Belize City to call for Prime Minister Dean Barrow to step down, and to go to the Belizean people immediately to allow the citizens of Belize to make the change.

In the past weeks, the people have been exposed to the rotten core of corruption in the UDP, festering since Prime Minister Dean Barrow misplaced his two-sided machete the day after elections in 2008. The debacle with John Saldivar, and likely other UDP Ministers accepting

Today, PUP leader John Briceño and the PUP team which will serve the people in Belmopan whenever general elections are called sent the strong message to the Barrow administration – “Our people have suffered too much for too long. The effects of this UDP Government has caused a decade of fear and suffering. It ends now! We will no longer allow criminals to hold the office of Prime Minister in this country. We will not wait for the government to act.”

In a matter of days, the PUP will lead the charge on the streets with a massive demonstration to end corruption and to start the move to right the ship of state. Briceño called on all social partners to join in, because corruption affects each and every one of us, and the time to end it is now.

“While we are confident that the Belizean people will at the earliest opportunity, give us the mandate to lead this nation back to order and prosperity, we have to act now. We have to act to right the ship not only through needed legislation but with radical changes in our values and attitude. We can no longer turn a blind eye to corruption because we belong to the same Party or Organization. It has to be country before Party. We have to put our BELIZE first,” asserted Briceño.

The PUP also took the opportunity to unveil its bold plan to stop corruption in governance, and to ensure that nobody is above the laws of the land.

“First, we will ensure an Independent Public Accounts Committee. One that is strengthened so that substantive ministers cannot be members of the PAC. As well, all House Committee meetings, including PAC meetings will be open to the public and streamed live. Second, the Integrity Commission must do its job effectively. To do so it should no longer be controlled by the Party in Government. Likewise, we will put in place a mechanism to ensure the financial independence of the Integrity Commission with a budget to be approved by the National Assembly. They need the tools and personnel to get the job done! Third, the recent cases of misappropriation of government funds is a clear indication that we need a strong and independent office of the Auditor General. The next PUP Government will ensure that the Auditor General’s Office has unrestricted access to information and with full powers of investigation, including subpoena powers to ensure that requests for information and documentation are complied with expeditiously. The Auditor General’s office will be permitted to submit their budget directly to the National Assembly for approval. Most important, we will ensure that the Auditor General is allowed to present reports directly to the National Assembly and not only to the Prime Minister.

Fourth, the PUP will not only implement UNCAC, but we will also enact Campaign Finance Legislation. In the first 100 days, the new PUP government will direct the Office of the Attorney General to draft Campaign Finance legislation which will be subject to national consultations and review before a final bill is tabled and passed into law.”

These bold new commitments are only the start of a visionary plan to return the nation to stability. Corruption under the watch of Prime Minister Dean Barrow has compromised all the structures of the nation, and must be rooted out. The People’s United Party is ready to lead.

The march to Belmopan begins. The march to a new, vibrant and stable Belize, represented by men and woman of honour, starts now.

On Sunday February 9, 2020, the United Democratic Party brought 569 delegates well-groomed UDP style at the Belize City Center. They had been wined, dined, and paid in full with promises of rumoured lands and other sweets. This was what Patt was being asked when he lost all the little manners he had and pointed to the press with disdain. How dare they question him? Being the UDP DPM for a couple of days placed him under unknown pressure.

Word is that delegates were family members to UDP Standard Bearers so easily swayed to ONE main candidate. Why could the UDP not have delegates come with their educated minds and their loyal hearts to vote for the best leader for their country? Instead, Faber who had some 300 delegates ‘pledged’ to him found out it was all a farce. These would obviously not come through on Election Day as he was walloped by some 115 votes as the delegates on Sunday felt that Saldivar was the best option for Belize. Now they ALL know better.

What was to follow tested the poker faces of all the UDP. Everything was all right they said as they had to sashay in front of the media. Castro and Peyrefitte said in separate occasions they could win a General Election now. They of course were under pressure to say this. They should tell Dean Barrow that.

How did a delegate who voted for John Saldivar feel less than 24 hours after as the state of Utah suddenly became ground Zero for the United Democratic Party? And in 72 hours, John Saldivar’s Leadership was no more. Of course, this was not seamless either. Saldivar and Barrow had conflicting releases. But by Thursday, Saldivar was fully resigned.

All this was not of the UDP’s desire to do the right thing. NOPE. The pressure from the People’s United Party, the Belize Chamber of Commerce, Financial Institutions, the Public Service Union the voice of the people on the streets and the ubiquitous social media was thunderous. This call is still not fully heeded as the powerful UDP is taking its sweet agonizing time to crumble, to the chagrin of Be-

lizeans. The UDP will pulverize; it is just a matter of time.

For Belize-loving Belizeans, it was crystal clear that John Saldivar should have withdrawn his name from the leadership race a long time ago; maybe since Raj Ouellet was found guilty of beheading Pastor Lucas in early December 2019.

Let’s start there. Then in early January 2020 when the court case vs Dermen came up with a trial date of January 27, this was another opportunity to resign.

This trial had upended the previously awaited Sanctuary Bay trial of January 21. This Dermen Biofuel trial in Utah has proven to be the more powerful Kryptonite to the UDP. PM Barrow was right. When Kingston finally said under oath with text messages in hand proving that some 50K was given to Saldivar in Miami, there was hell to pay. To remove Patrick Faber and John Saldivar from leadership aspirations there were millions spent, political capital spent and yet the UDP still owe the people of Belize the triggering of their sacred right—to vote the UDP out.

