A TALE OF TWO CITIES

Thursday, 14 December 2017 On Wednesday, Deputy Prime Minister Patrick Faber, flanked by Belize Infrastructure Limited CEO Cristy Mastry and GOB’s architects of choice Daniel and Carlo Arguelles, opened the $40M Civic Center in Belize City. The monument to UDP optics and stupidity features a basketball court. That’s It. When all is said and done, the Civic Center is nothing but a $40M basketball court.

Faber, who has somehow claimed the huge building as his own as if he built it brick by brick, cannot respond to questions about his own collet constituency, just a few hundred feet away. In his area, there are many residents who live in abject poverty, without electricity or running water or toilets. Just a stone’s throw from the $40M Civic Center, there are persons who live in decrepit wooden shacks over swamps, accessible only by a network of London Bridges.

The UDP has been unable to account for hundreds of millions in Petrocaribe dollars allocated to poverty alleviation. Prime Minister Dean Barrow spent that money on pre-election rallies, handouts and multi-million-dollar roundabouts. Despite the fact that the money was meant to benefit the most-disadvantaged persons in the country, the country’s poverty rate has plummeted until almost 50% of our residents live below the poverty line.

Orchestrated by the Belize Infrastructure Limited, the Civic Center will require almost a million dollars annually to operate, and it is understood that ‘normal’ Belizeans will be unable to afford the sizeable fee to rent. The government has been unable to provide any answers as to cost of rental. We note that Belize Infrastructure Limited is Mr. Barrow’s ‘vehicle’ which is also responsible for the debacle on Lake Independence Boulevard, not so affectionately dubbed the Boulevard of Broken Dreams.

Thursday, 14 December 2017 An unarmed watchman on duty was shot once in the head and left for dead in the wee hours of Saturday morning. He has been identified as Baltazar Sarmiento, 61. Police reported that at 3:00 a.m.

They visited the Buca Shell gas station at 2½ miles on the Philip Goldson Highway.

However, Sarmiento had already been lying face down dead in a pool of his own blood.

Initial police investigations revealed that Sarmiento was on duty having a meal when a boat pulled up at a river dock behind the gas station. Two men got out the boat, one of them armed with a pistol.

The men attempted to enter the convenience store but that immediately led to a confrontation with Sarmiento who pre-

I couldn’t breathe. Marconi, he picked me up and I went to the hospital. It hurt and all my hand hurt. This morning Montero show up here, but he didn’t offer any help. He told me lucky it was your back He only comes taking this for joke. This is not a joke.”

when the blasting occurred, stone missiles entered his room through their home roof: “I am the caregiver of my comatose brother. So I told them I can’t really move him around. In the end the blast came through my front door that was locked. And my roof! Right over my comatose brother's hospital bed. Debris rocks and dust fill my house, gaping holes in my roof... zincs ripped open. My gas tank ripped open with butane escaping. One of the most frightening time of my life! I was crying for help, thinking the butane tank would explode since the stove was on and scared for my brother that was in the house.”

While residents were demanding answers, Mayor Earl Trapp and his UDP town Council were busier with an inauguration and ribbon cutting.

Trapp tried to take himself out of the picture saying that

neighbour told him that news had circulated that his father had been killed while on duty. According to Maikor, he quickly rode to his father’s workplace hoping that the news was untrue. When he arrived, he didn’t see his father but instead saw blood on the concrete.

Maikor told our newspaper that he doesn’t believe the men came to rob the convenience store but instead to hurt his father. He told us he had no motive why they would want to hurt Baltazar because he was a hardworking and honest man who was never engaged in conflicts with anyone. His father was a peaceful man whose life revolved around work and family, he was the breadwinner, he told us.

Baltazar Sarmiento, a Honduran national who had been in Belize for the last two decades, worked as a watchman at the gas station for 14 years. He leaves behind three children in Belize and five in Honduras. His body will be returned to Honduras for burial.

The entire incident was caught on camera but the men have not yet been arrested and charged because their faces were covered with shirts.

The Belize Times spoke with Maikor Sarmiento, 19, the oldest of Baltazar’s children in Belize. He revealed that he was sleeping in bed when he was awakened by a neighbour knocking on his window at about 6 a.m. on Saturday morning. The

he was unaware of mining in that area and his Council issued no permission to mine there. Residents told us that the outgoing mayor didn’t even show up on Tuesday morning or on Wednesday to discuss any plans to assist them. So who issued the permit? Sources tell us that since, Rene Montero gave the blessing to carry out the blasting and the San Ignacio Police formation under UDP crony Richard Rosado carried out the orders from his political bosses with only three policemen to secure the site less than 100 meters away from the blasting site.

Residents cannot expect any compassion from Montero, Trapp and the UDP who gave the blessing to blast in an area where he knows that residents and many children live, destroying their homes, injuring them and traumatizing them for life with a movie-like bombing experience. This incident shows that there is no regard for the life of the residents and their belongings, once money is being distributed in the pockets of these UDP politicians.

UDP Senators Betray Belize AGAIN! Thursday, 14 December 2017 With the complicity of the Church Senator, a motion to amend the Maritime Areas Act for Belize to lay claim to all its territorial seas under international law was shot down by the UDP. During the last Senate meeting for 2017 on Wednesday December 13, the ruling party was disjointed in its arguments as to why the situation should not be corrected after so many years. But, as we have reported before, the real reason why the Government will not take the bold move is that they are afraid of Guatemala’s reaction if Belize’s Parliament makes the change.

In the introduction of the motion [Maritime Areas (Amendment) Bill, 2017], Lead Opposition Senator Eamon Courtenay explained that the amendment should have been made since 2008 when the Special Agreement was signed.

The provisions of the Act of 1992 were put in place to make way for a negotiated settlement to the unfounded Guatemalan claim. However, the Special Agreement meant that both countries renounced that possibility and instead opted jointly for adjudication through the Inter-

national Court of Justice (ICJ).

The UDPs say they recognize the importance of the amendment but their actions say otherwise. The Attorney General and Senator Michael Peyrefitte blocked the motion with the excuse that it should be taken to the Lower House instead.

He argued that the process should not begin with the 13 unelected Senators. Peyrefitte admitted that even if the bill passed in the Senate, it would have to return to the House of Representatives, but if left to the

UDPs that might never happen.

Peyrefitte admitted, “The Government has already said that they will pass any amendment necessary depending on what happens. So what is the urgency for this? Why do we feel like we have to do this now?"

Notably, everyone except Senator Pastor Ashley Rocke and the six UDP senators voted in favour of the bill making it a 7 to 6 vote.

