On November 25, 2022, Prime Minister John Briceño and President Nicolás Maduro held talks at Miraflores Palace, the President’s official residence in Caracas, Venezuela. The visit follows the invitation issued by President Maduro in September 2021 when both leaders met on the margins of the CELAC Sum mit held in Mexico City.

The leaders signed a Joint Declaration of The President of The Bolivarian Republic of Ven ezuela and The Prime Minister of Belize in which they commit ted to strengthening the close

bonds of friendship and solidarity between their countries and respec tive peoples. They committed to work together to conclude agreements for cooperation in trade, energy, tour ism, communications, air connectivi ty, education, culture and housing. It was agreed that a Mixed Commission would soon begin work to advance this broad bilateral agenda.

President Maduro announced that Petrocaribe was being renewed and expanded to cover products, in addition to petroleum, and that Be lize would continue to be one of the

beneficiaries. Prime Minister Briceño recognised the efforts of Comandante Hugo Chavez for engineering the innovative Petrocaribe initiative which has benefitted Belize and many oth er countries in the Americas, and welcomed an early resump tion of the program for Belize.

Both leaders acknowledged the need to work together to strengthen regional cooperation through CARICOM and CELAC, and reiterated their call to main tain the Caribbean as a Zone of Peace. In the joint statement, Belize and the Bolivarian Re public of Venezuela reaffirmed their respect for the Charter of

the United Nations, international law and the Bandung Principles which guide the Non-Aligned Movement.

The meeting included im portant negotiations on the debts owed by Belize to Venezuela on which a new agreement was reached that brings substantial benefits to both countries. The leaders instructed their experts to promptly finalise the details of the new accord.

Prime Minister Briceño wel comed the offer by Venezuela to provide support to Belize in housing and fertilizer for Beliz ean farmers after the destruction caused by Hurricane Lisa.

Cabinet Brief

Belmopan, 1st December 2022.

The Cabinet, chaired by the Prime Minister Hon. John Briceño, met in regular session on 29th November 2022.

• The Cabinet received an update from the Prime Minister on his official visit to the Bolivarian Republic of Venezuela and success ful meetings with President Nicolás Maduro, where they agreed to strengthen the close bonds of friendship and solidarity between Belize and Venezuela. They committed to working together on matters of trade, energy, tourism, communications, air connectiv ity, education, culture and housing. President Maduro announced that Petrocaribe was being renewed and expanded and that Be lize would continue to be one of the beneficiaries. The Prime Min ister also updated Cabinet on the important negotiations on the debts owed by Belize to Venezuela on which a new agreement was reached that brings substantial benefits to both countries.

• Cabinet approved the introduction of the General Revenue (Sup plementary Appropriations) (No. 4) Bill at the 2nd December 2022 House Sitting, including to appropriate further sums of money for the use of the Public Service of Belize including for hurricane re lief. In addition, Cabinet also approved the tabling of two loan motions and for Government to provide government guarantees for the Development Finance Corporation to support tertiary level education and micro, small and medium enterprises (MSMEs) in Belize.

• In an effort to ensure the adequate monitoring and regulation of construction in Belize, Cabinet gave its approval for the establish ment of general guidelines by which the Central Building Author ity (CBA) will operate. The Belize Building Regulations, 2022 will set out procedures and general requirements of the CBA. This knowledge would lead to greater transparency and promote over all safety in construction in Belize.

• Cabinet gave its approval for a three-month extension of the reg istration period of Amnesty 2022, to February 2023.

• Cabinet approved amendments to the Fiscal Incentive Act to support MSMEs with important duty exemptions for their capital investments, to incentivize their formalization, and to earmark government procurement to MSMEs with a view to stimulate eco nomic growth and improve Belize’s investment climate.

• Cabinet approved the introduction of a bill to provide for the cre ation of a credit bureau in Belize. The Credit Reporting Bill will establish a legal framework for a credit reporting system that will provide objective credit information to lenders, foster efficient credit decision-making, and a sound level of consumer protection.

• Cabinet also gave its approval for the repeal and replacement of the Financial Services Commission Act, 2020 with the Financial Services Bill to strengthen the regulatory powers of the commis sion and introduce several key provisions to ensure that it is in line with best international standards and obligations to ensure the integrity and compliance as well as promote Belize’s reputa tion for conducting and promoting good business

• Finally, in commemoration of World AIDS Day, observed under the theme, “Equalize,” Cabinet encourages all Belizeans to join in the global call to end AIDS as a public health threat by 2030.

THE PHARISEE

Luke 18:9-14 in the Holy Bible tells us the parable of The Pharisee and the Tax Col lector. The two went to the temple to pray, the tax collector and the Pharisee. For context, Jesus told this parable whenever he happened to stumble across persons who were overly confident in their self-righteousness and reviled others. It ends like this, the tax collector scorned by the pharisee, who was sure that he would count on God’s good graces, was the one to earn God’s favour. He did so because he had a humble heart and did not take such blessings for granted. The pharisee however had been busy singing his praises and his heart was full of malice and pride.

There has been agitation once again by some self-purported blue activists to initiate a petition that would trigger a referendum on the issue of seismic testing of Belize’s ocean floor to investigate how much if any oil, gases, and other minerals are found deep below. The argument is that test ing and collecting of the information somehow breaks the moratorium on offshore drilling that was so hard-won by the Belizeans. For the record, seismic testing is not offshore drilling. Prime Minister Hon John Briceño has gone on record to declare that the moratorium will continue to stand. The importance of the testing to be done and the reason it must be done is quite simple. There needs to be proper investigation and documentation of what lies below the ocean floor in Belizean territorial waters. A proper inventory, if you will…will tell Belizeans the value or opportunity cost of the moratorium now in place.

