ed their 18 women candidates that will be contesting the municipal elections on March 7, 2018, while President of the United Women’s Group and the only PUP Mayoral candidate, Tanya Santos, invited the women to embrace their women power in one united front.

Presentations ranged from health and education to leadership and the law, as the dynamic women were encouraged to be always aware of the issues affecting Belize in these respective areas. Health expert Deisy Mendez presented statistics in women’s health and explained that women play a vital role in society while Dr. Candice Pitts, Councillor Candidate for the PUP in Belize City, spoke about Women and Education. Pitts told the Forum that it is critically important that our women are formally trained and given the opportunity to carry on leadership roles: “We commend the party for the 30% minimum threshold, which should guarantee at least 30% representation of our women in political leadership.”

Senior Counsel Dolores Balderamos Garcia, known for her passion for fighting for women’s rights expounded that our women must know their rights and presented recommendations for the PUP to include in their women’s agenda, including an urgent revision of the minimum wage. Carolyn Trench Sandiford offered five recommendations for the PUP to include in the Women’s Agenda to assist and serve the Belizean people. Among her recommendations is to allow for women to make up 30% in the Cabinet, Senate and House of Representatives.

The women of the People’s United Party welcomed Party Leader John Briceño with the real love of the PUP. In his address, Briceño congratulated the UWG and all women attendants for their support and contributions to the PUP. Briceño also urged the women of the PUP to continue their quest to become active participants in the decision-making processes of the party: “We are grateful that the U.W.G. has brought together our women from all corners of the nation to address your aspirations and your concerns…let us begin electing women to lead, electing PUP women to lead. We have qualified and competent women professionals among us. It is time to embrace our power!

ACCUSED MURDERER MICHELLE BROWN STILL ON FULL PAY Thursday, 08 February 2018 As we go to press this evening, the Belize Times has been able to confirm that Michelle Brown, accused of murder in the sensational death of Fareed Ahmad in December, is still receiving her full pay even though she is on interdiction.

Sources tell us that following multiple queries by our newspaper this past week, instructions were hurriedly sent to the pertinent payroll authority to place Brown on half pay, effecting mid-February. In normal circumstances Brown, accused of murder and supposedly placed on interdiction since December, would have automatically been placed on half-pay.

Almost a month and a half since WPC Michelle Brown’s murder of 38-year-old Fareed Ahmad, his family remains dissatisfied with elements of the police’s investigation. At a press conference on Tuesday February 6th, the family expressed that there are still many unanswered questions. Furthermore,

Fareed Ahmad they are of the view that the Police are propagating a narrative to muddy the waters. While they cannot determine the reason, these attempts have made them question the thoroughness of the investigation being carried out.

Primary among the Ahmad’s concerns is the Police reference to a surveillance video supposedly showing that Fareed picked up the WPC on the night of the murder. However, his brother, Abdul Ahmad has pointed out that the video does not even feature Fareed or Brown “nor anyone being dropped off or picked up.” He stated, “after reviewing it, you look at it and ask 'what is going on here?

PUP Protests Voter Fraud in Cayo

Thursday, 08 February 2018 The People’s United Party Cayo Central committee held a peaceful demonstration on Thursday morning in Santa Elena Town, Cayo. The demonstration was to express their dissatisfaction with the Elections and Boundaries office in Santa Elena Town for having allowed the illegal transfer of voters from San Antonio and Georgeville Villages to Santa Elena Town with the purpose of allowing them to vote in the municipal elections in San Ignacio and Santa Elena Towns.

The Cayo Central committee objected to 33 voters - 9 from Georgeville, 1 from Central Farm and 23 from San Antonio Village. The Committee had gathered concrete evidence including witnesses and presented it in the San Ignacio Magistrate’s Court. However, the first set of names were allowed to remain on the voters’ list in the Municipal Elections even though the villagers didn’t show up for Court. Mayoral candidate Marconi Matus explained that the people are fed up with the voter fraud occurring in Santa Elena Town: “This morning, we are here making a stand against the illegal transfer of voters into Santa Elena Town. They have illegally transferred people from Georgeville and San Antonio Villages to come and vote in Santa Elena Town and the officials from Elections and Boundaries have

allowed it. This is corruption and it needs to stop now!”

Among the many Belizeans at the protest was Manuel Martinez, resident of Santa Elena Town. Martinez told the Belize Times that it is time for Belizeans to save Belize: “Our country is going down the drain and all these supporters here are tired of it. We are tired of the corruption. I was in the Court and we presented evidence to the Magistrate. We gave them proof and still we lost the case. This is corruption. Our people open your eyes. It is time to make a change.”

The placards of the protesters read “Stop the corruption now”,“Re-registration now!” and “Cease the illegal transfer of voters inside Elections and Boundaries.”

Cayo Central standard bearer Daniel Silva also spoke about the corruption happening inside the Elections and Boundaries office: “We are calling on the Elections and Boundaries Commission to be fair. This is supposed to be a neutral place. We would like the officer Mr. Melvin Requeña to do a truthful investigation and tell us that he has visited all these addresses in Santa Elena Town and proved that these people live here. The neighbours from the villages testified that these people live in the villages so how can they be transferred here?

It is no secret that the officers inside the Santa Elena office of Elections and Boundaries publicly support the UDP. However, they have become puppets carrying out directives for their political masters. The Belizean people demand better! It is time to stop the corruption!”

This female and Fareed do not know each other. So why did she kill Fareed?’" The family’s position that there was no known relationship between Fareed and Brown is substantiated by the lack of proof in the phone records of the two. As to the possibility of another platform used for communication purposes, the Ahmad family says no other exchange was observed on Fareed’s phone.

Fareed’s wife, Irma Dyer who addressed the media for the first time Tuesday informed that during a phone call he placed to her moments before the murder, he told her he had filed a complaint against the SAT earlier in the day. She added, “he was not doing anything illegal. If he had, they would have arrested him and charged him already because he was under heavy surveillance.” Dyer said he foreshadowed that “if anything should happen to me on this road going or coming from work don’t be surprised if the Police are involved.”

The family wants justice but they are unsure they will get it relying simply on the Belize Police Department investigating itself. Fareed’s sister, Taheera Ahmad questioned: with all that the police has gotten wrong so far, what else may be wrong in the investigation. Getting an independent investigation is unsure at this time given that there are financial considerations that would have to be taken. For now, they are not buying that Fareed’s death was coincidental or the result of a relationship gone bad.

Big Momma Goes Ballistic Thursday, 08 February 2018 It is very clear that there are still very hard feelings between U.D.P. enforcer Juliet Thimbriel and UDP Belize Rural Central Area Representative Beverly Williams, although the two parted ways some time ago with an altercation which we were told cost Beverly a few of her front teeth. But just like old-firestick, the animosity between Thimbriel and Williams is burning bright.