Business Senator, Mark Lizarraga rebuked Peyrefitte for his stance. He told the upper chamber, “It baffles me that there is even a question or a doubt in some people's minds whether in this honourable House we have the right, the ability, or the obligation to either raise motions or present bills – we can! A Victory to Celebrate Greetings. Last Friday a remarkable thing happened. We achieved bi-partisan support for imposing a moratorium on offshore drilling. The amazing thing about this is the fact that this Bill, which passed with the full support of both sides of the House, was people-driven. It originated from Belizeans who took action to ensure that their representatives do the right thing.

Those community leaders who helped to bring our nation together around this moratorium deserve our thanks as well as our recognition for they had the common sense to know that had they not taken the drastic steps they did, like having their own People’s Referendum, this Barrow administration would not have acted. They knew that there were too many cronies and connected UDP’s who were trying to hustle on the granting of oil exploration licenses, so they used the power of the ballot to serve notice to the UDP government that people were prepared to do all possible to protect our beautiful barrier reef.

One of the greatest challenges of our time is climate change and while many Belizeans are beginning to pay more attention to this, we live with the effects of climate change every day. Just look at the frequency and ferocity of hurricanes, flash floods and droughts. The fact that we are taking action to put a hold on the exploration and drilling for oil in the sea is our own way of fighting against climate change. It is our way of saying we will be responsible global citizens.

As I said in the National Assembly, while I have no doubt that there may be small pockets of oil reserves in our waters, what little there is will not be worth the risk of a potentially damaging oil spill or other accidents which could affect our Belize Barrier Reef. Think about it - every year we directly and indirectly earn hundreds of millions of dollars from activities related to our beautiful barrier reef. From the fishing industry to tourism, millions are generated which allow for job creation and we all know how much we need good jobs. What would happen to all those jobs if there were an accident or oil spill? It could result in the partial or full destruction of our reef.

Yes, we have to seek ways to increase our development and I agree that if there is oil offshore then we should not just ignore the potential financial benefit this could bring, but I believe the risks involved in drilling for oil offshore is such that we should not leave that decision only for politicians to make. This is why I recommended to the House that we put in the legislation that only through a referendum should the moratorium on offshore oil exploration be lifted. The people caused this to be enacted, so it makes perfect sense that only the people should be able to reverse this decision.

This moratorium on offshore drilling is an action by Belizeans that will ensure that our children and grandchildren get to enjoy the beauty and splendor of our beautiful Barrier Reef. Also, it is Belize doing its part to preserve our planet. Bravo!

4 04 MARILYN WILLIAMS TO THE SUPREME COURT

Thursday, December 14, 2017 Marilyn Williams is being appointed as a judge of the Supreme Court by the Judicial and Legal Services Commission, and although Prime Minister Dean Barrow has said the appointment is not political, Williams' appointment still raises many questions.

Williams is undoubtedly politically connected. She was once a political candidate for the UDP and served as this UDP government's head of the Financial Intelligence Unit (FIU) and was appointed by PM Barrow to the not much Integrity Commission.

Even the Judicial and Legal Services Commission was created by the UDP to negate the Belize Bar Association.

And now, there are credible whispers that Williams, like PM Barrow's buddy Franz Parke before her, may not even possess the appropriate qualifications to sit as a judge on the Supreme Court.

Williams, according to her professional profile, conducted her legal studies at the Benjamin N. Cardozo School of Law, Yeshiva University in New York. And if her linked in profile is anything credible to go by, it took her 13 years to finish her studies!

Ok, so that was most likely a typo, hopefully, because sources indicate that legal courses in the US on average last for 3 years. So either she studied from 1988-1991 or from 1998-1991 but that is not even the worst of it.

Williams claims on her profile that she attained an LLB from Yeshiva University. However, a check of the school’s program offering shows that the institution doesn't even

offer an LLB course. That is because LLB's aren't offered in the US. Now, one must understand, an LLB is the degree that enables a lawyer to practice Commonwealth law, which is what is used in Belize. Williams' university, however, only offers a Juris Doctor (JD) course, which is the American equivalent of the Commonwealth LLB. After a lawyer completes legal studies in the US, an additional 6-month course is required to obtain a Legal Practice Certificate, which enables an American educated lawyer to practice Commonwealth law. The problem, however, is there is no verification that Williams has ever completed this conversion course. And if she has not obtained her LPC, that would mean she is not even qualified to practice law in Belize, much less serve as a judge on the Supreme Court.

Williams needs to come clean and prove that she is qualified to sit in that seat as a judge of the Supreme Court and if she is not, the entire Judicial and Legal Services Commission needs to be questioned and all their appointments need to be reviewed with a finetooth comb.

No Cheer in GOB’s Christmas Thursday, 14 December 2017 At the last House Meeting for 2017 on Friday December 8th, Prime Minister Dean Barrow announced that there would be Christmas Cheer this year. What he did not say was that Belizean taxpayers will be footing the bill. That’s because while he did not make the full disclosure inside the House, he admitted in a subsequent interview that UDP area reps will be apportioned double the amount that PUP area reps will be allocated. Plus, we have received reports that like the Opposition reps, UDP caretakers will also receive $12,500. If that is so, as was the case in previous years, the bill would go up to over three quarters of a million dollars. So, at the end of the day, despite claiming that it is a government for the people, the UDP continues to ignore a large part of the Belizean population. That comes as no surprise though, if we are to recall the classical admission of the UDP’s Mark King, “yoh look afta UDP first, yoh look afta Belizeans second and yoh look afta PUP last.”

Likewise, the Prime Minister also neglected to say where the money will come from this 2017. It turns out that this UDP government is still milking the PetroCaribe cow for purposes that the public has greatly frowned upon. The Financial Secretary, Joseph Waight has informed that a supplementary allocation will be taken to the House of Representatives at its next meeting in 2018 to cover this expenditure through PetroCaribe loan

financing.

The public’s disapproval of the Government’s use of PetroCaribe funds stems from the fact that the Barrow Administration continues to misuse the monies that will ultimately have to be repaid. Rather than investing the money in social initiatives that will last the poor and indigent in our population longer, if not a lifetime, the government is buying votes with ham and turkey. Not only that, the actions of the administration also fly in the face of a gracious Venezuela which, despite facing tremendous economic difficulties itself, continues the PetroCaribe program to assist its sister Caribbean nations.

We should point out as well that there is in reality no telling how the funds are used as there is no accountability in place.

EDITORIAL EMANCIPATE YOURSELVES…

Emancipate yourselves from mental slavery…none but ourselves can free our minds! – Marcus Garvey Here’s a scenario for you. You own a business and hire a manager. You pay that manager an exceptional salary, plus you provide all funds needed by the company for operations. That manager runs the company into the ground. His staff (which you pay) steal from the company, mismanage the company and generally abuse all their company privileges. Besides that, your manager doesn’t allow you to have any say in your own company. He makes all the decisions. With the company almost bankrupt, your manager tells you that you owe a couple billion, give or take a few hundred million, and you’ll need to give him about $90M to cover one of his bad debts. Days after delivering this bad news, your manager then tells you that in the spirit of Christmas, he’ll take all your money but give you back a dollar so that you can enjoy your Christmas. Sounds familiar?

