MISS JANE Belize City: Thursday 13th December 2018 Belizean icon and trailblazer in the credit union movement, Dr. Jane Ellen Usher, passed away at 5:05 a.m. on Wednesday December 12th, in the comfort of her home and in the presence of her family, the centenarian took her last breath at 101 years old.

Her name became synonymous with HRCU. She was transferred from SJC to HRCU in 1954 and at that time the assets would have been around $60,000.00. Today the assets are approaching $600 million for over 57,000 members.

On Wednesday, Chairman of the People’s United Party (PUP) and her grandson, Henry Usher, reflected on her life and accomplishments at the PUP headquarters in Belize City.

He recalled that in 1977, her brother George Price, asked her to run in the Pickstock division for the People’s United Party, and she readily agreed so that he could continue his march to indepen-

Continued from page 1 dence. She was warmly received by everyone with not a single household turning her back, even the UDP’s. In her campaign she told the voters that her life was one of hard work and that she wanted to work hard to improve the lives of everyone in the Pickstock area. She won and became the Area Representative of the Pickstock Division and subsequently appointed Deputy Minister in the Ministry of Health, Housing, Cooperatives and Credit Unions and led the opening up of the healthcare system countrywide.

In 1984, the UDP won a landslide victory , Ms Jane was the only PUP to win in Belize City , she was able to secure her seat in the Pickstock division. She became one of the very few politicians who has served in the lower House of Parliament as a Minister of State, members of the Opposition and Upper House as President of the Senate, she was the first woman to be named as President. She truly left her mark on Belizean politics and left behind a legacy to be admired. Many don’t know that she was the person that sewed the very first Belizean Flag, right at the Price House on Pickstock Street.

News of her passing sent shockwaves throughout the country because “Ma Jane,” as she was affectionately referred to, was an extraordinary woman with a common touch and loved by everyone.

Chairman Usher revealed that over a year ago she suffered from a fall from which she never fully recovered.

“When it became difficult for her to go to work, her son Clement set up her desk and computer at home at 5 Miles Price Bank, for she wanted to continue her service to the members owners of Holy Redeemer Credit Union,” he said.

Dubbed the longest running Chief Executive Officer (CEO) in the country, she was always committed to serving others.

Usher added, “She never stop working, even when the pain was almost unbearable. A true testament to the perseverance and work ethic of this good Belizean woman.

During Wednesday’s sitting of the House of Representatives, both sides of Parliament held a moment of silence in honor of Miss Jane.

According to Prime Minister Dean Barrow, she was “not just a parliamentarian and a minister of government but indeed an institution.”

He added, “We talk about Holy Redeemer Credit Union, but she was

synonymous with that credit union and I know that there was a time when the assets of HRCU were greater than the assets of Atlantic Bank.”

“She in fact led that credit union in such a way that it became more powerful than a number of the local commercial banks, local commercial banks with international affiliations that have gone the way of all flesh, but HRCU continues to endure and it is due principally to the outstanding leadership of that outstanding Belizean woman,” he continued.

According to Barrow, Miss Jane was the sister of our national hero but in her own right she was a Belizean heroine.

Opposition leader, Hon. John Briceno also reflected on the life of Miss Jane.

“People remember Miss Jane for the work that she has done at Holy Redeemer Credit Union, most people when they talk about HRCU, dehn seh, “I gwein go sih Miss Jane.” Meaning that dehn gwein da Holy Redeemer Credit Union.”

He added, “ It’s just so amazing what Miss Jane has done that she has touched the lives of thousands upon thousands of Belizeans, the small man and woman that does not have access to the bank, that can go to Miss Jane, borrow wahn lee money to send their children to school to have an education, build wahn small lee house.”

Mayor of Belize City, Bernard Wagner, also shared kind words on the passing of Miss Jane.

He said, “The Belize City Council joins the family of Doctor Jane Usher in mourning her passing.

Miss Jane, as she was affectionately known, was a trailblazer. Certainly, she was one of our most prominent and accomplished citizens.”

“While the Belize City Council joins you in mourning, we also join you in celebrating the extraordinary life of this remarkable woman, who devoted her life to building and enduring legacy in our social, political and economic spheres,” he added.

Miss Jane was married to the late Henry Charles Usher, who was also a giant in the credit union movement. She was also the mother of ten children, five boys and five girls.

The official funeral service is scheduled for Tuesday December 18th, 2018.

FAMILY MEMBERS HOPING FOR THE BEST; EXPECTING THE WORSE Belize City: Thursday 13th December 2018 Several days has passed and sadly, 23 year old Anisha Young is still missing and even presumed dead.

Information to this newspaper reveals that the young woman left home Saturday night to attend a staff Christmas party at a local night club when she was last seen around 3:00 am Sunday 9th December. One version of the investigation says that whilst at the party, she was embroiled in an argument with her boyfriend which provoked her into leaving the event in a car accompanied by another person.

But other conflicting reports says that both Anisha and her boyfriend left the Staff Christmas party around 1:00 a.m. Sunday and went to another night spot known as “Sit and Sip” and after being at Sit and Sip for a while, they later left in a taxi.

There is even alleged confirmation that she responded to a social media post an hour after she was last seen but the family says, no one has heard from her since which is unusual according to them. Her boyfriend has been detained for questioning but no announcement of a forthcoming charge For his part, he is saying that after they went home, he was so intoxicated, he went to bed but recalled that she got up, can’t say if it was to answer a call but she got up and left.

He added that he was so drunk he fell asleep and did not awoke till around 11:00 in the morning when noticed that Anisha was not there.

He further said that he made no effort to contact her family members as he believed she was at her mother’s house because it was customary that if she was not at his house, then she would be at her mom’s. It was not until later on Sunday that he started checking with her friends because

he did not know where she was.

On Monday when she did not report to her place of employment that is when everyone started getting worried On Tuesday, a Missing person’s report was released by police, Anisha is a 23 years old of a Nargusta Street address in Belize City. She is described as a slim built that was wearing a long blue dress with long straight hair at a petite height of 5 feet.

Her distraught organized a search along the highways and even though they are clueless about her whereabouts, they are searching for answers, hoping for a miracle that she may be alive and well but also, they are also bracing for the worse and want closure.

Family and friends of Anisha gathered in front of the Queen Street Police Station Wednesday evening demanding answers from police because it also marked the 48th hour of detention of Anisha’s boyfriend where police either had to release him from custody or charge him. Apparently, he was released.