It flared up in social media recently after Ladyville resident Michael Ortiz cleared a clogged drain which was causing an entire area of the very neglected community to flood during the rains. It is alleged that Williams, who has taken heat for abandoning rural central after she got elected in 2015, is accusing Juliet of setting up Ortiz to clear the drain to make her look bad and undermine her. Big Momma didn’t take that well, and lashed out, stating, “soh my r*@@ deh way dah fu#*ing PG and you clear wah drain dah Ladyville and I supposedly deh set you up?? People are fu#*ing sick and paranoid.”

Juliet goes on to say that she is not involved in Ladyville politics, and

then she threatens that when she does get involved, it is to win. Okay then. We notice that in the case of these two, absence has not made the heart grow fonder. With Valentine’s Day right around the corner, the Belize Times is betting on a reunion. We’ll keep you posted.

Bradley Bestows Mayoral ‘Cheer’ on CitCo’s Political Employees Thursday, 08 February 2018 In what can only be described as the most arrogant actions by a Mayor whose political career is weeks away from being done, it was revealed this week that Darrell Bradley has extended the contract of his City Administrator, allegedly by four years, and is in the process of doing the same for all politically appointed contract officers at the Council, including his father, rabid UDP mouthpiece Joe Bradley.

It is accepted practice that contracts of persons who are directly employed because of their political affiliation and loyalty to one administration – employed to do the bidding of their political bosses – are not extended beyond the life of any particular administration. What Mayor Bradley has done by extending the contracts of his City Manager, and allegedly other directors and political employees, is saddle a new administration of which he will not be a part with those employees.

When the PUP goes to City Hall on March 8, they will be met by these political persons who were hired only to serve the UDP. How the cheer from the outgoing Mayor works is that in removing these people from office, it is anticipated that the PUP will be forced to pay off those contracts, resulting in a huge payday for these political officers. It’s an immature act by a Mayor who seems pissed off that his political

Darrell Bradley career has come to an end far sooner than he anticipated.

When the media braced him about it Bradley responded with what has become his trademark response – he is the Mayor and can do what he wants to do at City Hall. He then gave a bogus explanation about security of tenure.

It can be noted here that Prime Minister Dean Barrow took away security of tenure from sitting judges who are appointed at his whim, yet Darrell Bradley wants to grant security of tenure to political officers at the Council.

The Belize Times understands that Dion Leslie, who is himself in hot water right now, has gone to the Prime Minister to complain about the extensions of contracts, particularly that given to the City Administrator with whom he is not on speaking terms. We’ll have more on this developing story next week.

Barrow RETRENCHING Statutory Bodies

Thursday, February 8, 2018 Dean Barrow is well on his way to being Belize’s worst prime minister. He has racked up more than $2 billion in debt, nationalized an antiquated telecommunications company and presided over the worst acts of corruption in our young nation’s history. His ineptitude has all but bankrupt public finances and threatens to drag down with it the Belizean economy.

In March of 2017 Dean Barrow, in an effort to try and fix the horrid state of Belize’s public finances, announced that he will be requiring all statutory boards to “contribute” 10% of their revenues to the consolidated revenue fund. He went on to confess that “the ministries associated with the particular statutory bodies, including the ministry of finance… have not been doing the kind of monitoring, the kind of supervision that must be done. A candid confession of his incompetence!

Belize’s public finances have been so strained that Barrow has had to look to the statutory boards for a bailout.

Dean Barrow is fighting hard to avoid the ghost of Manuel Esquivel so he is not calling the dismemberment of the statutory boards “retrenchment,” but make no mistake about it, that is exactly what he is doing.

Statutory boards are “semi-government” bodies charged with certain public functions. They are useful tools as they provide the government with the flexibility to response to the needs of the country outside the tight scrutiny of the regular government service. But along with this freedom comes great risks. Readers will recall the abuses at the Airport Authority orchestrated by Castro and Lindsay Garbutt. Then just last month the Belizean got wind of the shenanigans at the PUC where it appears that millions have been squandered and mismanaged.

al crisis when all employees were, without warning, abruptly sent home.

According to PACT leadership, their consultant advised that there was a need for “modified job functions" and "increased operational efficiency."

Channel 7 would go on to describe these terms as “buzzwords for retrenchment.” Barrow has cleverly, or so he thinks, decided to trim the statutory boards one at a time so as not to cause public outrage over the defacto retrenchment. He has started with PACT but now we have gotten wind that the Coastal Zone Management Authority and Institute (CZMAI) are next. According to rumours circulating, at least three persons have already left CZMAI and one more is due to leave within a week. The persons leaving CZMAI as in the case of PACT, are not the political cronies, they are highly trained professionals: GIS operators, data researchers, coastal planner and biologist.

The next statutory board that will take a hit is the Belize Port Authority followed by the Belize Airport Authority, two Boards that fall under the ministry of the Rascal from Maskall, Edmond “clear the cane” Castro. How ironic it is that the hard-working employees of the Airport Authority will be made to take the fall for the thousands of dollars squandered by Castro. I am sure Belizeans remember the shameful use of public funds for private purposes. Now, like Castro, Barrow has mismanaged the public finances causing hundreds of hardworking highly qualified Belizeans to lose their jobs.

By our estimation there are 18 statutory bodies employing about 900 people. If our information is correct Barrow intends to trim these bodies by about 45% that means that about 400 people will soon be out of a job. Dean Barrow is behaving like a sniper - he is picking off the statutory boards one by one. It is politically much easier to do this than to go after the public service.

The settlement agreement was witnessed by none other than Barrow’s law partner, Rodwell Williams.

Barrow has always touted that you can’t put a price on owning BTL for Belizeans and so no price is big enough. What a joke. He is taking Belizeans for fools.

After such a bloated settlement, he installed his favourite son Anwar to head up the company. He was paid a hefty sum to run the company and with his daddy’s help, the government wrote off millions in loans that BTL owed.

And after all of this by Barrow, how exactly has BTL improved the lives of Belizeans? For sure, Anwar’s life was improved with his healthy compensation package when he was there and conveniently when asked about that in the House, Barrow dodged by claiming that BTL is a fully private company - not a Belizean owned company paid for by Belizean taxpayers’ monies.

Then there is now the CEO of BTL who is not a Belizean but a foreigner, Rochus Schreiber who also gets paid a hefty compensation package for his foreign employment.

He is supported by the Chief Technology Officer, Sonia Ceballos, hired on contract and recruited through the Netherlands Telecom Consulting and Support, known as NTCS. This was the company which Anwar made contact with when he was at BTL and brought in Jelmer Gulmans as the Chief Strategy Officer for BTL. He and Anwar hit it off

well, so well that after he left BTL he still comes back on contract because he is an associate partner of NTCS. Many inquiring minds are asking what are the latest ideas being concocted with Mr. Gulmans and Mr. Anwar Barrow.

One of the ideas that has been said to be occurring is the sale of the BTL tower sites to a European company, only to rent them back from that company. Now if that one flies, no one needs to wonder why that would be done.