If it is found that there are substances, minerals, and gases that are of value then there is an opportunity for development lost to Belize and Belizeans by keeping them undisturbed. We need to know what that value is because it can be used to negotiate funds or exchange debt for these carbon credits. This will in turn aid in our development, keep our waters pristine, and keep the moratorium in place. These are a win, win conditions for all. All of it is on the prem ise that something of value under our territorial waters requires confirmation through seismic testing. The whole scenario is quite straightforward, except when things are going so well and there are no problems with offshore drilling, certain special interest groups become irrelevant and the international funding stops flowing in. What better way to increase the flow of funding than creating an issue where there is none? It’s the same strategy Julz uses on a slow news day. There are slightly more layers to the story, and much like an onion the more layers you peel back, the more it makes you cry. Certain special interest groups with foreign funding coming from more developed economies are going to try to convince us to keep less developed and discourage us from discovering our full potential. Keep in mind that they have done oil drilling on and offshore, and fully destroyed their environment as well as caused global warming. Yet, a little seismic testing has all their knickers in a twist. These same environmental activists who now seek to stop us from knowing what is there represent Fortis on the BEL Board of Directors. The interesting thing about the whole issue is that Fortis is responsible for all the damage to the environment done by the Chalillo dam they built. I guess displacing animals from their natural habitat and people from their homes does not conflict with their ethics in any way, or perhaps that hefty monthly stipend from the BEL Board is just the salve to soothe the conscience. This teachable moment can be summed up in another way, by our local icon. The Rt Hon Said Musa once famously said, “no watch me, watch yuself!”

Lucas 18:9-14 en la Santa Biblia nos cuenta la parábola del fariseo y el recaudador de im puestos. Los dos fueron al templo a orar, el recaudador de impuestos y el fariseo. Para el contexto, Jesús contaba esta parábola cada vez que tropezaba con personas que estaban demasiado confiadas en su justicia propia y vilipendiaban a los demás. Termina así, el recaudador de impuestos despreciado por el fariseo, que estaba seguro de contar con la gracia de Dios, fue el que se ganó el favor de Dios. Lo hizo porque tenía un corazón hu milde y no daba por sentado tales bendiciones. El fariseo, sin embargo, se había ocupado de cantar sus alabanzas y su corazón estaba lleno de malicia y orgullo.

Algunos autodenominados activistas azules han vuelto a agitarse para iniciar una petición que desen cadene un referéndum sobre la cuestión de las pruebas sísmicas en el fondo del océano de Belice para investigar cuánto petróleo, gases y otros minerales se encuentran en las profundidades. El argumento es que las pruebas y la recopilación de información rompen de alguna manera la moratoria sobre las per foraciones en alta mar que tanto costó conseguir a los beliceños. Para que conste, las pruebas sísmicas no son perforaciones en alta mar. El Primer Ministro, John Briceño, ha declarado que la moratoria seguirá vigente. La importancia de las pruebas y la razón por la que deben realizarse es muy sencilla. Es necesario investigar y documentar adecuadamente lo que hay bajo el fondo del océano en las aguas territoriales de Belice. Un inventario adecuado, si se quiere, que indique a los beliceños el valor o el coste de oportunidad de la moratoria ahora en vigor.

Si se descubre que hay sustancias, minerales y gases que tienen valor, entonces se pierde una oportunidad de desarrollo para Belice y los beliceños al mantenerlos sin perturbar. Necesitamos saber cuál es ese valor porque puede utilizarse para negociar fondos o intercambiar deuda por estos créditos de carbono. Esto, a su vez, ayudará a nuestro desarrollo, mantendrá nuestras aguas prístinas y mantendrá la moratoria en vigor. Son realmente unas condiciones en las que todos ganan, ganan y ganan. Todo esto se basa en la premisa de que hay algo de valor bajo nuestras aguas territoriales que requiere confirmación mediante pruebas sísmicas. Todo el escenario es bastante sencillo, excepto cuando las cosas van tan bien y realmente no hay problemas con las perforaciones en alta mar, ciertos grupos de interés especial se vuelven irrelevantes y la financiación internacional deja de fluir. ¿Qué mejor manera de aumentar el flujo de financiación que crear un problema donde no lo hay? Es la misma estrategia que utiliza Julz en un día de noticias lentas. Hay un poco más de capas en la historia, y al igual que una cebolla, cuantas más capas se quitan, más hace llorar.

Ciertos grupos de intereses especiales con financiación extranjera procedentes de economías más de sarrolladas van a tratar de convencernos de que sigamos siendo menos desarrollados y de que no descu bramos todo nuestro potencial. Hay que tener en cuenta que han realizado perforaciones petrolíferas en tierra y en el mar, y han destruido por completo su medio ambiente, además de provocar el calentamiento global. Sin embargo, un poco de pruebas sísmicas les ha puesto los pelos de punta. Estos mismos activistas medioambientales que ahora pretenden que no sepamos lo que hay, representan a Fortis en el Consejo de Administración de BEL. Lo interesante es que Fortis es responsable de todo el daño al medio ambiente hecho por la presa de Chalillo que construyeron. Supongo que desplazar a los animales de su hábitat natural y a las personas de sus hogares no entra en conflicto con su ética de ninguna manera, o tal vez ese cuantioso estipendio mensual del Consejo de Administración de BEL es sólo el bálsamo para calmar la conciencia. Este momento de aprendizaje puede ser resumido de otra manera, por nuestro propio icono local. El Muy Honorable Said Musa dijo una vez: "no me mires a mí, mírate a ti mismo".

Good morning and a warm wel come.

Hon Francis Fonseca, Minister of Education, Culture, Science and Tech nology, Other Ministers present, Chief Executive Officers, Members of the Beltraide Board, Invited Guests

Business support organizations, students, and our entrepreneurs from across the country that have joined us today for the 6th Annual Entrepreneur ship Convention.

We see you, value you, and commit our unwavering support towards the de velopment of all MSMEs in our country.

It is truly an honor to be with you today, as we bring closure to Nation al Entrepreneurship Month. Today, we unite with key stakeholders and experts from our international, national, and lo cal Entrepreneurial ecosystem to share knowledge, best practices, and exper tise that allow us to strengthen our en trepreneurial ecosystem.

After a two-year break, we were excited to plan a bolder, grander, and more impactful event centered around the very fitting theme "Empowering MS MEs in the Disruptive Era." The past few years have taught us that, as a people and country, we are resilient and innova tive and see challenges as opportunities, which is why this year’s theme centers around DISRUPTION. The concept of positive disruption allows us to shift our focus and build strategies that ensure our businesses are prepared to remain resilient when the foreseen or unfore seen occurs in the way we do business. Disruption does not leave a clear path to follow for our next encounter with it—we can’t see it coming. But we have seen that our people are taking advan tage of the opportunities that manifest themselves.

COVID-19 was a great disruptor; crippling production, markets, and sup ply chains but we saw the tremendous display of talent and creativity that our people have as many pivoted to gener ate resilient economic activity. Some of these businesses we encountered, in the ten weeks that we hosted the Na tional MSME Roadshow, a first-of-itskind intensive program, to assist small businesses in capacity building, access to finance, and other business develop ment opportunities, clearly demonstrat ed that resilience.