The family also use the occasion to call on the general public and community organizations to get involved in their plight and assist with their search to find their loved one.

he last time Belizeans experienced a raise in electricity rates was six months ago in July of the present year. It is an unjustifiable hike in prices the Government of Belize (GOB) seeks. Electricity prices in Belize are tied directly to world fuel prices because that is the major source of generation of the electricity we use. World prices for crude oil are comparatively low.

Prices for fuel in some states in the USA are below the US$2.00 mark. How then is it possible to justify a new price increase in our electricity rates when there have been no recent expansions in the grid, no projects in the pipeline for increased coverage of electricity. The truth we must face is that it is a tax. Belize Electricity Limited (BEL) is GOB controlled and by increasing the rates of electricity they have in effect burdened us with yet another heavy tax. A tax that they could implement immediately without waiting for the new fiscal year and the budget.

Energy is important for all nations and peoples. It is energy and technology which drive our economies, industry, productivity and quality of life. Energy contributes to our health and education, our telecommunication, and transport. Our government through taxes and pricing in effect control how much energy we can Pier One hangs in the balance afford to buy and use. It is through policy that they affect quality of life and productivity of each and every Belizean. In his paper entitled Energy Omar J Borla tells us that the response to an increase in electricity rates will result in the passing of the increase of the cost of production to the consumer. It will also increase energy conservation and will result in the cutting of labour costs as well as reducing hours of production.

According to the International Monetary Fund (IMF) transport accounts for fifty seven percent of our energy consumption. Residential use accounts for almost twenty one percent and industry and commerce uses twenty two percent. In September 2012 the Ministry of Energy, Science, Technology, and Public Utilities (MESTPU) published the National Sustainable Energy Strategy (2012–2033) where they made

Es un impuesto que pueden implementar inmediatamente sin esperar el nuevo año fiscal y el presupuesto nacional.

La energía es importante para todas las naciones y pueblos. Es la energía y la tecnología las que impulsan nuestras economías, la industria, la productividad y la calidad de vida. La energía contribuye a nuestra salud y educación, a nuestras telecomunicaciones y al transporte. Nuestro gobierno a través de impuestos y precios en efecto controlan cuánta energía podemos permitirnos comprar y usar. Es a través de sus políticas que afectan la calidad de vida y la productividad de todos y cada uno de los Beliceños. En su ponencia titulada Energy Omar J Borla nos dice que la respuesta a un aumento de las tasas de electricidad resultará en el paso del aumento del costo de producción al consumidor. También aumentará la conservación de la energía y resultará en el recorte de los costos de mano de obra, así como en la reducción de horas de producción.

several pledges. The first was to reduce the dependence of imported fossil fuels by fifty percent by 2020. To increase the production of domestic renewable energy and to increase conservation and energy efficiency. The GOB was even more ambitious in that they pledged to turn Belize into a net electricity exporter by 2020. These lofty goals are ludicrous as Central Bank reports that since 2008 foreign direct investment in the energy sector (and particularly in the electricity subsector) has plunged.

Emory Ford of the University of West England in 2013 wrote a paper entitled The Effects of Fiscal Policy on Output in Belize. He contends that GOB tends to “raise taxes in Belize to ameliorate budget deficits and pay down debt incurred in previous periods(deficit driven tax) instead of raising taxes to increase public investment expenditure in future periods to boost economic activity(spending driven tax). Ford further explains and over a three year period his investigation showed that for every dollar in increased taxes that GDP in Belize reduces by nineteen cents.

Let us be very clear about just what these increases in energy rates really are…TAXES! When we think about energy it also should include fuel and LPG which like electricity are taxed mercilessly by this cruel GOB. Taxes on energy lower our productivity but also reduce our quality of life by making basic necessities such as refrigeration, lighting for homes, fuel for cooking, and communications prohibitive. Taxes reduce our purchasing power at a time when we already find ourselves stretching that dollar to the limits. The Prime Minister and Cabinet further compound the punishment by offering/announcing it to us at Christmas time.

These TAXES are unjust, unfair and unreasonable.

These TAXES are the result of poor fiscal planning and judgment, and a UDP government in trouble desperate for Belizeans to now bail them out of the myriads of debt arrogant Borrow and his lack luster cabinet have heaped on us.

Aumentar la producción de energía renovable doméstica y aumentar la conservación y la eficiencia energética. El GOB fue aún más ambicioso en el que se comprometieron a convertir a Belice en un exportador neto de electricidad para el 2020. Esas grandes metas son absurdas, ya que el Banco Central informa que desde 2008 la inversión extranjera directa en el sector energético (y particularmente en el subsector de la electricidad) se ha disminuido.

Dejemos bien claro acerca de lo que estos aumentos en las tasas de energía realmente son... ¡Impuestos!

Cuando pensamos en la energía también debemos incluir el combustible y el gas líquido de petróleo (GLP por sus siglas en inglés) que como la electricidad son gravados sin piedad por este GOB cruel. Los impuestos sobre la energía disminuyen nuestra productividad, pero también reducen nuestra calidad de vida al hacer prohibitivas las necesidades básicas como la refrigeración, la iluminación de los hogares, el combustible para cocinar y las comunicaciones. Los impuestos reducen nuestro poder adquisitivo en un momento en el que ya nos encontramos estirando ese dólar hasta los límites. El Primer Ministro y el gabinete complican aún más el castigo ofreciéndonos/anunciándonos esto en la Navidad. Estos impuestos son injustos, indebidos e irrazonables. Estos impuestos son los resultados de la mala planificación fiscal y juicio, y de un gobierno del UDP en problemas y desesperado a que los beliceños los rescaten de la infinidad de deudas con la que el arrogante Barrow y su gabinete mediocre nos han colmado.

Will the Prime Minister please do the Nation a favour and fire the Minister of National Security? Since his return we have had more drug planes, landing, more robbery and the murders continue. It is time for action.

3. Will the Minister of Health, who chose to call the media about the missing Christmas lights from the Corozal Town Council please say if he has any intention of asking his good friend former Mayor Campos to provide an explanation of what happened to the lights?

4. Will the UDP Chairman please inform Mr. Ivan Williams that he is no longer the Labour Commissioner and as such should not be interfering with the officers who are doing their job?