The UDP/Barrow cares only about removing Faber and Saldivar for personal and real reasons as revealed thousands of miles from our jewel. All this Dermen/ Saldivar saga is costing Belize. Investor confidence definitely took a major hit. The banking sector must have trembled with financial anxiety; UDP Senator Stephen Duncan was automatically sloughed in an obvious distancing away from an environment that stinks of money laundering.

While the UDP was slowly imploding the PUP was busy with the architecture of the final blue print of what to place in the chasm being left by the UDP. Belize is depending on the PUP and John Briceño to cash in their HOPE that a future is there for our children and job-seeking graduates and those unemployed and underemployed during the last 12 years of UDP infamy. The People’s United Party is ready to lead us in building a Belize that works for everyone.

Falla the leeda leeda leeda…

T

he storm which hit the proverbial fan was a surprise to no one this week. The outcome of Sunday’s convention had been decided long before by the padding of delegate’s lists which were more representative of the UDP Standard Bearers’ families than the base of the UDP. The real show everyone was waiting for played out in a court in faraway Utah. That’s when all hell broke loose. Kingston’s testimony implicates John Saldivar in the serious crime of bribery. However there are also issues of how the money in cash entered the country as undeclared funds, its source and purpose unknown. Additionally, these are proceeds of fraud committed against dear ole Uncle Sam. The argument that they are campaign contributions are weak and no one is buying it especially as there was no election on the horizon when these cash transactions were made. These monies were certainly not declared as income for any tax purposes and so there is also the matter of tax evasion charges that must be considered. The FIU certainly must investigate for money laundering and illicit enrichment and all that is not considering what the “Quid Pro Quo” arrangement was.

The PM faced a most unusual conundrum as his party’s Leader Elect could not possibly remain at the helm and lead them into the next general election to an almost certain loss. Still, there is much speculation as to why he backtracked on his word that he would fire any minister who had received monies from convicted fraudster Lev Derman. Speculations are rampant however as to the other Ministers and businessmen that may have also been on Derman’s payroll. To save face, the PM compromised and asked for Saldivar’s resignation and suspended him from Cabinet. The demeaning slap that Hon. Michael Finnegan gave Jules on the face the other day was far more forceful than the slap on the wrist given to Saldivar for lying to his Cabinet colleagues. Some Belizeans still had faith in the PM and thought that for once, he would have done the right thing.

At the Belize Times we harbored no such fanciful illusions, and once again we were proven right.

In fact we wager that if it were not for the tremendous public outcry, Saldivar would still be Leader Elect of the UDP and be sitting prettily in Belmopan. The PM has a long history of compromising his own self-professed scruples, integrity and standards. He sat back and allowed the shenanigans at Immigration with Penner, with nothing more than a dismissal from the ministry. He allowed criminal investigations to be blocked without consequences. By his own words he knew Lands was a “hotbed of corruption.” Yet he allowed it to continue until it was too blatant and obscene and could not be ignored. Vega was stripped of his ministry but is set to run in the next general elections. Saldivar had once before been stripped of his ministerial portfolio and came back and still won as the UDP Party Leader. The list of ministers is long that have been stripped and then returned to favour and continued seemingly as if nothing was ever amiss.

The PM himself has just caused a constitutional crisis by unlawfully and criminally spending in excess of 1.5 billion dollars of public funds. As Minister of Finance he willfully and purposefully violated the Finance and Audit Reform Act. Instead of doing the resigning in shame as would have been the honourable thing to do the PM has chosen to remain in office. Barrow puts his self-interests and those of his party high above those of his country. Is it any surprise that the rest of his sheep follow in his example? PM Barrow lacks the moral high ground and fortitude to fire any of the Ministers.

He is as compromised as they are. The UDP must call the election now! Belizeans must continue to fight against this tyranny, Belizeans must keep the pressure on, and they must demand an election now. Quoting the PSU “Fi God sake just go!”

a tormenta que azotó al proverbial ventilador no fue una sorpresa para nadie esta semana. El resultado de la convención del domingo había sido decidido mucho antes con el acolchonado de listas de delegados que eran más representativas de las familias de los portaestandartes que la base del UDP. El verdadero espectáculo que todo el mundo estaba esperando se llevó a cabo en un tribunal en la lejana Utah. Ahí fue cuando se desató el infierno. El testimonio de Kingston implica a John Saldívar en el grave delito de soborno.

Sin embargo, también hay cuestiones de cómo entró el dinero al país en efectivo como fondos no declarados, su fuente y propósitos desconocidos. Además, estos son los procedimientos de fraude cometidos contra el querido viejo Tío Sam. El argumento del que son contribuciones de campaña es débil y nadie se lo está tragando, especialmente porque no hubo elecciones en el horizonte cuando se hicieron estas transacciones en efectivo. Estos fondos ciertamente no fueron declarados como ingresos para su correspondiente pago de impuestos sobre la renta, por lo que también existe la cuestión de los cargos de evasión fiscal que debe ser considerado. La FIU ciertamente debe investigar para el lavado de dinero y el enriquecimiento ilícito y todo eso no considerando lo que era el acuerdo “Quid Pro Quo”.