It is really an incredible thing if you think about it. Mr. Barrow, the Prime Minister, is taking monies from taxpayers to dispense as if this were a personal or UDP largesse. He stood in the House on Friday and announced proudly that he would give areas with PUP representatives the munificent sum of $12,500. He was pressed into revealing that he had made the decision to use taxpayer dollars to give $25,000 to UDP representatives. And what he didn’t say, but we know to be true, is that unelected UDP ‘caretakers’ have been given $12,500 from taxpayer dollars to do with as they will. This is wrong on virtually every level.

How does the Prime Minister determine that it is okay to use taxpayer dollars as a political handout at Christmas time, a handout which is claimed by the UDP to be a gift to the people? How does the Prime Minister determine that those constituents in areas represented by the People’s United Party deserve only half the ‘bounty’ given to those in areas represented by the UDP? How does the Prime Minister determine that unelected persons chosen by himself as ‘caretakers’ should be given taxpayer dollars simply to curry political favour? When did all this start being acceptable?

Who made this man king…of OUR money?

And then, on another level…how cute it is that Mr. Barrow is so proud to boast of delivering $12,500 to a constituency of 5,000 or 6,000 or 7,000 persons. If you do the Math, that works out to anywhere around $1.50 – $2.50 per constituent. In the House Mr. Barrow glibly stated that perhaps constituents could use that money to purchase a turkey. Perhaps he could also direct Belizeans to stores which sell turkeys for $1.50. What a sick joke this is. What a cruel joker this Prime Minister is – giving Belizeans small change and telling them to enjoy their Christmas.

As a very relevant side note, when the Prime Minister’s son Anwar was at BTL, installed there by his father without the qualifications for the post, we are told his Christmas bonuses were in the range of $175,000. We know that when he left BTL earlier this year after a short and unremarkable stint there, his severance package was over a MILLION dollars. We know that Mr. Barrow’s new imported CEO makes over $700,000 a year. Of course, we know that Mr. Barrow’s family members have made millions from the public purse. And we know that UDP Ministers and their cronies have become millionaires from the public trough. But Mr. Barrow gives Belizeans a few cents and tells them to have a Merry Christmas. How about that?

But even more hurtful than all that is that the Belizean people are being reduced to beggars by our leaders, grasping for a few crumbs in so-called cheer on select holidays and at election time. Especially in Belize City, the poverty on the Southside is appalling – stinking in your face obnoxious and brutal. In 2017, in a country that was gifted with hundreds of millions for poverty alleviation, a country which actually struck oil, black gold – a country which has borrowed hundreds of millions and is indebted to the tune of BILLIONS – half of our population exist below the poverty line. That is an amazing thing.

This week, the UDP will launch its allegedly ultra-modern Civic Center which costs anywhere from $35M to $45M, depending on who you ask. Literally feet away from this building, there are people whose shacks are held together only by faith; Belizeans with no running water and no electricity and no toilets who walk on London Bridges over swamps to reach the only homes they know. Can you imagine how many families had to huddle together for warmth as this cold front hit the country?

It is a heart-breaking, sobering reality.

Just as real as the fact that for our political leaders, it is easier to convince the dependent masses than it is to convince an enlightened, empowered electorate. It is politically expedient for our leaders to keep our people poor than it is to give them the tools to provide for themselves. Why teach a man to fish? That makes him independent and that makes him dangerous. It is easier to throw him a fish every now and then.

Merry Christmas to all. Don’t spend your $1.50 all in one place.

Le pagas a ese administrador un sueldo excepcional además de ofrecerle todo el presupuesto necesario para las operaciones. El gerente lleva la empresa a la quiebra. Su personal (que usted paga) le roba a la compañía, administran mal la empresa y generalmente abusan de todos sus privilegios que le otorgan la compañía. Además, el gerente no te permite tener voz en tu propia empresa. Él toma todas las decisiones. Con la empresa casi en quiebra, su manager le dice a usted que usted debe un par de billones de dólares, más o menos unos 100 millones, y que tendrás que darle alrededor de $90 M para cubrir una de sus deudas incobrables. Fue en la Cámara de Representantes el viernes que anunció con orgullo que le daría a cada representante de área PUP la suma generosa de $12.500. Él fue presionado para que revelara que había tomado la decisión de utilizar $25.000 dólares de los contribuyentes y dárselos a los representantes del UDP. Pero lo que no dijo y sabemos que es verdad, es que a los 'cuidadores' UDP no electos se les ha dado $12.500 dólares de los contribuyentes para hacer con ello lo que quieran. Esto está mal en prácticamente todos los niveles. ¿Cómo determina el Primer Ministro que está bien usar dinero de los contribuyentes como un obsequio político en la época navideña, una limosna que el UDP afirma es un regalo para la gente? ¿Cómo determina el Primer Ministro que los constituyentes de las áreas representadas por el Partido Unido del Pueblo merecen sólo la mitad de la “munificencia” dada a las zonas representadas por el UDP? ¿Cómo determina el Primer Ministro que personas no electas seleccionadas por él mismo como 'cuidadores' se les debería dar dinero de los contribuyentes simplemente para ganarse favor político? ¿Cuándo comenzó todo esto siendo aceptable? ¿Quién hizo a este hombre el rey de nuestro dinero?

Y luego, en otro nivel... qué gracioso es que el Sr. Barrow está tan orgulloso presumiendo la entrega de $12.500 a un área política de 5.000 o 6.000 o 7.000 personas. Si se calcula matemáticamente, esto sale alrededor de $1,50-2,50 $ por constituyente. Como detalle adicional muy pertinente, cuando el hijo del Primer Ministro Anwar estaba en BTL, colocado allí por su padre y sin cualificaciones para el puesto, nos dicen que sus aguinaldos eran de la gama de $175.000. Sabemos que cuando se fue de BTL a principios de este año después de un periodo corto y mediocre, su paquete de indemnización fue de más de 1 millón de dólares. Sabemos que el CEO nuevo importado por el Sr. Barrow gana más de $700.000 al año. Por supuesto, sabemos que los miembros de la familia del Sr. Barrow han hecho millones del erario público. Y sabemos que ministros UDP y sus compinches se han convertido en millonarios del dinero público.

En 2017, en un país que le fueron obsequiados cientos de millones para reducir la pobreza, un país que realmente encontró petróleo, el oro negro – un país que ha prestado cientos de millones y está en deuda alrededor de miles de millones-la mitad de nuestra población existe debajo de la línea de pobreza. Es algo increíble.