NTCS continues to work on contract for BTL. Thanks to PM Barrow and his son’s involvement with BTL, the telephone company now boasts a total of 10 foreigners in senior positions and on contract all under the guise of the need to have them for the Fiber to the Home project. They all come with their nice compensation packages too which none of the local Belizeans who have been at BTL for years with experience are getting. On the NTCS website as of today, they are still recruiting for BTL. Shame on you, Mr. Barrow.

Several qualified Belizeans have been displaced, demoted and frustrated to the point of resignation because of Barrow’s deal with BTL. Barrow says BTL will be owned and managed by Belizeans. Another one of the many lies of Barrow to the people of Belize.

Lives have improved because of the BTL deal but certainly not the lives of Belizeans.

THE REPRESENTATIVES YOU DESERVE

I

n almost exactly four weeks, Belizeans in all nine municipalities, from San Pedro Town to Punta Gorda Town, will have the right and duty to go to the polls and vote in the persons whom they feel will represent them well in the next three years. The People’s United Party is campaigning on platforms of good governance and integrity, as well as a focus on the people as opposed to multi-million-dollar projects while Belizeans sink deeper into the cesspool of poverty. Conversely, the incumbent United Democratic Party has shied well away from a good governance or anti-corruption platform. Mr. Barrow and his Cabinet know well that after 10 years of just the opposite, those commitments would not fly. Instead, the U.D.P. has based its entire campaign on infrastructure which it says has improved lives. That’s it.

This week, the U.D.P.’s favoured contractor, Imer Hernandez, who is the nephew of disgraced former Deputy Prime Minister Gaspar Vega, was on the George Price Highway repairing, for the second time in three months, gaping potholes on a stretch of road which was only completed less than six months ago. Twice on this particular project, not once, the incompetence of the contractor has been on display. Yet the U.D.P. is boasting about infrastructure, and asking Belizeans to vote for them because of infrastructure. We won’t even bring up Lake Independence Boulevard at this point.

In Belize City, the U.D.P. City Council is asking residents to vote for them once again because they claim that they have been responsible for unprecedented infrastructural development in the old capital. Yet, the city floods after every rain because this same Council built cement streets without drains. And they are proud of that. The majority of the streets which were cemented have broken up. The newly paved entrances to the city are chock full of huge potholes. Just this week a truck had to be towed out of a pothole just outside the city. Parks and playgrounds are in deplorable condition. The Southside of the city has been absolutely ignored by the U.D.P. for years. But they are proud to boast about infrastructure. It is as if they do not live in the same city and country we do.

While the Belize Times is city-based, as a result of our PUP teams campaigning we have been privy to evidence of the most worthless neglect and incompetence in all municipalities with the notable exception of Orange Walk Town, run by a PUP team. In San Pedro, the largest revenue-earner in the country, the neglect of the normal working-class Belizeans and the poor is shocking. All priority has been given to the wealthy resorts, while island residents have for the most part been abandoned. The housing situation is dire. There is no hospital, no morgue.

Crime is out of control. And this is the island known as La Isla Bonita, playground of the rich.

The U.D.P., of course, will boast of a Civic Center with one basketball court in the city which cost, we are told by reliable sources, close to $40 MILLION dollars.

Yet literally feet away the poverty is mind-boggling. Incidentally, the Civic Center remains closed to the public, and the NEBL season, the biggest thing in basketball in Belize, is being played elsewhere. Minister of Sports Patrick Faber held a soft-opening of the building a month or so back. There was an ad with a southside youth saying that at last they will have a good Court to play on, but let’s be real – the chances of those youth getting a chance to play on the multi-million-dollar basketball court are slim to none. The building is meant to be a showpiece so that the U.D.P. can boast about infrastructure. That’s it.

Last week, in Caye Caulker, a woman fell off her bicycle when it hit one of the many potholes in the street. She was injured and had to be hospitalized. That is no joke. In Dangriga and in Punta Gorda, the residents are crying out against the abandonment while the U.D.P. churns out ads about a building or two, a dozen multi-million-dollar roundabouts and an $8 MILLION-dollar street in Belize City.

It is ironic that the very thing that the U.D.P. is using as its campaign platform is that which has formed a basis for incessant outcry recently. The infrastructure across the country is in a mess, Civic Center or not.

And there is so much more upon which voters should make their choices, apart from the decrepit infrastructure. The Barrow Administration has been the most corrupt in the history of our young nation. The debt which all Belizeans must pay back is the highest it has ever been in this young nation. Violent, cold-blooded, heinous crimes are at their highest levels in the history of this young nation. The cost of EVERYTHING is the highest it has ever been in this young nation. The poverty rate is the highest it has ever been in this young nation. And just a few, a very few in the U.D.P. have become the newest millionaires in this young nation.

Those are the things that MUST be considered when you go to the polls on March 7, 2018. If indeed a majority of our voters are swayed by a building or a roundabout while ignoring the ruin of our infrastructure and the fact that half of our people live in poverty while the U.D.P. continue to play ‘grabbins’ with our resources, then perhaps it is true that voters get the representative that they deserve.

Por el contrario, el titular Partido Unido Democrático ha eludido la plataforma de la lucha contra la corrupción o buen gobierno. El Sr. Barrow y su gabinete saben bien que después de 10 años de todo lo contrario, esos compromisos no son creíbles. En su lugar, el U.D.P. ha basado toda su campaña en la infraestructura que ha mejorado vidas. Eso es todo.

Esta semana, el contratista favorito del U.D.P., Imer Hernandez, quien es sobrino del desprestigiado ex Viceprimer Ministro Gaspar Vega, estuvo reparando la carretera George Price, por segunda vez en tres meses, rellenando baches en un tramo de carretera que fue terminada hace menos de seis meses. Dos veces con este proyecto en particular, no una vez, la incompetencia del contratista se ha expuesto. Sin embargo, el U.D.P. se jacta sobre la infraestructura y les piden a los beliceños votar por ellos por dicha infraestructura. Por el momento ni siquiera ampliaremos sobre el bulevar Lake independencia...

En la ciudad de Belice, el Ayuntamiento U.D.P. le está pidiendo a los residentes que voten por ellos una vez más porque alegan que han sido responsables de un desarrollo de infraestructura sin precedentes en la antigua capital. Sin embargo, la ciudad se inunda después de cada lluvia porque este mismo Concejo construyó calles de cemento sin drenajes. Y están orgullosos de eso. La mayoría de las calles que fueron cementadas se han roto. Las entradas recién pavimentadas de la ciudad están llenas de enormes baches. Esta semana un camión tuvo que ser remolcado para sacarlo de un bache en las afueras de la ciudad. Parques y jardines infantiles están en condiciones deplorables.

La parte sur de la ciudad ha sido absolutamente ignorada por el UDP durante años.

Pero están orgullosos de presumir de la infraestructura. Es como si no vivieran en la misma ciudad y país que nosotros.