El Primer Ministro se enfrentó a un dilema muy inusual, ya que el líder electo de su partido no podía permanecer al frente y llevarlos a las próximas elecciones generales a una pérdida casi segura. Aun así, hay muchas especulaciones sobre por qué se retractó en su palabra de que despediría a cualquier ministro que hubiera recibido dinero del estafador convicto Lev Derman. Con todo, las especulaciones son crecientes en cuanto a los otros ministros y empresarios que también pueden haber estado en la nómina de Derman. Para salvar la cara, el Primer Ministro se comprometió y pidió la renuncia de Saldívar como líder del UDP y lo suspendió del Gabinete. De hecho, le apostamos a que si no fuera por la tremenda protesta pública, Saldívar seguiría siendo el Líder Electo del UDP y estaría lindamente sentado en Belmopan.

El Primer Ministro tiene una larga historia de comprometer sus grandiosos escrúpulos, integridad y estándares auto profesado. Se sentó y permitió las travesuras en Inmigración con Penner, con nada más que un despido del ministerio. Permitió que las investigaciones criminales fueran bloqueadas sin consecuencias.

En sus propias palabras sabía que el departamento de Tierras era un “nido de corrupción”. Sin embargo, permitió que continuara hasta que fuera demasiado descarado y obsceno y no podía ser ignorado. Vega fue despojado de su ministerio, pero se postula en las próximas elecciones generales. Saldívar había sido despojado de su cartera ministerial y había regresado y aun así ganó como líder del partido UDP. Es una lista larga la de ministros que han sido despojados y luego han vuelto al favor y aparentemente continúan como si nunca hubieran hecho algo impropio.

El propio Primer Ministro acaba de causar una crisis constitucional al gastar ilegal y criminalmente más de 1.500 millones de dólares de fondos públicos. Como Ministro de Finanzas violó intencionalmente y deliberadamente la Ley de Reforma Financiera y de Auditoría. En lugar de renunciar en la deshonra como habría sido lo honorable el Primer Ministro ha optado por permanecer en el cargo. Barrow pone sus propios intereses y los de su partido por encima de los de su país. ¿Es de extrañar que el resto de su rebaño siga su ejemplo? El Primer Ministro Barrow carece de la alta moral y la fortaleza para despedir a cualquiera de los ministros. Está comprometido tanto como ellos. ¡El UDP debe convocar las elecciones ahora! Los beliceños deben seguir luchando contra esta tiranía, los beliceños deben mantener la presión y deben exigir una elección ahora. Citando al PSU “¡Por el amor de Dios, ya vete!”

Kudos We at the Belize Times are proud to salute the men and women of the People’s United Party who have offered themselves for office, and who stood together today in Belize City to condemn and denounce corruption. This is a new PUP, a fresh breeze. Enough is Enough! Kudos to the Party leader and crew. To the faithful supporters of the Party, get ready. Elections will be soon and we need to get this dirty, rotten bunch out of Belmopan. To all Belizeans – let us stand together to save our country.

Tranche Man A man in a Court in Utah dropped the hammer on John Saldivar a few days ago. He explained how he saw Lev Dermen give John Saldivar cash in Belize – stacks of cash. On the stand he explained texts with John, in which John begged for cash. He explained how John flew to Miami to pick up $50,000. He spoke about Lev agreeing to finance the campaigns of at least four UDP politicians. All of this comes as no surprise to Belizeans, who knew it was coming. It can’t have come as a surprise to John Saldivar, who knew exactly what he did. And we are told that it was no surprise to old bad back Barrow. Sources in Cabinet say that right after the allegations came out, John sat down with the old man to come clean. The question then has to be – what was the purpose for the big show? And since everybody now knows that the Convention was just a big show, who was the circus-master, and who was pulling the strings?

All we know at this time is that John is done, and so is our friend Pats.

Interesting time in that dirty old Party. Interesting times indeed.

Dirty Old Man Sources in the Patrick Faber camp have reached out to us to express their outrage at the Prime Minister. They claim, and we knew, that the Prime Minister put a political hit on Faber. And we know why. The hilarious thing is that sources in the Saldivar camp have come to the same conclusion – that the Prime Minister put a political hit on Saldivar. And this was all part of a grand plan. If indeed it was, we have to say that we’re impressed. We didn’t know that Barrow had a last spurt in him.

And it’s started us thinking. What if Barrow never intended to give up power any at all? What if Barrow never intended for Faber or Saldivar to be leader of the UDP? Has anybody seen the First Son lately? That fellow Anwar? We heard he’s gone off to Harvard or somewhere to get a degree or something? Could it be that Barrow is holding on as long as he can so he can hand off the reins to somebody in his family? We know how much this fellow loves his family members. Think about this a while.

Stranger things have happened.

Rice & Beans We were walking on the street Sunday after the UDP convention and heard one person telling another that even the rice and beans served at the convention tasted like corruption. Listen, we understand politics.