Esta semana, el UDP inaugura su presunto centro cívico ultra moderno que cuesta desde $35 M a $45 M, dependiendo de a quién le preguntes. Literalmente a unos pies de distancia de este edificio, hay gente cuyas chozas se mantienen paradas sólo por la fe; Beliceños sin agua corriente y sin electricidad y sin baños que caminan sobre los pantanos en puentecitos para llegar a sus hogares. ¿Te imaginas cuántas familias se han tenido que acurrucar para acalorarse debido frente frío que azota al país? Es una realidad aleccionadora que nos rompe el corazón.

Igualmente tan real es el hecho que para nuestros líderes políticos, es más fácil convencer a las masas dependientes de lo que es convencer a un electorado progresista y empoderado. Es políticamente más conveniente para nuestros dirigentes mantener a nuestra gente pobre que darles las herramientas para proveerse por sí mismos. ¿Por qué enseñarle a un hombre a pescar? Eso lo hace independiente y eso lo hace peligroso.

Es más fácil tirarle un pez de vez en cuando.

Residents of Cayo Northeast are desperately searching for Mayor Earl Trapp after they were informed by UDP insiders that the Mayor was given the portion of Christmas Cheer which should have gone to so-called caretaker John August. Sources tell us that Dean Oliver was informed that August is a relatively shady sort and can’t be trusted (is this an August thing) and so he decided to give the money to Trapp instead. Trapp has been on the run every since, dodging voters and telling them that he never got any money from the Party. I swear that sometimes you think people are so honest but put some money in their hands…sheesh!

Explosion…

I hear the round appendages belonging to the plump Minister of Works have shrunk to the point of becoming invisible, and not even the Climate Change Center can figure out why. Apparently, the phenomenon occurred after the explosion on Tuesday, and information is that Montero is panicking because he is a part owner of Tiger Aggregates, the company which set off the explosives in a residential area. You see how it works? Rene as Minister of Works gives the contract to Belize Roadway Construction, on the condition that Belize Roadway Construction subcontracts work to Tiger Aggregates so that the Minister can get his Mordida. So we’re told that San Pedro Mayor Danny Boy Guerrero smelled the rat. Last week this dilapidated old scribe received word that the Council had been delinquent in paying in social security monies…like $62,000 worth. But by the time we got ready to go to press, we were told by our friend in the SSB that Danny Boy from San Pedro had gone into the office to pay what he owed on behalf of the workers at the Council. You dodged a bullet there my friend. How the hell could you be collecting monies from the workers and not paying it in?

It has been brought to our attention that former UDP Senator Juliet Thimbriel is inviting all mothers with very young babies to come by WAVE Radio because she has a hundred cases of baby formula to give out. We would like to advise the public to be very careful and to check expiration dates on those cans of formula, since there are reliable reports that the items being given out are expired.

We know that she was upset when a certain Immigration junior Minister left her for, we are told, the very voluptuous Attorney-General. We also know that a certain junior Minister had to visit the orthodontist after an altercation which turned violent. Now we hear that the sour former Senator is once again pursuing the junior Minister…I don’t get it. I mean, we’ve all seen pictures of sour with a sexy babes…why would she want Bev back? I’m confused?

Inquiring minds want to know why the European Union suddenly decided that it would not give the Ministry of Health a grant to build a new wing at the Western Regional Hospital. Nobody’s talking, but we know that Pablo took a licking at the last Cabinet meeting when he told the crooked crew what happened.

FIRE DESTROYS IGUANA STREET HOME Thursday, 14 December 2017 A Belize City family from Iguana Street will be struggling to put their lives back together over the holidays after their kitchen burnt down. It is not known what caused the fire, but the situation escalated when their gas tank blew up.

It happened just before 10 a.m. on Tuesday, December 12, 2017. John Amos, a Pastor at the Pentecostal Church, was at his home with his wife and 3 young children. His wife, Juliet John, told the press that she and her husband went to the kitchen of their apartment after they had completed their morning devotion. It is not clear which of the 2 adults lit the stove, but a pot of water was put on to boil. Neither of them had any reason to suspect that just a few minutes later their kitchen would catch on fire.

Their 3 children stayed home from school that day because the cold weather was negatively affecting their health. One of their children was the first to alert them the kitchen was burning.

They immediately vacated the house, and called for emergency services from the Police and the Fire Department. The fire began to spread and their liquid petroleum gas tank which feeds butane to the stove was stored in a nearby part of the apartment.

Fire investigators believe that the intense heat and flames caused a breach in the gas tank, which caused it to start releasing fuel. They suspect that the escaping LPG caught on fire, and created a kind of blow torch which was directed at the freezer area of their refrigerator. The stream of fire is believed to have melted the door, and all the contents inside the freezer was exposed to the spray of the ignited fuel.

Outside, the family and the residents living nearby were subjected to the scare of the gas tank exploding.

Ted Smith, the Fire Chief of the National Fire Service, told the press, “The tank ruptured during the fire and peeled open due to the heat, the pressure, the buildup pressure. The exposure to tremendous heat on the external of the tank, the product boiled and then exploded, what we would call a "BLVEE" - a boiling liquid vapor expansion explosion. That's what occurred after the tank was exposed to excessive amounts of heat that occurred. And that helped to intensify the fire, resulting in the fire damage to the kitchen area of the building.”

Fortunately, fire fighters were able to put out the fire before it spread to any other parts of the

house, or any nearby homes. But, that still wasn’t fast enough to save the Amos family’s kitchen. They are now forced to rebuild and replace all the belongings they lost in the blaze.

Juliet John told the press that she is happy that her husband and children escaped the danger unharmed.

She said, “I bless God that everybody is safe. My babies are safe; my husband is safe; I am safe. Life is safe, and no damage to life whatsoever, praise God. Every other thing can be taken care of.”

Thursday, 14 December 2017 What should have been a controlled detonation turned fatal on Tuesday evening in Santa Cruz, Santa Elena Town. Police reports say that Canadian businessman, Ronald Sutherland, 71 years, of Hummingbird Highway was conducting a blast at the White Marl hill in Santa Cruz. Sutherland is the owner of Tiger Aggregates Ltd., a company that was sub-contracted by Roadway Construction Limited. Police say that Sutherland was about 75 feet away from the blast and sought refuge under a crusher. As a result of the impact, the crusher injured him. He was quickly transported to the La Loma Luz Hospital in Santa Elena Town where he was pronounced dead on arrival.

Several associates of Sutherland informed us that he had been contracted throughout his life to carry out blasting at quarries. They believe that definitely something went wrong. The destructive blast injured several more residents and damaged about 20 homes within300 meters of the incident. Several vehicles in the area were also completely broken, windshields and glasses shattered.