Mientras que el Belize Times está basado en la ciudad, como resultado de tener nuestros equipos PUP en campaña estamos al tanto de la evidencia de la negligencia y la incompetencia más miserable en todos los municipios con la excepción notable de la ciudad de Orange Walk, dirigida por un equipo PUP. En San Pedro, la fuente de ingresos más grande del país, el abandono de los beliceños normales y la clase obrera y los pobres son impactantes. Se ha dado prioridad a todos los complejos turísticos acaudalados, mientras que los residentes de la isla, en su mayor parte, han sido abandonados. La situación es grave. No hay ningún hospital, no hay morgue. La delincuencia está fuera de control. Y ésta es la isla conocida como La Isla Bonita, el jardín de recreo de los ricos.

El UDP, por supuesto, se jactara de un centro cívico con una cancha de basquetbol en la ciudad que según fuentes confiables cuesta cerca de 40 millones de dólares. Sin embargo, literalmente a unos pies de distancia la pobreza es alucinante. Por cierto, el centro cívico permanece cerrado al público, y la temporada NEBL, la liga más importante del baloncesto en Belice, se está jugando en otros lugares. El Ministro de Deportes Patrick Faber celebró una apertura suave del edificio un mes atrás. Hubo un anuncio de un joven del sur de la ciudad diciendo que por fin tendrán una buena cancha para jugar, pero seamos realistas, las posibilidades para que estos jóvenes tengan oportunidad para jugar en la cancha millonaria de baloncesto son escasas o ninguna. El edificio está destinado a ser un modelo de infraestructura del que pueda presumir el UDP. Eso es todo.

La semana pasada, en Caye Caulker, una mujer se cayó de su bicicleta cuando cayó en uno de los muchos baches en la calle. Se hizo daño y tuvo que ser hospitalizada. No es una broma. En Dangriga y en Punta Gorda, los residentes están clamando contra el abandono mientras el UDP crea anuncios sobre un edificio o dos, una docena de glorietas de millones de dólares y una calle de $ 8 millones de dólares en la ciudad de Belice.

Es irónico que la misma cosa que la UDP está usando como su plataforma de campaña es lo que ha formado una base para la incesante reciente protesta. La infraestructura en todo el país es un desastre, con o sin centro cívico.

Hay mucho más sobre lo cual los electores deben discernir para tomar sus decisiones, además de la infraestructura decrépita. La administración de Barrow ha sido la más corrupta de la historia de nuestra joven nación. La deuda a pagar por todos los beliceños es la más alta de la existencia de esta joven nación. Los crímenes violentos, a sangre fría, atroces están en sus niveles más altos de la historia de esta joven nación. El costo de todo es lo más alto que se ha visto en esta joven nación. La tasa de pobreza es la más alta que ha tenido nuestra joven nación. Y algunos, unos cuantos UDPs se han convertido en los nuevos millonarios en esta joven nación.

Esas son las cosas que deben considerarse cuando vaya a las urnas el 07 de marzo de 2018. Si de hecho la mayoría de nuestros votantes son influidos por un edificio o una rotonda mientras ignoran la ruina de nuestra infraestructura y el hecho que la mitad de nuestros ciudadanos viven en la pobreza mientras los UDP juegan 'agarrando” con nuestros recursos, entonces tal vez sea cierto eso que el electorado obtiene el representante que se merece.

THE FACE OF FAILURE… INCOMPETENCE ON STEROIDS Thursday, 08 February 2018 Leslie can’t even properly manage the Cycling Federation of Belize, which has gone backwards under his watch. He has come under attack for a lack of transparency and accountability, for failing to produce financial records and for absolutely incompetent management. And this same man is asking Belizeans to elect him as Mayor.

He hopes to lead the Belize City Council but wants to do so in the shadows of outgoing United Democratic Party Mayor Darrel Bradley. That’s right. Dion Leslie has told the media that his plan for the City Council is to continue the work of Darrel Bradley. That’s it. No vision. And it is his same lack of vision that is seeing him challenged by a young contender for the presidency of the Cycling Federation of Belize (CFB). That’s not all though.

It appears he wants to entrench himself in the position which he has used to try to bolster his mayoral bid. Both things – his lack of vision and greed for power – have gotten him accused of being a dictator and failing to propel any kind of development and improvement for stakeholders in cycling.

Leslie has been at the helm of the CFB since 2013. Based on the old constitution, they were to hold elections in 2015 but that did not happen. As four years rolled around, the executive had the constitution changed for elections to be held every four years instead.

The thing is, four years were up in November 2017. Caught in their shenanigans, Leslie has deferred comment to Vice President, Orson Butler so as not to be in the eye of controversy ahead of the upcoming March municipal elections.

So now to a taste of just how they’re handling business: Butler first tried to intimidate the young aspiring CFB president, Tariq Cano by visiting his mother’s business place to have him stand down.

When that did not work, they got an attorney to issue a threatening letter ahead of Cano’s press conference on Wednesday afternoon.

What they ignore is that Cano does not stand alone. His concerns have been shared by many other for some time now. Butler then told the media that they must await the go ahead from the National Sports Council (NSC) to hold elections after it has approved their revised constitution. Truth is, nothing is further from the truth. The NSC has no say over elections. The only thing the NSC does is register sporting organizations subject to the approval of their constitution. There are many more concerns about the Dion Leslie run CFB including lack of transparency in relation to fi-

UDP ON SSB’S MALPAGO LIST Thursday, 08 February 2018 It is ironic that the UDP just this week aired an ad in which they were accusing a Councillor Candidate for the PUP of owing SSB arrears. Just today, the Belize Times was able to confirm that there is a ‘Malpago’ list which is presented by the SSB to its Board of Directors and it is chock full of UDPs. And we’re not talking about a little bit of money. We’re talking big money.

Readers will recall that just a couple weeks ago UDP Mayor of San Pedro Daniel Guerrero scurried over to the Social Security Board to pay off $62,000 in arrears after he learned that the SSB was going to take the Council to Court. It seemed incredible that the UDP Town Council in the country’s largest income earning destination would be withholding contributions from employ-

ees and not paying them in. But apparently, it’s not incredible at all.

The Belize Times has learned that that San Ignacio Town Council under Mayor Earl Trapp owes the SSB $49,972.10 in unpaid contributions. The UDP Benque Town Council owes the SSB $45286.80 in unpaid contributions. The Punta Gorda Town Council, again under the UDP, owes the SSB $38152.80 in unpaid contributions and even the UDP’s Cayo West Area Representative, Erwin Contreras, made it onto the list, owing $7525 in unpaid contributions.

We are told by persons familiar with the Social Security system that although the employees of these Councils have paid in their contributions, if the Council has not paid in on their behalf they would have problems accessing benefits when they really

need it. This is a despicable thing done to hard-working employees of the Councils, and it is actually misappropriation since the monies have been withheld but not paid in.

Interestingly, the UDP claims that it has been improving lives, and that is why Belizeans should vote for them on March 7, 2018. But instead of improving lives they have actually been denying the employees the benefits due them from Social Security. The UDP has also encourage Belizeans to vote RED, since it is only by voting red in Municipal Elections that they will see improvement. If this is the improvement they meant, then we would encourage all Belizeans to VOTE PUP on March 7, 2018.