We understand that politicians have supporters. But how can these people who supported John Saldivar sleep at night? At one point when John said thanks to God for the victory, we dived for cover. We seriously thought he would be struck by lightning. Like for real. There’s reliable word that 350 delegates were given land in return for their votes. There’s reliable word that Gaspar Vega and Imer Hernandez both chipped in to pay $350,000 for the 350 lots at $1000 each. We’re talking caye land people. There is reliable information that a Minister took in that money personally to pay for the 350 lots – all to be given to delegates to secure that vote. We knew politics could be dirty. But this UDP crowd is nasty.

We love you Pats We just wanted to say don’t give up Pats. We hear the poor guy had to be hospitalized after the Convention. From the look on his face we thought he’d fall down on stage, especially when John hugged him close and gave him that special squeeze. Actually, we hear John and Patrick used to squeeze each other quite a lot – a whole lot – back in the days.

Anyway that’s another story for another time. Stay strong Pats. We figure that one of the third parties has been trying to call you to get you to join them. Might be something you want to think about, because the UDP isn’t for you buddy. It’s time to say goodbye.

Introduction at Party Leader State of the Nation Presentation

Inside the Laboratory of Frankenstein

Today we gather is deadly serious times. Our Belizean journalists, while under threat and attack by this Government, have done an incredible job especially over the past few weeks and days providing live breaking news on their broadcasts and social media.

And like a Netflix series we have been gripped by the chaos, drama and disaster that Dean Barrow has designed and directed, pretending, as usual that he is just trying to do the right thing.

But this is not a movie, this is not make believe, this is real Belizean meltdown, nationally and internationally and we are not just spectators, this is us, this is happening to us. We the people.

Dean Barrow is our modern Frankenstein.

John Saldivar is his latest monster creation, and the sick reality, when you think of all the little monsters with names like Penner, Vega, Castro and Shyne that Dean Barrow created we must now realize that he is the big monster in the room – Frankenstein himself.

Last year, a Belize City man was sentenced to 4 months in jail for stealing a $4.75 can of corned beef. This afternoon I want to share how Dean Barrow and the UDP Government violated important LAWS and repeatedly violated our constitution giving out contracts to their family, friends and cronies.

Our Party Leader Hon John Briceño and Hon Julius Espat just won a landmark court case against the Prime Minister.

There are hundreds of examples of the Prime Minister and the Financial Secretary breaking the law. And at the end of this long list of crimes committed, our Supreme Court and Chief Justice have found that $1.4 BILLION has been wrongfully spent.

For 12 years the UDP ignored, underfunded and undermined the Integrity Commission, the Public Accounts Committee, the Auditor General and the Contractor General, the very institutions that were set up to protect the people’s money.

The Chief Justice confirmed Dean Barrow spent $100 million of TAX dollars 2012/2013 without approval. This was spent in the run up to the 2012 General Elections. Today, eight years later, we still don’t know who got this money, how much they got, and whether the monies were misappropriated. $100 million dead and gone.

For approximately two years – 2018 and 2019, there was no contractor general in office. It means that the duty to ensure that contracts are awarded impartially and on merit, investigations into fraud and waste was not lawfully performed because the UDP, under Dean Barrow, refused to fill this position. But this did not stop the UDP Government from awarding contracts to their cronies.

The UDP is guilty of even more

unlawful mismanagement of public funds.

Under the Finance and Audit Reform Act, the Government is required to submit contracts to the Contractor General for his review before the contracts are signed.

In our view, government contracts which have not been reviewed by the Contractor General are illegal. It follows that it is illegal to spend public funds in relation to unlawful contracts.

To be clear, the position of the PUP is that all government contracts issued without prior review by the Contractor General are illegal.

The finance and audit reform Act makes clear provisions dealing with major contracts. All major contracts must be by open tender. What is more, the Minister of Finance must present these contracts to the National Assembly within one month of execution.

The UDP has never complied with this legal requirement. Dean Barrow has awarded hundreds of millions in contracts to cronies, but he has never presented them to the National Assembly as required by law. It is our opinion that these contracts are still subject to review and liable to be set aside for failure to comply with the law. All spending of public monies in violation of law is illegal.

The Senate Special Investigation has shown very clearly the widespread criminality in the Immigration Department.

Senator Aldo Salazar has so far refused to issue the final report of the Committee.

The Prime Minister has himself described the Ministry of Lands as a “hotbed of corruption” under the disgraced Gaspar Vega.

Belizeans have witnessed the granting of road contracts to cronies who have failed to perform to standard – look at Faber’s Road, Lake Independence Boulevard, San Estevan Road, to name a few.

Today, I have shown the wholesale disregard for the Contractor General Act and the Finance and Audit Reform Act by the Minister of Finance Dean Barrow.

What the UDP has done to Belize is far worse than the CORONA VIRUS. This is no joke. Dean Barrow has contaminated our system of governance and accountability with a $1.4 BILLION series of unconstitutional crimes. And the disease of criminality and corruption will continue to spread unless WE decide to quarantine the virus.

My friends, I must repeat, this is not a movie, this is BELIZE. This UDP government is on borrowed time. They are becoming more desperate and reckless by the day. Let us not forget that they still have enormous power. Frankenstein is still in control, even after the Chief Justice and the Supreme Court has come down heavy on him to the tune of $1.4 Billion.

But the media and the people can now see deep inside Frankenstein’s laboratory and it is full of blood on the floor.

There is only one vaccine that can stop this VIRUS from spreading further, and that is the VOTE. The power of the people will be tested like never before in 2020.