This Roadshow which was concep tualized through the vision and stew ardship of Prime Minister Briceño, saw close to 1,000 entrepreneurs benefit ing from programs including capacity building in money management, mar keting, and other important topics; for malization clinics with business support agencies and financing institutions, and

expos that allowed them to showcase and market their products and services. Included in this year’s roadshow was a pitch competition, with the objective of economically empowering women, which resulted in 30 female entrepre neurs receiving $2,500 each. There are still many challenges for women when it comes to access to finance, mentorship opportunities, and professional connec tions which can adversely affect their businesses in the long run. These are the gaps that we still need to adequately ad dress and intensively focus on so that we can come up with solutions to assist our womenfolk to equitably participate in the development of their families, communi ties and country.

On a whole, we understand the val ue of Entrepreneurship; it helps create employment opportunities and reduces poverty. For the MSME Roadshow, we saw the entrepreneurial spirit alive; in Belize, MSMEs account for over 70% of employment and contribute significant ly (about 50%) to the country's Gross Domestic Product (GDP). We also un derstand the challenges that many of our entrepreneurs face, especially those that are new and inexperienced, and, therefore, our goal is to ensure that BEL TRAIDE remains as strong support, and assure your success. If we want our entrepreneurs to be responsible for im proving consumers’ lifestyles and solv ing problems faced by consumers in this fast-changing world, we must continue to create programs and policies to assist them. Facing significant pressure with the COVID-19 pandemic, the rising costs of doing business, and increased compe tition brought out by globalization, it is our duty to continue to invest in support pro grams to improve the competitiveness of our MSMEs. This administration focuses on leading for sustained growth and pros perity for all Belizeans through inclusion and partnership as stated in PlanBelize.

Today’s conference will allow you to look at the wider industry so that you are aware of what is going on outside your ‘bubble’ or industry. We also want to share the importance of investing in the emerging blue, orange, and green economies as we engender a diversified strategy for socio-economic growth and do our part to achieve Sustainable Devel opment Goals (SDGs). Let’s look forward to learning about untapped opportunities and best practices and hearing the sto ries from the mouths and displays of MSMEs.

And so today, I urge you to use this forum to learn from our experienced panel of speakers on strategies to help you prepare for changes ahead. I urge you to network with like-minded individu als that can help your business grow and create new business ventures for you. I urge you to support your fellow small businesses and keep the value chain strong and healthy. But most importantly, I urge you to have a fun and productive day.

The US Government-funded Millennium Challenge Corporation (MCC) has selected Belize as one of only two countries in the world for a fiveyear government to government grant to fund a program aimed at reducing poverty and stimulating economic growth.

The Government of Belize (GOB) through the Ministry of Finance, Economic Development, and Investment, have contracted a team of individual consultants to form a Compact Development Team in Belize that will work together with a U.S.-based MCC Team to conduct a diagnosis of the constraints to economic growth, prepare concept notes, develop project proposals, and plan for project implementation.

The Belize Compact Development Team will be led by a National Coordinator who will manage the team, engage key stakeholders across all sectors, and bear responsibility for the overall performance and work quality of the team. The Public Outreach and Stakeholder Engagement Specialist will be a member of this team and will be working closely with the MCC GSI team lead assigned to the Belize country team.

‘EQUALIZE’

Today, December 1, 2022, Belize joins the world in observ ing World AIDS Day 2022 under the theme ‘EQUALIZE’.

As a Government of the People and for the people, we re main committed to doing everything in our power to address the Economic, Social, Cultural, and Legal Inequalities that hinder our progress in Ending AIDS by 2030.

• The Government of Belize remains committed and continues to gradually increase its Co-Financing commitments as well as absorb key human resources and activities previously funded by external donors.

• We remain committed to providing the resources to implement and scale up evidence and rights-based, community-led combination HIV Prevention Approaches tailored to diverse needs and populations.

• We remain committed to urgently addressing Stigma, Discrimination, and Gender Inequalities, and revisiting laws and policies that limit young people’s access to health services.

• We remain committed to ENDING AIDS as a Public Health Threat by 2030.

Belize to Observe World AIDS Day 2022

ACTVITIES: Begin on November 28, 2022, and will continue un til the third week of December 2022.

On December 1, 2022, Belize will join the global community to com memorate World AIDS Day in solidarity with the families of those who have died and are living with HIV (Human Immunodeficiency Virus).

This year, World AIDS Day will be celebrated under the theme ‘#Equalize’, focusing on addressing the inequalities and challenges that block the progress in ending AIDS. At the end of 2021, statistics show that 2,893 persons are living with HIV in Belize. At that time, 44% of that total were receiving antiretroviral therapy, with only 22% at virological suppression level. While the ideal situation by the year 2020 was a call for 90-90-90, the new set of ambitious targets calls for 95% of all peo ple living with HIV to know their HIV status, 95% of those diagnosed with HIV infection receive sustained antiretroviral therapy, and 95% of all people receiving antiretroviral therapy to have viral suppression by 2025.

Research has shown that many barriers prevent persons from get ting an HIV test and seeking early care. These include stigma and dis crimination, actual and perceived fear, negative attitudes, and rigid belief systems, among others.

The National HIV Program of the Ministry of Health & Wellness (MOHW) continues to support all the efforts and activities across the country from district and regional teams. The MOHW has once again partnered with the National AIDS Commission (NAC) in celebrating the ministry’s campaign and implementing specific themes related to HIV and sexually transmitted diseases. These are:

• Differentiated testing approaches catering to the diverse needs of individuals

• Awareness-raising activities on HIV spread

• Strengthening community engagement and supporting activi ties

December 1st is hallmarked as National Testing Day, with point of care rapid testing done countrywide for HIV, syphilis, and Hepatitis B and C. These tests support early detection, treatment, and prevention of infectious diseases. Most infections are preventable with interven tions such as Pre- Exposure Prophylaxis (PrEP), condom use, behavioural change, proper referral to care and treatment, and continuous health monitoring.

The MOHW encourages the public to come out, participate and sup port its activities countrywide in December.