TWO MEN CHARGED FOR PEREZ MURDER Thursday, 08 February 2018 Today Belmopan Police charged residents of Cotton Tree Village Cruz Castillo, 33, and Stanley Herrera Jr, 22, with the murder of Israel Perez.

Previously Cruz Castillo, 33, had been charged with handling stolen goods.

They say that he was in possession of several personal belongings belonging to Israel Perez, 27, the Nationality Clerk who went missing for a week and was later found buried in a shallow grave.

Police say that at around 7:45 a.m., on Tuesday, February 6, they visited a farm about a 1/4 mile off a feeder road between miles 42 and 43 on the George Price Highway. That’s in the Harmonyville community. They received information that the body of a man had been discovered, and when they responded they found a decomposing body which was later identified as that of Israel Perez.

The grieving family says that he had a plastic bag over his face, and his hands and feet were bound. The cops say that they observed several stab wounds to the body but according to Police, “The doctor has not certified the cause of death.”

It is unclear exactly when his family last saw him, but reports to the press are that his common-law wife last saw him on Friday, January 26. She said that she realized that he was missing 2 days later on Sunday because he didn’t come to pick up his 4-year-old boy to spend time with him, as he usually did. The last time his family reportedly communicated with him was on Monday night, January 29. That happened through text messages where he informed them that he was in San Pedro and that he would return at the beginning of this week. His common law wife, Jasmine Arce, told the press that she later found out that he had filed for a week’s vacation that would have ended on Monday, February 5, but he did not report back to work as he was supposed to. His co-workers became more worried because he is not known to miss work. Some of those co-workers rushed to the area where his body was discovered early that morning, only to find that their worst fears were confirmed. Police say that he was identified from tattoos he had.

Perez’s body was found about an hour before Police arrived by a man and son whose home is a short distance away. That man told the press that Perez was his friend, and that when he heard news of his weeklong disappearance, he became suspicious. That’s because he saw Perez’s vehicle traveling through the

THE BELIZE TIMES area during the week where no one heard from him. This concerned resident also noticed that it was not Perez who was driving the car. He and his son went out early on Tuesday, and they were the ones who discovered the murder.

At the time of his death, Perez was a Nationality Clerk with the Department of Immigration. His co-workers and boss remember him fondly as a very friendly person. Before being transferred to immigration, Perez was employed with the Ministry of Health. Again, the public officers he worked with in that Ministry had only good things to say about him.

No motives for his murder have been identified, but Police were looking at Castillo and a couple other men since shortly after the murder. Reports to the press are that Perez’s vehicle was found at a home in Cotton Tree. Residents tell

the press that they saw persons driving it around Cotton Tree days before Perez’s body was found. It caught the attention of those around because it was an unknown vehicle that suddenly showed up. Castillo is on remand for a single charge of handling stolen

2018 goods. Belmopan Police say that this is in connection with some of the deceased’s properties which were found on him.

Perez’s common-law wife has expressed hurt that their 4-year-old son will have to grow up without a father.

2018 Let Your Vote Count for Change

UDP First...

About a week ago the beverage-challenged woman-beater who wants to be the next leader of the United Democratic Party said the cutest thing. It was at the launching of the Manifesto for the City when Patrick Faber, in response to a question, verified that if the PUP is victorious in the upcoming Municipal Elections, they can expect no help from a UDP Central Government. According to this stupid man, “if you don't have a relationship with the government, you're wasting your time, so others should lock up shop and go home."

Not content with only one idiotic comment, Faber then ventured another - "Its best they stick with what they know. Its best they put municipal bodies in that are in line with the central party and this time especially."

First of all, Faber is a jackass. Second of all, Faber is an arrogant, unprincipled, immature jackass. Third of all…well you get the point. Imagine the Deputy Prime Minister of this country sending a message to Belizeans that if they don’t vote for the UDP they will not have access to the services which every government should provide to all persons without fear or favour. Remember the damned oath, you arrogant jackass. It absolutely pisses me off because every cent that the UDP has at its disposal to spend is either provided to them directly by taxpayers, or is provided to them via loans which will have to be repaid by taxpayers. Yet this imbecilic, moronic jackass has the unmitigated gall to threaten Belizeans, telling us that if we don’t vote RED, we will not benefit from services paid for by our MONEY. Somebody should slap that fool.

But stupidity doesn’t stop with Patrick. Last night on the news I heard the most outrageous commentary from Darrell Bradley, who has decided that just weeks before a Municipal Election it is okay to provide lengthy contracts to the politically-appointed directors of the Belize City Council, including the city Administrator. We are told that the City Administrator still had eight

months on her contract when Bradley gave her another. What political sorcery is this? Listen, that is just plain wrong.

And Bradley’s explanation was bullshit.

When you are a political lackey, the only security of tenure you get is when your political bosses are in power. End of story.

There are two aspects to the Bradley thing which irk me. First of all, this is just a purely political move to ensure that in the event of an administration change at City Hall, these political lackeys will get another chance to feed at the trough. With extended contracts they will take the new administration to Court when they go, because go they will, and they will attempt to get more monies to add to what they have gotten while in their politically appointed jobs.

How it is supposed to work is this. If you are a person whose workday consists of seeing how far up the posterior of your political bosses your tongue can fit, and if you were hired purely based on your fastidious fixation on following your political bosses’ instructions, then when the administration changes, you are to go. Quick, fast and hurry. You don’t go sit in your office and wait for a call? You don’t report to work the next day. You understand that you are in that position to serve a political purpose, and when things change, you roll. Back in the days when I worked as a contract officer in government, I didn’t have to be told that if the UDP got in I would be let go.

And second of all, the incompetence of these City Council directors is cause for their termination even now.

Looking at the state of Belize City, do you really think the City Administrator or Directors of the City Council deserve any award at all? The Council is perpetually broke, and the only work that was done was when they had $20 MILLION in ready cash to spend and many millions more from Petrocaribe and grants from Central Government. Hell, if I had all those millions I’d cement a lot of frigging streets too. The difference between me and Darrell is that my cemented streets wouldn’t all be breaking up by now because I would have made damned sure that qualified contractors got the job done right.

Anyway, rant finished for this week. Did I mention that Patrick Faber is a jackass of ridiculous proportions?

On March 7th, if you vote for the UDP, then you deserve every single thing you don’t get. If you get what I’m saying.

That’s my story and I’m sticking to it.

Barack Obama Leading up to their 2008 general election victory the UDP promised the people that they would serve them in government. They assured us of jobs, land, housing, healthcare, lower cost of living, less crime and among other things an end to corruption in government with the use of a two-sided machete if we sent them to Belmopan.

Almost ten years later, with three UDP administrations all we have gotten are lies, lies and more lies. Only the lives of the ministers and their cronies have improved.

While we await fulfilment of their promises for a better standard of living the nightly news keeps revealing how the leaders in control of Belmopan and their cronies are becoming wealthy by using the resources of the nation for their personal gain with endless bloated contracts and sweetheart deals.