Residents have more questions than answers now since several homes received extensive damages and their electronic devices and furniture were

completely destroyed. Since the incident, Belizeans have been raging on social media demanding answers for the incident. A neighbour explained to us what she saw happened: “Minutes before the explosion, the man, the man that died, he came here and just told us that they will be two explosions and if we want to move out of the house.

So then we just went up the hill, on another road because he said it won’t be so big.

As we went up the road, my brother began to video it. So we saw a small explosion, so then we say ok, nothing much. Then the second one was the one that caused all of this.

When it exploded, we scream and we just hear people screaming. A lot of people were down by the hill because it was not mandatory to evacuate. And all of them began scream and running for their lives. Our house completely destroyed, all our television, refrigerator, stones came in through our roof. I can’t believe that this happened.”

The evidence of the explosion remains in the yards and homes of the residents as they were told by Police not to move anything until an assessment of the damage is done. Some residents were told that NEMO would assist in recovering some of their damaged items.

It is yet unknown if Government will provide medical attention to the residents for their injuries and psychological therapy after the traumatizing experience that they endured.

EU PULLS FUNDING FROM WRH…WHY? Tuesday, 12 December 2017 At the House of Representatives last week Friday, Minister of Health Pablo Marin’s offhand announcement that the EU had pulled promised funding for a new wing at the decrepit Western Regional Hospital almost went under the radar. The multi-million-dollar question now has to be WHY? And nobody seems to want to say.

According to Minister of Health Pablo Marin, who seems perpetually confused – “Talking about the hospital that we wanted to do in Belmopan. Yes, the funds were there with the EU, but it was EU funds. It happened that there was some kind of problems from the EU that we couldn't get the funds anymore. So that hospital is not going to be done right now.” Marin would not say why, which has to raise eyebrows.

The Belize Times contacted the Ministry of Health where we were informed that the announcement by the EU earlier this year came as a complete shock. But our source at the Ministry claimed that the reason for the EU pulling its grant to the Western Regional was not explained. Readers will recall that the grant, allegedly $30M, was first mentioned after a rat was found in an incubator containing a new-born

baby.

Shortly before that rat incident, it had been revealed that there was a rat infestation at the hospital, particularly in the pantry where foodstuffs were stored, creating a dangerous health risk. In an interview, Pablo Marin claimed, “Definitely we are going to continue to do renovation of the Western Regional Hospital; which is an old hospital. We need to do a lot renovation there. The 30 million dollars that we are going to get will improve the facility tremendously.”

That $30M grant from the EU even made its way into the UDP Manifesto later that year, the Best is Yet to Come (biggest joke ever). In that book of lies, the UDP promised “the construction of a new hospital wing in Belmopan to provide additional beds and tertiary care, using $25M worth of funding obtained from an EU grant…”

But it has not happened and it will not happen, and nobody wants to say why. There are political insiders who claim that the monies were received by the Ministry of Health and spent, but the Ministry has refuted those allegations.

We also had the participation of the Corozal Branch of the Diabetes Association and flu vaccines provided by qualified MoH nurses. The kids also got free haircuts and we distributed healthy food packages to families plus healthy baby formula for babies up to 6 months. Thank you to the members of the business community that supported, the organizations that joined efforts and all volunteers who assisted.

Yes, good streets and proper drains are very important and need attention, but more critical is being there for our PEOPLE! Our efforts may be small, but we want to show the difference one can make when one has the will to serve!! JOIN US!

TEAM BELIZE WINS 6 MEDALS at 11th Central American Games

Managua, Nicaragua, December 11, 2017 Team Belize has won 3 silver medals and 3 bronze medals at the 11th Central American Games in Managua, Nicaragua this past week of competition.

Rahim Monsanto, Brandon Jones, Mark Anderson and Shaun Gill won silver in the 4x100 meters relay on Monday, December 11; Panama won the gold and El Salvador took the bronze.

Defending gold medallist Katy Sealy won silver in the Women’s Heptathlon with 4690pts after running the 100m hurdles in 15.23 seconds, the 200 meters in 27.97 secs and the 800 meters in 2:35.57 minutes. She also flipped over the bar at 1.67meters in the high jump, leaped 4.91 meters in the long jump, hurled the shot put 11.31 meters and threw the javelin 39.20 meters. Costa Rica’s Ana Maria Porras Loria won Gold with 4920pts, while Nicaragua’s Janey Vasquez Guadamuz scored 4488pts for bronze.

Samantha Dirks ran the Women’s 200 meters in 24.85 seconds to win a 3rd silver on Sunday.

Primary school teacher and the previous Central American record holder in the long jump - Tricia Flores fell short of her best at 5.70 meters to take bronze in the long jump on Sunday.

Panama won the gold and Guatemala took silver. Tricia won her 2nd bronze medal when she teamed up with Samantha Dirks, Hilary Gladden of Maud Williams High School and Faith Morris of Belize High School to run the 4x100meters Women’s Relay on Monday, where they placed 3rd.

Ashontie Carr of Belize High School also competed in the Heptathlon, finishing 4th with 3911pts. She ran the 100m hurdles in 16.31secs, the 200m in 27.50 secs and the 800m in 2:37.33. She flew to 140 centimeters in the high jump, leaped 4.91m in the long jump, hurled the shot put 8.82m and threw the javelin 29.10 m.

Belize’s national basketball men won bronze when they came back from a 29-33 deficit in the 3rd quarter to win 63-58 against Honduras in the consolation match for 3rd place at the Alexis Arguello MultiSport Complex in Managua last Thursday evening. They had lost their opening game: 49-73 to the eventual Gold medallists Panama on Sunday, December 3, but won 77-64 against Costa Rica last Monday. They fell again 70-73 to El Salvador last Tuesday, giving up a 38-25 lead from earlier in the game. Nicaragua blew them away 70-46 on Wednesday, to move on to the final against Panama, who won the gold: 72-59 on Thursday night.

The Belize U-21 football team drew 1-1 with Nicaragua at the Independence Stadium in Esteli, Nicaragua last Tuesday evening, when Nicaragua’s Luis Peralta scored in the 67th minute and the PLB’s Most Promising Rookie of the Year - Krisean Lopez of Wagiya FC equalized in the 70th minute. Honduras eliminated them from the semi-finals: 5-0 on Thursday, while Nicaragua moved on in 2nd place in their group on points, even though they had not won either of their games.

The games proved a learning experience for Belize’s beach volleyball men: Gabriel Nunez Jr. and Luis "Ricky" of San Pedro, who lost to Nicaragua: 21-12, 21-12 on Sunday December 3 and to Guatemala 21-10, 21-15 that afternoon.

They also lost to Panama: 21-17, 21-18 last Wednesday, and Nicaragua eliminated them in the semi-finals on Thursday.