“A Resilient City Council” Beating the Odds

On Wednesday 29,2022, after a pro longed and thorough application process with months of correspondence, His Excel lency Kazuhiro Iryu, Ambassador of Japan to Belize, and His Worship Bernard Wagner, Mayor of Belize City, signed-in to a historic Grassroots and Human Security Grant Con tract. In that momentous occasion, it was recognized that the Grassroots and Human Security Projects Programme was important to the social and economic development of Belize. Mayor Wagner impressed on the au dience that Belize has enjoyed 40 years of friendship with the country of Japan.

Ambassador Iryu in his keynote address gave the assurance of Japan's continued support for the Jewel's municipality. On behalf of the Japanese Embassy and the Government of Japan he signed the con tract of Two Hundred Sixty-nine Thousand Seven Hundred Forty-Seven US dollars (USD $269,747.00) to procure two garbage trucks needed to strengthen the council's garbage response mechanism.

In his response to the funds received, Mayor Wagner said it will purchase two (2) New garbage compactor trucks to improve garbage collection efficiency in Belize City. Wagner continued saying that "this grant will aid us in becoming much closer to our goal of ensuring that all residents live in an environ ment that is both healthy and clean… With these new additions to our heavy equipment fleet and an anticipated culture shift by res idents of the city in ensuring the practice of civic pride, there is no limit to the standard of cleanliness and beauty we can achieve."

Mayor Bernard Wagner expressed grati tude in Japanese: “Arigato gozaimasu” (thank you).

Unfortunately, this paper noticed that the

bulk of the media corps deliberately relegated the noble venture to a footnote in their interview questions. It seemed that the sole reason for the media presence was to nitpick with questions of much-ado-about-nothings. Mayor Wagner stood his ground and answered all the questions pro foundly. Wagner reminded the media hounds about the great collaborative effort in bringing that normalcy to the damages caused by Hurri cane Lisa what ought to be described as efficient collaboration in record time. Also, an important reminder was that Dean Barrow and his John Crow administration had indicted the 2018 new ly-elected PUP City Council to fail. Dean Barrow’s assertion never came to be as the PUP City Council proved to be resilient to his cast spell, to Covid-19 and to Lisa—three equally cataclysmic threats. History is revealing that the only stillbirth was a trio of Barrow maladministrations. These were reeked with incompetence. The entire 13 years of Barrowism was a nasty cesspool of cor ruption not just their lands hotbed.

Back to the city, instead, under the stew ardship of Mayor Bernard Wagner and his able team of councilors cleaned up the mess left by an incompetent and corrupt UDP administration. The PUP municipal body has become resilient and continues to perform with magnanimity thus proving the naysayers wrong. This is a respon sible City Council and as the Mayor alluded, a “transparent City Council.”

The signing unto the Grassroots and Hu man Security Projects Programme is but one other innovative initiative secured by the Mayor Wagner-led administration in the deliverance of its mandate to the citizenry of Belize City. This is a resilient Belize City Council that works in the interest of the city and its residents. The country showed after Lisa that Belize City matters and that positivity is multiplied by a PUP City Council who aid and abet planBelize.

BELIZE’S FIRST YOUTH & SPORTS SYMPOSIUM

Day 1

November 29, 2022 – The Ministry of Youth, Sports & Transport launched the first part of a 2-day symposium gear to Youth and Sports under the theme “Building Part nership, Bridge Gaps, Developing Youth & Sports.” In attendance were the CEO, Mar coni Leal Jr. Ms. Amilin Mendez, Program Manager UNDP, Mr. Kevin Cadle, Director of the Department of Youth Services, senior/ junior members of the department, youth stakeholders, students, and other invited guests.

The first part of the Symposium was geared toward Youth presentations done to shed light on what the Department of Youth Service offers. Youth is over 65 % of Belize’s population which makes them the most important sector of our communities, we are an estimated 400,000-plus population which makes those between 14-29. DYS partnered with UNICEF to bring our Youths 2 important platforms online U-Report and NEXUS. U-Report is an online portal created for poll posting or reviewing data gath ered through polling via various schools.

The other portal NEXUS is a resource platform that provides a hosting portion that doesn’t limit time and the total number of people that can join, other options it offered are to host live events online like lectures or documentaries, etc., and a tab for the stakeholders to create content but they are advised to keep the link current and active. This would be for social events, polls/data, and documentation relating to the stakeholder.

Initiatives DYS is planning on implementing are partnering or collaborating with stakeholders such as UNDP, UNICEF, Private and Public Sectors, the various Ministries of Tourism, Education, and Health

The youths expressed that they would like to be included and informed before big decisions that affect their futures are made. The department advises it will launch a National Tour to visit all schools in Belize and share this platform and get feedback from Youth.

Day 2

November 30, 2022 - The Ministry of YST kicked off day 2 of the Youth and Sports Symposium this portion was focused more on Sports in Belize. Present was Minister Hon. Rodwell Ferguson, Minister of State Hon. Gilroy Usher Sr., Chair of the National Sports Council Mr. Linsford Castillo, Director of the NSC Mr. Ian Cal, Representative from the Ministry of Health, sports stakeholders, youths, and other invited guests.

It was once said that “A country’s most important resource is its people and more so the youth population.” With that said, we must take special care of our youths and athletes as by extension they contribute greatly to our country through Sports and Youth via Education.

Pointers that were highlighted were that is great for collaboration with stakehold ers in sports and various Ministry, Statutory Bodies, and NGOs, for us to succeed all levels must be included to rebuild what was broken and efforts have been taken to collaborate and rebuild the Sporting Infrastructure, Transportation, Health, Education, and long-lasting partnerships.

It was pledged but the different stakeholders, NGOs, and sports in Tourism, Infra structure, Education, and Technology agreed that we can and will do more to collabo rate so they can all be on the same page. Sports and Health focus on your well-being and help to keep you healthy mentally, physically, and socially via networking with oth ers. Some dietary Guidelines for Belizeans are to eat more local fruits, and vegetables, use natural seasoning, and proper hygiene.

Minister Rodwell Ferguson took the time to thank the members of staff of the Department of Youth Services and Sports (National Sports Council) for their hard work.