Mr. Williams must be made to understand that even though he will lose badly at the next general elections, he is no longer able to instruct anyone at the Labour Department.

Tale of a Missing Prime Minister

Belize City: Thursday 13th December 2018 The Prime Minister of Belize, Dean Barrow, is paid more than $100,000.00 per month in salary along with all other amenities paid for by the public purse such as transportation, housing, telephone, etc.

Technically, he lives off the taxpayers of the country and hardly must touch his salary. In addition, he gets monies for his division office and community vote. He also has health insurance and a fat pension coming, which is paid for by the state when he retires from politics, which is 2020. While the average man on the street earns $175.00 per week or $9,100 per annum, with no transportation, housing, telephone, health care paid for. He has none of those benefits, and he cannot miss a day from work as he runs the risk of being terminated or loses the day’s pay.

In Belize the Prime Minister of Belize, Dean Barrow, must have done a month’s worth of work since the year has started and has not lost any pay and is not at risk of being terminated. Dean Barrow lived outside Belize almost 75% of the time since winning the election in 2015. He claims that he has to be out of the country due to medical reasons, bad back, they say. Today the normal man misses a few days, and he is terminated as being medically unfit and cannot collect a dime from Social Security. However, not so for Dean Barrow, he is above the poor man; he is snowball from Animal Farm.

Since 2015, while the Dean Barrow is on his hiatus, crime and violence have become rampant, armed robberies has escalated, over ten (10) drug planes have landed and no cargo or culprit found, health service in shambles, with outbreaks of Typhoid Fever, H1N1, and all other illnesses are rampant and now there are no medicines at the

hospitals, and a dying economy.

In other countries, with all these events occurring, the Prime Minister would be accused of sleeping at the wheel, but in this case no one is at the wheel. However, from time to time, people like Gasper “Gapi” Vega take a turn through his surrogate Hugo Pott.

Because it seems that Barrow has grown tired of both Patrick Faber and John Saldiver and claimed often that they cannot be trusted. Hi favorite of late was the endomorph Michael Pyrefitte, who was thrashed by Superman aka Philip Willoughby in the Port Loyola’s convention in November. Both Faber and Saldiver have fallen out of Barrow good grace because if these two guys are not allowing their vehicle to drown or wrapped up with accused head cutters, then they are on the media putting their foot in their mouth.

However, the most serious matter is the terrible state of economy. The latest SIB report points out that all the export commodities are down and shrinking fast, while exports are up, which is putting a strain on the foreign exchange. The recent forecast is for more bad news for sugar just as the crop is about to start. Sugar prices will continue to be at an all-time low under ASR as farmers are only going to get near what they got last year, which was a total of $45.00 per ton, which mean less US dollars coming into the country and less monies in the hand of the cane farmers. And the response from the Prime Minister then and now will be dead silence....oo-ops…. That is because he is on a plane going somewhere other than to be in Belize working for the people who pays him.

The question to every Belizean this week is “can we afford a lazy absentee Dean Barrow, posing as Prime Minister while he charges us top dollars for no service.”

Cost of Electricity Going Up, Again!

Belize City: Thursday 13th December 2018 For the second time in less than six months, Belizeans will see another hike in their electricity bill.

The state-owned, Belize Electricity Limited (BEL), announced that it was proposing to increase rates to forty-one point fifty cents per kilowatt hour for the remainder of the annual tariff period from January 1 to June 30, 2019.

According to BEL, this is because power rates in Mexico has been on the increase compounded with below average production by local hydro plants.

BEL notes that since May 2018 it has paid an additional $18.9 million to Mexico. However, now it is trying to collect those monies back from consumers.

BEL claimed that it was currently attempting to secure fewer volatile prices and so at the end of next year, the cost of electricity should see a decrease.

The Opposition People’s United Party quickly fired off a statement in response to what it considers a “shameful act of duplicity” on the part of the Government of Belize (GoB) and BEL. According to the statement, just months ago, BEL requested an increase of 7.1% in the cost per kilowatt hour.

The Public Utilities Commission

had approved an increase of 6.24 % which would have remained, in effect, for two years.

“Now, just five months after, BEL is requesting another increase,” said the statement.

It added, “Belizeans have been forced to pay more in electricity bills in the past year, not only because of the increase in the cost per kilowatt hour, but because in 2018, GOB lowered the tax-threshold on electricity bills.”

According to the statement, to subject Belizeans to yet another increase in the cost of electricity would be unfair and can only be considered as undue hardship when the cost of living is already too high.

The statement points out that on one hand “the Government of Belize can offer $25,000 to their Ministers as a form of Christmas Cheer, and immediately thereafter, suggests taxing ALL Belizeans through an increase in electricity bills!”

The PUP suggests that instead of taxing Belizeans, the Government of Belize should stop its wastages.

“It is a shame that Ministers and UDP cronies live as if we are a firstworld country, while ‘normal’ Belizeans continue to foot the bill,” concluded the statement.

To highlight the duplicity of the GoB, we take you back to 2011 when

the UDP administration expropriated the Belize Electricity Limited (BEL) from the Canadian based Fortis International.

The UDP government promised then that since BEL is State owned Belizeans would see a decrease in the cost of electricity, but that has not been the case.

Instead, the rates have only continued to increase since the expropriation. By all accounts, the people of Belize paid less when the company was in the hands of Fortis International.

We recall that before the expropriation, BEL had asked for increased rates but were denied by GoB. This was in light of their increased operational costs due to the serious drought the country had experienced, which made the hydro dam useless.

In addition to these factors, cost of fuel was rising and the Comision Federal de Electricidad (CFE) in Chetumal; Mexico could only provide power to Fortis at an expensive rate.

CFE had no option but to sell power at an expensive rate to BEL because they used fossil fuel, and their fuel acquisition price was increasing.

After the expropriation, GoB through the Public Utilities Commission immediately increased rates by 10 per cent to consumers.

This is the same increase that Fortis has requested but were denied.

Additionally, GoB quickly moved to terminate several long serving employees to create employment for their cronies.

By 2013, BEL declared that its

profit was $18.0M. BEL continued to rack up major profits. In 2015, 2016, 2017 BEL declared $36.2M, $27.2M and $17.7M in net earnings.

Within the last three years, BEL has made more than $80 million in profit and yet many Belizeans are yet to reap any benefit from this stateowned entity.

As a matter of fact, the disadvantages continue to increase. Now bills that exceed $100 are charged 12.5 % GST again driving up the costs of electricity.