The People’s United Party says it’s time to hold wrongdoers to account. It is time for action. The Party Leader will now share with you the Party’s demands and plan of action.

supported by text messages produced as evidence, have reportedly incriminated a senior Minister of Government, the Hon. John Saldivar.

We note that Saldivar has since resigned as Party Leader-Elect of the United Democratic Party and that Prime Minister Dean Barrow has “indefinitely suspended” him from his duties as Minister of National Security. The BNN demands to know if this means that the Hon. Saldivar remains as the substantive Minister of that portfolio, and if he is still receiving full salary and benefits afforded to that post from taxpayer funds. We urge the Prime Minister to remove the Hon. Saldivar from Cabinet and order that the Financial Intelligence Unit immediately investigate all the allegations involving Hon. Saldivar and any other politicians who have been implicated in the receipt of Dermen funds.

Unregulated and unsanctioned campaign contributions threaten our national interest. Such contributions influence Belize’s local politics, damage our international reputation, and threaten our economic stability. The BNN asserts that the time is now to establish a system to regulate campaign contributions.

BNN calls on GOB to introduce campaign financing legislation immediately In the context of this week’s political fallout in the wake of testimony given in Utah courtrooms, the Belize Network of NGOs (BNN) calls on the Government of Belize to take all necessary steps to immediately introduce campaign finance legislation to set out transparency and parameters on how funds are provided to political parties and candidates vying for public office.

We believe the new campaign finance laws should include limits on the size of contributions to political parties and political candidates, require that all campaign contributions be declared, that spending in elections be regulated, and that election expenses be made publicly available and subject to limits for candidates and registered political parties, among other provisions.

We urge the Government to introduce such campaign finance legislation before the passage of the budget for the new fiscal year. Princess Hotel, Belize City Thursday 13th February 2020 I join with others before me in thanking you all for being here with us this morning. Today our nation faces unprecedented crime, corruption and crisis.

The state of the Nation is bad. This is why we have asked you here today.

On Sunday, the United Democratic Party, tempted fate, it elected John Saldivar as its leader with full knowledge that serious criminal allegations swirled around him.

So now, as they say, the chickens have come home to roost.

It was only after Jacob Kingston gave evidence under oath implicating John Saldivar in bribery and only after text messages between John Saldivar and Kingston were revealed in court that the Prime Minister finally acted, not by firing Saldivar however, but by suspending him.

As I said yesterday, this is an insult to the Belizean people. So today we have an accused criminal still calling himself the Minister of National Security. John Saldivar was suspended from Cabinet therefore, Dean Barrow lied when he promised to fire whoever was exposed in this sordid criminal saga. Of course no one is surprised by Dean Barrow’s actions. After all, he has also been found to have violated the law.

On the 31st January the Chief Justice delivered a landmark decision. He decided that the Minister of Finance, Dean Barrow had unlawfully, unconstitutionally and criminally spent more than 1.5 billion dollars of public funds. The Chief Justice found that the Minister of Finance violated the Finance and Audit Reform Act. That is criminal.

In democratic nations when a Minister of Finance is found to have violated the law they would immediately be fired, or they would do the decent thing and resign.

The Chief Justice has allowed six months for the Constitution to be amended to retroactively approve this unconstitutional expenditure.

Let me be clear.

The People’s United Party is not prepared to support any such amendment. We will not participate in any cover up of this criminality. We demand transparency and accountability. The PUP demands the appointment of an Independent Commission of Inquiry chaired by an international Commonwealth jurist to inquire into how this unconstitutional spending could have taken place for more than a decade.

We also demand that a forensic audit of this illegal spending, with special emphasis on the Petrocaribe spending, be carried out by a reputable international firm of forensic accountants. We believe that before any constitutional amendment can be considered, there must be a systemic review to ensure that this can never happen again. We also believe that those who broke the law must be made to face the courts. We will therefore present the Commissioner of Police and the Director of Public Prosecutions with the evidence as well as the Chief Justice’s judgment so that criminal prosecutions can be instituted. No one, no Saldivar and no Barrow is above the law. We promise the Belizean people that we will follow this matter to its obvious conclusion.

Ladies and Gentlemen, the UDP promised an open and transparent government and failed to do so. They promised to end corruption and to act swiftly and failed to do so.

They promised to implement the United Nation’s Convention Against Corruption (UNCAC) and failed to do so.

The result of all this is the breakdown of systems and of law and order in our nation. While we are confident that the Belizean people will at the earliest opportunity, give us the mandate to lead this nation back to order and prosperity, we have to act now. We have to act to right the ship not only through needed legislation but with radical changes in our values and attitude. We can no longer turn a blind eye to corruption because we belong to the same Party or Organization. It has to be country before Party. We have to put our BELIZE first!

If we are to carry out the business of the nation honestly and effectively, we need a national effort against this corrupt culture of handouts, political favours, nepotism and dishonesty. Only by such actions will we be able to get on with the work to win the war on crime, create good jobs for our people, especially young people, and bring hope to our people that there will be no corruption.

I am ready, we in the PUP are ready to do all possible to break this corrupt cycle so that we can work for the betterment of this nation and ALL the people.

And here is how it starts: First, we will ensure an Independent Public Accounts Committee. One that is strengthened so that substantive ministers cannot be members of the PAC. As well, all House Committee meetings, including PAC meetings will be open to the public and streamed live.