A team of 14 athletes of the Belize Athletics Association left for Managua last Thursday, December 7. Hance Card ran the 400m, 800m and 4x400m relay. Joshire Stanley ran the 200m and 4x100m, while Kenneth Brackett will compete in the long jump, triple jump, and 4x400m relays.

The Belize Volleyball Association has also sent 2 teams, male and female to the Games.

Belmopan, December 9, 2017 Verdes FC are the 2017 Premier League of Belize opening season football champs, after scoring an away goal in the return match of the finals which the Belmopan Bandits won 2-1, tying the score at 2-2 on aggregate at the Isidoro Beaton Stadium on Saturday night.

The PLB’s tie-breaker rule that the away goal counts as 2 gave the Green Machine the 3-2 win!

Alcides “Paco” Thomas scored the winning goal in the 5th minute, when Bandits’ midfielder Kervin Johnson tried to clear away Alcides’ shot, but only succeeded in deflecting the ball into his own goal: 1-0. Bandits’ Darwin Bermudez equalized in the 22nd minute and Jerome “Jaro” James added a 2nd goal in the 43rd minute for the Bandits to lead 2-1 at half.

But the Verdes’ defence held off the Bandits’ attack the entire 2nd half when they needed to score a 3rd goal, while the Verdes forwards pressed home their attack, forcing the Bandits onto the defensive.

Verdes FC received the champions’ trophy and medals, while the Bandits received the 2nd place team trophy and medals.

Don’t Piss on My Back...

A couple weeks ago I heard the usually cool and calm John Briceño tell Dean Oliver – don’t piss on our backs and tell us it’s raining. I felt like a proud father. It’s tough being the leader of a Party and Prime Minister in waiting. I figure most times you are advised to be circumspect in your actions and careful in your speech. You are to be equal parts a strategist, diplomat and a statesman, a warrior and a gentleman. I’m telling you right now I couldn’t do it. Even as Editor of the newspaper I’ve had to restrain myself for the most part. I tend to be an irascible cuss, and passionate – which can be very good or very bad.

Hell, I’ve almost lost my job a time or two for saying exactly how I feel, but that’s another story for another time.

Dean Oliver and the UDP, his Cabinet Cartel, the crooks around that oval table have been pissing on our backs for a very long time now. And they seem to have convinced very many of us that if not rain, that warm liquid tricking down our bodies is sparkling water imported from the frozen springs found only in the pristine wonderland known as Gungulung. I mean, for the love of God – are we really that stupid and gullible? Have we just as a people decided to roll over and die? Have we lost our collective balls, as Dean Oliver allegedly lost his – at least according to Zenaida?

That’s one report I’m not going to investigate. Are we a ballsless people?

Over the years I’ve heard it all from Dean Oliver. I’ve heard him say that fuel wouldn’t go past $7.00, and then he raised fuel to $8.00 a week after and when asked he told the reporter he hadn’t said that. He’s promised a fully equipped DNA-testing forensics lab about twelve times now since 2008 – in 2011 he went so far as to say that funding has been secured. We haven’t gotten it yet. He promised us many millions from the sale of BTL because of his superb negotiating skills. Then we found out that we wouldn’t be getting shit because his negotiating skills ac-

tually sucked. And you know what… he said nothing. Absolutely nothing.

No explanation for the Belizean people even though he is playing stupid with our money. Oh, almost forgot… he told us BTL was for us, and then he put his son there to get millions.

We still haven’t gotten anything yet… but hurray – BTL is for us.

But fast-forward just a bit. The other day we were told that it was a matter of urgency that we pave Faber’s Road. Apparently if we didn’t pave Faber’s Road, and pay a frigging grotesque $8 MILLION-dollar price to do it our people in that area would descent into poverty – at least that’s the impression we got from Dean Oliver when he explained why he tapped money allocated for poverty alleviation to do that road. How fricking ridiculous was that? But he said it, and we bought it. An eight-MILLION-dollar road through the poverty-stricken southside, and we call it poverty alleviation. Barrow did it to us before with the Petrocaribe money, remember? Hundreds of millions for poverty alleviation and he convinced us that multi-million-dollar roundabouts would alleviate poverty. And then there were the political rallies and election buyouts and buying favour from certain sectors and spending there and spending there – oh I forgot the spending spree after the flood in the city and a small church to quiet certain people and even a song about all that Petrocaribe gave all the people. And now it’s done. All gone. And our people are poor as shit, waiting for the next big thing.

And this Christmas Cheer thing…listen I won’t even get started. Since this is my column and I can say what I want, let me just say that right there in the House when DOB got up to offer this amazing, wonderful $12,500 to constituencies with thousands of people, I would have told him where he could shove all that money…in coins. Seriously.

It is my hope, my fervent hope this Christmas, that people wake up. It is my hope that people stand up. It is my hope that Karma comes calling on some of these Ministers who are pissing on our backs like they drank a keg of beer each. I’m going to leave this one right there before I write things I really mean but shouldn’t put on paper.

To the PUP, poverty is an ugly scar on our nation’s collective conscience, and no amount of cosmetic surgery can paste over the suffering of close to half of our people, most of them women and children, who live on less than ten dollars per day.

This is not only a task for governments. We all have a stake in this enterprise, but government must LEAD and bold leaders must show that they truly care. For us the task ahead is clear - to build a Belize that works for everyone, so that every Belizean should come to expect five things. This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth.

SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive.

THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education.

FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all.

FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder.

If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

Dear Sir: Greetings from a very cold Belize City....I know, I know....it's colder elsewhere but we are spoiled and used to balmy temperatures and delightful not frightful weather; our homes aren't built with furnaces and fireplaces.

As we prepare to shut down and place our collective conscience and concerns in hiatus mode and settle into the Christmas spirit, I leave you with one last quibble to ponder over the holidays; okay, maybe two!

A friend of mine came to Belize last month to rectify a couple of inaccuracies and inconsistencies on her documents. It happens a lot; birth paper has one name and work documents has another or maybe a name is misspelled or omitted from birth paper for one reason or the other. We understand some of these errors from the way things were done back in the day.... but listen, this is 2017, the age of technology for crying out loud.

All corrections must be done at the office of Vital Statistics where these records are kept. My GOD!!!! Have you ever been there? Never has a bunch of more uncaring, selfish and incompetent individuals ever been assembled in one place. The runaround is ridiculous and unacceptable.

There are people; old people and infirmed, who come from as far away as Punta Gorda and way out villages. Many are told to come back over and over with no concern about the inconvenience or costs incurred.

The lines are long and the cashier closes whenever she feels like it. I saw a lady in the line waiting to pay and the cashier was sitting there; this was shortly after two pm. The lady was told that she had to come back the next day because she the cashier was closing for the day. When asked why, she said that she had to go in the back to help. Who turns away money? My friend spent the entire vacation going every day to that office and still did not accomplish the objective.