And because GoB is the majority shareholder of BEL, it will get most of the net income to be had.

Miss Jane The Belize Times family extends our deepest condolences to the family of Dr. Jane Usher, CBE. Like her brother, Father of the Nation George Price, she will be remembered most for a lifetime of integrity, humility and service to the people of Belize – particularly the most disadvantaged Belizeans. Although we in the PUP proudly claim Miss Jane as our own, she saw way beyond colour and political affiliation, and served with distinction and selflessness. There is no doubt that she will be missed, but also no doubt that her legend and legacy will live on in Belize. Sleep in peace, Miss Jane.

Electricity madness If the Prime Minister had a fraction of the humility, character and ethic of a woman like Miss Jane, we would indeed be living in a good country. Instead, this bold-faced megalomaniac continues to chance the Belizean people. Remember this is the man who is said to be all glitter and no substance, and he keeps proving why. Imagine that just weeks ago, he had no apology for giving UDP Ministers $25,000 in Christmas Cheer. He said it was a prize for the UDP because they won elections. Okay great. That must mean government coffers are full and things are good right? But wait – the government then spins around and says we have to raise electricity rates because things are bad. How nuts is that? And don’t be confused by GOB and BEL and PUC – it’s all just GOB. Mr. Barrow controls all three – so what this is, is another tax on Belizeans, end of story.

First Son Let’s play Miss Cleo for a minute and do a prediction, because this government has become very predictable in its scurviness. BEL will raise the rates and cramp Belizeans effective January 1. That will carry on into the year. And then, BEL will say we need to explore other sources of renewable energy which are cheaper because we can’t continue to burden poor Belizeans. And then, poof, the First Son will appear, because coincidentally we understand he is pushing a big dam project down south. So GOB will say let’s buy our energy from the first son, because he hasn’t made enough millions from BTL (okay maybe GOB won’t say that out loud). And BEL will start pushing money his way, and Belizeans will take another bukut, like we did with BTL. Move out the way Miss Cleo. Our predictions are da bomb!

National Bank When the National Bank first opened its doors, everybody and their granny knew that it would be a political piñata and piggy bank for cronies. And it seems that under the Barrow administration even that fat pig is starving. Reliable sources say that the National Bank is going bankrupt. I mean, everybody knows that since opening they haven’t operated in the black not even one quarter, but maybe people don’t know just how bad it is. It seems that it’s so bad that the bank has started approaching other financial institutions to try to sell off its assets and make some quick cash. That right there is a sign of end days for the bank, and it’ll be interesting to see how long it can hold out. We’re telling you – anything the Barrow administration gets its hands on turns to crap. We challenge you to name one thing that has worked under this UDP – we mean worked for the benefit of the Belizean people, not worked for cronies like Brads or Mr. Barrow’s family members and friends. Nothing. Not one thing.

The Electrician Just the other day we told you that the electrician turned Minister has no sense of shame. He was caught barefaced when Jules asked him about his relationship with supposedly scurvy investor Marco Caruso. Pablo claimed that he didn’t know Caruso, and then Jules pointed out that he was married at a resort owned by Caruso and everybody knew they were ‘friends.’ But no shame – Pablo just had his fancy Ministers of Health meeting the other day, and guess where he had it? Right at his friend’s resort again. This is where the Integrity Commission needs to step up. They really need to examine the relationship between Pablo and these investors, and investigate how Pablo’s personal wealth has grown by leaps and bounds since he became a Minister.

Reflections

Dear Editor As I reflect on Christmas past, I can remember as a little girl, exams, Christmas school programs, kris kringle, decorating the house and tree with Christmas lights, tinsel and who could forget the very itchy angel hair. Parents dressing the house with new marley, cooking ham and turkey and baking cakes for Christmas. All around town, even if it was just one string of lights well placed around a window or door showed that the holidays were here and every man, woman and child was feeling it.

Driving around Belize City last week I could not help but notice the small amount of homes that were decorated. The town looks dark and hopeless, a clear reflection of the feeling of the people. You would never know that Christmas is just a couple of days away.

Economically speaking on the past, this is the month when business owners would open from 8am to 9pm to make every extra dollar. This extra money was to help take them through January better known as “Maaga Season.” In the past, around this time, stores would be ram jammed with shoppers. That is not the case today, because walking downtown it is clearly evident that stores are hardly making any money. You can see store owners begging the one or two shoppers to come check out their merchandise. Evening time is even worse! All you find is one or two shops opened after 6pm.

The past 10 years under the leadership of this present UDP government has been a steady downward spiral. The cost of electricity, potable water, food, gasoline, unemployment and crime is at an all-time high. The UDP Grinch hates to see Belizeans happy. They have managed to steal the feel, the excitement and the smell of Christmas. The only hope on the Horizon for our well deserving Belizean people is the People’s United Party.

‘Pier One’ future hangs in the balance Mayor Wagner: City won’t Tolerate No More Crime and Violence on Pier One Belize City: Thursday 13th December 2018 Asher Saunders, 20, lost his life while socializing at the Pier One establishment in Belize City on Friday night.

While police attempted to defuse an altercation between two groups, an armed assailant seized the opportunity and shot him execution style once to back of the head. He collapsed and died on the spot.

While the entire incident was caught on camera, police say that the quality of the footage is of no assistance to their investigators.

At a police press conference earlier this week Assistant Superintendent of Police (ASP), Alejandro Cowo, confirmed that it is a norm for police officers on duty at this establishment to conduct body searches of patrons before they are allowed inside, he could not explain how the firearm was introduced bypassing security.

This is not the first violent incident at Pier One and with this lates murder of Saunders, the outrage because it is within the confines of a Recreational Park for family and children and there is a call to close down the Pier One establishment.

Previously, residents had complained only about the noise pollution caused by the night club but lately residents have expressed concerns regarding the increase in crime and violence at this establishment.

As recent as September three men were stabbed at Pier one during a bar brawl. Before that there were several other bar brawls and disputes that spilled over into the BTL Park which is used by families and their children.

In an interview with the press, Mayor Bernard Wagner revealed some surprising details about this establishment and committed himself to address the concerns of residents.

He exposed that the previous United Democratic Party led City Council had entered a lease agreement with principal shareholder of Pier One, Joseph Kee. But in this agreement, Kee is only required to make a measly monthly payment of $350 for rent.