Second, the Integrity Commission must do its job effectively. To do so it should no longer be controlled by the Party in Government. Likewise, we will put in place a mechanism to ensure the financial independence of the Integrity Commission with a budget to be approved by the National Assembly. They need the tools and personnel to get the job done!

Third, the recent cases of misappropriation of government funds is a clear indication that we need a strong and independent office of the Auditor General. The next PUP Government will ensure that the Auditor General’s Office has unrestricted access to information and with full powers of investigation, including subpoena powers to ensure that requests for information and documentation are complied with expeditiously. The Auditor General’s office will be permitted to submit their budget directly to the National Assembly for approval. Most important, we will ensure that the Continued on page 8

Auditor General is allowed to present reports directly to the National Assembly and not only to the Prime Minister.

Fourth, the PUP will not only implement UNCAC, but we will also enact Campaign Finance Legislation. In the first 100 days, the new PUP government will direct the Office of the Attorney General to draft Campaign Finance legislation which will be subject to national consultations and review before a final bill is tabled and passed into law.

Fifth, we must make the National Assembly function as the centrepiece of our government, complete with all requisite checks and balances. That means that the next PUP Government will ensure a minimum of one House Sitting per month.

And sixth, we demand Senator Aldo Salazar to immediately release the findings of the Senate Select Committee on the hustle at the Department of Immigration.

We demand follow up action including criminal investigation and prosecution as deemed necessary.

Our immediate actions will start today as I instruct our legal team to write to the Financial Secretary to request copies of all warrants signed by the Minister of Finance during the current fiscal year.

We will demand copies of all contracts issued for over five million dollars that were not brought to the National Assembly for approval.

We want to see how much has been spent and what is outstanding. All such contracts and all spending under such contracts are in violation of law.

There was no Contractor General for approximately two years.

Therefore, we will demand copies of all contracts that were issued without the approval of the Contractor General. These contracts must be made null and void.

Finally, we will be writing the International Financial Institutions including the IMF, CDB, World Bank, the IDB and informing them of the unprecedented criminality of the UDP Government. All foreign funding of illegal contracts must be subject to review to determine the extent of illegality. Belizeans should

not be made to pay for loans that were made to fund contracts under illegal circumstances.

Just imagine, one point five billion dollars spent without proper approval. Over one hundred million in 2012-2013 in what they describe as “slippage.” All moneys that could have gone to help our poor, to assist our struggling middle class, our hard-working small farmers and businesspeople.

Hundreds of millions could have

been used to better equip our schools and hospitals, and to better fund the police department to wage war on crime.

Our people have suffered too much for too long. The effects of this UDP Government has caused a decade of fear and suffering. It ends now!

We will no longer allow criminals to hold the office of Prime Minister in this country. We will not wait for the government to act. We have no confidence that they will.

How could we after what we just witnessed from the PM? His response, his way of dealing with the allegation of bribery and corruption

by John Saldivar is to have the police investigate their minister.

The time for talking is at an end.

2020 Yesterday I directed all our Standard Bearers to begin intense efforts to culminate with a massive mobilization through the streets of Belize City. On Monday we will announce the date and time when we will take the streets.

We are calling on civil society, the social partners and all patriotic Belizeans to join us as we march for an end to corruption, for an end to the lies and deception, an end to the kind of incompetence that has caused us to see out of control crime and violence and so that we can get on with the work of creating jobs and improving the lives of our people, especially the poorest among us.

As Christian educational institutions, the Bill, as currently worded, creates a risk to our schools and students of forcing the adoption of concepts and ideologies which are in direct contravention of our Christian beliefs, the Divine Law, Natural Law and Divine Order of Creation.

GAMAS finds the Equal Opportunities Bill to be a sweeping and far reaching legislation, which may infringe upon and disrupt parental rights. Based on the review conducted by GAMAS’ attorney, we are advised that the Bill also violates every Belizean’s right to equal protection of the law and may be interpreted in a manner that infringes upon freedom of expression and freedom of assembly and association.

This Bill invites abuse without allowing for due process of those accused, who under this proposed legislation are assumed guilty until they prove their innocence.

GAMAS therefore unreservedly rejects this Bill in its current form. Let us find a way to curb unjust discrimination – but not at the expense of the Christian vision of our schools and society, and the violation of our constitutional rights.

THINKING OUT LOUD BY: KEVIN BERNARD

My faithful readers have commented that they haven’t seen a column from me in quite some time. It’s true, so I’ve committed to them that I will be doing more writing in the days ahead. The truth is that I’ve been busy at Town Hall, working along with my team to serve the people faithfully. That is why we were elected – to serve.

It seems that many of our UDP politicians have forgotten that.

I have also been busy meeting with my people in their business places, homes, on the streets. I want to hear your concerns, and discuss the development of our community. I want us to figure out a way forward together. I want my people to be included in all decision-making. That is my way, and that will always be who I am. But sadly, some of our UDP politicians have gone deeply wrong.

I wonder how many of us realize that we are in a Constitutional crisis. I wonder how many of us realize what that means. We are in serious trouble as a nation. This is no joke. Along with all right thinking Belizeans, I was blown away by the travesty that was the UDP’s convention and selection of a new leader. How could the UDP even go through that charade knowing fully well what was happening with John Saldivar? The UDP must have known what was going to be in those texts between John Saldivar and Jacob Kingston.