This is the most corrupt and uncaring administration. That’s a fact.

On March 7 we need to send a clear message to Independence Hill that we are totally unhappy with all their corruption and lack of concern for our most basic needs.

In successive elections, the administration has used lots of taxpayers’ money (our money) to trick us into voting their way instead of in the best interests of our families and our communities. They treated us to all sorts of things on the day of the last polling; now we have to wait in long lines at the offices of Ministers every Wednesday for $20.00 or $30.00 after taking all sorts of insults. Today out of that $8 million bloated contract for one

mile of Faber’s Rd and other sweetheart deals, they plan to treat us to all sorts of goods on March 7 to trick us into voting for them again. We cannot afford to repeat that mistake in 2018. It is time to wise up, brothers and sisters. Take their money and vote them out for betterment.

Every voter in the country is entitled to his/ her fair share of benefits from the vast resources of the nation. Your vote values more than a load of sand, a tuition fee, a piece of ham, a small grocery coupon or free food and drinks at a victory party. As a Belizean you are entitled to live in a country that offers its people jobs, security, proper health care, access to education and other basic things for a better life. We will never enjoy the better standard of living we deserve if we allow these crooked ministers to register us miles away from our actual homes and be content with only $50.00 from them once every three or five years on election day. Regardless of where we are living, if year after year ministers cannot address our needs for a better life, we should send them home. They should be voted out of office.

To help bring about the victory necessary for improvement in our lives and our communities each voter should make it his duty to explain to his relatives, neighbours and friends why it’s critical that they support the movement for change, and on the day of an election each voter should assist in getting out the vote for change by carpooling, baby-sitting, or by assisting others in need in whatever way possible for a couple minutes.

Ministers are not gods or saints.

On March 7, it is our civic duty to replace corrupt and self-serving leaders with persons who will address our concerns for a better life in our beloved country.

THE WOMEN'S AGENDA AND THE LAW In our quest for a better life for all Belizeans, and focusing on girls and women, we need to look at a few aspects of the agenda left unfinished for women vis a vis the laws of our country, since the work of empowerment for our women is never finished. It remain a work in progress. Our laws can be improved and added to for the better advancement of women and more gender equity.

I believe that one area we must not forget is the reality of sexual harassment. Internationally this issue has dominated many agendas, and we in Belize must do the same.

Breaking the silence of this form of abuse of women has to be our pledge. Belize passed a Protection Against Sexual Harassment Act in 1996, and from much earlier it was PUP women who pushed for its enactment. I highly doubt whether anyone has used this legislation to fight against abuse that they have suffered. And on my reading of the Act I find that for the twenty first century what was passed then is inadequate now.

The law calls for conciliation and settlement when there is a complaint of sexual h a r a s s ment. I am not happy with this, because sexual harassment is an offence and should be treated as one.

It is not as if there is civil dispute that needs mediation. Asking for or demanding sexual favour to keep or advance in a job is one of the worst forms of male domination. It is wrong and deplorable. I therefore recommend the strengthening of the teeth of this legislation.

What is there now is in no way good enough. It is too weak. It calls only for compensation for a victim who has to jump through many hoops in order to succeed under the Act. Secondly, as regards the law for the settlement of matrimonial property upon a divorce, we can proudly say that it is a PUP government that passed this legislation.

Now we have to strengthen it. A person, usually the woman, has to apply during and NOT after the divorce proceedings. As the law currently stands, after the divorce has been finalized, time has passed and the lady is barred from again applying as being “out of time.” This is unfair, and I recommend that a person should be given at least two years, perhaps up to three years, after the divorce

to apply to the court for dividing property that both parties or one party contributed to acquiring. This is the second recommendation on women and the law.

Next, we look at the Labour law and the minimum wage. It stands at $3.30 per hour now.

If a woman works hard five or six days a week for say forty hours, at $3.30 hourly she will receive for those forty hours of toiling only $132.00. At forty-five hours worked, it is only $148.50 for the week. This is unacceptable in 2018 Belize. $132.00 and $148.50 is not a living wage, and I don't think I need to convince anyone here of that. We PUP women should be agitating for a living wage for shop-workers, domestic helpers and other low paid workers, who are mostly women. I would say $4.50 per hour. Issues like these have to be placed squarely on the country's agenda, instead of the pillaging of taxpayers' money by the rogues in Belmopan.

Finally, I strongly recommend that we look very carefully at the Social Security laws and regulations. We have to do better for Belizean workers. Social Security should not be used as a slush fund for pet government projects and for lending at the whim of the government in power. And we have to insist that the non-contributory pension for our elders and senior citizens, especially women, be reinstated right away.

Remember the lady who turned 100 the other day and her pension was removed long before her birthday by this heartless and worthless UDP administration? With the PUP this would never have happened. It is with the PUP that the social issues and the advancement of our people get the best attention.

These are just a few suggestions and recommendations regarding the laws that we can and should improve for the sake of our women. By no means is this exhaustive. It is only a few nuggets as food for thought and in order to spur other suggestions. As I said, the work of improving the condition of girls and women is never complete.

THE BELIZE TIMES 2018 No a la Discriminación y al Racismo contra Hispanos Beliceños…No al UDP Por mucho tiempo desde que arribaron al poder en el 2008, el comportamiento de funcionarios dentro del actual gobierno UDP del Primer Ministro, Dean Barrow, ha dejado mucho que desear.

A través de los años, hispanos Beliceños nacionalizados han sentido los efectos de la discriminación y racismo oficial en casi todas las instituciones públicos bajo el gobierno y en todas esferas del gobierno por todo el país.

Por ejemplo miembros de la comunidad hispana especialmente los hombres son perfilados y maltratados y a veces ultimados a balazos por oficiales de la policía como lo que ocurrió en la aldea de Arizona hace unos meces atrás o los encarcelan sin cargos o razón alguna. Como si fuera poco, oficiales de migración acosan a nuestra hispanidad y tratados como indocumentado negándoles el derecho que avala a todo Beliceño Naturalizado y hasta imponen su voluntad con acoso sexual a nuestras mujeres.

El pueblo hispana ha sido ignorada en todo sus intentos para regularse en la migración con su Residencia Permanente o Nacionalidad Beliceña aunque ya hayan sometido solicitud y documentos pertinentes han tenido que pagar un alto costo para lograr sus documentos en regla.

Otras veces esta clase de discriminación se ha vivido cuando asisten a las policlínicas o hospitales del país en donde se pasan todo un día para poder obtener atención médica.

Esta semana fue vergonzoso ver los comentarios del funcionario Denton Belisle en su página en el medio social, Facebook. Denton Belisle es un oficial del Partido político UDP y actual funcionario de un Ministerio de Gobierno y también padre del Alcalde de Belmopán, Kalid Belisle.

Dentro su comentario destaco que los hispanos nacionalizados no deben tener los mismos derechos que un Beliceño nativo nacido aquí y añadió que al igual como la isla caribeña de “Isla Vírgenes Británica”, el gobierno de Belice debe de negarle los servicios sociales y todo otro derecho que gozan los nativos a nuestra hispanidad que se nacionalizo como Beliceña.