With already an insignificant rent fee, the previous Council also went out on a limb to commit to providing this establishment with any repairs for damages that may arise.

In 2016 following the damages

by Hurricane Earl, Pier One was the only establishment that the then

UDP City Council assisted with over $16,000 of tax payers’ dollars for so-called repairs.

However, there are no documents to verify that such pay out was due.

According to Mayor Wagner, this lease agreement is the result of having, “public officials operating without integrity and with clearly corruption at the center of it.”

Mayor Wagner added that putting a bar inside a park was an ill-conceived move by the UDP City Council.

“That in itself is a situation that is untenable. We have our attorneys reviewing the matter. We will utilize all of the resources that we have at the Council. We control both trade license board the liquor licensing Board, and so, we’ll look at that situation. It’s untenable, but something has to give,” he said.

When asked about the future of Pier One, Mayor Wagner made it clear, “We can’t as a responsible City Council continue to have our residents, our women and children, feel unsafe in a park that was built with the understanding that it would be used for their recreational purposes.”

He explained that this establishment would have to remodel its services.

He said, “We would want to look at the model. Obviously, if the principals of the entity re-adjust the model, then we would be willing to look at it.”

It is our understanding that by readjusting its model, Mayor Wagner hopes that the sale of alcohol would be discontinued and convert to a child friendly establishment at the park.

Although former UDP City Mayor Darrel Bradley denied that Pier One was not a bar it is now obvious that he was caught again lying again.

According to Mayor Wagner, his council is business friendly and encourages the growth and expansion of Belize City businesses and so he is willing to work with Pier One if they are willing to remodel their services.

“If the principals of that entity could assure us that the model will undergo some changes, we are willing to look at it,” He said. “But we are clear and hell-bent that it will not serve as a bar, not serve as a night club. It’s in too close a proximity to the park.”

And so with its liquor license and trade license due for renewal

by January 2019, the future of Pier One hangs in the balance.

Contribution of Senator Anthony Mahler at the Last Senate Meeting 14 Million More for the George Price Highway

The Hustle Continues Mr. President I rise to make my contribution on this issue. Mr. President the hustle continues right in front of our eyes and it stinks to Timbuctoo. I am new to these Senate meetings but on the occasions that I have been here my colleagues and I have had to speak on the blatant abuse of the Belizean people’s money. We have had to call out the government about Lake I Blvd. We have had to call out the Government about Fabers Road. We have had to call out the Government about the Municipal Airstrip project. All projects that have cost the Belizean people far too much and we are not getting value for money on these projects.

Head Tight Mr. President, today mi head tight with this one. Today the Government will once again get its way and borrow another 14 million dollars to finish a 19-mile stretch of road that will end up costing the Belizean people close to 80 million dollars. Yes Mr. President, 80 million dollars.

Drap Shart by 25% Mr. President, when you play basketball in Belize there is a thing call drap shart. Drap shart is when a player takes a shot and it does not reach the rim. Well the vast majority of projects that have been executed by this UDP government and that are still on-going di drap shart real bad. This 19-mile stretch of road has drap shart by 25%. Mr. President this dah rough stuff. This dah no joke.

Cost of Roads Mr. President, under this government the cost of road building has gone from maybe a million or 1.5 million to anywhere from 3 million to 8 million dollars a mile. Mr. President do you remember when the Prime Minister had a press conference and marshalled the engineers from the Ministry of Works to explain why Fabers Road cost the Belizean people 8 million dollars. Well I want you to see Fabers Road now. The quality is shameful.

Background in Project Management Mr. President, I have some background in project management and from my experience there is a thing called a contingency that is allocated just in case there are over-runs.

So this government is saying to the Belizean people that they spent the contingency and still drap shart by 14 million dollars. Either we have some lightweight engineers or we have some serious leakage from these projects.

Who Got Compensated for Land?

At the house meeting last Friday, the Minister of Works said that this project ballooned over 70 million dollars because they had to acquire land. I wonder who all got compensated for land and how much were they paid? From what I am hearing some Good, Good UDP’s got some Big, Big money as compensation for land. Like I said earlier Mr. President, the hustling continues.

Wastage and Corruption has led to Poverty Mr. President, the wastage and corruption that have been taking in Belize place over the years have contributed to the increase in poverty since the monies have been siphoned off into the pockets of cronies and special interests and not reaching the people.

Our people deserve better Mr. President. I thank you!

Retroactive Laws What this Issue Reminds Me Off Mr. President you know what this issue reminds me of? When I was young and there was always this one person who wanted to change the rules after a game had started just so he or she could take advantage of everyone else. That is what this UDP government is doing to the Cruise Sector today. This government has taken a heavy handed approach and squeezing out the tax dollars from an important sector of the tourism industry. By passing this Amendment, Government is using its legislative powers to turn years of wrong into a right. Mr. President, this is a dangerous precedent.

Mr. President the facts are: GST does not Apply Until this amendment, the GST Act did not apply to tour operators that have contracts with the cruise lines, because they are zero-rated. According to the Caribbean Court of Justice, Cruise Solutions was correct in not paying GST for their contracts with the cruise lines. What the CCJ’s ruling means is that the Government was illegally collecting taxes from all those operators that were afraid of this government and that ended up paying.

CCJ’s Ruling The CCJ’s ruling also means that the Government owes all these operators millions of dollars that were illegally collected over the years. From my investigations, Government should owe the operators collectively, well over 10 million dollars.

Prime Minister Lied Unlike what the Prime Minister stated last week, the tour operators are not eager to pay the GST. In fact, they lodged their complaint with the Government some years ago regarding the strenuous level of taxation on the sector. The reality is that without the passing of this amendment, the operators would be lining up at the Governments door to get their money back or at least a credit note.

Taxation on the Sector Mr. President, after today, legally, Tour Operators have to pay 6% Business Tax and 12 ½ percent on GST. Almost 19% when added together. This level of taxation on any business is stifling. And the reality is that the tour operators cannot pass this on to the cruise lines so they have to absorb the GST as a standard part of their operations. Instead of a piecemealed approach to taxing the tourism industry, this Government should take a holistic approach to ensure that the industry continues to grow and develop.

Retroactive Laws Principally Flawed With the Amendment to the GST Act being retroactive, the Government continues to head down a slippery slope and using its’ powers to make laws to bully our citizens while at the same time giving the middle finger to the Caribbean Court of Justice, the highest court for Belize.