People are treated like animals in that place and made to stand in long lines and wait for hours. Many times, they make ridiculous mistakes (I mean the people working there) like printing the wrong name or birthdate (I know, it happened to me) and a person has no recourse but to suffer in silence.

First of all, one must climb some ridiculously cumbersome stairs to even get to where they are and then to be told that they

must return for some inconsiderate or frivolous reason.

This situation is unacceptable and must be rectified.

Now, allow me to segue here to another matter that is somewhat related.

Why did they put this office at this ridiculous location?; no parking and the most user unfriendly environment ever. I see old folks and disabled people trying to struggle up those stairs and it pains my heart.

There is no consideration for disable persons and that in itself should be unlawful.

But, here's the thing. Every government that comes into "power", puts these offices in buildings owned by political cronies. This one is owned

by Santino Castillo. Isn't this why they built the Charles Hyde complex and the wasted eyesore called the Commercial Center in downtown Belize City? A perfect location for Vital Statistics would be the old BTL office on Church Street.

Any truth to the rumor that it was in fact sold to the son of the Prime Minister?

I think now is the time for us to demand that this practice be stopped. Any new

government must be made to promise that they will do better once they are elected. There are people who built buildings since this government first came into "power" and have been able to totally pay for those buildings from the rent received from taxpayers' money. So it doesn't matter if any new government moves when elected, those buildings are totally paid for and the owners can do with them as they wish. Wonderful retirement fund; coupled with fantastic bonuses and retirement packages that they give themselves.

Wouldn't it have been better for the government to build those buildings and let it be owned by the people forevermore. How many buildings could the BTL or UHS settlement monies have bought...hell, the legal fees alone could have built quite a few.

What should matter to us is that any new government be allowed to just move those offices into buildings owned or built by their respective cronies, which is the usual practice. We really cannot and must not allow this ridiculous and costly practice to continue!!!! PUP, what is your plan?

When Will the Government Get It Right?

Ever since 2008, things in our jewel have continued to spiral out of control. Our government has shown no resolve to actually fix the ills of the country. Their incompetence and lack of economic vision have been on full display.

While they try to blame the latest debt debacle on the previous government, the blame lies solely at the feet of Dean Barrow & company as they chose to go on a witch hunt after gaining power in 2008. They seized 20 million Belizean Dollars used to settle the UHS debt, and it is important to ask the question - where did that money go Mr. PM? Readers can recall that the UDP-led government declared their inability to service Belize’s external foreign debt which they dubbed the Super Bond. They quickly embarked on a restructuring exercise, paying UDP cronies handsomely for their services.

When the time came to pay, the government was again Malpago.

It is important to point out that this same UDP government has squandered hundreds of millions of Petrocaribe Dollars with zero accountability to the public and not a single cent used to service external debt. They preferred to use and risk our foreign reserves to overpay for BTL rather than settling that fiasco before at a lesser

rate and utilizing the interest friendly Petrocaribe fund. The priorities of this government are as Belizeans would say “screwed up” at best. While Dean Barrow tries to fool people with a measly $25,000 (UDP Reps) and $12,500 to PUP reps which in the case of Lake Independence translates to $1.97 per person, his son the now former BTL CEO raked in $175,000 Christmas Bonuses while working for the state-owned company.

Why do they keep raping our finances and leaving us with immense debts to pay as they flaunt their wealth in the faces of the average Belizean?

Our country has regressed and continues to face risks everyday that this government remains in power. The chance to deliver the first strike is near - March 7, 2018 is the first blow this government must receive at the polls. Belizeans must remember the hard times and incompetence of this government. They have failed to get one single thing that will benefit Belizean life right. For corruption and incompetence, they get an A+ - for nation building, social justice and human development progress they fail miserably with an F. Time after time, we are faced with huge financial burdens and Dean Barrow cannot present one workable plan to fix our economic state, and no Mr. PM - renegotiating the debt over and over is not the way to go about operating. I urge the voting population to root out the corruption and send them on a permanent vacation far away from any Town Hall or Ministerial position. A better Belize that works for everyone is possible with the Hon. John Briceño and a PUP government.

SHAME ON UDP

SHAME ON THE POLICE MINISTER More than a month ago two women alleged that they had been raped at the Independence Village Police Station while in custody there.

After increasing criticism, outcry and scrutiny on the police department’s handling of the case, the police have stopped talking about it. No one has been charged and the alleged police officers are still on active duty. In this instance, this is clearly a different standard and treatment when the alleged perpetrators are police officers themselves.

At a press conference last week, Police Commissioner Allen Whylie had no answers. It was reported on the news covering that press conference that the investigation has been completed and the file was sent to the Director of Public Prosecutions.

The Police department and its chief remain silent. Sadly this has come as no surprise to anyone. This is the same Commissioner who refused to execute the order of the Belize’s Supreme Court on the matter of Elvin Penner and his role in the passport scam that gave birth to the Senate hearings on the Immigration scandals.

What is very startling is the deafening silence of the Police Minister.

Minister Sedi Elrington has said absolutely nothing about the decision to keep the accused police officers on active duty. This is disgraceful, shameful and disrespectful to all women in Belize.

It is particularly telling of the Minister since this past week concluded Belize’s 16 Days of Activism which denounced all forms of violence against women and girls. The Police Department through its Police Drama Club was very present, with a skit that raised awareness of sexual harassment, rape, incest and all forms of sex without consent. Even if the Police is saying that the sexual intercourse that occurred between the officers and the women was consensual, the Police Department, its Commissioner and its Minister are obligated to offer an explanation to the public. When did it become acceptable behavior and practice for police officers to engage in sex on the police compound with persons they have arrested? This stinks from all angles and the Police not saying

a word and allowing the officers to remain on active duty is totally unacceptable.

Real hypocrisy, dishonesty and duplicity are alive, thriving and flourishing within the UDP government.

The Minister of Police, who is also the Minister of Foreign Affairs, has shown this tendency on his gross mishandling of Belize/Guatemala relations. He has never stood on the side of Belize in this fight so we at the United Women’s Group are not surprised that he is not on the side of women’s rights on this issue.

His silence speaks volumes of the level of impotence in his leadership both in Foreign Affairs and in Policing. Like Trump, petty politics is the preferred approach for Minister Elrington.

Minister Elrington operates in this fashion in the two substantive ministerial portfolios that come under his oversight. He cannot bring himself to do the right thing on Belize- Guatemala and amend the Maritime Areas Act now only because it is the PUP that has been championing that it is time, and long overdue, that this be done since there are no more negotiations with Guatemala.