1. INTRODUCTION:

The Environmental Management Fund was established through the Environmental Protection (Amendment) Act, (EPA) 2009, Chapter 328 of the Substantive Laws of Belize. Part VII of the EPA has provisions for the governance and general operations of the Fund. The main purpose of the Fund is to assist the Department of the Environment (DOE) to address environmental matters and enforce the legislation which also guides the DOE’s roles and functions. The specific objectives of the EMF are to cover all costs associated with the response and clean-up of oil spills and other chemical spills, to carry out programs to prevent and reduce pollution; to provide support for laboratory analysis of samples collected for environmental monitoring; to support its environmental monitoring and enforcement programs; to promote environmental public awareness and research; to encourage local environmental initiative; to publish reports and publications on the environment; to promote, support and encourage activities relating to the protection and management of the environment; and to plan and implement other initiatives important for the effective and efficient management of our natural and environmental resources.

2. PURPOSE OF POSITION:

The Fund Manager is responsible to execute the activities related to the coordination, oversight and implementation of the objectives of the Environmental Management Fund (EMF) through the activities outlined in the EMF Budget and the Department of the Environment (DOE) Strategy and Policy Document. The Fund Manager is primarily responsible for ensuring excellence in the maintenance, control, management and reporting of financial information of the EMF in a timely manner.

The Fund Manager will support the Executive Director and work under the overall supervision of the Chief Environmental Officer.

3. ANALYSIS OF POSITION

Labour Launches Online Labour Complaints Management System

November 28, 2022 - The Ministry of Rural Transformation, Community Development, Labour and Local Government commemorated the launch of a new online Labour Complaints Management System for workers.

A critical function of the Labour Department, labour complaints manage ment entails the mediation and settlement of labour disputes between work ers and employers. The newly designed system now makes it easier to file a complaint and also digitizes the manual system of recordkeeping that labour officers currently utilize through a work order system. A useful feature of the system is that complainants can now track the progress of their cases online using an access key.

Furthermore, the new system allows complainants to use both mobile devices and traditional desktop systems to access the online complaint sys tem. The combined features and components of the system establish an elec tronic database of cases that can be used to further improve labour relations management services.

The online Labour Complaints Management System was developed un der a project funded by the Government of Belize and the International Office of Migration (IOM). The new system can be accessed on the Ministry of La bour's website at complaints.labour.gov.bz.

41st Model OAS for High Schools Belize High School

November 30th 2022

The Belize High School will have its eighth consecutive delegation participating in the 41st Model Organization of American States for High Schools (MOAS/HS). The MOAS/HS will be hosted virtually from December 12-14, 2022. The advisor in charge and MOAS Coordinator this year is Belizean, Ms. Kendall Belisle of the Office of the Assistant Secretary General.

The MOAS is a simulation of the OAS General Assembly designed to promote democratic values among the youth of the Americas by familiarizing students, fac ulty, and academic institutions with the work of the OAS and its Member States. It engages students in an active learning exercise where they represent the diplomats and political officials of the OAS Member States through role-playing.

BHS has registered two delegations. Each of the 34 OAS Member States is rep resented by a delegation of 3 students. Representing OAS Member State, Argentina are, Ms. Olivia Quinto, Ms. Jade Mena, and Ms. Alaine Perdomo. Representing OAS Member State, Costa Rica, are Ms. Georgiana Norman, Ms. Alessandra Avila, and Mr. Aden Zabaneh.

In a unique development, BHS was informed that four of its student delegates had been called upon to simulate the MOAS/HS Authorities. For the first time in the history of the MOAS/HS, a student from Belize will represent the MOAS President, Mr. Stephen Navarrete. Student Delegate Mr. Nathan Sharp will participate as ViceChair of the Committee on Juridical and Political Affairs, Ms. Givanya Tesucum will serve as a Committee Secretary, and Mr. Wayne Alfaro will participate as a Commu nications Officer.

PCC Holds Inaugural Meeting

The Secretariat of the People’s Constitution Commission urges the Belizean people to own this process, participate in the upcoming consul tations, and make recommendations that they want to see.

Thursday, November 24 2022, twenty of the twenty-three organizations that make up the People’s Constitution Committee gathered at the House of Culture in Belize City for its in augural meeting. Chairman of the PCC, Mr An thony Chanona, expressed his commitment to the work that lies ahead of him and the com mission and though it won't be an easy task, it’s a job that must be done. He reminded the commissioners gathered, that they are there representing the membership of their organi zations and their agenda but also have a major commitment to listen to the People of Belize at home or in the diaspora and ensure that the final report reflects the recommendations and best interest of All the Belizeans.

The full-day meeting, after an all-around introduction of the diverse members of the Commission and their expectations, the signing/affirming of their oath as members many ideas and concerns shared by the Com missioners in attendance. The Commission focused on developing a clear roadmap framework of the way forward for the PCC. Acknowledging that the work ahead is very loaded and meaningful, the membership of the PCC has immediately began laying down their short, middle and long-term aims/ deliverables. The Belize Agricultural Health Authority (BAHA) reminds all poul try stakeholders that the Belize Poultry Health Regulations, Statu tory Instrument No. 121 of 2022, which was published in the Ga zette on 25 August 2022, comes into effect 30 November 2022.

In the next 18 months, the Commission will be fully committed to the 25 SEP 2020

ciation and other poultry sector stakeholders for their contributions in the development of the regula tions.

The regulations will enable the Authority, in collaboration with the poultry farmers, to effectively pre vent, control and eradicate poultry diseases. It also calls for effective biosecurity controls on poultry establishments to safeguard the poultry industry.

As a result, stakeholders are hereby reminded, that effective 30 November 2022, poultry industry importers, exporters and poultry establishments need to register with BAHA. Stakeholders can ob tain more information from BAHA by calling the Animal Health De partment in Central Farm at 8244899.

In accordance with Section 3(2) and (1) of the Prevention of Cor ruption Act (No. 21 of 2007) of the Belize Con stitution and the Preven tion of Corruption Act Chapter 105 of the Laws of Belize, H.E. Dame Froyla Tzalam, Gover nor General of Belize, swore-in the chairperson and members of the Integrity Commission on November 28, 2022, with the exception of one member who was sworn in today at the Office of the Gover nor-General.

The members are Mrs. Andrea McSweaney McKoy (Chairperson), Mr. George Swift, Mrs. Zӧe Roberson-Zetina, Mr. Ricardo Moguel, Ms. Katherine Meighan, Ms. Payal Ghanwani, and Mr. Jaraad Ysaguirre.

The motion for their appointment was passed in the National Assembly on May 20, 2022. The members will serve in this capacity for a period of two years.