Mr. President, in a time when our economy is struggling the last thing we need is to have more people lose confidence. Thank you!!!

House Meeting

Wednesday 12th December Belize City: Thursday 13th December 2018 On Wednesday December 12, 2018 there was a Special Sitting of the House of Representatives at the National Assembly Building in Belmopan.

Party Leader of the PUP, Honorable John Briceño took the opportunity to speak about the high cost of diesel and how it is affecting everyone especially the productive sector saying this is the month when they go into full gear.

Honorable Briceño said anyone in the Productive sector will tell you the cost of production must be given serious consideration.

Honorable John Briceño: “Today our farmers and the people in the productive sector have to struggle with the cost of diesel at $10.75 per gallon.

This administration got elected to office on the promise to bring down the cost of living no matter what. Guess what? What I think is most offensive to people Madam Speaker is the people believe that the UDP government has betrayed them because of these promises that they made that they are not living up to.

In 2008, oil was at US $100 a barrel and diesel was sold for $8.10. Today, the barrel of crude oil is at US $51 per barrel and diesel is being sold at $10.75 per gallon and in Punta Gorda it is at $11.00. The oil is US $49 a barrel cheaper today, madam speaker, and yet we are paying $2.65 more. It doesn’t make sense right? The average tax that this government collects on a gallon of diesel is $4.50. As of the first week of December we have imported 15,400,000 gallons of diesel and when multiplied by $4.50 per gallon this UDP government has collected $69,300,000 in taxes on diesel alone. Diesel is the engine of the productive sector. As one friend mentioned to me “This is the Barrownomics at its best,” collecting $69 million dollars of tax on the productive sector that needs all the help to be able to survive in today’s competitive world.” ++++++++++++ Thursday December 13th marks the start of the 2019 Sugar Cane Crop.

For years the poor cañeros have been complaining about the deal with horrible road conditions. As is expected from the Prime Minister of this country and his bag full of empty promises, he has been promising monies to assist with road conditions. On Wednesday December 12th he did not fail saying he would allocate over $300,000 dollars to alleviate the bad road conditions.

Yesterday one cañero from Caledonia, Corozal told the press “Last year they had also approved monies for sugar roads and Caledonia did not get its share.”

Honorable Florencio Marin, Area Representative, Corozal Southeast: “the farmers have not had one upgrading of their road, not one preparation of that road for this cane season. I would like to ask the Prime Minister to please get some repairs to these cane roads because it is quite critical.” +++++++++++ There has been much controversy over the poor service at the Vital Statistics Unit. Long wait in lines, wrong information on birth/death/marriage certificates, People who travel hundreds of miles to get their birth/death/marriage certificates only to be told that they have to come back and those whose birth records simply can’t be found.

Honorable Said Musa, Area Representative, Fort George Division “ it is the system that we are dealing with here; of records of births and deaths with pages missing from the records, with pages eaten up by rodents and insects and records missing. As a result, this whole reregistration exercise that we have just gone through has led to a serious situation where thousands- over 5,000 persons- are on, what is called, a pending list.” ++++++++++ The well that supplies water to residents of United Ville Village, Cayo is running dry and residents are unable to carry out daily basic human functions.

Since then the Cayo south committee has stepped in to assist the residents with water. In the past Area Representative, Cayo South, Julius Espat has lobbied on behalf of the residents in Armenia who for the past 7 years have been experiencing water issues. Notably his pleas have fallen on deaf ears and the people continue to suffer. Espat is not giving up and at the Special Sitting held on Wednesday December 12, 2018, He again lobbied for another village. Espat said that United Ville Village is experiencing a water crisis. “I have villagers in Cayo South, specifically United Ville that can’t drink water that is clean, can’t take a bath, can’t wash their clothes, can’t wash their dishes. Madam Speaker it is unacceptable and I am bringing it to the Minister of Rural Development who is also our Prime Minister and hopefully he can look into the situation. To us in Cayo South it does not matter if the people have voted red or blue, I am doing this across political lines. Prime Minister these people are not living to the level that you and I live, and as human beings they need to live” Speaking to Belize Times, Honorable Espat made two recommendations.

TRIBUTE TO BELIZEAN MATRIARCH Madam Jane Usher, Lady Jane, Dr. Jane Usher, Miss Jane or Ma Jane, as she was affectionately called by thousands of Belizeans across the country, passed away in the early morning hours of Wednesday, December 12th 2018.

While she was the older sister of the Father of the Nation, the Hon George Cadle Price, in so many ways she was a national icon and hero for Belize, Belizean women and the credit union movement and by extension the small business sector which the credit union under her leadership helped throughout the country.

Jane Usher was one of eleven children of Irene Cecilia Escalante Price and William Cadle Price and perhaps it is because of being a member of a large family she has always led her life in the service of others and in service of Belize.

Born on September 5th 1917, Jane Ellen Price grew up in a very different time in a colonial Belize. By the time she married Henry Charles Usher in 1942, she was already very much in tune with the economic, social and political landscape of Belize. Two years after her marriage, the Holy Redeemer Credit Union was formed and she began her employment there as a clerk. A diligent, committed and hardworking person, Jane Usher worked to help create a credit union league through legislation. From clerk to General Manager in 1956, Ms. Jane Usher continued to excel in her performance and development of the credit union movement. She worked all her life at the Holy Redeemer Credit Union and in 2012 was named Director Emeritus of the Board of the Union in 2012. Jane Usher is credited with having expanded the membership base of the Holy Redeemer Credit Union that it now boasts over 50,000 members. She is also recognized with having grown the assets of the Credit Union so much so that today HRCU is a major financial service center which contributes and positively impacts many thousands of Belizeans (young and old).

Apart from her business acumen and foresight, Jane Usher also excelled politically. She ran in the 1979 general elections, as a mother of 10 children, a wife and a businessman and she won decisively. She was on the only woman in that election to have won. Having been in government from 1979 to 1984 in that term, Jane Usher was the first woman who served in the House of Representatives in a post-independence Belize. She made a lot of contributions to Belize’s growth with her ministerial

portfolios of Health and Cooperatives.

She ran again in 1984-1989 and won again however in this period she served in the opposition in the House of Representatives. After this term, Jane Usher continued in her political career as the President of the Senate from 1989-1993.