In similar fashion, Minister Elrington, as the head of the Police ministry, cannot bring himself to do the right thing and insist that the police officers allegedly involved are placed on administrative leave. He cannot bring himself to do this because it is the PUP’s United Women’s group which has publicly condemned in the strongest possible terms the irresponsible and unprofessional manner in which the police authorities are handling this matter.

The UDP government, its ministers who are elected and those who are selected through the senate as ministers, have no shame in demonstrating on all matters it is their petty party politics that matters more to them than responsible good governance for the people of Belize.

The time for change is near. It starts with municipal elections on March 7th 2018. The people have had enough of the lies, the hypocrisy and the duplicity of the UDP. Let’s be the change we want to see. Connect.

Alberto “Beto” Nunez Such kind words and a wonderful dedication during the homily for the service of thanksgiving will no doubt bring some level of consolation to the family and friends of former Mayor Alberto “Beto” Nunez. Let me start first by offering, on behalf of my family, councillors and staff of the San Pedro Town Council and the residents of San Pedro Town, our most profound sympathies to Don Beto Nunez’s immediate and extended family, his friends and to his supporters.

He was no doubt a hardworking, unselfish and dedicated individual.

Despite his hardship in his childhood, Don Beto, along with his lifetime companion and wife, Dona Tiodi, were able to raise his children in a way very few can in this day and age; closely knitted bounded and dedicated to their love ones and community. When asked just recently in June if he ever imagined that he would become the Mayor of San Pedro in his youthful days, Don Beto paused and reminisced on his younger days, recollecting on his work in the copra industry, logging for timber in mainland Belize, his short voyage to Mexico and his enjoyable fishing days and smiled and said – “Nunca, nunca fue uno de mis suenos ser el alacalde.”

But it was perhaps his humble and hardworking ethics as a fisherman and family man that served as encouragement when he accepted the invitation and advise of some of his family members and friends when he accepted electoral office.

On March of 1997, Don Beto was elected as the 5th Mayor of San Pedro Town, a post he served for six years. During his Mayorship, Don Beto effected so many wonderful projects for his beloved San Pedro.

I am sure that some of our staff members that worked under Don Beto, especially Marion and Mundo, can attest that Don Beto executed his duties with such humility and dedication.

No doubt he was a noble man, worth of admiration. And it was perhaps his selfless dedication and love for his town and country that I admire

most. So much so, that on many occasions, I met with Don Beto and other past Mayors to seek advice. Inside and outside of politics, Don Beto was a fair individual, and most importantly a good friend of mine.

The San Pedro Town Council staff frequently visited Don Beto and I often met with him. Just a few weeks ago, I had the privileged to speak to Don Beto for about an hour and a half on the occasion of Township Day. We spoke on various issues about the growth of our town and he understood the challenges we were going through as a growing municipality.

No doubt that our last encounter, in which he shed some tears, was a way of him bidding a farewell to our town. I will miss sitting down and speaking to Don Beto. He will be missed not only by his family and friends, but by the entire town. Estragps. Al menos seis personas han fallecido en la región desde el fin de semana por el paso de un frente frío que genera lluvias y fuertes vientos.

Managua, Nicaragua : 12 de Diciembre 2017 En Nueva Segovia y Jinotega se registraron temperaturas mínimas de 10 a 11 grados celsius producto del frente frío en el sureste del Caribe de Nicaragua, el fenómeno está semiestacionario porque se combina con una masa de aire polar que hace días afecta a México y que desciende hacia el sur por el territorio de Honduras, informó Agustín Moreira, meteorólogo del Centro Humboldt.

• Un muerto e inundaciones en Panamá por lluvias derivadas de frente frío Según Moreira, estas temperaturas son fuera de orden o récords para la temporada, ya que se esperan hasta inicios de enero, según los datos que le proporcionan las 280 estaciones meteorológicas en todo el país del Centro Humboldt.

• Frente frío deja dos turistas muertos y cortes eléctricos en Costa Rica En las regiones del Pacífico y central, Matagalpa y Río San Juan, la temperatura mínima fue de 18 grados, mientras que en las regiones del Caribe de 21 a 23 grados.

Moreira explicó que obtiene los datos sobre el comportamiento del frente frío que afecta al país en la página web del Centro Nacional de Huracanes, la NASA, el Servicio Meteorológico Nacional de México e imágenes satelitales.

Por otra parte, el frente frío provoca una marejada en aguas caribeñas de 15 pies de altura pero a 60 millas náuticas de la costa, por lo que no afecta las costas del Caribe, explicó el meteorólogo, quien advirtió que este fenómeno es peligroso para embarcaciones.

Moreira señaló que en condiciones normales, el frente frío se disipa en 24 horas, sin embargo, se espera que hasta el jueves permanezca la influencia de este fenómeno.

Alerta Por su parte, el Distrito Naval del Caribe con base en Puerto Cabezas de la Fuerza Naval, suspendió desde el pasado 7 de diciembre los zarpes a las embarcaciones. El frente frío podría debilitarse hasta el próximo jueves 14 de diciembre, mientras tanto ocasiona ráfagas de viento de 45 a 50 km/h.

El frente frío que afecta a Costa Rica desde el pasado sábado mantendrá su influencia hasta hoy con intensas ráfagas de viento superiores a los 100 km/h en algunas zonas y bajas temperaturas, informaron hoy las autoridades.

Fallecida en Panamá Una persona muerta y cerca de una veintena de viviendas inundadas han dejado en Panamá las lluvias acompañadas de ráfagas de viento que está provocando un frente frío, dijeron hoy las autoridades de socorro.

Una persona falleció al pisar un cable que se desprendió, al parecer por las lluvias, de un poste en una finca en la provincia occidental de Bocas de Toro, informó el director del Sistema Nacional de Protección Civil, José Donderis.

El director del cuerpo de socorro informó, además, que unas 15 viviendas resultaron inundadas en las últimas horas en Bocas del Toro, donde también se han registrado caídas de árboles.

El Sinaproc confirmó a Acan-Efe que Donderis comandó el operativo de extracción de 24 personas que, por las malas condiciones climáticas, quedaron atrapados en el volcán Barú, la mayor elevación de Panamá (3,475 metros sobre el nivel del mar) y el más alto del sur de América Central.

El Salvador registra en los primeros días de diciembre una alza, al menos la tercera en los últimos cuatro meses, en el número de asesinatos, informó este lunes el ministro de Seguridad, Mauricio Ramírez Landaverde.

La institución, encargada de vigilar el ejercicio público del Gobierno federal, ha iniciado hasta el momento ocho procedimientos administrativos relacionados con Odebrecht.

REAL Good Governance Reform!

Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them.

We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence.

Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet.

If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all.

We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption.

WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget.

We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees.

WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building.

WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and

We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses.

The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries.

WE WILL CREATE A: SEPARATION OF POWERS: All Judges and Magistrates of the Court will be employed with security of tenure. Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control.