$4.6M Climate Change Project

The Ministry of Sustainable Development, Climate Change and Disaster Risk Management in partnership with the International Organization for Migra tion (IOM) embarked on a project entitled “Building Climate Change Resilience and Social Integration of Displaced People in Settlements of Western Belize.” The ground breaking ceremony was held in Billy White Village on November 24, 2022.

The project will address a priority need identified in the government’s agenda on sustainable development, which contrib utes to Belize’s efforts toward the UN Sus tainable Development Goal 13. The part ners successfully secured a US$2,300,000 grant through the United Nations Office for Project Services (UNOPS) Lives in Digni ty Grant Facility funded by the European Union. This project is one of two success ful projects of the 70 projects submitted for consideration by the Lives in Dignity Grant Facility.

The objective of the project is to support displaced persons in migrant settlements to become productive members of their host communities and participate in furthering their common resilience, socio-econom ic growth, and sustainable development, thereby preventing further displacement.

Specific deliverables to be initiated in clude:

● Constructing approximately three miles of drains and placement of 10 culverts in Billy White Village and approximate ly one mile of drains and two culverts at Los Tambos Government Primary School, which is used as a hurricane shelter.

Belize City Belize, November 25, 2022: This month, the Belize Tourism Board and Sound Diplomacy, an international mu sic policy consultancy and global expert in developing long-term and self-sufficient music strategies, will partner to create the first-ever music tourism strategy for Belize. This strategy will assess the value of music and cultural ecosystems, identify growth areas, and produce an actionable strategy and implementation plan that delivers mea surable economic and social benefits.

This strategy will ensure that local authorities and promoting agencies have the tools they need to engage with music arts and the creative economy in general, enabling them to develop a unified public policy to support the cultural sector, and a link between music, culture, and tourism. It will also provide an economic baseline

that demonstrates the value of music to the country, a set of benchmarks and case stud ies to learn from and adapt, and a music tour ism marketing framework to turn Belize into a globally recognized destination.

It will take place across an 8-month peri od, where strategies for information gather ing will be set in place in the form of roundta bles and interviews, and where the research team will develop benchmarking and com parative analyses. As a result, a concise stra tegic plan based on maximizing the value of music and music tourism in Belize around four core frameworks will be developed: mu sic tourism development, music production, supporting artists and SMEs, and fostering live music and festivals across the country.

The BTB asks all our music stakeholders to be on the lookout for said works ahead and to collaborate in this study.

Lessons from South Korea

For over a year the International De velopment Bank (IDB) and South Korea (S.K.) have been collaborating in assist ing Belize with the development of land transportation in the country. At the invi tation and expense of those two bodies, a delegation from Belize which includ ed Hon. Rodwell Ferguson, Minister of Youth, Sports, and Transport, Hon. Gilroy Usher, Minister of State in the Ministry, Transport planners Trudy Joseph and Eric Sanchez, the Chief Executive Officer Marconi Leal, and Chief Transport Officer, Mrs. Dian Vasquez, among others visited South Korea for 7 days last week to learn additional information about the best way to improve the local transport industry.

South Korea is a hilly East Asian na tion on the southern half of the Korean Peninsula. In the Korean War (1950- 1953) the United States prevented the North from capturing the South to safeguard its vital interest in the region. Since then, the United States has maintained a large military base in South Korea to deter an other invasion by the North.

Massive destruction due to the war left South Korea as one of the poorest na tions. Nevertheless, with massive grants, loans, and technology from its protector, tremendous sacrifice by its people, long term planning, and major investments by natives and foreigners, South Korea has become a first world country with tril lions of dollars in revenue. As a result of that economic success unemployment in S.K. is only 2%. To better cater to its pop ulation of 52 million, South Korea is build ing a new self-governing city, Sejong. The new city will also serve as the de facto administrative capital of the country due to overcrowding in its capital Seoul with a population of ten million.

Our main interest in South Korea was land transportation; the country, however, has one of the best transporta tion industries in the entire world wheth er it’s transportation by land, sea, or air. As leaders in invention and manufacturing South Korea produces most of its needs and exports hundreds of products. That’s one of the reasons why unemployment in the country is very low.

A reliable and affordable transpor tation industry including public transport is key for maximum development in any country. Consequently, South Korea has a very reliable and mostly modern fleet of both private and public vehicles that

operate with fuel, hydrogen, or electric ity. Thousands of those vehicles are the popular Hyundai, which is manufactured in S.K. To ensure reliable and affordable public transportation South Korean sub sidize more than half the cost of provid ing the service. Companies that provide public transportation receive special tax breaks with the purchase of new equip ment; the government provides a yearly subsidy for fuel based on the mileage of runs; to avoid racing for passengers by buses Road Service Permits (RSP) are is sued specifically to companies for them to provide service exclusively for specific runs throughout the day, and to ensure that commuters reach their destinations on time wherever possible. Special lanes are built or designated for public trans port, especially buses.

South Korea also make public trans portation user friendly by offering metro cards, building spacious bus terminals with modern conveniences, and using modern technology in control rooms to provide commuters with live updates about buses in an area.

S.K. is only able to provide reliable and affordable public transportation with modern buses, because its continuous economic development allows it to have the revenue to heavily subsidize the in dustry. Without tremendous government

subsidy the true cost of reliable and safe public transportation with modern equip ment would be too high for most per sons, who cannot afford private vehicles.

South Korea’s economy also got a huge boost when millions and millions of dollars were invested in hotels, restau rants tele-communications, sporting fa cilities, casinos, transportation, security, and tourist sites among other things to enable it to host the 2018 Olympics.

While in South Korea, we also vis ited sites where vehicles that operate with fuel, hydrogen, or electricity are serviced, and were appraised of the cost of the infrastructure for providing a particular service. The trip also afforded us the opportunity to travel for approx imately fifteen minutes in a fully auto mated car, which is one of the latest trend in transportation. Belize certainly has a lot of catching up to do in that area of transportation.

While in South Korea Minister Fer guson, C.E.O. Leal and I had the oppor tunity to meet with the director of their version of our National Sports Council. It was evident that to reap the tremen dous benefits afforded by very compet itive sporting events, a country has to invest in its athletes and sporting facil ities. One of the best way of doing that is by working together with the various sporting organizations. Success in com petitive sports is what enabled the host country to offer a scholarship for a Beliz ean athlete to pursue a master degree in the new school year at one of its top universities.

REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) towards implementing the Belize Social Investment Fund Loan III and the Basic Needs Trust Fund Tenth Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Belize Social Investment Fund (BSIF) the Executing Agency, now wishes to procure consultancy services for Technical Unit Coordinator.

The objective of the consultancy is the responsibility for the efficient operations of the Technical Unit. The Consultant will coordinate the work of the Technical Unit to ensure that all projects presented to the BSIF Board of Directors (BOD) are properly appraised, and that they conform to the policies established by the Fund. The duration of the assignment is expected to be a period of two (2) years, extendable by mutual agreement in accordance with prevailing Belize legislation as well as results of a performance appraisal.

BSIF now invites interested eligible individual consultants to submit Expressions of Interest indicating their qualification and experience to provide these consultancy services.

Consultants shall be eligible to participate if:

(a) the persons are citizens or bona fide residents of an eligible country; and

(b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements,whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website. In the assessment of submissions, consideration will be given to qualifications, experience and interview questions.

In exercise of the powers conferred upon it by the Public Utilities Commission Act, Chapter 223 of the Laws of Belize, the Electricity Act, Chapter 22 1 of the Laws of Belize, and all other powers thereunto enabling, the Public Utilities Commission (hereinafter referred to as the “PUC” or “the Commission”) hereby notifies the general public that it intends to issue an Electricity License to Generate, Transmit and Supply Electricity (hereinafter referred to as “the Electricity Licence”) to Hydro Maya Limited (HML).

Purpose of the proposed Electricity Licence:

To generate, transmit and supply electricity utilizing a rated site capacity of 3.4 Megawatts and associated energy for the purpose of enabling the Belize Electricity Limited (BEL) to provide electricity services to the public, subject to any Power Purchase Agreement (PPA) approved by the Commission.

Reasons for Proposal to Grant the Electricity Licence:

a) The Government of Belize granted a Concession effective July 29, 1998, to HML for the purpose of owning, constructing, and operating a 2.0 MW hydroelectric facility located on Government-owned land and water usage on the Rio Grande River in the Toledo District. The said Concession, which expires on July 28, 2023, is hereinafter referred to as the "Concession" or "Government Concession".

b) The Minister granted a Licence effective August 24, 1998, to HML for the purpose of giving a supply to the BEL utilizing a site capacity of 2.0 Megawatts.

c) HML’s Rio Grande Project was selected under the Request for Proposals for Electricity Generation Belize 2002 that was conducted by BEL, resulting in a PPA being executed on September 13, 2003.

d) The Government of Belize, after dialogue with HML, amended the Concession effective February 14, 2005, including, among other things, fixing the site capacity at a minimum of 2.0 MW.

e) The HML-BEL PPA, described in c) above, was renewed with a contract renewal date of March 8, 2022, expiring on July 28, 2023.

f) The Commission proposes to grant the Electricity Licence to HML for the purpose stated above; to provide 3.4 Megawatts of site capacity and associated energy to BEL for the remainder of the Government Concession.

GOVERNMENT OF BELIZE MINISTRY OF HOME AFFAIRS & NEW GROWTH INDUSTRIES BELIZE CRIME OBSERVATORY PROJECT COORDINATOR BACKGROUND

With funding from the USAID, the lnfosegura project aims to support SICA in strengthening the regional and national institutional capacities for collecting, monitoring and processing security information and for its application for decision-making and policy formulation at regional and national levels with implementation in El Salvador, Guatemala, Honduras, Panama, Belize, Costa Rica, Dominican Republic and Nicaragua.

The project aims to: (1) improve regional and national institutional capacity to collect, monitor, and process safety information and apply it to the decision-making and policy formulation at the national and regional levels; (2) strengthen the capacity of civil society to collect, analyze, and public safety data and process monitoring of policies and programs of public safety; and (3) support regional knowledge management to improve knowledge and understanding of the root causes of violence and insecurity and promote successful policies and practices of public safety.

Similarly, the Government of Belize (GOB) is addressing the issue of crime and violence with a renewed vision, one that is more integrated, and encompasses a continuum of multi-sectorial and inter-agency initiatives, ranging from prevention to control. This integrated vision has emerged out of a consensus that an integrated approach is the best approach to effectively address the multifaceted and dynamic nature of crime and violence in Belize.

In adopting this approach, GOB has partnered with several multi-lateral agencies and friendly countries to collaborate on the identification, design and execution of programs and projects relating to national and citizen security in Belize. Some of these partnerships includes the Inter-American Development Bank (IADB), the United Nation Systems (UNDP, UNFPA, UNWomen etc.) the Caribbean Development Bank (CDB), the Central American Bank for Economic Integration (CABEI), the Government of the United States, Mexico and Canada. Of note are two multi-agency projects which are currently being implemented in Belize through the support of the IADB.

The lnfosegura project in Belize will support national data collection efforts by complementing existing interventions that aim to strengthen crime and justice data platforms in Belize. The infosegura project will bring together various actors in the justice system to systematize and synergize crime and justice data collection and analysis at the national level.

SCOPE OF SERVICE

Provide support, under supervision of UNDP Governance Programme and the Chief Executive Officer, Ministry of Home Affairs and New Growth Industries, for the operation and management of the Crime & Violence Observatory in Belize, which will be used for the generation of public information on basic indicators of violence and insecurity in Belize. The management of the data will include making necessary update to the data sourced for the Observatory (e.g. recorded crime data), and identifying, sourcing and maintaining complementary sources of data relating to citizen security (e.g. data from health partners relating to violence). The coordinator will report to the Chief Executive Officer, Ministry of Home Affairs and New Growth Industries (CEO, MHANGI).

Project Coordinator

The Project Coordinator will be stationed in the Ministry of Home Affairs and New Growth Industries in Belmopan and will be responsible to:

•Conduct all data processing functions relating to the Crime Observatory Information Management System and the Crime Observatory (CO) Website (collect, validate, clean, collate, store, disseminate)

•Assist in the management and administration of the CO Website

•Prepare reports and documents to be uploaded to the CO Website and for public consumption (monthly statistics, annual reports, news, research articles, regional data etc.)

•Assist in the generation of Crime Observatory reports and research papers

•Provide liaison and technical support for regional systems and agencies as it relates to the Project: SICA, OBSICA, OAS, UN, IADB agencies etc.