John Saldivar certainly knew what Jacob Kingston was going to say.

These people are sick. They are mad. This whole thing is madness.

Dean Barrow has betrayed this country. There is no other way to put it. He has condoned corruption from day one. What we are seeing right now with John Saldivar and so many other corrupt Ministers in Cabinet is because Dean Barrow refused to do the right thing from the very beginning. Maybe if Elvin Penner, that worthless excuse of a Belizean, had been investigated and arrested and charged and jailed for selling our Belizean birth right, things would be different now.

Forget party colours. Forget PUP and UDP. As a Belizean, I am ashamed of all those delegates who participated in the UDP

Convention on Sunday and voted for John Saldivar. They wore his shirt and waved and clapped and cheered and voted for this man to be given the opportunity to lead this country. I don’t understand that. John Saldivar has been linked to scum like William Danny Mason, the man who has been convicted in a Court of law of mur-

dering a pastor. This was Saldivar’s friend and business partner. Now Saldivar has been accused of taking bribes from a man who is on trial for massive fraud. There are pictures which show him hanging out with this guy Dermen.

He went on trips with Dermen.

He and his entourage travelled on Dermen’s private jet, partied with him. A man, one of Dermen’s friends who also hung out with Saldivar, stood in a Courtroom and described how Saldivar begged for money. He described how Saldivar personally flew to Miami to collect $50,000 in cash.

I don’t understand. What kind of people support a man like this?

What kind of people would support this man and vote for this man to be leader of any party, much less the Prime Minister?

I join my Party Leader in calling for the investigation of John Saldivar and all those who have been accused of illegal dealings with Lev Dermen. We MUST show the people that we are serious.

To my people of Orange Walk Town, and the communities of Orange Walk East I say this. The power is in all our hands. We all deserve governance that we can be proud of. We deserve leaders who are honest and who serve with integrity. It is time for a change, my friends. It is time.

How the mighty have fallen: the man who relished the spot-light, who never passed up the opportunity to call a press conference, attended by all the highly paid cronies and flunkies who have gotten rich off the tax payers monies.

On Wednesday the vaunted Prime Minister dodged the media and opted for a pre-arranged video message on the latest corruption scandal to bubble up out of his corruption ridden government.

The brief message was a lie and a hoax. John Saldivar, now an object of scorn and derision was “asked” to resign. Not from his high government position as Minister of National Security, but as the Party leader of the scandal-ridden UDP. Wasn’t Saldivar supposed to be fired from Cabinet? Wasn’t that the sacred public promise made by the Prime Minister to this nation? Did not the Prime (crime?) Minister specifically state that should any Minister in Cabinet be shown to have accepted monies from two crooks undergoing trial in the USA, he or she would be fired? Yes he said that.

Did he not say he asked each Minister in Cabinet if they had received any monies whatsoever from the two crooks, and each, school girl like, replied no. Did he not say if it should be shown that any of them lied to him in Cabinet, they would be vanished?

And yet, in the face of clear evidence, complete with text message, date of occurrence and placed in Miami where FIFTY THOUSAND USA dollars were handed to the pompous, dishonest Saldivar, he has not been fired from Cabinet.

Instead, the Minister who is the head of the bandits (what a name) sports team, and who has had (as Shakespeare would say) nothing to prick the sides of his bulging, big belly, but vaulting ambition, was merely suspended.

Hidden behind the sensational and scandalous testimony sworn to as facts and truth in the USA Court in Utah, was another matter, or rather other matters.

The Prime Minister himself, just weeks ago had suffered a huge political body blow. The Supreme Court had just pronounced him guilty.

Guilty of the most egregious and unforgivable conduct. He had been violating the sacred Constitution of the country AND the Finance and Audit law which makes it a criminal offence to do what he did.

And he did it over and over again, to the tune of ONE BILLION, FOUR HUNDRED MILLION DOLLARS. Mind bulging. How could that ever have happened? This criminal activity went on for years and years.

The Prime Minister and as Minister of Finance, dipping his government greedy hands into tax payers monies. …Without any Parliamentary approval. …Without any accountability. …Without any auditing.

Kudos to Johnny Briceño, the constitutional Leader of the Opposition and Julius Espat, Chairman of the Public Accounts Committee for taking Prime Minister Dean Barrow to the Supreme Court successfully.

A historic first for Belize and the Commonwealth Caribbean countries.

This major Supreme Court judgement need widespread publicity. It is a significant blow in the battle for a better Belize.

And what was dishonourable Barrow’s response? Silence. A stoney shameful silence. The man who loves press conference, who loves purple prose and grandiloquent sounding nouns and adjectives, had not a word to say.

Condemnations should have come, fast and furious over his disgraceful head. But alas! A distraction straight out of the mouths of crooks in a USA court crowded out the condemnations. Saldivar’s sordid story stole the front pages and 6:30 p.m. television news. The mini-series was too juicy to ignore.

Barrow had planned his own home-made distraction. The UDP was to hold a grand convention to determine whether Saldivar or the helpless Faber would be the new party leader. As the crooked Kingston testified of Saldivar’s dirty dealings, it was clear the convention should be postponed. But Barrow needed to distract the media and the nation from the awesome Supreme Court judgement that condemned him and his legacy as a Prime Minister who arrogantly broke the law, and committed criminal actions.