Pero durante la temporada de Elecciones Generales del 2012 y 2015 altos funcionarios del Partido político UDP utilizo a los hispanos y permitió ‘plan con manía’ que más de 2000 centro americanos entraran al país donde se les facilito identidad Beliceña solo para que votaran UDP y quedaran en el poder sin tomar en cuenta los servicios que se le brinda a todo Beliceño que obtiene Nacionalidad.

Tenemos que recordar que existen muchos de nuestros hispanos Beliceños que han estado dentro del país por más de veinte años y aún no pueden gozar de los debidos servicios sociales.

que colinda con la comunidad central donde se ubica la cabecera de gobierno y se puede apreciar que solo en ese sector existen las amenidades como servicios de utilidades, electrificación, agua potable y alcantarillado entre otros pero cruzando el bulevar fuera del anillo vial va ver la gran diferencia de las comunidades suburbanos que forman parte directo de la ciudad pero carecen to todo tipo de servicio, hasta las calles son de tierra.

No debemos olvidar que estamos ubicado entre dos subregiones del Caribe y Centro América y alrededor del 50% de población forman la mayor parte de la zona rural está habitada por hispanos descendientes centroamericanos y cada vez más vemos más representaciones en los centros urbanos.

Estos Nuevos Beliceños nacionalizados comenzaron a llegar a Belice durante las últimas dos décadas del siglo pasado y han demostrado ser el espinazo de los sectores productivos que dio auge al desarrollo económico en las industrias del banano, cítrico, papaya, agricultura, ganadería así como en las camaronera de este país hasta el 2008.

Sin embargo durante los últimos diez años, este gobierno UDP por falta de visión han ignorado el potencial de exportación de estos sectores y han causado que nuestros agricultores hispanos comiencen a dirigirse a áreas urbanas para diversificar.

No tenemos que permitir que este gobierno UDP siga con esta discriminación abierta en contra nuestro comunidad hispana por falta de sobriedad intelectual y imaginación política. Es necesario ser parte del cambio y aliarse en solidaridad con el gran Partido Unido del Pueblo que siempre ha demostrado esa compasión con todas las etnias en general.

Este domingo 11 de Febrero sea parte de ese Cambio y participe en el desfile de la Convención Nacional de Partido Unido del Pueblo en la ciudad de Belice que comienza a las 12:00 medio día en el bulevar Centro Americano a las alturas con Faber’s Road.

Este 7 de Marzo en todo los Municipios, Votaremos por el PUP, en contra la discriminación y el Racismo y en contra del UDP.

It is on the shoulders of the women giants of the past that Madam President Tanya Santos proudly stood and gave her remarks to the vision of the UWG- a UWG whose members are critically involved in the decision making of the party and in leadership at the higher levels of governance. The Women’s Forum by all accounts was well attended but more importantly was well received by so many across the country.

It was a moment of reflection on the accomplishments of so many women who came before and the courage of the many women who are now stepping forward. It was also an opportunity to address the current weaknesses and recommendations to move forward.

The UWG assembled four distinguished panelists who presented on issues of health, education, leadership and law which impact women today.

Each presentation was informative and has provided a solid basis for the UWG to chart a new Women’s Agenda for the next PUP government.

Dr. Mendez on health reminded all that “good human health crosses the boundaries of cultural and personal behaviors. It encompasses education and social conditions - therefore, public health policies need to expand their roles to include preventative and curative services.” An equitable and efficient health care system is desperately needed in Belize.

Dr. Candice Pitts, one of the women Councilor Candidates for Belize City, rightly stated, “we need to change society's prejudicial image of our girls/ women; we need to continue to invest in the education of girls/women.; we need to make women more socially and politically involved; we want there to be space where all parts of the whole can sit in dialogue: the youth, the women, the men to seriously decide on how we will realize a Belize that works for all”.

Dr. Pitts championed the movement of #electwomentolead and #electPUPwomentolead.

Carolyn Trench Sandiford challenged each of the women present - if they are ready to be the change that we seek and that this country needs.

Her presentation stirred the crowd as she reminded everyone of the revolution of the past and the necessity of a new revolution for the present. She reminded all those present that “you are strong, you are courageous, and nothing can get in the way of you breaking every barrier and succeeding wildly and extraordinarily more than anyone ever imagined.” She continued with the very important statement that “humanity and empathy, those unique qualities of a woman, along with loyalty and commitment to the preservation of the great nation state of Belize for the next generation, our children and grandchildren” are distinguishing factors that women in leadership brings.

Senior Counsel Dolores Balderamos-Garcia pointed out the deficiencies in several laws that still need to be addressed for the women of the 21st century. These include but are not limited to the Social Security laws and regulations, the labour law and the need for a more meaningful minimum wage that meets basic living expenses, laws pertaining to the settlement of matrimonial property, and the sexual harassment laws of Belize among others.

Mrs. Balderamos-Garcia reiterated that “we know that in law, in leadership, and in many other areas the playing field for women and men is not level. When we recognize this there can be the beginning of gathering the strength to make meaningful and positive change”.

Hon. John Briceno, the leader of the People’s United Party, gave the keynote address and continued his strong support of engaging more women in representation and leadership. He underscored that the PUP “has a proud history of women of this party who are deliberate, fierce, confident, compassionate and afraid of nothing and have done incredible work in helping to build our nation.”

He further stated - “the PUP affirms that women are indispensable to the future of our country and that we in the PUP are committed to building a Belize where women are healthy and educated and given every opportunity to flourish.”

The time for change can start from now with electing the phenomenal women councillors in the upcoming Municipal Elections. Leadership at the municipal level is critically important and women need to be around those tables of decision making.

March seventh will be a date for a historical battle in Benque Viejo Town.

In the blue corner is twentytwo-year old Cristian Danny Castellanos who is thrusting himself into electoral politics to serve his people. This ambitious young man is attempting to topple a well-known former UDP Mayor. The age and experience of the aspiring PUP politician who is studying law at the University of the West Indies is not a challenge but an

opportunity compared to the dark and infamous history of a seasoned, corrupt red corner candidate.

The fact is that Goliath has disappointed a lot of people in Benque Viejo who had believed in him. That is what we hear whenever we campaign.

He made a lot of empty promises to our residents when he was elected mayor in 2001.

He told them that he would serve them faithfully and they trusted him, but he betrayed them.

It is actually not a funny matter. It is very serious. Our people have been disappointed by politicians for so long.

These people like Goliath promise the moon and stars.

Before elections they act like if they are the voters’ best friends. They pretend to be compassionate and caring.

And then after Election Day, they are unavailable to the ordinary citizen. We think that is a big shame. We have to do better than that. When ‘David’ talks to our residents he is honest with them and lets them know what he can and can’t do. He listens to the people when they tell him what

they are expecting from him and his team. And when we do earn the trust of our people, we should never betray them.