We in the United Women’s Group of the PUP are saddened by her passing; however, we are very grateful for her guidance, counsel and inspiration she has provided to so many of us. Jane Usher in her time as President of the PUP’s United Women’s Group led the group at time of the global movement against violence against women. The Convention on the Elimination of Violence against Women (CEDAW) was adopted by the United Nations in 1979 and Belize ratified it in 1990.

Throughout her 101 years of life, Jane Usher has been recognized with many distinctions. She received the Distinguished Service Award from the Jamaican Cooperative Credit Union League, the Golden Eagle Award from the Belize Credit Union League, an honorary doctorate from Galen University in 2013, and a Special Lifetime Service Award from the People’s United Party in 2017.

Ma Jane’s life and legacy epitomizes the patriotic and bold call of service to country and service to others. She has been an icon, trailblazer, a woman leader of respect and admiration of so many, an inspiration to all ethnicities and a role model for leaders.

The United Women’s Group joins the nation in solidarity with her family and children in mourning her death and celebrating her life and contribution to our nation.

She has left us but will forever be remembered particularly through the credit union movement and the impact she made for many women entrepreneurs and women empowerment in general.

As Jane Usher passes on, so too has an era in Belize ended. There may never be another like her for some time to come but there is so much all of us can learn from her life story to help empower more of us to never give up and to live in service of others to build a better Belize that works for everyone.

SOME BENEFITS OF WASTES TO ENERGY TECHNOLOGIES

By Dr. Pedro Villegas “If it can’t be reduced, reused, repaired, rebuilt, refurbished, refinished, resold, recycled or composted, then it should be restricted, redesigned or removed from production.”- Pete Seeger The global Wastes to Energy Market is anticipated to value 43.96 billion of U$D by 2024, according to a recent report. Growing requirement for alternative energy resources to conserve non-renewable fuels is anticipated to propel demand for Wastes to Energy (WTE) Systems. These WTE Systems are likely to reduce the amount of wastes produced from various resources and simultaneously generate captive energy and will propel the achievement of Sustainable Development Goals by 2030.

Thermal and Biological are the two different technologies that could be used to generate energy from wastes. Thermal Technology have been dominating in the past years due to its simple process and operations. However, health concerns associated with gasses emission while implementing the technology is likely to become an obstruction for this technology. Thermal waste treatments have been proved to be 100% green.

Therefore, to mitigate the problems that come with informal garbage burning, such as emission of toxic gases with organic compounds such as dioxins and furans; government and researchers must explore the possible developments with regards to advanced thermal waste treatment techniques. Appropriate and improved technologies are important as a strategy for tackling the environmental concerns in Belize.

On the other hand, Biological Technologies are expected to significantly growth in the forthcoming years. The anaerobic decomposition of solid waste to generate energy is the most widely known biological alternative.

To cater to rising demand for waste to energy solutions, most companies are focusing on Research and Development investments to expand these new and innovative methods. For instance, several countries in the region like Costa Rica, recently started constructing its new waste treatment facilities. These cost-effective recycling and waste processing solutions are likely to multiply recycling recovery across the region overall waste stream and produce low carbon renewable fuel. Facilities being constructed are predicted to begin operations in early

2019.

In another instance, the government of Mexico recently announced about new plant that can convert food scraps into clean energy. This community-based waste management is expected to be selected for development of this new anaerobic digester. Anaerobic digester can deploy bacteria in airless chambers to break down food and other material to convert it into natural gas. This natural gas can then be used as fuel to run vehicles and as electricity too. To make sure that the plant receives enough raw material in coming future, the government is expected to be working on a mandate to ask large companies and institutes to separate out their food scraps.

In the case of Belize there is a great potential at the Regional Sanitary Landfill at mile 24 of George Price Highway to generate electricity from municipal wastes at very low cost. Political will and proper management are key to convert these undesirable resources into energy and other byproducts.

The main advantages of these Wastes to Energy Systems or Technologies can be summarized as follows: • Increasing volume of industrial and domestic waste attributed to rapidly growing industrialization and population can stimulate growth of market.

• Rising environmental concerns regarding use of non-renewable resources can influence market growth.

• Shifting focus towards substitutes such as coal with renewable resources to diminish carbon content is expected to fuel market growth.

• Growing adoption of waste management systems among consumers can augment growth of market.

• Supportive government initiatives in terms of financial incentives and tax benefits are anticipated to propel growth of market during the forecast period (2019 to 2024).

If we want to be a better Country, we need to address unsustainable practices of waste management and start to strategize the adoption of green technologies to address Belize’s vulnerability to climate change in particular the impact of tropical cyclones and sea level rise by investing in technologies that generate energy from wastes environmentally friendly.

WOMEN: the Champions

Contributed Belize City: Thursday 13 December 2018 The world of winners can be a lonely place when the leading perception has the champion doing it all. Think of a Champion, at anything, and you will find someone rich with associates, team players, family and friends—a community. True champions issue verbal jewelry unto those in the milieu. It is a part of their nature to share the wealth of credit to the substrate and fertilizer and not necessarily to the glorious fruit.

Think of your favorite team; be reminded that teams do go way beyond sports, like family, the most special of teams. Who is the leader of this team?

Who offers the blood, sweat and tears with an overdose of love and affection?

The often unsung heroes of our society are the women who deliver their hearts without asking for a payment plan. Like a true team leader, they quarterback life and do not expect accolades. Make no mistake, our champion women expect only the best around them—behavior, education, jobs, home, and community.

World entities chose 16 days to focus on women by coining Days of Activism. This is observed at the nearing of the Christmas season in the rightful spirit of tenderness and joy that winning lives deserve. It is sad to add here that too many men are still drenched in a type of manhood that blinds their logic and morals. These ill-grown men have given rise to the need to protect our society from their destructive type of ways. One woman battered is one too many; this odious tumor requires our collective radioactive therapy. We are trying, but each time our tears are jerked by another of our women being abused, our impetus is challenged.

In Belize, the People’s United Party has an arm called the United Women’s Group (UWG). This is an important attempt to reach out to our women and listen to their voice. It shares power.

How far are we to a female Prime Minister?

UNICEF sponsors an effort to

showcase young women in high school and their abilities to attempt whatever they wish. The programme called TeacHer literally asks teachers to make sure that our female students who love Science, Technology, Engineering, Arts and Mathematics (STEAM) have an outlet to be poised to achieve these dreams.