What Minister Saldivar is accused of doing is bad. Very Bad. What Prime Minister is convicted of in the Supreme Court is worse.

Far worse.

It is time for the Prime Minister to go. Your time is up Sir. You cuddled corruption too long. You have done our nation and its people too many wrongs. You should be suspended from Cabinet and government, indefinitely.

So shall it be written, so shall it be done.

JOHN SALDIVAR NAMED IN U.S. COURTROOM One day after he was anointed leader of the United Democratic Party amid controversy, corruption and scandal, John Saldivar’s name has been called in a US Courtroom. Today, witness Jacob Kingston revealed that he had personally seen Saldivar receive wads of cash from accused fraudster Lev Dermen.

Allegations surfaced weeks ago that Saldivar had received bribes from Dermen in return for political favours. It is against that backdrop that the corruption riddled UDP selected Saldivar to lead them.

While the UDP’s woes are their own, and they will face the wrath of the Belizean people in due course, the People’s United Party understands that Saldivar’s appointment will not only affect the UDP, but the entire nation. Belize has been ridiculed for too long because of the stink of corruption under this UDP. The Party Leader calls on the Prime Minister to fire John Saldivar, as he promised on record to do if there was evidence of Saldivar being bribed. Indeed, according to Section 37 of the Belize Constitution, Dean Barrow no longer qualifies to be Prime Minister of Belize. He should resign immediately, in disgrace. Enough is Enough.

REGISTER TO VOTE, PUP

“He is Scoundrel enough to have me voting” This is a comment seen on social media following John Saldivar’s launch of his leadership campaign in the latter months of 2019. Now in mid-February it sounds prophetic as the scoundrel has been risen and slammed back down to earth all within 72 hours in what is definitely among the quickest leadership debacles in history.

It might not be the best reason but all this has given rise to a new realization that voting the UDP out and voting in the visionary PUP is a thing of importance to Belize. A peaceful life devoid of political interference begins with the political move of voting for the right leaders. Sunday February 9 has been added to the UDP halls of infamy and is a good example of what is NOT for Belize.

When deciding to vote making that important first move is most often the most difficult.

Going to REGISTER If you have never voted before and feel the urgency of the moment to save our Belize. That urgency should lead you to register so that you can get a chance to mark your dissatisfaction with the present UDP government. In Belize, we register that dissatisfaction by voting on Election Day…and then holding those you vote for accountable. Do not lose

touch with your government.

If you are all over Belize at your work, commuting in a bus, eating at a restaurant, riding a taxi, strolling through social media and feeling that you are disenfranchised by the UDP, REGISTER. If, you don’t have a job, REGISTER. If, you don’t have a piece of land to your name, REGISTER. If, you hate living from pay check to pay check, REGISTER. Were you mistreated at your hospital, if you even have one, REGISTER. If you are anxious about your child or yourself completing your education, REGISTER. Ask yourself, who are you voting for in the upcoming General election to be called this 2020?

2020 ‘Overwhelming and terrifying’: the rise of climate anxiety Experts concerned young people’s mental health particularly hit by reality of the climate crisis Over the past few weeks Clover Hogan has found herself crying during the day and waking up at night gripped by panic. The 20-year-old, who now lives in London, grew up in Queensland, Australia, cheek by jowl with the country’s wildlife, fishing frogs out of the toilet and dodging snakes hanging from the ceiling.

The bushfires ravaging her homeland over the past few weeks have taken their toll. “I’ve found myself bursting into tears … just seeing the absolutely harrowing images of what’s happening in Australia – it is overwhelming and terrifying.”

Hogan said her lowest point came when she heard about the death of half a billion animals incinerated as the fires swept through the bush. “That was the moment where I felt my heart cleave into two pieces. I felt absolutely distraught.”

The physical impact of the climate crisis is impossible to ignore, but experts are becoming increasingly concerned about another, less obvious consequence of the escalating emergency – the strain it is putting on people’s mental wellbeing, especially the young.

Psychologists warn that the impact can be debilitating for the growing number of people overwhelmed by the scientific reality of ecological breakdown and for those who have lived through traumatic climate events, often on the climate frontline in the global south.

Advice for parents Remember that you do not need to be a climate expert It’s OK to explore learning together. If your child asks a question you can’t answer immediately, respond by saying: “What a great question. Let me look into that so I can answer it properly.”

Try to validate, rather than minimise, children’s emotions If children express anxiety, it’s much better to say: “It’s OK to feel worried. Here is what we can do about it,” than to say: “Don’t worry. It’s all fine.” But always try to support this emotion with suggestions for positive action.

Negative information hits harder Bad or threatening facts tend to resonate more strongly – and therefore stick in the mind. So try to balance one piece of negative news with three pieces of positive news. Have some examples of good climate-related news ready – for example, successful conservation projects.

For younger children, keep it local and tangible Suggest litter picks and school events. For teenagers, encourage them to stay connected at a wider level – help them write to their MP, take part in protests and join local communities and campaigns.

Set practical goals as a family and follow through Record and celebrate your climate successes together (even a piece of paper on the fridge door). Reinforce the message that small actions can make a big difference.