I have no doubt that Goliath’s neglect of the people will come back to bite him. The people have now realized his low caliber when it’s alleged that he behaved improperly when he was a teacher and was involved in other scandals involving him in trusted position in both public and private institutions.

These days Goliath is going back to the same people he betrayed, along with his red team.

They are making some amazing promises again. They are telling the people that it is only under a UDP municipal government that they will see development. Goliath should know that the UDP has tried that several times before. It didn’t work then and it won’t work now.

While Goliath spends hours on the local radio confusing people about the credibility of the Blue Team, David is focused in his house to house campaign

to make sure our people get his messages. David is finding a permanent solution to the Benque taxi drivers’ issues in San Ignacio independent of their party preferences; he is really working to build a Benque that works for everyone!

There is a strong feeling among the population that Goliath (UDP mayoral candidate) will be defeated by Cristian Danny Castellanos, the new David of these times at the next Municipal Elections.

That will be the best decision that Benqueños will make in all our history. On March seventh, 2018, our people must send a clear and strong message to the UDP. We are tired of being mismanaged, we are tired of corruption, we are tired of the UDP!!!

Whylie Pressured by U.S. to Perform Thursday, 08 February 2018 Years after the horses ran away, the cows were all stolen and the chickens were sold to a Kentucky’s franchise, Commissioner of Police Allen Whylie has hurriedly closed the gate to the farm and has appointed himself sentinel on watch duty.

After many complaints by the United States and years of Belize being on the tier 3 watchlist for Human trafficking, Whylie announced to the nation this week that he will be exercising greater oversight over his officers who work overtime doing special duties at ‘questionable’ establishments. The practice is that officers, after hours, work security for business establishments, including those bars where it is said that human trafficking victims work in the commercial sex trade. It has been happening for years.

It appears that the Police Commissioner is only just now doing something about it after the US State

Department announced that Belizeans would be banned, for at least 1 year, from applying for working visas - or H2 visas - which allows persons to lawfully work in the US. They cited the Tier 3 assessment which they gave Belize for its poor attempts at combating human trafficking. That rating indicates to the rest of the world that Belize is failing badly at stopping that kind of illegal activity from happening within its territorial borders.

TOLEDO MAYAS MARCH TO DEMAND JUSTICE

San Antonio Village. February 3rd, 2018 Maya villagers converged in San Antonio Village in the hundreds on Saturday in a show of profound solidarity with the Oh family. The march was also to demand justice for siblings Cresencia and Josephine Oh who were found butchered to death along the road near San Jose village.

The “Walk for Justice” started with a gathering at the site along the road where the terrible incident occurred on January twenty-first. After prayers were led by Pastor Benjamin Bolon, two crosses were erected in memory of the two departed sisters as a reminder that such a heinous crime must never be repeated. After the brief religious ceremony, the march moved to the entrance of San Antonio village where hundreds more joined a candlelight walk which ended at

the San Antonio Village Football Field.

Several speakers exhorted the people gathered to speak out and not be silent about violence. While some emphasized the need to continue to work together as a community to address the issue of crime, others called for the Police to ensure that the investigations are done properly so that the two sisters can finally get justice when the accused killer is brought before the Courts.

With emotions running high within the communities, the response from the community to participate in the march for peace and justice was overwhelming as residents turned out in numbers. The "Walk for Justice", was organized by Juan Bol and Maya Choc supported by wellknown women’s rights activist Pulcheria Teul. The march was also supported by the Maya Leaders Association and the Toledo Alcaldes Association.

The Police Department’s special duties was called out in the 2017 TIPS report, specifically, “Many off-duty Police Officers provided security for sex trade establishments, which may have inhibited Police from investigating allegations of trafficking in the sex trade and may have dissuaded victims from reporting trafficking. The government did not investigate, prosecute, or convict any officials for complicity in trafficking crimes despite reports…”

When he was questioned about it, the Commissioner refused to acknowledge that this was a decision taken as an anti-human trafficking initiative. He did confirm the crackdown, however, stating that “I will be issuing an instruction that no police officer should work special duty at any business establishment, period… Those officers who want to work at any establishment will need to apply to the Commissioner of Police. I will review those appli-

2018 cations, I will ensure that it is legitimate, above the board businesses and then I will make a decision…”

Pointing out his own incompetence as Commissioner by his words, Whylie stated that “That system had been warped and disregarded and there are officers taking on all kinds of special duties and making their own arrangement…this allows some officers to be compromised where it would appear that they are working for and proving protection to certain business establishments, rather than being there to preserve law and order. The Police Department is not a private security force.”

We note again that this action by the Commissioner, and his strong words, come after years of Police officers being allowed to work special duties without any oversight. Readers will be aware that there are officers who work special duties at legitimate business places, and they depend on that overtime income. They are sacrificing more of their free time to work hard to feed their families. It is unfortunate that these officers will now pay the price for the Commissioner’s inability to control what happens under his watch, and to manage the Police Department as a disciplined organization.

IMPROVING THEIR LIVES...NOT THE LIVES OF THE PEOPLE In the HOR last month I stood and requested for the third time since November 2015, for the road between Spanish Lookout through Duckrun One, Billy White and Santa Familia on to Bullet Tree Falls to be paved. I mentioned that every time it rains hard or there is a flood the Iguana Creek bridge goes under water and all traffic gets diverted through these villages.

I also mentioned that on a daily basis some 1200 or more workers leave their homes and jobs twice per day to get to and from work on that terrible road. I also informed the HOR that this road has priority over the approved construction of a new road from mile 8 on the George Price Highway to the Philip Goldson Int'l Airport. There is already access to the airport via Belize City and the shortcut through Hattieville-Boom road. i also justified the pavement of this road stating the obvious, that is, years of constant heavy traffic that has pounded the road and created a good foundation so the construction would be cheaper. Also, that the entire road is along the Belize river and that would make drainage easy and cheap.

Finally, I justified the pavement of the road mentioning that at least a small percentage of the 800+ million dollars that GOB has received from the Petroleum industry in the Cayo Northeast area should go back

to improve the conditions of these communities which are the sources of the petroleum and the monies that Government has received in terms of Royalties, taxes, permits and licenses.

These are pictures of how the road gets after a heavy rain. Today, all traffic goes through this road because the iguana Creek bridge is closed (under water).

Note: Every year NEMO San Ignacio promises to assist in draining out the waters from the Billy White Community (drains) but they have never done a bit of work despite the pleas from myself and the Billy White community.

When we're on the campaign trail in Belmopan it is difficult to see what the U.D.P. City Council is boasting about. How can you rationalize the construction of a 40 million dollar Civic Center and an 8 million dollar Faber's Road rehabilitation, when just a stone's throw away, residents have to traverse the maze of London Bridges to reach homes built over swamp. These families have a poor quality of life. I spoke to two little innocent kids sitting on the rung of a ladder make-shift step. Just sitting there and trying to complete their homework. As you walk or drive around Belmopan, do you realize that most of our streets are deteriorating? The 'new' Ring Road is already full of potholes and will be a disaster in a matter of months.