•Provide support for the implementation of Phase 3 of Infosegura Project in Belize

•Coordinate logistical arrangements for meetings, trainings, conferences and forums

•Provide oversight support for the implementation of the multiple components of the lnfosegura project in Belize

•Monitoring the work plans and budget of the overall project, based on proposed annual work plans and budgets.

•Preparing a directory of stakeholders and canvass the support and cooperation for project activities.

•Coordinating all processing all capacity-building activities under the project.

•Overseeing all contracts for project

•Report monthly to UNDP and to the CEO, MHANGI on the progress of the lnfosegura project implementation.

•The coursing, processing and storage management of data held by the Belize Crime Observatory. Data will include police recorded crime data, census data for Belize, data from other Belize government ministries and data from the Belize Crime Victimization Survey

•The maintenance of data held by the Belize Crime Observatory to ensure these data is fit for the purpose for which they are used. This includes ensuring the data are routinely updated, precise in their content and comprehensive in their coverage

•Promote and apply standards for the formatting and structure of data to allow for subsequent analysis

•Perform geocoding of crime data, utilizing the full address information recorded in the crime record

•With appropriate training, generate web-based applications that help support the dissemination of data held by the Observatory, and which in turn promotes the service the Observatory provides

•The calculation of crime statistics for the country of Belize by districts for national publication

•To liaise closely with the Joint Intelligence Coordination Centre and the CompStat Unit on the production of analysis reports and the use of data to support improvements in security and citizen security

•The administration and maintenance of an online library containing analysis reports generated by the Observatory and other key stakeholders (i.e., the Joint Intelligence Coordination Center, the CompStat Unit, National Forensic Science Services, the Kolbe Foundation etc.)

•Provide technical input to the procedures and protocols manual to ensure it is kept up to date

•To generate tactical assessments, identifying changes in crime, emerging issues, and monitoring the impact of targeted activities

•To generate problem profiles and target profiles that aim to provide a rich understanding of the problems, individuals, and offending groups the reports are focused on

•To conduct results analysis that aims to measure the impact of targeted police and citizen security activities

•To liaise with the other ministries of the Government of Belize, maximizing the use of data they collect for the benefit of the Observatory’s mission

•To administer arrangements for accessing data and reports to those who are authorized

•Any other related duties that may be assigned by the CEO.

Prospective candidates should have a minimum of Bachelor's degree in a social science or related field (Public Health, Public Policy, Criminology, Demography, Statistics, Criminal Justice). At least two years of relevant professional experience. Participate in research on issues related to Social Violence, Citizen Security, Conflict and / or Social Affairs would be an advantage. Candidates should be fluent in English and have a working knowledge of Spanish. They should have the ability to write clearly and concisely and have strong data analytics skills, coordination skills, communications, and advocacy skills. 2. It is hereby declared that the principals of Northern Medical Specialty Plaza Lim ited, located at Orchid Drive, Orange Walk District shall continue to operate and develop a medical facility offering an array of medical procedures and associated services. The Ministry of Agriculture, Food Security and Enterprise and the Food and Agriculture Organization (FAO) signed the Country Programming Framework (CPF) 2022-2026 on No vember 24, 2022.

This strategic document presents the FAO’s key areas of technical coop eration and medium-term country-lev el programming in support of the Gov ernment of Belize. The document was developed within the framework of the United Nations programming process es, including the UN-Common Coun try Analysis and the United Nations Multi-Country Sustainable Develop ment Cooperation Framework for the Caribbean and the Sustainable Devel opment Goals of the 2030 Agenda for Sustainable Development.

The CPF 2022-2026 also reflects the Plan Belize agenda, the COVID-19 Economic Recovery Strategy and oth er national and strategic documents related to agriculture, food and nutri tional security, and rural development. The CPF sets out the lines of coop eration that FAO will provide over the next four years and aims at advancing Belize’s national development priorities within three strategic areas of work.

These strategic areas include:

1. inclusive food systems for eradication of malnutrition and food insecurity towards providing healthy diets for all;

2. sustainable and inclusive agri-food systems and agricultural value chains to achieve prosperous and inclusive rural societies; and

3. resilience to climate and economic shocks through sustain able natural resources manage ment.

The strategic areas of work, as identified in CPF 2022-2026, will ben efit from best practices developed by FAO at the national and regional levels as well as international technical stan

dards promoted by FAO in its member countries. FAO will maximize its compar ative advantage, leverage synergies, and increase effectiveness in collaboration with other United Nations agencies.

The intended changes will be re alized by strengthening the capacity of government stakeholders, such as ex tension officers supporting farmers in supplying local markets and social pro tection programs such as the school feeding program. The focus will be placed on developing and implementing policy frameworks and accountability mechanisms to enable access by all to safe and nutritious foods, end hunger and all forms of malnutrition as well as improve institutional capacities to en hance nutrition awareness to reduce the incidence of non-communicable diseas es.

(a) not practice whatsoever any discrimination on grounds of ethnic, religious or political identity;

(b) observe all safety, social security, health and labour regulations; (c) pay fair wages to the workers and observe fair labour practices;

(d) consult with the Belize Labour Exchange before employment of workers of other nationalities; employ only such workers of other nationalities as are in possession of valid work permits;

(e) make provision for the training of Belizeans in all aspects of the operation and conduct of the Company including management; submit a plan for approval by the Ministry of Labour for such training in all the required skills;

(f) satisfy the Ministry of Natural Resources and the Department of the Environ ment that all necessary measures are taken to control any pollution to the envi ronment that may result from the operation of the company;

(g) satisfy the Ministry responsible for Archaeology that all measures are taken to prevent the destruction of any ancient monument or antiquity located within the Company's area of operation;

(h) maintain separate books of accounts and records in respect of the Company; maintain such books of accounts and records in a manner which conforms with generally accepted accounting principles in Belize and appropriate to the busi ness in which the Company operates;

(i) conduct the business in a manner acceptable to the Belize Trade and Investment Development Service;

(j) continuously employ at least ninety-one (91) persons by 2027.

4. Upon obtaining the written approval of the Executive Director, Belize Trade and Investment Development Service, the Company shall be permitted to import such quantity of such items free of customs duty and revenue replacement duty as shall have been proved unavailable from suitable local products or raw materials, and necessary for the establishment/expansion and operation of the Company, and for the sole use thereof, but limited to:

• Plant, Machinery and Equipment

• Fixtures and Fittings

• Building Materials & Supplies

• Utility and Transport vehicles

5. The date of production shall be November 17th, 2022.