World Bank statistics show how female students in Belize tend to stay in school longer than males.

Even as this does not bode well for our males, it shows how our females are becoming more educated. Our females are little by little becoming more influential. This parity needs to be nurtured.

On December 12, 2018, Belize lost Mrs. Jane Usher. People often say that history defines greatness. I dare say that Jane Usher defined history and how it should be lived. She lived life her way. Her brother might just not be able to hold a candle to her. Belize is greater because of them. Both are champions with giant hearts sliced up and shared with total abandon. Jane Usher’s passing leaves all these slices strewn into our Belizean souls.

The official end of the 16days of Activism ended with Human Rights Day on the 10th of December. Belize!

We just found a reason to have our own 18days of Activism. Of course, everyday should be a day of awareness. Being a proponent for the end of Gender-based Violence is championing Human Rights.

Remember, true champions take on losing with grit and desire to succeed despite any temporary setback.

Be aware, real champions make those around them better. Genuine champions slay vice and lionize virtues.

When men rule it’s because they have had great mother and/or wives.

The latter are the true champions shushing the crowds of adulation.

This glass ceiling is due a paradigm shift to smithereens. In Queen-like fashion they are ready to shout “We are the Champions”, oh so silently.

When the Bough Breaks….

By: Hilly Bennett The bough will break and the parasitic, corrupt, heartless UDP cradle will experience a fall like no other government has seen.

The day of reckoning for the Barrow administration is fast approaching. The vast majority of the electorate has made up their minds- the tyrants cannot linger, UDP got to go!

Corruption remains rampant, there is total disregard for governance and the tenants of transparency and accountability.

Governance is directly related to democracy, planted on the pillars of transparency and accountability. Augustine Carters an ex official of the International Monetary Fund (IMF) cautioned that “without transparency and accountability, trust will be lacking between a government and those whom it governs. The results is an environment that is less conducive to economic growth.”

This translate into what Giovanni Satori in his paper, Rethinking Democracy, Characterized as “Bad Politics”. He proffered that bad politics is bad economics, a minus-sum politics with a generalized loss for the people and country.

“Running Cost” the cost of running government is considered an unwise dept by economic experts. Bad economics. The Peoples United Party, Civil Society. The unions and the wider public has called on the UDP government to “trim the fat”, to stem the waste in government spending. Those calls has fallen on deaf ears. In early 2015, a unit was convened by the PM office to investigate government expropriation of public finances. A report was compiled which revealed wanton wastage in government expenditure of taxpayers monies. The report opined that public monies could have been spent more prudently.

The reports was prepared by the committee to Evaluate and Advise on cost saving measures (CEACS). Financial Secretary Joseph Waight validated the report as credible and it was submitted to Honorable Dean Barrow, Prime Minister and Minister of Finance and Economic Development. The committee drew

concern with the exorbitant advertising cost attached to the government owned radio station. To date actual figures has not been forthcoming. Attention was given to monies paid to several Boards and committee members which CEACS noted was substantially high and was paid whether or not the Board met. The Income Tax Appeal Board Chairman, at the time, was being paid $3,000 and two other member $2,000 per month.

The matter of Permanently Established (PE) posting given to contract officers created an atmosphere of discontent. Contract Officers are employed at a higher salary with additional perks, including health insurance and vehicle. This situation continues to demoralize qualified individuals whose dream for upward mobility is denied. The recent announcement, by the PM, that Michelle Longsworth, wife of Herman Longsworth, is pointed to head the Revenue Authority is a case of cronyism and the undermining of the legitimate expectations of those at the top of the public service.

Apparently, the Income Tax Department and the General Sales Tax Department will be amalgamated to form the Revenue Authority institution. This move by the PM has raised eyebrows because Michelle Longsworth is not the right fit and lacks the expertise to command this new financial department effectively.

Several other areas were highlighted on wastage in government spending. Rental of private – owned buildings for office space amounted to some $3 million per year. Misuse of government vehicles and unwarranted fuel cost was amongst the list of excessive GOB spending.

Although, the report was deemed credible the Barrow government continue to exploit hard earned taxpayer’s dollars. Clearly this worthless administration lacks both political will and political conscience to do the right thing. Change is a must to correct this sordid mess by the UDPs. The change cometh in the blue horizon. That change is the Peoples United Party government, unfolding its 20/20 vision, which includes people and country. Building a Belize that works for everyone.

Strong institutions against Corruption Needed By: osilbz@ np United States Secretary of State, Mike Pompeo, launched harsh criticism last Sunday against all those corrupt governments with intolerable practices of facilitating transnational crime, propitiating terrorism, thwarting the economies of their country, weakening the rule of law and undermining democracy.

This message was delivered to coincide within the framework of the International Day against Corruption on the 9th December.

Considering the agonizing barefaced situations that Belize and its people have been pushed into by this UDP government during the last decade, anyone could have believed Pompeo was directing its statement to Prime Minister Dean Barrow even though corruption has become a contagion with governments that are undermining many democracies like Belize.

We must also be aware that wherever corruption is least fought, the vulnerability increases affecting our society and civil institutions.

The destabilization of institutionality has triggered concern within the highest spheres of the U.S. government in Washington, and as Pompeo explained it in his statement, it is perceived as a threat to U.S. security. He reaffirmed U.S. commitment to work with partners to prevent corruption and contribute towards generating transparent institutions, demanding greater accountability and betting on the strengthening of a justice system that will

prosecute and jail the corrupt.

On this occasion, the statement from the State Department placed special emphasis on expressing support for journalists and civil society that denounces corruption and demands the accountability and transparency from every official.

The latter is particularly relevant in the Belize case due to the situation that a section of the media are facing, with constant threats of lawsuits and financial harassment, for their determined support for the truth about the fight against corruption, trafficking of influence and abuse of power. In this last case, the limit of prudence has even been exceeded, such as harassment.

The truth is that the harsh terms used by the State Department to urge the fight against corruption are not only directed to Belize because there are many other countries whose societies are doomed to underdevelopment, due to the powerful impulse of corruption and white collar mafias.

Certainly, one of the ways to combat this scourge of corruption with deep socio-economic consequences is the pronouncement by the State Department to punish with individualized financial sanctions against corruption and human rights violations through the Global Magnitsky Law. Belize is in need of a change to rebuild our dying institutions in order to stabilize the rule of law and strengthen our democratic public institutions.
